President Aquino inducts new officers of the Federation of Filipino-Chinese Chambers of Commerce and Industry
 
President Benigno S. Aquino III on Tuesday inducted into office the new set of officers of the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) at the Rizal Hall of Malacañang Palace.

Taking their oath before the President were Angel Ngu, president; Henry Lim Bon Liong, executive vice president; Domingo Yap, David Chua, Alex Yap Cho Ty, William Gosiaco, Michael Tan, Victor Lim, Delfin Letran, Mary Go Ng, Cecilio Pedro, Charles Chante, George Hock Huy Chiu, and William Yap Castro, vice presidents; Jeffrey Ng, treasurer; Tai Lian, auditor; and Fernando Gan, corporate secretary and secretary general.

The other members of the FFCCCII's set of officers for 2015-2017 who were sworn into office were Lucio Tan as chairman emeritus; and Alfonso Siy, Ambassador Domingo Lee, Jimmy Tang, Vicente Yu, Sr,, Robin Sy, Francis Chua, Dr. John Tan, Alfonso Uy, and Tan Ching as honorary vice presidents.

During the oath-taking ceremony, Ngu also presented to President Aquino a scale model of a two-classroom school building, to be constructed under the FFCCCII's “Operation: Barrio Schools”.

“Operation: Barrio Schools” is the FFCCCIII's longest running and biggest private sector-led development program focused on educational infrastructure. As of this month, some 4,933 school buildings or 9,866 classrooms have been turned over to public schools nationwide, benefitting nearly one million school children.

The FFCCCII was established on March 29, 1954 and was inspired by the late President Ramon Magsaysay's appeal to the leaders of the Filipino-Chinese community to organize into a cohesive organization that could render greater support to the government.

A non-stock and non-profit corporation, the FFCCCII is the largest organization of Filipino-Chinese businessmen from all over the country. PND (jm)

Aquino graces graduation of Special Training for Employment Program of TESDA
 
President Benigno S. Aquino III on Tuesday congratulated the 2,022 graduates of the Special Training for Employment Program (STEP) of the Technical Education and Skills Development Authority (TESDA), expressing his admiration for their determination to better their lives.

During the mass graduation, held at the Cuneta Astrodome in Pasay City, the President presented the STEP graduates their certificates, and their toolkits, such as electric ovens for baking; portable welding machines for shield metal arc welding; and sewing machines for dressmaking.

“Bahagi lamang po ang programang ito ng TESDA sa malawakan nating istratehiya para bigyang kakayahan ang mga kababayan natin na maging katuwang sa pag-unlad,” President Aquino said in his speech, noting that since 2010, millions of Filipinos have benefited from TESDA’s various technical and vocational training programs.

“Sa limang taon nating pagtahak sa daang matuwid, talaga naman pong malayo na ang ating narating. Patunay po ang TESDA kung paano natin pinapatibay ang ating mga institusyon upang hindi na maging kasangkapan ng mga tiwali para sa pansariling interes,” he said.

He recalled that under the past administration, TESDA distributed scholarship vouchers that were not backed up by funds.

“Kaya nung natapos po sila, ang iniwan po kay TESDA Secretary Joel Villanueva ay 2.4 bilyong pisong utang ng ahensiya at siyempre, sa dulo po, taumbayan na rin ang magbabayad nitong inutang na wala naman palang kapahintulutang utangin. Kaya nga po pinapanagot na natin ang dating pinuno ng TESDA, sampu ng kanyang mga kasamahan. Ngayon po ay humaharap sila sa kasong katiwalian na isinampa ng Ombudsman,” he said.

Noting that the government spends an average of P7,155 for every TESDA scholar, President Aquino encouraged the graduates to do their share to help future trainees by paying their taxes.

“Gagastos ang sambayanan, dinaan sa gobyerno, pagkagastos po maibabalik naman nang nakinabang. Ang pagbalik na iyon ay sa pamamagitan ng buwis, nakakatulong sa mas marami pang taong magkaroon ng parehong pagkakataon,” he said.

Established in August 1994, TESDA aims to encourage the full participation of, and to mobilize the industry, labor, local government units and technical-vocational institutions in the skills development of the country's human resources.

It offers courses on preventive maintenance on the mechanical and electrical system of motorcycles; maintenance and repair of cellular phones; maintenance and repair of electronically controlled domestic appliances; masonry; installation of wiring devices/lighting systems; maintenance and repair of audio/video products; carpentry; including food processing and meal preparation, among others.

Also present during the event were TESDA Director General Joel Villanueva, Pasay City Congresswoman Imelda Calixto-Rubiano, Pasay City Mayor Antonino Calixto, and officer-in-charge of the Cuneta Astrodome, Aurelio Vendivel. PND (ag)

More than 36,000 poor students get a shot at college education

A total of 36,003 poor students are assured of a college education this year through the Expanded Students’ Grants-in-Aid Program for Poverty Alleviation (ESGP-PA) jointly implemented by the Department of Social Welfare and Development (DSWD), Commission on Higher Education (CHED), Department of Budget and Management (DBM), Department of Labor and Employment (DOLE), and Philippine Association of State Universities and Colleges (PASUC).

The ESGP-PA scholars include new enrollees for school year 2015-2016, and those students who served as pilot grantees of the program which started in school year 2012-2013.

The ESGP-PA provides academic grants for the tertiary education of poor but deserving students belonging to indigent households identified through the Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR), giving priority to Pantawid Pamilyang Pilipino Program beneficiaries. The students shall be enrolled in state universities and colleges to take up courses which are aligned with government key growth areas.

“After graduating from high school, the government will continue to help deserving students get a chance to achieve the elusive college education they dream of through the ESGP-PA,” DSWD Secretary Corazon Juliano-Soliman said.

Under the program, each grantee is entitled to a maximum grant of P60,000 a year or P30,000 per semester to cover tuition fees, miscellaneous fees, and expenses such as transportation, board and lodging, and other related education expenses.

To strengthen the program implementation, a National Steering Committee (NSC) is created to oversee operations and monitoring, with CHED as the chair.

In cases where the allocation for specific schools and regions remains unfilled, a pool of potential grantees is ready for admission and replacement. Furthermore, re-allocation of slots per SUC and per region may also be done based on the need and as assessed by the NSC.

Based on the list provided by CHED, there are 80 ESGP-PA scholars enrolled in various campuses of the University of the Philippines (UP), two of whom recently graduated as valedictorians – David Louie Manansala of Novaliches, and Alyannah Terite of Pasay City. Both will take up civil engineering, with David enrolled in UP Los Baños while Alyannah will begin college life in UP Diliman.

“The ESGP-PA program is pursuant to the commitment of government to poverty alleviation with the aim of breaking the intergenerational cycle of poverty. By giving these students the chance to have a college education, we are providing them the opportunity to lift their families out of poverty through better employment when they graduate,” Secretary Soliman added.

More children enrolled in day care centers or registered in Supervised Neighborhood Play (SNP) will take part in the Supplementary Feeding Program (SFP) implemented by the Department of Social Welfare and Development (DSWD) to ensure their nutritional needs are met.

SNP provides early childhood care service to 2- to 4-year-old toddlers who have no access to day care centers in their respective localities.

