The National Government continues to invest in basic education
with the Department of Budget and Management (DBM) releasing
P775.5 million to the Department of Public Works and Highways
(DPWH) to cover the construction of classrooms in areas
experiencing acute classroom shortage nationwide. This is the fourth batch of funds released this year from the Basic Education Facilities Fund (BEFF), which had an allocation of P39 billion from the 2014 General Appropriations Act. Of the P775 million, P764.4 million is distributed across 16 regions while the remaining P11 million is allotted to the Autonomous Region of Muslim Mindanao (ARMM). Budget Secretary Florencio “Butch” Abad said, “Although we’ve closed the classroom gap based on our 2010 backlog target, we acknowledge that there is more work to be done. We’re rebuilding classrooms in the wake of recent calamities even as we take into account the rising number of students each year.” Abad added, “The latest fund release will help address this shortage and improve basic facilities in our schools, especially in the ARMM. The funds will also go a long way to support development in conflict-affected areas in Mindanao.” The BEFF is used for the construction, rehabilitation, replacement, completion, and repair of school buildings in areas experiencing acute classroom shortage. It is also used for the construction of water and sanitation facilities, as well as the acquisition of school desks, furniture, and fixtures for the targeted public schools. The government defines “areas experiencing acute classroom shortage” as areas where the classroom-to-students ratio is 50:1 or where classrooms are temporary in nature, are makeshift, or non-existent. The top three regions with the highest allocations are the National
Capital Region (NCR) with P124.6 million, followed closely by
Northern Mindanao (Region X) with P104.7 million and Central Visayas
(Region VII) with P70 million “These releases will ensure our schools are prepared and well-provided for, especially with the K to 12 program that requires the proper facilities and equipment. Education reform is one of the key priorities of the Aquino administration and this release will boost our commitment to the education of future generations,” the Secretary said. Prior to the latest release, the DBM had channeled a total of 17.5 billion to the DPWH and the ARMM—P7.7 billion in May, P1.3 billion in June, and P7.7 billion in September—for this year. Of the amount released, P17.1 billion had been coursed through the DPWH while P433.8 million was allotted to the ARMM. |

Government Service Insurance System (GSIS) President and General
Manager Robert G. Vergara announced that the pension fund is
offering an emergency loan to 19,797 members in Mindanao areas
that were declared under a state of calamity due to floods and
an earthquake in September. Active GSIS members who are working or residing in the province of Maguindanao and four municipalities of Cotabato – the flood-affected Mlang, Pikit, and Tulunan, and the quake-hit Makilala – are qualified to apply. To avail of the loan, borrowers should not be on leave of absence without pay, have no arrears in paying mandatory monthly contributions, and have no loans that are unpaid . “Because natural calamities may strike more than once, we have doubled the maximum loanable amount from P20,000 to P40,000 for our 9,447 members who may want to renew their emergency loan. This enables them to take home bigger loan proceeds,” said Vergara. He said under the Enhanced Emergency Loan Program, the GSIS also removed the 12-monthly-amortization requirement for loan renewal. The remaining 10,350 qualified members, who have no existing emergency loan, may borrow up to P20,000. The loan, which carries a 6% interest per annum, is payable in 36 monthly installments. The first loan amortization is deducted from the borrower’s salary three months after the loan was granted. Interested members may apply through the GSIS Wireless Automated Processing System (GWAPS) kiosks located in GSIS offices, provincial capitols, city halls, selected municipal offices, large government agencies such as the Department of Education, and selected Robinsons Malls. The loan is electronically credited to the borrower’s GSIS eCard. GSIS accepts applications until December 3, 2014. Top executives of Thermos, the world’s largest manufacturer and
seller of stainless steel vacuum flasks, recently announced the
company’s move to establish a production facility in the
