DTI launches another SSF for Taytay, Rizal cooperative

CALAMBA CITY, Laguna, Nov. 19 (PIA) --The Department of Trade and Industry (DTI) launched yesterday another shared service facility (SSD) for Lupang Arenda Multi-Purpose Cooperative (LAMCO) in Barangay Sta. Ana, Taytay, Rizal.
The P424,000-worth of tools, equipment and machines consisting of benders, drills, grinders, cutters, and arc and gas welders, will boost output of its metal fabrication center that produces water meter protectors and plumbing fixtures to be supplied to major water utilities in Metro Manila and Laguna.
In 2012, LAMCO, with close to 400 direct members, hit P1.65-million in revenues.
With the reinforced production facility, the cooperative aims to participate in government contracts aside from eyeing to supply other water utilities. Given its current market potential, it projects to earn P2.8-million and will employ 75 men and women during the first year.
DTI Regional Director Marilou Quinco-Toledo said that the SSF Project is a big push for the development of cooperatives and the micro, small and medium enterprises through mechanization or industrialization.

ALAFOP showcases food products, affirms support from DTI and Calamba City

CALAMBA CITY, Laguna, Nov. 17 (PIA) − Various unique food products proudly
made by the Association of Laguna Food Processors (ALAFOP) were showcased
recently in the food-selling fair organized by the Department of Trade and
Industry (DTI) at SM City Calamba.Dubbed as “Natatanging Pagkain, Lasang Lagunense,” the fair aims to strengthen the food industry as well as the tourism sector of the province.
DTI-Laguna Provincial Director Susan Palo said that the food-selling fair is timely because the province needs a strong food industry cluster to support the province’s tourism sector.
Meanwhile, Mayor Justin Marc Chipeco affirmed support in achieving the goal of the said undertaking.
In his message, Chipeco said the local government is negotiating with SM City to put up a section where the best of the local products can be exhibited for sale.
“It’s just a matter of letting people know that we have good products,” added Chipeco
Chipeco further a that the local government will be putting up ‘pasalubong centers’ in every tourist spot of the city such as the Rizal‘s Ancestral House and the Rizal Monument.

Abaya challenges taxi operators: Modernize, innovate, and improve services |

Department
of Transportation and Communications (DOTC) Secretary Jun Abaya is
encouraging taxi operators instead modernize and improve their services in
order to be competitive with technology-based land transport services offered
through Uber, Grabtaxi, Easytaxi, and the like.
“People prefer to use these tech-based transport services because they are more convenient. It’s that simple. So my advice to taxi operators: modernize, innovate, and improve your systems and services,” Abaya remarked. “Commuters say they feel safer taking these private vehicles-for-hire, that the fleet are newer, that app services are faster and more efficient. So why put a stop to what is clearly for their benefit? Poorer services should be upgraded to match their competition – not the other way around,” the transport chief added. The DOTC and the Land Transportation Franchising & Regulatory Board (LTFRB) have begun crafting improvements to regulations which currently classify vehicles offering services through Uber and similar apps as illegal or ‘colorum,’ following Abaya’s call for government to support rather than obstruct the use of technology in solving transport problems. The LTFRB has identified the existing “vehicles-for-hire” category as the likely classification for such vehicles, once its scope is updated to accommodate new technological solutions. At a Congressional inquiry earlier this week, the LTFRB also stated that it will conduct a hearing on November 24 in relation to the said updating of land transport rules and regulations, as well as the status of Uber vehicles which are currently deemed illegitimate by law. As the DOTC is pushing to expedite the process of updating old rules to meet today’s technologies, it is also formulating a taxi reform program in order to mandate improved services to the public. “The ideal result of these developments is for taxi operations to modernize and improve as well, as this will benefit commuters. I want minimum upgrading requirements such as booking systems through mobile devices, newer and well-maintained fleets, and highly-trained drivers whose identities are disclosed to passengers,” Abaya said. |

