LUNGSOD NG LUCENA, Quezon, Dis. 11 (PIA) --Umabot sa 54,656 katao mula sa 12,637 pamilya na pawang naninirahan sa mga coastal barangays sa iba’t-ibang bayan ng lalawigan ang nailikas ng mga local disaster risk reduction and management councils (DRRMC) patungo sa mga evacuation centers bago pa man dumating ang bagyong “Ruby” sa lalawigan kung saan sumailalim sa storm signal no. 2 nong Disyembre 8.
Sinabi ni Dr. Henry Buzar, provincial civil defense coordinator at Quezon provincial disaster risk reduction management council (PDRRMC) hed na bago pa man manalasa ang bagyong “Ruby” ay nag-utos na ang Quezon PDRRMC, MDRRC at BDRRMC ng forced evacuation sa mga residente na malapit sa dagat o coastal barangays at mga ilog upang maiwasan ang mga sakuna kagaya ng pagkalunod dulot ng pagbaha.
Inihanda din ng pamahalaang panlalawigan sa pamamagitan ng Quezon PDRRMC ang rescue team para sa agarang pagliligtas ng mga biktima ng bagyo gayundin ang damage assessment team upang makatuwang ng Quezon PDRRMC sa pag-uulat ng mga naapektuhan ng bagyong “Ruby” at tuloy matulungan kaagad ng mga kinauukulang ahensiya ng pamahalaan at maging ng local disaster risk reduction and management council.
Iniulat din ng Quezon PDRRMC na isang bata na nakilalang si Aris Mercadejas, 10 taong gulang ng barangay Caridad Ibaba, Atimonan ang natagpuang patay sa kasagsagan ng bagyo matapos aksidenteng mahulog sa Caridad bridge at tangayin ng malakas na agos ng tubig ulan sa ilog.

62 4Ps beneficiaries finish college under SGPPA

INDANG, Cavite, Dec. 11 — A total of 62 beneficiaries of the
Pantawid Pamilyang Pilipino Program (4Ps) graduated recently from the Cavite
State University (CvSU) here with three graduates awarded with distinction.Under the Students Grants-in-Aid Program for Poverty Alleviation (SGPPA), selected beneficiaries from the province of Quezon and Rizal finished their ladderized courses in Agriculture, Office Administration and Electronics.
Among the graduates awarded with distinction are Rochelle Perlas and Christopher Briones from Quezon province, and Rodessa Aparante from Rizal.
The SGPPA is a project of the Commission on Higher Education (CHED) that aims to increase the number of college graduates from poor households and help them get employment upon graduation.
The SGPPA provides cash grant of P30, 000.00 per semester to members of 4Ps households who are high school graduates and are not more than 30 years old.
Said grant covers tuition, board and lodging and other school-related expenses such as books, uniform and school supplies.
Meanwhile, CHED expanded the SGPPA coverage with 2, 800 college scholars this year from about 70 student-beneficiaries last year. (FSC, PIA-4A with reports from DSWD-4A)

The Typhoon Ruby Response Pillar of the National Disaster Risk
Reduction Management Council (NDRRMC) has created Rapid Damage
Assessment and Needs Analysis (RDANA) teams to assess damages
caused by the typhoon in Regions IV-B, VI, and VIII. Aside from damage assessment, their tasks also include gathering of information on the hard-to-reach affected areas, to ensure that everybody is assisted. Each team is composed of representatives of the Department of Social Welfare and Development (DSWD), Office of Civil Defense (OCD), Department of Health (DOH), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), and Armed Forces of the Philippines (AFP), among others. Earlier, the CARAGA-based Regional Disaster Response Team successfully conducted its RDANA in the provinces of Surigao Del Norte and Dinagat. Regional teams are also currently undertaking RDANA in the provinces of Samar, Marinduque, Romblon, and other areas in Regions IV-B and VII. Meanwhile, the Response Pillar announced that provision of relief support will continue until end of December 2014, especially food assistance for Eastern Samar which is the hardest hit area. Early recovery initiatives such as repairs of damaged houses and construction of bunkhouses or temporary shelters will start before the year ends. The Disaster Response Cluster had also prepared the timeline for a comprehensive relief and early recovery plan for all affected regions.f |

Partial reports gathered by the Department of Education (DepEd)
show that out of 9,193 schools that reported, only 101 schools
incurred partial or total damage on account of TY Ruby. DepEd
said that repair and rehabilitation of schools can be covered by
the existing budget and will not require supplemental
allocations. As early as Tuesday, December 2, DepEd’s Disaster Risk Reduction and Management Office (DRRMO) began to issue SMS advisories to all regional and division offices directing them to take necessary precautions in anticipation of TY Ruby. Local division offices then coordinated with their respective local government officials to conduct preemptive suspension of classes. This gave school heads time to secure school structures and keep important documents. General preparedness measures were also circulated to ensure the safety of individuals within school communities. Over the past week, DepEd has been compiling reports coming from different schools and divisions affected by TY Ruby. These have been collected using different channels such as SMS, email, or direct submissions to divisions. Crowdsourcing through the online #SchoolPatrolPH