1. SOLCOM, to intensify anti-insurgency campaign
“Balik Pamayanan” program

LUCENA CITY, Quezon, Feb. 13 (PIA) – The Southern Luzon
Command (SOLCOM) will intensify its anti-insurgency campaign in South Luzon
area through the “Balik Pamayanan” program.
“Because of the program, more rebels continue to return to the
fold of law,” Lt. Gen. Ronnie Ordoyo made the remark during the command’s 27th
founding anniversary held recently at Camp Guillermo Nakar, this city.
The government programs that have been delivered to far-flung
barangays successfully win back the minds of the rebels to abandon armed
struggle after realizing the hopelessness of engaging in armed violence and
terrorist acts, Ordoyo said.
With this year’s anniverssary theme, SOLCOM: “Dalawampu’t Pitong
Taon na Kaagapay ng Sambayanan Tungo sa Tagumpay at Karangalan,” the SOLCOM
handed recognitions to people who have significantly contributed to the
command’s accomplishment of its mission over the years.
The awardees are: Quezon Governor David Duarez; Batangas
Governor Rosa Vilma Santos Recto; Albay Governor Jose Ma. Clemente Salceda;
Quezon 4th District Representative Angelina De Luna-Tan; Occidental Mindoro

1. RHPU 4A seminar
focuses on anti-carnapping/hijacking operations

MARTIRES CITY, Cavite, Feb. 12 (PIA) – The Regional Highway Patrol Unit (RHPU)
4A hosted recently a one-day seminar that emphasized on carnapping and
anti-carnapping/hijacking operations held at Mayo’s Hall of Camp General
Pantaleon Garcia, Imus City.
The
seminar was attended by 89 police personnel from the different police stations
in the province.
Police
Chief Inspector Peter NG Dionisio, intelligence chief of Calabarzon Highway
Patrol Group (HPG) explained during the seminar that anti-carnapping operations
was instituted to deal on the procedure in the investigation of carnapping
incidents, address the modus operandi of carnappers and detect carnapped
vehicles, fake plate numbers, LTO documents and plate classification.
On
the other hand, Police Sr. Supt Peter Dulnuan Guibong, HPG regional chief
discussed the overview and statistics on carnapping.
Moreover,
Attorney Judy S. Lopez, Cavite PPO legal officer,
deliberated the laws pertaining to Anti-Carnapping, like PD Nos. 1612 and 532,
RA 4136 and the elements of pertinent laws to be implemented. Atty. Lopez
elaborated on the so called “Vehicle Information Management System”
and how criminals breached the anti-carnapping barriers.

one day seminar was facilitated by Police Sr. Supt Joselito Teodoro Esquivel,

2. Cavite librarians holds general
assembly,
elects new set of officers

TRIAS, Cavite, Feb. 12 (PIA) –About 240 registered and teacher librarians from public and private colleges
and universities in the province of Cavite gathered
recently at the audio-visual room of the municipal hall to discuss various
programs and projects and elect a new set of officers.
The
assembly, with the theme “The Vision of K-12 in the Library Programs,” was
initiated by the Cavite Librarians Association, Inc., (CLASS) in cooperation
with the local government.
Dr.
Regi Rex Tosco of the Department of Education (DepEd) Cavite division office
led the discussion on the management of libraries in the province. He urged the
librarians to do their best in providing quality service to clients most
especially to the students.
After
the forum, the CLASS members elected a new set of officers. They are: Reden
Cruzado of San Sebastian College Recoletos, president; Leonila Costa of Cavite
State University (main), vice president; former CLASS president and current
chief of provincial library Concepcion Villanueva, secretary; Esmeralda
Arvinzon of the National College of Science and Technology, treasurer; and
Marissa Dimaranan, General Trias municipal librarian, auditor.
The
Municipal Library of Gen. Trias affiliated with the National Library of the
Philippines is recognized by the Philippine Librarians Association, Inc. The
municipal library has been very helpful to students and constituents in
providing free access to its collection of printed materials and different

LUNGSOD NG BATANGAS, Peb. 10 (PIA) –Iprinisinta kamakailan ng World Wide Fund for Nature (WWF) Philippines ang resulta ng
isinagawang Business Risk Assessment and Management of Climate Change Impacts Study sa lungsod.
Sinabi ni Jose Maria Lorenzo Tan, chief executive officer at
vice chairman ng Board of Trustees ng WWF-Phillipines, na isa ang Calumpang
River sa mga dapat tutukan at bigyang pansin ng lungsod upang maiwasan ang
pag-apaw nito na maaaring maging dahilan ng pagbaha.
“Silted na ang Calumpang River kung kaya't kinakailangan ng
magsagawa ng dredging upang maiwasan ang pagbaha,” sabi ni Tan.
Maging ang mga daluyan ng tubig sa Batangas Port, ayon kay Tan,
ay kinakailangan ng ma-retrofit upang kahit tumaas ang sea level ay hindi
makaka-apekto sa lungsod.
“Bagama't malaking bahagi ng lungsod ang protektado sa kanlurang
bahagi nito, kinakailangan maging pro-active pa din upang maging handa sa
anumang kalamidad at maiwasan ang nangyari sa Tacloban City noong nagdaang taon,”
sabi ni Tan.
Idinagdag pa nito na mahalaga ang pagkakaroon ng land use
regulation at self-sufficiency sa pagkain at tubig.
Lumabas sa resulta ng pag-aaral ng WWF na ang lungsod ng
Batangas ay may 5.65 na puntos at isa sa may pinakamababang climate change
vulnerability.
Nauna rito, nagsagawa ng workshop ang WWF-Philippines noong
Setyembre 18, 2013 upang balangkasin ang climate change adaptation plan at
nagdaos ng scenario building exercises upang makita ang mga problema sa susunod

President Benigno S. Aquino III has declared February 13, which falls on a
Thursday, as a special non-working day in the Paranaque City in celebration
of its 16th cityhood anniversary.
The Chief Executive issued the declaration by virtue of Proclamation No.
715 signed by Executive Secretary Paquito N. Ochoa Jr. on February 7, to
give the people of Paranaque City the full opportunity to celebrate and
participate in the occasion
On February 13, 1998, Parañaque was made into a chartered city by virtue of
Republic Act No. 8507.
The name "Parañaque" is derived from the phrase "para na aque," which was
commonly used in the past when people wished to disembark from kalesas

Long enduring Mindanao
peace at hand with people’s collective effort, says Aquino |

DAVAO CITY: A lasting peace is at hand in Mindanao with the signing of
several components of the Framework Agreement on the Bangsamoro, President
Benigno S. Aquino III said on Wednesday, as he rallied people’s support for
the peace initiative to make it successful in the long term.
“Pagkatapos nating sunod-sunod na nalagdaan ang mga bahagi ng Framework
Agreement on the Bangsamoro, abot-kamay na natin ang ganap na pagtutuwid ng
sistema sa rehiyong ito, at ang permanenteng pagbabago sa Lupang Pangako,”
the President said in his message during the 2nd Autonomous Region in Muslim
Mindanao (ARMM) Local Government Units (LGUs) Summit on Governance and
Development.
The President underscored the spirit of volunteerism and collective effort
of the people in attaining a lasting peace in Mindanao. He added that the
current leadership of the Autonomous Region in Munslim Mindanao did a lot of
sacrifices as the region transitions into another phase of its history.
“Ang pinamagandang payo na natanggap ko ay, ‘We win when we think of how the
other can win, instead of how we can win,’” he said.
Mindanao starts to move to a new era of better governance towards an
improved society, the President said, noting the region is now able to free
itself from repeating the errors of the past.
“Nananabik na po tayo sa araw na maipasa na ang Bangsamoro Basic Law, upang
tuluyan na ngang mabuksan ang bagong kabanata ng kasaysayan sa Muslim
Mindanao.”
The President thanked the leadership of ARMM Gov. Mujiv Hataman for carrying
out reforms in the region, calling him the ARMM’s “ghost buster.”
The only hurdle in Mindanao’s quest for long enduring peace are the doubts
and fears of the people to commit the same mistakes that happened in the
past, he said.
This is the reason, he said, why he calls on the people to give peace a
chance in Mindanao.
“Makakaasa po kayong sa bawat kasunduang ating nilalagdaan ay nakataya ang
aming dangal at pangalan. Hinihimok ko po kayong tumaya rin sa pag-asang
makakamit natin ang malawakan at ganap na pagbabago sa ARMM. Tiyakin po
nating hindi na tayo babalik pa sa dilim ng nakaraan—totoong maliwanag na
kinabukasan po ang inyong matatanglawan,” the President said.
And as he steps down from power more than two years from now, the President
said the people of Mindanao will choose new leaders who will guide them in
the right direction, he said. He added that while he returns to private
life, he will be willing to support the development of the region.
The second ARMM local government summit aims to highlight the role of ARMM
LGUs in the Mindanao peace process and in preparations for disaster
management, mitigation and response.
The ARMM leadership hopes that through the summit, it could strengthen LGUs
on disaster risk management and prevention down to the lowest level.
“Strengthening Regional Stakeholders’ Partnership towards Revitalized ARMM

Palace: Government taking steps to ensure
availability of LPG at reasonable prices |

