-Nananatili ang lakas ng Bagyong Jose habang bahagyang mas mabilis na dumidistansya sa bansa.
-Taglay pa rin nito ang lakas ng hanging umaabot sa 165kph malapit sa gitna at pagbugsong aabot sa 200kph.
-Bahagya itong bumilis sa 13kph pa-hilaga hilagang-kanluran.
-Malayong-malayo si Jose para direktang apektuhan ang bansa. Nasa layong 745 kilometro silangan ng Apparri, Cagayan na ang bagyo.
-Pero pinaiigting nito ang Habagat na siyang nakakaapekto sa Luzon.
-Dahil dito, ang Ilocos region, Central Luzon, makakaranas pa rin ng pag-ulan dulot ng Habagat.
-Paminsan-minsang pag-ulan naman ang mararanasan sa Metro Manila at nalalabing bahagi ng Luzon.
-Sa katunayan, may yellow rainfall warning na itinaas ang PAGASA sa Cavite, Batangas, Laguna at mga bahagi ng Bataan at Zambales kaninang 4AM hanggang sa susunod na 2-3 oras. Posible ang pagbaha dahil dito.

Isinasagawa ngayon ng pamahalaang panlalawigan ang Sandugo Awards sa

Nagkakaloob ang SSS ng Early Renewal Loan Program para sa mga miyembro

PIA-4A/LAGUNA:
The Department of Environment and Natural Resources (DENR) Region 4A
reported that the damages to DENR Region 4A properties and equipment,
including National Greening Program (NGP) plantation totalled to
P8,738,000. DENR Region 4A regional director Reynulfo Juan said in a
recent meeting of the Rehabilitation and Recovery Committee of the
Calabarzon RDRRMC chaired by NEDA that equipment including laptops worth
P1.2M were damaged during the destruction of Typhoon Glenda in
Calabarzon.
PIAA-4A/LAGUNA:
The Department of Environment and Natural Resources (DENR) Region 4A,
in a report presented at the recent meeting of the Rehabilitation and
Recovery Committee of the Calabarzon Regional Disaster Risk Reduction
Management Council (RDRRMC) chaired by NEDA Region 4A, said 64 trees
with a total volume of 152.68 cubic meters were uprooted at Mt.
Banahaw-San Cristobal Protected Landscape while 198 trees were uprooted
along Maharlika Highway from Tiaong to Lucena City and Quezon Protected
Landscape during the recent destruction of Typhoon Glenda in Calabarzon.
PIA-4A/LAGUNA:
As part of the rehabilitation plan for the fish farmers affected by the
recent destruction of Typhoon Glenda in Calabarzon region, the Bureau
of Fisheries and Aquatic Resources (BFAR) Calabarzon is set to
distribute 5.4 million fingerlings of Get Excel Tilapia to 177 affected
fisherfolks in Batangas and Rizal; and 1 million Bangus fingerlings for
the owners of the total 200 hectares of fish ponds affected in Quezon.
PIA-4A/BATANGAS:
Inilunsad ng Komisyon ng Wikang Filipino sa pamahalaang panlalawigan ng
Batangas ang Executive Order 335 ukol sa pagpapatupad ng paggamit ng
Wikang Filipino na layong ikampanya ang paggamit ng sariling wika at
buwagin ang dayuhang kaisipan.
PIA-4A/LAGUNA:
To ensure continuous and availability of blood at the Philippine Red
Cross (PRC) Laguna, the PNP Police Regional Office (PRO) Calabarzon
forged a memorandum of agreement last July 31, 2014 with PRC Laguna
chapter for an annual mass blood donation activity of the members of the
PNP in Calabarzon. As part of the MOA-signing, a blood-letting activity
was held at the covered court of Camp Vicente Lim with 131 bags of
blood collected from the 300 blood donors from the PNP recruits and PRO
Calabarzon personnel.

-No new workers allowed to be deployed to Ebola-hit countries as alert level 2 was raised.
-The four countries affected in West Africa are Sierra Leone, Guinea, Liberia, and Nigeria.
-As of 3 or 4 days ago, the total number of patients affected are 1,323 and about 50% or 729 of them died. So nasa parang 50% ang mortality rate.
-Our data from DFA, we have 880 Filipinos living in Guinea, 1,979 in Sierra Leone, 632 in Liberia, including the 148 Filipino UN peacekeeping forces in Africa.
-We are continuously monitoring the 15 Filipinos who arrived from Sierra Leone. They had symptoms similar to flu.
-Airline passengers that arrive in the country from West Africa must undergo health check.
-Main way to get infected is from body fluids. Most common transmission of Ebola is through coughing.
-Hand-washing is very important in combating spread of Ebola.
-DOH ready for possible Ebola outbreak. The national government has taken all the necessary precautions so that as much as possible Ebola does not reach the country.

