Salamat po. Maupo ho tayong lahat.

Mr. Danny Bitara and Ms. Noemi Bongaya; officials and staff of the
Department of Social Welfare and Development and its attached agencies;
fellow workers in government honored guests; mga minamahal ko pong kababayan:
Muli, magandang umaga po sa inyong lahat.
Bago ako sumampa dito sa podium, mula sa ating choir na napakasigla, kayo
rin napakasigla n’yo. Parang, napapag-isip akong tumambay muna kami ni Asec
Delantar dito para sumigla rin kami.
Huli ho tayong nagkasama-sama sa ganitong pagdiriwang noong ika-60
anibersaryo ng DSWD. Siyempre hindi ko puwedeng palampasin ang pagkakataon
na batiin kayo sa pagiging “senior citizen” [laughter] ng inyong ahensiya
noong 2011. Ngayon naman po, sa dami ng pagsubok na hinarap natin na kayo
ang isa sa mga kadamay, lalong importanteng personal kong itanong sa inyo:
Kumusta naman ho kayo?
Hindi naman ho siguro naka-Red Bull lang ‘yung ating choir kanina kaya full
of energy.
Alam po ninyo, hanga ako sa inyong mga kawani ng DSWD. Sa sitwasyon ko po
kasi, may mga araw na patung-patong na mabigat na suliranin ang kailangan
kong harapin; may mga araw rin namang dinaratnan tayo ng naparaming good
news na puwede nating ipagmalaki. So may araw na mabigat, may araw na
sobrang gaan ng pakiramdam. Ang ibig ko pong sabihin, hindi palaging
masamang balita ang natatanggap ko. Sa DSWD, alam ko na para sa marami sa
inyo, halos buong-araw, araw-araw, syempre problema ang kaharap ninyo.
Nandiyan ang mga tinamaan ng sakuna; ang may dinadalang karamdaman; ang mga
biktima ng karahasan. Almusal, tanghalian, hanggang hapunan, at kung minsan
ho, pati sa midnight snack mayroon—suliranin ng ating mga kababayan ang
parang ulam na ninyo. At hindi lang ito katulad ng suliraning hinarap natin
dati, kung saan iilang barangay lang ang kailangan ninyong tutukan. Nitong
nagdaang 2013, hinarap natin ang problema sa Zamboanga. Tapos nito, lumindol
naman sa Central Visayas. Di nagtagal, sinalanta naman ng bagyong Yolanda
ang 44 na probinsya sa buong bansa. Sumingit pa ho si Santi at kanyang
monsoon rains. Siyempre, wala pa sa listahang ito ang mga sakuna o hamong
hindi masyadong naging laman ng balita—ang pagtugon sa mga tinamaan ng flash
floods sa iba pang liblib na lugar, o ang mga batang kailangan ng kalinga.
Sa patung-patong na hamon na hinakaharap ng ating mga kababayan, umabot na
nga po sa milyun-milyon ang mga pamilyang kinakailangan ninyong pakainin,
gamutin, at arugain.
Ibayong kapasidad para magmalasakit ang hinihingi sa inyong mga kawani ng
DSWD. Hindi lahat ng tao, kayang gawin ang ginagawa ninyo. Kapag panahon ng
kalamidad, marami sa inyo ang ni hindi makaupo dahil sa mga kailangang gawin.
Pati ho ang ating butihing kalihim, kung minsan nagme-meeting po kami
nakapikit na siya. [Laughter] Pero tumatango naman at sumasagot naman sa
tamang oras. [Laughter] Minsan lang ho nagpa-pause ako at hinihintay ko lang
hong dumilat naman po. Kahit ilang segundo lang ng delay sa relief goods at
gamot, alam ninyong hindi ninyo mapapatawad ang sarili dahil madaming
nagugutom, nauuhaw, nagkakasakit, natatakot, o nalulungkot. Bukod dito, alam
ko na habang nagpapatulo kayo ng pawis, luha, at minsan dugo para makatulong
sa nangangailangan, may ilan tayong kababayan—at talagang mangilan-ngilan
lang naman—na kung magsalita ay akala mo wala na tayong kayang gawing tama.
Nabalitaan ko nga na noong relief operations para sa bagyong Yolanda, marami
sa inyo ang tumatangging umidlip man lang sandali dahil natatakot na makunan
ng larawan at masabihang hindi ginagawa ang trabaho.
Naalala ko tuloy ang nangyari kay Secretary Petilla, na katuwang rin natin
sa paglilingkod sa mamamayang Pilipino. Noong tinantiya ng Department of
Energy kung gaano katagal maibabalik ang kuryente sa 320 na mga lugar na
tinamaan ng bagyong Yolanda, ang kanila pong kalkulasyon anim na buwan para
maibalik ang kuryente. Pero pinangako niya na bago mag-Pasko, napailawan na
lahat nang ito. Nag-Pasko nga po, o ‘yung bisperas ng Pasko, at may at may
ilaw na sa 317 na bayan. Ibig sabihin po kulang ng tatlo. ‘Yong tatlo
naihabol nang 14 na oras lang ang delay. Sa kabila nito, meron pang
nagsasabing dapat siyang mag-resign. Six months naging 40 days and 14 hours.
At sobrang pagkakamali raw po ‘yung plus 14.
Matuwid at marangal na tao si Secretary Petilla kaya nagpasya siyang isumite
ang kanyang resignation. Ang sagot ko sa kanya, kalokohan naman yata ‘yan.
Maraming makikinabang sa nagawa niya at mababalewala ang kanyang husay kung
magbibitiw siya. Kumbaga sa paaralan, lampas 99 percent na po ang nagawa
niya, at sabi po ng mga kritiko niya, bagsak siya. Siguro ho kung itong mga
kritikong to ang nagpapatakbo ng isang paaralan swerte na silang tumakbo ng
isang taon dahil walang pumapasa sa kanilang paaralan. Dahil, di ho ba,
noong nag-aaral tayo—‘yung 91 ang tanda ko A. ‘Yong 99-point-ganyan–e di
siyempre A rin, wala naman pong A+. ‘Pag A na grado mo, bagsak ka. Wala
sigurong karapatang magturo iyang mga iyan.
Hindi naman po kalabisang sabihin na kung minsan, kulang sa konsuwelo ang
trabaho ninyo, sana ho kung minsan lang. Madalas, mas marami ang batikos
kaysa pasasalamat, mas mahaba ang listahan ng reklamo kaysa papuri. Sa
kabila nito, natutuwa ako, nabibilib ako, na wala akong nababalitaang isa
man sa inyo na nagwagayway ng puting bandila para sabihing sumusuko na kami.
[Applause] Wala po akong narinig na nagsasabing, “Mr. President, hindi ko na
kaya, aalis na po ako.” At hindi po ibig sabihin niyan puwede itong araw na
ito. [Laughter] Marami kayong hinarap na trahedya at pasakit pero nananatili
kayong tagapagsulong ng pagbangon ng mga kapwa ninyo Pilipino. Dahil diyan,
personal kong pinasasalamatan ngayon ang bawat isa sa inyo sa tapang at
dedikasyong ipinakita ninyo habang ginagampanan ang inyong tungkulin. Talaga
naman po, sa ngalan ng sambayanan, maraming, maraming salamat po sa inyong
lahat.
Hayaan ninyong espesyal kong banggitin sina G. Danny Franco Bitara at Bb.
Noemi Mongaya, na nalagay sa bingit ng kamatayan habang isinasabuhay ang
misyon at layunin ng Department of Social Welfare and Development. Kayo ang
ehemplo ng mga tunay na tagapaglingkod ng mamamayang Pilipino. Mamaya rin po,
kapag pinarangalan na ang iba pang pinakamahuhusay na tagapaglingkod ng DSWD,
ganito po ang pakiusap ko: palakpakan natin sila nang malakas. Iparamdam
natin sa kanila ang pagpapahalaga at paghangang nararapat sa kanila.
Mayroon nga po akong naisip habang pinagmuni-munihan ko ang pangalan ng
inyong ahensiya. Department of Social Welfare AND Development, may diin po
sa “and.” Hindi lang pangangalaga sa kapakanan o welfare ng mamamayan ang
mandato ng ahensiyang ito. Mayroon ding pagbabago, mayroon ding pag-unlad.
Development. Kaya mayroon ding pag-asa.
Sa tulong ninyo at ng mga programa ng DSWD, naisasakatuparan natin ang
mandatong ibinigay ng taumbayan. Halos apat na milyong kabahayan na ang
nabigyan ng pagkakataon para sa mas magandang bukas sa ilalim ng Pantawid
Pamilya, na pinalawak ang sakop nitong 2013 para mas marami pa ang
matulungan. 334,158 na kabahayan naman ang naging bahagi ng Sustainable
Livelihood Program. Sustainable: ibig pong sabihin, pangmatagalan, hindi
lang pang-photo-op. Para sa mga senior citizen, 1.53 bilyong pesos ang
naipagkaloob na pensyon sa mga lolo at lolang matagal nang nalugmok sa
laylayan ng lipunan. 2.85 bilyon naman ang nagugol na para sa Supplemental
Feeding Program ng 1.45 milyon na kabataan. Sa iba’t ibang kategorya ng
Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social
Services o KALAHI-CIDSS—sana ho mas maiksi lang ‘yong pangalan pero ganoon
kahaba naman ang benpisyo–nasa 3,541 kabuuang bilang ng proyekto na ang
nabigyan ng ayuda. Tinatayang 841,000 po ang kabahayang makikinabang o
makikingabang dito. Ang maganda, iyong mga komunidad mismo ang pumili ng
proyektong pagkakalooban ng pondo; bahagi sila ng pagpapasya, kaya alam rin
nating bahagi sila ng pangangalaga at pagsigurong magtatagumpay ang bawat
proyekto.
Sana po huwag kayong magsawa na makipagtulungan sa akin upang maibalik ang
pagtitiwalang ipinagkaloob ng mamamayang Pilipino. Sa husay ng trabaho ninyo
dito, nararamdaman kong magiging mas malawak, mas mabilis, mas pangmatagalan
pa ang magagawa nating pagkalinga at pagpapaunlad sa kalagayan ng ating mga
kababayan—ang ating mga boss—kahit na gaano pa ito kahirap. Sa huli, ang
isang tao o institusyon ay hindi tinitingnan sa bilang ng taon na itinagal
niya sa mundo, kundi sa kung gaano karami ang kanyang natulungan; sa kung
gaano karami ang nabago niyang buhay; sa kung gaano kalalim ang naging
positibong ambag niya sa lipunan; at sa kung gaano karami ang nabigyan niya
ng pag-asa. Inaanyayahan ko kayong lahat dito sa DSWD, tara, ipagpatuloy
natin ang pagbibigay ng lahat ng ating makakaya. Malayo na ang ating
narating, at alam kong sa patuloy ninyong pakikiambag, lalo pang malayo ang
ating mararating.

