PAGASA forecaster Meno Mendoza on DZMM:
-Bumagsak sa 19.7 degrees Celsius ang temperatura sa Metro Manila kaninang 2:00 ng madaling araw. Kahapon, bumaba na sa 18.3ºC ang temperatura nung umaga.
-Ito'y dahil patuloy pa ring apektado ng Northeast Monsoon o Amihan ang Luzon. Dulot nito, makakaasa na magiging maulap na may mahinang pag-ulan sa Cagayan Valley, Cordillera at sa mga probinsya ng Aurora at Quezon.
-Bukod dito, may gale warning pa rin sa mga karagatan ng Luzon, Visayas at silangan at hilagang baybayin ng Mindanao.
-Samantalang sa Eastern Visayas, Caraga at Northern Mindanao, makakaranas ng mahina hanggang katamtamang pag-ulan at pulo-pulong pagkidlat-pagkulog dahil naman sa trough ng low pressure area (LPA).
-Huling namataan ang LPA sa layong 2,000 kilometro pa sa PAR. Posibleng pumasok ito ng PAR pero matatagalan pa.

Lalong lumamig pa sa Baguio matapos bumagsak ang temperatura roon sa
9.8°C, ang pinakamababa simula nitong Enero. Asahan pa ang malamig at
maaliwalas na panahon sa Baguio kasabay ng Panagbenga festival. Patuloy

LUNGSOD NG LUCENA, Quezon, Enero 30 (PIA) — Mahigit 33 barangay mula
sa lungsod na ito ang nabigyan ng mga medical equipment ng pamahalaang
panlungsod.
Sa pamamagitan ng City Health Office, ay natanggap ng halos lahat ng 33
kapitan ng barangay ang naturang mga kagamitan na tiyak na makatutulong sa
kani-kanilang mga health workers sa pagbibigay ng mga pangangailangang
pangkalusugan sa mga residenteng kanilang nasasakupan.
Ang bawat set ng kagamitan ay naglalaman ng nebulizer, digital
thermometer, timbangan ng mga bata, blood pressure apparatus at marami pang
iba.
Samantala, ang mga barangay na may mga lying-in clinic tulad ng
mga barangay ng Cotta at Ibabang Dupay ay ipinagkalooban naman ng karagdagang
mga kagamitan tulad ng wheelchair.
Sinabi ni Mayor Dondon Alcala, nais niya umano na magkaroon
ng mga naturang kagamitan ang bawat health center upang mapangalagaan ang
kalusugan ng bawat mamamayan.

LUNGSOD NG LUCENA, Quezon, Enero 28 (PIA) — Isinusulong ngayon ng
pamahalaang panlungsod ang pagtatanim ng dragon fruit partikular sa baranggayng
Barra bilang pandagdag kabuhayan sa mga residente nito.
Sinabi ni Mayor Roderick Alcala na matagal ng plano ng pamahalaang lokal ang programang ito bilang alternatibong hanapbuhay para sa mga residente ng naturang baranggay.
Dagdag pa ng alkalde, nakausap na rin aniya si Agriculture Secretary Proceso Alcala at sinabi nito na maglalaan ang ahensiya ng suporta sa oras na maisakatuparan ang nasabing proyekto.
Sinabi ni Sec. Alcala na kung sakaling maisakatuparan ang programang ito, ang Department of Agriculture ang aangkat nito.
Kasabay nito, isinusulong din ng lokal na pamahalaan na maging
dragon fruit capital ng lungsod ang naturang barangay. Hiling lamang ni
Mayor Alcala sa mga residente na magtulungan ang lahat upang tuluyang

GENERAL
TRIAS, Cavite, Feb. 2 (PIA) — At least 22 subdivisions here recently
received hi-tech closed circuit television cameras (CCTV) from the provincial
government aiming to monitor crimes, peace and order in the province.
The said
CCTV cameras can monitor the movement of pickpockets, snatchers, holdup men,
and other hooligans in every subdivision.
In a
statement released by the Investment and Promotion Office, the CCTV is a huge assistance
for the officials of the homeowners and the local authorities to monitor
their area of jurisdiction.
Governor
Jonvic Remulla, meanwhile, affirmed continued support for the programs and
good cause initiated by the local government of Gen. Trias.
The
installation of CCTVs is a continuing project of the provincial government in a
bid to monitor crimes, traffic situations and other activities in the province.

