of Trade and Industry (DTI) ng iba't ibang kagamitan ang Gumaca
Woodcraft Multi-purpose Cooperative sa ilalim ng shared services
facility (SSF) program, isang pagsasanay ukol sa paggamit ng mga
makinarya ang ipinagkaloob naman ng DTI-Quezon.
Nagsilbing
tagapagsanay si G. Eduardo J. Yabut, Jr., isang dalubhasa sa bamboo
technology at sa paggamit ng mga makinarya ukol dito mula sa Cottage
Industry and Technology Center (CITC).
Ang tatlong araw na
pagsasanay mula Enero 13 hanggang Enero 15 ay ginanap sa pagawaan ng
nasabing kooperatiba na dinaluhan ng 22 katao mula sa ibat-ibang grupo
ng mga gumagawa ng Bamboo Hut at bamboo furnitures.
Ang
Gumaca Woodcraft ay gagawa ng mga laminated bamboo slats kung kaya
ipinagkaloob sa kanila ang kiln dryer, circular saw cutter, bamboo slat
cutter at laminating machine. Samantala, ang iba pang mga grupo ay
bibigyan ng mga makinang ukol lamang sa pag-gawa ng bamboo furnitures
habang sila ay makakagamit din ng makinarya ng Gumaca upang higit na
makamit ang mataas na antas ng kalidad para sa kanilang mga produkto.
Samantala,
isa pang pagsasanay tungkol sa bamboo lamination ay inihahanda ng DTI

gymnasium during the first flag-raising ceremony for the year 2014.

newly ISO certified offices are the following: Provincial
Administrator for Internal Affairs, Provincial Accounting Office,
Provincial Budget Office, Provincial Engineer’s Office, Provincial
Health Office, Cavite Office Of Public Safety, Provincial Information
Office, Provincial Planning and Development Office, Provincial Social
Welfare and Development Office, Office of the Provincial Agriculturist,

Information Technology Division and the General Services Office.
The
Anglo Japanese American (AJA) Registrars granted the Certificate of
Attestation to the Provincial Government last May 3, 2012. Later, Cavite
was awarded as the first ISO 9001:2008 certified provincial government
in the Philippines and in South East Asia on June 12, 2012.
The
event was attended by the members of Sangguniang Panlalawigan led by
Vice Gov. Jolo Revilla, Dir. Josefina Castilla-Go, regional director of

No measles outbreak in Calabarzon

CALAMBA CITY, Laguna, Jan 13 (PIA) --While the Department of
Health (DOH) declared measles outbreak in some cities of the National
Capital Region (NCR) early this month, there was no reported occurrence
of outbreak in Calabarzon as of this time.
But Calabarzon
was not spared from the rising cases of measles in the Philippines. Last
year, the total number of laboratory-confirmed measles cases in the
region was 458, which was 288 percent higher compared with the 159
confirmed cases in 2012.
Dr. Nestor F. Santiago, Jr.,
regional director, DOH - Regional Health Office (DOH-RHO) 4A, said there
was an increase in measles cases last 2013 in three provinces in the
region, namely: Laguna, 259; Batangas, 88; and Cavite, 57. The cities
with the highest number of measles cases were: 1) Sta. Rosa City, 119;
2) Lipa City, 42; and 3) Bacoor City, 23.
Since May 2013,
the health workers in these areas have already conducted outbreak
response immunization for children 6 months to 59 months old to complete
the 2 doses of measles vaccination and ensure increase in the
immunization coverage.
Dr. Santiago stressed that
significant activities have already been undertaken by the DOH-RHO 4A,
in coordination with the local government units, such as: massive
information dissemination campaign; delivery of Measles vaccines (MV)
and Measles, Mumps, Rubella Vaccines (MMRV) to different provinces to
ensure availability of logistics; surveillance of all reported cases;
and inventory of cold chain facilities.
Moreover, he said,
health advisories have also been sent to local government units, to
remind them to mobilize their respective local health workers to conduct
catch-up and follow-up immunization of drop-outs and missed children,

ANTIPOLO CITY, Rizal, January 20 (PIA) --A memorandum of
agreement (MOA) for the co-administration and co-management of the Hinulugang
Taktak Protected Landscape (HTPL) was signed recently between the provincial government of Rizal and the Department of
Environment and Natural Resources
(DENR) Calabarzon Region recently.
Governor Nini Ynares representing the Rizal Provincial Government
(RPG) signed the MOA along with DENR Calabarzon Region regional executive director Reynulfo A. Juan and Antipolo City Mayor Jun
Ynares.
Under the agreement, the DENR through the Protected Area Management
Board (PAMB) of the HTPL, chaired by RED Juan and co-chaired by Gov. Ynares
shall oversee the active participation of all concerned and other stakeholders
in the protection and management of the abovementioned natural resources.
“It is high time that we bring back the glory of one of the most
iconic waterfalls in the province and the whole country. I assure our
constituents that more environmentally sound projects are in the pipeline,”
remarked Gov. Ynares.
The governor has always been a strong advocate of a sustainable
development and protection of the environment. Her flagship project YES to
Green (Ynares Eco System) program which has three components: cleaning,
greening and recycling, has been successfully launched and supported by all the
municipalities and one component city in the province. The HTPL is a priority
project under the YES Program.
The Hinulugang Taktak waterfalls with an area of 3.2 hectares was
declared under the category of protected landscape through Proclamation No. 412
to ensure its protection, sustainable development and rehabilitation. (Rizal

Palace to continue push for inclusive growth regardless of
survey results
|

Malacanang on Monday said it is undaunted by the findings of a
Pulse Asia survey showing 43 percent of Filipinos consider themselves worse
off in December 2013 compared to December 2012, adding it will continue to
work for inclusive growth.
Presidential spokesman Edwin Lacierda said such a perception is
"understandable" because of the natural and manmade calamities that
hit the country in the last quarter of 2013.
"Like (President Benigno Aquino III) said, these are perceptions and we
recognize these perceptions (are) very understandable in 2013. Tuloy ang
trabaho namin, we will not be daunted by that survey (As President Benigno
Aquino III said, these are perceptions and we recognize them. We will
continue our work for inclusive growth, we will not be daunted by that
survey)," Lacierda said at a media briefing.
He was responding to questions surrounding the survey of Pulse Asia conducted
Dec. 8 to 15 last year.
In that survey, 43 percent of Filipinos said they are worse off while 41
percent said their situation remained unchanged. Only 15 percent said their
quality of life improved.
Lacierda, however, maintained the President is not governed by surveys and
will continue to "do the right thing" even if such a thing is

Palace: Open data initiative shows
Aquino admin not keeping secrets from public

The setting up of a website that offers "open
data" is further proof that the Aquino administration is not keeping
secrets from the Filipino people, Malacanang said Monday.
Presidential spokesman Edwin Lacierda said the executive branch is putting
out all its data so the public can analyze them and use them in solving their
problems.
"We're not afraid of any secrets. We're very open about it. This is an
administration where you saw a number of data coming out, the PDAF (Priority
Development Assistance Fund) and DAP (Disbursement Acceleration Program), all
the national concerns, we never shied away from disclosing what the public
deserves to know," Lacierda said at a media briefing.
But as for the Freedom of Information bill, Lacierda said there may be
concerns from the legislative branch that have to be threshed out first.
He added President Benigno Aquino III has been "circumspect" in
using his powers, including the certification of certain bills as urgent.
"Like Secretary (Herminio Jr.) Coloma (of the Presidential
Communications Operations Office) said, the President is circumspect in his
powers to declare a certain bill urgent," Lacierda said.
Meanwhile, Lacierda appealed to hackers not to attack the Open Data website,
which he said is a step toward transparency.
"We would like to ask those who would like to deface this Open Data
Philippines, it is a step towards transparency and accountability ... Sana
huwag naman (We hope they won't attack it)," he said. PND (jl)

