Forecast:

Cloudy skies with light to moderate rains and thunderstorms will be experienced over western and Central Visayas, Mindanao and the Provinces of Zambales, Bataan, Mindoro and Palawan. Partly cloudy to cloudy skies with isolated thunderstorms will prevail over Metro Manila and the rest of the country.


Moderate to occasionally strong winds blowing from the southwest to south will prevail over the western section of Luzon and its coastal waters will be moderate to occasionally rough. DZRH: Opisyal ng idineklara ng PAGASA ang pagsisimula ng tag-ulan. Ayon kay PAGASA Dr. Malano, mararamdaman naman ang below normal na pagbagsak ng ulan sa Oktubre dahil sa epekto ng El Niño.

DZBB: Asahan na ng publiko ang abnormal na pag-ulan sa bansa sa pagsisimula ng panahon ng tag-ulan. Ayon kay PAGASA OIC Dr. Vicente Malano, na-delay ang rainy season dahil sa epekto ng El Niño.

-Yung onset ng rainy season related sa Habagat. Nitong linggo, na-satisfy yung criteria for onset of rainy season kaya nai-announce na natin.
-Yung El Nino is expected to prevail until first quarter of 2016.
-Rainfall during the next 3 months will be normal to above normal, pero after that until 1st quarter of 2016, may lugar sa ating bansa na makakaranas ng way below normal rainfall.
-El Niño condition is still present and is expected to intensify from moderate to strong during the second half of 2015.
-At least 1 tropical cyclone expected this June.
-11-16 cyclones expected to develop or enter PAR from June to December.

LUNGSOD NG LUCENA,  Quezon, Hunyo 23 (PIA) --Nagdaos kamakailan ng Cacao Techno-forum: Market opportunities & Basic orientation seminar on Cacao Production and Processing ang panlalawigang tanggapan ng agrikultor sa pakikipagtulungan sa panlalawigang tanggapan ng Department of Trade and Industry (DTI). 

Sinabi ni Roberto Gajo, panlalawigang agrikultor na ang techno-forum na naglalayong madagdagan ang kaalaman at kasanayan ng mga magsasaka sa produksiyon ng cacao at lalong higit na mapataas ang kanilang kita at umangat ang antas ng kanilang pamumuhay ay dinaluhan ng mga magsasaka mula sa iba’t-ibang bayan at lungsod ng lalawigan.

Naging pangunahing tagapagsalita si Valente Tutur, executive director ng Cacao Industry Association of Mindanao Inc. sa Davao City. Itinuro nito ang tamang pagpili ng binhi hanggang sa pagbabalot at pag-iimbak ng mga produktong binhi.

Ayon kay Tutur, napakalaki ng posibilidad ng Quezon na maging isa sa pagkukunan ng binhi at bunga ng cacao dahil sa magandang lokasyon at malaking kalupaan nito.

Samantala, isa sa naging katanungan ng mga magsasaka ay kung paano sila matutulungan ng pamahalaan upang makapagsimula sa napakalaking puhunan na kailangan sa produksyon ng cacao.

Agad namang iminungkahe ni Gajo na bukas ang kanilang tanggapan sa mga kinikilalang kooperatiba o samahang panlalawigan sa pamamagitan ng Provincial Cooperative Development Office (PCDO) na isa sa mga sangay ng Office of the Provincial Agriculturist upang suportahan ang mga magsisimulang magsasaka. (R. 2.  DOH, PHO hold universal health care HI-5 summit in Quezon province

LUCENA CITY, Quezon, June 23 (PIA) --The Department of Health (DOH) – Regional Office 4A in collaboration with the provincial health office held a the two-day Universal Health Care (UHC) High Impact Five Summit (HIF)  and  launching of “Quezon’s First 1,000 days“ at the Queen Margarette Hotel, barangay Domoit, this city last June 17-18, 2015.

With the theme, “Kalusugang Pangkalahatan: HI-5  at Q1K para sa mga Quezonian,” the summit was attended by more than 200 stakeholders composed by municipal health officers, public health nurses, municipal mayors and barangay health workers from 39 municipalities and two cities of Quezon province.

DOH 4A Officer-in-charge assistant Regional Director Noel G. Pasion, MD. MPH, CESE said the universal health care high impact five is a strategic approach of the DOH that will produce greatest  improvement on health outcomes with highest impact in the population within a short period of implementation through synchronized  nationwide implementation of activities on top of the routine services of the regional offices. Dr. Pasion also discussed the HI-5 regional implementation plan and interventions during the health summit.

High impact 5 is a strategy or program aims to focus on five specific services of critical UHC interventions such as maternal care, infant care, care of under five children, HIV/AIDS prevention  and control as well as establishment of functional service delivery network that will prioritize the poor providing tangible outputs which are “felt” within a breakthrough period of 15 months.

Part of the two-day activity was the signing of the memorandum of agreement (MOA) between the DOH-4A and Quezon province and the stakeholders signing of pledge commitment as a symbol of their full support in the implementation of the said project for 2015-2016. A  workshop  on High Impact-5 (HI-5) was also part of the activity.

Grace V. Santiago, MD, MHA, chief of  provincial technical division of the Integrated Provincial Health Office of Quezon explained Quezon’s First 1,000 days (Q1K),  the priority program of the provincial government under the leadership of Quezon governor David Suarez.

"Q1K is the first  1,000 days of newborns existence. It begins from conception then continue until child reaches two years old. Q1K will promote maternal care, immunization, nutrition, sanitation and psycho-social interaction," Santiago said.

Dr. Corazon  L. Flores, OIC-Director IV of DOH-4A  discussed the 2015-2016 Kalusugan Pangkalahatan (KP) program.

3. Tagalog news: 123 kabataan sa Quezon, dumalo sa WEmboree

LUNGSOD NG LUCENA, Quezon, Hunyo 23 (PIA) --May 123 kabataan mula sa 39 na bayan at dalawang lungsod  sa lalawigan ng Quezon ang dumalo at nakiisa sa dalawang araw na WEmboree: A Disaster Resiliency Camp sa Ouan’s Worth Farm and Resort sa lungsod ng Lucena noong  Hunyo 15-16, 2015.

Sinabi ni  OIC-provincial director Vilma de Torres ng Department of Interior and Local Government (DILG)-Quezon, na ang WEmboree ay pangatlong bahagi ng Disaster Preparedness Manual ng Oplan Listo na inilunsad ng DILG sa lalawigan ng Quezon sa nakalipas na mga buwan.

Ang WEmboree na may temang “Changing the mindset from ME to WE!” ay may layuning hikayatin ang mga kabataan na makiisa at maging bahagi ng lokal na pamahalaan sa mga programa nito sa disaster risk reduction.

“Magiging kaagapay kayo sa pagkakalat ng impormasyon sa kapwa ninyo kabataan, magiging tagapagsulong ng Oplan Listo at magiging volunteer upang matulungan ang lahat ng local government unit para matugunan ang paghahanda para sa anumang sakuna na maaaring kaharapin ng bayan,” wika ni De Torres.

Sa naging mensahe naman ni provincial administrator Rommel Edaño na kinatawan ni Governor David “Jay-Jay” C. Suarez, naniniwala ang gobernador na ang disaster ay hindi na solong trabaho ng National Disaster Risk Reduction and Management Council bagkus ito ay nasa balikat ng iba’t ibang pamahalaang lokal partikular ng mga komunidad.

Ayon pa kay Edaño na magiging kabahagi ng bawat pamahalaang lokal ang mga kabataang ito sa disaster preparedness at response sa panahon ng kalamidad dahil sila ay bibigyan ng sapat na mga kaalaman at kakayahan.

Sa dalawang  araw na WEmboree, binigyan ang naturang mga kabataan ng mga kaalaman at kakayahan tulad ng pagtukoy sa iba’t ibang uri ng fire extinguisher at wastong paggamit nito, mga dapat gawin sa oras ng sunog at lindol na pinangunahan ng Bureau of Fire Protection (BFP), wastong paggamit ng disaster/rescue equipment, first-aid at basic life support na pinangunahan ng mga kawani ng Provincial Disaster Risk Reduction and Management Office (PDRRMO).

Para naman ma-develop ang pagkakaisa at pagtutulungan ay sumailalim ang mga kalahok sa iba’t ibang team building activities. Naging tampok ng aktibidad ang pagpapahayag ng kanilang taos-pusong pakikibahagi, suporta at pakiisa sa pamamagitan ng paglagda sa pledge of commitment at pagpapalutang ng mga kandila sa tubig.

Ang WEmboree ay magkatuwang na isinakatuparan ng DILG-Quezon at pamahalaang panlalawigan ng Quezon sa pamumuno ni Governor Suarez sa pamamagitan ng Provincial Disaster Risk Reduction and Management Council (PDRRMC) katuwang ang Bureau of Fire Protection-Quezon.

4. DOLE allots P2M for special program for employment of students in Quezon

LUCENA CITY, Quezon, June 23 (PIA) --The provincial office of the Department of labor and Employment (DOLE) alloted a total of P2M for the implementation of the Special Program for Employment of Students (SPES) this year in the province of Quezon

Genecille P. Aguirre, labor and employment officer II and focal person for employment of DOLE-Quezon said local government units (LGUs) and private establishments are being encouraged to become SPES partners.

SPES is open to all college students, technical/ vocational students and out of school youths who are willing to continue their studies while working in the LGUs or private establishments.

Students may work as  clerks, enumerators, encoders, messengers, field workers, housekeepeers, waiters, phone operators, service workers and student assistants.

Through SPES, the beneficiaries can work for a minimum of 20 days and maximum of 52 days, eight hours per day.

Forty percent of the salary of the student-beneficiaries will come from the DOLE while 60 percent will come from the LGU or employer. (Ruel M. Orinday, PIA-Quezon)

1.  Mini Agri-Trade Fair draws support

TRECE MARTIRES CITY, Cavite, June 23 (PIA) -- Farmers, fishermen, agricultural workers including city and municipal agriculturists participated recently in the two-day mini agri-trade fair organized by the provincial government thru the Office of the Provincial Agriculturist (OPA).

The event  held at the OPA compound with theme “Produktong Pang-Agrikultura Mura’t Masustansya, Para sa Malusog na Masa” aimed to help farmers generate additional income by showcasing their farm produce at the agri fair and provide farm workers an opportunity to share their ideas and best practices in crop production.

During the the two-day event, the following farm inputs were awared and distributed: eight units of Ram pump for irrigation to the municipalities of Indang, Bailen and Magallanes; 40 bags of rice seeds to farmers of Maragondon; 120 pieces of Gillnets to 120 individuals from the nine coastal municipalities; and 72,000 tilapia fingerlings to 32 selected recipients in the province.

Other activities include talks on Agribusiness Opportunities for Coffee, Pineapple/Multi-Cropping System, Banana, Dragon Fruit and Bamboo Production; Updates on Philippine Rural Development Projects for the Coffee Industry; Nutrition Farming on Vegetable Production; Urban Agriculture and Organic Farming; and discussion on Good Agricultural Practices for Vegetables.

7th District Provincial Board Member Irene de Padua Bencito, the current committee chair on agriculture led the opening ceremony of the two-day agri fair. 2.  DENR celebrates 28th anniversary

TRECE MARTIRES CITY, Cavite, June 23 (PIA) -- The Provincial Environment and Natural Resources Office (PENRO) lined up several activities in celebration of the DENR 28th founding anniversary .

 With this year’s theme: “Seven Billion Dreams, One Planet, Consume with Care,” PENRO launched an advocacy program infront of their office to bring DENR closer to its clientele.

The activity includes exhibit of DENR –Cavite accomplishment on the implementation of National Greening Program (NGP) and Operational Plan for Manila Bay Coastal Strategy (OPMBCS) with basic information on Mounts Palay-Palay and Mataas na Gulod Protected Landscape.

PENRO Chief Engr. Rolinio P. Pozas led the unveiling of the exhibit with the assistance of Forester Reynaldo A. Belen, Officer-in-Charge of Technical Services Division.

Part of the event is the distribution of printed reading materials to include the DENR Citizen’s Charter, NGP Accomplishments from 2011 to 2014; DENR-Cavite profile; and Province of Cavite Mangroves courtesy of PG-ENRO.

The information materials aim to increase awareness from among the clientele of DENR on the recent programs and activities. In addition, DENR personnel entertained viewers mostly clients of the Philippine Statistics Office discussing the content of the exhibits in tarpaulin and provision of light snacks, notebooks and ball pens as a gesture of thanksgiving.

