Up Support for Philippine Recovery after Yolanda
|

|
12 August 2014 - A regional high-level conference will be
held in Manila on August 14 at the Philippine Army Officers Club, Fort
Bonifacio, Taguig City, to encourage new support for the recovery and
rehabilitation of Yolanda-affected communities in central Philippines.
The ASEAN High-Level Conference on Assistance for the Recovery of
Yolanda-Affected Areas (ARYA) will be co-convened by ASEAN Secretary-General
Le Luong Minh, Foreign Affairs Secretary Albert del Rosario and Presidential Assistant for Recovery and
Rehabilitation Panfilo Lacson. The conference aims to drum up support for the
Philippine Government’s implementation of recovery and rehabilitation plans
in the Yolanda Corridor.
ASEAN Member States, members of the diplomatic community, international
partners and local chief
executives from the Yolanda Corridor were invited
to the ARYA Conference.
According to Secretary-General Minh, who is also the ASEAN Humanitarian
Assistance Coordinator, the ARYA Conference and activities would show ASEAN
solidarity towards building a caring and sharing ASEAN Community.
The conference will be followed by an ASEAN Community Rebuilding Technical
Workshop in which best
practices on resilient recovery would be
shared by ASEAN Member States which have experienced major disasters in the
region and have recovered well from their effects.
A third activity, also to be held in August, is the Community Rebuilding
Stakeholders’ Meeting where the capacity of local government units in the
affected areas will be enhanced to formulate concrete strategies and
proposals to carry forward the commitments made during the high-level
conference. A more lasting and concrete support of ASEAN for the local
communities involves the “Adopt-a-Municipality Project,” which aims to
provide technical assistance to affected localities and help build the
capacity of local governments and stakeholders for resilient recovery and
sustainable development. It also aims to implement a suite of sectoral
interventions to be proposed and developed by local leaders and stakeholders
during the Stakeholders’ Meeting, based on their needs and commitments that
would be put forward by partners during the ARYA Conference.

Collaborate on Mobilizing Faith-Based Communities for Crisis Response

11 August 2014 - The Department of Foreign Affairs’ Office
of the United Nations and International Organizations (DFA-UNIO), in
partnership with the United Nations Development Programme (UNDP), held a
workshop entitled, “Mobilizing Faith-Based Communities for Crisis Response”
from August 4 to 5 at the Bulwagang Apolinario Mabini.
The workshop aimed to strengthen the capacities of faith-based organizations
in responding proactively to emerging crises, both natural and man-made, as
well as to build awareness and support within the United Nations and other
organizations for the potential role of religious leaders and organizations
on responding to crises.
The workshop was also an opportunity to initiate dialogue between religious
leaders and Philippine government agencies. As an outcome, the participants
came up with some ideas on how to effectively push for the increased and
systematic participation of faith-based organizations in the national
mechanism for crisis-response. The outcome will in turn inform the DFA and
UNDP’s plans to expand the dialogue to encompass the whole of Southeast Asia.
Representatives from the Japan and Philippine-based Business Diplomacy Forum
(BDF) observed the event, with a view to launching a similar process for the
private sector in the Asia-Pacific Region.
Over 35 individuals from government agencies and representatives from
Buddhist, Muslim, Catholic and other Christian organizations participated in
the workshop.

