1. Commitment of support to intensify campaign
against 'cocolisap' launched in Quezon

LUCENA CITY, Quezon, June 20 (PIA) --Presidential Adviser
for food and security and agricultural modernization Sec. Francis “Kiko”
Pangilinan and Department of Interior and Local Government (DILG) Sec. Mar
Roxas led the signing of commitment of support to intensify the campaign
against coconut scale insect infestation in the province of Quezon.
The signing of commitment of support, held June 10,
2014 at the Bulwagang Kalilayan, is part of the “Konsultasyon Kontra
Cocolisap” was organized jointly by the Presidential Adviser for
Food Security and Agricultural Modernization, Philippine Coconut Authority
(PCA) and the provincial government of Quezon.
Municipal mayors, agriculture officers from
the different towns/cities in Quezon province and other stakeholders
attended the significant activity.
Sec. Pangilinan presented the operational plan to further
fight cocolisap which affected about 1.2 million coconut trees
in the Philippines with CALABARZON as one of the hardest hit.
During the consultation with municipal agriculturists, the
Philippine Coconut Authority (PCA)-4A noted that in Quezon Province
as of June 2014, about 335,091 coconut trees were affected
by coconut scale insect, likewise affecting about 2,000
farmers.
PCA along with the provincial
government has taken steps like spraying, pruning, trunk
injection and implementation of bio-control program. As of June 5,
2014, about 19,232 coconut trees have been treated from
infestation. PCA-Quezon is targetting to treat 6,000 coconut trees
daily in the province starting June 20 to August 2014.
In addition, the national government and the local
government of Quezon will intensify the massive campaign against
‘cocolisap’ specifically in the municipalities affected of Sampaloc,
Mauban, Polillo and Alabat, Tayabas City, Sariaya, Candelaria, Tiaong, San
Antonio and Dolores, Quezon.
The provincial government under the leadership of
Gov. Suarez had been implementing several programs in the province to
fight coconut scale insect infestation like the creation of a task
force called Scale-Insect Provincial Action Group (SIPAG). (PIA,Quezon)

LUNGSOD NG LUCENA, QUEZON, Huny 20 (PIA) --Iniulat ng
panlalawigang tanggapan ng Philippine Statistics Authority (PSA)-Quezon na base
sa resulta ng huling datos ng kapanganakan sa taong 2013, muling tumaas ang
bilang ng nakarehistrong kapanganakan sa probinsiya ng Quezon kung saan
ay may kabuuang bilang na 53,609.
Ang bilang ng mga ini-rehistrong kapanganakan ay tumaas ng 17.4
bahagdan mula sa naitalang 45,654 noong taong 2012.
Mas marami pa rin ang bilang ng mga kalalakihan na umabot sa
27,467 o 51.2 bahagdan kumpara sa mga kababaihan na umabot sa 26,142 o
48.8 bahagdan na nakapagtala ng birth sex ratio na 105 kalalakihan sa
bawat 100 kababaihan.
Nanguna ang Lucena sa mga lugar na nakapagtala ng mataas na
rehistro ng kapanganakan na umabot sa 11,364 o 21.2 bahagdan ng kabuuang
bilang ng nakarehistro sa lalawigan ng Quezon.
Ito ay maaaring dahil sa mga mas maraming ospital at pasilidad
pangkalusugan na matatagpuan sa lungsod. Dagdag pa dito, mas nakahihigit ang
populasyon sa lugar na ito. Sumunod ang mga bayan ng Lopez na may
4,525 o 8.4 bahagdan at Candelaria na nakapagtala ng 3,367 o 6.3
bahagdan. Samantalang ang maliliit na bayan ng Sampaloc ay 95 o .2
bahagdan at Plaridel na 96 o .2 bahagdan naman ang nakapagtala ng pinakamaliit
na bilang ng ipinapanganak.
Para sa buong taon, ang buwan ng Mayo ang nakapagtala ng

Operation Smile Philippines

TRECE MARTIRES CITY, CAVITE, June 20 (PIA) --About 101
children and young adults with birth deformities such as cleft lip and cleft
palate underwent free surgery through the medical mission of Operation Smile Philippines (OPS) held at the Saint Paul Hospital in Dasmariñas
City.
Aptly named the “Gift of Smiles” mission, dedicated and highly
skilled medical volunteers including non-medical volunteers held the
humanitarian mission from June 7-13, exceeding their target of 100
beneficiaries with birth deformities.
OPS coordinator Elora Bisda, said aside from the free operation,
each patient was given one week supply of free medicines like antibiotics and
ointments, adding that volunteer doctors stayed until June 17 to monitor the
condition of patients needing additional medical care.
Operation Smile Philippines is the very first in-country
organization of Operation Smile International - a private, non-for-profit
volunteer medical services organization and worldwide children’s medical
charity based in Norfolk, Virginia.
Since 1982, OPS have treated over 22,000 Filipinos with facial
deformities. With the oral cleft incidence in the Philippines estimated at one
in every 500 live births, about 4,000 Filipino babies are born with cleft
problems yearly.
This June, Operation Smile Philippines conducted six medical
missions in different parts of the country last June 7 to 13. Aside from
Cavite, other areas are in Bacolod (Bacolod Our Lady of Mercy Specialty
Hospital, Bacolod, Negros Occidental), Cebu (Adventist Hospital Cebu, Cebu
City), Davao (Brokenshire Hospital, Davao City), Pampanga (Ricardo Rodriguez
District Hospital, Bacolor, Pampanga), and in Samar (Eastern Samar Provincial

1. DTI, stops operation of four motor vehicle
emission testing centers in Batangas

CALAMBA CITY, Laguna, June 20 (PIA) --For violations of the
Department of Trade and Industry’s (DTI) Department Administrative Order No. 3,
Series of 2002 (DAO 3:2002), four motor vehicle emission testing centers -
or private emission testing centers (PETC) - in the Province of Batangas
were ordered to cease operations pending compliance to the requirements of said
administrative order.
Names of the testing centers were withheld pending ruling of
their respective cases.
DAO 3:2002 stipulates the rules, regulations and guidelines in
the issuance of accreditation for PETCs, of which aim is to ensure that operators
strictly comply with the accreditation scheme guidelines so that motor vehicle
owners are not shortchanged and get true and accurate results based on the
actual emission testing.
Noli K. Manalo, DTI’s standards and enforcement officer in
Calabarzon, said that the violations include technical lapses such as lack or
absence of the required test equipment while there were documents of test
results - which is tantamount to ‘non-appearance’ or the generation of a test
result without conducting actual emission test; non-calibration, invalid or
outdated calibration status, and unverified accuracy of emission test
equipment.
Violations also resulted from administrative slips such as non-accreditation;
non-reporting of changes in location, movement of personnel/technicians and
equipment; unverified qualification of technicians manning the center;
not displaying price list of testing fees; non-renewal of performance
bonds; and not meeting the size
requirements of the facility area
Manalo added that among the major violations was the
falsification of TESDA’s Certificate of Competency (COC) by one of the PETCs.
“The replacement technician, obviously not
having the appropriate qualification, was made to assume the COC and the
corresponding certificate number of the former technician he replaced”, Manalo disclosed.
On the other hand, the other five emission testing centers
monitored in the province were found to have complied with the DAO 3:2002.
The monitoring and enforcement was prompted by reports alleging
irregularities and unfair practices of some testing centers, thus leading to
the findings of violations by the 4 PETCs.
DTI Regional Director Marilou Quinco-Toledo said that pursuant
to the Republic Act No. 8749 or the Philippine Clean Air Act of 1999, DTI is mandated to develop and implement
standards and procedures on the licensing of qualified private service centers
and their technicians as prerequisite for performing the testing, servicing,
repair, and the required adjustment to the vehicle emission system.
Toledo further emphasized that to eliminate irregularities
among PETCs and ensure protection of vehicle owners, DTI will conduct regular
monitoring on emission testing centers as well as in the other provinces in
Calabarzon.
“Our office will constantly monitor PETCs as we want to ensure
that there will be integrity in the emission test results reflected in the
official DOTC Certificate of Emission Compliance (CEC)”, Toledo said. (Charlie S. Dajao, DTI