Sinabi ni DFA Asec.Charles Jose na padating na ang barkong nirentahan
ng pamahalaan para i-repatriate at isakay ang mga Pilipinong papauwi sa
Pilipinas na dadaan sa Malta. Ayon sa impormasyong nakuha ni Jose ay
aabutin ng halos 24 oras ang biyahe ng barko kaya’t inaasahan na
darating ito sa Libya sa Huwebes o Biyernes.
1. Monthly tree-planting lures hundreds of
volunteers

MARTIRES CITY, Cavite, Aug. 4 (PIA) --Local government officials and
employees as well as representatives from the private sectors braved the
unpredictable weather to show support for the monthly tree-planting activities
spearheaded by the Department of Environment and Natural Resources
(DENR)-Cavite in partnership with provincial government thru Provincial
Environment and Natural Resources Office (PENRO).
Said
activity is in compliance with Executive Order No. 26 signed by President
Benigno S. Aquino, the Billion Trees Program Nationwide popularly known as the
National Greening Program (NGP) and Provincial Ordinance No. 2013-007 which
aims to attain climate change mitigation and adaptation as one of the priority
programs of the provincial government.
About
1,000 fruit-bearing and forest trees were planted last month at Buhay forest
summit 3 in Barangay Ramirez in the town of Magallanes by volunteers composed
of local government employees of Amadeo, doctors, nurses and staff of General
Emilio Aguinaldo Memorial Hospital, Korea Philippines Friendship Hospital and
satellite hospitals, as well as representatives from the Rotary Club of EPZA
and Jetti Incorporated.
The
Provincial information and Community Affairs Office (PICAD), said activity the
is the province’s support for the NGP and at the same time for the love of
nature to promote a healthier ecosystem for the people through the
rehabilitation and regreening of the forest and the environment as well.
Last
June 25, DENR-Cavite and PENRO officials and employees planted Sampaloc and
Fire trees in the said area. PG-ENRO Eco-Aide division under Engineer Albert A.
Alberto is tasked to monitor the tree planting for the next six months.
PENRO
head Engineer Ernesto C. Cenizal initiated the adoption of a forest in Barangay
Ramirez where the monthly tree planting activities will be conducted to rehabilitate
and preserve the forest area. The tree planting activity that started in June,
this year, will last until November targeting 15 hectares of forest land.

the Provincial Health Office (PHO) and the Provincial Nutrition Council (PNC)
joined other provinces in celebrating the 40th Nutrition Month held
recently at the 3rd floor of the Cavite Collaboration Center for Public Health
(CCCPH) building,
Nutrition
Month is observed every month of July with this year's theme, “Kalamidad
paghandaan: Gutom at Malnutrisyon Agapan,” uniting different government
agencies in the province to promote nutrition during emergencies and disaster
occurrence.
PHO
head Dr. George Repique and Provincial Nutrition officer Angeles Peñalba both
highlighted the advocacy activities on nutrition in times of disaster
particularly on infant and child feeding in emergency situations as children
become more vulnerable to micronutrient deficiency
The
PNC implemented various programs to fight malnutrition in the province with the
latest nutritional counselling to mothers, patients and patient’s guardians in
all public hospitals supervised by PHO.
During
the program, Dr. Repique led the ceremonial turnover of nutrition fortified
food for the supplemental feeding program in priority municipalities including
Ternate, Rosario, Noveleta, Maragondon and General Marian Alvarez (GMA).
In
the occasion, the provincial government recognized the efforts of Barangay
Nutrition Scholars (BNS) who partake voluntarily in strengthening nutrition
programs in their respective locality by awarding certificates and incentives
to all the longest serving BNS in the province. The BNS are trained in food
production and fortification, maternal and child health nutrition, nutrition

1. Rizal provincial jail inmates undergo
earthquake drill

ANTIPOLO
CITY, Rizal, Aug. 4 (PIA) –Inmates of the Rizal provincial jail (RPJ) including
jail officials participated in the simulated earthquake drill held recently to
test their readiness in responding to a magnitude 7.2 earthquake.
With
an elapsed time of 4 minutes, the RPJ which is located at Barangay Hilltop in
Taytay, proved more than prepared to face emergencies that may arise in times
of calamities.
Earlier,
a series of interactive lectures and simulation exercises were conducted by the
staff of Antipolo City Rescue (ACR). Ret. Col. Rolando Velicaria discussed
preparations for a massive earthquake. On the other hand, ACR staff Jerome
Castillo lectured on first aid while Jaypee Torres, also a staff of ACR, taught
on various types of carrying a wounded person.
Assistant
provincial jail warden Ronnie Mateo stressed that there is a great need for the
inmates to know what to do in case of emergencies since they are the most
vulnerable sector of the society, being enclosed in an isolated area.
Meanwhile,
provincial jail warden Atty. Julio Narag said the provincial government of
Rizal, specifically Gov. Nini Ynares is giving much importance and attention to
the provincial jail.
The
earthquake preparedness and first aid lecture was organized by the city
disaster risk and reduction management office (CDRRMO) of the city government

