    LUNSOD NG LUCENA, Quezon, Abril 24 (PIA) --Inilunsad ng Department of Interior and Local Government (DILG) – Quezon ang Disaster Preparedness Manuals at Operation Listo sa Queen Margarette Hotel sa lungsod na ito noong Abril 13, 2015.

    Ipinaliwanag ni DILG IV-A Assistant Regional Director Ariel Iglesia na ang Operation Listo ay isang malawakang pagkilos na naglalayong ipaalam sa bawat Pilipino lalo’t higit sa lokal na pamahalaan ang kahalagahan ng tamang paghahanda at mga tamang aksiyon sa panahon ng kalamidad.

    Naniniwala ang DILG na kailangan pa ring suportahan ang mga punong bayan pagdating sa disaster preparedness action kaya naman bumuo ang DILG ng disaster preparedness manual para maging gabay nila sa mga paghahanda at tamang aksiyon.

    Ang naturang manual ay may tatlong bahagi kabilang ang Checklist of Minimum Critical Preparations for Mayors, Checklist for Early Preparations for Mayors at Checklist for MLGOOs, COPs, and FMs.

    Samantala, iprinisenta ni Governor Jay-Jay Suarez ang Provincial Disaster Preparedness: Vision, Mission and Strategies na ginagawa ng pamahalaang panlalawigan sa ilalim ng kanyang pamamahala.

    Ayon sa Gobernador, matagal ng pinalalakas ng pamahalaang panlalawigan sa pamamagitan ng Provincial Disaster Risk Reduction and Management Council ang disaster preparedness program sa lalawigan ng Quezon.

    Ipinaliwanag naman ni Dr. Henry Buzar, Provincial Disaster Risk Reduction and Management Officer ang  Alpa, Bravo at Delta  (ABP) ng Disaster Preparedness na kailangang gawin bago pa man pumasok ang bagyo o sa oras na pumasok ang bagyo sa Philippine Area of Responsibility.

    Naging bahagi ng paglulunsad ang paglagda sa Pledge of Commitment sa Operation Listo na pinangunahan nina PS/Supt. Ronnie Ylagan, Provincial Director ng PNP-QPPO, Fire Chief Inspector Edwin Vargas, OIC-Provincial Director ng BFP at Jail Chief Inspector Wilfredo Jalbuena, Provincial Jail Warden ng BJMP.

    Katuwang sa paglulunsad ng Disaster Preparedness Manual at Operation Listo ang Provincial Disaster Risk Reduction and Management Council (PDRRMC), Quezon Provincial Police Office (QPPO), Bureau of Jail Management and Penology (BJMP) at Bureau of Fire Protection (BFP).

    Ang paglulunsad ay dinaluhan nina Regional Director Josefina Castilla-Go ng DILG IV-A, Regional Director Vicente Tomazar ng Office of the Civil Defense Regional Office IV-A at mga mayor, chief of police, chief of BFP, Municipal Disaster Risk Reduction and Management Officer at municipal local government operation officer ng iba’t ibang bayan at lungsod sa lalawigan ng Quezon.

    2.  Tagalog news: Sen. Escudero, hinikayat ang pribadong sektor na magbukas ng trabaho para sa mga kabataan

    LUCENA CITY, QUEZON, Abril 24 (PIA) — Hinikayat ni Senator Chiz Escudero ang pribadong sektor upang matulungan na magkaroon ng trabaho ang libo-libong mag-aaral na nagtapos kamakailan sa lalawigan ng Quezon.

    Sa isang press conference, sinabi ng senador na malaki aniya ang maitutulong ng pribadong sektor sa mga mag-aaral sa kolehiyo na nagsipagtapos ngayong buwan ng Marso at Abril sa pamamagitan ng pagbubukas ng mga negosyo sa iba't ibang lugar sa lalawigan.

    Hinikayat din ng senador ang mga mag-aaral pa at magpakadalubhasa sa kanilang mga kurso  at  taglay na talento upang sa gayun ay madali ring matanggap sa trabahong papasukan.

    Samantala, ang  mga ahensiya ng pamahalaan kagaya ng Department of Labor and Employment (DOLE), Technical Education and Skills and Development Authority (TESDA) at Department of Trade and Industry (DTI) ay may mga programa ding isinasagawa para matulungang magkaroon ng hanapbuhay ang mga kabataang walang trabaho.

    3.  Tagalog news: 70 magsasaka, nagsanay sa paggawa at paggamit ng wood vinegar

    LUCENA CITY, Quezon, Abril 24 (PIA) — Mahigit 70 magsasaka mula sa iba't ibang bayan ng lalawigang ito ang sumailalim kamakailan sa isang pagsasanay ukol sa paggawa at paggamit ng 'coco vinegar' na programa ng pamahalaang panlalawigan at ng tanggapan ng panlalawigang agrikultor.

    Ang mga magsasaka ay nagmula sa 23 bayan at dalawang lungsod sa lalawigan ng Quezon kabilang ang Lucban, Sariaya, Gen. Nakar, Infanta, Pagbilao, Tiaong, Candelaria, San Antonio, Padre Burgos, Unisan, Patnanungan, Sampaloc, Gumaca, Plaridel, Agdangan, Lopez, Pitogo, Mauban, Buenavista, Atimonan, Tagkawayan, Alabat, Macalelon, Tayabas at Lucena.
     

    Sinabi ni Roberto Gajo, panlalawigang agrikultor, layunin ng nasabing pagsasanay na maturuan ang mga magsasaka sa paggamit at paggawa ng wood vinegar.

    Ito aniya ay ayon na rin sa kagustuhan ni Gov. David Suarez na mabigyan ng karagdagang pagkakakitaan ang mga magsasaka sa lalawigan ng Quezon.
     

    Ang nasabing proyekto ay makakatulong sa pagtatanim o pagsasaka sapagkat ang proseso nito ay katulad nang paggawa ng uling sa mga pinutol na sanga ng punong kahoy na isang likidong makukuha mula sa pagliyab ng sariwang kahoy na susunog sa walang hangin na kondisyon na tinatawag na kahoy na suka o wood vinegar.
     

    Ayon pa kay Gajo, lubos na mapapakinabangan ito sa mga halaman upang maging mas mabuti sa paglaki, maging mas malakas at matibay sa peste at sakit.

    LUCENA CITY, Quezon, Abril 24 (PIA) — Binigyang pagkilala ng Department of Interior and Local Government ang mahigit 32 na bayan at isang lungsod ng lalawigang ito na nakapasa sa assessment ng CY 2014 Good Financial Housekeeping (GFH) sa ilalim ng Seal of Good Local Governance (SGLG) ng tanggapan.

    Ang pamamahagi ng plake ng pagkilala ay personal na ipinagkaloob nina DILG-Quezon OIC-Provincial Director Vilma de Torres at Gov. David Suarez sa mga punong-bayan sa isinagawang 2nd Provincial Development Council Meeting noong Abril 20 sa Bulwagang Kalilayan, Provincial Capitol Compound sa lungsod na ito

    Kabilang sa tumanggap ng nasabing pagkilala ay ang mga bayan ng Burdeos, Infanta, Panukulan, Real, Agdangan, Buenavista, Catanauan, General Luna, Macalelon, Mulanay, Padre Burgos, Pitogo, San Narciso, Unisan, Alabat, Atimonan, Calauag, Guinayangan, Gumaca, Perez, Plaridel, Quezon, Tagkawayan, Candelaria, Dolores, Lucban, Mauban, Pagbilao, Sampaloc, San Antonio, Sariaya, Tiaong, lungsod ng Tayabas at lalawigan ng Quezon.

    Sinabi ni de Torres na sa pamamagitan nito ay nakikita ang maayos na pamamahala ng mga lokal na pamahalaan sa kabang-yaman ng 32 bayan, isang lungsod at ng lalawigan ng Quezon.

    Ang Good Financial Housekeeping ay isang bahagi ng Seal of Good Local Governance na dating kilala bilang Seal of Good Housekeeping na pinasimulan ng DILG noong 2010.

    Ang GFH ay may criteria na Unqualified o Qualified COA Opinion at pagsunod sa Full Disclosure Policy ng Local Budget and Finances Bids and Public Offerings na nakasaad sa DILG Memorandum Circular No. 2013-140 (1st Quarter posting period).

    Upang  makatanggap ang isang lokal na pamahalaan ng SGLG, dapat umano itong pumasa sa tatlong core assessment na GFH, Disaster Preparedness at Social Protection.

    1.  Cooperative leaders, officers converge for 14th Southern Tagalog regional cooperative congress

    Trece Martires City, Cavite, April 24 (PIA) – More than 700 cooperatives leaders, officers from various LGUs and different stakeholders from Region IV-A (CALABARZON) converged recently at Taal Vista Hotel in Tagaytay City for the 14th Southern Tagalog Regional Cooperative Congress.

    With the theme “Kooperatiba: Ika 100 Taong Pagpupugay, Tulay sa Maunlad ng Buhay,” the congress aimed to strengthen the cooperative sector and build a strong linkage among the provinces in the region.

    Metro Manila Development Authority (MMDA) Chairman Francis Tolentino welcomed the delegates and guests to the country’s second summer capital.

    In his speech, the MMDA Chairman in behalf of his wife Mayor Agnes Tolentino also discussed the city’s major development including the success story of Santa Luisa Multi-Purpose Cooperative.

    On the other hand, Senior Provincial Board Member Rudy Lara delivered his solidarity message extending full support to all the programs that will benefit cooperatives and its members in the region.

    The three-day annual event hosted by the provincial government thru the Provincial Cooperative, Livelihood and Entrepreneurial Development Office (PCLEDO) was held in collaboration with the Southern Tagalog Regional Cooperative Development Council and the Cooperative Development Authority.     1.  2015 scholarship qualifiers ink contract, DOST IV-A tops SEI’s record of passers

    LOS BAÑOS, Laguna, April 23 (PIA) — The Department of Science and Technology (DOST) IV-A Regional Director Dr. Alexander Madrigal urged the S&T qualifiers to fulfill their responsibilities as scholars encouraging them to serve the country first upon making a statement on the extremely high count of scientists who choose career breaks abroad over local opportunities. 

    “Ang pagtupad sa serbisyo ay dapat may kalidad at katapatan,” said Dr. Madrigal as he welcomes S&T scholarship qualifiers who successfully managed to secure slots in the country’s most eyed, premiere and prestigious science scholarship brand during the contract signing last Tuesday, April 14.

    According to the Science Education Institute (SEI) of the Department of Science and Technology, “This year’s qualifiers breached the 3,982 mark of last year’s passers, up by 33 percent, a record for the scholarship program established in 1958.

    Out of the total number of passers, 4,475 qualified as scholars under the RA 7687 Scholarship Program, scholarships for gifted students who belong to economically disadvantaged families; while 828 passed under the DOST-SEI Merit Scholarship Program.”  

    Dr. Madrigal also stressed that the Department is trying its best to provide the utmost comfort guaranteed by scholarship benefits that will be fully enjoyed by the scholars.

    In the recent adjustments created by DOST-SEI, scholars, as well as those who are ongoing, are set to receive bigger stipends and other allowances starting school year 2015-2016.

    All DOST-SEI scholars will receive P6,000 monthly stipend (from P5,000) under the Physics/Applied Physics, Geology, Mining Engineering, Agriculture, and Fisheries courses, while under the other DOST-SEI priority courses will receive P5,000 monthly stipend (from P4,000); book allowance of P10,000 per academic year (from P5,000); tuition fee subsidy of P10,000 (from P8,000); and MS/PE clothing allowance of P1,000 (from P500).”

    DOST IV-A contributed astounding figures to the national passers’ count with a total of 139 students for the Merit Scholarship Program and 665 for the RA 7687 Scholarship Program, an aggregate of 804 sharp-witted students who composed 15 percent of the “passers’ pie”.

    The Southern-Tagalog region retains the number one spot in the country with the highest head count of qualifiers.

    In 2014, a total of 573 qualifiers from the Calabarzon region made it above NCR’s 456 qualifiers. Consistently, Region 4A tight grips to the crown winning over National Capital Region who again secured the second spot with 696 passers.

    2.  DOST IV-A climbs CSC’s PRIME-HRM Level II, eyes higher altitude

    LOS BAÑOS, Laguna, April 23 (PIA) — The Civil Service Commission (CSC) recently granted the Department of Science and Technology (DOST) IV-A with PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management ) Accreditation Level II.

    In a media release, the regional office of Science and Technology department said that the accreditation is another levelled-up recognition they acquired in 2014 in return to their unwavering pursuit in imbibing excellence in their Human Resource system.

    CSC-Laguna Provincial Director Emma Barrera, meanwhile, said "this advancement in the system doesn’t simply make the work force “public servants, but professional public servants.”

    Dir. Barrera added that very few agencies retained their PRIME-HRM accreditation.

    The PRIME-HRM or The Program to Institutionalize Meritocracy and Excellence in Human Resource Management “integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). 

    It is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence.