LUNGSOD NG TANAUAN, Hunyo 20 (PIA) --May 539 mag-aaral ang unang
makikinabang sa pagbubukas ng Tanauan City College (TCC) sa Barangay
Trapiche sa lungsod na ito noong Hunyo 16, 2014.
Ang naturang kolehiyo ay pansamantalang gagamitin ang pasilidad
ng Tanauan City National High School sa loob ng dalawang taon at
matapos ay inaasahang makakapagpatayo na ng sariling gusali ito.
Sinabi ni DepEd Secretary Bro. Armin Luistro, na isang
malaking tulong ang kolehiyong para sa mga mahihirap na Tanaueno na walang
kakayahang makapag-aral sa mga pribadong paaralan.
“Masasabi ko na ang programang ito ay naka-angkla sa
pangangailangan ng bayan sapagkat ang mga kursong binuksan ay
makapagbibigay ng alok na trabaho kapag natapos ang mga estudyante,” wika pa ni
Luistro.
Sinabi pa ng opisyal na batid din niya ang pagsusulong ng
pamahalaang lungsod ng isang Baseball Academy kung saan layong linangin ang
kakayahan ng mga Tanauenong may talento sa larong baseball upang maihanay sa

Ayon naman kay Technical Education and Skills Development
Authority Secretary Joel Villanueva, isang oportunidad ito upang magkaroon ng
magandang kinabukasan ang mga Tanaueno, matulungan hindi lamang ang kanilang
sarili, maging ang lungsod ng Tanauan at lalawigan ng Batangas.
"Bagamat vocational ang mga kursong ini-ooffer dito tulad
ng automotive servicing, consumer electronics, mechatronics servicing at
electrical installation and maintenance servicing, ang mga ito ay maaaring
ma-credit kapag nag-enrol sila sa kolehiyo dahilan sa ang sistema ng edukasyon
ay ladderized na sa kasalukuyan," sabi ni Villanueva.
Sinabi ni TanauanCity Mayor Thony Halili, na bagamat
nagkakahalaga lamang ng P600K ang pondo ng TCC ay malaking tulong ito sa
kanilang mga kababayang mahirap na walang kakayahang mag-aral sa pribadong
paaralan.
"Isang magandang halimbawa din ito ng pagtutulungan ng
pamahalaan at pribadong sektor kung saan ang pagbubukas ng TCC ay dahilan sa
inisyatibo ng mga alumni ng Tanauan Institute Batch ’63 at ipinasa naman ng
Sangguniang Panglungsod ang ordinansa ng pagtatayo nito noong Agosto 29,
2013," sabi ng punonglungsod.
Binigyang-diin pa ng alkalde na noong una ay hindi madaling
isakatuparan ang programang ito, ngunit dahil sa nakitang pagpupursige,
maging ang kanyang mga nasasakupan ay kumilos upang maisakatuparan ito at sa
loob ng 351 araw ng kanyang panunungkulan sa naturang lungsod ay nabuo ito.

government units (LGUs) of the province of Rizal will have the chance to
showcase what their town/city has to offer through a painting exhibit at
the lobby of the Provincial Capitol this June.
With renowned and fast rising artist all over the province, the
exhibit, is a brainchild of Gov. Nini Ynares will run through the whole
month of June and is part of the 113th Araw ng Lalawigan ng Rizal
celebrated June 11.
Gov. Nini Ynares said the project will surely add prestige
and glamour to the festivities of the founding anniversary of the province.
"Through this exhibit, more tourists, foreign and local will be enticed to
visit during one of the most highly anticipated activities in the entire
province."
The provincial government assisted the artists in
mounting the exhibit with a maximum of five artists per town/city to
work on a 4’ x 8’ canvass.
It can be recalled that the province of Rizal is home to National

Daranak Falls earns P4.6M revenue

TANAY, Rizal, June 17
(PIA)– The Tanay Tourism Office reported that Daranak Falls generated a total
revenue of P4,641,675 from January to May this year.
The collection is 114
percent or P2,472,565 higher than the revenue collected in the amount of
P2,169,110 for the same period last year.
Meanwhile, the tourist
arrivals recorded a total of 104,004 from January-May this year. It slightly
decreased by 4 percent or less 4,452 tourists compared to the 108,456 tourist
arrivals during the same period in 2013.
2014 figures indicated
a significant increase of 114 percent in revenue even as it recorded 4 percent
decrease in tourist arrivals compared to 2013 figures.
The decrease in
tourist arrivals at Daranak Falls addresses the carrying capacity, carbon
footprint, and tourism sustainability, which are the main concerns of the
municipality as regards its efforts to take care of the environment.
On the other hand, the
increase in revenues can be attributed to the entrance fee adjustment the Tanay
LGU implemented effective Feb. 16, 2014 according to the local tourism office,
adding that from a P20 entrance fee, the LGU adjusted the entrance fee to P50
for both children and adults.
The adjustment was
meant to cover maintenance, utilities, improvement and new amenities, and
additional activities in Daranak to ensure continuous tourism development.
Aside from the
entrance fee adjustment, the active support of the municipal government thru
the leadership of Mayor Rafael Tanjuatco and the hard work and efforts of the
Daranak and Tourism Office personnel also contributed in the significant
increase in revenues.
Daranak Falls is the
sole tourist destination that is managed by the municipal government from where

