The Cavite Provincial Police Office recently received additional mobile
patrol cars from the provincial government as part of the latter's
extensive program of police visibility in the province and to combat
crimes to ensure peace and order. The provincial government has given 40
mobile patrol cars to Cavite PNP for the past 4 years.

programs of DOLE-Quezon which aims to eliminate child labor cases in the
province.

DOLE-Quezon provincial office in partnership with Tulong Kalinga
Foundation Inc. yesterday awarded the total amount of P300,00 0.00 to 25
poorest persons in the province. The fund awarded is intended for
negokart project of DOLE and part of DOLE's livelihood program to
poorest individuals.

until February 2014. According to DILG City Director Adelma Mauleon, the
seminar will focus on barangay finance, barangay development planning
and barangay legislation.


DZRH: Nanatili pa sa South Sudan ang

Ang pagtatayo ng
bagong city hall ay isa sa pangunahing proyekto ng pamahalaang
panglungsod na naglalayong pagsama-samahin sa iisang lugar ang mga tanggapan ng
pamahalaang lungsod.
Sa kasalukuyan,
kinakailangan pang sumakay ng tricycle at jeep ang mga kliyente ng city
hall upang makapunta sa mga iba't ibang tanggapan tulad ng city
engineering office na nasa bahagi ng Ibabang Dupay, ang city health office na nasa barangay Gulang-Gulang, at
maging sa opisina ng sangguniang panglungsod na nasa bahagi naman
ng barangay Isabang.
Ang bagong itatayong
city hall na tinataguriang ‘one stop shop’ ay malaki ang maitutulong
sa mga kliyente sapagkat dito na lahat matatagpuan ang lahat ng mga serbisyo ng
pamahalaaang panglungsod. Hindi na rin magdadalawang sakay ang mga kliyente sa
pagtungo sa mga tanggapan ng pamahalaang panglungsod para mag-asikaso ng
kanilang mga papeles kagaya ng business permit, barangay clearance at iba pa.

Being more understanding toward his Cabinet and ignoring baseless criticisms
top President Benigno S. Aquino III's list of resolutions for the New Year.
In an interaction with high school students from Miriam College at
Malacañang, the President said he will take care to ensure his Cabinet
members do not suffer from burnout.
"The Cabinet is very hardworking, very dedicated. Perhaps I should begin to
give them a little more breathing room, baka ma-burnout (lest they suffer
from burnout)," he said.
He said that when he got back from his break during the holidays, he called
his Cabinet members to a meeting on New Year's Day.
The President said that while his Cabinet members could have earned bigger
salaries in the private sector, they chose to sacrifice for the country.
Also, President Aquino said he will ignore those who keep churning baseless
criticisms against the administration.
He cited the case of Energy Secretary Jericho Petilla, who he said missed by
mere hours his target of restoring power to Typhoon Yolanda-hit Visayas.
President Aquino said that while Petilla achieved more than 99 percent of
his goal, some still called for his resignation.
"We have a cottage industry of people who make a living criticizing me," he

President Benigno Aquino III on Tuesday asked the youth to help his
administration ensure it will not pass on to its successor the problems it
faced when it assumed office in 2010.The President, in an audience with
students from Miriam College High School in Malacañang, stressed all
Filipinos must pitch in to achieve this goal.
"We will not bequeath to the next administration the problems we had to
face," he said, but added no single Filipino can effect change by himself or
herself. "It takes a collective effort," he added.
The President added he hopes the youth will "join us in the solution" to
the problems the present administration faces, adding that his
administration remains committed not to allow the perpetuation of the
wrongdoings.
"The things we see wrong, we are committed not to perpetuate," he said.
During the audience, the President disclosed History was among his
favorite subjects in high school.
He said the subject, especially Biblical history, "helps us understand
not only the past but the context of the present."
But he also stressed the abuses of Martial Law should not happen again.
He recalled his high school days were spent during Martial Law, where
instead of soirees, the youth had to put up with curfews.
"We had a curfew not by our parents but by the state," he said.
The President also recalled his father, former Sen. Benigno Aquino Jr.,
was among the first to be arrested when Martial Law was declared in 1972.
"(At the time), how can you plan for the future if you are not convinced

President Aquino: Administration working to increase opportunities for
Filipinos as population nears 100M mark |

As the Philippine population continues to near 100 million, President
Benigno Aquino III said his administration is working to enhance employment
opportunities for Filipinos by focusing on education.
In an audience with high school students from Miriam College at Malacañang,
the President said the focus is to "increase opportunities for everybody to
make growth inclusive."
"We believe education is the key, give everyone a chance to learn skills
that are employable," he said.
He said that while the economy is growing by seven percent a year, "we want
the growth to be inclusive."
The President said that under his administration, the Technical Educational
and Skills Development Authority has improved its batting average of
graduates finding work.
While only 20 to 26 percent of TESDA graduates had managed to find jobs in
past years, this jumped to 62 percent last year.
He noted 85 percent of graduates found jobs in the semiconductor industry
while 77 percent found jobs in the Business Process Outsourcing industry.
Also, the President said his administration is trying to reach out to
nomadic groups as well, putting teachers in areas where such groups are

Aquino government commits to embrace 'building back better’ principle to
help typhoon victims recover from crisis |

