Provincial Agriculturist and organic farming focal person Marlon P.
Tobias, explained to farmers that attended the recent Laguna Organic
Congress that water from artesian or deep tube wells are good for
vegetable production as compared to the chlorine-treated water. He
pointed out that chlorine kills the useful bacteria in the soil which
fertilize or enrich the soil that is necessary in growing vegetables and
plants.

PABLO CITY: About 39 students of BS Nutrition at the Institute of Human
Nutrition and Food at the College of Human Ecology of UPLB are
presently conducting a community nutrition assessment at the nine (9)
barangays in the city that started Oct. 27 until Nov. 29, 2014. The
nutrition students in coordination with barangay officials, barangay
health workers and barangay nutrition scholars are expected to plan,
organize, implement food, nutrition and health programs, projects and

CITY: Patuloy ang general services office ng pamahalaang lungsod sa

1. New DepEd Administration building inaugurated

GENERAL TRIAS, Cavite, Nov. 6 (PIA) – Municipal local officials led the inauguration of the newly constructed DepEd District 1 administration building inside the General Trias Elementary School in Barangay San Juan 1.
In a statement released by the General Trias Information Office, the construction of the building was a Public Private Partnership (PPP) between the local government and Antel Holdings (General Trias) Inc.
In his message, Mayor Antonio “Ony” A. Ferrer thanked Mrs. Felicitas Ong, president of Antel Holdings, Inc. for the continued support to the local government, to the Gentriseños in general and to the education sector in the community.
This is the third school facility constructed by the company in the town of General Trias and Congressman Luis “Jon-Jon” A. Ferrer IV who promised to continue in improving the standard of education in the municipality and throughout the district he is currently serving.

TRECE MARTIRES CITY, Cavite, Nov. 7 (PIA) -- The Cavite provincial
government through the Cavite Technical Education and Skills Development
Authority (TESDA) successfully hosted the 2nd CALABARZON Dual Training System
(DTS) Congress.Technical and Vocational Institutions (TVI's), private companies and TESDA officers from the different parts of the region participated in the event held at the General Trias Cultural Convention Center.
The one-day event emphasized the value of DTS in response to unemployment and job mismatch in the country. Under the program, TVI's and private companies work hand in hand in providing technical and skills training to individuals who wish to acquire a 2-year vocational courses.
On the other hand, the students are required to undergo a 40 percent training on TVIs and 60 percent in practical training in partner companies to develop job skills with state-of-the-art equipment, learn good work habits while earning wages.
TESDA also lobbied for tax incentives to encourage training institutions and private companies in implementing DTS, (General Trias PIO/RBF, PIA Cavite/CPG)

3. General Trias celebrates Elderly Week

TRECE MARTIRES CITY, Cavite, Nov. 7 (PIA) -- More than 1,000
senior citizens belonging to the Federation of Senior Citizens Association of
General Trias attended last week the yearly celebration of Elderly Week
initiated by the local government of General Trias.With this year theme: ““Ang Nakakatanda ay Yaman, Katuwang sa Pag-Unlad ng Bayan, Pangalagaan Kanilang Kapakanan,” senior citizens of this first class municipality were treated with singing, dancing and surprise gifts courtesy of the local government at the General Trias Cultural and Convention Center.
Attorney Romulo Macalintal, one of the guests, gave a lecture on the rights of senior citizens. He emphasized the 20 percent discount on essential goods and services, including food, medicines, and doctors’ fees the senior citizens are entitled to, including discounts on fares for land, air, and sea travel, as well as hotel stay, admission to movie houses, concerts, and leisure activities.
Mayor Antonio "Ony" A. Ferrer thanked the senior citizens on their contribution to the community and their support to his administration's programs and projects. He also urged them to be happy and have a positive outlook in life.

LAGUNA
1. Artesian well water sustains better vegetation farming, provincial agriculturist says

STA. CRUZ, Laguna, Nov. 7 (PIA) ― The artesian or deep tube wells are good sources of water for vegetation purposes compared to the chlorine-treated water, Provincial Agriculturist Marlon P. Tobias said during a lecture at the Laguna Organic Agriculture Congress held recently.
In the discussion, Tobias explained to farmers and agricultural workers that the district-supplied water, treated with chlorine kills the useful bacteria in the soil, citing that these bacteria could help fertilize or enrich the ground for plants and vegetation.
An artesian well is a pumpless water source using pipes to allow underground water that is under pressure to rise to the surface.
Meanwhile, Tobias further advised farmers to determine the type of water that should be used in seedlings propagation adding that irrigation must be properly controlled and managed.
The Laguna Organic Agriculture Congress was organized by the provincial government of Laguna through the Office of the Provincial Agriculturist aimed to boost organic farming in the province. (FSC, PIA-4A)
2. Calamba City, JICA sign MOU on FACE

CALAMBA CITY, Nov. 7 (PIA) ― The city government and Japan
International Cooperation Agency (JICA) signed recently a Memorandum of
Understanding (MOU) for the utilization of Flood Awareness and Community
Empowerment (FACE) project. The MOU which was signed by city Mayor Justin Marc Chipeco and JICA Chief Executive Officer Noriaki Nina institutes to establish a public warning systems and monitoring devices along the Laguna Lake and its tributaries located in the city.
Under the FACE project, web cameras connected to the Public Order and Safety Office will be installed in strategic places to monitor the lake and river water levels during inclement weather.
Aside from the monitoring devices, a public alarm system will be also installed in places that may possibly be affected by the sudden rise of flood waters to warn the residents if there's a need for evacuation.
In his message, Mayor Chipeco said that the FACE project would be a great help in flood monitoring and evacuation decision making during storms and typhoons.
JICA is known for providing cooperation in economic growth, poverty reduction, disaster mitigation and other development issues. The said agency also aims to promote inclusive and dynamic development to secure a better future for Filipinos. (FSC, PIA-4A)

LUNGSOD NG BATANGAS, Nob. 7 (PIA) ― May 32 katao mula sa apat
na barangay ng lungsod ang nabigyan ng mga alagang baka kamakailan sa ilalim ng
cattle-fattening project ng City Planning and Development Office (CPDO).Bawat isa ay pinagkalooban ng halagang P20, 000 na gagamitin bilang pambili ng baka sa auction market sa Padre Garcia kasama ang ilang empleyado ng CPDO.
Sa kanyang mensahe, sinabi ni Mayor Eddie B. Dimacuha na ang cattle-fattening ay isa mga priority projects ng kanyang administrasyon.
Binigyang diin ni Dimacuha na hindi kabahagi ang pamahalaang panlungsod sa kikitain ng mga benepisyaryo at ang halagang P20,000 lamang ang babayaran ng mga ito sa loob ng tatlong taon na walang interes.
Samantala, hiniling naman ng CPDO sa mga benepisyaryo na tumupad sa kasunduan ukol sa pagbabayad upang mas marami pa ang makinabang sa nabanggit na proyekto.
Sa ngayon, umabot na sa P27 milyon ang halagang ginugol ng pamahalaang lungsod para sa proyektong at mahigit sa 2,130 katao na ang nakikinabang sa programa.

QUEZON, Nob. 7 (PIA) ― Sa pangunguna ng Integrated Provincial
Health Office (IPHO), patuloy ang isinasagawang kampanya ng lokal na pamahalaan
ng lalawigang laban sa sakit na filariasis, isang uri ng parasitic infection
dulot ng kagat ng lamok.Ito ay kaugnay ng Filariasis Awareness and Mass Drug Administration Month na inilunsad ng Department of Health (DOH) katuwang ang iba't-iba pang ahensya ng gobyerno.
Bukod sa malawakang kampanya, patuloy din ang pamamahagi ng pamahalaang panlalawigan ng mga gamot na diethylcarbamazine citrate at albendazole na iminumungkahing inumin isang beses isang taon sa loob ng limang taon upang maiwasan umano ang naturang sakit.
Ayon sa paliwanag ng DOH, ang filariasis ay isang uri ng parasitic infection na may maliliit na bulate sa dugo, dulot ng kagat ng lamok. Bumabara ang mga bulateng ito sa mga kulani sa loob ng katawan, at karaniwang naaapektuhan ang mga paa at braso.
Noong 2010, idineklara ng DOH na endemic for filariasis ang lalawigan ng Quezon matapos magpositibo ang mahigit 32 residente ng mga bayan ng Alabat at Burdeos.

LUNGSOD NG TAYABAS, Quezon, Nob. 7 (PIA) ― Hindi na
mahihirapan pa ang mahigit 134 na estudyante ng Quezon Science High School
(QSHS) na naninirahan sa malalayong bayan ng lalawigang matapos pasinayaan
kamakailan ang tatlong-palapag na dormitoryong kaloob ng pamahalaang
panlalawigan.Sinabi ni Gob. David C. Suarez, sa kanyang mensahe na ito ang kasagutan sa mga problemang kinaharap ng mga mag-aaral noong nagsisimula pa lang ang QSHS.
“Kung noon ay nag-iisip tayo kung saan patutulugin ang mga bata, dati naglilipat-bahay sila mula sa ikatlong palapag ng paaralan papuntang Trade and Investment Center sa likod ng paaralan, ngayon sa pamamagitan ng bagong dormitoryong ay hindi na tayo mangangamba pa,” ani Gob. Suarez.
Ayon pa sa gobernador, may nakalaan ng pondo para sa karagdagang silid-aralan ng QSHS na itatayo sa susunod na taon. Gayundin ang karagdagang ayuda ng Quezon Power Ltd. na nagkakahalaga ng P3-milyon para sa bagong gusali ng naturang paaralan.
Inihayag din ni Suarez ang paglalaan nila ng P200,000 bilang paunang pondo sa Unang Ginang Anna Villaraza Suarez scholarship collegiate fund para sa mga estudyanteng magtatapos na makakapasok sa mga top universities tulad ng Ateneo, La Salle, UP at UST.
“Uumpisahan namin ito at mag-iikot pa ako sa mga private institutions para makalikom ng pondo para ma-develop ang scholarship na ito. Hihikayatin ko din ang Aboitiz Corp., Team Energy, Quezon Power Ltd. na magbigay din ng katulad na scholarship,” ani Gob. Suarez
Lubos naman ang pasasalamat ng mga guro, magulang at mag-aaral sa pamumuno ng pangulo ng Samahan ng mga Magulang at Guro na si Allan Elmer Merto kay Gob. Suarez sa pagpapagawa ng maganda at malaking dormitoryo. Gayundin sa patuloy na suportang ipinagkakaloob nito sa paaralan at pagmamalasakit sa mga kabataan.