    1.  Tagalog news: Barangay Walang Iwanan Bayani Challenge, isinagawa sa Padre Garcia sa Batangas

    PADRE GARCIA, Batangas, Abril 24 (PIA) — Matagaumpay na naisagawa kamakailan ang Barangay Walang Iwanan Bayani Challenge na programa ng Gawad Kalinga at ng lokal na pamahalaan.

    Ayon kay Nino Gutierrez,kinatawan ni Mayor Abraham Gutierrez, isang magandang pamamaraan ito upang ibalik ang diwa ng bayanihan kung saan nagtutulong-tulong ang mga tao upang mapaunlad ang komunidad.

    Aniya, dala ng makabagong teknolohiya ay tuluyan na ding napawi ang espiritu ng bayanihan o pagtutulungan kung kaya’t sa pamamagitan nito ay muling maiibalik at miiikintal sa kaisipan ng mga Garciano na ang pagbubuklod-buklod at pagkakaisa ay isang matibay na paraan para sa lalong pag-unlad ng bayan ng Padre Garcia.

    Sa unang araw ay nagkaroon ng Kalinga Night kung saan may mga pagtatanghal ng sayaw at awit mula sa iba’t ibang volunteers.

    Sinimulan naman sa ikalawang araw ang sama samang paglilinis ng kalye, kapaligiran, pagsasagawa ng Brigada Eskwela sa mga paaralan, pagpipintura at paglilinis ng ilog partikular sa Bawi Eco Trail na isa sa pinangangalagaang ilog ng bayan.

    Sa panayam kay Romeo Ramos,principal ng Bawi Elementary School, natutuwa aniya siya sa pagtutulungang ipinapakita ng mga Garciano at maging ng mga volunteers mula sa iba’t ibang lugar upang makapagbigay ng kanilang kontribusyon.

    Ayon pa kay Ramos, tuwing bakasyon ay marami umano silang kailangang isaayos sa paaralan at kung minsan ay kulang ang isang linggong Brigada Eskwela para dito kaya’t mainam na nagkaroon ng ganitong programa dahil malaking tulong ito sa mga guro at magulang na boluntaryong nakikibahagi sa Brigada.

    Nagsagawa din ng milk feeding sa mga bata upang isulong naman ang paglaban sa malnutrisyon. Ang mga gatas na ipainom s amga kabataan ay mula sa Dairy Farm na pinamamahalaan ng pamahalaang lokal.(Bhaby P. De Castro-PIA Batangas)

    2.  Tagalog news: LEDS cinema ad inilunsad sa Batangas City kasabay ng pagdiriwang ng Earth Day

    LUNGSOD NG BATANGAS, Abril 24 (PIA) — Kasabay ng pagdiriwang ng Earth Day kamakailan ay inilunsad din ng Climate Change Commission kasama ang National Youth Commission, United States AID at ng pamahalaang lungsod ang Low Emission Development Strategies cinema ad na nagpapakita ng mga pamamaraan upang malabanan ang masamang epekto ng mga greenhouse gasses.

    Layon nitong maipaalam sa publiko ang mga paraan na maaaring gawin o sanayin saan man upang pangalagaan ang kapaligiran at kalikasan.

    Ilan sa mga pamamaraang nabanggit sa infomercial ang pagtatanim ng puno, pagpatay ng switch ng ilaw kapag hindi ginagamit, paggamit ng eco bag at pag-iwas sa paggamit ng plastik, paghihiwalay at pag-iwas sa pagsusunog ng basura, paggamit ng renewable energy, paggamit ng pampublikong transportasyon at marami pang iba.

    Sinabi ni Climate Change Commission Secretary Atty. Mary Anne Lucille Sering, ito ang unang paglulunsad ng LEDS sa Luzon at may mga paglulunsad pa silang isasagawa sa Visayas at Mindanao.

    Aniya, napili ang lungsod ng Batangas dahilan sa mga proyektong ipinatutupad dito na nakatutok sa pangangalaga sa kalikasan lalo na ang pagkakaroon ng Environmental Code.

    “Ito lamang po ata ang lungsod na nakita ko na me nakasulat na 3R’s reduce,reuse,recycle sa kanilang basurahan kung kaya’t hindi ko naiwasan na magpakuha ng litrato ditto sapgkat ito ay isang programa na dapat tularan ng iba pang mga lungsod at bayan sa ating bansa,”pahayag ni Sering.

    Samantala, nakibahagi din sa programa si Jose Sixto Brillantes ng National Youth Commission na nagbigay ng hamon sa mga kabataan na sila ang dapat magpasimula sa pangangalaga ng kalikasan upang mapakinabangan pa ng mga susunod na henerasyon.

    Bago ang paglulunsad ay nagbisikleta muna sina Sec. Sering at City Environment and Natural Resources Officer Oliver Gonzales kasama ang 200 bikers sa lungsod upang palaganapin ang paggamit ng bisikleta na makakatulong upang mabawasan ang carbon emission.

    Nagkaloob naman ng kopya ng nasabing infomercial ang naturang komisyon sa ilang mga establisyamento kabilang ang SM Batangas, SM Lipa, Robinsons Lipa, Nu Citi Mall, Batangas Medical Society maging ang mga bus companies. (Bhaby P. De Castro-PIA Batangas)

    3.  Tagalog news: Two-storey eight classroom building sa Batangas National High School, pinasinayaan

    LUNGSOD NG BATANGAS, Abril 23 (PIA) — Matapos pasinayaan kamakailan ang bagong dalawang-palapag na gusali na nakatakdang magamit ng mahigit 10,000 na mga estudyante, isa na namang bagong school building ang pormal na pinasinayaan noong Martes, Abril 21 sa Batangas National High School.
    Ayon kay Lorna Ochoa, OIC-Principal ng naturang paaralan, ang bagong karagdagang gusali na ito ay nakatakdang gamitin sa Science classes ng mga mag-aaral ngayong darating na pasukan.
    Labis naman ang pasasalamat ni City Schools Division Superintendent, Dr. Donato Bueno sa patuloy na pagpapagawa ng pamahalaang lungsod ng mga school buildings na aniya patunay na prayoridad ng administrasyon ni Mayor Eddie Dimacuha ang edukasyon. 
    Patuloy naman ang konstruksiyon ng mga bagong gusali sa mga paaralan ng Libjo at Sta. Rita Karsada.

    Kabilang sa mga nagsipagtapos sa PCL Academy pioneer batch of 2014-2015 si Vice-Governor Mark Leviste kasama ang mga 52 miyembro ng klase na binubuo ng mga empleyado at mga opisyal pamahalaang panlalawigan at ng ilang lokal na pamahalaan.

    Ang pioneer batch ng PCL academy ay sumailalim sa isang taon na specialized legislative education program na inilatag ng mga opisyal ng Philippine Councilors League at  mga de-kalibreng mentors at professors ng LPU-Batangas at University of Batangas .

    5.  Tagalog news: Itogon local gov't mula sa Benguet, naglakbay-aral sa lungsod ng Batangas

    LUNGSOD NG BATANGAS, Abril 23 (PIA) — Nagsagawa ng isang benchmarking activity sa lungsod na ito ang ilang opisyal ng lokal na pamahalaan mula sa Itogon, Benguet upang masusing mapag-aralan ang operasyon ng Business One Stop Shop o BOSS ng lungsod partikular ang streamlining ng business registration.

    Sa isang maikling orientation program, tinalakay ni Business Permits and Licensing Officer Ditas Aguado Rivera ang mga repormang isinagawa sa kanilang opisina upang maging mas efficient at madali  ang  proseso ng issuance at renewal  ng business permits.

    Ayon kay Rivera, naisakatuparan ang repormang ito sa tulong ng USAID INVEST Project.

    Tinalakay naman ni Local Economic and Investment Promotion Officer (LEIPO) Erick Anthony Sanohan ang ilan sa mga proyekto ng kanilang tanggapan kung saan binigyang diin niya ang kahalagahan ng pagkakaroon ng political will sa pagpapatupad ng naturang mga reporma o pagbabago.

    Nagbahagi din ng mahahalagang impormasyon si Information Technology Officer Raymund Sadiwa sa proseso na kanilang isinagawa para sa full automation ng BPLS. Ibinalita rin nito ang ipatutupad na automated Batangas City Inspection Management System sa susunod na buwan.
     

    Ayon kay Angela Carino, municipal treasurer ng Itogon, hanga sila sa automation na isang magandang innovation na ipinatupad ng BPLO gayundin sa magandang koordinasyon ng mga tanggapan na kabilang sa BOSS.

    Ang delegasyon ay binubuo ng humigit kumulang sa 40 katao na kinabibilangan ng mga pinuno ng ibat-ibang departamento at barangay officials ng Itogon.

    LUNGSOD NG BATANGAS, Abril 23 (PIA) — Sa unang  pagkakataon, tumanggap ng parangal ang Batangas City Water District (BCWD) mula sa Department of Health (DOH) sa larangan ng Water Safety Plant  Development and Implementation.

    Ayon kay BCWD Manager Yolanda Oyao, isa ang kanilang tanggapan sa sampung pinagkalooban ng certificate of recognition ng DOH na pasado sa Philippine National Standard for Drinking Water.

    Patunay aniya ito na ligtas inumin ang tubig na kanilang isinusuplay sa mga mamamayan ng lungsod.

    Ang pagsusuri ay isinagawa ng DOH noong buwan ng Enero kung saan binigyang puntos kung gaano ka ligtas ang tubig mula sa well patungo sa mga kabahayan.

    Sinuri din ng DOH ang paraan ng pagrerepair ng leak, pagtanggap ng mga reklamo, mga service connections at maging ang paraan ng paglilinis ng kanilang mga elevated tanks.

    Bukod sa BCWD, kabilang din sa sampung pinarangalan ang  San Pablo City at  Dasmarinas Water District sa buong rehiyon.

    Siniguro din ni Oyao na sapat ang suplay ng tubig ngayong tag araw kumpara sa ibang lugar na nakakaranas ng krisis sa tubig.

    LUNGSOD NG BATANGAS, Abril 23 (PIA) — Nagsagawa kamakailan ng libreng seminar ang Office of the City Veterinary and Agricultural Services o OCVAS ukol sa tamang pamamaraan ng pagpapaganda at pagsasaayos ng buhok na dinaluhan ng mahigit 30 residente ng lungsod na ito.

    Layunin ng nasabing seminar na mapaunlad ang sarili gayundin ang magbigay ng dagdag kaalaman at pagkakakitaan sa mga residente.

    Dito ay tinuruan sila ng  iba't ibang hair and make-up techniques ng award winning hair and make-up artist na si Ariane Gamboa na syang nagsilbing resource speaker sa naturang pagsasanay.

    Ilan sa mga paksang kanyang tinalakay ang ang tamang pamamaraan ng paglalagay ng make-up sa mukha. Nagkaroon din ng actual demonstration upang higit na maipakita sa mga participants ang ibat-ibang make- up  techniques.

    Ayon kay Gamboa, wala sa presyo ng cosmetics ang ikagaganda ng resulta ng make-up kung hindi sa proper application nito.

    Binigyang diin rin ni Gamboa na magandang pagkunan ito ng pagkakitaan.     APEC members must foster participation of small, medium enterprises to spur economic growth, says trade official
    Member economies of the Asia-Pacific Economic Cooperation (APEC) must enhance the participation of small and medium enterprises (SMEs) in the automotive industry to spur regional growth, a Philippine trade official has said.

    In his keynote speech on Wednesday, Trade Assistant Secretary Ceferino S. Rodolfo said globalization makes a good driver of cooperation because it enables many economies to be key players in automotive manufacturing by participating in production activities of global value chains (GVCs).

    "But an economy’s participation in GVCs does not readily translate to inclusive growth. We need to deliberately foster SME participation in automotive GVCs," Rodolfo said.

    Globalized competition and barriers to trade have a disproportionate impact on SMEs as well as on larger enterprises, he said, noting however that by fostering SME development for inclusive growth, APEC economies also realize that a broad-based SME network is critical in providing support and complementation to larger enterprises.

    Rodolfo further said that the development of small and medium enterprises could be a source of flexibility, nimbleness and quick reaction to emerging trends.

    In short, he said, SME development is key not only for inclusive growth but also for sustaining competitive advantage.

    Rodolfo also said that there are specific and tangible opportunities for APEC members to cooperate in developing SMEs in the automotive sector.

    These include developing an actionable agenda on empowering SMEs to penetrate the supply chains and factory networks of automotive brand principals around the region.

    He said that this can be done through the implementation of the GVC-SME for the Automotive Sector Project proposed by the Philippines and Malaysia.

    The proposal is under South Korea’s umbrella project of Capacity-Building for SMEs’ Integration into Global Value Chains in Major Industries, proposed in 2014 by the Committee on Trade and Investments (CTI) during the 3rd Senior Officials’ Meeting (SOM) of the APEC.

    There are also initiatives important to ensure SME participation as they involve the development of new products and of coordinating standards, he said.