P23-B Supplemental Budget to scale up Yolanda aid,
APEC preps

In its
bid to develop a more responsive budget plan for the next fiscal year, the
Department of Budget and Management (DBM) is pushing for a P23-billion
supplemental budget to ensure sufficient funding support for crucial
development initiatives, including various infrastructure projects for
post-Yolanda rehabilitation and government preparations for the 2015
Asia-Pacific Economic Cooperation (APEC) Summit.
Budget
Secretary Florencio “Butch” Abad explained, “The National Treasury has
already certified the availability of funds to support these projects, but
these appropriations must likewise be supported by proper legislation. With
the proposed 2015 National Budget already subject to Senate deliberations, we
need the support of the House of Representatives to pass a supplemental
appropriations bill to fund these projects.”
A total
of P16.4 billion—comprising the bulk of allocations under the supplemental
budget—has been earmarked for new priority initiatives. Of this amount, the
Administration’s Yolanda reconstruction and rehabilitation program will get
P9.5 billion. Another P1.44 billion will support key projects in preparation
for the APEC Summit, which the Philippines will be hosting next year.
The
Budget chief also said that the supplemental budget will cover liabilities
arising from obligated infrastructure projects worth P1.85 billion under the
Department of Public Works and Highways (DPWH). Lastly, a total of P5.08
billion will be coursed to a number of priority projects under various
government agencies. The funds will account for the budgetary requirements of
priority projects that were partially implemented or previously approved for
implementation this year.
The
breakdown of the supplemental budget is as follows:
Abad
said, “Most of these projects have already been completed, are on-going, or
are urgently needed to sustain our socio-economic development. The passage of
the proposed supplemental budget will allow us to allocate funds accordingly
so we can complete these projects right away.“
If
approved by Congress, the 2014 Supplemental Appropriations will fund a number
of priority projects, ranging from the rehabilitation of the LRT lines 1 and
2 to the construction of permanent housing for the victims of super typhoon
Yolanda.

U/KBs' NPLs rise slightly in August
|
||||||||||
Universal
and commercial banks’ gross non-performing loans (NPL) ratio remained
manageable. At end-August this year, the U/KBs’ NPLs accounted for 2.21
percent of the banks’ total loan portfolio (TLP), slightly higher than the
2.11 percent registered a month earlier but lower from year ago’s 2.67 percent.
The 2.21 percent gross NPL ratio of U/KBs in August came about as banks posted Php 101.20 billion in NPLs while TLP stood at Php 4,588.79 billion. The U/KBs’ NPLs increased by 6.3 percent from the figure recorded in July, the highest month-on-month NPL growth during the first eight months of 2014. The latest figure, however, is slightly lower than the Php 101.93 billion posted in August last year. Moreover, the banks’ loan loss reserves continued to surpass their NPLs. In August, U/KBs’ reserves for potential credit losses represented 134 percent of their NPLs. The ratio, however, decreased from the 140 percent posted in July. Across economic sectors, NPL levels remained low as seen in financial intermediation; real estate, renting and business activities; manufacturing; wholesale and retail trade; and electricity, gas and water supply. These sectors accounted for 71.4 percent of the industry’s TLP during the period. The BSP keenly monitors the loan quality of U/KBs as part of its efforts to ensure adherence to high credit standards. This is vital to maintaining the stability of individual banks and of the financial system. |