PHL Consul
General Graces Launch of PAL Daily Flights between Manila and Guam

13 August 2014 - Philippine Consul General in Guam
Marciano R. De Borja attended the launch event of Philippine Airlines (PAL) at the Micronesia Mall on August 9, marking the
daily flight service between Manila and Guam that is expected to commence on
26 October 2014.
During his remarks at the event, Consul General De Borja noted that the
increased frequency granted to PAL is a manifestation of enhanced
international confidence in the Philippines. PAL and other Philippine-flagged
carriers were recently allowed to increase their frequency and routes to
destinations in the United States after the US Federal Aviation Administration upgraded the country’s aviation safety rating to Category
1 status.
Currently, PAL flies five days per week between Manila and Guam and will
include additional flights on Tuesdays and Thursdays beginning on October 26.
It now operates 26 weekly flights to US destinations with routes to Los
Angeles, San
Francisco, Honolulu and Guam.
In appreciation for the loyalty shown by its Guamanian, Filipino and
Filipino-American passengers over the years, PAL produced two mini-concerts over the weekend, which featured Filipino-American recording artist,
singer-songwriter, actor and television host Billy Crawford on Saturday and
R&B singing sensation, record producer and model Jay R on Sunday.
Consul General De Borja congratulated PAL for this milestone in its
Manila-Guam route and invited the airline
to become a close partner and help actively promote the Philippines through
the economic and cultural diplomacy projects of the Philippine Consulate
General.
The PAL event was the first community activity that Consul General De Borja
and his family attended since their arrival on the island on August 06. He
was joined by Consul Mark Francis C. Hamoy and other staff members of the
Philippine Consulate General.

showcases its farm products in Mindanao Trade Expo 2014

The Department of Agrarian Reform (DAR) in Agusan Sur
recently assisted Agrarian Reform Beneficiaries Organizations (ARBOs) to
participate and promote their agricultural products in the Mindanao Trade
Expo 2014 at the Abreeza Mall, Davao City.
The Trade Expo, which runs from August 8 to 14, showcases the unique products
and distinct garment designs of Mindanao.
The participating ARBOs include Magkiangkang Multi- Purpose Cooperative of
Bayugan City (MAMPC) marketing their famous cocoa products (tableya) , Sta. Maria
Beneficiaries Multi-purpose Cooperative (STAMARBEMCO) of Sta. Maria,
Prosperidad promoting their colorful Kaong (Sugar Palm fruits products) and
Kaagap Multi- Purpose Cooperative (KAAGAPMUCO) in Hubang, San Francisco,
Agusan Sur exhibiting their Coir Twines (products made of coconut husks),
Coco net, Coco Virgin Oil, Coco Syrup and other coconut by-products.
Program Beneficiaries Development Division (PBDD) Chief Fe Mosquera said the
Trade Expo aims to inform the public about the activities of the department
and to promote the products of farmer-beneficiaries, as well as market their
products not only in the country but also internationally.
The said activity is participated by farmers, businessmen, and entrepreneurs
from Luzon and Visayas.

2014 Awards Ceremony and Appreciation Lunch for Stakeholders in Cebu City

In celebration of its 21st anniversary, the Bangko Sentral
Pilipinas will hold the 2014 Awards Ceremony and Appreciation Lunch for BSP
Stakeholders in Region VII that have continuously supported its statistical
initiatives, information requirements, and advocacy programs. The event will
be held on Friday, 15 August 2014 from 10:00 a.m. to 1:00 p.m. at the Banking
Hall, BSP Cebu Regional Office, Osmeña Blvd., Cebu City with the theme
“Forging Stronger Alliances, Propelling Sustainable Growth.” Monetary Board
Member Felipe M. Medalla will lead in honoring this year’s awardees and
stakeholders.
The BSP will give five awards for outstanding partners—two for the Business
Expectations Survey (BES), one for information source for the Report on
Regional Economic Developments, one for advocacy support for the Outstanding
Credit Surety Fund (CSF) and one for the Currency Programs of the BSP.
The Outstanding Respondent among Large and Medium Firms and the Outstanding
Respondent among Small Firms will be conferred to the BES respondents that
have participated regularly in the survey by providing timely, complete,
accurate and consistent responses. The awardees were selected from among the
country’s top corporations in Region VII. The Outstanding Partner for the
Report on Regional Economic Developments will be awarded to the agency or
institution that provided the BSP with information support for an effective
environment scan of Region VII. The Outstanding Credit Surety Fund will be
given to the established CSF to recognize its contribution in promoting an environment
conducive towards growth and sustainable development of micro, small and
medium enterprises (MSME) through collateral-free credit access to financial
institutions. Meanwhile, the Outstanding Regional Partner in Currency
Programs will be given to the agency or institution that supported the BSP’s
currency programs and advocacies in the region such as the clean note policy
and coin recirculation.
This occasion is the fifth leg of the BSP’s regional stakeholders’ events
which will be held from July to September 2014 in 11 areas outside the
National Capital Region (AONCR) to honor stakeholders in various award
categories. Stakeholders of the BSP in the National Capital Region were
earlier recognized during the awards ceremony held last 9 July 2014 at the
BSP Main Office.
This event is expected to further strengthen the partnerships between the BSP
and its stakeholders, resulting in more efficient and effective means of
information gathering and conduct of advocacy campaigns to achieve the BSP’s
ultimate goal of safeguarding price stability and promoting a healthy
financial system as well as ensuring an effective payments and settlements
system in the country.