SEC. COLOMA: Magandang hapon sa inyong lahat. Ang akin pong unang pahayag na
hinggil sa Isang Bansa, Isang Panalangin. Bukas, sa ganap ng ika-5 ng hapon,
pangungunahan ni Pangulong Aquino ang Isang Bansa, Isang Panalangin upang
1)gunitain ang mga buhay na nawala sa mga kalamidad noong nakaraang taon:
2)pasalamatan ang Poong Maykapal para sa lakas at katatagang iginawad niya
sa bansa; at 3)humiling ng banal na pagpapatnubay sa ating kolektibong
pagkilos tungo sa isang higit na maaliwalas na kinabukasan.
Kasama ng Pangulo ang mga kinatawan ng iba’t ibang apektadong komunidad na
pininsala ng Zamboanga standoff, lindol sa Bohol, at ang Bagyong Yolanda.
Kasama rin sa pagdarasal ang mga kinatawan ng iba’t ibang samahang
pananampalataya, tulad ni Luis Antonio Cardinal Tagle; Police Supt. Imam
Ebra Moxsir ng Imam Council of the Philippines; Commissioner Zenaida Pawid
ng National Commission of Indigenous Peoples, Isaias Samson ng Iglesia ni
Kristo; at Bishop Jonel Milan ng Philippine Council of Evangelical Churches.
Inaanyayahan sa nasabing okasyon na idaraos sa Malacañang ang mga pinuno at
miyembro ng Kongreso, mga opisyal ng pamahalaan at mga kinatawan mula sa
civil society at iba pang samahang pang-relihiyon at pananampalataya.
Muli po naming inaanyahan ang lahat ng mga mamamayan na makiisa sa Pangulo
at buong bayan sa pananalangin sa kani-kanilang tahanan, komunidad,
tanggapan at lugar mong hanapbuhay, o sa mga simbahan o bahay sambahan.
Ang ikalawa kong pahayag ay hinggil sa proteksyon at pagkalinga sa mga bata.
Sa pagbuwag ng mga sindikatong nagsasamantala sa mga bata, na i-focus ang
atensyon ng mundo sa patuloy na pagkakaroon ng mga pugad ng pangaabuso sa
pamamagitan ng mga malalaswang palabas sa Internet at iba’t ibang aspeto ng
child pornography at cybercrime sa Pilipinas. Ang commitment ng bansang
Pilipinas sa pagkalinga at pagbibigay proteksyon sa mga bata ay matagal nang
naitakda sa ating konsitutusyon, sa pagtalima natin sa mga pamantayan ng
United Nations at iba pang pandaigdigang organisasyon, at mga pambansang
batas na naipasa ng ating Kongreso. Ang unang batas natin para sa kapakanan
ng mga bata ay naipasa noon pang Hunyo 8, 1907. Mayroon din po tayong
umiiral na Child and Youth and Welfare Code, na naging batas noong 1974.
Niratipika ng Pilipinas sa United Nations Convention on the Rights of
Children noong 1990.
Sa ating pong mga batas, pinapahalagahan ang responsibilidad ng mga
magulang, at ang papel na ginagampanan ng pamilya at tahanan, komunidad,
simbahan at pamahalaan. Kinikilala din ang mga espesyal na kategorya ng mga
bata: dependent, neglected and abandoned; iyong may mga physical o mental na
kapansanan; at iyong mga hindi pa labinwalong taong gulang.
Sa ilalim ng Aquino Administration, itinatag ang Inter-Agency Council
Against Trafficking, o IACAT, na binubuo ng iba’t ibang tanggapan at
ahensya. Ang taga-pangulo nito ay ang pangalawang pangulo ng Pilipinas, at
ang lead agency ay ang Kagawaran ng Katarungan, o DOJ. Ang child pornography
at child abuse ay sakop ng mandato ng IACAT, sapagkat ang mga krimen na ito
ay sinasagawa sa pamamagitan ng pagsasamantala sa mga batang ginagawang
instrumento ng negosyo o kalakal.
Sa aspeto ng law enforcement, nagtatag din ang Philippine National Police ng
Anti-Transnational and Cybercrime Division, Criminal Investigation and
Detection Group, na kasalukuyan tumututok sa mga pinaghihinalaang pugad ng
cyber-pornography sa Metro Manila, Angeles City, Cagayan de Oro City at
lalawigan ng Cebu.
Ayon sa ulat ng Asian Inter-Parliamentary Assembly Caucus na idinaos sa
Maynila noong 2011,” The Philippine government has a solid policy framework
of child welfare protection, and its implementation is carefully evaluated
and monitored periodically to ensure the realization of the country’s goal
towards attaining a holistic and sustained protection, and advancement of
the welfare and protection of children, not only for this generation, but
for the next generations to come”.
Nananawagan ang ating pamahalaan sa lahat ng mga mamamayan, tayo po ay
magtulungan sa pagkalinga sa ating mga anak at kabataan. Huwag po nating
payagan sila ay mapariwara at mapagsamantalahan ng mga kriminal at
sindikato.
Ang ikatlo ko pong pahayag ay hinggil sa pagtataguyod ng mabuting
pamamahala. Patuloy ang pagtataguyod ng pamahalaan na mabuting pamamahala,
na itinuturing na isa sa limang haligi ng Philippine Development Plan. Buo
ang paninindigan ng gobyerno at ng lahat ng ahensiya nito na maipagpatuloy
ang mga nasimulang reporma upang higit pang mapahusay ang paglilingkod sa
mamamayan, at magawang pangmatagalang pamantayan ng serbisyo publiko ang
mabuting pamamahala.
Sa ipinalabas na ulat ng Social Weather Station tungkol sa survey on
enterprises, na isinagawa mula Hulyo hanggang Nobyembre 2013, at nilahukan
ng 951 kompanya, lumalabas na nagbubunga na ang mga pagkilos at programa ng
pamahalaan upang mabawasan o ganap na masupil ang katiwalian. Ayon sa
survey, patuloy na bumababa ang bilang ng mga negosyanteng nagsasabing sila
ay hiningan ng suhol o lagay ng sinumang tauhan o ahensiya ng pamahalaan.
Mula 60%, at 50% noong 2009 at 2012, ang bilang na ito ay nabawasan ng 6%
nitong 2013, at naitala sa 44% na lamang.
Bagaman sa ipinakita sa SWS survey na may pagtaas ng bilang ng mga
nagsasabing marami ang katiwalian sa publikong sektor, mula sa
pinakamababang antas nito na 43% noong 2012, at 66% naman nitong 2013,
sinasabi rin ng SWS survey na ito na ang 66% na naitala noong 2013 ay
maituturing pa rin na pangalawang pinakamababa na antas simula ng taong
2000. Kung kaya’t sa kabila ng pagbabago sa pagwari sa katiwalian sa