campaign was also reactivated as a tool to strengthen data gathering. While minor damages have been reported, DepEd assures that measures are in place to guarantee continued delivery of basic education in affected areas. Notably, there has been close coordination between DepEd, both in the Central Office and the local offices, and the Education Cluster comprised of representatives from United Nations Children’s Fund, Save the Children, Plan International, World Vision, Smart Communications. Local offices have also convened meetings with partners to discuss assessment and identify needs. School heads have also been instrumental in providing quick and reliable information. This united front between DepEd and its partners in government and non-government institutions guarantees that education needs, such as tents and tarpaulins for temporary learning spaces, are met especially in places that need them the most. |

Citing a report of the DOLE’s Bureau of Workers with Special
Concerns, Labor and Employment Secretary Rosalinda
Dimapilis-Baldoz yesterday said the results of the first
Inter-Agency Meeting on the Implementation of the Batas
Kasambahay show that kasambahay estimated to have been enrolled
with the Social Security System (SSS) has reached 105,000 as of
October, up by 100,000 from the 95,000 registered kasambahay
before the law took effect. Also, the result of the meeting show that from June 2013 to June 2014, the SSS has organized task forces in each of the country’s 16 regions to disseminate information on the Kasambahay Law. “The Unified Registration System for kasambahay has been operational since 4 December 2013, and the SSS has reported some glitches, but it is coordinating with the PhilHealth and PagIBIG to address them. Also, the PhilHealth reported during the meeting that it has registered an average of 2,500 kasambahay during the last three quarters,” said Director Ahma Charisma Lobrin-Satumba of the BWSC in her report to Secretary Baldoz. Satumba further said in her report that government agencies concerned with the implementation of the Kasambahay Law, namely the DOLE’s BWSC, Departments of Social Welfare and Development, Interior and Local Government, Philippine National Police, National Bureau of Investigation, non-government organizations and service providers, had held nine consultative meetings and had finalized the draft Protocol on the Rescue and Rehabilitation of Abused Kasambahay. “I have been informed that the draft Joint Memorandum Circular on the Protocol will be signed soon at the meeting of the Human Development and Poverty Reduction Cluster of the Cabinet,” said Baldoz. The Joint Memorandum Circular outlines the system and procedures in the rescue and provision of assistance to abused kasambahay and lays down the duties and responsibilities of concerned government agencies involved. During the first inter-agency meeting, Satumba said the BWSC has stressed the need to develop monitoring indicators and a data base on implementation of the law. On compliance with labor standards, the National Conciliation and Mediation Board reported during the meeting that requests for assistance (RFAs) involving kasambahay account for less than one percent of total cases handled by the NCMB and the DOLE, excluding cases li=odged at the National Labor Relations Commission. “This year, the NCMB and the DOLE settled RFAs with monetary benefits amounting to P890,660 benefiting 121 kasambahay,” the NCMB told the inter-agency meeting participants. The top three issues involved in RFAs filed, according to the NCMB, were non-payment of salary (26 percent); non-payment of SSS, PhilHealth, and PagIBIG contributions (19 percent) ; and underpayment of wages (14 percent). On the adjustment of monthly minimum wage rates for kasambahay, the National Wages and Productivity Commission informed the meeting that the Rules and Procedures on Kasambahay Wage Setting was already published on 1 September 2014. It also said it is working with the Technical Eduation and Skills Development Authority on the competency-based wage setting for kasambahay. Baldoz commended the BWSC for initiating the inter-agency meeting, saying the DOLE and partner-agencies need to discuss regularly emerging and recurrent issues arising from the Kasambahay Law’s implementation. “We need to address these issues together, and meeting regularly will strengthen institutionalized response and coordination for the smooth implementation of the Kasambahay Law,” Baldoz said. |

MMDA airport Christmas free shuttle service to start on Monday |

The Metropolitan Manila Development Authority (MMDA) will
dispatch shuttle services going to the Ninoy Aquino
International Airport (NAIA) Terminals 2, 3, and 4 (formerly
Domestic Airport) starting Monday (December 15) as part of its