MARTIRES CITY, Cavite, Jan. 30 (PIA) — A local chief executive from
the coastal town expressed his unwavering support to Senator Aquilino
Pimentel III’s pet bill which seeks funding to save lives and build resilient
communities.
The bill
stated that provincial, city, town and barangay executives form the most
effective first line of defense against disasters, because they can get things
done without fanfare.
“Congress
should provide local officials with added resources to face the challenges of
climate change,” explained Pimentel whose SB No. 2045, called “Bigger Pie,
Bigger Slice Bill” would give Local Government Units a P600-billion increase in
their share of the national taxes.
In the
said bill, LGUs Internal Revenue Allotment (IRA) will be changed to Shares in
the National Taxes or SNT.
Rosario
Mayor Attorney Jose “Nonong” Ricafrente expressed his support stating that
“Pimentel’s bill is very timely para kami na nasa local government ay
mabilisang makatugon sa panahon ng kalamidad at emergencies.” (The
Pimentel’s bill is very timely so that we [LGU] could respond immediately in
times of calamities and emergencies.)
The
municipality of Rosario is often hit by flashfloods during storms and typhoons.
Ricafrente
affirmed that lawmakers should review the fiscal provisions of the 1991 Local
Government Code to empower local officials in responding to natural and
man-made calamities.
Just last
year, the municipality has suffered from fish kills and oil spill which

President Aquino inaugurates Mitsubishi's new plant in Laguna, affirms
continued gov't support

SANTA ROSA, Laguna, Jan. 29 (PIA) — President Benigno S. Aquino III
led the inauguration of Mitsubishi Motors Philippines Corporation (MMPC),
one of the country’s leading automotive brands and with more than 50 years of
automotive manufacturing experience in the Philippines.
In his speech, Pres. Aquino stated that he made it a point to attend the
inauguration to recognize the depth of partnership the company has afforded
with our countrymen, the kind of partnership that has already led the country
to much success.
He also affirmed continued government support for the automotive
company.
"Rest assured that, in all other aspects, government will continue
to do its part to fulfill your goals," Pres. Aquino said.
"To stimulate the Philippine automotive industry, our government has likewise continued to provide incentives in the form of income tax holidays and reduced taxes and duties, amongst others," he added.
The President also expressed optimism to hearing expansion and more
Mitsubishi plant inauguration in the near future.
“By that time, I will no longer be invited to event like this as
president but I will still cheer you on as private citizen," Pres. Aquino
said.
The new manufacturing plant is located in a 21-hectare facility which it
acquired last year in Greenfield Automotive Park in Sta. Rosa, Laguna.
The acquisition and transfer to Sta. Rosa, Laguna from Cainta, Rizal
is part of Mitsubishi Motors Corporation’s (MMC) “New Stage 2016”
Mid-term plan of reinforcing business in the Philippines as a core market
following Thailand and Indonesia.
MMC has recognized MMPC’s continuous strong performance and growth in
the country in spite of the increasing market competition.
The acquisition and transfer to Sta. Rosa plant is also MMPC’s
preparation for further expansion triggered by the fast growing local
automotive industry and increasing demand for brand new vehicles brought about
by the stable Philippine economy which translates to the increasing per capita
income of Filipinos and improving road infrastructures.
With the new manufacturing plant MMPC can produce maximum of 50,000
units annually.
The plant is expected to employ 1,115 individuas over the next six years.

Laguna Governor prohibits smoking inside the provincial capitol

STA. CRUZ, Laguna, Jan. 29 (PIA) — Smoking and selling of cigarettes in
the provincial capitol compound have been prohibited following a
new executive order seeking towards a 100 percent smoke-free environment.
Under the directives of Executive Order No. 42 series 2014, there will
be no longer designated smoking areas within the premises of provincial capitol
and all supervised institutions including government hospitals. At the same
time, selling of cigarettes is prohibited inside the said government
institutions.
Laguna Gov. Ramil Hernandez said that this serves as an effective
measure against exposure to tobacco smoke as envisioned by the World Health
Organization (WHO).
Hernandez added this will increase the level of productivity among
smoker-employees as they will not be dividing their time anymore just for their
smoking habits.
“Bilang resulta, sila [smokers] ay makakatipid hindi lamang sa pera pati
na rin sa oras dahil hindi na sila maaabala sa trabaho sa paghahanap ng panahon
upang manigarilyo,” said Hernandez.
Any employee who will violate the said executive order will be penalized
with one up to six months suspension for first offense and dismissal from
service for second offense.
Information graphics in form of banners and streamers showing harmful
effects of cigarettes are now being posted in designated places discouraging

BATANGAS
1. DOST—Philippine Science High School establish new campus in Calabarzon

Secretary Montejo said that the new campus will be temporarily housed at Batangas City National High School Compound since the infrastructure facilities of the new campus which shall be located at Brgy. Sampaga in Batangas City is not yet ready.
Construction of the school facilities will hopefully start within the year.
DOST-PSHS Executive Director Larry L. Cabatic, meanwhile, affirmed that there will be three sections for the incoming freshmen with 30 students per class.
Dir. Cabatic, however, said that there is a proposal to increase the number of students per class to 35 to accommodate more scholars who have passed the National Competitive Examination administered last October 2014. If the proposal shall be approved, the campus will start with 105 students.
The PSHS or known as Pisay, operating under one system of governance and management, provides scholarships to students with high aptitude in science and mathematics. It is based on a curriculum that emphasizes science and mathematics preparing students for careers in Science and Technology.
To date, PSHS has 14 campuses in operations nationwide including the new Calabarzon Campus.

