1. Agreement signed on “Trashformers Ecosavers” program
- August 11, 2015
TRECE MARTIRES CITY, Cavite, Aug. 11 (PIA) – The provincial government inked an agreement with the Department of Education (DepEd) and various private organizations during the recent launching of the “Trashformers Ecosavers” program aimed to increase the level of awareness of students in recycling wastes to minimize the amount of trashes being disposed.
The launhing, held at the Trece Martires City National High School, was spearheaded by PG-Environment and Natural Resources Office Officer-in-Charge Engineer Ernesto C. Cenizal, Jr. and supported by the city government of Trece Martires City, C & S Junkshop and a partner organization, and Purefoods Hormel Co. Inc.
Aside from Engr. Cenizal, other signatories to the agreement were Ms. Constancia D. Luclucan, School Principal, Trece Martires City National High School, Mr. Buenaventura S. Gandia, Proprietor-C & S Junkshop and Mr. Pedro A. Mercado, Jr., City Environment and Natural Resources Officer of Trece Martires City.
Based on the website of the National Solid Waste Management Commission, the concept of Ecosavers program is for students to bring any recyclables from their home to the school . These recyclables will then be weighed down and given corresponding points recorded in their passbook in exchange for school supplies, other goods or possible savings account thru the partnership of the DepEd and Bangko Sentral ng Pilipinas (BSP).
The Eco-Savers program aims to establish an Ecological Solid Waste Recovery System in 763 public elementary and high schools in Metro Manila in cooperation with concerned local city/municipal governments, DILG, MMDA and partner organizations.
Meanwhile, Engr. Efren C. Nazareno, provincial administrator for External Affairs, Engr. Rolinio P. Pozas, Provincial Environment and Natural Resources Officer, Mr. Arnel Zapanta, DepEd Values Education coordinator and Mr. Rolando Alvaran, Special Assistant, Office of the Provincial Administrator for Community Affairs were also present during the MOA signing. 2. PCSO turns-over ambulances to 2 Cavite towns

TRECE MARTIRES CITY, Cavite, Aug. 11 (PIA) --The Philippine Charity Sweepstakes Office (PCSO) turned-over recently two brand-new ambulances to the local governments of General Trias and Amadeo.
These ambulances are equipped with basic life saving devices to ensure the immediate needs of the patients and to meet the increasing demands of the two municipalities in transporting sick constituents and ensure quick emergency response capability.
General Trias Mayor Antonio Ferrer formally turned over the ambulance to Rural Health Unit (RHU) head Dr. Sesinand Talosig.
In his messagege, Mayor Ferrer thanked PCSO Chairman Ireneo S. Maliksi as he pointed out that his administration is continuously implementing various programs that will enhance the services of the local government not only in health but the social services and infrastructures as well.
On the other hand, Amadeo Mayor Benjarde A. Villanueva led local officials in the blessing of the new ambulance (charity on wheels) in-front of the municipal town hall. A brief benediction was rendered by Renato T. Tibayan and witnessed by barangay officials, Municipal Health Officer Dr. Melinda A. Villanueva and Barangay Captain Maximo L. Bawalan of Barangay Banay –Banay.

3. Layong Mabilog, celebrates first Barangay Nutrition Day

TRECE MARTIRES CITY, Cavite, Aug. 10 (PIA) -- Local leaders, students, teachers and volunteers in Barangay Layong Mabilog in the town of Maragondon gathered together to celebrate their first ever Barangay Nutrition Day.
The event, held at the Layong Mabilog Elementary School, was intended to give emphasis in the cleanliness and sanitation of the family (family hygiene), and propagating to the community the value of bio-intensive garden by planting native (indigenous) nutritious vegetables.
The festival featured children sporting vegetable-designed dress, a program about nutrition, nutrition slogan contest, bio-intensive cooking demo, distribution of native vegetable seeds to the beneficiaries of the Pantawid Pamilyang Pilipino Program, and Zumba dancing performed by children.
Mayor Reynaldo Rillo Maragondon, Cavite Provincial Nutrition Action Officer Angeles Penalba and Maragondon Municipal Nutrition Action Officer Josefina Mendoza hosted the event which was being mulled to be replicated in all the barangays in the town as one of the steps in reducing the problem of malnutrition.
Partner NGOs like International Institute for Rural Reconstruction in Silang, St. Dominic College of Asia, Bacoor City, and Matagumpay Mason of Maragondon also promoted and assisted in the event. 4. Migration and Development Office launched in Cavite