The government is taking steps to ensure the availability of liquefied
petroleum gas (LPG) at reasonable prices, Malacañang reassured the public
Wednesday.Presidential Communications Operations Office head Herminio
Coloma Jr. said there are established procedures for dealing with price
movements under a deregulated industry.
"May prosesong sinusunod sa price movements ... Ang mahalaga ay tiyakin
ang availability of supply and reasonable prices following the law (There
are procedures to be followed in dealing with price movements. What is
important is to ensure the availability of supply and reasonable prices
following the law)," Coloma said at a media briefing.
He added it is the duty of the government to get a clear picture of the
situation and come up with the proper solution.
Coloma's reassurance came amid reports that LPG prices may go up by P5
per kilo with the decommissioning of an LPG import terminal in Batangas.
Earlier reports indicated the terminal's closure resulted in a supply

President Aquino reports on
gains of ARMM reform initiatives |

(DAVAO CITY) The government was able to improve the
conditions of the Autonomous Region in Mindanao (ARMM) with its new
leadership from major infrastructure to agriculture and peace and order,
President Benigno S. Aquino III said during a local government summit here.
Speaking before the participants of the 2nd ARMM LGU Summit on Governance
and Development here at the Waterfront Insular Hotel, the President said the
new ARMM leadership successfully fought corruption, improved public service,
and maintained peace and order.
“Ngayon, narito na nga po tayo, at tinatamasa na natin ang ilang mga
tagumpay, na gaano man kahirap, ay sama-sama nating sinikap abutin,” the
President said.
With the implementation of the synchronized election in the ARMM, the
government reduced the number of precincts registering failure of election.
The President reported that in the 2007 elections, there were 17
municipalities in ARMM that declared failure of election. This is a huge
improvement since there is only one polling precinct that reported a failure
of election during the 2013 polls, he said.
Election-related violence also dropped, he said, citing reports from the
Philippine National Police (PNP). In 2010, the PNP reported 33 incidents of
violence, but in 2013 there were only six cases.
The region also had huge improvements in terms of healthcare, he said. In
2013, the President said the DOH-ARMM reported 45,659 pre-natal visits of
pregnant women, 36,876 for post-pregnancy, and 14,179 babies undergoing
newborn screening.
There is also a big number of poor families receiving government support
under the Pantawid Pamilyang Pilipino Program, he noted. In 2014 there are
389,656 households in ARMM that are enrolled in the program.
“Samakatuwid, mas marami nang kabataan sa inyo rito ang nababantayan ang
edukasyon at kalusugan, at mas nabibigyan ng pagkakataon sa mas maliwanag na
kinabukasan,” he said.
Many areas in Mindanao are now receiving better healthcare and education
similar to those being enjoyed by other areas in the country, he said.
Investors’ confidence is also high in the region, the President noted. Based
on the report by ARMM Gov. Mujiv Hataman, 2013 investments reached P1.46
billion. This is 157 percent higher compared to the P569 million posted in
2012.
Parts of these investments include the 9 million liter oil depot at the Port
of Polloc in Maguindanao that is expected to reduce the price of oil in
central Mindanao, he said.
The Office of the Regional Treasurer and other agencies also improved in
collecting fees in 2013 with P1.25 billion surpassing the P1.24 billion
target for that year.
“At tiwala naman po tayo sa paggugol sa pangunguna ni Governor Hataman. Kaya
hindi lang dumami na ang koleksyon, malalagay pa sa tamang kalalagyan. Kaya
talaga hong paangat na nang paangat ang ARMM,” the President added.
Under the Payapa at Masaganang Pamayanan (PAMANA) and ARMM partnership, the
government allocation reached P1.49 billion for 2013, according to an ARMM
briefer.
PAMANA is a government peace and development framework aimed at
strengthening peace building, reconstruction and development in
conflict-affected areas.
Among ARMM’s partner agencies include the Department of the Interior and
Local Government, the Department of Social Welfare and Development, Bureau
of Fisheries and Aquatic Resources, and the Department of Environment and
Natural Resources.
For this year, the allocation for ARMM’s projects, in cooperation with its
partners is P2.66 billion. Among ARMM’s partners include the DSWD, the

Palace reassures families of victims in
Bontoc bus tragedy of insurance benefits |

Malacañang on Wednesday reassured families of fatalities in last week's
deadly bus accident in Mountain Province that they would get insurance
benefits from the bus firm even if the vehicle was found to be a "colorum."
Presidential Communications Operations Office Secretary Herminio Coloma Jr.
said he got the assurance from Land Transportation Franchising and
Regulatory Board head Winston Ginez, who had coordinated with owners of G.V.
Florida Transport Inc.
"Kinausap ko si Chairman Ginez at tiniyak niyang matatanggap ng pamilya ng
nasawi ang benefits... Manggagaling ito sa tuwirang financial assistance
mula sa G.V. Florida Transport Inc. at mula sa kumpanya ng insurance (I
talked to Chairman Ginez and he assured the families would get their
insurance benefits as assistance from G.V. Florida Transport and from the
insurance company)," Coloma said a media briefing.
He said this is in reply to reports that the families of the victims are
concerned they may not get assistance from the bus firm following the
accident.
At least 15 people were killed after the G.V. Florida Transport bus fell
into a ravine in Bontoc, Mountain Province.

Office head Herminio Coloma Jr. maintained the investigation into the
multibillion-peso mess will depend on the evidence.
"Walang tinutukoy o sini-single out na kahit sinong individual dahil ang
pinagbabatayan ay ebidensya (Nobody is being singled out because we are
basing the investigation on the evidence)," Coloma said at a media briefing.
He added the Department of Justice will continue to evaluate all evidence
and information on the matter.
Coloma also said that while there is a sense of urgency in investigating
the scam, the Department of Justice follows the guideline of acting on the
basis of evidence.
Meanwhile, Coloma said Vice President Jejomar Binay and Justice Secretary
Leila de Lima maintain cordial ties as shown by their conduct during the
Cabinet meeting on Tuesday.
He said Binay and de Lima, who have expressed differences of opinion on
the PDAF row, appeared to discuss the matter amicably.

President Benigno S. Aquino III has directed Cabinet members to be proactive
in delivering front-line services that will assist Filipinos in provinces
where there is a high incidence of poverty, a Palace official said on
Wednesday.
"The main agenda for the Cabinet meeting yesterday were the action plans on
jobs creation, social protection and poverty reduction presented by the
departments comprising the Cabinet's human development and poverty reduction
cluster (HDPRC)," Presidential Communications Operations Office Secretary
Herminio “Sonny” Coloma Jr. said in a statement during the regular press

The President had ordered to intensify programs on job creation and social
protection in the most needy and vulnerable provinces, Coloma said.
Coloma said Economic Planning Secretary Arsenio Balisacan presented to the
Chief Executive a mid-term assessment of the government's performance
vis-a-vis the targets and objectives of the Philippine Development Plan (PDP).
Balisacan reported to the Chief Executive that the government is on track
with respect to its economic targets but it lags with respect to social
outcomes, Coloma said.
"Growth in gross domestic product at 7.2 percent in 2013 is within the 7 to
8 percent annual growth target. Fixed capital formation has also been on the
uptrend, reaching 21.1 percent in 2013 or just a shade below the 22 percent
target," Coloma said.
Unemployment rate was 7.1 percent in 2013 compared to the forecast range of
6.8 to 7.2 percent," Coloma said.
"In consonance with the Millennium Development Goals, the aspiration is to
decrease poverty incidence by half, from 33.2 percent in 1991 to 16.6
percent by 2015. Latest figures (meaning 2012, these are the latest full
year figures) show that poverty incidence has been reduced to 25.2 percent,"
Coloma stressed.
The Cabinet cluster on human development and poverty reduction recommended
for the implementation of strategies with spatial and sectoral dimensions to
ensure attainment of inclusive growth.
"Hence, the cluster mapped out specific interventions targeted at addressing
the needs of the people in provinces with the most number of poor households
(and these are known as the Category 1 provinces), provinces where the
proportion of poor households is high (Category 2), and provinces exposed to
multiple hazards (Category 3)," Coloma said.
"With respect to these three categories, let me just state that the
objective for Category 1 provinces is to create more economic opportunities;
for Category 2, enhance mobility of labor and goods; and for Category 3,
increase resilience since they are most vulnerable to disasters," he said.
According to Coloma, Trade Industry Secretary Gregory Domingo said that the
Department of Trade and Industry will focus on increasing the country's
competitiveness in industry sectors with high employment multipliers such as
shipbuilding, food processing, furniture, chemicals, automotive, copper and
copper products, electronics and garments.
"Continuing support will be given to the IT-BPM sector that has been a
consistent generator of new employment opportunities. DTI will also pursue
initiatives in further improving the ease of doing business and lowering
power costs to enhance employment and job creation," Coloma said.
"Labor and Employment Secretary Rosalinda Baldoz said that through
convergence programs in 30 priority provinces, (these are the provinces in
Categories 1, 2 and 3), Department of Labor and Employment (DOLE) will
facilitate job matching and placement of jobseekers," Coloma said.
Coloma said the DOLE is working closely with Commission on Higher Education,
Technical Education and Skills Development Authority, Department of Science
and Technology and Professional Regulation Commission, along with a network
of school administrators, guidance counselors, and career advocates, in
intensifying programs on job creation.
In line with ASEAN integration, Coloma said the DOLE is also promoting the
mobility of professionals in up to 46 professions through mutual recognition
agreements or MRAs with other countries.
"TESDA's work scholarship program aims to develop skill sets and
competencies that will match available and potential job opportunities that
are focused on the following sectors: agro-fishery and agro-industrial;
manufacturing (the manufacturing sectors I already mentioned the DTI
portion), tourism, IT-BPM, infrastructure and housing, and logistics,"
Coloma said.
On social protection, Coloma said Vice President Jejomar C. Binay reported
that the Housing and Urban Development Coordinating Council is targeting to
provide 561,932 families with housing assistance estimated to cost P103.1
billion from 2014 through 2016.
The HUDCC identified the informal settler families, calamity victims and
low-salaried government employees as the three priority sectors.
Coloma said Social Welfare and Development Secretary Corazon Soliman
reported that families presently being supported by the Pantawid Pamilyang
Pilipino Program will be given sustainable livelihood opportunities and

