City government sponsors 4K 'Iskolar ng Antipolo'

ANTIPOLO CITY, Rizal, June 15 (PIA) --To make education attainable and affordable to the youth, the city government of Antipolo led by Mayor Jun Ynares, through the City Scholarship Office, is continuing its scholarship programs by allocating almost P100 million worth of scholarship grants to 4,000 underprivileged but deserving college students called ‘Iskolar ng Antipolo’ (INA).

This year, the city allotted P49 million to various scholarship programs wherein a scholar can receive P40,000 up to P360,000 within four years from the Antipolo City Scholarship Program (ACSP), Working Student Scholarship Program, Student Assistance Program (SAP), Educational Program (EAP), SPED/PWD Scholarship Program and OFW/Dependent Scholarship Program.

The scholarship programs are not exclusive to college students alone. The city also extends financial assistance to students taking up masteral and doctoral degree ranging from P40,000 and up. The city aids P10,000 for reviewers of various licensure examinations while P15,000 for Thesis Writing of the teaching and non-teaching personnel of Department of Education (DepED) as well.

The city allotted P48 million to Antipolo Institute of Technology (AiTECH) scholars for their full scholarship for four years including miscellaneous fees, uniforms, books, transportation and dormitory. AiTECH, the first college in the Philippines to offer Bachelor in Construction Management Engineering and Technology (BCMET) to 120 scholars, is set to start the academic year 2015-2016 in August. REMAI-led trade fair opens at SM Taytay; features Rizal’s best homegrown products

ANTIPOLO CITY, Rizal, June 15 (PIA) --The Rizal Exporters and Manufacturers Association, Inc. (REMAI), on its offering for the “Araw ng Lalawigan ng Rizal”, opened the 14th REMAI Trade Fair on June 11 at the SM City Taytay, Manila East Road , in Taytay, Rizal.

The 12-day fair, running from June 10 to 21, 2015, features the renowned products and wares of Rizal: food and processed food; gifts, decors and house wares; and health and wellness products made by nineteen of REMAI’s members along with 31 other guest exhibitors.  

Department of Trade and Industry (DTI) Regional Director Marilou Quinco-Toledo underscored the importance of holding a trade fair as it will expose products to more buyers.

Toledo also cited REMAI as a reliable collaborator of DTI.  

“Through the years, REMAI has been pro-active and eager to showcase its products, consequently instituting itself as a strong partner in our regional activities particularly in the holding of regional and national trade fairs”, Toledo said.

Mercedes Parreño, DTI Rizal Provincial Director, said the trade event is a result of convergence among government agencies and the private sector.

“Also, we are showcasing packaging products under DTI’s SSF Projects in Rizal that addresses productivity and efficiency - among the pillars of MSEM development - as well as the Bottom-Up Budgeting (Bub) projects of the Municipal Government of Taytay featuring products made of waterlily, and the kakanin”, Parreño said.

Parreño added that simultaneously, capability-building activities under DTI’s Small and Medium Enterprise Roving Academy , or SMERA, are held at the fair site

Taytay Mayor Janet De Leon-Mercado, an ardent supporter for entrepreneurship, said that being an entrepreneur is a way to freedom from the typical employment which enables one to reap the benefits of one’s own labor.

“Organizing trade fairs are means of improving competitiveness as every enterprise could gauge itself through its performance in sales”, Mercado added.

Rizal Vice-Governor Prisco San Juan believes that trade fairs are stepping stones to export and open the doors to a lot of opportunities to promote Rizal, its products and culture.

It is the 14th time for REMAI to hold the fair, according to its president, Josefino Eustaquio.

“Among us entrepreneurs in REMAI are no longer competing with each other but co-operating as one - we call it ‘coop-petition’ - for the bigger competition. President Aquino calls on lawmakers to pass the Bangsamoro Basic Law
(SULTAN KUDARAT, Maguindanao) President Benigno S. Aquino III has affirmed that the laying down of arms by “our Moro brothers” is a testament to their unreserved and honest participation in the talks to find lasting peace in Mindanao.

"Panawagan ko po ay suklian naman natin ang pagtitiwalang ipinakita nila (Moro Islamic Liberation Front - MILF) sa atin. Sikapin nating umabot sa puntong masasabi nating: Talagang binigay natin ang lahat ng pagkakataon upang mabago nila ang kanilang buhay at maabot ang kanilang mga pangarap," he said during the turnover of 75 firearms belonging to the MILF and the decommissioning of 145 combatants under the Bangsamoro Islamic Armed Forces, held at the Old Capitol, in Simuay here Tuesday.