pamahalaan, nanatiling mataas ang kompiyansa ng mga negosyante sa kakayahan
ng gobyerno na maisaayos ang lipunan. Sa katunayan, tumaas ang bilang ng mga
estudyanteng nagsasabing itinataguyod ng pamahalaang pambansa ang maayos na
business climate o kalagayan sa pagne-negosyo, na ang 70%, mula 64% noong
2012. Dagdag pa rito, tumaas ng dalawang pursiyento ang antas ng
pangkalahatang mithiin o business expectation ng mga negosyante, mula 74%
noong 2012, patungong 76% nitong nagdaang 2013.
Ang mga numerong ito ay higit na nakapagpatibay sa … (unclear)…ng mamamayan
na lubos ang pagganap ng pamahalaan sa tungkulin nitong ipalaganap at
ipagtibay ang mga prinsipyo ng mabuting pamamahala tungo sa mas matatag na
pampublikong institutusyon. Diyan po nagwawakas ang aking mga pahayag, at
handa na po akong makinig at tumugon sa inyong mga katanungan.
KA EFREN: Okay po, thank you. May follow up si Vange po doon sa National Day
of Prayer and Solidarity.
VANGE: Yes sir. Magandang umaga po, Mahal na Kalihim. Kay Christian Esguerra
po ng Philippine Daily Inquirer. Ang question po niya, why was the National
Day of Prayer set on the EDSA 2 Anniversary?
SEC. COLOMA: Wala pong kinalaman ang sinasabing anibersaryo na iyan. Wala
pong kinalaman sa pagtatakda ng date para doon sa pagdarasal ng ating bayan.
Kung maaalala po natin simula noong maganap iyang sinasabi nilang event na
iyan noong 2001, ni minsan po ay hindi iyan inobserbahan mismo noong
nakaraang administrasyon. Iyan po ay hindi minamarkahan ng ating bayan sa
kasaysayan. Hindi po iyon ipinagdidi … kung kaya malinaw naman po, wala po
talaga iyan kinalaman sa pagtatakda ng Araw ng Panalangin. Nagkataon po na
iyon ang petsang napili para sa okasyon.
VANGE: So, may follow up din po siya, sir, from Christian. Will it also be
intended to help heal the wounds of EDSA 2?
SEC. COLOMA: Wala pong kinalaman.
VANGE: Okay, sir. Thank you.
ALBERT: Sir, may text question po. Ang sabi, the Food and Drug
Administration said the products from Maruja Nichiro Holdings are not
registered with FDA, and asked Custom authorities to guard against the entry
of the products?
SEC. COLOMA: Pinadala ko na po sa mga kagawad ng Malacañan Press Corps ang
paliwanag hinggil diyan ni Assistant Secretary Eric Tayag ng Department of
Health. Uulitin ko po ang kanyang paliwanag. Ang advisory po nito ay ginawa
ng ating Food and Drug Administration dahil nga po doon sa nabunyag na
pagre-recall noong naturang mga produktong iyan sa bansang Japan. Pero mismo
pong sa Japan ay malaki pa rin po ang bilang ng mga produkto na hindi pa
nila nare-recover sa kabila noong recall notice.
Kaya para po maging ligtas ang ating bansa at ang ating mga mamamayan,
inalerto na po ng Department of Health at ng Food and Drug Administration
natin ang mga kagawad ng Bureau of Customs na bantayan at tutukan na hindi
po makapasok ang mga produktong iyan sa ating mga daungan bilang proteksiyon
po sa kalusugan ng ating mga mamamayan.
VANGE: Okay, sir, from Bernard Taguinod ng Abante. Ang tanong po niya,
marami daw ang koneksiyon ng alleged rice smuggling king na si David Tan sa
NBI, Customs, at NFA, dapat din ba silang habulin at panagutin?
SEC. COLOMA: Hinihintay po natin ang patuloy na pagkalap ng impormasyon at
paggawa ng pag-aaral at paggawa ng karampatang aksyon, kung kinakailangan,
hinggil sa prosekusyon, pag-usig, at pagpapanagot sa lahat ng mga tao na
sangkot diumano sa anomalya hinggil sa pagpasok ng bigas sa ating bansa. At
magpapahayag po ang ating Department of Justice kapag mayroon na pong
konkretong mga findings hinggil diyan.
VANGE: Okay, sir, follow up lang po. What do you expect po kay Mr. David
Tan, kung ipinapatawag siya sa Senado sa hearing by tomorrow?
SEC. COLOMA: Tayo po ay magiging saksi dahil iyon naman po ay pampublikong
kaganapan. Sa ngayon po ay wala na kaming maidaragdag hinggil pa sa usaping
iyan.
KA EFREN: Ano po iyong mga iba nating expectations diyan sa hearing sa
Senado tungkol po dito sa tinatawag na iskandalo diyan sa rice smuggling?
SEC. COLOMA: Sa mga pagdinig pong iyan ay isinasagawa para sa layuning
makapagbuo po ang ating mga mambabatas ng lehislasyon o mga batas na
magpapalakas sa pagpapatupad ng mga tamang patakaran at pamantayan sa iba’t
ibang isyu na may pambansang kahalagahan. Iyon pong rice ay isa po sa
pinakamahalagang pagkain ng mga Pilipino, at kung mapapalakas po natin iyong
sistema ng pangangasiwa para tiyakin po ay hindi nagaganap ang mga anomalya.
Hinggil dito ay umaasa po tayo na malaki ang magiging ambag nito sa
pagpapahusay ng pangangasiwa ng ating bansa.
Kaya iyan po ang maaaring maging benepisyo. Pero dahil po iyan ay kaganapan
sa Senado, ayaw naman po nating pangunahan, at hindi tayo manghihimasok sa
responsibilidad ng ating mga mambabatas.
KA EFREN: So, ibig sabihin po, welcome sa Palasyo iyong naturang pagdinig sa
Senado para na rin malinawan, dahil kung sino ba iyong David Tan, at iyong
unang lumitaw diyan sa NBI, ay pinapasinungalingan na siya nga itong David
Tan na hinahanap ng mga awtoridad?
SEC. COLOMA: Dahil nga po sinisiyasat din iyan ng ating NBI at Department of
Justice, kung makakakuha po ng karagdagang impormasyon makakatulong din po
sa pagsisiyasat ng mga ahensiya ng sangay ng ehekutibo.
KA EFREN: Okay. So, balikan ko lang po iyong National Day of Prayer.
Kumbidado po ba ang ating bise presidente sa naturang special event diyan sa
Palasyo na idaraos sa alas-singko po ng hapon?
SEC. COLOMA: Opo. Kumbidado po lahat ng mga lider ng ating bansa.
KA EFREN: Kabilang po diyan iyong mga nasa oposisyon at iyong present o
incumbent alkalde diyan sa Lungsod ng Maynila?

