DFA-RCO is now accepting application for foreign service qualifying test

LUCENA CITY,
Quezon, May 2 (PIA) – The Department of Foreign Affairs (DFA)-Regional
Consular Office (RCO) has announced that they are now
accepting application for the qualifying examination for the Foreign Service
Officer (FSO) administered by
the Board of Foreign Service Examinations (BFSE).
Jocelyn Roxas, DFA-RCO
officer-in-charge, said applicants must be knowledgeable on the economic,
political and social conditions of the Philippines, and must possess not only
facility in oral and written communications, but must also possess the personality traits essential to the
performance of the duties of FSO.
The FSO examination,
according to Roxas, is composed of five parts: qualifying test,
preliminary interview, written test, psychological test and oral test.
Examination date is on August 10, 2014.
The testing centers are in Bacolod City, Baguio City, Cagayan de
Oro City, Cebu City, Davao City, Iloilo City, General Santos City, Legazpi City, Lucena City, Metro Manila, San
Fernando City (La Union), City of San Fernando City (Pampanga), Tacloban City
and Zamboanga City, but the BFSE has the right to modify the list of testing
centers depending on the number of applicants at any testing center.
The application form
for said examination may be downloaded from the DFA website (www.dfa.gov.ph).The
DFA-RCO Lucena may accept the application forms until June 13, 2014. For

announces completion of P16M asphalt overlay road project

MARTIRES CITY, Cavite, May 2 (PIA) –The Department of Public Works and Highways
(DPWH) Cavite 1 District Engineering Office revealed the completion of another
asphalt overlay project worth P16,669,490.02 along Dasmariñas City- Trece
Martires City - Naic Road and in Tejero-General Trias – Amadeo – Tagaytay Road.
With
the conclusion of the project, which commenced Feb. 8, 2014 and completed March
12, 2014, the economy and exchange of commerce in the province is expected to
be boosted and enable the commuting public with a better and comfortable way to
travel.
District
Engineer Oscar U. Dela Cruz explained that the road rehabilitation
and improvement (asphalt overlay) is one of the completed road
projects
this year under the 2014 Regular Infrastructure Fund aimed to improve the
transportation and traffic situation around the country.
Dela
Cruz added that road rehabilitation and improvement projects is a
non-stop effort of the national government to provide a better
way of transportation for the commuting public including road maintenance
projects which are still the main priority in different the provinces around
the country.
The
road features thermoplastic pavement markings for a safer road
network as directed by Public Works and Highway Secretary Rogelio Singson.

1. 3,000 vacancies at Labor Day job fair at Lipa City

LIPA CITY, May 1
(PIA) --More than 3,000 job vacancies from 70 participating employers are
available for job applicants at the job fair today in celebration of Labor Day at SM City Lipa.
The Department of Labor and Employment (DOLE) Batangas, Public
Employment and Services Office of Lipa (PESO-Lipa), SM City Lipa and ABS CBN
Southern Tagalog will once again stage the annual job fair in time for the
May 1 Labor Day celebration with the theme "Sa Sipag, Tiyaga, Buong Mundo
Saludo sa Manggagawang Pilipino."
During the initial
meeting, DOLE-Batangas Director Predelma Tan said they are hoping to have
more hired-on-the-spot” (HOTS) applicants, thus,
requested participating employers to send in representatives who can give
decisions during the one-day job fair.
SM City Lipa manager
Liza F. Dimaculangan on the other hand, relayed the readiness of the mall to
accommodate the employers and job seekers during the one day job fair.
Last year, the job fair was able to gather a total of 5,000 job seekers of

2 (PIA) –Isang memorandum of agreement (MOA) ang nilagdaan kamakailan sa
pagitan ng pamahalaang lungsod ng Batangas at SM Lifestyle Entertainment Inc.
na magkakaloob ng libreng panood ng sine sa may 2,000 persons with disabilities (PWDs) sa lungsod.
Ang kasunduan ay alinsunod
sa ordinansang ipinasa ng Sangguniang Panglungsod na nagtatakda ng pagkakaloob
ng libreng panonood ng sine sa mga may kapansanan sa lungsod.
Base sa kasunduan, ang mga
PWDs ay maaring makapanood ng libre sa mga sinehan ng SM City Batangas tuwing
Lunes at Martes.
