1. Cavite provincial gov't turns over 100 CCTV cameras to Imus LGU

TRECE MARTIRES CITY, Cavite, June 16 (PIA) –The provincial government of Cavite formally turned-over 100 units of close circuit television (CCTV) cameras to the city government of Imus recently as part of its campaign to monitor crimes and keep peace and order in place.

Said CCTV cameras which will be distributed to the 37 barangays in the city will be utilized in monitoring criminal activities in real time and expected to be a big help to barangay officials and the local authorities in keeping peace and order in their areas of jurisdiction.

In a turn-over ceremony held at the Imus Sports Complex,  Governor Jonvic Remulla thanked the people of Imus City for the warm welcome and promised to support the programs and good cause initiated by Mayor Emmanuel Maliksi and the city council in general.

During the event, Mayor Maliksi presented 500 units of bicycle for 250 subdivisions in city while Congressman Alex Advincula distributed 22 motorcycles with sidecar to 22 barangays. 

The installation of CCTVs is a continuing project of the provincial government in a bid to monitor crimes, traffic situations and other activities in the area.

2.  Pact to monitor environmental concerns draw support from business locators in Cavite

TRECE MARTIRES CITY, Cavite, June 16 (PIA) – The local government of Carmona recently signed a memorandum of agreement (MOA) with the Golden Mile Business Locators Association, Inc. for easier and continuous monitoring of environmental concerns of the companies operating inside the Golden Mile Business Par

Golden Mile Business Park is located in a 35-hectare sprawling area in Barangay Maduya with thirty 38 companies currently operating.

Mayor Dahlia Loyola together with officials of the Golden Mile Business Locators signed the agreements for the establishment of the Multi-Partite Monitoring Team, Environmental Monitoring Fund and the Environmental Guarantee Fund.

Through the agreement, the local government along with the business locators will have access in monitoring the compliance of the Golden Mile Business Park to the laws promulgated by the national government on environmental protection such as air pollution, waste water treatment and others.

3.  DA holds orientation on Philippine Rural Development project in Cavite

TRECE MARTIRES CITY, Cavite, June 15 (PIA) – The Department of Agriculture – Region IV-A conducted a one-day orientation on the Philippine Rural Development Project (PRDP) for the members of the Cavite Provincial Project and Implementation Units (PPMIU) held recently at the conference room of the provincial Veterinary Office.

PRDP is a six-year project designed to establish the government platform for a modern, climate-smart and market-oriented agri-fishery sector. PRDP will partner with the LGUs and the private sector in providing key infrastructure, facilities, technology, and information that will raise incomes, productivity, and competitiveness in the countryside.

Richmond Pablo of DA-Region IV-A, presented a full view including structures and components of the PRDP in the province. On the other hand, Luis Herrera, head of the Business Development for Luzon provided the participants with information on the Investments in Rural Enterprises, Agricultural and Fisheries Productivity (I-REAP). He also enumerated the eligibility requirements and the prioritization process in choosing a proponent group that will benefit from the I-REAP project

Café Amadeo and Café de Bailen are the two groups being prioritized in Cavite for coffee production. Through consultative meetings and business workshops, the two were considered strong partners that can deliver the requirements of I-REAP.

In a message by Cavite 7th District Board Member and Committee on Agriculture chairperson Irene Bencito, she stressed the value of involvement and close coordination among working committee for the timely execution of various plans and projects. She also mentioned the benefitz of the DTI’s Shared Service Facility in helping farmers increase coffee production in the upland areas.

According to DA, commitment and regular monitoring on the projects by PPMIU will help grow and prepare the agri sector in Cavite for the ASEAN economic integration.

4.  DTI inks agreement with Bacoor LGU for P1.6M worth of GBP projects

TRECE MARTIRES CITY, Cavite, June 16 (PIA) – The provincial office of the Department of Trade and Industry (DTI) signed a memorandum of agreement (MOA) with the city government of Bacoor for the implementation of two Grassroots Participatory Budgeting (GBP) projects amounting to P1.6 million.

Grassroots Participatory Budgeting projects, formerly known as Bottom-up Budgeting (BuB) is an approach to the preparation of agency budget proposals, taking into consideration the development needs of cities/municipalities as identified in their respective local poverty reduction action plans that shall be formulated with the strong participation of basic sector organizations and other civil society organizations.

The two approved GBP projects included in DTI’s budget under GAA for 2014 are the One Town One Product (OTOP) Store Express with P1M budget and the "Yamang Pinoy" with P600,000 approved budget allocation

OTOP Store Express project will benefit targeted sectors of men, women, unemployed and out-of school youths in the 74 barangays by improving their income base through skills training like dressmaking, soap making, food processing thus boosting savings and credit and teamwork.

The "Yaman Pinoy" project on the other hand aims to establish model community in geographically and socio-economically diverse environments to provide systematic skills training to educationally disadvantage people. Identified barangays for this project are Zapote 5, Talaba2, Maliksi 1 and 3, Digman, Kaingen, Tabing Dagat, Alima, Sineguelasan and Banalo.

Under the agreement, DTI's trainings and activities to be conducted shall deal on the following topics: entrepreneurial mindset, skills training on tahongganisa, tahong with basil cupcake, tahong shell art and design, packaging and labelling, marketing and trade fair participation.

The DTI shall transfer the budget to the local government needed to implement the projects in accordance with the submitted work and financial plan/cash programs per COA rules and regulations.

On the other hand, the city government of Bacoor shall implement the GPB projects based on the approved work and financial plan within 30 days after the funds have been transferred.

5.  Cavite computer center celebrates 23rd Recognition Day

TRECE MARTIRES CITY, Cavite, June 16 (PIA) -- The Cavite Computer Center (CCC) recently held its 23rd Recognition Day at the Cavite provincial gymnasium with the attendance of the 225 students who graduated this year.

The CCC is directly under the Provincial Information and Communications Technology Office (PICTO) which offers free computer training courses to interested individuals including the youth, out of school youths and even to businessmen and retirees who value the importance of computer.

In his welcome remarks, CCC division head Antonio R. Vilses Jr., recognized the efforts of the CCC teachers to make the students computer literates.

On the other hand, Dr. Elpidia B. Bergado, chief of the Curriculum Implementation and Development of DepEd Cavite said that one must believe in changing times and understand that information and technology played a critical role in bridging the gap of our everyday lives.  She added that education now must be based on technology, thus everyone must possess the desire to acquire the technological skills.

Meanwhile, Mrs. Maria Rita Ganzon, a retired 64-year old and former Department of Agrarian Reform division chief, delivered her testimony as class 2015 valedictorian, saying there is life and hope after CCC. She commended CCC as instrument in promoting computer technology. 

Ms. Camille V. Del Rosario, head of Provincial ICT Office announced after the distribution of medals and certificates that more tablets will be distributed and trainings will be provided to teachers in the coming months to adapt to new technology, also free wi-fi/internet as part of the program of the provincial government. 6. PSWDO spearheads Cavite Day Care Workers general assembly

TRECE MARTIRES CITY, Cavite, June 15 (PIA) – Some 1,000 day care workers from different cities and municipalities including provincial and local officials, officers of different Day Care Workers Federation in the province converged recently at the provincial gymnasium for this year’s Cavite Day Care Workers general assembly.

The event was a pre-celebration of the Day Care Workers Week under Proclamation No. 404 Series of 2003 declaring June 7 to 11 of every year as National Day Care Workers Week with this year's provincial theme: “Day Care Workers! Dedikasyon Mo, Inspirasyon ng Bawat Batang Caviteño.” 

The awarding of winners in the Search for Model Day Care Worker of the year and the giving of loyalty awards to day care workers who have been in the service for the longest time was the highlight of the event.

Teacher Dolores J. Gatpandan of St. Claire Day Care Center, Kaybagal Central, Tagaytay City bested 10 other nominees in the Search for Model Day Care Worker 2015 for her outstanding and exemplary performance as day care worker and her invaluable contribution in the promotion of child development and protection in the province of Cavite.

She received a certificate, bouquet of flowers and cash incentives. Likewise, certificates and cash were given to the 27 Loyalty Awardees from the different cities and municipalities who served as day care workers for 18-35 years.

DSWD Regional Director Leticia T. Diokno, guest of honor, lauded the strong support and commitment by Governor Jonvic Remulla to the day care service. Diokno described the day care workers as silent heroes who have provided substitute parental care and childhood education to children 2-4 years old.

The day care workers according to Diokno are partners in the implementation of the national government’s Pantawid Pamilyang Pilipino Program.

In line with this year’s national theme, Day Care Workers: Sa Matapat, Mahusay at Magiliw na Paglilingkod, Kakayahan at Kagalingan ng mga Bata ay Sigurado, Diokno ended her message by stressing that all day care workers should see to it that their services are always honest, excellent and caring. 7.  Gen. Trias' tradition of excellence caps 56th Gawad Parangal

GENERAL TRIAS, Cavite, June 15 (PIA) -- The local government once again recognized 614 youths who finished elementary, high school and college during the 56th Gawad Parangal held at the General Trias Cultural and Convention Center.

The Gawad Parangal is a yearly undertaking of the local government aimed to give recognition to Gentriseños in the field of education.

Aside from the 614 youths, the local government also recognized the 61 new professionals who passed the bar examination and other national tests given by several government institutions.

Mayor Antonio Ferrer who always lead the annual event, encouraged again and challenged the students to study hard to achieve the ultimate goal in life, to finish college and become responsible professionals in their community. He reminded them that poverty is not an obstacle in pursuing education as the local government is always supportive to their needs.

Professor Fredeline “Poppee” R. Parin, guest of honor and speaker, encouraged the youths and the young professionals to continue striving in their respective fields and to reach their ultimate goals.

Prof. Parin is recognized as one of the best musicians of the country, particularly in trumpet music. Currently a professor at the University of Philiipines - College of Music, principal trumpet player of the Philippine Philharmonic Orchestra and the International Trumpet Guild.

LAGUNA
1. OCD readies response agencies for the 7.2 magnitude quake

CALAMBA CITY, Laguna, June 18 (PIA) -- Following the launch of the comprehensive Valley Fault System Atlas last May 18, the Office of Civil Defense here on Tuesday (June 10) convene all the response agencies in preparation for the 'big one' or the magnitude 7.2 earthquake that may hit anytime soon.

