PIA-NCR: Metro Manila and the rest of Luzon on Wednesday will have partly cloudy to cloudy skies with isolated thunderstorms. PAGASA said a low pressure area developed off Eastern Samar and threatened to dump more rain over the eastern portion of the archipelago. As of 4 a.m., Wednesday, July 1, 2015, the LPA had moved to 555 km of the province. PAGASA is tracking two other two other weather disturbances east of Mindanao outside the PAR.


DZBB: Kumpiyansa ang PAGASA na kung gagamitin lang ng maayos ang tubig na malilikom ngayong tag-ulan ay hindi gaanong makakaapekto ngayong taon ang El Niño na mararanasan sa huling bahagi ng taon at unang bahagi ng 2016. -Ang LPA na nasa loob ng PAR ay huling namataan sa layong 555km sa silangan ng Eastern Samar at nakapaloob sa ITCZ. Hindi naman ito nakikitang magiging bagyo.
-Samantala, ang LPA naman sa labas ng PAR ay malayo pa para makaapekto pero ito ay inaasahang maging bagyo sa susunod na mga araw.
-Dahil naman sa ITCZ, asahan ang maulap na kalangitan na may mahina hanggang sa katamtamang pag-ulan at pagkidlat-pagkulog sa bahagi ng MIMAROPA, Visayas at Mindanao.
-Sa Metro Manila at nalalabing bahagi ng Luzon, asahan pa rin ang isolated rainshowers at thunderstorms lalo na sa hapon o gabi.

Anak TV and Antipolo City government urge parents to supervise children’s TV-viewing habits

ANTIPOLO CITY, Rizal, June 29 (PIA) --The city of Antipolo recently joined the Anak TV in advocating child-sensitive and friendly television in the Philippines with its recent conduct of a forum on “TV Literacy and Child-sensitive Viewing” held at the Antipolo City Hall on June 18, 2015 with participants from different barangays and city hall.

The City Social Welfare and Development Office (CSWD) facilitated the four-hour lectures and discussions focalizing on the negative behavior and values children learned from television.

“Our City Mayor Jun Ynares wants to raise and uphold the values of the children in our community so he strongly supports this advocacy. Television programs nowadays show too much violence and adult issues. He believes that it’s very important to guide our children when watching TV programs so not to mar the child’s morals and values,” Councilor Ronald Barcena said during the program.

Mag Cruz Hatol, Anak TV secretary general and resource speaker, said children watch about 35 hours of TV per week which means during the formative years, children spend more time in front of a TV set than they do in a classroom. He encouraged the participants to treat television as knives. As parents, we do not allow our children to play with pointy and sharp objects because we know that these can be harmful the same way with television. Television exposes our children to violence, nudity and offensive language that children emulate.

Anak TV impressed to the parents the importance of watching and talking about the TV programs together with their children as well as choosing suitable programs that are appropriate for his age and stage of development. They encouraged the parents to explain the good and bad facets of the different shows and commercials on TV to enable the children to develop a sound decision-making in adult life.

Participants were shown videos of different commercials and TV shows containing strong violence, coarse language and explicit sexual references that children were exposed to when watching TV.  A series of TV programs were also presented to the participants to vote for the TV programs that were likely to receive the Anak TV seal. Informational brochures and Anak TV I.D. were also given to the participants.

 2.  Tagalog news: P4M, ipinamahagi ng Antipolo City sa SPES beneficiaries

LUNGSOD NG ANTIPOLO, Rizal, Hunyo 29 (PIA) --Mahigit P4 Milyon ang ipinamahagi ng Pamahalaang Lungsod ng Antipolo, katuwang ang  Public Employment Service Office (PESO), para sa 857 beneficiaries ng Special Program for Employment of Students (SPES) sa ginanap na ‘SPES Pay-out Distribution’ sa Ynares Center kamakailan.
Ang SPES ay isa sa mga programang pang-edukasyon ng Pamahalaang Panglungsod na sa pangunguna ni Mayor Jun Ynares na layuning matulungang makapag-aaral ang mga kabataan lalo na ang mga persons-with-disabilities (PWD) at out-of-school youth na may edad 15 - 25. Ito ay isinasagawa tuwing bakasyon upang pagdating sa pasukan ay mayroong perang magamit ang mga estudyante para sa kanilang enrolment.

Pumapatak sa mahigit P6,000 ang natanggap ng 257 na kabataang nagtrabaho sa loob ng 30 araw habang mahigit P4,000 naman ang natanggap ng 600 SPES na pumasok sa loob ng 20 araw. Ang halagang natanggap nila mula sa pamahalaang lungsod ay 60 porsyento pa lamang ng kanilang sahod sapagkat ang natitirang 40 porsyento ay magmumula sa Department of Labor and Employment (DOLE) at ibibigay lamang ito matapos nilang makumpleto nila ang mga requirements na kailangan ng naturang ahensya.

Queen Maxima of the Netherlands pays courtesy call on President Aquino
President Benigno S. Aquino III welcomed Her Majesty Queen Maxima of the Netherlands during a courtesy call in Malacañang Palace on Tuesday morning.

Queen Maxima, who is also the United Nations Secretary-General’s Special Advocate (UNSGSA) for Inclusive Finance for Development, is in the country until July 1 to discuss financial services and strategies in the Philippines.

During the courtesy call, Queen Maxima was accompanied by Ambassador Maria Christina Theresia Derckx of the Kingdom of the Netherlands; Ola Almgren, United Nations Resident and Humanitarian Coordinator in the Philippines; Peer Stein, Director in the Finance and Markets Global Practice of the World Bank Group; Gabriella Sancisi, Private Secretary to HM the Queen; and Paolo Galli, Director of Office of the UNSGSA.

Joining President Aquino were Foreign Affairs Secretary Albert del Rosario, Socio-Economic Planning Secretary Arsenio Balisacan, Bangko Sentral ng Pilipinas (BSP) Governor Amando Tetangco, Jr., Foreign Affairs Undersecretary Laura del Rosario, and Finance Undersecretary Jeremias Paul.

Queen Maxima’s visit was at the invitation of the Philippine government and the BSP.

While in Manila, the Queen will meet with leaders from the public and private sectors, and participate in the launch of the National Strategy for Financial Inclusion.

According to the United Nations Information Center in Manila, Queen Maxima will visit the province of Cavite on Tuesday to “speak with local businesses about how financial services, like a bank or savings account, loan or insurance, could improve their economic development”.

On Wednesday, the Queen will meet with the Central Bank governor and deliver a speech at the launch of the National Strategy for Financial Inclusion, a BSP-coordinated action plan that aims to enhance cooperation among ministries, government agencies, and the private sector to improve the population’s access to financial services.

The Queen will also participate in a roundtable discussion with parties involved in the national strategy, including the BSP, the departments of finance, social welfare and development, education, and trade and industry, and such government agencies as the National Economic and Development Authority, the Insurance Commission, and the Philippine Statistics Authority.

Queen Maxima will also meet with Finance Secretary Cesar Purisima, as well as with House of Representatives Speaker Feliciano Belmonte, Jr. and Senate President Franklin Drilon.

The Queen was designated by UN Secretary-General Ban Ki-moon as his Special Advocate for Inclusive Finance for Development in 2009. PND (co)

Palace reports Aquino administration’s major successes in past five years
As President Benigno S. Aquino III marked his fifth year in office, the Palace on Tuesday reported its achievements in the past five years, vowing to continue to uphold the rule of law, and fight corruption and poverty.