Lumagda sa kasunduan sina
Mayor Eduardo B. Dimacuha, Atty. Ben John A. Maralit, presidente ng PWDs federation, councilor
Claudette Ambida na siyang may akda ng ordinansa, City Social Welfare and

Kaya naman po ngayong Araw ng Paggawa, doble ang nararamdaman kong tuwa. Mayroon na akong pagkakataong lumabas ng Maynila—hindi para tumugon sa krisis o sakuna, ngunit para personal na makita ang magandang balitang bunga ng ating mga programa upang paramihin ang pagkakataon para sa mga Pilipino. Sa simula pa lang po ng ating panunungkulan, tinukoy na natin ang tunay na mga problema, upang makapaglatag ng tamang solusyon. Halimbawa po: Noon, laging inire-report sa atin ni Secretary Linda na maraming naiiwang bakanteng trabaho sa Phil-JobNet dahil sa job-skills mismatch. Ano po ang ating naging tugon? Noong 2011, inatasan na natin ang DOLE, CHED, at DepEd na makipag-ugnayan, siyempre kasama po ang TESDA, sa ating mga negosyante upang tukuyin ang kanilang mga pangangailangan, at sa gayon ay madagdagan ang mga may hanapbuhay. Wala po tayong sinayang na oras sa paglalatag ng mga hakbang upang masigurong ang mga bakanteng trabaho sa merkado ay pupunuan ng mga graduate nating may sapat na pagsasanay. Alam po n’yo noong mga panahong iyon, siguro sa istatistikong talagang gumigimbal sa akin, dalawang daan limampung libong nursing graduates raw ho ang walang trabaho. Pumasok sila dahil maraming naghahanap ng nurse. Noong nag graduate, wala na pong naghahanap ng mga nurse. Sabi ko, kailangan natin palitan ang situwasyon na kung saan ang Pilipino parating naghahabol ng trabahong nawawala na ‘pag panahon na sila’y nakapagtapos sa pagsasanay. Sa pagtutulungan ng ating mga ahensya, nagkaloob tayo ng mga de-kalidad na training upang umangkop ang kaalaman ng ating mga graduate na papasok sa labor force. Matapos nga po ang dalawang taon, kitang-kita na natin ang positibong bunga ng ating mga pagsisikap. Halimbawa nito ang magandang resulta ng pagsasanay ng ating scholars sa TESDA sa mga kumpanyang Testech, Inc., Alliance Mansols, Inc., at dito po sa Integrated Microelectronics, Inc. or IMI. Ito nga pong tatlong kumpanyang ito na dinalaw natin ngayon, kasama na ang organisasyon ninyong Semiconductor and Electronics Industries in the Philippines o SEIPI—ang siyang nakipagkapit-bisig sa ating pamahalaan upang ipatupad ang Training for Work Scholarship Program (TWSP) ng TESDA. Datos na po ang nagpapatunay sa tagumpay ng TWSP: Noong 2013, sa 130 na scholar na sinanay ng Testech, 113 na po ang may trabaho ngayon. Dito po sa inyo sa IMI, sa 100 scholar na binigyang-kaalaman ng inyong programa, bawat isa sa kanila may trabaho na. At sa 400 na scholar naman po na dumaan sa training ng AMI, 400 din ang may trabaho na. Tingnan naman po ninyo: Ginawa lang natin ang tama; tapat at maayos lang tayong nakipag-usap sa investors, at ang resulta: 91.43 percent employment rate ng buong semiconductors and electronics industry—konti na lang po ay maabot na natin ang 100 percent. Patunay lang po itong kapag binigyan mo ng sapat na pagkakataon ang Pilipino, talaga namang magpapakitang-gilas siya tungo sa sariling at sambayanang pag-asenso. Hindi na rin po siguro nakakabigla, na dala ng tagumpay na ito, dumami pa ang mga scholar na sinasanay sa ilalim ng TWSP para sa semiconductor at electronics industries: Sa Testech, inangat na natin ang numero sa 200 ang mga scholar ngayong 2014 mula sa 130 noong nakaraang taon; sa AMI naman po, mula 400 noong 2013, ngayong taon ay 1,500 ang scholars ang kanilang sasanayin. Umaasa nga po ako na hindi magpapaiwan ang kumpanya ninyong IMI, upang madagdagan pa ang 100 na scholar na hinahasa ng inyong kumpanya para sa 2014. Kung gusto ho n’yong gawing isang libo, handa po si Joel tulungan kayo. [Laughter] Hindi po maitatanggi: Habang lumalago ang sektor ng electronics at semiconductor ay nadaragdagan ang pangangailangan para sa mga bisig at isip na makakatulong upang maging tuloy-tuloy ang pag-arangkada. At talaga naman pong malaki ang inyong naiaambag sa pagsisigurong sapat ang kaalaman at kakayahan ng ating mga manggagawa upang makapasok sa mga nagbubukas na pinto ng oportunidad. Kapansin-pansin nga po na ang libo-libong scholar natin ay nasa empleyo na ng mga SEIPI-member companies. Ang ibig pong sabihin, talagang nagagamit nila ang mga kakayahang kanilang pinagsanayan; talagang nagkakaroon ng dibidendo ang pondong inilaan sa TWSP; at talagang may katumbas na mas maginhawang bukas ang pawis na pinuhunan ng ating pong mga scholar. Dagdag pa po rito, malinaw rin itong sagisag ng paglagong tinatamasa ng semiconductor and electronics industry; ang pagdami ng inyong mga manggagawa ay kumakatawan sa inyong pagtataya sa ating