TRECE MARTIRES CITY, Cavite, Aug. 10 (PIA) – The provincial government recently launched the Cavite Migration and Development Office (CMDO) aimed to address the needs of Caviteño overseas workers and their family and assist them in various programs and services including investment opportunities.
The said office, located at the ground floor of the Bahay Sanayan building at the provincial capitol compound, will be open to the public, especially for the migrants and their families, every Monday to Friday from 8 am to 5 pm.
During the launching, Mr. Alvin S. Mojica, officer-in-charge of Provincial Social Welfare Development Office deliver an opening message while Mr. Jesus I. Barrera, Provincial Planning and Development Coordinator presented an overview of migration in Cavite.
On the other hand, Provincial Board Member Irene C. Bencito and Dir. Luis Banua of National Economic and Development Authority (NEDA) IV-A led the ribbon cutting to formally open the said office to the public.
According to Commission on Filipinos Overseas (CFO), Cavite is among the major sending provinces of migrants overseas, mostly coming from the cities of Bacoor, Dasmariñas and Imus.
The CMD Office is being managed by the PSWDO in partnership with other local and national offices. Among the Programs and Services being offered by the M&D Office are Information, Research, Networking, Advocacy, including holding of job fair, Psychosocial services, including counseling and provision of temporary shelter to distressed OFs, Reintegration Assistance, including financial assistance to distressed OFs, Savings, Investment and Entrepreneurship, and other opportunities for overseas workers and their families. 5. DAP holds First PMDP alumni leadership conference

TRECE MARTIRES CITY, Cavite, Aug. 10 (PIA) – About 332-strong corps of development-oriented, competent and dedicated officials from 109 national government agencies attended and actively participated in the 2-day first Public Management Development Program (PMDP) conference organized by the Development Academy of the Philippines (DAP).
With the theme “Better Leaders, Better Government” the 2-day (Aug. 6 to 7, 2015) event held at the DAP Conference Center was targeted at promoting a spirit of further learning and camaraderie by exposing the PMDP alumni at the latest trends in public management, thus providing a venue for the exchange of ideas on innovation and practices in public service.
Guest speaker Camarines Sur 3rd District Rep. Maria Leonor Gerona-Robredo talked on the “Grassroots Governance: Engaging Citizens for Development,” which was followed by an open forum moderated by Mr. Aladin A. Ancheta.
Other guests and speakers includes Dato Abdul Latif Haji Abu Seman, Deputy Director General of Malaysia Productivity Corporation who expounded the Good Governance through Citizen-Centered Services,” and Dr. Manuel M. Dayrit, Dean of the Ateneo School of Medicine and Public Health who belongs to CEDP alumni Batch 1998.
Knowledge-sharing sessions on successful Re-Entry Projects and fruitful experiences from the Sensing Journey were also conducted. Scholars from the different batches shared their stories, hurdles and triumphs while implementing their respective projects and undergoing barangay immersion.
Other special activities that challenged creativity were well-distributed throughout the conference. The alumni also organized themselves into a formal association and elected their board of directors. Also the revamped of PMDP website was formally launched.

1. South Luzon adopts new R&D database: DOST IV-A behind the wheel

LOS BANOS, Laguna, Aug. 10 (PIA) --The Management Information System (MIS) of DOST IV-A (CALABARZON) started the deployment of their recently accomplished system that will lend hand in the online archiving of Research and Development achievements of State Universities and Colleges and Higher Education Institutes and research institutions in the region through the conduct of users training orientation.
EXPLORE, a fitting acronym that stands for Exchange of Probes, Learnings and Outputs of Researches is optimistically seen to give 24/7 easy access to researchers provided that all works are timely uploaded by different academic and R&D institutes. Access to highly reputable works of intellect is now just a click away through this “first online compendium of R&D achievements.”
The system capacitates the Regional Research Committee (RRC) in the consolidation of Research and Development projects and initiatives of academic institutions and government agencies in CALABARZON region. It also aims to harmonize R&D activities and promotion in the region to disseminate up to date pieces of information of R&D activities in the academe and other research institutions.
MIS, the team known for the development of highly reliable disaster warning systems such as Local Government Unit Information Dissemination System (LGUIDS), Hazard Notification and Awareness (HANDA), Sensing Environmental Parameters through Telemetry (SENTRY) invokes that all systems they have developed are all ready for implementation and adoption to interested parties. 2. SUCs, HEIs eye establishment of S&T fixated facilities