12 Christmas traffic mitigating measures. MMDA Chairman Francis Tolentino said that aside from providing convenience to passengers, this measure is aimed at reducing the number of vehicles going to the airports which is expected to increase as Christmas approaches. "Instead of these passengers utilizing their own private cars or cabs to bring them to the airport, they can go as a group by availing of the free airport shuttle service we are providing." Six public utility buses, including electric buses, identifiable by stickers bearing the words "MMDA’s Airport Christmas Shuttle", will be dispatched to Baclaran and SM Mall of Asia as pick-up points. "The airport shuttle service will be free of charge for passengers only. They just need to show their airline tickets to avail of the service," Tolentino said. "We are targeting the travelers expected to go to the provinces to spend the holidays." Last week, the MMDA, with the cooperation of public utility bus operators, dispatched similar shuttle services to six major malls along EDSA to provide hassle-free and safe transportation to mall employees and late-night shoppers. The airport shuttle service will last until December 23. |

These are some of the people who make up the roster of this year’s Outstanding Public Officials and Employees, who will be awarded in Malacañan Palace on December 15 as part of the government’s Honor Awards Program (HAP). The awards rites will be led by Executive Secretary Paquito N. Ochoa Jr. on behalf of President Benigno S. Aquino III. The HAP, administered by the Civil Service Commission (CSC), aims to recognize and reward state workers for outstanding work performance and consistent ethical behavior. Having returned from her previous overseas employment in Dubai,
Maricel Ladiao looks forward in her new venture as she expands
her grocery store with rice retailing in their home in Puerto
Princesa City, Palawan. The rice retail is part of the
livelihood package OFW Ladiao received from OWWA through the
Balik Pinas, Balik-Hanapbuhay Program. Maricel Ladiao tried her luck overseas to help her husband, a mason and welder in their province, to finance the education of their four children, the eldest among them is currently a grade-9 student from Palawan National High School. “Gusto kong maghanda para sa kolehiyo ng aking anak”, she further added. However, she has not been able to finish her contract due to misunderstandings with her co-worker which resulted in souring relationship with her employer. The situation got out of hand which prompted her to seek the help of Philippine Overseas Labor Office in Dubai to assist her in going back to the Philippines. Upon arrival, the Department of Labor and Employment – Overseas Workers Welfare Administration (DOLE-OWWA) gave OFW psycho-social services such as stress debriefing sessions. Furthermore, she received livelihood assistance as part of the reintegration program of DOLE-OWWA through the Balik Pinas, Balik-Hanapbuhay program. Under the program, a distressed OFW is qualified to be a recipient of livelihood starter kits to aid in starting again in the country and strengthen entrepreneurial skills of the OFW. With the mini grocery she had been able to invest during her stint as OFW, she plans to augment her existing business through rice retailing. “Mahirap magnegosyo ng puro utang at walang kapital”, OFW Ladiao said. True to its mission, “Umulan ma’t umaraw, ang OWWA ay maasahan”. She is very happy and relieved that OWWA, through thick and thin, is ready to help OFWs, especially distressed ones like her to stand again through livelihood assistance programs. |
Monetary Board keeps policy settings unchanged |

At its meeting today, the Monetary Board decided to maintain the
BSP's key policy rates at 4.00 percent for the overnight
borrowing or reverse repurchase (RRP) facility and 6.00 percent
for the overnight lending or repurchase (RP) facility. The
interest rates on term RRPs, RPs and special deposit accounts
(SDA) were also kept steady. The reserve requirement ratios were
left unchanged as well. The Monetary Board’s decision is based on its assessment that the inflation environment continues to be more manageable, with the risks to the inflation outlook remaining broadly balanced over the policy horizon. Latest baseline forecasts show a lower inflation path for 2014-2016 relative to the previous policy meeting, reflecting in large part the subdued outlook for global commodity prices. Inflation expectations are also generally lower and remain aligned to the inflation target. Meanwhile, output growth moderated in Q3 2014 as agricultural production contracted amid unfavorable weather conditions and as public spending slowed down. The Monetary Board also noted that while global economic conditions remain challenging, prospects for domestic activity continue to be firm, supported by strong domestic demand, robust bank lending growth, and buoyant business sentiment. On balance, the Monetary Board is of the view that prevailing monetary policy settings remain appropriate given the manageable inflation outlook and favorable domestic growth prospects. Going forward, the BSP will continue to monitor evolving price and output developments and remains prepared to take appropriate measures as necessary to ensure that the monetary policy stance continues to support an environment characterized by price and financial stability. |

The Philippine Statistics Authority (PSA) announces the release
of the 2006 Input-Output (2006 I-O) Accounts of the Philippines
publication. The publication is the tenth (10th) of a series for
the Philippines since the construction of the first benchmark
I-O Accounts in 1961. The 2006 I-O Accounts is a compilation of
matrices showing the interrelationships of the different