Dr. Domingo R. Bravo, overall priority program coordinator, PPCO and deputy site manager MBCO, DENR Region IV CALABARZON with former ERDB Director Celso Diaz graced the opening of the exhibit.

Other activities on schedule are the tree growing activity in the Buhay Forest in Barangay Ramirez, Magallanes on June 25, 2015 and the upcoming retrieval of Artificial Reef Monitoring Structure (ARMS) and outreach program for the community in Sta. Mercedes Ville, in Maragondon by Biodiversity Management Bureau (BMB). The identification of the species and micro-organisms captured by ARMS will be spearheaded by DLSU-Dasmariñas.

Mangrove planting on June 30 with residents of Barangays Wawa 2 and Sapa 3, Rosario;  and Petron and DENR-Cavite at Isla Bonita, Brgy. Muzon 1, also in Rosario.

1.  Tagalog news: Mga may-ari ng junk at motor shops, sumailalim sa anti-fencing law seminar

LUNGSOD NG BATANGAS, Hunyo 23 (PIA) –Nagsagawa ng oryentasyon kamakailan ang Philippine National Police (PNP) sa lungsod na ito ukol sa Anti-Fencing Law na dinaluhan ng mga may ari ng junk shops at motor shops na ginanap sa gusali ng Kalikasan at Kapayapaan.

Tinalakay ni Atty. Winston B. Mendoza, Batangas City special prosecutor at guest lecturer ang Anti-Fencing Law na ayon sa kanya ay isang espesyal na batas na ginawang krimen ang pagbili ng isang bagay na nakaw na alam ng bumili na ito ay ninakaw.

Ipinaliwanag ni Atty. Mendoza na ang sinumang may hawak ng isang kagamitan o produkto na nakaw o ninakaw ay itinuturing na isang "fence" at maaaring sampahan ng kaso sa paglabag sa Anti-Fencing Law.

Ayon kay Atty. Mendoza, ang paglabag sa Anti-Fencing Law may parusang pagkakulong ng walo hanggang 12 taon at depende sa halaga ng nabiling nakaw. Sa mga nagbebenta naman ng nakaw, sila ay maaaring kasuhan bilang accessory sa krimen na may parusang pagkakakulong ng 15-20 taon. Ngunit, hindi maaaring sampahan ng magkasabay na kaso na accessory to the crime at paglabag sa Anti-Fencing Law.

Kaugnay nito, ipinapaalala sa publiko na laging tandaan na kung bibili ng isang bagay, mahal man o mura, dapat humingi ng resibo upang makasiguro.

Ilan sa mga dapat tandaan kung ang isang bagay ay nakaw ay kung ito ay mura ang halaga, walang resibo o walang manufacturer at ito ay may indikasyon na maaring nakaw o ninanakaw.

2.  Tagalog news: 40 kabataan sumailalim sa lead and learn leadership training

LUNGSOD NG BATANGAS, Hunyo 22 (PIA) --Humigit kumulang sa 40 kabataan sa lungsod ng Batangas ang sumailalim sa Lead and Learn Leadership Training and Seminar ng City Council for Youth Affairs (CCYA) na ginanap sa Teachers Conference Center kamakailan. 

Sinabi ni executive assistant Glecy Clet, na layunin ng nabanggit na pagsasanay na mabigyan ng sapat na kasanayan ang naturang mga kabataan na pawang mga Special Program for the Employment of Students (SPES) grantees ngayong taon sa pagiging isang mahusay na lider at maimulat ang mga ito sa pagseserbisyo publiko gayundin sa bolunterismo.

Ito ang unang pagkakataon na makadalo sa nasabing pagsasanay ang mga kabataan na ang edad mula 17-22 taong gulang. 

Nagsilbing resource speakers sina dating city Councilor Steve Buan na tinalakay ang Effective Communication at executive assistant Edel Perez  sa Effective Leadership and Volunteerism.

Spiritual Leadership naman ang binigyang diin ni Brother Raniel Jacinto Rosales ng Archdiocese ng Lipa at Peer Educator Jay Ariann Caparida  mula sa Philippine Rural Reconstruction Movement (PRRM) sa Quezon City ang nagbigay linaw hinggil sa Human Immunodefficiency Virus (HIV).

Ang naturang gusali na nahahati sa dalawang tanggapan, ang senior citizens office at ang day care center, ay itinayo upang mapagkalooban ng magandang serbisyo ang mga senior citizens at residente ng barangay.

Sinabi ni Hernie Faigmane, pangulo ng barangay 12 na laking tuwa niya sa pagkakaroon ng bagong gusali ang kanyang barangay. Aniya ang naturang building ay naipagawa at pinondohan ng pamahalaang lokal.

"Ang pondo na ginamit sa pagbili ng lupa ay galing sa pamahalaang lungsod at sa napanalunan ng aming barangay sa pagandahan ng mga barangay, ang Dangal ng Lungsod Award," wika ni Faigme.

Ayon pa kay Faigme, matagal na nilang minimithi na magkaroon ng ganitong uri ng gusali na matibay at moderno ang pagkakayari.

Laking alwan naman sa mga senior citizens ang magkaroon ng sarling opisina na maaaring pagdausan ng kanilang pagpupulong gayundin ang mga day care workers, mas mapapabilis na ang kanilang pagkakaloob ng serbisyo para sa mga tao.

Naging panauhin sa inagurasyon sina Mayor Eduardo B. Dimacuha, Mila Espanola ng DSWDO, mga opisyales ng barangay at ng ibang karatig barangay at mga residente ng barangay 12.

LUNGSOD NG BATANGAS, Hunyo 22 (PIA) --Pinasinayaan kamakailan sa lungsod na ito ang kauna-unahang National Child Development Center (NCDC) na itinayo alinsunod sa batas na may titulong "An Act Recognizing the Age from Zero to Eight Years as the First Crucial State of Educational Development Strengthening the Early Childhood Care and Development  System."

Isang proyekto ng pamahalaang nasyonal na pinaglaanan ng kaukulang pondo upang maipatayo, ang NCDC ay may sukat na 125 square meters, mas malaki kumpara sa isang day care center na may sukat lamang na 80 square meters.  Ito rin ay magkakaroon ng mga program materials, kagamitan katulad ng tables and chairs, furniture at playground device.

Ang NCDC na matatagpuan sa Barangay Tinga Itaas ay isa ring learning center na ang mga guro ay sumailalim sa pagsasanay sa early childhood care and development sa loob ng anim na linggo.

Sinabi ni Julia U.Lizada,  barangay captain ng Tinga Itaas, na napakalaking tulong ng nasabing center para sa kanila  at isa ring  karangalan bilang kauna-unahang barangay sa lungsod na napag kalooban nito. Lubos din  ang kanyang pasasalamat kina Mayor  Dimacuha,  Mrs. Mila Española at Exec. Dir. Teresita G. Inciong ng  Early Chilhood Care and Development Council sa pagtitiwala at pagkakaloob ng nasabing center sakanilang barangay.

Ayon naman kay City Social Welfare and Development Officer Mila Espanola, naaprubahan ang kanilang kahilingan na magkaroon ng NCDC dahilan sa nakumpleto ng barangay Tingga Itaas ang mga requirements. Isa rito ang paglalaan ng loteng may sukat na 250 square meters.

President Aquino inducts new officers of the Federation of Filipino-Chinese Chambers of Commerce and Industry
President Benigno S. Aquino III on Tuesday inducted into office the new set of officers of the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) at the Rizal Hall of Malacañang Palace.

Taking their oath before the President were Angel Ngu, president; Henry Lim Bon Liong, executive vice president; Domingo Yap, David Chua, Alex Yap Cho Ty, William Gosiaco, Michael Tan, Victor Lim, Delfin Letran, Mary Go Ng, Cecilio Pedro, Charles Chante, George Hock Huy Chiu, and William Yap Castro, vice presidents; Jeffrey Ng, treasurer; Tai Lian, auditor; and Fernando Gan, corporate secretary and secretary general.

The other members of the FFCCCII's set of officers for 2015-2017 who were sworn into office were Lucio Tan as chairman emeritus; and Alfonso Siy, Ambassador Domingo Lee, Jimmy Tang, Vicente Yu, Sr,, Robin Sy, Francis Chua, Dr. John Tan, Alfonso Uy, and Tan Ching as honorary vice presidents.

During the oath-taking ceremony, Ngu also presented to President Aquino a scale model of a two-classroom school building, to be constructed under the FFCCCII's “Operation: Barrio Schools”.

“Operation: Barrio Schools” is the FFCCCIII's longest running and biggest private sector-led development program focused on educational infrastructure. As of this month, some 4,933 school buildings or 9,866 classrooms have been turned over to public schools nationwide, benefitting nearly one million school children.

The FFCCCII was established on March 29, 1954 and was inspired by the late President Ramon Magsaysay's appeal to the leaders of the Filipino-Chinese community to organize into a cohesive organization that could render greater support to the government.

A non-stock and non-profit corporation, the FFCCCII is the largest organization of Filipino-Chinese businessmen from all over the country. PND (jm)

 

President Aquino lauds Public Works Department for receiving ISO Certificate
President Benigno S. Aquino III on Monday congratulated the Department of Public Works and Highways (DPWH) on its 117th anniversary and for receiving an International Organization for Standardization (ISO) 9001:2008 Certificate for Quality Management System.

“Sinasalamin po nito (ISO 9001:2008) ang di-matatawarang ambag ng DPWH sa paghahatid ng epektibo, tapat, at tuwid na paglilingkod. Kaya nga po gusto kong gamitin ang pagkakataong ito upang ipaabot sa inyo ang pasasalamat ng ating mga Boss para sa mga kongkretong benepisyong bunga ng inyong pakikiisa sa pagtahak sa Daang Matuwid,” President Aquino said in his speech during the department’s anniversary celebration held at its central office in Port Area, Manila.

“Ang dating poster boy ng katiwalian, ngayon ay modelo na ng episyenteng pamamalakad,” he added.

He credited the department’s transformation to Secretary Rogelio Singson and his reform strategy of 5Rs -- the right projects, at the right cost and right quality, and right-on-time implementation by the right people.

“Sa pangunguna niya, pinanagot natin ang mga tiwaling opisyal at kawani; ang mga maanomalyang proyekto naman, nirepaso at pinigilan ang pag-award. Ang mga kontratistang napatunayang nanlalamang, na-blacklist at pina-imbestigahan; at sa lalong madaling panahon, pinakasuhan na rin. Sa bidding, tinanggal ang letter of intent, na ginagamit ng mga may balak makipag-kuntsabahan; at ginawang mas simple at bukas ang bidding process,” he noted.“Bukod dito, may clustering pa ng maliliit na proyekto para makatipid, at tiyakng may sapat at tamang kakayahan at kagamitan ang ating mga kontratista. Dahil nga mas marami ang sumasali sa kompetisyon para sa proyekto, at may tiyak na pamantayang kailangang sundin, ang imprastruktura ay naitatayo nang may kalidad at sa mas sulit na presyo.”
The department, he said, has also been able to raise the country’s road quality ranking in the Global Competitiveness Report of the World Economic Forum, from the 114th spot in 2010-2011 to the 87th position in 2014-2015.

The President further announced that he would increase the department’s budget in 2016 to approximately P600 billion or 5 percent of the gross domestic product, and reward its employees for their “good work”.

Under the present administration, the DPWH has accomplished the paving of 5,208 kilometers (km) of national roads, rehabilitated 4,397 km of paved sections, completed 3,493 km of preventive maintenance work, widened 1,577 km of roads, and constructed 520 km of highways.

The DPWH is one of the first four departments of the Philippine Revolutionary Government created by virtue of President Emilio Aguinaldo’s Organic Decree on June 23, 1898. PND (ag)

The Department of Budget and Management (DBM) today emphasized that the Unified Account Code Structure (UACS)—which was introduced under the Aquino Administration— has been designed to streamline the budget process and create an environment of fiscal transparency and accountability in government.

Responding to concerns raised by former Senator Panfilo Lacson over the UACS, the Budget department said that the coding system is simply a tool that agencies and departments can use to help monitor the status of each government project, activity, or program (PAP), as well as to record government financial data.