For this year, the DSWD aims to serve 2,568,811 children for 120 days with an approved budget of P4.32 billion.

SFP augments the feeding program in LGU-managed day care centers and SNP areas using indigenous food and/or locally-produced food equivalent to 1/3 of Recommended Energy and Nutrient Intake (RENI).

SFP also improves the knowledge, attitude, and practices of children, parents, and caregivers through intensified nutrition and health education; and improves and sustains the nutritional status of the targeted children beneficiaries.

Food supplementation comes in the form of hot meals served during break/snack time in the morning or in the afternoon.

The feeding program is being managed by the parents based on a prepared meal cycle. Children beneficiaries will be weighed at the start of the feeding, three months thereafter, and after the completion of 120 feeding days to determine improvement and sustenance in the nutritional status of the beneficiaries.

In 2014, a total of 1,696,194 day care children and those in the SNP benefitted from the program. More than P2.68 billion was downloaded last year to local government units nationwide which directly implemented the feeding program for the day care pupils.

“Keeping children healthy and in school” is now a reality among poor families who are beneficiaries of the Pantawid Pamilyang Pilipino Program, the government’s flagship poverty reduction program which invests in human capital, implemented by the Department of Social Welfare and Development (DSWD).

Based on research conducted by the Philippine Institute for Development Studies (PIDS) in May 2015, “the highest increase in school attendance among children five years old and below occurred among families headed by poorly educated individuals which proves that mandatory kindergarten, coupled with the conditional cash transfer program delivered the largest benefit to the poor.”

The PIDS study indicated that the expansion of Pantawid Pamilya significantly contributed to the increase in enrollment of pre-school and elementary students. As partner-beneficiaries, parents are required to send their 3-18 year old children to school, and they must attend at least 85 percent of the school days.

Moreover, the PIDS study showed that in 2008, “only 47.2 percent of children in the poorest families attended preschool, compared to 82.1 percent of children in the upper middle-income families, amounting to a 34.9 percent difference. In 2013, the size of this difference shrank down to 5 percent because of large gains in getting children from the poorest families into kindergarten. “

“By 2013, 92.2 percent of the poorest bracket families were attending kindergarten, almost equal to that of the richest at 98.3 percent. Since early education results in gains in primary school performance and beyond, the income gap results in early education gaps, which in turn results in overall achievement gaps between the rich and the poor.”

On the other hand, DSWD data revealed that from January to December 2014, attendance of 3-5 year old children in day care centers and pre-school, and 6-18 year old in primary and secondary schools achieved a 96.3 percent compliance rate.

“This proves that given the opportunity, poor families have the capacity to rise above their situation and achieve positive changes,” DSWD Secretary Corazon Juliano-Soliman stated.

“Sa tulong ng programa, kaya nilang baguhin ang kanilang buhay tungo sa kaunlaran (With the program’s help, they can change their lives for the better),” Sec. Soliman emphasized.

Pantawid Pamilya is on its seventh year of implementation having started in 2008.

As of May 27, 2015, the program has expanded to 41,519 barangays in 144 cities and 1,483 municipalities in 80 provinces with 4,424,705 registered active households nationwide.

 As over 2,000 youth from Metro Manila complete their technical vocational (tech-voc) courses, Secretary Joel Villanueva urged them to use their skills to build their niche in their field of expertise.

"It may sound intimidating, but achieving world-class expertise may not be as daunting as some might believe," Villanueva, Director General of the Technical Education and Skills Development Authority (TESDA), said.

"The graduates now have their own specialization, they should focus on it, learn as much as they can, accumulate knowledge and hands-on experience. While they cannot be the authority on everything, they can definitely become an expert on one thing," he said.

President Benigno Aquino III joined Villanueva in feting the graduates of TESDA's Special Training for Employment Program (STEP) in a ceremony on June 23 at the Cuneta Astrodome, Pasay City.

The event was also attended by close to a thousand new enrollees of STEP and 1,530 scholars of the Training for Work Scholarship Program (TWSP).

The STEP graduates, aside from receiving their certificates, were also given toolkits that they can use to start their business.

STEP is a community-based specialty training program of TESDA aimed to address the specific skills needs of the communities and promote employment, particularly through entrepreneurial, self-employment and service-oriented activities.

The beneficiaries are at least 15 years old, targeted on indigent families. The barangays have been tapped to mobilize the target trainees. The trainees are given allowance for the duration of the course.

“Thousands of youth and unemployed adults all over the country have taken various tech-voc courses and are slowly carving their niche in their communities. They have made the right choice in getting in tech-voc," he said.

Villanueva added that skilled workers are needed everywhere and are vital in running industries.

Priscilla Sapinit, 38, of Marikina City used to do laundry and irons clothes to help her husband put food on the table for their eight kids. But her current work was not sustainable. Hearing about the STEP, she enrolled in Dressmaking NC II and completed the course. She now makes rags and repairs clothes, a new livelihood which proved more profitable and one which she does at home with her children.

Enrico Bautista Torres, 37, of Valenzuela City lost his job in a noodle factory when it closed down. Through her sister, he got to know about the TESDA scholarship and enrolled in a course in Bread Making. With this new found skill, he hopes to start anew for the sake of his family.

TESDA executives and government officials joined the graduation rites, including Deputy Director General for Policies and Planning Irene Isaac, Deputy Director General for TESD Operations Atty. Teodoro Pascua, TESDA NCR Regional Director Nenuca E. Tangonan together with her lady District Directors, and the Officers and Board of Directors of the NCR Alliance of TVET School Association.

Pasay City Mayor Antonino G. Calixto and Congresswoman Emi Calixto-Rubiano of the Lone District of Pasay also took part in the graduation ceremonies.

After taking TESDA's Special Training for Employment Program (STEP), Melodina Mariano of Taguig City is ready to start her own livelihood.

DepEd teachers, personnel to receive one-month PEI

The Department of Budget and Management (DBM) has released PhP14 Billion for the Productivity Enhancement Incentive (PEI) to the Department of Education. Eligible DepEd employees shall receive a one-time PEI equivalent to one month basic salary, pursuant to Executive Order 181, s. 2015.

DepEd has complied with all the conditions stipulated under Section 4 of EO 181, s. 2015. DBM has recently issued the Special Allotment Release Order (SARO) to cover the release of funds for the grant of the PEI for fiscal year 2015. The said funds are being downloaded to DepEd regional offices. DepEd Secretary Armin Luistro FSC has directed its field offices to prepare the payroll of the qualified employees.

As stated in EO 181, s. 2015, qualified employees refer to those who “have (1) rendered at least a total or an aggregate of four (4) months of service as of May 31, 2015, including leaves of absence with pay, and who are still in the service as of May 31, 2015; and (2) obtained at least a satisfactory performance rating.” Employees who have rendered less than four months of satisfactory service as of May 31, 2015 may still be paid the full amount of the PEI upon completion of the four months and satisfactory service rating requirements before the end of FY 2015.

Philippine agriculture and fishery products took the spotlight at the 2nd SIAL-ASEAN Manila international trade show, which attracted at least 10,000 visitors from 40 countries, making it the biggest B2B (business to business) platform for the Philippine food industry and the rest of the Southeast Asian region.