processes of production and the uses of goods and services as
well as the income generated by production. It provides detailed
measures of the economic structure of the country which are not
shown in the regular releases of the national accounts. economy poised to sustain job growth Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday expressed confidence over the economy’s ability to create jobs as the Labor Force Survey registered 1.046 new employed persons in October 2014, bringing the total employment to 38.839 million, or a 2.8 percent increase, from the 37.793 million employed in October 2013. “I am elated that we are closing the year 2014 with a generally positive employment picture, with total employment at its new high and unemployment at its lowest since April 2005,” she said after the Philippine Statistics Authority (PSA) released on Wednesday the results of the October round of the Labor Force Survey, the official measure of employment in the country. Baldoz observed that the growth of 1.046 million, or 2.8 percent, in new employed persons in the 2014 October round of the LFS completes the successive growth in employment for the whole year of 2014. “In the 2014 January LFS, employment grew by 606,000; then it grew by 1.654 million in the 2014 April LFS; and 1.061 million new employed persons were posted in the 2014 July LFS,” she said. Baldoz noted that the source of employment growth continued to be the services sector, which absorbed 675,000 new employed persons, followed by industry, which pooled in 294,000 new employed persons, particularly construction (+285,000) and manufacturing (+24,000). Almost all of the industry subsectors also grew, led by accommodation and food services (+165,000), wholesale and retail trade (+140,000), and public administration and defense (+91,000). Agriculture also posted growth of 77,000, a modest 0.6 percent increase from last year’s, with the fishing sub-sector leading the growth (+56,000). She also observed that the quality of employment continues to improve, with wage and salary workers increasing by 770,000, or 3.5 percent, over the October 2013 data. The same improvement, she said, is seen in the number of workers in private establishments, up by 3.6 percent, or 605,000, over the 16.855 million recorded in the previous year; in workers for government or government corporations, which increased by 126,000, or 4.3 percent; and in workers with pay in own family-operated farm or business, which grew by 11,000, or 10.1 percent. “One good aspect of the robust employment growth is the growing private sector and wage employment. This is a good employment indicator because wage and salary workers, or the so-called formal sector workers, are more protected," she explained. The labor and employment chief also observed that all key employment indicators were positive in the October 2014 LFS, with the labor force increasing by 925,000; labor force participation rate up 64.3 percent from the 63.9 percent in October 2013; unemployment higher at 94 percent from the 93.6 percent in the previous year; and the mean hours of work up 41.2 from the October 2013 mean hours of 41. “Unemployment is down from 6.4 percent to 6 percent, and this is a very good sign,” she said. However, she said that underemployment—which was up by 0.7 percent—continues to be a visible challenge that needs to be addressed. “Also the proportion of self-employed and unpaid family workers to total employment which, though remains unchanged, is still at 39 percent. These are the vulnerable workers and we need to protect them,” she admitted. Baldoz expressed optimism that the uptrend in employment will continue, saying her confidence is anchored on the overall effort and commitment of the government, including the DOLE, to implement programs, projects, and services that facilitate employment and make the business climate conducive for job creation and job generation. “With the continued overall improvement in the employment situation, the DOLE under my watch will intensify some more our efforts to facilitate employment and enhance the employability of more Filipino workers and the productivity and competitiveness of business establishments, particularly the micro, small, and medium enterprises which account for 99 percent of all businesses and 61 percent of total employment in the country,” she said. “In convergence with other government agencies, for example, we will be relentless in 2015 in delivering up-to-date and relevant labor market information to our workers, in enhancing their skills to increase their employability, and in providing free technical assistance, programs, and services to MSMEs to improve their productivity and, thus, their ability to hire more workers," she explained. "With our new labor laws compliance system already in place and proving to be helpful and effective, we shall also continue to raise awareness on general labor standards and occupational safety and health to foster a culture of voluntary compliance with all labor laws. We shall also continue the winning ways of the already institutionalized mechanism of conciliation and mediation in settling all kinds of labor issues and disputes to sustain our new-found reputation as a regional hub of industrial peace that will attract more job-generating investments," she added. |