This is how Interior and Local Government Secretary Mar Roxas assured troopers of the Philippine National Police - Special Action Force (PNP-SAF) that the government is exhausting available means to support families of their comrades who died in the misencounter in Mamasapano, Maguindanao last January 25. A day after the remains of 42 of the so-called "Fallen 44" were brought to their hometowns, Roxas expressed his profound gratitude for the men who have made their "ultimate sacrifice" in the line of duty. "Nagtipon tayo sa ngalan ng isang lubos na nagpapasalamat na bansa, bilang pagkilala sa kanilang kabayanihan (We are gathered in behalf of a grateful nation, in recognition of their (fallen SAF) bravery.)," said Roxas. He also joined officers and personnel from the PNP and SAF in a simple "salo-salo" at the SAF headquarters in Camp Bagong Diwa. According to Roxas, this small gathering can be likened to how families share meals and cherish the memories of their loved ones who have already passed on. "Tulad ng ibang pamilya, nagtipon tayo ngayon nang walang pakay, walang agenda, kundi para lang magkasama-sama (Like other families, we are gathered here without motives or agenda, but just to be together.)," Roxas said. Gov't infrastructure programs to jumpstart 2015 public spending | ||||||||||

The early enactment of the 2015 General Appropriations Act is
set to power this year’s public spending courtesy of the
National Government’s massive infrastructure programs scheduled
for 2015. Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad said, “Last year’s underspending issue will be addressed by the increase in our infrastructure investments, which is equivalent to four percent of our projected GDP for this year. Ultimately, we’re targeting an infrastructure spending level of five percent by 2016.” In the 2015 National Budget, the Department of Public Works and Highways (DPWH) received the second largest allocation and the highest year-on-year increase—P303.2 billion or an increase of 37.9 percent from P219.9 billion last year. Of this total, P185.8 billion will be allotted for the completion of all national roads by 2016 and all bridges along national roads by 2015. There are also the major Public-Private Partnership (PPP) projects supported by the National Government in the offing, like the Tarlac-Pangasinan-La Union Toll Expressway, the Daang Hari-SLEX Link Project, the NLEX-SLEX Link Connector, the Cavite-Laguna Expressway (CALAX), the Laguna Lakeshore Expressway Dike (LLED), and the NAIA Expressway. Meanwhile, the Department of Transportation and Communication (DOTC) has a budget of P59.5 billion—higher by 21.9 percent in 2015 as compared to last year’s budget of P48.8 billion—from which to fund their own infrastructure programs. These include P10.6 billion for the improvement of the country’s railway systems (including the rehabilitation and extension of the LRT Lines 1 and 2, and the subsidy for MRT 3) and P15.4 billion for the various airport and seaport projects. Lastly, the Department of Agriculture (DA) has a budget of P89.1 billion for 2015—higher by 11.5 percent compared to their 2014 budget of P80 billion—to address a number of agricultural infrastructure programs. With this funding, the DA will be able to construct a number of irrigation projects, farm-to-market roads, and fishery infrastructure projects like fish landings and fish ports. Abad said, “Drafting a national budget that will support our country’s inclusive development means we must not only sustain the rapid growth of our economy but also improve the quality of life for our people. We can do this by creating employment and livelihood opportunities, and by revitalizing employment-generating industries and connecting towns to growth centers.” |

