Philippines hopes for favorable ruling from Arbitral Tribunal |
Malacañang is hoping for a favorable ruling from the Arbitral Tribunal in The Hague as the hearing for the Philippines’ second round of arguments in the country’s case against China, begins on Monday (July 13), an official has said. "We are confident that the delegation will be able to thoroughly answer additional questions from the Tribunal and convey the full merit of our arguments. We continue to hope for a favorable ruling,” Presidential Spokesperson Edwin Lacierda said in his opening statement during a press briefing on Monday. "Last week, a delegation from the country traveled to The Hague, Netherlands, to present the case of the Philippines before the Arbitral Tribunal at the Permanent Court of Arbitration at the Peace Palace. All three branches of government were represented in the delegation, showing a united stance in supporting our country’s claims under the United Nations Convention on the Law of the Sea (UNCLOS),” he said. The first round of arguments to convince the Arbitral Tribunal that it has jurisdiction to hear the Philippines’ case against China began on July 7. "In his speech before the Tribunal, Secretary of Foreign Affairs Albert del Rosario spoke about the case’s importance, not just to our region but also to the world, given that the spirit of UNCLOS lies at its core and since it could have implications on the future handling of maritime disputes,” said Lacierda. "Subsequent speakers -- such as Paul Reichler, Chief Counsel for the Philippines, among others -- gave presentations on why the case falls squarely within the Tribunal’s jurisdiction, as well as on the strength of the Philippines’ environmental and fishing claims against the People’s Republic of China,” he added. Malacañang clarifies housing project of Department of Interior and Local Government |
The Palace on Monday clarified the allocation given to the Department of the Interior and Local Government (DILG) intended for housing projects in the country this year. Senator Panfilo Lacson has questioned the P1.2 billion housing budget under the DILG. During a press briefing, Presidential Spokesperson Edwin Lacierda said the budget allocation that Senator Lacson was referring to falls under the housing program for Informal Settler Families (ISF). “The amount mentioned is in (the 2015 budget’s) special provision number 5: Housing Program for Informal Settler Families Residing in Danger Areas within Metro Manila,” Secretary Lacierda said. He noted that according to the budget, “The amount of One Billion Two Hundred Forty Four Million Six Hundred Six Thousand Pesos (P1,244,606,000) appropriated herein for the Housing Program for Informal Settler Families (ISF) Residing in Danger Areas within Metro Manila shall be used exclusively for the following projects with the corresponding amounts: a) Construction of Micro-Medium-Rise Buildings P700,000,000; b) Interim Shelter Fund for 26,367 Target Families P474,606,000; c) Administrative Cost P70,000,000.” Lacierda said the money was given to the DILG because it handles local government units in the metropolis, which deal with informal settler families situated in danger zones. “Remember, there was a situation before where the informal settler families were situated in danger zones, ‘yung mga nasa creek, nasa river. The President made emphasis on the point that this is not acceptable for them and this is not acceptable for this government to put them always in harm’s way,” he explained. “Every time there’s a storm, every time there’s a flood, these people are put in harm’s way, so we have to take them out of these danger zones. And for that particular instruction, (Budget) Secretary (Florencio) Abad provided a budget for that. Nandoon po ‘yan sa budget.” As for the other P3.1 billion mentioned by Senator Lacson, this is contained in the budget’s special provision number 3 -- the Payapa at Masaganang Pamayanan Program, Lacierda said. The government appropriated P3,111,246,000 for the Payapa at Masaganang Pamayanan (PAMANA) Program to implement projects in conflict-affected areas already identified by the Office of the Presidential Adviser on the Peace Process (OPAPP). Palace committed to “do everything” to save life of Mary Jane Veloso |
