Finance official invites Asia Pacific Economic Cooperation delegates to enjoy Tagaytay City
(TAGAYTAY CITY, Cavite) Finance Undersecretary Gil Beltran, in his keynote speech at the opening session on financial inclusion here in Tagaytay City, invited APEC delegates to enjoy what the city has to offer.

"I hope you will find time to go around Tagaytay and enjoy the famous Taal Volcano and its lake, cool weather and the warm hospitality of the local people," Beltran told APEC delegates and stakeholders gathering at Taal Vista Hotel here.
At the same time, he thanked all the co-organizers and sponsors who made the forum on financial inclusion possible this year.

"I wish us all a fruitful interaction in the next two days," he added.
Marciano Paynor, the Secretary General of APEC Philippines 2015 National Organizing Committee, said the objective was to promote the Philippines' different locations for tourism and investments that's why they are holding APEC's initial meetings in different locations in the country.

These meetings are run up to the APEC Leaders' Meeting in November.

Tagaytay City, dubbed as the country's second summer capital because of its cool climate, is a favorite gateway spot and tourist destination in the country.

It provides an amazing view of the Taal Volcano nested in the Taal Lake. The city hosts an array of places to visit as well as local dishes for visitors to enjoy.

Tagaytay City is part of Cavite province and has a total land area of 6,500 hectares. It is approximately 60 kilometers away from Metro Manila and it takes about one hour travel from the metropolis. PND (as)

Annual discussion on financial inclusion in APEC meeting has regional importance, says Finance Undersecretary Beltran
(TAGAYTAY CITY, Cavite) The Asian Pacific Economic Cooperation's yearly discussion on financial inclusion have regional significance because stakeholders learn from each other and apply them in actual financial transactions that impact on different economies, a finance official said on Tuesday.

"This yearly forum is important because it brings together public and private sector, financial regulators, policymakers, multilateral institutions, industry organizations and private foundations," Finance Undersecretary Gil Beltran said in his keynote address during the opening session on financial inclusion at Taal Vista Hotel here.

"We continue to learn from each other," he added.

In the next two days, Beltran said he expects delegates to venture into advancing lending infrastructure to promote inclusive financial systems that in turn improves lending on low income vulnerable households and small enterprises.

There will be a review of policy recommendations on financial inclusion to assess the extent to which they have been adopted by APEC economies and identify what challenges remain for their implementation, he said.

Mexico, Vietnam and Papua New Guinea will share their experiences to add to the vast knowledge of APEC economies experiences from previous fora.

"This exercise is important because it shows the different levels of development for financial inclusion in the region. Definitely, we also learn from our differences," Beltran said.

Also in the agenda for discussion include digital finance as well as how digital financial service providers can improve customer centricity.

And to solve the asymmetric information problem in financial inclusion, credit information systems will be examined with high emphasis on private credit bureau and public credit registry and how they can complement each other.

Making public and non-bank data more accessible to private bureaus will also be discussed to improve efficiency.

"We are also pushing on how to assist SMEs more access to credit by creating more credit reporting products for them," Beltran said underscoring the importance of SMEs, which serve as the backbones of APEC economies.

SMEs creates jobs and APEC members must support SMEs in every way possible, he noted.
Reforms in the legal and regulatory regimes are also needed to improve the security transactions of SMEs, Beltran said adding that talks about commercial law reforms are also being discussed.

"We are aiming to build supportive operational infrastructure for secured finance with particulars on the practical infrastructure needs of the secured lending sector for secured financing to the mid-market," he said.

Finance officials are also looking at the possibility of an initiative aimed at supporting the acceleration of reforms in participating APEC economies where reforms have been introduced, Beltran added.

The two-day forum on financial inclusion has strong relevance to the general theme of the country's hosting of APEC Summit this year.

Malta’s Prince lays wreath at Rizal Monument
The Prince and Grand Master of the Sovereign Order of Malta Fra’ Matthew Festing offered a wreath before the monument of Philippine national hero, Dr. Jose P. Rizal at the Luneta Park in Manila on Tuesday, the third day of his seven-day official visit to the country.

Fra’ Festing arrived at the park at 10:20 a.m. and was welcomed by Manila Mayor Joseph Estrada, who escorted him as he laid the wreath at the foot of the Rizal monument.

After the ceremony, Mayor Estrada presented Fra’ Festing the symbolic Key to the City of Manila.

The Maltese Prince then proceeded to Malacañang Palace for his courtesy call on President Benigno S. Aquino III. PND (ag)

Your Most Eminent Highness, distinguished guests, ladies and gentlemen:

It is fitting that we have, as our guest, His Most Eminent Highness Fra’ Matthew Festing, Prince and Grand Master of the Sovereign Military Hospitaller Order of St. John of Jerusalem, of Rhodes and of Malta, Most Humble Guardian of the Poor of Jesus Christ. This year is a historic milestone in our partnership, as we celebrate the 50th anniversary of the establishment of diplomatic relations between the Republic of the Philippines and the Sovereign Order of Malta.

The strength of our partnership comes as no surprise. After all, we share many of the same values, especially given our common Roman Catholic heritage. In particular, we admire your Order’s commitment to its mission: “Tuitio fidei et obsequium pauperum”: nurturing, witnessing, and protecting the faith and serving the poor and the sick representing the Lord.

Over the years, we have witnessed you carry out this mission in many instances through your charitable works. From the humanitarian relief assistance you extended in the aftermath eruption of Mount Pinatubo in 1991, to the 700 new homes you constructed for those who were affected by Super Typhoon Yolanda in 2013, you have consistently helped us alleviate the suffering of our countrymen in the soonest possible time.

Today’s ceremonial handover of the symbolic key to these houses further illustrates the Order’s generosity towards their fellowmen. This complements our own government’s plan to build back better: to break the vicious cycle of destruction and reconstruction by emphasizing long-term resilience in our reconstruction and rehabilitation efforts.

We also welcome the news that Malteser International, the relief and humanitarian arm of the Order, plans to establish a regional office in Southeast Asia. Its physical presence in our part of the world will certainly benefit Asian countries by allowing more effective coordination and execution of relief activities, and facilitating our increased cooperation in areas of mutual benefit.

As a gesture of appreciation for all the support we have received from the Order, we will confer upon His Most Eminent Highness Fra’ Matthew Festing, Prince and Grand Master of the Sovereign Order of Malta, the Order of Sikatuna, Rank of Raja. This is the highest order of diplomatic merit our people can bestow upon the leader of a sovereign state; may it stand as a symbol of our gratitude for the Order’s friendship and assistance throughout the last half century.

The Sovereign Order of Malta has the distinction of being the oldest order of chivalry, an association defined by a religious, moral, and social code. As an order, however, it was unique in the sense that it began as a hospice founded in 1050 in Jerusalem, by Italian merchants dedicated to the care of Christian Pilgrims. To this day, it remains true to its beginnings: an order exemplifying valor, charity, and devotion.

The Sovereign Order of Malta had a presence in the Philippines even before the Second World War. Prominent members of society began to be received into the Order in 1948, and the Philippine Association was officially established in 1957. Diplomatic relations between our sovereign states were officially established in 1965. In all that time, the Filipino people have been a witness to the commitment the Sovereign Order of Malta has displayed to its mission: how you have fulfilled your responsibility to serve the poor and nurture the sick. The most recent example of your work in our country is seen in communities affected by Typhoon Haiyan—or Yolanda as it is locally called—for whom you have built new homes for families who survived the calamity. For this, and the many years of devoted service in our country, allow me to convey the sincere gratitude of the Filipino people.

As an expression of our nation’s gratitude, we conferred upon Your Highness the Order of Sikatuna, with the rank of Raja, or Grand Collar. Conferred once before on His Highness Fra’ Angelo de Mojana di Cologna in 1979, our order of diplomatic merit is conferred on true friends and partners who have rendered exceptional and meritorious services to the Philippines. As the 50 years of our diplomatic relations has been characterized by Christian brotherhood, so too may we take even greater strides forward, sharing the goal of uplifting the poor and the suffering.

On a personal note, the Sovereign Order of Malta has long been part of my family’s history. My maternal grandparents, Jose and Demetria Cojuangco, and my paternal grandmother, Aurora Aquino, were members of this noble order. This makes your conferment of your Order of Merit Pro Merito Melitensi all the more meaningful to me. Your Highness, I accept the conferment of this order on behalf of the Filipino people, as a symbol of our shared commitment to serve the poor.