The Aquino government remains committed to embrace the principle of
“building back better” following the massive devastation wrought by typhoon
“Yolanda” last November, Presidential Communications Operations Office
Secretary Herminio “Sonny” Coloma Jr. said on Tuesday.
The Communications Secretary said during the regular press briefing in
Malacanang that President Benigno S. Aquino III had issued a directive to
devise a comprehensive program to help communities recover from the crisis.
Aquino directed the creation of a task group to hasten the transition of
relief efforts into the full-scale rehabilitation and rebuilding of the
areas damaged by Yolanda.
The task group focuses on five priorities namely, shelter and
reconstruction, livelihood and employment, resettlement and psycho-social
care, environmental protection, and resource generation and allocation.
"At hindi naman po natitinag ang commitment ng pamahalaan na isagawa ang
rehabilitation and reconstruction na sumusunod po sa mga pamantayan ng
integridad dahil ito naman po ang commitment ng ating pamahalaan na gawin
ang mga ito sa ilalim ng mabuting pamamahala or good governance," Coloma
said.
Residents of seaside villages in Tacloban City in Leyte, Samar and other
nearby provinces were severely affected by the typhoon’s fury.
The President also directed Environment Secretary Ramon Paje to impose a
rule prohibiting building commercial and residential structures along the
seashore.
"Bukod pa riyan, naaalala ninyo ‘yung pagtatakda ng mga no-build zone, na
hindi na dapat maulit ‘yung pamamahay sa tabi mismo ng pampang o sa
coastline sapagkat i-strengthen po ang mga coastline na ‘yan—magkakaroon ng
seawall, magkakaroon po ng mangrove reforestation—kaya ‘yung mga permanent
resettlement site ay nasa mga lugar na malalayo sa coastline," he said. PND

The country is among the Top 10 Countries worldwide to visit this year,
according to British travel guidebook Rough Guides.
“Ikinagagalak natin iyan at pinapatunayan lang na talagang sa hanay ng mga
bansa, isa tayo sa pinaka-attractive tourist destinations,” Communications
Secretary Herminio Coloma Jr. said in a press briefing in Malacanang
Tuesday.
“Sana pagtulungan nating pagyamanin ang reputasyong maganda at mainam para
malaki ang magiging ambag sa ating kabuhayan kapag dumami ang turista sa
ating bansa.”
Rough Guides cited Philippines’ natural places that must be visited, which
include the islands of Boracay, the limestone islands El Nido in Palawan,

Government serious in addressing causes of rebellion
in Mindanao, says Palace |

The Palace said it remains committed to continue addressing the systemic and
institutional causes of rebellion to once and for all attain a lasting peace
in Mindanao.
In a press briefing in Malacanang on Tuesday, Communications Secretary
Herminio Coloma Jr. said that the Aquino administration will continue to
work to address the sentiments of the people particularly in the Zamboanga
peninsula, where a bloody conflict happened last year.
Coloma was asked if the government is relieved with the alleged death of
Moro National Liberation Front (MNLF) commander Habier Malik, considered as
the bravest and fearsome warrior of the MNLF-Misuari faction.
“Ang tinitingnan po natin ay iyong kabuuan ng peace process, and we are
looking at institutions or organizations, hindi lang naman sa mga indibidwal,”
Coloma said.
“Kasi kung meron pa ring dahilan na mag-himagsik o mag-rebelde ang mga
mamamayan ay hindi po ito affected ng buhay o pagkamatay ng iisang
indibidwal lamang. We have to continue addressing the systemic and
institutional causes that give rise to rebellion and to disgruntlement or
dissatisfaction with government,” he added.
Coloma said that for the peace process to be effective, the government must
pinpoint the sources of discontent among the people of Mindanao.
With regards to the case of MNLF chairman Nur Misuari, the Philippine
government remains in pursuit of the MNLF after the court issued a warrant
of arrest against him, he said.
The Zamboanga City standoff began on September 9 last year when heavily
armed insurgents from the Misuari faction arrived by boat from outlying
islands of the city but were blocked by soldiers and policemen.
President Benigno S. Aquino III ordered an offensive after the rebels
refused to surrender and free their hostages.
The MNLF signed an autonomy deal with the Philippine government in 1996, but
the guerrillas aligned with Misuari did not lay down their arms and accused

maaaring kumita nang higit na malaking suweldo sa pribadong sektor, nguni’t
pinili nilang marapating magpakasakit alang-alang sa bansa.
Binigyang diin ng Pangulong Aquino na hindi niya papansinin ang mga walang
tigil ng pagsasabi ng walang mga batayang pamimintas at pamumuna laban sa
administrasyon.
Binanggit ng Pangulo ang kaso ni Kalihim Jericho Petilla ng Enerhiya na
iilang oras lamang ang diperensiya sa pangako niyang maibabalik ang koryente
sa mga pook ng Kabisayaan na malubhang sinalanta ng bagyong Yolanda, nguni’t
hindi iyon ang napahalagahan ng iba, kundi ang kung bakit hindi natapos na
lahat ang pangako ng Kalihim.
Sinabi ng Pangulo na bagaman mahigit na 99 porsiyento ang nalaganapan ng
koryente ni Petilla, may ilan pang nanawagang magbitiw na si Petilla sa
tungkulin.
“Tila mandin mayroong malabigang mga taong ang ikinabubuhay ay hanapan ako
ng kapintasan at huwag tantanan ng pagtuligsa,” mariing sabi ng Pangulo. PND