OCD Regional Director Vicente F. Tomazar who is also the chairperson of the Regional Disaster Risk Reduction and Management Council said it is important to identify resources and the status of preparedness of the agencies involved in the rescue, recovery and rehabilitation efforts as parts of the region are situated along the valley fault line.

Among the affected areas in the Calabarzon region are the municipalities of San Mateo and Rodriguez in Rizal which are both positioned between the East and West Valley Fault. The 100 km-long WVF also transects portions of Carmona, Silang and General Mariano Alvarez in Cavite and San Pedro, Binan, Sta. Rosa, Cabuyao City and Calamba City in Laguna.

According to the Philippine Volcanology and Seismology, the movement along the valley fault system can result to ground rupture that may be damaging to buildings and structures built directly above the active fault.

During the committee meeting, response agencies including the Southern Luzon Command, Bureau of Fire Protection, Philippine National Police, Disaster Risk Reduction and Management Council, and Philippine Red Cross, discussed their contingency plan, resources framework and activities prior to the earthquake hazards.

The Department of Social Welfare and Development also assured that relief goods are enough and already prepositioned in their warehouses in Cavite and Laguna. The Department of Public Works and Highways meanwhile affirmed that they will conduct infrastructure audit among government and school buildings.

Intensified earthquake drills
Realizing the possibility of the earthquake, the RDRRMC set the activities of this year’s National Disaster Consciousness Month slated this July 2015 with emphasis on the VFS.

Themed “Pamilya at Pamayanang Handa, Katuwang sa Pag-unlad ng Bansa, the council has arranged intensified earthquake drills among public schools and business establishments located along and near the tracks of the VFS. The council also lined up series of information, education and communication campaign among public schools in preparation for the big one.

Tomazar also urged regional line agencies and local government units officials to conduct earthquake drills and alike in their respective offices for their own safety should an earthquake take place. (PIA-4A)

1. Tagalog news: K to 12 pinaghahandaan sa Lungsod ng Batangas

LUNGSOD NG BATANGAS, Hunyo 18 (PIA) --“On-process pa ang tulong lalo na ang mga karagdagang school buildings na hinihintay mula sa national government hinggil sa implementasyon ng K to 12 sa lungsod ng Batangas,” ayon kay officer-in-charge assistant schools division Supt. Rhina Silva.

Sinabi ni Silva na kailangangan ma-validate ng Department of Education (DepEd) central office ang mga criteria upang mapondohan ang mga naturang school buildings tulad ng buildable space at kapag makumpleto na ang validation process, maaari nang simulan ang pagpapagawa ng mga paaralan na popondohan ng national government.

Subalit ayon kay Silva, “minor setback lamang ang delay ng tulong buhat sa DepEd central office dahil aniya, inako ng pamahalaang lungsod ng Batangas ang kakulangan ng school buildings at resources upang maging handa ang mga paaralan sa lungsod sa K to 12 program.

Bukod sa K to 12 trainings at seminars para sa mga guro na pinondohan ng city government bago magbukas ang klase, tatlong school buildings-dalawang two-storey at isang three storey, ang ipinagawa nito sa Batangas National High School (BNHS) bilang laan para sa senior high school.

Subalit dahil sa department order ng DepEd na ang mag-ooffer ng senior highschool ay dapat ang populasyon ay hindi tataas sa 5,000 mag-aaral, ay hindi na ito magagamit, bagkus ang humigit-kumulang sa 10,000 mga estudyante ng BNHS ang makikinabang.

Ani Silva, hindi ito masasayang sapagkat malaking tulong ito dahil bumalik na sa single shift ang klase sa BNHS at inaasahang mababawasan na ang kaso ng absences at drop-outs sa nasabing paaralan.

Napondohan na rin ang pagtatayo ng stand alone ng junior at senior high school buildings sa Alangilan Central School at Gulod Itaas Elementary School mula sa Special Education Fund (SEF). Ang SEF ay bahagi ng Real Property Tax (RPT) na kinokolekta ng pamahalaang lungsod ng Batangas.

3.  Tagalog news: Civil Registrar's Office, namahagi ng libreng birth certificates

LUNGSOD NG BATANGAS, Hunyo 17 (PIA) --May kabuuang 3,724 birth certificates ang libreng ipinamahagi kamakailan ng City Civil Registrar’s Office (CRO) sa mga mag-aaral na papasok sa Grade 1 ngayong pasukan.

Tinanggap ng mga Division of City Schools Superintendent and Department of Education District Supervisor ng pitong distrito kasama na ang Verde Island ang birth certificates upang ibigay sa mga magulang na mga batang papasok sa Grade 1.

Bago mag pasukan, kinuha na ng CRO ang listahan ng mga batang papasok ng grade 1 sa mga principal, kalakip ang sulat na isusumite ito hanggang Disyembre. Pagkatanggap ng mga listahan ay inihanda na ng CRO ang mga birth certificates upang maibigay ng mas maaga bago magpasukan.

Sinabi ni Josie Maranan, hepe ng Batangas City CRO, na ang proyektong ito ay 13 taon na nilang isinasagawa na nagsimula noong 2002 hanggang sa kasalukuyan.

Mahigit na 50,650 bilang ng birth certificates na may kabuuang P2milyon mahigit ang halaga ang naipamigay na city CRO sa ilalim ng programang 'Oplan Kamalayan.' Pro-poor initiatives should not be seen as campaigning, says Palace official
A Palace official said on Wednesday that allocating funds to the government’s priority projects should not be misconstrued as early campaigning, as the administration is merely implementing its "daang matuwid" agenda.

During a press briefing in Malacañang, Presidential Spokesperson Edwin Lacierda said that what others consider as early campaigning is, for the Palace, no more than work for the continuity of “daang matuwid”.

Secretary Lacierda was commenting on reports that a number of politicians, who have already publicly declared their intention to run for next year's presidential election, have accused some government officials of using public funds for early campaigning.

“We have a different view of what the government is doing. What he considers campaigning, we consider as working for the continuity of daang matuwid. Hindi pa tapos ang daang matuwid. Dapat ipagpatuloy ang mga ginagawa natin,” he said, referring to comments reportedly made by Vice President Jejomar Binay.

Citing examples, he said the government is focused on the beneficiaries of the Conditional Cash Transfer (CCT) program; on education, with the K to 12 basic education program and the construction of 66,000 classrooms; as well as on public health, with the wider PhilHealth coverage.

He also mentioned the major investments in infrastructure, which would benefit the people and generate employment.

"These are all part and parcel of daang matuwid -- investing on people, investing in the country, investing in making sure that no one is left behind," Lacierda explained.

"If he takes it as campaigning, he is entitled to his opinion. But we are doing right for the Filipino people, we are doing the daang matuwid," he added. PND (as)

Government affirms commitment to help decommissioned combatants, families
Malacañang on Wednesday affirmed its commitment to help the decommissioned combatants of the Moro Islamic Liberation Front (MILF) and their families begin a new life after decades of conflict in Mindanao.

The Aquino administration is fully committed that no one should be left behind, Presidential Spokesperson Edwin Lacierda said during the daily press briefing at the Palace.

After President Benigno S. Aquino III led the initial phase of the decommissioning of MILF fighters and weapons in Sultan Kudarat, Maguindanao on Tuesday, some of the combatants and their families expressed hope that the government would provide them livelihood and help their children gain access to education.

Secretary Lacierda noted that during last year’s launch of Sajahatra, an initiative to help families in the Bangsamoro restart their lives following many years of violence, the government granted Muslim families PhilHealth coverage, livelihood and scholarships.

"We are also identifying CCT (conditional cash transfer) families within this group, kasi kailangan natin talagang tulungan sila dahil ilang taon silang panay bakbakan. Walang seguridad ang buhay nila dahil any time, magkakaroon ng bakbakan," he said.

"Now, they are assured of peace, and they can now be assured na tutulong ang pamahalaan and that is why the government is fully committed."

Lacierda further said that President Aquino went to Maguindanao on Tuesday to show that he is one with them and that he is the President of the entire Philippines, including Muslim Mindanao.

Having such commitment is important in attaining lasting peace in Mindanao, he said, underscoring the government's dedication to help the region. PND (as)

The Department of Budget and Management (DBM) has declared that 95.1 percent or P1.27 trillion of the agency allotments in 2015 has been released as of the end of May. Of the P2.606-trillion FY 2015 National Budget, the total allotments released for the same period amounted to 83.9 percent or P2.19 trillion, which comprises two categories of releases: those covering the 2015 General Appropriations Act (GAA) and releases for Automatic Appropriations.

This is consistent with the Aquino Administration’s General Appropriations Act-as-Release-Document (GAARD) regime, which was first implemented at the start of 2014. Under GAARD, departments and agencies can begin obligating funds, start procurement procedures, and enter into contracts without securing a Special Allotment Release Order (SARO) from DBM. The GAA is used as the official release document, which facilitates speedier project execution and reduces bottlenecks.

“With the majority of the allotments for agencies already released, we can now concentrate on improving expenditure levels across the bureaucracy. We’ve also enacted measures that would make budget execution more efficient to help us ramp up public disbursements,” Budget Secretary Florencio “Butch” Abad said.

“We are also calling on our major implementing agencies—particularly those with hefty budgets and large-scale programs—to make the most of the funds that have already been released to them. When government departments and agencies don’t spend efficiently, we won’t just be looking at slower economic growth. We’re also looking at potential delays in the delivery of public goods and services,” he added.

Of Automatic Appropriations, 94.1 percent has been released while 78.9 percent from the 2015 GAA has been released. For the original program, the 2015 allotment releases until May registered a 1.2 percent improvement over the same figure in 2014. Similarly, government departments and agencies received 4.6 percent more of their budgets in 2015 than they did during the first five months of 2014.

“We’re already implementing measures to improve public spending. However, a lot of institutional weaknesses still need to be addressed if we want to accelerate government spending and support further economic growth in the country. Agencies will have to work closely with us so we can achieve this,” Abad said.

Among the measures to improve planning capacities in the national and local governments is the creation of a sub-committee of the Development Budget Coordination Committee (DBCC) that will be tasked to look into and evaluate project proposals costing less than P1 billion. This sub-committee will be headed by the National Economic and Development Authority (NEDA)

Likewise, the National Government plans to strengthen the Public-Private Partnership (PPP) Center with more staff while granting additional budget support for the Project Development and Monitoring Facility (PDMF).

Pantawid Pamilya housewives build their dream business venture with P50

Where can your P50 take you?