At this point, I invite everyone to raise their glasses:

To the good health, happiness, and success of Your Highness;

To the enduring ties between the Philippines and the Sovereign Order of Malta;

SEC. COLOMA: Magandang umaga sa ating mga taga-pakinig at sa iyo rin, Alan.

ALAN: Yes, sir. Dito po sa huling mga developments sa both Houses ng Congress natin ay may mga nagsasabi ho na posibleng maihabol pa bago mag-Hunyo itong pagpasa ng Bangsamoro Basic Law. Meron din naman nagsasabi na baka hindi umabot ng Hunyo, pero posibleng maipasa within the present administration. Ano po ba ang latest sa pakikipag-ugnayan po ng ating mga Congress leaders sa inyo po sa Malacañang, Sec. Sonny, sir?

SEC. COLOMA: Sa atin pong nakita ay nakikiisa ang mga lider ng Kongreso sa panawagan ni Pangulong Aquino hinggil sa pagsulong sa prosesong pangkapayapaan at ginagawa nila ang nararapat para maipagpatuloy iyong pagtalakay sa Bangsamoro Basic Law. Iyon naman pong itinakda nilang timetable ay naayon din sa timetable ng kanilang session. Dahil iyong kasalukuyang session ay magtatapos na sa kalagitnaan ng buwan at magkakaroon sila ng recess at magreresume ito ng May 4. At iyong session nila sa May 4 ay hanggang June 11. At pagkatapos noon ay meroong mahaba-habang recess na hanggang pagbubukas muli ng Kongreso sa pagsasalita ni Pangulong Aquino sa kanyang pinakahuling State of the Nation Address, at ito ay gaganapin sa huling Lunes ng Hulyo. Kaya iyon po ang tinitignan nilang mga time frame dahil iyong sa loob nga ng buwan ng Marso ay ilang araw na lang ang natitira. Kaya baka mas reyalistikong makita ang pagpasa nito doon sa nalalabing session na mula Mayo hanggang Hunyo. Iyan ang pagkaunawa namin sa timetable na nailatag ng mga lider ng Kongreso.

ALAN: Ayon. At meron po bang feedback din na pinarating sa mga Malacañang, halimbawa meron daw ilang mga provisions based doon sa initial draft ng Bangsamoro Basic Law na maaring mabago o ma-amyendahan, Sec. Sonny, sir?

SEC. COLOMA: Malinaw naman iyong posisyon ng pamahalaan diyan at ang sinabi ni Pangulong Aquino sa mga lider ng Kamara nung sila ay nakipagpulong sa kanya noong nakaraang linggo. Sinabi niya ay kailangang maipasa ang Bangsamoro Basic Law at nanawagan siya na kailangan din namang nandoon iyong sustansiya na hinahanap natin. Dahil kapag ito ay masyadong diluted ay hindi na nito taglay iyong diwa ng pinagkasunduan. Ang mahalaga ay merong mga batayang prinsipyo na nakatalaga diyan na sana naman ay kilalanin ng ating mga mambabatas. Doon sa aspeto na pag-i-introduce ng mga amyenda, kinikilala din naman ng ating pamahalaan na ito ay bahagi ng proseso ng pagsasagawa ng batas.
Ang importante lang naman dito ay iyong paulit-ulit nating naririnig sa ating mga mambabatas na kinakailangang tumalima sa Konstitusyon ang nilalaman ng Bangsamoro Basic Law. Hinggil naman diyan ay nagpahayag na ang labing-apat (14) na miyembro ng 1986 Constitutional Commission na bumuo nitong 1987 Constitution at nagpahayag sila ng kanilang pananaw na ito naman ay tumatalima sa ating Saligang Batas.

ALAN: Okay. Sec. Sonny, sir sa ibang usapin pa rin po. May kaugnayan pa rin sa ating mga lawmakers ano ho. Diyan sa Senado ay aprubado na itong panukalang pagkalooban ang Pangulong Noy ng mga special powers para matugunan itong problema sa enerhiya lalo’t higit ngayong papalapit na po ang summer, Secretary Coloma, sir?

SEC. COLOMA: Iyon nga ang ating matagal nang hinihintay at habang binubuo pa nila ito ay nagkaroon na ng inisyatiba ang Department of Energy na paghandaan iyong maaring maging kakulangan sa supply ng kuryente. Kaya umaasa tayo na kapag nagtulungan ang lahat - kabilang na ang pribadong sektor, sektor ng mangangalakal, ang mga may ari ng mga electric power plants, sa mga mamamayan sa pamamagitan ng energy conservation measures - ay maari nating maibsan iyong posibleng kakulangan sa supply ng kuryente sa kasagsagan ng panahon ng tag-init.

ALAN: Okay. Earlier din, sir, may initial announcement si Cabinet Secretary Rene Almendras na okay na, wala na tapos na iyong problema natin, iyong port congestion dito po sa Port of Manila, Sec. Sonny, sir?

SEC. COLOMA: Iyan po ay produkto ng mahabang panahon ng pagtutulungan ng iba’t-ibang stakeholders. Pinagtulungan po iyan ng pambansang pamahalaan, ng mga grupo ng mga mangangalakal, ng mga Chambers of Commerce, ng City Government of Manila. Lahat po ng mga stakeholders, iyong mga trucking industry, shipping industry, importers, Customs brokers. Marami pong nag-ugnayan para pagtulungan iyong malaking problema na kinaharap natin ilang buwan ang nakakaraan hinggil sa malubhang problema ng port congestion at dahil diyan ay nabigyan po ng mainam na solusyon ang problemang iyan.

ALAN: Opo. Ngayon pong Marso ay Women’s Month, Secretary. At kasabay po nito ay may magandang balita para sa atin sa Pilipinas. Isa po ang Pilipinas sa apat na best country sa buong mundo para daw sa mga kababaihan lalo ito ay pagdating po sa trabaho. Secretary Sonny, sir?

SEC. COLOMA: Sorry, Alan. Kung puwede lang pakiulit. Hindi masyadong malinaw iyong dating nung huli mong tanong.

ALAN: Yes, sir. Dito po sa pagpasok ng Women’s Month ngayong Marso ay may magandang balita rin para sa ating bansa, napili ang Pilipinas bilang isa sa apat na pinaka-best country sa buong mundo para sa kababaihan lalo na sa larangan po ng pagtatrabaho ng mga kababaihan, Secretary, sir?

SEC. COLOMA: Mainam pong balita iyan at iyan ay nagbibigay-diin doon sa pagkilala natin sa kahalagahan ng pagpapahusay ng kalagayan ng kababaihan sa ating bansa. Dahil sila nga ang bumubo ng malaking bahagdan ng ating populasyon, utang po natin ang ating buhay sa ating mga Ina, sa ating mga tiya at ate sa kanilang pagibibigay ng kalinga at pagtulong sa atin. Kailagan eh sa lahat ng aspeto ng ating buhay ay bigyan natin ng pagpapahalaga ang estado at kalagayan ng kababaihan sa ating lipunan.

Pagbisita ng Pinuno ng Sovereign Order of Malta

Pormal na sisimulan ngayong araw, ika-1 ng Marso, ang pitong araw na official visit sa Pilipinas ng Prince and Grand Master of the Sovereign Hospitaller Order of St. John of Jerusalem of Rhodes and of Malta (Sovereign Order of Malta), si Fra’ Matthew Festing.

Ang pagbisita ng kanyang Most Eminent Highness Festing ay inaasahang ibayong makapagpapatibay ng relasyong diplomatiko sa pagitan ng Pilipinas at ng Sovereign Order of Malta simula nang ito ay maitatag may limang dekada na ang lumilipas. Si Fra’ Festing ang ikalawang Prince and Grand Master of the Sovereign Order of Malta na bumisita sa bansa kasunod ni Fra’ Angelo de Mojana di Colognain noong Pebrero 1979.

Sa Martes, Marso 3, magsasagawa ng courtesy call si Fra’ Festing kay Pangulong Aquino at mag-aabot ng symbolic key sa mga donasyong core shelters para sa Pilipinas na umaabot sa 700 units na kung saan 540 units ang natapos na, 64 units naman ang kasalukuyang itinatayo, at ang nalalabing 96 ay inaasahang makukumpleto sa darating na Mayo.