    These include discussions on a template for the E-Vehicle Roadmap, a deliverable of the 2015 Automotive Dialogue Working Group based on instructions of the CTI.

    Trade experts value the global trade in auto parts at $1.5 trillion.

    With SMEs accounting for 97 percent of firms in the APEC, experts said an integrated region necessarily requires SME participation.

    The 22nd APEC Automotive Dialogue opened in Makati City on Wednesday, carrying the theme, "Integrating SMEs into the Automotive Global Value Chains." PND (as)

    President Aquino welcomes the European Union’s lifting of yellow-card warning to the Philippines on illegal fishing
    President Benigno S. Aquino III has welcomed the European Union’s (EU) decision to revoke its yellow-card warning issued to the Philippines regarding measures to fight illegal fishing.

    The warning was issued in June last year after the EU deemed that the Philippines had previously not done enough to combat illegal, unreported and unregulated (IUU) fishing.

    The President said that "had the situation worsened, this would have alienated one of the biggest importers of fish for the Philippines, which would have been a blow against our fishing industry and Filipino fishermen”.

    “This is why I tasked concerned agencies to work tirelessly to comply with the EU’s requirements. During my trip to Europe, I likewise discussed the issue with prominent EU officials to ensure that we are on the right track. I am pleased to report that, as of today, the EU has lifted its yellow-card warning against the Philippines,” President Aquino said in a statement issued on Thursday.

    "Rest assured: We will continue to implement reforms to avoid a similar situation in the future, and strengthen our fishing industry even further. We are determined to do so, knowing just how many of our countrymen depend on this for their livelihood,” the President further said.

    In a press statement, the Delegation of the European Union to the Philippines said the EU “acknowledges the Philippines' efforts to partner up with us in fighting illegal, unreported and unregulated fishing."

    “Since an official dialogue started, the Philippines embarked on a series of reforms to upgrade its fisheries governance and successfully aligned it to international law. Achievements made by the Philippines include the adoption of a new Fisheries Code with a deterrent scheme of sanctions, the improvement of the traceability and catch certification schemes, reinforced cooperation with Papua New Guinea for inspection and control and coverage of the activities of the long distant fleet operating beyond Philippines waters,” it said

    European Commissioner for Environment, Maritime Affairs and Fisheries Karmenu Vella noted that "the Philippines has taken responsible action, amended its legal systems and switched to a proactive approach against illegal fishing”.
    EU ambassador to the Philippines Guy Ledoux meanwhile said, "This recognition means that the ‘identification’ procedure that had started with a yellow card in June 2014 is stopped, the yellow card revoked – thanks to the good work done by the Philippines government and Congress.”
    The country’s fishery exports to the EU amounted to EUR170 million in 2013, out of a total of EUR5.1 billion. PND (jm)

    Small, medium enterprises must be linked to major automotive manufacturers, trade official says
    The Asia-Pacific region’s automotive sector is facing the challenge of how to link small and medium enterprises (SMEs) to the supply chains of big automotive manufacturing companies, a trade official said Thursday.

    In her remarks to open a workshop for automotive stakeholders of member economies of the Asia-Pacific Economic Cooperation (APEC), Director Ma. Corazon Halili-Dichosa of the Department of Trade and Industry said the pattern of auto production and consumption in developed economies is now seen to have gradually shifted to the developing economies.

    However, the shift of the major market to the developing economies is not translating into opportunities for SMEs in the region, said Halili-Dichosa, who chairs the ongoing 22nd APEC Automotive Dialogue in Makati City.

    Citing an APEC paper, she said SMEs have often been left out of the formation of global value chains (GVCs) as the fragmentation of production processes and cross-border trade take place within the network of transnational corporations.

    The study also recognized that there is less room for SME auto parts manufacturers in the market due to their lagging capacity and diminishing competitive edge, she said.

    At the same time, small parts suppliers are facing constraints on access to capital and this severely affects their adaptability and is forcing them to go out of business, according to an Organisation for Economic Co-operation and Development paper published in 2009.

    The key role of SMEs is to support and add efficiency to the production process and this is especially true in the automotive GVCs production fragmentation, Halili-Dichosa noted.

    "It is thus important that more SMEs are brought inside the supply chains for inclusive growth in the APEC economies and help drive innovation in the industry," she said.

    In 2013, APEC economies accounted for 47.76 percent of world trade in motor vehicles and parts.

    Although there has been a drop in the global trade of motor vehicles, it has been observed that APEC economies are more resilient.

    Halili-Dichosa further said that the intraregional trade on motor vehicle parts is growing at an annual compounded rate of 5.28 percent.

    Similarly, she said, trade in motor vehicle parts to the rest of the world is also growing at an annual compounded rate of 6.3 percent, which is bigger than the intraregional trade.

    "The faster pace of growth in motor vehicle parts trade, compared to motor vehicle trade, suggests the growing importance of our economies in global value chains, not just in the Asia-Pacific region but with the rest of the world," Halili-Dichosa said.

    The SMEs account for 97 percent of total APEC firms, which have become more sophisticated and fragmented regionally to economize on scales, she added.

    Economically speaking, she said, the Asia-Pacific region is an interesting area, as it exhibits constant growing incomes after the 2008 and 2009 global financial crisis.

    The gross domestic product of APEC economies has been growing at an annual compounded rate of 2.7 percent after the 2013 crisis.

    The combined gross domestic product of APEC economies has been growing steadily in the past several years, reaching $31.5 trillion in 2013.

    Palace acknowledges resignation of Customs Chief, thanks him for ‘exemplary leadership’
    The Palace on Thursday acknowledged that they have received information on the resignation of Customs Commissioner John Phillip Sevilla.

    “In behalf of the President, (Finance) Secretary Cesar Purisima thanked Commissioner Sevilla for his exemplary leadership in implementing reforms in the Bureau of Customs (BOC) and for his dedicated service to the nation,” Communications Secretary Herminio Coloma, Jr. said during a press briefing in Malacañang.
    “Consistent with the President’s mandate, the government is determined to pursue the reforms at the BOC and bring these to full fruition,” he said.
    In a statement, Secretary Purisima credited Sevilla with helping turn the bureau into the “most improved government agency in terms of revenue collection last year.”
    "I thank Commissioner Sunny Sevilla for his dedicated service and relentless pursuit of good governance in the Bureau of Customs. The numbers do not lie: As head of the Customs Reform Team, he has helped grow the Bureau's collections by 21 percent year-on-year in 2014 versus 5 percent in the pre-reform period,” Purisima said.
    He further noted that Sevilla transformed the bureau into “one of the most radically open and transparent agencies in government, has made government regulation more efficient for doing business in the country, and has taken great strides to thwart graft, technical and outright smuggling by filing cases, alert orders and seizures against erring importers, brokers, and officials.”
    “I respect his well-discerned decision to resign. In a span of a year-and-a-half, he has shown us that what was then impossible is now possible. It is possible to hope that we can transform institutions with uncompromising courage and integrity,” Purisima said, adding that Sevilla has set the bar “extremely high” that his successor “will have big shoes to fill.”
    Sevilla announced his resignation during a press conference on Thursday. He was appointed as Customs chief in December 2013, after serving as office-in-charge following the resignation of his predecessor, Ruffy Biazon.
    During his term, Sevilla replaced a number of Customs commissioners and removed some customs collectors. He also continued the campaign against smugglers, filing cases against them. PND (ag)

    President Aquino calls on youth to take advantage of ‘Pantawid Pamilya’ program
    President Benigno S. Aquino III on Thursday urged the country’s youth to strive hard and take advantage of government assistance to improve their lives.

    In a speech delivered before more than 10,000 beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) from the National Capital Region, President Aquino said the government has already channeled P232.2 billion into the program, which has given impoverished youths a chance to develop themselves.

    “Sa araw na ito, pinipitas natin ang paunang bunga ng ating pagbabayanihan sa pamamagitan ng Pantawid Pamilya. Ipinagdiriwang natin ang pagtatapos ng 333,673 kabataang bumubuo sa kauna-unahang batch ng high school beneficiaries. Bahagi po sila ng halos 754,400 kabataan sa buong bansa na kasalukuyang nasasaklawan ng tulong ng programa para sa secondary education,” the President said during the second post-graduation event at the Smart Araneta Coliseum in Quezon City.

    The Pantawid Pamilya is a human development program that invests in the health and education of poor families, primarily those with children aged 0-18.

    “Nakatutok nga po ang inyong gobyerno sa pagpapalakas ng ating Pantawid Pamilya, upang mas marami pang Pilipino ang magkaroon ng kakayahang panghawakan ang kanilang kapalaran,” the President said.

    “Ang hiling ko lang po sa ating mga graduate: Linangin pa ninyo ang inyong sarili sa abot ng inyong makakaya; pangalagaan ninyo ang kaalamang inyong natatamasa dahil sa pagkakataon at suportang ibinigay sa inyo ng Estado; payabungin pa ninyo ang inyong kasanayan para matulungan din ninyo ang inyong kapwa,” he said.

    David Louie Manansala, who graduated valedictorian at Maligaya High School in Novaliches, also delivered a speech to inspire his fellow graduates.

    Organized by the Department of Social Welfare and Development (DSWD), the event, which carried the theme “Pagtatapos Ninyo, Tagumpay ng Pilipino”, was aimed at recognizing the efforts of Pantawid Pamilya beneficiaries to fulfill their dreams of finishing high school.

    The DSWD held the first post-graduation event at the Philippine International Convention Center last April 9 with 4,000 students.

    Labor and Employment Secretary Rosalinda Baldoz, Technical Education and Skills Development Authority Secretary Joel Villanueva and Commission on Higher Education Chairperson Patricia Licuanan attended the event to share their respective programs and services.

    Philippine Embassy in Malaysia to undertake Ambassador’s Tour to the Philippines in May
    (KUALA LUMPUR) The Philippine Embassy here is set to undertake the 2nd Ambassador’s Tour to the Philippines early next month to promote the Philippines as a top tourist destination.

    “On May 2 to 5, I will be escorting and bringing to Cebu and Bohol 120 Malaysian tourists. They are very excited,” Philippine Ambassador to Malaysia Jose Eduardo Malaya III said on Thursday during an interview with Radio TV Malacañang here.

    Malaya said this initiative is part of their efforts to bring more Malaysian tourists to the Philippines and create excitement for the ‘Visit the Philippines Year.’

    “We did it a year-and-a-half ago. We brought 112 Malaysians to Manila and toured them around Tagaytay, Villa Escudero, Intramuros, and all of those places,” he added.

    Last March 30, President Benigno S. Aquino III signed Proclamation No. 991, declaring 2015 as ‘Visit the Philippines Year’ as the country prepares to host this year’s Asia-Pacific Economic Cooperation (APEC) Forum.

    The proclamation stated that the APEC Forum and the Association of Southeast Asian Nations Tourism Forum in 2016 would both promote the country as a host for meetings, conventions and exhibitions in the Asia Pacific.

    Noting a “dramatic growth” in Malaysian tourist arrivals in the Philippines, the envoy said that the number of Malaysians visiting the country increased by 27 percent last year.

    The Philippine Embassy in Malaysia initiated the Ambassador's Tour to the Philippines in 2013.

    (KUALA LUMPUR) The Philippines has been taking a proactive approach to further enhance its bilateral relations with Malaysia, Philippine Ambassador to Malaysia Jose Eduardo Malaya III said Thursday.

    Ambassador Malaya said bilateral relations between the Philippines and Malaysia are deep and longstanding, as the two countries are neighbors and are partners in the Association of Southeast Asian Nations (ASEAN).

    “To us, it is very important that we do proactive work in enhancing bilateral relations,” he said during an interview with Radio TV Malacañang here.

    “And by the exchange of visits that we have had with Malaysia, it is underscoring the vibrancy of this bilateral partnership. Also, we have been able to have breakthroughs in a number of sectors,” he added.

    Malaya cited exchanges of high-level visits in recent years, notably the official visit of Malaysian Prime Minister Najib Tun Razak in October 2012, the state visit of President Benigno S. Aquino III to Kuala Lumpur in February 2014, and the working visit of Prime Minister Najib to Manila in March 2014.

    During President Aquino’s visit to Malaysia last year, the Philippines and Malaysia signed two agreements: a memorandum of understanding on cooperation in the field of education; and an agreement on culture, arts and heritage cooperation.

    Malaya described the cooperation on education between the two countries as “very significant” as it allowed them to pursue alternative education for Filipino children in Sabah who had no access to public schools.

    Under the agreement, both countries will cooperate on school and institutional linkages, teacher education and training, educational assessment, planning and research, technical vocational education, and curriculum design and development.

    “The cooperation in education is very significant because it has allowed us a platform by which we can pursue our alternative education for Filipino children in Sabah, who, because of the undocumented status of the parents and of themselves, have no access to local schools,” Malaya explained.

    “They can’t enroll in local schools, and to me, as an ambassador, that is a big concern. So we made it a priority to work on this area by pursuing this unique initiative of undertaking alternative education for the children, and also by engaging the local authorities in this particular field of education,” the envoy added.