“The beauty of the UACS is that as a classification system, it gives oversight agencies a common reference in tracking each individual government project or program. This will not only aid us in managing the government budget more efficiently, it will help us detect irregularities,” said Budget and Management Secretary Florencio “Butch” Abad.

In an earlier statement, Lacson noted some confusion over the UACS serial numbers of the projects or programs in the 2015 General Appropriations Act (GAA), as well items that were not identified or “left blank.”

“The codes in the UACS are generated by the system for each project or program that comes in, but its presentation is different in the GAA document. In the GAA, these projects and programs are grouped according to project categories, which may account for the sequential variation,” said Budget Undersecretary Luz Cantor.

“Likewise, the UACS permanently maintains each project or program code in the system even if these have already been fully implemented in the past years or were disapproved. For clarity’s sake, these aren’t presented in the current GAA to avoid confusion,” Cantor said.

On the other hand, most items in the GAA are disaggregated and itemized. Unless identified as aggregated or “lump sum” funds (like the Special Purpose Funds or SPFs), funds have a corresponding item noted in the GAA document. The UACS system also helps in this regard as each code identifies and describes the item and fund in the GAA, depending on the category.

Under the UACS, each PAP will get a unique number code that can go as high as 54 digits. The code is also divided into five distinct subcategories (including the Commission on Audit’s Chart of Accounts) that describe every aspect of the PAP. Finally, each UACS code will also pinpoint the location of each PAP being implemented, up to varying degrees of specificity.

Furthermore, the UACS will help the DBM monitor budget transactions, from appropriations and allotments to actual expenditures. Likewise, the system will allow others to derive and analyze data from each program or project, and later convert it to timely and useful information that will facilitate decision-making or policy-formation.

5 million Driver’s License Cards to be delivered over 12 month-period

Manila, Philippines – The current shortage of driver’s license cards at the Land Transportation Office (LTO) is set to be addressed, as the Department of Transportation and Communications (DOTC) has awarded the project for the supply of 5,000,000 pieces of driver’s license cards to Allcard Plastics Philippines, Inc.

Allcard Plastics bagged the project after submitting the lowest bid of P 336.868 Million. Under the contract, Allcard Plastics will deliver the license cards in equal monthly tranches over a one-year period counted from the issuance of the Notice to Proceed (NTP).

“We are pleased to report that license cards will soon be available at all LTO offices. We will strive to ensure that the implementation of this project will run smoothly in order to reinstate these basic services provided by the LTO,” said DOTC Secretary Jun Abaya.

Allcard’s bid is 25.3% lower than the original approved budget of the contract – which was set at P 450-Million – thereby generating government savings of around P 113 Million. The cost of the card is roughly around P 67.37 per piece, well below the cap of P 90.09 per piece.

Procurement of the LTO License Cards supply project opened last May 22, wherein three (3) bidders qualified: Allcard, current driver’s license card supplier Amalgamated Motors Philippines, Inc. (AMPI), and the joint venture of DVK Philippines Enterprises and Cardz Middle East Trading LLC.

The financial bids of AMPI and the DVK-Cardz JV were P 373.880 Million and P 428.8 Million, respectively.

The LTO may now coordinate with Allcard Plastics for the efficient deployment of the license cards to the various LTO offices nationwide.

Permanent evacuation center rises in Pangasinan

The Department of Social Welfare and Development (DSWD) and the Local Government Unit of Sta. Barbara, Pangasinan jointly constructed an evacuation center cum multi-purpose building in Barangay Maninding, which was inaugurated last April 2015.

The first of its kind in the Ilocos Region, the evacuation center will serve as a temporary shelter during disasters for families living in low-lying municipalities in the province.

DSWD extended P10 million for the construction of the evacuation center while the LGU of Sta. Barbara provided counterpart support that included the 2,000 square-meter lot where the evacuation center was built, P1.5 million for additional construction materials, and P2 million for site development.

DSWD Assistant Secretary Vilma Cabrera, who attended the inauguration on behalf of Secretary Corazon Juliano-Soliman, said that this structure strengthens the disaster preparedness in Pangasinan by mitigating damages and preventing the loss of lives.

She also thanked Sta. Barbara Mayor Carlito Zaplan for their support to this project.

For his part, Mayor Zaplan shared that Santa Barbara was chosen as the site for the project because of the town’s strategic location – it is situated almost at the heart of the province and within the safe zone.

DSWD to determine best alternative family care for kids abused by father

The Department of Social Welfare and Development (DSWD) is currently assessing the best alternative family care for the children who were physically abused by their father in Cupang, Muntinlupa.

The case became viral when a video was uploaded on social media, showing the father, Rolando San Juan, hitting one of his children.

After the video became viral, the DSWD coordinated with the Muntinlupa City Social Welfare and Development Office (CSWDO) which immediately responded and took the two children under their custody.

The children are now with Saklolo at Gabay ng Ina at Pamilya (SAGIP), a center managed by the Local Government of Muntinlupa. They also went through an initial psycho-social assessment and counselling at the Philippine General Hospital.

Rolando was arrested and is now detained at the police station. He will be referred to a rehabilitation center for drug dependents.

Meanwhile, DSWD is coordinating with the CSWDO to locate the whereabouts of the mother.

“Patuloy kaming nakikipagtulungan sa CSWDO para sa paghahanap ng nanay ng bata. Isasailalim din natin siya sa counseling at assessment upang malaman kung may kakayahan siyang alagaan ang kanyang mga anak (We are currently working with the CSWDO to trace the whereabouts of the mother. We will conduct counseling sessions with the mother to assess her capacity in caring for her children),” DSWD-National Capital Region Director Alicia R. Bonoan said.

Director Bonoan added, “We are also considering alternative family care options for the children, like foster care or adoption. Children who are victim-survivors of abuse will need one-on-one care.”

Director Bonoan added that the future of the children is the paramount consideration of the Department. She said that extensive psycho-social intervention should be provided to the children to ensure that they will recover from their traumatic experience.

Bangko Sentral ng Pilipinas Governor Amando M. Tetangco, Jr. announced that the outstanding Philippine external debt stood at US$75.3 billion at end-March 2015, down by US$2.4 billion (or 3.0 percent) from the US$77.7 billion level at end-2014. The decline was attributed to net repayments (US$2.0 billion), mainly by banks. Negative foreign exchange (FX) revaluation (US$220 million) arising from the strengthening of the US Dollar against other currencies, and an increase in residents’ investments in Philippine debt papers (US$100 million) also contributed to the decline in the debt stock.
External debt refers to all types of borrowings by Philippine residents from non-residents, following the residency criterion for international statistics, such as the Balance of Payments.

On a year-on-year basis, the debt stock likewise reflected a decline of US$3.6 billion (or 4.6 percent) from US$78.9 billion in March 2014 due to: (a) negative FX revaluation adjustments (US$2.2 billion); (b) net repayments (US$1.9 billion); and (c) previous periods’ adjustments (negative US$220 million) due to audit findings as well as late reporting of transactions. However, the downward pressure of these developments on the debt level was mitigated by the rise in non-residents’ investments in Philippine debt papers (US$704 million).

External Debt Ratios

“Key external debt indicators were observed to have remained at very prudent levels in the first quarter of 2015”, the Governor continued. Gross international reserves (GIR) of US$80.5 billion as of end-March 2015 represented 6.1 times cover for short-term (ST) debt under the original maturity concept compared to 4.9 times and 4.7 times as of end-December and March 2014.

The external debt ratio (a solvency indicator), or outstanding external debt expressed as a percentage of gross national income (GNI), continued to exhibit an improving trend and was recorded at 21.5 percent for the first quarter of 2015 from 22.5 percent last quarter and 23.9 percent a year ago. The same trend was observed using GDP as denominator, as the debt stock dropped by US$2.4 billion vis-à-vis the
5.2 percent growth of the Philippine economy in the first quarter of 2015. The ratio is an indicator of the country’s capacity to service foreign obligations.

The debt service ratio (DSR), or total principal and interest payments as a percentage of exports of goods, receipts from services and primary income, is a measure of the adequacy of the country’s FX earnings to meet maturing obligations. The ratio further improved to 6.3 percent in March 2015 from 6.4 percent in December 2014 and 7.3 percent in March 2014 due to higher receipts and lower payments during the year.

Debt Profile

The country’s external debt remained heavily biased towards medium- to long-term (MLT) accounts which represented 82.6 percent of total. This means that FX requirements for debt payments are well spread out and, thus, more manageable. [MLT accounts are those with maturities longer than one (1) year.]

The weighted average maturity for all MLT accounts stood at 17.0 years, with public sector borrowings having a longer average tenor of 22.2 years compared to 8.6 years for the private sector.
ST external debt comprised the 17.4 percent balance of the debt stock, consisting largely of bank borrowings, intercompany accounts of foreign bank branches, trade credits, and deposits of non-residents.

Public sector external debt stood at US$39.1 billion (or 52.0 percent of total debt stock), slightly lower than the US$39.3 billion level (50.7 percent) as of end-2014 due mainly to negative FX revaluation adjustments (US$209 million) as the US Dollar strengthened against most currencies.

Private sector debt likewise declined to US$36.2 billion from US$38.3 billion a quarter ago due largely to the net repayments of bank liabilities (US$2.9 billion).

Foreign holders of Philippine bonds and notes continued to account for the largest share (33.5 percent) of total external debt, followed by official sources (multilateral and bilateral creditors – 30.4 percent), foreign banks and other financial institutions (28.9 percent), and foreign suppliers/exporters (7.2 percent).

The country’s debt stock remained largely denominated in US Dollar (64.6 percent), and Japanese Yen (12.7 percent). US dollar-denominated multi-currency loans from the World Bank and Asian Development Bank comprised 10.4 percent of total, while the remaining 12.3 percent pertained to 17 other currencies.

26th National Statistics Month and 2nd World Statistics Day to be celebrated in October 2015

In October 2015, the Philippine Statistical System (PSS) will observe the National Statistics Month (NSM) on its 26th year, underscoring the theme: “Pagyamanin at Gamitin ang Estadistika, Kalusagan para sa Lahat ay Abot-Kamay Na.” The month-long observance of the 26th NSM also coincides with the celebration of the 2nd World Statistics Day (WSD) on 20 October 2015, with the theme: “Better data. Better lives.”

The annual celebration of the NSM is aimed at: (a) promoting, enhancing, and instilling nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society; and (b) eliciting the cooperation and support of the general public in upgrading the quality and standards of statistics in the country. The Department of Health (DOH) shall host this year’s NSM opening ceremony to be held on 1 October 2015. The focus of this year’s NSM shall be on the government’s thrust on universal health care and the recognition of the various endeavors of official statisticians and technical personnel involved in the generation of health and nutrition statistics.

Meanwhile, the Bangko Sentral ng Pilipinas (BSP) will again be hosting the national level closing ceremonies of the 26th NSM, following the 17th BSP-Department of Education (DepEd) Oratorical Contest to be held on 28 October 2015. Regional NSM opening and closing ceremonies will be spearheaded by the PSA, DOH and BSP through the Regional Statistical Committees (RSCs), and in cooperation with other regional/provincial line agencies, local government units (LGUs) and state universities/colleges and private sector organizations.

In its 46th session held in March 2015, the United Nations Statistical Commission (UNSC) invited UN Member States, UN organizations and other international and civil society organizations to the worldwide celebration of the 2nd WSD with the following objectives: (a) to emphasize the need for high quality official statistics geared towards improving people’s lives; (b) to recognize the crucial role of statistics in nation-building and tracking progress through the Sustainable Development Goals (SDGs); (c) to further support the work of statisticians across different settings, cultures and domains; and (d) to promote public knowledge and accessibility to timely, reliable and quality statistics for evidence-based and efficient decision-making. The UNSC along with some member states, including the Philippines, endorsed to the UN General Assembly a resolution designating 20 October 2015 as 2nd WSD and that the WSD be celebrated every five (5) years on October 20. On 3 June 2015, the UN General Assembly adopted the said resolution. As an active participant in the international statistical community, the PSS through the 26th NSM/13th National Convention on Statistics (NCS) Steering Committee agreed to lead the observance of the 2nd WSD in the Philippines this year.