Kagagaling lang po natin ng Guiuan, Eastern Samar kanina, at doon po,
personal nating kinamusta ang mga kababayan nating sinalanta ng bagyong
Yolanda. Makalipas nga po ang isang taon, nalulugod tayong makita ang mga
pagbabago sa sitwasyon ng ating mga kababayan doon. Habang inaasikaso po natin ang rehabilitasyon ng mga sinalantang komunidad, hinaharap din natin ang panibagong mga hamon sa ating bansa. Pag-usapan po natin ang Ebola virus disease. Malamang nabalitaan na po ninyo, nagkaroon ng outbreak ng sakit na ito sa West Africa. Nitong Agosto, idineklara na rin ito ng World Health Organization bilang isang Public Health Emergency of International Concern. Mayroon na rin pong naitalang mga kaso nito sa ilang mga bansa. At bilang bahagi ng pandaigdigang komunidad, anuman ang mangyari sa ibang bahagi ng mundo, maaaring maapektuhan din tayo. Tandaan lang po natin: Mayroon tayong tinatayang sampung milyong tayong kababayang naghahanapbuhay at naninirahan sa ibang bansa. Obligasyon po ng estadong pangalagaan ang ating mga kababayan, nasaan man silang panig ng daigdig. Kaya nga po, bilang ambag ng ating bansa, magkakaloob tayo ng halagang di-bababa sa isang milyong dolyar sa United Nations sa pagsisikap na maagapan ang pagkalat ng Ebola virus disease. Nang kumalat po ang MERS-Coronavirus ngayong taon sa Gitnang Silangan, at magkaroon ng banta nito sa ating bansa, wala tayong inaksayang oras upang pagbutihin ang ating sistema sa pagtugon, sakali mang makapasok ang naturang virus sa Pilipinas. Nilagdaan po natin, nabanggit ko sa inyo, ang Executive Order No. 168 na bumuo ng task force upang tutukan ang suliranin sa pagkalat ng mga sakit na maaaring magdulot ng panganib sa ating bansa. Maigting po tayong nakikipag-ugnayan sa World Health Organization ukol sa mga epektibong hakbang upang mapaghandaan at matugunan ang paglaganap ng mga nakakahawang sakit. Isama ko na rin po na nakikipag-ugnayan din tayo sa Center for Disease Control sa Amerika base sa Atlanta para nga madagdagan an gating kaalaman. Inilalatag po natin ang epektibong paraan upang masubaybayan ang exposure ng mga kababayan natin sa mga sakit, partikular na ang nasa ibang bansa upang mapauwi sila, habang pinapangalagaan ang kanilang kalusugan at ng ating kababayan dito. Kaya, nang mabalitaan natin ang pagkalat ng Ebola virus disease sa Liberia, nagpasya tayo, pabalikin na ang ating 142 nating peacekeepers na nakadestino doon. Sila po ang mga kababayan nating pinadala sa ibang lugar upang makibalikat sa pagtataguyod ng kapayapaan. Bilang Commander-in-Chief, at ama ng bansa, hindi ko ho maaatim na hayaan lang silang manatili sa lugar kung saan maaari silang mahawa ng nakamamatay na sakit. Hindi naman natin puwedeng sabihin sa kanila, “Maraming salamat sa serbisyo ninyo sa amin, pero bahala na kayo sa buhay ninyo diyan.” Hindi ho maka-Pilipino ho ‘yan. Wala naman sigurong magsasabing “Hindi ko na problema ‘yan, wala akong pakialam sa kanila.” Dahil anuman ang ating pananampalataya, tinuruan po tayong magmalasakit at ituring na kapatid ang ating kapwa. Ang pagpapabalik natin sa ating tropa mula sa Liberia ay bahagi lamang ng tungkulin ng estadong pangalagaan ang kapakanan ng mga nagmamalasakit sa bayan. Humihingi tayo ng pang-unawa sa ating mga peacekeepers, lalo na sa kanilang pamilya. Sa loob ng 21 araw, nabanggit na kanina po, hindi muna sila makakauwi sa sariling tahanan; pagbabakasyunin muna natin sila sa isang isla kung saan maaari silang mag-relax at magpahinga. Linawin ko lang po: Hindi ibig sabihin na dahil nanggaling sila sa lugar na laganap ang Ebola, taglay na rin nila ang virus. Kailangan lang po muna nating tiyaking ligtas na silang makihalubilo sa iba. Quarantine po ang tawag nga dito. Kanina po, nagkaroon ng briefing ang kasalukuyang Acting Secretary ng DOH na si Dr. Janette Loreto-Garin ukol sa Ebola virus—saka si Dr. Lyndon Lee Suy. Inilatag nila ang mga datos kaugnay sa nasabing sakit, at ang ating mga inisyatiba upang agapan ito. Bukod sa briefing, mayroon na ring information campaign ang DOH ukol dito. Nawa’y naliwanagan nito ang marami nating mga kababayan. Kung mayroon man kayong mga katanungan, bukas po lagi ang tanggapan ng ahensya upang bigyan kayo ng kaukulang sagot. Ang atin pong panawagan: Huwag nating pairalin ang takot o pangamba dahil sa kawalan o kakulangan ng kaalaman. Gaya po ng lagi, sa pagtutulungan at sama-sama nating pagkilos, mas mapapadali at mas magiging epektibo ang katuparan ng ating mga kolektibong layunin. Patuloy naman pong aarugain at papangalagaan ng estado ang Pilipino nasaan man siyang panig ng mundo, tungo sa pagtataguyod ng ligtas at masiglang bukas para sa ating bansa. Para manigurado lang po, kanina, noong pinakita ‘yung screening procedures natin, hindi lang po ‘yung mga camera, hindi lang po ‘yung personnel, pero pati na rin ‘yung dokumentong papakita sa atin, tulad ng mga pasaporte; titingnan at sisiyasatin kung gumawi kayo doon sa tatlong bansang nabanggit, or tumira kayo doon, para nga masigurado na may tsansa, miski maliit, na baka na-expose, ay hindi maging potensyal na magdudulot ng problema sa ating bansa. [Palakpakan] Kung minsan lang ho, kailangan lang ipaalala sa akin kasi kung minsan, ‘yong “maayo” naging “maupay,” [tawanan] naging “marhay.” Sa amin ho–’wag na ho ‘yong sa ‘min. Lalong gugulo ang usapan pagka sinama natin ang Kapampangan. [Tawanan] Ang bagyong Yolanda nga po ang sinasabing pinakamalakas na bagyo sa kasaysayan. Dumating ang ganitong kalakas na bagyo habang ibinabangon pa natin ang lungsod ng Zamboanga mula sa dinaanan nitong krisis, pati na ang Cebu at Bohol mula sa kadaraan lang ding lindol. Apatnapu’t apat sa ating 81 probinsiya ang tinamaan ng Yolanda, at anim na rehiyon ang malubhang sinalanta ni Yolanda; mula dito sa Guiuan hangang Coron, sinaklaw ng kanyang hagupit. Mahigit 1.47 milyon ang bilang ng pinakaapektadong mga pamilya; at nasa 1.17 milyon ang napinsalang kabahayan. Ang naitalang bilang ng pumanaw nating kababayan: 6,300. Ang nasugatan po, pumalo sa mahigit na 28,000, at nasa 1,000 naman ang hindi pa natatagpuan. Nakakalula din ang halagang inabot ng pinsalang idinulot ni Yolanda. Alam naman po ninyo: Hindi tayo mayamang bansa. Ang mga tanong na parang pumapalibot sa kaisipan noong panahong iyon: Saan tayo kukuha ng pondo para sa lahat ng gusaling kailangang ipatayo? Paano natin tutustusan ang lahat ng kailangang arugain at pakainin, at ang lahat ng kailangan ng bagong kabuhayan matapos itong tangayin ng sakuna? Paano kaya tayo babangon sa ganitong kalakas na delubyo at patong-patong na pagsubok? Kayo po mismo rito, nasaksihan ang lawak at tindi ng pinsalang hatid ng Bagyong Yolanda. Noong mga araw at linggo nga po matapos itong humagupit, malinaw sa ating may mga bagay na kailangang unahin para hindi na lalong lumala pa ang problema. Apektado halos lahat ng ating first responder, pati na ang kanilang mga kagamitan, kaya kinailangan nating dalhin ang mga hanay ng pulis, sundalo, bumbero, doktor, at mga medical professionals mula sa iba’t ibang mga lugar. Ang tanda ko nga po, itong si Mayor Sheen na nanguna sa atin na lumikas sa mga tahanan at pumunta sa mga matataas na lugar tulad ng ilang mga bundok at hills, at tiniis na lang n’ya ‘yong ulan kaysa hagupit ng storm surge. Tama ho ba ‘yang naalala ko? Buti naman ho. Hindi pa tayo ulyanin talaga. [Tawanan] Kinailangan po ng komunikasyon. ‘Yong komunikasyon naman po, siyempre, kailangan ng kuryente. Matindi ang pinsala sa geothermal plant sa Leyte kaya kinailangan magdala na rin tayo ng generator set. ‘Yong generator set naman po, kailangan ng krudo. ‘Yung krudo naman po, kailangang dalhin dito, at hindi naman madaling mai-transport ‘yan dahil hindi nga ho madaanan ang mga kalsada. Alam, po n’yo ‘yan. Ang dami talagang debris. Pati na ‘yong kawad ng kuryente, poste’t iba-iba pa. Para maipasok ang mga tao, krudo, at higit sa lahat, ang relief goods para sa agarang lingap ng mga apektado, kinailangang linisin ang mga daanan, daungan, at paliparan. Sabi nga ho ng mga writer ko noong ginagawa itong speech na ‘to, naalala nila lahat. “Alin ba uunahin natin dito sa dami-daming kailangang gawin? Mabilis na nag-mobilize ang ating mga ahensya para sa clearing operations, at para ang mga pangunahing pangangailangan tulad ng kuryente, tubig, pagkain ay maibalik agad sa abot ng ating makakaya. Mula Nobyembre 2013 lang ho, bilang halimbawa, hanggang Hulyo 2014, nakapaghandog ang gobyerno ng kabuoang 12.2 million family food packs. Makalipas nga po ang walong buwan, nakatawid na po tayo sa tinatawag na relief stage tungo sa early recovery, patungo sa rehabilitation. Tuloy-tuloy po ang ating ayuda, at ibinubuhos natin ang tulong lalo na sa pagkain para sa mga nangangailangan nating mga kababayan. Nanguna nga po dito ang DSWD sa pakikipagtulungan ng iba pang mga ahensiya, organisasyon, at volunteers sa atin pong mga repacking sites. Napakalaki nga po talaga ng hamon na kailangan nating harapin noon at hinaharap sa kasalukuyan. Isipin po ninyo, sa usapin na lang ng relief goods: Kapag nagpakain kayo sa bahay ninyo, sabihin na nating isang pamilya na kadalasan ho ay lima ang miyembro–kaya ng inang maghanda sa kanyang asawa at mga supling–dumating bigla ang mga kamag-anak mo; biglang naging sampu na ang papakainin mo. Kaya pa rin iyan. Dodoblehin lang natin itong mga recipe. Sabay natunugan ng mga kapitbahay mo na sa inyo may pagkain, eh dumamay na rin sila. Naging 15 hanggang 20 na ang papakainin mo. So siyempre ho, darating ang punto, pahirap nang pahirap. “Kaya ko bang pakainin lahat ito?” Isipin n’yo, kayo lumagay sa gobyerno. Talagang ang husay siguro ng isang tao kung mapasaya’t mabusog lahat ng darating sa kanyang tahanan. Eh tayo ho ba, ilang pamilya ang kinailangan nating sabay-sabay na mabigyan ng pagkain at agarang pangangailangan? Ulitin ko lang po: 1.47 million families. Ito pa po ang isang halimbawa: Sa larangan ng kabuhayan po, 16 milyong puno ng niyog ang tuluyang napinsala ni Yolanda. Lahat po ng ito, kailangang linisin at tanggalin sa pagkakahambalang. Ang gamit natin noong umpisa, mga chainsaw na kaya raw mag-clear ng 20 puno kada araw. Sa simula, nagkaroon po tayong 1,200 na chainsaw; kadarating lang po ng karagdagang 1,500 para mas mapabilis ang pagki-clear ng mga puno. Huwag na po nating papahingahin ang mga chainsaw pati ang mga operator; sa 365 na araw sa kada taon, ang kayang i-clear ng nauna nating 1,200 chainsaw, nasa 8.76 million na puno lang po. Siguro naman po ay malinaw na sa lahat na hindi biro pati pagki-clear ng mga trosong ito; para matamnan na ulit, para malagyan ng tinatawag nating intercrops. Kumbaga nga po sa pasyente, matapos ang sakuna, talaga pong parang nasa ICU ang mga pinakaapektadong lugar, ‘di ba? Natapos na ang operasyon pero hindi pa natin masasabing nagamot na. At nang magawa na nating lahat para siya’y ma-stabilize, naging malinaw sa ating napakarami pang kailangang gawin upang masigurong mailalabas siya ng ospital nang mas mabuti na ang kondisyon. Iyan nga po ang layunin ng ating agendang tinaguriang Build Back Better: Hindi natin hahayaang makulong tayo sa siklo ng tinatawag na “destruction, tapos reconstruction, tapos destruction ulit, tapos reconstruction ulit. Dapat ho siguro ‘yung telenovelang inulit, baka matutuwa tayo. ‘Yung sakunang paulit-ulit na puwedeng maiwasan, wala ho sigurong matutuwa na parehong dinadanas ng taumbayan, tama ho ba? Sakaling dumating muli ang matinding sakuna, hindi na dapat maulit ang pagdurusang dinanas ng ating mga kababayan. Nabigyan na dapat sila ng lakas at kaalaman bilang kalasag sa pasakit na kanilang pinagdaanan. Dapat gamitin natin ang ating natutuhan upang hindi na maulit ang ganitong kabigat na trahedya. Alam n’yo kanina, pagtingin ko po ng mga bahay–at saka alam naman po n’yo, itong mga bahay na ‘to, transitional houses, ‘no? Hindi pa ho ito ‘yung permanente. Pero maski na transitional, kung mapasukan n’yo–palagay ko naman papayag ‘yung mga may-ari nitong bahay–’yung mahigit isandaan na hindi pa ho nabigyan ng certificate, nandiyan ho ‘yung certificate n’yo. ‘Yung sa ‘tin na ho kaninang 20, seremonya pa lang ho iyon. Ngayon, pakita ho n’yo ‘yung bahay, tingnan po n’yo paano kinabit ‘yung yero dito sa mga kahoy, hindi ho pinako lang o baka vinulcaseal [Vulcaseal] lang. Talagang matindi ‘yung pagkakapit doon sa mga–paano ba sabihin iyon? May turnilyo, may bolt, may lapat. Pati ho iyong ibang mga gusaling nakita ko, sa yero, tinutupi ‘yung gilid para hindi na mapuntahan ng hangin. Iyan po ang ibig sabihin ng Build Back Better. ‘Pag ginawa natin ‘yung dati, dumating ang malakas na hangin, tangayin ulit ang bubong, pagbalik ko ho sa inyo, tarpaulin na naman ang nakakabit, ‘di ba? Dito ho, medyo mas matibay ho ito. Pero siyempre ho, hindi naman puwede nating hamunin ang kalikasan. Kung kaya natin ‘yung 250, baka ‘yung ipinadala sa atin 340. ‘Pag kinaya natin ‘yung 340, baka naman magkaroon ng 450. Importante ho, hindi katulad nung dati. Iyon ang hinahabol natin. Halimbawa nga po: Noong Miyerkules lang po, nakausap natin si Secretary Babes sa pagpupulong ng gabinete. Ipinakita n’ya po sa atin ang tinatawag na hazard mapping na ayon sa storm surge. ‘Pag dumating ang ganitong klaseng ulan at nagkaroon ng storm surge o ‘yung bagyo, gaano kataas ang alon, ano ang mga mababahang lugar–mula parte ng Leyte hanggang dito po sa Samar. Ipinakita po nito ang lawak at lubha ng pagbaha na maaaring matamo, halimbawa, sa Tacloban, sa Palo, sa Tanauan, kapag may sumalanta muling malakas na bagyo. Talaga pong matindi ang magiging pinsala nito, lalo pa’t maraming naninirahan malapit sa baybayin. May dala ba tayong, Babes, nung–kaya lang nasa iPad–’di ho natin makikita. Nasa bond paper pero makikita ho siguro ninyo ‘yung kulay man lang. O ito pala eh. [Pinakita ang mapa] Basta lahat ho ng de-kolor, babahain ‘yan. At kung papansinin ho n’yo itong taas, mas maitim ‘yung kulay, mas malala ‘yung baha. ‘Yung itaas po, nandito ‘yung airport eh. So, bago mabaha itong lahat ng looban, iyon muna. Eh ‘yung airport ho, doon la-landing si C-130. ‘Yun ang magdadala ng krudo, ng tao, et cetera. ‘Pag una ho nating ililigtas ‘yung daanan ng ligtasan, eh malabo ho yatang iwan natin dito, ‘di ba. So kailangan ho ‘yung airport–balikan ko ho ‘yung airport, pasensya na kayo. Sana marami akong sasabihin sa inyo, napapamadali tuloy ako. Ano po ba ang ating gagawin? Isa po sa pinag-aaralan–at actually, naaprobahan nang solusyon, kailangan ko na lang hong pirmahan. Hinihintay ko lang ‘yung memo nila Babes ng approval. Isang solusyon po ay ‘yung tinatawag na Tacloban-Palo-Tanauan Road Dike Project ng DPWH. May kalsada na po diyan eh. Ang konsepto po: Magpapatayo ng mga kalsadang nakaangat ng tinatayang four meters above sea level–hindi po four meters ‘yung kalsada. Four meters above sea level. So magiging natural pong, kumbaga, pader, dike itong kalsada na kung saka-sakali mang dumating ‘yung baha. So may parte ho may ilan-ilan na nakatira ‘yung mga maykaya raw po may beach resort, nandoon sila sa beach. Doon sila sa side na hindi mapoproteksyunan nitong dike. Pero ‘yung karamihan po, ililipat natin na nandoon sila sa likuran nitong dike na ito. Kapag bumuhos po ang ulan, magsisilbi ngang dike ang mga kalsadang ito, at pipigilan ang pagragasa ng tubig at malawakang pagbaha sa komunidad. Madaling salita po, kung nandoon sa baybayin, walang proteksiyon, bahain, lilikas sa evacuation center, patatayuan natin ng bahay doon sa parehong lugar, darating ‘yung susunod na baha, magigiba na naman ‘yung bahay, evacuation center, tapos tatayo na naman tayo ng bahay, wala nang nangyari sa atin niyan. Pero kung puwede nating ilikas nga sa mas siguradong lugar, para hindi na tayo paulit-ulit. Iyon po ‘yung sinasabing destruction, reconstruction, destruction, reconstruction. Hindi na ho. Gawin nating tama minsanan at pangmahabaan ang pakinabang. Oras na maipatayo po, tinatayang 27 square kilometers ang mapoprotektahan, katumbas ng 29,000 kabahayan at estruktura. Siyempre, may mga kaakibat pa po iyang dagdag na inisyatiba, tulad ng pagtatanim ng bakawan sa may baybaying dagat. Ito pong dike project na nabanggit ko sa paunang pag-aaral ng isang multilateral organization, baka umabot pa nang dalawang taon bago masimulan dati. Kaya lang mabilis si Babes, kaya nangulit siya doon sa multilateral organization na ibigay na po ‘yung plano sa ‘tin. At minabuti nga po si Secretary Singson na gobyerno na mismo ang tumutok dito upang maipatupad ito sa lalong madaling panahon. [Palakpakan] Babes, para sigurado lang. Pangako mo ba sa ‘kin dito, 2015? [Palakpakan] Hindi, uumpisahan raw po, 2015. So mga first quarter–mahaba-haba ho, 27 square kilometers, hindi lang ‘yung haba, tapos itataas mo nga lahat at least four meters above sea level. So si Babes ho, nangangako na hindi napapako ‘yan. Kaya kapag sinabi niyang first quarter ‘yan, palagay ko, hindi ho aabot doon. Dahil ngayon pa lang hinahanda ko na ‘yung puri sa kanya na “Ahead of schedule ‘yang ginawa mo.” [Palakpakan] Siyempre po, may mga pook din kung saan ipagbabawal na natin ang paninirahan o pagtatayo ng negosyo. Talaga hong kung sigurado tayong delikado ‘yang lugar na ‘yan, pananatilihin pa natin doon sa delikado, eh ‘di parang sinabi na rin natin, “Sasama na kayo sa estadistiko ng kapahamakan pagdating ng oras.” Dahil sadyang hindi nga ho