The expansion of ‘Diskwento Caravan’
aimed to bring discounted goods particularly basic and prime commodities to the
consumers in the countryside, thus, provide them relief from the effect of

The Department of Budget and Management (DBM) has released P4.99 billion to the Department of Environment and Natural Resources (DENR) for the continued implementation of the National Greening Program, which aims to plant 1.5 billion trees across 1.5 million hectares nationwide by 2016. The program aims to cover approximately 300,000 hectares annually from 2014 until 2016. The fund release—charged against the FY 2014 General Appropriations Act (GAA)—will support actual seedling and planting activities for the year, as well as site maintenance and the protection of planting areas already established in previous years. “Our funding support for the National Greening Program is well-timed, given that the season’s regular rainfall will allow seedlings to grow faster. This year, the DENR’s tree-planting efforts will give particular attention to areas with high poverty levels, as well as regions that are susceptible to natural disasters,” Budget Secretary Florencio “Butch” Abad said. “The Aquino administration is definitely looking at all viable solutions to mitigate the effects of climate change. We’re not just looking at these options and twiddling our thumbs over them. We’re taking active steps to implement our disaster risk management programs,” he emphasized. The program has exceeded its annual area coverage targets by an average of 20 percent for the first three years of implementation. Last year, it exceeded its annual target by 33,011 hectares, resulting in 182,548,862 seedlings planted in 333,160 hectares nationwide. Moreover, the planting program has generated a total of 1.2 million jobs in different regions nationwide since 2011. Last year alone, it was able to hire 466,990 employees which is the highest number recorded since the program began. “Aside from mitigating the devastating effects of climate change, the program also provides livelihood opportunities to the local residents. Our efforts to protect our environment go hand-in-hand with our commitment to protect and improve the living conditions of our people, besides catalyzing economic growth in agriculture-based communities,” Abad added. From the P5-billion release, Region IX (Zamboanga Peninsula) will receive the highest allocation of P384.8 million for the provinces of Zamboanga del Norte, Zamboanga del Sur, and Sibugay. This is followed closely by Region IV-A (CALABARZON) with P379.3 million for the provinces of Cavite, Laguna, Quezon and Rizal. Central Luzon—which includes the provinces of Aurora, Pampanga, and Zambales—has also been allotted P366.7 million. Seedlings for planting include those for trees that can be used for timber and fuelwood. Other seedlings include coffee, cacao, rubber, bamboo, rattan, and other fruit trees. Specific planting areas include forestlands, mangroves, ancestral domains, civil and military reservations, LGU-identified urban areas, inactive and abandoned mine sites, and other suitable lands. Of the total 1.5 million-hectare program target, 683,481 hectares have already been cultivated as of last year, leaving 816,519 hectares to be developed until 2016. |

Ex-Mayor, wife face criminal raps for extortion |

Ombudsman Conchita Carpio Morales ordered the filing of criminal charges against a former mayor of Tabuk, Kalinga and his wife for extorting money from a contractor. In a 17-page Resolution, Ombudsman Morales approved the indictment of Camilo Lammawin Jr., former Mayor of Tabuk, and his wife, Salud Lammawin, for Direct Bribery and violation of Section 3(b) of Republic Act No. 3019 (The Anti-Graft and Corrupt Practices Act. Records of the preliminary investigation disclosed that the Lammawins extorted P520,000.00 from Rodman Corporation, a contractor of the Tabuk Water Supply Project, in exchange for the release of payments due to the contractor. Complainant Susan Rodriguez, treasurer of Rodman, stated that on July 10, 2002 the amount of P100,000.00 and P300,000.00 were deposited to the personal bank accounts of Mayor Lammawin and his wife. Rodriguez also alleged that on October 21, 2002, they deposited the amount of P120,000.00 to Lammawin’s personal bank account, after Salud made a phone call demanding for the money as it would be used “for the purchase of land”. In exchange, the Lammawins would facilitate the release of check payment to Rodman amounting to P1,732,260.00. Rodman’s construction manager Roy Ragunton stated that the release of the payment would be made only if a “gift” is given to the Mayor “for his personal needs.” The Resolution found that the Lammawin spouses were recipients of cash deposits made by the complainant as they failed to show sufficient proof of entitlement to the amounts deposited. It added that the “acts of the respondents showed conspiracy, in unity of mind and purpose, in extorting money from the complainant." Direct Bribery is punishable under Article 210 of the Revised Penal Code. Violation of Section 3(b) of R.A. No. 3019 is committed by “directly or indirectly requesting or receiving any gift, present, share, percentage, or benefit, for himself or for any other person, in connection with any contract or transaction between the Government and any other party, wherein the public officer in his official capacity has to intervene under the law.” |