To ensure successful conduct of national and regional interagency activities, the Secretary of Socioeconomic Planning and Chairperson of the PSA Board, Dr. Arsenio M. Balisacan, issued on 25 May 2015 PSA Memorandum Circular No. 01-15 (Annex PR-201506-PP1-03-01). Thus, the PSA calls on departments, bureaus, offices, and instrumentalities of the national government, government-owned and controlled corporations, state universities and colleges, local government units, and the private sector to:
Submit to the NSM Secretariat a list of 26th NSM and 2nd WSD activities on or before 28 August 2015, following the prescribed format to facilitate the consolidation of 26th NSM/2nd WSD Calendar of Activities (Annex PR-201506-PP1-03-02);

Hang streamers/tarpaulin to aid in the promotion of the 26th NSM/2nd WSD (Annex PR-201506-PP1-03-03); and
Extend financial contribution to the NSM Common Fund on or before 15 August 2015, to fuel the various NSM interagency activities at the national and local levels and provide for the incentives in the 25th NSM Awards, by sending their pledge forms (Annex PR-201506-PP1-03-04) and/or draft Memorandum of Agreement with the PSA (Annex PR-201506-PP1-03-05).

National line agencies are enjoined to issue their respective special orders/ circulars to solicit the participation of their field/local offices/bureaus/ attached agencies in the celebration of the NSM. The Department of Public Works and Highways (DPWH) commemorates its 117th Founding Anniversary with the theme “DPWH: Sa Daang Matuwid, Para sa Diyos at Bayan”.

This year’s anniversary program on June 22, 2015 at DPWH Head Office in Port Area, Manila was attended by President Benigno S. Aquino III, the third time the Chief Executive was the event’s guest of honor over the past five (5) years of his administration.

Service awards were given to DPWH employees by the President together with Secretary Rogelio L. Singson to retirees and those serving the Department for 40 years.

Among the notable achievements of DPWH for CY 2015 which was presented to the President is the Quality Management System of the Department now certified in accordance with the requirements of International Organization for Standardization (ISO) 9001:2008 standards.

DPWH ISO 9001:2008 Certification is aligned with President Aquino’s call on government agencies to improve public service delivery and in ensuring good governance and sustaining the “Tuwid na Daan” reform efforts.

Included in the DPWH QMS ISO 9001:2008 certificate of registration are nine (9) Services, six (6) Bureaus, two (2) pilot Regional Offices of National Capital Region and Region XI, and South Manila District Engineering Office and Davao City District Engineering Office as two (2) pilot District Engineering Offices for a total of 19 Offices.

As part of its 117th anniversary celebration, the DPWH employees and officials held a Fun Run on June 20, 2015 covering a distance of about 6 kilometers from DPWH Head Office to the Manila Film Center at CCP Complex which will be followed by a tree planting activity at the Ipil-Ipil Grounds also at CCP Complex, Pasay City.

The simple strategy of right project with the right cost and right quality, and right-on-time implementation by the right people has become one of the most notable examples of good governance and anti-corruption reforms of the Aquino administration.

With the objective of increasing mobility and total connectivity of people, the DPWH under the Aquino administration has accomplished to date the paving of 5,208 kilometers of upaved national roads, rehabilitated 4,397 kilometers of paved sections, completed 3,493 kilometers of preventive maintenance work for national, widened 1,577 kilometers of road, and constructed 520 kilometers of highway.

Successes in its transformation programs that resulted for more competitive, transparent and streamlined processes while eliminating opportunities for collusion and corrupt practices enabled DPWH to veer away from the negative image in previous years as one of the most corrupt national government agencies.

DPWH traces its roots to the Department of War and Public Works, one (1) of the first four (4) Departments of the Philippine Revolutionary Government created by virtue of then President Emilio Aguinaldo’s Organic Decree in June 23, 1898.

The Board of Investments (BOI) recently held a seminar to enhance the skills of Department of Trade and Industry’s (DTI) frontline staff in regional and provincial offices as well as Local Economic and Investment Officers (LEIPOs) to competently assist small and medium enterprises (SMEs) and potential investors in SOCCSKSARGEN region, or South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos City.

“In actively engaging the local stakeholders of Region 12, we expect to build sustainable foundations in driving economic activities and creating a robust DTI and BOI presence in the region,” DTI-Industry Promotions Group (IPG) Undersecretary Ponciano C. Manalo Jr. said.

The BOI’s investment counseling seminar and capability-building training on investments promotion drew 80 participants from the LEIPOs of various local government units (LGUs) of the region, DTI regional and provincial frontline staff, representatives of line agencies, and members of chambers of commerce.

The seminar gave pointers on how to become effective frontliners and assistant to investors by being well-informed on various investment laws and policies, Investment Priorities Plan (IPP), and investment incentives.

It also touched on investments promotion strategies such as image-building, investment generation, investment servicing, and components of a good project plan.

As follow-up activity, various stakeholders will identify viable sector-focused investment projects in priority markets. These projects will be lodged in BOI’s electronic quick investors portal (EQUIP), which will serve as a digital platform to promote these projects to potential investors.

Call center employee complains to DOLE call center about OSH violation

Following the call of Secretary Rosalinda Dimapilis-Baldoz of the Department of Labor and Employment to the public to participate in a massive citizen-driven monitoring of all business establishments’ compliance to occupational safety and health standards, and to report violations of occupational safety and health standards to the DOLE so that it can act on these violations, the DOLE Call Center yesterday reported it has endorsed to the DOLE Regional Office in the National Capital Region several complaints that it has received, including one by an employee of BPO company Teleperformance.

“We have endorsed to Regional Director Alex Avila the complaint of the employee against her company. The employee detailed the poor ventilation of Teleperformance in its premises in Paranaque City,” said Director Nicon F. Fameronag of the Labor Communictions Office in a report to Secretary Baldoz.

The DOLE Call Center, which is being supervised by the Labor Communications Office, reported that this is the second time in a week that it has received a similar complaint about Teleperformance.

“Allegedly, the company’s air-conditioning units have broken down and management had said it will take a month to repair the same. Meanwhile, employees have been complaining of the heat, and some have got sick due to dizziness and some have suffered hypertension. One employee was even rushed to a hospital due to emergency reason,” Director Fameronag said.

“We have already alerted Dir. Avila about this and the Secretary has directed Dir. Avila to to dispatch a Labor Laws Compliance Officer to assess Teleperformance’s compliance with OSH and ensure immediate corrections,” he added.

Baldoz early last month tasked the Occupational Safety and Health Center (0927-8972587/928-6690) and Employees Compensation Commission (899-4251) to open their hotlines and receive complaints and inquiries on OSHS, and she had assigned the DOLE Call Center to be the hub of complaints and inquiries on OSH.

The move, she said, is to further strengthen the DOLE’s thrust to strictly monitor compliance with labor laws, occupational safety and health standards, and social legislations among the country’s business establishments and subsequently render appropriate assistance necessary for these establishments to attain voluntary and full compliance with general labor standards.

“The public can also call directly the 16 DOLE regional offices and their field offices to lodge complaints and inquiries on OSHS,” Baldoz had said, as she enjoined the public to help in notifying the Department of Labor and Employment on issues, concerns, inquiries, and complaints on occupational safety and health, particularly on worksites that pose dangers or hazards to workers and the public.

OFWs in South Korea heighten safety measures to ward off MERS-CoV

Wearing protective masks and minding hygienic measures, Filipino migrant workers in South Korea are not taking any chances as they strictly observe health advisories against the risk of MERS-CoV infection.

Labor Attaché Felicitas Q. Bay of Philippine Overseas Labor Office in South Korea yesterday reported to Secretary Rosalinda Dimapilis-Baldoz that the POLO has not received any information from the Filipino Community or Korean authorities of any Filipino suspected or infected with MERC-CoV.

The report assured that workplaces and training centers of foreign workers in South Korea strictly observe preventive and precautionary steps against the spread of MERS-CoV.

The Philippine Overseas Labor Office sent through the DOLE International Labor Affairs Bureau photo documentations of Filipino workers elsewhere in South Korea who are all rigorously observing safety measures versus MERS-CoV.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, who is attending the 104th Session of the International Labor Conference in Geneva, has directed the POLO to continue monitoring the incidents and developments on MERS-CoV and assist the Philippine Embassy and Korean authorities in all its public health and safety campaigns.

To OFWs in South Korea, she reminded them to be always aware and vigilant, and to heed the information and public health advisories of the authorities to curb the spread of infection.

“This is a public health challenge that we should be concerned. Please continue taking all the necessary precaution,” Baldoz said.

In Incheon, South Korea, the POLO had sent photos of Filipinos training in the 2015 Foreign Workers’ Free Forklift/Backhoe Training at the Korea Port Training Institute fully garbed in protective clothing, including masks.

At the Emergency Multicultural Support Center in Seoul which caters to migrant Filipino Workers, advisories on proper hygiene and other countermeasures against MERS-CoV are posted on conspicuous places.

The POLO also documented other protective measures strictly implemented by employers of Filipino workers, such as Tae Kwang Industry in Yongin City, Gyeonggi-do and in During Co. Ltd. in Nambong-gum, Incheon, South Korea.

Filipino workers, including officers and members of Filipino EPS Workers Association (FEWA) and Filipino Association in Gimhae were likewise documented by the POLO complementing the strict worksite health advisories with their personal anti-MERS-CoV measures.

The Philippine Embassy (PE) in South Korea has issued a health advisory to all Pinoy OFWs, enjoining them, among others, to avoid contact with sick or infected with MERS-CoV, and if afflicted with a respiratory illness, to stay home and wear a surgical mask, ideally N95.

The N95 is a surgical respirator approved by the US National Institute for Occupational Safety and Health (NIOSH), according to the Center for Disease Control and Prevention (CDCP) in Atlanta, and has also been cleared by the Food and Drug Administration (FDA) as a surgical mask.

The PE advisory also warned OFWs against going out unnecessarily, urging them to stay inside homes and avoid public—especially confined—spaces. OFWs were also cautioned that if travels cannot be avoided, they must wear protective masks and observe proper hand hygiene at all times. OFW health workers were also advised to strictly follow infection control protocols in their workplaces.

Baldoz reiterated her call to strictly follow the health advisories on MERS-CoV, especially the one issued by the Philippine Embassy in South Korea as it specifically addresses the concerns of the Filipino workers in that country.

The Middle East Respiratory Syndrome (MERS), according to CDCP, is a viral respiratory illness that is new to humans. It was first reported in Saudi Arabia in 2012 and has since spread to several other countries, including the United States. Most people infected with MERS-CoV developed severe acute respiratory illness, including fever, cough, and shortness of breath.

The Department of Science and Technology (DOST) bannered the many inroads it has created in science, technology and innovations on the occasion of its recent Science Nation Tour for Region VII in Cebu City.

Now on its 5th leg, the Science Nation Tour is a nationwide roadshow highlighting the many DOST Filipino inventions, state-of-the-art technologies and innovations geared at improving global competitiveness, attaining inclusive growth and cultivating a culture of science and technology (S&T) in the Philippines.

DOST aims to provide innovative, cost-effective and appropriate technologies for micro, small and medium enterprises (MSMEs) to aid them in developing world-class products, said DOST Assistant Secretary Raymund E. Liboro in his keynote address at the Technology and Innovation Exposition, one of the many activities in the roadshow.

One of its programs, the Small Enterprise Technology Upgrading Program or SETUP, allows entrepreneurs to adopt local technologies to minimize their cost of production such as machineries that they would otherwise import, and maximize innovative manufacturing procedures that will save time and resources.

Under the SETUP program, eight key business categories are included, namely: food processing; horticulture and agriculture; marine and aquatic resources; gifts, decors and housewares; furniture; metals and engineering; pharmaceuticals and information and communications technology.

Liboro also presented another DOST development initiative - the Regional Food Innovation Centers which serve as nerve centers for food production and processing that meet international standards.

For Central Visayas, the center will be hosted at the Cebu Institute of Technology University and will formally be launched in July 2015.

The regional centers will provide MSMEs with technical support for product and process development, food testing, shelf life and sensory evaluation, consultancy, packaging and labeling, short-run production, incubator facilities and an information resource center.

“It is the ‘after’ that matters most and this would mean that such efforts of the DOST should lead to something beneficial to both the Filipinos and the Philippines and hope that our programs become the catalyst to transform the Filipinos and our country as we all walk toward change; living in a country described as a Science Nation,” Liboro concluded and called on all sectors to join the Department in making the Philippines a Science Nation meeting global challenges.