Philippines. During the meeting with Department of Trade and Industry-Industry Promotion Group (DTI-IPG) Undersecretary Ponciano C. Manalo Jr., the firm’s executives declared an initial investment amounting to P 1.62B and identified the First Philippine Industrial Park II in Santo Tomas, Batangas as the site of its new factory. Thermos registered its investment project at the Securities and Exchange Commission (SEC) under the name, Vacuumtech Philippines, Incorporated. It intends to put up an 11,600 square meter (sqm) plant, on over seven hectares of land, which will have an initial production capacity of 10M units per year. Thermos Philippines incoming president Yoshihasu Tamaru informed Manalo that the company will commence construction of the facility this month. Tamaru said that they expect to complete the facility’s construction by September 2015 and start its production operations by December 2015. He added that the project will require about 1,500 to 2,000 workers by 2019. Taiyo Nippon Sanso, the mother company of Thermos, has interests in steel, chemical, electronics, automobile, construction, shipbuilding, and food industries. Thermos products are developed in Japan, and sold in approximately 20 countries and territories worldwide. Manalo said that he hopes the company will also consider producing its other globally recognized product lines such as vacuum insulated cooking pots and storage containers in the Philippines. From November 6 to 7, 2014, Manalo was in Tokyo, Japan to meet with senior executives of Japan’s major trading houses and keynote an investment seminar for 150 heads of Yokohama-based small and medium enterprises (SMEs). The presence of Philippine Ambassador to Japan Manuel L. Lopez also bolstered the strategic importance of both events to the Japanese community. These events were organized by Yokohama Bank, Hamagin Research Institute, and the Industrial Development Corporation. Yokohama is part of Kanagawa Prefecture, with a gross prefectural output amounting to JPY 29.8T or USD298B. A recent Calabarzon delegation on a trade and study mission to
California, USA, affirmed that export opportunities for small
and medium-scale enterprises (SME) abound in the US West Coast. The mission delegation composed of entrepreneurs and representatives of the Department of Trade and Industry (DTI) had one goal in mind: to test the USA as a potential market for Calabarzon products. DTI Calabarzon Regional Director Marilou Quinco-Toledo advised that the Pistahan sa Yerba Buena Gardens at Howard Street in downtown San Francisco was the appropriate site for the test selling of Calabarzon products since the trade fair coincided with the 21st Annual Pistahan Festival, an event organized by the Filipino American Arts Exposition that drew over 60,000 people daily. Food items (coffee, banana chips), health and wellness preparations (turmeric, lemongrass tea) as well as fashion accessories, footwear, and rice bran-based beauty products were brought to the fair and the reported sales including booked orders was valued at USD 17,262. Through the arrangements made by Philippine Trade and Investments Center (PTIC), the delegation was able to conduct business matching with US firms, gain insights on how to access market in the USA and acquire information on the latest trends in handicraft, fashion and food. Laura Jaraplasan, Philippine Trade Representative to Los Angeles, said “The business matching event held at the lobby of the Philippine Trade and Investment Center and attended by four wholesalers/distributors prompted the negotiation between Pinex Trading-USA and Makiling Organics to supply 100 cases of turmeric tea per month.” There was also a marketing and packaging seminar attended by the delegation that provided a chain of knowledge on the basics of exporting to the US. The Bureau of Internal Revenue (BIR) today filed a criminal
complaint with the Department of Justice against RAYMOND ARROYO
BABST (BABST) for Willful Attempt to Evade or Defeat Tax, and
Deliberate Failure to File Income Tax Returns for taxable years
2009, 2010, and 2011, in violation of Sections 254 and 255 of
the National Internal Revenue Code of 1997, as amended (Tax
Code). Respondent BABST is registered with the BIR with registered addresses at 22 King Christian St., Kingspoint Subd., Brgy. Bagbag, Novaliches, Quezon City and No. 140 Libra Street, Cinco Hermanos Subd., Marikina City. Based on information and documents gathered during the investigation, BABST purchased a Rockwell Condominium worth P2.9 million in 2006 and paid the corresponding Documentary Stamp Tax (DST) thereon in the amount P54,645.00. In 2007, he sold the same property for the same amount and paid the Capital Gains Tax (CGT) thereon amounting to P218,526.00. In 2009, he purchased a parcel of land and residential house in Marikina City for P3.16 million and paid the DST thereon in the amount P47,400.00. Despite these acquisitions, he did not declare any income for the said years. In 2009, BABST started his distributorship agreement with Pepsi Cola Products Philippines, Inc (Pepsi Cola, Inc). As certified to by Pepsi Cola Inc., BABST made the following acquisitions amounting to P3.53 million (2009), P20.09 million (2010) and P17.12 million (2011). In 2010, he paid various BIR taxes with an aggregate amount of P4,464.85. In 2011, he sold his Vernida Condominium for P4.8 million and paid the CGT thereon in the amount of P288,000.00. Using the expenditure method of investigation, investigators determined that BABST committed substantial underdeclaration of income as he was able to make the aforementioned purchases despite no record of income from any source. His net income for the past several years combined was in fact considerably short vis-à-vis his property acquisitions and stocks in trade from Pepsi Cola. As a consequence of her acts and omissions, BABST was sued for an aggregate income tax liability amounting to P23.82 million, inclusive of surcharges and interests, broken down into: 2009 – P3.05 million: 2010 – P13.32 million; and 2011 P7.45 million. The case against RAYMOND ARROYO BABST is the 320th filed under the RATE program of the BIR under the leadership of Commissioner Kim S. Jacinto-Henares. It is likewise a RATE case of the National Investigation Division. |