Gagawaran siya ni Pangulong Aquino ng Order of Sikatuna, Rank of Grand Collar (Raja) award at citation. Sa darating na Huwebes, ika-5 ng Marso, magtutungo naman si Fra’ Festing at ang kanyang delegasyon sa Basey, Samar upang personal na tingnan at siyasatin ang 350 core shelters na ipinagkaloob ng Sovereign Order of Malta.

Ang Sovereign Order of Malta, sa pamamagitan ng kanilang international assistance arm na Malteser International, ay matagal nang nagkakaloob ng iba’t ibang uri ng tulong sa Pilipinas sa mga partikular na aspeto ng healthcare, hygiene intervention, feeding programs, provision of food supplements at medical supplies, at disaster relief and rehabilitation.

Ulat mula sa DSWD Hinggil sa mga Pamilyang Apektado ng Opensiba sa Mindanao

Ayon sa pinakahuling ulat ng DSWD (Department of Social Welfare and Development), may 2,090 pamilya o 10,450 katao mula sa pitong barangay sa bayan ng Datu Salibo, lalawigan ng Maguindanao ang kasalukuyang nasa anim na evacuation centers at binibigyan ng kalinga sa kanilang mga pangangailangan. Ito ay bunsod ng armed conflict sa pagitan ng Sandatahang Lakas at BIFF (Bangsamoro Islamic Freedom Fighters). Naglaan na ang DSWD ng tulong na nagkakahalaga ng P4,850,000 para sa pagkain at iba pang serbisyo. May nakaabang ding additional provisions sa disaster response operations monitoring and information center ng DSWD at DSWD Field Office 12.

Obserbasyon ng Fire Prevention Month

Muling ipinapaalala ng pamahalaan sa lahat ng mamamayan ang kahalagahan ng ibayong pag-iingat at mahigpit na pagmamatyag sa kani-kanilang mga tahanan at lugar na pinapasukan sa pagsisimula ng Fire Prevention Month ngayong unang araw ng Marso.

Sa ilalim ng temang “Kaligtasan sa Sunog: Alamin, Gawin, at Isabuhay,” nakatakdang magsagawa ang pamahalaan sa pangunguna ng Kawanihan ng Proteksyon sa Sunog (Bureau of Fire Protection) ng DILG (Department of Interior and Local Government) ng mga programa at aktibidad upang masiguro ang kaligtasan ng mga mamamayan laban sa banta ng sunog bunsod ng papalapit na panahon ng tag-init.

Ilan sa mga gawaing ito ang pagsisiyasat sa mga electrical wiring systems, connections, outlets, at mga kagamitan sa establisyimento at kabahayan, at pagpapakalat ng impormasyon sa publiko kung paano makaiwas sa panganib na dala ng sunog na itinakda sa ilalim ng Republic Act 9514 o ang Revised Fire Code of the Philippines of 2008.

Mr. Sebastian: Alright, another question galing po kay Bernard on another issue po. Ang sabi niya, ano ang Plan B ng gobyerno para maiwasan ang shortage sa power supply since hindi naibigay ang emergency power kay PNoy?

SEC. COLOMA: Matagal na pong tinatalakay ito at ipinapaalam sa ating mga mamamayan. Ang pinakapundamental ay ‘yung pagtitipid sa kuryente o ‘yung energy conservation measures na pwedeng maisagawa sa mga tahanan, pwedeng ma-regulate ‘yung thermostat ng air conditioner at iba pang mga appliances para maging mas matipid sa kuryente. Nilinya na rin ng ating Department of Energy ang suporta ng private sector doon sa voluntary interruptible load program na kung saan sila ay kusang-loob na gagamit ng kanilang sariling generator para mabawasan ‘yung demand sa ating public power systems. At lahat ng ito ay ginagawa sa pakikipag-ugnayan sa mga mamamayan para maibsan ‘yung pinsala o ‘yung inconvenience na maaaring idulot ng power shortage supply.

Mr. Sebastian: Sir, balikan natin ‘yung sa military operations. There were reports na si Raddulan Sahiron daw was wounded. Has the Palace received an official report on this?

SEC. COLOMA: Pwede po bang pakiulit? Hindi (ko) masyadong marinig ‘yung huli ninyong katanungan.

Mr. Sebastian: Sir, there are reports that Raddulan Sahiron was wounded during the military operations. Has the Palace received an official report on this?

SEC. COLOMA: Natunghayan din namin ‘yan sa pahayagan at kasalukuyang sumasailalim sa beripikasyon ang impormasyon na ‘yan.

Mr. Sebastian: Question po galing kay Butch Fernandez. Ang question niya: Is the President directing the PMS (Presidential Management Staff) to do follow up coordination with the agencies concerned to avoid the grieving SAF (Special Action Force) families being mired in red tape and thus quickly operationalize the promise of PNoy to help them?

SEC. COLOMA: Lahat ng hakbang na kinakailangan ay isinasagawa ng pamahalaan para makapaghatid ng tulong sa mga pamilya ng mga nasawing PNP (Philippine National Police) SAF 44. SEC. COLOMA: Sorry lang, ano, kasi parang naputol ‘yung sa… Mula doon sa katagang ‘plano ng Estados Unidos’ parang hindi ko narinig ang mga kasunod na kataga.

SEC. COLOMA: Nauunawaan natin ‘yung kahalagahan ng adbokasiya ng climate change na isinusulong ni French President François Hollande. Mr. Sebastian: Sir, in relation din po diyan, si French President Hollande said in a statement… Sinabi niya that the Philippines is the face and voice of developing countries on confronting climate change. Is the country ready to take up this challenge?

SEC. COLOMA: Tumugon na po diyan si Pangulong Aquino dahil ito naman ay ipinahayag ni President Hollande doon sa kanilang pagkikita noong nakaraang Huwebes sa Malacañan Palace grounds. Nauna pong nagsalita si President Hollande at pagkatapos ay tumugon si President Aquino pagkatapos binasa nina Senador (Loren) Legarda at Madame Cotillard ‘yung Manila Call to Action on Climate Change. Antabayanan lang po natin kung mayroon po siyang ipatatawag na pagpupulong. Ang batid po natin ay patuloy ang kanyang konsultasyon at pakikipag-ugnayan sa mga lider ng Kongreso kabilang na ang mga lider ng Senado.

Mr. Montano: Update lang po doon sa mga appointments. May maihahayag na po ba tayo as regards to the PNP, itong COA (Commission on Audit), Civil Service (Commission), itong COMELEC (Commission on Elections), at ‘yung pinaka-recent—although medyo matagal pa—‘yung sa MMDA (Metro Manila Development Authority) dahil sa isang pulong ay nagpahayag itong si MMDA Chair Francis Tolentino na may iba siyang option pagdating ng takdang panahon. State pension fund Government Service Insurance System registered net income totaling Php 139.9 billion, a significant improvement over the prior year's Php44.3 billion result. Total revenues came in at Php231.5 billion from Php135 billion posted in 2013.

While these figures were boosted by a shift to fair value accounting of financial assets, the underlying trends demonstrated solid financial performance as a result of continued collection efficiency and the better performance of the local equity and fixed income markets.

GSIS assets now stand at Php910 billion, an increase of 15.6 percent from the Php788 billion at the end of 2013.

Claims and benefits paid to members and pensioners increased to Php84.2 billion, a modest improvement from the previous year, which however was inflated by the implementation of rationalization plans in various government agencies in the 4th quarter of 2013.

GSIS investment allocation currently comprises 48 percent in fixed income, 26 percent in members' loans, 17 percent in equities, 4 percent in real estate and the rest in cash. "In 2014, GSIS had an exceptional year. Not just in financial performance but more importantly in service delivery.

We are proud to be recognized by the Civil Service Commission as the top government agency in its annual survey of front line service agencies last year, garnering an overall average rating of 92 percent in its Anti-Red Tape Act (ARTA) customer feedback survey with no branch scoring a failing mark," President and General Manager Robert Vergara said.

"The goal for this year is to sustain this momentum so that we can continue to provide responsive service and benefits to our 1.8 million members and stakeholders."

Ombudsman Conchita Carpio Morales ordered the dismissal from the service of Medical Center Chief II Bernardino Vicente of the National Center for Mental Health (NCMH) after he was found guilty of Grave Misconduct for refusing to implement orders of the Office of the Ombudsman.