Malacañang has reiterated its commitment to help save the life of Mary Jane Veloso. “The government is committed to try to do everything to save Mary Jane Veloso,” Presidential Spokesperson Edwin Lacierda told reporters during a press briefing at the Palace on Monday. “There’s a case filed against her (illegal) recruiters, so we hope to inform, or perhaps the Indonesian government has already been informed of the status of the case. Hopefully, that will be a positive development in the stay of execution of Ms. Veloso.” On criticisms that the government is only working on the case because Veloso’s execution is approaching, Secretary Lacierda explained that the Department of Foreign Affairs has been silently working to save her. To Veloso’s family, Lacierda assured, “Hindi ho namin binibitawan si Mary Jane Veloso. Iyon po ang commitment namin. We are going to do everything to save the life your daughter.” Convicted by an Indonesian court of drug trafficking, the 30-year-old Veloso was set for execution last April 29. She however obtained a last-minute reprieve after the Indonesian government was informed that her illegal recruiters had surfaced. Kennon Road closed to traffic as landslide occurs | |||||||||||

Kennon Road in the Cordillera Administrative Region was closed to vehicular traffic following the occurrence of landslide at K0242+600, Camp 7. A passenger jeepney and a van were buried under the landslide early Monday morning, July 13, 2015 along Kennon Road in Tuba, Benguet that resulted to one (1) death and injuries to five (5) other persons. Following the slide, the Department of Public Works and Highways closed the 32-kilometers Kennon Road as it clears debris on the highway. Last week, DPWH also closed Kennon Road as heavy rains dumped by tropical Storm “Egay” triggered landslides along the highway. DPWH equipment and maintenance crew are on standby for immediate clearing works due to continuous falling of rocks and other debris. Warning signs are also installed along the highway prone to re-occurrence of landslide and rockslide brought by the continuous heavy rains in the Cordilleras. | |||||||||||

The Bangko Sentral ng Pilipinas (BSP) and Zambales Province seal today a social covenant that will bring Zambales MSMEs to economic progress. The signing of the Memorandum of Agreement (MOA) creating the Zambales Credit Surety Fund (Zambales CSF) as the 38th CSF established nationwide will be held at the Balin Sambali, Zambales Sports Complex, Iba, Zambales. This will be led by BSP Deputy Governor Diwa C. Guinigundo and Zambales Provincial Governor Hermogenes E. Ebdane, Jr., in collaboration with the participating cooperatives and partner institutions such as the Development Bank of the Philippines (DBP), Land Bank of the Philippines (LBP) and Industrial Guarantee and Loan Fund (IGLF). The Zambales CSF is a credit enhancement scheme that aims to help cooperatives and micro small and medium enterprises (MSMEs) in the province gain access to bank credit even without hard collaterals. The Program is essentially a public-private partnership which links the key players of the economy into a unified purpose of empowering the MSME sector. The Provincial Government of Zambales pledged to contribute P5.0 million while seven cooperatives in the province committed an aggregate of P1.95 million to the Fund. The IGLF, DBP and LBP have also committed to contribute to the Zambales CSF. Aside from credit enhancement, the CSF Program also provides trainings to participating cooperatives and MSMEs to strengthen their capabilities in the areas of financial and risk management, entrepreneurship and business management, credit appraisal and monitoring and other related trainings. Moreover, to ensure continuous flow of credit to the countryside, banks may rediscount with BSP all loans granted under the CSF program. | |||||||||||

In a 16-page report, dated 29 June 2015, prepared by the Department of Justice-Office for Competition (OFC), it found that the present Suggested Retail Price (SRP) mechanism as set by various government agencies removes incentives to compete on price. "SRPs are set by various government agencies especially on how retail prices are determined for basic necessities and prime commodities," said Secretary of Justice Leila M. de Lima. "We have pending cases against the rice, garlic and onion cartels that the SRP has failed to prevent or detect," she said. The OFC study said that there are no adequate rules and guidelines on the imposition of SRP. Although the Department of Trade and Industry may oblige manufacturers, distributors and retailers to provide advance notice for proposed price increases, its requirement to seek clearance for planned price increases negates the recommendatory nature of the SRP. The recommended actions include the use of an appropriate term for the "suggested reasonable retail price," e.g. Reference Retail Price (RRP), to distinguish it from the manufacturer-issued SRP. The OFC report emphasized that price controls be imposed only (a) during calamities, disasters and similar situations, and (b) over