OPENING STATEMENT ‘Yung una kong pahayag ay hinggil sa update mula sa NFA (National Food Authority) hinggil sa supply at presyo ng bigas. Patuloy na isinasagawa ng pamahalaan ang lahat ng hakbang para tiyakin ang sapat na supply na hindi pinagsasamantalahan ang ating mga mamamayan sa pamamagitan ng pagsingil ng sobrang taas na presyo. Ayon sa NFA, we are warning the public that they will implement… We are advising the public that they will implement the full force of the law on those who divert, hoard, and overprice government or NFA rice. ‘Yan po ang kanilang pahayag. Ayon pa rin sa NFA, ang kasalukuyang supply ng NFA rice ay umaabot na sa humigit-kumulang 2.4 na milyong metrikong tonelada, at ito ay sapat para sa susunod na 72 araw o hanggang sa unang linggo ng Setyembre na kung kailan inaasahan ang resulta ng unang pag-ani o harvest season. Doon sa nakatakdang importasyon na humigit-kumulang 800,000 metric tons, ito po ang update mula sa NFA: Nai-deliver at natanggap na ‘yung 193,000 metric tons. Bago magtapos ng Hunyo, may karagdagang delivery na 274,250 metric tons, at sa buwan ng Agosto ay ang balanseng 332,350 metric tons. Nagbigay ng abiso ang NFA sa supplier na tingnan ang posibilidad na mapabilis o mapaaga ang delivery. Alinsunod sa pinagkasunduan sa pagpupulong ng National Price Coordinating Council (NPCC) noong nakaraang linggo, ipinapatupad ng NFA ang mga sumusunod na programa (action programs) simula noong isang linggo sa Metro Manila—ang tawag nila dito Efren ay ‘DDDW’—ano po ‘yung tatlong ‘D’? Unang-una, dagdag allocation (increase of allocation) from 12,500 bags per day to 25,000 bags per day—doble na po. Ang ikalawa ay dagdag outlet from 1,018 to 1,120 outlets, initially ay 10 percent increase, para isama na rito ‘yung mga talipapa at mga smaller market. At pangatlong ‘D’ ‘yung dagdag bantay (increase in monitoring teams) at ‘yung paghimok sa ating mga kababayan na i-ulat o i-report sa NFA sa pamamagitan ng kanilang operations center sa teleponong 454-1214. Madali rin pong tandaan dahil triple seven—7:00 a.m. to 7:00 p.m. seven days a week—and through text NFA dito po sa cellphone number na ito: 0906-4363143. Sa mga lalawigan naman po, ang NFA ay nagpa-umpisa na ng mga kahalintulad na mga istratehiya, at sa kanilang pagmamanman o monitoring ay stable naman ang presyo sa mga kalapit na lalawigan sa Maynila. At ‘yung ikaapat ay walang pagtataas ng presyo ang NFA rice. Ang presyo po ng NFA regular milled rice ay nananatili sa 27 pesos per kilogram at ‘yung NFA well-milled rice ay nananatili sa 32 pesos per kilogram. Sa commercial rice naman, ‘yung hindi po NFA rice, sa kanilang monitoring ang pinakamababa ay 40 pesos per kilogram. At sa mataas na klase na tinatawag na well-milled o premium rice, 45 to 50 pesos per kilo. Hindi po pinapabayaan ng pamahalaan ang sitwasyon. At katulad po ng ating sinabi, tinututukan po ito nang husto at tinitiyak na walang magsasamantala sa ating mga kababayan. So hanggang doon na lang muna po at handa na akong sumagot ng mga katanungan. QUESTIONS & ANSWERS Efren Montano: Okay, thank you po. ‘Yung tungkol naman po doon sa bawang, may update po ba tayo at kasama na rin po yata itong mga presyo ng baboy, manok, at baka? Meron po ba tayong update diyan na nakuha sa DA (Department of Agriculture)? SEC. COLOMA: Meron din pong mga tinalakay hinggil diyan, ano, doon sa National Price Coordinating Council na binubuo ng DTI (Department of Trade and Industry) at ng iba pang iba’t ibang mga ahensya. Halimbawa po sa sugar, ayon po sa monitoring ng SRA (Sugar Regulatory Administration), ang dahilan para sa pagtaas ng presyo ay dahil tumaas po ang demand—tumaas po ang presyo na umabot sa 52 pesos. Ngunit sa kanila din pong pagtutok o monitoring ay bumaba din ito sa 49 pesos at meron pong suggested retail price ang sugar at ito po ay nasa 50 pesos kada kilo. Doon naman po sa sitwasyon hinggil sa pork o sa baboy, ayon po sa ating mga hog raisers, ‘yung pagtaas ng presyo ay dahil sa tinatawag na Porcine Epidemic Diarrhea (PED) na tumama po sa mga piglets at ito ay isang contributory factor sa tight supply. Ngunit ayon din po sa mga kinatawan ng mga hog raisers, ‘yung farm gate prices ay nag-i-improve na kaya inaasahan na bababa na rin ang retail prices. ‘Yung tinatawag na epidemya o Porcine Epidemic Diarrhea ay kinontra po sa pamamagitan ng pagbakuna. Ito po, ano, laganap daw po ‘yung naging epekto nitong (epidemya). Halimbawa, sa Estados Unidos ay halos walong milyong piglets ang apektado at ‘yun po, ano. Binabantayan nang husto ‘yung sitwasyon hinggil diyan. Nag-request po ang mga hog raisers na huwag namang masyadong pababaan ‘yung mga presyo para naman ma-recover din nila ‘yung kanilang losses. So sinusubaybayan po ito. Sa manok naman, nagkaroon din po ng pagtaas na nasubaybayan sa mga wet market, na humahanay mula sa 130 pesos hanggang 140 pesos. At ayon naman sa asosasyon ng mga poultry growers or poultry raisers, ‘yung mainit na temperatura nitong tag-init ay naging contributory factor naman sa mabagal na paglaki ‘nung mga manok. Ibig sabihin mababa ang kanilang timbang kaya ito po ang isa sa mga sanhi ng temporary shortage. Pero nag-i-improve na rin po ‘yung supply situation at sa kasalukuyan ang umiiral ay 90 percent locally supplied ang atin pong ginagamit. Doon naman sa garlic, sinusuri po ng Department of Agriculture ‘yung sitwasyon diyan dahil karamihan po talaga sa ating ginagamit na garlic o bawang ay imported. Nag-deploy na po ang DA ng rolling stores sa Muntinlupa, Pasig, Marikina, at Quezon City na nagbebenta ng local garlic sa presyong P100 per kilo to P200 per kilo depende po sa size. Doon naman po sa ginger o luya, wala pa daw pong importasyon ng ginger dahil ‘yon namang local supply ay sapat pa. ‘Yung mga magsasaka tinatago ‘yung 10 percent ng kanilang production para sa susunod na taniman. Kaya ‘yan po, ano. Sa iba pang mga agricultural products, stable naman ang prices ng cooking oil, stable din ‘yung sa tilapia at sa carrots. Binabantayan din po ng pamahalaan ‘yung presyo ng gulay. Isa po sa mga factor din na tinitingnan ay ‘yung epekto ng truck ban. Pero tinitingnan po kung paano kaagad ito mareremedyohan dahil hindi naman dapat ito maging sanhi ng pagtaas ng presyo. Kaya sa kabuuan ay masinsing tinututukan ng pamahalaan ang galaw ng supply at presyo sa lahat ng mga pangunahing food items. Mr. Montano: Okay po. So ‘yung sa truck ban talagang parang isang factor doon sa pagtaas ng presyo ng mga agricultural products at ‘yung bigas at iba pang mga (produkto)? Katulad ng bigas, itong garlic, ‘yung agricultural products (na) mga baboy, manok, ‘yon po ang isang tinitingnan ng ating pamahalaan? SEC. COLOMA: Tinututukan po ‘yan pero hindi po ‘yan ang pangunahing dahilan, contributory factor lang po, at patuloy naman ‘yung pagsisikap na ma-clear po ‘yung backlog ng mga kargamento na naipit sa ating Port of Manila dahil diyan at sino-solve naman po, ina-address po ‘yung problema. Vanz Fernandez: Sir, from Gen Kabiling ng Manila Bulletin, ang tanong po niya: On high food prices, did the government verify the reasons given by the traders about the price hikes? SEC. COLOMA: Kung napakinggan niyo po ‘yung aking paglalahad kanina, ang binabanggit natin ay ‘yung mga input ng mga hog raisers, mga chicken growers. Kasi po inanyayahan sila doon sa meeting ng National Price Coordinating Council para ma-validate naman po ‘yung findings ng pamahalaan at malaman din ‘yung situation on the ground mula mismo sa ating mga kababayan na direktang sangkot dito sa mga industriyang ito. Kaya kinuha po ang kanilang mga input at kasama po sila sa pag-address sa problema para malutas po. Ms. Fernandez: Follow up din po ni Ms. Gen Kabiling: Justified ba ang price increase nila? SEC. COLOMA: Ipinaliwanag po natin ‘yung mga dahilan at ang atin pong layunin ay tiyakin na walang nagsasamantala. Kung mayroon mang irregularities sa supply at sa presyo, ito po ay hindi dapat na nilikha ng artificial shortage at hindi dapat na labis ang pagsingil sa ating mga kababayan. Kaya ‘yan po ang masinsing tinututukan ng ating pamahalaan. Ms. Fernandez: Okay, sir, on another issue po from Ms. Gen Kabiling ng Manila Bulletin. Why did the President exclude Nora Aunor in this year’s set of National Artists? Was Nora Aunor’s drug case considered in the selection process? SEC. COLOMA: Ang ibibigay ko pong katugunan ay parang general statement. Wala pa naman po akong naging pagkakataon na tuwirang makapanayam ang Pangulo hinggil sa mga partikular na binanggit ni Binibining Gen Kabiling. Ito po ang aking pahayag: Tungkulin ng Pangulong magpasya pagkatapos ng masinsing pag-aaral. Sa kanyang pagpapasya, isinaalang-alang ng Pangulo ang mga panuntunan o criteria at kung paano tumutugon ang bawat nominado sa mga panuntunang ito. Makatitiyak tayo na ang kanyang desisyon ay batay sa layuning itaguyod ang pambansang kapakanan sapagkat ito ay gawad para sa mga kikilalaning simbolo ng kahusayan at kadakilaan ng mga Pilipino. It is the duty of the President to decide on who among the shortlisted nominees deserve to be conferred