maiiwasan ang matinding pagbaha sa mga ito. Nariyan din po ang pangangailangang–nabanggit ko na kanina–ilipat ang Tacloban Airport palayo sa karagatan. Taong 2008 pa lang, may pag-aaral na pong nagsasabing binabaha ang paliparang ito. ‘Di po ba bago lumipad at lumapag dito ang mga eroplano, kailangan munang hintaying mawala ang baha at linisin ang paligid ng paliparan? Ang masaklap pa, tinutunaw din ng tubig-baha ang aspalto na siyang pavement ng airport. Tuloy, nasisira ang daanan, at kita naman po ninyo ang aberyang dulot nito. Nitong tumama po ang Yolanda, kinabukasan dumating na po ‘yung Air Force sa umaga pa lang para linisin ‘yung airport. At noong hapon, naka-landing na ‘yung mga unang C130. Siyempre, mas gusto ho natin wala nang kailangang linisin. Ready na. Humupa ‘yung bagyo, nandiyan na, pa-landing na ‘yung ating mga relief. Alam po nating pagkatapos nga ng sakuna, ang paliparan ay isa sa mga dapat tuloy-tuloy ang operasyon. Kaya kailangan malayo ito sa anumang panganib. Ang magandang balita nga po, may natukoy na tayong lugar na maaaring pagtayuan ng bagong Tacloban Airport, o bagong airport na siyang mangangalaga sa inyong pangangailangan. Kailangan po ng mas masusi pang pag-aaral upang isakatuparan ito. ‘Yun bang kung haka-haka, mukhang okay na po itong lugar na ito. Pero tetestingin [testing] n’yo po ‘yong soil–marami pa hong ‘yung paano orientation ng runway, etc. Formality na ho kung tutuusin ‘yan, pero kailangan may science. Hindi puwedeng “puwede na.” Ang hanga po natin, mas mapabuti ang serbisyo nitong airport na ito para sa ating mga kababayan maski na ano ang mangyari. Ang ating bawat hakbang, kailangan pinag-aaralan, pinagpaplanuhan, at pinaghahandaan. Pero sa kabila po ng inisyatiba nating ito, malakas ang kutob ko, bukas na bukas po, mayroon pa ring hihirit: Pinapabayaan ko raw ang Tacloban. Kayo na ang bahalang kumilala kung sino ang mga magsasabi niyan. Mayroon din pong nakarating sa atin, sabi: Bigyan na lang ng P40,000 ang bawat pamilya kaysa gawin ang ganitong mga pangmatagalang solusyon. Tanong ko po sa inyo: Tama bang magpapogi na lang ako. abutan na lang natin lahat ng pamilya. ‘Yung gagastusin natin sa lahat nitong mga proyektong ito, “Ito cash, bahala ka na sa buhay mo.” Ano ba ang mangyayari? Siyempre, pagtapos ng kuwarenta mil, wala na tayong sasagutin. Gaano katagal kaya tatagal ‘yung kuwarenta mil sa pagpapakain, pagpapaaral, lahat ng gastusin ng isang pamilya? At pagkatapos po no’n, pagdating ng bagyo, walang nagbago; siyempre ‘yung resulta ho, hindi rin magbabago. So balik na naman tayong sa walang pangmatagalang solusyon. Pero siyempre, may mga iba, eh nauudyok nila kababayan natin, sasabihin, “Ang damot, ang kuripot. Ibigay na lang sa atin ito. Alis na tayo. Mas mabilis pa, etc.” Bahala na ho kayo sa kanila sa darating na eleksyon, na ‘yung mga nanloloko sa inyo, baka pabigyan pa natin ng pagkakataon. So, ulit, kung bibigyan nga natin bawat isang pamilya [ng] [P]40,000, 1.47 milyon na kabahayan, bawat pamilya bibigyan natin, aabot po ng P58.8 billion ang pondong kakailanganin. Sa totoo po, mas madali na ‘yung 58.8 na bunuin ng gobyerno, kaysa ‘yung 85. Mga 85 bilyon na kailangan namin punuin para sa 2015 para matapos lahat ng kailangan nating gawin. Kung ako po–para sabihin ko lang may ginawa ako–gawin na natin ‘tong 58. Mas madali maabot ‘yon kaysa 80. Pero sa dulo po no’n, pagdating ng bagyo, ako po may konsensiya. Napinsala na naman kayo na puwede na iwasan, hindi ko mahaharap ang sarili ko. ‘Di ko rin ho mahaharap ang mga magulang ko. Kaya dito na, sige, murahin na n’yo ako, batikusin na n’yo ako, pero palagay ko dapat ang gawain natin tama. ‘Di naman po maatim ng konsensya kong pabayaan na lang kayo. Hayaang maulit-ulit muli ang trahedya at sabihing tapos na ang trabaho ko sa inyo. Kayo ang mga Boss ko, hinding-hindi ko po ‘yan masisikmurang gawin. Sa bawat pagkakataon po ng ating pagdedesisyon, konsensya, obligasyon, at totoong serbisyo pa rin ang pinaiiral natin. Para naman sa mga walang sawa pa ring binabatikos ang ating bawat kilos, ipagpapasadiyos ko na lang po sila. Baka naman dumating ang araw, pagkalooban sila ng dagdag na kaalaman at kabutihang-loob ng Poong Maykapal na sila na po ay tumino. [Palakpakan] Gaya po ninyo, naiinip din ako. Pero kailangan po nating idiin: Hindi puwedeng daanin sa bara-bara ang ating Build Back Better; hindi naitatayo ang mga gusali at mga kabahayan o nailalatag ang mga kalsada nang isang tulog lang. Ang nakakadismaya nga po, may mga nagsasabi basta’t mailagay lang ang imprastruktura kung saan may makita silang espasyo, puwede na. Para bang ‘yun lang ang dapat intindihin. Ang mahalaga, may malinaw tayong mga target, may malinaw na plano upang marating ang mga target na ito. Dumako naman tayo sa mahahandog nating programang pangkabuhayan para sa ating livelihood assistance ng DOLE. Sa target nilang 44,778 katao, 33,338 na po ang nabigyan, samantalang 11,440 ang kabuoan sa kanila ang kasalukuyang tinutulungan. Mula Nobyembre 2013 hanggang Setyembre 2014 nagtala naman tayo ng 90,226 na benepisyaryo ng Cash for Work Program ng DSWD. Sa TESDA naman po, target natin ang 24,535 na katao na mapasailalim ng Vocational Educational Technical Skills Training and Capacity Development. Ngayong taon, 12,843 na ang nakatapos samantalang 2,692 na lang ang kasalukuyang nagsasanay. Sa 2015, layon pa nating magsagawa ng panibagong training para sa 24,465 katao, at 26,915 naman po sa taong 2016. Sumatotal, 75,915 sa ating mga kababayan pagkatapos ng kanilang pagsasanay, ay may sapat nang kakayahang maitaguyod ang sarili at ang kanilang mga pamilya. Para naman po sa sektor ng agrikultura, sa atin pong magsasaka, tuloy-tuloy po ang ating suporta, mula sa pamimigay ng libo-libong mga binhi, fertilizer, mga gamit pansaka, hanggang sa pagbibigay sa kanila ng ibayong kaalaman at pagsasanay. Doble kayod po ang pamahalaan upang mapalago ang kanilang ani at kita. Nariyan din ang tulong natin sa ating mga mangingisda. Sa target pong 33,432 bangkang papalitan o ipagagawa, ang nakumpleto na raw po ay 30,186, at ongoing na rin po ang pag-aasikaso sa nalalabi pang 3,246 na bangka. Dito nga po sa Guiuan, natanong ko si Mayor Sheen kanina, nakaloob na raw po ang 2,500 na bagong bangka. Tama ho ba yon? [Palakpakan] Kasi kung hindi ho tama ‘yon, babalikan ko si Procy Alcala mamayang hapon. Hahanapin ko ‘yung mga bangkang ito. [Tawanan] ‘Di, parang ipinadala ‘to eh. Anyway, ayon nga po kay Bro. Armin, binago na po ang disenyo ng mga paaralang ating ipinapagawa at talagang sinisiguro na mas ligtas ang lugar na pagtatayuan ng mga ito. Siyempre, ‘yung mga komunidad na ililikas natin, hindi na isasama eskuwelahan nila. Iiwan ‘yun. Kailangan ng panibagong eskuwelahan. ‘Yun po ginagawa o gagawin na. Ang good news po: Lahat ng silid-aralan na pinondohan ng pamahalaan, ay matatapos na pagdating ng Hunyo ng taong susunod, 2015. [Palakpakan] Pero Bro. Ang CHED naman, mayroong assistance and scholarship grants sa mga mag-aaral natin sa kolehiyo. Ngayong taon, meron pong 45,045 students na kailangan ng tulong upang matustusan ang pag-aaral sa higher education. Ang report sa atin, nakakapasok pong silang lahat dahil sa suportang kaloob ng CHED. Ang kabuuang bilang ng target nating bigyan ng scholarship grants hanggang 2016 ay hindi bababa po sa 135,000. Tuloy-tuloy pa rin ang pangangalaga natin sa kalusugan ng mga apektadong komunidad, lalo na sa mga ina at kabataan. Kasalukuyan na po tayong nagpapatayo at nagsasaayos ng karagdagang 280 government health facilities, kabilang na ang mga government hospitals, rural health units, at barangay health stations. Nagpakitang-gilas din po ang ating DILG sa konstruksiyon ng mga munisipyo, civic centers, palengke, upang mapabilis at mapasigla muli ang daloy ng komersiyo at serbisyo sa mga komunidad. [Palakpakan] Eighty eight percent na raw po ang accomplishment ni Secretary Roxas, eh may dalawang buwan pang natitira. [Tawanan] Hindi na pala, isang buwan at tatlong linggo. Palagay ko, tatlong linggo lang ang kailangan ni Secretary Roxas diyan. [Palakpakan] Hindi rin po matatawaran ang suporta at pagkakaisa na ipinakita ng pribadong sektor para sa ating mga nasalantang kababayan. Ayon po sa tala, sa lahat ng mga nasalantang komunidad: 480 tahanan na ang kanilang nakumpleto ng pribadong sektor. Lampas 7,000 pa ang kasalukuyang ipinapatayo. Pagdating sa kabuhayan: Mahigit sa 1 milyon na ang bilang ng mga indibidwal na nahandugan ng business loan assistance, at tinatayang 190,000 na rin ang nakatanggap ng livelihood kits. Sigurado akong marami ring mag-aaral ang napasigla sa naipatayo nang 375 na classroom, at nakumpuning 462 silid-aralan. Ilan lamang po ito sa mahabang listahan. Sumatotal, umabot na sa P12.98 bilyon ang naiambag ng pribadong sektor pagdating sa imprastruktura, serbisyong panlipunan, kabahayan, at programang pangkabuhayan. Kaya naman, sa ngalan ng bawat kababayan nating natulungan ng mga kompanya’t industriya: Maraming, maraming salamat po sa inyo. [Palakpakan] Ipinararamdam ninyo na talagang hindi tayo nag-iisa sa pagsusulong ng buong bansa. Para maging malinaw po ang landas na ating tatahakin, nagbuo tayo ng tinatawag nating Yolanda Comprehensive Rehabilitation and Recovery Plan. Ang nilalaman po nito: Detalyadong plano para sa implementasyon ng mga panandalian at pangmatagalang mga proyekto’t programa mula 2014 hanggang 2016. Nakatutok ito sa ilang prayoridad na aspeto: Una siyempre, imprastruktura, na masisiguro sa tuloy-tuloy na pagyabong ng ekonomiya sa mga apektadong komunidad. Pangalawa, tirahang hindi lang kumpleto sa mga pangunahing pangangailangan, ngunit at pinakaimportante, malayo rin sa peligro. Pangatlo, kabuhayan, komersiyo, at negosyo. Panghuli, ang pagbibigay-lakas at kakayahan sa mga komunidad na mas maging handa at matibay sa anumang sakunang magdaan. Mulat po tayo na hindi magiging madali ang ganap na pagsasakatuparang ito. Unang hakbang nga po rito ang inisyal na pag-aaral ng lokal na gobyerno sa lawak at saklaw ng proyekto sa kanilang nasasakupan upang epektibong isakatuparan ang plano. Nabanggit nga ni Sheen kanina, kung sino ang unang handa sa kanilang mga plano, unang matutulungan. [Palakpakan] Handa ho ‘tong mayor niyo, at akala ko naligaw na ako kanina dahil hindi ko nakilala ‘yong Guiuan. Ibang-iba nitong Guiuan dinatnan ko noong una, ano. [Palakpakan] Hindi ho ba? ‘Yung bahay na may bubong, puro tarpaulin. At ‘yung tarpaulin kalahati pa. Eh ngayon ho, ang kikintab ng yero n’yo. Baka naman kinabit kahapon lang ‘yan. [Tawanan] Ngayon po, ang naging problema naman ay hindi lahat kasinggaling ng ating butihing mayor. Hindi pala lahat ng municipal engineers ay kuwalipikadong structural engineer. Eh mga structures ho ‘to, siya gagawa ng plano, ‘di pala niya kakayanin. Kaya naman po, nagpadala pa tayo, una naghanap, nagpadala. ‘Yung lampas sa mga tauhan ng DPWH, sila rin naghanap ng dagdag na structural engineers, para lang masimulan at tulungang matapos ang mga plano. At siya po kailangan rin para maka-access tayo ng calamity funds at iba pa. Nabuo ang planong ito nang may masusing konsultasyon at consensus kasama na ang ating mga LGU. Sa kalkulasyon, mahigit P167 bilyong pa ang kakailanganing pondo para maisakatuparan ang ating mga layunin sa ilalim ng CRRP. Sa kabila nga po ng ating mga plano, malinaw pa rin na isa sa mga pinakamahalagang sangkap ay ang pakikiambag ng ating mga kababayan, kabilang na ang mga mismong nasalanta. Dito sa Guiuan, nakita natin kung paanong nakilahok ang mga LGU, mamamayan, mga komunidad, mga CSO, at pribadong sektor upang epektibong maihatid sa nangangailangan ang suporta mula sa probinsiya at sa pambansang pamahalaan, pati na rin ang mga kabalikat natin mula sa ibang panig ng daigdig. Salamat po sa inyong lahat. [Palakpakan] Anumang narating natin ngayon ay talaga namang naabot dahil sa malasakit at pakikilahok ng napakaraming tao at institusyon. Kaya naman nagpapasalamat ang ating butihing Mayor Sheen. Sabi nga ni Mar, “Hindi kami, kayo.” [Palakpakan] Eh may kanta naman ho, “Kayo, kami, tayong lahat, magkakapatid.” Kaya dapat nagtutulungan ho tayo talaga. Huwag n’yo na ho akong pakantahin dahil maganda ang klima ngayon. [Tawanan] Sayang naman. Nagpapasalamat po tayo sa mga pagkilalang natatanggap natin sa ginagawa nating rehabilitasyon. Bigyan ko ho kayo ng ilang mga halimbawa. Sabi nga po ni Peter Agnew, senior official ng UN Food and Agriculture Organization in Tacloban, “If this had happened in some other countries in the region, the recovery would certainly not be like this.” Para naman kay kagalang-galang Stephen Groff, ADB Vice President on East Asia, Southeast Asia and the Pacific, “Despite challenges, rehabilitation efforts in Eastern Visayas were even ‘moving faster’ than what was seen during the earthquake and tsunami that struck Aceh in Indonesia, ten years ago.” Ayon naman kay Luiza Carvalho, outgoing UN Resident Humanitarian Coordinator, “So comparing to other experiences, we can say that the Philippines is in a satisfactory, very positive path. Considering the size of the event, the path of the response is very satisfactory.” Sa laki nga po ng naiambag ng ating mga katuwang mula sa iba’t ibang panig ng mundo upang maabot natin ang antas ng pagbangon na ito, makatuwiran lang po talagang paghusayan pa natin at gawing masinsin ang pagdokumento ng ating mga estratehiya at proseso. Alam naman po natin ang panganib na kinakaharap ng sangkatauhan dahil sa tinatawag na global climate change. Marapat lang na anuman ang natutuhan natin ay maitala nang masinop, upang sakaling may ganitong sakunang tumama sa ibang panig, ay maibahagi natin ang ating kaalaman. Mahaba na nga po ang listahan ng ating nagawa, pero marami pa pong natitira. Sa dami po nito, pakiramdam ko, anumang hakbang natin pasulong ay para bang hindi lumalapit ang abot-tanaw. Sa tuwing makakakuha ako ng update ukol sa Yolanda, anumang proyekto o programa ang matupad natin, para bang hindi nababawasan ang ating to-do list. Bukod pa rito, tila ba walang kapaguran ang mga bumabatikos sa atin, na hindi na nga nag-aabalang tingnan kung tama pa ba ang kanilang ipinapakalat na balita. Pero sa mga ganitong pagkakataong nabibisita ko ang mga lugar na apektado ng sakuna; kapag lumilingon ako sa pinanggalingan natin at tinitingnan ang ating narating na, talaga naman pong lalong lumilinaw sa akin: Nangyayari ang pagbabago. Nangyayari ang pagbangon. Sa kabila ng bawat pagsubok na kinakailangan nating harapin, napatunayan nating ang pinakamainam na gawin ay simulan ang dapat masimulan, ilagay ang kaliwang paa sa harap ng kanan, at magpatuloy lamang sa paghakbang. Sa ganitong paraan, nagawa nating pagtulungang lampasan ang mga pagsubok na dala ni Yolanda. At tiyak ko po, basta’t patuloy ang ating pakikibalikat sa isa’t isa, basta’t patuloy ang pagtahak natin dito sa tuwid na landas, at basta’t patuloy ang ating matibay na pananalig sa Poong Maykapal, hindi lang natin maaabot ang ating mga pinangarap, malalampasan pa natin ang mga ito. Prominent International organizations have spoken positively
about the efforts being undertaken by the Philippine Government
to restore normalcy in areas hit by Typhoon Yolanda, the world’s
strongest cyclone in 2013. On November 3, the Asian Development Bank (ADB) said that they are impressed with efforts to rehabilitate communities hit by ‘Yolanda’. “Despite challenges, rehabilitation efforts in Eastern Visayas were even moving faster than what was seen during the earthquake and tsunami that struck Aceh, Indonesia, 10 years ago,” ADB Vice President on East Asia, Southeast Asia and the Pacific Stephen Groff. Groff added that they expect reconstruction in ‘Yolanda’-affected areas to take four to five years – the usual amount of time it takes for areas in similar situations to recover. On the other hand, Luisa Carvalho, the United Nations resident humanitarian coordinator, said that the Philippine Government had to respond to the needs of 10 million Filipinos displaced by both man-made and natural disasters in 2013. “So comparing to other experiences, we can say that the Philippines is in a satisfactory, very positive path. Considering the size of the event, the path of the response is very satisfactory,” Carvalho said. Carvalho added that the UN country team released its final monitoring report on ‘Yolanda’ response and recovery efforts in August, three months ahead of schedule, both because significant progress had already been made out of the Strategic Response Plan, and in response to the government’s decision to shift fully from relief to recovery. Likewise, Peter Agnew, a senior official of the United Nations Food and Agriculture Organization in Tacloban also told a news agency, “If this had happened in some other countries in the region, the recovery would certainly not be like this.” Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman said that these positive remarks “will definitely boost the morale of all rehabilitation workers especially the volunteers and government workers.” “The task of rebuilding is indeed a challenge but with the private sector, our partner non-government and international humanitarian organizations, and the survivors themselves working together, we have no doubt that the areas devastated by ‘Yolanda’ will rise again,” Sec. Soliman added. |