    Malaya said there are seven alternative learning centers (ALCs) in Sabah where some 2,100 Filipino children are enrolled.

    President Aquino is scheduled to join his fellow Southeast Asia leaders in the 26th ASEAN Summit and Related Meetings to be held in Kuala Lumpur and Langkawi, Malaysia on April 26 to 28. PND (co)

    President Aquino presents awards to outstanding investors
    President Benigno S. Aquino III on Thursday presented awards to outstanding investors during the 20th anniversary of the Philippine Economic Zone Authority (PEZA), held at the World Trade Center in Pasay City.

    President Aquino and PEZA Director General Lilia de Lima gave the Outstanding Exporters Award to House Technology Industries Pte. Ltd.; and JP Morgan Chase Bank N.A. Global Service Center. This award is for investors who have attained a total export value of at least US$500 million for export enterprise and US$250 million for Information Technology enterprise.

    They also presented the Outstanding Employers Award to On Semiconductor Philippines, Inc.; Astec Power Philippines, Inc.; Yazaki-Torres Manufacturing, Inc.; and Texas Instruments (TI) Philippines, Inc. This award is granted to investors who have generated the most number of jobs and have enhanced the welfare of their workers.

    The Outstanding Community Projects Award went to Accenture, Inc.; Sunpower Philippines Manufacturing Ltd.; and Analog Devices Gen. Trias, Inc. This award is presented to investors who have strengthened their relationship with the community through such meaningful projects as scholarship programs, free medical and dental services, tree planting, gift giving, and similar pro-community projects.

    The Outstanding Environmental Performers Award, which is given to investors who have institutionalized their environmental management system and complied with environmental regulations, went to ST Microelectronic, Inc.; Pilipinas Kao, Inc.; and Continental Temic Electronic (Philippines), Inc.

    The Hall of Fame Awards -- given to three-time winners of the awards for outstanding exporter, employer, community project, and environmental performer -- went to Samsung Electro-Mechanics Philippines Corp., and Tsuneishi Heavy Industries (Cebu), Inc. for the Outstanding Exporters Award; Rohm Electronics Philippines, Inc. for the Outstanding Employers Award; and JP Morgan Chase Bank N.A. for the Outstanding Community Project Award.

    The Billionaires Award was presented to Texas Instruments (Philippines), Inc. for achieving an export value of at least US$2.5 billion in any given year.

    The PEZA Golden Achievement Award, the most prestigious award given to the company that has been elevated to the Hall of Fame in all four categories, went to Amkor Technology Philippines, Inc.

    An attached agency of the Department of Trade and Industry, the PEZA is tasked to promote investments, extend assistance, register, grant incentives, and facilitate the business operations of investors in export-oriented manufacturing and service facilities.

    President Aquino appoints Alberto Lina as Customs Chief
    President Benigno S. Aquino III has appointed Alberto Lina back to his former post as Bureau of Customs (BOC) Commissioner.

    “He (Lina) replaces John Phillip Sevilla whose resignation has been accepted. The new Commissioner also served as Customs Commissioner in the previous administration,” Communications Secretary Herminio Coloma, Jr. said on Thursday.

    Lina was Customs chief for five months during the term of former President, now Pampanga Representative, Gloria Macapagal-Arroyo. He tendered his resignation at the height of the “Hello Garci” controversy.

    He chairs the Board of the Lina Group of Companies, which includes Airfreight 2100 Inc. or Air 21. PND (ag)

    Noong panahon po ng aking ina, matapos ang EDSA Revolution, isa sa hindi ko makakalimutang kuwento ay tungkol sa mga miyembro ng kanyang staff, na noong araw–noong panahon ng kampanya–ay tinaguriang mga volunteer dahil wala po silang suweldo. Galing sila po sa private sector at ang ilan sa kanila, talagang malaki ang inaasahang mababawas sa nakasanayan nilang suweldo sa pagpasok sa gobyerno. Laking gulat po nila dahil di nila agad nakuha ang kanilang sahod pagdating sa Malacañang. Paano ba naman po: sinagad ang pondo ng kanilang sinundan; kaya ‘yung volunteers noong pumasok ay volunteer pa rin kahit nasa Palasyo na. Akala nga po nila na hanggang doon na lang ang kanilang sakripisyo; ‘yun pala, pagdating po doon sa opisina–tanggapan nila–sagutin na rin po nila ‘yung kanilang office supplies. Sabi nga ho ni Joker Arroyo noong araw, ultimong bathtub doon sa Premier Guest House, naging filing cabinet po sa kakulangan ng kagamitan pagpasok nila sa opisina.

    Marahil po, para mas maintindihan natin ang sitwasyong dinatnan ng aking ina, magandang ihambing siya sa isang kusinera—o chef, gaya ng bansag natin ngayon—na inatasang magluto ng sinigang. Siyempre, kung kumpleto ka sa kasangkapan at rekado, meron ka pang menung sinusundan o ‘yung recipe, ay pihadong masarap ang ihahain mo. Sa kaso po ng aking ina: Para bang binigyan lang siya ng tubig at kakapiranggot na asin, at inasahang makakagawa siya ng masarap na sinigang. Talagang mahirap po ang inatas sa kanya. Pero sa kabila nito, nagsikap ang kanyang administrasyon, at isa nga sa importanteng inisyatibang isinulong nila ay ang tinatawag na Free High School Education Program noong 1988.

    Sa unang pagkakataon sa ating kasaysayan, nadugtungan ang libreng pampublikong edukasyon. Nabigyan ng oportunidad na makapag-aral ng hayskul ang mga kababayan nating hindi kayang makapasok sa pribadong eskuwelahan. Maliwanag po ang kaisipan sa likod ng ganitong inisyatiba; ayon po sa aking ina, “The mind is the best resource of a country, and if we do our work well, it is potentially infinite.” Totoo po: Kung mamumuhunan ka sa edukasyon ng Pilipino, asahan mong mapapaunlad niya ang kanyang sarili, pamilya, komunidad, at samakatuwid, ang buong bansa.

    Libre na nga po ang secondary education, pero kasabay nito ay naging klaro rin ang suliranin ng out of school youth. Paano ba naman: Dahil walang pamasahe, dahil kailangang tulungan ang magulang sa sakahan, dahil sakitin o mahina ang katawan; may mga kabataang hindi makapasok sa eskuwelahan. At kung napag-iwanan ng baitang, lalong mahihiya ang bata at pipiliin niyang lumiban sa klase. Kapag hindi nakatapos, malamang, mahihirapan ding makakakuha ng maayos na trabaho ang bata paglaki niya; magiging kakarampot ang kita, at pagkakasyahin lahat para sa kanyang asawa’t mga anak. Ang resulta: Imbes na makaahon sa kahirapan, lulubog pa nang lulubog ang kabuhayan ng taong iyon.

    Dito pumapasok ang ating Pantawid Pamilyang Pilipino Program. Sa pamamagitan ng programa, nahihimok ang kabataang pumasok sa eskuwela; may incentive ang magulang na siguruhing tuloy-tuloy ang edukasyon ng kanilang mga anak. Dahil nga po sa buwanang stipend ng pamahalaan, may dagdag na panggastos ang pamilya, at may pamasahe at allowance pa ang bata. Bukod pa dito, may libreng pagpapabakuna at medical check-up, pati na rin feeding program mula sa gobyerno. Kasabay po nito, nariyan pa ang iba’t ibang hakbang ng pamahalaan para higit na mahimok ang batang pumasok: mula sa pagbura sa minana nating backlog sa classrooms, textbooks, at upuan, at pagtugon sa mga bagong pangangailangan, hanggang sa pagrereporma sa ating basic education system; at maging sa paglalatag ng mga bagong kalsada papunta sa mga bagong paaralan na may mga bagong pasilidad. Sa ganitong paraan, natutugunan natin ang mga nakikitang problema, at nasasagad ang pagkakataon para matulungang makapag-aral ang bawat batang Pilipino.

    Hindi nga po tayo bilib doon sa tinatawag na trickle down theory sa Economics: Na ‘pag umasenso ang ekonomiya, ay aabutin din ng grasya balang-araw ang mga nasa laylayan ng lipunan. Ang estratehiya po natin: Palakasin ang ating ekonomiya, kasabay ng diresto at agarang paghahatid ng tulong at serbisyo sa ating mga kababayan, para sa gayon ay magawa nilang makilahok sa pagpapaarangkada ng kalakhang lipunan. Talagang tinatanim natin ang puno na magdadala ng mapipintog na bunga. Inaalagaan natin ito hanggang mapitas natin ang ating mga pinagsumikapan. At ‘yung bunga, klaro naman po: Isang batang may alam at may kakayahan. Dahil meron silang kakayahan at sapat na kasanayan, maaaring samantalahin ng ating mga Boss ang mga trabahong umuusbong. Pagdating nga po sa malawakang kaginhawaan, hindi na po tsambang makasali, baka-makasali, at sana-makasali ang kalakaran.

    Ganyan po sa tinatawag nating Daang Matuwid. Nasa murang edad pa lang ang bata, nagtataya at nagpupunla na tayo para sa kanyang hinaharap. Hindi po biro ang ipinuhunan natin para sa Pantawid Pamilya. Mula sa dinatnan nating budget noong 2010 na P10 billion, taon-taon nating tinaasan ang pondo ng Pantawid Pamilya; kung susumahin, P232.2 billion ang kabuuang pondo na ibinuhos natin para sa programang ito.

    Ang balik naman nito: Nabibigyan ng pagkakataon ang kabataang malinang para masagad niya ang mga oportunidad na bunga ng lumalagong ekonomiya. Maliwanag po: Hindi sapat na basta may nagawa lang tayo para sa ating mamamayan; hindi po tayo nakokontento. Patuloy nating tinutukoy ang mga hakbang para mapaunlad pa natin ang antas ng pamumuhay ng karaniwang Pilipino.

    Nang malaman nga po nating mas mataas ng 46 percent ang arawang sahod ng high school graduate kumpara sa elementarya lang ang inabot, nakumbinsi tayong dapat pang palawigin ang Pantawid Pamilya. At nitong 2014, inumpisahan natin ang programang sasaklaw sa mga kabataang benepisyaryo na edad 15 hanggang 18.

    At sa araw na ito, pinipitas natin ang paunang bunga ng ating pagbabayanihan sa pamamagitan ng Pantawid Pamilya. Ipinagdiriwang natin ang pagtatapos ng 333,673 kabataang bumubuo sa kauna-unahang batch ng high school beneficiaries. Bahagi po sila ng halos 754,400 kabataan sa buong bansa na kasalukuyang nasasaklawan ng tulong ng programa para sa secondary education. Isipin na lang po ninyo ang layo ng ating narating: Nang dumating tayo sa puwesto noong 2010, kulang-kulang 800,000 lang na kabahayan ang naaabot ng Pantawid Pamilya. Ngayon po, nasa higit 4.4 milyong kabahayan na ang ating natutulungan, at pinapalawak pa natin ang tulong para sa mga benepisyaryong pasok sa high school age.

    Nakatutok nga po ang inyong gobyerno sa pagpapalakas ng ating Pantawid Pamilya, upang mas marami pang Pilipino ang magkaroon ng kakayahang panghawakan ang kanilang kapalaran. Target din nating lalong palakasin ang technical-vocational subjects sa hayskul, para kung magdesisyong hindi na magpatuloy sa kolehiyo ang benepisyaryo, hindi na lamang siya magiging casual worker, dahil tangan na niya ang kakayahang magkaroon ng mas mataas na uri ng empleo. Malinaw naman po: Kung unskilled worker ka at tanging casual work lang ang kaya mong pasukan, tiyak na mababa ang sahod mo dahil marami kayong nag-aagawan, at walang seguridad sa trabaho. Kung may kasanayan ka naman, at iilan lang kayong may ganoong uri ng espesyalidad, pihado namang kayo ay pag-aagawan.

    Kung may magtatanong pa po kung ano ang pinaglalaanan natin sa Pantawid Pamilya, ang sagot natin: Humuhubog tayo ng mga kabataang handang panghawakan ang mga oportunidad na dala ng gumagandang merkado. Dahil kuwalipikado at may employable skills ang benepisyaryo, nakakaambag pa siya sa lalong pagpapalago ng negosyo. Matutuwa naman ang kumpanya, at maeengganyo pa itong silipin ang kalidad ng ating workforce, na magiging susi naman upang maempleo ang mas marami pang Pilipino. Sa siklong ito, lalakas pa ang ekonomiya, dadami pa lalo ang trabaho, at aangat lalo ang antas ng pamumuhay ng mga pamilya. Kahit saang anggulo tingnan, win-win situation ito, di po ba?