"Today, as he marks the completion of five years of his term of office, he reiterates his sworn commitment to ‘faithfully and conscientiously fulfill his duties as President of the Philippines’,” Communication Secretary Herminio Coloma, Jr. said during a press briefing.

"While the President will deliver a comprehensive report to the people in his final State of the Nation Address on July 27 before a joint session of Congress, it is well to affirm how he has lived up to the promises that he made in his platform of government when he filed his certificate of candidacy."

Since 2010, Secretary Coloma said, the country's average gross domestic product (GDP) growth of 6.3 percent has been the highest level attained by the Philippines in the past four decades.

This is the fastest growth rate of any nation in the ASEAN region and the second fastest in the Asia-Pacific region, he said, noting that government spending has been aligned with the national objective of achieving inclusive growth.

Coloma further highlighted the implementation of the Conditional Cash Transfer (CCT) program, saying that the number of its beneficiaries ballooned from 800,000 families to more than 4.4 million families at present.

The largest portion of the current national budget (37 percent) has been allocated for social development and poverty reduction, he said.

“Significantly, the number of overseas Filipino workers has declined from 10 million to 8.4 million, while domestic job creation has been sustained, resulting in a reduction of the unemployment rate to only 6.6 percent as of January 2015,” he said.
The administration, he added, has successfully strengthened and reformed public institutions.

Coloma further said that a Governance Commission for Government-Owned and -Controlled Corporations (GOCCs) was established in 2011 under Republic Act 10149, and these GOCCs’ direct contribution to the national coffers has been increasing every year.

“In fact, total dividends from GOCCs from 2011 to 2015 exceeded P131 billion, compared to P84 billion remitted in the preceding nine-year period,” he said.

The government has also made strides in fighting corruption and ensuring accountability in public service, Coloma said, citing as examples the Senate’s impeachment trial and the eventual conviction of a sitting Supreme Court Chief Justice, and the prosecution of three senators involved in the illegal use of pork barrel funds.

Good governance has become the norm of public service, he said, pointing out that the administration has carried out initiatives to ensure that the government remains open, transparent and accountable.

"During the next 12 months, the Aquino administration is firmly determined to further improve the delivery of essential public services and the strengthening of public institutions, so that we are able to build even stronger foundations for sustainable and inclusive growth and progress that would be its legacy to all future generations of Filipinos," Coloma said. No politics involved in Mayor Binay's suspension, says Palace
The Palace on Tuesday denied the involvement of politics in the issuance of another suspension order against Makati City Mayor Jejomar Erwin “Junjun” Binay, appealing to him to follow the rule of law to prevent the disruption of public service in the city.

"Patuloy ang panawagan ng pamahalaan sa pagpapairal ng kaayusan at rule of law upang matiyak ang daloy ng serbisyo publiko," Communication Secretary Herminio Coloma, Jr. told reporters during a press briefing in Malacañang.

Secretary Coloma emphasized that the rule of law must prevail, as all elected and appointed officials have vowed to observe the law.

He explained that it is the Office of the Ombudsman's duty to charge erring public officials and issue preventive suspension orders, resulting from administrative charges against government officials.

Asked to comment on allegations that the administration is harassing the family of Vice President Jejomar Binay, Coloma responded, "Ang pangunahin pong tinutukoy ng ating pamahalaan ay ang kagalingang pambansa at ang kapakanan ng ating mga mamamayan. Hindi po kami namumulitika dito."

The younger Binay received a second suspension order from the Ombudsman over allegations of overpricing in the construction of the P1.3-billion Makati City Science High School building. PND (as)

Dutch Queen Maxima lauds Philippines financial inclusion efforts
During her meeting with President Benigno S. Aquino III on Tuesday, Her Majesty Queen Maxima of the Netherlands commended the Philippines’ efforts in making financial services more accessible to all Filipinos.

The Queen, who is also the United Nations Secretary-General’s Special Advocate for Inclusive Finance for Development, paid a courtesy call on President Aquino in Malacañang as part of her three-day official visit to the country to promote financial inclusion.

“Queen Maxima commended the Philippines’ efforts on financial inclusion and highlighted that the National Strategy for Financial Inclusion (NSFI), an inter-agency program spearheaded by the Bangko Sentral ng Pilipinas that would be launched tomorrow, Wednesday, July 1, is a good step towards enabling Filipinos to have access to financial services,” Communication Secretary Herminio Coloma, Jr. said in a statement.

For his part, President Aquino reiterated the Philippines’ commitment to ensure financial inclusion among all Filipinos and shared the country’s examples of projects, such as the Convergence on Value Chain-Enhancement for Rural Growth and Empowerment (ConVERGE) and the Fisheries, Coastal Resources and Livelihood (FishCORAL) that includes farmers’ and fishermen’s access to financial services and the banking sector, as well as the Conditional Cash Transfer Program that enhances financial inclusion among its beneficiaries, through the use of mobile phones.

While in the country, Queen Maxima will meet with leaders from the public and private sectors and give a speech at the launch of the NSFI, which aims to enhance cooperation among ministries, government agencies, and the private sector to improve the population’s access to financial services.

Philippine economy could absorb shocks posed by Greek debt crisis, says Palace Official
The country's economy is strong enough to withstand the effects of the Greek financial crisis, Malacañang said on Tuesday.

"According to Finance Secretary Cesar Purisima, ‘The Philippines is in a much stronger position now to face the volatility that may result from Grexit,” Communication Secretary Herminio Coloma, Jr. said during the daily press briefing.

“Grexit” is the short term used for the possible exit of Greece from the European Union (EU).

“Our reserves are at historic highs; our external debt are long-dated and now down to 15 percent of the gross domestic product (GDP).

Our current account has been in a surplus for 13 straight years. Our banks are better capitalized and the economy is more diversified than ever," Secretary Coloma quoted Secretary Purisima as saying.

“Sa madaling salita, mas malakas ang ating ekonomiya at makakayanan nitong ma-absorb ‘yung possible shocks dahil sa katatagan ng ating macroeconomic fundamentals,” he added.

Greece, which might default from its debts, has announced that it would carry out capital controls to protect its banking sector. Greek banks were deprived of additional emergency financing by EU creditors and the International Monetary Fund (IMF).

Greece said it would restrict bank withdrawals in the coming days to prevent a collapse of cash-strapped Greek banks. PND (as)

President Aquino to attend Air Force's 68th founding anniversary in Pampanga
President Benigno S. Aquino III will lead the celebration of the 68th founding anniversary of the Philippine Air Force (PAF) in Clark Air Base in Pampanga on Wednesday, an event that will also showcase the Air Force’s new assets.

Prior to his speech, the President will lead the awarding of outstanding PAF officers.

The event will also feature a pass-in review with fly-by by the PAF air assets, a capability parade, and a para jump.

The Air Force, during the celebration, will showcase its newly acquired communication vans, combat vehicles such as the V-150 armored personnel carriers, and humvees.

It will also parade its KM 450 transport vehicles, towing 20mm M39 Cannons; explosive disposal vans; as well as its K9 teams.

Other participants in the fly-by include the T-41 primary trainer aircraft, SF260 basic trainer aircraft, S211, OV-10 Broncos, Nomad N-22, Fokker F27 and the newly acquired Casa C295 cargo aircraft.

The Air Force's workhorse, the C-130 cargo plane, will also be showcased, participating in the paratroop drop.

Such Air Force helicopters as the MD520-MG, Huey, Sikorsky S-76A, Bell 205, and the Polish-made Sokols will also join the fly-by.