PDIC advises borrowers of Rural Bank
of Oroquieta (Misamis Occidental) to pay their obligations
|
|
|
The Philippine Deposit Insurance Corporation (PDIC), the
Receiver of the closed Rural Bank of Oroquieta (Misamis Occidental), Inc.,
reminded borrowers of the bank to continue to pay their loans and transact
only with authorized PDIC representatives.
In a statement, PDIC advised borrowers of the Rural Bank of Oroquieta to pay
their loans and other obligations directly at any Philippine National Bank
(PNB) Branch under account name, PDIC FAO BURL – RURAL BANK OF OROQUIETA
(MISAMIS OCCIDENTAL). The Receiver cautioned borrowers that it has
discontinued the engagement of the bank’s collectors. PDIC has not engaged
any person to collect the loans of the bank. To ensure proper recording of
payments made by borrowers, it further advised borrowers to keep copies of
the PNB Deposit/Payment Slips. The Receiver emphasized that only payments
with validated PNB Deposit/Payment Slips shall be considered valid payments.
Official receipts will be issued by PDIC upon validation of payments and will
be sent through mail to the borrowers. For proper accounting of their
payments, borrowers who do not receive their official receipts are advised to
send a copy of their deposit slips by mail to the Deputy Receiver for loans

The Monetary Board (MB) placed the Rural Bank of Oroquieta under the
receivership of the PDIC by virtue of MB Resolution No. 1143 dated July 21,
2014. As Receiver, PDIC took over the bank on July 22, 2014. Upon takeover,
all bank records were gathered, verified and validated.
Rural Bank of Oroquieta is a two-unit rural bank with Head Office located at
Barrientos corner Revil Streets, Oroquieta City, Misamis Occidental. Its lone
branch is located in Calamba, Misamis Occidental.

Bicol Region to be pilot area for
climate change resistant crops
|

The Department of Agriculture said today that the Bicol
Region, especially Albay, will be the pilot area for climate change resistant
or adapting crops in line with government’s climate change resiliency
program.
Agriculture Secretary Proceso Alcala said the region will also serve as the
laboratory for the DA’s quick- turnaround-planting-and-
production-after-a-typhoon initiative.
He added the regional share of Bicol in the proposed DA budget of P48.4
billion will be P1.9 billion.
The Secretary said Bicol deserves the additional funds since the industrious
Bicolanos produced P57-billion worth of agricultural products in 2013.
That is why even if the land area of Region 5 is small and it is often
visited by typhoons, the ‘Oragons’ ranked sixth in rice production, eighth in
hog production, and seventh in coconut and corn production, Alcala said.
Estimated damage wrought by typhoon Glenda on the agricultural sector is
valued at P3.98 billion, the aggregate total for crops, livestock, agri-infrastructre,
abaca and fisheries, with 80,435 affected. (DA-OSEC)