Marikina City: Newest Credit Surety Fund Program

The
Bangko Sentral ng Pilipinas (BSP) is set to launch the Credit Surety Fund
Program of the country’s shoe capital on the 24th of November 2014 at 11: 00
o’ clock A.M., at the BSP Assembly Hall, BSP Complex, A. Mabini corner P.
Ocampo Streets, Malate, Manila. BSP Monetary Board Member Alfredo C. Antonio
and Marikina City Mayor Del R. De Guzman will lead the signing of the
Memorandum of Agreement among stakeholders to officially create the Marikina
City CSF, the second CSF to be established in the National Capital Region.
Initiated by BSP in August 2008, the Credit Surety Fund Program is a credit enhancement scheme designed to increase the creditworthiness of cooperatives, capital-short businessmen and micro, small and medium enterprises (MSMEs) that are encountering difficulties in getting access to bank credit due to lack of acceptable collaterals and credit information. The CSF is created by the pooling of cash contributions from participating cooperatives, local government units and partner institutions, which will then serve as security for loans extended by banks to MSMEs in lieu of acceptable collaterals. As of 10 November 2014, 11 cooperatives confirmed to participate in the Marikina City CSF with pledges aggregating P2.9 million to the Marikina CSF, while the city government has initially pledged P5.00 million. The CSFs’ partner institutions such as the Industrial Guarantee and Loan Fund, Development Bank of the Philippines and Land Bank of the Philippines are also expected to put up their counterpart contributions to the Marikina City CSF. Through this program, the participating cooperatives and their MSME members with viable business plans can obtain loans from banks even without collaterals. This will usher in more economic activities and create more job opportunities that translate to an increase in household income. Now on its 6th year, the CSF Program has been established in 23 provinces and 8 cities nationwide. |

World Bank official cites need for community-driven
development in urban poor areas

“CDD is
needed in urban areas.” This was the statement by Maria Loreto Padua, the
Social Development Specialist of World Bank, referring to the
community-driven development (CDD) strategy following the presentation of Mr.
Jojo Aguilar, Deputy National Program Manager for Operations of Kapit-Bisig
Laban sa Kahirapan Comprehensive and Integrated Delivery of Social
Services-National Community-Driven Development Program (KALAHI CIDSS-NCDDP),
on the lessons learned by the Department of Social Welfare and Development
(DSWD) in piloting the strategy in urban areas. The presentation was made as
part of the mission kick-off of the 2nd Implementation Support Mission of
World Bank and the Asian Development Bank on KALAHI CIDSS-NCDDP, held on
November 13 at the DSWD Central Office in Quezon City. The KALAHI CIDSS-NCDDP
urban CDD pilot and subsequent rollout had two modalities. One is through a
US$3,000,000 grant from the Japan Social Development Fund-Livelihood Opportunities
for Vulnerable Urban Communities (JSDF-LVUC). This is focused on providing
income-generating activities and opportunities for urban poor communities.
This covered 69 communities in Cavite, Laguna, and Metro Manila. The other is
implemented as part of the World Bank Additional Financing (KC-AF) loan to
cover Kalahi-CIDSS, the predecessor of KALAHI CIDSS-NCDDP. Aside from seeking
to address livelihood concerns, this was also intended to address issues that
cause or worsen poverty in urban poor communities. This covered eight
barangays in Legazpi City, Kabankalan, Cagayan de Oro City, and Butuan City.
Both are slated to end in this year. Aguilar’s presentation focused on the
lessons generated from these two urban CDD projects. Key findings include
differences between implementation in the rural and urban poor communities.
Prior to these projects, Kalahi-CIDSS operated exclusively in rural areas,
which is why design changes needed to be made in the standard processes of
the program in order to fit the needs of urban communities. Padua, however,
stated that while there were major differences between CDD implementation in
urban and rural settings, the objective of KALAHI CIDSS-NCDDP remains the
same. She said, “The problem in rural and urban communities is still
basically the same: access to basic services. CDD in KALAHI CIDSS-NCDDP
continues to provide basic service delivery,” referring to how the program
improves its covered communities’ access to basic social services, usually by
way of building small-scale infrastructure facilities such as school
buildings, health stations, access paths, and roads using the CDD strategy.
CDD puts power back in the hands of the people by giving them the opportunity
to make informed decisions on locally identified options for development and
manage resources to implement sub-projects that address needs identified by
communities themselves. In KALAHI CIDSS-NCDDP, volunteers are provided
trainings throughout the process, which include but are not limited to
project and funds management, procurement, and project implementation. They
are then able to develop these chosen sub-projects through the provision of
small community grants. Padua said, “Communities can actually use the small
funds from KALAHI CIDSS-NCDDP as leverage for bigger programs. It is not just
the block grants that matter, but the process as well.” She also asked DSWD
on whether the Agency has plans on furthering urban CDD. DSWD Assistant
Secretary Camilo Gudmalin said that KALAHI CIDSS-NCDDP is looking into the
next steps for this. KALAHI CIDSS-NCDDP is the expansion into a national
scale of operations of CDD approach, which was tried and proven effective by
Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of
Social Services (Kalahi-CIDSS). It targets the coverage of 847 of the poorest