LOS BANOS, Laguna, Aug. 10 (PIA) --State Universities and Colleges with Higher Education Institutes of CALABARZON started the move towards the empowerment of their respective institutions through strengthening the S&T backbone of their curricula and facilities.
Through the Department of Science and Technology IV-A, six (6) institutes from the academe namely, Cavite State University, Laguna State Polytechnic University, Batangas State University, University of Rizal System, Southern Tagalog State University, and Malayan Colleges Laguna, conducted a benchmarking visit at the Fabrication Laboratory (Fab Lab) of Bohol Island State University (BISU)- Tagbiliran Campus last July 15, 16, & 17, 2015.
BISU’s Fabrication Laboratory is a technical prototyping platform for innovation and invention, providing motivation for local entrepreneurship. It also serves as a practical laboratory extension of classroom theory, a place to create, play, learn, mentor, and invent. Accordingly, it is connected to a global community of educators, learners, researchers, technologists, makers and innovators- a knowledge sharing network that spans 50 countries and 24 time zones.
Fab Lab helps in developing the local economy by providing better and more competitive products. It enhances local MSMEs’ network, encourages start-ups, develop entrepreneurs who foster employment.
The laboratory is equipped for phases of metalworking, woodworking, and machining, as well as digital fabrication with CNC routing, laser cutting, and 3D printing. The lab is accessible to all Industrial Design students enrolled at the BISU system.
BISU showcased one of Fab lab’s major accomplishment which is the “Wiki House” that was fabricated through the use of these cutting-edge machineries. This project is made from pieces of wood that was assembled together to create a learning hub that will serve as a preparatory knowledge center for pre-schoolers.
In November of 2014, the Provincial S&T Center of Laguna opened its Ideation Design and Development Laboratory (IDD Lab), the IDD Lab will complement the Fab Lab in terms of creativity, design, and prototyping.
DOST IV-A envisions that in 2016, a total of 3 firmly established IDD-Fab Lab tandem laboratories in the provinces of Cavite, Laguna and Batangas will be inaugurated. (Juan Carlo M. Manas, DOST 4A/PIA-4A)

LUNGSOD NG BATANGAS, Agosto 11 (PIA) --Ipinagdiwang at binigyang pagpupugay sa Lalawigan Batangas ang kilusang Kooperatiba sa ika-100 taon nitong kabahagi ng pamayanan sa kaunlaran sa Pilipinas.
Isang programa ang inihandog ng Batangas Provincial Cooperative Development Office noong ika- 5 ng Agosto na dinaluhan ng mga kabataan at kilusang kooperatiba mula sa iba’t-ibang rehiyon ng bansa .
Nakatuon sa pagpapakilala ng Kooperatiba sa mga kabataan, ang National Congress for the Youth and Laboratory Cooperatives ay nilahukan ng mga estudyante mula sa University of Northern Philippines, Polytechnic University of the Philippines, mga kinatawan ng National Confederations of Cooperatives, Philippine Federations of Credit Cooperatives, APPEND Network, Cooperative Development Authority at mga kooperatiba mula sa Calabarzon.
Ipinakilala sa mga kinatawan ng pagtitipon ang mga adhikain ng kooperatiba kasama ang mga management guidelines nito sa mga laboratory cooperatives. Binubuo ng mga mag-aaral, ang mga laboratory coop na ito ay isang epektibong breeding and training grounds para sa maayos at masaganang kooperatiba sa mga susunod na henerasyon.
Ipinaliwanag at ipinakita ng mga coop convenors sa mga youth delegates sa pamamgitan ng audio visual presentations and forums, at mga panibagong guidlines para sa mga laboratory cooperatives ganun din ang programang Cooperative Entrepreneurship at On the Job Training na handog ng CHED at Youth Cooperative Education na inilatag ng Cooperative Development Authority.
Ipinaabot ni Batangas Governor Vilma Santos Recto ang kanyang pasasalamat at papuri sa mga convenor ng coop youth congress sa pagbibigay ng pagkakataon sa mga kabataan na mamulat ng maaga sa kabutihan at kasaganahan na maaring ibigay ng isang matagumpay na Kooperatiba.
Ibinahagi din nito sa lupon ang kanyang mga programa na nakatutok sa mga kooperatiba ganun na rin sa mga kabataan na isinasagawa na nagsisilbing haligi upang mapatatag ang kilusang kooperatiba ganun din ang edukasyon ng mga kabataan ukol sa kilusang kooperatiba.
Ang Lalawigan ng Batangas ay isa mga lalawigan sa Pilipinas na mayroong matatagumapay o mga yaong tinaguriang Multi- Million Capital Cooperatives at isa sa pinakatanyag at kilala rito ay ang Soro-Soro Ibaba Development Cooperative na pinamumunuan ni Agricultural Sector Alliance of the Philippines Representative Rico Geron. Nasungkit ng koponan ng lungsod na ito, na binubuo ng mga batang may edad 9 taon pababa, ang ikatlong puwesto sa taunang torneyo na inorganisa ng PONY Baseball and Softball International na may himpilan sa Washington, Pennsylvania, USA. Ito ay nilahukan ng walong “zonal champions” na nagmula pa sa ibat-ibang panig ng mundo.
Bagama’t natalo sa unang laban nila sa host city Walnut, California sa iskor na 22-6, nakapagtala naman ang pambato ng Pilipinas ng magkasunod na “makatindig-balahibong” panalo kontra West Raleigh, North Carolina (11-9) at Aruba (12-11), upang makapasok sa semi-finals – kauna-unahan sa kasaysayan ng bansa sa nasabing liga.