EU and the Philippines sign
financing agreement providing for € 30 Million grant (PhP 1.8 Billion) for
health sector reform
|
|
|
The European Union (EU) and the Philippines signed the
Philippines Health Sector Reform Contract (PHSRC) on 30 July 2014.This is the
third EU funded program to support the Philippine Health Sector Reform
Agenda.
Under this agreement, the EU will provide a €30 million or Php1.8 billion
grant to generally support Philippine Government initiatives in developing
the country’s health sector.
Of the € 30 million, the grant covers a budget support of €20.5 million
directly channelled to the National Treasury, a complementary component of
€9.5 million aimed at funding various technical assistance
and capacity building programs to strengthen DOH’s health delivery systems.
The signing of the agreement increases the total support of the EU to the
health sector to a total of € 118 million or approximately Php7.2 billion
between 2006 and 2018. EU has continuously supported DOH programs that have
achieved remarkable progress over the past years.
Based on DOH data, noteworthy is the decline in child mortality from 58 in
1998 to 30 deaths per 1000 live births in 2011; the increase in the
population’s insurance coverage from 62% in 2010 to 83% in 2012 of which 53%
come from the poorest and most vulnerable families in the
country.Furthermore,27 provinces have been declared malaria free, and the
proportion of people infected with HIV and AIDS has remained below 1% of the
population.
The agreement was signed by Europe Aid Cooperation for Asia Director Dirk
Meganck, representing the European Union, and Secretary of Finance Cesar V.
Purisima, representing the Philippine Government.
European Union Ambassador Guy Ledoux said that out of the €30 million grant,
the European Union is authorising the release of €10 million to support the
“Build Back Better” plan of the Department of Health after typhoon Yolanda.
He said that the grant is an affirmation of the European Union’s commitment
to ensure that disadvantaged and vulnerable people have access to quality
health services through a more effective, efficient and equitable health
system.
Finance Secretary Cesar Purisima said, “The Philippine Government is very
thankful for the support the European Union has provided the country over the
past decade, particularly for its assistance to the Philippines’ health
sector. This very timely assistance will not only help strengthen the National
Government actions in rebuilding Typhoon Yolanda-hit areas, but also will
complement the current Government direction towards enhancing Philippine
delivery health systems for the Filipino people who are the backbone of this
country’s strong economic growth and development.
DOH Secretary Enrique T. Ona said that “The Department of Health has
continually aspired to strengthen national and local health systems by
rationalizing and improving the quality of health services and ensuring
better access to these services by the Filipinos, especially the poor and the
disadvantaged. The partnership of the Philippines and the European Union
provided the much needed boost to further the health sector reforms towards
the achievement of Universal Health Care for the Filipinos.”

Smuggled G-Shock watches worth P4-M seized
by NAIA Customs Officials

Alert Airport Customs foiled an attempt to smuggle into
the country over 400 pieces of Casio G-Shock watches concealed in balikbayan
boxes which arrived at the Ninoy Aquino International Airport (NAIA).
Various G-Shock watches of commercial quantity totaling 413 pieces with an
approximate street value of Php4 million pesos were concealed inside six
balikbayan boxes that arrived from Dubai were via cargo carrier FOREX and
FILEX Cargo. The boxes were sent by Jeffrey N. Valencia, Peter Paul Bayani,
Winly Dael Duran, Blessie Jao, and Leland Marquez and were consigned to
Jennifer N. Valencia, Edward Ochave, Clarisse D. Karingal, Genevieve Ochave,
and Edmund Discutido.
The shipments were subjected to Alert Order by the BOC’s Intelligence Group
based on derogatory information. Upon the conduct of spot-checking, it was
found out that the contents were watches instead of declared personal effects
such as chocolates or groceries. Hence, the boxes were seized by Airport
Customs officials for violation of Section 2530 paragraphs E, F, I, and L of
the Tariff and Customs Code of the Philippines.
“We are closely monitoring all packages coming in or going out of the
country. We have received reports that certain individuals are trying to use
various cargo forwarding companies to try and smuggle items into the
country,” said NAIA District Collector Edgar Macabeo.
Macabeo stressed that their heightened vigilance at all airports is thwarting
smugglers from using attempting to sneak in high value items in the country.
“These smugglers will now have difficulty in their illegal operations with
our continued vigilance against these scalawags.”