Manufacturing firms top first batch of
JobStart employers--Baldoz

Manufacturing
companies are among the first to formalize their participation in the
pioneering JobStart Philippines Program and have offered internships to youth
beneficiaries of the program.
Labor and Employment Secretary announced this yesterday, saying nine of 21 companies in four pilot areas of the JobStart Philippines Program that have signed memoranda of agreement (MOA) on the program at the end of October are manufacturers of various products ranging from electronics, automotive, and computer products to novelty items and garments. “The rest were from the recruitment services sector and food industries. A total of 267 internship slots have been committed so far, 75 of which are in the manufacturing industry,” said Baldoz, citing a report of Bureau of Local Employment Director Anna Dominque Rubia-Tutay. The BLE, a bureau of the DOLE, is the executing agency of the JobStart Philippines Program. One of the manufacturing companies to first sign a MOA on JobStart was General Trias-based MKP Inc., a subsidiary of Muraki, Ltd. Japan, and a manufacturer of hard disk drives (HDD). The company signed its agreement on 29August and committed 15 internship positions. General Trias is one of the four pilot areas for JobStart. Other manufacturing firms, also from General Trias, were Telford Svc. Phils., Inc., which offers back-end semiconductor manufacturing services; CS Garments Inc., a textile manufacturer; and P. IMES Corporation, an original equipment manufacturer (OEM) and assembly company. From the services sector, recruitment firms IMES Global, Inc. and Proserve Manpower Inc., both from Gen. Trias, Cavite, also signed up with the program. In San Fernando, Pampanga, 30 internship slots have been offered by five manufacturing firms, namely, Carats Manufacturing, a producer and exporter of hand-made novelty items; Sankou Seiki Co. Ltd. Inc., a manufacturer of electronics and other products; CGS Solid Aircon & Refrigeration, Inc., manufacturer of car and room air conditioning units; GB Exprez, a manufacturer and exporter of cigarette tubes and cigarettes; and Aquino Basket, a manufacturer and exporter of baskets made of rattan and other raw materials. Also signing up with the program are the following San Fernando City-based companies: iGO2 Group Inc., a market research company; Tele Sight, an installer of surveillance cameras and computers; Site Skills, a training institution; LA Bakeshop, a producer of bakery products; LA Bakeshop and Grocery, producer of bakery products and grocery retailer; and Romac Group of Companies, a recruitment agency. In Taguig City, which is another JobStart pilot area, the following companies have signed up for the program: JobCrest, an HRM service provider; and Happy Haus Food Corporation, a donuts producer. The fourth pilot area, Quezon City, has Image Doctor’s Clinic and Interlink, a manpower services provider, committing to also offer internship slots. Director Tutay said the active partnership of the manufacturing industry with an employment facilitation program, such as JobStart, indicates that our youth interns are in good hands as manufacturing remains one of the key employment generators (KEGs) of the country. “Youth beneficiaries of JobStart can expect sustainable career growth with our partner employers and I hope they make the most of their internship with them,” she said. Secretary Baldoz said the enthusiasm of manufacturing companies to offer internship slots to JobStart beneficiaries shows that the industry is growing and continues to contribute in providing employment opportunities in the country. “Our young people who are the beneficiaries of this pioneering employment facilitation program should take advantage of these opportunities. The DOLE, in partnership with the Department of Trade and Industry, will develop a human resource development (HRD) plan based on the 24 sectoral roadmaps that will help in achieving the goals the country’s resurgent manufacturing sector,” she said. Under the JobStart Philippines Program, youth beneficiaries who will be job-matched with internship positions offered by the companies will undergo technical training with daily allowance as contained in the training plans developed by the employers. The beneficiaries will do up to six months of internship of on-the-job training with stipends in the companies’ workplaces. The DOLE’s JobStart Philippines Program is in partnership with the Government of Canada and the Asian Development Bank. It seeks to enhance the employability of young people by offering them full-scale employment facilitation service including assistance in making informed career decisions, and a chance to improve their technical skills and develop life skills necessary to succeed in today’s competitive workplace. The pilot project will test the success of these strategies through the employment of the youth beneficiaries in four pilot areas, namely San Fernando City, Pampanga; Gen. Trias, Cavite; Quezon City; and Taguig City. Baldoz has committed to implement JobStart Philippines in all DOLE regions next year with funding support from the Technical Education and Skills Development Authority’s Training for Work Scholarship Program. |