The PAF is the aerial warfare service branch of the Armed Forces of the Philippines. Initially, it was part of the Philippine Army and was formed as a separate branch of the military on July 1, 1947 under Executive Order No. 94.

The country's military aviation began when then Senate president Manuel L. Quezon proposed a bill for the creation of the Philippine Militia, otherwise known as the Philippine National Guard (PNG). It was approved on March 17, 1917.

The PAF's 68th anniversary celebration carries the theme, "Matatag na Bagwis, Dangal ng Bayan, Lakas ng Sambayanan". PND (as)

April spending climbs by P12.9-B Year-On-Year; Abad: Measures to improve performance further in coming months

The Department of Budget and Management (DBM) reported that total National Government (NG) disbursements in April 2015 increased by P12.9 billion or 9 percent compared to 2014 levels, outpacing the 6-percent average for the month over the last ten years.

This development, coming after March disbursements increased year-on-year by 11.2 percent and spending in February registered a similar increase of 9.6 percent, shows continued improvement in spending performance in 2015. Overall spending in the first four months of the year also increased, by P34.4 billion or 5.5 percent compared to 2014.

“Although spending for April grew year-on-year, much more needs to be done so that disbursements can move faster. Departments and agencies—particularly those with urgent, big-ticket items—should optimize their allocations so that we can look forward to more efficient spending and the faster delivery of services,” Budget and Management Secretary Florencio “Butch” Abad said.

Abad also noted that disbursements from Notices of Cash Allocation (NCAs) grew a notable 17.3 percent in April, compared to 2014 levels, bringing cumulative NCA disbursements as of April up by 11.6 percent. Strong performance by such agencies as the Office of the President and the departments of Education (DepEd), Public Works (DPWH), Social Welfare and Development (DSWD), and Interior and Local Government (DILG), as well as the Autonomous Region of Muslim Mindanao (ARMM), drove performance up and offset contractions in tax expenditure subsidies and net lending. Meanwhile, productive spending—or expenditures for Maintenance and Other Operating Expenses (MOOE) and Capital Outlays (CO)—went up by 22.1 percent in April, with CO expenditures rising by 40.3 percent.

The Budget secretary observed, however, the slight decline in non-NCA disbursements as of April this year, with interest payments as of April staying at P116 billion, the same as in 2014.

“As we continue to reduce our debt burden, the government can provide greater budgetary support to key social and economic services. That means more funds for education, health care, and infrastructure development, among others,” Abad said.

“The data from April and our preliminary figures for May are promising, but we must always strive for the level of performance that will fire up the economy further. Agencies must continue to work with DBM in resolving issues that recur in procurement and project implementation. This way, the government can keep better pace with its spending targets,” Abad said.

Since the start of the year, DBM has implemented measures to clear the bottlenecks and structural weaknesses that contributed to the government’s underspending in 2014. The majority of agency allotments were released at the start of the year, with 84 percent of the total obligation program released by end-April, comparing favorably to the rates of 73 percent in 2013 and 80 percent in 2014. Additionally, the provisions of Administrative Order No. 46 target project monitoring and evaluation and procurement practices as well as program execution.

April 2015 Spending by Expense Class

Personnel Services (PS) grew by 1.2 percent as of April, from P186.5 billion to P188.8 billion, boosted by releases to cover the salaries and allowances of new law enforcement positions in the DILG and filled-up positions in DepEd.

Maintenance and Other Operating Expenses (MOOE) as of April outperformed 2014 figures by 16.9 percent, driven by expenditures on social protection programs such as DSWD’s Conditional Cash Transfer program and the Emergency Shelter Assistance (ESA) program for victims of Typhoon Yolanda.

Infrastructure and Other Capital Outlays (CO) markedly increased in April by 40.3 percent. DPWH showed significant improvement in NCA utilization for the month of April, from 54.5 percent in 2014 to 77.7 percent this year. Releases to DA, DILG, DOTC, and the implementation of the World Bank-funded Philippine Rural Development Project compensated for first-quarter CO expenditures, which contracted by 11 percent.

Outstanding loans of commercial banks, net of reverse repurchase (RRP) placements with the BSP, grew at a slightly slower pace of 14.5 percent in May from 15.4 percent in the previous month. Likewise, the growth of bank lending inclusive of RRPs slowed down to 14.4 percent from the 14.9 percent growth posted in the previous month. On a month-on-month seasonally-adjusted basis, commercial bank lending increased by 0.8 percent for loans net of RRPs and by 0.7 percent for loans inclusive of RRPs.
Loans for production activities—which comprised more than 80.0 percent of banks’ aggregate loan portfolio—grew by 14.1 percent in May from 15.1 percent in April. The expansion in production loans was driven primarily by increased lending to the following sectors: real estate, renting, and business services (12.9 percent); manufacturing (12.9 percent); wholesale and retail trade (12.9 percent); electricity, gas and water (12.9 percent); and, financial intermediation (15.1 percent). Bank lending to other sectors likewise expanded during the month.
Loans for household consumption grew by 20.5 percent in May from 20.1 percent in April due to continued growth in credit card loans, auto loans and other types of loans   (i.e., salary loans and personal loans).
Going forward, the BSP will continue to ensure that domestic credit and liquidity conditions will keep pace with overall economic growth while remaining consistent with its price and financial stability objectives.

Domestic Liquidity growth higher in May

Preliminary data show that domestic liquidity (M3) grew by 9.3 percent year-on-year in May 2015 to reach P7.6 trillion. This was slightly faster than the 9.0-percent expansion recorded in April. On a month-on-month seasonally-adjusted basis, M3 increased by 0.7 percent.
Money supply continued to increase due largely to sustained demand for credit. Domestic claims grew by 9.6 percent in May from 9.3 percent in April as credits to the private sector continued to increase, albeit at a slower pace relative to the previous month. The bulk of bank loans during the month was channeled to key production sectors such as real estate, renting, and business services, manufacturing, wholesale and retail trade, utilities, and financial intermediation. Meanwhile, net public sector credit contracted at a slower pace of 3.5 percent in May relative to a 7.9-percent decline a month earlier.
Net foreign assets (NFA) in peso terms grew at a slightly slower pace of 8.3 percent in May from 8.8 percent in the previous month. The BSP’s NFA position continued to expand during the month on the back of robust foreign exchange inflows coming mainly from overseas Filipinos’ remittances and business process outsourcing receipts. The NFA of banks likewise increased as banks’ foreign assets expanded, while their foreign liabilities contracted. Banks’ foreign assets increased due largely to the growth in their investments in marketable debt securities and deposits with other banks, while banks’ foreign liabilities decreased on account of lower placements made by foreign banks with their local branches.
The continued expansion in domestic liquidity during the month indicates that liquidity remains sufficient to sustain the economy’s growth trajectory. Going forward, the BSP will closely monitor monetary conditions to ensure that liquidity in the financial system remains in line with the BSP’s price and financial stability objectives.

DTI pushes Super Green Lane for SMEs

The Department of Trade and Industry (DTI) is keen to expanding the coverage of Executive Order No. 230 series of 2000 “Authorizing the Establishment of Super Green Lane (SGL) Facility in the Bureau of Customs (BoC)” to enable small and medium enterprises (SMEs) to qualify under the said program through the ongoing legislative initiatives to pass the “Customs Modernization and Tariffs Act (CMTA)”.