    Naaalala ko nga po ‘yung ulat ni TESDA Secretary Joel Villanueva, na parating ibinibida ang kanilang graduates. Ang sabi po niya sa isang event kamakailan: May nag-ambisyong maging mekaniko, at nagsanay ang taong ito sa TESDA. Ngayon po, mekaniko na siya sa Australia, at ang kinikita niya ay halos doble ng sahod ng Pangulo ng Pilipinas. Naisip ko nga po: Siguro, kung nag-training na lang ako para maging mekaniko sa ilalim ng TESDA, maaabot ko rin pala ang sahod niya, at hindi pa ako sasalubungin ng araw-araw na panlalait ng mga kulang sa pansin. [Tawanan at palakpakan]

    Bibigyan ko po ng diin: Dahil napakaraming Pilipino ang umaangat ang kalidad ng buhay dahil natutulungan sila ng gobyerno, asahan ninyong magsisimula sa mas maayos na estado ang susunod na salinlahi. At dahil mas mataas na antas na ang kanilang panggagalingan, mas matatayog na pangarap pa ang kanilang mararating. Ito, marahil, ang pinakamahalagang maipapamana sa inyo naming nasa posisyong mamuno.

    Minsan nga pong sinabi ng aking ama: Maaari kitang pagbuksan ng pinto ng pagkakataon, pero nasa iyo kung mananatiling bukas iyon. Ang hiling ko po sa ating mga graduate: Linangin pa ninyo ang inyong sarili sa abot ng inyong makakaya; pangalagaan ninyo ang kaalamang inyong natatamasa dahil sa pagkakataon at suportang ibinigay sa inyo ng Estado; payabungin pa ninyo ang inyong kasanayan para matulungan din ninyo ang inyong kapwa.

    Paalala ko na rin lang: Bagaman magkakasama po tayo sa sektor ng kabataan, di-hamak na mas bata kayo sa akin. Kayo ang magmamana ng lahat ng aming pinagsusumikapan. Kung tama ang nagawa namin, mas matagal kayong makikinabang. Pero kung mali naman ang ipinamana ng mga nakakatanda o kulang ang pagtutulungan natin, sigurado naman pong mas matagal kayong mahihirapan. Ibig sabihin: May tungkulin din kayong siguruhing tinutupad ng inyong mga pinuno ang kanilang ipinangako at gawin naman ninyo ang lahat para mapagsamantalahan ang oportunidad na umabot po sa inyo.

    Dito nga nagiging malinaw ang tungkulin ng anumang tinatag na gobyerno: ang maglingkod at maghatid ng makabuluhang serbisyo. At ang administrasyon po natin, masasabi ninyong talagang tumototoo sa pagtupad sa mandatong ibinigay po ninyo. Tinutupad natin ang obligasyon na maglatag ng oportunidad para masagad ang kakayahan at kaalaman ng Pilipino.

    Matibay na halimbawa ang 4.4 milyong kabahayang natutulungan ng ating Pantawid Pamilyang Pilipino Program, at ang libo-libong graduates sa atin pong harapan. Napakarami pa nga po nating nakamit sa pagtahak sa Daang Matuwid: Nariyan ang modernisasyon ng Sandatahang Lakas, ang 1:1 na police-to-pistol ratio; nariyan ang paglago ng ekonomiya at ang paglikha natin ng 1.04 milyong trabaho sa loob lang ng isang taon. Nariyan ang investment grade status ng bansa; sa atin din naitala ang pinakamababang unemployment rate sa loob ng isang dekada. Kaliwa’t kanan nating natatapos ang imprastrukturang dapat ginawa ng iba, gaya ng Lullutan Bridge sa Isabela, Aluling Bridge sa Ilocos Sur, at Ternate-Nasugbu Road para sa Cavite at Batangas. Hindi ko na po iisa-isahin ang mga natupad nating panata. Pero klaro po: Nagawa ang mga ito dahil nagtiwala kayo sa isang gobyernong handang maglingkod nang tapat.

    Sa lahat ng ito, ang tanong ko: May makakapagsabi bang hindi kayo binigyan ng gobyerno ng tunay na oportunidad para umunlad? May makakapagsabi bang walang nagbago dahil sa estilo ng ating pamamahala? May makakapagsabi bang hindi tayo umasenso sa loob ng higit apat na taon sa pagtahak sa Daang Matuwid?

    May nagpasalamat nga sa akin na kapatid, di-umano, ng isang dating Kalihim–sa lahat ng tao–ni Ginoong Marcos. Ang sabi po niya sa akin, “Thank you for taking on the job that nobody in his right mind would accept. I was born in 1961, and you’re the best President I’ve ever experienced.” [Palakpakan] ‘Pag tinitingnan ko nga po ang lahat ng nakamit natin, at ang kongkretong patunay nito ay kayong mga benepisyaryo ng Pantawid Pamilya na narito, talagang naiisip ko na sulit ang lahat ng pagod, pang-aalipusta, at pagyurak na ating kinakaharap bilang Pangulo. Lalo po tayong ginaganahang magtrabaho at doblehin ang sigasig para lalo pang umasenso ang Pilipino. Totoo: Lalong tumitibay ang aking paninindigan na “The Filipino is definitely worth fighting for.” [Palakpakan]

    At sa araw na ito, gusto kong magpasalamat sa inyong lahat para sa suportang ipinamalas ninyo para sa ating agenda ng mabuting pamamahala. Walang duda: Mga boss, kayo ang gumawa ng pagbabago at kayo rin ang magpapatuloy nito. Kayo ang magiging susi upang makamit natin ang mas malawakan pang transpormasyon ng ating bansa, at maipamana ang isang Pilipinas na bukal ng tunay na pagkakataon para sa buong sambayanan.

    Magandang araw, at maligayang pagbati po sa inyong lahat.

    ALAN: Yes, sir. Sir, ngayong umaga we understand that he President is...mangunguna po siya sa isang mahalagang aktibidad nitong mga beneficiaries nung ating 4Ps o Pantawid Pamilyang Pilipino Program, Sec. Sonny, sir?

    SEC. COLOMA: Ganoon nga, Alan. Paparangalan iyong mga unang nagtapos na mga mag-aaral na iyong mga pamilya nila ay benipesaryo noong Pantawid Pamilyang Pilipino Program o 4Ps na kung saan ay nagbigay ng tuwirang pagtulong ang pamahalaan sa mga maralitang pamilya upang tiyakin na iyong kanilang mga anak ay makatapos ng pag-aaral. Meron na tayong first batch ng mga naka-graduate dito at kapansin-pansin din na ang ilan sa kanila ay nagtapos na merong mga pinakamatataas na karangalan, may mga valedictorian at mga honor graduates din, Alan.

    ALAN: So, ibig sabihin ito pong pag-aaral na ito ng mga anak ng mga beneficiary, ito ho kasi kumbaga isa sa mga kondisyon na itinatadhana para sa pagtanggap nila ng kaukulang mga benepisyo at sa pagtitiyaga po ng mga bata ay naka-graduate na at some of them with flying colors, Sec. Sonny, sir?

    SEC. COLOMA: Ganoon nga, ‘no. Dahil ang karaniwang nagiging dahilan kung bakit hindi nakakatapos o nagda-dropout sa paaralan ay iyong pagiging maralita at iyong kagutuman - poverty and hunger - iyan po ang pangunahing dahilan kung bakit napakataas ng dropout rate ng ating mga mag-aaral. Doon sa mga batayang istatistika, sa bawat isandaang nagsisimula sa grade one, tatlumpo’t-tatlo lamang ang tumutungtong sa high school. Ibig sabihin iyong dropout rate o iyong failure rate ay 67%, at labing-apat lang iyong nakakatapos ng kolehiyo. Kaya ito ang ating tinutukoy, Alan, sa pamamagitan nitong Pantawid Pamilyang Pilipino Program, dahil tanggap natin na edukasyon ang susi sa pag-angat ng kabuhayan at susi sa mas magandang kinabukasan.

    ALAN: Of course. And ito hong 4Ps na pinatutupad ng pamahalaan will continue, ika nga, patuloy ho iyong pagre-research ng mga kinauukulang ahensiya to identify families na talagang...o more families na dapat ay talagang covered nitong partikular na proyektong ito, Sec. Sonny, sir?

COLOMA: Nag-umpisa tayo sa walong-daang libong pamilya, ngayon ay apat na milyon, tatlong daang-libo at dinadagdagan pa, dahil merong rekomendasyon iyong mga ahensiya rin ng ating pamahalaan na palawigin ito. Iyon kasing sakop nito ay natuntun sa pamamagitan nung National Household Targeting System. Ibig sabihin merong tiyak na pisikal na tirahan, kaya nga household targeting, may address, matutuntun sila ng social worker. Iyong expanded coverage, Alan, pati iyong mga iba pang uri ng informal settler, pati rin iyong mga indigenous peoples na nomad. Iyong mga naglalakbay at iba pang klase ng mahihirap sa ating lipunan para mas maging inclusive iyong ating programa.

    ALAN: Opo. We also understand, Secretary Coloma sir, na mamayang hapon naman ay meron hong aktibidad na may kaugnayan po dito sa mga investors na nasa bansa, partikular diyan sa ating PEZA, Philippine Export Zone Authority, Secretary Coloma?

    SEC. COLOMA: Ganoon nga rin, Alan, at papangaralan naman iyong mga outstanding investors dito sa ating bansa dahil sa malaki rin ang kanilang ambag sa pagpapaunlad ng ating ekonomiya. Ito pong PEZA ay iyong nag-e-engganyo sa mga mamumuhunan na magtayo ng kanilang negosyo dito, palawakin ang mga negosyo nila para makapagbigay po tayo ng hanapbuhay sa mas maraming Pilipino. At kikilalanin po sila ngayong hapon.

    Kaya ito rin ay isang showcase na ang Pilipinas ay isang napaka-attractive na destinasyon ng mga globally competitive industry. Kaya’t importante ding malaman ito ng ating mga kababayan na tayo ang pinili, kauna-unahang pagdadausan nitong Fusion Food Exposition sa labas ng Espanya - sa labas ng Europa - pinili itong Pilipinas at sana ito ay maging pasimula din na mas marami pang kahalintulad na events, ‘no. At makapag-engganyo rin ng karagdagang investment dito sa ating bansa, pati na rin iyong turismo.

    ALAN: Opo. And of course dahil nga maso-showcase dito iyong mga kakaibang putaheng Pilipino, ika nga, ay magiging daan ito para higit na makaimbita o maka-engganyo ng mga turista papasok dito sa ating bansa, Secretary Coloma, ano po?

    SEC. COLOMA: Ganoon nga, Alan. Kaya nga ito ay nasa ilalim ng pagtataguyod ng Department of Tourism, ni Secretary Ramon Jimenez. Bahagi ito ng patuloy nating paghimok sa mga turista mula sa buong daigdig na maranasan nila na talaga namang kakaiba ang Pilipinas dahil “It’s more fun in the Philippines”.

    ALAN: Yes, opo. Sir, balikan ko lang ng kaunti iyong aktibidad na para sa mga investors ano ho, dito iyong recognition night.     ALAN: Okay, Secretary Coloma, sir. Meron pong report din na lumabas na galing daw po sa Commission on Audit at meron daw pong hindi nakumpletong mga proyekto ang Department of Agrarian Reform. Sinasabi rito na sa kabila raw ng pagre-release ng kaukulang mga pondo para doon sa mga programang iyon, Secretary Coloma, sir?

    SEC. COLOMA: Kausap ko lang si Secretary Gil Delos Reyes ng Department of Agrarian Reform at medyo hindi tama iyong nakalagay sa headline ng isang broadsheet. Kasi ang ginamit na salita doon ay “fund mess.” Ibig sabihin kapag may mess ay para bang nasalaula iyong pondo o magulo, hindi maayos. Hindi naman po totally accurate iyon, ayon kay Secretary Delos Reyes. Iyong tinutukoy doon ay ulat noong 2012 audit pa na iyong mga tinutukoy na program iyong ARCP at ARISP ay mabagal o delayed ang implementasyon dahil sa iba’t-ibang dahilan. Isa sa dahilan ay iyong tinukoy ni Secretary Delos Reyes na “old policy on high LGU equity.” Ibig sabihin mataas iyong ambag na nire-require galing sa ating mga local government units at maaring hindi nila nakayanan na makapag-comply doon at isa iyan sa mga dahilan kung bakit na-delay. Ngunit ayon sa kanya, on track na itong programang ito.
    Iyon naman ARISP ay na-delay din dahil sa kakulangan naman ng ibang ahensiya, katulad ng National Irrigation Administration. Kaya ito naman ay na improve na, dahil iyong ating mga kagawaran at ahensiya na may kinalaman sa pagsasaka at agrarian reform nagtatatag na sila ng masinsing pakikipag-ugnayan. Ang tawag nila doon ay convergence, ibig sabihin pinagsasanib iyong kanilang mga programa para hindi ma-duplicate, para mas mahusay ang koordinasyon para mapaigi iyong pagpapatupad nitong mga programang ito dahil related naman.