“The first SIAL ASEAN-Manila held last year proved that the ASEAN market offers a tremendous potential for investment opportunities for the entire sector,” said Agriculture Secretary Proceso Alcala during the event’s opening on 17 June 2015 at the World Trade Center.

With 7,500 local and international buyers from 33 countries, the 2014 gathering of the members of the ASEAN Economic Community is a force in the food and beverage industry.

Sec. Alcala urged industry players, international buyers, potential clients and exhibitors to maximize their participation in the 2nd SIAL-ASEAN Manila which offers global networking opportunities where business connections can be developed and trade transactions facilitated and completed.

“The occasion augurs well for the Philippine government as trade with ASEAN partners continue to improve with greater regional cohesion, harmony and peace,” he added.

With tariff barriers significantly eliminated in 2010, the Department of Agriculture continues to strengthen its regulatory functions and policies as non-tariff measures remain to protect human, plant and animal health and safety with increased trade.

The government recognizes that because of regional integration initiatives, complementation is more important than competition.

“Thus, ASEAN member states continue to enhance intra-regional trade with drastic growth of trade in intermediate goods and development of cross-border value chains,” Alcala explained.

24 June 2015 - The Philippine Embassy in Pretoria held an information session on R.A. 9710, otherwise known as the Philippine Magna Carta of Women, on June 14. The event, which promoted gender and development, was attended by over 200 Filipinos across southern Africa who gathered at the Embassy for this session.

As the month of June marks the nation’s commemoration of the country’s freedom and liberation from foreign dominance, so does the Philippine Magna Carta of Women stands up, recognizes, protects and promotes the rights of all women in the Philippines. The passage of this law and its implementation is a recognition not only of women’s rights and liberty but also of the equally important role and status of women in shaping the Philippines.

During the information session, it was evident that many in the community were not aware of how advanced the Philippines is in advocating women’s rights and many have been impressed with the strides the country has made in pursuing gender equality. The Embassy also took advantage of the information session to assure the Filipino community, particularly the womenfolk, that the Embassy has a gender focal point officer who could provide gender-sensitive and gender-appropriate service should they seek the Embassy’s assistance in times of distress.

PHL Embassy in Mexico holds cultural program to celebrate 450th anniversary of Manila-Acapulco Galleon

24 June 2015 - In line with this year´s commemoration of the 450th anniversary of the Manila-Acapulco Galleon (Return Voyage), the Philippine Embassy in Mexico, in cooperation with the Municipal Government of Acapulco presented a one-hour cultural program entitled “Meeting of Friends: Manila-Acapulco” alongside a painting exhibit of Filipino artist Manuel D. Baldemor on June 20 at the Fort of San Diego in Acapulco.

Acapulco Mayor Luis Uruñuela Fey, National Institute of Anthropology and History (INAH) Director Francisco Javier Lopez Morales, Fort of San Diego Director Victor Hugo Jasso and Philippine Honorary Consul to Acapulco Dr. Mario De La O Almazan attended the program. Members of the various cultural organizations in Acapulco were also present.

The program started with the ribbon-cutting led by Philippine Ambassador to Mexico Catalino R. Dilem, Jr. and the attending officials, and opened for public view the paintings of famous Filipino painter Manuel Bademor exhibited in the museum’s gallery. The exhibit included the large painting donated by Mr. Baldemor to the Municipal Government of Acapulco, which depicted important sites of Acapulco and Manila. Around 15 paintings of Mr. Baldemor were displayed.

Mayor Uruñuela Fey, in welcoming the Philippine Embassy delegation, remarked that the Philippines is a friend which, although so far, is very close to their hearts. He expressed his appreciation for the painting donated by Mr. Baldemor to the government of Acapulco and looks forward to the celebrations in October of the 450thanniversary of the Manila-Acapulco Galleon (Return Voyage).

Ambassador Dilem conveyed his gratitude to the municipal government of Acapulco for inviting the Philippine Embassy to celebrate the commemoration of brotherhood between Manila and Acapulco. He mentioned that the Philippine-Mexico relations started 450 years ago and the two countries share a deep bond visible in the many similarities in their traditions, in their national characters and identities, and in the ease with which Filipinos and Mexicans relate to one another.

Highlights of the cultural program included Philippine folkdances such as the karatong–subli, banga dance, binasuan and a recreation of Bacolod´s masskara festival. Consular Assistant Fernando Carillo, Jr. interpreted the Flipino love song “Dahil Sa ‘Yo” while the Embassy’s reception officer Bernadeth Ablay rendered songs in Filipino (Para sa Akin) and Spanish (Mis Sentimientos). Ms. Georgina Aranzabal, Embassy´s translator/interpreter sang “Maria Bonita”, a song very popular in Acapulco. Vice-Consul Mikhal de Dios and Consular Assistant Fernando Carillo, Jr., demonstrated the Philippines´ national martial art “arnis de mano”

The program was capped with a fashion show of Filipino dresses such as the barong tagalong, maria clara, terno and Muslim attire modeled by the members, spouses and children of the Embassy staff and Filipino community members. The children’s participation in the fashion show was applauded by the audience.

24 June 2015 - As part of the Philippine Embassy in Oslo’s 2015 work plan to promote the Philippines as a tourist destination, the Philippine Honorary Consul in Reykjavik Maria Priscilla Zanoria organized a Philippine cultural night last June 20 at Vidalinskirkja (Church Community Center) in Gardabær.

Philippine cuisine was served during the event, as members of the Filipino community, including third generation Filipino-Icelanders, some as young as nine years old and garbed in Filipiñana attire, gamely performed popular Philippine folk dances such as Singkil, Tinikling, Pandango sa Ilaw and Curacha, while others sang Tagalog and Visayan songs. One of the performers was a Filipina who won the recent Iceland wide singing competition, Joanna Gaviola.

Some 150 people, a quarter of whom were native Icelanders, watched the cultural show while they dined on popular Filipino dishes such as pansit, sotanghon, lumpia shanghai, adobo and plenty others.

In his welcome speech, Philippine non-resident Ambassador to Iceland Bayani S. Mercado thanked Honorary Consul Zanoria and the Filipino community for organizing the event and asked them to encourage their Icelandic friends and co-workers to visit the Philippines since tourism generates jobs, which will be beneficial for their countrymen back home.

Ambassador Mercado also encouraged Filipino community members who are still Filipino citizens to register for and vote in the May 2016 presidential elections.

The Ambassador brought a two man consular team with him to Reykjavik that weekend who conducted e-Passport processing and overseas voters registration. There are about 3,000 Filipinos in Iceland.

24 June 2015 - Consumers across key satellite towns in Singapore will soon see Century Tuna ads affixed on Bus Numbers 22, 81, 69, 99 and 240 from June 22 to September 15. A major importer of Philippine products to Singapore, Orient Pearl Foods, has commissioned the public bus ad campaign.

The ad campaign will also coincide with the FairPrice Yellow Dot project. The Yellow Dot helps grocery shoppers to find the lowest-priced items. Covering a wide range of daily essentials, products marked with the Yellow Dot indicate the lowest-priced item within their respective product selections. And because Century Tuna products will be included in the Yellow Dot campaign, shoppers will be assured that Century tuna and sardines will have the lowest prices in its particular category.