President Aquino to lead the launching of Skyway
Stage 3 project and various events this week, Palace official says

President Benigno S. Aquino III will lead this
week the launching of the Skyway Stage 3 project in a bid to decongest
traffic in Metro Manila, a Palace official said on Monday.
Presidential Spokesperson Edwin Lacierda said in the regular press briefing
that the Skyway Stage 3, a 14.8-kilometer expressway, will connect the South
Luzon Expressway (SLEX) to the North Luzon Expressway (NLEX)
The skyway will stretch from Buendia (now known as Senator Gil Puyat Avenue)
, Makati City to Balintawak, Quezon City, Lacierda said.
Expected to be completed in 2017, Lacierda said the project is a tangible
sign of the progress that can be attained when the public and private sector
work together. He said the Skyway Stage 3 will not only benefit Metro Manila
residents by decongesting traffic but will also stimulate trade and travel
throughout Luzon.
Lacierda said the President will also be the guest of honor at the 65th
anniversary of the Insurance Commission, and meet with around 250
participants of the Winter Escapade of the Ambassadors, Consuls General, and
Tourism Directors Tour (ACGTDT) Philippine Country Team in Canada.
"These ACGTDT visits take place every year, not only to give Filipinos
and their families residing abroad the chance to tour Metro Manila and other
notable destinations, but also to foster a stronger sense of
nationalism," he stressed.
"The events of this week recall what President Aquino said in his New
Year’s message: “In the remaining
chapters of our term, we will not waste a single second; every meaningful
contribution of every Filipino will help us to win the fight to achieve true
progress,” Lacierda said.
The Aquino administration also encouraged all Filipinos to take part in “One Nation in Prayer,” at 5 p.m. Monday in
the Malacanan Palace grounds.
The President will lead the Filipino people in the holding of interfaith
prayer in remembrance of the lives lost to the tragedies of 2013.
"The President, together with survivors of the Zamboanga Siege, Bohol
earthquake, and Typhoon Yolanda, as well as representatives of different
faiths, government, and civil society, will lead the interfaith prayer to
draw the strength and determination our country needs to press on and realize
our shared aspirations, despite the challenges we have surpassed and the
challenges that remain," Lacierda said.
"We have every confidence that the extraordinary spirit our country
displayed in overcoming the challenges of 2013 will carry over to this year.
The prayers we offer this afternoon will be matched with the determination
and hard work necessary for our hopes to be fulfilled," Lacierda said.
"As we commemorate the tragedies and challenges of the past, we do so
with the firm resolve to do all we can for our countrymen”not only to accelerate rebuilding and recovery in affected
areas, but also to spur meaningful, inclusive growth across the entire

non-working day in the City of Laoag in celebration of 'Pamulinawen'
Festival

President Benigno S. Aquino III has declared
February 10, which falls on a Monday, as a special non-working day in the
city of Laoag, Ilocos Norte in celebration of the Pamulinawen Festival and
the feast of its patron saint William the Hermit.
The Chief Executive issued the proclamation by virtue of Proclamation No. 704
signed by Executive Secretary Paquito N. Ochoa Jr. on January 8 to give the
people of Laoag City the full opportunity to celebrate and participate in the
occasion with appropriate ceremonies.
The Pamulinawen Festival is the annual fiesta of Laoag City in Ilocos Norte
to honor St. William, the patron saint of Laoag. The residents believe the
patron saint intercedes to the Lord to save Laoag from calamities.
The festival showcases the Ilocano culture in dance and drama. PND (js)

nation

President Benigno S. Aquino III on Monday led Filipinos
in prayer to honor the memory of those who died in natural and manmade
calamities last year, and to seek Divine Guidance in rebuilding affected
communities.
The President also led Filipinos at the “One Nation in Prayer: Isang Bansa Isang
Panalangin” at the Malacanan Palace grounds in
thanking God for the strength to withstand their loss and rebuild.
"Hindi po namin alam ang laman ng kinabukasan. Gayumpaman, buong tiwala
at pag-asa namin itong haharapin, dahil alam naming anuman ang mangyari, ay naaayon
sa Inyong mabuting plano. Alam naming nagbubukal ito sa Inyong walang
hanggang pagmamahal sa sangkatauhan. Alam naming sa bawat unos, bibigkisin Mo
kami, sa bawat pagkadapa, ibabangon Mo kami, sa bawat pagkabigo, hahandugan
Mo kami ng lakas at tatag ng loob. Hindi man alam ang pangalan, hindi man
kaano-ano, turuan Mo kaming magmahal nang walang kondisyon o hinihinging
kapalit. Tulungan Mo kaming patuloy na ibigin maging ang mga nakalimot sa
Inyong mga dakilang Kautusan (We may not know what the future holds. But we
will face the future with trust in You. We know You will help us recover from
every setback. Help us to love without condition and follow your will),"
he said.
The President also said no less than the preamble of the 1987 Constitution
had Filipinos implore the aid of Almighty God to "build a just and
humane society."
Also, he thanked God for guiding Filipinos and helping them get through these
successive tragedies.
"Mapaluhod man ng trahedya, hindi natitinag ang Pilipino. Hinangaan ng
buong mundo ang pambihirang tatag ng loob, tibay ng pagkakaisa, at lalim ng
aming pananampalataya. Humugot kami ng lakas sa pananalig sa Iyong pag-ibig
at kalooban. Panatag naming hinaharap ang anumang pagsubok, hindi kailanman
sumusuko at nawawalan ng pag-asa, dahil alam naming nariyan Kayo’t hindi nawawala sa aming tabi: gumagabay, nagbabantay; at
kasamang pumapasan sa mga suliranin (Tragedies may bring us to our knees but
they will not faze us. The world has admired the strength of Filipinos and
their faithfulness. We will face all challenges, we will not surrender and we
will not lose hope because we know You are there to guide and protect
us)," he said.
Monday's prayer was for Filipinos affected by the failed siege of Zamboanga
City by followers of Moro National Liberation Front founding chairman Nur
Misuari last September; a magnitude-7.2 quake that devastated Central Visayas
in October; and super Typhoon Yolanda (Haiyan), which left more than 6,100
dead last November.
Survivors of last year's tragedies who attended the event offered prayers in
their respective tongues. They included:
Idris Lim, Zamboanga City siege; Dioscoro Robles, Bohol quake; Rowena
Borines, Typhoon Yolanda
Religous and civil leaders at the event included:
Datu Cosme Lambayon, National Commission on Indigenous Peoples;

from upcoming calamities.
Milan prayed for forgiveness for destroying Mother Earth and for the
protection of the Philippines.
Samson thanked God for giving the victims inspiration with help from fellow
Filipinos and the international community, and sought protection from
calamities.
Moxsir sought divine guidance for the country's leaders.
Tagle asked God to help Filipinos face the future and rebuild with hope.