DFA Spokesperson and Assistant Secretary Charles C. Jose delivered briefings on the West Philippine Sea issue before an audience composed mostly of students and faculty members

in three venues: the Northwestern University in Laoag City and the Mariano Marcos State University in Batac City on June 19, and University of Northern Philippines in Vigan City on June 20. He presented the core issues of the West Philippine Sea dispute, the principles guiding Philippine official policy, and the Philippine Government's efforts to protect the country's interests. Each forum was followed by lively exchanges of questions, answers, and views.

Assistant Secretary Jose expressed the DFA and PIA’s appreciation to the three universities for hosting the West Philippine Sea forums. He also encouraged the audience to express their support to the country by keeping informed of the issue and promoting it in their households, school and workplaces, and in online communities through their social media posts.

"We want an informed citizenry. This information campaign is one of our main efforts to reach out to different stakeholders all over the country," the DFA Spokesperson said. "Through our briefings, we hope that we were able to increase your knowledge and widen your understanding of this crucial issue. We also hope that you will disseminate what you learned from our briefings through continued discussions on this issue in your households, communities and your peers.

3 Filipinos in Saudi Arabia charged with murder freed in the past month

22 June 2015 - In a span of 33 days, the Philippine Embassy in Riyadh repatriated to the Philippines three Filipinos who were jailed for murder cases.

The first male Filipino was sentenced to five years and ordered to pay a diyyah or blood-money compensation of PhP 300,000.00 to the victim’s heirs upon the latter’s demand, for killing another Filipino in Al Khafji in March 2011. The Saudi King granted him royal clemency before the completion of his sentence and upon payment of diyyah by the accused to the family of the victim in the Philippines. He was released and repatriated to the Philippines on 14 May 2015.

The second case is a female Filipina who was sentenced to four years and 200 lashes for killing her child upon delivery in a bathroom at her employer’s residence in Buraydah on 14 July 2011. She was assisted in court by the Embassy-hired lawyer and received royal clemency prior to the completion of her sentence and implementation of lashes. The Embassy repatriated her to the Philippines on 11 June 2015.

The third case is a male Filipino charged with murder of a Saudi policeman in Hail Province 30 June 2012. In the court hearings, he maintained that he merely defended himself and his co-accused from the victim’s hand, who assaulted them during the incident. The court acquitted him from the charge against him. He was assisted by the Embassy representatives who attended the court hearings. He was released and repatriated to the Philippines on 17 June 2015.

Bohol's uplifted coast declared a 'Geological monument'

The Department of Environment and Natural Resources has declared as a geological monument certain coastal areas in two municipalities in Bohol, which were uplifted after a magnitude 7.2 earthquake hit the province in October 2013.

Known as the “Loon-Maribojoc Geological Monument” as embodied in DENR Administrative Order (DAO) No. 2015-08 issued by DENR Secretary Ramon J. P. Paje, the uplifted coastal area covers some 137 hectares or 1.37 square kilometres of coastline within the towns of Loon and Maribojoc.

“The department order declaring the uplifted coastal area as a geological monument serves to provide a legal framework for the recognition, preservation and protection of the uplifted coast, as well as encourage further researches and studies on the monument for the advancement of geosciences in the country,” Paje said.

According to Paje, the DENR’s Mines and Geosciences Bureau (MGB) recommended the declaration of the coast as a geological monument based on its initial survey showing that the area formed “unique geological features” after the quake lifted the land by up to 1.2 meters.

Stretching eight kilometres, it straddles four barangays of Loon, namely Tangnan, Cuasi, Tontonan and Song-on, and two barangays of Maribojoc – Punta Cruz and Guiwanon.

The DENR said the uplift “constitutes an irreplaceable segment of the earth’s history and geological heritage.”

Under the DAO, the MGB will perform ground verification of the area as indicated in the survey map. This will be followed by the installation of a marker containing the geological history, description and significance of the geological monument.

The bureau was also tasked to coordinate with other government agencies and concerned local governments in the preparation of a management plan for the park.

The plan will focus on enriching understanding and appreciation of the geological phenomenon, and the promotion and maintenance of the area as a potential ecotourism destination, as well as for scientific and educational purposes.

Geological monuments are sites that show outstanding features or processes considered by geologists and other scientists as worthy of conservation.

There are six other national geological monuments earlier declared by the DENR. These are the Chocolate Hills, also in Bohol; the Hundred Islands in Pangasinan; the sand dunes of Ilocos Norte; the St. Paul Limestone Formation in Puerto Princesa, Palawan; the Taal Volcano in Batangas; and the Montalban Limestone Gorge in Rodriguez, Rizal.

SSS cites structural reforms to improve fund life

The Social Security System (SSS) will require structural reforms such as a contribution rate hike or an increase in the statutory cap for SSS contributions to improve its Fund life.

Based on latest actuarial valuation, SSS funds regained a life of four years from the previous valuation of 2039 as a result of the increase in contribution rate and monthly salary credit ceiling that took effect in January 2014.

Shortly after the new contribution rate was adopted, SSS pensions were raised by five percent in June that same year causing a one year decrease in the Fund life, which is now projected to last until 2042.

“What has to be done immediately are structural reforms. Our investments have been performing remarkably well despite the low interest rate environment, but we can only invest and earn so much. If the contribution rate remains unchanged while benefit payments continue to swell, the SSS’ reserve fund will be exhausted by 2042,” SSS Chief Actuary George Ongkeko, Jr. said.

Meanwhile, SSS President and Chief Executive Officer Emilio S. De Quiros, Jr. dismissed earlier reports that SSS will deploy a portion of its investment reserve funds abroad, although cites its possibility if it is line with the SSS law’s basic principles of “safety, good yield, and liquidity.”

“We are evaluating all available investments options allowed by the SSS Charter that can generate the highest yielding returns on our investments. At the moment, we are strengthening our position in the local market. While investing abroad is an option, it is still under study.” De Quiros said.

The SSS law sets the prescribed ceilings for select instruments, institutions or industries where the agency can only invest. Section 26 of Republic Act 8282 prescribes cumulative ceilings for the SSS reserve fund as follows: 40% in private securities, 35% in housing, 30% on government financial institutions and corporations, 30% in real estate related investments, 10% in short- and medium-term member loans, 30% in infrastructure projects, 15% in any particular industry, and 7.5% in foreign-currency denominated investments.

SSS has over P428 billion in investment reserve funds as of April 2015, allocated in government securities at P155.3 billion; corporate notes and bonds, P29 billion; member loans, P76.8 billion; bank deposits, P44.6 billion; equities, P103.9 billion; and real estate properties, P18.6 billion.

June 2015 Architect Licensure Examination results released in five (5) working days

The Professional Regulation Commission (PRC) announces that 1,201 out of 1,964 passed the Architect Licensure Examination (ALE) given by the Board of Architecture headed by its Chairman, Arch. Rolando L. Cordero and board member, Arch. Fidel Jose R. Siapno. The examination was held in Manila, Cebu and Legazpi this June 12 and 14, 2015.

The results were released in five (5) working days after the last day of examination.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on July 9, 10 and 13, 2015. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete name tag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2015-2018. Successful examinees should personally register and sign in the Roster of Registered Professionals.

MB places Siargao Bank (A Rural Bank), Inc. under PDIC receivership, all valid insured deposit claims will be paid

The Monetary Board (MB) placed Siargao Bank (A Rural Bank), Inc. under the receivership of the Philippine Deposit Insurance Corporation (PDIC) by virtue of MB Resolution No. 919.B dated June 11, 2015. As Receiver, PDIC took over the bank on June 15, 2015.

Siargao Bank is a three-unit rural bank with Head Office located at 03406 Jose C. Sering Bldg., Borromeo St., Surigao City, Surigao del Norte. Based on the Bank Information Sheet filed with the PDIC as of December 31, 2014, the bank is owned by John and Nanette S. Wright (19.09%), Socorro L. Sering (18.58%), Eugene Razon and Jacqueline Sering (18.54%), Mary Ann Lucille L. Sering (13.46%), Joseph Calderon and Remedios Sering (10.64%) and Vert Bleu Acquisitions, Inc. (2.78%). The Bank's President is Nanette S. Wright and its Chairman is Remedios S. Calderon.

Latest available records show that as of March 31, 2015, Siargao Bank had 9,739 accounts with total deposit liabilities of P116.9 million. Total insured deposits amounted to P112.6 million or 96.4% of total deposits.

PDIC said that during the takeover, all bank records shall be gathered, verified and validated. The state deposit insurer assured depositors that all valid deposits shall be paid up to the maximum deposit insurance coverage of P500,000.00.

Depositors with valid deposit accounts with balances of P50,000.00 and below need not file deposit insurance claims, except when they have outstanding obligations with Siargao Bank or acted as co-makers of these obligations, and have incomplete and/or have not updated their addresses with the bank. PDIC targets to start mailing payments to these depositors at their addresses recorded in the bank by the first week of July.

Depositors may update their addresses until June 25, 2015 using the Mailing Address Update Forms to be distributed by PDIC representatives at the bank premises.

For depositors that are required to file deposit insurance claims, the PDIC targets to start claims settlement operations for these accounts by the second week of July.

The PDIC also announced that it will conduct a Depositors-Borrowers Forum on June 26 and 29, 2015 to inform depositors of the requirements and procedures for filing deposit insurance claims. The time and venue of the Forum will be posted in the bank premises and announced in the PDIC website, www.pdic.gov.ph. Likewise, the schedule of the claims settlement operations, as well as the requirements and procedures for filing claims will be announced through notices to be posted in the bank premises, other public places and the PDIC website.

Philippines gains ground on public financial management reforms

Quezon City – The Philippines is gaining considerable ground in improving its public financial management system through programs that allow the government timely and accurate reporting of actual budget spending, accounting and auditing rules that adhere to international standards, and a broader and deeper citizen engagement in the budget process.

These reforms highlighted the Brown Bag Session on Public Financial Management (PFM) hosted by the Commission on Audit (COA) in coordination with the Department of Budget and Management (DBM) and the Philippines-Australia Public Financial Management Program (PFMP) held at the COA Professional and Institutional Development Sector Auditorium on June 16, 2015.

The event updated 100 COA top executives led by COA Chairperson Michael G. Aguinaldo and Commissioners Heidi L. Mendoza and Jose A. Fabia, as well as auditors and support staff on the progress achieved by the PFM Reform Program which aims to improve efficiency, accountability and transparency in public fund use in order to ensure the direct, immediate, substantial and economic delivery of public services.

COA, the DBM, the Department of Finance (DOF) and the Bureau of the Treasury (BTr) are the four principal government agencies leading the PFM reform program with support from the Australian Department of Foreign Affairs and Trade (DFAT).

Among these reforms are the implementation in 2014 of the Unified Account Code Structure (UACS) that enables a budget tracking system to ensure that public spending is within means and on the right programs and that services are delivered to actual beneficiaries; and the adoption in 2013 of the Revised Chart of Accounts (RCA) for National Government Agencies to support the UACS and to enhance accountability and transparency of financial reports.

As one of the four principals, COA adopted 25 Philippine Public Sector Accounting Standards (PPSAS), enhanced the Electronic New Government Accounting System, and conducted capacity building and training on PPSAS and RCA, among other accomplishments.

COA also issued Circular No. 2015-001 on January 29, 2015 directing government agencies to revert cash balances of all dormant accounts, and unnecessary special and trust funds to the General Fund, a move which saved government billions of pesos.

Chairperson Aguinaldo acknowledged the contribution of all the principals involved in the program. “All of our accomplishments are possible only because of the hard work and commitment of our COA officials, auditors and support staff as well as our counterparts in the DBM, the DOF and the BTr and the support of the DFAT,” Chairperson Aguinaldo said.

“We look forward to continue working with all of you as we are moving into the implementation stage of the PFM road map. May our shared endeavors enhance transparency, accountability and citizen participation in governance and lead to poverty alleviation that is felt by the common Filipino,” he added.

The PFM Reform roadmap is now moving forward into the implementation stage and looking at ways to sustain the reforms initiated. “PFMP is supporting the Philippine government to implement and institutionalize new practices and realise reform benefits,” PFMP Team Leader and DFAT Counsellor Daniel Featherston said.

Other speakers at the session were DBM Undersecretary and PFM Committee Chair Richard E. Moya who gave updates on the PFM Reforms in the Philippines and COA Assistant Commissioner Lourdes M. Castillo who talked about Accounting and Auditing Reforms. Commissioner Fabia closed the program.