ekonomiya, at sa pakikiambag ninyo sa pagpapalawak sa positibong transpormasyon ng lipunan. Patuloy nga po ang pagtaas ng employment numbers ng electronics industry nitong mga nagdaang taon. At hindi lang po ang inyong mga empleyado ang nakikinabang dito; dahil sa multiplier effect, nabigyan ng indirect jobs ang napakarami pa nating mga kababayan. Matibay po ang paninindigan ng inyong pambansang pamahalaan na ipagpatuloy ang magandang takbo sa inyo pong sektor. Hindi po natin dadaanin sa tsamba ito; planadong paglago ang ating pakay. Noong Oktubre ng 2013, nailatag na po ng DTI at SEIPI ang updated electronics roadmap ng ating bansa. Tatlong landas po ang nililinaw ng roadmap na ito: Una, ang product innovation na sisigurong kakayanin na nating makipagsabayan sa paglikha ng makabagong teknolohiya. Ikalawa, ang pagpapalakas ng inyong manufacturing capability. At ikatlo, ang paghanap ng solusyon sa mga isyung kinakaharap ng inyong industriya. Bahagi po ito ng isang malawakang stratehiya upang gawing permanente ang pagbabagong tinatamasa natin. Pangunahin pong pundasyon nito ang pagsigurong ang pag-angat ng ekonomiya ay napapakinabangan ng nakakarami—sa pamamagitan ng trabaho, kabuhayan, at pagkakataong bumubukas sa iba’t ibang sektor. Alam naman po natin na ang sektor ng paggawa, kung mabibigyang-lakas at sapat na suporta, ay siyang hitik na hitik sa trabaho—kaya nga po patuloy ang tutok natin dito. Nakikita nga po natin na ang mga reporma at insentibo natin ay nagkakaroon na ng panimulang mga bunga: Noon pong nakaraang taon, tumaas sa 22.8 percent ang ambag ng manufacturing sa ating pambansang ekonomiya. Malaki po ang naitulong ng inyong industriya sa pagsiglang ito: Noong nakaraang taon, sa kabuuang 53.98 billion dollars na iniluwas ng ating bansa, 40.4 percent ang nanggaling sa electronics industry. Tinatayang 18.6 percent naman po ng kabuuang GDP ng ating bansa ang nanggaling mula sa ating electronics exports. Kaya naman lalo pa nating idinidiin ang suporta at pagbibigay-halaga sa semiconductor at electronics industry bilang haligi ng manufacturing sa ating bansa. Lahat po ng mga proyekto’t programa natin sa tuwid na daan—mula sa agrikultura, sa imprastruktura, sa turismo, hanggang sa serbisyong panlipunan—ang bawat inisyatiba natin nitong nakaraang mga taon, ayon sa NEDA, ang nagbunsod upang bumaba ng three percentage points ang bilang ng mga Pilipinong nasa ibaba o nasa ilalim ng poverty line mula noong 1st semester ng 2012 patungong 2013. Baka mayroon nga pong nagtatanong: Hindi ba’t napakaliit ng three-percentage points na yan? Ang sagot po natin: ang katumbas ng three-percentage points, nasa 2.5 million na Pilipino na naiangat lampas ng poverty line. Ibig-sabihin, halos dalawa’t kalahating milyong Juan o Juana dela Cruz ang nasa lampas na ng poverty line. At ngayong higit pang nagbubunga ang mga repormang ipinatupad at ipinapatupad natin, tiyak na dadami pa ang mamamayang mabibigyan natin ng mas komportableng pamumuhay. Kaugnay po nito, patuloy po nating paiigtingin ang pagkalinga at pagkakaloob ng serbisyo sa Pilipino. Ang nais natin: masigurong hindi na babalik pa sa dating kalagayan ang ating mga kababayan, sakaling tumama muli ang anumang sakuna. Kung tutuusin nga po, puwedeng noon pa man ay nagawa na ang mga pagbabagong ito sa ating bansa. Subalit dahil sa mga pinunong mas inuuna ang sariling interes, matagal tayong nasadlak sa malubhang kahirapan at katiwalian. Hanggang sa nagkaisa nga po at sama-samang nanindigan ang mga Pilipino para sa pagbabago. Dito nga po sa inyo, nagpapasalamat ako, dahil hindi man ako tubong-Laguna ay ginawa po ninyo akong number one noong 2013. [Applause] Noong 2007, number four, pero okay lang po ‘yon. Labingdalawa po ‘yon. [Laughter] Ang pakiusap ko po: Kung naniniwala kayo na tama ang ating ginagawa, kung ayaw ninyong mabalewala ang maganda nating nasimulan sa tuwid na daan, piliin natin ang mga susunod na pinunong magpapatuloy at higit pang magpapayabong sa ating mga naipunlang reporma. Piliin natin ang karapat-dapat upang maging permanente ang malawakang transpormasyong tinatamasa na ng ating lipunan. Ngayong Araw ng Paggawa, ibinabandila natin ang isang katotohanang nagdala sa atin sa yugtong ito ng ating kasaysayan: ang pinakamahalagang yaman ng Pilipinas ay ang Pilipino. Bawat patak ng pawis sa ating paghahanapbuhay, bawat bisig na nagbibigay-lingap sa nangangailangan, at bawat butil ng sakripisyo ng Pilipino, ay may makabuluhang ambag sa katuparan ng ating kolektibong mithiin. Kapit-bisig at taas-noo po nating ipamana sa susunod na mga henerasyon ang isang Pilipinas kung saan ang kaunlaran ay napapakinabangan ng mas nakararami; pantay ang oportunidad para sa lahat ng mamamayan, at kung saan ang Labor Day ay tunay na araw ng pagkilala sa pagsisikap ng bawat isa sa ating mga manggagawa. Conchita Carpio Morales reminds government officials and employees