The Bureau of Internal Revenue (BIR) today filed separate
criminal complaints with the Department of Justice against two
(2) delinquent taxpayers from Malabon City and Valenzuela City
for Willful Failure to Pay Taxes under the National Internal
Revenue Code of 1997, as amended (Tax Code). Charged for violating Section 255 of the Tax Code was TAN CHIONG SY CO. He is engaged in printing services of flexible packaging materials under the business name PRINTWORLD ENTERPRISES with business address at 169 Jose P. Bautista Avenue cor. Guava Road, Potrero, Malabon City. TAN CHIONG SY CO was sued for deficiency tax liabilities for taxable year 2008 in the aggregate amount of P8.30 million, inclusive of increments,consisting of P5.90 million in Income Tax (IT), P2.40 million in Value Added Tax (VAT), Expanded Withholding Tax (EWT) - P7,370.89, and Compromise Penalty – P34,000.00. Likewise charged for violating Section 255 in relation to Sections 256 and 253 of the Tax Code were YIN GANG MOTORCYCLE PHILS. LTD., INC. (YIN GANG MOTORCYCLE) and its responsible corporate officer – President RICHARD K. CHUA. YIN GANG MOTORCYCLE is a domestic corporation with business address at No. 3 San Andres St., Canumay, Valenzuela City. It is engaged in the business of trading on wholesale basis, manufacturing and assembling of motorcycles, and importing of motorcycle parts and components. YIN GANG MOTORCYCLE and its responsible corporate officer were assessed deficiency tax liabilities for taxable year 2007 in the sum of P8.60 million, inclusive of increments, broken down as follows: IT - P5.20 million; VAT - P3.40 million; Withholding Tax on Compensation – P9,542.88; and Documentary Stamp Tax – P22,358.75. BIR Caloocan City records of investigation showed that the abovementioned respondents were served the requisite Preliminary Assessment Notices (PAN), Final Assessment Notices (FAN) and Formal Letters of Demand (FLD) but failed to file a valid protest to said assessments, hence making the same final, executory, and demandable. The subsequent issuance of the Preliminary Collection Letters, Final Notices Before Seizure, Warrants of Distraint and/or Levy, Warrants of Garnishment, and Final Notices Before Filing of Criminal Complaints were ignored by the respondents, as the said tax assessments remained unpaid. The respondents’ obstinate failure and continued refusal to pay their long overdue deficiency tax assessments, despite repeated demands, constitute willful failure to pay the taxes due to the government. The cases against TAN CHIONG SY CO, and YIN GANG MOTORCYCLE PHILS. LTD., INC. & its responsible corporate officer are the 317th and 318th, respectively, filed under the RATE program of the BIR under the leadership of Commissioner Kim S. Jacinto-Henares. Quezon City—Recognizing the crucial role of the local government
units in the implementation of educational reforms, the
Department of Education (DepEd) welcomed the help of local
executives for the nationwide implementation of Senior High
School (SHS) under the K to 12 program at the commitment signing
ceremony of the League of Cities of the Philippines (LCP). Education Secretary Br. Armin Luistro FSC said, “We deeply appreciate the commitment of our city governments in ensuring that Senior High School becomes a reality in cities nationwide. We hope for the continued collaboration between local government units and the Department of Education in ensuring that all our learners have access to quality education.” Luistro said that the Department is “finalizing the list of Senior High Schools in every city.” He added, “We are on the last mile (in education reform). I hope that cities are the first ones to reach the finish line.” LCP National President and Quezon City Mayor Herbert Bautista shared the lessons his city learned from its SHS planning experience. “We could not and should not underestimate the importance and impact of Senior High School education on our youth and our country. With only a year remaining before the nationwide implementation, it is natural for city governments to fear. But we’re taking this as a perfect opportunity for national-local synergy on basic education,” Bautista said. LCP, a consortium of city governments aiming to promote capacity-building and strengthening internal and external linkages to lift the nation out of poverty, recently passed a resolution expressing its support for the implementation of the Senior High School program. The resolution includes partnership with the Asia Foundation for the establishment of coalitions that will support SHS initiatives. Each member of the coalition will undergo training and mentorship on SHS planning and budgeting, and will be assisted in establishing local multi-stakeholder task forces for the SHS implementation. |