DBP signed recently a Memorandum of Agreement (MOA) for the
development of a palm oil plantation and oil mill in Kalilangan,
Bukidnon under its Tree Plantation Financing and Sustainable
Agri-Business Financing Programs. The project, which is being undertaken in partnership with the Bali Oil Palm Produce Corporation (BOPPC) and Kalilangan Oil Palm Growers Association (KOPGA), involves the development of 3,000 hectares of palm oil plantation and the establishment of a 30-ton per hour oil mill in Kalilangan, Bukidnon. Under the MOA, DBP will lend P80-million to KOPGA for the planting and development of an initial 800 hectares of the oil palm plantation. The project may be expanded to include the additional 2,200 hectares with estimated project cost of P220-million. KOPGA will provide the necessary manpower requirement for the project and implement oil palm farming technology prescribed by the BOPPC. KOPGA will also deliver fresh fruit bunches (FFB) harvest to BOPPC, which will have the exclusive right to buy the FFB. BOPPC, meanwhile, will conduct capability training and seminar and provide technical assistance to KOPGA for free. It will also provide the necessary agricultural inputs like fertilizer and pesticide at reasonable price and seedlings for the plantation. |

Ombudsman Conchita Carpio Morales ordered the filing of
informations for Malversation and violation of Section 3(e) of
Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act)
against a former judge and a former clerk of court of the
Municipal Trial Court (MTC) in Koronadal City. In an Order issued on 24 October 2014, Ombudsman Morales affirmed the finding of probable cause against former Presiding Judge Agustin Sardido and former Clerk of Court Normandie Ines. The charges stemmed from the financial and judicial audit conducted on the records and books of account of the MTC wherein shortages were discovered in the Judiciary Development Fund, Clerk of Court General Fund and Fiduciary Fund totaling P1.07 million. During investigation, Sardido admitted borrowing money from the funds amounting to P582,500.00 to pay for the education of his children and a second-hand vehicle. The Order stated that “Ines and Sardido conspired with each other in the embezzlement of the posted Cash Bonds as Fiduciary Fund from September 21, 1993 to September 30, 2001 in the total sum of P955,026.00” with Ines deliberately failing to “issue official receipts on the posted Cash Bonds in different cases in the total amount of P460,200.00 and Sardido willfully approving such posted Cash Bonds without Official Receipt issued.” Ombudsman Morales emphasized that “payment, reimbursement, restitution or indemnification of the amount malversed will not in any way exonerate an accused since they are not among those circumstances for extinction of criminal liability.” In the related administrative case, Judge Sardido was dismissed from service by the Supreme Court. |