Another first for the DOLE TESDA brings skills assessment and certification to Dubai; Baldoz awards certificates to 102 OFWs Dubai, UAE—Announcing that it was another first for the DOLE and its attached agency, the Technical Education and Skills Development Authority, or TESDA, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday presided over the ‘graduation’ of 102 overseas Filipino workers in this city from merely being OFWs to ‘skill-certified’ OFWs after they have passed the onsite skills assessment conducted by the TESDA. “This is the very first time that we are bringing the government’s skills assessment and certification to an OFW destination. Dubai is the first and the rest will follow,” said Baldoz who was elated to know that three of the 102 OFWs assessed and certified were presently wards at the Dubai POLO’s Filipino Migrant Workers’ Resource Center. “It is different when you are certified. That means your skills are at par with global standards and that makes you more employable,” said Baldoz during the awarding of the certificates to the workers. Baldoz, who is flying back to Manila after an official visit of six Gulf Cooperation Council (GCC) countries, with the UAE as her last stop, reiterated her directive to all POLOs to already standardize all their training programs and align them with training regulations of the Technical Education and Skills Development Authority, or TESDA, saying this will enable OFWs to compete globally. “This is the way forward and I expect no less from our POLOs than ensuring their trainees, be they skilled or semi-skilled OFWs, are assessed and certified,” she said. She explained that one of the purposes of my official visit to all POLOs in GCC member-countries is to bring the good news that in preparing for the ASEAN economic integration in 2015, the Philippine government has been also preparing all Filipino workers to enable them to compete in an era of freer labor mobility. She reported that one of the projects adopted at the 3rd Ministerial Meeting of the Abu Dhabi Dialogue last week, which she attended and where she turned over the ADD’s two-year chairmanship to Kuwait, was the Pilot Project on Skill Development, Certification, Upgrading and Recognition. “This proposed project seeks to pilot a skills development, documentation, and recognition scheme using international standards that will improve the recruitment and job matching practices for select occupations. We are aligning our education and training systems to provide our workers with skills sets needed by the industry and using international standards. This is why our POLOs need not only train and train, but should align these training to global standards,” she explained. The pilot skills assessment and certification program in Dubai, according to the labor and employment chief, was a rousing success as indicated by the number of excited OFWs who attended the ‘graduation’ceremony. She rejoiced over the overwhelming support of TESDA Director General Joel Villanueva and the OFW community in Dubai to the pilot program. “Our goal of readying our workers for the ASEAN 2015 integration and making them globally competitive is on track and this skills assessment and certification, which is part of that preparation, answers the need of our OFWs to be certified as to their skills,” Baldoz explained, adding that the TESDA will be replicating the program in other OFW destination. “No more need for workers who would like their skills assessed and certified to spend time and money and do that in the Philippines. They can use the time when they are on vacation to be with their families,” she said. The pilot assessment and certification in Dubai covered seven skills qualifications and competencies, namely, (1) Beauty Care, which involved Nail Care and requires a National Certificate II, and Facial Care, Make-up, and Body Scrub, which only required Certificate of Competency; Hairdressing (NC II); Food and Beverage Services (NC II); Massage Therapy (NC II); Pinoy Wellness or Hilot (NC II); Technical Drafting (NC II); and Visual Graphics (NC II). In Beauty Care (Nail Care), 14 OFWs who were assessed passed and were certified, while 11 OFWs assessed on Beauty Care (Facial Care) passed and were awarded CoCs. Five of five OFWs assessed in Hairdressing passed and were certified. In Food and Beverage Services, six of 11 OFWs assessed passed and were certified; in Technical Drafting, 31 of 44 OFWs assessed passed and were certified; and 13 out of 14 OFWs assessed for their skills in Visual Graphics passed, with two of them getting a full NC II and 11 awarded CoCs. In Massage Therapy, 21 out of 23 OFWs who were assessed passed. Only one OFW was assessed in Pinoy Hilot and he passed and was certificated. Executive Director Patti dela Rama, who led the team of TESDA assessment and certification officials, including the accredited assessors who conducted the assessment, said the passing certification rate in Dubai was 82.92 percent, nearly equal to the national passing certification rate in the Philippines. “The 102 OFWs who passed the assessment and were certified could themselves become trainers but will undergo another level of assessment and certification,” she said, adding: “Our next assessment and certification schedule will be in Hong Kong where an estimated 170,000 OFWs work. In fact, we are preparing for it now, in compliance with the directive of Secretary Baldoz.” Dela Rama further stated that the TESDA has already started profiling the skills of OFWs in Hong Kong and disseminating proper and accurate information about the program. |