2. Antipolo celebrates 2014 National Disaster
Consciousness Month

ANTIPOLO
CITY, Rizal, Aug. 4 (PIA) – The city government of
Antipolo through the City Disaster Risk Reduction Management Office (CDRRMO)
held a caravan in selected areas in the city in line with the observance of the
2014 National Disaster Consciousness Month (NDCM) every July.
CDRRMO
staff, Antipolo City Rescue, City Health Office, Office of Public Safety and
Security (OPSS) and PNP-Antipolo and 15 other agencies, LGUs and departments
participated in the caravan.
The
2014 NDCM with this year’s theme “Kahandaan at Kaligtasan ng Pamayanan,
Pundasyon ng Kaunlaran,” focuses in the need to make our communities
self-sufficient and resilient in time of disasters. Bearing in mind that
the Philippines is a disaster-prone country, the ability to quickly respond to
calamities can spell the difference between becoming a survivor or a casualty.
In
cooperation with DepEd – Antipolo, the CDRRMO led the conduct of earthquake
drills in all the public schools in the city with students attending a short
lecture on the “must do’s” during an earthquake.
An
Orientation on Emergency and Disaster Preparedness Awareness series was also
held at the Bosay Resort in Barangay San Roque. The seminar was participated in
by the staff of the resort including their office and medical personnel,
lifeguards and pool maintenance staff.
Bosay
Resort general manager Marilyn Aguilar said the seminar is a great help to
their employees since the safety of their guests is always the number one
priority in their resort.
The
attendees were able to level up their skills in first aid and basic water
rescue through the lectures and simulated exercises specifically designed for
them by the team from the Antipolo City Rescue. At the conclusion of the
event, the participants were awarded certificates for their active involvement
in the event and their commitment to make use of their newly acquired skills