    Kaya ang convergent cluster na tinutukoy natin ay binubuo ng Department of Agrarian Reform, Department of Agriculture, Department of Environment and Natural Resources, at iyong iba’t-ibang mga ahensiya katulad ng National Irrigation Administration. At meron din siyang binanggit na iyong mga—meron din daw component ito na Japanese project na kaya naantala ay nagkaroon ng failed bidding. So, ibig sabihin tumatalima naman sa patakaran, pero hindi nga natuloy dahil hindi nagtagumpay iyong competitive and open bidding. Kaya meron naman pong mainam na paliwanag doon sa mga deficiencies na naiulat at iyong Department of Agrarian Reform at maglalabas ng mas komprohensibong tugon doon sa napaulat na iyan.

    ALAN: Ayon. So, kumbaga, sa tamang perspektibo po eh mga work in progress pa rin itong mga tinutukoy na proyektro at hindi marapat na sabihin na talagang hindi natapos o hindi tinapos. Ayon.

    SEC. COLOMA: Ganoon nga, ano. At saka iyon ngang mga audit findings na iyan, patuloy naman iyong pagtugon ng ating mga ahensiya at kagawaran. Bagama’t iyon iyong ulat as of a certain date.     As part of efforts to improve the country’s railway systems and address the needs of the riding public, the Department of Budget and Management (DBM) has released P1.207 billion to the Department of Transportation and Communication (DOTC) to cover the rehabilitation and the capacity extension of the Metro Rail Transit (MRT) 3.

    Budget Secretary Florencio “Butch” Abad said, “The rehabilitation of the MRT-3 has been a long time coming, especially in the wake of past challenges faced by MRT commuters. But the release of funds to rehabilitate the MRT-3 will go a long way in improving not only the capacity of the mass transit system but the overall user experience.”

    Chargeable against the FY 2014 Supplemental Appropriations, the P1.207-billion fund will cover not only the rehabilitation and the capacity extension of the MRT-3, but also replace the existing signaling system as well as the rehabilitate the escalators and elevators of the MRT-3 stations.

    Abad said, “With the rehabilitation of the MRT-3 in the offing, we can now offer not only better transport services to the public to but also alleviate their concerns over safety and security. This, in turn, may help ease the traffic situation in the metro as motorists can now take the public transport system instead of using their vehicles to drive to their destinations.”

    The funds allotted to the rehabilitation of the MRT-3 was part of the P22.47-billion Supplemental Budget, which was passed last December 2014. The Supplemental Budget also funded the following projects:

    The construction of a new Bohol Provincial Capitol building by the Department of Public Works and Highways (DPWH) to replace the old provincial capitol building damaged by an earthquake in 2013;
    The building of fishports, lighthouses, and seawalls by the Philippine Fisheries Development Authority (PFDA);
    The implementation of the North Triangle Relocation Plan by the National Housing Authority (NHA) that benefited informal settler families (ISFs); and,
    The Operational Transformation Plan of the Philippine National Police (PNP).

    MANILA—ASEAN members need to go beyond commerce and financial assistance to address factors that impede the achievement of the Millennium Development Goals (MDGs) as well as post-2015 development priorities, according to the National Economic and Development Authority (NEDA).

    Economic Planning Secretary Arsenio M. Balisacan, during his opening speech at the ASEAN Regional Assessment Workshop on the Millennium Development Goals (MDGs) Achievement and Post-2015 Development Priorities, held on April 14-15, 2015 in Pasig City, urged ASEAN members to look at important areas for collaboration.

    “Given our respective resources and experiences, we are encouraged to make our discussions for strategic collaboration go beyond commerce and financial assistance. The areas we may consider revisiting include regional disaster risk reduction and management (DRRM), social protection, technology access and transfer, data generation and management, and capacity building of local institutions,” he said.

    On DRRM, Balisacan emphasized that disasters significantly dampen the intended impact of development efforts. Thus, he proposed to review the ASEAN Agreement on Disaster Management and Emergency Response and to strengthen the points of collaboration among ASEAN member states.

    Balisacan also pushed for the integration of lessons learned from recent phenomena like Typhoon Haiyan into country and regional strategies for disaster resilience. He said that the ASEAN Plan of Action for strengthening peace and social protection also needs to be finalized and implemented. In the ensuing discussions, ASEAN members pointed out the need for ASEAN to respond to disasters as one community.

    “Aside from being an instrument that helps our citizens in managing shocks from disasters, this initiative is also crucial given the increasing interaction of our communities through in-migration and the changes our citizens have to go through during the early stages of the ASEAN integration,” he said.

    Balisacan also underscored the need to for support and regional collaborations to address data limitations, which hamper strategic development planning and programming.

    “It is important to invest in good quality and up-to-date data and improve our knowledge management technologies and capacities so we can prepare sound, evidence-based plans and policies post-2015,” he said.

    Furthermore, he said that development initiatives must also be in tune with the nuances of localities to ensure responsiveness to local needs.

    “There is no one-size-fits-all approach to getting inclusive development across population growth and geographic areas. To this end, we must work together in enhancing the capacities of our local institutions for crafting and implementing effective development plans,” said Balisacan.

    The Assessment Workshop was conducted to review ASEAN Member States’ MDG achievements, and identify the remaining and emerging development and poverty-related challenges post-2015. Following the identification of challenges, areas and modes of potential regional support and collaboration within and among ASEAN sectoral bodies were identified. It was also held to review the Sustainable Development Goals (SDGs) and their relevance to post-2015 development priorities in the ASEAN region.

    The SDGs are proposed to have 17 goals and 169 targets to be achieved by the year 2030. Last year, the UN General Assembly (UNGA) adopted a resolution that opened an opportunity for the integration of the SDGs into the post-2015 agenda, both of which will be finalized at the UNGA in September of this year. 

    Foreign Portfolio Investments recorded Net Outflows in March

    Transactions in foreign portfolio investments for March resulted in overall net outflows of US$22 million, in contrast to the US$1.2 billion net inflow last month, as outflows rose due to profit taking. However, the figure was much lower compared to the US$93 million net outflow recorded a year ago.
     Registered foreign portfolio investments declined to US$2.1 billion compared to the previous month (US$2.5 billion or by 18.3 percent) and a year ago (US$2.1 billion or by 2.1 percent). On the other hand, total outflows of US$2.1 billion were higher by 54.7 percent than those recorded in February 2015 (US$1.4 billion), and by 5.2 percent vis-a-vis the figure for the same period last year (US$2.2 billion).
    About 81.8 percent of registered investments during the month were in PSE-listed securities (mainly pertaining to holding firms; property companies; banks; food, beverage and tobacco companies; and telecommunication firms); the rest of the investments were in Peso GS (17.7 percent) and unit investment trust funds (UITFs - 0.5 percent). Transactions in PSE-listed securities and UITFs yielded net inflows of US$228 million and U$12 million, respectively; transactions in Peso GS resulted in net outflows of US$261 million.
    The United States, the United Kingdom, Singapore, Luxembourg, and Hong Kong were the top five (5) investor countries for the month, with combined share to total of 82.1 percent. The United States continued to be the main destination of outflows, receiving 78.5 percent of total.
    Registration of inward foreign investments with the Bangko Sentral ng Pilipinas (BSP) is voluntary under the liberalized rules on foreign exchange transactions.  The issuance of a BSP registration document entitles the investor or his representative to buy foreign exchange from authorized agent banks and/or their subsidiary/affiliate foreign exchange corporations for repatriation of capital and remittance of earnings that accrue on the registered investment.  Without such registration, the foreign investor can still repatriate capital and remit earnings on his investment but the foreign exchange will have to be sourced outside the banking system.

    DOJ's report on the Mamasapano incident released - filing of criminal charges against 90 suspects recommended

    After reviewing the Report of the Joint National Bureau of Investigation - National Prosecution Service Special Investigation Team (NBI-NPS SIT) on the January 25, 2015 Mamasapano Incident, as submitted to her last 16 April 2015, Secretary of Justice Leila M. De Lima has given the go signal to release the same to the public.

    In its 224-page (actually, 225 pages, inclusive of the signature page) Report, the NBI-NPS SIT has recommended the filing of charges of Direct Assault complexed with Murder or the Complex Crime of Direct Assault with Murder under Article 148, in relation to Article 248 of the Revised Penal Code (RPC), as well as Theft under Article 308, RPC for the taking of the firearms, other fighting equipment and various personal belongings of the SAF commandos, against ninety (90) suspects, as identified by eyewitnesses, principally one for whom the NBI-NPS SIT has designated the codename "MARATHON".

    To quote from the Report:

    "It was murder all the way and around when the MILF, BIFF, and PAGs crossed the river over to the cornfield to finish off the dying members of the 55th SAC, by means of gunshots to the head and other parts of their bodies. There was a conspiracy among the MILF, BIFF and PAGs elements to kill the 55th SAC commandos. This conspiracy took the form of the phenomenon that is called 'pintakasi'. The MILF, BIFF and PAGs elements were impelled by a common intention, and banded together against the 55th SAC to kill and wipe out the latter." (Executive Summary, p. xxxii)

    Among the most noteworthy factual conclusions in the Report are:

    • The 55th SAC fired the first shot that started the firefight at the cornfield in Brgy. Tukanalipao, Mamasapano.

    • There was a "pintakasi" by the MILF, BIFF and PAGs against the 55th SAC.

    • By 8:00AM of January 25, 2015, the MILF, BIFF and PAGs who fought the 55th SAC already knew that they were engaged in a firefight with police officers.

    • Some 55th SAC commandos tried to surrender, but the MILF, BIFF and PAGs continued firing at them until the commandos would no longer fight back because many of them were already dead and those still alive were severely wounded.

    • After the firefight, MILF elements crossed the river over to the cornfield to finish off the dying 55th SAC members.

    According to the Report, "The point where criminal liability clearly attached for the MILF, BIFF and PAGs involved in the 'pintakasi' was when they learned that they were shooting it out with police officers. At that point, they became liable for direct assault." And, "when the firefight deteriorated still into the killing of the 55th SAC members, even as the latter already raised their arms in surrender, the perpetrators became liable for the complex crime of Direct Assault with Murder. Treachery and abuse of superior strength are easily two (2) qualifying circumstances that attended the killing of the 55th SAC members at that point, who, according to witnesses, number to a thousand" (at p. 212).

    In the Team's appreciation of the facts and available evidence, the incident was not a "massacre", as graphically described by the Senate, nor a simple "misencounter", as clinically suggested by the MILF. Rather, "[t]he complicated truth is somewhat in between these two extremes" (at p. 196).

    The NBI-NPS SIT deemed inapplicable the provisions of Republic Act (R.A.) No. 9851 (The Philippine Act on Crimes Against International Humanitarian Law, Genocide and Other Crimes Against Humanity), or the country's domestic IHL. It pointed to the existence of a ceasefire agreement between the GPH and MILF on account of which there has been no clash since 2011, hence, no armed conflict as may fall within the purview of IHL. "Even assuming that there is an existing state of armed conflict between the State and the Muslim rebels involved in Mamasapano, still the IHL expressly removes from its coverage isolated and sporadic acts of violence" (at P. 209).

    Even then, the NBI-NPS SIT approached its inquiry "from one immovable standpoint: the State has sovereignty over all its territory and that the areas militarily occupied by the MILF in Maguindanao and elsewhere in the Philippines are part of it." As stressed in the Report:

    "The Ceasefire Agreement between the Government of the Philippines (GPH) and the MILF, despite its laudable purpose of laying the groundwork for eventual autonomy for certain Muslim areas in Mindanao, does not remove these parts from Philippine territory, nor divest the State of its power to exact punishment for violations of its penal laws. The State's ability to exercise such power is deemed read into any agreement it enters into.

    "Being an inseparable part of the Philippines, Maguindanao or any other place physically occupied by the MILF for that matter, should be accessible to GPH forces whenever the latter discharges its duty to protect the State from groups who threaten its very existence. If the residents in that area, whether MILF, BIFF, PAGs, or even civilians stand in the way of law enforcement operations and they have no legal justification, they should be prosecuted—no different if the same set of facts happened in a cornfield or riverbank in another part of the country. In short, Philippine penal laws that apply elsewhere, must apply perforce in Maguindano. They must apply to ordinary civilians, MILF, BIFF, PAGs, and to SAF commandos equally in Maguindano." (p. xix, Executive Summary; p. 204, text of the Report)

    Note that the recommendation to charge 90 probable respondents, at this point, pertain only to the killing of the 35 55th SAC commandos who perished at the cornfields of Brgy. Tukanalipao. The same does not cover yet those involved in the killing of the nine (9) 84th SAC/Seaborne commandos at Brgy. Pidsandawan. Said the Report: "There are no third party eyewitnesses so far regarding the assault by the 84th Seaborne on the house of Marwan and its consequences. The affidavits of the surviving 84th SAC members do not identify the particular persons belonging to either MILF, BIFF or PAGs, or whether these persons actually knew at the time that they were resisting and fighting police officers." It added: "Another set of eyewitnesses along the likes of MARATHON, are necessary to give another perspective on what happened immediately before, during and after Marwan was killed by the SAF commandos at Brgy. Pidsandawan." (At p. xxxvi, Executive Report; also, pp. 221-222, text of the Report)

    The same is true as to the deaths of 3 or 4 civilians at a langgal or small mosque at Sitio Amilil in Brgy. Tukanalipao being attributed to P02 Lalan. While the MILF Report identified the alleged witnesses against Lalan, the MILF did not grant access to the NBI-NPS SIT to interview these witnesses and assess their testimonies.