Ang deklarasyon ay ginawa ng Pangulong Aquino sa pamamagitan ng Proklamasyon
Blg.715 na nilagdaan ni Kalihim Tagapagpaganap Paquito M. Ochoa, Jr. noong
Pebrero 7 upang bigyan ng pagkakataon ang mga mamamayan ng Lungsod ng
Paranaque na makiisa at lumahok sa mga programa at seremonyang idaraos
kaugnay ng araw ng pagtatatag ng lungsod.
Pebrero 13, 1998 naging isang lungsod ang bayan ng Paranaque sa pamamagitan
ng Batas ng Republika Blg. 8507.
Ang pangalang Paranaque ay kinuha sa salitang para na aque, na siyang
karaniwang salitang bukambibig ng mga tao, lalo na nang panahong sakop ng

hanggang kapayapaan sa Mindanao matapos malagdaan ang ilang babagi ng
Framework Agreement on the Bangsamoro sabi ng Pangulong Benigno S. Aquino
III Miyerkoles kaalinsabay ng panawagang makiisa ang taong bayan upang
magtagumpay ang sinisikap na makamtang tunay na kapayapaan.
“Pagkatapos nating sunud-sunod na malagdaan ang mga bahagi ng Framework
Agreement on the Bangsamoro, abot-kamay na natin ang ganap na pagtutuwid ng
sistema sa rehiyong ito, at ang permanenteng pagbabago sa Lupang Pangako,”
sabi ng Pangulo sa mensahe niya sa 2nd Autonomous Region in Muslim Mindanao
(ARMM) Local Government Units (LGUs) Summit on Governance and Development.
Binigyang diin ng Pangulo ang diwa ng bayanihan at sama-samang pagsisikap ng
sambayanan upang makamtan ang walang hanggang kapayapaan sa Mindanao.
Idinugtong niya na ang kasalukuyang mga lider ng Autonomous Region in Muslim
Mindanao ay nagpakasakit tungo sa paglipat sa panibagong yugto ng kasaysayan.
“Ang pinakamagandang payo na natanggap ko ay 'We win when we think of how
the other can win, instead of how we can win' (Nagtagumpay tayo kung naiisip
natin kung paano magtatagumpay ang iba, sa halip na kung paano tayo
magwawagi.)” wika ng Pangulong Aquino.
Sinabi ng Pangulo na ang Mindanao ay nagsimula nang tumahak sa isang bagong
panahon nang higit na mabuting pamamahala para sa pinabuting lipunan at
idinugtong na napalaya na ng rehiyon ngayon ang sarili sa pag-ulit sa mga
pagkakamali ng nakalipas.,
“Nananabik na po tayo sa araw na maipasa na ang Bangsamoro Basic Law upang
tuluyan na ngang mabuksan ang bagong kabanata ng kasaysayan ng Muslim
Mindanao,” dagdag pa ng Pangulo.
Pinasalamatan ng Pangulo ang liderato ni Goberndor Mujiv Hataman ng ARMM sa
paggawa ng mga reporma sa rehiyon at tinawag niya ang Gobernador na “ghost
buster” ng ARMM.
“Ang tanging hadlang sa hangarin ng Mindanao na
kapayapaang magtatagal ay ang mga pag-aalinlangan at pangamba ng mga tao na
magawa uli ang mga katulad na pagkakamaling nangyari nang nakalipas,”
mariing wika ng Pangulo.
Tahasang sinabi ng Pangulo na ito ang dahilan kaya
nananawagan siya sa taong bayan na bigyan sana ng pagkakataong mamayani ang
kapayapaan sa Mindanao.
“Makaaasa po kayong sa bawa’t kasunduang ating nilalagdaan ay nakataya ang
aming dangal at pangalan. Hinihimok ko po kayong tumaya rin sa pag-asang
makakamit natin ang malawakan at ganap na pagbabago sa ARMM. Tiyakin po
nating hindi na tayo babalik pa sa dilim ng nakaraan—totoong maliwanag na
kinabukasan po ang inyong matatanglawan,” pahayag ng Pangulo.
Ayon sa Pangulo, sa pagbaba niya sa tungkulin
mahigit na dalawang taon mula ngayon, pipili ang mga mamamayan ng Mindanao
ng mga bagong lider na gagabay sa kanila sa tamang direksiyon. Idinagdag
niya na bagaman babalik na siya sa pribadong buhay, nakahanda pa rin siyang
suportahan ang pagpapaunlad sa rehiyon.
Ang ikalawang ARMM Local Government Summit ay
naglalayong bigyang tingkad ang papel ng mga LGUs ng ARMM sa proseso ng
kapayapaan sa Mindanao at sa paghahanda sa pagharap sa mga kalamidad, kung
paano mababawasan ang pinsala nito at ang mga hakbang na dapat gawin para
saklolohan ang taong bayan.
Umaasa ang liderato ng ARMM na sa pamamagitan ng “summit” na ito,
mapalalakas ang mga lokal na pamahalaan upang magampanan nila ang pagharap
sa kalamidad at maiwasan ito hanggang sa pinakamababang lebel.

Ginagawa na ng pamahalaan ang karampatang mga hakbang
upang matiyak na may mabibiling liquefied petromeum gas (LPG) sa
makatuwirang presyo, pagtitiyak ng Malacanang sa madla Miyerkoles.
Sinabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications
Operations Office na may mga sinusunod nang kalakaran kaugnay ng presyo ng
LPG na isang deregulated industry.
“May prosesong sinusunod sa price movements. Ang mahalaga ay tiyaking
mayroong mabibili sa makatuwirang presyo nang alinsunod sa batas,” paliwanag
ni Coloma sa pulong balitaan sa Malacanang Miyerkoles.
Idinugtong ni Coloma na tungkulin ng pamahalaan na kunin ang malinaw na
larawan ng sitwasyon at nang makagawa nang ankop na solusyon.

(LUNGSOD NG DAVAO) Napabuti na ng pamahalaan ang
kalagayan sa Autonomous Region in Muslim Mindanao (ARMM) sa larangan ng
pagsasaka hanggang sa kapayapaan at katahimikang pambayan sa ilalim ng
bagong pamunuan nito, sabi ng Pangulong Benigno S. Aquino III sa idinaos na
Local Government Summit dito Miyerkoles.
Sa pagsasalita sa mga kalahok sa 2nd ARMM LGU Summit on Governance and
Development na idinaos sa Waterfront Insular Hotel, binigyang diin ng
Pangulo ang matagumpay na pagbaka ng bagong liderato ng ARMM laban sa
katiwalian, kasabay ng pinag-ibayong paglilingiod sa taong bayan at
pagpapanatili ng katahimikan at kaayusang pambayan.
“Ngayon narito na nga po tayo at tinatamasa na natin ang ilang mga tagumpay
na gaano man kahirap ay sama-sama nating sinikap abutin,” wika ng Pangulo.
Sa pagpapatupad ng synchornized election sa ARMM, nabawasan ng pamahalaan
ang bilang ng mga presintong nagtatala ng "failure of election."
Iniulat ng Pangulo na noong halalan ng 2007, may 17 bayan sa ARMM ang
nagdeklara ng pagkabigo ng halalan. Malaking pagbabago ang nangyari noong
halalan ng 2013 dahil iisang presinto lamang ang nag-ulat ng “failure of
election,” ayon sa Pangulo.
Ang mga kaguluhang likha ng halalan, sabi ng Pangulo, bagay sa report ng
Pambansang Pulisya noong 2010, umabot sa 33 ang bilang ng karahasang naganap,
samantalang noong 2013, aanim ang karahasang naiulat na nangyari.
Malaking pagbabago rin ang nangyari sa pangangalagang pangkalusugan
sapagka’t noong 2013, iniulat ng DOH-ARMM na kabuuang bilang na 45,659
babaing nagdadalang-tao ang nagpatingin, 36,876 naman sa post pregnancy at
14,179 sanggol naman ang idinaan sa newborn screening.
Marami ring pamilyang maralita ang nakatanggap ng tulong sa Programang
Pantawid Pamilyang Pilipino para sa mga maralita, ayon sa Pangulo at
idinugtong na ngayong 2014, aabot sa 389,656 tahanan naman sa ARMM ang
nakalista ngayon sa programang ito.
“Samakatuwid, mas marami nang kabataan sa inyo rito ang nababantayan ang
edukasyon at kalusugan at mas nabibigyan ng pagkakataon sa mas maliwanag na
kinabukasan,” sabi pa ng Pangulong Aquino tungkol sa programang ito na
ipinatutupad sa buong bansa.
Binanggit din ng Pangulo ang malaking pagtitiwala sa rehiyon ng mga imbestor
at tulad nang sinabi ni Gob. Mujiv Hataman ng ARMM, umabot sa P1.46 bilyon
ang puhunan sa
ARMM noong 2013 na mataas nang 157 porsiyento kung ihahambing sa P569 milyon
lamang noong 2012. Kabilang dito ang puhunan sa 9 na milyong oil depot sa
Port of Polloc sa Maguindanao na inaasahang magpapababa ng presyo ng langis
sa Mindanao.
“At tiwala naman po tayo sa paggugol sa pangunguna ni Gob. Hataman. Kaya
hindi lamang dumami ang koleksiyon, malalagay pa sa tamang kalalagyan. Kaya
talaga pong paangat na nang paangat ang ARMM,” wika pa ng Pangulo.
Ang PAMANA ay balangkas ng kasunduan sa kapayapaan at kaunlaran na ang pakay
ay patatagin ang katahimikan, rekostruksiyon at kaunlaran sa mga pook na
apektado ng ligalig.
Katuwang ng ARMM sa mga proyektong ito ang mga Kagawaran ng Interyor at
Lokal na Pamahalaan, Kagawaran ng Kagalingang Panlipunan at Kaunlaran,
Bureau of Fisheries and Aquatic Resources at Kagawaran ng Kapaligiran at
Likas na Kayamanan.
Sa taong ito, ang alokasyon sa mga proyekto ng ARMM sa tulong ng mga
kabalikat na kagawaran ng pambansang pamahalaan ay P2.66 bilyon. PND (as/zaf)

