President Aquino tells soldiers: Contribute to
improve the military organization |

President Benigno S. Aquino III encouraged the members of the armed forces
to help make the military organization a much better and professional
fighting force by giving their individual contribution.
In his speech during the 45th AFP Sergeant Major and 19th Non-Commissioned
Officers Day in Malacanang Palace Tuesday night, the President told the
Armed Forces of the Philippines's Sergeant Majors to do their part by
actively playing bridge to old and new military officers.
"Kayong mga Sergeant Major, kayo ang nag-uugnay, kayo ang tagahubog doon sa
mga bagong hirang na opisyal. Kayo naman ang tagapasa ng kaalaman doon sa
mga mas bata sa inyo," the President said.
Sergeant Majors should share their experiences to younger officers for the
benefit of the entire military organization, he added.
"Puwede naman tayong kabahagi ng napagandang institusyon. Iyon ang
kailangang pagpilian," he said.
While ordinary soldiers are doing their duties, the government will also do
its part, the President said.
For instance, the government has started mass housing projects for soldiers,
initiated fixing their pensions, aggressively pushed for the AFP
modernization and has provided livelihood to members of the military.
Part of the livelihood program for soldiers were the ones opened in three
camps in the country. One in Fort Magsaysay, and camps in Capiz and Bukidnon.
The biggest initiative in the livelihood program is palm oil production, he
said.
"At ang plano dito ‘yung aktibo at saka ‘yung retirado makkiinabang na. May
tulong na rin na nagagamit ng estado itong lupang bakante ngayon pero
importante nakatutok doon sa kapakanan ng mga tao ngang malaki-laking bahagi
ng buhay nila ang hinandog sa serbisyo ng bansa," the President said.
Different government agencies will work together to help the soldiers such
as putting up cooperatives, giving them know-how and skills and start
businesses, according to the President.
In terms of modernizing the AFP, the President said that so far, 44 projects
were already completed under the AFP Modernization Capability Upgrade
Program from July 2010 to September 2014.
The Aquino administration surpassed the number of projects of three previous
administrations under its modernization program for the military.
The government has so far spent P41.38 billion for the AFP modernization.
The money was spent for acquiring new planes, guns, communications
equipment, force protection and many others, he said.

President Benigno S. Aquino III on Wednesday inducted into office Supreme
Court Associate Justice Francis Jardeleza during a ceremony held at the
Music Room of Malacañang Palace.
Associate Justice Jardeleza, 65, replaced retired Associate Justice Roberto
Abad. He is the 173rd Associate Justice and the fifth appointee of President
Aquino in the Supreme Court.
He was also sworn into office by Supreme Court Chief Justice Maria Lourdes
Sereno last August 20, the same day he was appointed.
Jardeleza had served as Solicitor General since February 2012, after his
stint as Deputy Ombudsman for Luzon from July 2011.
He graduated with honors from the University of the Philippines College of
Law in 1974 and placed third in the bar exams the same year. He earned his
Masters of Law degree in 1977 from the Harvard School of Law.
In 1997, he was admitted to the New York Sate Bar and the US Eastern and
Southern Districts of New York.
Present during the ceremony were his mother Concepcion Jardeleza, wife Maria

China welcomes Philippines' participation in
2014 APEC Summit in Beijing, says foreign affairs

Despite their differences, China welcomes the Philippines' participation in
the 2014 Asia-Pacific Economic Cooperation (APEC) Summit in Beijing this
November, a foreign affairs official said on Wednesday.
“The Chinese government is really looking forward to our participation,”
Foreign Affairs Undersecretary for International Economic Relations Laura
del Rosario said in a press briefing in Malacañang.
The Philippines has a very good and strong delegation going to the summit
and the Chinese are happy that the Philippines is supportive of their
hosting of the APEC summit, del Rosario said.
There is an APEC tradition of carrying over a host economy’s long-term
concerns that have yet to be settled into the next summit, she said,
explaining that China's senior officials know that any unfinished business
in this year’s summit will be carried over into next year’s APEC summit,
which the Philippines will host.
"So it’s very nice, what I call ‘partnership’ because, in effect, we will be
holding hands to make sure that all the issues that affect us will be
handled smoothly from one host economy to another," del Rosario said.