SEC. COLOMA: Patuloy naman po ang paggawa ng mga bunkhouses dahil nga po

mula sa mga tent, evacuation centers, at mabigyan po sila ng temporary
shelter habang malapit na pong umpisahan iyong pagpapagawa ng mga permanent

SEC. COLOMA: Mahalaga po iyong ibinigay sa kanyang pananagutan at
responsibilidad, at iyan po ay pinagtutuunan niya ng pansin. At mainam po
siguro kung hindi po mawalan ng focus, at doon na lang po magsentro ang
kanyang atensiyon. Kung anu’t ano pa man po ay hindi ko po nais na
pangunahan ang ating Pangulo dahil siya lang naman po ang may kapangyarihan

KA EFREN: Ibig sabihin, ano po ba ang masasabi ng Palasyo tungkol dito sa

SEC. COLOMA: Siyempre po mahigpit ang direktiba sa PDEA, sa Philippine
National Police, at sa lahat po ng mga ahensiya ng pamahalaan katulad ng
Bureau of Immigration ‘no, na kinikilatis po lahat ng mga taong pumapasok sa
ating bansa, na gawin ang nararapat para pigilin ang pagpasok ng mga
kriminal na elemento sa ating bansa, lalong lalo na kung ang kanilang krimen

SEC. COLOMA: Lahat po ng nararapat na hakbang para matulungan po sila ay
handang tulungan, isinasagawa po ng ating pamahalaan. Kung sila po ay
illegal na dinala doon, ay kailangan po ay maibalik po sila sa ating bansa.
At kung sila naman ay pinagsamantalahan, kailangan din pong mabigyan ng
katarungan ang ginawa laban sa kanila. At handa pong makipagtulungan ang
ating pamahalaan sa ibang bansa. Kaya nga po sa aking paunang pahayag

- The Hainan fisheries law is only one of the unilateral measures by
China to force a change in the regional status quo in order to
advance its nine-dash line position of undisputed sovereignty over
nearly the entire South China Sea.
The nine-dash line claim is in gross violation of international law.
It is the core issue that must be singularly and fully addressed. To
this end, we reiterate our invitation to China to join us in
arbitration as we intend to proceed with or without China for a
final disposition.
In 2011, we had proposed to China that we should proceed with moving
forward with our major bilateral agenda while abstracting the
contentious issues and dealing with them separately. This became the
content of a signed declaration between the Philippine and Chinese
presidents then. We are hopeful for adherence to that agreement. |