“Butch” Abad said Thursday that the Philippines’ credit rating
upgrade by Moody’s Investor Service is a reaffirmation of the
country’s strong economic fundamentals and its positive growth
prospects, even in the face of the past year’s challenges. Abad also said, “The Moody’s upgrade can definitely be viewed as an endorsement of the fiscal management and reform policies initiated by the Administration. Despite the soft GDP growth last quarter due to government underspending and the recent calamities, Moody’s has deemed these difficulties as temporary problems that the country can overcome.” The Moody’s report—which had upgraded the Philippines’ credit rating one notch higher, to Baa2 from Baa3—cited the country’s improvements in fiscal management as one of the drivers for the ratings upgrade. The report said, “Administrative reforms in the key revenue-collecting agencies, most recently in the Bureau of Customs, have led to revenue growth in excess of nominal GDP growth for a fourth consecutive year.” It also cited the National Government’s push for budget transparency through a mix of court-mandated reforms and procedural changes, even though these developments had temporarily weighed down public spending. Abad said, “The Moody’s report draws a sure connection between the country’s robust economic base and the Administration’s efforts in promoting good governance. This is especially in light of the Philippines’ continued improvement in cross-country surveys on institutional quality.” “We will take this ratings upgrade as a sign to push the Administration’s budgetary reforms further, like the GAA-as-release-document regime, the disaggregation of lump sums in the National Budget, and the Transparency Seal. We’re also addressing bottlenecks in the procurement process, like the creation of new positions under the Bids and Awards Committees (BACs) in key departments to boost government spending.” The budget chief noted that these parallel efforts are due to the Administration’s on-going commitment to ramp up the country’s economic growth through efficient public spending, improved governance, and key policy reforms. |

TAGUIG CITY – To promote nutrition among Filipino children, the
Department of Education (DepEd) in collaboration with the
Technical Education and Skills Development Association (TESDA),
initiated the “Get Your Gulay On: Grand Gulay Cook-Off
Challenge”, a contest that aims to encourage innovation in
making healthy snacks made of vegetables from the Gulayan sa
Paaralan Program in public schools. “Ang gusto po naming gawin ngayong umaga ay ipakalat ang pagkain ng gulay sa mga kabataan at siguraduhin na kakain sila ng mga masusustansyang pagkain. Gusto rin nating gamitin ang mga gulay na tinanim natin sa mga paaralan bilang sangkap sa mga lulutuing pagkain,” said Education Secretary Br. Armin Luistro FSC. He emphasized the importance of proper nutrition in improving the performance of students in school. Participants from TESDA training institutes prepared nutritious vegetable dishes for some 100 elementary students from Taguig and Pasay Cities invited as judges. Part of the criteria requires that the ingredients must not contain monosodium glutamate (MSG) – ready-made breading, soup stocks, liquid seasoning. TESDA Director-General Secretary Joel J. Villanueva explained that the program promotes the talents of TESDA cookery graduates, while helping develop nutritious recipes for students. “It is important that we not only provide nutritious meals to help our students Go, Grow, and Glow but also to give them the opportunity to be transformed—to transform their community, and even transform our beloved country,” he said. Gulayan Cook-off winner Helen L. De Guzman of STI Computer College of Parañaque, Inc., coached by Rosela P. Ongkeko, garnered the most votes from the students for her “Kalalunggay Tart” recipe, with kalabasa and malunggay as the main ingredients. Their recipe will be verified by TESDA for nutritional benefits and may be included in the menu of public school canteens as snacks. The two secretaries, pleased with the outcome of the launch, eyed a nationwide event for the coming months. “Because of the success of this pilot program, we plan to go around the country, one region per month come 2015,” said Luistro. He also shared that both DepEd and TESDA will “collect the recipes of the food made and post them on the website so that parents and teachers may be encouraged to eat more nutritious meals.” Luistro then urged the participants to continue supporting the Gulayan sa Paaralan Program by DepEd. “Sana po maging inspirasyon itong programang ito para sa mga magulang, sa mga guro, at sa ating mga school canteen na gamitin ang mga gulay na itinatanim sa ating Gulayan,” he said. As part of the directive by the President through Executive Order No. 26 entitled the Implementation of the National Greening Program, the Gulayan sa Paaralan Program was formed as a task force for all public schools to “establish vegetable gardens to serve as food basket and a main source of commodities to sustain supplementary feeding.” |