The PFM Brown Bag Session is part of a communications outreach to inform government staff about updates on the reform program. Originally, a “brown bag” refers to the packed lunch meals that participants or organizers bring along to an informal meeting held during lunch break. Over time, the term has been loosely used to refer to a short, informal meeting, training or presentation that happens in the workplace.

MMDA Chair Tolentino gets highest Performance Ratings in NCR in Pulse Asia poll

Metropolitan Manila Development Authority (MMDA) Chairman Francis Tolentino, who has not declared his intention to run for higher office in 2016, has garnered 94 percent awareness and 70 percent performance ratings in the latest Pulse Asia Survey of incumbent government officials in the National Capital Region (NCR), where the MMDA is based with only four (4) percent disapproval rating.

Results from Show and Read Rating Board conducted by Pulse Asia Research, Inc. as to the opinion of NCR residents on the performance of government officials showed that they are more than satisfied with the performance of Tolentino as MMDA chairperson, observers said.

Reacting to the results, Tolentino said he is humbled by these developments and is equally flattered by the surge of text messages from people from all walks of life that he is one of the most credible officials in government today.

“Hand-in-hand with those praises, I have endured the brickbats being thrown my way for every well-meaning effort that I take. This is not mine alone but also of the good performance of the MMDA.” he said adding that it has dawned on him that these are part and parcel of public office.

Across demographic areas and socio-economic classes, the MMDA chief garnered the highest 73 percent awareness and approval in performance ratings from class D stratum.

Among those in Class ABC, 68 percent approved of Tolentino’s job performance.

As to gender, male respondents gave him 72 percent approval and 69 percent from females.

Nauwi ho akong Tarlac kamakailan, at ‘yung banyo po natin doon, nagulat ako [na] nag-alsahan ‘yung tiles. Ipapaliwanag ko kung bakit [at] kung ano’ng koneksiyon noon sa anibersaryo ninyo. Kinausap ko ‘yung ating katiwala doon, sabi ko, “Alam n’yo 50 years pa lang natin ginagamit itong tiles na ‘to. Sulit na kaya?” Buo ‘yung tiles pero nag-alsahan po.

Alam n’yo, naalala ko ho kasi, unang dalaw ko dito sa DPWH, bago akong kongresista. Marami-rami ring taon. ‘Yung may hagdanan ho kayo dito, awa ng Diyos, tapyas-tapyas. Kongresista kang bago, lalapitan mo Department of Public Works, iyong kanilang mismong tanggapan ay medyo hindi maayos, kakabahan ka rin. Ano kaya ang kayang gawin ng departamento ito kung sila mismo pampatapilok ‘yung kanilang hagdanan.

Pero ngayon ho tingnan natin. Medyo ‘yung building ho n’yo, di na natin masasabing brand new pero mukhang well-maintained. Mukhang malaki na ho yata ang diperensiya. Sa Gawad Kalinga ho, ganoon ang sinasabi, di ho ba? Bigyan mo ng tirahan na maayos-ayos, komunidad na maayos-ayos, pati ‘yung pag-iisip, umaayos, gumaganda. Siyempre, ‘yung tanggapan naman ho ng Public Works dapat maganda rin. Ewan ko kung maabutan pa nating baguhin ito pero wala ho yata sa priority muna ngayon ni Sec. Singson.

Anyway, talaga nga pong makabuluhan ang okasyong ito para sa DPWH. Kasabay ng pagdiriwang natin sa anibersaryo ng inyong ahensiya, natanggap ninyo ang ISO 9001:2008 Certificate for Quality Management System. Isa kayo sa mga departamento ng Ehekutibo na nagawaran ng ganitong pagkilala. Sinasalamin po nito ang di-matatawarang ambag ng DPWH sa paghahatid ng epektibo, tapat, at tuwid na paglilingkod. Kaya nga po gusto kong gamitin ang pagkakataong ito upang ipaabot sa inyo ang pasasalamat ng ating mga Boss para sa mga kongkretong benepisyong bunga ng inyong pakikiisa sa pagtahak sa Daang Matuwid.

Tutal pinag-uusapan ho natin, naalala ko noong ininterview ko si Secretary Singson. Sa totoo lang, noong sinabi ko, kako, “I’m considering you for the position of Secretary of Public Works and Highways.” Sagot niya sa akin… marami ho siyang tinanong sa akin. Akala ko ako mag-iinterview, siya nag-iinterview sa akin. At saka sa totoo lang ho, parang hesitant na hesitant siyang tanggapin at naiintindihan naman ho natin. ‘Yung tatanggapin mo ‘yung puwesto, baka hindi mo kaya ‘yung mga problemang haharapin mo diyan, pati ‘yung sistema na gusto mong ituwid. Tapos ‘pag dulo na sa lahat ng paghihirap mo, katakot-takot na mura at kritisismo pa ang aabutin mo, siguro bibihira ‘yung tao na talagang tatanggapin ‘yung hamon na gano’n. So, naunawaan ho natin kaya minabuti kong sagutin lahat ng tanong niya, at nagkaigi naman ho kami. Talagang kayo na ho magsabi, mayroon bang pagbabagong na nangyayari?

Kaya, lalong lumalalim ang paghanga natin para sa DPWH kapag tinitingnan ang lawak ng transpormasyong nangyari sa inyong ahensiya sa loob ng limang taon. Ang dating poster boy ng katiwalian, ngayon ay modelo na ng episyenteng pamamalakad. At may mga nagtatanong pa: Paano nangyari ito? Paano ninyo nabaligtad? Simple lang: Hindi na po nagpatumpik-tumpik po ang inyong hepe na si Secretary Babes Singson nang italaga natin siyang foreman sa pagsusulong ng reporma sa inyong ahensiya. May kasabihan nga tayo, “Ang di lumingon sa pinanggalingan, di makakarating sa paroroonan.” At inaral nga ni Sec. Babes ang sitwasyong kanyang dinatnan; tinukoy niya ang tamang problema; at naghain at nagpatupad ng mga tamang solusyon na namunga ng tamang resulta. Siyempre, sa pakikipagtulungan po ninyong lahat.

Sa pangunguna niya, pinanagot natin ang mga tiwaling opisyal at kawani; ang mga maanomalyang proyekto naman, nirepaso at pinigilan ang pag-award. Ang mga kontratistang napatunayang nanlalamang, na-blacklist at pinaimbestigahan; at sa lalong panahon, pinakasuhan na rin ho. Sa bidding, tinanggal ang letter of intent, na ginagamit ng mga may balak makipagkuntsabahan; at ginawang mas simple at bukas ang bidding process. Bukod dito, may clustering pa ng maliliit na proyekto para makatipid, at tiyaking may sapat at tamang kakayahan at kagamitan ang ating mga kontratista. Dahil nga mas marami ang sumasali sa kompetisyon para sa proyekto, at may tiyak na pamantayang kailangang sundin, ang imprastruktura ay naitatayo nang may kalidad at sa mas sulit na presyo; kaya po ang Pilipino, talagang mas panalo. Tapos na rin po ang panahon na agad nasisira ang imprastruktura ‘pag tumama ang sakuna. Wala na ring palakasan at papogi sa pagsasagawa ng proyekto. Kung dati nga po “just-tiis” ang kalakaran, ngayon, sa Daang Matuwid, talagang justice na po ang namamayani.

Gusto ko pong bigyang-diin: Ang buong estratehiya ng pagrereporma sa DPWH, saklaw ng iisang kaisipang ipinapatupad ninyo sa bawat aspekto ng inyong trabaho: Ito po ‘yung tinaguriang 5Rs, “Right projects, at the right cost and right quality, and accomplished at the right time with the right people.” Palagay ko nga po, kung may isang ahensiya sa gobyerno na dapat tularan, isang departamentong masasabi nating “works” at talagang naghahanap ng “ways” para mapaginhawa ang buhay ng mamamayan, DPWH po iyan.

Halimbawa po: Isa sa madalas kong mabanggit ‘pag dumadalaw tayo sa mga probinsiya at maging sa ibang bansa ang C3/Quezon Avenue Interchange Project, na natapos ninyo nang tatlong buwan ahead of schedule at sa mas murang halaga. Nariyan din po ang Plaridel Bypass Road na natapos n’yo nang mas mababang presyo na P593.61 million, imbis na P706.54 million. Idagdag ko na rin ang Tagumbao Bridge sa Tarlac, na iminungkahi po natin noong unang termino ko po bilang Congressman.

Alam ho n’yo, tinatanong ko nga ho noong panahon na iyon, sabi ko, “Puwede bang ‘yung buong PDAF ko noong panahon na iyon, ilagay na doon sa proyektong ito para installment pa lang, maumpisahan na.” Kasi ho, taon-taon, kapag rumagasa ‘yung ilog namin, nauubos ‘yung pampang. Siyempre taon-taon ho, pahaba nang pahaba ‘yung lapad nung ilog, palaki nang palaki ‘yung gagastusin doon sa tulay. Hindi na ho puwede ang installment plan. At nung tinanong ko kung sino ang may in-charge doon sa flood control namin, noong nagpunta ho ako sa Pampanga River Delta Project, sabi sa akin ‘yung Lower Agno raw ho ang may saklaw. Noong pinuntahan ko ang Lower Agno, pinabalik ako sa Pampanga, sila raw ho ang may saklaw. Madaling salita po, walang umangkin sa amin. Buti na lang ho, naging Pangulo ako, nagkaroon na rin kami ng tulay.

Malaki hong pakinabang sa ating mga kababayan sa Gerona. Pero mas maganda hong balita para sa lahat: Ang Approved Budget for the Contract (ABC) para rito, nasa P334 million, pero nasa P248 million lang ang gastos nang matapos ang proyekto. [Palakpakan] Ang punto ko po: Dahil na-streamline na ang inyong bidding process, at maayos ang pagpapatupad sa mga proyekto, di lang ninyo nagagawang matugunan ang mga pangangailangan, may savings pang nakokolekta. Ang balita ko po, umabot na nga ang inyong naipon sa halos P49 bilyon, na nailalaan para sa iba pang makabuluhang proyekto ng ahensiya.

Siguro ang magandang tingnan natin doon, siyempre, ‘pag kulang ang iyong pondo, ‘di natin mapapagawa ‘yung imprastrukturang kailangan, meron tayong kababayang nagtitiis. Nakatipid kayo, napaaga ‘yung kanilang pagkamit nitong mga proyektong kailangan nila. Nababawasan ‘yung pagtitiis. Talaga hong naging makabuluhan ‘yung pagsusumikap nating lahat.

Ito na po ang bagong normal sa DPWH: Matipid ngunit mahusay ang gawa sa mga kalsada, tulay, at iba pang imprastruktura; natatapos pa nang on-time o kaya nang mas maaga. Kung road quality naman po ang pag-uusapan, ayon po sa Global Competitiveness Report ng World Economic Forum, tuloy-tuloy po ang pang-angat natin, mula sa dating 114th noong 2010-2011, ngayon po, 87th na po tayo nitong 2014-2015. Patunay ito na habang tinataasan natin ang budget ng inyong ahensiya at lumalakas ang ating suporta ay sinusuklian ninyo ang ating bansa ng mas mataas na kalidad ng trabaho. Dahil po sa mga ambag ninyo, di ba mas madali nang maghatid ng produkto at serbisyo, at bumisita sa iba’t ibang panig ng bansa?

Malinaw po: Ang inyong mga pagsisikap ay nagpaganda sa buhay ng mga kababayan nating napakatagal nang naiwang “under construction” ang pangarap para sa maayos na imprastruktura. Halimbawa nga po ang bagong Lullutan Bridge sa Isabela, na 1995 pa nang masira ng bagyo at debris, pero sa ating administrasyon lang naisakatuparan, naibalik, at mas maganda pa. Sa loob nga ng dalawang dekada ay hinayaang magtiis ang mga kababayan natin doon; pero ngayon po, ang dating isa’t kalahating oras hanggang dalawang oras na biyahe, limang minuto na lang. Nariyan din po ang Aluling Bridge sa Ilocos Sur, na noong 1978 pa nang maisip, pero nitong 2013 lang nakumpleto. Ang Candelaria Bypass Road Project sa Quezon, 1998 plinano, pero tinapos natin noong 2012. Nariyan din ang Ternate-Nasugbu Road Project na tumatagos sa Cavite, na bagaman anim na kilometro lang ang haba ay inabot pa nang lagpas 20 taon bago nakumpleto. Sa Mindanao naman po, tinatapos ninyo ‘yung Basilan Circumferential Road, na sa loob ng 15 taon ay di nakausad dahil sa kaguluhan. Iyong kalsada po, talagang pinagtulungan ng DPWH at ng Engineering Brigades ng ating Sandatahang Lakas.