“What is important is that we give due recognition to our SMEs particularly to those who strive to keep a high level of compliance in doing business with Customs policies and requirements, providing them access to the same SGL which were already made available to top 1000 corporations,” DTI Supervising Undersecretary of Liaison Office for Legislative Affairs (LOLA) Prudencio Reyes Jr. said.

This special facility is called for under the Revised Kyoto Convention (RKC) to which the country is signatory since February 2010. The said agreement mandates its contracting parties to come up with special procedures for “authorized persons” who meet certain criteria specified by Customs, including having an appropriate record of compliance with Customs requirements and a satisfactory system for managing their commercial records. Under the SGL facility, BOC may be able to grant:
Release of the goods on the provision of minimum information necessary to identify the goods and permit the subsequent completion of the final goods declaration
Clearance of the goods at the declarant’s premises or another place authorized by Customs
Allowing a single goods declaration for all imports or exports in a given period where goods are imported or exported by the same person
Use of authorized person’s commercial records to self-assess their duty and tax liability and, where appropriate, to ensure compliance with other Customs requirements.
Allowing lodgement of goods declaration by means of an entry in the records of the authorized person to be supported subsequently by a supplementary goods declaration

“Nevertheless, authorized persons as defined under RKC don’t give any distinctions as to size; whether you are SME or a large corporation. In principle, you could be entitled to as long as you qualify under the BOC’s set of criteria,” Reyes explained.

"This initiative is consistent with the Department’s key priorities in helping SMEs to have simplified rules and procedures in doing business, amidst the stiffening competition and their struggles to put-up and sustain their business," he added.

Other Policy Initiatives:
Aside from institutionalizing the expanded SGL for SMEs, DTI is also pushing for the integration of the following reforms in the on-going crafting of CMTA: (a) increasing the de minimis value from P10 to USD 200 wherein no duties and taxes shall be collected on goods with a Free on Board (FOB) or Free Carrier (FCA) value of such amount, provided that it may be adjusted by the Secretary of Finance, upon joint recommendation by the Commissioner of Customs and the Secretary of Trade & Industry; (b) issuance of binding decisions or advance rulingat the request of the person concerned on specific particulars relating to goods, in particular the classification (through the Tariff Commission), valuation and origin (through the BoC) of the goods in preparation for importation or exportation that shall facilitate the declaration and consequently the release and clearance process; (c) institutionalization of automated customs procedures and National Single Window; (d) Self-certification scheme in relation to Rules of Origin, as part of our regional commitments in ASEAN, and; (e) ensuring importers and exporters to have the choice to act as declarant or designate such authority to his authorize representative.

Zamboanga City Mayor Maria Isabelle Climaco-Salazar and Zamboanga Ecozone Freeport Authority Chairman Christopher Lawrence S. Arnuco the other day jointly expressed gratitude to Labor and Employment Secretary Baldoz for declaring Zamboanga Ecozone Freeport Authority as a Labor Laws-Compliant economic zone, the 12th such to be declared, saying the move will put Zamboanga City at the focus of local and foreign investors.

“We are deeply gratified about this recognition. It will definitely enhance Zamboanga City’s image as an investment haven and this will be beneficial to our job seekers,” said Mayor Climaco-Salazar and Chairman Arnuco who both joined Secretary Baldoz in unveiling the labor laws-compliant marker at the gate of the zone in Brgy. San Ramon in the outskirts of the city.

Before the unveiling, Baldoz led in the awarding of Certificates of Compliance on General Labor Standards (GLS) and Occupational Safety and Health (OSH) to six ecozone locators, namely, Artnature Philippines, Inc.; Mi Casita Company, Inc.; AML Fastfood, Inc.; Seachamp International; CTK Asia Rubber Corporation; and San Miguel Foods, Inc. which have a combined 236 workers.

Likewise, Baldoz awarded COCs on General Labor Standards and Occupational Safety and Health to the locators’ service providers, namely, Helping Hands Development Cooperative; Leadership Manpower Services; Gabmar Manpower Agency, Inc.; Ascent Feed Specialist, Inc. whose total combined employment reaches 682 workers.

Another company outside the zone, Big Fish Food Corporation, with a total of 521 workers also received a CoC on GLS and OSH from Baldoz during the program.

She also handed out COC on Labor Relations (LR) to the Katipunan Bank, Inc. based in Dipolog, together with its four branches; Prudential Customs Brokerage Services, Inc.; Saint Vincent’s College; Rural Bank of Rizal; and Century Pacific Food Corporation, all of which provide employment to 1,044 workers; and awarded Tripartite Certificates of Compliance with Labor Standards (TCCLS) and Child Labor Free Establishment (CLFE) Certificates to the Katipunan Bank, Inc. and its four service providers; Montano Foods Corporation and its service provider; Montano Construction and Development Corporation and its service provider; Goldstar Seafoods Corporation and its three service providers; and Big Fish Corporation. Together, these companies and their service providers employ 1,686 workers.

Also during the award ceremony, Secretary Baldoz recognized and awarded plaques to six regional nominees for the National Wages and Productivity Commission’s 2015 Productivity Olympics. These companies are Myler Agribusiness; Sungate Pawnshop; Dennis Hardware; Montano Foods Corporation; Katipunan Bank; and Rural Bank of Rizal. These regional nominees will undergo evaluation in July and the winner will qualify to vie for the national award this October.

For the first time in Western Mindanao, Secretary Baldoz expounded on the first-year accomplishments of the LLCS, a flagship reform program of the DOLE, and informed her audience about the developmental aspects of the reform.

“Alam po ninyo, ang LLCS ay isa sa mga reporma na itinakda ng ating Pangulong Benigno S. Aquino III. May utos po siya sa DOLE na siguraduhing naipatutupad ang lahat ng batas paggawa; gawing madali para sa mga negosyo ang tuparin ang mga ito; at siguraduhin na hindi pabigat o hadlang ang pagtupad sa mga batas paggawa sa pagne-negosyo upang lalong makalikha ng de-kalidad na trabaho,” she said.

“Dati po, minsan lamang kada ika-16 na taon nabibisita o nai-inspeksyon ang mga kumpanya kung tumutupad sa mga batas paggawa. Sa bago pong sistema, kada ika-2 taon na po ang joint assessment sa bawat kumpanya na isasagawa ng kabuuang 574 LLCOs. Sa dati pong sistema, 23 lamang ang batas paggawa na naipatutupad; ngayon po, ipinatutupad na ang 94 na batas na sakop ng Labor Code. Maliban sa pasahod, overtime pay, holiday pay, at iba pang monetary benefits, ang lahat ng decent work indicators, batas para sa mga marino (MLC, 2006), batas para sa mga contractors (DOLE DO18-A), alituntunin para sa kaligtasan at kalusugan ng mga manggagawa sa lugar ng trabaho (OSHS), mga regulasyon para sa mga recruiter ng OFWs at pagbabayad ng premium sa SSS, PhilHealth, at Pag-Ibig ay sakop na ng LLCS,” she related.

“We have even changed the job title of labor inspectors. Ngayon po ay Labor Laws Compliance Officers (LLCOs) naang noon ay tinatawag na Labor Inspectors ng DOLE,” she enthused.