Tacloban Airport Projects Near Completion, Terminal Building
Refurbished Less than one year since Typhoon Yolanda ravaged the country’s belt from the Eastern Visayas to Northern Palawan, the Department of Transportation and Communications (DOTC), the Civil Aviation Authority of the Philippines (CAAP), and the Philippine Ports Authority (PPA) have completed several key rehabilitation projects of various airports and seaports to help regain normalcy in the affected regions. “In the wake of Typhoon Yolanda, we saw that the resilience of the Filipino people is truly remarkable. To speed up recovery in the affected regions, transportation agencies have completed 3 airport and 14 seaport rehabilitation projects, in order to support the victims in their livelihood requirements and in the delivery of their basic needs,” said DOTC Secretary Jun Abaya. Tacloban Airport was one of the most damaged transport facilities following the typhoon, but it now boasts of a refurbished passenger terminal building (PTB) with new floors and ceilings, walls, windows and doors, finishings, and other furniture. New safety and security equipment such as four (4) x-ray machines and 4 walk-through metal detectors have also been installed. The airport’s Administration and Project Management Office (PMO) buildings have also been rehabilitated, whilethe fire station and perimeter fence reconstruction is ongoing. Asphalt overlaying of Tacloban Airport’s runway is currently being undertaken, which is why operations arenow limited to small aircrafts.Despite being subject to rains and inclement weather, however, government is expediting these works in order to accommodate large aircrafts by January 2015. These Tacloban Airport improvements are being implemented in the amount of P 43.65 million. Kalibo, Roxas, Busuanga Airports Fully Rehabilitated Meanwhile, three (3) other badly-hit airports have already been completely rehabilitated. These are: the Kalibo International Airport, which was completed last April; the Roxas Airport, completed last June; and the Busuanga Airport, which was fully rehabilitated just last month. The Kalibo and Busuanga airports cater to tourists visiting the country’s renowned beaches, while the Roxas airport serves over 200,000 passengers per year as a main gateway to the whole island of Panay. Completed Port Projects In terms of maritime projects, fourteen (14) ports have also been completely rehabilitated in the total amount of P 41.2 million. These entailed civil works such as the construction of access roads and storage facilities, and the rehabilitation of causeways and seawalls. The fully-rehabilitated ports are the following: · Port of Naval in Biliran · The Ports of Danao, San Carlos, and Pulupandan in Negros Occidental · The Ports of Coron, Culion, Cuyo, and El Nido in Palawan · Port of Matnog in Sorsogon · The Ports of Legazpi, Tabaco, and Pasacao in Albay · Port of Maasin in Southern Leyte · Sta. Fe Port in Bantayan, Cebu More Projects in the Pipeline Apart from the improvements above, CAAP also has ongoing rehabilitation works for the Ormoc andGuiuan Airports. The DOTC and PPA have forty-four (44) more port rehabilitation projects which are either ongoing or in the pipeline. The Cebu Ports Authority has one (1) remaining project for Poro Port, and the Philippine Coast Guard has fourteen (14) projects lined up. Two (2) Land Transportation Office buildings are also currently being rehabilitated in Naval and Ormoc, while three (3) others will follow in Carigara, Palompon, and Tacloban. Lastly, the Tacloban office of the Land Transportation Franchising and Regulatory Board is also set to be rehabilitated. |