magsimula siyang manungkulan noong 2010.
Binigyang diin ng Pangulo ang kanyang panawagang dapat makibalikat ang lahat
ng Pilipino upang matamo ang layuning ito nang maging panauhin niya sa
Malacanang ang mga mag-aaral ng Miriam Colllege High School Martes.
“Hindi namin ipamamana sa susunod na administrasyon ang mga suliraning aming
kinaharap,” sabi ng Pangulo at idinugtong na walang sino mang Pilipino na
mag-isang makagagawa nang lubos na pagbabago sapagka’t ito ay
nangangailangan ng sama-sama at nagkaka-isang pagsisikap.
Idinugtong ng Pangulo na inaasahan niya na makikiisa ang kabataan “sa aming
solusyon” sa mga suliraning kinakaharap ng administrasyon at binigyang diin
na patuloy na naninindigan ang kanyang administrasyon na huwag payagang
magpatuloy pa ang mali at tiwaling gawain.
“Ang mga maling bagay na ating nakikita ay hinding-hindi natin dapat
pahintulutang magpatuloy pa,” wika ng Pangulong Aquino.
Sa pakikipag-usap sa mga mag-aaral na panauhin niya, sinabi ng Pangulo na
ang paborito niyang paksang-aralin (subject) noong nag-aaral siya sa mataas
na paaralan ay Kasaysayan o Historya.
Ipinaliwanag ng Pangulo na ang paksang-araling ito, lalo na ang kasaysayang
ukol sa Bibliya “ay nakatutulong sa atin upang maunawaan hindi lamang ang
nakalipas, kundi ang kahulugan ng kasalukuyan.”
Gayunman, binanggit ng Pangulo na ang pagmamalabis ng Martial Law ay hindi
na dapat tulutan pang mangyari uli.
Sinabi ng Pangulo na noong panahong nasa mataas na paaralan siya ay panahon
ng Martial Law kaya sa halip ng soireers, pinagtiisan ng kabataan ang
curfew.
“Ang curfew namin ay hindi galing sa aming mga magulang, kundi sa pamahalaan,”
sabi pa ng Pangulong Aquino.
Ayon sa Pangulo, natatandaan niya na ang kanyang ama, dating Senador Benigno
Aquino, Jr. ay kabilang sa mga kauna-unahang dinakip nang ideklara ang
Martial Law noong 1972.

Sinabi ni Coloma sa pulong-balitaan sa Malacanang Martes na iniutos na ng
Pangulong Benigno S. Aquino III ang pagsasagawa ng malawakang programa para
tulungan ang mga komunidad na makabangon sa krisis na nilikha ng bagyo.
Iniutos ng Pangulo ang paglikha ng task force group para ang ginagawang
pagtulong ay maging puspusang malawakang rehabilitasyon at pagbabagong tatag
ng mga pook na sinalanta ng Yolanda.
Ang task force group ay magtutuon ng pansin sa pabahay at rekostruksiyon,
kabuhayan at hanapbuhay, paglilipat at psycho-social care, pangangalaga sa
kapaligiran, at resource generation and allocation.
“At hindi naman po natitinag ang pangako ng pamahalaan na isagawa ang
rehabilitasyon at rekostruksiyon na sumusunod po sa mga pamantayan ng
integridad dahil naman po ito ang pangako ng ating pamahalaan na gagawin sa
ilalim ng mabuting pamamahala o good governance,” sabi ni Coloma.
Ang mga naninirahan sa mga baranggay na nasa tabing dagat sa Lungsod ng
Tacloban sa Leyte, Samar at iba pang kanugnog-lalawigan ay malubhang
nasalanta ng bagyo.
“Bukod po riyan. Naaalaala ninyo ang pagtatakda ng mga no-build zones na

Inihayag ng Pangulo sa ilalim ng administrasyon niya, malaki ang nagawa ng
pagsasanay na ibinibigay ng Technical Educational and Skills Development
Authority (TESDA) upang magkaroon ng hanapbuhay ang mga nagtapos dito.
Sa nakalipas na mga taon, 20 hanggang 26 na bahagdan lamang ng nagtapos sa
TESDA ang napapasok sa trabaho, nguni’t nang nakalipas na taon, umabot na sa
62 porsiyento ng mga nagtapos ang nagkaroon ng hanapbuhay.
Binanggit ng Pangulo na 85 porsiyento ng mga nagtapos ang nagkatrabaho sa
semiconductor industry samantalang 77 porsiyento naman ang nagkatrabaho sa
Business Process Outsourcing Industry.

End-December 2013 GIR closes at US$83.7

Preliminary
data showed that the country’s gross international reserves (GIR)
increased by US$0.1 billion to US$83.7 billion as of end-December
2013 from the end-November 2013 GIR level of US$83.6 billion, Bangko
Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco, Jr.
announced today.1 At this level, reserves can adequately cover 12
months’ worth of imports of goods and payments of services and
income. The GIR is also equivalent to 8.4 times the country’s
short-term external debt based on original maturity and 5.8 times
based on residual maturity.2
Contributing to the increase in reserves were the foreign exchange
operations and income from investments abroad of the BSP as well as
foreign currency deposits by the Treasurer of the Philippines (TOP).
These inflows were partially offset by revaluation adjustments on
the BSP’s gold holdings and payments by the National Government (NG)
for its maturing foreign exchange obligations.
Net international reserves (NIR), which refer to the difference
between the BSP’s GIR and total short-term liabilities, also
increased by US$0.1 billion to reach US$83.7 billion as of
end-December 2013, compared to the end-November 2013 NIR of US$83.6
billion.

It is not true
that the prosecutors failed to attend the first hearing in the
multiple murder case filed against PSupt. Hansel Marantan and twelve
(12) other Philippine National Police (PNP) officers/personnel, now
pending before RTC-Gumaca, Quezon.
The first hearing was held on 27 September 2013, wherein the motions
filed by the prosecution, namely, the Motion for a Hold Departure
Order (HDO) against all the accused and the Motion for
Reconsideration on the non-issuance of a warrant of arrest against
accused PSInsp. Timoteo Orig, as well as various motions filed by
the accused, namely, Motion for Reconsideration on the issuance of
warrants of arrest as to the other accused, Motion for Judicial
Determination of Probable cause filed by accused Orig and Motion for
Inhibition of the Judge, were jointly tackled. Prosecutors Cesar
Angelo Chavez and Jayvee Bandong of the DOJ-NPS Main Office, and
Prosecutor Jose Federico Gendrado of the Office of the Provincial
Prosecutor of Quezon (OPP-Quezon) were in attendance.
The latest hearing was held last 29 November 2013 for the submission
of oppositions to the motions filed by the accused. Said opposition
were filed by the DOJ prosecutors even before the scheduled hearing.
Prosecutors Gendrado and Nalyn Mesa of OPP-Quezon attended said
hearing.
The Judge already denied the Motion for Inhibition filed by the
accused against her. The other Motions are pending resolution.