the Order of the National Artist. In making the decision, the President considered how each of the nominees measured up to the criteria for choice. We are certain that his decision was based on what will best serve the national interest because the Order of the National Artist gives recognition to those who excelled in the arts and letters and embodied the goodness and nobility of the Filipino people. Mr. Montano: Okay po. So ibig sabihin ‘yung sinasabi, ‘yung reklamo ng mga nasa showbiz sector (na) biktima raw si Nora Aunor ng politika ay walang basehan dahil talagang ito ay isang presidential prerogative ng ating Pangulo? SEC. COLOMA: Doon po sa paglalahad ng Proclamation 1000, ito po ‘yung batayang batas sa paggawad ng Order of the National Artist, ang pinal na pagpapasya po ay ibinigay sa Pangulo ng Pilipinas dahil nga pinakamataas itong uri ng pagkilala sa mga outstanding Filipinos in the fields of arts and letters. Kaya nararapat lamang na ang pinakamataas na pinuno ng bansa na mayroong tuwirang mandato mula sa mga mamamayan, hinalal po siya ng bansa, ang magkakaroon ng pinal na pagpapasya sa kung sino ang karapat-dapat na tanghalin bilang mga Pambansang Artista o National Artists. Kaya ‘yan po ang pinagbabatayan o pinagbatayan ng ating Pangulo. Ginamit po niya ‘yung pagpapasya niya na alinsunod sa kanyang pagkilala, ano, kung ano ang naaayon sa pinakamataas na pambansang interes ng ating bansa. Ms. Fernandez: So, sir, parang… Sa palagay niyo ba parang nag-a-alinlangan ang ating Pangulo sa pagpili sa kanya? SEC. COLOMA: Nabanggit ko na Vanz, ano, ‘yung general consideration at frame of mind ng Pangulo. Tulad ng sinabi ko, wala akong partikular na impormasyon tungkol sa mga partikular na nominado. Mr. Montano: Ibig sabihin lang ay dapat na igalang na lang natin ‘yung naging desisyon ng ating Pangulo base sa kanyang appreciation ng mga panuntunan sa pagdedeklara o conferment nitong tinatawag na National Artist award? SEC. COLOMA: Kaya nga Efren pinapaunawa natin sa ating mga kababayan kung ano ang isinasaad ng batas at kung ano ang prosesong ginamit sa pagpili para maunawaan ‘yung naging pagpasya. Mr. Montano: Okay po. Thank you po. Ms. Fernandez: Sir, from Gen Kabiling on another issue. Senator Miriam Santiago has criticized the double standard between rich and poor prisoners. How will the government correct the unfair situation? SEC. COLOMA: Sasagutin ko ‘yan Vanz, Efren, at Eloy na meron na ring pagtukoy doon sa mga paratang na nailathala na tila mas mainam pa raw ‘yung binigay na pagtrato sa mga akusado kaysa doon sa temporary shelter para sa mga pamilyang apektado ng ‘Yolanda’. Magkahawig naman siguro, ano, dahil ang parang tinutukoy dito ‘yung tila mayroong double standard? Mr. Montano: Opo. SEC. COLOMA: Pwede bang sagutin ko na lang nang sabay? Mr. Montano: Opo, sige po. SEC. COLOMA: Ito po ang ating pahayag hinggil diyan: Ang paggamit ng pasilidad sa detensyon ay naayon sa batas bilang pagkilala sa prinsipyo ng makataong pagturing sa mga nasasakdal. Dapat bang dalhin at ipiit sila katulad ng mga bunkhouses at temporary shelters na ginagamit ng mga pamilyang naapektuhan ng ‘Yolanda’ at iba pang kalamidad? At kung gagawin naman ito ng pamahalaan, hindi kaya mamayagpag ang tuligsa na pinahihirapan ang mga ‘di kaalyado sa pulitika? Ang sitwasyong ito ay nagpapakita lamang ng kahalagahan ng layuning magtatag ng isang lipunan na kung saan magiging tunay na pantay-pantay ang trato sa lahat ng mga mamamayan habang iginagalang ang kanilang mga karapatang pantao. Ms. Fernandez: Sir, may follow up siya. Will the Palace sack prison officials who give special privileges to VIP prisoners? SEC. COLOMA: ‘Yan naman ay hiwalay na usapin Vanz, ano. Ang tinutukoy diyan ‘yung mga… Kailangang linawin lang Vanz, ano, kasi ‘yung tinutukoy diyan sa huli mong tanong ay mga nasentensyahan na. Meron nang finding of guilt sa kanila. Iba po ‘yon doon sa mga akusado pa lamang na kung saan ay kinikilala pa ‘yung karapatan nila sa ating Bill of Rights doon sa tinatawag na presumption of innocence. Importante po ‘yung distinction. Ganunpaman, malinaw naman po ang deklarasyon ng ating pamahalaan sa pamamagitan ng Department of Justice na hindi makatwiran ‘yung pagbibigay ng special treatment at labag sa patakaran. Kaya pananagutin po ang mga sangkot dito at ipapatupad ang batas hinggil diyan. Mr. Montano: Okay po. May katanungan po si Bernard Taguinod. Ang sabi niya: Sabi po ni Congresswoman Lani Mercado, inaasahan niya na ipapahiya umano ni PNoy ang kanyang mister sa SONA (State of the Nation Address) ng Pangulo sa Hulyo, kaya hindi siya a-attend sa SONA. Ano po ba daw ang masasabi ng Palasyo ukol dito? SEC. COLOMA: Iginagalang po namin at kinikilala ang kanyang karapatan na magpahayag ng kanyang saloobin. Wala pong ganyang hangarin ang ating Pangulo. Mr. Montano: Okay po. At ‘yung follow up po ni Bernard: Sir, palagay ninyo makakakuha ng simpatiya si Senator (Bong) Revilla ukol sa kanyang ambisyon sa 2016? At tinatanong ni Bernard kung sino daw ang ilalaban ni PNoy kay Senator Revilla sa darating na halalan? SEC. COLOMA: Bayan na po ang magpapasya hinggil diyan. Doon naman sa ikalawang tanong, binibilang po natin ‘yung araw, humigit-kumulang 738 days hanggang sa ika-30 ng Hunyo 2016 na pagtatapos ng termino ng ating Pangulo. Naka-focus po tayo. Hindi po tayo natitinag sa determinasyon na ipatupad ang mga ipinangakong reporma na ihatid po sa ating mga kababayan at ‘yan po ang pokus natin at hindi po politika. Mr. Montano: Okay. ‘Yung last question po ni Bernard: Ano daw po ang mensahe ng Palasyo sa maraming kahilingan ng mga preso tulad nitong si Senator Revilla na nagrereklamo umano sa mainit na kulungan niya o piitan at ‘yung paglitaw nitong mga daga raw at ipis diyan sa PNP (Philippine National Police) custodial (center)? SEC. COLOMA: ‘Yan pong mga partikular na bagay na ‘yan ay nasa kapangyarihan ng hukuman para pagpasyahan. Kaya mainam po na idulog na lang sa hukuman at hintayin po natin ang pasya ng Sandiganbayan hinggil diyan. Ms. Fernandez: Okay, sir, wala na po kaming mga questions. COLOMA: Tila kahapon ay tinanong na ninyo ‘yan kay Undersecretary Abi Valte at nagpaliwanag siya, ano, tungkol doon sa hinihinging karagdagang impormasyon para makagawa naman ng mainam na pasya na kumpleto ang impormasyon tungkol sa mga shortlisted nominees, Natunghayan ko ‘yung transcript ng inyong talakayan tungkol diyan at simula naman kahapon ay wala namang karagdagan pang update. Mr. Montano: May timetable po ba ng pag-appoint, pagtatalaga ni Pangulo ng Justice sa Sandiganbayan? SEC. COLOMA: Kinikilala naman po ‘yung kahalagahan ‘nung pagnonombra ng isang Associate Justice na pupunuan ‘yung bakante na upuan sa Sandiganbayan. Mr. Montano: At sa ibang topic, ‘yung tungkol sa Sulu clashes, ‘yung pitong napaslang na mga Marines. May tinitiyak ba tayong tulong doon sa mga pamilya ng mga namatay na sundalo? SEC. COLOMA: Okay. Humingi po tayo ng update mula sa Armed Forces of the Philippines at ito ang ibinahagi sa atin ni Colonel Demy Zagala ng Public Information Office ng AFP. ‘Yun pong naiulat na firefight, ito po ay naganap noong ika-6:30 ng gabi ‘nung June 19. A heavy firefight ensued between the Philippine Marines and the ASG (Abu Sayyaf Group) led by Hairula Asbang in Patikul, Sulu. The firefight occurred when the Marines were conducting patrol operations. The ASG suffered at least 10 fatalities while, on the government side, seven soldiers were killed in action and 13 others were wounded. Most of the government casualties were hit by enemy mortar fire. The Marines are presently conducting follow-on law enforcement operations in coordination with the PNP to locate and neutralize the ASG elements in the area. The dependents of the seven soldiers killed in action will receive burial benefits, financial assistance, and educational benefits from the AFP; cash and assistance from the Alay sa Kawal Foundation; and special financial assistance under Republic Act 6963. Their surviving spouses will also receive old age pension, while the wounded personnel will also receive financial assistance from the AFP. ‘Yan po ang pinakahuling update mula sa Armed Forces of the Philippines. COLOMA: ‘Yun pong… Kasi nga po noong nakaraang linggo ay naging abala tayong lahat sa dalawang bagay, ano, una ‘yung tungkol sa presyo ng mga bilihin. Nandiyan po ‘yung buong commitment po ng ating pamahalaan na tutukan ito nang masinsin para sa kapakanan ng ating mga mamamayan at titiyakin pong hindi sila mapagsasamantalahan ng mga elementong magki-create ng artificial shortage at sisingil nang labis at walang katwiran. Pangalawa po, ‘yung tungkol sa pag-issue ng warrant of arrest laban sa mga sangkot sa PDAF-related cases. At ang panawagan lang po sa mga mamamayan ay ipagpatuloy ‘yung kanilang pagtutok dito, at sana po ay umiral ang katotohanan at ang katarungan para sa kapakanan na rin ng ating mga kababayan, dahil nga ang pinag-uusapan dito ay ‘yung maling paggamit ng pondo ng bayan at karapatan po ng mga mamamayan na magawaran ng katarungan ang bagay na ito. ***** |