Records disclosed that in September 2008, the Office of the Ombudsman issued an Order preventively suspending NCMH Chief Administrative Officer Clarita Aguilar. As head of the hospital, Vicente was directed to implement the preventive suspension order. In August 2009, the Office of the Ombudsman denied Aguilar’s motion for reconsideration and Vicente was again directed to implement the order and submit proof of compliance. In June 2010, the Office of Legal Affairs wrote Vicente informing him that the preventive suspension order is immediately executory and that failure to enforce the order is a ground for disciplinary action. Eventually, in September 2010, Aguilar was found guilty of violating Section 8 of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) and was imposed the penalty of one year suspension without pay. Aguilar’s appeal was denied in October 2010. Once again, Vicente failed to comply with the directive of implementation and compliance. Moreover, Vicente allowed Aguilar to avail of housing privileges during the period of preventive suspension.

The Resolution stated that “the records show that respondent, despite the repeated directive from this Office, deliberately failed to implement the preventive suspension of Aguilar” demonstrating Vicente’s “willful and flagrant disregard of established rule.”

Section 7 of Rule III of Administrative Order No. 7 provides that “the refusal or failure by any officer without just cause to comply with an order of the Office of the Ombudsman to remove, suspend, demote, fine or censure shall be a ground for disciplinary action against said officer.”

Aside from dismissal from the service, Vicente was meted out the accessory penalties of forfeiture of retirement benefits, cancellation of eligibility, and perpetual disqualification from reemployment in the government service.

The Office of the Secretary of the Department of Health was directed to immediately implement the Resolution.

Yolanda-hit areas receive P1.13-B for more infra projects

The Department of Budget and Management (DBM) has released P1.13 billion to the Department of Public Works and Highways (DPWH) for the implementation of infrastructure projects in various regions affected by Typhoon Yolanda.
Charged against the FY 2014 Rehabilitation and Reconstruction Program Fund (RRPF), the amount is slated for the construction, repair, and restoration of roads and thoroughfares that were affected by the supertyphoon in the different cities and municipalities of Regions IV-B (MIMAROPA), V (Bicol), VI (Western Visayas), VII (Central Visayas), and VIII (Eastern Visayas).
Budget Secretary Florencio “Butch” Abad said, “The 2015 budget has been designed to give full support to various rehabilitation and reconstruction projects this year. Consistent with our Build-Back-Better strategy, we don’t just plan to rebuild roads and bridges damaged by Yolanda. We also intend to develop better and more resilient infrastructure that will enable the affected regions to weather future calamities.”
Eastern Visayas, which experienced the most damage after being directly hit by the typhoon, will receive the largest allocation, with P642.7 million divided among the provinces of Tacloban, Leyte, Biliran, Eastern Samar, Northern Samar, and Samar. Meanwhile, Western Visayas will receive P305.9 million to benefit the provinces of Antique, Iloilo, Aklan, and Capiz.
The fund release is part of the P20.9-billion appropriation from the FY 2014 RRPF Continuing Appropriation. The breakdown of the releases per region is as follows:

Abad said, “The latest release will also help fulfill the Administration’s target for 2015, which is for infrastructure spending to reach four percent of the GDP this year. More important, the infrastructure expansion in these areas will spur renewed economic activity, which will ultimately lead to more livelihood opportunities for our people.”
The DPWH has the second-largest allocation in the 2015 National Budget with P303.2 billion this year, higher by 37.9 percent from P219.9 billion in 2014. Of this total, P185.8 billion will be allotted for the completion of all national roads by 2016 and all bridges along national roads by 2015.

Outstanding loans of commercial banks, net of reverse repurchase (RRP) placements with the BSP, grew at a slower pace of 17.3 percent in January from 19.9 percent (revised) in December. Similarly, the growth of bank lending inclusive of RRPs slowed down to    16.6 percent in January from 19.1 percent (revised) in the previous month.  On a month-on-month seasonally-adjusted basis, commercial bank lending decreased by 0.3 percent for both loans net of RRPs and loans inclusive of RRPs.
Loans for production activities—which comprised about four-fifths of banks’ aggregate loan portfolio—expanded by 16.0 percent in January from 18.7 percent (revised) in December. The continued rise in production loans was driven primarily by increased lending to the following sectors: real estate, renting, and business services (15.4 percent); wholesale and retail trade (17.7 percent); manufacturing (12.8 percent); electricity, gas and water (18.5 percent); financial intermediation (18.8 percent); and, transportation, storage and communication (19.0 percent). Bank lending to other sectors also rose during the month except for public administration and defense, and other community, social and personal services which declined by 3.2 percent and    2.5 percent, respectively.
Loans for household consumption continued to expand by 20.5 percent in January from 21.1 percent (revised) in December due to the sustained growth in credit card and auto loans which offset the slowdown in other types of loans (i.e., salary loans and personal loans).
The sustained expansion in bank lending amid adequate liquidity continues to provide a meaningful boost to domestic economic activity. Going forward, the BSP will ensure that credit and liquidity conditions remain supportive of overall economic growth in a manner consistent with the BSP's price and financial stability objectives.

DOJ announces 181 Prosecutors in the National Prosecution Service

Ushering in the year 2015, the Department of Justice welcomes the promotional and original appointment of one hundred eighty one (181) prosecutors by President Benigno S. Aquino III. On Friday, February 27, the omnibus appointment papers of the said prosecutors were received by the Department of Justice, to be transmitted to each of the appointees. Once again, the President appointed prosecutors in almost all offices of the National Prosecution Service (i.e., National Capital Region, Regions I to XIII and the Autonomous Region of Muslim Mindanao).

These original and promotional appointments would allow the prosecution offices concerned to work more competently and efficiently, as more prosecutors would share the heavy workload that are currently pending before the various DOJ Offices and Judicial Courts in the country.

"We are delighted by the release of this latest batch of prosecutors who are badly needed in our delivery of prosecutorial and related services all over the country. On behalf of the National Prosecution Service, we thank the President for finding time to strengthen the Prosecution Service despite the many pressing concerns besetting the country. The DOJ still eagerly awaits the release of the other appointments that are still with the Office of the President. Immediate release of the pending appointments makes the DOJ's goal of having a zero backlog policy of its cases more achievable, and ultimately improve the administration of the criminal justice system in our country.", Justice Secretary Leila M. DPWH strictly enforces 3-strike policy for contractors

“Contractors doing business with the Department of Public Works and Highways (DPWH) must maintain a good track record to be able to continue participating in our public biddings.”

This was stressed by DPWH Secretary Rogelio L. Singson as he directs through Department Order (DO) No. 17, Series of 2015, the strict enforcement of the 3-strike policy against erring contractors, suppliers and consultants involved in procurement of infrastructure works, goods and consultative services of the Department.

Under the 3-strike policy, the following acts of contractor may be considered as a violation: 1) purchasing bidding documents but: (a) withdrawn from the bidding; (b) submitted a letter of non-participation; or (c) did not submit a bid without a valid cause; 2) submitting a late bid without valid cause; 3) submitting insufficient/defective documents; and other actions that defeat the purpose of public bidding as determined by concerned Bids and Awards Committee(BAC).

Secretary Singson ordered members of the DPWH BACs and Procurement Service (PrS) to implement stricter monitoring on those contractors who tend to violate rules of public bidding.

“We want to ensure that all participating entities diligently follow procedures and prohibit those who habitually defeat the purpose of public bidding. This directive also applies to DPWH BAC members,” Singson explained.

Following due process, respective BAC Chairpersons are directed to immediately serve a written notice for every violation of participating bidder, and give the latter five (5) days to show cause why he/she should not be sanctioned. The BAC shall then evaluate and determine within seven (7) days if the bidder’s reason is valid. BACs must also maintain a tally of violations of each bidder and submit notarized reports to the PrS for evaluation.

Procurement Service on the other hand is responsible in monitoring the violations of the 3-Strike Policy in all procurement undertaken in the entire Department and shall recommend to the Secretary the necessary sanctions in coordination with the Legal Service.

For the first strike or violation of bidder, the BAC shall issue first warning; for the second strike, a second warning; for the third strike in a 12 month period, which is considered an offense, the contractor will be suspended for participating in any DPWH bidding process for the period of one (1) year; and, for the second set of 3 strikes, a 2-year suspension.