The President however deemed as unfortunate some lawmakers’ move to halt the passage of the Bangsamoro Basic Law (BBL), which was crafted by the government and the MILF to end the decades-long conflict in Mindanao that has left more than 100,000 people dead and has stalled economic development in the region.

“Nakakalungkot nga po na ang gustong isagot ng ilan sa ating mambabatas sa imbitasyong ito ay itigil ang BBL. Imbis na itanong: ‘Paano ko ba mapapabuti pa ang BBL para matugunan ang hinaing ng mga kababayan natin?’ tila pinag-iisipan pa ng iba ay ‘Paano ko ba ito pipigilan o haharangin?’,” he said.

He noted that he has personally invested his time and effort to ensure that the BBL is passed, recalling that he had one meeting with members of Congress, where it took them until the following morning to discuss and resolve the concerns of legislators, in an effort to come up with a refined version of the law.

“Daang libo na ang napinsala at namatay, at di na mabilang ang nawalan ng tirahan at nasira ang komunidad, dahil sa apat na dekadang hidwaan. Kung di ka pa papanig sa kapayapaan, ilan pa ang mamamatayan ng mahal nila sa buhay? Ilang pamayanan pa ang maiipit sa putukan at kawalang seguridad? Ilan ang naghihirap na lalo pang maghihirap? Gaano pa katagal bago kumatok sa sarili mong pintuan ang kaguluhan at madamay ang sarili mong mag-anak?” he said.
The President emphasized that the country has a debt to “our brothers and sisters in the Bangsamoro”.

“May pagkakataon tayo ngayon upang itama ang naratibo ng pagdurusang sama-sama nating kinaharap. Panahon na po natin ito. Ito ang ipinaglaban ng mga nasawi nating kababayan. Ipakita natin sa mga nag-alay ng kanilang buhay, sa ating mga kababayan, at sa buong mundo: Magkakaiba man ang ating pinanggalingan at paniniwala, dahil pinagbubuklod tayo ng tiwala at pagmamalasakit sa isa’t isa, walang hamong hindi natin kayang lampasan bilang isang bansa,” he said.

President Aquino witnesses turnover of rebels’ weapons, decommissioning of combatants
(SULTAN KUDARAT, Maguindanao) President Benigno S. Aquino III here Tuesday witnessed the historic turnover of 75 firearms by the Moro Islamic Liberation Front (MILF) to the Independent Decommissioning Body (IDB) and the decommissioning of 145 members of the Bangsamoro Islamic Armed Forces.

"Heto ang pruweba ng kanilang katapatan sa ating harapan. Kusang-loob pong inilatag ng ating mga kapatid ang kanilang armas. Ginagawa nga nila ito kahit nakabitin pa ang Bangsamoro Basic Law, at mangyayari pa lang ang Bangsamoro Transition Authority," the President said during the event held at the Old Capitol in Simuay, Sultan Kudarat, Maguindanao province.

"Ito po ay napakatibay na patunay ng buo at busilak na pakikiisa ng MILF sa ating usaping pangkapayapaan, at sa kanilang kahandaang talikuran ang landas ng hidwaan. Iniaabot nila ngayon ang kanilang palad bilang imbitasyon patungo sa higit na pagtitiwala at pagtutulungan," he said.

The 55 high-powered firearms and 20 crew-serve weapons that were turned over, as well as the returnees, were registered by the IDB, which was formed in 2014 and mandated to oversee the decommissioning of the MILF’s forces and weapons.

The IDB is composed of chairman Turkish Ambassador Haydar Berk, a former Turkish representative to the North Atlantic Council of the North Atlantic Treaty Organization; and members Major Muhammad Aiman Syazwi Bin Abdul Rahim of the Royal Brunei Land Force; retired Norwegian Brigadier General Jan Erik Wilhemsen, who served in the United Nations peacekeeping forces to Honduras, El Salvador, Central Sudan, Nigeria and Nepal; Professor Mario Aguja; retired Lieutenant General Rey Ardo, who served as Commander of the Western Mindanao Command of the Armed Forces of the Philippines; Von Al Haq, spokesperson of the Bangsamoro Islamic Armed Forces; and Isah Bato.

The decommissioning program for the MILF forces was inspired by the different peace processes done in Nepal, Northern Ireland, and Aceh, Indonesia.

Moro returnees can avail of any of the socio-economic programs deemed suitable for them, such as the livelihood package, where former combatants may undergo training through the Technical Education and Skilled Development Authority or a literacy program through the Department of Education; and a college study or high school grant, both of which are provided with allowances to enable them to start schooling.

All returnees will be given immediate assistance and health insurance as part of the socio-economic package.