ICTO and NCDA hold ICT job fair for PWDs |

The latest innovations Information and communications technology (ICT) are allowing persons with disabilities (PWDs) to become productive members of society, allowing them to work from home without having to commute to work. Online freelance work is one such ICT innovation that skilled PWDs can use to earn income and become financially independent. It is also consistent with the Philippines reputation of being one of the leading destinations for information and communications technology business process outsourcing. Online freelance work, officially called “impact sourcing” is a growing trend in the Philippines, with around 100,000 Filipinos now doing online freelance work for various clients. Impact sourcing will be featured extensively in an upcoming ICT Jobs and Skills Fair for PWDs entitled “Work Anywhere Through ICT”. The event is organized by the ICT Office of the Department of Science and Technology (DOST) and the National Council for Disability Affairs (NCDA) in cooperation with various PWD groups, ICT industry associations and SM North Edsa, the official event venue. According to Ms. Bettina Quimson of the DOST - ICT Office said that; “Persons with disabilities who have difficulty in mobility like our wheelchair users and the blind, to some extent, can already take advantage of the limitless jobs available online” Other than the usual ICT job fair the event will feature technologies that help PWDs become productive, there will also be testimonials of ICT enabled persons with disabilities who have learned to use ICT to their advantage. Tanauan, Leyte – After Typhoon Yolanda toppled her home, Amelia Suyom, 41, now lives in a makeshift home in Barangay Cabuynan that stands out from the rest of the improvised houses in the area. Her home is fully decorated with goods that is characteristic of a sari–sari store like bags of biscuits, coffee packs, candies, laundry soaps, noodles, and more. Likewise, around her home are vegetables like squash, okra, and pechay that she planted as part of her backyard gardening. She learned to maintain a backyard garden as part of her learning under the Pantawid Pamilyang Pilipino Program. “Katatapos ko lang mag-ani ng 70 pirasong kalabasa nitong summer. Dinadala ko ang mga ito sa munisipyo para ibenta. Gusto ko roon kasi malamig, hindi katulad sa bahay namin. Minsan, sumasaglit din ako roon para makipagkuwentuhan. Marami akong kaibigan doon (I have just harvested 70 pieces of squash this summer. I sold these at the municipal hall. I like it there since it’s cooler than in my home. Sometimes I would go there for chit–chat since I have gained a lot of friends there),” Amelia gleefully told the staff of the Department of Social Welfare and Development (DSWD) who interviewed her. She put up her sari-sari store way behind Typhoon Yolanda through a P5,000 capital assistance provided by the Self-Employment Assistance-Kaunlaran (SEA-K) Program Level I of DSWD. She is thankful that she was able to rebuild her store after ‘Yolanda’. Difficult times Prior to starting her own source of livelihood, Amelia cannot help but laugh upon recalling the things that went through her life. “Regular akong kliyente ng DSWD-Crisis Intervention Unit (CIU) mula 2005 to 2007 (I was a perennial client of the DSWD-Crisis Intervention Unit from 2005-2007),” Amelia recounted. Twice a month, she would go to the CIU to beg for rice and canned goods. She would also often ask for some cash to buy medicine for his son, Renzo, now 17, who was then suffering from Meningitis. These were trying times for Amelia, especially that she was left alone by her husband to rear their three children. She survived these difficult times by becoming a beneficiary of the Job Network Service (JNS) which was designed to link perennial clients of DSWD-CIU with prospective employers. It is a safety net to provide assistance and social protection to individuals in dire economic situations. It aims to empower and enhance the financial capability of unemployed individuals to become self-reliant, productive, and contributing members of the society. The project was implemented in DSWD Field Office VIII from 2008 to 2011. The beneficiaries of the project were provided with the following services: job matching, occupational guidance and counseling, skills training, and granting of cash assistance for transportation, processing of requirements while looking for jobs as well as food subsidy while waiting for job