The Palace on Tuesday offered its condolences to the family of Arturo Macapagal, the elder brother of former president Gloria Macapagal-Arroyo. “We extend our condolences to the bereaved family of Mr. Macapagal,” Communication Secretary Herminio Coloma, Jr. said in a statement. Secretary Coloma noted that “the nation lost an outstanding Olympian and a respected business leader with the passing of (Art) Macapagal.” “He is a recognized leader in the automotive industry and is a staunch supporter of various socio-civic organizations, such as Habitat for Humanity and Scholarship Foundation for the Filipino Youth, where he served as chairman,” he said. Macapagal died at the Makati Medical Center early Tuesday due to prostate cancer. The Asia-Pacific Economic Cooperation (APEC) Science Prize for Innovation, Research and Education – or the ASPIRE Prize – was given on Monday night to a South Korean scientist for his work on climate change that affects the Asia-Pacific region. Science and Technology Secretary Mario Montejo presented the ASPIRE 2015 award to Dr. Jong-Seong Kug for his field research entitled, "Climate Change, Seasonal Prediction Systems", during a ceremony held at the Manila Hotel. In addition to the award, Dr. Kug also received $25,000 in prize money. In his message, Secretary Montejo said climate change is the biggest challenge the present generation faces, as severe weather conditions and the incremental degradation of the natural ecosystem could cause a catastrophic impact on the environment. Member economies of the APEC must thus share information on weather modeling to prepare for the impact of climate change, he added. "We really want to collaborate with our grand winner, especially on El Niño. It is affecting the Philippines this coming October, November and even early part of next year," he said referring to the work of Dr. Kug. "It (El Niño) will cause significant change or reduction in our rainfall. The government is now being proactive and is now preparing for El Niño and it affects (the country) starting in October or November. We need more science-based information," Montejo said. "ASPIRE is a good platform. It encourages innovation and I hope next year's theme would be disaster preparedness and coping with climate change." Jointly sponsored by Wiley and Elsevier, ASPIRE is an annual award which recognizes young scientists who have demonstrated a commitment to excellence in scientific research and cooperation with scientists from APEC member economies. Wiley is one of the world's largest publishers of scientific research and a provider of workflow solutions for global research community. Elsevier, on the other hand, is the world's leading provider of solutions that enhance the performance of science, health and technology professionals, empowering them to make better decisions. Malacañang on Tuesday expressed its optimism on the passage of the proposed Bangsamoro Basic Law (BBL), which is aimed at bringing peace and development to Mindanao. Communication Secretary Herminio Coloma, Jr. said the signing of the committee report filed by Senate local government committee chairman Senator Ferdinand “Bongbong” Marcos, Jr., is a good indication that the senators are ready to deliberate on the draft bill. "Ang joint committee report ay nilagdaan ng labing-pitong senador at karamihan sa kanila ang nagpahiwatig ng paninindigan na dapat nang umpisahan ang pagtatalakay ng BBL sa plenaryo,” Secretary Coloma said during a press briefing at the Palace. "’Yung committee report ay maraming tinatakalay na mga isyu hinggil doon sa naihain na Senate bill hinggil dito sa BBL. At mainam siguro na yaman din lamang at pumirma na ang mga senador, senyales na ito na handa na silang umpisahan ang pagtalakay nito sa plenaryo. Ang ating tinutukoy dito ay ang pagsulong sa prosesong pangkapayapaan at umaasa tayo na magkakaroon ng kaliwanagan ang mga isyu na ilalahad nila, bahagi ng kanilang pagtatalakay sa draft BBL,” he added. The proposed measure will go to the Senate plenary on August 17. Coloma also reiterated the Palace’s stand on the importance of the BBL, which is the embodiment of the peace talks and agreements between the government and the Moro Islamic Liberation Front (MILF). The topics discussed during the two-day Asia-Pacific Economic Cooperation (APEC) Policy Partnership on Science, Technology and Innovation (PPSTI) Meeting in Manila show the common problems and issues in the APEC region that every member confronts, a science and technology official said on Tuesday. In a press briefing at the Philippine International Convention