The latest biotechnology applications in the fields of health
and medicine, food security and agriculture, and environment
will be featured in the 10th Biotechnology Week which will run
from November 24-28, 2014. With the theme, “Edukasyon sa Bioteknolohiya: Pagyamanin para sa kinabukasan natin”, the National Biotechnology Week is an annual event organized by Departments of Science and Technology, Agriculture, Environment and Natural Resources, Education, Health, Interior and Local Government, and Trade and Industry and Commission on Higher Education as this year’s lead agency. Hon. Juan Edgardo M. Angara will grace the opening ceremonies on November 24 to be held at the Commission on Higher Education (CHED) office, Diliman, Quezon City. Following the opening ceremonies will be the opening of exhibits; press conference; and forums on biotechnology for the management of growth and health of aquacultured species; molecular markers in some high value commercial crops; and presentation on the biotechnology research program of the Mindanao State University –Iligan Institute of Technology. The National Police Commission (NAPOLCOM) today announced that
141 or 49.13% of the 287 police examinees passed the Police
Executive Service Eligibility (PESE) Written Examination
conducted on August 24, 2014 in Quezon City, Cebu City and Davao
City. NAPOLCOM Vice-Chairman and Executive Officer Eduardo U. Escueta said that the 141 senior police officials who successfully passed the first phase of the PES eligibility process consists of 57 Police Chief Inspectors, 83 Police Superintendents and only one (1) Police Senior Superintendent. Vice-Chairman Escueta said that the 141 passers are qualified to take the second and final phase of the PES eligibility process, which is the Validation Interview, on November 29-30, 2014. “The PESE is an eligibility requirement for the ranks of Police Senior Superintendent, Police Chief Superintendent, Police Director, Police Deputy Director General and Police Director General,” Escueta added. Escueta said that the PESE tests contain analytical questions on police leadership and police values designed to select the best future leaders in the police service. 20 November 2014 - Three months after returning from their
Filipino-American Youth Leadership Program (FYLPRO) in the
Philippines, New York delegates Adette Contreras and Ryan Letada
shared their experiences to the Filipino-American youth sector
during an Immersion Philippine-themed Town Hall at the Gallery
Lobby of the Philippine Center last November 13. Philippine Consul General Mario De Leon expressed his enthusiasm in welcoming back the delegates and opening the conversation with the second-generation and young Filipino-Americans in the audience on opportunities to look back and give back to the Philippines. Ryan Letada was first to speak about his FYLPRO experience, and focused his takeaway from the program on tech developments and the prospects of startup companies in the Philippines. Ryan, who was just in Manila a week prior to the event, also declared that the Philippines is rife with talented and innovative minds for creative, communication, social media and technology enterprises. As his post-FYLPRO legacy project, Ryan announced that his Filipino speaker series cum culture platform, Next Day Better, will launch in Manila in November 2015. Adette Contreras’ testimonial was a more personal retelling of her family’s immigrant story, how she moved to the US at 11 years old and always wanting to give back to the Philippines once she finished school. She considers her FYLPRO trip life changing and encouraged the audience to apply for the program and avail of it while they can. An advertising and design professional, Adette touched base with artisans in the Philippines during her stay and is planning to promote Philippine indigenous art in the US as her post-FYLPRO legacy project. To give the participants a briefer on one of the organizing partners, the program featured a short video from Ayala Foundation directors Luli De Leon and JQ Quesada, who talked about their social entrepreneurship projects in the Philippines. A different take on immersion in the Philippines was shared by Federal District Law Clerk to Judge Lorna Schoefiled, Chris Lapinig, who spent nine months in the Philippines as a Fullbright scholar in 2010. His cultural experience and discoveries were heavily based on his time as a language trainer at a call center in the Philippines. Chris recounted some humorous and personal exchanges between the people he met during his stay in the homeland. He credits his Fullbright immersion in the Philippines an experience that enhanced his social skills and empathy that he finds useful in his law career. At the end of the evening, the participants had time network among each other to learn about other avenues to explore on volunteer programs available in the Philippines. Such other prospects include Teach for the Philippines, brainchild