placement. For Amelia, she was given financial assistance to start a small livelihood project. As a successful beneficiary of the JNS, Amelia was once invited to give her testimony during a DSWD-organized gathering in Manila. Better times In 2009, Amelia was lucky to have been included in the SEA-K, a non-collateral and interest-free loan of the DSWD. She used the P5,000 capital assistance she got to expand her livelihood project provided through JNS. From that time on, she stopped knocking on the door of the Department. Through hardwork, she was able to expand her business. Fortunately, her sari-sari store was not greatly affected by ‘Yolanda’. She was, in fact, prepared for the typhoon. Amelia was able to save most of her goods like bath and laundry soaps and toothpastes by wrapping them in plastic bags. For the candies, these were carefully placed in bottles. Her house was washed away by the storm surge, but some of her goods were saved as these were trapped by floating woods. Amelia even related a funny story of how she struggled with strong winds to keep her bag with P4,000 and medicines of her ailing son. After ‘Yolanda’, she rebuilt her sari-sari store from the different financial assistance given by various groups especially Tzu Chi Foundation. Cash grantee In 2013, one of Amelia’s three children, Christian Jay, 9, was included in the Pantawid Pamilyang Pilipino Program, the agency’s conditional cash transfer program that invests in the health, nutrition, and education of zero to eighteen- year-old kids. Aside from the cash grants, Amelia said that Pantawid Pamilya also taught her how to meet their daily food needs through the backyard farming that is being promoted by the Program. She grew organic vegetables right in her backyard for their own consumption and for added income. She continues her backyard farming until now. Community involvement Amelia has not only worked towards improving her family’s plight. She also started to show her concern for her own community by allowing her eldest son to join in various endeavors for development under the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS). Through Kalahi-CIDSS, the poorest villages in the country are able to identify their primary needs and implement projects that respond to their problems. Lawrence has participated in the implementation of community projects like the construction of a 695-meter tire path receiving of P160 per day as allowance. The tire path links Brgy. Cabuynan to the farmlands. Amelia would have wanted to personally participate, but she has to take care of her sickly younger son. More than the assistance For Amelia, more than the capital assistance and technical support she got from DSWD, what she values most is the time that the staff spent on listening to her problems. “Sila ang naging sandalan ko noong panahong kailangan ko ng suporta (They became my support system to go through the difficult times),” she ended. |

The Bureau of Internal Revenue (BIR) today filed a criminal complaint with the Department of Justice against PHD MEDIA NETWORK 2006, INC. (PMNI), together with its responsible corporate officers - President/Chief Executive Officer HERMINIA DE LEON, and Chief Financial Officer/Treasurer ROWENA M. NARDO – for willful attempt to evade or defeat tax, and for deliberate failure to supply correct and accurate information in its Income Tax Returns (ITRs) and Value Added Tax (VAT) Returns for taxable years 2009, 2010 and 2011, in violation of Sections 254 and 255, in relation to Sections 27, 105, and 256, of the National Internal Revenue Code of 1997, as amended (Tax Code). PMNI is a domestic corporation registered with the BIR and the Securities and Exchange Commission (SEC) with registered address at 10th Floor, Bankmer Building, 6756 Ayala Avenue, Makati City. It is engaged in the business of advertising. Records of investigation showed that PMNI was issued Letter of Authority (LOA) No. 211-2014-00000059 for the examination of its books of accounts and other accounting records for all internal revenue taxes from January 1, 2009 to December 31, 2011. In order to determine the true income received by PMNI for taxable years 2009 to 2011, access letters were sent to business entities that engaged its services. Replies to said access letters revealed that PMNI received from its withholding agents/payors income payments amounting to P294.82 million (DMCI - P12.73 million, & Foodsphere - P282.09 million) in 2009, P282.73 million (DMCI - P10.82 million, Foodsphere - P269.41 million, & Pharm Asia-Cuvest, Inc. - P2.50 million) in 2010, and P226.3 million (DMCI - P11.3 million, Foodsphere - P207.6 million, & Pharm Asia-Cuvest, Inc. - P7.4 million) in 2011. Records of investigation, however, showed that PMNI declared in its ITRs filed with the BIR gross sales of only P71.09 million in 2009, P78.51 million in 2010, and P101.40 million in 2011. A comparison of the gross income declared by PMNI in 2009 to 2011 as