Baldoz said that in the last decade, only about 24,000 establishments were inspected annually, compared to the 76,880 establishments that have been assessed in 2014, the first year of the LLCS. On compliance, she reported:

“Dati po, umaabot lang sa 65 percent ang compliance rate sa GLS; sa bagong sistema tumaas ito sa 76.61 percent, kung saan pinakamataas ang compliance rate sa mga batas ukol sa premium pay for rest day, night shift differential, weekly rest period, child labor law, at separation pay (95-99 percent). Sumunod dito ang compliance sa PhilHealth, SSS, holiday pay, 13th month pay, at overtime pay (90-94 percent). Umabot naman sa 86-89 percent ang compliance sa PAG-IBIG at minimum wage,” she further narrated.

“Kung noon ay hirap makapasok sa kumpanya ang mga inspector ng DOLE dahil sa kanilang police mentality, ngayon napakalaking bilang na ng mga kumpanya ang bukas ang pinto na tinatanggap ang LLCOs dahil ipinapaliwanag sa kanila, at tinutulungan sila ng mga ito, kung paano maging compliant sa pamamagitan ng libreng tulong ng DOLE,” she added.

She also emphasized that the DOLE has clarified the rules on sub-contracting, resulting to the levelling of the playing field for establishments allowed to engage in sub-contracting business.

“Noon po, naglipana ang fly-by-night contractors na kahit walang sapat na kapital at kagamitan ay nakakapagnegosyo. Ngayon, dahil sa reporma ng D.O. 18-A at LLCS nawala ang malaking bilang ng 18,000 contractors, at ngayon ay 4,975 na lang ang rehistrado sa DOLE at itinuturing natin na lehitimo."

“Kung noon ay nagagamit ang apprenticeship, seasonal employment, “5-5-5”, at “endo" practices ng mga principal employers at contractors upang iwasan ang regularization ng employment, sa bagong sistema ay nakikipagtulungan ang kumpanya at contractors sa pagbuo at pagpapatupad ng corrective plan of action para baguhin at itama ang maling patakaran, at bayaran ang anumang benepisyo ng apektadong manggagawa. Nitong nakaraang taon, P173,376,776.81 halaga ng benepisyo ang tinanggap ng 207,307 na manggagawa matapos ang pagtatama ng mga kakulangan sa pasahod at iba pang benepisyo,” she proudly stated.

She cited the case of the fishing and fish canning industry in Western Mindanao, where she said four large fishing and canning companies, namely, Aquatic Food Manufacturing Corporation, Permex Producer and Exporter Corporation, Ayala Seafoods Corporation, and Universal Canning Corporation, converted 1,184 apprentices into seasonal regular workers after the joint assessment under the LLCS. She urged other similar companies to follow their examples, saying it is good for business to comply with all labor laws and occupational safety and health standards.

Engr. Eduardo Rivero, Jr., President, Zamboanga Peninsula OSHNet; Engr. George G. Ledesma, Vice Chairman for Management, Regional Tripartite Industrial Peace Council; Jose J. Suan, Vice Chairman for Labor, Regional Tripartite Industrial Peace Council joined Secretary Baldoz during the marker’s unveiling, together with Sisinio Cano, DOLE Regional Office No. 9 Regional Director and his assistant regional director Yahya Centi; regional heads of the member-agencies of the DOLE Regional Coordinating Council; and the locators of the zone.

The Zamboanga Ecozone Freeport Authority is the 12th ecozone, and the second in Mindanao, to have a labor laws compliant marker. After its conduct last week of a salvo inspection of business establishments suspected of being engaged in illegal recruitment and human trafficking that yielded positive results, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said the POEA should conduct more of such inspection, and urged the POEA to coordinate more closely with the Philippine National Police to ensure a successful campaign.

“I commend the POEA, headed by Administrator Hans Leo Cacdac for the successful conduct of its salvo inspection. It should conduct more of the same in cooperation with the police and the Department of Justice,” Baldoz said after she received Administrator Cacdac’s report on the salvo inspection.

In his report, Administrator Cacdac said a composite team with members from the Anti-Illegal Recruitment Branch, Licensing Branch, Employment and Regulation Branch, Office of the Administrator and Adjudication Branch led by DA Jesus Gabriel C. Domingo, in coordination with the Anti-Transnational Crime Unit of the Criminal Investigation and Detection Group of the Philippine National Police (ATCU-CIDG-PNP) led by PSupt. Luisito P. Magnaye, conducted the salvo inspection on 16 June to determine compliance of the agencies with POEA Rules and Regulations and to validate reported violations and malpractices committed in the course of their operations at the Gedisco Centre on A. Mabini Street in Ermita.

“Gedisco Centre is a known address of recruitment agencies in this part of the City,” said Cacdac.

“Eleven (11) of twelve (12) licensed agencies operating in the said building were inspected and the composite team has padlocked one agency during the salvo inspection,” said Cacdac in his report.

Cacdac also reported that he had implemented a closure order against one company, Mind Resources Corporation, for continuing to operate even if its license has already been cancelled.

He said that during the salvo inspection, the composite team found several violations of various POEA rules and regulations and has recommended specific actions against the agencies. The agencies, their violations, and the specific recommendations are as follows:

(1) NRS PLACEMENT INC. The team noted the agency has been using agents unregistered with the POEA; has not posted an organizational chart in the office; and did not issue 2015 official receipt. The team recommended that the matter be indorsed to the Adjudication Office and a case be motu proprio initiated against the company for violating Section 2 (a) (d) (e) and (n) of Rule 1, Part VI of the 2002 POEA Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Workers. The team also recommended that the agency be ordered to comply with POEA’s MC#16, Series of 2009 on the required postings, and thereafter, to require proof of compliance.

(2) MS BRAINS INTERNATIONAL MANPOWER SERVICES. The team discovered that the agency is issuing acknowledgement receipts in lieu of official receipts (unused) with uniform amount of P5,000 as placement fee paid by applicant-workers. The team recommended that the matter be indorsed and a case be motu proprio initiated against the company for violating Section 2 (d) of Rule 1, Part VI of the 2002 POEA Rules.

(3) CREATIVE ARTIST PLACEMENT SERVICES, INC. The team observed that a registered room, Rm. 1574B, was closed at the time of inspection and the agency is no longer occupying said room. The team recommended that the matter be indorsed and a case be motu proprio initiated against the agency for violating Section 2(j) of Rule 1, Part VI of the 2002 POEA Rules.

(4) CARE INTERNATIONAL PLACEMENT CORP. The team noted the presence of a foreign national who is neither principal nor director. It recommended that the matter be indorsed and a case be motu proprio initiated against the company for violating Section 2(n) of Rule 1, Part VI of the 2002 POEA Rules. It further recommended that a follow-up spot inspection be conducted against the agency to monitor the presence of foreign nationals on the agency’s premises.

(5) BIONIC MANPOWER SERVICES. The team found out an employee was not accredited; also discovered the presence of a Jordanian national, one of the directors of the agency, with a regular staff who deal with agents who were paid US$200-US$300 per referral of applicant upon medical examinations with findings of “fit to work”. The team recommended that the matter be indorsed and a case be motu proprio initiated against the agency for violating Section 2 (n) and (dd) of Rule 1, Part VI of the 2002 POEA Rules.

(6) FEMEX RECRUITMENT AGENCY. The team noted the presence of a Jordanian national identified as a registered member of the Board of Directors and of three trainees who were not accredited with the agency. The team recommended that the matter be indorsed and a case be motu proprio initiated against the agency for violating Sec. 2 (n) of Rule 1, Part VI of the 2002 POEA Rules.

(7) REJOICE EMPLOYMENT INTERNATIONAL. The team discovered that the agency has seven unregistered employees, and recommended that the matter be indorsed and a case be motu proprio initiated against the agency for violating Sec. 2(n) of Rule 1, Part VI of the 2002 POEA Rules.