Maliwanag po: ‘Yung pagbabagong nakikita natin sa DPWH, di ‘yan bunga ng tsamba, rocket science, o magic. Tinulak ni Sec. Babes at ng inyong mga opisyal at kawani ang pagbabago, at nakiisa kayo sa hangaring talagang pagaanin ang estado ng pamumuhay ng ating mga Boss. Imbis na tapalan lang ang problema, nakiisa kayo sa pagpapatag ng mga lubak sa sistema. Imbis na maburo sa imahen ng kukupad-kupad na burukrasya, nagtindig kayo ng isang ahensiyang kayang maghatid ng mas mataas na antas ng mabisang paglilingkod. Doon po sa mga nagretiro sa araw na ito, sa ilang taong pagseserbisyo n’yo, nakita ninyo kung paanong talagang nireporma ang inyong ahensiya sa ating pamamahala; at di naman siguro kalabisang sabihin na ngayon, ‘pag sinabi mong taga-DPWH ka, talagang mabibilib ang kausap mo sa inyong nagawa.

Tatapatin ko po kayo: Sa haba ng listahan ng mga nagawa ng inyong ahensiya, may puwede na sanang humirit na, “Okay na tayo; nagawa na natin ang dapat gawin.” Pero kilala ko po si Secretary Babes, at alam ko ang kalidad ng inyong departamento: Hangga’t may pangarap ng karaniwang Pilipino na kaya ninyong isakongkreto, patuloy ninyong ilalatag ang pundasyon para sa positibong pagbabago.

Mga kasama, 374 araw na lang po ang nalalabi sa ating administrasyon, at dapat nating sagarin ang natitirang panahon para pagtibayin pa ang transpormasyong tinatamasa ngayon. Mula sa ating nasimulan, uusbong ang mga benepisyong mapapakinabangan ng mga susunod sa atin: Ang mga dike at dam na susuporta sa mga pamayanan; ang mga farm-to-market road at kalsadang magpapaarangkada sa agrikultura, komersiyo, at turismo at maghahatid ng oportunidad sa mga liblib na komunidad; at iba pang uri ng imprastrukturang magtutulay sa atin patungo sa isang [mas] maaliwalas, mas maunlad na bukas. Tiwala nga po akong kasama ko ang DPWH sa pagsigurong di na tayo kailanman magyu-U-turn pabalik sa dinatnan nating kalakaran, at sa halip ay patuloy kayong makikiambag upang mapabilis pa ang pagdating natin sa isang lipunang hitik sa pagkakataon at talagang maipagmamalaki ng bawat Pilipino.

Sa susunod na taon po, tinataya na ang budget ng DPWH ay katumbas sa limang porsiyento ng mas malaking gross domestic product natin. Kanina po, noong nakita ninyo akong kinakalikot ko ‘yung iPhone, tinitingnan ko lang kung gaano karaming zero po iyon. Medyo malaki-laki. Somewhere in the vicinity of P600 billion ang naka-earmark for 2016 na mga proyekto ninyo. At siyempre, di mabigat maglaan ng ganoon kalaking pondo kung sigurado tayong napupunta sa tamang lugar. Maski na isang libong piso, kung talagang duda kang aabot doon, ‘wag na lang. Pero dito po, ulitin ko, five percent of next year’s GDP, o ‘yung projected GDP, ang target natin. Ngayon po’y nasa four percent na tayo. So, keep up the good work. Talaga namang pong pati itong mga cadet engineer n’yo, sana nga ‘yung idealism n’yo ngayon hanggang pagdating na nag-40 years of service na kayo dito, ay buong-buo pa. Di ko ho mababawi dito sa 40 years ang inyong inambag. Pipilitin natin, na talaga namang ilapit natin nang ilapit ‘yung rewards naman sa ating kawani ng gobyerno ay mangyari.

Siyempre ho, para maimungkahi natin, tayo ho puwera doon, alam n’yo ikukuwento ko lang: Si Secretary Abad, siya ang ipinaaral ko nito. At mga minsan ho, nasabi sa akin, “Sir, parami nang parami ‘yung pinapatrabaho mo sa akin. Next year, retired na tayo sa July 1. Actually, June 30 ng tanghali.” By that time, ang pension raw ho niya kukulangin dahil 19 1/2 years lang siya sa government service. Sabi ko, “Okay lang ‘yan, pare. Tutal magkaibigan tayo, ako naman ay 18 1/2, pareho lang tayong bitin ang pension kaya huwag na nating ipasa sa iba ang pagkabitin. Pilitin natin na mahanap kung paano maisagad ‘yung puwede nating maibigay na pasasalamat naman ng taumbayan sa ating mga kasamahan sa gobyerno.

SEC. COLOMA: Magandang umaga sa ’yo, Alan, at sa lahat ng ating tagasubaybay.

ALLANIGUE: Yes, sir. Ang una ko na pong itatanong sa inyo ay itong balita na naghain na ng kaniyang pagbibitiw bilang miyembro ng gabinete ang Pangalawang Pangulo Jejomar Binay, Secretary Coloma, sir?

SEC. COLOMA: Kahapon, Alan, ay nagtungo si Kinatawan Abigail Binay, kasama ng chief of staff ni Vice President Binay, si Undersecretary Benjie Martinez. Nagtungo sila sa tanggapan ni Executive Secretary Jojo Ochoa sa Guest House para iabot iyong letter of resignation ni Vice President Binay. Pagkatapos nito ay agad naman itong dinala ni Secretary Ochoa sa tanggapan mismo ni Pangulong Aquino. At nang mabatid ng Pangulo, agad niyang tinawagan ng personal sa telepono si Vice President Binay upang kumpirmahin ang pagbibitiw sa gabinete. At pagkatapos naman noon ay nakipag-usap muli si Secretary Ochoa kina Usec. Benjie Martinez, at ayon nga sa kaniyang pahayag ay isinasapormal na niya ang pagtanggap sa pagbibitiw ni Vice President Binay.

Konting paglilinaw lang, Alan, standard procedure ito sa lahat ng presidential appointees - kapag sila ay naghain ng pagbibitiw o resignation sa Pangulo, at kapag tinanggap na ito ng Pangulo - ang pormal na sumusulat sa kanila para ito ang maging official record ng pagtanggap ng kanilang pagbibitiw ay ang Executive Secretary. Sa lahat po ng pagkakataon, kapag presidential appointee ang pinag-uusapan, iyon pong pagbibitiw nito ay isinasapormal sa pamamagitan ng isang liham galing sa tanggapan ng Executive Secretary. At ito po ang magaganap din dito dahil nga presidential appointee si Vice President Binay bilang chairperson ng Housing and Urban Development Coordinating Council (HUDCC) at Presidential Adviser on Overseas Filipino Worker Affairs. So, iyon ang kaganapan kahapon, Alan.

ALLANIGUE: So bale ang binitiwan ni Vice President Binay ay iyong dalawang posisyon na iyon sa gabinete, Sec. Sonny, sir?

SEC. COLOMA: Ganoon nga, Alan.

ALLANIGUE: Okay. So after this eh di bakante ho ngayon iyang dalawang iyan. Meron na ho bang pasabi ang Pangulo kung sakali o may mga inaaral na hong mga posibleng papalit doon sa mga nabakanteng posisyon ni VP Binay doon sa gabinete, iyon pong mga nabanggit ninyo kanina, sir?

SEC. COLOMA: Wala tayong impormasyon hinggil diyan, Alan, dahil kahapon lang naman naganap ito. At ang mahalaga rin dito, patuloy naman ang serbisyo publiko sa lahat ng aspeto ng gawain ng lahat ng ahensiya na kasama diyan sa HUDCC, katulad ng PAGIBIG, iyong NHA, HLURB, Home Guarantee Fund – lahat naman po niyan ay patuloy pa ring magsisilbi sa ating mga mamamayan. At hanggang hindi po humihirang ang Pangulo ng iba pang mga opisyal, mayroon naman po tayong prinsipyo sa gobyerno na “continuity and no disruption in essential public services.” Kaya wala pong dapat ikabahala hinggil diyan. Ang tangi lang naman pong naghain ng pagbibitiw ay si Vice President Binay, kaya patuloy po ang serbisyo publiko sa lahat ng mga aspeto ng gawain ng mga ahensiyang napapaloob sa kaniyang sinasakupan dati.

ALLANIGUE: Opo. Secretary Coloma, sa ibang usapin po. Mismo ang Pangulo ay pinapurihan itong isa sa mga abalang-abalang ahensiya rin natin sa kasalukuyan, ang Department of Public Works and Highways, nakatanggap na ng ISO certification. So, we understand na ito ang thrust ngayon ng pamahalaan na ang mga government agencies ay talagang kung maaari ay ISO-certified lahat para higit na ma-streamline at maisaayos ang paglilingkod sa ating mga kababayan, Secretary, sir?

SEC. COLOMA: Talagang pinupursige ng ating mga ahensiya ang pagkakaroon ng Quality Management System. Madagdag ko na ‘no, kaya ako naririto ngayon nang napakaaga ay sapagka’t sasailalim din sa final audit patungkol sa ISO certification ang ating Philippine Information Agency.

Kung ating maaalala, noong nakaraang taon ay tumanggap ang PIA ng recognition sa Philippine Quality Award for Commitment to Quality Management. At ipinagpapatuloy natin ito sa pamamagitan ng paghahangad na ma-certify din sa ISO dahil ito ang pandaigdigang batayan ng pagtalima sa mga panuntunan ng kalidad sa aspeto ng information, education and communication dissemination. Iyon po ang ating isinasagawa ngayon.

At sa panig naman ng Department of Public Works and Highways, pinapurihan sila ni Pangulong Aquino dahil naisagawa nila ito sa lahat ng kanilang tanggapan sa buong kapuluan. At dahil dito, makatitiyak tayo na kahit tapos na ang kasalukuyang administrasyon, ang susunding mga panuntunan sa pagsasagawa ng ating mga proyektong pang-imprastruktura ay tatalima sa Global Quality Standards. At maaari itong gamiting batayan sa pagturing o benchmarking ‘no, paano ba kahusay ang trabaho ng DPWH kung maihahambing sa trabaho ng katulad na departamento sa ibang bansa. Iyan ang kaigihan nang pagkakaroon ng ISO o Quality Management System.

At ito rin ay pinupurisige sa iba’t ibang larangan ng ating pamahalaan. Noong isang taon ay iyong Department of Health naman ang nakatanggap ng ganitong karangalan. Kaya makatitiyak tayo, Alan, pinalalakas ng administrasyon ang mga pampublikong institusyon. At iyan iyong bahagi nang sinasabi ni Pangulong Aquino na nais nating gawing permanente ang pagbabago at transpormasyon sa ating bansa.

ALLANIGUE: Okay. And speaking of public service din, Secretary Coloma, sir. Kanina binanggit ni Asec. Mon Liboro ng DOST na ito na tag-uulan. At siyempre kapag panahon ng tag-ulan, alam naman natin nandiyan ang mga pagbagyo, nariyan ang mga posibleng pagbaha. Base po sa mga isinabmit (submitted) na report ng iba’t ibang government agencies natin na may kinalaman po sa paghahanda sa ganitong mga sitwasyon, how prepared are the various government agencies po sa pagharap dito sa ganitong mga posibilidad ngayong panahon ng tag-ulan, Sec. Sonny, sir?

SEC. COLOMA: Alan, puspusan ang isinasagawang paghahanda ng ating Department of Public Works and Highways. Katuwang din nila ang MMDA, dahil meron ding responsibilidad ang MMDA dito sa National Capital Region.