For his part, MILF Central Committee Chair Al-Hajj Murad Ebrahim thanked President Aquino for pushing peace and development in Mindanao.

"We cannot thank President Aquino enough for his unwavering commitment in our partnership to build a truly democratic, peaceful and safe society in the Bangsamoro,” Ebrahim said in his message during the ceremony.

“Today, we begin the long walk towards transformation, not surrender, to a higher struggle, the start of the transformation of the MILF from a revolutionary organization to a political organization ready to govern and serve the Bangsamoro people," he added.

MILF's turnover of weapons an important confidence-building measure, says Palace official
The turnover of weapons and the decommissioning of combatants of the Moro Islamic Liberation Front (MILF) on Tuesday is an important confidence-building measure that shows that both sides are committed to achieve enduring peace in Mindanao, a Palace official has said.

The decommissioning is important to attain peace in Mindanao, and it is part of the normalization annex of the Comprehensive Agreement on the Bangsamoro (CAB), Communication Secretary Herminio Coloma, Jr. said during a press briefing in Malacañang on Tuesday.

The CAB serves as the basis for the drafting of the Bangsamoro Basic Law (BBL), which is still in Congress.

Secretary Coloma was reacting to some lawmakers’ comments that despite the decommissioning, the BBL will still face scrutiny in Congress.

"Mahirap namang paghiwalayin ang pagkilala na ang decommissioning na inumpisahan na sa araw na ito ay isang mahalagang confidence and trust building process," he said.

"Talaga namang ito ay maiuugnay doon sa pagsulong sa prosesong pangkapayapaan na bahagi pa rin nito ay ang pagkakaroon ng isang enabling act, ang Bangsamoro Basic Law."

Coloma also addressed public concerns on how the government would account for the weapons turned over by the MILF, saying these firearms will be the responsibility of an international monitoring body.

He explained that based on the normalization annex of the Comprehensive Agreement on the Bangsamoro, there are concrete guidelines on the decommissioning of the weapons of the MILF.

"Nagtatag na ng International Decommissioning Body na ang tagapangulo o chairman ay ang ambassador ng Turkey, His Excellency Ambassador (Haydar) Berk, isa sa nagtalumpati kaninang umaga," he noted.

The decommissioning body, which has been tasked to verify and make inventories of the weapons to be turned over by the MILF, consists of members from Norway and Brunei Darussalam, as well as four people nominated by the government and the MILF, Coloma said, adding that there will be a verifiable process in the accounting of weapons to ensure that the normalization annex of the Comprehensive Agreement on the Bangsamoro is followed, with regards to the decommissioning process. Gov't to keep a closer watch on Yolanda projects; Abad: Program monitoring to help boost govt spending

The Department of Budget and Management (DBM) has released guidelines for the creation of full-time delivery units (FDUs) that would ensure the proper implementation of priority programs or projects that need close monitoring—like those under the Yolanda Comprehensive Rehabilitation and Recovery Plan (CRRP)—to help boost public spending and speed up project execution.
In accordance with Administrative Order (AO) No. 46, all agencies and departments are directed to facilitate the prompt implementation of their programs and projects via the FDUs. These FDUs will help agencies meet their respective timelines and targets for each project, as well as improve their capacity to fully utilize their budgets.
“The FDUs can help us address agency-wide problems in procurement, budget planning, and project implementation, which were notable root causes in last year’s underspending. In the process, these units can also assist us in keeping better track of expenditures under each agency,” Budget Secretary Florencio “Butch” Abad said.
DBM’s Circular Letter No. 2015-8 states that agency FDUs will act as “problem solvers” by coming up with delivery and execution strategies to help clear bottlenecks or delays in program/project implementation. They are also supposed to review performance measurements and identify potential risks for each program or project.
Each FDU will likewise have a DBM counterpart to work closely with. The DBM counterpart will identify organizational and operational efficiency issues that contribute to underspending, as well as recommend measures that would address these.
DBM FDUs are also tasked to identify the departments or agencies that require close monitoring. Both DBM and agency units are supposed to meet at least once a month to address bottlenecks resulting in lower-than-expected spending in departments and agencies.
“With these units monitoring the Administration’s high-priority programs and projects, the President has required strict reporting from them every seventh day of the month. Likewise, the FDUs have been ordered to fast-track post-Yolanda rehabilitation and address whatever implementation issues they may have,” Abad said.
As of May 31, 2015, the National Government has released P84.7 billion to address the damage caused by Typhoon Yolanda. These funds have been charged from a variety of sources, from the Calamity Fund of the FY 2012 Budget Continuing Appropriations (Republic Act 10155) to the National Disaster Risk Reduction and Management Fund (NDRRMF) of the FY 2015 Budget (RA 10651), as well as two Supplemental Appropriations (RA 10634 and RA 10652).
The top five agencies that received the biggest amount of releases were: the Department of Social Welfare and Development (P28.8 billion), the National Housing Authority (P21.4 billion), the Department of Education (P4.68 billion), the Department of Interior and Local Government (P4.48 billion), and the Department of Public Works and Highways (P4.46 billion),