basic necessities and prime commodities. "Suggested Retail Price should just be a suggestion—not an imposition by government. Price control distorts competition and does not help the market determine the optimum prices of goods," as said by Assistant Secretary Geronimo L. Sy, Head of the OFC. "It is only in certain cases like calamities or emergencies that intervention is essential to prevent abuses by suppliers, he added. Secretary of the Interior and Local Government Mar Roxas distributed a total of 55 brand new patrol jeeps to all municipalities of Batangas and Laguna during simple ceremonies held at the respective provinces’ provincial capitols last Friday (July 10). The vehicles are part of the 1,490 patrol jeeps that the Department of Interior and Local Government (DILG) will give to each municipality in the Philippines to intensify their crime-fighting capability, 247 of which have already been turned over to 19 provinces in Luzon, Visayas, and Mindanao. During both events, Roxas emphasized that peace and order are important factors for progress, reiterating that all mayors will get patrol vehicles for their towns regardless of their political affiliations. "Lahat, siyento porsiyento ng mga bayan… wala pong pinili, wala pong maiiwan, hindi po tinanong kung ano ang partido, chaleco, kulay na iwinawagayway, o kung sino ang nanalo noong 2010 at 2013,” he said during the ceremony in Laguna. “Hindi natin tinanong kung anong partido, lahat magkakaroon ng patrol jeeps. Para sa lahat, ganito ang serbisyo,” he stressed in the Batangas event. Roxas also announced other breakthroughs in the PNP’s modernization program such as the arrival of 210 more patrol jeeps for distribution across the country; the procurement of 74,879 Glock sidearm pistols for the Philippine National Police (PNP); and the purchase of 29,914 radios for all of the PNP’s field units. Retiring Police Deputy Director General Leonardo A Espina, Officer-in-Charge of the Philippine National Police urged the 155,000-strong officers and personnel of the national police force to rally behind the new Chief PNP who will assume command of the PNP upon his retirement on Thursday. For the last time in his active service, Espina attended the traditional Monday flag-raising ceremony at the PNP National Headquarters in Camp Crame to bid farewell to the troops. In his brief message, he thanked the PNP Officer Corps and rank and file for their support during his 7-month incumbency as PNP OIC. “I could not have hurdled it successfully without you assisting me in every step of the way, Maraming, maraming salamat po sa inyong lahat,” Espina said. “I urge all of you to just continue serving our people, because we owe it to them,” he said. “I will be retiring on Thursday. I will be handing over the command leadership to the next Chief PNP who will be appointed by the president. Tuloy-tuloy ang ating trabaho at serbisyo bearing the motto always Service, Honor and Justice,” Espina concluded. During the same ceremony, Espina conferred the Performance Governance System Compliant Status to PNP Units that have successfully completed the Compliance Stage of the Performance Governance System (PGS) for PNP P.A.T.R.O.L Plan 2030. 13 July 2015 - The Department of Foreign Affairs (DFA), in partnership with the Philippine Information Agency (PIA), held a multi-sectoral advocacy campaign on the West Philippine Sea issue in Tuguegarao City from July 09 to July 11. The talks covered the core issues of the West Philippine Sea dispute, the Philippine official policy and its guiding principles, as well as government efforts on the issue. DFA Spokesperson and Assistant Secretary Charles C. Jose discussed the West Philippine Sea issue before an audience composed of local officials from various government agencies in Tuguegarao City, students and youth, NGOs, businesses, members of the media, and uniformed personnel from the local law enforcement agencies on July 10. Other panel speakers include Representative Randolph Ting (3rd District of Cagayan), PIA Regional Director Purita Licas, Lieutenant Colonel Vladimir Cagara (Armed Forces of the Philippines), Captain Julius Caesar Victor V. 13 July 2015 – The Philippines and the other 190 States Parties to the 1972 Convention concerning the Protection of the World Cultural and Natural Heritage met in Bonn, Germany for the 39th session of the World Heritage Committee (39COM) from June 28 to July 08. Led by Philippine Ambassador and Permanent Delegate Ma. Theresa P. Lazaro, the Philippines actively participated in the assessment of state of conservation reports of 141 sites, and examined 36 properties proposed to be inscribed on UNESCO’s World Heritage