President Aquino seeks deliverance from tropical
depression 'Agaton'

President Benigno S. Aquino III on Monday
asked God to spare Filipinos from the ill effects of the low-pressure area
that was formerly Tropical Depression "Agaton" (Lingling).
The President, who led the nation in a prayer for Filipinos affected by last
year's tragedies, said many Filipinos in Mindanao are suffering from Agaton's
floods and landslides.
"Marami rin po sa aming mga kababayan ngayon sa Mindanao ang sinasalanta
ng masamang panahon dulot ni Agaton. Nawa’y humupa na ang mga
pag-ulan at pagbaha sa mga apektadong lugar, upang hindi na madagdagan pa ang
pinsalang hatid nito (Many of our fellow Filipinos in Mindanao are affected
by bad weather conditions brought by Agaton. May the rain and floods in the
affected areas finally end, so they will no longer bring added
suffering)," he said.
The National Disaster Risk Reduction and Management Council had said Agaton
caused at least 40 deaths and millions of pesos in damage to agriculture and
infrastructure.
While Agaton had weakened into a low-pressure area earlier Monday,
authorities said there may still be moderate to heavy rain and thunderstorms
especially over Caraga and Northern Mindanao.
These rains may trigger flash floods and landslides, the Philippine
Atmospheric Geophysical and Astronomical Services Administration said. PND

Revilla to make sure CJ impeachment vote is based on merit
|
|
President Benigno S. Aquino III met with Sen.
Ramon Revilla Jr. in 2012 during the impeachment trial of then Chief Justice
Renato Corona, and recalls asking him to vote based on the merits of the evidence,
Malacanang said Monday.
In a media briefing, Presidential Communications Operations Office Secretary
Herminio Sonny Coloma Jr. said the President wanted to verify persistent
reports that the senator-judges were being pressured by some interest groups.
"The President met with Senator Revilla to verify persistent reports
that the senators were being pressured by interest groups to influence the
outcome of the impeachment trial, and he asked the senator to decide on the
basis of its merits. The senator said that he will do what is right and he
voted to convict then Chief Justice Corona," Coloma said.
But Coloma also said the President deplored the "unfair
insinuation" made by Sen. Revilla against presidential sister Maria
Elena Aquino-Cruz and her husband Eldon.
He said the Czech ambassador already stated that the Cruzes were "not in
any way involved in the MRT project in which a Czech firm was
interested."
Meanwhile, Coloma reminded Revilla the main issue is the proper use of
Priority Development Assistance Fund allocations for which the senator was
accountable.
"It is his duty to start explaining to our people how his PDAF
allocation was actually spent," he added.
Coloma also said the President does not recall telling Revilla "ibalato
mo na lang sa akin ito," which supposedly suggested the President asked
Revilla to accommodate his wishes.
"Yun po ang naaalala ng Pangulo. Wala pong salitang “ibalato mo na lang sa akin ito,” wala pong ganoon (The
President did not recall asking Revilla for such a favor)," he said. PND

Samantala, nanawagan si Lacierda sa mga “hackers” na huwag namang salakayin
ang Open Data Philippines. Ito ay hakbang tungo sa lantaran at may
pananagutang pagtupad sa tungkulin. Kaya, huwag naman,” sabi pa ni Lacierda.

at ang pagdiriwang sa patrong Saint William the Hermit.
Ang deklarasyon ay ginawa ng Pangulo sa pamamagitan ng Proklamasyon Blg. 704
na nilagdaan ni Kalhim Tagapagpaganap Paquito N. Ochoa, Jr. noong Enero 8
upang bigyan ng pagkakataon ang mga mamamayan ng Lungsod ng Laoag na
makapagdiwang at makalahok sa mga programa at seremonyang kaugnay ng
“Pamulinawen Festival”.
Ang “Pamulinawen Festival” ay taunang pista ng Lungsod ng Laoag sa Ilokos
Noirte sa karangalan ni St. William, ang patron ng nasabing lungsod.
Naniniwala ang mga mamamayan ng nasabing lungsod na ang pintakasi nilang
santo ang nananalangin sa Maykapal upang maligtas sila sa mga kalamidad.

Nakasaad po sa Panimula ng ating Saligang Batas: Kami, bilang ang
nakapangyayaring sambayanang Pilipino, ay humihingi ng tulong sa
Makapangyarihang Diyos, upang bumuo ng isang makatarungan at makataong
lipunan. Ito nga po ang batayang prinsipyong nagbubuklod sa atin ngayon,
kasama ang mga pinuno ng iba’t ibang denominasyon, mga kinatawan ng tatlong
sangay ng ating pamahalaan, at ang sambayanang Pilipino, upang mag-alay ng
panalangin sa Panginoon. Sagisag ito ng ating pagdulog, pasasalamat, at
pagkilala; na ang lahat ng tagumpay na tinatamasa ng ating bayan ay naging
posible dahil sa Kanyang dakilang kalooban at pagmamahal. Sa natatanging
pagkakataong ito, inaanyayahan ko ang bawat isa sa atin, saanmang dako ng
Pilipinas tayo naroon, bilang isang bansa, sama-sama nating ilagay ang ating
sarili sa presensya ng Panginoon.

Mahal na Panginoon,
Maraming salamat po sa pagkakataong ito na magsama-sama kami sa Iyong ngalan
at pagpapala. Maraming salamat sa paggabay ninyo sa aming mga pamilya,
kaibigan, at sa sambayanang patuloy na tumatahak sa tuwid na daan. Sa kabila
ng patong-patong na trahedyang hinarap ng bansa nitong nagdaang taon,
nagpapasalamat po kami sa mga nakamit na tagumpay at patuloy na pagsulong ng
aming bansa.
Sinuman po sa aming mga kababayan, mapapabuntong-hininga na lang kapag
naisip ang mga dinaanan naming hamon. Mahigit isang buwan pa lang ang
nakalipas mula nang maganap ang karahasan sa Zamboanga; niyanig naman ng
malakas na lindol ang Cebu at Bohol. At di pa man kami ganap na nakakabangon
mula sa mga trahedyang ito, hinagupit naman ng bagyong Yolanda ang 44 na
probinsya sa buong bansa. Dulot nito, mahigit 918,000 pamilya ang nawalan ng
tahanan at napilitang lumikas, at milyon-milyong pamilya ang kinailangan
nating pakainin, arugain, at bigyan ng masisilungan. Bukod pa rito ang
pagsasaayos ng mga nawasak na imprastraktura, at ang panunumbalik ng
kabuhayan ng mga apektado naming kababayan. Sa laki ng pinsalang idinulot ng
supertyphoon, maging ang lokal na pamahalaan ay naparalisa at hindi lubusang
nakatugon sa mga pangangailangan noong mga panahong iyo. At hanggang ngayon,
ang lahat, kailangan pa rin ng tulong.
Marami rin po sa aming mga kababayan ngayon sa Mindanao ang sinasalanta ng
masamang panahon dulot ni Agaton. Nawa’y humupa na ang mga pag-ulan at
pagbaha sa mga apektadong lugar, upang hindi na madagdagan pa ang pinsalang
hatid nito.
Sinusukat po ng mga kalamidad na ito ang katatagan namin bilang isang bayan.
Tila ba ilang ulit na sinubok ipagkait sa amin ang abot-kamay na naming
kapayapaan, kaunlaran, at magandang kinabukasan
Pero mapaluhod man ng trahedya, hindi natitinag ang Pilipino. Hinangaan ng
buong mundo ang pambihirang tatag ng loob, tibay ng pagkakaisa, at lalim ng
aming pananampalataya. Humugot kami ng lakas sa pananalig sa Iyong pag-ibig
at kalooban. Panatag naming hinaharap ang anumang pagsubok, hindi kailanman
sumusuko at nawawalan ng pag-asa, dahil alam naming nariyan Kayo’t hindi
nawawala sa aming tabi: gumagabay, nagbabantay; at kasamang pumapasan sa mga
suliranin.
Patuloy naman po naming ipinagdarasal ang kaligtasan ng aming kapwa, ang
pagbangon ng mga pamilyang pansamantalang pinaluhod ng kalamidad, lalo na
ang mga naulila ng kanilang mga mahal sa buhay.
Hindi po namin alam ang laman ng kinabukasan. Gayumpaman, buong tiwala at
pag-asa namin itong haharapin, dahil alam naming anuman ang mangyari, ay
naaayon sa Iyong mabuting plano. Alam naming nagbubukal ito sa Iyong walang
hanggang pagmamahal sa sangkatauhan. Alam naming sa bawat unos, bibigkisin
Mo kami, sa bawat pagkadapa, ibabangon Mo kami, sa bawat pagkabigo,
hahandugan Mo kami ng lakas at tatag ng loob. Hindi man alam ang pangalan,
hindi man kaano-ano, turuan Mo kaming magmahal nang walang kondisyon o
hinihinging kapalit. Tulungan mo kaming patuloy na ibigin maging ang mga