According to Orient Pearl’s Mr. Muthu Murugaiyan, while the Century Tuna brand is already a top seller in Singapore, the packaging for those sold in Singapore has been changed to cater to the discriminating tastes of the market. Marked “red label” which means that a product is of the highest quality, Century Tuna that will be sold in Singapore will contain a predominantly red background, instead of the white background with which Filipinos are more familiar.

In 2014, Philippine food exports to Singapore increased by 10% from 2013, totalling US$120 million. Export of tuna products contributed US$5 million, recording an increase of 11% compared with 2013 data. Processed, fresh, beverage and marine categories topped the Philippine food exports to Singapore.

The market in Singapore includes the affluent and quality-conscious Singaporean consumer, the increasingly growing Singaporean food service industry, the large Filipino community, the ship chandling industry and the neighboring regions. END

REMAI-led trade fair opens at SM Taytay; features Rizal’s best homegrown products

The Rizal Exporters and Manufacturers Association, Inc. (REMAI), on its offering for the “Araw ng Lalawigan ng Rizal”, opened the 14th REMAI Trade Fair last 11 June at the SM City Taytay, Manila East Road, in Taytay, Rizal.

The 12-day fair, running from 10 to 21 June 2015, features the renowned products and wares of Rizal: food and processed food; gifts, decors, and house wares; and health and wellness products made by 19 of REMAI’s members along with 31 other guest exhibitors.

Department of Trade and Industry-Region 4A (DTI-4A) Regional Director Marilou Quinco-Toledo underscored the importance of holding a trade fair as it will expose products to more buyers. Toledo also cited REMAI as a reliable collaborator of DTI.

“Through the years, REMAI has been pro-active and eager to showcase its products, consequently instituting itself as a strong partner in our regional activities particularly in the holding of regional and national trade fairs," Toledo said.

Mercedes Parreño, DTI Rizal Provincial Director, said the trade event is a result of convergence among government agencies and the private sector.

“Also, we are showcasing packaging products under DTI’s SSF Projects in Rizal that addresses productivity and efficiency - among the pillars of MSEM development - as well as the Bottom-Up Budgeting (Bub) projects of the Municipal Government of Taytay featuring products made of waterlily, and the kakanin,” Parreño said.

Parreño added that simultaneously, capability-building activities under DTI’s Small and Medium Enterprise Roving Academy, or SMERA, are held at the fair site Taytay Mayor Janet De Leon-Mercado, an ardent supporter for entrepreneurship, said that being an entrepreneur is a way to freedom from the typical employment which enables one to reap the benefits of one’s own labor.

“Organizing trade fairs are means of improving competitiveness as every enterprise could gauge itself through its performance in sales," Mercado added.

Rizal Vice-Governor Prisco San Juan believes that trade fairs are stepping stones to export and open the doors to a lot of opportunities to promote Rizal, its products and culture. It is the 14th time for REMAI to hold the fair, according to its president, Josefino Eustaquio.

“Among us entrepreneurs in REMAI are no longer competing with each other but co-operating as one - we call it ‘coop-petition’ - for the bigger competition. Through this event, we are preparing for the regional and the global competition brought about by the Asean Economic Integration,"Eustaquio said.

The establishment of Negros Island Region (NIR) per Executive Order No. 183 signed by His Excellency Benigno S. Aquino III on May 29, 2015, brings the total number of regions in the country to 18. The NIR, which is composed of the provinces of Negros Occidental and Negros Oriental, shall be assigned the code 180000000 in the Philippine Standard Geographic Code (PSGC) following the last entry in the current series that is 170000000 for Region IV – B (MIMAROPA).

Per PSGC updating procedure, any new region that may be created will assume a Region Code that is next to the last entry in the current series. While, in the case where a province is transferred to another region, there shall be no change in the Province Code. The transfer to another region will only cause a change in the corresponding Region Code for that province.

Other updates for the 2nd quarter of 2015 include the: a) correction in the spelling of Barangay CANAROM (PSGC 050503016), in the municipality of Daraga, in the province of Albay, as cited in the letter from the Office of the Liga ng mga Barangay and b) the correction in the spelling of Barangay TANDARURA (PSGC 050508047), in Ligao City, province of Albay, as cited in the certification issued by the City Planning and Development Office. Both corrections were deliberated by the Technical Working Group on Geographic Classification (TWGGC)

The compilation of the PSGC is a collaborative effort of the Commission on Elections (COMELEC), National Barangay Operations Office of the Department of the Interior and Local Government (NBOO-DILG), National Mapping and Resource Information Authority (NAMRIA) and the Philippine Statistics Authority (PSA) which all serve as members of the TWGGC.

Pursuant to Republic Act No. 10625, the PSA is mandated to prescribe uniform standards and classification systems in government statistics and in the generation of official statistics to ensure harmonization and comparability of statistics in the country and at the international level. The PSA shall continually formulate statistical standards such as definitions of statistical terms and concepts used in official statistics, and likewise develop classification systems for adoption by government agencies.

The PSGC database, which facilitates the search for codes and relevant information on regions, provinces, municipalities, cities and barangays in the Philippines is currently lodged at PSA-NSCB website with URL http://nap.psa.gov.ph/ activestats/psgc/default.asp.

The PSGC is also used in the Unified Account Code Structure, particularly the location code, being implemented by the Department of Budget and Management (DBM).

Japan reiterates support to peace process; commits to spur development ‎in Bangsamoro

TOKYO – In a recent meeting with officials of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) leaders, Japanese Foreign Minister Fumio Kishida reiterated Japan’s resolute commitment to peace and development in Mindanao and to the Bangsamoro in particular.

The Philippines was represented by National Commission on Muslim Filipinos (NCMF) Secretary and GPH peace panel member Yasmin Busran-Lao and Philippine Ambassador to Japan Manuel M. Lopez. Al Haj Murad Ebrahim, on the other hand, was also at the meeting to represent the MILF.

During the meeting, Kishida reaffirmed “Japan’s resolve to assist the Bangsamoro [peace]process and to help spur development in the area to be covered by the new political entity, through initiatives such as J-BIRD Phase II as pledged by no less than PM Shinzo Abe during his Summit Meeting with President Benigno S. Aquino III in Tokyo last 4 June.”

J-BIRD, or Japan-Bangsamoro Initiatives for Reconstruction and Development, was launched in 2006 with the objective of enabling the people and communities in the Autonomous Region in Muslim Mindanao (ARMM) and its surrounding areas to enjoy peace dividends. Since its launch, the aid program has contributed P300 million into education, health, social-services, and agriculture among others.

A new grant contract for J-BIRD has just been signed in March this year with a list of projects that includes the provision of pre and postharvest facilities for the farmers of Bagumbayan, Sultan Kudarat; the provision of medical equipment and fixtures for the delivery room of the Cotabato Regional and Medical Center; the construction of an outpatient building of rural health unit in Vincenzo Sagun; the construction of Classrooms for Dumadalig Integrated School in Tantangan, South Cotabato; the acquisition of two units of light hauling vehicles for the Rizal Molave Multi-Purpose Cooperative in Zamboanga del Sur; the construction of classrooms for Manglicmot High School in Alamada, North Cotabato; and the construction of classrooms for Patadon Elementary School in Kidapawan City, North Cotabato.