(8) ARJOY’S HUMAN RESOURCES MANAGEMENT. The team noted the presence of a Saudi national who is neither accredited nor has any authority and the absence of an organizational chart, and it recommended that the matter be indorsed and a case be motu proprio initiated against the agency for violating Sec. 2 (e) and (n) of Rule 1, Part VI of the 2002 POEA Rules.

(9) GOLD AND GREEN MANPOWER MANAGEMENT. The team noted the presence of two foreign nationals conducting recruitment activities and the agency’s failure to present 2015 official receipts, for which the team recommended that the matter be indorsed and a case be motu proprio initiated against the agency for violating Section 2 (n) of Rule 1, Part VI of the 2002 POEA Rules.

(10) ROTANA INTERNATIONAL MANPOWER, INC. The team found out that the agency has no valid job orders for three applicants getting ready with their skills demonstration during the inspection. It also found out that seven trainees were not registered; noticed the presence of one foreign national identified as accredited member of the agency’s board; and official receipts (ORs) with entries of P7,500 each uniformly issued as payment for “placement fees”. The team recommended that the matter be indorsed and a case be motu proprio initiated against the agency for violating Section 2 (e) and (n) of Rule 1, Part VI of the 2002 POEA Rules.

“We have already endorsed to the POEA’s Adjudication Office for docketing all these findings on 24 June,” said Cacdac in his report.

The Philippine National Police has released the Productivity Enhancement Incentive (PEI) of its 155, 000 Uniformed and Non-uniformed personnel today (June 30) through individual ATM Payroll accounts.

The Department of Budget and Management already issued the Special Allotment Release Order (SARO) and the corresponding Notice of Cash Allocation (NCA) in favor of the PNP to pay for the 2015 PEI of the police agency.

President Benigno S. Aquino III issued Executive Order 181 on May 15, 2015 granting the Productivity Enhancement Incentive (PEI) to government employees.

The PEI is equivalent to one-month salary as of May 31, or a fixed rate of P5, 000, depending on the specific agency's performance last year. Agencies must comply with the requirements, including that of achieving at least 90 percent of their performance target for 2014.

Personnel charged with administrative and/or criminal charges and meted penalty in FY 2015 will not be entitled to receive the PEI.

“The PNP officer corps and rank and file welcome this added incentive not only as form of economic relief but as a management tool to spur productivity,” PNP Spokesperson, PCSupt Wilben M. Mayor said.

Founded in 2012 by Philippine Ambassador to the United States Jose L. Cuisia, Jr. and Mrs. Ma. Victoria J. Cuisia, in cooperation with the Ayala Foundation Inc., FYLPRO each year gives ten high-performing next-generation Filipino-Americans the special opportunity to travel to the Philippines and interact with influential personalities in the fields of business, government, arts and culture, civic action and social advocacy.

This year’s immersion program builds on the success of the previous editions. It has also benefited from the feedback and inputs of FYLPRO alumni who still recall the program’s impacts on their journey of self-discovery and reflection on their native country’s strengths, challenges and potential.

The delegation was led by Director Brian Soldaat of the Investment Promotion arm of South Africa’s Department of Trade and Industry.

The delegation, hosted by Director Angelica Cayas of DTI and PCCI President Alfredo Yao, was composed of 12 South African companies with various interests, including fruits and vegetables, beverages, sauces, chocolates, dairy products, cosmetics, and mining.

Many countries, including South Africa, see the Philippines as one of the world’s fastest emerging markets, seeing GDP growth at 7.2% in 2013 and an 18% investment growth rate. The country is expected to see continuing growth as it positions itself to be “Asia’s bright spot.”

DOTC Awards 6-Month, P 131.28-Million Rolling Stock Maintenance Contract

The Department of Transportation and Communications (DOTC) has awarded the 6-month contract for the fifth and largest component of the Metro Rail Transit Line 3’s (MRT-3) maintenance requirements to a German-Filipino group.

The P 131.28-million contract – which covers Rolling Stocks, Depot Equipment, and Signaling – was bagged by the Schunk Bahn-und Industrietechnik GmbH – Comm Builders & Technology Phils. Corp. Joint Venture (SBI-CB&T JV) last week.

SBI is an Original Equipment Manufacturer (OEM) of high-quality power transmission railway equipment. Meanwhile, CB&T is part of the joint venture that currently maintains the Light Rail Transit Line 1 (LRT-1) system.

SBI-CB&T will be responsible for the upkeep of the MRT-3’s trains, signaling system, and depot equipment starting on July 5.

The DOTC is procuring maintenance sub-contractors directly under a multi-disciplinary approach in order to enhance the efficiency of maintenance works per component, in the meantime that it is preparing the 3-year maintenance contract for procurement.

The transport agency’s two previous attempts to bid out a long-term maintenance contract both resulted in failure due to the non-participation of bidders, leading to the DOTC’s current request for permission from the Government Procurement Policy Board (GPPB) to proceed with an alternative mode of procurement.

6-month contracts for four (4) other components have previously been awarded, as follows:

Rail Tracks and Permanent Ways: Jorgman-Korail-Erin Marty JV
Buildings and Facilities: Global Epcom Services, Inc.
Communication Systems: Trilink Technologies, Inc.
Ticketing System: Future Logic Corporation
This leaves only two (2) out of the seven (7) components still for procurement and award: the Power Supply and Overhead Catenary System, and the Conveyance Systems.

Last week, the DOTC confirmed the mid-August arrival of the prototype for forty-eight (48) new train coaches for MRT-3. This will lead to the delivery of three (3) train coaches per month beginning in the end of January 2016, until the delivery of all 48 units is completed.

It also announced that the first batch of the railway’s conveyance systems, covering 12 escalators, will be rehabilitated by a new contractor within the next 6 months; and that the refurbishment of the remaining 34 escalators and 32 elevators is also up for procurement.

The DOTC is pushing for the improvement of the MRT-3 through adequate maintenance works and a broad spectrum of rehabilitation projects in the pipeline, in an effort to provide the riding public with safe, reliable, and convenient mass transport systems.

The Department of Science and Technology (DOST) awarded the 1st Runner-up prize for the Student Creative Research Category - College Level of the Regional Invention Contest and Exhibit (RICE) - Region VII to the innovative transport vehicle called Amphibious Trisikad in a ceremony held recently at Cebu City Marriot Hotel. A redesigned tricycle that can be used on land and water especially during floods, the Amphibious Trisikad is composed of the frame, driving mechanism, paddle wheels and detachable floater. It was developed by Jesse Pastor Magno, Hembrick Palmitos and Kenn Edward Mirasol from the University of San Carlos. 7th Clean Air Forum set

State regulators and their partners for clean air are holding their annual forum from June 30 to July 1 and will attempt to quantify the economic benefits of the 16-year-old local clean air law.

Now on its 7th year, the Clean Air Forum was established to review on a yearly basis the progress of Republic Act No. 8749 or the Philippine Clean Air Act. This year’s theme, “Towards Identifying the Economic Benefits of Clean Air: A Call to Action.”

The event is a joint undertaking of the Department of Environment and Natural Resources (DENR) and the Partnership for Clean Air Inc. (PCA), a multisectoral coalition of clean air advocates whom the DENR has engaged since 2009 to advance the effective and meaningful implementation of the law.

It will be held at the Bulwagang Romeo Edu of the Land Transportation Office (LTO) in Quezon City.