that the filing of sworn Statements of Assets, Liabilities and Net
Worth (SALN) is due today, April 30. Section 17, Article XI of the 1987 Constitution requires “public officials and employees to file their SALN upon assumption to office and as often as may be required by law.” Under Section 8(A), Republic Act (RA) No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), government officials and employees are required to file their SALNs “(a) within thirty (30) days after assumption of office; (b) on or before April 30, of every year thereafter; and (c) within thirty (30) days after separation from the service.” The law requires all government officials and employees to submit declarations under oath of their assets, liabilities, net worth and financial and business interests including those of their spouses and of unmarried children under 18 years of age living in their households. Those who serve in an honorary capacity, laborers and casual or temporary workers are exempted from the filing of SALN (Section 8[a] of R.A. 6713). She warned that failure to file SALN is a less grave offense punishable with suspension of one month and one day to six months for the first offense, and dismissal from service for the second offense, and that those who violate the SALN rules may also face criminal charges of Perjury under Article 183 of the Revised Penal Code, and violation of the Anti-Graft and Corrupt Practices Act (R.A. 3019). Ombudsman Morales reminded government employees to be truthful in accomplishing the SALN form as it is an important tool in determining illegally acquired wealth. |

The National
Home Mortgage Finance Corporation (NHMFC) has expanded its
International Organization for Standardization (ISO) 9001:2008
certification for its Borrower Counseling System, Vice President
Jejomar C. Binay said Saturday. Binay said NHMFC was awarded ISO 9001:2008 certification for its accounts servicing divisions for Rizal, National Capital Region, and Luzon. The NHMFC was originally awarded ISO 9001:2008 certification for the Rizal Division in March 2013 after passing the two audit stages conducted by ISO third party auditing firm TUV SUD PSB Philippines, Inc. in December 2012. “As the chairman of the government's housing agencies in the country, it is a heart-warming experience to have a team that continues to effectively work and participate in nation-building and providing attention to the primary needs of every family,” the Vice President said during the awarding of the expanded certification. Binay is the chairman of the Housing and Urban Development Coordinating Council (HUDCC) and chairman of the board of the key shelter agencies under HUDCC, including NHMC. The housing czar lauded NHFMC President Felixberto Bustos, saying NHMFC's responsiveness in excellent customer service through the years has helped pave the way towards housing opportunities for everyone. “The much coveted ISO 9001:2008 certification awarded to NHMFC is proof that you continue to show your strongly dedicated efforts and commitment in addressing the needs of your clients,” he said. ISO 9001:2008 specifies requirements for a quality management system where an organization needs to demonstrate its ability to consistently provide product that meets customer and applicable statutory and regulatory requirements. The organization should also aim to enhance customer satisfaction through the effective application of the system, including processes for continual improvement of the system and the assurance of conformity to customer and applicable statutory and regulatory requirements. NHMFC is currently working on the certification for its Litigation and Securities and Mortgage Custodianship Divisions. Meanwhile, to further improve services for its clients, Binay said NHMFC is also considering tapping telecommunications companies as collection service partners. “There is a proposal to partner with Smart Communications or Globe Telecom for NHMFC’s electronic payment services,” the housing czar said. “Given that most Filipinos are using mobile services, this will make it easier for NHMFC clients to pay their monthly amortizations,” the Vice President added. With thousands
of job seekers expected to troop to the DOLE’s 65 nationwide job
fairs on Labor Day, Secretary Rosalinda Dimapilis-Baldoz yesterday
urged employers participating in these job fairs to improve their
hiring rates, as a way of helping jobseekers, especially the fresh
graduates, land their first jobs.