Government Service Insurance System (GSIS) President and General
Manager Robert G. Vergara announced that the pension fund is now
accepting emergency loan applications from members in two areas
affected by flash floods in Mindanao last August and September. Active GSIS members working or residing in the calamity-declared areas of Kiamba, Sarangani Province and Kidapawan City, Cotabato are eligible to apply. The deadline for application is on November 5, 2014. "We have enhanced the emergency loan program for members as we cannot tell when and how often a calamity will strike", Vergara said. Vergara explained that for members with existing emergency loan, the GSIS raised the maximum loanable amount to P40,000 which is twice as much as the previous credit limit of P20,000. The increase in the loan ceiling will enable borrowers with outstanding balance in their emergency loan account to take home a considerable amount. Moreover, these members may now renew their emergency loan account even without paying the previously required 12-monthly amortization in their existing account. On the other hand, first-time emergency loan applicants may borrow up to P20,000. To qualify, members must not be on leave of absence without pay; have no arrears in the payment of mandatory monthly contributions; and have no loans that are declared in default. The emergency loan has a 6% interest per annum payable in 36 monthly installments. The first amortization for the loan is deducted from the borrower's salary three months after the loan was granted. Interested members may apply through the GSIS Wireless Automated Processing System (GWAPS) kiosks in GSIS offices, provincial capitols, city halls, selected municipal offices, large government agencies such as the Department of Education, and selected Robinsons Malls. GSIS General Santos and Kidapawan Branch Offices are also open from Monday to Sunday from 8 a.m. to 5 p.m. to accept over-the-counter applications. On our part, we had to ensure there were enough funds to support the rescue and reconstruction efforts and that these funds were released as quickly as possible.” The amount of P52 billion was sourced from the following: the 2012 Calamity Fund and Continuing Appropriations, the 2013 National Budget, the 2013 Calamity Fund and Continuing Appropriations, the P14.6B Supplemental Appropriations, the 2014 National Disaster Risk Reduction and Management Fund (NDRRMF), the 2014 National Budget, and the Rehabilitation and Reconstruction Program, among other sources. “Though a lot of work still needs to be done in helping the Yolanda victims, we are on the right track with President Aquino recently signing the P167.9-billion rehabilitation master plan. This is our commitment to help the Yolanda-affected cities and municipalities not only to rebuild but to build back better,” said Abad. Yolanda, recorded as the strongest typhoon in recent history, had swept through the Philippines on November 2013. With a speed of more than 300 km/h, the supertyphoon caused massive destruction in Regions IV, V, VI, VII, VIII, and Caraga. According to the DSWD, it affected almost 1.47 million families with 918,261 displaced from their homes. The overall number of reported damaged houses was 1.17 million. |