Failure on the part of DPWH BAC members and other concerned personnel to submit a complete and verified 3-strike report shall also face sanctions provided for under Civil Service rules and regulations

“We are pleased that our goal to equally drive business opportunities in the country’s regions is now being realized,” DTI Management Services Group (MSG) Undersecretary Nora K. Terrado said.

Terrado noted this is the first time in the history of DTI’s online Business Name Registration System (BNRS) that the largest number of registration was recorded outside NCR.

For this year, Region 4A already recorded the highest number business name registrations with 8,728 new and 1,392 renewal transactions, or 18% and 16% respectively of total registrations. NCR placed second with 5,453 new registration or 12%, and 771 renewals or 9%. Region 3 ranked third with 4,175 new registrations or 9%, and 963 renewal transactions or 11%.

On 24 November 2014, DTI launched the online early renewal of business name registration through the Business Name Registration System’s (BNRS) website at bnrs.dti.gov.ph. This initiative allows sole proprietors to process renewal of business name registration three months before its expiration. Within the said period, online updating of business profile is allowed and free of charge. In the old manual system, change of business name information can only be done through DTI tellers for a fee of P65.00 per transaction.

Since the launch of the online early renewal of business name registration, a total of 4,757 online early renewal transactions were processed. That is 475 for December last year, 3,003 for January 2015 and 1,279 as of 23 February 2015.

Terrado also noted that women entrepreneurs are more optimistic about the business environment in the countryside with the increase in number of female business registrants for January this year. Female business registrations are at 29,854 or 54% of the total sole proprietorship business name registrations.

Female empowerment was largely felt in Regions 4A with 6,332 registrations or 21% of total registrations, followed by National Capital Region (NCR) with 3,530 registrations or 12% and Region 3 with 2,782 or 9%.

“The DTI intends to rollout further online initiatives that would integrate business registration-related processes across business registration agencies to facilitate ease of doing business, promote transparency, curb corruption, and reduce red tape in the bureaucracy,” Terrado said.

Zambo exporters laud EU-GSP+; exporters and SMEs gearing for EU market

Exporters and businesses in Region 9 are set to take advantage of the European Union’s Generalized System of Preferences Plus (EU-GSP+).

At a briefing held recently in this city by the Department of Trade and Industry (DTI) on “Doing Business with the EU using the GSP+,” Permex Producer and Exporter Inc. President Edgar Lim acknowledged the work of DTI in obtaining market access for Philippine exporters to Europe.

“The ball is on our side. It’s there – more than 6,200 products that we can export to EU at zero tariff. It is up to us to deliver and to take that opportunity,” Lim said. Permex is one of the leading canned tuna and canned sardines producers in the country.

Some 80 exporters, SMEs, and members of the academe based in Region 9 and coming from as far as Tawi-Tawi participated in the “Doing Business with the European Union (EU) using the GSP+” information session held here in Zamboanga City last 24 February 2015.

The Philippines was accepted as an EU-GSP+ beneficiary country last December 2014. DTI projects that with the implementation of the EU-GSP+, exports to EU may increase by as much as 10 percent. The agency also said that more than 200,000 jobs will be created.

Among the major products of Region 9 are marine and coconut products, which stand to gain the most from the EU-GSP+. Fishery products, for example, are eligible for duty free export to EU under the scheme. Prior to the EU-GSP+, fishery products were levied as much as 24% tariff. Other products that may avail of duty free access to EU include processed fruit, prepared food, animal and vegetable fats and oils, textiles, garments, headwear, footwear, furniture, umbrellas, and chemicals.

“We’ve already had initial discussions with businesses who plan to expand their operations in the region. The EU-GSP+ is a developmental tool which helps the country generate additional revenue and new jobs critical to economic growth,” he said. Rodolfo also cited the competitive advantage of the Philippines vis a vis its neighbors as the Philippines is the only ASEAN country granted EU-GSP+ status.

During the information session, DTI officials explained the nature of the preferential tariff scheme and the opportunities for Philippine export products. Albin Ganchero of the DTI Export Marketing Bureau provided indepth information on the EU market and its requirements. Citing food products as an example, Ganchero said “There are important food safety issues that have to be addressed when exporting to the EU. Adhering to food contamination requirements is crucial“. Exporters and SMEs were also provided market information on consumer spending trends in the EU.

Meanwhile, exporters cited the need for policy support to facilitate their entry to the EU market. In particular, the private sector said that there is a need to develop an international port in Zamboanga. Without an international port in Zamboanga, exporters are forced to ship their products to the ports of Manila, Davao or Cagayan de Oro resulting in “double handling” or more costs. They also said that it would be to the advantage of businesses in the regions to transact with a local customs office instead of going all the way to Manila to obtain export permits.

DepEd reminds schools to keep grad rites simple

The Department of Education (DepEd) reiterated that graduation ceremonies in schools should be simple but meaningful and should promote civil rights, foster a sense of community, and encourage personal responsibilities.

Education Secretary Br. Armin Luistro FSC said, "While graduation rites mark a milestone in the life of the graduates, these should be conducted without excessive spending, extravagant attires, or extravagant venues."

Luistro directed the public school heads to charge any expenses related to the graduation rites to the school Maintenance and Other Operating Expenses (MOOE) under the 2015 budget.

"Contribution for the annual yearbook, if any, should be on a voluntary basis," he added. Parent-Teacher Associations (PTAs) may donate funds as long as these are from voluntary contributions.

Luistro added that non-academic projects such as but not limited to attendance to field trips, film showing, Junior/Senior (JS) Promenade and other school events should not be imposed as requirements for graduation.

The graduation ceremonies should be scheduled either on March 26 or 27, 2015.

This year’s graduation theme is "Saktong Buhay: Sa De-kalidad na Edukasyon Pinanday". This year’s commencement exercises shall highlight the importance of quality education in forging a decent future for the Filipino youth.

"Through this theme, we hope to emphasize the Department’s commitment in honing the 21st century skills among Filipino graduates in order for them to actualize their life goals and dreams not only for themselves but also for the less fortunate," Luistro said.

In the midst of the continuing fact-finding efforts to ferret out the truth regarding the Mamasapano Incident, the Board of Inquiry (BOI) remains in contact with the families of the SAF 44 to notify them on the progress on the investigation.

On February 16, 2015, the BOI wrote letters to the families to establish communication and to notify them of the developments of the inquiry.

“Our ultimate objective is not just the truth, but to bring the answers to the families of SAF 44, they must receive the rights they are entitled to and to receive timely and appropriate investigative assistance,” said PDIR Benjamin B. Magalong, CIDG Chief, and concurrently, the Chairman of the BOI.

Days after the letters and reports were sent, the BOI utilized the PNP CIDG Quality Assurance Support to Victims (CIDG QASV) system to make numerous calls to the families of the SAF 44. PCINSP ARVIN B FABRO, Chief, CIDG Police Community Relations Section, phoned in and asked the families if they have any concern or needed clarification on the investigation reports.

During the phone conversations, the families were able to relay their observations and concerns on the inquiry, their requests for support from the government, and also expressed their appeal for the truth about the incident.

The QASV is an initiative launched by the CIDG in 2014, under the leadership of PDIR Magalong. It serves as a conduit between the CIDG and the public on matters related to complaints/request for investigation. It is focused on monitoring the complaints, from the initial filing until the finality of the case has been achieved, and informs complainants periodically on the result/s or developments of investigations, through the easiest or most accessible means of communication.

“We utilized the QASV as the BOI’s platform to reach out to the families. We want to keep them in the loop, from the start of the investigation up until the finality of the investigation,” said Magalong.

Norway supports peace process, takes active role in the decommissioning process

Royal Norwegian Embassy in Manila | ‘Norway remains fully committed to support efforts and keep the path of peace in the Philippines on track. I commend the efforts of the Philippine government and the Moro Islamic Liberation Front (MILF) to undertake the decommissioning process. The decommissioning is an important component of the whole normalization process as laid out in the Comprehensive Agreement on the Bangsamoro,’ said Ambassador of Norway to the Philippines Erik Førner.