Center, Department of Science and Technology (DOST) Undersecretary Rowena Guevara said the common topics during the two-day event were climate change adaptation, disaster risk reduction, micro, small and medium enterprises (MSMEs), and bioeconomy. The PPSTI is also spearheading two events this November – the November 2 to 4 meeting will discuss typhoons, while the November 24 to 25 meeting will tackle disaster risk reduction, said Guevara. "The beautiful thing is that they actually scheduled these two events in November because they want to remember what happened during Typhoon Haiyan and the lessons learned from there," she said. "Given these as the common themes among APEC economies, it is now very clear how we can have collaboration and cooperation among APEC economies in these particular themes." The Philippines has also raised some proposals during the event in Manila, such as low carbon energy for MSMEs, Guevara said. Because the backbone of the APEC economy is mostly MSMEs, she said, the regional bloc could make a dent in greenhouse gas reduction if it addresses the industry where the MSMEs actually operate. "There was general agreement in the meetings that it is an important support to MSMEs and with that, I'm very happy to say that the concerns that DOST are addressing resonates with the concerns being addressed by our APEC member economies," she said. Another concern that confronts MSMEs in the region is the lack of science and technology (S&T), as well as research and development (R&D). In response, the APEC PPSTI has decided to train trainors on low-carbon economy to reduce the GHG in the production process of MSMEs, Guevara said. "But more importantly, it will make them more efficient and therefore, they would be able to have more income because they are more efficient in their production," she noted. "And we also decided that we will find ways for science and technology intervention in MSMEs, the same way the DOST is doing it with the program Small Enterprise Technology Upgrading," she added. Member economies of the Asia-Pacific Economic Cooperation (APEC) have adopted the recommendation of the Philippines on the Policy Translation Initiative on science, technology and innovation (STI), during the 6th Policy Partnership on Science, Technology and Innovation (PPSTI) Meeting in Manila. Chariman of the APEC PPSTI, Chen Linhao, said during a press briefing on Tuesday that member economies were able to come up with a policy statement to institutionalize STI in every APEC economy. The Philippines’ push for the Policy Translation Initiative became a vehicle for APEC economies to draft the policy statement, which aims to promote research and development (R&D) and commercialization activities, and support STI development to foster sustainable economic growth and job creation in the region. During the meeting, APEC economies agreed to strengthen R&D and STI by promoting the development of common approaches to STI policies that will contribute to policy formulation; encouraging joint research across APEC economies on matters related to linking science advice to STI policies, such as governance, design, and implementation; Strengthening STI policies through evidence-based research and analysis, relying on quality-assured data, making full use of opportunities raised by information technology and new sources of data; fostering the commercialization of research results inter alia by bringing together governments, academia, and business representatives; Emphasizing the digitalization of STI particularly for the benefits it offers to the ability of micro, small, and medium enterprises (MSMEs) to partner with academia and participate in the global value chain; institutionalizing policy development in PPSTI’s framework through capacity building of APEC member economies, consistent with APEC priority agendas on promoting human capital development; and raising the profile of R&D, commercialization and STI development by highlighting the contributions of STI to sustainable economic growth. “We will submit this policy statement to the Senior Officials’ Meeting of APEC and hope it can be incorporated on more high level policy document and even to (the APEC Economic) Leaders’ Meeting,” said Linhao. While, light to moderate rains still affecting Metro Manila, Bulacan, Pampanga, Nueva Ecija, southern Zambales, Quezon (Gen. Nakar, Infanta, Real, Polillo Is.) and a portion of Batangas which may continue for 2-3 hours. All are advised to take precautionary measures against heavy rains, strong winds, lightning and possible flash floods, said PAGASA.