“We will be
gratified if employers participating in our job fairs on Labor Day,
can improve their hiring rates and increase the number of applicants
hired-on-the-spot, or HOTS,” Baldoz said, who has also issued an
order to all DOLE regional directors to communicate this challenge
to all local employers participating in their respective job fairs. She urged employers to be a little flexible in considering “near hires” or applicants who is “nearly fit” for a job, but may be lacking in one or two qualifications that can be compensated by an applicants’ other strong points. “A “near-hire” applicant, if given the chance, might quickly learn or acquire a “missing qualification” if he/she is already on the job or may be through a short training,” she said. Baldoz said improving hiring rates is possible because the DOLE and its regional offices have announced early and extensively their job fair schedules using all available media and she had directed them to conduct advance registration and screening of applicants. “In the 2013 Labor Day Jobs Fair, a total of 20,905 applicants were HOTS and 96,838 have qualified. This, out of 127, 880 total number of registered jobseekers,” Baldoz said, emphasizing that the DOLE has remained consistent with its annual target of 15 percent HOTS out of the total number of qualified applicants. The labor and employment chief, on this note, reiterated Department Order No. 113, issued on 28 April 2011 regarding the conduct of DOLE Job Fairs, which makes it imperative for the Bureau of Local Employment and all DOLE Regional Offices to supervise the conduct and report the outcome of the job fairs, as well as to closely monitor the application status of those jobseekers who qualified at the job fairs. “The DOLE has been regularly announcing job fair schedules very early to enable applicants—the “educated unemployed,” new college graduates, holders of certificates of technical–vocational courses, jobless out-of-school youth, and even those who are planning to switch jobs—to prepare for the job fairs,” she added. The DOLE’s job fairs are held in convenient and accessible places, and designed to ensure that job applicants are protected from illegal recruiters. Employers that will participate in the job fairs are also thoroughly screened and validated. Private sector-organized job fairs are conducted with DOLE’s permission, and no charges or fees are collected from job seekers or applicants before, during, or after the job fair. For the DOLE job fairs, no participation fees are collected from participating agencies or employers. Baldoz advised visitors to these job fairs to brush up on relevant labor market information being continuously disseminated by the DOLE to help them map out their careers wisely, such as looking for occupations that fit their qualifications and inclinations, and to be ready with their resumes and other documentary requirements. “This is one of the best ways you can match yourselves with productive opportunities or even be hired on the spot during job fairs,” Baldoz advised. “For the first-time job seekers, another piece of advice I can give is to accept the first job that comes your way and which fit your qualifications. This is the way to earn experience and pick up job-ready skills,” she finally said. |

The Aquino
Administration has generated savings worth P437.8 million by closing
dormant and unnecessary bank accounts of national government
agencies. Budget and Management Secretary Florencio B. Abad said this bold move to shut down dormant bank accounts—266 in total as of December 31, 2013—was part of efforts to improve government cash management by installing a Treasury Single Account: a new system that enables the government to consolidate its cash resources on a daily basis. “Before, the government incurs debt in order to address perceived cash shortages—even if there’s cash lying around in the many bank accounts of government. That included the P437.8 million that we recently saved by closing inactive bank accounts. Through the years, we’ve been borrowing cash even if we’re liquid anyways, just because such cash is hidden from the Treasury’s view as a result of our fragmented cash management system,” he said. “Once it is fully set in place, the Treasury Single Account will provide the government with a full view of its cash resources on a daily basis, and enable us to ‘sweep up’ dormant cash to fund upcoming payables. The P437.8 million that we recently saved is much smaller than the billions that we can further save from borrowings and money handling costs,” he said. Abad further noted that the Treasury Single Account is among the key projects under the Philippine Public Financial Management Reform Roadmap, which seeks to enhance transparency, accountability, and efficiency in the management of public funds. “The Aquino Administration is working hard to transform Philippine public financial management. Through game-changing reforms such as the Treasury Single Account, we’re making sure that government spends within its means, on the right priorities, and with measurable results,” the economic manager added. Dormant accounts refer to collections deposited in Authorized Government Depository Banks (AGDBs) but have remained inactive for more than five years. Previous reports by the Commission on Audit (CoA) have pointed out that dormant accounts form part of the huge cash balances being maintained by government agencies in AGDBs and other institutions. CoA will soon issue guidelines and procedures for the transfer of the P437.8 million-worth of savings from all the dormant bank accounts to the government’s General Fund. DBM Undersecretary and Chief Information Officer Richard E. Moya explained that the Treasury Single Account requires a complete inventory of existing bank accounts of government agencies, along with the closure of dormant ones. At present, the Bureau of Treasury (BTr) is still completing the inventory of said bank accounts. “The Treasury Single Account is one of the core elements of the Government Integrated Financial Management Information System or GIFMIS, a government-wide ICT solution that will provide accurate and real-time information on government’s finances. This will span the whole financial management process—from budget preparation and programming, to fund release and accountability reporting,” Moya said. The Philippine Public Financial Management Reform Roadmap is steered by the DBM, Department of Finance (DoF), CoA, and BTr. Other major financial management reforms include the Unified Account Code Structure, the Comprehensive Human Resource Information System, and Performance-Informed Budgeting, among others. |