The Norwegian government takes active role to contribute to the decommissioning of MILF weapons and combatants through the following:

a) Deployment of Norway’s expert as vice-chair for the establishment of the Independent Decommissioning Body (IDB) in the person of retired Brigadier General Jan Erik Wilhelmsen. He was previously involved in peacekeeping operations in Barbados, Central Sudan, El Salvador, Honduras, Nepal, Nigeria, and Yugoslavia;

b) Deployment of additional experts in the IDB Headquarters; and

c) Deployment of additional experts in the IDB-verification and monitoring assistance teams (VMAT) that will take charge of the security of the assembly and processing areas and/or the arms storage area for the decommissioning process.

‘Lasting peace is fundamental in bringing development and stability in Mindanao, for the benefit of the entire population of the Philippines. The alternative to peace is continued conflict. Armed conflicts not only takes lives; it also creates and intensifies poverty. It is our wish that the Philippines overcomes the Mamasapano tragedy and unite to support the peaceful resolution of the armed conflict in Mindanao,’ said Ambassador Førner.

Norway has for several years been a part of the International Monitoring Team supervising the ceasefire in Mindanao. It is also the third-party facilitator of peace talks between the Philippine Government and the communist movement.

NEDA stresses value of integrating environmental accounting in development planning

MANILA— The integration of Natural Capital Accounting (NCA) or Environmental Accounting in national and regional development plans ensures not only the conservation and protection of ecosystems, but also enables the country to make progress along the path of sustainable development, according to the National Economic and Development Authority (NEDA).

“The NCA, through the World Bank-funded Global Wealth Accounting and Valuation of Ecosystem Services (WAVES) program, helps us understand and acknowledge the economic value of biodiversity and ecosystems so that these considerations can be integrated into both economic and political decision-making,” said Economic Planning Secretary Arsenio M. Balisacan, during his opening speech at the First WAVES Knowledge Exchange on Ecosystem Accounting, which started in on February 23, 2014 in Laguna.

He underscored that the increasing environmental trade-offs present in the process of development may overwhelm the country’s natural resources in the coming decades, and this could have major debilitating effects on the national development agenda and economic growth.

“Through NCA, the worth of a service that we get from the natural environment will become known to us and if this is taken into account directly in the estimation of national incomes, policymakers may now make better decisions about development priorities and investments, while promoting a more sustainable use of natural resources,” said Balisacan, who is also NEDA Director-General.

“The results of the environmental accounting being done by the Philippines WAVES could help inform the next Philippine Development Plan, which we will start formulating by the third quarter of this year. In the new Plan, we intend to retain the valuation of ecosystem services as a key strategy in the sustainable management of the environment and natural resources,” he said.

The Phil-WAVES Knowledge Exchange Workshop, aimed at enhancing knowledge and skills on the environmental accounting tools, was attended by other WAVES core partner countries: Botswana, Rwanda, Colombia, Costa Rica, Madagascar, Guatemala, Indonesia, and India. Participants are directly involved in the development of their country’s ecosystem accounts. Speakers in the ongoing five-day event include professors and researchers from the Australian National University, University of Wageningen, and the Australian Bureau of Statistics, among others.

Roxas' submits text messages re Mamasapano incident

Interior and Local Government Sec. Mar Roxas promised full cooperation to the Board of Inquiry (BOI) which was formed to inquire into the Mamasapano incident.

In a press conference in Camp Crame, Roxas said he has submitted to the BOI information regarding text messages he received and sent to President Aquino and to other Philippine National Police (PNP) officials on Jan. 25, when the “misencounter” occurred.

Roxas said, “yung akin na sinubmit sa BOI contains the texts—to and from the President, and likewise for the others.”

During several congressional hearings, Roxas maintained that he and PNP-OIC PDDG Leonardo Espina were not informed about Operation Exodus, which was launched to neutralize two high-value targets: Zhulkifli bin Hir alias “Marwan” and Basit Usman.

While Marwan was reported to have been killed in the operation, a total of 44 Special Action Force (SAF) operatives perished during the incident.

The BOI, headed by CIDG Director P/Director Benjamin Magalong, has already documented signed affidavits of SAF members, AFP officials, witnesses and other civilians. It also conducted an on-site inspection of the incident.

Aside from Magalong, the BOI is composed of PDir. Catalino Rodriguez and PCSupt. John Sosito. An Operational Audit Team had also been formed to assist the BOI, composed of the following officials: PSSupt Robert Po, PSSupt .Ronald Dela Rosa, PSSupt. Cesar Hawthorne Binag, PSSupt. Benigno Durana, Jr., and Chief Inspector David Joy Duarte.

Emergency vehicles from Japan to be awarded to Yolanda-stricken LGUs - Roxas

In line with the observance of Fire Prevention Month this March, Interior and Local Government Secretary Mar Roxas announced that 17 new firetrucks and three new ambulances donated by the Japanese Government will be officially turned over to several local government units (LGUs) in Visayas tomorrow.

"We are thankful to our benefactors and we believe that our LGUs will now be more equipped in responding to emergency situations," Roxas said.

The Japanese government, through the efforts of Senate President Franklin Drilon, selected recipients of emergency vehicles from areas heavily affected by super typhoon Yolanda in 2013. The following mayors are expected to attend the turnover ceremony: Hon. Christopher Sheen Gonzales (Guian), Hon. Edgar Boco (Hernani), and Hon. Maria Fe Abunda (Borongan City) from Eastern Samar; Hon. Igmedio Ponferrada (Basey) from Western Samar; Hon. Pelagio Ticson Jr. (Tanauan), Hon. Remedios Petilla (Palo), Hon. Elmer Codilla (Kananga), Hon. Charita Chan (Babatngon), Hon. Edward Codilla (Ormoc City) and Hon. Alfred Romualdez (Tacloban City) from Leyte; Hon. Raymund Locsin (President Roxas) from Capiz; Hon. Rene Cordedo (Estancia) and Hon. Jed Patrick Mabilog (Iloilo City) in Iloilo; Hon. Oscar Montilla Jr. (Sipalay) and Hon. Ernesto Estrao (Hinoba-an) from Negros Occidental; Hon. For the DILG's part, Roxas highlighted the role of the Bureau of Fire Protection (BFP) in dealing with emergency situations including disasters, during which evacuations and search, rescue, and retrieval operations are usually conducted.

He has also previously announced last year that the DILG has allocated more than P2.5 billion for 244 units of 1,000-gallon capacity firetrucks and for 225 500-gallon capacity firetrucks.

"We are doing this para masiguro ang kaligtasan ng mga Pilipino, maski sunog, bagyo at iba pang sakuna. Dapat ligtas ang lahat sa kahit ano'ng pagbabanta," Roxas remarked.

Roxas has also previously ordered to conduct an assessment on every region to determine the population, land area, and number of recorded fire incidents in the area, which serve as the basis for the distribution of firetrucks.

"The ideal ratio is one firetruck for every 28,000 Filipinos at walang tigil tayo sa paghahanap ng paraan para maabot iyon," Roxas said.

To date, the procurement of 469 firetrucks is already at its post-qualification stage.

Roxas firmly believes that this will enable the BFP and LGUs to deliver reliable, responsive, and effective fire protection and rescue services that Filipinos truly deserve.

World Food Programme Executive Board approves Protracted Relief and Recovery Operation for PHL

02 March 2015 –The World Food Programme Executive Board unanimously approved the Protracted Relief and Recovery Operation (PRRO) 200743 for the Philippines entitled, “Enhancing the Resilience of Communities and Government Systems in Regions Affected by Conflict and Disasters” during the First Regular Executive Board Session on February 10 at the WFP Headquarters in Rome.

Valued at US$73,568,078 over three years (from 01 April 2015 to 31 March 2018) for 408,000 beneficiaries, the operation is geared towards the provision of market-sensitive food assistance and gender sensitive emergency preparedness as well as planning and nutrition interventions, and complemented by capacity augmentation and policy development components from the Philippine Government.

The PRRO reinforces the long-standing partnership between WFP and the Philippines in addressing the food security and nutrition and humanitarian assistance requirements of those most in need, such as the recent typhoons Haiyan and Hagupit that struck the country.

The Philippine delegation expressed its gratitude for the WFP Executive Board's approval of the PRRO for the Philippines and to the WFP's Regional Director for Asia, Mr. David Kaatrud, and its Country Director, Mr. Praveen Agrawal, and the Secretariat in crafting the said operation.