Bridge in Agusan del Sur now open to traffic |

The Department of Public Works and Highways has re-opened the bailey
bridge along Butuan City - Talacogon - Loreto - Veruela - Sta. Fe
National secondary road in Agusan del Sur that partially collapsed
yesterday (June 20, 2014). DPWH Region 13 Director Danilo Verzola reported that emergency repair works by the mobilized DPWH manpower and equipment at the Tagabaka bridge were completed and made passable to all types of vehicles as of 11 pm of the same day (June 20, 2014) after the incident involving heavy loaded truck caused a portion of bailey bridge to fail. The bailey bridge has a capacity of only five (5) tons but cargo trucks including those carrying falcata logs passes along that route, said Verzola. Overloaded trucks are even threatening the structural integrity of Wawa steel bridge along Butuan - Davao Road because their loads usually bump the bottom chord of that bridge, reported Verzola. "Despite repeated warnings, these overloaded trucks continue not to comply," said Verzola. We even placed an outpost there, but due to the reported presence of unlawful elements in the area, we cannot guard the bridge, 24/7," he said. |

Mindoro farmers confident to earn more on new corn variety |

ABRA DE ILOG, OCCIDENTAL MINDORO—Farmers here are jubilant after the
Department of Agrarian Reform (DAR) introduced a new yellow corn
variety that yields more fruit and is a lot cheaper to grow. Regional Director Erlinda Pearl Armada said that “aside from rice, corn is another major crop grown by our farmer-beneficiaries here. We introduced a new corn variety endorsed by the Department of Agriculture that is guaranteed to help farmers earn more.” Under the DAR’s Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS), the department tapped 30 farmers of the Armado-Cabacao Farmers’ Marketing Cooperative (ACAFARMCO) in Abra de Ilog, to become farmer-technicians of the new corn breed called the open-pollinated variety (OPV) of yellow corn. According to Armada, prior to the introduction of the OPV, farmers plant the corn variety called GMO or genetically modified organisms (also called BT-corn), which is not only expensive to buy but also produces less corn than the OPV.dar web news pix 2 june 202014 Based on studies made by crop specialists hired by ARCCESS, the use of OPV will decrease the cost of seed procurement by 90 percent. Crop specialist Dr. Rafael Barroso said that the OPV is a non-GMO seed. “The OPV is a much better variety because the corn seeds are produced through a natural process called open-pollination. It is a natural and safer process as opposed to the GMO which uses genetically modified organism to produce corn seeds and is therefore more expensive and not natural,” explains Barroso. Barroso said that introduction of the OPV “reduced the cost of buying seeds from P12,000.00 to P2,000.00 per hectare, a clear savings of P11,000.00 for the farmer.” To prove the OPV’s superiority over the GMO, the DAR utilized the one-hectare farm of Luis Latic, a farmer-beneficiary and one of the 30 farmer-technicians of ACAFARMCO, as a demo-farm. The demo-farm served as the learning laboratory venue for the 30 farmers. Convinced of the advantages of using the OPV of yellow corn, the 30 farmers pledged to useOPV in their corn fields in October. “We have successfully proven to our 30 farmer-technicians of ACAFARMCO the benefits of using OPV of yellow corn. Now it’s their turn to transfer what they have learned and witnessed in the demo-farm to convince other farmers here,” said Armada. The next planting season will start on October. |

Department of Budget and Management reaffirm our commitment to
preserve the integrity of the public expenditure process.
Notwithstanding the Sandiganbayan’s issuance of arrest warrants for
Undersecretary Mario Relampagos and his staff, we will continue to
pursue budget reforms towards greater transparency and
accountability, concurrent to the Aquino administration’s good
governance campaign. We understand that the PDAF scam investigation is a crucial, necessary step in establishing greater transparency and accountability in the Philippine government. We recognize as well that the current probe is a good opportunity for Usec. Relampagos and his staff to clear their name and present the truth in the appropriate venue. The DBM has gained much from Usec. Relampagos’ leadership, and he and his office have served the budget department for many years with faith and dedication. We remain appreciative of their role in strengthening the budget process and bringing greater efficiency to it, and will extend the necessary support to them in the course of the investigation. At the same time, we have confidence in the wisdom and fairness of the Sandiganbayan in its pursuit of cases related to the PDAF scam. Although recent revelations on PDAF misuse have on occasion been dubious and conflicting, we are optimistic that the Sandiganbayan will carefully study all evidence at its disposal and resolve the cases accordingly. We in the DBM believe that corruption has no place in the management of public funds. The National Budget should wholly serve the citizens and respond to the country’s unique development needs. We join the country in calling for the swift dispensation of justice in these cases, and trust that those responsible for the abuse of public funds will be held answerable to the Filipino people. |

Local Chief Executives of Ipil and Tungawan in Zamboanga Sibugay and
Dolores, Bohol expressed their continued support to the agency. Citing the impact of DSWD projects in his town, Tungawan Mayor Randy Climaco shared, “I observed that DSWD programs really have an impact on improving the quality of lives of the beneficiaries. DSWD knows what project to implement in certain areas which directly responds to the people’s needs, be it infrastructure or livelihood project.” For her part, DSWD Secretary Corazon Juliano-Soliman considers the support of local chief executives vital to the success of program implementation. “We need the support of local government units to achieve our goals. This is why we are strengthening our communication, collaboration and coordination with them,” Sec. Soliman said. Ipil Mayor Eldwin Alibutdan said that he supports DSWD’s Pantawid Pamilyang Pilipino Program by providing five staff complement to implement the program. “I understand the pressure of the work, especially that the staff have to conduct Family Development Sessions (FDS) and trainings on livelihood. By augmenting the manpower, they will do their work efficiently,” Mayor Alibutdan said. President Aquino approved yesterday three new PPP projects
collectively worth approximately Php140 billion during a NEDA Board
meeting boosting further the viability of the country’s PPP program.
The projects include the Laguna-Lakeshore Expressway Dike Project of
the Department of Public Works and Highways (DPWH) and the Laguna
Lake Development Authority (LLDA), Laguindingan Airport Development,
Operations and Maintenance and the New Bohol Airport Development
Operations and Maintenance Project of the Department of
Transportation and Communications (DOTC). In the same meeting, the Board also approved the PhP9.35 billion bid of the Light Rail Manila Consortium for the construction, operation and maintenance of the LRT Line 1 South Extension Project. The extension of the LRT Line 1 involves the construction of an approximate length of 11.7 km from its terminal at the Baclaran Terminal, to the Niyog Station at Bacoor, Cavite. Approximately 10.5 km will be elevated and 1.2 km will be at-grade. When completed the LRT Line will have a total length of approximately 32.4 km and will be operated and maintained by the private proponent. The concession period is set at 35 years including the project’s construction. The extended LRT Line 1 will improve access to central Manila through providing off-street public transport connections to the rapidly growing southern portion of Metro Manila and the province of Cavite. Of the four projects, the Laguna-Lakeshore Expressway Dike Project of the Department of Public Works and Highways is the most expensive at 122.8 Billion pesos. The project is a combination of a high-standard high-way-cum dike that will ease both traffic and flooding problems along the western coastal communities of the Laguna Lake. The Lagunindingan airport project will involve the operation and maintenance along with the development of associated infrastructure and facilities, and the installation of all required equipment to meet international standards. The Laguindingan airport will serve as the premier gateway to northern Mindanao and spur tourism within the Cagayan de Oro-Iligan Corridor. The project costs PhP 14.62 billion. Meanwhile, the Bohol airport project will entail the operation and maintenance of the airport as well as provide additional facilities and other necessary improvements to enhance passenger safety, security, access, passenger and cargo movement efficiency, and operational efficiency. The project cost is 2.34 Billion pesos with a concession period of 30 years. |