Bank lending growth decelerates in December | ||||||||||

Growth of outstanding loans of commercial banks, net of reverse
repurchase (RRP) placements with the BSP, slowed down to 16.8
percent in December from 20.1 percent in November. Similarly,
the growth of bank lending inclusive of RRPs decelerated to 15.3
percent in December from 19.0 percent in the previous month. On
a month-on-month seasonally-adjusted basis, commercial bank
lending was stable for loans net of RRPs while loans inclusive
of RRPs grew by 0.1 percent. Loans for production activities—which comprised about four-fifths of banks’ aggregate loan portfolio—expanded by 15.4 percent in December from 18.7 percent in November. The continued rise in production loans was driven primarily by increased lending to the following sectors: real estate, renting, and business services (11.8 percent); electricity, gas and water (21.7 percent); wholesale and retail trade (14.2 percent); financial intermediation (19.1 percent); manufacturing (8.2 percent); and, transportation, storage and communication (20.7 percent). Bank lending to other sectors also rose during the month except for public administration and defense, which declined by 3.4 percent. Loans for household consumption continued to expand by 19.9 percent in December from 21.5 percent in November due to the sustained growth in auto loans and other types of loans (i.e., salary loans and personal loans) which offset the slowdown in credit card loans. The Department of Trade and Industry (DTI) is committed to
facilitate the formulation of the 2020 E-Commerce Roadmap, which
is dubbed to be the industry’s blueprint of perfect vision. “The coming years will be bullish for Philippine e-commerce and come 2020, our strategies and plans for the industry will exhibit a 20/20 vision— utterly perfect and accurate,” Undersecretary Prudencio Reyes Jr. declared in the recently concluded E-Commerce Forum. To formulate the roadmap, DTI is set to conduct a series of Technical Working Group (TWG) meetings this year to gather stakeholders and involve them in the process. “It is important to involve everyone [stakeholders] in the process of coming up with the roadmap. Their active involvement is needed to arrive at an accurate and perfect vision of where the industry is and where it ought to go,” Reyes said. Furthermore, Reyes mentioned that the exchange of ideas between and among stakeholders through the TWG meetings holds the most important part of the process, as it is where the industry can identify its true and correct direction. The TWG is divided into the pillars of: (a) information security; (b) data privacy; (c) e-payment; (d) consumer protection; and (e) logistics, aimed to develop e-commerce, bring government transactions to the future, decrease corruption by integrating technology, and facilitate ease of doing business. The DTI initiated the E-Commerce Forum in December 2014 to set the stage toward the formulation of the first Philippine E-Commerce Roadmap. It involved more than 100 distinguished participants from the private and public sectors to guarantee their support. The Philippine e-commerce has been said to be well and alive, growing to about USD 1B or P50B in 2014 and expected to grow to USD 2B by 2015. Manalo, Jr. said during a recent call by a six-member Bangladesh business delegation to the Philippines. Manalo added that the Philippines has a lot to learn from Bangladesh, and vice-versa. The delegation is led by Bangladesh Philippines Chamber of Commerce and Industry (BPCCI) President Rashed Maksud Khan, and composed of top executives of key businesses in Bangladesh. Manalo noted that the Philippines needs to build on sectors such as garments, tourism, and processed food since these employ most of the country’s population. “We come with this business delegation mainly to promote our bilateral trade and investment. We look forward to have good business with the Philippines,” Khan said in an interview at the sidelines of the call. Khan added that the Philippines is a very good potential since it has its own resources, people are highly educated and trained, and known for various products in electronics, media, and service industry. “We want to develop our agriculture with your expertise and knowledge for your people have developed the skills in food production, processing, canning and packaging. to 44 PNP Special Action Force personnel who were Killed in
Police Operation (KIPO) in Maguindanao in recognition of their
“supreme sacrifice” in line of duty. PNP Officer-in-Charge, Police Deputy Director General Leonardo A Espina has approved, for endorsement to Napolcom, the recommendation of the PNP Special Promotion Awards and Decorations Board (SPADB) to confer meritorious promotion (posthumous) to the fallen police commandos killed in a police operation against high–value terrorist targets last Sunday. With this promotion, all financial benefits and pension due to the surviving kin will be computed based on the salary scale of the new rank, Espina said. At the same time, Espina also announced the availability of PNP educational benefits to qualified dependents of the 44 deceased PNP-SAF personnel. This PNP scholarship program is bankrolled by revenue from gun licenses and permits collected by the PNP. During the necrological services on Friday, President Benigno S Aquino III assured widows and orphans of the fallen police heroes of government assistance to alleviate the effect on their lives of the tragic loss. “”Makakaasa rin po kayo: Pipilitin nating bawasan ang agam-agam sa inyong kinabukasan. We wish to correct a misleading and malicious news report on the role of the Presidential Adviser on the Peace Process, Secretary Teresita Quintos Deles, in the unfortunate incident in Mamasapano and the corresponding government response. There is NO TRUTH whatsoever, as alleged by the Daily Tribune in its news story “Noy held back on order to reinforce SAF – source” that came out in its 30 January 2015 issue, that the President called Secretary Deles early in the morning on Sunday, 25 January 2015, to ask her to call the MILF to withdraw its forces. No such phone call was ever made. President Aquino did not call Secretary Deles and, accordingly, there is no truth to the further allegation by the Daily Tribune, which is based on alleged statements from its unidentified sources, that Secretary Deles advised the President to stop the military from sending reinforcement to our beleaguered SAF troopers. No such advice was sought nor given. Secretary Deles was not, ever, a part of any stage of the Marwan operations, nor any other such security enforcement operations. Since 1997, a ceasefire mechanism under the Coordinating Committee on the Cessation of Hostilities, has been put in place to automatically and immediately operate on any sign or report of hostilities between the National Government and the MILF, with no need for Presidential nor Cabinet Secretary level instruction. It bears noting that the above mechanism has been effective, with the ceasefire holding for the last three years, from 2012-2014, with not a single skirmish occurring between the government military and MILF forces. And in this recent tragic and unfortunate clash, the government and MILF ceasefire committees and the IMT immediately worked to restore the ceasefire, which resulted in the disengagement of the two forces and immediate retrieval of the casualties. We appeal to the media to be more circumspect in its reports especially at this time while we grieve over the sacrifice made by our SAF troopers who, as the President has stated, were performing their duty to serve legal warrants of arrest issued by the courts. While we respect and honor the freedom of the media to report to the public, we appeal to their sense of fairness. Never was Secretary Deles asked by Daily Tribune to confirm or deny the allegation of its unnamed source. Unverified, unsubstantiated and false allegations such as this by an unnamed news source -- who we note was not even described as “reliable” by the writer per tradition -- only serve to muddle public appreciation of the issues involved. We hope it was not the purpose of the newspaper or the writer. release of benefits to the families of the 44 members of the