For the beneficiaries of Pantawid Pamilyang Pilipino Program from Barangay San Isidro Sur, Binmaley, Pangasinan, their P50 has taken brought them to their dream bangus business venture. Binmaley is a first class municipality in the province of Pangasinan famous for its bangus (milkfish) aquaculture, due to the existence of numerous fishponds. The town is also known as the Fishbowl Capital of the North.

In January last year, 50 housewives grouped and formed together the Maanos-Maseet Sustainable Livelihood Program Association in their barangay. They contributed P50 each to complete the needed P1,200 initial capital to start their bangus processing business.

The women decided to set up their business enterprise to have an additional source of income for their family families and not just rely on the cash assistance from Pantawid Pamilya.

Pantawid Pamilya is a human development program implemented by the Department of Social Welfare and Development (DSWD) that invests in the health and education of poor families, primarily those with children aged 0-18. It provides cash grants to partner-beneficiaries who comply with the conditions of sending their children to school, bringing them to health centers for checkups, and attending the monthly Family Development Sessions (FDS).

Recognizing the potential of the association, the DSWD and the Bureau of Fisheries and Aquatic Resources (BFAR) provided the fish deboning kits while the local government unit of Binmaley extended additional logistics, and the Office of Congressman Leopoldo Bataoil donated a smoke drum, as support.

More than a year later, the association now has a revolving capital amounting to P92,305 with P36,044 cash deposit.

Growing in such a short span of time, the association is now one of the most successful livelihood associations in the Ilocos Region.

Everybody has a role

The group attributes its success to the active participation of the members.

Each member plays an important role in the business starting from the production, to bookkeeping, to marketing.

Thrice a week, from 7:00 to 10:00 am, there are assigned members who do the deboning in their own production site, that they established in a 5×4 meter room made from bamboo and scrap materials attached to the house of one of the group members’s house.

While some members are engaged in deboning, others are out getting orders and selling their products such as boneless bangus, smoked bangus, relyenong bangus, shanghai bangus, embutidong bangus, bangus sardines, bangus siomai, and tosinong bangus at their exhibit area in the barangay hall.

Members who render four hours of work deboning bangus are paid P50 each per day. In a week, more than 25 kilos of fresh bangus from the fishponds of the local government of Binmaley, are being deboned.

Ten percent of their total income is deposited to the Association’s bank account for additional capital, savings, and mobilization.

Changed lives

The success of their business venture changed the life of each member of the association.

The members revealed that before their bangus processing enterprise, they used to gamble, play cards, and talk about each other’s lives as past time activities, or just stay at home to care for their children and spouses.

Today, as members of the association, they provide moral support to each other by sharing their problems with one another. They also actively participate in community projects, such as regular clean-up activities.

According to Rowena Tolentino, one of the members, “Ang aming samahan ay tuloy-tuloy na umuunlad sa pag-angat ng aming negosyo (Our association continues to grow with our flourishing business.)”

They are now happy and fulfilled, able to augment their husbands’ earnings.

Association President Gilda F. Belda, association0 President, is proud to say that she has already become already self-sufficient.

Looking back at her Comparing their family’s life before they became Pantawid Pamilya beneficiaries, Gilda narrated that the program opened doors of opportunities for her.

Through Pantawid Pamilya, she was able to avail of livelihood trainings provided by the Technical Education Skills Development Authority (TESDA), such as bangus products processing provided by the Technical Education Skills Development Authority (TESDA).

“Malaking tulong sa akin na nagkaroon kami ng mga trainings dahil mas naging mahusay kami sa tamang proseso ng fish deboning at iba pang boneless na produkto. Mahigit-kumulang P3,600.00 ang kita ko buwan-buwan dahil palaging may nag-iimbita sakin para magpatraining sa ibang probinsya (Having the opportunity to avail of trainings was is a big help to me because I learned how to hone my skills in fish deboning and other boneless products. I earn as much as P3,600 every month since I am often invited to conduct trainings in other provinces),” Gilda enthused.

With her earnings in the association and her income as a trainer on bangus processing, Gilda can now help provide for her family. DSWD Secretary Corazon Juliano-Soliman lauded the members of the association, emphasizing that beneficiaries of government programs can indeed achieve success through their own determination and hard work.

Lourdes Ramiro-Lopez for Falsification of Public Document in connection with the entry in her personal data sheet (PDS) falsely claiming to be a graduate of AB Broadcast Communication from the University of the Philippines (UP).

It will be recalled that in 2013, Lopez was held administratively liable for Dishonesty, Misconduct and Conduct Prejudicial to the Interest of the Service, and imposed upon her the penalty of dismissal from the service as well as the accessory penalties of cancellation of civil service eligibility, forfeiture of retirement benefits, and perpetual disqualification from holding public office.

Lopez began her career with the Department of Foreign Affairs (DFA) as a Foreign Service Staff Employee (FSEE) I at the Philippine Consulate in New York City. She then rose through the ranks and served as Foreign Service Officer (FSO) IV, FSO III, FSO II, FSO I, Counsellor and Chief of Mission (CM) II, CM I, DFA Assistant Secretary and Philippine Consul-General in Osaka, Japan.

Bohol's uplifted coast declared a 'Geological monument'

The Department of Environment and Natural Resources has declared as a geological monument certain coastal areas in two municipalities in Bohol, which were uplifted after a magnitude 7.2 earthquake hit the province in October 2013.

Known as the “Loon-Maribojoc Geological Monument” as embodied in DENR Administrative Order (DAO) No. 2015-08 issued by DENR Secretary Ramon J. P. Paje, the uplifted coastal area covers some 137 hectares or 1.37 square kilometres of coastline within the towns of Loon and Maribojoc.

“The department order declaring the uplifted coastal area as a geological monument serves to provide a legal framework for the recognition, preservation and protection of the uplifted coast, as well as encourage further researches and studies on the monument for the advancement of geosciences in the country,” Paje said.

According to Paje, the DENR’s Mines and Geosciences Bureau (MGB) recommended the declaration of the coast as a geological monument based on its initial survey showing that the area formed “unique geological features” after the quake lifted the land by up to 1.2 meters.

Stretching eight kilometres, it straddles four barangays of Loon, namely Tangnan, Cuasi, Tontonan and Song-on, and two barangays of Maribojoc – Punta Cruz and Guiwanon.

The DENR said the uplift “constitutes an irreplaceable segment of the earth’s history and geological heritage.”

Under the DAO, the MGB will perform ground verification of the area as indicated in the survey map. This will be followed by the installation of a marker containing the geological history, description and significance of the geological monument.

The bureau was also tasked to coordinate with other government agencies and concerned local governments in the preparation of a management plan for the park.

The plan will focus on enriching understanding and appreciation of the geological phenomenon, and the promotion and maintenance of the area as a potential ecotourism destination, as well as for scientific and educational purposes.

Geological monuments are sites that show outstanding features or processes considered by geologists and other scientists as worthy of conservation.

There are six other national geological monuments earlier declared by the DENR. These are the Chocolate Hills, also in Bohol; the Hundred Islands in Pangasinan; the sand dunes of Ilocos Norte; the St. Paul Limestone Formation in Puerto Princesa, Palawan; the Taal Volcano in Batangas; and the Montalban Limestone Gorge in Rodriguez, Rizal.

The Department of Justice (DOJ) today commended the 16th Congress for the approval of the long overdue Philippine Competition Act, a landmark legislation that will penalize anti-competitive agreements, abuse of dominance, and anti-competitive mergers.

"We congratulate the Bicameral Conference Committee led by Senator Paolo Benigno Aquino IV and Representative Dakila. Carlo E. Cua for their energy and dedication to work on economic justice," said Secretary Leila M. De Lima. "The Department will continue to support legislation that will level the playing field and inject fairness and transparency in dealings and transactions specially those affecting small businesses and consumers," she said.

The enactment of an updated and comprehensive competition law is at the top of the President's priority legislative agenda. It will be recalled that in his first State of the Nation Address (SONA) in 2010, the President called for anti-trust measures and then created the Office for Competition (OFC) to advocate for competition reforms.

"This legislation actually rewards good business practices and goes against those who exploit markets or engage in abusive behavior," said DOJ Assistant Secretary Geronimo L. Sy, Head of DOJ-OFC. "Building a competition culture across all sectors of society is key. We are happy that we finally passed it," he said.

Under the proposed law, the DOJ-Office for Competition is assigned to investigate cartels that are considered criminal actions.

NPL Ratio of rural and coop banks declines

The non-performing loans (NPLs) of rural (RBs) and cooperative banks (CBs) represented 11.85 percent of the combined total loan portfolio (TLP) of these banks at end-2014.

The latest figure is the lowest gross NPL ratio posted collectively by RBs and CBs since the 11.49 percent recorded at end-September 2012.

Compared with September 2014 figures, the NPL ratio for RBs and CBs declined following a rise in the banks’ TLP and a slight decrease in their gross NPLs.

At end-2014, the banks’ TLP stood at Php 138.44 billion, 2.84 percent higher than the Php 134.61 billion posted a quarter earlier. The gross NPLs of RBs and CBs, on the other hand, dropped by 0.45 percent from Php 16.48 billion to Php 16.40 billion during the period.

Meanwhile, the banks’ reserves for potential credit losses also rose quarter-on-quarter. At end-2014, RBs and CBs provisioned for 58.30 percent of their gross NPLs. The banks’ NPL coverage ratio stood at 57.58 percent at the end of the third quarter last year.

Among economic sectors, the biggest recipients of loans from RBs and cooperative banks at end-2014 were agriculture, hunting, forestry and fishing; wholesale and retail trade; real estate, renting and business activities; and loans to individuals for consumption purposes.

The Bangko Sentral ng Pilipinas (BSP) looks into the loan exposures of the country’s banks as part of its mandate to promote adherence to sound credit underwriting standards. This is essential to Financial Stability, which is the overarching supervisory policy objective of the BSP.

Customs revenue collections up 2.6% from Jan-April

Total collections of the Bureau of Customs (BOC) for the first four months of 2015 reached P120.384-Billion, an increase by P3.118 billion or P2.6% over the P117.266-Billion collected from January to April of 2014.

Collections from non-oil grew by 5% year-on-year from P21.623-Billion in April 2014 to 22.699-Billion April 2015, driven by the increase in both its volume and value of imports by 12.0% and 2.6%, respectively.

Despite an increase in collections of non-oil imports, the Bureau of Customs (BOC) posted a total collection of P28.141-Billion in April, 8.5% lower than the P30.764-Billion collected in April 2014.