In a Resolution
dated 26 December 2013, Senior Deputy State Prosecutor (SDSP)
Theodore M. Villanueva, upon the authority given by the Prosecutor
General, resolved the Motion for Reconsideration filed by Respondent
Richard "Ricky" Recto (RECTO), former Vice Governor of Batangas,
assailing the resolution of Cagayan City Prosecutor Fidel Macauyag (MACAUYAG)
finding probable cause against him, co-respondents Atty. Christopher
Belmonte, Christina Antonio, Betina Balderama, Lt. Angelbert Gay,
2Lt. Aldrin Baldonado, LTJG Kiram Sadava, and several John Does for
the crimes of murder, frustrated murder, and damage to property.
Accordingly, City Prosecutor MACAUYAG filed the Informations in the
court of competent jurisdiction.
It may be recalled that on 01 June 2006, a bombing incident
transpired at the Provincial Capitol of Batangas City which resulted
to the serious physical injuries sustained by then Batangas
Governor, and now deceased, Armando C. Sanchez (SANCHEZ), the death
of his driver, Luisito Icaro (ICARO), and closed-in-security escort,
PO2 Eric Landicho (LANDICHO), and the destruction of the Humvee Jeep
of SANCHEZ.
SDSP Villanueva resolved that, after an assiduous evaluation of the
facts of the case and the evidence submitted against Respondent
RECTO, he found the "non-existence of probable cause to hold him for
trial for the crimes committed”; that a perusal of the statements
submitted by the investigating police authorities show that "there
was never any meeting of the minds, no concrete agreement or plan
was arrived at, no conspiracy was ever established, no definite
personalities were identified that would be the subject and as to
who would effectuate such plans were discussed"; that "all
statements given by the military officers are based on hearsay
evidence as told to them allegedly by their co-respondents"; and
that since the investigating police authorities were not present
during the actual planting of the bomb, we cannot properly attribute
a crime committed to someone based on their statements alone. The
Senior Deputy State Prosecutor then cited the hornbook doctrine of
evidence that "a witness can testify only to those facts which he
knows of his personal knowledge, which means those facts which are
derived from his perception".
The Resolution also stated that the "evidence presented shows that
no one among the military officers conspired to assassinate then
Governor Sanchez. It is either they plan or case the latter but
never did they have any concrete conspiracy to effectuate their plan
nor performed overt acts to achieve their goal. The evidence on hand
points that the bombing could have been perpetrated by any other
individual."
Pursuant to said findings, and since the Revised Penal Code does not
penalize the mere act of conspiring to commit a crime, with the
exception of Articles 115, 136, and 114, SDSP Villanueva recommended
that the case against Respondent RECTO be dismissed for lack of
evidence. |

CCT beneficiaries from ‘Yolanda’-hit areas now in
M. Manila to still get cash grants |

The Department
of Social Welfare and Development (DSWD) announced that survivors of
Typhoon Yolanda from Western, Central and Eastern Visayas who are
beneficiaries of Pantawid Pamilyang Pilipino Program will continue
to receive their cash grants even if they are now living in Metro
Manila or in other neighboring provinces.
DSWD advised the beneficiaries to coordinate with the Municipal or
City Links at the local Social Welfare and Development Office where
they are currently staying for validation and updating of their
household profiles for the processing of their cash grants.
The beneficiaries need to present any of the following documents to
the Municipal or City Links: Pantawid Pamilya identification (ID)
card, cash card, or DSWD agreement.
Those who cannot present the required documents will be validated
against the Central Office database of beneficiaries.
To date, Municipal and City Links are conducting validation to
identify the number of Pantawid Pamilya beneficiaries who left their
typhoon-hit towns.
As of December 28, 2013, there are 23,489 individuals and 5,572
families from ‘Yolanda’-hit areas who arrived at the National
Capital Region.
Pantawid Pamilya provides education and health cash grants of as
much as P1,400 to a family with three qualified children provided
they send their children to school and to health centers for
check-ups, and attend Family Development Sessions.
To date, Pantawid Pamilya benefits 3.94 million families and 8.92
million children nationwide. |

Sugar Tripartite Council approves P14-M for
emergency employment of sugar worker-survivors of Typhoon Yolanda |