DepEd-NCR to host the 6th ASEAN Schools
Games

PASIG CITY—The Department of Education National Capital
Region (DepEd-NCR) is set to host the sixth ASEAN Schools Games (ASG)
alongside the City Government of Marikina from November 29 to December 7,
2014.
The ASG is an annual competition of various school sports among the
neighboring regions of Southeast Asia. Apart from providing the youth with
opportunities to benchmark their sporting talents, DepEd Secretary Br. Armin
Luistro FSC says that the ASG promotes solidarity and fosters cultural
exchange among the youth of ASEAN country-members.
“Competitive sports are informal learning experiences for the youth; they
hone the values of precision, discipline, and fairness. So while students are
showcasing their talents in sports, the ASG also presents an opportunity to
gather the youth for the purpose of personal development and life skills
enrichment through collective wisdom and experiences,” Luistro said.
The education chief is also the honorary chairman of the 6th ASG Governing
Board tasked to provide direction in planning, organizing and implementing
the hosting of the ASG. Other public offices in the Governing Board include
the Department of Interior and Local Government (DILG), the Department of
Tourism (DOT), the Philippine Sports Commission (PSC), the Metro Manila
Development Authority (MMDA), and the first and second districts of Marikina
City.
“We want a Governing Board that will not only organize working committees and
provide general supervision in the conduct of games, but will also be able to
offer technical inputs to ensure the smooth flow of the activities, the
safety of the students and the integrity of the ASG,” said Luistro.
Athletics, swimming, badminton, golf, tennis, sepak takraw, gymnastics, table
tennis, basketball, volleyball and wushu are the 11 sports to be played in
the ASG. The Philippine delegation will be composed of student-athletes from
both public and private schools, as selected by a separate selection
committee.

Construction workers and equipment are working double time

17, 2014 by maximizing contractor’s equipment and manpower resources working
24/7 to speed up activities.

This was the reaction of Public Works and Highways Secretary Rogelio L.
Singson to the July 2014 net satisfaction rating survey result conducted
among Philippine business executives who are members of the Makati Business
Club (MBC) which gave positive mark to the performance of DPWH.
With a net score of 55.4 at 76.9 percent satisfied and 21.5 percent not
satisfied in the performance rating period of July 2013 to June 2014, the
DPWH posted big leap to 12th place among 62 government agencies including
Constitutional Offices from its 27th rank in the previous rating period.
Secretary Singson attributed the positive outcome of the latest perception
survey among members of MBC to appreciation of the Department’s
transformation program particularly reforms in the processes anchored on
promoting right project with right cost and right quality, and right-on-time
implementation by the right people.
Other than the MBC, DPWH stellar performance was also cited by no less than
the President in his recent State of the Nation Address while the agency was
a recipient of “Gold Trailblazer Award” from the Institute for Solidarity in
Asia and National Competitiveness Council for garnering highest rating among
the government agencies which presented performance reports under the
Performance Governance System (PGS) during the Public Governance Forum held
last April 11, 2014. DPWH is consistently being number one – five times in
P.G.S. performance since P.G.S. reporting started in 2010.
Already, combination of reforms and strict adherence to competitive bidding
has enabled DPWH to save P27.79 billion from July 2010 to May 2014.
DPWH savings, derived from the approved budget for the contract (ABC) less
the awarded amount, are being utilized by the government for additional scope
of work or projects, which include roads, bridges, flood control, and
disaster-related rehabilitation projects.
In recent years under the Aquino administration, DPWH has simplified bidding
process and eliminated the submission of Letter of Intent to achieve the
right cost encouraging participation of more bidders and eliminating possible
collusion among bidders. In addition, the Department remove the use of credit
line certification from banks as basis for computing a contractors Net
Financial Contracting Capacity.
As key strategy to fast track implementation of projects, Secretary Singson
ordered the clustering of projects so that these will be implemented by
qualified contractors with complete construction equipment resulting to
better quality of work and more cost effect indirect cost/margins.
He explained that inasmuch as the time to process/procure small projects
including supporting documents is same with that of big projects, clustering
will reduce procurement time as well conduct of preconstruction activities
and will improve efficiency.