Mateo, Kabanata 22, Bersikulo 36 hanggang 39, nang minsang tanungin si Hesus:
“Guro, alin po ang pinakamahalagang utos sa mga Kautusan?” Sumagot po si
Hesus, “Ibigin mo ang Panginoon mong Diyos nang buong puso, nang buong
kaluluwa, at nang buong pag-iisip. Ito ang pinakamahalagang utos. Ito naman
ang pangalawa: “Ibigin mo ang iyong kapwa gaya ng pag-ibig mo sa iyong
sarili.”
Panginoon, batid naming tanging sa pagsunod sa Iyong mga Aral, sama-sama
kaming lalaktaw sa anumang hamon, sama-sama kaming susulong tungo sa
kinabukasang puspos ng pag-asa’t ginhawa sa pamamagitan ng Iyong gabay at
pagmamahal.
Pagpalain nawa ng Panginoon ang ating bansa ngayon at magpakailanman.

80,693 Examinees set to take the January 26,
2014 Licensure Exam for Teachers (LET) |

Manila, January
21, 2014 – A total of 80,693 examinees will be taking the Board
Licensure Examination for Professional Teachers (BLEPT) on Sunday,
January 26, 2014 in 15 testing centers nationwide.
The Professional Regulation Commission announced that the bulk of
LET takers will come from the National Capital Region with an
estimated 18,055 examinees, followed by Davao with 8,202, and
Cagayan De Oro with 8,152.
Catarman, Northern Samar and Baybay City, Leyte were included as
additional testing centers for the January 26 BLEPT on account of
the poor and unstable condition of the buildings and facilities in
Tacloban and for the convenience and comfort of the examinees coming
from the region.
Meanwhile, the teachers licensure examinations in Zamboanga City,
Jolo Sulu and Tawi-tawi Testing Centers, which were recently re-set
due to armed hostilities and security issues in the region, will
have 3,881; 1,938; and 1,830 examinees, respectively.
The PRC advises the examinees to be at their designated
examination site/center before 7:00AM and to bring their notices of
admission, two or more pencils (No.2), ballpens with BLACK INK, one
piece metered-stamp window envelope, one (1) long brown envelope,
and one (1) long transparent (non-colored) plastic envelope on
examination day.
The testing centers include Manila, Baguio, Cagayan De Oro, Cebu,
Davao, Iloilo, Legazpi, Lucena, Pagadian, Catarman Norther Samar,
Baybay City Leyte, Tuguegarao, Zamboanga, Jolo Sulu and Tawi-tawi.

The Department
of Labor and Employment (DOLE) today said that major urban and rural
industrial areas of the country like the CALABARZON (Region 4-A),
Metro Cebu and Central Visayas (Region 7), and Metro Manila posted
employment gains reinforcing the bright growth prospects of the
Philippine economy in 2006.
A report reaching Acting Labor and Employment Secretary Danilo P.
Cruz indicated that employment-wise, CALABARZON (which stands
collectively for the five provinces of Cavite, Laguna, Batangas,
Rizal and Quezon) was the highest gainer among the country's 16
regions, posting a total employment growth of 163,000 to 3.897
million in January 2006 from 3.734 million in January 2005.
The January 2006 round of the labor force survey conducted by the
National Statistics Office likewise showed that in Central Visayas,
employment increased by 85,000 to 2.358 million from 2.273 million,
and in Metro Manila, by 48,000 to 4.105 million in January 2006 from
4.057 million in January 2005.
Meanwhile, SOCCSKSARGEN (Region 12) in Mindanao registered an
employment increment of 102,000 to 1.497 million from 1.395 million,
followed by the Davao area (Region 11) with 81,000 to 1.659 million
from 1.578 million.
Other regions that posted positive employment increments in January
2006 are as follows:
Cordillera Administrative Region (by 31,000 to 629,000 from
598,000); Region 1 (by 44,000 to 1.655 million from 1.611 million);
Region 2 (by 70,000 to 1.321 million from 1.251 million); and,
Region 4-B (by 32,000 to 985,000 from 953,000); Region 9 (by 65,000
to 1.259 million from 1.194 million); Region 10 (by 7,000 to 1.767
million from 1.760 million); and the Caraga Region (by 60,000 to
962,000 from 902,000).
Earlier, the DOLE noted the growth of employment in most of the
Philippine economy, particularly in more than 10 sectors and
industries nationwide in January 2006, as follows:
Electricity, gas and water (by 5,000); wholesale and retail trade
(85,000); hotels and restaurants (30,000); transport, storage and
communications (21,000); financial intermediation (37,000); real
estate, renting and business activities (44,000); and,
Public administration and defense, compulsory social security
(7,000); education (58,000); other community, social and personal
service activities (18,000); private households with employed
persons (102,000); and agriculture, fishery and forestry (475,000). |

relief mission and jobs fair in Tacloban City |

The Department
of Labor and Employment (DOLE), in cooperation with its partners in
the public and private sectors, is gearing up for another relief
operation to be highlighted by a jobs fair in Tacloban City next
week as it continues to provide assistance to residents in the area
extremely affected by super Typhoon Yolanda. The Philippine Overseas
Employment Administration (POEA), Overseas Workers Welfare
Administration (OWWA), Technical Education and Skills Development
Authority (TESDA), all attached agencies of the DOLE, together with
its Bureau of Local Employment (BLE), and the DOLE Regional Office
VIII, in cooperation with the Tacloban City government, the regional
and provincial Public Employment Service Offices (PESOs), and in
partnership with private sector employers and licensed recruitment
agencies, will conduct a relief mission on January 21 in Barangay
Cabalawan, Tacloban City and a jobs fair at the Rizal Park in
Tacloban City the following day. Labor and Employment Secretary
Rosalinda Dimapilis-Baldoz, who is going to grace the activities,
said the relief mission and jobs fair, the second in Eastern Visayas
after Typhoon Yolanda struck on 8 November 2013, should bring
renewed hope to the typhoon survivors. "We ought to make the people
of the calamity-stricken areas feel that the government and its
private sector partners continue to bring in much-needed assistance
to the calamity-ravaged province," Baldoz said. “The jobs fair’s
theme, ‘May Bukas Pa’, underscores our resolve as a nation to think
and act positively despite the challenges and difficulties we have
gone through. There is always hope and we should take every
available opportunity to hasten our recovery,” Baldoz said. Relief
goods, medicines, and school supplies, including school bags and
shoes will be distributed during the relief operations. Around 2,100
families, identified by the City Government of Tacloban from
barangays that are so far least-assisted, are expected to benefit
from the feeding program and 800 beneficiaries will be given free
haircut, courtesy of the TESDA. About 2,000 school children from
Cabalawan, Camansihay, Sto. Nino, Bagacay, and Lorenzo Daa
Elementary Schools will receive the school supplies and shoes, while
about 1,000 residents will be provided free reading eyeglasses and
optical services, and another 150 patients will be provided free
dental services. The Tacloban City job fair, on the other hand, will
be participated in by 35 overseas recruitment agencies offering more
than 13,400 job vacancies. Said vacancies are mostly for
professionals and skilled workers for countries, such as Saudi
Arabia, Qatar, UAE, Dubai, Kuwait, Singapore, Malaysia, Indonesia,
Korea, Taiwan, Japan, Turkey, Papua New Guinea, USA, and Canada. For
local employment opportunities, 10 employers have confirmed
participation in the jobs fair offering a total of 2,100 job
vacancies in Cebu, Batangas, Cavite, Paranaque, and Metro Manila.
Aside from the POEA, OWWA, TESDA, other government agencies, such as
the SSS, Pag-IBIG, NBI, NSO, and DFA are expected to join and assist
job applicants in their documentary requirements. “This relief
operation and job fair is our modest way of contributing to other
government efforts in helping typhoon Yolanda victims rise from the
aftermath of the devastation. We expect that our unfortunate
kababayan will be back on their feet at no time,” Baldoz said. She
thanked the DOLE's partners, the licensed recruitment agencies under
the banner of the May Bukas Pa Movement joining and helping the DOLE
and its agencies in the activity. |