Aside from extending financial and development support, Japan also assists in the Bangsamoro peace process by being a member of the International Monitoring Team (IMT) and the International Contact Group (ICG). It would also be remembered that the country hosted the first meeting between President Aquino and Al Haj Murad in 2011.

Lao extended her gratitude to Japan, saying international support help propel forward the Bangsamoro peace process. “We thank the Japanese government for its solid support for the Bangsamoro peace process. We believe the peace process gains strength from such support from the international community, as it shows our neighbors’ understanding of our own peoples’ yearning for peace and development.”

Kishida also impressed on the GPH and the MILF the need to preserve the gains of the peace process, adding that the two should “exercise leadership to sustain the ongoing transition toward the establishment of the Bangsamoro.”

The GPH peace panel member also assured the Japanese government that “despite the delay in the passage of the Bangsamoro Basic Law(BBL), we assure our foreign partners of our government’s full commitment to pursue the peace process till we achieve lasting peace in Mindanao.”

The BSP champions earthquake resilience in the banking sector

With the theme “Is the Philippine Banking Sector Ready If a Magnitude 7.2 Earthquake Hits Metro Manila?”, the Bangko Sentral ng Pilipinas (BSP) hosted a dialogue with over a hundred participants from the banking sector, financial market players and telecommunications sector on 16 June 2015 at the Executive Business Center, BSP. The event is in line with the BSP’s long-range efforts and initiatives to enhance existing business continuity management (BCM) culture and develop a whole-of-industry approach that upholds disaster resilience of the banking sector.

Dr. Renato U. Solidum, Jr., Director of the Philippine Institute of Volcanology and Seismology (Phivolcs) graced the event as the keynote speaker and presented a comprehensive report on various earthquake-related hazards and risk scenarios for Metro Manila and their implications to the banking sector. The event also featured a panel discussion by representatives from the Bankers Association of the Philippines (BAP), Chamber of Thrift Banks (CTB), PLDT/Smart Communications, Inc., Globe Telecom, Inc. and Business Continuity Office of the BSP which tackled the sector’s state of readiness and explore measures to achieve earthquake resilience.

The BSP has always been at the forefront of ensuring disaster resilience of the banking sector through the issuance of robust regulatory framework on BCM as well as ongoing onsite and offsite supervision of BCM processes of BSP-supervised financial institutions (BSFIs). As early as 2001, the BSP required BSFIs to prepare comprehensive business continuity plans (BCPs) intended to minimize disruption of core banking services and financial losses, resume critical operations within the shortest possible time, uphold consumer protection and avoid systemic impact within the financial services industry.

To further boost disaster resilience of the banking sector, the BSP recently exposed draft guidelines on BCM to the industry which aim to enhance BCM processes of BSP-supervised financial institutions (BSFIs). Said guidelines include strategies and processes to address risks and hazards arising from catastrophic events such as a major earthquake in Metro Manila.

While BSFIs are already prepared on an institutional level to withstand a major earthquake, the BSP embarked on adopting a more holistic approach to disaster recovery that would address interdependencies and linkages across the sector as well as support the over-arching objectives of the government to reduce the impact of such disaster to infrastructure, economy and the affected communities.

Thus, the BSP is already laying the groundwork for the establishment of working groups to develop industry-level earthquake preparedness and crisis management plans which shall include protocols that can be quickly activated given a disaster scenario. The BSP shall continue its efforts towards earthquake resilience for the banking sector and engage its stakeholders in exploring viable solutions that will promote effective response and quick resumption of critical services essential in maintaining public trust and confidence in the financial system.

39-year-old Evelyn Caballero of Barangay Balulang, Cagayan de Oro City, proudly marched onstage along with her husband and daughters during the graduation ceremony at the Philippine Institute of Skills and Development (PISAD).

Evelyn finished the Beauty Care Course of PISAD and passed the National Certificate II accreditation by the Technical Education and Skills Development Authority (TESDA).

The Department of Social Welfare and Development (DSWD) through its Sustainable Livelihood Program has partnered with PISAD and TESDA in providing skills training to beneficiaries of Pantawid Pamilya.

Pantawid Pamilya is a human development program implemented by the Department of Social Welfare and Development (DSWD) that invests in the health and education of poor families, primarily those with children aged 0-18. It provides cash grants to partner-beneficiaries who comply with the conditions of sending their children to school, bringing them to health centers for checkups, and attending the monthly Family Development Sessions (FDS).

The six-month training includes skills assessment and certification as well as entrepreneurship development activities. It has two components: training for wage employment and training for self-employment.

Evelyn was among the beneficiaries who participated in the skills training in November 2014 until April 2015.

Paying it forward

This June, Evelyn, the former trainee is now the trainer.

Evelyn is currently training the residents of the DSWD-Field Office X Haven for Women, a facility for victim-survivors of abuse, on manicure, pedicure, foot massage, make-up and spa, every Tuesday and Wednesday. She committed to teach the women for two months starting this June.

Evelyn said she wanted to share the skills she learned to others.

“Gusto kong ibahagi ang biyaya na ipinagkaloob ng DSWD at makatulong sa kapwa sa pamamagitan ng pagbahagi ng aking kaalaman sa Beauty Care (I like to share the blessings DSWD has given me, as well as help other people by imparting my knowledge on Beauty Care).

Re-opening her parlor

Even if Evelyn has a TESDA accreditation and is eligible to work abroad, she has no plans of leaving. She is determined to stay in the country to guide her children during their formative years.

Instead of working abroad, she has her heart set on rebuilding her parlor which was destroyed by Typhoon Sendong in December 2011.

She aims to provide a better life for her family, especially for the education of her three children. Her eldest, Christine Mae is already in college taking up social work.

“Nakatulong talaga ang technical-vocational training na ito sa akin at sa iba pang mga kababayan natin na dati ay hindi nabibigyan na oportunidad para mapaginhawa ang buhay. Ngayon na-eenjoy naming mahihirap ang mga tulong na ito (The training has helped me and our countrymen who were previously not given opportunities like this to improve our lives. But, now, Pantawid Pamilya beneficiaries are reaping the benefits of government programs),” Evelyn stated.

DSWD Secretary Corazon Juliano-Soliman admired Evelyn for her willingness to share her skills saying that program beneficiaries are never remiss in expressing their gratitude for the assistance that they continue to receive from the government.

To date, Northern Mindanao has 259,797 Pantawid Pamilya beneficiaries who are provided with health and educational assistance, and the opportunity to further improve their economic well-being through the various livelihood assistance provided by the government.

DSWD preps relief to towns around Mt. Bulusan

The Department of Social Welfare and Development (DSWD) in the Bicol Region has prepositioned, as of June 17, some 5,000 family food packs to the Provincial Government of Sorsogon to augment its relief resources for families affected by the eruption of Mt. Bulusan.

At the same time, DSWD also prepositioned 300 family food packs each to the towns of Irosin, Casiguran, and Juban, Sorsogon which are the most affected by the eruption.

Each food pack consisted of six kilos of rice, four cans of sardines, four cans of corned beef, six packs of noodles, and cereal drinks.

Of the 300 family food packs prepositioned in each town, some 150 packs and 600 pieces of bottled water have been distributed to the affected families in Irosin while 61 packs have been given to families in Juban.