Roxas: PNP, BJMP Personnel under quarantine to receive
full support

Interior
and Local Government Secretary Mar Roxas announced that United Nations (UN)
peacekeepers from the Philippine National Police (PNP) and the Bureau of Jail
Management and Penology (BJMP) will be given full medical assistance, as they
spend their 3-week quarantine in Caballo Island.
"We recognize them for their service overseas and it is only fitting that their home country honored them for their deeds," said Sec. Roxas. The secretary said that the PNP and BJMP personnel will be accorded with arrival honors, an additional subsistence allowance (ASA) subject to accounting and auditing procedures, a 30-day vacation leave with pay, and medals of honor such as the Medalya ng Papuri and the prestigious UN Medal. The secretary regarded these as "acts of solidarity" with the 25 personnel from the interior sector currently under medical supervision by the Department of Health (DOH) for possible Ebola. "Tuloy-tuloy lang ang suporta natin sa mga tunay na bayani natin (We’ll just continue extending our support to our real heroes.)," the secretary added. |

PH beefs up ASEAN ties through students exchange program

The
Philippines, through the Department of Education (DepEd), solidified its ties
with member states of the Association of South East Asian Nations (ASEAN)
through the ASEAN Student Exchange Program (ASEP), a program aiming to
promote awareness of the region among the youth.
This year’s ASEP focused on the role of education in the pursuit of a strong and progressive ASEAN community. The program provided a venue for students from ASEAN countries to experience different learning environments that will broaden their perspectives. Education Secretary Br. Armin Luistro FSC said that the youth have a huge role in shaping the region’s future. He added, “It's always heartening to meet the youth of the region who are keen on discovering their neighbors and sharing a bit of themselves to others as a way of fostering friendship and camaraderie within ASEAN.” This year’s theme “One ASEAN: Sharing Dreams, Building our Future” fostered camaraderie among the ASEP delegates. The delegates visited Makati Science High School and Angono Regional Lead School for the Arts. During their stay, the exchange students interacted with other Filipino students and shared learning experiences from their respective countries. Every country sent three (3) students with one (1) accompanying teacher. The program ran from November 9 to 14, 2014. ASEP started in 2000 to provide a venue for the youth to interact and learn about Southeast Asia. Philippine delegate Julieane Fernandez said, “This is a good opportunity for all the countries in ASEAN to voice out our opinions on social issues and our plans for the 2015 goals. It is a great experience for each one of the delegates for they influence other youth in their countries as we work hand in hand towards the 2015 integration.” Min Thant, a delegate from Myanmar, said that the 14th ASEP was exciting. “I gained so many friends from other ASEAN countries.” “This student exchange program is full of benefits and I've gained a lot of experiences here. Thanks to the Department of Education for hosting this event,” said Nur Adilla, Malaysian delegate. “As you chart futures for yourselves, it is my hope that you continue on this path of discovery and promote a greater sense of unity in diversity especially after having seen what is possible after only five days of living together. I also hope that you enjoyed your stay in the Philippines and that you remember your visit as a time when you made lasting friendships,” Luistro said. The Philippines will also host the 6th ASEAN Schools Games (ASG), an annual sports competition among students of ASEAN. ASG will kick-off on November 30 at Marikina Sports Complex. |