This was the message of DSWD Secretary Corazon Juliano-Soliman
during the “PaNata Ko sa Bayan Awards or “PAgkilala sa NATAtanging
KOntribusyon sa Bayan” Awards which was one of the activities that
marked the 63rd Founding Anniversary Celebration of the Department
on Thursday.
PaNata Ko sa Bayan Awards confers recognition to international and
local development partners, non-government organizations (NGOs),
local government units (LGUs), People’s Organizations (POs), media
persons and organizations, as well as individuals who have
selflessly dedicated their time, talent and resources to help the
Department carry out its mandate of improving the lives of the
disadvantaged sector of society.

Country Representative responded on behalf of all the awardees.
“I congratulate the red jacketed–army, the employees of DSWD for

Employees of
the Department of Social Welfare and Development (DSWD) who showed
exemplary performance in their respective fields took the limelight
as they received their Plaques of Recognition from Secretary Corazon
Juliano-Soliman during the Department’s 63rd Founding Anniversary
Celebration on Thursday.
Leading the awardees for the Program on Awards and Incentives for
Service Excellence (PRAISE) are Director Adelina S. Apostol of DSWD-Field
Office III for Best Manager and Evelyn S. Madrio of DSWD-Field
Office X for Best Social Worker.
Dir. Apostol was cited as Best Manager for her resourcefulness,
innovativeness, and her networking and advocacy work.
Among her notable accomplishments include raising funds for the
repair of the center for children with special needs; developing a
three-year partnership with a Japanese Government-funded NGO for a
capability-building program of houseparents/caregivers; tapping the
Provincial Government of Pampanga for a donation of one covered
court and a dormitory with beds and beddings which can accommodate
40 girls in a women’s center in Pampanga; implementing a monitoring
strategy which aims to promote public governance; and, establishing
an Inter-agency Regional Task Force for Bajaus.
Madrio, on the other hand, was recognized for her contributions in
disaster relief programs.
The other PRAISE awardees who were recognized for their positive
behaviour, work attitude, integrity as public servants, and
excellent performance are:
Angelita B. Amista of Field Office CARAGA for Best Division Chief
(Technical Category);
Riduan P. Hadjimuddin of Field Office IX for Best Division Chief

strengthen resiliency, build safer communities |

Philippines Interior and Local Government Secretary Mar Roxas today
urged local officials to take advantage of the Seal of Good Local
Governance (SGLG) program and avail of the Performance Challenge
Fund to help boost local economic development in their respective
localities.
Roxas, vice chairman for preparedness of the National Disaster Risk
Reduction and Management Council (NDRRMC), said local government
units (LGUs) should work to build the coping capacities and
strengthen the individual and collective resiliency of communities
that are at-risk because of the threats of climate change impacts
with “Yolanda as the new normal.”
“Sa panahon ngayon, higit na dapat maging handa laban sa anumang
kalamidad ang ating lokal na pamahalaan. May mga paraan para
maiwasan ang trahedya sa pamamagitan ng maagap na pagtugon sa
kalamidad,” Roxas said.
Launched last January 15, 2014, the SGLG orPagkilala sa Katapatan at
Kahusayan ng Pamahalaang Lokal during the Good Governance Summit at
the PICC in Manila, the program aims to give recognition to LGUs’
adherence to the principle of good governance.
An improved version of the Seal of Good Housekeeping that was
started in 2010 by the late DILG Secretary Jesse Robredo, SGLG
allows qualified LGUs to implement various development projects.
An LGU awarded with the Seal of Good Local Governance may avail of
the Performance Challenge Fund. Under the program, a province may
avail of up to P7 million. Cities and municipalities, on the other
hand, may avail of the same incentive fund up to P3 million and P1
million, respectively.
Aside from the PCF, the LGUs awarded with the SGLG will have access
to other national performance-based programs.
Roxas said resource-poor LGUs should be able to maximize the use of
the PCF by identifying the best value project for their PCF
participation.
“Maraming pwedeng gawing proyekto. Pero para sa mga lugar na madalas
tamaan ng delubyo, mas makabubuti kung kasama sa mga pag-uukulan ng
pansin ang tumitinding sama ng panahon tulad ng bagyo na nagdudulot
ng baha, pagguho ng bundok at storm surge,” the DILG chief added.
He said the Philippines, an archipelago of 7,100 islands and islets,
remains highly vulnerable to climate change impacts. Super Typhoons
such as Yolanda which devastated Central Philippines and flattened
Tacloban City should serve as an eye opener.
“Prevention is always better than cure. Kung maiiwasan natin ang
trahedya, gawin na natin,” he said.
A total of 1,372 LGUs or close to 84 percent of the total number of
LGUs, have already met the minimum requirements of good
housekeeping, which only shows their readiness to take on more
challenges.
With the introduction of the SGLG, Roxas said the DILG aims for a
condition where LGUs do not only sustain the practice of
accountability and transparency (Good Financial Housekeeping), but
are also able to prepare for the challenges posed by disasters
(Disaster Preparedness), and are sensitive to the needs of
vulnerable and marginalized sectors of the society (Social
Protection).
Moreover, the SGLG also drives LGUs to encourage investment and
employment (Business-Friendliness and Competitiveness); protect the
constituents from threats to life and security (Peace and Order);
and safeguard the integrity of the environment (Environmental
Management), he said.
For an LGU to become an SGLG recipient, an LGU needs to pass all the
three core assessment areas – Good Financial Housekeeping, Social
Protection and Disaster Preparedness, and at least one from the
essential assessment areas – Business-Friendliness and
Competitiveness, Peace & Order or Environmental Management.
Meanwhile, for LGUs that do not make the mark, Roxas said the
Department will provide capacity development interventions for them
to help them earn the Seal.
The SGLG will be implemented annually and will cover all provinces,
cities and municipalities.
The DILG with partner organizations shall select qualified LGUs
starting on the third quarter, while the awarding shall take place
in October of each year. |