SSS cuts UMID processing time, cites steps
for claiming RTS cards |

The Social
Security System (SSS) has cut down the processing time of members'
identification cards to 10 working days, enabling it to eliminate
its production backlog and bring the total number of SSS-issued IDs
under the Unified Multi-purpose Identification System (UMID) to over
three million so far.
The 10-working day processing time starts from the date of
application up to the date the UMID card package is released to the
Philippine Postal Corporation (PhilPost) for delivery to the
member's mailing address.
“UMID production entails much more than printing a member's photo
and personal details on a plastic card. The system uses biometric
technology to confirm a person's identity and prevent issuance of
multiple UMID cards that may be used to defraud SSS of undeserved
benefits and services,” SSS said.
UMID applications start with the data capture, or the enrollment of
biometric information – such as fingerprints, photo and signature –
and encoding of the applicant's name, address, parents' names and
other demographic data. To ensure that only one UMID card will be
issued to an individual, the member's fingerprints are compared with
other fingerprints in the database during the centralized biometric
data matching process. This is done overnight, after the
applications are received at the branches.
Applications with a fingerprint match are immediately investigated
by SSS, while those passing the uniqueness check are assigned a
Common Reference Number (CRN), and then sent for card printing and
personalization of the contactless smartchip, which takes three
working days.
To ensure good quality, each printed card undergoes visual
inspection within one to two working days, depending on the volume
of cards, and then forwarded for card packaging, a one-day process
that also includes the readability check and data verification of
the smartchip. Afterwards, the UMID card package is sent to PhilPost
for delivery via registered mail as the final step. Mailing takes
five to seven working days for addresses in Metro Manila, seven to
10 working days for outside Metro Manila, and 10 to 20 working days
for remote areas.
For applicants still waiting for their UMID card after two months,
it is likely that their UMID application was rejected due to a
previously issued card with the same fingerprint but different SSS
number --- which indicates a fraudulent application using multiple
identities.
“Another, and more common, possibility is that their UMID card was
declared as RTS (return-to-sender) and sent back to the SSS by
PhilPost after three unsuccessful mailing attempts. RTS cards are
caused by the change in the member's mailing address or the lack of
people to claim the card during the time of delivery,” SSS said.
Members can claim their RTS card at the SSS branch where they had
applied for the UMID. To check their UMID card status, members can
check the list found in the SSS Website (www.sss.gov.ph), email
sss_id@sss.gov.ph, contact the SSS Call Center (920-6446 to 55), or
call the concerned SSS office, using the SSS Branch Directory
uploaded at the SSS Website as reference.
Members claiming their UMID cards must present one primary ID or
document such as government-issued IDs, birth or baptismal
certificate, or company ID. Two secondary IDs and documents, one of
which bearing the member's photo, can also be used in claiming the
card.
“A representative can also claim the UMID card on behalf of the
member by showing a letter of authorization. The letter must be
signed by the member and mention the IDs and documents of both the
SSS member and representative that will be presented while claiming
the UMID card. SSS' identification requirements for the
representative are the same as those for members,” SSS said. |

7 in 10 graduates of Cash for
Training Program now employed |

Seven out of 10
youth, who are beneficiaries of the Cash for Training Program
(C4TP), have either found employment or have started their own
livelihood.
The C4TP, a joint initiative of the Technical Education and Skills
Development Authority (TESDA) and the Department of Social Welfare
and Development (DSWD), had a total of 61,114 graduates in the first
year of their project in 2013.
Of this, 39,518 or 65 percent are now salaried employees or are
self-employed.
"The C4TP has been an access point for young people to acquire basic
skills. These skills are based on what employers are looking for and
those that will equip them to jump-start their own business,"
Secretary Joel Villanueva, TESDA director general said.
C4TP targeted the disadvantaged youth by giving them free training
and helping them find work.
DWSD poured in P1.3 billion for the program, while TESDA, through
its 123 administered schools and training centers and partner public
and private tech-voc institutions, conducted the skills training and
provided post-training assistance to the beneficiaries.
The beneficiaries were selected nationwide, with each of the 17
regions having between 3,000 to 4,600 scholars. The total target was
65,730 individuals.
A total of 64,282 were enrolled or 97.8 percent of the target. Of
those enrolled, 95 percent or 61,114 completed their training.
Among the popular courses taken by the trainees were Computer
Hardware Servicing; Auto Servicing/ Driving; Shielded Metal Arc
Welding; Housekeeping; Food and Beverage Services; Commercial
Cooking; and Electrical Installation and Maintenance.
"Many young people are stuck in a situation in which they cannot get
a job because they lack training. Meanwhile, they cannot get the
necessary skills training because they don't have the resources to
avail of one," Villanueva said.
"TESDA initiatives in linkage with other government agencies, such
as the Cash for Training Program, help the youth get out of this
situation and push them to be productive members of society," he
added.
C4TP had two components in its implementation: training for wage
employment and training for self-employment. The DSWD took charge of
selecting and profiling the youth qualified as beneficiaries.
Each received a scholarship voucher for free training and competency
assessment, allowance for transportation expenses during the
training, and a tool kit and livelihood assistance for those who
were under the training for self-employment category.
Scholars who were categorized under the training for wage employment
underwent training, and after graduation were assisted through job
bridging activities to help match their skills with the specific job
demand in the market. |

For 2013 net
inflows from foreign portfolio investments reached US$4.2 billion,
reflecting an 8.0 percent growth from the previous year’s US$3.9
billion level. Bangko Sentral records show that registered
investments surged to US$28.4 billion, the highest recorded since
1999, outpacing the US$18.5 billion recorded in 2012 by 53.7
percent.
This may be attributed to the following: (i) the country’s sound
macro-economic fundamentals; (ii) sustained high growth in the first
three quarters; (iii) the investment grade ratings given to the
Philippines by three (3) international rating agencies (Fitch
Ratings, Standard & Poor’s, and Moody’s Investor Service) which
helped sustain investor confidence in the Philippines; and (iv) the
Eurozone and United States crises which diverted funds to emerging
economies.
There was a steady stream of investment inflows of more than US$2.0
billion a month (except in the ghost month of August, believed to be
unlucky for business, and in December due to the announcement of the
forthcoming tapering of the United States quantitative easing
program). Investments for the year consisted of PSE-listed
securities (74.7 percent), Peso GS (23.0 percent), Peso time
deposits
(2.0 percent) and Peso-denominated debt instruments (0.3 percent).
For PSE-listed securities, major beneficiaries of funds were:
holding firms; banks; property companies; food, beverage and tobacco
companies; and telecommunication firms.
Total outflows for the year amounted to US$24.2 billion compared to
US$14.6 billion in 2012. Outflows accelerated from March until June
and in November, with the highest level recorded at US$2.8 billion
in June, reflecting the knee-jerk reaction of investors to the
string of news on the possible tapering of the US quantitative
easing program starting in late May 2013.
The top five (5) investor countries in 2013 are the United Kingdom,
the United States, Singapore, Luxembourg, and Hong Kong, with
combined share to total at 83.5 percent.
Registration of inward foreign investments with the Bangko Sentral
ng Pilipinas (BSP) is voluntary. It entitles the investor or his
representative to buy foreign exchange from authorized agent banks
and/or their subsidiary/affiliate foreign exchange corporations for
repatriation of capital and remittance of earnings that accrue on