assistance mula sa G.V. Florida Transport Inc., at mula sa kompanya ng
seguro bilang tulong sa mga pamilya,” sabi ni Coloma sa pulong balitaan sa
Malacanang Miyerkoles.
Sinabi ni Coloma na ito ang sagot sa mga report na nababahala ang mga kaanak
ng mga nasawi sa sakuna dahil baka wala silang makuhang tulong buhat sa
kompanya ng bus kaugnay ng malubhang sakunang nangyari.
May 15 katao ang namatay nang mahulog sa bangin ang isang bus ng G.V.
Florida Transport sa Bontoc, Mountain Province.
“Inaasikaso na ni Chairman Ginez ang bagay na ito,” dugtong pa ni Coloma.

katiwalian, ang Kagawaran ng Katarungan ay umaalinsunod sa tuntuning paggawa
ng hakbang batay sa mga katibayan.
Samantala, sinabi ni Coloma na nananatiling maayos ang samahan ni Bise
Presidente Jejomar Binay at Kalihim Leila de Lima ng Katarungan tulad nang
nasaksihan niya sa pulong ng Gabinete noong Martes.
Sinabi ni Kalihim Coloma na maaaring magkaiba ng paninindigan sina Binay at
De Lima tungkol sa PDAF, nguni’t mahinahon naman nilang tinalakay mandin ang
bagay na ito.

Magandang umaga po uli sa inyong lahat.
Hunyo po noong 2012 nang huli tayong magbuklod para sa unang ARMM Convention
on Local Governance. Idiniin po natin noon ang halaga ng mabuting pamamahala—ang
paggalang sa isa’t isa, ang katapatan, at ang paninindigan sa anumang usapan.
Nagkaisa po tayo: Ang mga prinsipyong ito ang magiging susi sa epektibong
pamumuno sa ARMM.
Sa muli po nating pagtitipon, pagkalipas ng mahigit isang taon at pitong
buwan, muli nating pinapatunayan: Ang mga prinsipyong ito ay hindi lamang
inilista sa tubig; ipinapakita nating mayroon tayong isang salita—tunay po
nating isinasabuhay ang mabuting pamamahala.
Sa pagtutulungan ng lokal at pambansang pamahalaan, naisasakongkreto na
natin ang mga planong pangkaunlaran. Tiwala po tayo: Ang maayos nating
ugnayan, kaakibat ang pakikiisa ng mamamayan, ang tulay upang makamit ang
potensyal ng Lupang Pangako, at magdudulot ng malawakang pagbabago sa
Mindanao.
Ang tanong nga po: Ano ba ang sitwasyon noon, at saan na nga ba tayo dinala
ng tuwid na daan ngayon?
Matagal na panahong napiit sa katiwalian at karahasan ang rehiyong ito.
Tuwing eleksyon noon, nababalot ng pangamba at takot ang mga taga-ARMM dahil
sa paghahari-harian ng iilan. Imbes na maisabuhay ang diwa ng demokrasya,
naging halimbawa ang inyong rehiyon sa kung paanong maaaring tupukin ng
sistemang padrino ang kalayaan at mga karapatang ipinaglaban ng ating mga
ninuno.
Tila naging kultura na ang kasakiman—ang serbisyong panlipunan, nagiging
serbisyong pang-iilan. ‘Di po ba’t nakakapagtaka, na sa kabila ng
kasaganahan sa natural na yaman, ay maraming mga taga-ARMM ang iniwang uhaw
sa pagkalinga at gutom sa karunungan? Kahit pa taon-taong naglalaan ng
malaking pondo para sa kapakanan ng rehiyon, para bang bulsa lang ng iilang
gahaman ang nakinabang sa pinagpawisang pera ng taumbayan.
Ngayon, narito na nga po tayo, at tinatamasa na natin ang ilang mga tagumpay,
na gaano man kahirap, ay sama-sama nating sinikap abutin. Isa po sa mga
unang hakbang natin tungo sa kaayusan ay ang pagsasabay ng ARMM election sa
national at local elections. Ang tanong nga po ng ilan: Bakit ba natin
kinailangang gawin ito? Alam ko pong batid ng marami sa atin ngayon dito ang
bangungot na hatid ng mga nagdaang eleksyon sa ARMM. Mga imahen ng gurong
nangangatog at akap ang balota habang pinaliligiran ng mga armadong tauhan
ng politiko; ang amoy ng pulburang nagmumula sa lugar ng botohan at presinto;
mga hiyaw at iyak ng botanteng dinidiktahan at pinagbabantaan ang buhay—kayo
po sigurong mga nakakaranas nito ang pinakamainam na sumagot sa mga kritiko:
“Tama na ang karahasan at pang-aabuso. Gusto na namin ng pagbabago.”
Nitong nakaraang taon, naging synchronized na nga po ang halalan sa ARMM at
ng local at national elections. Datos na ho ang naghahayag ng pagbabago:
Kung noong 2007 elections ay umabot ng 17 munisipalidad—uulitin ko po iyon:
17 munisipalidad—sa ARMM ang naideklarang may failure of elections, at anim
na munisipalidad naman noong 2010, napababa na natin ang insidenteng ito sa
nag-iisang presinto na lamang nitong 2013. [Applause] Ayon din po sa report
ng PNP, mula sa 33 insidente ng karahasan kaugnay ng eleksyon noong 2010,
bumagsak na lang ang bilang nito sa anim na kaso nitong 2013. At dahil din
sa maigting na pagbabantay at pagtutok ng DILG-ARMM sa barangay elections
noong nakaraang Oktubre, maayos din ang naging resulta nito. [Applause] Sa
susunod na mga taon, tiyak kong magtutuloy pa ang mga makasaysayang tagumpay
na ito, hanggang umabot sa araw na bawat presinto ay matagumpay at
walang-aberya nang magdaraos ng kanilang halalan.
Hindi rin po lingid sa kaalaman ng marami na kabilang ang ARMM sa mga lugar
sa bansa na tila napag-iwanan ng kaunlaran. Ito po mismo ang dahilan kung
bakit nakatutok tayo, hindi lamang sa kapayapaan at seguridad, kundi maging
sa mga inisyatibang magpapaarangkada rin sa inyong pag-unlad. Pagdating po
sa kalusugan: Nitong 2013, ayon sa tala ng DOH-ARMM, umabot na sa 45,659 na
kababaihan ang napagkalooban ng serbisyo para sa prenatal visits; 36,876
para sa postpregnancy, at 14,179 namang sanggol ang dumaan sa newborn
screening. Sa atin naman pong Pantawid Pamilyang Pilipino Program, sa
pagpasok ng 2014 ay nasa 389,656 na kabahayan ng ARMM na ang naitalang
miyembro ng programa. Samakatwid, mas marami nang kabataan sa inyo rito ang
nababantayan ang edukasyon at kalusugan, at mas nabibigyan ng pagkakataon sa

ang mararamdaman mo sa pamamasyal sa munisipalidad ng Pandag sa Maguindanao.