The Department also distributed 300 dust masks to individuals from the six barangays in Juban where an ash fall was recorded.

To date, a total of 6,884 families or 34,280 individuals have been affected by the incident. As of press time, no report on evacuation has been received by the Department.

DSWD Secretary Corazon Juliano-Soliman assured the public that DSWD has adequate stockpile of commodities and standby funds for relief operations in case the eruption continues and escalates.

Sec. Soliman also instructed the members of the DSWD-Field Office V Quick Response Team to remain on alert status and to continue to monitor the incident to ensure that response will be provided immediately.

GPH panel lauds Mindanao governors for helping kids of decommissioned MILF combatants

Manila – Government panel member Senen Bacani today praised the efforts of Maguindanao Governor Esmael Mangudadatu and North Cotabato Governor Emmylou Taliño-Mendoza to extend educational assistance to the children of decommissioned Moro Islamic Liberation Front (MILF) combatants.

“Marami ang gustong tumulong at maki-ambag para sa pagkakaroon ng tunay na kapayapaan at sa pagsiguro na ito ay mararamdaman ng mga kabataan. Nagpapasalamat tayo sa mga gaya ni Gov. Mangudadatu and Gov. Mendoza na nakikibahagi sa ating adhikain (Many want to help and to contribute in order to have genuine peace and that it is felt by the youth. We would like to thank the likes of Gov. Mangudadatu and Gov. Mendoza who are actively participating in our efforts),” expressed Bacani.

The Maguindanao provincial government has a scholarship initiative called Maguindanao Program on Education Assistance and Community Empowerment (MagPEACE). Mangudadatu went on record and said that the kids of the decommissioned combatants who just graduated high school would be offered full college subsidy. Similarly, Gov. Mendoza offered the same under North Cotabato’s “Study Now, Pay Never” program.

Both governors maintained that their scholarship programs were not dole outs. “Those availing themselves of it will have to pay it back when they find jobs after graduating so that funds will still be available for future scholars,” Mangudadatu told a newspaper. Mendoza, in the same report, explained that the scholars “do not have to pay us back with cash. They just have to render service for about two months.”

The scholarship programs are not part of the socio-economic packages that were given to the 145 MILF combatants after they turned in their weapons to the Independent Decommissioning Body (IDB) in a ceremonial event last June 16.

Bacani underscored the role of the local government units in sustaining peace efforts and called on all chief executives in the region to follow the lead of the two governors.

"Ang edukasyon ay napakahalaga para sa isang mapayapa at magandang bukas ng ating mga kabataan. (Education is very important for a peaceful and better future for our children.) I hope our local executives will follow the lead of Governors Mangudadatu and Mendoza so that all children will be able to go to school and be empowered ‎for better opportunities," he said.

Bacani also noted that these initiatives show that the sincerity of the MILF to the peace process are now being recognized. “Unti-unti nakikita na natin ang bunga ng pagpapakita ng sinseridad ng MILF sa peace process. Marami ang tumutulong upang magkaroon ng isang magandang bukas ang mga kabataan ng Bangsamoro (We are slowly beginning to see the fruits of the MILF’s sincerity to the peace process. Many are helping to ensure a better tomorrow for the Bangsamoro youth).‎

President Benigno S. Aquino III, in a speech delivered during the ceremonial decommissioning, called on every Filipino to help in ensuring a smooth transition of MILF fighters to civilian lives and for their families and communities to experience normalcy.

“I believe that the process will only become easier from this point. Thus, I call on everyone: let us repay the trust they have shown us. Let us strive to reach the point in which we can say: We truly gave them every opportunity to change their lives and to reach their dreams,” said Aquino.

Both the Philippines and China have taken the position that the South China Sea dispute should not be the sum total of their relations. Our two countries have agreed to abstract the South China Sea dispute for separate treatment and to allow the other areas of our bilateral relations to move forward.

The independent drive to boycott China-made products is an initiative of certain sectors in the Philippines and other parts of the world who are exercising their right to free expression.

Philippines Announces Dates for The Third Apec Senior Officials’ Meeting (SOM3), Structural Reform, and Finance Ministerials

19 June 2015 – The Philippines, as APEC 2015 Chair, will host the Third APEC Senior Officials’ Meeting and Related Meetings (SOM3) from August 22 to September 06 in Cebu.

APEC Committees and Working Groups will meet again to discuss issues on trade and investment, services, counter-terrorism, automotive and chemical regulation, mining, illegal logging, intellectual property, customs procedures, standards and conformance, anti-corruption, electronic commerce, health and life sciences, disability issues, business mobility, and market access. A series of exhibits, workshops, and special events, including the Fifth High-Level Meeting on Health and the Economy, and the Symposium on Urbanization, are also lined up in the SOM3 schedule.

As the last comprehensive Senior Officials’ Meeting before the APEC Leaders’ Summit in November, SOM3 will have an intensive 16-day meeting schedule. Committees and Working Groups are expected to continue discussions and initiatives from SOM2, such as APEC’s connectivity, services and MSME agenda, Internet economy, urbanization, and work towards the realization of a Free Trade Area of the Asia-Pacific (FTAAP).

Immediately after SOM3, the Philippines will also host the Structural Reform Ministerial Meeting (SRMM) on September 07-08, and the Finance Ministerial Meeting (FMM) on September 10-11. The National Economic and Development Authority (NEDA) and the Department of Finance (DOF) will lead the SRMM and FMM, respectively. Both minister-level meetings will be held in Cebu.

Ngayong araw po, minamarkahan natin ang “masayang pagbabago” sa buhay ng mahigit 2,000 graduates ng Special Training for Employment Program, or STEP, ng TESDA. Kahanga-hanga kayong lahat dahil pinatunayan ninyo: Ang Pilipino, anuman ang kanyang edad, bata tulad ko o may edad tulad ni Joel, saan man ang kanyang pinanggalingan, kapag binigyan mo ng pagkakataon, talagang susulitin niya, hindi lang upang iangat ang sarili, kundi para makatulong din sa pamilya, at sa kalakhang lipunan. Congratulations po sa inyong lahat.

Tingnan nga po natin ang isang halimbawa ng inyong mga kasamahan: Si Bb. Jennifer Noble ng Batangas City, na kabilang sa unang nagtapos sa inisyatibang ito ng TESDA. Bilang single parent po, araw-araw may hamon para sa kanya dahil sa pag-iisa niyang itaguyod ang kanyang mga anak. Bago siya sumailalim sa pagsasanay ng TESDA, wala siyang permanenteng pinagkakakitaan; tindera siya ng palamig sa Batangas Port, at masuwerte na kung kumita ng P300 piso kada araw. Siyempre ho, ‘pag masama ang panahon, wala hong lalakbay sa Batangas port. Tapos po ang kita. Sa harap ng pagsubok, puwede naman pong araw-araw, nagreklamo na lang siya sa kanyang naging kalagayan. Pero imbes na sumuko, nagsumikap po siya’t sinagad ang pagkakataong iangat ang kalidad ng pamumuhay. Nang mabalitaan po niya ang inaalok na libreng training ng TESDA, agad siyang nag-enrol sa kursong Beauty Care and Wellness Massage. Sa tulong po ng TESDA certification at ipinagkaloob sa kaniyang toolkit, ngayon mayroon na siyang permanenteng hanapbuhay at regular na mga kliyente. Trainer na rin siya sa isang technical-vocational school. At sa kabuuan nga po mula P300 kapag sinuwerte, ngayon po, kumikita na siya ng hindi bababa sa P2,000 kada araw. Huwaran nga po si Jennifer sa nais maabot ng graduates ng STEP ngayong taon—ang makahakbang palapit sa mithiing umasenso.