President Aquino to discuss
trade, governance during 2014 APEC Summit |

President Benigno S. Aquino III will be discussing trade, good governance,
and disaster resilience when he meets with fellow leaders and businessmen
during the 2014 Asia-Pacific Economic Cooperation (APEC) Summit in Beijing,
China next month.
Foreign Affairs Undersecretary for International Economic Relations Laura
del Rosario said in a press briefing in Malacañang on Wednesday that the
President's schedule includes meetings with business executives and fellow
leaders during the APEC Summit.
Del Rosario said that as part of the APEC tradition, the President will have
a dialogue with the chief executive officers or with members of the APEC
Business Advisory Council.
Prior to the CEO Summit on November 9, the President will give a talk on
economic reform for competitive growth, she said.
"This topic is really very appropriate for the President because we are
aware of the fact that this administration has done a lot of improvements in
its regulations, just so we can become more competitive," she said.
After his meeting with the business leaders, the President will have a
dialogue with his fellow leaders on promoting disaster resilience, small,
micro- and medium enterprises, financial inclusion, and domestic governance.
According to del Rosario, there will be a discussion on Internet economy,
physical connectivity, people-to-people connectivity, as well as APEC
scholarships.
She said the Chief Executive is also expected to speak about strengthening
the connectivity and structural development of APEC member countries.
"During the Summit itself, the leaders themselves will carry out the
discussions and look forward to the future discussions that will be held in
future APEC (meetings)," she explained.
For the APEC Leaders’ Meeting, the leaders will discuss advancing regional
economic integration, specifically free trade arrangements among Pacific Rim
countries.
Del Rosario noted that APEC 2014 is handling issues that are more complex
than before, because the Asia Pacific is now becoming increasingly sure of
its role as the engine of growth in the whole world.
There are also more pressing matters that need to be addressed, she said,
considering the previous experiences that the trade bloc had in 2008,
particularly the financial crisis and the expansion of trade in the region.
Countries will be looking more into areas where they can do more
improvements, she added.
The President will leave for China on November 9. He will leave Beijing on

President Aquino to push for
stronger ties with Latin American countries
during APEC Summit |

President Benigno S. Aquino III will look into the possibility of getting
investment when he meets with leaders of Latin American countries during the
Asia-Pacific Economic Cooperation (APEC) Summit in Beijing next month, a
foreign affairs official said Wednesday.
The Philippines considers Latin America a new frontier in terms of doing
business, Foreign Affairs Undersecretary Laura del Rosario said in a press
briefing in Malacañang.
There are growing economies in Latin America such as Argentina, Chile, and
Brazil, and building ties with them would benefit the Philippines, del
Rosario said, noting that Brazil is not an APEC member.
"If we strengthen our relations, for instance, with Mexico, Peru, and Chile,
then somehow we (will) have a foothold there," she said.
It is already evident that Latin American countries are bringing more
investment to the Philippines, she said, adding that Mexico has increased
its investment in the Philippines through FEMSA Coca-Cola and cement
manufacturer CEMEX.

Sa kanyang talumpati sa 45th Sergeant Major ang 19th Non-Commissioed

mga Sergeant Majors na gampanan ang kanilang gawain sa pagsisilbing tulay sa
mga dati at bagong mga pinuno ng Hukbo.
“Kayong mga Sergeant Major, kayo ang nag-uugnay, kayo ang tagahubog doon sa
mga bagong hirang na opisyal. Kayo naman ang tagapasa ng kaalaman doon sa
mga mas bata sa inyo,” wika ng Pangulong Aquino.
“Dapat ibahagi ng mga Sergeant Majors ang kanilang mga karanasan sa mga
batang pinuno para na rin sa kapakanan ng buong organisasyon ng militar,”
dagdag pa ng Pangulo.
“Puwede naman tayong kabahagi ng napagandang istitusyon, iyon ang kailangang
pagpilian,” dugtong ng Pangulo.
Binigyang diin ng Pangulo na habang ginagampanan ng karaniwang kawal ang
kanilang mga tungkulin, tutuparin naman ng pamahalaan ang sagutin nito.
Binanggit ng Pangulo bilang halimbawa ang sinimulan ng pamahalaan na pabahay
para sa mga kawal, pagsisikap na maayos ang kanilang mga pensiyon, puspusang
pagsusulong ng modernisasyon ng Sandatahang Lakas ng Pilipinas at
pagkakaloob ng kabuhayan sa mga tauhan ng militar.
Bahagi rin ng programa para sa mga kawal ang binuksan sa tatlong kampo sa
bansa. Ang isa ay nasa Fort Magsaysay sa Nueva Ecija, gayundin ang mga kampo
sa Capiz at Bukidnon. Ang pinakamalaking programang pangkabuhayan ay ang
produksiyon ng palm oil,” pagbibigay-diin pa ng Pangulo.