This is always an emotional time of the year—not only for myself and my
family, but for millions of Filipinos whose lives were touched by my
parents. It is a time when we cannot help but remember everything they stood
for—whether it was the strength and hope they displayed in the face of
overwhelming odds, especially during the height of Martial Law, or their
compassion and integrity in serving the Filipino people. Indeed, occasions like this are a source of new strength for us. They help recharge our hearts and souls, allowing us to go back in time to revisit the challenges and triumphs that my parents encountered. Through it, we are endowed once more with the confidence that as long as we follow their example—as long as we always offer our best for the benefit of our country and of our fellowmen—then we will find a way to overcome any trial. On a more personal note, the examples they have set always come as a great source of comfort. In the loneliest hours of decision-making, when all I have for company are my thoughts—when I ponder multiple courses of action to respond to issues—it is the memory of my parents that always guides me back to the fundamental question: “How will I best serve the Filipino people?” When my dad came home for the last time, he wrote in his last statement that authentic service required two things: “Faith in our people and faith in God.” My dad built his relationship with God in the loneliness of his prison cell. Mom derived her strength during dad’s imprisonment—and during the fight to restore democracy—from her absolute faith in a loving Creator. It is that divine spark that gives each one of us the potential to light a candle rather than curse the darkness. Today, we are living in an era of daylight. As Jesse Robredo, who so admired my parents, liked to say, sunlight is the best disinfectant. As we work together to make change irreversible in our land, it is the contrast between the shadowy practices of the past, and the openness and honesty we are encouraging in each other, that will make our country’s tomorrow that much brighter because it is bringing opportunities to all. For my elders, let me thank you for standing with us even when so many were too frightened or indifferent to care about the prisoners of the dictatorship. Thank you for keeping faith with us when we were faced with difficulties—whether it was during my father’s struggle against the dictatorship, the coups during my mother’s administration, or the years after her presidency, when she took a stand for democracy and accountability. To all who have joined me in our fight for reforms, thank you for lending me your strength. At the same time, we realize that this event is also geared towards a new generation of Filipinos—those who never had the good fortune of meeting my parents. This reminds me of a quote from George Santayana: “Those who cannot remember the past are condemned to repeat it.” As inheritors of the democracy won through the sacrifices of countless Filipinos—my parents included—we have the responsibility of helping young Filipinos understand the lessons of the past. One way of doing this is through sharing these photographs, which depict my parents not merely as faces on our five-hundred peso bills, but as living, breathing human beings—who were not free from faults and moments of self-doubt, but still persisted because they knew that the Filipino is worth living for and dying for. I am certain that the pictures in this exhibit will remind us of many stories we have not heard in a while. Please share them with a new generation of Filipinos. Through this exhibit and your stories, those who never encountered my parents will gain valuable insight about how they lived their lives, and why they mean so much to the Filipino nation. Through you, a new generation will take on the challenge not to let Ninoy and Cory down, and our people down; and to live up to the best ideals of our people—to ensure that there will always be those prepared to demonstrate that the Filipino is worth fighting for. I wish your exhibit all the success, and before I end may I just share some personal notes. I think you will see in some of the pictures that I had thicker hair a few years ago. And to be honest with you, I guess it’s a sign of age. I was telling Fernando: “Fernando, there has been so many changes here.” To those of my generation who remember Glorietta as Quad, welcome back to Quad. [Applause] But perhaps the best memories are these: I do remember, it was an Ayala Foundation publication that first published pictures of my father, after his assassination. I think we all remember that the mainstream press tried so much to ignore both my father’s assassination and more importantly, his funeral. There was Ayala, ready to bear the wrath of the dictatorship, standing with the people to whom they have been really demonstrating service [cheers and applause]. Whenever I grace a People Asia event or a Star event, I cannot help but remember Betty Go-Belmonte. To be honest with you, the first time I saw Tita Betty, I wasn’t even sure she was Filipina, because she was the publisher of the Fukien Times yearbook. But to be honest with you, it truly was a blessing to have met a lady such as her, and I think it is really a blessing on our people, that at the most critical times the Filipino will truly rise up and do what is right in the service of his fellow men. The Department of Agriculture said today that it is planning on
putting up a special ‘green lane’ facility for meat importers who
have a good record of compliance with the law. Agriculture Secretary Proceso J. Alcala said the DA will allow entry up to a maximum of six months from the period the livestock was slaughtered. “I strongly believe that we have to protect our people from expired and expiring meat. This is a concern that should be addressed with a sense of urgency,” Alcala said. Imported goods that pass through a ‘green lane’ are subject to minimal physical inspection. The Secretary also said that the DA has found out several violations on meat importations from the United States, Canada and other countries. He added he has personally instructed Undersecretary for Livestock Jose Reaño to closely monitor this ‘for the sake of meat processors who comply with government rules and regulations.’ According to the Secretary, he is saddened that there is still diversion of meat and that such violation has an impact not only on duties and the economy but also on health. The Department of Agrarian Reform (DAR) recently turned over
P6.4-million worth of farm-to-market road in the municipality of
Ocampo in Camarines Sur to boost the agricultural products of
farmers in the community of San Roque Commonal in the said province. DAR Camarines Sur-A Provincial Head Leonito M. Gaveria said the one-kilometer Old Moriones- San Roque Commonal farm-to-market road would provide the agrarian reform beneficiaries (ARBs) easier access to nearby markets and trading centers. The infrastructure project was implemented under the Agrarian Reform Communities Project II (ARCPII) funded by the Asian Development Bank (ADB) with counterpart from the local government of Ocampo. 04 August 2014 - The second Overseas Voter Registration Center
(OVRC) in the Philippines, in preparation for the 2016 Presidential
Elections, was opened on August 01 at the Commission on Filipinos
Overseas (CFO), 1345 Pres. Quirino Ave., Paco, Manila. CFO Chair Imelda M. Nicolas, Commission on Elections (COMELEC) Commissioner Lucenito Tagle, and Foreign Affairs Undersecretary for Civilian Security and Consular Concerns and Department of Foreign Affairs-Overseas Voting Secretariat (DFA-OVS) Rafael E. Seguis led the opening ceremony. Overseas Filipino workers (OFWs), immigrants, seafarers and students who are about to leave for abroad and who are not yet registered as overseas voters may now register at this newly launched facility. On June 2014 the DFA opened the first OVRC in the Philippines for this election cycle at the Office of Consular Affairs (OCA), Macapagal Avenue, ASEANA Business Park, Parañaque City. Overseas voter registrants at this OVRC who need to renew their passports no longer have to set an appointment to apply for renewal as their Overseas Voter Registration stub will allow them access to the Passport Division’s Courtesy Lane. Also in June, the Foreign Service Posts (FSPs) processed 20,039 new OVR applications, representing a 7.5% increase over the month of May’s record breaking performance (18,631) and bringing the two-month total to 38,670. When added to the existing accumulated overseas voter stock of 975,263, the one-million registered overseas voters mark is broken by the total of 1,013,933 for the first time since the start of Philippine overseas voting eleven years ago. “At the current pace of registration, we could have an overseas voter stock of over two million for the 2016 presidential elections. Attaining this goal can definitely be a game changer,” Undersecretary Seguis said. The DFA-OVS, together with the COMELEC, has set an ambitious but statistically attainable goal of one million new overseas Filipino voters for the registration period covering 06 May 2014 until 31 October 2015. All Filipino citizens who expect to be abroad during the thirty day (09 April – 09 May 2016) overseas voting period for the 2016 presidential elections, at least 18 years old on 09 May 2016, and not otherwise disqualified by law, may register as an overseas voter, at all Philippine Foreign Service Posts including the three (3) Manila Economic and Cultural Offices (MECO), Office of Consular Affairs, Macapagal Ave., ASEANA Business Park, and at other COMELEC approved registration centers within or outside the Philippines. 03 August 2014 – Foreign Affairs Secretary Albert F. del Rosario met
yesterday, August 02, with 50 overseas Filipino workers (OFWs) ready
to be repatriated from Libya. This current batch of Filipino
evacuees crossed the Tunisian border of Ras Ajdir at midnight of
August 01. They were transported to the Island of Djerba, over 120
kilometers from the border, where they are being temporarily
hosteled, while awaiting their flights to Manila on Monday. Secretary Del Rosario, in noting that the batch was the last to cross the border before it closed, lauded the workers for their good and timely decision to avail of the current mandatory repatriation program of the Philippine Government, and reiterated his call for them to continue to convince their friends and co-workers who are still in Libya to likewise avail of the said program. The Secretary provided updates on the ongoing evacuation by land routes and the efforts of the Government to initiate repatriation by sea at the soonest possible time. He conveyed that a vessel has been identified to secure Filipinos safely from Benghazi and Misrata, to be ferried to Malta for their onward flights to the Philippines. During the meeting, the Secretary listened to the specific concerns of the workers and provided assurance that necessary coordination with relevant agencies would be undertaken to effectively address the same. To date, the Philippine Embassy in Tripoli has repatriated 831 Filipinos from Libya. The DFA is appealing with urgency to those who have not made the decision to be repatriated to please consider doing so as the avenues of repatriation are quickly diminishing. The gross non-performing loans (NPLs) of thrift banks (TBs)
represented 4.94 percent of the banks’ total loan portfolio (TLP) of
Php 547.79 billion at the end of first quarter of the year. The March figure improved from the 5.46 percent gross NPL ratio registered a quarter earlier as TBs’ NPLs dropped amid a rise in their TLP. The banks’ NPLs stood at Php 27.06 billion in March, a 2.42 percent decrease from Php 27.73 billion recorded at end-2013. Their TLP, on the other hand, increased by 7.79 percent from Php 508.20 billion at the end of last year to Php 547.79 billion at the end of the first quarter of 2014. Aside from low NPL levels, the banks set aside substantial reserves for potential credit losses. At end-March, TBs’ allocated loan loss reserves equivalent to 69.37 percent of their gross NPLs, slightly lower than the 72.51 percent posted a quarter earlier. The TBs’ NPLs also remained low across economic activities as gleaned from manufacturing; real estate; other community, social and personal service act; private households with employed persons; loans to individuals for consumption purposes; and financial intermediation. The Bangko Sentral ng Pilipinas (BSP) monitors the NPL levels and loan loss provisioning of all types of banks as part of its efforts to promote high credit standards. This is essential to the maintenance of financial stability, which is a key policy objective of the BSP. |