Department of Social Welfare and Development (DSWD) Secretary
Corazon Juliano-Soliman vowed that all efforts are being exerted
so that by December 30, none of the remaining survivors in all
Yolanda-affected areas would be staying in tents and makeshifts. In June 2014, there were still 3,219 families staying in tents and makeshift houses in Leyte and Samar. Now, majority of them have already been moved to safer transitional shelters. Last week, Sec. Soliman visited Barangays 88, 89, and 90 in Tacloban City to check on the condition of families staying in tents. During her visit, Sec. Soliman consulted the Chairmen of said barangays to discuss the residents’ transfer to transitional shelters. DSWD in partnership with the International Organization for Migration (IOM) has been relocating the 138 families in Brgy. 88, in batches, to IPI and NHA bunkhouse communities, Badato Transitional Site, and to Villa Sophia Permanent Relocation Site. The transfers were done on October 30 and November 3. The last batch will be brought tomorrow,November 8. On the other hand, there are still 257 families staying in tents in Brgys 89 and 90. These families will be transferred to their on-site bunkhouses constructed by OXFAM and Green Mindanao by November 30. Meanwhile, Sec. Soliman reported that there are no more families staying in tents in Giuian, Eastern Samar. The 132 families who were previously in the tent city have been transferred to temporary shelters in Brgy. Getty Hollywood in Cogon. Emilia Orgando’s family was among those who have recently moved to their new temporary shelter. “Mas ligtas na kami sa kapahamakan dahil may ligtas na bahay na kami. Salamat sa tugon ng gobyerno (We are safer now because already have a house. Thanks to the response of the government),” she shared. DSWD provided ‘pabaon packs’ to the families comprising of 25 kilos of rice, 6 canned goods, 8 cereal drinks, 6 sachets of coffee, and family and hygiene kits. |

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz
has commended the winners of the DOLE’s 9th Gawad Kaligtasan at
Kalusugan (GKK), saying they exemplify the new breed of
establishments that are always mindful of the health and safety
of their workers. Speaking at the awarding of winners of the 9th GKK of the DOLE’s Occupational Safety and Health Center (OSHC) in Quezon City, Baldoz said that by winning the GKK, the winners have made a huge investment in the welfare and protection of Filipino workers, and have set themselves as examples of excellence in OSH. “The DOLE celebrates the advances in OSH that it achieves every time the GKK is held,” she said, noting this was the first time that GKK nominees were required to submit their Certificates of Compliance with general labor standards and occupational safety and health as part of the requirement for nominees to the Awards. The GKK is one of the five seals of good housekeeping under the DOLE Incentivizing Compliance Program which aims to encourage companies to voluntarily comply with general labor laws and occupational safety and health standards. It is a biennial award given by the DOLE through the OSHC to companies and individuals with outstanding occupational safety and health practices, programs, innovations, and contributions. “This year’s winners are really the best of the best. They have raised the bar higher for OSH programs and practices and have gone from compliance to innovation. I believe this will encourage others to follow-suit. I hope you will be able to share your best practices to other establishments,” said Baldoz. The labor and employment chief noted that most of the winners of the 2014 GKK are from highly hazardous industries such as the energy and manufacturing sectors. “We are giving much attention and priority to highly hazardous jobs, such as those in the maritime, construction, and mining because we believe that no life is worth risking in any industry and in any workplace,” she said. She further explained that the DOLE puts much premium on prevention programs, such as OSH education, information dissemination, and service delivery, specially for vulnerable workers. Baldoz emphasized the need to prioritize highly hazardous jobs, such as those in the maritime, construction, and mining industries, in the DOLE’s occupational safety and health prevention programs to ensure that all workers are provided with the optimum safeguards to ensure their safety, health, and welfare. “The increase in the number of awardees in the highly hazardous industries is an undeniable proof that these industries continue to be vigilant in ensuring that their workplaces and workers are safe and healthy,” she said. | Labor and Employment Secretary Rosalinda Dimapilis-Baldoz has lauded the efforts of the Manila Economic and Cultural Office (MECO) Labor Centers in Taiwan in enhancing the protection of overseas Filipino workers in that country through worker-protective policy reforms. “Given the evolution of Taiwanese labor policies for migrant workers our MECO Labor Centers in Taipei, Taichung, and Kaohshiung have been working hard to implement worker-protective mechanisms, as well as training and skills development programs to provide migrant workers options and leverages to improve their choices for their future,” said Baldoz. Baldoz’s commendation came after Undersecretary Reydeluz D. Conferido reported that although the labor market in Taiwan provides better work opportunities for overseas Filipino workers, the MECO Labor Centers still receive complaints, particularly on excessive placement and other fees collected from workers applying for jobs in the said country. “Realizing the various aspects and dynamics of recruitment practices in Taiwan, the MECO Labor Centers employ various policy responses to address the situation. These includes the establishment of open communication channel with Taiwan’s Ministry of Labor and the institution of mechanisms through which OFWs can access information about their rights, redress of grievances, and protection from abuse,” Baldoz explained. In his report, Conferido, who was coordinating labor representative of the MECO Labor Centers, before he was appointed undersecretary, summarized the policy responses as follows: promotion of Special Hiring Program for Taiwan (SHPT), the government-mediated, direct hiring system that provides hiring option that do not use a broker or recruiter, thereby reducing costs of recruitment and deployment for both workers and employers; linkages with various non-government organization, faith-based organizations, community organizations, and representatives from labor-sending countries to articulate issues and options for reforms; partnership with the Ministry of Justice Investigation Bureau of Taiwan and local brigades of the Ministry of Interior to build-up human trafficking cases against operators of systematic recruitment and lending and collection of excessive fees schemes to discourage illegal practices; and awareness-raising on inherent and bargaining leverages of Philippine Recruitment Agencies to improve businesses by implementing the Philippine Overseas Employment Administration’s policy on the maintenance of foreign recruitment agencies of two PRAs at any given time. Conferido also reported that the MECO Labor Centers have instituted one-on-one interviews with representatives of Taiwanese brokers to explain labor policies on illegal recruitment; suspension of documentary processing of agencies, brokers, and employers who do not respond to workers’ complaints; and continuous education of Filipino workers on their rights and obligations. “The MECO Labor Centers have been relentless in bringing up the challenges for reform to the Taiwanese government, so that Filipino migrant workers may enjoy fair, more transparent, and sustainable terms and conditions of employement, and so that Taiwan could be a model for other labor receiving countries,” said Conferido in his report. By helping create an environment conducive to labor reforms, Conferido said OFWs have benefitted, such as in terms of increased minimum wages from NT$17,880 (P26,371.03) in 2011; to NT$18,780 (P27,698.43) in 2013; to NT$19,047 (P28,092.23) in 2013; and NT$19,273 (P28,425.55) in 2014. The MECO Labor Centers also facilitated the return of the excess placement collections amounting to NT$23.96 million (P35.34 million) in 2012; NT$29.18 million (P43 million) in 2012; and NT$104 million (P153.39 million) in 2013 to OFWs. The Department of Trade and Industry (DTI), as the chair of
livelihood and economic opportunity cluster, conducts livelihood
interventions for the evacuees while they are still in the
evacuation centers. DTI also facilitates and coordinates
projects with partners, NGOs, and other government agencies. The
cluster approach to disaster management was an initiative coming
from Governor Joey Salceda and put into practice through
Executive Order no. 2014-11. The livelihood intervention is seen to transform the idle times of people in the evacuation center into an economic and income-generating opportunity and hopefully, provide additional income for the family. There were a total of 24 individuals provided with skills training on coco-coir Twining conducted at San Antonio, Tabaco City Evacuation Center on 27 September 2014. There were 24 participants coming from Brgy Magapo, Brgy. Uson, and Brgy. Isidro. All these three barangays are within the permanent danger zone and were affected and evacuated due to mayon Volcano’s restlessness. Immediate outcome were: provision of 24 sets of coco-coir twining machines to participant-women, direct market match-up with a coco-coir firm in Malinao for provision of raw materials, and at the same time as buyer of their output. DTI-5 Regional Director Jocelyn L.B. Blanco has ensured the continuation of the Livelihood Caravan in all evacuation centers. The activities lined up include fashion accessories training, dimsum making, coco-coir twining, handicrafts production, crochet, braiding and karagumoy weaving. Target evacuation centers are those located in Tabaco, Sto. Domingo, Daraga, Camalig, Guinobatan, and Ligao. Likewise, DTI partnership with PhilExport, shall implement the “Earn While You Learn Program”. DTI and the exporters group shall provide the skills training, raw materials and market access for the evacuees. |

After the Department of Health (DOH) and the Armed Forces of the
Philippines (AFP) recently announced their preparations against
an Ebola infection in the Philippines, the Department of the
Interior and Local Government (DILG) called on all local chief
executives to stay calm but be prepared for any possibility. “Mabuti nang lagi tayong handa, laging alisto sa anomang posibilidad kaysa magsisi tayo sa huli (It’s better to be prepared for any possibility than be sorry in the end.)," Roxas remarked. AFP has previously announced that 110 peacekeepers from Liberia, one of the countries with the highest number of Ebola victims, will be quarantined in an undisclosed “paradise island” somewhere in Luzon for 3 weeks, during which, tests will be conducted under the supervision of the DOH. The DOH for its part has formed specially-trained rapid response teams composed of two medical doctors, a medical technologist and nurses, to be deployed in various parts of the country to train local health workers. “Local government units (LGUs) must keep their communication lines open at all times so they can coordinate with us and other agencies for a more effective response,” the secretary declared. He also urged LGUs to be ready in assisting agencies in quarantine protocols. “We cannot afford to risk the lives of our constituents because of insincerity, carelessness and lack of safeguards. Everyone will have to be on board and get ready to be mobilized,” he ended. |