Tungkol naman sa modernisasyon ng AFP, sinabi ng Pangulo na hanggang sa
kasalukuyan, 44 na mga proyekto ang natapos sa ilalim ng AFP Modernization
Capability Upgrade Program mula noong Hulyo 2010 hanggang Setyembre 2014.
Nalampasan ng administrasyong Aquino ang bilang ng mga proyekto ng nakaraang
mga administrasyon sa ilalim ng programa sa modernisasyon ng militar.
“Hanggang sa kasalukuyan, ang pamahalaan ay nakagugol na ng P41.38 bilyon
parta sa modernisasyon. Ang salapi ay ginamit sa pagbili ng mga bagong
eroplano, mga sandata, mga kagamitan sa komunikasyon at marami pang iba,”
sabi ng Pangulong Aquino.

Pinapanumpa ng Pangulong Benigno S. Aquino III sa
tungkulin si Mahistrado Francis Jardeleza ng Kataastaasang Hukuman sa
seremonyang idinaos sa Music Room ng Palasyo ng Malacanang Miyerkoles.
Pinalitan ni Mahistrado Jardeleza, 65 taong gulang, ang nagretirong
Mahistrado Roberto Abad. Siya ang ika-173 na Mahistrado at panlima sa mga
naitalaga ng Pangulong Aquino sa Kataas-taasang Hukuman.
Noong Agosto 20, araw na natalaga sa tungkulin si Mahistrado Jardeleza ay
pinasumpa siya ni Punong Mahistrado Maria Lourdes Sereno.
Mula noong Pebrero 2012 ay naglingkod si Jardeleza bilang Prokurador Heneral
pagkaraang manungkulan siya bilang Deputy Ombudsman para sa Luzon buhat
noong Hulyo 2011.
Si Mahistrado Jardeleza ay nagtapos nang may karangalan sa Kolehiyo ng
Abogasya sa Pamantasan ng Pilipinas noong 1974 at pumangatlo sa pagsusulit
sa mga bagong abogado nang nasabi ring taon. Nakatapos siya ng Masters of
Law degree noong 1977 sa Harvard School of Law sa Estados Unidos.
Noong 1997, nakapasa siya sa pagsusulit sa New York State Bar at sa US
Eastern and Southern sa Nuweba York.

P4.98B to pave way for farm-to-market
roads; Abad: Creating more FMRs will help poorer provinces |

The Department of Budget and Management (DBM) has released
funds amounting to P4.98 billion to the Department of Public
Works and Highways (DPWH) for the repair, rehabilitation, and
construction of the Department of Agriculture’s (DA)
farm-to-market roads (FMRs) nationwide.
Budget Secretary Florencio “Butch” Abad said, “We need to
reiterate how vital the creation of provincial farm-to-market
roads is for our agricultural communities. They sustain the
livelihood and food security of our farmers by facilitating the
movement of goods to market areas. The construction of
farm-to-market roads is also a significant boost to local
infrastructure development.”
The funds for the road projects—part of the DA’s
Farm-To-Market Road Development Program (FMRDP)—were released in
four batches and taken from the P12 billion allocated for the
creation of FMRs. The DPWH will implement the various projects,
building or upgrading the FMRs in the following regions:

Abad said, “The development of these roads is part of the
Aquino administration’s goal of addressing the poverty and
hunger in poorer provinces. These provinces will now have the
proper means to transport their goods to commercial centers in
other regions, even as they cut down their production costs.
This, in turn, will improve the economic prospects of these
provinces.”
Under the FMRDP, the DA identifies farm-to-market projects that
could benefit farming communities around the country, whether by
building new barangay roads or road openings or by upgrading
existing farm-to-market roads. |

DSWD vows to continue war vs poverty
amid increase in hunger stats |

Department of Social Welfare and Development (DSWD) Secretary
Corazon Juliano-Soliman stressed that the agency will continue
to intensify its various anti-hunger programs to combat poverty
and hunger amid the latest result of the Social Weather Station
(SWS) survey showing an increase in the number of Filipinos
experiencing involuntary hunger in the past three months.
The recent SWS survey showed that an estimated 4.8 million
families experience involuntary hunger atleast once in the last
three months.
The Secretary reiterated that solving hunger and poverty is not
overnight.
“Hindi pang mabilisan ang pagsagot sa kahirapan at pagkagutom.
Magandang gawing reference ang mga survey results tulad ng sa
SWS, ngunit hindi dapat maging hadlang para huminto tayo sa
pagtugon sa pangangailangan ng ating kababayan (Responding to
poverty and hunger is not achieved overnight. Survey results
like that of the SWS are good references but should not hinder
us from implementing poverty alleviation programs),” she
explained.
Sec. Soliman also said that the results of the survey do not
indicate that programs are not working.
“In fact, without our programs, the survey may have yielded more
detrimental results. It is important then to intensify our
programs to ensure that the number will not increase anymore,”
Sec. Soliman added.
Pantawid Pamilya
Sec. Soliman explained that the Conditional Cash Transfer (CCT)
or Pantawid Pamilyang Pilipino Program is just among the
big-ticket anti-poverty measures of government.
To date, Pantawid Pamilya is already serving 4,396,996 poor
households nationwide to address the education, health, and
nutritional needs of children.
However, the total impact of Pantawid Pamilya cannot be measured
immediately as this is an investment in education and health of
children. Its goal is to stop the intergenerational poverty in
poor families.
She reiterated her previous statement that, “The investment in
the children’s education would only be fully felt ten years from
since the program started, when the children have graduated and
have been gainfully employed. They will be the ones to help
their family get out of poverty.”
Sec. Soliman stressed that Pantawid Pamilya is contributory to
poverty reduction but is not the lone solution.
Milestones
She claimed though that the program has achieved milestones in
improving the quality of lives of poor families.
She cited the positive results of the 2nd wave Impact Evaluation
for Pantawid Pamilya.
The Impact Evaluation was conducted in 5,041 households in 30
municipalities. The main findings of the study show improvements
in the health condition of children beneficiaries and food
consumption of household beneficiaries.
Results show that more children in Pantawid Pamilya areas under
the age of 6 were given Vitamin A supplementation (85.8%)
compared to those in non-Pantawid Pamilya (73.5%). Likewise,
more children are fully immunized by age 1 (69.8% vs. 21%), and
more children under 6 years old have received iron (35.3% vs.
22.9%).
Moreover, less Pantawid Pamilya children 2 years old and below
suffer from severe underweight and severe stunting (0% vs. 39.5%
and 4.7% vs. 41%, respectively). There are also less Pantawid
Pamilya children 2 years and older who suffer from stunting
(26.4% vs. 62.2%).
There is also considerable positive impact on the utilization of
both preventive and curative health services in public health
facilities. More Pantawid Pamilya children aged 2 to 5 visit
health centers bi-monthly to undergo regular weight monitoring
(48.9% vs. 24.7%). Pantawid Pamilya children also visit public
health centers more often during episodes of illness, such as
fever or cough (55.1% vs. 43.4%).
Likewise, a greater proportion of Pantawid Pamilya children aged
6 to 14 received deworming pills at least once a year compared
to nonPantawid Pamilya children (88.9% vs. 69.5%).
The study also showed that more Pantawid Pamilya mothers avail
of natal care services.
Results also show that Pantawid Pamilya households use their
cash grants mostly on food and education. Pantawid Pantawid
households’ per capita spending on food is greater compared to
non-Pantawid Pamilya households at P16,959 per year compared to
P16,026 among non-Pantawid Pamilya households.
With these strides of the program, international organizations
have remarked that the Philippines is one of the best
implementers of CCT worldwide.
Meanwhile, Sec. Soliman said that the increase of hunger in
balance Luzon can be related to the disasters that hit the
region like Typhoons Glenda and Mario.
The non-increase of hunger in Mindanao, on the other hand, can
be attributed to the significant progresses in the peace
process.
“People can plant & harvest anytime without fear of being harmed
by lawless elements,” she said.
Anti-hunger programs
To combat hunger among children, DSWD in coordination with local
government units implements the Supplementary Feeding Program
(SFP).
SFP is the provision of food in addition to the regular meals to
currently enrolled day care children.
Food supplementation is in the form of hot meals being served
during break time.
The feeding program is managed by the parents based on a
prepared meal cycle using available indigenous food supplies.
Children-beneficiaries are weighed at the start of the feeding
period and three months thereafter. After the completion of 120
feeding days, the improvement and sustenance in the nutritional
status of the beneficiaries will be determined.
As of September 30, 2014, the Department has already served
1,120,423 children in 30,409 day care centers in the Philippines
amounting to P2,309,449,064 in assistance.
Sec. Soliman agreed with the comment made by Senator Grace Poe
that more funds should be channeled to the feeding program for
children and delivery of social protection services.
She added that DSWD will look into how it can work with the
Senator on this concern.
Advocacy
DSWD is also intensifying its advocacy to fight hunger through
an online platform. It has an ongoing partnership with World
Food Programme (WFP) and Rappler, an online site, for the
conduct of social media fora to generate proposals from various
sectors in solving hunger.
Sec. Soliman said that the important thing is that the Aquino
Administration remains committed to implement consistent and
focused poverty alleviation measures to continuously combat
poverty and hunger.
The Secretary also said that these survey results can actually
become guide for stakeholders to develop more strategic programs
that will redound to the advantage of beneficiaries. |