On the other hand, despite a 6.7% increase in the volume of oil imports, collection on oil imports-which was 30% of total collections in April last year-fell to P5.441 billion from 9.141 billion in 2014, due to a 45% drop in the weighted average values of crude oil and petroleum products.

DFA repatriates 4 Filipino fishermen from Indonesia

16 June 2015 – The Department of Foreign Affairs (DFA), in coordination with the Philippine Consulate General in Manado, is scheduled to repatriate tomorrow, June 17, four (4) Filipino fishermen of fishing vessels KM Sta. Cruz, KM Sto. Tomas, KM San Jose, and FB Vient from Jakarta.

The 4 Filipino fishermen were arrested on 30 April 2015 for illegally fishing in Indonesian waters. They were not in possession of passports nor travel documents when they entered Indonesian waters.

DFA has requested the Department Social Welfare and Development (DSWD) to meet the repatriates at the airport and to arrange for their temporary shelter and transportation requirements for their onward travel to General Santos City. The DFA and DSWD have been working together to assist Filipino fishermen repatriated from Indonesia.

The Office of the Undersecretary for Migrant Workers Affairs (OUMWA) headed by Undersecretary Jesus I. Yabes is facilitating the repatriation of 43 other Filipino fishermen arrested by Indonesian authorities for the similar offense of illegally fishing in Indonesian waters. Their travel arrangements are being processed by the Philippine Consulate General in Manado in coordination with Indonesian government authorities.

DFA brings home 33 OFWs from Libya

16 June 2015 – The Department of Foreign Affairs announced the repatriation of another group of 33 overseas Filipinos from the central and western region of Libya who safely crossed into the Tunisian border on June 12. The latest batch of repatriates, who included 2 dependents, were escorted by personnel of the Philippine Embassy in Tripoli and are scheduled to arrive in Manila in three separate commercial flights starting June 15.

Thirty two (32) Filipinos arrived yesterday in two separate commercial flights, while the last of the group is scheduled to arrive on Thursday, June 18.

Arrangements for the repatriation of another group of 112 OFWs from Benghazi and the eastern region of Libya are being finalized by the Philippine Embassy in Tripoli and they are expected to be transported by commercial carrier in two separate batches on June 17 and 21.

The Department of Foreign Affairs estimates that there remain approximately 3496 Filipinos in Libya. To date, 5091 Filipinos and their dependents have been repatriated from Libya at government’s expense. The Philippine Government had declared Alert Level 4 over Libya which enjoins the mandatory evacuation of all Filipinos from that country.

The Social Security System (SSS) saw an increase in benefit payments and improved actuarial position after structural reforms were taken in January last year said SSS President and Chief Executive Officer Emilio S. de Quiros Jr., adding that the state-agency has so far paid P139.2 billion in total benefits since January 2014 or 52 percent higher than 2013 record.

De Quiros said a big portion of the releases went to retirement at P76.2 billion; followed by death, P45 billion; maternity, P6.2 billion; disability, P5.2 billion; funeral, P3.9 billion; sickness, P2.6 billion; and medical and rehabilitation services, P23.6 million.

The SSS reserve fund also went up almost 2.9 percent as of April 2015 to P430 billion from P418 billion in 2014, the official said.

“The figures speak for themselves. The reform agenda enabled the SSS to maintain its financial position solidly at a level that can support higher benefit payments.” De Quiros said.

SSS implemented its new contribution rate at 11 percent and increased its monthly salary credit to P16,000 effective January last year as part of the SSS reform agenda that seeks to lengthen the actuarial life of the Social Security Fund. The reform agenda also aims to reduce the unfunded liability, which was previously reported at P1.1 trillion by five percent to P908 billion, De Quiros said in a previous report. Unfunded liability refers to the wide gap between contributions paid and amount of benefits received.

At present, SSS funds are projected to last until 2042, with three years added to its fund life as a result of the contribution rate hike in 2014.

“In addition, SSS was able to raise the monthly pensions of existing pensioners as of May 31, 2014 by five percent in June 2014,” De Quiros said, stressing that a definite source of funding or a corresponding adjustment would provide an opportunity for another pension increase.

“We are cognizant of the difficulties our members are faced with, however, we can only do so much under the constraints and limitations of the law that governs us. That said, we continuously look for permissible solutions to improve the SSS program, with them always in mind,” De Quiros said.

The SSS Chief said that members can also look forward to an increase in the maximum amount of funeral benefit, from the current fixed amount of P20,000 to a variable of P20,000 to P40,000 based on the member’s number of contributions and average monthly salary credit.

WB approves P257-M FMR rehab proj in Visayas

Farmers in Passi City, Iloilo now have a chance for better incomes and improved lives after the World Bank (WB) has issued the No-Objection Letter 2 (NOL2) for the construction of currently the biggest Infrastructure Development project under the Department of Agriculture’s Philippine Rural Development Project (DA-PRDP) in Visayas.

NOL 2 is issued to sub-projects that are approved for implementation. Prior to this, an initial NOL is issued that secures the funding of a particular sub-project. Infrastructure projects amounting to above US$5 million (approx P225.8 million) are subject to WB review.

The WB has issued last week the NOL 2 allowing the commencement of the rehabilitation of the 28-kilometer Imbang Grande-Tagubong-Gemumua-Agahon-Agtabo Farm-to-Market Road (FMR) in Iloilo amounting to P257.8 million (M).

The rehabilitation of the FMR is a counterpart initiative between the DA-PRDP and the Local Government unit (LGU), of which PRDP will finance 90% of the total project cost while the LGU will provide the remaining 10% funding.

In a letter addressed to PRDP Project Director and DA Undersecretary Emerson Palad, WB Task Team Leader for PRDP Carolina Geron has requested the DA to ensure the tight monitoring of the project implementation.

“Ensure that all construction and quality control equipment must be geotagged and key personnel must be mobilized within one month from the issuance of Notice to Proceed,” Geron said.

She also said that the contractor must submit to the Iloilo Provincial Local Government the geotagged photos of the sub-project showing progress prior to the construction and the subsequent months until project completion.

Palad explained that geotagging, which is one of the project monitoring tools highlighted by the PRDP, has played a vital role from the project proposals to actual implementation.

“We can be assured the project is really being implemented and that contractor and the LGU are following the quality standards we have set under the PRDP.”

“The Infrastructure Development (I-BUILD) component of the PRDP aims to develop a strategic network of climate-resilient rural infrastructures and facilities that will support the commodity value chain in project areas,” added Palad.

The FMR will support mainly the production and marketing of swine, rice, sugarcane and corn of farmers in 51 barangays as a result of the road rehabilitation, but Palad added that the entire agriculture industry in the area can benefit in the project, as well as the 4,000 dwellers around the road area.

“FMRs will not only help spur the development of the agriculture industry but can spur other economic activities as well and improve the overall economy in the rural areas,” said Palad.

Presently, 124 sub-projects worth P5.9 billion under the I-BUILD component have been approved for PRDP funding.

The PRDP is a six-year national project that aims to establish a modern, inclusive, value-chain oriented, and climate resilient agriculture and fisheries sector. It is implemented through the partnership of the DA, World Bank and LGUs. (Catherine Nanta, DA-PRDP)

MB places Siargao Bank (A Rural Bank), Inc. under PDIC receivership, all valid insured deposit claims will be paid

The Monetary Board (MB) placed Siargao Bank (A Rural Bank), Inc. under the receivership of the Philippine Deposit Insurance Corporation (PDIC) by virtue of MB Resolution No. 919.B dated June 11, 2015. As Receiver, PDIC took over the bank on June 15, 2015.

Siargao Bank is a three-unit rural bank with Head Office located at 03406 Jose C. Sering Bldg., Borromeo St., Surigao City, Surigao del Norte. Based on the Bank Information Sheet filed with the PDIC as of December 31, 2014, the bank is owned by John and Nanette S. Wright (19.09%), Socorro L. Sering (18.58%), Eugene Razon and Jacqueline Sering (18.54%), Mary Ann Lucille L. Sering (13.46%), Joseph Calderon and Remedios Sering (10.64%) and Vert Bleu Acquisitions, Inc. (2.78%). The Bank's President is Nanette S. Wright and its Chairman is Remedios S. Calderon.

Latest available records show that as of March 31, 2015, Siargao Bank had 9,739 accounts with total deposit liabilities of P116.9 million. Total insured deposits amounted to P112.6 million or 96.4% of total deposits.

PDIC said that during the takeover, all bank records shall be gathered, verified and validated. The state deposit insurer assured depositors that all valid deposits shall be paid up to the maximum deposit insurance coverage of P500,000.00.

Depositors with valid deposit accounts with balances of P50,000.00 and below need not file deposit insurance claims, except when they have outstanding obligations with Siargao Bank or acted as co-makers of these obligations, and have incomplete and/or have not updated their addresses with the bank. PDIC targets to start mailing payments to these depositors at their addresses recorded in the bank by the first week of July.

Depositors may update their addresses until June 25, 2015 using the Mailing Address Update Forms to be distributed by PDIC representatives at the bank premises.

For depositors that are required to file deposit insurance claims, the PDIC targets to start claims settlement operations for these accounts by the second week of July.

The PDIC also announced that it will conduct a Depositors-Borrowers Forum on June 26 and 29, 2015 to inform depositors of the requirements and procedures for filing deposit insurance claims. The time and venue of the Forum will be posted in the bank premises and announced in the PDIC website, www.pdic.gov.ph. Likewise, the schedule of the claims settlement operations, as well as the requirements and procedures for filing claims will be announced through notices to be posted in the bank premises, other public places and the PDIC website.

Roxas: Actions, not words, win fight against illegal drugs

Secretary of the Interior and Local Government Mar Roxas ordered the men and women of the Philippine National Police (PNP) to step up the fight against illegal drugs and win the war against drug syndicates.

"Let us show our people actions not words. Let us show them operations not memos. Let us show them arrests not excuses. We should not let our people down. Let us not allow illegal drugs to win in our country," said Roxas, who was the guest speaker during the first Regional Anti-Illegal Drugs summit in Koronadal City, Cotabato, on Tuesday (June 16).

Roxas personally issued the directive before the local government executives, civil society organizations, and PNP officials including acting PNP Chief Deputy Director General Leonardo Espina; as he assured the LGUs and local residents of Region 12 that the PNP will not relent the fight against illegal drugs.