PHL organic food exporters shine at BioFach 2015 in Nuremberg, Germany

02 March 2015 – Three Philippine organic companies were featured at the BioFach 2015, in Nuremberg, Germany from February 10 to 13. BioFach is considered the world’s leading trade fair for organic goods.

Three organic companies were featured at the BioFach, namely, TreeLife Coco Sugar and Bios Dynamis. They shared the space at the Philippine Booth, as well as PRIMEX Group Philippines, which had its own booth. Nuremberg Messe Representative in the Philippines Karen Adecer, informed the Philippine Embassy in Berlin that the exhibitors were successful “in closing business deals and getting orders from Germany, other parts of Europe, Asia and the Middle East.” Ms. Adecer also noted that there were nine other foreign companies exhibiting at the Biofach who are using Philippine coconut to manufacture their own organic food and beverage line.

It has been three years since North Cotabato-based TreeLife and Bios Dynamis joined the BioFach. TreeLife exports premium organic coconut sugar and coconut syrup while Bioas Dynamis exports anti-oxidant organic black, brown and red rice.

The provincial government of North Cotabato has been very supportive of their presence at the trade fair. Commenting on the interest shown by foreign importers for organic products from the Phiilppines, North Cotabato Governor Emmylou Taliño-Mendoza said that “the reception of the international community to our locally grown products is very promising. It only shows that indeed, there is a bigger market for our farmers and small to medium scale businesses, as long as they pass specific international standards.”

Primex Group Philippines, on the other hand, has been exporting world-class high grade quality coconut products since 1991. Primex has been participating for the fourth time in the Nuremberg trade fair and among the products prominently displayed were organic banana chips, coconut milk powder, dessicated coconut and coconut oil made from copra or dried coconut.

All three companies have worked hard towards gaining recognition from international certifying institutions such as CERES, EU-certified eco-label and IFOAM.

Philippine Ambassador to Germany Melita S. Santa Maria Thomeczek encouraged the participating Philippine companies to sustain their presence at the BioFach. “Primex, TreeLife and Bioas Dynamis are the pioneers that will help usher Philippine brand awareness in organic farming among European customers. Germans are quite interested in knowing what organic products from the Philippines can be exported to Europe. As Germany is considered the biggest organic market in Europe, I am confident that given proper exposure, our organic food products will be very much accepted in this country.”

The BioFach fair was combined with the Vivaness, a trade fair for natural personal care and wellness. According to Nuremberg Messe officials, more than 44,000 trade visitors from 136 countries visited the joint trade fairs.

Ten-year prescriptive period set for re-adjudicating retirement, disability and death claims

Members seeking to have their settled retirement, death or disability claims with the Social Secuirty System (SSS) re-adjudicated or re-evaluated have up to ten (10) years to file their requests. This prescriptive period also applies for petitions contesting settled claims before the Social Security Commission (SSC).

This 10-year prescriptive period, detailed in the new SSS Office Order Number 2015-005, aims to eliminate problems in the validation of submitted documents, since the retention period of claim records is limited to 10 years only, per Article 1144 of the New Civil Code of the Philippines.

Pursuant to SSC Resolution Number 10-19279-10, the reckoning point for the 10-year prescriptive period depends on when the claim was originally settled. For claims settled before March 1, 2006, the 10-year prescriptive period will start on the said date. For claims settled on or after March 1, 2006, the prescriptive period will start on the initial settlement date of the retirement, disability or death claim.

March 1, 2006 was the effectivity date of SSS Office Order Number 208-P, which first set a 10-year prescriptive period for the re-adjudication of settled retirement, death or disability claims. Office Order 208-P has since been superseded by newer guidelines to clarify the reckoning point of the ten-year prescriptive period.

There are exceptions to the 10-year prescriptive period, however, primarily for cases wherein the reason for benefit adjustment is not due to the fault or oversight of the member or claimant. Thus, the 10-year prescriptive period will not be applied in cases such as unposted contributions and additional credited years of service, payment for additional dependents (if SSS failed to include the dependents in the initial payment of benefit), change in the date of the contingency, and other cases not attributable to member/claimant.

The prescriptive period will also not apply for claims needing re-adjudication due to a change of guardian of the member or dependent, emancipation or death of dependents, re-marriage of spouse but with dependents under his/her custody, resumption of monthly pension that was supended due to non-compliance with the Annual Confirmation of Pensioners, and payment of withheld shares for co-claimants in the death benefit.

DA’s new banana cultivar to solve wilting disease

Banana growers in Davao region now have an alternative variety to resist Fusarium Wilt or Panama Disease with the introduction of the Giant Cavendish tissue-culture variant (GCTCV 219) by the Department of Agriculture (DA).

According to DA plant breeders, the GCTCV 219 banana variety is sweeter than the Grande Naine variety. Also, it has significantly higher starch levels (which convert into sugars during ripening), more titratable solids and fewer acids.

During the recent Joint First Field Day of GCTCV 219 held at the Almocera Farm in Bagongon, Compostela Valley, banana growers and farm owners from Davao del Norte and Compostela Valley discussed the desirable qualities of the new variety. One of the advantages of the GCTCV 219 breed is its acceptability in the international market.

Gilton Almocera, a research farmer cooperator said that he will be harvesting the first batch of his GCTCV 219 variety in May.

Almocera said that he had lost millions of pesos with the infestation of Fusarium Wilt in his four-hectare banana plantation, since he had to increase his budget on pest eradication.

“I thank the DA for extending its hand to us in addressing this problem. This has given banana farmers hope to rise again,” Almocera said.

Meanwhile, Dr. Susan Razo, chief of the DA-Region 11 Integrated Laboratories Division encouraged the banana growers in Davao Region to submit the necessary documents in order to acquire the tissue-cultured seedlings.

“After completion of the necessary documents, the beneficiaries will undergo training on how to grow the GCTCV 219 variety,” Razo said, adding that after the training, the farmer cooperators will also impart their knowledge to those who will avail the seedlings.

This year, DA-Region11 has allotted a total of P102 million budget to combat Fusarium Wilt.

Melani Provido, DA-Region11 High-Value Crops Development Program coordinator said in a recent interview that the budget was allotted due to the demand for appropriate interventions on such disease—from control and management, regulatory measures, and information dissemination.

“Agriculture Secretary Proceso Alcala prioritized the program to eradicate if not minimize the spread of the disease, which could compromise the country’s booming banana industry,” Provido added.

Fusarium Wilt is a destructive fungal disease of banana plants that can be described as a “classic” vascular wilt disease. The fungi invades the vascular tissue (xylem) through the roots, causing leaf discoloration and wilting. It attacks banana plants of all ages and spreads mainly through the soil.

BAI to celebrate its 85th Foundation Anniversary and the Rabies Awareness Month Celebration

The year 2015 marks another milestone for the Bureau of Animal Industry (BAI) as it celebrates its 85th Foundation Anniversary on March 2-6, 2015. This year’s theme is: “Improving Native Animal Production in Support to Food Security”.

To commence the week-long celebration, the Bureau will hold an Opening Ceremony on March 2, 2015 (Monday), at 10:00 AM at the BAI Compound, Quezon City. Department of Agriculture (DA) Secretary Proceso J. Alcala and DA Undersecretary for Operations (Livestock) Jose C. Reaño are expected to grace the event.

Aside from the recognition of newly-accredited breeder farms; the oath taking of the officers of the Native Pig Industry Association of the Philippines; and launching of the National Animal Waste Resource Management Program, the Opening Ceremony will also highlight the Rabies Awareness Month kick-off activities As the Chair of the National Rabies Prevention and Control Committee (NRPCC),the BAI spearheads the annual observance of the Rabies Awareness Month every March per Executive Order No. 84, series of 1999 “Declaring March as the Rabies Awareness Month Rationalizing the Control Measures for the Prevention and Eradication of Rabies and Appropriating Funds Thereof”.

With this year’s theme “Bakunadong Pusa’t Aso sa Rabies Protektado”, the kick-off activity aims to increase public awareness on the risks of rabies and the importance of having their pets vaccinated against the deadly disease. The activity is also in line with the BAI’s goal of accelerating the achievement of a rabies-free Philippines by 2016. One of its aims is to vaccinate at least 70% of the estimated dog population in the country or about seven million dogs yearly for the next two years.