29 October 2014 – “The Philippines maintains that the rule of
law must be the firm foundation for the settlement of disputes
and that for countries which are not as strong as others,
international law is the great equalizer,” Department of Foreign
Affairs (DFA) Assistant Secretary and Spokesperson Charles C.
Jose echoed the words of Foreign Affairs Secretary Albert F. del
Rosario during the Kapihan ng Bayan sa UP yesterday, October 28,
at the Asian Center in UP Diliman.
The DFA Spokesperson talked about the core issues involved in
the West Philippine Sea/South China Sea dispute and the steps
being undertaken by the Philippine Government to “defend what is
legitimately ours.
“If we do not challenge China’s nine-dash line claim, a maritime
claim that has no basis under international law, and do not stop
China from forcibly changing the status quo in the South China
Sea, we would lose as much as 80% of our legitimate maritime
entitlements under the United Nations Convention on the Law of
the Sea (UNCLOS), which include the Exclusive Economic Zone and
the Continental Shelf,” Assistant Secretary Jose emphasized.
During the open forum that followed his presentation, the DFA
Spokesperson answered questions on the arbitration case which
the Philippines filed against China, ASEAN’s support for
Philippine initiatives and the role of the Philippines-US
Enhanced Defense Cooperation Agreement in enhancing national
security.
This edition of the Kapihan entitled “Spratlys: Law of the Sea
or Law of the Mighty?” drew an audience composed of students,
faculty members, and UP alumni. It was a follow-up to the
lecture of Supreme Court Senior Associate Justice Antonio T.