Sinasalamin nga po ng lumalago ninyong ekonomiya ang tumataas na kumpiyansa
sa ARMM. Ayon po sa report mula kay Governor Mujov Hataman, ang investments
ninyo noong 2013, pumalo sa P1.46 billion. Mas mataas ito ng 157 percent
kumpara sa P569 million na halaga ng investments noong 2012. Kabilang po sa
pamumuhunang ito ay ang nine-million-liter oil depot sa Port of Polloc sa
Maguindanao na inaasahan nating makakatulong sa pagbababa ng presyo ng
langis sa Gitnang Mindanao. Ang target namang koleksyon ng Office of the
Regional Treasurer at iba pang ahensya ng ARMM na P1.24 billion para sa
2013, nalampasan pa ninyo dahil P1.25 billion ang nakuha po ng treasurer. At
tiwala naman po tayo sa paggugol sa pangunguna ni Governor Hataman. Kaya
hindi lang dumami na ang koleksyon, eh malalagay pa sa tamang kalalagyan.
Kaya talaga hong paangat na nang paangat ang ARMM.
Nakakamit na po natin ang ating kolektibong pangarap para sa ARMM. Personal
ko pong pasasalamatan at bibigyang-pugay ang isang lingkod-bayan, na talaga
namang hindi nagpatinag sa anumang pagsubok, at kumapit sa pag-asang
mararating natin ang araw na ito. At ito’y walang iba kundi si Governor
Mujiv Hataman. Ikaw nga talaga ang ghost buster ng ARMM. [Laughter] Tunay at
kongkretong reporma ang isinagawa mo sa inyong rehiyon; hindi mga proyektong
aparisyon. Mula sa mga serbisyong panlipunan, hanggang sa pagtutuwid ng

Kabilang po si Gov Mujiv sa mga nagpapatunay: Tapos na po ang panahon kung
saan paulit-ulit lang na ginagawa ang mga mali ng nakaraan. Isa po sa mga
pinakamainam na halimbawa ng kaisipang ito ang napipintong paghahari ng
kapayapaan sa inyong rehiyon. Nananabik na po tayo sa araw na maipasa na ang
Bangsamoro Basic Law, upang tuluyan na ngang mabuksan ang bagong kabanata ng
kasaysayan sa Muslim Mindanao. Pagkatapos nating sunod-sunod na nalagdaan
ang mga bahagi ng Framework Agreement on the Bangsamoro, abot-kamay na natin
ang ganap na pagtutuwid ng sistema sa rehiyong ito, at ang permanenteng
pagbabago sa Lupang Pangako.
Isang balakid na lang po marahil ang maaring pumigil sa ating adhikain: ang
takot at pangamba ng ilan na maulit lamang ang mga mali ng nakaraan. Kaya
naman, nananawagan po ako sa sambayanang Pilipino, lalo na sa mga kapatid

Ang ating mga Boss, ang taumbayan, ang siya na pong nagkukumpas ngayon sa
direksyong tinatahak ng ating bayan—ang landas ng pangmatagalang kaunlaran
at kapayapaan. Iyan po ang bagong mukha ng inyong gobyerno; at iyan din ang
nakikita nating magiging bagong mukha ng Bangsamoro sa mga darating na
panahon.
Dalawang taon, apat na buwan, at 18 araw mula ngayon, ako naman po ay bababa
na sa puwesto, upang makibahagi, bilang pribadong indibiduwal, sa mga
tagumpay na kolektibo nating ipinunla at diniligan. Kayo po ang mananatili
rito. Kayo, at ang mga pipiliin ninyong pinuno sa kinabukasan, ang
magtitimon sa Bangsamoro—kayo ang magiging susi sa magiging tagumpay nito.
Panghawakan nawa natin ang magandang pagkakataong ito; magkapit-bisig tayo
bilang iisang lahing Pilipino, upang makapaghatid ng malawakan at ganap na
pagbabago sa inyong mga komunidad, sa inyong rehiyon, at sa ating buo at
nagkakaisang bayang Pilipinas.
Bago po ako magtapos, iiwan lang po ako ng kaunting palaisipan sa inyo. Kung
tayo ho ay, minsan sa ating buhay, ay nagtanim ng anumang halaman, at
inasahan natin na lalago itong halamang ito. Puwede ho bang habang
pinapanood nating lumalaki ang halaman na ‘to, tipirin natin ang abono at
aasahang malago ang itatayo nito? Puwede ho na nating bawasan iyong tubig na
kanyang kailangan at sabihing “Dapat malaki ang paglago mo”? O baka naman
tatakpan natin ng payong para hindi matamaan ng araw, at nagduda tayong
bakit ayaw lumaki nito? Bakit ko ho ba naikwento itong palaisipang ito?
Siyempre ho, iyong patutunguhan natin depende sa kung ano ang ipupundar
natin o itatanim natin. May mas matalino nga ho sa’tin na nagsabi, mayroon
na hong negosasyon, lalo na sa usaping pangkapayapaan. ‘Pag nagtagpo tayo at
inisip natin, “Paano ba ako mananalo? Paano ba ako lalamang?” Eh wala raw ho
tayong patutunguhan. Kumbaga ho, pilit na pilit ‘yong lalabas na
pinagtulungan dahil hindi ho nagtulungan. Pero kung mag-uumpisa tayo, “Paano
ba ako makakatulong sa kapwa ko. Paano ba ako makadadagdag pa sa kaya kong
ibigay dito?” Eh di syempre po, mas buo ang hinuhubog nating kinabukasan.
At huli na lang po: Alam n’yo, itong si Governor Hataman talagang—‘wag na
nating sabihing poster boy, marami na pong anak ito. “Poster man” na lang.
[Laughter] Maghanap po kayo ng tunay na masasabi nating kabaliktaran ng
kinagisnan. ‘Di ho ba? Saan kayo nakakita na bibigyan ng hamon, bibigyan ng
sitwasyon na mapanganib sa kanyang buhay na maraming bubungguin, at
pagkatapos n’on, sasabihin, “Pare, ‘pag nagtagumpay ka diyan, brader, ‘yong
term mo ‘pag nanalo ka, babawasan natin ‘yan. Pupunta tayo sa transitional

“Five months
ago, we reached out to the DOJ with a request to investigate what we
suspected was a systematic fake SARO operation within the
bureaucracy. The possibility that the scam involved—and perhaps
originated among—some DBM employees was deeply unsettling, but it
was a likelihood that we needed to confront in the course of the
NBI’s investigation.
“We’re very pleased that the NBI has now completed this round of the
fake SARO probe. And while the submission of the NBI’s report marks
the conclusion of this investigation, we in the DBM continue to
support the DOJ’s efforts in uncovering the extent of the fake SARO
scam, especially as the NBI report indicates that a deeper inquiry
into the matter may be necessary.
“We’ve also taken note of the recommendations that the NBI has made
in its report, particularly with respect to the DBM’s internal
processes and the improvements required of them. Independent of the
fake SARO probe, we’ve already fine-tuned our Document Management
System so that valuable files and official documents are tracked
more efficiently and meticulously. We’re also looking forward to
refining other processes that may be vulnerable to abuse and
irregularities, as well as plugging operational loopholes that may
compromise the integrity of our work in DBM.
“Given the NBI’s findings, we plan to take immediate and appropriate
action against DBM employees—be they regular staff or employees
associated with us through an outsourced agency—so they are held
accountable for their role in the scam. We will also be working
closely with the DOJ in determining the best course of action for
us, including the filing of charges against DBM staff whose
involvement in the scam has been properly established.
“We wish to thank Sec. De Lima and her colleagues in the DOJ and NBI
for their speedy and thorough work in this investigation. We believe
that the success of this effort represents a crucial step in the
DBM’s pursuit of lasting public expenditure reform, and is likewise
a triumph for the Aquino administration’s continuing campaign for
improved transparency, accountability, and openness in government.” |

Leyte - To update the public on its ongoing relief, early recovery,
and rehabilitation efforts for survivors of Typhoon Yolanda in
Eastern Visayas, the Department of Social Welfare and Development (DSWD)
launched recently a radio program over local station DYVL.
The program which will air every Saturday from 8:30 to 9:30 a.m.
will discuss updates on the continued disaster relief operations,
share testimonials of survivors on how they are being assisted by
the government, respond to queries and complaints sent through text
hotlines, and interview government officials and other stakeholders
providing assistance to the survivors.
The program is anchored by veteran DYVL reporter Ionnes Omang with
DSWD-Field Office VIII Director Nestor Ramos as lead resource
person.
DSWD Secretary Corazon Juliano-Soliman is pleased with this
partnership saying that it will facilitate a more open communication
between the survivors and the different service providers.
Dir. Ramos, on the other hand, said that the program will help
propagate hopefulness with the survivors sharing their stories of
survival and resiliency.