The Sandiganbayan convicted a former Director of the National
Commission on Muslim Filipinos (NCMF-Visayas) for Failure of
Accountable Officer to Render Accounts ( Article 218 of the Revised
Penal Code). The anti-graft court approved the Plea Bargaining Agreement entered into by Lacsasa Hadji Datu Pangadapun who affirmed in open court his plea of guilty to the lesser offense of Failure of Accountable Officer to Render Accounts. The Sandiganbayan conducted a searching inquiry and explained to the accused the serious implication of his decision and the legal consequences of a guilty plea. In the Decision penned by Justice Roland Jurado, the court determined that “the unequivocal, voluntary and intelligent plea of ‘guilty’ by accused Pangadapun … constitutes proof beyond reasonable doubt of guilt and supplies the necessary legal and factual foundation to convict him…without need of any further evidence." Pangadapun was sentenced to suffer the penalty of fine in the amount of P6,000.00 and the accessory penalties of suspension from public office. He earlier complied with the condition to liquidate in full the cash advance he received amounting to P142,600.00. |

To improve the quality of life of Pantawid Pamilyang Pilipino
Program beneficiaries, the Department of Social Welfare and
Development (DSWD), the Department of Health (DOH), and the
Philippine Health Insurance Corporation (PhilHealth) will enter into
a partnership that will expand the coverage of the Social Protection
Support Initiatives (SPSI) Convergence project in Oriental Mindoro. DSWD Secretary Corazon Juliano-Soliman stressed that “The partnership is ultimately for the benefit of poor families in the area. The harmonization of the the basic social protection programs and services of DSWD, DOH and PhilHealth will hasten the delivery of assistance them.” SPSI is an umbrella project of the inter-agency collaboration between and among the DSWD, DOH, and PhilHealth. It converges the three agencies’ programs: Sustaining Interventions in Poverty Alleviation and Governance (SIPAG) of the DSWD, Watching Over Mothers and Babies (WOMB) of the DOH, and the Sigurado at Garantisadong Insurance Pangkalusugan (SAGIP) of PhilHealth. The three agencies and the local government of Oriental Mindoro will be signing the partnership-agreement today, June 20, to cover the province’s remaining eight municipalities and one city. Hence, the SPSI will now be piloted in the entire province. SPSI is currently piloted in the municipalities of Pola, Bansud, Mansalay, Bulalacao, Bongabong and Naujan in Oriental Mindoro. DSWD Secretary Corazon Juliano-Soliman, Health Secretary Enrique Ona and PhilHealth President/Chief Executive Officer Alexander Padilla will ink the agreement. Under the new agreement, Calapan City and the municipalities of Baco, Gloria, Pinamalayan, Puerto Galera, Roxas, San Teodoro, Socorro and Victoria, will now be covered. As the lead agency in social protection, DSWD oversees the implementation of SPSI. Program components The SIPAG project capacitates local social welfare and development offices to manage cases through enhanced social management system that integrates the use of information and communication technology in accurately accessing the overall level of well-being of the target beneficiaries. SIPAG’s Electronic Social Case Management System (e-SCMS) features data analysis capabilities and a built-in referral system to facilitate improved delivery of coordinated social services at the local level. Meanwhile, the WOMB Project facilitates access and utilization of the agency’s maternal, neonatal, and child health and nutrition services at the local level. It also features a data management system designed to aid Community Health Teams (CHTs) and Rural Health Units (RHUs) personnel in monitoring progress of pregnant mothers and her neonates as well as the needed health care services for them. On the other hand, the SAGIP Project introduces interventions that will enable its poor members to pay for, and sustain their health insurance coverage. |

Monetary Board keeps policy rates steady, raises SDA rate |

At its meeting today, the Monetary Board decided to keep the BSP's
key policy rates at 3.5 percent for the overnight borrowing or
reverse repurchase (RRP) facility and 5.5 percent for the overnight
lending or repurchase (RP) facility. The interest rates on term RRPs
and RPs were also kept steady. The reserve requirement ratios were
left unchanged as well. At the same time, the Monetary Board decided
to raise the interest rate on the Special Deposit Account (SDA)
facility by 25 basis points from 2.0 percent to 2.25 percent across
all tenors effective immediately. The Monetary Board’s decision to maintain the policy rates at their current levels is based on its assessment that the future inflation path is likely to stay within target over the policy horizon. Although the latest baseline inflation forecasts have risen due to the higher inflation outturn in May and the inclusion of the potential impact of El Niño on food and utility prices, inflation is projected to settle within the upper half of the target ranges of 4±1 percent for 2014 and 3±1 percent for 2015. Moreover, inflation expectations continue to be within the target bands for 2014 and 2015. Meanwhile, the balance of risks to the inflation outlook remains tilted toward the upside, with potential price pressures emanating from the possible uptick in food prices as a result of changing weather conditions, and pending petitions for adjustments in power rates. At the same time, the Monetary Board decided to adjust the SDA rate to counter risks to price and financial stability that could emanate from ample liquidity, noting that a modest upward adjustment in interest rates would be prudent amid robust credit growth. The Monetary Board believes that solid domestic growth prospects allow some scope for a measured adjustment in the SDA rate to ensure that monetary and credit conditions continue to be appropriate. Going forward, the BSP will remain vigilant against a potential build-up in inflation expectations and financial imbalances. The BSP stands ready to undertake further policy actions as necessary to safeguard price and financial stability. |

Reyes Street are now open to motorists after thirteen (13) days of
round-the-clock road improvement works. This was after Department of Public Works and Highways (DPWH) finished early Wednesday (June 18) the Stage 2 of the Concreting with Drainage Improvement of España Boulevard or the construction on 762.6-square meter middle lanes of España Boulevard. “Motorists travelling southbound particularly Quiapo Area may now utilize the newly opened lanes”, said DPWH Secretary Rogelio L. Singson, citing a report from DPWH North Manila Engineering District. “Since DPWH North Manila Engineering District opened two (2) middle lanes, they can immediately start implementing the Third Stage of the road upgrading with drainage improvement project along southbound lanes of España Boulevard from Adelina St. to P. Paredes,” added Singson. The DPWH chief said mentioned road sections will be closed alternately until July 14, 2014 to make way for road widening and road upgrading works with an area of 1,181.4-square meters. DPWH North Manila Engineering District earlier completed and opened to motorists the Stage 1 covering the improvement of 992.1-square meter northbound lanes of the España Boulevard, between P. Campa Street to N. Reyes Street. Originally scheduled to be implemented within ninety (90) calendar days, DPWH adjusted the completion date of España works to sixty (60) days to avert traffic congestion during the opening of classes. The road improvement aims to mitigate flooding along España Boulevard in Sampaloc, Manila, one of the busiest thoroughfares in Metro Manila, where flooding has been a perennial problem. |