    Hence, the NBI-NPS SIT's further recommendation to pursue further probe into the incident at Brgy. Pidsandawan, which resulted in the death of nine (9) 84th SAC/Seaborne commandos and also of three (3) to four (4) civilians, and even the MILF casualties. The Team also recommended for the continuation of the investigation "as to the American participation in Oplan EXODUS, where the interests of national security can be properly balanced with the national demand for justice and to know what truly happened on January 25, 2015 at Mamasapano."

    In a Memorandum (internal) to the NBI-NPS SIT dated 20 April 2015, the Secretary of Justice (SOJ) has given the Team another two (2) months, or until 20 June 2015, to undertake further investigation along the directions outlined in the Report.

    In the same Memorandum (internal), the SOJ has urged the NPS component of the Team to re-examine its view that IHL is inapplicable, given their view that there is currently no armed conflict and that the "isolated" nature of the Mamasapano Incident as a "pintakasi". The Team is asked to determine what specific crimes under R.A. No. 9851 may be said to have been committed by the Muslim rebels and PAGs under the factual/evidentiary setting of the Mamasapano incident, and explore the possibility of preparing charges under both the RPC and R.A. No. 9851. In the meantime, the SOJ has deferred action on the Team's recommendation as to the specific charges to be filed against the 90 probable respondents.

    As further recommended by the NBI-NPS SIT, and primarily for security purposes, the identity of the witnesses, as well as of the suspects/probable respondents, cannot as yet be disclosed at this point, or at least until the filing of the formal complaint for preliminary investigation. "To prematurely identify these suspects before the charges against them are filed, gives these suspects [who are presently at large] all the more reason to evade the law and will make it difficult for law enforcement agencies to arrest them, perhaps requiring another Oplan EXODUS type of operation for their capture" (p. xxxv, Executive Summary).

    Hence, the copies of the Report to be released today will contain redacted portions, concealing the names of the witnesses and suspects, and other particulars as may give away their identity. Also concealed in the redacted version of the Report are the names of the NBI field agents comprising the investigation component of the Team. Only the President and the SOJ have been given the unredacted/complete version of the Report.

    The SOJ has commended the members of the NBI-NPS-SIT for its remarkable work, and took note of "the exceptional effort undertaken by the team to lay down the comprehensive sequence of events in accordance with the gathered affidavits and testimonies of the witnesses." Noting that "the factual findings arrived at in the Report are as credible as any finding of fact that has been arrived at either in the PNP-BOI or the Senate Report," the SOJ expressed confidence that the Report "will be very well received as the defining Report so far on the Mamasapano incident."

    To strengthen the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) Economic Agenda, DTI together with Mindanao Development Authority pushes for BIMP-EAGA priority projects like connectivity enhancement, establishment of the food and agribusiness corridors, joint venture with the private sector, strengthening of socio-cultural and education linkages, and institutionalization of BIMP Facilitation Centre.

    According to DTI Undersecretary Prudencio M. Reyes Jr., the Philippine Senior Official, BIMP-EAGA’s combined GDP increased significantly from USD 42B in 2009 to USD 57B in 2013. The combined merchandise trade of BIMP-EAGA is also on an upward trend. Domestic tourism remains the backbone of the tourism industry with domestic tourists representing 70% of total arrivals. Domestic investment grew more than five-fold between 2009 and 2011, from USD 1.14B to USD 6.04B. For foreign investment, it grew steadily from USD 4B in 2009 to USD 10.2B in 2013.

    “It only shows that the GDP, trade, tourism and investment indicators show a steadily growing subregional economy,” Reyes said.

    Currently, the Philippines has been enhancing its transport connectivity systems in BIMP-EAGA through strengthening the following transport facilities: Davao-GenSan-Bitung Shipping Service, Brooke’s Point Palawan-Kudat RORO service, and Davao-Manado air Linkage. It is also venturing into Internet connectivity, one of which is the BIMP-EAGA Submarine Terrestrial Cable Project to bring out advantages in Mindanao’s outsourcing businesses.

    “Mindanao Development Authority (MinDA), the P- EAGA National Secretariat, together with DTI, will continue to provide policy, administrative and facilitation support; and mobilize resources for second generation Priority Infrastructure Projects (PIPs) to deliver to our fellow Filipinos," Reyes concluded.

    The Overseas Workers Welfare Administration (OWWA) has reactivated its Crisis Monitoring and Response Team (CMRT) to respond to the current critical situation in Yemen after the Alert Level in the area was raised to 4 due to the worsening armed-conflict there. The CMRT is a special committee of OWWA that is reactivated in times of political unrest in countries where there are affected Filipino migrant workers. The committee ensures the timely response and assistance of OWWA to the distressed and displaced workers from war-torn nations.

    OWWA Administrator Rebecca J. Calzado ordered the reactivation of the CMRT to closely-monitor the status of evacuees, border-crossers and Filipinos staying at holding areas, and to coordinate with the Department of Foreign Affairs (DFA) and the Philippine Missions in the repatriation of affected OFWs in the area. It is likewise directed to identify the needs and carry out the usual services of Repatriation Assistance Division (RAD) for repatriated workers upon arrival at the airport, and provide regular and timely advisories to the public as well as maintain records of repatriated OFWs.

    OWWA has already accorded 342 repatriated Filipino migrant workers from Yemen with necessary airport assistance which includes a special lane for the processing of immigration papers of Yemen repatriates, provided temporary shelter and transport services and fares for their on-ward travel to their respective provinces. OWWA is also part of the DOLE-Assist WELL which caters to the Welfare, Employment, Livelihood and Legal needs of the displaced workers.

    “I am seriously concerned over the reported commentary of Hong Kong lawmaker Regina Ip Lau Suk-yee against Filipino household service workers (HSWs) in Hong Kong which has stirred international controversy and aroused national indignation. Her reported negative remarks, I believe, is a personal opinion and do not echo the feelings and perceptions of the general Hong Kong populace, neither of the Hong Kong government of which she is identified as an apologist.

    “Filipinos are culturally family-centered. We are known to highly value family ties. This trait has defined Filipinos for generations, wherever they are and whatever circumstances they may be in. Filipino women are homemakers, not home wreckers. They also fiercely defend their honor and dignity, as evidenced by the many cases of HSWs risking their lives by running away from employers and seeking shelter in our Filipino Workers Resource Centers because of the immoral behaviour of their employers.

    “I acknowledge that some of our OFWs display unacceptable behavior and commit offenses abroad. We certainly do not tolerate this. As Secretary of Labor and Employment, I often remind every OFW to observe high moral standard in their work and lifestyle. But the mistakes of the few should not be misconstrued as reflective of the character of all OFWs.

    “To address the issues raised by Ms. Ip, I wish it known that we continue to implement our strict policy on the ethical and legal deployment of HSWs only to labor laws-compliant employers and placing all erring employers and placement agencies in all countries of OFW destinations under preventive suspension or cancellation of accreditation.

    “In Hong Kong, particularly, we continue our “cleansing” the ranks of foreign recruitment agencies (FRAs) by looking at those engaged in the exploitative and abusive practice of excessive collection of fees from OFWs in the guise of service fees from their local counterparts in the Philippines.

    “We also continue to implement our return home policy under the National Reintegration Program with a very specific project, “Sa ‘Pinas Ikaw ang Ma’am/Sir” targeted at HSW-teachers who we are encouraging to come home and pursue their teaching careers. In cooperation with the DepEd, we have already placed 10 OFW-teachers in permanent teaching positions this first quarter of 2015, while 45 are expected to teach this coming school year. We still have some 300 teacher-position items allocated by the DepEd to fill-up.

    “To ensure that our low- and semi-skilled OFWs are prepared for higher skill-level employment opportunities in the Philippines or abroad, we have brought the Technical Education and Skills Development Authority’s training, skills assessment, and certification on-site. We have begun this last year in Dubai, and we are preparing to start very soon in Hong Kong, Singapore, Malaysia, Taiwan, and in other Middle East countries.

    “I thank the civil society groups and individuals in Hong Kong and elsewhere who have risen in support and defense of our Filipino HSWs, whose industry and hard work enable the families they serve in Hong Kong to work, comfortable in the thought that their children are left in the better and secure care of Filipino HSWs.

    I also wish to convey to our counterpart in the Hong Kong government our interest and readiness to engage them in bilateral talks to discuss the issues and concerns affecting the employment of Filipino HSWs in Hong Kong. Already, the POEA is in the midst of multi-stakeholders consultations on the no-placement fee convention of the ILO for our country’s ratification.”

    Jobseekers should make a go for over 15,000 jobs which will be offered at two job fairs being organized by the Department of Labor and Employment-Regional Office No. 1 in commemoration of the 2015 Labor Day, Regional Director Grace Ursua said yesterday. In a report to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, Ursua said the regional office will hold a job and livelihood fair at the SM City in Rosales, Pangasinan on May 1, and another job fair at the Robinson’s Place in San Nicolas, Ilocos Norte, on 30 April as lead-up activity to the event. “We are finalizing our coordination with local employers, licensed recruitment agencies, and other government agencies to bring together at least 60 local employers and licensed recruitment agencies which will make available over 10,000 vacancies at the SM City Rosales job fair. At the Robinson’s place, around 40 local employers and licensed recruitment agencies will offer at least 5,000 vacancies,” Ursua said. The job fairs, she said, are part of the regional office’s continuing efforts to shorten jobseekers’ search for employment by bringing into one venue companies which are in need of workers. “The DOLE works to make it easy and fast for jobseekers to find jobs that fit their qualifications, interests and career inclinations; while helping employers find the right applicants for their manpower needs,” the regional director said. Giving a sample of the top local vacancies, Ursua said available for the taking include customer service representatives and technical support representatives, engineers, office personnel, accounting staff, quality control technicians, cashiers, HR managers and support staff, financial advisers, sales support while overseas, job orders are topped by skilled construction workers, engineers, architects, nurses, and other medical workers, hotel and restaurant workers, agricultural workers, butchers, quality surveyors, event coordinators At SM City Rosales, the livelihood fair will showcase products of DOLE-assisted projects, and a livelihood focal person will attend to queries about the DOLE Integrated Livelihood and Emergency Employment (DILEEP) program, its requirements, guidelines, procedures and other related matters. “This is to inspire those whose inclination is to be in business,” she said. At SM City Rosales, Ursua said the regional office will set up a one-stop shop to provide various employment services to workers, jobseekers, and fresh graduates. These services are those offered by the Social Security System, Philhealth, Pag-IBIG, Overseas Workers Welfare Administration, Philippine Overseas Employment Administration, Technical Education and Skills Development Authority, Professional Regulation Commission, National Conciliation and Mediation Board, Regional Tripartite Wages and Productivity Board, and National Labor Relations Commission. The OWWA, POEA and TESDA will offer their one-stop-shop services at the Robinson’s Place job fair. Ursua specifically singled out the PRC which she said will bring its services, namely, registration of license, application for examination, renewal of ID card, releasing of available ID cards, authentication and certification of professional records, legal advice, and other services. Already the 113th, this year’s Labor Day commemoration is anchored on the theme, “Disenteng Trabaho at Kabuhayan, Alay Natin sa Bayan”.

    WASHINGTON, D.C. – Philippine government peace panel chair Miriam Coronel-Ferrer received the 2015 Hillary Clinton Award for Advancing Women in Peace and Security on April 22 (early morning of April 23 in Manila) at a luncheon ceremony held at Georgetown University in Washington, D.C.

    The award honors the Philippine government’s chief negotiator in talks with the Moro Islamic Liberation Front for her “indefatigable work to bring about peace in the Philippines and for [her] historic role as the first female chief negotiator to sign a comprehensive peace agreement,” said Ambassador Melanne Verveer, Executive Director of the Georgetown Institute for Women, Peace and Security, and former US Ambassador for Global Women's Issues.

    “It is a great honor not only for me but also for the Philippines to receive this award,” Coronel-Ferrer wrote in an e-mail. "It reflects the wisdom in the path to a negotiated political solution that we have forged in the Comprehensive Agreement on the Bangsamoro."

    Coronel-Ferrer said that the award also acknowledges the role that women must play in attaining peace and security in their communities and in the world. "I speak especially of the women in the Bangsamoro, who have endured the burden of strife, and who must now secure their places in the public sphere as equal partners in peace and development," she said.

    Coronel-Ferrer is a professor of politics at the University of the Philippines. A published academic, she had also been a visiting professor in several Asian universities. She is also known for her peace and humanitarian advocacies here and abroad. As chair of the government panel, she oversees the different mechanisms that have been established to implement the agreement.