The highlight of the two-day forum is the presentation by Dr. Serafin Talisayon of “Proposed Framework on Economic Benefits of Air Pollution Regulation,” which will show the methodology for valuation of impacts on the economy from exposure to air pollutants and for quantifying the benefits of air pollution regulation in terms of their contribution to the country’s economy.

The forum also aims to look for ways on how the clean air sector can help create opportunities for new jobs and spur interest from the private sector to invest in cleaner technologies.

Government agencies like the DENR, the LTO, the Department of Transportation and Communications and the Metropolitan Manila Development Authority are expected to give a presentation of their respective performances in enforcing the law.

The Department of Agrarian Reform (DAR) has recently turned over five units of floating tiller to 1,000 farmers of Nararagan Valley Multi-purpose Cooperative in Nararagan Valley Agrarian Reform Community (ARC) in Ballesteros, Cagayan.

She said the machineries will service not only the Nararagan Valley MPC but also the Golden Harvest Cluster MPC in Abulug, Cagayan and an estimated overall service area of 1,746 hectares.

Ayson said the equipment are designed to increase the said ARBOs’ agri-produce, improve their access to appropriate agricultural technologies and lessen their farm expenses.

DA celebrates 117 years of service to agriculture and fisheries sectors

The Department of Agriculture celebrated, from 22-26 June 2015, its 117th year of existence. The agency mandated to develop and uplift the country’s agriculture and fisheries sectors was officially created by the revolutionary government on 23 June 1898, eleven days after the first Philippine President - Gen. Emilio Aguinaldo declared the country’s independence.

Agriculture Secretary Proceso J. Alcala officially opened the weeklong celebration on 22 June 2015 at the DA central office in Quezon City.

Recognizing the DA employees [and management] efforts and unwavering dedication to serve the Filipino farmers and fisher folks, specially the smallholders who need more attention from the government, the Agri-chief thanked the DA bureaucracy and acknowledged its role in introducing the agency’s programs and projects to mainstream public awareness and consciousness.

“Maraming-maraming salamat po sapagkat kung wala po kayong mga kawani ng Kagawaran, siguro po ay hindi natin matatamo ang kasalukuyang pagkilala ng ating lipunan sa ating Kagawaran,” Sec. Alcala said.

He cited DA bureaucracy’s role in restoring the farmers’ and fisherfolks’ trust and confidence to the agency.

Sec. Alcala also urged the employees to continue providing appropriate service to the agriculture and fisheries sectors, who are their true bosses that they must serve, for the remaining year of the Aquino administration.

The Aquino administration maintains the food sector on top of its priority list as it sets to achieve sufficiency and sustainability of basic foodstuff for the benefit of all Filipinos.

Under the leadership of Secretary Alcala, DA has achieved the country’s historical best for rice and corn, and has posted increase year after year. These grains, along with other staples, are part of the advocacy of the government under the Food Staples Sufficiency Program.

In 2014, the Philippines was ranked as the “World’s Fastest Rice Producer” with 4.98% annual increase in production from 2010-2014 driven by the expansion of harvested area from 4.25 million hectares (ha) to 4.74 million has.

From a P15,830/ha profit in 2010, rice farmers secured a P21,910/ha income in 2013, which translates to 38.4% increase over three years.

Net income per hectare from corn farming also increased by 65.6%. From 2010 to 2013, farmers averaged a 21.9% increase per year, mainly due to the improvement in yield, increase in farmgate prices and minimal increase in per unit cost.

Under its marketing initiatives, DA has established a number of Agri-Pinoy Trading Centers (APTCs) in strategic areas across the country to provide farmers an enabling environment for systematic and fair trade.

These modern trading centers serve as a hub for various agricultural commodities and high value farm products, provide direct access to farmers and reduce the layers of middlemen.

The trading centers also showcase state of the art facilities and slaughterhouses for the processing of farm produce, as well as meat and fishery products.

At the start of the present government, DA was handpicked to initiate rural development programs that will empower farmers and fishers and stabilize the economic conditions in the countryside.

For the past five years, DA has been sensitive to the needs of the farmers and has provided necessary interventions to assure sufficient and sustainable food supply for every Filipino.

SSS covers more informal sector groups in Western Visayas

Nearly 11,000 members of 109 informal sector groups (ISGs) and associations in Western Visayas will now have social security coverage under the Social Security System's (SSS) AlkanSSSya program.

SSS Senior Vice President for Visayas and Mindanao Operations Group Eddie A. Jara disclosed that the increasing number of ISGs availing the AlkanSSSya reflects its appeal to the needs of informal sector workers such as affordability and convenience, noting that many among them have busy work schedules and tight budgets.

Jara noted that the ISGs enrolled in AlkanSSSya are composed of farmers; fisherfolks; ambulant vendors; tricycle drivers; caddies and umbrella girls; inmates; and members of multi-purpose cooperatives, pumpboat associations, barangay community groups, livelihood associations, and rural women associations.

He explained that large metal boxes with secure individual mini-compartments are installed in accessible locations to store daily AlkanSSSya savings of members. The savings are accounted for and picked up by an SSS collecting agent at the end of every month.

According to Jara, the AlkanSSSya program which enables informal sector workers to save part of their daily income for monthly contributions has consistently complemented payments from self-employed and voluntary members in Western Visayas, which climbed 7.2 percent from P332.95 million in January to April of 2014 to P357.01 million in January to April of 2015.

As of April 2015, informal workers, who are covered as self-employed members, paid more than P14 million in contributions.

Meanwhile, SSS also continues to cater the job order (JO) and contractual workers in state-run institutions who are excluded from the mandatory coverage of the Government Service Insurance System.

Under the e-AlkanSSSya, government offices automatically deduct the contributions of job order and contractual workers from their salaries and wages, which the government offices will then remit to the SSS.

Jara said that SSS has recently inked a Memoranda of Agreement with 11 local government units and Civil Aviation Authority of the Philippines (CAAP) Area 6 to collect and remit the monthly contributions and loan amortizations of its workers. They will facilitate the collection through payroll deduction and remittance of the monthly contributions to SSS.

As of April 2015, 898 job order and contractual workers from 11 local government units and CAAP Area 6 are enrolled in the e-AlkanSSSya scheme. A total of P389,320 contributions were collected.

Jara said the minimum monthly contribution under the program is P330 or based on the actual monthly income compensation that the employees receive from the state institutions but not exceeding the maximum salary credit under the contribution schedule of the SSS.

“More agreements with local government units, government agencies and ISGs are in development to cover more job orders, contract and informal workers, extending our services across every economically vulnerable sector of the society,” Jara added.

SSS President and Chief Executive Officer Emilio de Quiros, Jr. will visit areas in Visayas in the coming days. During the regional visit, de Quiros will discuss updates on SSS products and services.

MMDA Chairman Francis Tolentino said that apart from Android users, the mobile app dubbed as “Friend Trip,: that allows carpooling among Facebook friends or those living within the same area and going to a certain destination, has likewise been made available for Apple users.

Tolentino said Android availees of the Friend Trip app has been sweeping across work places and even fast-catching among households in Metro Manila because it is the only carpooling app that does not involve any monetary transactions.

He said Friend Trip is another addition to the MMDA’s many innovative solutions to minimize traffic congestion and pollution problems because the volume of cars and other private vehicles going around town will surely be reduced if motorists and commuters will avail of this carpooling mobile app.

Mobile users can avail of this app by signing up via Faacebook and entering their phone numbers. The app finds who among their friends are already using the app. From here, they can choose between being a driver or a rider.