of FYLPRO alum Michael Vea, derived from the Teach for America, a non-profit organization that works to provide all children inclusive education by enlisting volunteer teachers and staff from America to transform leaders into lifelong advocates for educational equity; and Peace Corps, where more than 8,755 volunteers have served in the Philippines and worked in the areas of education, youth development and environment. Launched in 2012 as part of Philippine Ambassador to the United States Jose L. Cuisia’s advocacy to reach out to the youth, the FYLPRO initiative aims to tap outstanding young Filipino Americans who possess a sincere desire to be engaged in their respective communities and promote the Philippines’ further development. The immersive program affords them the opportunity to meet and dialogue with the highest officials and policymakers in the Philippines, leaders of industry, legislators, media, artists and cultural experts, entrepreneurs, both traditional and social, as well as innovators in different fields. |

20 November 2014 - The Maryo Delos Reyes film “Bamboo Flowers”
overwhelmingly won the Audience Favorite award at the 1st Silk
Road International Film Festival which opened on October 20 and
was concluded on October 25, in the city of Xi’an in Shaanxi
Province, China, the starting point of the ancient Silk Road. “Bamboo Flowers” chronicles the lives of ordinary folks living on the island of Bohol and how they cope with the numerous changes in the world around them. The Philippine Embassy in Beijing received the award on behalf of the Film Development Council of the Philippines (FDCP), which produced all four Filipino film entries in the Film Festival under the auspices of its Sineng Pambansa program. Three other Filipino films also made it to the finals of the festival, namely, “Anac Ti Pating” ("A Shark’s Child ”), a coming-of-age story of a young boy in Baguio City directed by Martin Masadao; “Ang Babae sa Likod ng Mambabatok” (“The Woman Behind the Tattoo Artist”) directed by Lauren Sevilla Faustino about a 92-year-old living legend who is called the ‘Last [Traditional] Tattoo Artist of Kalinga’; and “Sonata,” directed by Peque Gallaga and Lore Reyes, a story about the unlikely friendship between a reclusive retired opera singer and a young boy. Organized by the State Administration of Press, Publication, Radio, Film and Television (SAPPRFT) of the People’s Republic of China, this first-ever Silk Road International Film Festival was composed of five events: film panoramas, an award ceremony, the Silk Road cultural forum, a film market and film-themed concerts. Almost 200 movies from all over the world took part in the competition section of the festival. Among the 41 movies that made it among the finalists that vied for the festival’s top awards, more than three-fourths, or 31, were foreign movies while 10 were Chinese productions. A total of 144 films from 24 countries were screened during the festival. Since the festival’s "Silk Road" theme included both the overland Silk Road and the Maritime Silk Road, which started from Fujian Province, the hosting of the film festival will be rotated between Xi’an and the city of Fuzhou in Fujian Province. |

Bacolod City, Negros Occidental --- The Social Security System
(SSS) said contribution collections in Western Visayas for the
first nine months of 2014 rose 13 percent to P2.8 billion from
P2.5 billion in the same period of last year. SSS President and Chief Executive Officer Emilio S. de Quiros Jr. said 77 percent of the total amount collected were from employers that remitted P2.2 billion for their employees' contributions. Collections from self-employed and voluntary members amounted to P653 million, reflecting an increase of 16 percent from the P565.2 million collected within the 9-month period in 2013. "Employers continue to help us achieve our goals with their cooperation and strict compliance with the SSS law. Within the three quarters of 2014, a total of 14,559 new employees are reported for social security coverage," De Quiros said. The SSS now has 1.81 million members in Western Visayas - including 39,313 newly registered members - comprised of employed members at 1.24 million; self-employed at 336,481; and voluntary members including Overseas Filipino Workers at 231,255. "Contribution collections in this region also increased partly due to the growth in participating informal sector groups in our AlkanSSSya program and the continuous enrollment of contractual and job order employees of local government units." De Quiros said. For the period, 51 associations and LGUs joined the AlkanSSSya program in Western Visayas to cover some 4,680 individuals as self-employed members. To date, the program has covered 102,765 workers from 1,028 informal sector groups and LGUs nationwide. Social Security and Employees' Compensation benefit disbursements in the region, on the other hand, reached P5.1 billion. About P4.64 billion of that amount was paid for the regular pensions for retirement, death and disability. "Members in Western Visayas also received P5.03 million in lump-sum for retirement, P134.96 