November 2014 - The Philippine Department of Tourism (DOT) in San Francisco
recently launched its first major marketing campaign for Asian American
travelers in a product presentation held on November 05 at the Hong Kong
Flower Lounge Restaurant in Millbrae, California. The event was conducted in
cooperation with GTT International/Majestic Vacations, and was attended by
tour operators and travel agencies throughout the Bay Area. Airline
representatives from two of the largest global airline alliances, Star
Alliance and SkyTeam, were also in attendance.
In line with the DOT’s new tourism promotion theme, “Visit Philippines Year 2015”, this campaign is a first in the United States as it specifically targets Asian Americans and American tourists. Through this effort, the DOT aims to generate inbound tourist arrivals from North America by encouraging travel agencies and tour operators to package the Philippines as a Twin Destination or Extended Vacation Destination of their existing tour packages to other Asian cities. The product presentation featured the Philippines’ world-renowned destinations such as Manila, Palawan, Boracay, Cebu and Bohol. It also showcased popular tourist activities in the country’s premier tourist spots such as beach holidays, scuba diving, shopping and health and wellness activities, to name a few. The campaign is spearheaded by Ms. Maria Corazon Jorda-Apo, Director for Market Development of DOT in Manila. During the launch, she stated that “This presentation is just one of many promotional activities… to brand the Philippines as a unique and supplemental travel destination among the Asian Americans and the mainstream Americans who visit our neighboring countries for vacation purposes.” Philippine Consul General Henry S. Bensurto, Jr. also encouraged and invited attendees to visit the Philippines and be actual witnesses to the country’s number one asset: its people. In his remarks, the Consul General stated that “It is an open secret that the Philippines’ best asset is truly the warmth and hospitality of the Filipinos.” He further stated that “Is is your interaction with the locals that will make your trip a truly memorable one.” |

November 2014 - Dr. Luo Dapeng, Team Leader of the Emerging disease
Surveillance and Response Unit of the World Health Organization (WHO) in
Laos, briefed members of the Filipino community in Laos on the Ebola Virus
Disease (EVD) during the Filipino community meeting organized by the
Philippine Embassy in Vientiane on October 23 at the Embassy premises.
Dr. Dapeng informed the attendees that the Ebola Virus is not a new disease; that in fact, there were cases of Ebola in the 1970s in Central African countries. He said that the recent outbreak of the disease has caused more than 4,555 deaths as of October 14. Dr. Dapeng also talked about the characteristics of the Ebola virus: how it is transmitted and the symptoms that a person affected with the virus exhibits. He also discussed the measures which the WHO and the Lao government are undertaking in order to prevent the entry or spread of Ebola in the country. Dr. Dapeng said that Lao hospital staff and officials are being trained to upgrade their knowledge and capacity on the disease. He also mentioned that an isolation ward and laboratory testing rooms have been set up in Mittaphab hospital, which has been designated as the receiving hospital for EVD victims. The briefing was followed by an open forum. Questions on how to avoid the EVD, how to treat someone with EVD, as well as the mortality rate of the disease, were raised by Filipino community members. One member also asked regarding the extent of the preparedness of Lao hospitals to accommodate EVD victims. Dr. Dapeng assured the attendees that the Lao Ministry of Public Health is closely coordinating with WHO to ensure the Ebola-preparedness of the country. Philippine Ambassador Isleta thanked Dr. Luo Dapeng for sharing his knowledge and expertise on Ebola. She also thanked the Filipino community in Laos for attending the meeting and encouraged them to submit any additional questions they might have on Ebola and to take the necessary precautions. |