against the income it received in the same years as certified by its aforementioned clients disclosed that PMNI deliberately failed to declare its correct taxable base by substantially underdeclaring its taxable income by P223.73 million or 314.69% in 2009, by P204.23 million or 260.15% in 2010, and by P124.88 million or 123.16% in 2011. Under Sec. 248 (B) of the Tax Code, an under-declaration of taxable income by more than 30% is considered substantial and constitutes a prima facie case of fraud tantamount to tax evasion. PMNI, together with its responsible corporate officers, was sued for an aggregate tax liability amounting to P532.6 million, inclusive of surcharges and interests, broken down into: 2009 - P222.95 million (Income Tax - P156.07 million & VAT - P66.88 million); 2010 - P194.45 million (Income Tax -P130.21 million & VAT - P64.24 million); and 2011 - P115.20 million (Income Tax - P71.9 million & VAT - P43.3 million). The case against PCCI stemmed from a denunciation letter from a complainant-informant alleging that PCCI has been evading and continues to evade the payment of the required VAT since taxable year 2004. Based on the information and documents gathered in the course of the investigation conducted by the Special Investigation Division of Revenue Region No. 7, Quezon City, it was discovered that PCCI declared with the BIR gross sales of P34.24 million, P31.73 million, P32.92 million, P42.54 million,P37.69 million, and P42.66 million for taxable years 2006, 2007, 2008, 2009, 2010 and 2011, respectively. Records from the BIR, however, showed that PCCI failed to file its VAT Returns and pay its VAT liabilities for taxable years 2006 to 2011. Since PCCI is engaged in the sale of services in the course of a business pursuit, it is liable to pay VAT. PCCI, together with its responsible corporate officers, was sued for an aggregate VAT liability covering taxable years 2006 to 2011 amounting toP68.08 million, inclusive of increments. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday announced that the Department of Labor and Employment (DOLE) will actively participate, along with its regional offices, bureaus, and attached agencies, in the R.A.C.E. to Serve Fun of the Civil Service Commission, to be held in celebration of the 114th Anniversary of the Philippine Civil Service. "This is the fourth edition of the R.A.C.E. to Serve Fun Run and also the fourth time that we at the DOLE will join the leisure sports activity," said Baldoz. To be held on the theme, Tapat na Serbisyo Alay Ko, Dahil Lingkod Bayani Ako, the Fun Run envisions quality public service through the promotion of physical wellness and the celebration of heroism. "It upholds the government employee's journey as servant heroes or lingkod-bayani," Baldoz said, as she urged fun run enthusiasts from the DOLE to enlist for the activity. The celebration is a month-long event, to be highlighted by a communications campaign, Honor Awards Program Rites for the 2014 Presidential Lingkod Bayan, Dangal ng Bayan, and CSC Pagasa Awardees, Government Choral Competition, and other special programs for participating government employees. POEA Governing Board lifts deployment ban on OFWs returning to Libya under certain skills categories |

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, Chairman of the Governing Board of the Philippine Overseas Employment Administration, yesterday announced the lifting of the deployment ban on overseas Filipino workers (OFWs) returning to Libya under certain skills categories. “The POEA Governing Board, in a meeting duly convened, has approved Governing Board Resolution No. 9 Series of 2014 allowing the processing and redeployment of OFWs under certain skills categories,” Baldoz said. The resolution was signed by Acting Secretary Ciriaco Lagunzad III, together with Governing Board members Milagros Isabel Cristobal, Alexander Asuncion, Estrelita Hizon, Felix Rofolfo Oca, and POEA Administrator Hans Leo Cacdac, the Governing Board's Vice Chairman. The resolution takes effect immediately and would allow the gradual re-deployment of returning workers in the following categories: (a) OFWs employed by diplomats, foreign embassies, missions, and international organizations in Libya; (b) OFWs working off-shore in oil rig platforms, provided they will not pass through, or spend their vacation in, mainland Libya; (c) OFWs working for multinational companies, government hospitals, and schools, as well as those working for the Libyan National Oil Company; and (d) Filipinos who are married to Libyan nationals. To further ensure the safety of OFWs under categories B and C, they shall need to secure a POLO-verified employer contingency plan for evacuation and repatriation of workers, and a POLO-verified employer undertaking with clear work site location in Libya. “Workers under these skills categories are allowed to return to Libya provided that their employers will issue a letter guaranteeing their