elite Philippine National Police-Special Action Force (PNP-SAF)
who were killed during an encounter with suspected members of
the Moro Islamic Liberation Front (MILF) in Mamasapano,
Maguindanao on January 25, 2015. This was announced by DILG Secretary and NAPOLCOM Chairman Mar Roxas as the DILG and NAPOLCOM jointly expressed their condolences to the families of these valiant police officers who sacrificed their lives while in the performance of their duty. Roxas said that the NAPOLCOM shall facilitate the grant of death benefits to the families of the slain police officers which include gratuity equivalent to one (1) year salary, monthly pension for five (5) years equivalent to 80% of the decedent’s basic monthly pay, and burial expenses equivalent to three (3) months basic salary. The families of the 44 slain SAF members shall likewise receive additional benefit in the form of scholarship grant for the education of their children from elementary to college. “As we have always done in the past, we assure the families of the slain SAF men that they shall receive said benefits the soonest possible time,” Roxas said. Meanwhile, NAPOLCOM Vice-Chairman Eduardo U. Escueta said that the Commission shall also grant medical and hospitalization benefits to the other SAF members who were wounded during the Mamasapano incident. System President and General Manager Robert Vergara told more
than 200 GSIS members and pensioners who attended the first ever
dialogue in this city, that GSIS will continue to implement
policies and programs that are service-responsive and
member-focused. Vergara reported on the key reforms that the System has implemented in the last four years to "be more consultative, transparent and member-focused to regain our members' trust and confidence". Following a review of policies that were perceived to be unfriendly to the interests of its stakeholders, GSIS implemented landmark policies for the greater benefit of its 1.8 million members and pensioners. In particular, the pension fund increased the minimum basic pension of more than 58,000 old-age and disability pensioners to Php5,000 in January 2013. Along with the increase in minimum pension, GSIS revoked the requirement for old-age and disability pensioners to personally appear in GSIS offices to renew their active status. "Except for our pensioners based in the Autonomous Region in Muslim Mindanao (ARMM) and abroad, our old-age and disability pensioners need not come to our offices anymore to renew their status for the continued receipt of their monthly pension." GSIS instead partnered with the National Statistics Office that will now determine the status of pensioners to provide greater convenience for its over 300,000 old-age pensioners. "We also restored the survivorship benefit for the survivors of deceased members who are receiving income or pension from other institutions. This benefit is an earned right and should not be taken away." Vergara said that the restored benefit is applied retroactively to 2009. "Surviving pensioners whose pensions were previously suspended or denied, had their accrued pensions restored and computed retroactively." The pension fund chief also pointed out that GSIS replaced the notorious Claims and Loans Interdependency Policy or CLIP, where the outstanding loan balances of retiring members were unilaterally deducted from their separation or retirement benefits. "Under the Choice of Loan Amortization Schedule for Pensioners or CLASP, we empower our members by giving them a choice in settling their loan balances either in part or in whole through a restructured loan payable in equal installments over a period of three years." In July last year, GSIS also lifted the suspension of employees working in suspended agencies, an unprecedented step taken by the current GSIS Management and Board of Trustees. "We believe that it's wrong for employees to suffer the consequence of their agencies' failure to pay the premiums and loan amortizations of their employees, when these are mandatorily deducted from their salaries." Suspended agencies can now choose from any of three options to restore the loan privileges of their employees: pay their premium delinquencies in full; or restructure their arrears and commit to settling these through a Memorandum of Agreement (MOA) with GSIS; or upon payment of at least 90% of any three consecutive months' premium obligations beginning July 2013, sign an undertaking to enter into a MOA with GSIS for the settlement of its premium deficiencies. As a result, from 315 suspended agencies in 2010, only 91 agencies remain suspended as of the third week of January 2015. Vergara informed the body that GSIS also improved its level of efficiency in posting and collecting members' premiums and loan payments, "from 83% in 2010 to 95% in 2014." The pension fund chief said that GSIS has never been more stable financially. Total assets in 2014 (unaudited figures) reached over Php910 billion. Revenues which includes members' contributions and earnings from investment amounted to more than Php153 billion. "More importantly, the life of the fund is a healthy 34 years, an assurance that GSIS will be there to pay our members' pension throughout the duration of their retired life." The pension fund continues to bring its services closer to its stakeholders by deploying nearly a thousand kiosks nationwide particularly, in provincial capitols, city and municipal offices, DepEd's district offices and selected Robinsons' malls. "We also launched a contact center that our members and pensioners can reach 24 hours, seven days a week. Add to that our 58 service desks in remote areas that our members can visit twice a week for their GSIS concerns." Vergara said that the service innovations the GSIS implemented over the past four years has earned an "excellent" rating under the Anti-Red Tape Act-Report Card Survey administered in 2014 by the Civil Service Commission. The survey rates agency performance and client satisfaction in relation to frontline service delivery. "From a "failed" rating in 2012, our customer service delivery performance improved to an "excellent" rating this year." In closing, Vergara said that in the next one year and a half, GSIS will sustain the momentum in providing responsive service as the System continues to find more ways to uphold the interest of its members and pensioners. |