Kapalong, Davao del Norte – In an effort to prepare
women-beneficiaries of Pantawid Pamilyang Pilipino Program for
micro-enterprise endeavors, the Department of Social Welfare and
Development (DSWD), through its Sustainable Livelihood Program
(SLP), is facilitating vocational and technical enhancement skills
training for them. In this town, 31 Pantawid Pamilya women recently completed Cookery National Certificate II conducted by Endonela Institute of Technology Foundation, Inc. (EITFI). With this timely opportunity, participants are now equipped with the ability and the confidence to earn as they cook. With Dante Cadayona as cooking coach, the 345-hour training aimed at generating employment and income for the participants, as well as mobilizing them to engage in micro-enterprise through carinderia management and catering services. One-fourth of the training cost was sponsored by the partner school while the remaining amount came as a scholarship grant from DSWD. “Kaya namin ang pagbabago dahil sa tiwala at pagkakataon na ibinibigay ng gobyerno sa amin. Salamat sa DSWD (We can change for the better because of the trust and the opportunity given us to learn and improve our lot. Thanks to DSWD),” the new graduates bellowed in unison. This is the 3rd batch of Pantawid Pamilya recipients who trained with EITFI. Earlier, DSWD also facilitated the same training for 77 Pantawid Pamilya family heads who are also typhoon survivors in Montevista and Compostela towns in Compostela Valley. After a home visit to these beneficiaries, social workers noted that some are already starting to accept food orders from neighbors and friends for special events. One mother even said that she is now able to augment the family income without having to leave their home for a longer period by selling home-cooked food. “’Di ko na rin iniisip ang pang-araw-araw na pagkain ng aming pamilya, dahil nakakapagtabi ako mula sa itinitinda kong ulam (Our meals are now taken care of since what I cook for selling, I can stash a portion for us),” Aling Imelda said. DSWD and EITFI will continue assisting disaster victims and other disadvantaged individuals by providing access to quality education and training for non-degree course appropriate to their individual capacities and relevant to the immediate needs of their communities. Pantawid Pamilya provides cash grants to poor households with children 0-18 years old provided they comply with the conditions of the program such as sending their children to school, bringing them to health centers for check up, and attending the Family Development Sessions. SLP, on the other hand, aims to capacitate and develop the entrepreneurial and socio-economic skills of poor households through income-generating opportunities, enhancing their access to basic social services, and employment. |

Roxas commended the League of Provinces of the Philippines (LPP) for
deploying automated weather stations (AWS) units across the country. An AWS unit is a solar-powered device that enables provincial governments to track down weather disturbances that may pass through their provinces. “Strong typhoons are now the new normal and having accurate and localized weather forecast is certainly vital. Such information can give ample time to provinces to prepare and prevent further loss of lives and properties (Ang malalakas na bagyo ang ngayo’y bagong normal at ang pagkakaroon ng tama at lokal na ulat panahon ay sadyang mahalaga. Ang ganitong klase ng impormasyon ay makakapagbigay ng sapat na panahon sa mga probinisya na makapaghanda at maiwasan ang pagkawala ng mas maraming buhay at ari-arian) ,” Roxas said. The Department of Trade and Industry-Region 12 National Economic
Research and Business Assistance Center (DTI-12 NERBAC) recently
launched a book entitled, “SOCCSKSARGEN Compendium of Project
Briefs”. The book is a compilation of business opportunities that have ready markets in Region 12, prepared as a collaborative effort by private sector represented by the Mindanao State University at Gensan Campus and government led by in-house staff of DTI 12 Provincial Offices. The business opportunities are presented in project brief form to give start-up and existing entrepreneurs with a bird’s eye view of each potential business outlining the cost and the projected sales and income so as to help them decide which business to venture into. A collection of some 230 project briefs cover the priority industries in the region, namely: agriculture (fresh and processed); aquamarine (fresh and processed); garments/textile; creative; energy/green; handicrafts; industrial products; IVT/BPO; printing and packaging/advertising; tourism support industries among others. Projects are ingenuously presented such that Banana Cardava Production, Bamboo Furniture Making, Oil Palm Plantation, Milkfish Production, Apron Making, Comic Detailing, Composting Facility and Compost Production using Vermiculture, Bleaching Powder Manufacturing, ICT/BPO, Water Bottle Manufacturing, Beach Resort Development, and Handloom Weaving would catch the interest of the prospective entrepreneur. Selection of the projects included in the book was undertaken through the office’s Supply Management thru Investments for large Enterprises (SMILE) Program, which aims principally to link the region’s small and medium entrepreneurs (SMEs) to the large companies. The process included the conduct of investment dialogues wherein the large companies identify their supply/service needs. DTI NERBAC 12 then links them up with existing and potential entrepreneurs in the region who can supply their requirements. This will in effect help create new entrepreneurs and enterprises, expand existing businesses while creating new ones, as well as help generate employment for the community. The “SOCCSKSARGEN Compendium of Project Briefs” is intended to assist the existing as well as would-be entrepreneurs choose a business venture most comfortable for them as well as suit best their capabilities. |