Public Works and Highways (DPWH) Secretary Rogelio L. Singson calls
on the local government units (LGUs) in ensuring the protection of
infrastructure facilities. Singson said that LGUs specifically barangays are in the position to call attention of its residents, including the informal families living under bridges and on esteros. Just recently, a fire broke out at Quiapo area involving shanties living under the Quezon Bridge forcing DPWH to limit the passing of vehicles to up to 10 tons only as safety precaution. Following Singson’s instruction to immediately conduct inspection on Quezon Bridge which was exposed to fire, it was noted by bridge experts from Bureau of Design and National Capital Region that there were deformation/buckling on steel members located at three (3) end bays of the steel truss. The DPWH NCR is now preparing program of work to facilitate the repair of damaged bridge component. Meanwhile, DPWH Cagayan de Oro 2nd District Engineering Office (CDO-SDEO) recently facilitated the clearing operation of informal settler families (ISFs) under Marcos Bridge, the biggest and busiest bridge in Cagayan de Oro City. For the long time, shanties below Marcos Bridge have poised threats and inconvenience on both the safety of the motorists crossing above and the illegal settlers living under. The bridge served as a nest to illegal settlers that have long used its bottom part for residential and commercial purposes, leading to activities like cooking and usage of the bridge’s area as an integral part of their establishments. “To allow full utilization of the bridge, all or a total of 64 illegal settlers, with their stalls were removed,” said CDO-SDEO OIC-District Engineer Anastacio G. Marundan. Marundan noted that the clearing operation went smoothly, with proper notices and warnings facilitated ISF’s voluntary demolition and evacuation from the vicinity. “The next step is to clean the area, repaint and beautify it as our contribution to the city’s campaign for orderliness, cleanliness and beautification” added Marundan. |

Nearly six months after Typhoon Yolanda, Girlie Aguilar, is proud
that her family has moved on through their determination and unity. She recalled how they, as one family, helped each other in repairing their partially damaged house using available branches and scrap galvanized iron sheets scattered around their village. “Nagtulung-tulong na laming magpapamilya – nagpako, nagpukpok, (at) nagtali – para lang maitayo muli ang tahanan namin at kahit papaano ay magkaroon kami ng disenteng tirahan pagkatapos ng bagyo (My husband, children, and I helped fix our damaged house so we can have a safer place to stay),” Girlie recounted. Girlie is grateful that their town was not badly affected, enabling them to recover faster than the residents of the hardest-hit areas. She is also thankful that help was also within their reach. Her family received humanitarian aid and relief assistance from the government through the Department of Social Welfare and Development (DSWD), local government, and various organizations. Through the help, the Aguilars were able to meet their daily food needs while repairing their house. She also recognized the huge support given through the cash grant that her family is receiving through the Pantawid Pamilyang Pilipino Program. Pantawid Pamilya provides cash grants of as much as P1,400 to qualified households as long as they comply to program conditionalities of sending their children to school and to health centers for check up, and attend the regular Family Development Sessions (FDS), a gathering of parent-beneficiaries where they tackle parent effectiveness and homelife. In Eastern Visayas alone, there are 28,763 household-beneficiaries of the program as of March 2014. Helping others More than the cash grants provided by Pantawid Pamilya, Girlie gained knowledge on responsible parenthood, community participation, and leadership through the FDS which she applies in helping others cope with the aftermath of ‘Yolanda’. Girlie is a parent-leader and a barangay health worker. As a barangay health worker, she goes around her community distributing vitamins to children. As a parent-leader she regularly reminds her fellow parent-beneficiaries to take their children to health centers, attend the FDS, and practice what they learn. She recalled how she went house-to-house to tell her fellow members to prepare for the landfall of ‘Yolanda’. She reminded them to secure their Pantawid Pamilya documents like ID, cash card, and Talaarawan. After ‘Yolanda’, Girlie continued to reach out to her peers and asked how they are doing. She also volunteered in the outreach programs of various non-government organizations (NGOs) like supplementary feeding program, medical mission, and the distribution of school materials to the survivors. Most importantly, she told her members not to lose hope, and continue believing that everything will soon be better; the same belief that her family held on to. |

In line with
its relentless efforts to enhance the quality of financial services,
retirement benefits shall now be made by way of direct payment
through Advice to Debit Account (ADA) and no longer in the
long-practice Modified Disbursement Scheme (MDS) checks. According to Police Director Rolando A. Purugganan, the PNP Director for Comptrollership, Starting June 2014, concerned retiring PNP personnel must coordinate with the PNP Pension and Retirement Benefit Service (PRBS) or its regional offices to open their individual PNP ATM Pension Account to be used to receive their retirement benefits. This Circular provides additional guidelines, documentary requirements and procedures in the processing and payment of retirement benefits of retiring PNP personnel to expedite its release and to ensure the timely release of their monthly pension after the lapse of the lump sum period. Based on the disseminated PNP Memorandum Circular Number 2014-007 or Amending NHQ PNP Circular 2013-010 dated August 13, 2013 entitled “Guidelines Prescribing the Documentary Requirements and Procedures in the Processing and Payment of Retirement Benefits of PNP Personnel”, all retirement benefits of retiring PNP Uniformed personnel (police officers) shall be through Direct Payment to PNP ATM Pension account. PRBS shall require all retiring PNP personnel to open their ATM Pension account with the nearest branch of LBP upon receipt of Retirement order to six months prior to the effectivity of their retirement. As well, PRBS shall provide the retiring PNP Uniformed Personnel a Letter of Instruction to be submitted to their nearest branch of LBP with inclusion that the retiring PNP Uniformed personnel conforms/allows the LBP to maintain a minimum amount of One Hundred Pesos (Php 100.00) to avoid closure to their ATM Pension Account. MANILA—The