safety, security, and repatriation, in case the situation in Libya worsens and there is imminent danger to their lives and well-being,” Baldoz emphasized. "However, the board is maintaining its ban on newly-hired OFWs until further advice," she added. The POEA closely coordinates its action with the DFA, particularly in continually monitoring the current situation in Libya, especially the dangerous areas or “no-go zones.” The lifting of the ban came after the Department of Foreign Affairs (DFA) recommended on 11 June the exemption of certain skill categories from the total deployment ban in Libya. It can be recalled that the POEA, through Governing Board Resolution No. 8 Series of 2014,, suspended the processing and deployment of OFWs bound for Libya on 30 May 2014, because of heightened civil unrest in that country, following the elevation by the DFA of its status alert on Libya to Alert Level 3 (Voluntary Repatriation Phase). |

OSLO FORUM 2014 Press Statement for the High-Level Press Conference By Secretary Teresita Quintos Deles, Presidential Adviser on the Peace Process - Philippines 18 June 2014 - Oslo On March 27, 2014, the Philippine government signed a historic agreement with the largest secessionist group in our country, the Moro Islamic Liberation Front or MILF. The international community played an indispensable role in that agreement. Responding to the voices of peace among the Filipino people and the determination of the Philippine government to heed those voices—the world came to our aid in many ways—through political support, development programs, technical assistance and, most of all, nurturing the trust and confidence that drove both sides to cross the rubicon and forge an enduring peace. If there is a single idea pervading my thoughts at this moment, it is that peace knows no borders, no political lines, no ethnic demarcations. It has been my privilege as a peace worker to witness men and women of all origins and creeds and coming from distant places, gather in one place to stop a conflict, get the parties to the negotiating table and nurture peace talks to fruition. In many parts of the world, nameless, faceless guardians of peace engage in the most formidable duties in behalf of humanity—many facing supreme sacrifices, at times failure or defeat, but never losing faith in the argument that peace is possible if we try hard enough. The “Comprehensive Agreement on the Bangsamoro” that we have entered into with the MILF draws from the experience of our nation and people stretching almost half a century into the past. Our people have endured terror, death and displacement of the most desolate kind. The Philippine government signed a peace agreement in 1996 that turned out to be a failed experiment - with peace remaining elusive and beyond our grasp. Our efforts to put the process back on track were met with resistance, setbacks, and sabotage as the secessionist movement was broken into two armed groups. It was only under President Aquino when, three years ago, he himself chose to break the impasse by meeting personally with the leader of the MILF, Kagi Al Haj Murad, who joins the Oslo Forum for the first time this year. They agreed to move forward, and, since then, both sides have persisted at the peace table, determined to craft an agreement that would be convergent and inclusive of all, especially of the communities that have suffered most from the long war. Before the year ends, our legislators have committed to pass a law that will bring about much needed political and socio-economic reforms under a new regional government, the “Bangsamoro.” This will be followed by a plebiscite in the areas under the scope of the law next year, ensuing a brief transition period until regional elections are held in May, 2016. As we move to achieve these political milestones, the parties have also began to put in place a comprehensive and sustainable normalization process that will, through a multi-track approach, ensure that the weapons and the forces of the MILF are put beyond use and communities are transformed from conflict and despair to hope, productivity, and a chance at new beginnings. We dare to say it is a democratic process bursting into full bloom. And we take great pride that this process has been led and stewarded by Filipino women in unprecedented numbers, including the first woman in the world to sign such an agreement in the role of chief negotiator. The role of the international community in encouraging us through a long and difficult peace process cannot be over emphasized. Let me pause and address our gratitude to the government and people of Norway – thank you for being our faithful partner through your participation in the International Monitoring Team as well as accepting the invitation of the parties to serve as a member of the Independent Decommissioning Body for our Bangsamoro peace process. Thank-you also for your continued willingness to serve as facilitator for peace talks between government and the communist insurgent forces. For peace to have a fighting chance, we need to build sturdy institutions to support it, at the global, regional, and national levels, institutions that are represented at the Oslo Forum. Dialogues for peace are a necessity, not a luxury – and its agenda must be developed through a bottom-up approach where those with the most hurt and hunger will have the best chance to obtain justice and human security. |