    Coronel-Ferrer is sharing this year’s award with Ambassador Staffan de Mistura, who was appointed in July 2014 by UN secretary-general Ban Ki Moon as Special Envoy to the Syria Crisis. De Mistura, a long-time Italian-Swedish diplomat who once served the Italian government, had also served as special envoy to Lebanon, Afghanistan and Iraq.

    Previous recipients of the award include British Foreign Secretary William Hague, who organized the Global Summit to End Sexual Violence in Conflict that was held in London in June last year. Deles and Coronel-Ferrer led the the Philippine delegation in this major event that was co-chaired by Angelia Jolie, Special Envoy for the UN High Commissioner on Refugees, and attended by US Secretary of State John Kerry.

    Other men and women who have received the awards were Congolese humanitarian Dr. Denis Mukwege, North Atlantic Treaty Organization Secretary General Anders Fogh Rasmussen, and Guatemala's first female Attorney General Claudia Paz y Paz.

    23 April 2015 - Philippine Ambassador to the United Kingdom (UK) Enrique A. Manalo won the DIPLOMAT Magazine’s Diplomat of the Year from Asia 2015 at a ceremony held at The Langham London Hotel on April 20.

    Ambassador Manalo was recognized for his initiatives in improving the bilateral relations between the Philippines and the UK, as well as his outstanding contributions to the multilateral diplomacy in London. He was cited for, among others, raising the profile of the Philippines and Asia as leader of the ASEAN London Committee (ALC) and chairman of the General Assembly of the International Mobile Satellite Organization (IMSO) in London.

    The Ambassador received the award in the presence of over 250 diplomats, including Ambassadors and High Commissioners from 80 countries. The 2015 Diplomat of the Year Award winners include ambassadors and diplomats from Belgium, Cyprus, Ethiopia, Honduras, Philippines, Russia, St. Kitts and Nevis, Ukraine, and United Arab Emirates. British diplomat Charles Crawford CMG was the Master of Ceremonies.

    The annual Diplomat of the Year Award is a high-profile prize for diplomats, with the award-winners voted for by diplomats from over 180 counties. It is organized by UK’s DIPLOMAT magazine in recognition of the work and achievements of the most influential diplomats in the UK.

    Aside from Cebu Pacific officials, the Philippine Embassy in Doha’s Charge d’Affaires a.i. Gonaranao B. Musor and Cultural Attaché John Danilo G. Jiao, Jr. attended the launching, together with Philippine Department of Tourism (DOT) Chief Tourism Operations Officer Francisco M. Lardizabal, and DOT Market Representative for the Middle East based in Dubai Chinthaka Bandara.

    “Cebu Pacific’s presence in Qatar will not only benefit the more than 200,000 Filipinos in the country who can now avail of its affordable rates, but also be the Embassy’s partners in promoting Philippine tourism in Qatar. Both Qataris and the flourishing expat population in the country will now be enticed more to visit the Philippines.     Enhanced Guidelines to Improve Safety of Domestic Passenger Ships to be Issued

    International experts in maritime safety will converge in Manila tomorrow, 24 April 2015, to participate in the International Maritime Organization’s (IMO) Conference on the Enhancement of Safety of Ships Carrying Passengers on Non-International Voyages, with no less than IMO Secretary General Koji Sekimizu gracing the event. He will be welcomed by Maritime Industry Authority (MARINA) Administrator Dr. Maximo Mejia, Jr.

    “Maritime passenger safety is a worldwide concern, especially for us since we are an archipelagic country with a very active industry for sea travel. This conference puts a spotlight on the needed improvements in global practices, and hosting it shows the IMO’s confidence in the Philippines,” remarked Department of Transportation and Communications Secretary Joseph Abaya.

    The IMO is a specialized United Nations agency which develops a comprehensive, regulatory framework for safe shipping operations, at the same time, protecting marine environment.

    “We are privileged to have Mr. Sekimizu and many renowned individuals taking part in this crucial event. We congratulate Dr. Mejia and MARINA for their efforts in hosting our guests and helping push maritime safety efforts forward in all parts of the globe,” added Abaya.

    Abaya will deliver the keynote address at the conference, which aims to address safety issues regarding domestic passenger ships by reassessing the current safety parameters and finalizing a set of enhanced guidelines.

    The proposed improvements on the guidelines for the safe operation of “coastal and inter-island passenger ships not engaged on international voyages” will help prevent maritime accidents and address issues such as changes in operating limits and routes, passenger counting, voyage planning, and the purchase of second hand ships.

    The Philippines has a total of 1,706 domestic shipping routes and 5,956 registered vessels. 209 Roll-on/Roll-off (RORO) vessels ply 102 routes measuring below 6 hours of travel. With a number of second hand ships operating domestic routes in the country, these enhanced guidelines are projected to boost safety for passenger ships, including RORO vessels.

    Meanwhile, the government has improved the implementation of incentives for the importation of new ships, such as exempting the same from value-added taxes, to promote the purchase of new fleet. MARINA is also looking to strengthen the local shipbuilding industry to make new vessels available for acquisition within the country.

    DAR clarifies COA findings on foreign-assisted projects

    The Department of Agrarian Reform (DAR) clarified that while it is true that there have been delays in the implementation of the three foreign-assisted projects as pointed out in the COA 2013 Audit Report, it had already taken steps to address these. Corrective measures initiated in 2012 achieved results in 2014 thereby accelerating project implementation and completion: The JICA-assisted Agrarian Reform Infrastructure Support Project Phase III (ARISP-III) has achieved a physical accomplishment of 95% while the ADB-funded Agrarian Reform Communities Project 2 (ARCP 2) has a physical accomplishment of 76% as of end of CY 2014.

    The JICA-assisted ARISP-III involves the provision of rural infrastructure in order to help raise income of agrarian reform beneficiaries. The DAR implements its project activities with the assistance of the DPWH for roads and bridges and NIA for communal irrigation projects. The Project is expected to be completed in August 2015.

    The ADB-funded ARCP 2 is being implemented by DAR with the assistance of the targeted local government units. The Project commenced implementation in 2010. The delays in physical implementation were due mainly to the difficulty of LGUs in complying with the 50-50 NG-LGU cost-sharing policy which the DOF required in the past. Measures have been undertaken to address the slow implementation of the sub-projects and the low fund disbursement rate. The Project has recruited Provincial Sub-Project Accountants to assist LGUs in fund disbursement reporting to expedite succeeding fund releases for the provincial sub-projects.

    ARISP III and ARCP 2 are continuations of two previous foreign-assisted projects by the JICA and ADB. Engineering consulting services were procured during the initial phases of these projects, and maintained for the continuations of these two projects. The DAR has noted that the procurement of these consulting services were not entirely in consonance with the Government Procurement Reform Law (RA 9184). This oversight was corrected and the Department is now seeing to it that further projects strictly follow the Procurement Law.

    The implementation of the JICA-assisted Mindanao Sustainable Agrarian Assistance Development Project (MINSAAD) and the Italian-assisted ARC Development Support Project were adversely affected by the delays in the procurement of consulting services for project implementation. DAR is now in the process of conducting the procurement procedure for the contract of consulting services for MINSAAD after two failed biddings. In the case of the Italian-assisted project, the DAR is now undertaking the procurement procedures for contract of consulting services and goods. Both projects take into consideration the provisions of the Procurement Law and the provision of the financing agreement between the Philippines and the Japanese and the Italian governments. The DAR also noted that the audit report was for the year 2013 and the Italian project became effective only on 27 August 2013.

    The Department of Agrarian Reform (DAR) in Cebu has recently offered basic accounting lesson to various groups of agrarian reform beneficiaries organizations (ARBs) in Cebu in an effort of developing their business management skill.

    Assistant Regional Director and concurrent Provincial Agrarian Reform Officer II Dr. Antonio del Socorro said the two-day basic accounting for non-accountant would help agrarian reform beneficiaries organizations (ARBOs) make effective plans and decisions for their businesses.

    “This training is one of DAR’s various plans for the ARBOs so that they can avail themselves of the Agricultural Production Credit Program (APCP) and manage their financial resources very well,” del Socorro said.

    The ARBOs that have so fat attended the seminar include Pundok sa Mag-uuma (PUMAG) of San Isidro, Asturias; Toyokon Farmers Association (TOFA), Zaragosa Farmers Association ( ZAFA) ), Esperanza Farmers Association (ESFA) of Aloguinsan Nagkahiusang Mag-uuma og Mamumuo Para sa Reformang Agraryo (NAMMPRA) of Barangay Malingin ; Bogo, Dumlog Farmers Association (DUFA) of Toledo City;

    Tabuelan Poblacion Small Farmers Association (TABPOSFAS), Cabadiangan Communal Irrigators Association Inc.     The APCP is a joint DAR –DAR-LBP credit and capacity development program designed to respond to the credit needs of agrarian reform beneficiaries (ARBs) on various economic projects such as agricultural crop production, agri-enterprise and livelihood projects .

    In the interest of transparency, the Bureau of Immigration (BI) provides this update on the status of the findings of the Commission on Audit on the BI contract with Datatrail Corporation for the Alien Certificate of Registration Identity Card (ACR I-Card) Project.
    The ACR I-Card Project was initiated through an unsolicited proposal by J. Serrano Trading Corporation (STC) to allow BI to implement an automated, accurate, fraud-proof and tamper-proof registration, identification and monitoring of foreign nationals in the country.

    In 2003, the BI and STC entered into a build-operate-transfer agreement signed by BI Commissioner Andrea Domingo and STC President Tomas de Leon, Jr. with a term of ten years, and with stipulated 50%-50% share on the gross revenue between the parties.

    In 2007, the BI, through OIC-Commissioner Roy Almoro and Datatrail Corporation (formerly STC), through Mr. Tomas de Leon, Jr. amended the 18 December 2003 agreement changing the term of the contract to 21 years and the revenue sharing to 67%-33% in favor of Datatrail. Said amendment was a result of a tripartite agreement among BI, the Philippine Foreign Chambers of Commerce and Industry, and Datatrail, with inputs from DOJ.

    The amendment was made with the concurrence of the Department of Justice (DOJ) and the National Economic Development Authority (NEDA). In 2011 and 2013, the agreement was affirmed by DOJ Secretary Leila De Lima.

    On 30 June 2014, the Commission on Audit issued a Notice of Charge to BI declaring the amendment dated 29 May 2007 as void, inoperative, and without legal effect, thereby enforcing the original provisions in the 18 December 2003 agreement. Thus, the parties to the amendment (Almoro and Datatrail) and former BI Commissioner Marcelino Libanan (signatory to the escrow agreement and implementor of the amendment) were charged for the unremitted amount of Php 624,329,871.51. This finding was reiterated in the COA’s annual audit report on the BI dated 20 March 2015.

    The charge was to be final six months from receipt of the parties concerned. The subjects of the charge timely filed their appeal.

    On 18 March 2015, Director Teresita B. Mendoza of the COA issued a decision affirming the Notice of Charge dated 30 June 2014 and denying the appeal, without prejudice to the right of the aggrieved parties to further appeal.

    Meanwhile, in November 2014, BI Commissioner Siegfred Mison sought assistance from the Office of the Solicitor General to cancel the 29 May 2007 amendment of the contract with Datatrail, pursuant to a memorandum from DOJ Secretary De Lima in January and December 2014, reversing her previous position issued in 2011 and 2013.

    The BI’s own fact-finding team led by Mison as Associate Commissioner during the term of Commissioner Ricardo David, Jr. likewise found the contract as defective.

    “We are pursuing a cancellation (of [amended] contract) case against Datatrail, but considering that the COA Notice of Charge has not yet attained finality, we cannot speculate on the merits of the issue at this point”, said BI spokesperson Elaine Tan. 

    PDIC to continue processing claims of Community Bank (Rural Bank of Alfonso) depositors

    The Philippine Deposit Insurance Corporation (PDIC) announced that it will continue to receive and process deposit insurance claims from depositors of the closed Community Bank (Rural Bank of Alfonso) at the PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City until February 26, 2017. Claims may also be filed through mail.

    Community Bank, which was ordered closed on February 26, 2015, has P242.2 million in total estimated insured deposits involving 20,576 accounts. A total of P169.5 million in insured deposits covering 1,581 accounts was paid during the onsite claim settlement operations (CSO). Another P40.8 million was settled thru postal money orders sent via registered mail to 10,498 accounts of depositors with balances of P50,000 and below where filing of claims was waived by PDIC.

    As of March 23, 2015, PDIC has yet to receive deposit insurance claims for P28.5 million covering 4,704 accounts. In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the said bank is on February 26, 2017. After said date, PDIC shall no longer accept any deposit insurance claim.

    When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original evidence of deposit, and two (2) valid photo-bearing IDs with signature. The same set of documents must be enclosed when claims are filed through mail.

    Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement, with the Claim Form signed by the parent. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney. In the case of a minor depositor, the Special Power of Attorney must be executed by the parent.

    The procedures and requirements for filing deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website.