29 October 2014 – Filipino food products such as rice, sugar,
coffee and dried fruits like mangoes, coconut and guyabano were
featured at the 10th Salone Internazionale del Gusto e Terra
Madre held from October 23 to 27 in the Northern Italian city of
Turin. Visitors to the world’s largest food fair also had the
opportunity to sample Filipino cuisine.
Dubbed as “Savour Philippines 7107,” the country’s participation
to the 2014 edition of the biennial food fair, which attracted
more than a quarter of a million visitors with over 1000
exhibitors from 130 countries, was made possible through the
active facilitation and support of the Philippine Department of
Agriculture (DA).
Present at the five-day event were DA Undersecretary Bernadette
Romulo-Puyat, who led the Philippine delegation composed of
other officials from DA’s national and regional offices,
Filipino chefs Margarita Fores and Noel dela Rama from New York,
agricultural groups from civil society, organic farmers and
coffee entrepreneur Pacita Juan of Chit’s Coffee.
This year, Salone del Gusto is once more united into a single
event with the international meeting of Terra Madre and the
network of small-scale producers from around the world as was
done in 2012. There were 1000 exhibitors from 130 countries.
Organized by the Italian Regional Authority of Piedmont, the
City Government of Turin and Slow Food International in
collaboration with Italy’s Ministry of Agricultural, Food and
Forestry Policies, this year’s Salone celebrated the theme of
“Family Farming” in support of the United Nations’ Declaration
of Year 2014 as the “International Year of Family Farming.” In
this regard, the country’s participation took on greater meaning
as the country strongly supports family farming. The Philippines
is a prime mover of family farming as an important tool to
reduce poverty, provide food security and nutrition, improve
livelihoods, manage natural resources, protect the environment
and achieve sustainable development, particularly in rural
areas.
The country’s commitment in continuing the process of promoting
family farming is attested by Philippines’ forthcoming hosting
of the Closing Event of the Year of Family Farming in 27
November 2014 in Makati City, valued as an opportunity to take
stock of the progress achieved and chart the way forward to
support the advocacy.
Slow Food was founded by Carlo Petrini and a group of activists
in the 1980s with the initial aim to defend regional traditions,
good food, gastronomic pleasure and a slow pace of life. In over

29 October 2014 – The Office of Fiscal Management (OFM) of the
Department of Foreign Affairs was awarded as one of the ten Most
Outstanding Accounting Offices for 2013 by the Association of
Government Accountants of the Philippines (AGAP) during the AGAP
National Convention held in Baguio City from October 21 to 24.
AGAP officers, headed by National President Gregorio C. Rulloda,
presented the trophy to DFA Undersecretary for Administration
Linglingay F. Lacanlale at the awarding ceremony on October 21.
AGAP cited timely submission of accurate and complete 2013
financial reports, compliance with audit findings and early
implementation of the Public Financial Management (PFM) program
as the reasons for the DFA’s selection. |

DILG Launches "Listahang Tubig"
for Better Water Service Coverage |

In cooperation with the National Water Resources Board (NWRB)
and the Local Water Utilities Administration (LWUA), the
Department of the Interior and Local Government (DILG) launched
"Listahang Tubig," a national survey that will map out and
determine the extent of water service utilities nationwide.
"It will help identify water point sources and locations, as
well as danger areas for over-extraction of ground water -
information that is crucial to effective water resource
management and development," said Usec. Austere Panadero,
Undersecretary for Local Government.
Funded by the World Bank Water and Sanitation Program (WB-WSP)
and the U.S. Agency for International Development (USAID)'s
Water for Resilient Economic Growth and Stability (Be Secure)
project, the survey shall cover levels I to III water supply
systems in 81 provinces, 143 cities, 1,491 municipalities and
42,028 barangays nationwide.
"Improving water management practices is key to delivering and
sustaining better water services in all LGUs," said the
undersecretary.
Under the tripartite agreement, the NWRB will maintain a
web-based data system that will be accessible to the online
public while LWUA will enjoin water districts with rural water
supply and sanitation associations (RWSAs) provide inputs to the
survey.
For its part, the DILG shall instruct LGUs to appoint staff to
oversee the survey activities, identify all the water service
providers and encode data of water service providers with no
access to the internet.
"The data that the survey will generate will be very useful for
the concerned agencies and the local government units (LGUs) in
their planning and implementation of effective measures for
communities that still lack access to safe drinking water," the
undersecretary added. |