To boost
domestic trade for the country’s micro, small, and medium
enterprises (MSMEs), the Department of Trade and Industry (DTI)
through its Bureau of Domestic Trade (BDT) is planning to organize
more domestic trade fairs this year.
DTI Undersecretary Ponciano C. Manalo Jr. said the DTI intends to
have six domestic trade fairs in priority sectors, namely, food,
fashion, arts, and furniture and furnishing for 2014.
“Last year, we organized two domestic trade fairs to provide
opportunities for our MSMEs to sell their products in the domestic
market and eventually make their way in the international market,”
Manalo said.
Through national food and handicrafts fairs under its new Sikat
Pinoy brand, the DTI brought together 577 MSMEs from the country’s
16 regions. The National Food Fair gathered 260 MSMEs participants
that generated P13.8M sales while the National Handicrafts Fair had
317 MSME participants with P51.3M sales.
“To encourage market expansion of thriving MSMEs supported by the
BDT, we will continue to facilitate their participation in
international trade fairs such as the International Food Exhibition
(IFEX) and the Manila FAME,” Manalo said.
In 2013, the participation of these MSMEs in international fairs
generated P46.7M sales in the IFEX, P72.2M in the Manila FAME (March
edition) and P33.9M in the Manila FAME (October edition).
Manalo added that aside from promoting their products in these
fairs, fair participants will also be provided with product design
and development services.
“We will also continue to organize product-sourcing missions to
facilitate trade between MSMEs and buyers from big trading houses
and consolidators. These missions were also designed to provide
MSMEs with useful information to improve their product
marketability,” Manalo said.
Last year, the sourcing mission during the Aklan Fiber Festival with
34 MSMEs generated P1.4M sales, and the Bohol Sandugo Trade Fair
with 66 MSMEs earned P1.6M sales. A sourcing mission in Quezon was
also arranged with 10 MSMEs that generated P866,000 sales.
Manalo also mentioned that DTI will carry on its merchandise
consultancy or clinics wherein trade experts advise micro and small
enterprises on product quality, competitiveness and promotion. In
2013, these marketing clinics were organized for enterprises in the
Cordilleras and community-based associations from Sulu, Sultan
Kudarat, Maguindanao and Palawan.
To further promote home-grown products, the BDT will continue to
provide its direct matching services and organize workshops and
seminars on marketing for MSMEs. It will also operate the new
Domestic Trade Exchange Porlet (DTEx) to provide trade fair
information, process fair applications, and perform market-matching
activities.
Manalo also said the DTI will maintain the Department’s showroom for
micro, small, and medium enterprises as well as trade and industry
associations to display and sell their products during the entire
year.
In 2013, the showroom occupants include MSMEs supported by DTI
National Capital Region with P1.548M sales from January to March,
Philippine Exporters Confederation, Inc. (PHILEXPORT) Southern
Tagalog with P708,845 sales from April to June, DTI Cordillera
Administrative Region (CAR) with P446,921 sales from July to
September, and Buy Pinoy Movement with P622,102 sales from October
to December.
Manalo also mentioned that through collaborative efforts with the
private sector and local government units, DTI continued to promote
and monitor the Tindahang Pinoy or One Town One Product (OTOP)
stores in Cebu, Davao and Pampanga.
“Through these stores, we intend to provide MSMEs with a venue to
promote the best home-grown products from various regions through an
organized supply channel,” Manalo said.
Last year, these stores offered 1,427 products and 489 products
available on-line. Total sales for the year amounted to P12M. |

19 January 2014 - Union Minister for Foreign Affairs, U Wunna Maung
Lwin, as Chair of ASEAN for 2014, presided over the ASEAN Foreign
Ministers’ Retreat last January 17 in Bagan, Myanmar.
The Retreat is the first in the series of ASEAN Foreign Ministers’
meetings under Myanmar’s ASEAN Chairmanship in 2014 under the theme
“Moving forward in Unity to a Peaceful and Prosperous Community.”
During the Retreat, ASEAN Foreign Ministers discussed the priorities
of ASEAN for 2014. The issues include ASEAN’s efforts to speed up
community building and ASEAN integration and to move forward to the
realization of the Master Plan for ASEAN Community.
The ASEAN Ministers also discussed to develop ASEAN Vision for Post
2015 ASEAN Community as guided by ASEAN Leaders’ Statement at the
23rd ASEAN Summit and explored ways to strengthen ASEAN’s external
relations.
On the regional and international issues, the Foreign Ministers
stressed the importance of upholding ASEAN’s centrality in the
evolving regional architecture in addressing the issues of common
interest of ASEAN. The Ministers also discussed ways to further
contribute to the peace, stability and prosperity of the region and
beyond.
The Foreign Ministers expressed their concerns on the recent
developments in the South China Sea. They further reaffirmed ASEAN’s
Six-Point Principles on the South China Sea and the importance of
the maintenance of peace and stability, maritime security, freedom
of navigation in and overflight above the South China Sea.
They called on all Parties concerned to resolve their disputes by
peaceful means in accordance with universally recognized principles
of international law, including the 1982 UN Convention on the Law of
the Sea (UNCLOS) and urged continued self-restraint in the conduct
of activities. They called on all Parties to the Declaration on the
Conduct of Parties in the South China Sea (DOC) to undertake the
full and effective implementation of the DOC in order to build an
environment of mutual trust and confidence. They emphasized the need
to expeditiously work towards the early conclusion of the Code of

- The Philippine Embassy in Athens cited the inclusion of Dr. Maximo
Q. Mejia, Jr. Administrator of the Maritime Industry Authority
(MARINA), in the British newspaper Lloyd’s list of “Top 100 Most
Influential People in the Shipping Industry of 2013.”
Dr. Mejia is number 95 in the list in view of the reforms that
MARINA is undertaking to improve the "training certification, and
watchkeeping” for Filipino seafarers.
As the lead agency, MARINA, together with other implementing
agencies such as the Commission on Higher Education (CHED),
Professional Regulation Commission (PRC), Department of Health (DOH),
National Telecommunication Commission (NTC), and the Technical
Education and Skills Development Authority (TESDA), has instituted
reforms to ensure the Philippines’ compliance with the standards set
under the Seafarers Training, Certification, and Watchkeeping (SCTW)
Convention.
The Lloyd’s list gave the top credit for the year 2013 to "The
Seafarers” for their service to society and for the sacrifices and
risks they undertake in doing their jobs. The first 10 in the list
are as follows;

Yolanda-hit members. As of January 17, 2014, the GSIS branch offices
in the Visayas, have received more than 15,000 applications on the
Home Emergency Loan program (HELP). Tacloban branch alone (photo
above) has accepted more than 5,500 applications at the temporary
frontline area at the ground floor of the office. Under HELP, GSIS
members living or working in the 126 areas severely damaged by
Yolanda may borrow up to Php200,000 depending on their total length
of service. The loan program has an interest rate of 6% and a
repayment term of 10 years. Members may file their applications in
any of their branch offices until March 31, 2014. |

Training turns "Ondoy" survivors into
landscapers |

A typhoon wiped
out their homes in 2009, but these survivors bounced back and armed
with new-found skills, are now helping design beautiful and green
communities.
The 24 individuals, who took the 10-day training for Landscape
Installation and Maintenance NC II in September last year, have been
absorbed by the Makati Development Corporation (MDC) for its Nuvali
project.
The Technical Education and Skills Development Authority (TESDA)
through the Quezon National Agricultural School (QNAS) partnered
with Ayala Foundation Inc. (AFI) in providing the skills training
for the youth.
Nuvali, one of the properties of Ayala Land Inc., is a thriving
sustainable community in Laguna, south of Metro Manila, developed as
residential and business district.
All of the trainees were survivors of typhoon "Ondoy," which hit the
country nearly five years ago. After the calamity, they moved to
Southville 7 in Calauan, Laguna, a 107-hectare area that is home to
more than 6,000 families relocated from Metro Manila, which included
the typhoon survivors.
Southville 7 is one of AFI's partner communities in the area. As
part of the foundation's corporate social responsibility program, it
linked with TESDA and QNAS to provide skills training for the
displaced youth to help them have access to livelihood
opportunities, financial services, and gainful employment.
The trainees, composed of 19 males and five females, were hired in
October last year, less than a month after completing the training,
undergoing competency assessment and obtaining a National
Certificate for their course.
"The partnership of TESDA, through QNAS, with Ayala Foundation Inc.
shows that there is always an open opportunity for linkages with
private companies in promoting and implementing technical vocational
education and training," Secretary Joel Villanueva, TESDA director
general said.
Villanueva noted that making available relevant and specific skills
training, which match industry requirements, can result to a perfect
job-skills match and immediate employment of the graduates.
For the landscaping course, QNAS prepared a competency-based
training that covers competencies for installation/construction and
maintenance of landscape.
The training was conducted in the town of Calauan, Laguna. In order
for the trainees to fully acquire the required competencies, MDC
provided the materials, supplies, tools and equipment, as well as
the on-site practicum area where the trainees can demonstrate and
perform their learned skills. MDC provided Nuvali as the practical
work area.
Villanueva said the competency-based training approach facilitates
the learning process and ensures that the trainees acquire the
skills needed for the job.
"In this approach, learning happens at the classroom and at the
workplace. The hands-on experience gives the trainees an edge
because they can readily apply the skills they have learned in the
classrooms. Getting a job will therefore be easier for the
graduates," he said. |