Noong makalawa ay binanggit ko sa ating radio press briefing dito rin sa Radyo ng Bayan na may ipinapatupad na ‘master plan’ ang DPWH. At ang master plan na ito ay hindi lamang para sa NCR, kung hindi pati na rin sa mga kalapit na rehiyon. Kasi nga ‘no kung titingnan natin kalikasan ang kaharap natin dito - iyong tubig baha, nanggagaling iyan sa kabundukan. Ang daloy ng tubig ay nanggagaling sa mas mataas na lugar kaya’t may aspeto din niyan ng reforestation para mapigil iyong mabilis na pagdaloy ng tubig; iyong madagdagan iyong absorptive capacity ng lupa doon sa mga mas matataas na lugar. At ayon nga sa DPWH, ito ay isang master plan na good up to 2035 or 20 years from now. Hindi tayo gumagawa lamang ng mga project na papatsi-patse na para lamang sa pangkasalukuyang pangangailangan.

ALLANIGUE: Oho, talagang long-term solution.

SEC. COLOMA: Oo, long-term ang kinakailangan at kabit-kabit kasi dapat iyong mga sistema ng drainage at saka iyong flood control, kasi kung hindi ito magtatagpo ay baka sub-optimal iyong resulta. Kaya’t ito ang tinutukoy ng ating pamahalaan sa kasalukuyan at ito ay pinagsisikapang makumpleto. Kaya lang humihingi rin ng pag-unawa ang ating pamahalaan dahil may mga proyekto na lumilikha ng konting abala dahil siyempre kapag gumagawa ng mga drainage projects, maaaring apektado ang mga daanan o mga kalsada natin, maaaring sumikip ito, nagkakaroon ng trapik. Pero makakaasa naman tayo na kapag natapos ang mga proyektong ito ay makakatulog tayo nang mas mahimbing dahil mas handa na iyong ating mga sistema sa flood control.

ALLANIGUE: Opo. Sec, sa susunod na buwan, sa July, of course, nariyan iyong ina-anticipate ng lahat, itong ihahayag na State of the Nation Address ng Pangulong Noy ano ho. Kumusta po ang paghahanda ng Pangulo para dito sa kaniyang ihahayag na SONA sa buwan ng Hulyo?

SEC. COLOMA: Katulad ng dati, Alan, ay pinag-aaralan ng Pangulo iyong mga mahahalagang aspeto na kaniyang nais iulat. Pero sa mas malapitang pagsusuri, iyon namang State of the Nation mismong si Juan Dela Cruz ang nakakaalam na niyan at dahil sa pananaw din ng ating pamahalaan na ang mga mamamayan ang mga boss. Makabuluhan ito kung ang pagbabago ay nararamdaman ng ating mga mamamayan. Kaya iyon ang pinupulso ngayon ng ating Pangulo, inaalam iyong iba’t ibang aspeto ng trabaho ng gobyerno at kung paano ito nakapagpabuti sa pang-araw-araw na kabuhayan ng ating mga mamamayan. At iyong nakapagbigay ba tayo ng pagkakataon na sila ay mangarap muli, dahil nga noong naglunsad ang Pangulo ng kaniyang kampaniya sa pagkapangulo noong 2010, iyan ang aspirasyon na kaniyang nadama at pinangako niya na gagawin niya ang kaniyang pinakamahusay na pagsisilbi para matupad ang aspirasyon ng ating mga mamamayan.

ALLANIGUE: Okay. Secretary Coloma, sir, baka mayroon pa ho kayong mensahe na nais ipahayag sa ating mga kababayang nakikinig sa buong Pilipinas at sa buong mundo sa pamamagitan po ng ating audio streaming sa www.pbs.gov.ph. Sec. Sonny, sir, please.

SEC. COLOMA: Ang panawagan po natin ay sa patuloy na pagkakaroon natin ng pananaw hinggil sa kung ano ang ikabubuti ng ating bansa. Marami po talaga ang dapat na gawing programa, marami po tayong dapat na palakasin na mga institusyon. Ang pinakamahalaga sa lahat ay iyong aktibong partisipasyon ng mga mamamayan dahil ang atin pong pinaghahandaan ay iyong mas magandang kinabukasan para sa mga susunod na henerasyon.

Komprehensibong Programa Laban sa Pagbabaha

Tuloy-tuloy ang isinasagawang mga proyekto at programa upang matugunan ang suliranin sa pagbabaha sa kalakhang Maynila bilang paghahanda sa pagsapit ng panahon ng tag-ulan.

Ayon sa DPWH (Department of Public Works and Highways), bukod sa Blumentritt Interceptor Catchment Project, ilan pang mga flood control at drainage improvement project ang kasalukuyang ipinapatupad sa kalakhang Maynila sa pagtataguyod ng Metro Manila Development Authority (MMDA), kabilang na ang pagtatayo ng mga pumping station, paggawa ng mga riverwall, pagdraga o pagtatanggal ng mga bara at pagpapaluwag ng mga ilog, estero at iba pang daluyang tubig, at pagtataas ng mga daan at kalye.

Ang mga proyektong ito ay alinsunod sa ipinapatupad na flood management master plan for Metro Manila and surrounding areas na unang sinimulan noong 2012 at nagsisilbing gabay o roadmap sa mga ipinapatupad na programa hanggang taong 2035.

Layunin nito ang mapangalagaan ang kapakanan ng tinatayang mahigit sa 20 milyong residente ng 16 na lungsod at isang munisipalidad sa National Capital Region, 43 lungsod o munisipalidad sa CALABARZON, at walong lungsod at munisipalidad sa Bulacan.

Para sa kalakhang Maynila, ilan sa malalaking proyektong isinusulong ang mga sumusunod: rehabilitation of 15 major pumping stations; rehabilitation of drainage channel (removal of obstructions within drainage channels with settlements, dredging and declogging, rehabilitation of drainage mains); at additional drainage mains and box culverts.

Sa ilalim ng ng nasabing master plan bukod sa mga structural improvement, may mga nakalaan ding non-structural measures tulad ng pagpapahusay ng flood information and warning systems, pagpalalakas at pagtataas ng antas ng community-based flood risk management, pagpapabuti ng management information system (MIS) for disaster risk management, at pagtatanim at pagpapayabong ng mga kagubatan (reforestation), at pangangalaga ng mga watershed area.

Update sa Mount Bulusan

Patuloy ang pagsubaybay ng pamahalaan sa mga kaganapan sa Mount Bulusan sa Sorsogon upang pangalagaan ang kapakanan ng mahigit sa 34,000 apektadong residente mula sa 22 barangay at limang munisipalidad sa lalawigan ng Sorsogon. Ito ay ang Barcelona, Bulusan, Irosin, Casiguran, at Juban. Ito ay matapos makapagtala ang Phivolcs (Philippine Institute of Volcanology and Seismology) ng pagbuga ng abo mula sa bulkan.

Ayon sa huling ulat ng NDRRMC (National Disaster Risk Reduction and Management Council), nakapamahagi ng mahigit sa 200 food packs ang DSWD (Department of Social Welfare and Development) sa mga residente ng bayan ng Irosin at Juban at may nakaantabay pang humigit-kumulang na P171-milyong kabuuang halaga ng food packs at pondo ang mga field office ng DSWD na malapit sa lugar kung sakaling mangailangan pa ng ibayong tulong ang ating mga kababayan.

Sa kasalukuyan nananatiling nasa Alert Level 1 o abnormal ang estado ng Mount Bulusan at ito po ay masinsing tinututukan ng NDRRMC.

Dokumentaryo sa West Philippine Sea

Inaanyayahan tayong lahat ng Department of Foreign Affairs (DFA) na panoorin ang “Pamanang Karagatan,” ang pangalawa sa tatlong yugtong dokumentaryo hinggil sa mga usapin sa West Philippine Sea. Ito ay ilulunsad sa Lunes, Hunyo 22, ikaapat ng hapon (4:00 p.m.) sa Facebook page ni Pangulong Benigno S. Aquino III at ng DFA.

Ang focus sa ikalawang yugto ay ang kasaysayan ng usapin sa pagitan ng Pilipinas at ng Tsina. Isa sa mga tampok na resource person ay si Justice Antonio Carpio ng Korte Suprema. Noong Araw ng Kalayaan inilunsad ang unang yugto na pinamagatang “Kalayaan: Karapatan sa Karagatan.”

Tinalakay (dito) ang pangkabuhayang aspeto ng usapin. Nakapanayam ang ilang mangingisda sa Masinloc, Zambales na nag-ulat tungkol sa paghina ng kanilang kabuhayan sanhi ng masugid na pagpapatrol at umano’y pagharang sa kanila sa Bajo de Masinloc o Scarborough Shoal.

Inilarawan ang mga yamang dagat tulad ng mga coral reef na naiulat ding nasa panganib dahil sa mga aktibidad na kasalukuyang nagaganap sa malawak na karagatan ng West Philippine Sea.

Bahagi ang dokumentaryong ito sa programa ng DFA na itaas ang antas ng kaalaman at kamalayan ng mga mamamayan hinggil sa mga usapin sa West Philippine Sea. Ang ikatlo at huling yugto hinggil sa mga aspetong legal ay ipapalabas sa darating na Hulyo. Ang dokumentaryong ito ay produksyon ng Presidential Communications Operations Office.

USAPING PANGKAPAYAPAAN

Mr. Sebastian: Okay, sir, question po galing kay Jerry Esplanada. Ang tanong po niya: Any development regarding the peace process with communist rebels?

SEC. COLOMA: Okay po. Ang huli lang po nating update, sa pamamagitan ng Office of the Presidential Adviser on the Peace Process (OPAPP), patuloy pong bukas at interesado po tayong makipagtalakayan, at bukas din po tayo sa pagsisimula muli o resumption ng formal talks. Noon pong ikatlo ng Hunyo (June 3), sina Presidential Adviser on the Peace Process Teresita Quintos-Deles kasama si Undersecretary Manny Bautista at iba pang opisyal ng gobyerno ay nasa Loreto, Agusan del Sur at binati nila ‘yung pagbabalik ng 100 rebeldeng komunista sa normal na buhay bilang mga sibilyan.

Sinaksihan din nila ‘yung pagsuko ng ilang bilang ng sandata, handgun, at ammunition na ibinigay—pagsuko ng mga rebelde ng ilang bilang ng firearms, handguns, at ammunition. Ang ating pamahalaan po ay nais isulong ‘yung prosesong pangkapayapaan at patuloy pang sinusuri ang iba pang posibilidad para sa pormal na pagpapanumbalik o resumption ng negosasyon sa pagitan ng gobyerno at ng CPP-NPA-NDF (Communist Party of the Philippines/New People’s Army/National Democratic Front). ‘Yan po ang tugon natin sa tanong ni Jerry.

Mr. Montano: Okay po, i-clarify ko lang po ‘yung… Kasi tinatanong din ni Jerry ‘yung update from the Presidential Adviser on the Peace Process Teresita Deles in Norway? Bale clarification lang po kung may update na po tayo… Pupunta po ba siya sa Norway?

SEC. COLOMA: Wala po akong impormasyon hinggil sa pagpunta ni Secretary Deles sa Norway. Bineberipika po ito sa kasalukuyan.

Mr. Montano: Okay po. Doon sa binanggit niyo po ibig sabihin seryoso talaga ang ating pamahalaan dito sa peace negotiation dito sa mga communist rebel?

SEC. COLOMA: Uulitin ko na lang, Efren, para malinaw ang ating pahayag. Ang atin pong sinabi ay patuloy po tayong bukas sa posibilidad na ipanumbalik o mag-resume ‘yung ating formal talks at ang aking binanggit kanina ay hinggil doon sa pagsaksi nina Secretary Deles at Undersecretary Manny Bautista sa pagbabalik sa normal na buhay pangsibilyan ng 150 komunistang rebelde na isinagawa sa Loreto, Agusan del Sur. ‘Yon po ang aking binanggit kanina.

PANGHULING SALITA

Mr. Montano: Okay po. So wala na po yata tayong natatanggap na mga katanungan mula sa Sunday group ng Malacañang Press Corps. So kung may mga panghuli po tayong pahayag, mababanggit po natin dito, saka siguro ‘yung ating pagbati muli ng Happy Father’s Day sa inyo po.

SEC. COLOMA: Okay. Wala na po akong iba pang naihanda ritong pahayag. Kung mayroon naman pong iba pang dagdag na katanungan ang ating mga kaibigan at kagawad ng Malacañang Press Corps, maaari naman po nilang iparating ito nang tuwiran sa akin at sisikapin ko pong masagot ang kanilang mga katanungan sa lalong madaling panahon. Muli po tayong nagpupugay sa lahat ng mga padre de familia at ama ng tahanan ng isang Happy Father’s Day.