million for death, P254.65 million in funeral grants, P7.75 million for disability, P49.34 million for maternity and P20.01 million for sickness," De Quiros said. De Quiros who led the SSS Kapihan sa Bacolod on November 18 were with SSS officials in this City for a regional visit. Meanwhile, the SSS inaugurated another new office in Bacolod City as part of the agency's continuing drive to open more offices to improve service delivery. SSS Assistant Vice President for Western Visayas Division Manolito C. Tagalog said the new SSS Bacolod East branch, located at the ground floor of the East Atrium Building, Burgos Extension in Bacolod City will cater to members from 11 barangays on the east part of Bacolod City and the towns of Murcia and Don Salvador Benedicto. He said the new branch will handle the accounts of at least 3,000 employers with more than 20,000 employees. Tagalog said the SSS expects an additional P8 million in contributions monthly from the new branch. |

The Department of Agrarian Reform (DAR) recently installed 148
farmers to a total of 169.9 hectares of land in the town of
Hinigaran in Negros Occidental. Hinigaran Municipal Agrarian Reform Program Officer (MARPO) Zenaida Montalvo said 103 farmers were installed in the 138.3-hectare landholdings formerly owned by Juan Ysasi in Barangay Palayog, while 45 farmers were in the 31.6-hectare property of previously owner Margarita Yulo-Gonzaga in Barangay Pilar. Newly-installed farmer-beneficiary Leonardo Asdallo, from Barangay Pilar, said he considered the land awarded to them as the most important Christmas gift he ever received. “This gift does not only benefit me but the next generation of my family. The certificate of land ownership award (CLOA) I received is the tangible proof that the government has awarded me this land,” Asdallo said. Domingo Gatmaitan, Montalvo’s fellow MARPO in Hinigaran, reminded the beneficiaries that they should not throw away this chance of cultivating their own land. “Pay your amortizations and other obligations religiously to avoid bank’s foreclosure of the properties,” he added. Gatmaitan also informed the farmer-beneficiaries about the DAR’s Agrarian Productivity Credit Program. “You can avail of loan support for your farms’ needs such as cultivation and production of various crops, which you can pay after harvest time,” Gatmaitan said. The installation ceremony was witnessed by the Provincial Task Force on Installation, Social Action Center, Kaisahan, PNP-Hinigaran, and other Comprehensive Agrarian Reform Program (CARP)-stakeholders. |

Five firms have been pre-qualified by the Metropolitan
Waterworks and Sewerage System (MWSS) to bid for its 24.4
Billion Bulacan Bulk Water Supply (BBWS) project. MWSS announced
that Team Polaris – Manila Water, First Philippine Holdings
Corp. and Abeima Consortium, Filinvest Agua Consortium, SMC – K
water Consortium and Prime Alloy Water Consortium have hurdled
the legal, technical and financial requirements under the first
stage of the bidding process. The pre-qualified consortia will
now be invited by the MWSS to submit their formal bids for the
MWSS water project. According to the MWSS Pre-qualifications, Bids, Awards Committee, the bid documents will be issued to the pre-qualified bidders at a later date. Bidders will be given sufficient time to prepare their technical and financial proposals. First Philippine Holdings Corp. and Abeima Consortium is composed of First Philippines Holdings Corp. and Spain’s’ Abeinsa Infraestructuras Medio Ambiente, S.A. The Consortium of SMC-K Water has San Miguel Holdings Corp. and Korea Water Resources Corporations as partners. The Filinvest Agua Consortium is a team up between Filinvest Development Corporation and another Spanish group, Tecnicas De Desalinizacion De Aguas, S.A. (Spain) while Prime Alloy Water Consortium is a partnership between Prime Water Infrastructure Corp.; Malaysian-based MTD Capital BHD; UK’s Biwater International Ltd. Originally, the project attracted 15 prospective bidders Manila Water (Philippines, Marubeni (Japan) Filinvest (Philippines), First Balfour (Philippines), Abengoa (Spain), Megawide (Philippines), San Miguel (Philippines), Maynilad Water Services, Inc.(Philippines), New San Jose Builders, Inc. (Philippines), Sojitz Corp.(Japan), Korea Water Resources Corp.(Korea), Prime Water Infrastructure Corp (Philippines), Datem Water, Inc. (Philippines), Acciona Agua (Spain)n and Aboitiz Equity Ventures (Philippines). The water supply project will be undertaken as a public-private partnership arrangement applying a Build-Operate-and Transfer (BOT) structure defined under Republic Act 7718 or the BOT Law. It will undergo competitive public bidding. The winning bidder will undertake the financing, detailed design, construction, including the maintenance of the conveyance facility, treatment facilities as well as the water source under a 32-year concession period which includes the construction of the facility. When built, the Bulacan Bulk Water Supply project, will supply water districts treated raw water, which will serve 24 municipalities in Bulacan. |

President Benigno S.