The Department of Public Works and Highways (DPWH) prepared
several measures to address the expected increase in number of
motorists heading provinces for the traditional observance of
All Saints’ Day and All Souls’ Day.
Secretary Rogelio L. Singson said that DPWH Regional and
District Offices have started vigorous implementation of various
highway routine maintenance activities such as pavement, bridge,
shoulder, and drainage and vegetation control maintenance
especially those leading to both public and private cemeteries.
Also included in the routine maintenance activities for both
carriageway and roadsides being undertaken by the DPWH field
units includes traffic service maintenance with the provision of
informative/regulatory warning signs or traffic advisory.
“These activities will ensure better and safer travel of
motorists and commuters”, said Singson.
With various improvement and maintenance works under the long
term performance based maintenance projects on national arterial
roads on-going, Secretary Singson directed all concerned
District Engineers to properly coordinate with the Project
Engineers of the Unified Project Management Office implementing
the project and the contractors for the scheduling of their
activities and installation of necessary traffic advisory.
“Contractors with on-going projects have to suspend further
excavation or pavement removal activities and shall begin with
the clearing of construction barriers including removal of idle
equipment directly on site that may obstruct and affect traffic
flow”, added Singson.
To manage road situation, DPWH will also activate a composite
team on strategic location headed by an anchorman from the
Regional and District offices who will aid travelling public on
October 30 to November 3, 2014 under the “Lakbay Alalay”
program.
DPWH will closely coordinate with the Land Transportation
Office, Philippine National Police, and concerned local
government units for the harmonize operation of “Lakbay Alalay”. |

October 2014 Manila, Philippines – The National Government (NG)
ran a P5.2 billion fiscal deficit in September after posting a
surplus in August. The recorded September deficit is P13.4
billion lower compared to last year due to improved revenue
collection by the Bureau of Internal Revenue (BIR) and the
Bureau of Customs (BOC). The cumulative budget shortfall of
P31.1 billion for the first three quarters of 2014 is P70.2
billion lower from a year ago and well within the P235.5 billion
program for the period.
Revenue Performance
Total revenue for the month amounted to P154.6 billion,
reflecting 21% growth compared to the same month last year.
Year-to-date collections of P1.4 trillion registered a 13%
increment over comparable 2013 figures.
The Bureau of Customs (BOC) continued its double-digit growth
with a 28% year-on-year increase in actual collections of P32.9
billion for September. The Custom Bureau has raised P265.8
billion in 2014, 18% better than last year but still 12% short
of program.
The Bureau of Internal Revenue (BIR) collected P105.7 billion
for the month, posting 23% growth over the same period in 2013 –
its highest monthly year-on-year growth for the 2014. Total BIR
collections from January to September has grown 11% year-on-year
to P996.4 billion but falls 7% behind target for the period.
The Bureau of the Treasury (BTr) raised P5.6 billion in
September, down 23% from a year ago, due to lower interest
earned from investments and deposits. Nonetheless, cumulative
BTr income from January to September still increased by 19%
year-on-year, surpassing its target by 82% mostly due to higher
dividend collections and interest income.
Collections from other offices grew by 25% to P10.4 billion in
September. The year-to-date revenue of P81.5 billion shows a 7%
improvement in collections over the same period last year and is
15% above program.
Expenditures
NG disbursements amounted to P159.8 billion in September, 9% or
P13.8 billion higher over the same period in 2013. Meanwhile,
year-to-date expenditures is 6% higher year-on-year at P1.5
trillion despite being 16% below budget.
As a part of expenditures, Interest payments (IP) for September
declined by 1% year-on-year to P28.8 billion from P29.2 billion
in the previous year. Total IP for the first nine months have
remained relatively stable from last year but has managed to
remain 7% below program.
Primary Surplus/ (Deficit)
Netting out IP from total expenditures, NG recorded a P23.6
billion primary surplus for the month of September contributing
to a cumulative primary surplus of P226.3 billion thus far for
2014. |