QC Court convicts woman for Money Laundering Act |

Secretary Leila M. De Lima hailed the decision rendered by the
Quezon City Regional Trial Court (QC-RTC) sentencing a woman, who
was previously convicted of kidnap-for-ransom, for violation of
Republic Act No. 9160, otherwise known as Anti-Money Laundering Act
Of 2001, as amended, and commended Senior Assistant State Prosecutor
(SASP) Merba A. Waga for successfully securing the court's
conviction.
QC-RTC Branch 93 Presiding Judge Arthur O. Malabaguio found the
accused guilty beyond reasonable doubt, and meted out the penalty of
eight (8) years imprisonment and payment of a fine of Five Hundred
Thousand Pesos (P500,000.00) to Acuatin for violation of Sec. 4 par.
(a) of RA 9160, in relation to Sec. 3 par (i) sub-par. (1) of the
same Act.
The case stemmed from the filing of Information on 26 November 2007
by then Assistant City Prosecutor (ACP) Merba Waga against Acuatin
and Joseph Randy Mendoza for violation of the Anti-Money Laundering
Act, which was an offshoot of the kidnap-for-ransom case of a
15-year-old minor.
Records showed that, on or about 23 July 2002, and dates subsequent
thereto, accused Acuatin and Mendoza, knowing that the amount of
P250,000.00 involves or relates to a portion of the proceeds of an
unlawful activity, i.e., the kidnapping of the minor, transacted the
amount, whereby Acuatin, upon the instruction of Mendoza, deposited
the said amount to her ATM account with the Philippine National
Bank, making it appear that the same originated from legitimate
sources, to the damage and prejudice of the victim and her family.
During the pendency of the Anti-Money Laundering case, accused
Acuatin and Mendoza were convicted in the kidnap-for- ransom case,
and were committed to the Correctional Institution for Women in
Mandaluyong City and the New Bilibid Prison in Muntinlupa City,
respectively, both to suffer the penalty of Reclusion Perpetua.
On 05 November 2013, a Public Attorney's Office (PAO) lawyer
manifested Acuatin's willingness to enter a guilty plea to the
offense of Money Laundering and, on 05 December 2013, Acuatin
voluntarily entered a plea of guilty.
"This demonstrates our firm resolve to render justice to all," the
Secretary said. |

One Province established and one Municipality
converted into a city in the fourth quarter of 2013 |

During the
last quarter of 2013, a new province (Davao Occidental) was
established with the ratification of its creation through a
plebiscite on October 28, 2013. The establishment of Davao
Occidental out of the province of Davao del Sur was pursuant to
Republic Act No. 10360 dated July 23, 2012. The newly created
province which now carries the province code 86 and assigned the
new code 118600000 shall be composed of the municipalities of
Don Marcelino, Jose Abad Santos, Malita, Santa Maria and
Sarangani. The newly transferred municipalities and their
respective barangays will be assigned new codes under the new
province, and their previous codes when they were under the
province of Davao del Sur will be deleted in the Philippine
Standard Geographic Code (PSGC) masterlist. The new codes will
be: Don Marcelino (118601000 from 112416000), Jose Abad Santos
(118602000 from 112405000), Malita (118603000 from 112409000),
Santa Maria (118604000 from 112413000) and Sarangani (118605000
from 112415000).Likewise, during the period, the municipality
of San Pedro in the province of Laguna in Region IV-A (CALABARZON)
was converted into a Component City to be known as City of San
Pedro pursuant to Republic Act No. 10420 and ratified through a
plebiscite conducted by the COMELEC on December 28, 2013. Per
PSGC Guidelines, the conversion of municipalities into cities
does not result to change in codes, hence, the City of San Pedro
retains the code, 043425000.
Consequently, the masterlist of barangays in the PSGC was
updated to reflect the above-mentioned changes.
With this update, the latest number of regions, provinces,
cities, municipalities, and barangays in the country as of
December 31, 2013 is shown in the table below:

standards and classification systems in government statistics
and in the generation of official statistics to ensure
harmonization and comparability of statistics in the country and
at the international level. The PSA shall also continually
formulate statistical standards such as definitions of
statistical terms and concepts used in official statistics, and
likewise develop classification systems for adoption by
government agencies”.

relevant information on regions, provinces, municipalities,
cities and barangays in the Philippines is currently lodged at

During the last quarter of 2013, a new province (Davao
Occidental) was established with the ratification of its
creation through a plebiscite on October 28, 2013. The
establishment of Davao Occidental out of the province of Davao
del Sur was pursuant to Republic Act No. 10360 dated July 23,
2012. The newly created province which now carries the province
code 86 and assigned the new code 118600000 shall be composed of
the municipalities of Don Marcelino, Jose Abad Santos, Malita,
Santa Maria and Sarangani. The newly transferred municipalities
and their respective barangays will be assigned new codes under
the new province, and their previous codes when they were under
the province of Davao del Sur will be deleted in the Philippine
Standard Geographic Code (PSGC) masterlist. The new codes will
be: Don Marcelino (118601000 from 112416000), Jose Abad Santos
(118602000 from 112405000), Malita (118603000 from 112409000),
Santa Maria (118604000 from 112413000) and Sarangani (118605000
from 112415000).Likewise, during the period, the municipality
of San Pedro in the province of Laguna in Region IV-A (CALABARZON)
was converted into a Component City to be known as City of San
Pedro pursuant to Republic Act No. 10420 and ratified through a
plebiscite conducted by the COMELEC on December 28, 2013. Per
PSGC Guidelines, the conversion of municipalities into cities
does not result to change in codes, hence, the City of San Pedro
retains the code, 043425000.
Consequently, the masterlist of barangays in the PSGC was
updated to reflect the above-mentioned changes.

Labor and
Employment Secretary Rosalinda Dimapilis-Baldoz yesterday expressed
optimism that the usual long queue of overseas Filipino workers (OFWs)
at the Philippine Overseas Employment Administration (POEA) counters
waiting for the processing of their overseas employment certificates
will soon be a thing of the past.
Baldoz, citing a report from POEA Administrator Hans Leo J. Cacdac,
said the Balik Manggagawa (BM) on-line is expected to make
transactions more convenient for vacationing OFWs who are returning
to the same employers.
With an operational BM online, OFWs returning to the same employer
can log on to the POEA website where they can fill out forms and
submit the document for processing. If the name of the employer
indicated in the form matches the name of the employer in the POEA
database, the system will readily approve the returning OFW’s “new
record”.
“The balik manggagawa needs only to proceed to pay the fees
electronically and print out the OEC either at the comfort of their
homes or wherever they are conducting the on-line transaction,”
Baldoz explained.
The OEC print-out containing a special bar code will be presented to
the immigration officer at the airport upon departure. As soon as
the immigration officer opens the POEA database and finds the
balik-manggagawa’s “new record”, the OFW will be cleared for exit.
According to Cacdac, around 70 percent, or approximately 500,000
returning OFWs are expected to benefit from the BM on-line
initiative.
Baldoz said the appointment system (personal processing at the POEA
Central Office) will only apply to the following:
• Returning OFWs who are changing employers (match could not be
found in the POEA database)
• OFWs who have not passed through POEA (e.g. visit visa holders or
ASEAN tourists)
• Household service workers
“However,” she added, “OFWs still have the option of not going
through the appointment system at the POEA Central Office and
instead secure their OECs from our Philippine Overseas Labor Offices
(POLOs) or POEA regional and satellite offices.”
“The BM on-line system not only speeds up the process of securing
OECs, but more significantly, it provides convenience to our
vacationing OFWs. Very soon, our workers will be able to accomplish
this transaction from any location where there is online
connection,” the labor and employment chief said.
“This will also provide timely updating of the OFW and employer
database of POEA,” she added. |

feet for a standing ovation over her exemplary performance. Elated,
Secretary Baldoz said: “Her victory definitely brings joy and pride
to the country. She just showed the world that a Filipino worker is
truly talented and can excel at whatever he or she sets her mind
into. I congratulate her for being the hardworking person that she
is and for pursuing her dreams,” Baldoz said. News has it that it
was the first time for Fostanes, 47, to enter such a competition and
to perform in front of a big audience, and when a judge asked her if

Larapan Bridge
connecting Kauswagan and Linamon towns in Lanao del Norte has not
been restored yet making it impassable until today (January 16,
2014). The Larapan Bridge at Brgy. Napo, Lanao del Norte collapsed
when hit at about 8:30 p.m. by rampaging flood waters last January
13, 2014. DPWH Region 10 Director Evelyn Barroso ordered the
immediate construction of temporary bridge using bailey panels which
started yesterday and will be completed within seven (7) days. The
bridge which is targeted to be opened to traffic on Tuesday, January
21, 2014 will be opened for light vehicles only. We are appealing
the support and understanding of the public for this inconvenience.