SANTA CRUZ, BOLIVIA — The Philippine government urged the Group of 77 and China (G77+China) to push for a revitalized global policy framework in disaster preparedness and response, according to the National Economic and Development Authority (NEDA). Economic Planning Secretary and NEDA Director-General Arsenio M. Balisacan made this statement during The Extraordinary Summit of Heads of State and Government of the G77+China on June 15, 2014. “Without a doubt, natural calamities have become a major consideration in framing our shared goal of sustainability and development. Likewise, the challenges of climate change demand action from all of us, individually and as a group, toward establishing the well-lived society we all want,” he said. Balisacan also emphasized that even with the Philippine government’s efforts, natural calamities, with magnitude such as that of Typhoon Haiyan, have negated some of the progress it has made and have even pulled back development, especially in the affected areas. “We commit to advance the G77+China’s interest and aspirations in the Post-2015 Development Agenda, particularly in its call to scale up existing commitments to eradicate poverty in all its dimensions, achieve equality of opportunities for all and fight climate change.” he concluded. The G77+China, also celebrating its 50th founding anniversary this year, is the largest intergovernmental organization of developing countries in the United Nations (UN). The group provides developing countries an avenue to articulate and promote collective economic interests and enhance joint-negotiating capacity on all major international economic issues within the UN system. In September, UN Secretary-General Ban Ki-moon will convene a Climate Summit alongside the annual General Assembly meeting. The event is aimed at building on momentum ahead of official talks next year when world leaders will agree on a legally-binding treaty that would cut greenhouse gas emissions. Also later this year, the UN Framework Convention on Climate Change will meet in Peru in its last official high-level meeting before the negotiations in Paris in 2015. |

The Department of Agrarian Reform (DAR) recently turned over P5.7-million worth of infrastructures to Brgy. General Malvar, Pontevedra in Negros Occidental to improve the living conditions of agrarian reform beneficiaries (ARBs) in this community. Provincial Agrarian Reform Program Officer Lucresia Taberna said the DAR provided the ARBs with P2.2-million worth of concrete farm-to-market road, stretching from the main highway to Purok 1, and a P1-million worth of agricultural warehouse that would benefit their farm products for storage and marketing purposes. “The Department also constructed 450-square meter multi-purpose pavement networks in Puroks 1 and 5, that will be used to dry rice grains, at a total cost of P1 million to further boost their yields,” Taberna said. Aside from agricultural facilities, the DAR also constructed a two-classroom building with comfort rooms that costs P1.5 million and is expected to benefit 189 students, most of them are children of ARBs. The infrastructure projects, which are implemented under the Agrarian Reform Communities Project II (ARCP II), are expected to benefit 249 agrarian reform beneficiaries. Danilo Pongan, ARCP II Regional Point Person, said 40 percent of the total costs of these projects were provided by DAR through the Development Bank of the Philippines, while 35 percent were from the local government of Pontevedra and the rest were from the national government. |

The biggest organization of municipal and city agriculturists all over the country has expressed its strong support to the work and leadership of Agriculture Secretary Proceso J. Alcala, saying his push for closer ties between devolved agricultural extension workers and the Department of Agriculture helped strengthen the Filipino agriculture sector’s competitive advantage. In a two-page resolution sent to DA, the Board of Directors of the League of Municipal Agricultural Officers, Municipal and City Agriculturists of the Philippines Inc. (LeMMCAP) lauded Secretary Alcala for supporting increased involvement of agricultural extension workers and other actors in agri-fishery development efforts. The group said it allowed faster delivery of updated and appropriate technologies to the farmers and fishers, and facilitated stronger investments by LGUs in the agri-fishery sector. “[Secretary Alcala’s] expertise and forte on agricultural