"The threat of Illegal drugs is more than a corrosive chemical, it eats at the very soul of its victims and I know, how hard we tried beat it in the past," Roxas said.

"Kahit marami pa tayong nagawa, kulang pa rin ito. Now we must find new ways and means to win the war against illegal drugs," he stressed.

During the same event, Roxas ordered Gen. Espina to make his officers in the audience to stand at attention as a gesture of committing to the people of Region 12 their dedication and resolve to combat the drug problem.

"The fact that we are all here today attending this summit means that there are still problems that need to be addressed regarding illegal drugs. If we give up this fight parang isinuko na rin natin ang mga pamilya natin, ang mga kapitbahay natin, ang mga komunidad natin, lalong lalo na ang kinabukasan ng bansa natin," Roxas pointed out.

The Department of Interior and Local Government (DILG) chief also assured the people that the department and the PNP will hunt down drug syndicates and that there will be no sacred cows.

"Sa hanay ng DILG at ng PNP, I commit to you these men that they will produce results. Magsumbong kayo, ire-raid namin kahit sino pa ‘yan. Wala kaming sisinuhin, wala kaming sasantuhin. Hindi kami magpipikit-mata dito sa laban sa illegal drugs," Roxas said.

"Mga kababayan naming sibilyan, these are the men in blue, nandito sila ngayon nagre-recommit ang bawat isa sa kanila at kung meron kayong reklamo na hindi nila ginagawa ang kanilang trabaho ay magsumbong lang po kayo sa akin. I will give you the number to call or text para malaman namin kung nagtatrabaho o hindi ang ating mga pulis sa inyong lugar," he added.

"I will expect results, I will expect arrests... and I will expect quality arrests hindi ‘yung kulang sa ebidensya na kung isasampa sa husgado ang kaso ay madi-dismiss lamang agad. Let us show our people we mean business. ‘Yan po ang aming ambag sa inyo: our full good-faith effort na ipakita sa inyo na karapat-dapat kami sa pagtitiwala na ipinagkakaloob ninyo sa amin," Roxas said.

"Now, let us start our intensified anti-drugs efforts here in SOCCSKSARGEN with all of you joining together and we need results because we want to show the drug syndicates that we mean business," he also added.

Gov't to keep a closer watch on Yolanda projects; Abad: Program monitoring to help boost govt spending

The Department of Budget and Management (DBM) has released guidelines for the creation of full-time delivery units (FDUs) that would ensure the proper implementation of priority programs or projects that need close monitoring—like those under the Yolanda Comprehensive Rehabilitation and Recovery Plan (CRRP)—to help boost public spending and speed up project execution.
In accordance with Administrative Order (AO) No. 46, all agencies and departments are directed to facilitate the prompt implementation of their programs and projects via the FDUs. These FDUs will help agencies meet their respective timelines and targets for each project, as well as improve their capacity to fully utilize their budgets.
“The FDUs can help us address agency-wide problems in procurement, budget planning, and project implementation, which were notable root causes in last year’s underspending. In the process, these units can also assist us in keeping better track of expenditures under each agency,” Budget Secretary Florencio “Butch” Abad said.
DBM’s Circular Letter No. 2015-8 states that agency FDUs will act as “problem solvers” by coming up with delivery and execution strategies to help clear bottlenecks or delays in program/project implementation. They are also supposed to review performance measurements and identify potential risks for each program or project.
Each FDU will likewise have a DBM counterpart to work closely with. The DBM counterpart will identify organizational and operational efficiency issues that contribute to underspending, as well as recommend measures that would address these.
DBM FDUs are also tasked to identify the departments or agencies that require close monitoring. Both DBM and agency units are supposed to meet at least once a month to address bottlenecks resulting in lower-than-expected spending in departments and agencies.
“With these units monitoring the Administration’s high-priority programs and projects, the President has required strict reporting from them every seventh day of the month. Likewise, the FDUs have been ordered to fast-track post-Yolanda rehabilitation and address whatever implementation issues they may have,” Abad said.
As of May 31, 2015, the National Government has released P84.7 billion to address the damage caused by Typhoon Yolanda. These funds have been charged from a variety of sources, from the Calamity Fund of the FY 2012 Budget Continuing Appropriations (Republic Act 10155) to the National Disaster Risk Reduction and Management Fund (NDRRMF) of the FY 2015 Budget (RA 10651), as well as two Supplemental Appropriations (RA 10634 and RA 10652).

Aside from the Yolanda CRRP, FDUs will also handle other programs and projects that are integral to the key priorities of the National Government, like social services, infrastructure, and agriculture.
At the department level, the FDU head—designated by the department to act as the point person—shall be at the level of the Undersecretary. A full-time Secretariat in each FDU will also assist each unit in terms of management and administrative support.
“In both our Yolanda efforts and our other priority programs, the Aquino administration through the DBM has made great strides in ensuring adequate funding support. We’ll have to continue working on speeding up government spending, however. The faster agencies spend their budgets, the faster that public goods and services can be delivered to the people,” Abad said.

LEGAZPI CITY – Approval and support among the Bicolanos for the implementation of the K to 12 Program is continually gaining further strength in numbers with the increasing signatories to the manifesto of support generated during the recent information and services caravan conducted by the Regional Information and Advocacy Committee Technical Working Group (RIAC-TWG) of the Regional Development Council (RDC) in Presentacion, Camarines Sur.

Presentacion Mayor Jimmy Villete Deleña led his constituents in signing the K to 12 Manifesto of Support and the signature wall set up at the Department of Education (DepEd) booth located at the municipal covered court during the three-day activity.

“I am strongly pushing for the implementation of the Senior High School (SHS) for this will bring progress and development,” Deleña said. He also cited local government’s involvement in the Municipal Education Summit conducted on May 29 in the same venue.

“The municipal education summit is an off-shoot of the recently conducted Provincial Education Summit held last May 11 at the Capitol Convention Center in Pili, Camarines Sur,” Parubcan Public Schools District Supervisor (PSDS) Dr. Jennylyn Cedron revealed.

More than 4,000 participants joined the said event composed of public and private school teachers, parents, students, government officials, government agencies and other stakeholders, Cedron said.

Meanwhile, the municipal education summit gathered close to 300 participants in Presentacion. “All teachers, Parents Teachers Association (PTA) members, barangay captains, municipal councilors, committee on education council members participated in the event,” Cedron explained.

Cedron confirmed that Presentacion is ready for the implementation of SHS with six high schools already certified to offer SHS tracks.

During the 2015 GOCC Dividend's Day at Bulwagang Rizal in Malacañang last May 13, President Benigno S. Aquino III commended the GSIS for its impressive financial performance in the last five years.

"Bigyan natin ng other success stories. GSIS income in 2010 was at Php64 billion. In 2014, it's now Php131 billion. Can we give a big hand to Bernie Vergara and the whole team. Assets, Php506 billion in 2010 is now Php910 billion. Claims and benefits from Php46 billion, it has reached Php84 billion…," President Aquino said as he traced the financial growth of the pension fund in the last five years.

The president cited the GSIS "success story" after announcing that the dividend collections from GOCCs from 2010 to 2015 reached Php131.18B. He compared the amount with that of the 2002-2009 period which only amounted to Php84.18 billion.

The chief executive appealed to GOCC personnel to do more. "Ang pakiusap ko po: Huwag tayong titigil; huwag tayong makuntento sa nagawa na; mag-isip pa tayo ng paraan para ba lalong mapaganda 'yung iiwan nating biyaya, pakinabang, serbisyo sa taumbayan na siya namang lumikha at talagang tumatangkilik sa atin at sumusuporta sa atin,"

"Kayo po, na mga kabilang sa GOCC, dapat naman talagang palakpakan ang bawat isa sa inyo na talagang tumulong din sa pagrerepormang 'to, na talagang nagpakita kung ano ang puwedeng mangyari at dapat sanang nangyari mula noong umpisa pa," he continued.

As a reward for a job well done, the President directed Finance Secretary Cesar Purisima, GCG Chairman Secretary Cesar Villanueva, and Budget Secretary Florencio Abad to review the bonuses of employees in GOCCs.

"I want a review of the bonuses that have been accruing all of the people involved in GOCCs… So I expect the review to happen in about a month's time," President Aquino said eliciting applause from GOCC employees in the audience.

"In our interest to make you more efficient, baka kayo naman ang nakalimutan. Pinasaya niyo ang bansa, baka kayo naman ang pinalungkot ng todo," he said.

GSIS sells MET to NCCA

The Metropolitan Theater, more commonly known as "The Met", has a new owner after the signing of the Deed of Absolute Sale between state pension fund Government Service Insurance System (GSIS) and the National Commission for Culture and the Arts (NCCA).
Under the Deed of Absolute Sale, GSIS turns over the ownership to NCCA who bought the 84-year old National Cultural Treasure for Php270 million. The budget came from the National Endowment Fund for Culture and the Arts, part of the travel tax collected by the Tourism Infrastructure and Enterprise Zone Authority.

In his message, GSIS President and General Manager Robert Vergara said that "GSIS is privileged to turn over the ownership of this extraordinary asset to NCCA as the agency mandated to preserve and promote our rich national cultural heritage."

Under a 2004 tripartite agreement signed among GSIS, NCCA and the Manila City Government, GSIS as Met's owner granted the right of usufruct to the city government for the Theater's rehabilitation in coordination with NCCA.

However, the rehabilitation program was never realized leading to Met's deterioration.

In November 2014, Manila Mayor Joseph Ejercito Estrada made a formal offer to GSIS to rehabilitate and purchase The Met for Php267.15 million to provide a venue for Manila-based students and faculty in performing arts.

GSIS, in keeping with the provisions of RA 10066 or the National Cultural Act of 2009 and the tripartite agreement between NCCA, GSIS and the City of Manila, notified NCCA about the offer.

At that point, NCCA had 90 days to exercise its right of first refusal or match the offer made by the City of Manila. Its matching offer had to be paid in full or higher than the offer made by the city government.

On May 25, less than 90 days before the deadline, NCCA confirmed its purchase of The Met for Php270 million.

PGM Vergara said "we look forward to the day when the Grand Old Dame of Manila's theaters finally opens its doors to the public to enjoy season after season of live local music and arts performances."

PGM Vergara and Chairman Felipe M. de Leon Jr. signed the Deed of Absolute Sale on behalf of GSIS and NCCA, respectively. Budget Secretary Florencio B. Abad witnessed the signing rite.