Two DOLE
regional offices yesterday reported to Labor and Employment
Secretary Rosalinda Dimapilis-Baldoz their successful celebration of
the first anniversary of the passage of the Republic Act No. 10361,
the law instituting the policies for the protection and welfare of
the domestic workers, popularly known as Batas Kasambay or Domestic
Workers Act. In separate reports, DOLE Regional Office No. 11
Regional Director Joffrey M. Suyao and DOLE Regional Office No. 7
Regional Director Chona Mantilla said their respective regional
offices mounted activities celebrating the first anniversary of the
landmark law that protect the rights of domestic workers. In Region
11, Suyao said the Kasambahay Law's first 'birthday bash' was called
1st Araw ng mga Kasambahay. "The DOLE spearheaded the staging of the
anniversary celebration with the active participation of other
implementing agencies, namely the Department of Interior and Local
government, SSS, Pag-IBIG, and PhilHealth," Suyao said. The
celebration, attended by domestic workers and their employers, was
held in Brgy. Pampanga in Davao City where DOLE and its partner
agencies conducted an orientation on their respective programs.
There was also a registration of domestic workers with the SSS,
Pag-IBIG, and PhilHealth. At the Quezon Park in Dumaguete City, the
DOLE Negros Oriental Field Office organized the 2014 Kasambahay Day
sa Dumaguete in partnership with the city government, Tripartite
Industrial Peace Council of Negros Oriental, and the non-government
organization Visayan Forum Foundation, Inc. The SSS, Philhealth, and
Pag-ibig set-up information booths and, together with the DOLE,
TESDA, Dumaguete City PESO, and St. Paul University rendered
consultation services and answered queries. A total of 127
kasambahay, 12 employers of kasambahay, government agencies,
non-government organizations, members of the academe, and private
institutions converged at the park for the celebration. The one-day
activity started with the registration and profiling of kasambahay
by the Samahan at Ugnayan ng Manggagawang Pantahanan sa Pilipinias (SUMAPI)
and the Dumaguete City Public Employment Service Office. Smart
Communications handed out SIM cards through a raffle draw, while the
Tripartite Industrial Peace Council of Dumaguete City offered
Libreng Tawag. The 302nd Brigade of the Philippine Army provided
free haircut and massage. Sir Donz Photography also offered free
photography to kasambahay who posed with the life-size picture of
either Sir Chief (Richard Yap) or Maya (Jodie Sta. Maria) of the hit
teleserye “Be Careful with My Heart”, lauded by Secretary Baldoz
during the DOLE 80th Anniversary for its portrayal of the kasambahay.
The celebration ended with the proclamation and awarding of winners
in the “Day Off” photo contest among local photographers capturing
moments of a kasambahay’s day off as subject. Moreover, as part of
the advocacy campaign, the DOLE Negros Oriental Field Office had
obtained the nod of the Diocese of Dumaguete through Bishop Julito
Cortez who mandated the parishes within his jurisdiction to include
in their homilies on the last Sunday of January the humane treatment
of kasambahay. President Benigno S. Aquino III signed on 18 January
2013 Republic Act 10361 instituting the policies for the protection
and welfare of the domestic workers, popularly known as Batas
Kasambahay, or Domestic Workers Act. |

2014 – The Philippines and Oman held the 2nd Philippines-Oman
Informal Bilateral Consultations (IBC) at the Department of Foreign
Affairs in Manila on February 04.
Discussed were issues of mutual concern, such as the status of
pending bilateral agreements and prospective areas of future
cooperation.
The Philippine delegation, led by Foreign Affairs Undersecretary for
Migrant Workers Affairs Jesus I. Yabes, opened the meeting by
welcoming the Omani delegates led by Foreign Affairs Undersecretary
Ahmed bin Yousef Al-Harthy. Undersecretary Yabes express the hope
that the discussions would pave the way for greater Philippines-Oman
economic activities.
Although the Sultanate is host to around 33,000 Filipinos, its trade
relations with the Philippines have been in need of a boost. During
the Consultations, both sides agreed that economic cooperation is a
cornerstone of bilateral relations and should be promoted. To
address this, the Omani side recommended the exchange of visits
between the private sectors of both countries to take advantage of
opportunities present in the two countries. They also recommended
that Philippine universities participate in an educational
exhibition in Muscat to encourage thousands of Omani government
scholars to pursue higher education in the Philippines.
The IBC concluded with the signing of the Philippines-Oman
Memorandum of Understanding on Bilateral Consultations, which
creates a formal mechanism that will convene regularly to expand
bilateral cooperation in political, economic, cultural,
technological, scientific and educational matters. |

2014- Six students from the Philippines garnered awards at the
recently concluded 2013 Peace and Cooperation School Award
competition, with the theme “Art as a universal language- Creativity
for Peace,” in Mexico.
Students and teachers from different countries sent almost 7,000 art
works as entries to the competition’s various artistic categories.
The Peace and Cooperation School Award is an international school
competition organized annually by the Spanish Foundation for Peace
and Cooperation, a Madrid-based non-governmental organization that
works to promote a movement of non-violence and creativity and to
build a world of solidarity. It was founded in 1982 by Sr. Joaquin
Astuña, a Spanish barrister, educator, publicist, polyglot and
social activist who has worked in various capacities with many
United Nations (UN) bodies.
The Philippine Embassy in Mexico received the awards on behalf of
the six students from the Philippines during the awarding ceremony
attended by First Secretary and Consul Angelo Amonoy and Cultural
Officer Amelyn E.- Julio-Obong at the Mexican Ministry of Foreign
Affairs on February 07.

manager Aboi Castro, and popular sports analyst and columnist
Joaquin Henson to Spain by hosting lunch for them in Madrid on
February 05.
Ambassador Salinas extended the full assistance of the Embassy for
the forthcoming FIBA Basketball World Cup, which will be held in
various cities in Spain from 30 August to 14 September 2014, through
the organization of events and activities leading up to the games to
drum up support for Team Gilas and basic information dissemination
to the large Filipino community in Spain.
The Philippines will participate in its first FIBA Basketball World
Cup in almost 36 years.
Coach Reyes, together with Mr. Castro, Mr. Andrew Teh, Mr. Henson,
and Second Secretary and Consul Ma. Carmela Teresa A. Cabreira of
the Philippine Embassy in Madrid attended the FIBA Basketball World
Cup Draw held on February 3, 2014 at the Palau de Musica in
Barcelona.
The Philippines was drawn as part of Group B, together with Croatia,
Argentina, Greece, Puerto Rico, and Senegal in the forthcoming FIBA
Basketball World Cup. For the preliminary round, the Philippines
will have all of their games in the Andalucian capital of Seville.
After the official draw in Barcelona, members of Team Gilas went to
Seville to see the venue for the games and proceeded to Vittoria in
the Basque country where they will have their training sessions

P3.7-M Potable Water Project To Benefit

The Department
of Agrarian Reform (DAR) recently turned-over a P3.7 million worth
of potable water system (PWS) providing clean and safe drinking
water to 1,458 residents from 216 households in Sta. Barbara
agrarian reform community (ARC) in Iguig, Cagayan.
The completed potable water system consists of an elevated steel
tank with a water capacity of 22 cubic meters, 1.845 linear meters
distribution lines and 150 linear meters deep well and a 7.5
horsepower submersible pump.
DAR Regional Director Marjorie Ayson said the PWS which was
implemented under the Agrarian Reform Infrastructure Support Project
would provide the community with clean and safe drinking water.

most of the residents of the Santa Barbara ARC have inadequate
access to potable water and are constrained to use sources of water
that are often contaminated with disease-carrying organisms. Some
sources [of water] has high levels of toxins which often caused
acute and chronic illnesses to the residents of Sta. Barbara,” said
Ayson.
Studies made by DAR show that deaths occur from diarrhea in children
under 5 years old. This is aggravated by malnutrition which can
decrease the children's resistance to infections, including
water-related diarrheal diseases.
“DAR’s provision of potable water project is aimed at reducing
water-borne diseases in the community, in addition to providing
water for backyard livelihood opportunities such as vegetable
production and other similar activities,” said Ayson. |

The
International Association of Deposit Insurers (IADI), an
organization of 71 member deposit insurance organizations based in
Basel Switzerland, announced that the Philippine Deposit Insurance
Corporation (PDIC) has been selected as the “Deposit Insurance
Organization (DIO) of the Year”for 2013.
The announcement was made during the Twelfth IADI Annual Conference
and Annual General Meeting of Members (AGM) in Buenos Aires,
Argentina on 7 November 2013.
Other organizations who won in the other categories include the
Deposit Insurance Agency of Russian Federation for the “Award for
Achievement in Banking Resolutions and Payouts”, Bank Guarantee Fund
of Poland for the “Award for Core Principles and International
Participation” and Kazakhstan Deposit Insurance Fund for the “Award
for Deposit Insurance System Improvements.” The DIO of the Year
Award for 2013 was presented to PDIC being the IADI member with
significant achievements in all three categories.
PDIC President Valentin A. Araneta said that he is humbled by the
award which reflects the hard work and commitment of the Board,
officers and staff of PDIC. According to Araneta, international
recognition of the effectiveness of Philippine government
institutions serve to inspire domestic and foreign confidence in the
Philippine economy. The PDIC organization has adopted a slogan of
“Committed to Serve” aligned with the call of President Benigno S.
Aquino, III to government institutions for service commitment and
accountability to the public.
The PDIC has Finance Secretary Cesar V. Purisima as Board Chairman
and BSP Governor Amando M. Tetangco, Jr. as Director. Their
respective alternates are National Treasurer Rosalia V. De Leon and
BSP Deputy Governor Nestor A. Espenilla, Jr. The other directors are
Rogelio W. Manalo, Protacio T. Tacandong and Valentin A. Araneta who
also serves as President and Vice Chairman. The PDIC has two
Executive Vice Presidents, Ms. Imelda S. Singzon and Ms. Cristina Q.
Orbeta handling the Examination and Resolution Sector and the
Receivership and Liquidation Sector, respectively.
Finance Secretary Purisima lauded the Board officers and staff of
PDIC on the international recognition. He exhorted PDIC to sustain
and continually improve its good governance standards and its
oversight over the handling of bank deposits. He said that good
governance of banks is the best measure of depositor protection.
In its continuing efforts to comply with the Core Principles for
Effective Deposit Insurance Systems and other international best
practices, PDIC has subjected itself to assessments and is an active
participant in IADI activities.
In 2005, the IADI began conferring the DIO Award to a member in
celebration of an important achievement and/or in recognition of the
contribution that the Member has made to furtherance of IADI’s
goals. The first organization to receive the award was the Central
Deposit Insurance Corporation of Taiwan.
Since then, the conferment of the Award has been part of IADI’s
tradition and is among the highlights of its annual meetings. The