Philippine economy’s remarkable growth of 7.7 percent in the first
half of 2013, along with the government’s investments in social
development programs, significantly reduced poverty in the period,
possibly marking the beginning of an appreciable downward trend in
poverty incidence, according to the National Economic and
Development Authority (NEDA). The Philippine Statistics Authority (PSA) revealed today that 24.9 percent of Filipinos were considered poor based on their average income in the first semester of 2013, down from 27.9 percent in the same period in 2012. In terms of families, poverty incidence likewise declined to 19.1 percent in the same period from 22.3 percent in 2012. “The remarkable improvement in the poverty incidence in the first half of 2013 is evidence that the Philippine’s development strategies are heading in the direction of inclusive growth,” said Economic Planning Secretary Arsenio M. Balisacan. “Sustaining rapid economic growth while maintaining a sound macroeconomic environment has proven to be effective in reducing poverty,” he added. For the first time, official poverty statistics used the income data from the Annual Poverty Indicator Survey (APIS). Previous estimates were based on the Family Income and Expenditure Survey (FIES), which is being conducted every three years. The PSA also reported that subsistence incidence, or the proportion of extremely poor Filipino families or individuals who could not afford to meet their basic food requirements, declined in the period to 7.7 percent among Filipino families and 10.7 percent among Filipinos. “This is the first time that subsistence incidence was reduced to single-digit levels,” said Balisacan, who is also NEDA Director-General. Meanwhile, the per capita family income for the first, second and third deciles posted growth rates of 12.3 percent, 8.4 percent, and 8.4 percent, respectively. “The faster growth of poor households’ income compared with the slower increase of basic commodity prices implies a robust increase in real incomes of the poor, which played a significant role in reducing poverty during the period,” the Cabinet official said. Balisacan also cited the continued implementation and enhancement of the government’s social programs that helped improve the welfare of a greater number of poor through increases in income. Among them is the broader implementation of the Conditional Cash Transfer (CCT), or Pantawid Pamilya Program, in terms of both coverage and scope. The Department of Social Welfare and Development, which implements the program, adopted a convergence strategy in 2012, where CCT beneficiary families also benefitted from the agency’s two other major programs, namely the KALAHI-CIDSS and the Sustainable Livelihood Program. “These three major programs provide support and capacity-building at the levels of both families and communities, and therefore address the major constraints faced by the poor, such as inadequate community infrastructure, lack of finance capital and low quality of human capital,” said Balisacan. The NEDA official highlighted the need to sustain the decline in poverty over the next years through continued aggressive implementation of programs resulting in rapid and sustained economic growth and reduction of poverty in all its dimensions. “The government should continue to undertake the necessary measures to sustain high economic growth and efficiently implement spatially and sector-focused economic and social programs as laid out in the Philippine Development Plan (PDP) Midterm Update. There is also the urgency of speeding up recovery and reconstruction efforts in disaster-affected areas to ensure that the gains in poverty reduction are sustained,” said Balisacan. Over 30 participants attended a seminar on health and ageing on
April 27 organized by the Philippine Migrant Women Acting against
Violence (PMWAV) – a working group of Filipino migrant women
volunteers based in Paris – as part of the Gender and Development
(GAD) activity of the Philippine Embassy in Paris. In her opening remarks, newly-arrived Philippine Ambassador to France Ma. Theresa Lazaro informed the participants that the Embassy would study the existing bilateral social security agreement with France: “We have an agreement with France on social security which was signed in 1990, but I hear that only a few people have availed of these benefits. It may be time to update the agreement to make it more relevant”, the Ambassador stated. Using theatre techniques and group dynamics led by thespian Connie Chua, the participants were able to share their health and ageing concerns. These were later addressed by various experts such as Dr. Jade Peña, a technical advisor of French NGO Doctors without Borders, and Ms. Marie Grace Lauron, a clinical and transcultural psychologist. Embassy GAD focal points Rapunzel Acop and Eunika Lesli Leyva-Tiongco also presented the salient features of the bilateral social security agreement while Mr. Roberto Ramos, Head of PNB Paris, answered questions on social security. The Department
of Environment and Natural Resources (DENR) has classified an
additional 206 caves, bringing to 364 the total number of caverns
considered as part of the nation’s natural wealth and therefore
require sustainable management and conservation. The classification, according to DENR Secretary Ramon J. P. Paje, was pursuant to Republic Act No. 9072, or the National Caves and Cave Resources Management and Protection Act, which mandates the agency to formulate, develop and implement a national program to conserve, protect and manage caves and cave resources. “Caves are non-renewable resources with unique, natural features that offer significant scientific, educational, economic and aesthetic value and form part of our historical and cultural heritage,” Paje pointed out. He added: “Caves can also be used for our enjoyment, but only to a certain extent. Classifying caves accordingly will thus help define which human activities are allowed within these areas so that we can preserve them in their pristine state, or improve them if necessary.” Under DENR Memorandum Circular 2014-03, the newly classified caves are found in 11 regions, with Region 2 having the most number of caves at 101, followed by Region 11 with 30 caves. Among the provinces, Cagayan has the most number of caves with 83, while Davao del Norte was far second with 18 caves. Caves are classified into three categories or