DOJ prosecutor guilty of soliciting money

The Office of the Ombudsman obtained the conviction of a former provincial prosecutor of Capiz for solicitation.

In a 31-page Decision, the Sandiganbayan found Romulo Gotico, former 2nd Provincial Prosecutor of Mambusao, Capiz, guilty beyond reasonable doubt of violation of Section 7(d) of Republic Act (R.A.) No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) for soliciting money from the private complainants in the murder case he handled.

The anti-graft court found that on 17 July 2001, Gotico was entrapped by agents of the National Bureau of Investigation-Western Visayas after he demanded and received boodle money amounting to P50,000.00 at a sari-sari store in Mambusao. Private complainants, Anelia Olano and her mother Dolores Vilbar, disclosed that Gotico demanded P3,000.00 every time the fiscal needed to attend the hearing of their case. They narrated that on May 29, 2001, after the postponement of the hearing, Gotico demanded the amount of P50,000.00 from Vilbar while inside his office, threatening that he would ensure that they would lose in the murder case if they would not give the money.

The Decision ruled that Gotico breached ethical standards in compelling “unschooled simpletons” such as Olano and Vilbar to pay him for every scheduled hearing in the prosecution of the murder case, reiterating that under Republic Act No. 10071 (Prosecution Service Act), it is the duty of Gotico to “act as counsel for the People of the Philippines in any case involving or arising from a criminal complaint investigated by any of its prosecutors and pending before any trial court.” Borrowing the words of the prosecution, the Decision pointed out that “such flaunting misconduct particularly if made by those who are charged of administering the law corrodes the respect for the law and the courts, as well.”

The court rejected Gotico’s defense of frame-up as the accused failed to present clear and convincing evidence to prove this.

The Sandiganbayan sentenced Gotico with the penalty of imprisonment of five years and to pay a fine of P5,000.00 with perpetual disqualification to hold public office.

Section 7(d) of R.A. No. 6713 provides that “public officials and employees shall not solicit or accept, directly or indirectly, any gift, gratuity, favor, entertainment, loan or anything of monetary value from any person in the course of their official duties or in connection with any operation being regulated by, or any transaction which may be affected by the functions of their office.”

DOJ prosecutor guilty of child abuse

The Sandiganbayan convicted a former assistant provincial prosecutor of Negros Occidental for molesting a 14-year old rape victim and for offering her a bribe money of P10,000.00 in exchange for the dropping of the rape case she filed against her criminal offender.
In a 38-page Decision of the Sandiganbayan, Julius Padios was found guilty beyond reasonable doubt of violations of Section 10(a), Article VI of Republic Act (R.A.) No. 7610 (Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act) and Section 1(g) of Presidential Decree (P.D.) No. 1829 (Penalizing Obstruction of Apprehension and Prosecution of Criminal Offenders). He was sentenced to imprisonment of four years, nine months and eleven days as minimum to six years, eight months and one day as maximum, for violating R.A. No. 7610, and two years, 11 months and 11 days as minimum to four years, two months and one day as maximum for violating P.D. 1829.

The prosecution presented the testimony of the victim who affirmed that Padios requested her to attend a so-called one-on-one conference at the Silay City Hall on 03 September 2004, a Saturday. During the conference, Padios requested the victim’s aunt, who accompanied her, to buy some cigarettes. The victim testified that Padios directed her to re-enact how she was raped and was instructed to remove her clothes. Padios told her “she should not be afraid and should not be shy because when it is already in the courtroom it will be worse.” The victim also testified that Padios unexpectedly kissed her on the lips.

Ombudsman prosecutors also proved that on October 15, 2004, Padios offered the rape victim and her mother the amount of P10,000.00 in exchange of the dropping of the rape case she filed against her assailant. When the mother and daughter refused to accept the money, Padios did not attend the hearing.

The Decision pointed out that Padios, in debunking the charges against him, offered nothing but mere denials and alibi, compared to the affirmative testimonies of the prosecution witnesses, including the personal account of the victim who clearly narrated the events.

The anti-graft court emphasized that R.A. No, 7610 is a measure geared towards attaining the Constitutional mandate of the state “to defend the right of the children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development.” It held that “the acts of the accused in compelling the victim to undress herself in the pretense of showing regularity as part of a conference before she can be presented in court, telling her that the court will do much worse to her so she might as well perform it in front of him, and making an unwarranted comment that she is healthy, and afterwards kissed her on the lips against her will…debases, degrades or demeans the intrinsic worth and dignity of a child as a human being.”

Bilang pambungad, hayaan ninyo pong ibahagi ko ang ilang bagay na naging palaisipan sa akin sa mga lumipas na taon.

Noong bata pa po ako, noong umuusbong ang karahasan dito, hindi po ba masasabi nating: Ang pinagmulan ng hidwaan ay ang pananamantala ng iilang tao, kadalasan Kristiyano, sa mga kababayan natin dito sa Mindanao. Nang makita ng mga mapanlamang na walang pinag-aralan ang mga nagbubungkal ng lupa, ipinatitulo nila sa kanilang mga sarili ang mga lupain. Ito ang nagtulak sa mga kapatid nating Moro na ipaglaban ang nararapat lang sa kanila. Ang tanong po natin: Kung pang-aabuso sa batas ang ugat ng problema, hindi ba nararapat lang na batas na kumikilala sa karapatan at kultura ng mga kapatid nating Muslim ang maging solusyon? Mas mainam sana kung katulad ng Indigenous Peoples Rights Act, na meron tayo ngayon, ang naging tugon ng pamahalaan sa panawagan ng ating mga kababayan.

Alam po natin na hindi ganoon ang nangyari. Ipinadala ng gobyerno ang ilang bahagi ng ating Philippine Constabulary. Nang tumindi ang hidwaan at di na kayang makontrol ang kaguluhan, ipinadala naman ang Sandatahang Lakas. Ang nangyari: Imbis na makamit ang kapayapaan ay lalo pang naging masalimuot ang sitwasyon.

Dagdag pa: Kung ikaw nga ang nasa posisyon ng mga kapatid nating inagawan ng lupa noong panahong iyon, hindi ka ba mawawalan ng pag-asa kung lahat ng iyong lapitan ay tila iisa ang tono at ang tugon ay “Walang magagawa diyan”? Isipin din po ninyo: Dahil sa alitan dito sa usaping agraryo, na walang makuhang katarungan, inilagay nila sa kanilang mga kamay ang batas at nag-usbungan ang mga grupong armado.

Ang akin po: Kung inaapi ka na at napilitan kang umalis sa sistema, o labanan pa ito, dahil wala ka nang tiwala, dahil kulang ang kalinga ng Estado, naging iba kaya ang tugon mo? Matapos nga po ang ilang dekada ng barilan, matapos magamit ang mga armas, mismong ang ating Sandatahang Lakas na ang nagsasabi: Ang solusyon dito sa Muslim Mindanao ay di lang magmumula sa AFP; ang kailangan ay whole of government approach. Kailangan ng lehitimong tugon sa mga lehitimong hinaing; kailangan tulungan ang mga naisantabi nating mga kapatid para magkaroon ng tunay na katarungan.

Nang maging malinaw po ito sa akin, dumating naman ang panibagong mga katanungan. Kung masyado nang malalim ang mga sugat na ginawa ng putukan at gantihan, paano pa maipupunla ang tiwala? Pasintabi kay Usec. Manny Bautista, gagamitin kong halimbawa ang nangyari sa kanyang pamilya. Inimbitahan noon ang kanyang amang si General Teodulfo Bautista, na makipagdiyalago sa Sulu para sa kapayapaan. Subalit hindi pala kapayapaan ang hangad ng kausap niya kundi karahasan. Ang mga ganitong insidente nga ng karahasan ang nagpalala sa hinagpis na dala ng digmaan para sa maraming Pilipino, kaya hindi mo maaasahang sisibol ang tiwala sa pagitan ng magkabilang panig.

Sa ganitong sitwasyon, paano tayo aabot sa isang kasunduang katanggap-tanggap sa lahat kung ang mga negosyador mismo ay walang tiwala sa isa’t isa? Naisip ko nga po na ilang henerasyon ang bibilangin bago magkaroon ng tunay na diyalogo. Isa nga po sa mga naging mungkahi ang magkaroon ng palitan ng mga estudyante sa ating bansa. May mga kabataang taga-Mindanao na mag-aaral sa Luzon at Visayas; at may mga taga-Luzon at Visayas na mag-aaral naman sa Mindanao. Sa ganitong paraan, makakabuo ng mas matibay na relasyon ang mga bagong henerasyon, at kapag sila na ang may tangan ng renda ng kapangyarihan, makakapag-usap sila bilang magkakaibigan, imbis na bilang magkakaaway na may kanya-kanyang mahabang listahan ng hinanakit. Matagal na proseso ito, at malamang ay hindi ko na makikitang nagbubunga ng mga tulad kong hindi na ganoon kabata.

Ito po ang dahilan kung bakit talagang makasaysayan ang araw na ito. Kung babalik tayo ng ilang taon, isang napakalayong pangarap lang ang makitang naglalatag ng armas ang isang armadong grupong matagal nang nakipaglaban sa pamahalaan. Hindi lang isa, dalawa, o isang dosenang piraso ang armas na pinag-uusapan natin dito. Ito po ay ilan sa pinakamataas na uri ng armas. Moderno po ang mga ito at hindi pinaglumaan; ang mga armas na ito, kayang magdulot—at talagang nakapagdulot nga—ng matinding pagdurusa.

Mga Boss, kailangan ko pong bigyang-diin: Ang mga kapatid nating Moro ay nangako, at heto ang pruweba ng kanilang katapatan sa ating harapan. Kusang-loob pong inilatag ng ating mga kapatid ang kanilang armas. Alam nilang nariyan pa rin ang banta ng karahasan mula sa mga private armed groups, pero sa ginawa nilang ito, tila sinasabi nila sa atin: “Kapatid, itong pantanggol namin sa sarili namin, di na namin kailangan. Buong pagtitiwala naming ipinapaubaya sa inyo ang aming kaligtasan. Kapatid, itong armas, puwede na naming ibaba dahil naniniwala kaming kasama namin kayo sa kagustuhan naming baguhin ang lipunan at buhay namin.” Ginagawa nga nila ito kahit nakabitin pa ang Bangsamoro Basic Law, at mangyayari pa lang ang Bangsamoro Transition Authority.