Labor and
Employment Secretary Rosalinda Dimapilis-Baldoz, who is the
chairperson of the Sugar Tripartite Council, or STC, yesterday
announced that the Council has unanimously approved the release and
use of P14 million in Sugar Amelioration Program (SAP) Fund for the
emergency employment of sugar workers affected by Typhoon Yolanda in
Regions 6, 7, and 8.
The approval of the emergency employment program came in the form of
a resolution unanimously-approved by members of the STC during its
meeting last week at the DOLE in Intramuros, led by Secretary Baldoz,
and attended by Sugar Regulatory Administration Deputy Administrator
Aida F. Ignacio, of the government sector; Attys. Orlando Aquino and
Atty. Augusto Araneta, Jr., representing the planter sector; Atty.
Custodio Parlade and Renato Cabati, representing the miller sector;
Atty. Zoilo Dela Cruz and Melliemoore Saycon, representing the field
workers; and Gerard Seno and Rupert Bragado, representing the mill
workers.
"I am happy that the Sugar Tripartite Council is fast to respond to
the need for sugar workers to be able to stand up on their own
again. The emergency employment program is a post-calamity strategy
that provides income support to calamity victims," Baldoz said.
The labor and employment chief said the P14 million will be sourced
out from the Socio-economic Project Fund (SEPF) of the SAP--P4
million--and the balance of P10 million from the Sugar Workers'
Fund.
"The release of the funds shall be in accordance with the provisions
of DOLE D.O. 35-02, DOLE guidelines in the implementation of the
emergency employment program, and prescribed government accounting
and auditing procedures," Baldoz explained.
Resolution No. 8, Series of 2013 states that the typhoon's wrath did
not spare the sugar milling districts in Regions 6 (Lopez, Sagay,
and Victorias); 7 (Bogo-Medellin), and 8 (HISUMCO-Kananga),
destroying sugar mills, sugarcane crops, infrastructure, and houses
of sugar workers.
"The employment/livelihood and income of sugar workers in these
affected sugar milling districts have suffered because of the
stoppage in milling operation and farming activities, not to mention
losses in personal properties of the workers," it said.
The STC said it has found the emergency employment project proposed
by the DOLE's Bureau of Workers with Special Concerns acceptable as
it will provide affected sugar workers with alternative employment
and income to meet their basic food requirements during the calamity
situation.
"It will also assist in the immediate restoration and rehabilitation
of affected sugarcane milling districts, and support the national
government in its implementation of its rehabilitation plan for the
areas damaged by the typhoon," the STC resolution further stated.
The SAP is provided for under P. D. No. 621 and enhanced under R. A.
No. 6982, which expands sugar workers' benefits and established the
tripartite mechanism for planters, millers, and workers to
participate in policy decision-making in the sugar industry and
seeks to uplift the living conditions of sugar workers and their
families.
Administered by the DOLE, the SAP is financed by a lien of P10
collected per picul (or 63.25 kilograms) of sugar produced. The 80
percent portion of the lien is distributed as cash bonus to workers,
while the 20 percent is utilized for the implementation of related
socio-economic programs such as maternity benefit, death benefit,
and socio-economic project assistance. |

Implementing Rules and Regulations of the
2013 Philippine Statistics Act Took Effect on 29 December 2013 |

Fifteen days
after its publication in a newspaper of general circulation on 14
December 2013, the Implementing Rules and Regulations (IRR) of
Republic Act No. 10625 took effect on 29 December 2013. The IRR was
approved by the PSA Board on 11 December 2013 after going through
deliberation and discussion during the 06 December 2013 meeting of
the PSA Board. Currently, processes are in place toward the
implementation of the law and its IRR.
It may be recalled that President Benigno S. Aquino III signed
Republic Act No. 10625 “An Act Reorganizing the Philippine
Statistical System, Repealing for the purpose Executive Order 121,
entitled Reorganizing and Strengthening the Philippine Statistical
system and for other purposes” on 12 September 2013. The Act, also
known as the Philippine Statistics Act of 2013, was finally passed
by both the Lower House and the Senate on 06 June 2013.
Under the Act, the National Statistical Coordination Board (NSCB),
the National Statistics Office (NSO), the Bureau of Agricultural
Statistics (BAS) and the Bureau of Labor and Employment Statistics (BLES)
will be merged into one statistical agency to be called the
Philippine Statistics Authority (PSA). The PSA is comprised of the
PSA Board and offices on sectoral statistics, censuses and technical
coordination, civil registration and central support and field
statistical services. The PSA Board will serve as the highest
policymaking body on statistical matters in the country.
The PSA will be primarily responsible for all national censuses and
surveys, generation of sectoral statistics, consolidation of
selected administrative recording systems and compilation of the
national accounts. The data produced by the PSA shall be the
official and controlling statistics of the government. It shall
serve as the central statistical authority of the Philippine
government on primary data collection and administer civil
registration functions in the country as provided for in Act No.
3753, otherwise known as the Civil Registry Law.
A National Statistician (NS) with a rank of Undersecretary will head
the PSA. The NS must possess at least a Master’s Degree in
Statistics and shall be appointed by the President of the Republic
of the Philippines from among a list of nominees submitted by a
Special Committee consisting of representatives from the Philippine
Statistical Association, Inc., the University of the Philippines’
School of Statistics, the University of the Philippines-Los Baños
Institute of Statistics, the Department of Economic Statistics of
the Bangko Sentral ng Pilipinas and the National Economic and
Development Authority (NEDA). The NS will be supported by three
Deputy National Statisticians in carrying out the powers and
functions of the agency.
The law also seeks the transformation of the Statistical Research
and Training Center (SRTC) into the Philippine Statistical Research
and Training Institute (PSRTI). The PSA and the PSRTI will be
attached to the NEDA for purposes of policy coordination. |

The Department
of Public Works and Highways (DPWH) assured that the construction of
temporary shelters for typhoon “Yolanda” affected families in
Eastern Visayas are not overpriced.
DPWH Secretary Rogelio L. Singson said that bunkhouses constructed
in identified sites by concerned Local Government Units (LGUs)
comprising 24 units for same number of families were completed at a
cost of P836,017.00 which is lower than the original estimated cost
of P959,000.00.
Singson explained that the DPWH was able to cut down the
construction costs of bunkhouse which includes common wash and
toilet area with the contractors generously waving the profit margin
and overhead expenses.
Bunkhouses are temporary shelters, a decent dwelling for families
left homeless, since it will take time to construct the required
permanent housing, said Singson.
With thousands of families with totally damaged houses and nowhere
else to go, our government has to act and address immediately the
need for temporary shelter of homeless families, added Singson.
As DPWH has set the specifications for the construction of
bunkhouses made of wooden frames, GI Sheet roofing, plywood walls
and raised flooring, and cement footing, Singson said that
contractors will not be paid if they fail to comply the specified
standards unless they correct the defects.
“If found that materials used were substandard and unless
contractors make appropriate corrections, government will not pay
any amount and it may be better for them to just donate the
structure”, added Singson.
To further improve living condition and in addressing clamor for
space constraint for 24 units/families per bunkhouse, Singson said
that the DPWH in coordination with the Department of Social Welfare
and Development (DSWD) and LGUs will reduce to 12 family units per
bunkhouse by removing partitions from the original 24 families per
bunkhouse. |