extension created an enabling environment for increased investment in agriculture and most importantly, participation of agri-extension workers [in this development],” the resolution stated, signed by LeMMCAP President Jesusa Noveda of La Paz, Tarlac and board secretary Evangeline Puao of Consolacion, Cebu. The “Local Government Code of 1991” (Republic Act No. 7160) transferred the direct administrative supervision of thousands of agricultural technicians and extension workers from DA to their respective LGUs. Since coming into office in 2010, Alcala has worked to strengthen partnerships with local chief executives and extension workers through regular field visits and consultations. One particular area of collaboration is in the implementation of the government’s centerpiece food security blueprint called the Food Staples Sufficiency Program, whose primary objective is to enable the country produce all the rice that it needs. Through the DA-Agriculture Training Institute, DA has re-tooled agricultural officers and extension workers, and trained new farmer-technicians, on locally-adapted technologies and applications such as the integrated crop management and judicious of fertilizers. The goal is to develop and upgrade local knowledge and technologies that are not only inexpensive and environment-friendly, but also reduce the cost of farm and fishery production. Alcala welcomed the expression of support from LeMMCAP, saying it inspired him to work doubly hard to gain the confidence and cooperation of farmers and local leaders in the Department and its programs. “We will continue to take steps steps to ensure that our extension systems are manned by workers who are competent in technology, in economics, in farming, and in reaching small farmers,” he said. |

The Philippine Deposit Insurance Corporation (PDIC) is set to sell via public bidding on an “as-is, where-is” basis a total of 186 commercial and residential lots owned by various closed banks and the PDIC with an aggregate minimum disposal value of about P319.35 million on July 1, 2014. The public bidding, the second for the year, will be held at the PDIC Training Room, 9th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino St., Makati City, starting at 9:00 a.m. until 2:00 p.m. The list of property descriptions is available through the PDIC’s Property Finder at its website, www.pdic.gov.ph. The properties up for bidding are located in the cities of Caloocan, Las Piñas, Pasay, Parañaque and Baguio; and in the provinces of Aklan, Albay, Batangas, Bulacan, Cagayan, Camarines Norte, Camarines Sur, Cavite, Cebu, Ilocos Norte, Iloilo, Laguna, Nueva Ecija, Occidental Mindoro, Oriental Mindoro, Pampanga, Pangasinan, Quezon, Rizal, Romblon, Samar, Sorsogon and Tarlac. Before submitting their bids, prospective buyers are advised to physically inspect the properties they are interested to buy. Bidders are enjoined to present a valid identification (ID) card with photo to be allowed entry into the bidding area. Sealed bids will be accepted from direct buyers only. The Japanese International Cooperation Agency (JICA) represented by Megumi Muto, Deputy Director General for Southeast Asia and Pacific Department, extended its support to the Philippine Public-Private Partnership (PPP) Program through a grant on Technical Cooperation Project for Capacity Development in Public-Private Partnership Project Formulation. This initiative is set to enhance the Philippine Government, especially the Implementing Agency(ies)’s capacity to undertake strategic selection and formulation of PPP projects that will address the infrastructure gap and help achieve sustainable economic development in the country. The PPP Center will act as the counterpart agency to JICA for this project and will have oversight and coordination functions over its implementation. “We are very happy with the increasing support the country’s PPP Program is getting from our international development partners. This technical cooperation with JICA is a good opportunity for our various PPP implementing agencies to further strengthen their capacity to deliver solid and bankable infrastructure projects,” said Executive Director Cosette V. Canilao during the ceremonial signing of the Memorandum of Agreement between the PPP Center and JICA on 18 June 2014. The grant targets to strengthen the capacity of key implementing agencies in PPP project formulation, structuring, and implementation. Among the implementing agencies being targeted include the Department of Transportation and Communications (DOTC), Department of Public Works and Highways (DPWH), Department of Energy (DOE), Department of Justice (DOJ), and the Department of Health (DOH). The Technical Cooperation is set to be implemented as soon as the procurement of experts is complete, as stipulated in the signed agreement between PPP Center and JICA. The project is targeted to commence in August 2014 and will be completed by the end of 2016. |