Vergara were conferred the Bulong Pulungan Exemplar Award in
Government Service last December 5 at Sofitel Philippine Plaza
in Pasay City. President Benigno S. Aquino III handed over their
plaques during the awarding ceremonies. Chairman Lacson was given the exemplar award for leading the GSIS Board of Trustees in devising "auspicious policy reforms" through consultations and dialogues with members and pensioners. The citation mentioned that the dialogues that he institutionalized did not only obtain valuable inputs and feedbacks from members and pensioners but educated them as well. He was also honored for policies that brought about "significant improvements" in benefits and loans for members and pensioners. PGM Vergara, on the other hand, was bestowed the same award for "transforming the GSIS into a pro-member and pro-pensioner institution" and for formulating investment programs that further strengthened the financial standing of the GSIS. The GSIS's high rating in the Anti-Red Tape Act program of the government that recognized the efforts of the GSIS in providing excellent service was also cited in the award. The other Bulong Pulungan awardees during the event were Cabinet Secretary Jose Rene Almendras, Trade Secretary Gregory Domingo, MMDA Chairman Francis Tolentino, SSS President and CEO Emilio de Quiros Jr, ARMM Governor Mujiv Hataman, PAGCOR Chairman and CEO Cristino Naguiat Jr., PCSO Chairman and General Manager Ferdinand Rojas II, and Philippine Bamboo Foundation head Ed Manda. Senior Officials set “Investing in Human Capital Development” as
one of the key APEC 2015 priorities at the recently concluded
APEC Informal Senior Officials’ Meeting (ISOM) which was held
from December 08 to 09 in Manila. At the Symposium on APEC 2015 Priorities on 08 December, APEC Senior Officials and experts from the academe and multilateral institutions emphasized the importance of an educated, skilled and competent workforce in sustaining competitiveness and attaining inclusive growth. For growth to be truly inclusive i.e. that no one is left behind, people must be prepared and equipped to adequately absorb and manage the changing economic environment in order to feel its benefits. The challenges brought by new technologies that increase the “volume, velocity, and variety” of knowledge and information flows emphasize the need for science and technology-based education and skills development, said Dr. William G. Padolina, President of the National Academy of Science and Technology of the Philippines. We need “talent employment, talent incubation, and talent creating employment”. In his presentation, Mr. Ramon Del Rosario, CEO of the Philippine Business for Education (PBED) emphasized the “education constant” or the power of education in achieving inclusive growth.There are new basic skills to be learned, with innovation and upgrading of the educational system as key. Basic education is the starting point, and it must be done right. A lack of quality basic education disadvantages a person for life. Both the public and private sectors must contribute to this vision. “Growth coupled with equality of opportunity” is necessary in closing the human capital gap, echoed Mr. Juzhong Zhuang, Deputy Chief Economist of the Asian Development Bank. “Cross-country studies show one additional year of schooling predicts a significant increase in average annual growth in the long run”. Guided by experts’ views and analyses and in line with the theme of “Building Inclusive Economies, Building a Better World”, APEC 2015 will put premium in investing in human capital development across the APEC platform, including the Human Resource Development Working Group (HRDWG) Meeting in January and the High-Level Policy Dialogue on Human Capacity Building in May. Hindi nga po biro ang dinaanan natin sa pagpasok at paglabas ng Bagyong Ruby
sa ating bansa. May kaunti pa nga po tayong karamdaman habang tinututukan
natin si Ruby. Kung nagkataon nga pong talagang masama ang tama ng bagyo sa
Pilipinas, malamang ay hindi na natin nagawang personal na lumahok sa 25th
ASEAN-Republic of Korea Commemorative Summit. Salamat na lang po sa Diyos at
hindi ganoon kalaki ang naging pinsala ng bagyo sa atin. Pero pagsakay naman
natin sa eroplano kahapon, patong-patong na good news na po ang ibinahagi sa
atin nina Secretary Cesar Purisima at Secretary Greg Domingo. Pagdating
naman natin sa Korea, ang patong-patong na good news na nabaon natin patungo
doon ay nadagdagan pa. Sulit na sulit talaga ang lahat ng pagod para sa