The Technical Education and Skills Development Authority (TESDA)
threw its support for the passage of a bill revising and
strengthening the country's apprenticeship program. Substitute Bill No. 5303, which provides for a "revised apprenticeship program" was recently approved on second reading at the House of Representatives and awaiting the same action from the Senate. "The main objective of the bill is to reform the existing national apprenticeship program by putting more emphasis on the skills acquisition of the apprentices and give them wider access to employment. The program will likewise provide enterprises with a mechanism to ensure a continuous supply of skilled manpower," the authors of the measure said. TESDA Director General Joel Villanueva said that focus has been more on academic-based learning than on the workplace learning component and occupational component. "Apprenticeship requires skill development in a workplace over a period of time. This is supplemented by learnings from the classroom which leads to the mastery of the skills," Villanueva said. The Apprenticeship Program is part of TESDA's Enterprise-Based Programs being implemented within companies or firms. It is a training and employment program involving a contract between an apprentice and an employer on an approved apprenticeable occupation. Generally, it aims to provide a mechanism that will ensure availability of qualified skilled workers based on industry requirements, according to Villanueva. The period of apprenticeship covers a minimum of three months and a maximum of six months. Only companies with approved and registered apprenticeship programs under TESDA, he said, can hire apprentices. Substitute Bill No. 5303 seeks to repeal Chapters I and II of Title II of Presidential Decree No. 442, as amended, otherwise known as the Labor Code of the Philippines. It sets the duration of the training according to the complexity of the skills to be learned by the apprentices, thereby amending the existing law’s provision that limits the training period to six months only. The bill also introduces a provision that the contributions to the training allowance by government agencies and/or non-government organizations shall be considered in computing the training allowances of apprentices presently placed at seventy-five percent (75%) of the minimum wage. It also provides for the issuance of training certificates to apprentices who have completed the apprenticeship program comparable to the completion of a training program in a Technical Vocational Education and Training (TVET) institutions, and the award of equivalent unit credits in the formal system of education. Likewise, the bill includes a provision on compulsory apprenticeship in certain occupations that shall be determined by the TESDA Board, when national security or requirements of economic development so demand. The bill retains the provision for the incentive of the participating enterprises, which provides an additional deduction from the gross income, instead of taxable income, of one-half (1/2) of the labor training expenses, provided that: a) the employer shall be exempt from the payment of apprenticeship fee, and b) such deduction shall not exceed ten percent (10%) of the training allowance of the apprentices instead of the direct labor wages. Another salient provision requires participating entities in the apprenticeship program to provide a disability and/or accident insurance policy in favor of the apprentices during the apprenticeship period. A mother and her daughter who were former bank officers charged
with large-scale estafa continue to elude justice. Charged by the Department of Justice (DOJ) with 19 counts of large-scale estafa under Presidential Decree No. 1689 and 19 counts of creation of fictitious loans in violation of Section 21 (f)(5) of Republic Act 3591 or the amended Charter of the PDIC before the Regional Trial Court (RTC) of Guagua, Pampanga, Branch 51 were Sylvia R. de Castro and daughter Mary Jane C. Acol, former Assistant Manager and Corporate Secretary and shareholder, respectively, of the closed Rural Bank of Sta. Rita (Pampanga). The cases were based on a complaint by the Philippine Deposit Insurance Corporation (PDIC), Liquidator of RB Sta. Rita, after the conduct of preliminary investigation. Both mother and daughter have remained at large as police authorities in Pampanga have been unable to serve their warrants of arrest to date. PDIC is requesting the public's assistance for any information that may assist in the arrest of de Castro and Acol. Earlier, the DOJ has directed the Bureau of Immigration to issue a lookout bulletin against the accused to discourage them from leaving the country as well as to monitor their movements. The PDIC has requested the court to issue a Hold-Departure Order (HDO) against de Castro and Acol set for hearing on March 3, 2015. The criminal charges alleged that de Castro and Acol conspired, from February 2005 to August 2006, to misappropriate, convert and divert funds of RB of Sta. Rita by creating 19 fictitious loans totaling P5.96 million, through the falsification of commercial