Of the total amount of P84.7 billion, the top 10 agencies took P78.1 billion with the remaining P6.6 billion divided across different agencies and Government-Owned-or-Controlled Corporations (GOCCs).
Aside from the Yolanda CRRP, FDUs will also handle other programs and projects that are integral to the key priorities of the National Government, like social services, infrastructure, and agriculture.
At the department level, the FDU head—designated by the department to act as the point person—shall be at the level of the Undersecretary. A full-time Secretariat in each FDU will also assist each unit in terms of management and administrative support.
“In both our Yolanda efforts and our other priority programs, the Aquino administration through the DBM has made great strides in ensuring adequate funding support. We’ll have to continue working on speeding up government spending, however. LEGAZPI CITY – Approval and support among the Bicolanos for the implementation of the K to 12 Program is continually gaining further strength in numbers with the increasing signatories to the manifesto of support generated during the recent information and services caravan conducted by the Regional Information and Advocacy Committee Technical Working Group (RIAC-TWG) of the Regional Development Council (RDC) in Presentacion, Camarines Sur.

Presentacion Mayor Jimmy Villete Deleña led his constituents in signing the K to 12 Manifesto of Support and the signature wall set up at the Department of Education (DepEd) booth located at the municipal covered court during the three-day activity.

“I am strongly pushing for the implementation of the Senior High School (SHS) for this will bring progress and development,” Deleña said. He also cited local government’s involvement in the Municipal Education Summit conducted on May 29 in the same venue.

“The municipal education summit is an off-shoot of the recently conducted Provincial Education Summit held last May 11 at the Capitol Convention Center in Pili, Camarines Sur,” Parubcan Public Schools District Supervisor (PSDS) Dr. Jennylyn Cedron revealed.

More than 4,000 participants joined the said event composed of public and private school teachers, parents, students, government officials, government agencies and other stakeholders, Cedron said.

Meanwhile, the municipal education summit gathered close to 300 participants in Presentacion. “All teachers, Parents Teachers Association (PTA) members, barangay captains, municipal councilors, committee on education council members participated in the event,” Cedron explained.

Cedron confirmed that Presentacion is ready for the implementation of SHS with six high schools already certified to offer SHS tracks.

These schools are Bantugan National High School which will offer General Academic Strand (GAS), Bitaogan National High School to offer GAS, Buenavista National High School to offer Technical, Vocational, and Livelihood (TVL) track, Federico P. Condat National High School (formerly Maangas High School) to offer GAS and TVL, Lidong High School to offer GAS, and Presentacion National High School to offer GAS and TVL.

During the 2015 GOCC Dividend's Day at Bulwagang Rizal in Malacañang last May 13, President Benigno S. Aquino III commended the GSIS for its impressive financial performance in the last five years.

"Bigyan natin ng other success stories. GSIS income in 2010 was at Php64 billion. In 2014, it's now Php131 billion. Can we give a big hand to Bernie Vergara and the whole team. Assets, Php506 billion in 2010 is now Php910 billion. Claims and benefits from Php46 billion, it has reached Php84 billion…," President Aquino said as he traced the financial growth of the pension fund in the last five years.

The president cited the GSIS "success story" after announcing that the dividend collections from GOCCs from 2010 to 2015 reached Php131.18B. He compared the amount with that of the 2002-2009 period which only amounted to Php84.18 billion.

The chief executive appealed to GOCC personnel to do more. "Ang pakiusap ko po: Huwag tayong titigil; huwag tayong makuntento sa nagawa na; mag-isip pa tayo ng paraan para ba lalong mapaganda 'yung iiwan nating biyaya, pakinabang, serbisyo sa taumbayan na siya namang lumikha at talagang tumatangkilik sa atin at sumusuporta sa atin,"

"Kayo po, na mga kabilang sa GOCC, dapat naman talagang palakpakan ang bawat isa sa inyo na talagang tumulong din sa pagrerepormang 'to, na talagang nagpakita kung ano ang puwedeng mangyari at dapat sanang nangyari mula noong umpisa pa," he continued.