Bahagi lamang po ang programang ito ng TESDA sa malawakan nating estratehiya para bigyang-kakayahan ang mga kababayan nating maging katuwang sa pag-unlad. Nariyan po ang Training for Work Scholarship Program, TWSP. Mula Hulyo 2010 hanggang Abril 2015, ang graduates nito, umabot na sa 808,781. Ang maganda pa: Kung dati, 28.5 porsiyento lang ng TESDA scholars na nakakahanap ng trabaho, ngayon, ang mga nagtapos ng TWSP na nakahanap agad ng trabaho sa loob ng anim na buwan, halos 70 porsiyento na. Isipin din po ninyo: Magmula nang tayo ay manungkulan, mahigit sa 7.8 milyong trainees na ang napa-graduate natin sa iba’t ibang kurso sa technical and vocational education and training ng TESDA.

Bukod dito, mayroon din pong STAR Program ang TESDA, sa pakikiisa ng mga lokal na pamahalaan at ng pribadong sektor. Sa programang ito, sinasanay ang mga may-ari ng sari-sari store para mapaunlad ang kanilang negosyo. Kabilang nga po sa itinuturo dito ang kasanayan sa bookkeeping at product mix, na talagang nakakatulong kung paano makakadagdag sa kanilang kinikita.

Kuwento nga po ni Secretary Joel Villanueva: Ang isa raw pong benepisyaryo nito ay may sari-sari store. Dati raw po, kada araw, kumikita siya ng humigit-kumulang P800. Ngayon, dahil sa mas siyentipikong pagpapalakad ng kanyang negosyo, sa pagtuturo ng mga makabagong pamamaraan ng pagpapatakbo ng kanyang negosyo, nadagdagan po ang kanyang kinikita. Umaabot na sa P4,000 kada araw ang kita ng tindahan niya. Dahil nga po sa STAR program, napalaki nang limang beses ang kanyang kita. At gayundin, para naman masagad pa ang paglago ng puhunan, ‘yung kurso po, ginagabayan din ang mga benepisyaryo sa kung ano ang puwede nilang gawin sa dagdag na kita upang hindi ito mawaldas lamang. Isipin ninyo, tinuruan kayong dumagdag ng kita. Noong dumagdag ‘yung kita, tinuruan na rin kayo [kung] ano’ng gagawin sa dagdag na kita. Talagang kumpleto ho ang rekados ng TESDA at ng kanyang mga katuwang na ahensiya.

Sa limang taon nating pagtahak sa Daang Matuwid, talaga naman pong malayo na ang ating narating. Patunay po ang TESDA rito—kung paano natin pinapatibay ang ating mga institusyon upang di na maging kasangkapan ng mga tiwali para sa pansariling interes. Alam naman po ninyo ang dinatnan nating kalagayan ng TESDA; talagang mapapangiwi ka na dahil sa kaliwa’t kanang kontrobersiyang bumalot sa nakaraang liderato. Nariyan ang katakot-takot na tongpats sa ahensiya sa mga binibiling kagamitan. Palagay ko ho, maski paano tingnan ng COA, ito pong mga pinagbibibili ng TESDA sa ilalim ni Joel ay papasa ho. Pansinin po ninyo, ano, hindi ho pátakbúhin ang inyong mga toolkits. Lahat ho niyan branded. Ano ba ‘yung pátakbúhin? ‘Pag inuwi n’yo sa bahay n’yo, tinignan n’yo ang tatak, huwag n’yo titigang masyadong matagal. Baka mabura. Ito ho, de-kalibre. Singer ho, kilala ko po iyan. Si Stanley na tools, kilala rin po natin ‘yan. Lahat ‘yan, kilala ho ninyo. Ngayon, kung nagtataka kayo, bakit ang ang konti ng nandito sa harapan n’yo, nakiusap po ‘yung PSG. Dahil dalawang libo ‘yung tool kits, dalawang libo ho ‘yung iinspeksiyunin nilang mga kahon. Ngayon, baka umabot ho tayo ng 20 araw dito, hindi ho kakasya sa schedule. Kaya ang bawi na lang po, ‘yung mga nag-iisip kung paano bibitbitin ‘yung kanilang sewing machine mamaya, ang pagkaintindi ko ho, iyung sa mga nag-graduate, ide-deliver sa mga distrito ninyo para mas madali na makuha. Ngayon, ‘pag hindi ho dineliver [deliver], sulatan ho n’yo ako, tumawag kayo sa tanggapan natin, maski nakakatanda sa akin si Joel, sesermunan ko po ito.

Dati ho, noong nakaraang liderato nga ho, may nagpapamudmod ng mga scholarship voucher na ang problema po, wala naman palang pondong nakalaan ang Kongreso para sa mga voucher na ‘yan. Kaya nung natapos po sila, iniwan po kay Joel ay P2.4 bilyong utang ng ahensiya. At siyempre, sa dulo po, taumbayan na rin ang magbabayad nitong inutang na wala naman palang kapahintulutang utangin. Kaya nga po, pinapanagot na natin ang dating pinuno ng TESDA sampu ng kanyang mga kasamahan; ngayon po ay humaharap sila sa kasong katiwalian na isinampa ng Ombudsman.

Sa ganito nga pong estilo ng pamamahala noon, talagang ampaw ang naging serbisyo ng TESDA. Nabanggit ko na po ang mga nakamit nating tagumpay sa pagsusulong ng reporma sa TESDA, sa pamumuno ni Sec. Joel. Pinatunayan natin: Sa Daang Matuwid, kaya nating tuparin ang mga inisyatibang nagdudulot ng benepisyo sa ating mga kababayan. Kaya nga po, hindi ko maiwasang isipin minsan: Siyam at kahalating taon po nanungkulan ang aking pinalitan. Kung noon pa lang, ginawa na nila ang maayos na pamamalakad, ilang milyon pa sana nating kababayan ang nabigyan ng pagkakataong guminhawa ang buhay? Klaro po: Nasayang lang ang nakalipas na halos isang dekada, na nagamit sana para sa makabuluhang serbisyo. Batid po natin, hindi na mababago ang nakalipas, lumipas na po iyon. Ang puwede nating gawin at ginagawa na natin: Panagutin ang mga nagkasala, ayusin ang kasalukuyan at lalong paghandaan ang kinabukasan.

Nakita po ninyo ang positibong resulta ng mga programa natin sa Daang Matuwid. Sa TESDA pa lang, napakahaba na po ng listahan ng mga makabuluhang programa. Ang tanong na lang po siguro ng ilan: Kaya ba nating ipagpatuloy at i-sustain ang mga ito? Maganda ‘yung programa pero baka naman ‘pag wala na kayo, wala na rin ‘yung programang ‘yan. Ang atin pong tugon: Kayang-kaya po nating ipagpatuloy ito. Binigyan n’yo po ako ng mandato, ginawa natin ang lahat ng positibong pagbabago, kaya nating ipagpatuloy ito.