DOE, GAD partners empower community through biogas

The Department
of Energy (DOE), in partnership with the Mariano Marcos State
University (MMSU) and the provincial government of Ilocos Sur,
completes the upgrade of a biogas facility in Vigan, Ilocos Sur as
an alternative source of energy and as part of its Gender and
Development (GAD) program.
The Project Team led by DOE-GAD Focal Point System Chair
Undersecretary Loreta G. Ayson and BNEK Rev. Mother Mary Celeste
Nidea, OSB (center, 6th and 7th from left, respectively) receives an
award from the Friedrich Naumann Foundation for Freedom (FNFF)
Freedom Project 2012 for the biogas facility in a community in Vigan,
Ilocos Sur.
This is one of the highlights of the “Gender Mainstreaming and
Sensitivity Holistic Advocacy for Renewable Energy Development (GMA-SHARED)”
Project, which the DOE-GAD Focal Point System, led by Usec. Loreta
G. Ayson, CESO I, and MMSU- Affiliated Renewable Energy Center (AREC)
implemented from May 2010 to June 2013.
The proponents of the project upgraded the existing 32 -cubic meter
biogas digester to 200 cubic meters benefitting the Benedictine Nuns
of the Eucharistic King (BNEK), a monastery of 100 nuns nestled in a
five-hectare farming community in Vigan.
"We are continuously and aggressively looking for alternative and
viable sources of energy that will benefit our communities. We are
also encouraging local communities to be involved in the fulfilment
of this cause," Energy Secretary Carlos Jericho Petilla said.
Biogas is produced from the fermentation of wastes, such as manure,
which releases methane that is highly combustible and renewable. The
said biogas digester can produce around 81 cubic meters of biogas
per day or an equivalent of 3 tanks of 11.5 kg liquefied petroleum
gas (LPG) a day (90 LPG tanks a month).
BNEK utilizes the produced biogas for cooking and heating and for
most of its electricity requirements through a biogas-fuelled
generator. The generated electricity is also shared with the
Benedictine Sisters of Eucharistic King (BSEK), a neighbouring
monastery.
The communities also see their adoption of the biogas technology as
a potential solution to the waste management challenges of handling
a pig farm.
Recognizing the valuable contribution of this project to the
community, the Friedrich Naumann Foundation for Freedom (FNFF)
Freedom Project 2012 Award honored BNEK’s entry: “Biogas for Cooking
and Power Generation: A Renewable Energy Advocacy Partnership
Project” as the 2nd runner-up among 21 entries.
The FNFF, which is a German-based international non-government
organization, initiated the awards in 2011 that recognizes
initiatives that promote freedom and empowerment.
Apart from the set-up of the biogas facility, DOE and MMSU achieved
20 other outputs through the Gender Mapping and Sensitivity Holistic
Advocacy for Renewable Energy Development program. The partnership
project significantly contributed to GAD knowledge management
through publication of books as a result of its research activities,
namely: Women & Wind, Water, Fire & Sun, Gender Map of the Renewable
Energy Sector in Northern Philippines, Improved Biomass Cookstove:
sourcebook for Gender-Sensitive Household Energy Management, and the
Community-based Renewable Energy Systems Profiles; conduct of
trainings (i.e., Sustaining Community-based Micro-Hydro Systems,
Business in Biomass Waste: Prospects in the Biogas Energy Sector,
Gender Mapping Foundation for Genuine Gender-Sensitive Renewable
Energy Programs and Projects, among others).
MMSU also equipped the community with a 1,200W solar water pumping
system for farm demonstration and 5 units of Micro-Hydro
System-operated rice mills and other electric and electronic
devices. A more robust replication of this gender mainstreaming
project in other AREC’s nationwide is planned for 2014 onwards in
pursuit of the DOE-GAD’s goal of advocating gender sensitivity and
renewable energy. |

2014- The Government of the Kingdom of Denmark has announced from
Copenhagen its plan to re-open the Danish Embassy in Manila this
August which previously ceased its operations in 2002. Denmark will
open three other embassies as part of the larger restructuring
program of the Danish Foreign Service.
This message was relayed yesterday by Ambassador Nicolai Ruge,
Denmark’s non-resident Ambassador to the Philippines based in Kuala
Lumpur, to Department of Foreign Affairs’ Assistant Secretary for
European Affairs Maria Zeneida Angara Collinson.
The re-opening of the Danish Embassy provides recognition of the
vast potential for bilateral cooperation in many fields between the
Philippines and Denmark.
Established in 1946, Philippines-Denmark bilateral relations are
very cordial and enjoy strong relations in the maritime sector. Over
5,000 Filipino seafarers work on board Danish- managed, -operated or
-owned vessels. There are over 10,500 Filipinos based in Denmark
with most of them working as au pairs or in the service industry.
Bilateral trade with Denmark in 2012 registered at US$107 million.