List. The Philippines played a constructive role in the deliberation of the Committee’s two Working Groups on the Budget and the revision of the Operational Guidelines. First Secretary Hendrik Garcia chaired the Drafting Group on Annex 6 of the Operational Guidelines. The Philippines submitted a number of amendments and decisions, including to the Operational Guidelines of the Convention and the Rules of Procedure of the Committee. During the session, Ambassador Lazaro noted with concern that only a small percentage of nomination dossiers for the 40th session in 2016 are from underrepresented or non-represented States Parties. She proposed enhanced delivery of capacity-building, especially to States Parties which do not have sites inscribed on the World Heritage List. At the end of the session, the Philippine was elected as Vice-Chair of the Bureau for the 40th session which will be held in Istanbul, Turkey in July 2016. The 21-member World Heritage Committee is one of the most prestigious bodies associated with UNESCO whose main responsibility is to implement the World Heritage Convention. The Committee decides on whether a property is inscribed in or deleted from the World Heritage List. It examines reports on the state of conservation of inscribed properties and asks States Parties to take action when properties are not being properly managed. It also determines the use of the World Heritage Fund and allocates financial assistance upon requests made by States Parties. The Philippines is a Committee member until 2017. | |||||||||||

13 July 2015 - Underscoring the importance of 40 years of bilateral relations between Iraq and the Philippines, Iraqi Foreign Minister Dr. Ibrahim Al-Jaafari on July 06 expressed Baghdad’s desire to further enhance its level of cooperation with Manila. “We are looking forward to deepening our ties with the Philippines,” Foreign Minister Jaafari told Elmer Cato, Manila’s new envoy in Baghdad during a courtesy call at the Ministry of Foreign Affairs. Minister Jaafari, who had previously served as Prime Minister of Iraq, welcomed Cato, a career diplomat who recently assumed as Chargé d’Affaires en pied of the Philippine Embassy, and assured him of his support. Minister Jaafari expressed hope that the Philippines and Iraq would be able to conclude agreements in a number of areas during the 8th Joint Commission Meeting to be held in Manila in August. In response, Cato conveyed to Minister Jaafari the importance the Philippines places in its relations with Iraq as well as Manila’s desire to further enhance the level of cooperation with Baghdad. Minister Jafaari received Cato a few days after the Filipino diplomat presented his credentials to Foreign Affairs Undersecretary for Bilateral Relations, Nazar Al Khairullah. A former journalist and overseas worker, Cato joined the Department of Foreign Affairs in 1998. He was previously posted at the Philippine Mission to the United Nations in New York and the Philippine Embassy in Washington, D.C. Cotabato City – Independent Decommissioning Body (IDB) member retired Armed Forces of the Philippines (AFP) Lieutenant General Rey Ardo announced today that the weapons turned in by the Moro Islamic Liberation Front (MILF) last June in Sultan Kudarat, Maguindanao remain secure under the IDB's protection. “Under the watch of the IDB, the decommissioned weapons of the MILF have been placed in secure storage facilities and will remain there until they are finally put beyond use,” said Ardo. The decommissioning process is guided by the Comprehensive Agreement on the Bangsamoro (CAB), the peace accord signed by the Government of the Philippines (GPH) and the MILF in March 2014. The CAB stipulates that the MILF weaponry will be put beyond use while the combatants will transition to civilian lives in a gradual and phased process. Ardo added that the decommissioned weapons are kept under lock and key. “The weapons will remain where they are in the interim period and there is no danger that they will fall in the hands of lawless elements or will be dealt in the black market.” Decommissioned weapons inspected by IDB Senator Ferdinand Marcos, Jr. made public allegations that 28 of the decommissioned MILF weapons contained paltiks or homemade weapons. He also speculated that the rebel group was still able to manufacture armaments through its weapons factory. Ardo denied the allegation, saying that prior to the ceremonial decommissioning, the MILF submitted to the IDB a list of the 75 crew-serve and high-powered firearms that were to be turned in. The seven-man decommissioning body inspected all 75 weapons prior to the ceremonial decommissioning held last June 16 at the old