80,908 informal settlers aided by housing
sector in 2013 |

The government
housing sector reported that in 2013, the drive to provide housing
to informal settler families (ISFs), which is one of its priority
projects, has helped a total of 80,908 beneficiaries across the
country with a total funding amounting to P26.985 billion.
“In 2012, the number of beneficiaries assisted by the National
Housing Authority through its various programs was 56,221 families,
so there is a 44% increase,” Vice President and Housing and Urban
Development Coordinating Council head Jejomar C. Binay said.
The programs were aimed towards the resettlement of informal settler
families (ISFs) living along danger areas in Metro Manila; those
affected by infrastructure projects in Metro Manila and those living
in danger areas in adjacent provinces; regional resettlement for
local government units and indigenous peoples (IPs); and through the
Community Mortgage Program (CMP) of the Social Housing Finance
Corporation (SHFC).
Under the In-city housing program, 12 Low-Rise Building (LRBs)
projects are under various stages of construction on NHA and LGU-owned
properties which are expected to benefit some 6,560 families. So
far, 876 units in Smokey Mountain, Manila and Disiplina Village,
Valenzuela City have been completed and are ready for occupancy,
while the construction of the rest of the units is ongoing and are
expected to be completed by the middle of 2014.
Off-city housing also continued to be provided, particularly for
families interested to have their own house and lot packages. 18,564
units were generated at NHA housing sites/settlements for the
benefit of these ISFs for 2013.
The SHFC meanwhile implemented the High Density Housing (HDH)
Program which provides funding for land acquisition, site
development and housing construction proposals initiated by the
affected families and communities themselves. The program was
designed to complement the NHA’s program for ISFs in danger areas in
Metro Manila. For 2013, the SHFC Board has approved five (5)
projects to benefit 2,786 ISFs with funding of more than P290
million.
Some 8,008 units were generated in NHA resettlement sites for
families affected by government projects such as the R-10 and C-5
Northern Link road projects, various infrastructure projects in
Quezon City, Philippine Ports Authority and NAIA Expressway
projects, and for families in danger areas in Bulacan, Pampanga,
Laguna and Rizal.
The regional resettlement projects benefited from higher budget
allocation and greater participation of LGUs with the implementation
of 124 projects aimed at addressing resettlement requirements of
LGUs outside Metro Manila.
As a result, the year 2013 yielded a total of 11,709 units for
regional resettlement projects in Northern and Central Luzon,
Southern Luzon, Bicol, Visayas, and Mindanao.
IP groups also benefited, with 25 projects implemented in 2013. To
date, 37 projects to benefit 3,117 IPs are being implemented in
various parts of the country.
The housing sector also reported that as of November 2013, 153
project applications to fund land acquisition have been approved
under the CMP which amount to about P980.6 million and benefit
16,015 ISFs with tenure security on the land they occupy. This
represents 79% of SHFC’s target of 14,900 families for the full year
and is 26% higher than last year’s accomplishment of 9,287. Of this
number, actual take-out for the year amounted to almost P714
million, benefiting some 11,800 ISFs.
Of the 153 projects approved for CMP funding, 12 are Localized
Community Mortgage Program (LCMP) projects that would provide secure
tenure to 1,124 ISFs. The LCMP is a derivative of the CMP where
partner LGUs may apply for financing to accommodate their priority
social housing projects.
A total of 2,889 ISFs were meanwhile awarded their individual titles
from January to November 2013. These families have attained their
goal of becoming homeowners after having fully paid their loans. The
individual titles released this year exceeded SHFC’s target of 2,000
titles by 44%.
Housing loan programs catering to employees from the national and
local government as well as the private sector were also introduced
in 2013. Pag-IBIG Fund widened the range of its borrowers, enabling
more Pag-IBIG members to be homeowners by amending the guidelines of
an existing housing program and creating a new housing program,. NHA
also continued its housing program for policemen and soldiers, which
was started in 2011 under Administrative Order No. 19 issued by
President Benigno Aquino.
According to the annualized January to November 2013 report,
Pag-IBIG Fund’s accomplishment in housing loan availment for 2013 is
expected to reach 100% and 120% of its target in terms of loan value
and number of units, respectively. About P44.7 billion worth of
housing loans are projected to be granted by the Fund to finance
purchases and construction of 60,983 housing units for its
member-borrowers. Of these, 26% or 15,789 units valued at P12.5
billion are pending for take-out and are currently awaiting
compliance with the Notice of Approval conditions such as payment of
necessary taxes at the Bureau of Internal Revenue, transfer and/or
annotation of mortgages at the Registry of Deeds, and securing the
new Tax Declaration at the local government units for purposes
involving purchase. Pag-IBIG also created the Business Development
Sector (BDS) which maintains and strengthens the Fund’s dealings
with developers and employers. The BDS seeks out developers that
have not previously used the Fund’s financing for their buyers and
encourages them to partner with Pag-IBIG. It also offers the
country’s top employers with Employer Accreditation for housing loan
processing, providing employers with faster access to Pag-IBIG’s
housing services such as housing loan prequalification, home or
housing needs matching, and faster housing loan processing time. To
date, Pag-IBIG Fund has accredited 25 employers, which include 15
private employers, six (6) national government agencies, and four
(4) state universities/colleges.
The Fund also introduced a special lane in several branches for
loans amounting to P1 million and above to facilitate faster
processing.
The following are the programs offered offered for employees for
2013:
1. Affordable Housing Program. This program offers subsidized rates
for the first ten (10) years for members with gross monthly income
not higher than P17,500. Loans up to P400,000 have an interest rate
of 4.5%, translating to a monthly amortization of P2,026.74, while
loans up to P750,000 have a 6.5% interest rate and a monthly
amortization of P4,740.51. At the end of the 10-year period of
subsidized rates, the borrower will pick the re-pricing period of
his/her choice.
2. Group Housing Loan Program. Housing for LGUs, employers, employee
associations, and cooperatives is fast-tracked through this program,
wherein project proponents are given access to a maximum loanable
amount of P20 million for horizontal development and P40 million for
vertical development. As of October 31, 2013, a total of 1,184 out
of 1,715 LGUs (69%) have been briefed on the salient features of the
program. Of these, 195 LGUs are negotiating with Pag-IBIG which
could generate up to about 13,000 housing units.
The Bistekville project of the LGU of Quezon City, which is an
undertaking among the LGU, the private land owner and the developer,
demonstrates public and private partnership at work. Bistekville 2
will generate 894 housing units, each costing P400,000, with the
project beneficiaries availing themselves of the End-User Program to
finance their housing units.
3. Housing Needs Matching Program. In order to reduce the cost of
owning a home, Pag-IBIG adopted the strategy of matching its
members’ housing need with available inventory of developers.
The first “Needs Matching” project in North Luzon, Hanjin Village,
is a socialized housing project for shipyard workers of Hanjin Heavy
Industries and Construction Company Limited or HHIC-Phil. The
project will allow the employee-beneficiaries to pay for the land,
land development, and house construction at significantly lower
costs (an average of 65% of market value).
The project, consisting of 288,147 square meters of land in
Castillejos, Zambales, is expected to generate 2,780 housing loan
accounts with a total portfolio of P1.27 billion for the next three
years. Another project in Mindanao is in partnership with the
provincial government of Sarangani. Capitol Residences has 180 total