– In the shadow of world-renowned British landmarks Big Ben and
Nelson’s Column, more than a hundred Filipinos braved the winter
cold to publicly express heartfelt thanks to the people and
government of the United Kingdom (UK) for their assistance in the
wake of Typhoon Yolanda (Haiyan).
Last January 12, over a dozen UK based-Filipino organizations came
together in historic Trafalgar Square and staged a Thanksgiving
Rally to show their gratitude and appreciation for all the British
support towards the typhoon victims in the Philippines.
The rally’s overall chairman, Mr. Renato Lucero of Guian, Samar,
addressed the gathering and emotionally recounted the devastating
effects of the typhoon, as well as the heartening response of the
international community, particularly the UK, to the subsequent
appeal for help.
“Within a short span of time, it became obvious that the people of
the United Kingdom and its Government showed unprecedented
generosity in the amount of financial and material help raised and
given” Mr. Lucero said.
“The magnanimity and munificence of the British heart and soul
echoed amongst the volunteers,” he further stated.
In his remarks, Philippine Ambassador to the United Kingdom Enrique
A. Manalo likewise cited the significant British contribution to the
critical rescue and relief operations.
“During this difficult time, we did not stand alone”, Ambassador
Manalo said. “In an unprecedented manner, the UK Government and the
British people manifested their solidarity with the Filipino people
through their generosity and valuable support for the relief and
rehabilitation efforts in the affected areas.”
Members of the Filipino community presented a Thank You Letter to
Mr. Matthew Warnock-Parkes of the Disaster Emergency Committee
(DEC), the umbrella UK organization coordinating British charity
assistance to the typhoon-ravaged areas. The letter thanked the UK
government and people for having, among others, “opened your arms
and hearts to us without hesitation and without condition;
resolutely stood by us throughout this difficult time; (and)
encouraged and empowered us to move on knowing we are not alone.”
The thanksgiving rally also staged a moment of silence and floral
offering for the typhoon victims. The event concluded with the
gathering linking arms and singing “If We Hold On Together.”
According to the Philippine government’s Foreign Aid Transparency
Hub (FAiTH), the UK government has pledged USD$954,000.00 in cash
and USD$95,400,000.00 in non-cash assistance. The DEC’s Philippine
Typhoon Appeal has also raised £86,000,000.00 (approximately USD
$140,437,366), and its different partners and member organizations
have helped over 1.6 million Filipinos.
The Philippine Embassy in London has likewise been informed of
numerous meaningful acts of assistance by the British public,
including no-uniform days in schools, cake sales in care homes for
the elderly, Christmas parties transformed into fund-raising events,
prayers and retiring collections in churches and mosques, and
Christmas cards for children in Tacloban hand-made by children in
the UK.
“We are moved by all these expressions of support and sympathy, and
we draw inspiration from them as we face the more difficult task of
rehabilitation and reconstruction” said Ambassador Manalo.

DBP signs P383.5-M loan with Marikina Doctors

In line with
its mission towards improving social services in the country,
state-owned Development Bank of the Philippines (DBP) has granted a
P383.5-million term loan to the Marikina Doctors Hospital and
Medical Center, Inc. (MDHMCI) to partially finance the construction
of a 10-storey hospital building in Pasig City, acquisition of
hospital equipment, and permanent working capital requirements.
The new hospital will provide Level 2 hospital services to residents
of Pasig City and nearby cities like Marikina and Taguig. To be
built along Evangelista Street in Santolan, Pasig City, the medical
facility will have 100 beds, and will improve the bed-to-population
ratio of the city from 1:554 to 1:531.
Specialty centers including a Cancer Center, Dermatology Center,
Diabetes Center, Dialysis Center, ENT Center, Ophthalmology Center,

Center, and Urology Center will be made available to the public.
Marikina Doctors will serve as the referral hospital of other nearby
lower level health facilities such as rural health units and
barangay health stations in the area, thus contributing to the
rationalized hospital referral system of Pasig City.
MDHMCI was incorporated in 2011 by a group of entrepreneurs from the

Manila, January
17, 2014 – The Professional Regulation Commission and the
Professional Regulatory Board of Electrical Engineering announces
the amendment of Commission Resolution No.2013-782 by issuing Board
of Electrical Engineering Resolution No. 01 series of 2014, making
the City of Manila as the sole and exclusive venue for the conduct
of the 2014 oral examinations/interviews of applicants for
registration as Professional Electrical Engineers.
“In order to conform with the provision of R.A. 7920, otherwise
known as the New Electrical Engineering Law, there is a need to
amend the dates and venues assigned to the Oral
Examinations/Interviews of applicants for registration as
Professional Electrical Engineers, as indicated in Resolution
No.2013-782”, the Board said.
Section 15, Article III of R.A. 7920 provides that, “The Board shall
schedule interview/oral examination of every applicant for
registration as Professional Electrical Engineer only at the office
of the Commission”. |

Developing a
robust pipeline of viable PPP projects using the PPP Center’s
Project Development and Monitoring Facility (PDMF) assures the
sustainability and dynamism of the country’s Public-Private
Partnership program. Through this facility, projects are given the
due diligence necessary in project structuring and transaction work.
The PDMF, through its roster of expert transaction advisors and
consultants, has successfully built up its portfolio of PPP projects
generating 22 signed consulting contracts with seven different
implementing agencies (IAs).
Add to this number are four (4) more contracts that are set to be
tendered and another one currently undergoing consultant selection.
This brings the number of PDMF funded projects to 27 whose
feasibility studies are prepared with the appropriate transaction
advisory support and guidance from internationally recognized
experts on PPPs.
Working with Development Partners
The PDMF is a revolving pool of funds from the Philippine Government
and the Government of Australia under a Capacity Building Technical
Assistance project from the Asian Development Bank (ADB). The PDMF
is meant to help enhance the investment environment for
Public-Private Partnership (PPP) and develop a robust pipeline of
viable and well-prepared PPP infrastructure projects.
Under the PDMF guidelines, the PPP Center will commission technical
advisors for the IAs who will avail of the Facility. The Center
keeps a panel of PPP experts from both international and local
consulting firms. In procuring these consultants, the Center employs
ADB’s rigorously competitive and transparent procurement guidelines
The PDMF Committee,which is made up of senior level representatives
from the NEDA, DOF, DBM and the PPP Center, approves all PDMF
applications. The Committee sets the policy guidance to manage
prudently the PDMF. For each PDMF-approved project, a Special Bids
and Awards Committee (SBAC) and a Project Study Committee (PSC) are
created to oversee the procurement of specific project consulting
teams and the review of their outputs, respectively
According to PPP Center’s Executive Director Cosette V. Canilao, the
portfolio of PPP projects continue to grow because of the PDMF. “One
of the reasons why the PPP program is successful is the substantial
roster of feasible PPP projects developed through our PDMF. The wide
range of projects attracts investors who have varied interests and
expertise.”
Positive response
The implementing agencies (IAs) value the guaranteed access to a
panel of internationally recognized consortia of consulting firms
since it enhances the quality and credibility of PPP projects for
tendering. There is recognition that sound project preparation is
important for encouraging greater private sector participation in
the country’s PPP Program.
According to the ADB, oversight agencies appreciate the PDMF because
it makes available a transparent support mechanism through which
development partners can direct their assistance in PPP project
preparation and monitoring.
Given the considerable interest that the PDMF has generated among
IAs, the PPP Center has already expanded its panel of advisors
retained under indefinite delivery contracts. From an initial
consortia of nine (9) of international and national consulting firms
in 2011, the panel has expanded to 15 members in 2012.
To further improve its technical dimension and facilitate upgrading
in terms of the capability, expertise, and experience of the panel
members, panel restructuring is currently being undertaken by the
PPP Center. It is expected that the new panel of project preparation
and transaction support consultants will be available by May 2014. |

Information Technology-based traffic signalization system is set towards
elevating mobility management in the future, through comprehensive and
integrated approach that improves not just vehicle movement, but also
the overall network movement of people, goods and services. Phase 1 of
the project includes the installation of 25 new fiber optic, high
definition Pan-Tilt-Zoom Traffic Control/Video surveillance cameras and
36 45-inch video screens to monitor activities, where around 150 CCTV