PDIC to continue processing claims of
Silangan Savings and Loan Bank |

The Philippine
Deposit Insurance Corporation (PDIC) announced that it will continue
to receive and process deposit insurance claims from depositors of
the closed Silangan Savings and Loan Bank, Inc. at the PDIC Claims
Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino
Street, Makati City. Claims may also be filed through mail.
PDIC has already concluded the on-site claims settlement operations
for the closed Silangan Savings and Loan Bank last January 24, 2014.
PDIC sent notices of payment amounting to P7.91 million involving
825 accounts with balances of P50,000 and below where the filing of
claim is waived by PDIC. Meanwhile, PDIC paid 425 claims during the
on-site claims settlement operations involving 314 accounts for a
total amount of P52.72 million deposits.
As of January 24, 2014, PDIC has yet to receive deposit insurance
claims for 90 accounts, or 7% out of 1,238 accounts that require the
filing of claims. The total amount of deposits covered by these
claims is P8.13 million.
When filing deposit insurance claims, depositors are advised to
personally present their duly accomplished Claim Form, original
evidence of deposit, and two (2) original valid photo-bearing IDs
with signature of the depositor. Depositors may also file their
claims through mail and enclose the same set of document
requirements.
Depositors who are below 18 years old should submit either a
photocopy of their Birth Certificate issued by the National
Statistics Office (NSO) or a duly certified copy issued by the Local
Civil Registrar as an additional requirement. Claimants who are not
the signatories in the bank records are required to submit an
original copy of a notarized Special Power of Attorney (SPA). In the
case of a minor depositor, the SPA must be executed by the parent.
The procedures and requirements for filing deposit insurance claims
are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and
format of the Special Power of Attorney may also be downloaded from
the PDIC website.
In accordance with the provisions of the PDIC Charter, the last day
for filing deposit insurance claims in the closed Silangan Savings
and Loan Bank is on January 11, 2016. After the said date, PDIC, as
Deposit Insurer, shall no longer accept any deposit insurance claim.

VP Binay eyes deployment of OFWs to
Iraq this year |

Vice President
Jejomar C. Binay said Monday he is hopeful that the Philippines and
Iraq would soon sign a protocol that would pave the way for the
deployment of Filipino workers to the Middle Eastern country.
The Vice President was referring to the protocol on the
implementation of the Philippines-Iraq Agreement on the Mobilization
of Manpower, which has yet to be signed by officials of the two
countries.
The Philippine Overseas Employment Agency lifted the six-year
deployment ban to Iraq in July last year. Government suspended the
deployment of Filipinos to Iraq in 2007 due to US invasion of the
country.
Labor experts expect at least 10,000 Filipinos to be hired as a
result of the lifting of the ban. Previously Iraq was host to some
4,000 Filipino workers.
"The Department of Foreign Affairs is coordinating with the
concerned government agencies to finalize the protocol," Binay said
during Iraqi Ambassador Ahmed Kamal Hasan Alkamaly’s courtesy call
to the Vice President.
The Iraqi ambassador met with the Vice President to discuss ways to
strengthen bilateral relations between the countries.
The Vice President also expressed his optimism that the relations
between the Philippines and Iraq will bring about greater mutual
benefits, particularly in trade and investment, labor, health, and
agriculture.
According to Binay, Iraq is keen to attract Philippine companies to
participate in the construction of housing units, roads, and other
infrastructure that will be subsidized by the Iraqi government.
He added that Iraq is also interested in forging a
government-to-government arrangement for the recruitment of nurses
to operate Iraq’s hospitals. The matter is now with the Department
of Health and the International Labor and Employment Bureau of the
Department of Labor and Employment.
"We hope and pray that under his term (Iraqi Ambassador), there will
be greater bilateral relations between Iraq and the Philippines,"
said the Vice President. |

climate change in formal curriculum |

Olongapo
City—The Department of Education (DepEd), in collaboration with Save
the Children, Australian Agency for International Development (AusAID),
Plan International and International Institute for Sustainable
Futures, conducted a workshop for curriculum writers aiming to
integrate climate change in the formal curriculum of schools in
Region III.
"This workshop is part of the Child-centered community-based climate
change Adaptation Project in the Philippines, funded by AusAID. The
aim of this workshop is to produce learning kits on climate change
for students in Grade 5 to high school," DepEd Region III Director
Isabelita M. Borres said.
Borres emphasized that that “contextualized” learning kits would be
more effective for children to understand what they would do during
a disaster. She added, “Children are vulnerable to any disasters.
They are the first one to be affected, especially their education.
”“Climate change is happening right now. It is important to include
climate change core messages and expected competencies in the
curriculum,” William Azucena, program manager of Save the Children,
said.
He said that developing self-learning kits for children was vital.
“With these learning kits, the child can always bring it and study
it at home. At least, when the children are unable to go to school,
they have the materials to continue learning,” he added.
Children-based curriculum
“The coverage of this project is Region VIII and Aurora province.
Part of our output is to develop curriculum materials for Grade 5 to
high school wherein the core messages of climate change are
integrated,” Azucena said.
He added that “while the project included Aurora province only in
Region III” DepEd Regional Office and Save the Children decided to
include other areas in the region as well, noting that “there are a
lot of provinces in Region III that are prone to hazards like heavy
rainfall and flooding.”
“It is also important to develop materials that are child-friendly.
The kind of learning kits that could be easily understood by the
students,” he said. He also said that creating such materials at the
regional level was an advantage, because “the first responders in
any disasters are the local people.”
“Climate change is a problem, but its effect is local,” he said.

Interior and
Local Government Secretary Mar Roxas today called on the governors,
mayors and other elected officials of Mindanao to extend their
all-out support to the Framework Agreement for Bangsamoro, which was
forged recently by the National Government and the Moro Islamic
Liberation Front (MILF).
Roxas noted that the local officials are in the best position to
explain to their constituents the advantages of creating a new
Bangsamoro Region as a necessary step in securing just and lasting
peace in Mindanao.
“Together with the President, I celebrate with the whole of Mindanao
and the entire country on the potential that the Bangsamoro
Framework Agreement brings,” Roxas said during the opening ceremony
of the Bangsamoro Transition Commission (BTC) office in Cotabato
City.
“The Framework Agreement is a crucial and necessary first step
towards lasting peace and development in Mindanao. Thus, I ask for
everyone’s support so that we can hurdle the challenges ahead and
succeed in transforming this nascent promise into reality,” he
added.
Roxas joined Sec. Teresita Deles, the Presidential Adviser for Peace
Process, in the opening ceremony which was also attended by the 15
members of the Bangsamoro Transition Commission.
The 15 members of the Commission, of which seven were nominated by
the Government, and eight recommended by the MILF, include Akmad A.
Sakkam, Johaira C. Wahab, Talib A. Benito, Asani S. Tammang, Pedrito
A. Eisma, Froilyn T. Mendoza and Fatmawati T. Salapuddin Robert M.
Alonto, Abdulla U. Camlian, Ibrahim D. Ali, Raissa H. Jajurie,
Melanio U. Ulama, Hussein P. Munoz and Said M. Shiek.
Mohagher Iqbal, current chair of the MILF peace panel will serve as
Chairperson of the Commission.
The Transition Commission is tasked to draft the Bangsamoro Basic
Law that will be certified urgent by the President and submitted to
Congress for passage. It will undergo a plebiscite in the proposed
Bangsamoro core territory as per the Framework Agreement on the
Bangsamoro (FAB). Once ratified, the Autonomous Region in Muslim
Mindanao is deemed abolished and the new Bangsamoro region will be
formally established.
Roxas expressed optimism that the Transition Commission would exert
all efforts to consult and rally the support of all stakeholders in
the ongoing peace process between the government and the MILF.
“I trust the Bangsamoro Transition Commission to draft an Organic
Act that is within the spirit and framework of the Constitution. I
am confident that whatever present concerns we have will all be
properly addressed by the more comprehensive treatment by the Bill,
containing the Bangsamoro Organic Act, to be filed in Congress,”
Roxas said.
“Tiwala ako na patuloy nating kokonsultahin ang lahat ng grupo at
sektor na interesadong magbahagi ng kanilang saloobin at opinyon
kaugnay sa planong pagbubuo ng bagong Bangsamoro Region,” he added.
Roxas urged members of the Transition Commission to stand their
ground and ward off attempts to sabotage the ongoing peace process
in Mindanao.
“Alam nating lahat na hindi madali ang prosesong dinadaanan natin.
Marami ang magtatangka na harangan ang ating paglalakbay tungo sa
kapayapaan at kaunlaran. Naniniwala ako na buo ang ating loob at
tiwala sa isa’t-isa para malampasan ang anumang pagsubok,” he said.
“Malayo man ang ating paglalakbay tungo sa kapayaan, naniniwala
akong nasimulan na natin ang panimula ngunit mahalagang hakbang.
Asahan ninyong kasama ninyo ako hanggang sa dulo ng paglalakbay na
ito,” he added. |