Department of Labor and Employment-Cordillera Administrative Region (DOLE-CAR) Regional Director Henry John Jalbuena reported to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz that the regional office has issued Tripartite Certificate of Compliance with Labor Standards (TCCLS) to 12 business establishments in the region after a successful tripartite audit process, on-site validation, and assessment by the members of the Tripartite Certification Committee (TCC). The 12 establishments were SN/Aboitiz Power-Benguet; HEDCOR, Inc.; University of the Cordilleras; Baguio Country Club Corporation, Inc.; Narda’s Trading Corporation; Abra Diocesan Teachers and Employees Multi-purpose Cooperative; Almora General Hospital; Naduma Enterprises; Danny Joan Farm; Kabbinnulig Para ti Panagdur-as ti Abra, Inc.; Texas Instruments Philippines, Inc.; and Camp John Hay Leisure, Inc. (The Manor). "These 12 business establishments are now a few steps closer to receive the DOLE Secretary’s Award and the Tripartite Seal of Excellence Award, the highest honor given by the Department to companies for sustained and continuous labor laws compliance," said Jalbuena. There are now 103 establishments nationwide which had obtained the TCCLS. The TCCLS is given by the DOLE to companies that show commitment and exemplary adherence to the provisions on General Labor Standards, Occupational Safety and Health Standards, Child Labor Law under Republic Act 9231, and industrial peace, enterprise stability, and competitiveness. Provided under Department Order No. 115-A Series of 2012, the TCCLS is the first level seal of good housekeeping issued to enrolled establishments. D.O. No. 115-A, otherwise known as the Operational Guidelines on the Issuance of Tripartite Certificate of Compliance with Labor Standards, is a DOLE reform measure that seeks to promote voluntary compliance with labor standards, such as General Labor Standards (GLS), Occupational Safety and Health Standards (OSHS), and Child Labor Law (Republic Act 9231), by giving due recognition and incentives to compliant establishments pursuant to the DOLE Incentivizing Compliance Program (ICP). "To be awarded a TCCLS is a huge achievement and speaks of the collective commitment to excellence of the university’s administration, faculty and staff, our students from all over the Cordilleras and North Luzon," said Dr. Leonarda Aguinalde, Vice President for Administration of the University of the Cordilleras, upon receiving the university's TCCLS. "With this recognition, we will continue to provide the best quality education to our students, commit to excellence in work environments for our academic and non-academic workers and quality service to the public,” he added. The TCCLS certificate is a requirement to qualify for the National Productivity Olympics, Gawad Kaligtasan at Kalusugan (GKK), and Child Labor-Free Establishment (CLFE) awards. It is also a basic pre-qualification requirement to the DOLE Secretary's Labor Law Compliance Award and the Tripartite Seal of Excellence (TSE). The Secretary's Award can be acquired when the TCCLS plus two other certificates are obtained by an establishment. The TSE, as provided under Department Order No. 115- 11, Series of 2011, can be obtained by an establishment upon acquiring all of the five DOLE good housekeeping certificates: TCCLS, CLFE, GKK, National Productivity Olympics Award, and the Outstanding LMC Award for Industrial Peace. To qualify for a TCCLS, an establishment must meet the following criteria: (a) it must be duly registered with either the Department of Trade and Industry (DTI), the Securities and Exchange Commission, the Cooperative Development Authority (CDA), DOLE or other appropriate government agencies; (b) it has a valid business permit from the Local Government Unit; (c) it has no pending case with the DOLE involving violations of general labor standards, occupational safety and health standards, and child labor law at the time of the application; and (d) it has no case of fatal accident, permanent total/partial disability, or occupational illness within a period of one year at the time of application. The TCCLS is part of the Incentivizing Compliance Program (ICP) and is valid for three years. |

The Civil Service Commission (CSC), as the premier human resource
institution, acts as a disciplining entity of the bureaucracy,
hearing and deciding on administrative cases of state workers for
violating civil service rules and regulations. In 2013, the CSC was certified ISO 9001:2008 compliant for its cases adjudication process, which requires the Commission to resolve cases ripe for resolution within 40 days from the time of submission of last pleading. This standard guarantees the public that cases filed with the CSC are handled with utmost efficiency. “To strengthen our quasi-judicial mandate, we made an unprecedented move to shorten the resolution time for administrative cases lodged with the CSC, from 60 days as prescribed by the 1987 Constitution to 40 days,” said CSC Chairman Francisco T. Duque III. Executive Order No. 292 or the Revised Administrative Code of 1987 mandates constitutional commissions to decide on any case brought before it within 60 days of its submission for decision or resolution. Last year, the CSC achieved a 76.39 percent resolution rate, higher than its target of 70 percent. This translates to 6,798 out of 8,899 cases resolved within 40 days. For the first quarter of 2014, 83.11 percent or 2,215 out of 2,665 cases have been resolved in accordance to the CSC Quality Management System (QMS) standard. Moreover, the Commission’s Office for Legal Affairs ensures that all legal queries are responded to in the most efficient manner with an officer-of-the-day assigned for any phone in or walk in legal concerns from clients. “With the ISO seal, CSC’s legal processes are not temporary but rather institutionalized,” added Chairman Duque. |

DepEd increases educ assistance for students in private schools |

The Department of Education (DepEd) increases its subsidy for
students covered by the Government Assistance for Students and
Teachers in Private Education (GASTPE) outside Metro Manila. “Our mandate is to provide every Filipino child with access to quality education. The decision to increase the tuition subsidy under the Education Service Contracting (ESC) is part of our continuing thrust to democratize access to quality education across the country,” Education Secretary Br. Armin Luistro FSC said. From the P6,500 subsidy last year, DepEd has increased it to P7,500 per student per year in participating schools outside Metro Manila this SY 2014-2015. ESC is a scheme under the Government Assistance to Students and Teachers in Private Education (GASTPE) wherein the government subsidizes the tuition fee of students who want to pursue secondary schooling in private schools. It is jointly implemented by DepEd and the Fund for Assistance to Private Education (FAPE). DepEd has increased the number of slots available for students to give them further opportunities. DepEd, through the ESC, will subsidize almost one million students from Grades 7 to 10 for school year 2014-2015. The Department covered more than 800,000 students under ESC last year. “ESC is a demonstration of the government’s commitment to maintain the viability of private education as a key partner in the delivery of quality basic education to the Filipino learners,” Luistro said. He added that the Department recognizes the complementary role of private schools in delivering education to the Filipinos. |

Philippine Presidential Adviser on the Peace Process, Secretary
Teresita Quintos Deles, headed a 10-women peace delegation that
highlighted women’s leadership role in peacebuilding in the country
at the Global Summit to End Sexual Violence in Conflict held from
June 10 to 13 in London. Co-hosted by British Foreign Secretary William Hague and Special Envoy of the United Nations High Commissioner for Refugees Angelina Jolie, the Summit gathered delegates from 155 countries representing government, civil society, and international organization sectors to raise global awareness and worldwide attitudes on sexual violence in conflict by translating political commitments into practical action to prevent a culture of impunity. Aside from Secretary Deles, the Philippine delegation was composed of the following: Professor Miriam Coronel-Ferrer, Chairman of the Philippine Government Panel (GPH) to the peace talks with the Moro Islamic Liberation Front (MILF); Atty. Johaira Wahab, former Commissioner of the Bangsamoro Transition Commission (BTC); Atty. Raissa Jajurie, former consultant of the MILF peace panel and currently BTC Commissioner; Froilyn Mendoza, founder of the Teduray Lambangian Women Organization, Inc. Meanwhile, “Women in Peace Negotiations” saw Prof. Ferrer and Atty. Jajurie sharing their respective experiences from the opposite sides of the GPH-MILF peace negotiations while reflecting on current peacemaking practices. Secretary Deles, on the other hand, served as speaker during the launch of the UK National Action Plan (NAP) on Women, Peace and Security on June 12. While congratulating the UK Government for the launch of their third NAP, Secretary Deles shared the Philippines' own experience in drafting and implementing its own NAP, which was “the first ever signed in Asia and is a product of collaboration of national government agencies and civil society, especially peace and women advocates. She also likened the Philippine NAP to mat weaving – “as our NAP draws from our past experiences, including lessons from conflict, and is an intricate and overlapping framework that takes into account personal passions and intergenerational intentions.” The Secretary also delivered an intervention during Ministerial Session G: Delivering Progress through Women’s Participation also held on June 12. “We have not been timid about assigning Filipino women leadership roles on, around, and beyond the peace tables,” Secretary Deles said. Aside from emphasizing the major role played by women in the recent signing of the Comprehensive Agreement on the Bangsamoro, Secretary Deles highlighted again the successful adoption of the Philippines’ NAP on Women, Peace and Security that promotes the capacity of women to become agents and builders of peace which goes beyond mere protection of women and other vulnerable groups from various forms of violence. Board approved three new infrastructure projects amounting to
PhP139.77 billion in a meeting today chaired by President Benigno S.
Aquino III. These projects include the 1.) Laguna Lakeshore Expressway-Dike Project, 2.) Laguindingan Airport Development, Operations and Maintenance Project, and the 3.) New Bohol Airport Development, Operations and Maintenance Project. “The approval of these new infrastructure projects is a timely contribution to the improvement of the country’s connectivity and efficiency, mitigating disaster-risks, supporting agricultural production, and pursuing energy and water security. These are all in line with strategies of the Updated Philippine Development Plan 2011-2016,” according to Economic Planning Secretary Arsenio M. Balisacan. Meanwhile, the NEDA Board also approved the single PhP9.35 billion-bid of the Light Rail Manila Consortium for the LRT Line 1 South Extension Project. The project will improve access to central Manila through providing off-street public transport connections to the rapidly growing southern portion of Metro Manila and the province of Cavite. Approved in November 23, 2013, the project will provide focal points for transit-oriented development in the area and spur economic activity along its alignment such as the reclamation area facing Manila Bay. “All these projects are aligned with the government’s overall strategy of increasing public infrastructure spending for the country to provide Filipinos with quality, adequate, and accessible infrastructure facilities and services,” the Cabinet official added. Moreover, the NEDA Board approved the changes in funding source and cost of the Casecnan Multi-Purpose Irrigation and Power Project-Irrigation Component (CMIPP-IC) Phase II and the Umayam River Irrigation Project (URIP). The CMIPP-IC Phase II’s funding will now be fully locally-sourced instead of foreign-assisted. Thus, the estimated total project cost was changed to PhP5.45 billion from the originally-approved PhP7.61 billion. Similarly, the URIP will now be locally-funded instead of foreign-assisted, which decreased the cost to PhP1.40 billion from the originally-approved PhP1.56 billion. On another matter, the NEDA Board confirmed the Infrastructure Committee’s approval of the Transport Development for Metro Manila and its surrounding areas (Regions III and CALABARZON). The roadmap will serve as guide in the development of policies, prioritization, and design of programs and projects, as well as harmonize all efforts, realize synergy and improve coordination among transport agencies. Following are the details of the newly-approved projects: 1. Laguna Lakeshore Expressway-Dike Project Estimated total cost: PhP122.81 billion Proponent: Department of Public Works and Highways Description: The project will provide a high-standard highway-dike that will facilitate traffic flow and mitigate flooding in western coastal communities along the Laguna Lake. It will serve the fast-growing urban areas in southern Metro Manila towards Laguna, Batangas, and Quezon, with intensive residential, commercial, and industrial land uses. Estimated implementation period: Concession period is thirty-seven (37) years. This consists of seven (7) years for design and construction and thirty (30) years for operation and maintenance. Proposed mode of financing: Public-Private Partnership 2. Laguindingan Airport Development, Operations and Maintenance Project Estimated total cost: PhP14.62 billion Proponent: Department of Transportation and Communications Description: The project will improve Laguindingan Airport’s capacity and upgrade its facilities and equipment to be of international standards through engaging a private entity under an appropriate Public-Private Partnership arrangement. This will also replace the Cagayan de Oro (Lumbia) Airport, which served as large catchment area of Northern Mindanao. Estimated implementation schedule: Thirty (30) years concession period including construction (2015-2044) Proposed mode of financing: Public-Private Partnership 3. New Bohol Airport Development, Operations and Maintenance Project Estimated total cost: PhP2.34 billion Proponent: Department of Transportation and Communications Description: The project will provide the structuring and implementation of a Public-Private Partnership arrangement for the operations and maintenance (O&M) of the New Bohol Airport. This includes the selection of an international or national consortium for the active marketing of the airport and develop direct international passenger traffic. The consortium will also be in charge of infusing necessary capital investments to upgrade facility capacity in terms of passengers or Air Traffic Movement. Estimated implementation schedule: Construction period is from 2014-2016. Maximum concession period is thirty-five (35) years. Proposed mode of financing: Public-Private Partnership |