Norwegian Foreign Minister to visit the

– Foreign Minister Børge Brende of Norway will undertake an official
visit to the Philippines from January 7 to 9 and will be welcomed by
Foreign Affairs Secretary Albert F. del Rosario. This will be
Minister Brende’s first official visit to the country.
The two officials will meet in Manila to take stock of bilateral
relations and find new ways of expanding areas for cooperation in
the fields of trade, investments and maritime cooperation. They will
also discuss Norway’s participation in the country’s recovery from
Typhoon Yolanda. Minister Brende will visit Tacloban and Basey in
Samar province to see first-hand the Norwegian humanitarian
operations and assistance to victims in calamity stricken areas.
Minister Brende will also meet Presidential Adviser on Peace Process
Teresita Deles to discuss Norway’s current role as third country
facilitator for peace talks with the communist groups and its
participation in the International Monitoring Team in Mindanao.
Minister Brende has also been a member of the Norwegian Parliament

Development. In 2009, Brende became Secretary General of the
Norwegian Red Cross until 2011 when he was appointed Managing
Director of the World Economic Forum in Davos with responsibility
for the Forum’s policy initiatives and engagement in non-business
constituents.
In the first Philippines-Norway bilateral consultations, improvement
in trade and investments flows between the Philippines and Norway
will also be discussed aside from the reconstruction program and the
peace processes. The Philippines’ good economic performance has been
noted as positive factor for trade and investments opportunities.
Norway is the Philippines’ 61st export market in 2012 and Norwegian
investments are mostly in maritime and power sectors.
Norwegian ship owners employ more than 20,000 Filipino seafarers.
Norway actively supports and provides technical assistance to the
Philippines’ compliance with international maritime standards.
Diplomatic relations between the Philippines and Norway were
established in 1948. There are an estimated 17,400 Filipinos in
Norway as of June 2013, working as nurses, nursing aides,
caregivers, engineers and housekeepers. |

– The Philippine Embassy in Ottawa reported to the Department of
Foreign Affairs that Canada’s Disaster Assistance Response Team
(DART), deployed in Panay island less than a week after
super-typhoon Yolanda struck the Philippines, successfully completed
its immediate humanitarian assistance mission
Camped in Roxas City for over a month, the DART assisted local
authorities and non-governmental organizations in reaching
communities made inaccessible by storm damage. The DART is a
multidisciplinary military organization designed to deploy on short
notice anywhere in the world in response to situations ranging from
natural disasters to complex humanitarian emergencies. This was the
first time that Canada has engaged in this type of humanitarian
action in the country.
More than a dozen Filipino-Canadian members of the Canadian Armed
Forces (CAF) were specifically selected for their language skills to
serve as Liaison officers within the DART. As such, they provided
vital links between local authorities, international aid agencies
and CAF members; a unique opportunity for members of the Filipino
community, one of the largest migrant communities in Canada, to give
assistance to their kababayans on the ground in disaster-struck
areas.
In the course of its humanitarian mission, the CAF deployed more
than 315 CAF personnel whose mission yielded the following results:
- Production of 493,346 liters of purified water for distribution;
- Treatment of 6,525 medical patients;
- Clearing of over 131 kilometers of roads;
- Delivery of 230,485 pounds of food; and
- Delivery of 10,325 pounds of shelter and building materials and
59,536 pounds of humanitarian assistance goods on behalf of
non-governmental organizations and local governments
In consultation with local and national authorities, it was
determined that services in communities within the DART’s
mission-scope are restored to pre-Yolanda levels, completing the
DART’s mission in the Philippines.
In addition to the deployment of the DART, Canada’s humanitarian
assistance was significant and substantial, totaling over CA $55
million in funds:
CA $30,000 to the International Federation of Red Cross (IFRC)
initial CA $5 million in aid announced on 9 November, the day after
the storm
Additional CA $15 million as part of the relief fund announced on 18
November
Set-up of Typhoon Haiyan Relief Fund, a dollar-for-dollar
fund-raising mechanism for the government to match every dollar
donated by individual Canadians to registered Canadian charities
until 23 December 2013. As of 20 December, over CA $35 million has
been raised through the Fund.
Canadian provinces and territories have also contributed to relief
efforts:
- CA $1 million pledge by the Government of Ontario to the Red
Cross;
- CA $ 500,000 pledge by the Government of Alberta to the Red Cross;
- CA $ 300,000 pledge by the Government of British Columbia;
- CA $ 300,000 pledge by the Government of Quebec;
- CA $ 250,000 pledge by the Government of Saskatchewan;
- CA $ 200,000 pledge by the Government of Manitoba to the Manitoba
Council for International Co-operation (MCIC);
- CA $50,000 pledge by the Government of Nova Scotia to the Red
Cross;
- CA $ 25,000 pledge by the Government of Nunavut to the Red Cross;
- CA $ 25,000 pledge by the Government of Northwest Territories to
the Red Cross; and
- CA $ 25,000 pledge by the Government of Yukon
The Philippines has expressed appreciation for Canada’s support and
its continuing interest and engagement in the long-term
reconstruction efforts in the disaster-affected areas.