The Department of Trade and Industry (DTI) welcomes the enactment of
Republic Act (RA) No. 10642 also known as, the Philippine Lemon Law
which the President signed last 15 July 2014. “The DTI is very pleased with the signing of the Philippine Lemon Law which is among the legislative measures that we have supported and pushed to be approved by the bicameral and the President over the years. It is a great achievement for the agency to see this passed into law,” said DTI Consumer Protection Group (CPG) Undersecretary Atty. Victorio Mario A. Dimagiba. Under the Philippine Lemon Law, consumers who purchase a brand new car and experience defects in the course of one year may demand for either refund or replacement if after four repair attempts by the concerned manufacturer, distributor, authorized dealer or retailer, the defect remains unresolved. “Consumers are now appeased that their rights and welfare in the sale of motor vehicles will be protected against business and trade malpractices, and that redress is readily available for them at the DTI,” said Dimagiba. As the sole implementing agency of RA 10642, the DTI is responsible for providing remedies for disputes related to the availment of rights provided for under the Lemon Law. “The DTI has been successful in its use of the Alternative Dispute Resolution (ADR) system in addressing consumer complaints and under the Philippine Lemon Law, the agency will continue using ADR for resolving disputes related to the sale of motor vehicles,” Dimagiba said. “Even prior to the enactment of the Philippine Lemon Law, the DTI has already resolved certain cases related to motor vehicles not conforming to the standards and specifications of its manufacturer or distributor. Therefore, the Department is very much able and ready to provide what is expected from us with regards to consumer redress and the implementation of RA 10624,” Dimagiba added. In preparation for the implementation of the said law, the DTI readies for the drafting of the Implementing Rules and Regulations (IRR) with its Consumer Protection and Advocacy Bureau (CPAB) at the forefront of this task. The CPAB is currently on the process of forming the Technical Working Group (TWG) for the drafting of the IRR which will be composed of the DOTC and other relevant government agencies, and members from the private and consumer sectors to effectively implement the provisions of the Lemon Law. RA 10624 takes effect on 07 August 2014 while the IRR is expected to be published and released by 07 November 2014. To assist businesses and consumers in understanding RA 10624, the DTI will be preparing and uploading FAQs on the salient points of the said law here in the DTI website within the week. We share the concern of our stakeholders for our people’s health.
The Government recognized the needs. And this is why we are working
to address the many issues strategically, in a comprehensive manner
with the end in view of developing an effective, responsive and
sustainable health system. This is precisely the reason for the Aquino Health Agenda – that aims for the implementation of Universal Health Care that is directed towards ensuring the achievement of the health system goals for better health outcomes [public health MDGs achieved], sustained health financing [financial risk protection improved] and responsiveness by ensuring that all Filipinos, especially the disadvantaged have equitable access to affordable health care and a continuum of services [quality care delivery system accessible] with improved health governance . The triple increase in health budget since the start of the Aquino administration validates that health is a priority of the President [from Php 25 B in 2010 to Php 83.7 B in 2014]. Our Roadmap towards Universal Health Care or Kalusugan Pangkalahatan begins with actions and interventions directed towards primary prevention and health promotion, secondary prevention and Primary Health Care, and Tertiary and Curative Health Care. There are many challenges to our journey towards UHC or KP, one being human resources for health (HRH). And this is true of any organization, for that matter. Human resources are vital and have a key role to play for us to achieve our public health MDGs of reducing maternal and child mortality, controlling and eliminating infectious diseases, and promoting a healthy lifestyle and preventing non-communicable diseases; thus, we needed to address issues related to health human resources. The physician, nurse and midwife collective ratio is 22.67/10,000 population, while 24.31 combined health and allied health professionals serve every 10,000 population. This meets the WHO recommendation of 24 workers per 10,000 populations. The Global Health Workforce Alliance listed 57 countries facing human resources for health crisis and Philippines is not one of them. To address the mal-distribution of health workers and constraints of health devolution, among the first steps DOH did was to deploy HRH nationwide [For 2014, 215 Doctors to the Barrios, 11, 202 nurses, 2, 700 midwives and soon deployment of dentists], properly distributed with priority to poor vulnerable areas. We also trained and deployed 44,735 Community Health Teams to reach families with key messages and basic preventive care. The DOH also helps the health workers acquire the necessary skills, competencies and incentives to provide an effective service. Intensifying the programs for continuing education through telemedicine; expanding the Residency Training Program (RTP) in Family Medicine (95 doctors ongoing) to include MHOs and RHPs; Specialty nursing in various medical fields (227 nurses ongoing); ultrasound training for Municipal Health Officers (MHOs) and maintaining linkages among regulatory bodies. We have a good supply chain of health workers but we also need to create an environment to make the government practice attractive. The right health personnel should be in the right place at the right time. There is no shortage of health workers. The PhilHealth Primary Care Benefits package offers not only outpatient benefit package to the sponsored members but also provides additional incentives to the health personnel. On average, in a municipality with 10,000 families, a single doctor may receive an additional Php 44,000 per month, while complementary staff of nurses, midwives, and medical technologists may receive Php 17,000 monthly, and Barangay Health Workers and Barangay Nutrition Scholars can earn up to Php 4,000 every month from Philhealth reimbursements. Alongside addressing human resource needs in making quality care delivery system accessible, we are upgrading and improving health facilities for a total of Php 42.6 B [For 2014 we have upgraded and/or constructed, 2,685 BHS, 3,395 RHUs and 831 District, Provincial to Tertiary Referral hospitals]. On top of these all, the government has been creating a “conducive environment for health” – by progressively increasing financial support, aggressively pursuing policies like the RH and the Sin Tax, reform of the National Health Insurance Law, etc. Yes, we looked at the numbers, the types, the quality, the distribution – identified problems and strategies to address gaps immediately, while looking at a long term solution to the problem. And there is more work to be done. We can achieve our shared goals faster when we all work together. |