As a reward for a job well done, the President directed Finance Secretary Cesar Purisima, GCG Chairman Secretary Cesar Villanueva, and Budget Secretary Florencio Abad to review the bonuses of employees in GOCCs.

"I want a review of the bonuses that have been accruing all of the people involved in GOCCs… So I expect the review to happen in about a month's time," President Aquino said eliciting applause from GOCC employees in the audience.

"In our interest to make you more efficient, baka kayo naman ang nakalimutan. Pinasaya niyo ang bansa, baka kayo naman ang pinalungkot ng todo," he said.

The Metropolitan Theater, more commonly known as "The Met", has a new owner after the signing of the Deed of Absolute Sale between state pension fund Government Service Insurance System (GSIS) and the National Commission for Culture and the Arts (NCCA).
Under the Deed of Absolute Sale, GSIS turns over the ownership to NCCA who bought the 84-year old National Cultural Treasure for Php270 million. The budget came from the National Endowment Fund for Culture and the Arts, part of the travel tax collected by the Tourism Infrastructure and Enterprise Zone Authority.

In his message, GSIS President and General Manager Robert Vergara said that "GSIS is privileged to turn over the ownership of this extraordinary asset to NCCA as the agency mandated to preserve and promote our rich national cultural heritage."

Under a 2004 tripartite agreement signed among GSIS, NCCA and the Manila City Government, GSIS as Met's owner granted the right of usufruct to the city government for the Theater's rehabilitation in coordination with NCCA.

However, the rehabilitation program was never realized leading to Met's deterioration.

In November 2014, Manila Mayor Joseph Ejercito Estrada made a formal offer to GSIS to rehabilitate and purchase The Met for Php267.15 million to provide a venue for Manila-based students and faculty in performing arts.

GSIS, in keeping with the provisions of RA 10066 or the National Cultural Act of 2009 and the tripartite agreement between NCCA, GSIS and the City of Manila, notified NCCA about the offer.

At that point, NCCA had 90 days to exercise its right of first refusal or match the offer made by the City of Manila. Its matching offer had to be paid in full or higher than the offer made by the city government.

On May 25, less than 90 days before the deadline, NCCA confirmed its purchase of The Met for Php270 million.

PGM Vergara said "we look forward to the day when the Grand Old Dame of Manila's theaters finally opens its doors to the public to enjoy season after season of live local music and arts performances."

PGM Vergara and Chairman Felipe M. de Leon Jr. signed the Deed of Absolute Sale on behalf of GSIS and NCCA, respectively. Budget Secretary Florencio B. Abad witnessed the signing rite.

The Office of the Ombudsman obtained the conviction of a former provincial prosecutor of Capiz for solicitation.

In a 31-page Decision, the Sandiganbayan found Romulo Gotico, former 2nd Provincial Prosecutor of Mambusao, Capiz, guilty beyond reasonable doubt of violation of Section 7(d) of Republic Act (R.A.) No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) for soliciting money from the private complainants in the murder case he handled.

The anti-graft court found that on 17 July 2001, Gotico was entrapped by agents of the National Bureau of Investigation-Western Visayas after he demanded and received boodle money amounting to P50,000.00 at a sari-sari store in Mambusao. Private complainants, Anelia Olano and her mother Dolores Vilbar, disclosed that Gotico demanded P3,000.00 every time the fiscal needed to attend the hearing of their case. They narrated that on May 29, 2001, after the postponement of the hearing, Gotico demanded the amount of P50,000.00 from Vilbar while inside his office, threatening that he would ensure that they would lose in the murder case if they would not give the money.

The Decision ruled that Gotico breached ethical standards in compelling “unschooled simpletons” such as Olano and Vilbar to pay him for every scheduled hearing in the prosecution of the murder case, reiterating that under Republic Act No. 10071 (Prosecution Service Act), it is the duty of Gotico to “act as counsel for the People of the Philippines in any case involving or arising from a criminal complaint investigated by any of its prosecutors and pending before any trial court.” Borrowing the words of the prosecution, the Decision pointed out that “such flaunting misconduct particularly if made by those who are charged of administering the law corrodes the respect for the law and the courts, as well.”

The court rejected Gotico’s defense of frame-up as the accused failed to present clear and convincing evidence to prove this.

The Sandiganbayan sentenced Gotico with the penalty of imprisonment of five years and to pay a fine of P5,000.00 with perpetual disqualification to hold public office.

Section 7(d) of R.A. No. 6713 provides that “public officials and employees shall not solicit or accept, directly or indirectly, any gift, gratuity, favor, entertainment, loan or anything of monetary value from any person in the course of their official duties or in connection with any operation being regulated by, or any transaction which may be affected by the functions of their office.”