20 June 2014 - Senior officials from ASEAN Member States and the
Republic of Korea (ROK) met on June 19 in Busan, Korea for the 18th
ASEAN-ROK Dialogue. Senior officials discussed preparations for the ASEAN-ROK Commemorative Summit to be held in Busan in December 2014 to celebrate 25 years of ASEAN-ROK dialogue relations. They also reviewed the progress of ASEAN-ROK cooperation in the political-security, economic, and socio-cultural fields, and exchanged views on regional and international issues. Foreign Affairs Undersecretary for Policy Evan P. Garcia was lead speaker on climate change, disaster and water management. Undersecretary Garcia said that, “One of our first realizations as a result of Typhoon Haiyan/Yolanda is that short-term solutions will not suffice in responding to such mega-disasters.” He called on ASEAN and Korea to enhance their cooperation in disaster risk reduction and management by working closely to strengthen the resilience of each country and addressing climate change. Undersecretary Garcia also briefed the meeting of the Philippine proposal to impose a moratorium on destabilizing activities in the South China Sea (SCS) to uphold the rule of law and the Declaration on the Conduct of Parties in the South China Sea. He underscored the urgency of the matter in light of China’s assertive actions, including large-scale reclamation of disputed features in the West Philippine Sea. He noted that this interim tension-reduction measure is immediately needed to manage rising tensions, even as China and ASEAN continue discussions on a Code of Conduct in the SCS and before the Arbitral Tribunal issues its ruling that will clarify maritime entitlements in accordance with the 1982 UN Convention on the Law of the Sea (UNCLOS), which would benefit all claimants, the region and the international community. Both sides agreed that ASEAN and ROK play an important role, not only in the regional context, but also in the larger, global perspective as long-term partners for peace and prosperity. Officials said they look forward to the ASEAN-ROK Commemorative Summit in December as a milestone to further enhance their strategic partnership. |

DFA raises crisis Alert Level 4 for Iraq |

19 June 2014 – Due to the rapidly deteriorating security situation
in Iraq, the Department of Foreign Affairs has raised the crisis
alert level for all areas in Iraq to Alert Level 4 (Mandatory
Repatriation) except for the Iraqi Kurdistan Region, which remains
under Alert Level 1 (Precautionary Phase). Kurdistan remains
relatively calm and stable. Under Crisis Alert Level 4, the Philippine Government undertakes mandatory evacuation procedures at government expense. Filipinos in Iraq will be assisted by the Philippine Embassy in Baghdad and the Rapid Response Team, which are currently undertaking registration of overseas Filipino workers for repatriation. The DFA continues to closely monitor the political and security developments in Iraq. |

DOTC to transport groups: Follow traffic rules, have nothing to fear |

Reacting to the transport caravan organized by several transport
groups today, the Department of Transportation and Communications
(DOTC) is making its message clear: If you are not violating traffic
rules and regulations, you have nothing to fear. “We issued the revised fines and penalties to better ensure road discipline and safety for the public. If these groups are not violating traffic rules and safety measures, then what are they protesting about? It is time for them to follow rules like everyone else, and to practice discipline and orderliness on the road,” said DOTC Secretary Jun Abaya. “Commuters put their safety in the hands of transport operators everyday. It is government’s obligation to make sure that public utility vehicle operators are responsible in delivering their services. That is why we issued the Joint Administrative Order,” Abaya added. Joint Administrative Order (JAO) No. 2014-01 of the DOTC, the Land Transportation Office, and the Land Transportation Franchising & Regulatory Board (LTFRB) sets higher fines and penalties for various violations of land transportation rules and regulations, including a P 1 Million fine for colorum buses. It took effect today, threatening the operation of illegal or unauthorized PUVs. “We call on these transport groups to be responsible in serving the public. Apart from obeying traffic rules, they should not abandon their obligation to commuters, many of whom had difficulty in getting rides today. If they continue to violate the conditions of their franchises, then what is the point of having them? ” Abaya remarked. A petition seeking to stop the implementation of JAO 2014-01 had been lodged at the Supreme Court by the same transport groups, but the high court refrained from issuing a Temporary Restraining Order (TRO) earlier this week. This failure to block the issuance from taking effect prompted the protesters to resort to the caravan, leaving thousands of commuters stranded. |

DENR ties up with local government for massive tree planting in Albay |

In a move to fast track the reforestation of the countryside, the
Department of Environment and Natural Resources (DENR) has forged a
memorandum of agreement (MOA) with the provincial government of
Albay for the implementation of the Barangay Forestry Program (BFP)
in the province. DENR Regional Director for Bicol Gilbert Gonzales signed the MOA with Albay Governor Joey Salceda during a full council meeting of the Regional Development Council (RDC) recently. “The Barangay Forestry Program is a critical component of the National Greening Program (NGP) as it empowers the rural barangays to take an active role in the rehabilitation of their immediate environment,” Gonzales said. DENR Secretary Ramon J. P. Paje described the NGP as the most ambitious tree planting program of the government. It was launched by President Aquino in 2011 by virtue of Executive Order No. 26. “The NGP is a convergence program being implemented by three national government agencies, namely the Department of Agriculture, Department of Agrarian Reform and DENR. Collectively, these agencies work hand-in-hand, with support from other government entities and other sectors of the Philippine society, to achieve the NGP goal to plant some 1.5 billion trees in 1.5 million hectares in six years,” Paje stressed. Gonzales said a total of P84 million has been allotted for the BFP, adding that each barangay will receive a funding support of P180,000 each to produce and plant 10,000 seedlings in designated planting sites. He also said the DENR will provide technical assistance to the barangays, particularly in the setting up of nurseries which will produce both indigenous tree species as well as ornamental trees for landscaping of town plazas, school campuses and other public places. |