MANILA—Typhoon
Yolanda’s devastation and power hikes raised prices of basic
commodities, pushing headline inflation to 4.1 percent in December
2013, according to the National Economic and Development Authority (NEDA).
“Almost all food items in the average consumer basket increased,
which can be mainly attributed to the impact of Typhoon Yolanda (Haiyan)
that hit the central Philippines in November 2013,” said Economic
Planning Secretary Arsenio M. Balisacan.
Food prices went up by 5.0 percent in December 2013 from 4.0 percent
in the previous month. This was due to price increases of rice (9.2%
from 8.1%), vegetables (9.8% from 5.4%), meat (2.3% from 2.2%), fish
(3.3% from 3.1%), and fruits (4.3% from 3.9%), among others.
“Some food items even reached double-digit inflation in the areas
hardest hit by the typhoon,” he added.
In Eastern Visayas (Region VIII), prices of vegetables went up by
11.3 percent in December 2013 from 5.8 percent of November 2013.
While in Central Visayas (Region VII), prices of rice increased by
12.2 percent from 9.4 percent, 11.2 percent from 7.8 percent for
fruits, and 11.3 percent from 6.6 percent for vegetables.
Also, in Western Visayas (Region VI), vegetable prices surged by
11.8 percent from 2.3 percent in November 2013.
“This is the highest inflation recorded since December 2011,”
Balisacan said, who is also NEDA Director-General.
However, full-year 2013’s inflation averaged at 3.0 percent, at the
low-end of the Development Budget Coordination Committee (DBCC)’s
inflation target of 3.0 to 5.0 percent for the year.
“Moreover, relative to the previous months, food prices are usually
higher in December due to the festive season.,” the Cabinet official
said.
Also, power hikes contributed significantly to the acceleration of
overall inflation in December 2013.
The Manila Electric Company’s (Meralco) generation charge
significantly rose by 40 percent, or PhP2.19/kWh, year-on-year in
December 2013 due to the scheduled and unscheduled power outages in
major power plants. However, the power distributor deferred to
further implement the electricity rate increase following a 60-day
temporary restraining order (TRO) issued by the Supreme Court.
Furthermore, domestic prices of petroleum products rose as world oil
prices jumped (1.4% year-on-year from -1.2% in November for Dubai
crude oil).
“This is while the peso depreciated further by 7.6 percent in
December 2013 from 5.9 percent in the previous month,” said
Balisacan.
Overall, among the Association of Southeast Asian Nations (ASEAN)-5
countries, headline inflation in December 2013 picked up in the
Philippines and Indonesia, except for Thailand. |

Employment Secretary Rosalinda Dimapilis-Baldoz, Chairman of the Abu
Dhabi Dialogue (ADD), yesterday met with Sri Lanka Minister of
Foreign Employment Promotion and Welfare Bodiyabadigue Dilan
Priyanjan Anslem Perera, Chairman of the Colombo Process, at the
Bayleaf Hotel in Intramuros, Manila, and discussed areas of mutual
concern between the member-countries of the ADD and the Colombo
Process. Minister Perera is in the country on an official visit,
accompanied by Nissanka Naomal Wijerratne, Mahalingan Somasundran,
Nanayakkara Kanaka Nishani Abeygunawardana, all of the Sri Lanka
Ministry of Foreign Employment Promotion and Welfare, and Manisha
Gunasekera, Sri Lanka's Deputy Permanent Representative to the UN
Office in Geneva. "We welcome Minister Perera to the Philippines as
the DOLE's first dignitary-visitor for the new year. As Chairman of
the Abu Dhabi Dialogue, we attach great importance to his visit and
hopes this will pave the way for greater cooperation on labor
migration between the ADD and the Colombo Process," said Baldoz,
adding: "I am very glad to note that a partner in pushing for
migration and development agenda is our first visitor in 2014."
Baldoz said Sri Lanka and the Philippines stand on a common ground
with respect to issues in migration and development which serves as
a reason why both countries need to build a stronger bilateral
relationship. "While we are both developing our human resources
toward positively contributing to economic and social development in
our respective countries through employment in the global labor
market, I appreciate that Sri Lanka is also a place of employment
for some Filipino workers," Baldoz said. There are 438 Filipinos--35
percent of whom are professionals; 5 percent are in administrative
and managerial positions; and 25 percent agricultural workers-- in
Sri Lanka, based on the 2012 DFA Report to Congress. She noted that
the thrust of the Colombo Process under Minister Perera match very
well the focused projects of the ADD under the chairmanship of the
Philippines. Under the Chairmanship of Sri Lanka, Baldoz said the
Colombo Process is focused on the following areas: (1) review of the
international qualifications recognition process; (2) promote
cheaper, faster, and safer transfer of remittances; (3) foster
ethical labor recruitment practices; (4) effective pre-departure
orientation and empowerment; and (5) promote a standard employment
contract. The Colombo Process is a conglomeration of eleven
participating states--Afghanistan, Bangladesh, China, India,
Indonesia, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand,
and Vietnam--whose aim is to provide a forum for labor-sending
countries to share experiences, lessons, and best practices on
overseas employment, consult on issues faced by overseas workers and
labor-receiving and labor-sending states, and propose practical
solutions for those problems, and optimize development benefits from
organized overseas employment and enhance dialogue with countries of
destination. On the other hand, the Abu Dhabi Dialogue, hosted by
the United Arab Emirates, brings together the members of the Colombo
Process with the Gulf Cooperation Council states, plus Yemen and two
additional countries of destination, Malaysia and Singapore, in a
forum for the discussion of new ideas and concrete activities
towards the development of a comprehensive and practical framework
for the effective management of labor migration in Asia. "The
practical focus of the ADD is on promoting the welfare and
well-being of workers, on the development of both origin and
destination countries through labor mobility, and on fostering
greater inter-governmental cooperation and collaboration, with the
active support of international and regional partners," explained
Baldoz. While in Manila, Minister Perera and party will discuss with
the officials of the Philippine Overseas Employment Administration,
Overseas Workers Welfare Administration, Professional Regulation
Commission, and the Technical Education and Skills Development
Authority four areas of Sri Lankan interest. These are (1)
pre-departure orientation; (2) process of worker qualification
recognition; (3) comprehensive information and orientation program;
and (4) promoting ethical recruitment standards. Undersecretary
Danilo Cruz, POEA Administrator Hans Leo J. Cacdac, OWWA
Administrator Carmelita Dimzon, Dr. Jose Cueto, Chairman of the
PRC's Board of Medicine, and TESDA Deputy Director General Irene