With the skills and expertise they acquired after finishing their
respective technical-vocational courses, these four young men found
themselves on the path of running their own businesses. Some spotted
opportunities in the market, while others used the networks they
developed from their work experience, to propel them into becoming
their own boss. The stories of Bryan Hernandez, Ryan Manalang, Danver Reyes, and Elnard Ympal were among the top 20 winners of the Tatak TESDA (Technical Education and Skills Development Authority) video making contest this year, and they shared their inspiring stories. Hernandez is the owner of East West Center for Excellence in Training. The review center now has three branches in Laguna, and counting. His review centers has approximately 10,000 students being groomed for future employment. Years back, Hernandez said he could not glean that something bright would come along his way. When he was nine years old, his mother died, leaving him to fend for his younger brothes and sisters. He tried applying for a job, but could not find one because he did not have the degree or the skills. Pressed to earn, he sold tables and other furniture, which he peddled from one house to another. The stressful labor contributed to the deterioration of his health, and soon, he was sickly. After surviving his sickness, he decided to start anew and found himself studying a course for call center agents. After graduation, he worked as a call center agent and then became a director of a university, where he further honed his skills. With a small capital, he started a review center of his own. Manalang, who hails from San Fernando City, Pampanga did odd jobs even as a student. His interest in cars made him decide to work as an assistant in a car repair shop. Seeing the potential in him, Manalang's employer encouraged him to take an automotive course in TESDA. With his skills and experience, Manalang was able to put up his own shop, which he now manages. "I learned that some things can't be achieved instantly, but there are many ways to get to your goal," he said. Reyes of San Pablo City in Laguna has always been challenged on how to make electronic products work even when they're already busted. After high school, he enrolled in a non-formal learning center supervised by TESDA and finished a course on Computer Hardware Servicing. Excelling in his class, Reyes was chosen to join the youth skills competition, which won him a gold medal. Moving up, he participated at the regional skills competition and at the Philippine National Skills Competition, where he bagged gold medals. His most prestigious award so far was a bronze medal from the ASEAN Skills Competition. With the awards and recognition, he became a well-reputed repairman in his community. Soon, he was able to put up his own repair shop, which trains similarly curious and skilled youth on mechatronics servicing. Ympal, a native of Siquijor province, fnished a course as agriculture technician so he would have the know-how on making the farm productive. The long, dry spell experienced every year by the farmers in their province prompted him to improvise an irrigation system made from softdrinks bottles, which watered his crops. "Because of a simple idea and my learnings from TESDA, I was able to keep my farm alive," he said. In 2007, Ympal was feted as one of the young outstanding farmers in his region, and in 2010, was awarded Outstanding Young Farmer of the Philippines. |