The Sandiganbayan convicted a former assistant provincial prosecutor of Negros Occidental for molesting a 14-year old rape victim and for offering her a bribe money of P10,000.00 in exchange for the dropping of the rape case she filed against her criminal offender.
In a 38-page Decision of the Sandiganbayan, Julius Padios was found guilty beyond reasonable doubt of violations of Section 10(a), Article VI of Republic Act (R.A.) No. 7610 (Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act) and Section 1(g) of Presidential Decree (P.D.) No. 1829 (Penalizing Obstruction of Apprehension and Prosecution of Criminal Offenders). He was sentenced to imprisonment of four years, nine months and eleven days as minimum to six years, eight months and one day as maximum, for violating R.A. No. 7610, and two years, 11 months and 11 days as minimum to four years, two months and one day as maximum for violating P.D. 1829.

The prosecution presented the testimony of the victim who affirmed that Padios requested her to attend a so-called one-on-one conference at the Silay City Hall on 03 September 2004, a Saturday. During the conference, Padios requested the victim’s aunt, who accompanied her, to buy some cigarettes. The victim testified that Padios directed her to re-enact how she was raped and was instructed to remove her clothes. Padios told her “she should not be afraid and should not be shy because when it is already in the courtroom it will be worse.” The victim also testified that Padios unexpectedly kissed her on the lips.

Ombudsman prosecutors also proved that on October 15, 2004, Padios offered the rape victim and her mother the amount of P10,000.00 in exchange of the dropping of the rape case she filed against her assailant. When the mother and daughter refused to accept the money, Padios did not attend the hearing.

The Decision pointed out that Padios, in debunking the charges against him, offered nothing but mere denials and alibi, compared to the affirmative testimonies of the prosecution witnesses, including the personal account of the victim who clearly narrated the events.

The anti-graft court emphasized that R.A. No, 7610 is a measure geared towards attaining the Constitutional mandate of the state “to defend the right of the children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development.” It held that “the acts of the accused in compelling the victim to undress herself in the pretense of showing regularity as part of a conference before she can be presented in court, telling her that the court will do much worse to her so she might as well perform it in front of him, and making an unwarranted comment that she is healthy, and afterwards kissed her on the lips against her will…debases, degrades or demeans the intrinsic worth and dignity of a child as a human being.”

The court declared that “Padios used his position as prosecutor to take advantage of complainant’s innocence and belief that everything was alright since the respondent is supposed to be her lawyer and the one who will protect and defend her rights.” It also ruled that “the totality of evidence is sufficient to prove beyond reasonable doubt that accused Padios used bribery, misrepresentation, deceit, intimidation, force or threats to prevent the victim of the rape case in RTC Branch 40, Silay City, to be a witness therein.”

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday lauded one of the country’s biggest tuna fish canners and exporters, General Tuna Corporation, for expanding operation—an indication of its growing confidence in the economy—and spending P15 million in non-cash benefits for its over 6,000 workers.

“Six thousand tuna fish canning workers of General Tuna Corporation will receive non-cash benefits in the form of uniforms, personal protective equipment (PPE), and annual medical examination services, all for free starting this year. This is because the company is expanding its global operation and so it has to comply with general labor standards. I am glad it is voluntarily doing this to its workers. It is good business. It is good corporate citizenship,” said Baldoz after DOLE Regional Director Ofelia Domingo reported that General Tuna Corporation plant manager Ricardo Magnayon said the workers’ uniforms and PPE provision is in compliance with government regulatory requirements and for its planned international market expansion.

“With our plan to expand our international operation, we need to comply with these requirements for our workers as part of our social responsibility,” Domingo quoted Magnayon as saying.

“We will cover the cost of medical examination of each worker. We will make the main production area fully air-conditioned to provide them better working conditions,” Magnayon said.

Joel Saavedra, General Tuna Corporation human resource manager, confirmed this. He said the company is spending P15 million to purchase t-shirts, lab gowns, caps, hair nets, masks, and working boots for the workers.

Our workers will have two sets of uniforms. We will provide them PPE which we will replace every six months,” Saavedra said.

DOLE General Santos City Field Office officer-in-charge Fatima Bataga bared that the move of General Tuna Corporation to provide the non-cash benefits to its workers was the outcome of the rapid assessment done by the DOLE and its agencies, the Bureau of Working Conditions (BWC) and the Occupational Safety and Health Center (OSHC) of the tuna fishing and tuna fish canning sector last May 2013.

Baldoz, noting this is the first for the company and also for General Santos City, expressed the hope that other canneries in the region will follow suit and replicate the good practice of General Tuna Corporation to ensure their workers’ safety in their respective workplaces, as well as their general well-being.