ating mga kababayan. Una pong good news, palagay ko po’y narinig ninyo: lumapag po ang panibagong credit-rating upgrade mula sa Moody’s, na nagpapatunay na talagang tamang tumaya sa Pilipino. Pangalawa, muling pinili ng Millennium Challenge Corporation ang Pilipinas para sumailalim sa isa pang compact; vote of confidence nga po ito para sa ating mga reporma sa tuwid na daan, at magiging lunsaran pa ito ng mas marami pang inisyatiba laban sa kahirapan. Pangatlo po, lumabas din ang pabor na hatol kaugnay ng kaso natin laban sa Fraport para sa NAIA Terminal 3. Ito pong kasong ito, round two na nga po ito, at panalo na naman po tayo sa kasong iyan. Siyempre po, hindi po natin pwedeng di mabanggit ang positibong pasya ng Supreme Court tungkol sa Coco Levy Fund. Magandang balita nga po ito ngayong Kapaskuhan para sa mga kabalikat natin sa sektor na nagni-niyog. Ngayon nga po, ang hamon sa atin ay tapatan pa ang mga good news na ito ng mas masigasig na implementasyon ng mga programa at proyekto na layong gawing permanente ang transpormasyon sa kalakhang lipunan. Sa ating bawat aktibidad, malinaw ang ating tutok: walang sinumang Pilipino ang dapat maiwan. Sa pagtungo nga po natin sa Korea, talagang sinagad natin ang pagkakataong hatid nito para isulong ang kapakanan ng ating mga Boss. Sa pakikipagpulong natin sa Kagalang-galang na Presidenteng Park Geun-hye, nilatag niya ang mga interes at hakbang ng kanyang bansa para lalong palakasin ang ating magandang ugnayan. Ipinabatid nga ni President Park na may mga kumpanyang Koreano na interesadong lumahok pa sa mga naglalakihang proyekto sa ating bansa, dagdag doon sa mga nauna nang tumaya sa ating ekonomiya. Ibinahagi din po niya ang kahusayan ng South Korea sa port development, sa pagtatayo ng mga coastal breakwaters, at iba pang kakayahan ukol sa pagpapatayo ng imprastruktura. Hindi nga po natin tatanggihan ang pagbabahagi ng ganitong kasanayan at kaalaman, lalo pa’t galing ang mga ito sa isang bansa na malapit sa atin at talagang hinahangaan sa mga naturang larangan. Dagdagan pa po natin ang good news: Ayon po kay President Park, may paparating na $500 million na framework agreement loan mula sa kanila para sa development projects sa ating bansa. Ito naman po ay iyong tinatawag na concessional loans; napakaganda po ng interest na ipagkakaloob sa atin, at kung tutuusin ay talagang tinutulungan lang tayo sa ating mga proyektong pampaunlad. Naglatag din ng suporta ang South Korea para sa pagpapaunlad sa Mindanao at sa iba pang parte ng ating bansa. Balak pa nga nilang ipatupad ang infrastructure development program ng Korea International Cooperation Agency para sa Mindanao, kasabay ng pagpapatuloy ng mga programa nila para sa capacity-building para sa Bangsamoro. Kaugnay naman po ng Yolanda, ayon kay President Park muli, bukod sa pagpapadala ng kanilang mga Araw troops, naglaan din sila ng limang milyong dolyar na tulong na ibinahagi nila matapos tumama ang bagyong Yolanda, at may 20 milion dollars pa na ayuda para naman sa rehabilitasyon ng mga nabiktima ng bagyong Yolanda. Malaki po ang maiaambag ng lahat ng ito sa pag-build back better natin sa mga komunidad na bumabangon na mula sa nagdaang mga sakuna. Ganito nga po ang bunga ng matalik at malalim na ugnayan: Pagdadamayan na nakaangkla sa hangaring bigyang-lakas ang kapwa para sa ikabubuti ng nakakarami o ng lahat. Habang naroon tayo, nilubos din natin ang pagkakataong makasalamuha ang mga lider ng mga kapatid nating bansa sa ASEAN, na nagpaabot ng kanilang mga mensahe sa ating kahandaan sa pagharap sa Bagyong Ruby. Ibinahagi nga natin sa kanila ang ating mga karanasan sa panahon ng sakuna, pati na rin ang patuloy nating pinauunlad na kakayahan sa pagresponde tuwing may kalamidad. Alam po ninyo, talagang nakakagaan ng kalooban na sabay-sabay ang lahat ng miyembro ng ASEAN na nagpahiwatig ng kanilang tinatawag na solidarity at suporta sa ating dinaanan sa kamay ni Ruby. Tinalakay natin doon ang mabisang paraan upang matugunan at makiangkop sa mga epekto ng climate change. Muli nating idiniin: Obligasyon ng bawat bansa, maliit man o malaki, moderno na o papaunlad pa lamang, na makiambag upang maiwasan ang matinding pinsala ng climate change. Natunghayan din po natin ang Exhibition on Public Governance na inorganisa ng pamahalaan ng South Korea. Kuhang-kuha nga po ng tema nila ang punto ng pamamahala: “Better Governance, Happier Citizens.” Talagang napabilib tayo sa mga inobasyong kanilang isinusulong para sa kanilang mamamayan. Nariyan nga po ang itinatawag nilang e-passport system or instant passport system, na bahagi ng kanilang e-governance agenda na gawing mas episyente ang gawain ng gobyerno. Magandang modelo nga po ito, sa tingin ko. At tampok din po ang inisyatiba ng kanilang National Disaster Management Institute. Ang mga pag-aaral na isinasagawa rito, binabahagi nila sa mga iba-ibang proyekto, katulad sa kanilang Northern Mindanao Project. Layon nitong tulungan ang ating bansa sa flash-flood forecasting at magtayo ng isang warning system. Huling item nga po sa schedule natin ang pakikipagpulong sa pinuno ng Korea Aerospace Industries; pinakita po sa atin ang isa sa mga FA-50, katulad noong ating biniling labing-dalawang FA-50. Sa susunod na taon po, lalapag na sa ating bansa ang unang dalawang unit ng mga makabagong aircraft na ito para sa ating Sandatahang Lakas. Sa harap nga po ng modernong mga pasilidad at kagamitan na ito ng ibang bansa, lalo pa tayong ginaganahang magpursige sa pagtupad ng ating hangarin: ang itaguyod ang maaasahang kasundaluhan, tungo sa mas epektibong serbisyo sa sambayanang Pilipino. Totoo po: Sa bawat pagbisita natin sa ibang bansa, lalong nagiging malinaw: talaga pong mataas na ang kompiyansa ng buong mundo sa Pilipinas; na kaya na nating makipagsabayan at makipagtulungan upang makamit ang sama-samang pag-unlad sa ating rehiyon. Patuloy lang nating palakasin ang ating pag-aambagan upang higit pang mapabuti ang estado ng bansa, at ng ating mamamayan.