Maguindanao Provincial Capitol. President Aquino, Cabinet officials, regional and provincial government officials, and members of the diplomatic community attended the event. Ardo commented that “based on my experience and competency as a retired general of the AFP, these are the original weapons used by the MILF in their fight with the government.” He also noted that the weapons "were clearly not manufactured for the sake of the ceremonial decommissioning." The IDB sent out invitations to members of the Philippine government including all senators, civil society organizations (CSOs), and other stakeholders to witness the ceremonial decommissioning event. Unfortunately, Senator Marcos was unable to attend due to unspecified reasons. “He could have seen the weapons first-hand if only he attended the decommissioning last June 16,” said Ardo. Meanwhile, Government of the Philippines (GPH) Chief Peace Negotiator Professor Miriam Coronel-Ferrer appealed to reporters to undertake their own investigation or at least interview other competent sources before reporting on mere statements. “Responsible media would have checked the allegation (first)," she tweeted. Social Security System (SSS) offices in the Western Visayas region have extended their resources to remote communities to enable residents in these areas to have easier access to social security services, including registering as members and updating their membership. SSS Officer-in-Charge for Western Visayas Division Raul A. Casiano said SSS branches in Kalibo, Dumaguete, and Iloilo deployed Mobile E-Centers – or temporary SSS desks usually put up in far-flung areas - to make SSS services such as SSS registration, salary loan application, ID capture, member data change request, and status inquiry within reach of potential and existing members. “We had set up Mobile E-Centers in the islands of Siquijor and Guimaras, and the cities of Bayawan and Passi from November last year to April of this year. With this project, we expect to see more active membership as well as improved collections,” Casiano said. The deployment of mobile E-centers, which in total accounted nearly 3,000 transactions from said areas, is part of the SSS initiative to cover hard-to-reach and informal sectors, the official added. “We will set up a mobile E-center in Siquijor again this coming September, which will be handled by our SSS Dumaguete branch,” Casiano said. He said SSS also participates in the monthly “Gobyerno sa Baryo,” a joint program of the Aklan Provincial Government and Congressional District Office for the benefit of the province’s constituents in remote and rural communities. As of April 2015, SSS members in Western Visayas inched up by 3.4-percent from 1.78 million in 2014 to 1.84 million, of which about 70 percent or 1.25 million are regular and household employees. SSS recorded about 351,384 self-employed members and 241,812 voluntary members. “There is a modest increase in the number of self-employed and voluntary members which grew by 6.7 percent and 7.6 percent, respectively. So we want to focus on those sectors under the informal economy, considering the vast number of micro and small businesses engaged in crop production and active fishery activities around the area,” Casiano said. Moreover, he noted that the thriving tourism, specifically in the Municipality of Malay, has prompted the SSS to closely monitor employment activities in the province. “We have conducted a saturation drive for 11 days in Boracay this month to comb the area for erring employers and employees who are still not reported for SSS coverage. From that alone, we were able to compel around 250 employers with about 1,300 employees to register with the SSS. The state-agency together with the Department of Labor and Employment, PhilHealth, Pag-IBIG and the Malay Local Government have recently inked a pact to strengthen the monitoring of business’ compliance with the SS Law in Boracay. SSS is also meeting with local officials in Malay for the coverage of some 1,222 job order and contractual hires of the municipal government and barangay units. “We hope to formalize our agreement any time soon,” Casiano said. Separately, Casiano said SSS has collected P1.35 billion in contributions from Western Visayas since January 2015 or 7.6 percent higher from the P1.25 billion that were collected from January to April 2014. He attributed the improved collections to the increasing presence of SSS in the region. As of date, SSS has 14 branches and eight service offices strategically located in the provinces of Antique, Aklan, Iloilo, Capiz, Negros Occidental, Negros Oriental, and Siquijor. | |||||||||||