Isipin po ninyo: Sa bawat iskolar ng TWSP, ang average na ginagastos ng estado para pag-aralin sila, nasa P7,155. Kung sa BPO sector po makahanap ng trabaho ang mga scholar natin, ang starting salary po diyan, maaari pong kumita ng P18,000 kada buwan. Siyempre po, dahil mayroon nang suweldo, magbabayad po siya ng buwis dahil lampas po ‘yung kaniyang suweldo sa minimum wage. Kung susumahin nga po, ang pinuhunan ng estadong P7,155, sa unang taon pa lang ng paghahanapbuhay ng ating scholar, mababawi na natin, lampas-lampas pa sa ating naipuhunan. Ang lahat nga po ng ibubuwis ng ating scholar hanggang magretiro siya, magbubukas naman ng pinto ng pagkakataon para sa marami pa nating mga kababayan. Siklo po ito na talagang maghahatid ng pangmatagalang benepisyo sa maraming Pilipino.

Ulitin ko lang po at ididiin ko: Gagastos ang sambayanan, dinaan sa gobyerno. Pagkagastos po, maibabalik naman nung nakinabang. Iyung pagbalik na iyon sa pamamagitan ng buwis, nakakatulong sa mas marami pang taong magkaroon ng parehong pagkakataon.

Nito nga pong Abril, nai-award sa TESDA ang Nationwide ISO 9001:2008 Certification, sagisag ng inyong de-kalidad at maaasahang serbisyo. Iba po talaga kapag ang nagtitimon ay si Secretary Joel, lalo na ‘pag meron tayong mga local partners tulad ni Mayor Tony [Calixto] at saka ni Emy Calixto-Rubiano—wala kang ibang aasahan kay Joel kundi lideratong tapat na naglilingkod sa Diyos at sa bayan. Kay Secretary Joel, talagang makakaasa ang ating sambayanan ng “masayang pagbabago.” Nakita naman po ninyo si Sec Joel, dumarami na po ang puting buhok niya. Sabi ko sa kanya, okay lang ‘yang puting buhok, basta meron.  Iyon ang sinabi ko rin ho kay President Obama noong dumating siya. Sabi niya sa akin, “Look at my hair, it’s white.” Sagot ko sa kanya, “Better white than none.” [Tawanan] Nangiti ho siya. Mga isang minuto, nakalimutan niya ang problema niya. Kaibigan naman po natin, kaya okay na rin sa akin iyon. Masuwerte nga ho ang ating kalihim, nariyan na po ang maganda, matalino, mabait, at maunawain pa niyang asawa na lagi sa kanyang sumusuporta. Ako po’y naghahanap pa. [Tawanan at palakpakan] Parati kong inuulit-ulit sa sarili ko: Habang may buhay, may pag-asa.

Di po ba’t ang mga gaya ni Joel na tunay na naglilingkod ang mga kailangan nating panatilihin sa serbisyo? Pinatunayan na niya rin ito sa TESDA; sigurado po ako, ganito rin ang gagawin niya kapag nabigyan siya ng mas malawak na tungkulin sa ating bansa.

Malinaw po: Sa Daang Matuwid, nagbubuhos tayo ng suporta sa mga programang tunay na naglalatag ng oportunidad sa ating mga kababayan. Tayo po sa Daang Matuwid, bagaman marami nang nakamit, at masasabing mga tagumpay, hindi po tayo kuntentong sabihing “May nagawa na tayo, okay na ‘yon.” Sa halip, ang tutok natin: Ano pa ba ang dagdag nating magagawa? Ang hangad natin: Itaguyod pa ang mga inisyatibang hindi lang pakikinabangan ngayon, kung hindi maging ng susunod na henerasyon. Siguruhin po nating magiging permanente ang tinatamasa na nating transpormasyon ng lipunan. Makakamit natin ito, sa pagmamalasakit sa isa’t isa, sa pakikiambag sa ating mga reporma, at sa pakikihakbang ng sambayanan tungo sa inaasam nating mas maunlad at mas magandang bukas.

Bago po ako magtapos, may ibinalita sa atin at ikinuwento si Joel. Meron silang nag-training ng Beauty Care and Wellness, taga-Isabela. Ikinukuwento po niya sa akin kanina, nag-graduate last year. Mukha hong maraming problema ngayon dahil dalawa na ang kanyang salon after one year. [Palakpakan] ‘Yung isa naman po, nag-graduate ng massage therapy, mas malaki ho ang problema niya dahil apat na po ang branch niya sa Pangasinan at tatlumpu ang empleado niya.

Noong ako po’y kongresista, mayroon kaming barangay sa Tarlac, tapos may lumapit sa akin, iyong nag-e-export ng Christmas decoration, gumagawa ho ng Santa Claus. Naghahanap sila ng maglalagay ng bulak doon sa mga telang kit. Sorry, hindi ho ako technical sa dress-making eh. Basta bubuuin nila ‘yung Santa Claus na figure tapos naging maganda ang dulot no’n sa barangay for about four years. Sabi sa akin nung kapitan, “Dito ho nawalan na kami ng awayan kada gabi. Wala na hong lasing, iyong sugalan nabawasan.” Sabi ko, “Paano nangyari ‘yan?” “Eh lahat ho kasi may kota.” So ‘pag niyaya, “Pare, inuman tayo.” “Pasensiya ka na. Malayo pa ako sa kota ko.” ‘Yung kota ho kasi, pupunta ‘yung nagpapagawa, dadalhin ‘yung materyales, babalikan after ‘yung pinagkasunduang oras, pagbalik kasama na ‘yung bayad. Kaliwaan ho nang kaliwaan. Talagang weekly ho may kinikita. At malaki talaga ang inasenso. Gusto ko sanang sabihin sa inyo na ipagpatuloy ito pero sa totoo lang ho, tinalo tayo sa kompetensiya ng Tsina. Pero apat na taon ho, parang iniisip ko, paano kaya natin mapapalawak ‘yan? Dito nga ho sa mga paraan tulad ng ginagawang tulong ng TESDA. Parang naaalala ko ‘yung sinabi sa akin ng tatay ko noong araw: Kaya kitang pagbuksan ng pintuan; kung mananatiling bukas ito, nasa sa iyo. Dito po, hindi naman namin sasabihing lahat kayo garantisado, gaganda ang buhay n’yo. Siyempre, partner tayo. Kaya naming buksan ‘yung pintuan, kayo ang magpapanatiling bukas iyan. Kaya naming bigyan [kayo] ng oportunidad, kayo ang magsasamantala ng oportunidad para naman pare-pareho tayo lahat umasenso at umangat, mabawasan ang problema natin lahat. Di ho ba?

Paalala lang ho, una, congratulations sa inyong lahat. Talaga hong iyan ang susi: Magkukusa tayo na gawin at talagang pakinabangan ang mga oportunidad na dumarating sa atin; itayo rin natin ang gobyerno nating talagang kumakalinga sa atin; mag-partner tayo. Bakit tayo hindi aangat nang aangat lalo?