The government peace panel for the negotiations with the
Communist Party of the Philippines/New People’s Army/National Democratic
Front welcomes the arrest of retired Major General Jovito Palparan Jr.,
today, International Humanitarian Law Day.
The arrest is a triumph of law enforcement and the Philippine justice system.
Although it has taken three years to capture him, the apprehension of
Palparan demonstrates the determination of the State to enforce the rule of
law and negate any assertion that this administration tolerates impunity.
This should encourage us to trust that our democratic institutions are
working vigorously and conscientiously to uphold human rights and protect
every Filipino from the abuse of power and authority.

OFW repatriates from Libya assisted through Assist WELL Program Many OFW
repatriates from Libya, when asked to tick off what type of assistance they
would want to receive from the government, express not just one, but several,
types of assistance so much so that Labor and Employment Secretary Rosalinda
Dimapilis-Baldoz yesterday said she expected the DOLE's its regional and
other attached offices regional offices to be working in a frenetic pace to
satisfy the repatriates' request for assistance. "The 1,299 OFWs
assisted through Assist WELL as of 10 August 2014 requested for a total of
3,058 assistance of various types. Luckily, the DOLE, its regional and other
attached offices are ready to provide them these types of assistance,"
said Baldoz. "Most numerous of the assistance requested is for another
overseas job. There were 681 repatriates, or 52 percent of the 1,299, who
requested for such, thus, supporting the conventional wisdom that OFWs who
have already experienced working abroad would still want to go back for
obvious reasons," said Baldoz. At 624, the second highest number of
request is transportation assistance, mostly by OFWs going back to their
provinces; followed by requests for livelihood, or tulong-pangkabuhayan, at
545 or 42 percent. Only 295, or 23 percent of the total repatriates assisted
requested for assistance to be employed locally. Other assistance requested
and the number of repatriates who requested them are as follows: scholarship
or training, 241 (19 percent); legal assistance, 176 (14 percent); medical
assistance, 78 (six percent); temporary accommodation, 115 (10 percent); and
stress debriefing/counselling, 54 (four percent). Other types of assistance
requested are medical assistance for a member of the OFW family; financial
loan/loan for business; scholarship for OFW dependents; and claims for unpaid
salary. One OFW asked for assistance to put up a welding shop, while 28
repatriated asked for the refund of their placement fee. Baldoz said that of
the 1,299 OFW repatriates assisted, an overwhelming 1,114 are active members
of the Overseas Workers Welfare Administration, while 159 are not. The rest,
or 26, have no record. She also said the 1,299 OFW repatriates come from all
of the country's 17 regions, with OFWs from Region 4-A the most numerous at
386, or 30 percent. A total of 250 OFW repatriates are from Region 3 (Central
Luzon); 194 from the NCR; 75 from Region 6 (Western Visayas); 65 from the
Bicol Region; 63 from Region 7 (Central Visayas); and 50 from Region 1
(Cagayan Valley). Baldoz said the DOLE continues to assist repatriates from
Libya through the Assist WELL Program, which seeks to address the Welfare,
Employment, Livelihood, and Legal needs of OFWs repatriated from Libya to
ensure their smooth and effective reintegration.