saleable units, with each unit costing P400,000 to P500,000.
Housing units are packaged as 1-bedroom or 2-bedroom duplexes or
3-bedroom single attached units with a land area of 55 or 65 square
meters per unit. Package price ranges from P399,000 to P599,000.
4. AFP/PNP Housing Program. NHA responded to the needs of the
government employees particularly the military and police personnel
by providing them decent and affordable housing. For the year 2013,
NHA continued to implement Phase II of the AFP/PNP Housing Project
though the development of 30 projects across the country which
generated 20,680 units. To date, 29,810 units are under various
stages of completion for Phase II of the project.
5. Other Services Resulting in Increased Resources. Pag-IBIG Fund
implemented various measures which generated more members and
increased collections in members’ savings. Average growth rate from
2011 to 2013 is about 9%, or an increase from P21.9 billion to P26
billion. The huge increase in members’ savings is attributed to the
rising number of members who voluntarily upgrade their monthly
savings. Although mandatory membership savings have not been
increased since 1986, Pag-IBIG has been encouraging members to
voluntarily increase their monthly savings so they can gain more
benefits like higher loan entitlement and higher dividend amounts at
the end of each year.
In line with Republic Act 10361 which instituted policies for the
protection and welfare of domestic workers, Pag-IBIG Fund, together
with SSS and PhilHealth implemented the Kasambahay Unified
Registration System, which contributed to the increase in members’
savings. The system enables a kasambahay or his/her employer to
register only once with any of the three (3) agencies. Pag-IBIG also
undertook pro-active efforts to register kasambahays and their
employers using Pag-IBIG’s own registration system for employers.
The housing sector also enhanced its partnership with various
sectors to generate additional resources for housing, especially for
the poor, and encourage the private sector to participate in housing
projects.
In January 2013, the Revised IRR to govern Section 18 of Republic
Act 7279, entitled the Urban Development and Housing Act, took
effect. The Revised IRR provides for the different modes by which
private developers can comply with the provision that at least 20%
of total area or total project cost of subdivision projects should
be allocated for socialized housing. The new guidelines allow
compliance with the law through development of new socialized
settlements, slum upgrading, joint venture with LGUs or other
housing agencies and participation in the Community Mortgage
Program.
In 2013, commercial banks and other financial institutions started
rebalancing their loan portfolios to lessen their exposure to real
estate as encouraged by the Bangko Sentral ng Pilipinas to maintain
equilibrium between housing need and home construction. While this
measure negatively impacts guaranty enrollments of the Home Guaranty
Corporation (HGC), the agency promoted countryside home-lending
through rural banks and microfinance institutions. Guaranty line
applications from nine (9) rural banks were received, four (4) of
which were already given guaranty lines. With HGC guaranty, their
home-lending activities are expected to increase homeownership in
their respective regions.
The HGC held a ceremony in September entitled “Mobilizing Funds for
Countryside Housing Development” promoting this initiative. The
ceremony highlighted the partnership between HGC and 17 member-banks
of the Rural Bankers Association of the Philippines (RBAP) and one
microfinance institution (MFI) to boost housing developments in the
countryside.
In response to Vice President Binay’s directive, the HGC also
started coordinating with partner banks to encourage them to lend
more for home construction and repairs in calamity areas,
particularly those in Yolanda-affected areas.
Meanwhile, in order to strengthen public-private partnership towards
the development of a sustainable housing finance system in the
country and to be more competitive in the market, The National Home
Mortgage Finance Corporation (NHMFC) also amended the guidelines of
the Housing Loans Receivables Purchase Program (HLRPP). Under this
program, NHMFC purchases seasoned housing loan receivables from
originating institutions which will be turned into an asset pool for
eventual issuance of securities or bonds for sale in the capital
market. The revised guidelines reduced the interest rates and the
seasoning period of the amortizing borrowers prior to the sale or
assignment to NHMFC, to encourage more originators developers to
sell their loan receivables to NHMFC.
Through the conduct of road shows in the various regions, NHMFC was
able to purchase 3,676 housing units worth P906.412 million from
January to November 2013 representing 113.30% of its target. These
housing accounts underwent the due diligence process to ensure the
purchase of seasoned/quality mortgages.
The purchased receivables shall be used to back up the securities
that NHMFC is expected to issue in 2014. This would be the third
residential mortgage backed securities (RBMS) in the Philippines by
a government agency, following Bahay Bonds 1 (BB1) in 2009 and BB2
in 2012. Bahay Bonds 2 was awarded the most “Innovative Listed
Corporate Bond Issue of the Year” given by Philippine Dealing System
Holdings Corporation & Subsidiaries (PDS Group) on 28 February 2013.
In line with the thrust of improving transparency and increasing
stakeholder participation in government programs and projects, the
SHFC signed once again a budget partnership agreement with the
Partnership of Philippine Support Service Agencies, Inc. (PHILSSA)
and the National Network of CMP Originators and Social Development
Organizations for Low-Income Housing (CMP Congress) as Civil Society
partners for the execution of its annual budget preparation. This
agreement is in compliance with National Budget Circular No. 536
issued by the Department of Budget and Management on 31 January 2012
for Government Corporations to engage with Civil Society
Organizations (CSOs) in budget preparation.
The SHFC also conducted nationwide Budget Consultation Workshops
with CMP-Mobilizers (CMP-Ms) and other stakeholders to determine
national funding support for CMP projects in 2014.
For the new year 2014, the shelter agencies vowed to intensify the
implementation of its priority programs, which include the provision
of permanent housing units for calamity victims, particularly those
living in areas affected by typhoons Pablo and Yolanda declared as
No-build Zones, as well as the continued resettlement of ISFs living
in danger areas in Metro Manila.
Also included among the priority projects of the housing sector are
the increase in the number of beneficiaries given security of tenure
through the Community Mortgage Program, as well as the improvement
of existing CMP areas through loans for site or home development.
The following are also marked as priority projects:
· Improve collection efficiency. For the CMP, the target collection
efficiency rate for 2014 is 82%, compared to the existing 80%
target;
· Develop the capacity of 250 Community Associations as well as
Implementation Partners under the CMP and HDH programs;
· Implement organizational reforms, such as the establishment of
SHFC regional hubs and pave the way for a decentralized operation;
· Push for legislative measures that would strengthen the housing
sector such as the proposed Social Housing Finance and Development
Corporation Charter;
· Undertake measures to increase funding to support the housing
sector’s programs such as NHMFC’s secondary mortgage operations;

· Diversify Asset Portfolio/Fund Generation Program and ensure
higher Return On Equity;
· Intensify partnership with rural banks especially in calamity
areas to encourage them to lend more for construction and repair of
housing units of calamity victims;
· Intensify assistance to LGUs to fast-track the
preparation/updating and approval of CLUPs.

The Philippine
Health Insurance Corporation (PhilHealth) and the International
Labour Organization (ILO) recently signed a Memorandum of
Understanding (MOU) for the conduct of emergency employment response
to the victims of Typhoon Yolanda (Haiyan) and other calamities and
disasters that may arise in the future. Shaking hands after the
simple signing ceremonies held in PhilHealth’s Central Office in