– As part of the celebration of the 117th anniversary of the
martyrdom of Dr. Jose Rizal, the Knights of Rizal, the Kababaihang
Rizalistas, and Las Damas de Rizal, together with the Philippine
Embassy in Paris, organized a walking tour of the various places
where Dr. Jose Rizal lived in Paris, France.
After a flag-raising and wreath-laying ceremony at the Embassy
grounds, the Filipino community proceeded to 65 Boulevard Arago in
the 13th arrondissement (district), where Dr. Jose Rizal briefly
stayed with Filipino painter Juan Luna. Other famous painters such
as Gauguin and Modigliani lived in the same address.
The next stops were various hotels Dr. Jose Rizal stayed in, such as
the Hotel de Paris in 37 Rue De Maubeuge in the 9th arrondissement,
as well as the building currently occupied by Hotel Aramis in 124
Rue De Rennes in the 6th arrondissement.
Another stop was the former clinic of renowned ophthalmic surgeon
Dr. Louis de Wecker in 55 Rue Du Cherche-Midi just a few steps from
Hotel Aramis. This is where Dr. Jose Rizal trained under Dr. de
Wecker for four months from November 1885 to February 1886 and where
he learned the cataract-surgery technique which he used on his
mother, Teodora Alonzo.
Last stop was Place Jose Rizal in the 9th arrondissement, located in
front of 55 Rue De Maubeuge.
Dr. Jose Rizal first arrived in France in the summer of 1883 and
ended up staying for three months before embarking on his studies in
Madrid, Spain. He later returned to train under Dr. de Wecker in
1885-1886 and then travelled to France intermittently up to 1891
when he finished writing his second novel El Filibusterismo in
Biarritz, France.
All of the stops visited above had markers erected by the National
Historic Commission in partnership with the Philippine Embassy in
Paris and the Filipino community.

– The Philippine Embassy in Beirut, Lebanon, together with the
Philippine Overseas Labor Office (POLO) and Overseas Workers Welfare
Administration (OWWA), commemorated Rizal Day last 27 December 2013.
Vice Consul Dennis John Briones, Chargé d’Affaires, a.i., led
Embassy, POLO and OWWA officers and staff, as well as Filipinos
sheltered in the Embassy’s Migrant Workers and Overseas Filpinos
Resource Center (MWOFRC) in commemorating the event. A simple flag
ceremony was held for the occasion. The celebration was also joined
by 27 Filipino repatriates transiting from Syria via Lebanon.
The event started with the singing of the national anthem “Lupang
Hinirang” led by Consular Staff Melissa Mancenido and the recitation
of the “Panunumpa sa Watawat ng Pilipinas” led by Cultural Officer
Gladys Perey and followed by a brief message by Vice Consul Briones.
Assistance-to-Nationals (ATN) officer Dexter Macaraig’s reading of
the original Spanish version of “Mi Ultimo Adios,” a poem written by
Dr. Jose P. Rizal on the eve of his execution, capped the event.

LUNGSOD NG ANTIPOLO, Rizal, Enero
6 (PIA) --Pinangunahan ng Pamahalaang Lungsod at Deparment of Education
(DepED) Division of Antipolo City ang taunang paggunita sa kaarawan ni Don Juan
Marquez Sumulong, isang, isang senador, abogado, manunulat at mananalumpati na
kinikilala ngayon bilang isa sa mga bayaning umukit sa kasaysayan ng bansa
noong Disyembre 27.
Ginanap sa Sumulong Park ang
pagdiriwang ng ika-139 na kaarawan ni Sumulong na dinaluhan ng mga opisyales ng
lungsod, mga empleyado ng City Hall, mga punungguro kapiling ang maraming
mamamayan ng lungsod.
Sinimulan ang programa sa pamamagitan
ng isang misang ginanap sa Antipolo Cathedral, na sinundan ng paghahandog ng
bulaklak sa dambana ng bayani na nasa gitna ng liwasan.
Ipinahayag ni Gng. Lourdes A. Tabuena
mula sa DepED Division of Antipolo City ang layunin ng programang
nagbibigay-parangal at pagpupugay kay Don Juan Sumulong. Binanggit niya ang mga
naging papel ni Sumulong sa kasaysayan ng bansa noong panahon ng Himagsikan at
Commonwealth bukod sa pagiging ninuno ng mga lider ng bansa tulad ni dating
pangulong Corazon Sumulong Cojuangco-Aquino at kasalukuyang Presidente Benigno
S. Aquino III.
Sa kaniyang mensahe naman ay ipinaabot
ni Mayor Jun Ynares III sa lahat na dapat tularan, isabuhay at gawing
inspirasyon ang iniwang halimbawa ni Sumulong bilang isang tapat, masigasig at
huwarang lingkod-bayan. Aniya, ito ang pinakamakabuluhang pag-alaala at
parangal sa kabayanihan ng dakilang anak ng lungsod.
Ipinabatid ni Mayor Ynares na taglay ni
Sumulong ang “katatagan ng paninindigan sa katotohanan, tibay ng paniniwala sa
potensyal at kakayahan ng kapwa Antipolenyo, at matibay na paninindigan sa
harap ng mga hadlang at pagsubok.”
Pinasalamatan ni dating Konsehal
Lorenzo Juan Sumulong III sampu ng kanilang angkan ang lahat ng mga dumalo sa
pagtitipon. Hinimok niya ang lahat na “gawing inspirasyon at pamantayan ng mga
lingkod bayan (si Don Juan Sumulong) upang lalong mapaglingkuran ng mabuti ang
publiko.”
Sa katapusan ng programa ay naghandog
ang mga mag-aaral mula sa Antipolo National High School ng isang
pagtatanghal kung saan kanilang binalik-tanaw ang makulay na buhay ni Sumulong
sa larangan ng paglilingkod sa bayan bilang isa sa mga ama ng pambansang