For her spirited recollection of her experiences in Korea, a linguistics student from the University of the Philippines-Diliman recently took the championship at the 2015 Korean Speech Contest held at the headquarters of Technical Education and Skills Development Authority (TESDA) in Taguig City. The contest was organized by the Korean Cultural Center in collaboration with TESDA, Korea Tourism Organization and United Korean Community Association. Maria Concepcion Loren Chua, third year BA Linguistics student, bested other contestants with her powerful delivery of her speech entitled "Fell for Korean's Charm." Jannin Alegado from Cebu placed second, while Angeli Marie Baclea-an from Tacloban City bagged third place. A total of 11 finalists participated in the final round of the contest held on July 4. They were chosen after emerging winners in the semi-final rounds held in Cebu, Davao, Manila and Iloilo. The TESDA Women Center hosted the final round of the competition. Secretary Joel Villanueva, TESDA Director General, said the speech contest offers a platform for students to acquire new skills as part of their self improvement. "Knowledge of different languages and the ability to communicate using them can widen the opportunities for employment of Filipinos," Villanueva said. "It gives the Filipinos the edge to be competitive on a global scale," he added. Villanueva said the competition also raises the level of consciousness of people about the Korean language and culture. The government of Korea has been TESDA's steady partner in a number of initiatives to promote technical-vocational education in the country. Marta Hernandez, executive director of TESDA Partnerships and Linkages Office, said the holding of the Korean Speech Contest further strengthened the linkage between TESDA and the Korean government. “Although this is the first time for TESDA to partner with the Korean Cultural Center for the 2015 Korean Speech Contest, the Korean Government has always been very supportive to TESDA in developing the skills of the Filipino workforce,” Hernandez said. The partnership for the holding of the competition was formalized in a Memorandum of Agreement signed between Villanueva for TESDA and Mr. Choongsuk Oh for the Korean Cultural Center. For winning the grand prize, Chua will have the opportunity to travel to Jeju Island together with a companion for free, courtesy of the Korea Tourism Organization. She also received P30,000 cash. The preliminary competitions were held in Cebu, Iloilo, Davao and Manila. Among the regional winners were Jannin Alegado (Cebu), Angeli Marie Baclea-an (Tacloban City) and Michelle Segaya-Song, a TESDA student from Davao. The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Taysan (Batangas), Inc., reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives. Rural Bank of Taysan was placed under the receivership of the PDIC by virtue of Monetary Board Resolution No. 1001.B dated June 26, 2015. In a statement, PDIC advised borrowers of Rural Bank of Taysan to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL RB TAYSAN (BATANGAS). PDIC emphasized that it has not engaged any person, agent or agency to collect the loan payments for and in behalf of the bank. To ensure proper recording of their payments, PDIC further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The PDIC emphasized that for payments to be valid, it must be supported by a machine-validated PNB Deposit/Payment Slip. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers. Chairperson Michael G. Aguinaldo visited COA Regional Office No. XIII, Butuan City on July 8, 2015 to grace two significant events: the signing of the deed of donation for the 2,000 square meter lot given by the City Government of Surigao for the construction of the Provincial Satellite Auditing Office (PSAO) in Surigao del Norte and the inauguration of the newly constructed PSAO building in Agusan del Sur. COA CARAGA is the first regional office visited by the Honorable Chairperson after he got the nod from the Commission on Appointments. In her welcome remarks, OIC Regional Director Vivien G. Jumao-as said that “COA is blessed” for having received the “grace” in the person of former COA Chairperson Ma. Gracia M. Pulido Tan and now has the “gift” referring to present COA Chairperson Aguinaldo. Chairperson Aguinaldo’s visit to COA-CARAGA was indeed a “gift” considering that it is a rare opportunity to be visited by the highest official of the Commission. COA CARAGA personnel returned the compliment by giving the Chairperson such a warm welcome. “Thank you for your support and prayers in my recent confirmation,” Chairperson Aguinaldo heartily said. Rey through the efforts of former Chairperson