documents, and diverting P4.2 million worth of the proceeds of the fictitious loan accounts to Acol's personal bank account. The purported borrowers neither participated in the execution of the loan and commercial documents, nor received the loan proceeds of P4.2 million. The accused filed an Omnibus Motion to remand the cases to the DOJ for preliminary investigation, and recall previously issued warrants of arrest or defer the issuance of warrants of arrest. On October 13, 2014, the RTC denied the accused's Omnibus Motion and directed the issuance of warrants of arrest against both de Castro and Acol. PDIC is authorized to conduct investigations and file appropriate cases against erring bank officials and unscrupulous individuals. PDIC vigorously pursues legal action against erring bank officers, for the benefit of depositors/creditors and to protect the Deposit Insurance Fund (DIF), PDIC's funding source for payment of insured deposits. Among the projects Chairperson Pulido Tan will be remembered for is the Citizen Participatory Audit (CPA) Project launched in 2012 which enabled citizen engagement with the Commission’s work. Within a year of its launch, the CPA won the “Bright Spot” award at the Open Government Summit held in London and has sparked the interest of the United Nations and other Supreme Audit Institutions as the only citizen audit of its kind. More significantly, Chairperson Pulido Tan had been relentless in leading the audit of high impact projects, including the Special Audit of the Priority Development Assistance Fund or pork barrel and the Malampaya Fund. She had been bold in pursuing sensitive issues that have previously been relegated to the background, including enforcing stricter measures in the use of Confidential and Intelligence Fund and disaster-related funds. COA’s excellent and independent audit performance in the almost four years Chairperson Pulido Tan sat at its helm contributed to the Commission’s rise in positive public opinion. COA rose from number 31 in 2012 to number 12 in 2014 in the Makati Business Club’s perception of government performance and received a rating in 2013 of +22, from only +8 in 2009 according to the Social Weather Stations survey of best performing anti-corruption agencies. Chairperson Pulido Tan expressed her thanks to everyone in the Commission, specially to Commissioner Heidi L. Mendoza who Pulido Tan said “was with me from the very beginning, for unselfishly sharing with me her intimate and deep knowledge of the COA and its work, for wholeheartedly supporting me carry out our reform agenda, and for tirelessly and competently working on every assistance I asked of her.” Chairperson Pulido Tan also extended her thanks to Commissioner Jose A. Fabia for “for accepting the challenge to work for a COA all of us can be proud of” and to the Assistant Commissioners and Directors “who dared to break barriers with me, explore uncharted waters, and adopt innovative measures to bring the Commission on Audit to the consciousness and appreciation of our countrymen.” Chairperson Pulido Tan concluded her speech with the same message she gave on her first day in office: “May we not forget that we are but pilgrims on this earth and that we will pass this way only once, so whatever good we can do, let us do it now. Bacolod City, Negros Occidental—While Typhoon Yolanda’s
devastation on November 8, 2013 was worst felt in Leyte and
Samar, the coastal town of Manapla in Negros Occidental also
endured the brunt of the typhoon that fateful morning. In fact, many provinces and towns in Visayas not highlighted in the news in the wake of the typhoon lost lives and livelihoods, greatly affecting fishermen who depend on marine resources for their incomes and daily food supply. Lilibeth Hautea, whose husband lost his fishing boat during the onslaught of Yolanda, is still thankful that none of their family members got hurt while the typhoon batters their coastal Brgy. Tortosa in Manapla—where many of the residents depend their livelihood from the blue swimming crabs raised in the shorelines of the village. Hope after the storm Upon hearing that her husband will soon get a chance to use a brand new boat from their fisherfolk group Tortosa Pumpboat Association (TPA), through the assistance of the Department of Agriculture’s Philippine Rural Development Project (DA-PRDP)—which will finance more than 60% of the association’s P500,000-worth project for the rehabilitation of fishing equipment, Aling Lilibeth could not contain her joy. She said that aside from being brand-new, the boat will be bigger in size from the one they lost during the typhoon—giving them a chance to harvest bigger quantities of blue swimming crabs. Through the DA-PRDP assistance, TPA Chairman Richard Aquino said that the fisherfolk’s association would be able to procure six fishing boats, which will be rented to fisher-members whose boats were damaged during Typhoon Yolanda. Members who will utilize the fishing boats will pay a weekly rent, and after a year they can buy the facility on a depreciated cost. He added that the money earned would be used to buy more fishing boats for