She said the fishing and fish canning sector in the South is facing fresh challenges from the workers who have been complaining of substandard pay and substandard working conditions which have caught the government’s attention.

“Employers in the fishing and fish canning sector should realize that workers are their greatest resource, not the fish or their machinery, so we need to take good care of them in terms of complying with general labor standards and occupational safety and health standards,” Baldoz said.

General Tuna Corporation is the export arm of Century Pacific Food, Inc., the company that manufactures private label canned, pouched, and frozen tuna products. The company maintains a world-class facility in General Santos City, which is adjacent to the world’s tuna fishing grounds in the Western Pacific Ocean and the waters between Southern Philippines and Indonesia.

DSWD, Australia to undertake P100 million disaster project

The Department of Social Welfare and Development (DSWD) received a fund grant amounting to P104.2 million from the Australian Government-Department of Foreign Affairs and Trade (DFAT) for the implementation of a three-year Support Program for Disaster Response.

The project aims to enhance the Department’s capacity in providing leadership in disaster response and humanitarian assistance in times of calamities.

The DSWD presented last week the inception report for the fund grant which shall have four major components for implementation such as prepositioning and purchase of non-food relief supplies; warehouse construction; capacity development; and, enhancement of project management to include monitoring and evaluation.

DSWD Assistant Secretary Vilma B. Cabrera said, “We are grateful for the support program which will help the Department further enhance its disaster response operations. The implementation of the program is timely especially that the typhoon season is approaching.”

She added that the program components are based on the lessons learned by the Department in recent major disaster operations.

In behalf of the Australian Government, DFAT Counsellor Geoff King expressed approval of the inception report, and hoped that the annual plan for implementation be drafted immediately to formally start the program.

He added that their office will work closely with DSWD especially in ensuring purchase of international quality materials and the on-time completion of the components.

The Support Program for Disaster Response is one of the many partnerships of DSWD with the Australian Government.

Deles sees start of decommissioning process to have positive effect on BBL timeline

MANILA – Presidential Adviser on the Peace Process Secretary Teresita Quintos Deles is confident that the start of the decommissioning of Moro Islamic Liberation Front (MILF) combatants and weapons would have a positive effect on the legislative process surrounding the proposed Bangsamoro Basic Law (BBL).

“Inaantay na lang po natin ang tuluyang pagpapasa ng BBL, ang pagtatayo ng Bangsamoro at ang pagkakaroon nito ng mga sariling halal na lider upang makita natin ang tuluyang pagbababa ng armas ng MILF. Ito ang umpisa ng kapayapaan sa Bangsamoro at sa buong Mindanao (We are just awaiting the eventual passage of the BBL, the establishment of the Bangsamoro government, and the election of its leaders in order for the full decommissioning of the MILF to push through),” explained Deles.

Under the Comprehensive Agreement on the Bangsamoro (CAB) signed between the government and the MILF, the decommissioning process will follow legislative milestones of the proposed basic law that will entrench a replacement to the current Autonomous Region in Muslim Mindanao.

The CAB stipulates that 30% of MILF combatants and weapons will be decommissioned upon the passage of the BBL, to be followed by another 35% after the plebiscite and the appointment of members of the Bangsamoro Transition Authority (BTA). The remaining 35% will be decommissioned once the Bangsamoro government is established and its leaders are duly elected.

The June 16 ceremonial decommissioning of 145 MILF combatants and 75 crew-serve weapons and high-powered weapons is to signal the start of the process, also stipulated in the CAB.

“Masaya tayo na patuloy ipinapakita ng MILF na katuwang sila ng pamahalaan sa layunin na itigil ang pag-aarmas sa Mindanao sa kabila ng pagka-antala sa pagsasabatas ng BBL (We are happy the MILF continues to be a partner of the government in its objective to bring peace in Mindanao through the reduction of firearms in the area despite the delays in the BBL passage),” Deles added.

The MILF is expected to turn in their weapons to the Independent Decommissioning Body (IDB), which in turn will place the said weapons in a secured area. The combatants, on the other hand, will receive socio-economic packages to help them jumpstart their return to normal, civilian lives.

Both Houses of Congress adjourned sine die last week, with both vowing to continue working on the BBL once session resumes in late July. The House of Representatives is in the middle of plenary interpellation while Senator Ferdinand Marcos, Jr., chair of the Senate Committee on Local Government, has committed to presenting a substitute bill.

The leadership of both Houses is looking at September or October as the new deadline for the BBL passage, in time for the filing of candidacies for the 2016 elections.