Nueva Vizcaya farmers now land owners

A total
of 1,054 farmers in Nueva Vizcaya are happy to finally own the land they are
tilling for so long after receiving their certificates of landownership
awards (CLOAs) from the Department of Agrarian Reform (DAR).
DAR Undersecretary Jose Grageda, together with Governor Ruth Padilla and DAR Regional Director Atty. Marjorie Ayson recently led the distribution of 2,274 hectares to farmer beneficiaries in Barangay Bagabag in Solano, Nueva Vizcaya. Grageda said that the new CLOA holders are very lucky because the land given to them is for free owing to its being a government land, unlike in private lands where the beneficiaries will have to pay for its taxes. “Now that you own the land, be responsible and make it productive and progressive. We at the DAR will provide you with support services to help you achieve this,” Grageda exhorted the new small landowners. In her speech, Governor Padilla advised the farmers that they must take care of their land and do whatever they can to improve it. “You are very lucky because not all farmers in the Philippines are given Certificates of Ownership. If you have improved that land when it was not yours, how much more should you develop it now that it belongs to you,” Padilla said. Pineapple farmer Jun Guntaran expressed his gratefulness after receiving his CLOA. “This is a dream come true. Now I have something to leave my children with when I die.” Another beneficiary, dragon fruit farmer Neil Asuelo, said that the land title gives him peace of mind. “Now that I own this, I no longer need to worry about my rent for the use of the land.” |

Davao IPs get livelihood assistance from DA, other
gov’t agencies

Members
of the Matigsalog and Obu Manuvu tribes in Marilog, Davao City can now look
forward to a more progressive future as the Department of Agriculture and
other government agencies recently sealed a partnership with their leaders to
bring sustainable livelihood and income opportunities to their communities,
notably in agro-forestry and livestock growing.
Agriculture
Secretary Proceso Alcala, together with the officials of the National Commission
on Indigenous Peoples (NCIP) and Department of the Environment and Natural
Resources-Davao Region, recently signed a memorandum of agreement with the
leaders of the six recognized tribal clans for the joint development of the
Marilog Stock Farm and Research Development Center in the city’s Marilog
district.
The
stock farm sits on a 514-hectare property, which was donated to the
government by the elders of Matigsalog and Obu Manuvu tribes. Through
Presidential Proclamation No. 589 by then-President Ramos, the land was
declared a civil reservation for stockfarm and research center site of DA
Regional Field Unit 11.
“Ang ikagaganda ng takbo [ng ating samahan] ay nasa pag-gagalangan at
[pagbibigay ng tiwala] sa isa’t isa,” Alcala told the tribal members in his
remarks before the signing ceremony as he thanked them for their faith and
cooperation with the government.
Under
the agreement, the indigenous peoples (IPs) will be trained and supported as
farmer-cooperators, ensuring they get quality production inputs such as
animal stocks for fattening, sufficient technical help and other forms of
assistance from the DA.
Currently,
the stock farm has 37 heads of cattle, 10 heads of horses and 20 heads of
organic farming pigs.
For its
part, NCIP will assist the Matigsalog and Obu Manuvu tribes to determine at
validation stage whether or not a livelihood project synchs with their own
development plans, in keeping with the Indigenous Peoples Right Act.
DENR-11,
which has completed the re-survey of the area, will come up with maps, geotag
photos and other pertinent documents to serve as guides in crafting the
development masterplan development of the area. DENR-CENRO will also deliver
technical assistance on forest management.
Alcala
assured IP members that the government will carry out the agreement with the
assurance that every family and every clan will benefit from the projects and
activities that DA will undertake in the stock farm.
As part
of DA’s initial interventions, Alcala committed to facilitate the training at
the Technical Education and Skills Development Authority or TESDA of the 12
members of tribes so they acquire capacities needed to successfully run
agribusiness enterprises.
The DA
chief also granted six scholarship slots via the ACEF Scholarship Program for
qualified graduating high school students who will be taking
agriculture-related courses in college. ACEF gives full subsidy on tuition
fees, books and other allowances for four years, including monthly stipends.
For IP
members working in the stock farm on job order basis, Alcala asked Recoter to
study the possibility of providing them with social security benefits as
additional incentives.
“Sa
ating pag-sasama sama, wala pong dahilan na tayo’y [hindi magtagumpay sa
ating mga adhikain],” he said.