Joining in the BAI’s efforts in implementing the National Rabies Prevention and Control Program (NRPCP) pursuant to Republic Act 9482 (Anti-Rabies act of 2007) are the Local Government Units (LGUs) that have been very active in conducting nationwide vaccination campaigns.

In consonance therefore, this coming March 7, 2015 (Saturday), the City Veterinary Office of Makati will showcase an ensuing activity for Rabies Awareness Month at the Fidela’s Youth Center at M. Reyes corner Lucban Streets, Bangkal, Makati City. The one-day activity will include a short Opening Program which will be followed by a free mass vaccination and castration of dogs and cats.

There will also be a T-Shirt Design Making Contest, Moments with my Dog Photo Contest, film viewing, and distribution of Information, Education, and Communication (IEC) materials during the event. Cash prizes await the winners of the mentioned two contests.

BAI Director and NRPCC Chair Dr. Rubina O. Cresencio, together with other staff from the BAI, the City Veterinary Office of Makati, non-government organizations (NGOs), and the private sector willbe participating in the event.

With the government agencies and private organizations working together against rabies, the BAI hopes to celebrate in the coming years not only its foundation anniversary but also the country’s freedom from rabies.

MB places Community Bank (Rural Bank of Alfonso, Inc.) under PDIC receivership, all valid insured deposit claims will be paid

The Monetary Board (MB) placed the Community Bank (Rural Bank of Alfonso, Inc.) under the receivership of the Philippine Deposit Insurance Corporation (PDIC) by virtue of MB Resolution No. 284 dated February 26, 2015. As Receiver, PDIC took over the bank on the same day.

Community Bank is a three-unit rural bank with Head Office located at Mabini St., Town Plaza, Alfonso, Cavite. Its two branches are located in Biñan, Laguna and Gen. Aguinaldo, Cavite. Based on the Bank Information Sheet (BIS) filed by the Community Bank with the PDIC as of June 30, 2013, the bank is owned by Alfredo D. Roa III (37.52%), Ruby D. Roa (27.15%), Ma. Theresa R. Antonio (14.00%), Georgia R. Remulla (13.40%) and Gabriel R. Limjoco (2.50%). Its President is Vicente C. Betos and its Chairman is Alfredo D. Roa III.

Latest available records show that as of March 31, 2014, Community Bank had 26,923 accounts with total deposit liabilities of P245.5 million. Total insured deposits amounted to P241.1 million or 98.2% of total deposits.

PDIC said that during the takeover, all bank records shall be gathered, verified and validated. The state deposit insurer assured depositors that all valid deposits shall be paid up to the maximum deposit insurance coverage of P500,000.00.

Depositors with valid deposit accounts with balances of P50,000.00 and below need not file deposit insurance claims, except when they have outstanding obligations with the Community Bank or acted as co-makers of the obligations, and have incomplete and/or have not updated their addresses with the bank. PDIC targets to start mailing payments to these depositors at their addresses recorded in the bank by the second week of March 2015.

Depositors may update their addresses until March 5, 2015 using the Mailing Address Update Forms to be distributed by PDIC representatives at the bank premises.

For depositors that are required to file deposit insurance claims, the PDIC targets to start claims settlement operations for these accounts by the third week of March 2015.

The PDIC also announced that it will conduct a Depositors-Borrowers Forum on March 11, 2015 to inform depositors of the requirements and procedures for filing deposit insurance claims. The time and venue of the Forum will be posted in the bank premises and announced in the PDIC website, www.pdic.gov.ph. Likewise, The schedule of the claims settlement operations, as well as the requirements and procedures for filing claims will be announced through notices to be posted in the bank premises, other public places and the PDIC website.

BI Sta. Rosa moves to new and improved office

Manila, Philippines--- Bureau of Immigration (BI) Sta. Rosa office moved to a new location at the second floor of the Sta. Rosa City Hall after the ribbon-cutting and turn-over ceremonies on Tuesday, February 24, 2015. The event was attended by BI Commissioner Siegfred Mison and Sta. Rosa City Mayor Arlene Arcillas with stakeholders in the area.

“The transfer aims to make BI more accessible to our clientele around the area. This also forms part of our projects leading to our 75th anniversary in September this year”, said Mison.

The BI’s 75th anniversary, with the theme ‘Be efficient, Be innovative, Be involved’ is a year-long activity of the BI, which culminates on September 4, 2015.

“We express our heartfelt appreciation and thanks to Mayor Arlene Arcillas for granting us with the office space that will greatly improve our services”, continued Mison.

The new office location is a result of the memorandum of agreement between BI and the local government of Sta. Rosa signed on September 15, 2014. Pursuant to the agreement, BI will be able to hold office at the city hall free of charge.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday delivered her yet most passionate remarks on overseas migration, when, in front of government partners that included licensed overseas recruitment agencies, international development organization representatives, members and the academe, and civil society groups, she said that “ethical, legal, and responsible recruitment must be felt by the job seekers themselves, and not by those who say they are engaged in it.” “Let’s face it. This is how I see the value of our combined efforts to protect our migrant workers,” she said by way of comment to the most prodigious results of the two-year “Project on Strengthening Labour Migration Management Capacities in Bangladesh, Indonesia, Nepal, and the Philippines for Replication in Other Colombo Process Member-States”. The event was the Project Closure Conference on the project, held at the New World Manila Bay Hotel, that saw the attendance and participation of Marco Boasso, Chief of Mission of the International Organisation for Migration (IOM); Hans Farnhammer, Head of Operations of the European Union Delegation to the Philippines; Administrator Hans Leo J. Cacdac and Director Robert Larga of the Philippine Overseas Employment Administration; and OFW migration expert Manolo Abella. Ricardo Casco, IOM Mission Coordinator/National Programme Officer, presented the outputs of the project, while Director Larga gave a preview of the information, education, and communication materials produced by the project, funded by the European Commission’s Thematic Programme of Cooperation with Third Countries in the Areas of Migration and Asylum. Baldoz, departing from her prepared keynote message, expressed her thanks and gratitude to the IOM and the European Union for the “very tangible results” of the project. “When we say ethical and legal recruitment, we think of the measures in place, like the no-placement fee policy and the anti-illegal recruitment and human trafficking drive that we should consistently pursue for the benefit of migrant workers” she said. “But we should also think of how to put more teeth on those kind of measures so that they could be felt by potential job seekers out in the field, in the poor provinces and municipalities. This is an area now where the Philippine government is reviewing and strengthening its strategies,” she said. Baldoz also said that the POEA is now very much in the forefront in making regulations very transparent. “It now has very market-specific advisories for the guidance of licensed recruitment agencies,” she said. On the no-placement fee policy, the labor and employment chief divulged that Qatar may be on its way of being added on the list of countries that recognises the importance of protecting migrant workers. “Our bilateral negotiations with Qatar affords us an opportunity to explain what the Philippine government is doing, such as our transition to online contract processing system and standard employment contract for household domestic workers,” she said. She lamented that licensed recruitment agencies are not investing in the assessment and certification of their workers, despite their repeated return overseas. “At our Philippne Overseas Labor Offices, we have already made the skills assessment and certification for skilled workers, as well as for semi-skilled workers, such as domestic helpers, mandatory because the TESDA skills certificate is now recognised globally,” she said. The skills assessment and certification, Baldoz explained, will enable migrant workers to move to a higher level of skills that will open up opportunities to higher-paying jobs and better working conditions. The “Project on Strengthening Labour Migration Management Capacities in Bangladesh, Indonesia, Nepal, and the Philippines for Replication in Other Colombo Process Member-States” sought to enhance dialogue between countries of origin, transit, and destination to promote safe and orderly migration that protects migrant workers. It also sought to improve the capacity of government and private recruitment agencies to effectively carry-out recruitment monitoring, and to promote access to information for potential and current migrants and migrant communities on the migration process, legal employment opportunities, migrants’ rights, and the risks of irregular migration. Its key beneficiaries in the Philippines included the DOLE and its offices (POEA, OWWA, ILAB, NRCO, Regional Offices); local government units; Public Employment Service Offces; recruitment industry associations; NGOS and civil society organizations; Pre-Departure Orientation Seminar (PDOS) /Pre-Employment Overseas Seminar (PEOS) providers and trainers; OFW Family Circles; Migrant Workers Associations; Career Guidance Counselors’ organizations; and the media.