the association. TPA has 129 members at present who rely on blue swimming crab harvesting, selling of mangrove plantlets, and food processing, among others. The fisherfolk association is just one of the proponent groups in Visayas that will receive financing grant from DA-PRDP through its enterprise development or I-REAP component. Holistic Rural Development For the whole Visayas, the DA-PRDP—with financial assistance from the World Bank (WB)—will fund at least P2.99 billion worth of infrastructure and marketing support projects, of which a major chunk is focused on the rehabilitation of agri-based livelihoods and infrastructures damaged during typhoon Yolanda and 7.2-magnitude earthquake which struck many parts of the region in 2013. The said amount will be shared through a counter-parting scheme between the DA-PRDP and the Local Government Unit (LGU), with the LGU providing 10% equity for the infrastructure sub-projects they propose, and 20% for the enterprise sub-projects. Ensuring Transparency PRDP Deputy Director Arnel De Mesa explained that tools like Value Chain Analysis (VCA) and Expanded Vulnerability and Suitability Assessment (E-VSA) will indicate where the project should be put in place. A VCA is a tool used to assess the status of a particular industry, the linkages and interplay of the different players along the chain and identify upgrading strategies and interventions that could contribute to the development of the industry. E-VSA, on the other hand, takes account of both agro-climatic data and socio-economic indicators (such as poverty magnitude, poverty incidence, number of farmers and fishers, size of production, area, etc.) as basis in targeting interventions and formulating strategies for investments in an area. Both tools will help identify whether a project is viable or not in a particular province or municipality. Moreover, the Project will utilize geo-tagging as virtual monitoring tool especially for projects in remote and hard to reach areas. Towards Efficiency, Sustainability To ensure the efficient and speedy implementation of the sub-projects proposed under the DA-PRDP, the National Project Coordination Office (NPCO) and WB were in Negros Occidental last week to review pilot projects proposed by the province. The team aims to address concerns and problems encountered by the LGUs, as well as ensure that the projects are properly planned and implemented. WB Task Team Leader for PRDP Carolina Figueroa-Geron urged TPA members to utilize the project properly so they can still have a chance to propose for more sub-projects in the future. She also lauded the natural resource management activities of the group such as maintaining a mangrove area along the shoreline, which in turn they use as alternate livelihood source. Members sell their mangrove plantlets at P5 minimum, depending on the maturity of the plant. The members also testify that they do not harvest pregnant crabs, in spite the lure for higher price. Mr. Aquino said that there is an ordinance in Manapla that bans fisherfolk to catch pregnant blue crabs. While they can earn much more in selling these crabs, they rather put them back in the waters and let them propagate for more blue crabs in the future. Building blocks Aside from the I-REAP sub-projects, a major part of the DA-PRDP funds also finance infrastructure development aptly called the Intensified Building-Up of Infrastructure and Logistics for Development (I-BUILD). Visayas has proposed at least P2.1 billion worth of 35 farm-to-market roads under the component. De Mesa also encouraged LGUs to undertake projects like irrigation that can support high value crops and potable water systems that can provide clean drinking water for rural communities. For the enterprise sub-projects or I-REAP, Visayas has already proposed 14 sub-projects worth P86.5 million, a part of which is the Rehabilitation of Fishing Equipment for Blue Swimming Crab Enterprise for TPA. Strong LGU and DA partnership The DA and the WB also commended the provincial government of Negros Occidental for having established a Provincial Project Management and Implementation Unit (PPMIU) in July last year. So far, all provinces in Visayas have established their own PPMIU office, which is tasked to coordinate with the DA in undertaking and monitoring sub-projects under the PRDP. GEF initiatives A significant component of the PRDP is the natural resource management of the Global Environment Facility (GEF) sites identified in the country, of which three of the six sites are in Visayas including—Southeast Iloilo, Danajon Bank in Bohol, and Guian Coast in Eastern Samar. Together with the P20.5 billion loan from the WB to support the DA-PRDP, P287 million was extended as grant to support natural resource management activities in the above-mentioned areas. Through the GEF grant, communities will be trained and capacitated to conserve, protect and revive marine protected areas, fish sanctuaries, and other biodiversity areas. PRDP is a six-year rural development project that aims to increase incomes or rural farmers while improving the country’s economy through agri-based initiatives.