It only recognizes one’s Facebook friends so that he never has to ride with strangers.

Friend Trip likewise gives an option to users to have the MMDA record all their trips.

Statement by Richard Bolt, ADB’s Philippines Country Director, on Pantawid Conditional Cash Transfer program

The Asian Development Bank (ADB) would like to address recent media reports about the Pantawid conditional cash transfer (CCT) program, that have created false impressions about how program funds have been used. ADB reiterates its full support for the program, which has helped improve the health, education and job opportunities of nearly 4.5 million poor families in the Philippines.

It is unfortunate that outdated data was used in media reports claiming that 19 billion pesos of program funds did not go to intended beneficiaries. That figure is based on a calculation drawn from outdated 2009 data—at a time when the budget for the program was much smaller—rather than the most recent 2014 budget. Initial targeting errors have been substantially reduced by the Department of Social Welfare and Development (DSWD), with advice from ADB and other partners. It is important to note that these targeting errors did not lead to misappropriation or misuse of funds.

Since 2010, ADB has worked closely with DSWD to ensure funding goes to intended beneficiaries. ADB technical assistance has supported DSWD in implementing measures—such as a grievance redress mechanism, extra training for staff, and spot checks in the field—to improve targeting models so they exclude non-eligible families.

As part of ADB’s continuing efforts to improve the program’s effectiveness, a new round of poverty assessment processes is ongoing to update the status of beneficiary households and ensure funds are properly directed.

This program provides cash grants to poor households based on their fulfillment of health and education related conditions. From a small pilot of 6,000 families in 2007, the program has grown rapidly to cover 4.5 million families at the end of 2014. In terms of people reached, Pantawid is now the world’s third largest CCT program after Brazil and Mexico. Rigorous impacts evaluations have shown that the program is meeting its overall objectives. Monitoring and evaluation of the program by government and partners will continue.

For participating households, Pantawid has helped to promote near-universal enrolment of elementary school-age children, reduced child labor, and improved access to pre- and post-natal care. ADB is proud to partner with and support the government on this flagship program for poverty reduction.

PhilHealth PROJECT REACHOUT: Strengthening partnerships in delivering quality health care

Since PROJECT REACHOUT was implemented in 2012 through Office Order No. 0163 s. 2012- Guidelines for the Implementation of PROJECT REACHOUT, Health Care Providers are now more abreast on the new policies and directions of our Corporation.

With PROJECT REACHOUT, fora and events specifically for the healthcare providers are given proper allotment in the activities of the Regional Offices. Regular orientations to the PhilHealth Clerks and meetings with the Municipal Health Officers and other similar events to ensure continuous engagement with the hospitals, FSDs, ASCs, birthing homes, RHUs and other facilities are conducted.

Early this year, Region I Vice President, Dr. Leo Douglas V. Cardona Jr. found it essential to meet all the Medical Directors and the Chiefs of Hospitals of the Accredited Health Care Providers (AHCPs) in the entire region to re-acquaint himself with the doctors with whom he addressed their concerns regarding claim benefits and issues. Likewise, he emphasized the PhilHealth’s program/plan pertaining to the performance assessment scheme of healthcare providers.

Relative to the enhancement of PhilHealth’s programs on MCP, NSD and NCP, another ReachOut event was conducted sin May 2015 among accredited private MCP providers in Region 1. PhilHealth Circular 22 s. 2014 - Social Health Insurance Coverage and Benefits for Women About to Give Birth was discussed, thus, clarifications on claims processing were addressed.

Just recently, a re-orientation of the PhilHealth clerks of hospitals was held. Hospitals responded with an impressive attendance of 195 attendees from 132 accredited health care institutions in the region. This happened on four (4) different dates in four (4) provinces where several 2014 PhilHealth Circulars were reviewed. New circulars of 2015 were presented and discussed, as well. Importantly, Cardona presented the collected data on membership, collection and claims from CY 2008 to CY 2014. He also illustrated the top 20 paid hospitals in Region 1 and showed the highlights of the Corporation’s benefit packages and programs.

Several issues and concerns were raised by the clerks, captured in a list of agreements that was eventually sent to them. The use of a functional portal was likewise emphasized.

The one-day activity was full of updates and clarifications. The clerks themselves requested that similar orientations or updating be held on a quarterly basis.

Project REACHOUT continues to function to improve communication and relationship between PhilHealth and its stakeholders, particularly the health care providers. With the support of the RVP, active Regional REACHOUT Teams have been working hand-in-hand to fully implement the project. Conduct of REACHOUT activity includes forum, installation of PhilHealth booths during local medical society conventions and other innovative activities determined by PhilHealth and the medical societies. In the delivery of quality health service, we carry on in strengthening our partnership.

This is a line from a famous song especially dedicated to our beloved elderly or senior citizens.

Just recently, Pampanga Governor Lilia “Nanay” Pineda, Chairperson of the Regional Development Council III’s Sectoral Committee on Social Development, hosted and made it possible for 1,000 senior citizens from the seven (7) provinces of Region III to come together at the Oxford Hotel in Clarkfield, Pampanga for the first-ever Regional Senior Citizens’ Congress.

The activity aims to provide senior citizens with awareness on Republic Act 10645 which mandates PhilHealth coverage for all senior citizens; DSWD’s pertinent role on social pension; DTI’s tasks on implementation of the 12 percent VAT & 20 percent senior citizen’s discounts on goods and services as well as DOH’s Health and Welfare Programs for the elderly.

Different agencies worked hand-in-hand to make the first Regional Senior Citizens’ Congress a milestone in the Region’s history. Spearheading the activity was NEDA-Region III under the leadership of Regional Director Rogelio Santos, together with the Office of the Governor of Pampanga; and the regional offices of the DILG; DOH headed by Dra. Leonita Gorgolon; DSWD led by Regional Director Gemma Gabuya; DTI led by Provincial Director Elenita Ordonio and PhilHealth led by OIC-VP Lolita V. Tuliao who was represented by Branch Managers Henry Almanon and Dr. Raul Tuquero.

Pineda and Zambales Governor Hermogenes “Jun” Ebdane shared the province’s best practices for senior citizens such as organizing birthday celebrations, constructing the Office of the Senior Citizens, providing for hotel accommodations and various medical services.
As the host province, Pampanga, represented by Board Member Cris Garbo, presented a walk-through of how Pineda gave love and importance to the “ima” and “tatang” or “apo” and “ingkong” through the different benefits such as medical services, the P1,000 monthly allowance for indigent senior citizens, and the Centennial incentive worth P100,000 given to senior citizens who reached 100 years and above as aid in taking good care of them.

The day for senior citizens was filled with laughter and tears, song and dance numbers, poems and declamation as well as fun and surprises. Every senior citizen brought home smiles and stories about the first regional senior citizens’ congress in Central Luzon.

At 10:00 am today, the Low Pressure Area (LPA) embedded in the Intertropical Convergence Zone (ITCZ) was estimated based on all available data at 630km East of Catarman, Northern Samar (12.5⁰N, 130.5⁰E). These weather disturbances are expected to bring light to moderate rains and thunderstorms over Bicol Region, MIMAROPA, Visayas and Mindanao.

The general public and disaster risk reduction and management councils concerned are advised to take necessary precautionary measures against possible flashfloods and landslides.
The next updates will be incorporated in the public weather forecast at 5:00 pm today and for the next advisory to be issued at 11:00 am tomorrow.