Department of
Public Works and Highway Secretary Rogelio L. Singson calls on the
public to never entertain any request from unscrupulous individuals
using his name or the DPWH to solicit funds, by way of financial
assistance, sponsorship or selling raffle tickets, as he is never
involved, nor is supporting any group, firm or corporation to
solicit on his or the DPWH’s behalf.
This is in view of renewed reports that “certain individuals/groups
continue to victimize employees, officials, contractors,
consultants, suppliers and even big private companies through their
deceitful acts of using my name to solicit money and financial aid
or asking favours for any group crusade,” Singson said, and added
“please don’t be fooled by it and report the incident immediately to
us so we may act on it accordingly.”
DPWH Regional and District Office heads including rank-and-file
employees were also often target of solicitations by groups claiming
affiliation with civic and non-government organizations.
There are also reported cases of contractors, consultants and DPWH
field units head receiving calls from impersonator of the Secretary
and members of the Management Committee demanding monetary
contribution or seeking favours.
The DPWH Secretary including some Undersecretaries have issued
several warnings in the past, and have alerted all Regional and
Project Directors and District Engineers about this modus operandi
of unauthorized solicitation to prevent contractors, consultants,
suppliers and even colleagues at DPWH from falling victims to these
misleading acts.

In a move to
fast-track the modernization of the country’s defense forces, the
Aquino administration—through the Department of Budget and
Management (DBM)—released a total of P3.68 billion to the Department
of National Defense (DND)—as part of its 2013 year-end releases.
In two separate Special Allotment Release Orders or SAROs issued
last December, a total of eighteen priority projects—which include
the acquisition of much-needed equipment upgrades—were given the go
signal and were accordingly charged against the programmed
appropriations of the AFP Modernization Program under the 2013
General Appropriations Act (GAA).
“When President Aquino drew up his Social Contract with the Filipino
People, he made particular note of our need to beef up the
government’s ability to protect our citizens. We remain committed to
this pursuit of peace and the rule of law, and one of the ways we’re
reinforcing that is by supporting our Armed Forces’ modernization
activities. These initiatives are of course necessary in improving
our territorial defense capabilities and ensuring better national
security,” Budget Secretary Florencio “Butch” Abad said.
The P3.68-billion release would benefit, in no particular order, the
DND general headquarters, Philippine Army, Philippine Navy, and the
Government Arsenal. Priority projects and acquisitions include
strategic sealift vessels, small amphibian vehicles, multi-purpose
assault weapons, sniper rifles, mortars, portable radio receivers,
radio test equipment, production capability and facility upgrades,
and technical forensic upgrades, among others.
Breakdown:
A. P2.135 billion for nine (9) projects:
1. P1.670 billion for strategic sealift vessels
2. P189 million for C41/GIS equipment
3. P109 million for radio test equipment
4. P58 million for the production capability and facility
upgrade/prime loading and assembly equipment
5. P52 million for portable radio receivers
6. P20 million for a master development plan
7. P19 million for technical forensic upgrades
8. P10 million for laser packing machines
9. P6 million for the Camp Bautista Station Hospital
B. P1.542 billion for nine (9) projects:
1. P97 million for small amphibian vehicles
2. P229 million for shoulder-launch multi-purpose assault weapons
3. P500 million for AV config radios
4. P364 million for HH radios
5. P107 million for 60mm mortars
6. P50 million for 7.62mm sniper rifles
7. P12 million for audio video equipment

In addition, Notice of Cash Allocations (NCAs) with a total of P6.62
billion were also issued by the budget department in the last month
of 2013, that funded the acquisition of strategic sealift vessels,
small amphibian vehicles, utility helicopters, communication
equipment such as manpack radios and personal role radios, and other
projects under the AFP Modernization Program.
Breakdown:
1. P96.7 million for the small amphibian vehicles project
2. P1.37 billion for 15 projects
3. P1.26 billion for twenty-one (21) Utility Helicopters-1
4. P22.87 million for high-frequency manpack radios and personal
role radios
5. P3.86 billion for strategic sealift vessels
“The Department of National Defense gave us their assurance that
they would be able to obligate the funding released to them before
the year ended. These projects and equipment acquisitions supported
by the funds were already just short of award in terms of their
progress in the procurement process when we approved the release,”
Abad said.
“Nevertheless, we continue to urge and encourage all national
government departments and agencies to obligate their budgets as
early in the year as possible. This is exactly why we pioneered and
implemented the GAA-as-release document regime this year, so that
agencies are able to obligate their allotments at the very start of
the fiscal year. This, among our other budget reforms, promote the
prompt delivery of key government programs, projects and activities,
especially towards our goal of economic expansion and rapid,
sustainable, and inclusive growth,” he added. |

This was the claim made by the twenty-eight (28) technology
enthusiasts and disaster risk management practitioners from various
government agencies and local government units during the three-day
Information and Communications Technology (ICT) and Disaster Risk
Management (DRM) training workshop held on February 3-5, 2014 at the
Microtel Acropolis, Quezon City.
Mr. Marino Deocariza, Urban Risk Management Specialist of the Asia
Disaster Preparedness Center gave a substantial introduction of the
powerful link between ICT and DRM and how technology could be an
effective means for preparing and responding to natural disasters.
According to him, ICTs serve as databases for logistics management,
mapping, modelling, and forecasting. It also acts as knowledge and
decision support tools for early warning, mitigation and response
planning and has a pivotal role in sharing information, promoting
cooperation, and providing channels for open dialogue and
information exchange. To reduce disaster risks, he explained how ICT
could be strategically used in communicating and disseminating
information particularly to remote at-risk communities, and in
teaching and raising awareness for a culture of safety.
A panel of experts composed of Dr. Emmanuel Lallana, Chief Executive
of ideacorp, Dr. Sherwin Ona, Head of the Center for ICT for
Development at the College of Computer Studies - De La Salle
University, and Mr. Alexander Arevalo, ICT Consultant at the Office
of the Chief Justice of the Supreme Court of the Philippines
presented their individual presentations on how to mitigate and
recover from disasters through the intellectual use of ICT. Video
presentations showing how disasters could easily rub out communities
in just a matter of minutes were also shown that ignite the fervent
desire of the participants to learn how they could utilize their
expertise or field of professions in strategically preparing for the
onslaught of natural calamities and disasters. The three ICT experts
also served as critiques in the workshop presentations of the two
groups of participants on what technology samples could be used and
how these could help in mitigation, preparedness, response, and
recovery processes in disaster situations.
Other equally competent speakers were Mr. Darwin Flores, Department
Head for Community Partnerships of the Smart Communications, Inc.
and Mr. Felino Castro V, Director of the Information and
Communications Technology Management Service of the Department of
Social Welfare and Development who drew an active discussion on the
role of ICT as an essential tool for disaster recovery and
reconstruction. Both speakers presented the lessons learned from
typhoon Yolanda and how the Filipino people are trying to recuperate
from the damage. Castro reiterated the need for coordination among a
wide range of stakeholders to successfully implement recovery and
reconstruction processes.
The participants were challenged to determine the function of ICT in
managing disaster risks in the Philippines, the utilization of
technologies of various government agencies, and to give their
recommended priority projects. Representing the group was Mr.
Carlito Carpeso, Jr. from the Jessie Robredo Institute of Governance
of De La Salle University who took the courage to face the panel of
reactors composed of Mr. Deocariza, Atty. Arturo Lachica, Deputy
Executive Director of the Career Executive Service Board, and
Assistant Secretary Raymund Liboro of the Department of Science and
Technology. The panel congratulated the group and expressed their
support to their ideas. “Use ICT to enculturalized preparedness”,
said Asec. Liboro who also affirmed the DOST’s commitment to lead
the country’s scientific and technological efforts.
The workshop concluded with the group’s articulation of their
determination to materialize their output and to continue their
collaboration by establishing an e-group.
This inaugural conduct of the training program has been successfully
conducted through the partnership of the Career Executive Service
Board (CESB) and the ideaCorp and with the support of the United
Nations-Asian and Pacific Training Center for Information and
Communications Technology Development (UN-APTCICTD). The learning
activity primarily sought to empower government officials with the
use of technology in disaster preparedness, response, mitigation and
reconstruction and serve as a meaningful channel for the
participants to develop appropriate tools to improve disaster risk
management through ICT. |

Anniversary of Elsie Gaches Village (EGV) at the EGV Multipurpose Hall
in Alabang-Zapote Road, Alabang, Muntinlupa City on Friday (February 7).
With the theme: “50 Years of Expertise in Serving God’s Special
Children.” EGV is the first and largest government facility for people
with developmental disorders, founded on February 03, 1964 with funding
assistance from the United Nations Children’s Fund (UNICEF).