Hyundai for repatriating its 336 Filipino workers Labor and Employment
Secretary Rosalinda Dimapilis-Baldoz yesterday expressed sincere thanks to
Korean construction and engineering giant, Hyundai, for taking into highest
consideration the welfare and safety of its 336 Filipino workers in Libya by
evacuating them from the crisis-wracked country. "This is an exemplary
exercise of corporate social responsibility by Hyundai, for which I am
thankful. I am hopeful many other employers of OFWs in Libya have the same
compassion for their workers as Hyundai," she said. Citing a report of
Labor Attache Nasser Mustafa who is in Tripoli, Baldoz said the remaining
Filipino workers of Hyundai have been flown out of Libya to Turkey on 9
August. "The first batch of Hyundai's Filipino workers, composed of 85
Filipinos, had left Libya through a chartered plane from the Misurata
International Airport to Turkey where they will take commercial planes to Manila,"
said Baldoz. "Some of them already arrived yesterday and were promptly
provided assistance at the airport under the DOLE's Assist WELL
Program," she added. Labor Attache Mustafa reported to the Secretary
that POLO officers and staff took the 85 OFWs to the airport and issued
travel documents to four of them whose passports had expired and had not been
renewed. He further reported that he had met with the second batch of 100
workers; the third batch of 61 workers; and fourth batch of 90 workers of the
company, which also chartered a plane and flown the OFWs to Turkey. "We
issued travel documents to three workers who had expired passports,"
said Labor Attache in his report. "From Turkey, they will also take
commercial flights to Manila," he added. Labor Attache Mustafa also
reported that a group of 111 OFWs have been evacuated from Libya via Tunis in
Tunisia and they are scheduled to leave for Manila via Qatar Airways and are
expected to arrive in Manila on 13 August.

TESDA, Coke help Taguig women hit it
big in business
|
|
|
Enhancement of skills and access to resources can go a
long way to help women sari-sari store owners make it big in the business.
With this goal in mind, the Technical Education and Skills Development Authority
(TESDA) and Coca-Cola Philippines pursued their partnership, this time to
also include women micro-entrepreneurs of Taguig City.
A Memorandum of Agreement (MOA) among TESDA, Coca Cola and the local
government of Taguig City for the Sari-Sari Store Training and Access to
Resources (STAR) Program was recently signed by TESDA Director General Joel
Villanueva, Coca-Cola Public Affairs and Communications Director Atty. Adel
Tamano and Taguig City Mayor Maria Laarni Cayetano.
The event was witnessed by Mr. Pablo Largacha, Head of Public Affairs and
Communications of the Coca-Cola Pacific Group, who expressed the beverage
firm's commitment and gratitude for their partnership with TESDA and the
Local Government of Taguig City on this women economic empowerment program.
"Women entrepreneurs are the fastest growing segment in the community of
small businesses. Because of this, wider and greater access to assistance
should be made available to them," Villanueva said.
"Providing them with training and opening up avenues for resources to
expand and sustain their business will help level the playing field so that
they could succeed," he said.
For his part, Tamano said: “It is partnerships with equally passionate and
committed organizations like TESDA that makes the STAR Program successful. We
see them as a strong ally in helping women retailers become better
entrepreneurs."
The STAR program is under the Coca-Cola Company’s 5by20 Program, a global
initiative to empower five million women worldwide by the year 2020.
According to the MOA, the program will consist of interventions for small
sari-sari stores and food stalls or “karinderyas,” focused on providing basic
entrepreneurship training and facilitation of access to business resources,
such as micro-loans and merchandising support.
Women micro-entrepreneurs in Taguig will be given scholarship for the 12-week
training session that is going to be conducted at the STAR Program Center for
Excellence located at the TESDA Women’s Center.
After the completion of the training, qualified women will have the option to
apply for additional business capital through micro loans from partner
microfinance institutions or they can also organize a cooperative where they
can build wealth through savings-first system.
They can also apply to become Coca-Cola serviced outlets, where they can be
included in the Coca-Cola value chain as a partner sari-sari store or food
outlet.
Launched and piloted in 2011, the Coca-Cola and TESDA STAR Program is now
implemented in 25 cities and provinces, namely: Metro Manila, Benguet,
Cagayan, Pangsinan, Tarlac, Pampanga, Bulacan, Nueva Ecija, Batangas, Albay,
Camarines Sur, Mindoro Oriental, Mindoro Occidental, Palawan, Negros
Occidental, Bohol, Aklan, Cebu, Ilo-Ilo, Misamis Oriental, Bukidnon, Lanao
Del Norte, Davao City, Davao Del Sur and Davao Del Norte.
In a span of two years, the program has reached 20,000 women retailers. This
year, it is aiming to reach 15,000 more through the various program
components and implementing partner organizations.