TESDA trainers get gender

With the task of shaping the skills of women entrepreneurs
falling on their shoulders, the trainers are themselves getting
a honing of their skills.
Two sets of intensive training courses were developed for
trainers involved in the implementation of the Sari-Sari Store
Training and Access to Resources (STAR) program, a partnership
between the Technical Education and Skills Development Authority
(TESDA) and Coca-Cola Philippines Inc.
"Our trainers are at the core of any education system, including
technical-vocational education. They are fundamental to
developing the trainees' skills and applying them in the real
work setting," TESDA Director General Joel Villanueva said.
The Training of Trainers (ToT) will focus on Gender and
Sensitivity Training and on the STAR program. The Gender
Sensitivity Training was held from October 20 to 26, while the
training on the STAR program is scheduled from November 17 to
23.
Gender and development are being highlighted in the training of
the trainers because the beneficiaries of the Coke-TESDA STAR
Program are all women sari-sari store and carinderia owners.
TESDA and Coke aim to empower a total of 200,000 women
entrepreneurs by the year 2020.
The ToT is in preparation for the 2015 STAR program target of
30,000 women beneficiaries to be trained nationwide. Half of the
target beneficiaries will come from the Greater Manila Area,
including Rizal, while the other half will come from selected
regions where micro-finance institutions and Coca-Cola
merchandising support are strong.
"Putting well-trained and knowledgeable trainers at the
forefront of our training is very important. They will deliver
our goal of having empowered women beneficiaries," Villanueva
said.
"The trainers who have been trained in gender and development
and entrepreneurship will replicate this in their respective
areas and help women manage their business well," he added.
The training centered on basic gender and development concepts,
gender division of labor, and gender relations and women
economic empowerment. Lectures, audio visuals and focus group
discussions were used to facilitate the training.
The trainers will cascade their learning to the women
beneficiaries of the program through a series of training.
The STAR program enhances the business knowledge and skills of
women sari-sari store and carinderia owners by providing them
opportunity to experience formal skills training. Aside from the
gender and sensitivity training, they are also taught to plan
and manage their business and have access to resources to help
make their business sustainable.
"Women help fuel our economy, especially the millions of women
involved in small and medium enterprises. It is in this
recognition of the women as engines of growth and employment
that we are ensuring that we provide them with quality skills
through training," Villanueva said. |

CEBU, Philippines " Central Visayas is improving in terms of
addressing certain health concerns, a Department of Health study
shows.
Celia Reyes, senior research fellow at the DOHs Philippine
Institute for Development Studies, told local government
officials yesterday that the regions performance per sector had
changed for the better.
It includes achievements lowering infant mortality rate,
under-five mortality rate, prevalence of underweight children
aged zero to five years old; antenatal care from health
professional, delivery by a health professional; facility-based
delivery; immunization; and fertility rate.
Reyes said that comparative analysis of 2008 to 2011 data showed
that Central Visayas region ranked six of 12 regions in terms of
general health condition.
Region 7 is in the middle group. You are not the top performer
but also not at the bottom. The areas where the region has to
improve on would basically be on maternal mortality rate, but
this is the same for almost all regions in the country, she
said.
Among the improvements noted is that with infant mortality rate
declining from 25 in 2008 to 22 in 2011, Central Visayas
recorded 23 cases; while tallying 34 cases in under five
mortality rate compared to the national average of 34.
In terms of prevalence of underweight children aged zero to five
years old, the national average is 20.7 while Central Visayas
got 19.4.
Also, PIDS Consultant Oscar Picazo said that Philippine Health
Insurance Corporation (PhilHealth) coverage has increased
substantially, including that for eligible households
utilization; health facilities have became closer to the public;
and the case rate system of average cost of major cases have
declined.
Picazo, though, said there remains the low turnout of households
maximizing the health insurance coverage due to lack of
education, despite coverage sponsorship.
Also the out of pocket expenditures continue to increase. The
catastrophic expenditure of out of pocket is at two percent of
the total population. At 100 million (members), it translates to
around 2 million, Picazo said.
Catastrophic expenses, he explained, are those spent for
treating cancer, serious heart disease, and end-stage organ
failure, which consume at least 40 percent of total household
income.
He recommended that focus should be on disease prevention as
opposed to aiding end-stage illnesses.
Picazo likewise suggested an expansion of benefits which,
according to him, requires the increase of premium payments, as
the country remains to be among the lowest in premium payments