Pulido Tan. The PSAO will serve as the new home of COA auditors in the field office as an effort to safeguard the independence and integrity of the Commission in the discharge of its constitutionally-mandated functions. The internet has become an important aspect of society as a key resource for researching information, engaging in professional discussion, accessing published material, and even checking on news and weather bulletins. It has become the foundation for the electronic community by providing access not only to media but also to government agencies, with websites now made accessible to its clientele. It is also enabling engagement with friends and families through social networking sites. With the internet’s popularity, government agencies have tapped its potential as a channel for its clients through online services. The Philippine Health Insurance Corporation (PhilHealth) has joined the bandwagon with its Health Care Institution (HCI) Portal. The HCI Portal aims to establish a linkage between PhilHealth and its accredited institutional health care providers through an online connection. It simplifies filing of claims and availment procedures by cutting down on the documentary requirements through the generation of the PhilHealth Benefit Eligibility Form (PBEF) which replaces the Member Data Record (MDR) earlier needed to avail of the benefits. PhilHealth required its accredited HCIs to install the HCI Portal in their respective facilities and HCIs have started installing the portal as early as April 2013. Orientation seminars were immediately scheduled to familiarize the staff members who will be tasked to handle the portal. But the number of engaged facilities within Region IV-A posed a challenge: instead of going from one facility to another, PhilHealth Regional Office IVA opted to schedule orientations in the regional office. HCI representatives attending the orientation brought their computers since installation of the HCI Portal was done simultaneous with the orientation. To date, 319 facilities within the jurisdiction of PRO IV-A have been oriented and given access to the portal. How did these hospitals find the HCI Portal? For most of them, installation of the portal generated more positive experience, both for the facility and for the members. As Asia Medic Family Hospital and Medical Center in Imus, Cavite puts it, “the portal enables us to provide better customer service to our patients while providing them with information on their eligibility to avail of their benefits.” Verification of member’s eligibility is quicker as it is done with just one click. Calamba Doctors Hospital said they are able to provide members, especially from the formal economy, with updated information on their contributions, as well as check on their list of declared dependents. The HCI Portal has lessened the burden for members in terms of documentary requirements since submission of supporting documents is no longer required by the facilities once the PBEF generates a "Yes," thereby enabling paperless transactions. Some facilities declared that the number of return-to-hospital (RTH) claims is reduced. RAKKK Prophet Medical Center in Gumaca, Quezon testified that the portal minimized their RTH and denied claims. “Eligibility of members to avail of their PhilHealth benefits and the requirements to facilitate the processing of claims are readily available in the portal.” Users of the HCI Portal commend its user-friendly features. Lucena MMG General Hospital said that, “it is easy to use and log-in.” St. Paul Hospital Cavite agrees, saying that “the system is not complicated.” The portal may have its benefits but there is always room for improvement. “We see the portal’s internet-dependent features as a disadvantage since connectivity is always dependent on the internet provider,” says RAKKK Prophet Medical Center. Candelaria Municipal Hospital in Quezon complained about instances when the portal is offline, which defeats the purpose of providing immediate eligibility checking for members. With PhilHealth’s commitment towards continual improvement, these portal users hope that some adjustments will be included in the portal. Gentri Medical Center Hospital Inc. in General Trias, Cavite recommends the inclusion of the verification of single period of confinement in the portal module while RAKKK suggests the addition of another portal user which will be activated during weekends. Lucena MMG Hospital proposed to include the posting of payments made through banks and Bayad Centers. Health care providers continue to flock to the regional office as they too, want to experience the comforts of using the HCI Portal. | |||||||||||