classes. “Class I” caves are characterized with delicate and fragile geological formations, may be habitats of threatened species, provide archaeological values and possess extremely hazardous conditions. As such, activities allowed in these caves are limited to mapping, photography, educational and scientific purposes. The DENR circular has listed 21 Class I caves, including the Masi Cave in Adams, Ilocos Norte, the Pagulayan Cave within the Peñablanca Protected Landscape in Cagayan, and the Santol Cave in the Island Garden City of Samal in Davao del Norte. “Class II” caves have sensitive geologic values or high quality ecosystems, as well as portions with hazardous conditions. As such, they may be closed seasonally or permanently, or may be open only to experienced cavers or guided educational tours. The famous Sohoton Cave in Samar Island Natural Park is one of 154 Class II caves identified in the circular. “Class III” caves are safe for inexperienced yet guide-accompanied visitors, as these do not contain known threatened species or geological or historical values. These caves may also be utilized when appropriate for economic purposes such as extraction of guano (bat waste) and collection of edible bird nests. There are 30 such caves under the new list, among them the Aglipay Cave 5 in the Quirino Protected Landscape, and the Mat-i Cave 2 in Baganga, Davao Oriental. Classification of caves is continuously being undertaken by the DENR. The new list, however, contains 86 caves, mostly located in Cagayan province, assessed and classified by the National Museum for their archaeological or historical value, and 15 in Palawan province by the Palawan Council for Sustainable Development. Upon classification, the DENR field offices oversee the preparation of a management plan on related ecotourism, scientific, educational and economic activities. The approved plan is implemented by the Protected Area Management Board for caves within protected areas (PAs), or in coordination with the concerned local government unit and land owner for those outside PAs. |

The Japan-ASEAN
Integration Fund – Emergency Economic Assistance (JAIF-EEA) recently
gave a go signal on a project that seeks to strengthen smallholder
coconut-based industries. The project, to be implemented by the Department of Agriculture through the Philippine Coconut Authority, will run for two years. It has an approved grant amount of $758,299 or P33.36 million and covers two regions in Mindanao namely Northern Mindanao (X) and CARAGA (XIII). The JAIF-EEA project will include the establishment of two model coir processing facilities with a 24,000 husks per day capacity. It will be managed and operated by smallholders farmers’ cooperatives. The facility will also include working sheds, warehouses and drying facilities and machineries such as decorticating, bailing/compacting, sieving, twining, and looming machines, as well as mixers and hauling trucks. Other components to be provided under the project include technical assistance and capacity building to improve and further enhance farmers’ knowledge on coir processing technologies. Coaching will also be done on the management and operation of the coco coir business. Further, the project will provide marketing assistance to the cooperatives and link them to local and international buyers. The project, in cooperation with the local government units and partner cooperatives, seeks to promote value adding on the simple coconut. It will also help increase job opportunities of coconut farmers and their families, thus contributing to the reduction of poverty incidence in their respective areas. Reference: Dir. Deposit Insurance Corporation (PDIC) urged depositors of the closed
Rural Bank of La Trinidad (Benguet), Rural Bank of Sto. Tomas (Davao
del Norte) and Rural Bank of Hagonoy (Davao del Sur) to file their
deposit insurance claims either through mail or personally at the
PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner
V.A. Rufino Street, Makati City, Monday to Friday, from 8:00 a.m. to
5:00 p.m. The PDIC made the announcement after the onsite claims settlement operations for the three closed banks were completed more than six months ago. The law provides that depositors have two years from bank closure to file their deposit insurance claims with the PDIC. In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed RB of La Trinidad is on August 24, 2015; September 16, 2015 for the closed RB of Sto. Tomas; and September 21, 2015 for the closed RB of Hagonoy. After the said dates, PDIC, as Deposit Insurer, shall no longer accept any deposit insurance claim and the depositors shall file their claims against the proceeds of liquidation of the assets of the closed banks, if any, with PDIC, as Receiver and Liquidator of the closed banks. RB of La Trinidad was ordered closed by the Monetary Board (MB) and was placed under PDIC receivership by virtue of MB Resolution No. 1351.B dated August 15, 2013; RB of Sto. Tomas by virtue of MB Resolution No. 1469 dated September 13, 2013; and RB of Hagonoy by virtue of MB Resolution No. 1521.A dated September 19, 2013. Depositors of said closed banks are advised to present the general requirements, such as their accomplished Claim Form, original evidence of deposit and two (2) valid original photo-bearing IDs with signature of the depositor, to the PDIC representatives when filing their claims. The PDIC will not accept claims which are incomplete or lacking in requirements. Depositors may also file their claims through mail and enclose the same set of required documents. The PDIC also said that depositors who have been notified of their deficiencies in the requirements for deposit insurance claims should already comply to facilitate release of their claims. In addition to the general requirements, depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement, with the Claim Form signed by the parent. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney (SPA). In the case of a minor depositor, the SPA must be executed by the parent. The procedures and requirements for the filing of deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website. The PDIC reported that it had paid an aggregate P124.92 million in deposit insurance claims for the three closed banks involving 10,646 accounts as of March 31, 2014. The PDIC reiterated that all valid accounts and claims will be paid. The PDIC also reported that claims for deposit insurance collectively amounting to P8.65 million for 1,961 accounts have not been filed by depositors of RB of La Trinidad (547 accounts), RB of Sto. Tomas (944 accounts), and RB of Hagonoy (470 accounts).