In keeping with the government’s thrust to build back better,
the Department of Education (DepEd) continues to deliver basic
education to five regions affected by Super Typhoon Yolanda
(Regions IV-B, VI, VII, VIII, CARAGA). At present, the Department’s Yolanda interventions are geared toward the fourth and final phase of its Framework for Recovery and Rehabilitation. This includes the rehabilitation of more than 17,000 damaged classrooms, construction of new classrooms, and distribution of school furniture. As of November 4, more than half of the targeted 2,313 classrooms are ongoing construction. Education Secretary Br. Armin Luistro FSC assured the public that the classroom construction in Yolanda-affected areas would be finished by June 2015. Apart from the government-funded rehabilitation of school facilities and physical structures, DepEd has also allocated resources for 6.37M copies of learning materials and textbooks, and computer packages for 134 schools that lost computers. The Department also provided immediate psychosocial intervention for about 2,500 personnel and 1,886,747 students, which continues to date. People-centered disaster preparedness and response Immediately after ST Yolanda, the Department mobilized its personnel and organized search teams in all five regions to locate those that could not be contacted. DepEd also conducted immediate clean-up of schools and offices, and established interim offices. DepEd institutionalized an information management process that facilitated timely data gathering despite the scope of the damage across thousands of schools. This allowed DepEd to work better with its partners from the education cluster—local government units, local and foreign non-government organizations—to rebuild safer learning environments for the affected learners. Partners were able to respond quickly and allocate resources immediately as an initial response towards recovery. Through this coordination, DepEd was able to establish makeshift classrooms in less than a month. “Our first task is to ensure that we instill a sense of normalcy among our learners after any disaster. We ensured that despite the scope and impact of Yolanda, education was not among the casualties. Resumption of classes were done in three waves: November 11, 2013, December 2, 2013, and January 2, 2014, respectively.” The national government’s response shall complement that of the private sector as we move toward better coordination for our people’s well-being. The Department is now on its fourth phase monitoring procurement (for repair and reconstruction of classrooms) and implementing long-term strategies that have to do with empowering its local offices to do community and context based planning. DepEd has also reinforced its Disaster Risk Reduction and Management (DRRM) through capacity-building workshops for DRRM coordinators nationwide, boosting disaster preparedness and response of the Department’s regional offices and the different divisions as they prepare for context specific hazards. Among the specific aims of the workshop was to train DRRM coordinators to conduct geo-hazard mapping and analyze results in preparation for planning and implementation of disaster response strategies. The education chief said, “At the end of the day, disaster preparedness is about people. It is about local government working with the local community and institutions to ensure that this is part of our culture and part of our everyday life. It is not only about structures; it is not only about coordination. It is about ensuring that people are prepared not only with respect to skills, but also with respect to a heart that allows them to go beyond themselves—to take care of others: before, during, and after a disaster.” |

edition of the Philippine Embassy Speakers Forum (Kapihan sa
Pasuguan) on October 29 with Senator Juan Edgardo “Sonny” Angara
as its guest speaker. In his welcome remarks, Philippine Ambassador to the United Kingdom Enrique A. Manalo stated that the forum provided a good opportunity to talk about the tax reform proposals of Senator Angara. He also noted that the event was organized in line with the Embassy’s efforts to invite visiting Filipino dignitaries to speak about issues of national import, such as the Bangsamoro autonomy and good governance, as well as regional issues such the West Philippine Sea maritime dispute, among others. 07 November 2014 - In line with the Breast Cancer Awareness
Month every October, the Philippine Embassy in Abu Dhabi
provided free mammogram services to the Filipino community in
Abu Dhabi in cooperation with the Tawam Hospital in Al Ain,
which brought their mobile health imaging services vehicle on
October 30 at the premises of the Embassy. Obtaining a clear picture of the breast from a mammogram is important to help specially trained doctors decide if any of the changes are likely to be breast cancer. A team from Tawam Hospital which included a technician and a nurse provided the Mobile Health Imaging Services. The registration of the participants who availed of the said mammogram service was done through electronic registration from a laptop which was directly linked to the Tawam Hospital system. The results of the test will be relayed to the concerned individuals. Embassy personnel, Filipino community and the distressed Filipino workers currently sheltered at the Embassy’s Migrant Workers and Other Filipinos Resource Center (MWOFRC) availed of the free mobile mammogram services. They were extremely grateful for the opportunity to have the service free-of-charge and expressed hope that the free mammogram would be available again in the future. The free mammogram service was arranged by the Embassy following the successful lecture and free physical breast screening conducted on October 11 at Holiday Inn Hotel, Abu Dhabi given by Dr. Afra Mohamed Al Marri, Consultant Breast Surgeon at the Breast Care Center, Tawam Hospital, Al Ain, U.A.E. Tawam Hospital is one of the largest hospitals in the U.A.E. and is a national referral center for oncology services. |

November is a busy month promoting awareness and positive action
for the environment as the Department of Environment and Natural
Resources (DENR) leads two very important environmental
celebrations: the National Clean Air Month and the National
Environmental Awareness Month. It likewise supports the National
Climate Change Consciousness Week observed from November 19-25
annually. "Not one, not two, but three events are celebrated this month all geared towards the protection of the environment. It's a triple celebration enough to ignite environmental consciousness among Filipinos," Environmental Management Bureau Director Jonas Leones said. Leones said the DENR's Environmental Management Bureau (DENR) has lined up several activities for the month-long celebrations, with the theme, "Environmental Sustainability: Moving into Greater Actions," focusing on small actions that translate to positive impacts when done collectively. "Your actions no matter how small can actually lead to change. Throw that trash responsibly, help conserve energy and patronize eco-friendly products," Leones pointed out. On November 5, a free concert on clean air, in partnership with the Earth Day Jam Foundation, will be held at the Fairview Terraces in Quezon City. The three-hour concert, dubbed "Ayokong Mag-Gas Mask," will feature a number of popular bands like Imago and Callalily, singer-songwriter Kitchie Nadal, and clean air champion Lou Bonnevie. This concert is organized by EMB-DENR with the Earth Day Jam Foundation, and other sector-partners. The EMB, through its Air Quality Management Section (AQMS), will conduct a series of free garage emission testing and lectures on selected bus terminals in the cities of Quezon, Pasig and San Jose Del Monte in Bulacan from November 4 to 20. The AQMS will also have trainings on stack sampling, trouble shooting and maintenance of its particulate matter monitoring equipment, and fuel efficiency and vehicle maintenance with concerned sectors from November 5 to 13. The Coalition of Clean Air Advocates, with the EMB-DENR, and the Department of Health are jointly organizing a “National Check Your Car Day” on November 17, offering vehicle owners free emission test nationwide. This seeks to achieve clean air quality through a real National Vehicle Inspection and Maintenance Consciousness. The EMB will also take part in the Asia Regional Policy-Industry Dialogue on SMEs, Finance and Technology for Resource Efficiency, in partnership with SWITCH-Asia-United Nations Environment Programme (UNEP) on November 18 to 20. On November 21, the DENR will award selected government agencies and government owned and controlled corporations at the national level during the 2014 Recognition Awards for Eco-friendly Government Offices at the Sulo Riviera Hotel in Quezon City. Eight government offices composed of government agencies and government-owned and controlled corporations, at the national level, will be recognized for their sustained environmental management programs on waste management, water, energy and fuel conservation, air pollution prevention, greening, emergency preparedness, green procurement, orderliness and safety. On November 27, the DENR is joining other partners in honoring pioneering local government units, and thought leaders, and launch another recognition awards but this time for walkable and bikeable communities at the Kalayaan Hall in Malacanang Palace. The 2015 Philippine Walkable and Bikeable Communities’ Awards will recognize local government units all over the country which have been promoting non-motorized modes of transportation such as biking. The activity is in partnership with the Share the Road Movement, Office of the Presidential Assistant for Environmental Protection, Department of Transportation and Communications, Department of Interior and Local Governments, and the Department of Public Works and Highways, members of civil society, in partnership with Asia-Pacific Center for Environmental Law, of the International Network for Environment Compliance and Enforcement, Institute for Governance and Sustainable Development. For the National Climate Change Consciousness Week celebrated on November 24 to 26, the EMB's Climate Change Office, in cooperation with the National Intelligence Coordinating Agency (NICA), will hold a Forum on Climate Change and National Security on November 25. An orientation-seminar on sea-level rise for LGUs in coastal areas within the Manila Bay Regions will also be held on November 26. |

TODAY, the Philippine Health Insurance Corporation (PhilHealth)
officially launches its second Nationwide Simultaneous Run which
will take place on February 15, 2015 in 13 regions all over the
country. The Run is among the major activities that PhilHealth
is organizing, as it marks its 20th year with the theme
“Ensuring Universal Coverage for All Filipinos!” Dubbed "PhilHealth: Ready, TSeKaP, Go," the event shall endeavor to drum beat PhilHealth’s contribution to the Kalusugang Pangkalahatan agenda of the Aquino administration, and increase public awareness on the health care benefits and services that it provides to its members. Today’s launch begins with a tree planting and growing activity in all 13 regions as a symbol of PhilHealth’s commitment for the preservation of the environment. It also marks the official countdown to 100 days to the February 15 Run. The Run, which will take place in the cities of Quezon, Baguio, Dagupan, Tuguegarao, Olongapo, Lucena, Lipa, Naga, Iloilo, Cebu, Tacloban, Davao and Koronadal, shall carry the theme of the primary care benefit package or ‘TSeKaP’ to instill among target participants, particularly those belonging to the vulnerable sectors of society, the importance of prevention as against costly hospitalization. The running event is open to all Filipinos and even to non-Filipinos who are in good health condition. They can register in any of the categories, namely, 3K, 5K, 10K, or 20K. Runners may download the registration forms from run2015.philhealth.gov.ph, submit the forms to and pay their registration fees at the PhilHealth regional and local health insurance offices corresponding to their preferred run site. Those who wish to join the Quezon City and Iloilo City editions may register online through run2015.philhealth.gov.ph. PhilHealth President and CEO Alexander A. Padilla emphasizes that “ the PhilHealth Run 2015 shall also be a venue for PhilHealth to showcase its selflessness as an organization, instill generosity, and welcome opportunity to share resources for the improvement of the plight of others”, adding that “since PhilHealth will celebrate its 20th anniversary in February, we want to have a declaration saying that Universal Health Care (UHC) is no longer a dream, but is now a reality for all Filipinos.’’ The first time that PhilHealth organized a nationwide, simultaneous run was in February 2013 which was participated in by 90,000 professional and amateur runners nationwide. “This time, we are expecting at least 60,000 runners from the 13 sites nationwide,” the PhilHealth Chief added. Proceeds from registration fees and sponsorships will benefit at least 13 local institutions primarily catering to the vulnerable sectors of society. Aquino III meets with Moro Islamic Liberation Front (MILF) leaders in Malacanang Thursday (October 30) to get an update on the Bangsamoro Development Plan, an initiative of the MILF, through the Bangsamoro Development Agency, with support of the Government of the Philippines and development partners, to define a vision and strategy for the recovery and development of the Bangsamoro.