Kaya nga po hindi ko masasabing sumusugal tayo sa pakikipag-usap sa MILF. Tsambahan po ang sugal, at wala kang hawak na pruweba sa kapalaran mo. Ito pong ginagawa naman natin ngayon ay napakatibay na patunay ng buo at busilak na pakikiisa ng MILF sa ating usaping pangkapayapaan, at sa kanilang kahandaang talikuran ang landas ng hidwaan. Iniaabot nila ngayon ang kanilang palad bilang imbitasyon patungo sa higit na pagtitiwala at pagtutulungan. Nakakalungkot nga po na ang gustong isagot ng ilan sa ating mambabatas sa imbitasyong ito ay itigil ang BBL. Imbis na itanong: “Paano ko ba mapapabuti pa ang BBL para matugunan ang hinaing ng mga kababayan natin?” tila pinag-iisipan pa ng iba ay “Paano ko ba ito pipigilan o haharangin?”

Sa mga sandaling ito, naiisip kong para tayong nasa isang kasalan o parang nasa Heart Break Hill doon po sa Boston Marathon. Sa kasalan, ang sabi po sa atin, naroon ka na nga sa harap ng altar, alam mong siya na ang pakakasalan mo, pero biglang napapaisip ka: Pipisilin ba niya sa gitna o sa dulo ang toothpaste? Ibababa ba niya ang takip ng inidoro? Klaro: Mahal na mahal mo ang pakakasalan mo, at di-hamak na maliliit lang ang mga agam-agam na ito, pero napapag-isip ka pa rin. Gaya naman sa Heart Break Hill, papunta na tayo sa katuparan ng ating samahan tungo sa kapayapaan; ngayon pa ba tayo magkakaroon ng pagdududa kung kaya nating tapusin ang marathon? Bigla ba tayong panghihinaan ng paniniwala, lalo pa’t abot-tanaw na ang finish line?

Ito po ang katotohanan: Hindi kalabisan ang hinihiling ng ating mga kapatid sa Bangsamoro; ang hangad nila, disente at mapayapang pamumuhay, gaya ng sinumang Pilipino. Kailangan din nating amining nagkulang tayo sa isa’t isa: Wala namang nakasulat sa ating relihiyon at batas na kailangan nating ipagpatuloy ang mga pagkakamali ng nakaraan. Narito na nga po tayo, binibigyan tayo ng pagkakataong iwasto ang mali, tatalikuran pa ba natin ito?

Ang masasabi ko po sa inyo: Personal kong tinututukan ang BBL. May isang pagpupulong nga, kasama ang mga kasapi ng Kongreso, kung saan, sa hangarin nating magkaroon ng tunay na “meeting of the minds” at masagot ang anumang agam-agam ay inabot kami ng madaling-araw sa paghimay at pagbubusisi sa draft BBL. Ang gusto nga po natin: pagandahin nang pagandahin ang batas na ito.

Sa inyo na bumabalangkas ng batas, at sa mga boboto kinalaunan sa plebisito kaugnay ng BBL: Alalahanin n’yo ang araw na ito. Tayong nagpabaya sa kanila, tayong nagmungkahi ng mga maling solusyon, tayo na hindi naging masigasig sa pagprotesta at pagpigil sa pang-aabuso sa kanila, aagawin ba natin sa kanila ang pagkakataong mabuhay nang may dignidad at matiwasay? Panghahawakan ba natin ang mga takot na wala namang basehan? Gusto ba talaga nating magbalik sa mga nasubukan nang solusyon pero di naman gumana at nanganak lang ng mas maraming hidwaan, at nagpalalim lang sa sugat ng kawalang-tiwala?

Dito ko nga po naalala ang sinabi ng isang pastor na Aleman na si Dietrich Bonhoeffer. Isa po siyang pastor na pinatay nang panahon ng mga Nazi sa Germany: “First they came for the communists, but I was not a communist so I did not speak out. Then they came for the socialists and the trade-unionists, but I was neither so I did not speak out. Then they came for the Jews, but I was not a Jew, so I did not speak out. And when they came for me, there was no one left to speak out for me.” Totoo po: ‘Pag hinayaan mong lapastanganin ang karapatan ng iba, hindi ba’t pumayag ka na ring maulit ang ganitong siklo, at balang-araw ikaw mismo ang puwedeng maging biktima nito?

Mga Boss, bibigyang-diin ko po: Itong dating di natin maisip-isip na mangyayari, nangyayari na. Nagawa nga po ng mga kapatid natin sa MILF ang napakalaking hakbang na ito, at maiisip mo: Mahihirapan pa kaya sila doon sa iba pang mga hakbang? Palagay ko, magiging padali nang padali ang proseso. Ang panawagan ko po: Suklian naman natin ang pagtitiwalang ipinakita nila sa atin. Sikapin nating umabot sa puntong masasabi nating: Talagang binigay natin ang lahat ng pagkakataon upang mabago nila ang kanilang buhay at maabot ang kanilang mga pangarap. Pero ito nga po: Kung ang pananaw mo ay pahirapan ang pagpasa ng batas, para mo na ring sinabing ipinagdamot natin ang dapat sana’y sa kanila; sinigurado nating wala silang pagkakataong umangat; ginarantiya nating di na sila bababa sa bundok. ‘Yan ang katumbas ng pagtutol po sa BBL.

Hindi nga puwedeng sasabihin mong para ka sa kapayapaan, pero pinahirapan mo ang pagbabalangkas ng BBL. ‘Yun bang di ka na nga nakontento sa siyam na butas ng karayom, nagdagdag ka pa ng pansampu at panlabing-isa; parang wala ka nang ibang hangarin kundi siguruhing walang puwang para sa kapayapaan. Tulungan nga po ninyo ako: Ano po ba ang itutugon ko ‘pag may nagtanong sa akin, “Saan ba ‘yung konsensiya ng mga taong nagpapatagal ng proseso para magkaroon tayo ng kapayapaan?”

Daang libo na ang napinsala at namatay, at di na mabilang ang nawalan ng tirahan at nasira ang komunidad, dahil sa apat na dekadang hidwaan. Kung di ka pa papanig sa kapayapaan, ilan pa ang mamamatayan ng mahal nila sa buhay? Ilang pamayanan pa ang maiipit sa putukan at kawalang seguridad? Ilan ang naghihirap na lalo pang maghihirap? Gaano pa katagal bago kumatok sa sarili mong pintuan ang kaguluhan at madamay ang sarili mong mag-anak?

Di po natin maitatanggi: May utang tayo sa mga kapatid natin sa Bangsamoro. May pagkakataon tayo ngayon upang itama ang naratibo ng pagdurusang sama-sama nating kinaharap. Panahon na po natin ito. Ito ang ipinaglaban ng mga nasawi nating kababayan. Ipakita natin sa mga nag-alay ng kanilang buhay, sa ating mga kababayan, at sa buong mundo: Magkakaiba man ang ating pinanggalingan at paniniwala, dahil pinagbubuklod tayo ng tiwala at pagmamalasakit sa isa’t isa, walang hamong hindi natin kayang lampasan bilang isang bansa.

ALLANIGUE: Yes, sir. Noong Tuesday po naganap ang isang makasaysayang chapter nanaman, ika nga, sa prosesong pangkapayapaan, lalo’t higit sa Mindanao, iyon pong decommissioning ng MILF forces at pagsusuko nila ng kanilang … o pagtu-turn over nila ng kanilang mga armas. Sa sektor naman po ng mga lawmakers natin, Secretary Coloma, sir, ano po ang pinakahuling development naman kaugnay ng pagtalakay nila dito sa batas tungkol sa Bangsamoro, Secretary Coloma, sir?

COLOMA: Ang batid natin ay iyong sa Kamara de Representantes, bago sila nag-adjourn noong nakaraang linggo, ay mayroong mga nakalinyang mambabatas na nais magtanong at lumahok doon sa plenaryo para humanap ng linaw sa kanilang mga katanungan. Ito ay isang mahalagang bahagi ng plenary debates. Pagkatapos niyan ay tatalakayin muli nila iyong mga panukalang amyenda, at pagkatapos ay pagbubotohan na sa plenaryo dahil ito ay nakapasa na sa Ad Hoc Committee. At sa atin namang panig ay patuloy pa rin iyong panawagan sa ating mga mambabatas na isaalang-alang iyong pagkakaroon ng pangmatagalang pangkapayapaan na magiging susi sa istabilidad at kaunlaran ng Mindanao, at ito ang pangunahing layunin pagpasa ng isang Bangsamoro Basic Law.

ALLANIGUE: At maalala ko po, Secretary Coloma, sir, doon po sa naganap na decommissioning naman ng MILF forces last Tuesday, kabilang sa mga highlights doon ay iyong mga benepisyo na ipinagkaloob sa dating mga MILF fighters, ika nga. Kaya malaking bagay iyong pagkakaroon ng decommissioning dahil ito iyong senyales na nag-uumpisa na iyong tinatawag na normalization process, na isa rin sa mahahalagang bahagi ng Comprehensive Agreement ng Bangsamoro.

ALLANIGUE: Opo, opo. At we understand, Secretary Coloma, ngayong araw na ito, kumbaga, nagsisimula rin itong holy month of Ramadan ng ating mga kapatid na Muslim, Secretary Coloma, sir?

SEC. COLOMA: Nakikiisa tayo sa ating mga kapatid na Muslim sa kanilang pagsisimula ng Ramadan. Ito ay isang banal na yugto ng taon na kung saan ay nagsasakripisyo sila bilang pag-alay ng pananampalataya. Hindi sila kumakain sa malaking bahagi ng isang araw. At nakikiisa nga tayo ‘no sa kanilang obserbasyon ng Ramadan.

Teresa Andrada (GMA-7): Sir, kamusta na ‘yung selection process po ni Pangulong Aquino sa susunod na PNP (Philippine National) chief? Siya po ba ay nag-i-interview pa or natapos na po at may napili na siya?

SEC. COLOMA: Patuloy pa rin ang proseso ng pag-aaral ng ating Pangulo hinggil sa pipiliing susunod na chief ng Philippine National Police. Batid natin ang kahalagahan ng posisyong ito para sa pambansang katahimikan at kaayusan, at dahil din meron tayong mga major international events na gaganapin dito sa Pilipinas katulad ng APEC (Asia-Pacific Economic Cooperation) sa Nobyembre 2015 at sa susunod na taon naman ay idaraos ang pambansang halalan sa Mayo 2016.