The officers and men of the Philippine National Police (PNP) today
expressed their appreciation to Interior and Local Government
Secretary Mar Roxas for his role in securing the safe release of
four policemen who were held captive for 19 days by the New People’s
Army in Eastern Mindanao. “Sec. Mar Roxas has shown exemplary leadership and statesmanship in working for the freedom of PO3 Vic Calubag Concon, PO1 Rey O’Niel Morales, PO1 Joen Zabala and PO1 Edito Roquino,” said PCSUPT DOMINADOR E AQUINO JR, the Regional Director of PRO 13 (CARAGA). “His efforts greatly boosted the morale of the officers and men of the PNP,” PCSUPT AQUINO added. The four police officers were freed by communist guerrillas last Tuesday and eventually turned over to government officials led by Sec. Roxas and PNP Director General Allan Purisima in Agusan del Norte. “We salute the leadership of Secretary Roxas, who showed his compassion for the men and women in uniform,” said PSSUPT JULITO DIRAY, the Provincial Director of Surigao del Norte PPO. “What is important is that our fellow police officers are safe, and they are now reunited with their families,” he said. PO3 Concon, for his part, thanked Sec. Roxas, Dir. Gen. Purisima and Presidential Adviser for the Peace Process Ging Deles for ensuring their safe release. “Kami po ay nagpapasalamat, unang una kay DILG Secretary Mar Roxas at kay PNP chief, Director General Alan Purisima at hindi po kami pinabayaan,” Concon said. “Kung hindi dahil sa kanila, baka hindi na namin nakapiling muli ang aming mga pamilya,” Concon added. Negotiations for the release of the four police officers reached a major breakthrough last week after the National Democratic Front-Northeastern Mindanao sought the intercession of Sec. Roxas to break an impase in ongoing talks to secure the policemen's freedom. The Local Crisis Committee led by Surigao del Norte Gov. Sol Matugas had began negotiating with the NDF-NEMR for the policemen's freedom immediately after the rebel raid on Alegria. Initially, the NDFP-NEMR demanded that government security forces declare a 10 day-ceasefire (SOMO/SOPO) in Surigao City and 14 municipalities in the mainland of Surigao del Norte as preconditions for the policemen's release. After a series of negotiations with the local crisis committee, the NDFP reduced the ceasefire period to six days covering only six municipalities in the mainland of Surigao del Norte. Last Saturday, July 26, the NDFP-NEMR informed Sec. Roxas through an emissary that the NPA units holding the four policemen as hostages are amenable in releasing their captives if government security forces will agree on a five-day ceasefire covering the towns of Placer, Bacuag, Tubod, Gigaquit, Alegria and Claver, in Surigao del Norte; and the towns of Kitcharao, Jabonga and Santiago, in Agusan del Norte. Last Sunday (July 27), Roxas announced that the military and the police have agreed to meet the rebels' precondition to pave the way for the safe release of the four police officers. The DILG chief's announcement prompted the NDF-NEMR to issue a corresponding ceasefire order, which led to the eventual release of the four policemen. |

OFW repatriates arriving in the Philippines receive from the
government not just assistance services on welfare, employment,
livelihood, and legal matters (Assist WELL), but also relevant and
useful information on how and where to avail of such services. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said this yesterday as the Welfare Assistance Committee under the DOLE’s Assist WELL Program began to distribute flyers in English and Filipino describing the various WELL programs and services and instructing OFW repatriates on where and how to avail of these. “We are working to ensure an effective and successful reintegration of overseas Filipino workers repatriated from crisis/emergency situations in their countries of deployment by reaching out to them through the distribution of flyers containing relevant, important, and useful information,” Baldoz said. “We wanted to be able to effectively convey to all OFWs, especially to those who were forced to leave their jobs abroad for reasons not of their own making, that the government is prepared to welcome them in their own country and is ready to address their welfare, employment, livelihood, and legal needs after they arrive,” she added. The Assist WELL Program flyers are being distributed at the airport where repatriated OFWs are assisted by OWWA personnel. The OWWA heads the program’s Welfare Assistance Committee. The flyers contain information on what the program is all about, what it offers them, and the contact details of all DOLE, OWWA, and POEA Regional Offices with jurisdiction over the area of their residence to make it really easy for them to avail of the assistance offered by the program. A component of the National Reintegration Program for OFWs, the Assist WELL Program provides welfare, employment, livelihood, and legal assistance to the repatriates. On welfare assistance, the DOLE, through the OWWA, provides airport assistance; temporary shelter and accommodation; transport assistance to residence; emergency medical assistance; and stress debriefing Through the POEA, Bureau of Local Employment, and TESDA, it provides employment assistance in the form of job placement/referral for local employment or overseas employment; and competency assessment and certification for repatriated workers who wish to confirm whether they possess the competencies required in a preferred workplace. The DOLE, through the OWWA, National Reintegration Center for OFWs, and the Bureau of Workers with Special Concers, in coordination with DOLE regional offices, offers livelihood assistance, such as entrepreneurial development training; livelihood skills training; hands-on business mentoring and support; and business loan assistance. Three of the popular DOLE livelihood programs are the P10-K Livelihood Assistance, Balik-Pinay, Balik-Hanapbuhay Program, and the P2-B Reintegration Loan Fund. Lastly, under legal assistance, the POEA provides legal advice, conciliation proceeding to afford repatriated workers and their recruitment agencies a venue to discuss the possibility of amicable settlement; assistance in the preparation and filing of complaints for illegal recruitment, recruitment violation, and disciplinary action cases; and counselling during preliminary investigation and hearings of criminal cases for illegal recruitment. Relative to this, Secretary Baldoz has directed all DOLE program implementers under the Assist WELL Program, especially those in the regions and provinces, to ensure that all their delivery systems are in sync and responsive to the needs of repatriate OFWs. |