Katulad ng nabanggit na sa ating mga nakaraang talakayan, isinasaalang-alang 'yung pagkakaroon ng isang kwalipikado, competent, at may integridad na pinuno ng national police. At sa panahong maaari nang ipahayag ito ay agad namang ipapaalam ito sa ating mga mamamayan.

Ms. Andrada: Sir, kasi po sa July na po ang retirement ni PNP OIC General (Leonardo) Espina, by that time kaya sir makakapagbigay na ng announcement ang Pangulo?

SEC. COLOMA: Sabihin na lang natin na kinikilala ang sense of urgency dito sa paksang ito dahil nga sa kahalagahan ng puwestong dapat punuan.

SEC. COLOMA: Wala tayong partikular na impormasyon hinggil sa mga pangalang nabanggit. Ang batid lang natin ay isinasaalang-alang ni
Pangulong Aquino ang lahat ng importanteng kwalipikasyon at isinasaalang-alang din ‘yung kahalagahan ng tamang pagpili sa hihirangin na PNP chief.

Ms. Andrada: Sir, last doon sa PNP chief. Iyon po bang pagkakasangkot halimbawa sa mga kaso gaya ni Petrasanta, kasama ba ito sa kinokonsidera ni Pangulong Aquino, ‘yung overall qualifications na dapat siya ay hindi nasangkot sa mga corruption issues or merong previous na mga kaso?

SEC. COLOMA: Siyempre, may mga pinagbabatayan ‘yan at pati rin naman ‘yung hinggil sa mga kaso, kailangan din isaalang-alang na mayroong mga particularities ‘yung mga kaso na ‘yan, mayroong konsiderasyon na kung ang iginawad ba na preventive suspension ay penalty ba ito dahil
ayon sa mga legal opinion, ‘yung preventive suspension ay hindi itinuturing na penalty kaya nga ‘preventive in nature.’

Sabihin na lang natin na lahat ng mga konsiderasyon na ‘yan ay isinasaalang-alang din sa pagsasagawa ng desisyon dahil kinakailangang ang hihirangin ay mayroon ding kredibilidad sa mata ng publiko.

Ms. Andrada: Sir, on politics. UNA has released another statement pertaining to the elections sa 2016. The other day yata nabanggit niya na parang 'yung 2015 budget has already being—will be used—a portion will be used for the elections. Tapos may statement na naman coming from them na iyong 2015 National Expenditure Program is designed to divert money to pet projects in an election year to garner votes?

SEC. COLOMA: Isa sa mahahalagang batayang prinsipyo ng administrasyong Aquino ay 'yung mabuting pamamahala, at ang pundasyon ng mabuting pamamahala ay 'yung integridad ng ating pambansang budget. Kaya nga 'yung pagkakaroon ng isang open and transparent budget ay isa sa mga mahahalagang panuntunan sa pagpapatupad ng batayang prinsipyong ito.

Kung titingnan natin ang kalakaran sa ating pamahalaan ngayon, lahat ng government agencies ay merong website. Doon sa website na 'yon meron ding transparency seal. Kasama sa transparency seal 'yung pagkakaroon ng citizen's charter, 'yung paglalathala at pagpapahayag ng lahat ng mga major disbursements, 'yung pagsasapubliko ng mga procurement sa pamamagitan ‘nung PHILGEPS na electronic procurement na hayag sa lahat ng tao.

Kaya't makikita natin na napakaraming mga reporma na naipatupad na. Iyon mismong performance ng mga government officials at employees ay batay din sa budget performance at batay din sa kakayahan ng mga tanggapan na ito na ipatupad 'yung mga prinsipyo ng open and transparent budgeting. COLOMA: Tingnan naman natin kung anong mga official functions ang ginagampanan dahil bahagi din naman sa tungkulin niya ay 'yung malaman ang aktuwal at kongkretong mga kondisyon na umiiral sa ating mga local government units.Iyong pagganap sa mga tungkulin ay dapat namang isagawa ng mga miyembro ng Gabinete at ang bayan naman mismo ang puwedeng magpasya hinggil dito kung ang ginagawa ay trabaho o pamumulitika. At sa aming palagay ay mapapanindigan na ang ginagawa ay ‘yung paglilingkod sa ating sambayanan.

Ms. Naguit: Sir, 'yung sa decommissioning. Meron pong mga nagpapahayag ng pangamba kung paano daw po ba masisiguro ng government ‘yung pagmo-monitor and ‘yung kumbaga accounting ng mga lahat ng armas ng MILF, e nasa first phase pa lang naman po tayo?

SEC. COLOMA: Alinsunod sa normalization annex, mayroong mga kongkretong patakaran hinggil sa decommissioning ng arms at ng mga weapons at ng mga miyembro ng MILF (Moro Islamic Liberation Front).
Nagtatag na ng International Decommissioning Body na ang tagapangulo o chairperson ay Norway—hindi, sorry—ang chairman pala ay Turkey. Iyong ambassador ng Turkey, si His Excellency Ambassador (Haydar) Berk, ay isa sa nagtalumpati kaninang umaga. At ang miyembro naman nito ay Norway at Brunei Darussalam.

Dagdag pa, mayroong apat na miyembro na nominado ng GRP (Government of the Republic of the Philippines) at ng MILF, at tungkulin nila 'yung masusing pagberipika at pag-i-imbentaryo ng lahat ng armas, sandata at mga miyembro ng MILF para mayroong verifiable process ng pagtukoy kung ano-ano ang mga ito at para tiyakin na tumalima sa nilalaman ng normalization annex—mga patakaran sa decommissioning.

Anjo Alimario (CNN Philippines): Sir, some lawmakers are saying that the decommissioning won't at all affect the passage of the BBL (Bangsamoro Basic Law). What's your take on this, sir?

SEC. COLOMA: Kahit sino namang observer nitong buong prosesong ito ay magsasabi na ang naganap ngayong umaga ay pagpapatunay na seryoso ang magkabilang partido sa pagpapatupad ng Comprehensive Agreement on the Bangsamoro (CAB) at 'nung Framework Agreement on the Bangsamoro dahil 'yon ngang normalization ay isa sa mga annex ng CAB. At ito rin ay ginawang batayan sa pagbubuo ng draft Bangsamoro Basic Law.

Kaya mahirap namang paghiwalayin 'yung pagkilala na ang decommissioning na inumpisahan na sa araw na ito ay isang mahalagang confidence and trust building process at talaga namang ito ay maiuugnay doon sa pagsulong sa prosesong pangkapayapaan na bahagi pa rin nito—isang bahagi pa rin nito ay 'yon namang pagkakaroon ng isang enabling act, na 'yon ngang Bangsamoro Basic Law.

Ms. Naguit: Sir, 'yung ano lang 'yung sa Itbayat, 'yung insidente sa Itbayat. Meron po bang plano 'yung gobyerno na gumawa ng aksyon dahil clearly nasa loob daw po ng ating exclusive economic zone 'yung Taiwan Coast Guard?

SEC. COLOMA: Ipinapatupad ng ating Philippine Coast Guard ang mga batas hinggil sa pangangalaga, pagpapa-patrol sa ating territorial waters kaya naman nila ini-enforce 'yung ating mga batas. Kapag meron silang natunton o nakita na mga lumalabag dito ay sinisita nila at isinasagawa 'yung naaayon sa batas.

Samantala, ayon sa Philippine Coast Guard ay patuloy naman 'yung pakikipag-usap at pagkikipag-ugnayan sa pagitan ng Pilipinas at Taiwan para tiyakin na magiging maayos 'yung pagkakaroon ng fishing activities diyan sa mga territorial waters na magkakalapit.

Mainam naman ang ugnayan ng Taiwan at Pilipinas at pinag-uusapan naman ang mga usaping ito, at umaasa tayo na magkakaroon naman ng pagkakaunawaan para maiwasan 'yung mga insidente na katulad ng inyong nabanggit.

Ms. Andrada: Pero sir, 'yung kini-claim ng Taiwan na kanila part ng EEZ pero sabi natin atin naman iyon. Ano ba talaga? Is it ours?

SEC. COLOMA: Sa panig ng ating Philippine Coast Guard ay malinaw sa kanila na ang kanilang pinagpapatrolya ay 'yung territorial waters natin. Pero sa lahat naman ng pagkakataon handa tayong makipagpaliwanagan para magkaroon ng pagkakaunawaan.

Mr. Alimario: Sir, last na lang. Sir, the Supreme Court upholds President Aquino's EO 2 on midnight appointees. Sir, any reaction to this?

SEC. COLOMA: Well, kung maaalala natin isa 'yan sa mga naunang issuance ng ating Pangulo para mailatag 'yung pundasyon ng mabuting pamamahala at mainam naman na ang constitutionality nito ay pinanigan ng ating Korte Suprema. Iyon pa lamang ang ating mababanggit dahil wala pa naman tayong pagkakataon na mabasa o maunawaan 'yung buong desisyon. Kaya kung maaari ay pag-aralan muna natin ito sa kanyang kabuuan.

Mr. Alimario: Sir, last na lang, sir. Sir, SC issued TRO (temporary restraining order) stopping the construction of Torre de Manila.

SEC. COLOMA: Well, bahagi naman ng ating rule of law 'yan na kapag mayroong nakikita ang ating Korte Suprema na public interest ay gumagawa sila ng hakbang para ang mga desisyon ng ibang sangay ng pamahalaan ay masuri nila at matiyak na naaayon pa rin sa rule of law na ating pinaiiral.

Florante Rosales (DZRH): Sir, ang sabi po ni Senator JV Ejercito and Senator Bongbong (Marcos) na parang mas inuna pa ng Pangulo 'yung sa decommissioning sa halip na bigyan ng katarungan 'yung SAF 44? Ano ang tingin niyo doon?

SEC. COLOMA: Iyong decommissioning kasi ay kasama sa kabuuang kasunduan hinggil sa pagkakaroon ng kapayapaan. Iyong naganap sa Mamasapano, hindi naman iyon ginusto, hindi rin natin tinatantanan o pinapabayaan 'yung paghahanap ng hustisya. Patuloy pa rin 'yung isinasagawang pagsisiyasat ng Department of Justice para makapagharap ng kaso doon sa mga responsable sa pagkasawi ng SAF 44. At ang overall framework natin sa ating pinag-uusapan ay 'yung proseso na pangkapayapaan sa Mindanao; at malinaw sa ating Pangulo at sa pamahalaan kung ano ang mga prayoridad natin hinggil dito.