A man wanted for three (3) counts of Murder in Cavite province was finally arrested in Mindanao on June 14, 2015 by virtue of a warrant of arrest issued by Hon. Judge Perla Cabrera-Faller of 4th Judicial Region, RTC Branch 30, Dasmariñas City, Cavite.

Alikhan Dimnatang, 38 years old, was successfully arrested at Purok Coca Cola, Kilumco, Camague, Iligan City through the concerted efforts of the Anti-Kidnapping Group (AKG) Mindanao Field Unit operatives, Iligan City Police Office personnel and 12th SAC Special Action Force through the help of a concerned citizen who provided vital information on Dimantang’s whereabouts.

AKG investigators identified Dimnatang who went into hiding in Iligan City after learning that a warrant of arrest was issued against him in connection to the crime he committed. The suspect is also involved in the kidnapping of a 21-year old female that transpired on June 9, 2015 in Iligan City where he was positively identified as the ransom taker.

According to PSSupt Roberto B. Fajardo, Director of AKG, the arrest of Dimnatang is a result of the intensifiedimplementation of OPLAN “Lambat-Sibat” Campaign as part of the guidance of Department of Interior and Local Government (DILG) Secretary Mar Roxas with the active support of different law enforcement agencies and the community in the fight against all forms of criminality.

“For the first semester of 2015, the AKG neutralized a total of 18 wanted kidnappers. This only shows that the long arms of the law will catch up on the criminals.” Fajardo said.

“PNP-AKG tracker teams are working double time to account and neutralize all wanted kidnappers. We are appealing also to the public to help us stop if not, deter kidnapping by providing vital information on the suspects to include incidents of kidnappings.” Fajardo added. (PNP-PIO)

Secretary of the Interior and Local Government Mar Roxas is scheduled to join mayors, other local officials, and members of civil society organizations (CSOs) in Region 12 on Tuesday (June 16) for the summit on anti-illegal drugs in the province.

Roxas is set to fly to Koronadal City, where he will deliver his keynote message for the Regional Anti-Illegal Drugs Summit in SOCCSKSARGEN (South Cotabato, Cotabato, Sultan Kudarat, Sarangani, and General Santos City).

With the theme “Leveling-up Performance Against Illegal Drugs in Region 12,” Roxas is expected to call for a consolidated regional approach in the campaign against all forms of illegal drugs leveraging on intensive law enforcement efforts backed by more empowered communities.

Roxas to Kalibo fire victims: Hindi ko kayo iiwan

Last June 13, Roxas visited the Aklan Trade Hall at the provincial capitol, which has served as the evacuation center for about 65 families consisting of about 243 individuals.

He checked on the situation of the victims and distributed 75 food packs containing three kilos of rice, five noodle packs, five cans of sardines, sugar, and coffee—enough to feed a family for two days.

He assured victims that they may return after two days to get additional relief goods.
The DILG chief expressed his sympathy saying, “Malungkot ang nangyari sa inyo. Dama ko ang dinaranas ninyo. Hiling ko, ‘wag kayo mawalan ng pagasa.”

“Nandito ang gobyerno. Hindi kayo pababayaan,” he said.

He also said, “Hindi titigil ang tulong na ito hanggang mabalik kayo sa ayos.”

Fire reportedly broke out at around 4:40 p.m. on Friday (June 12) at Purok 2, C. Lacerna Street, Poblacion, Kalibo.

Roxas had ordered the Bureau of Fire Protection (BFP) to investigate the incident after he was informed that last Friday’s fire was already the second in the area.

About 60 families are also temporarily housed at the municipal building of Kalibo.

The event’s formal opening ceremony was held at the ASEAN Gallery and was attended by members of the Committee of Permanent Representatives to ASEAN and their spouses, Ambassadors of ASEAN's Dialogue Partners, other Ambassadors, dignitaries, friends and guests of both the AWC and the Philippines.

Philippine Permanent Representative to ASEAN, Ambassador Elizabeth P. Buensuceso, who was the event’s guest of honor, thanked the AWC for the honor accorded to the Philippines on the occasion of her country's national day. In her remarks during the Festival’s opening ceremonies, Ambassador Buensuceso said that “events such as this make for the human face of ASEAN as we usher in the ASEAN Community 2015. Ambassador Buensuceso also took pride in introducing two equally talented Filipino fashion and jewelry designers – Corazon Manimbo and Oscar Atendido – whose elegant clothes and uniquely-designed accessories were featured in the AWC Bazaar that was part of the Festival.

In his remarks, Deputy Secretary-General of ASEAN for Community & Corporate Affairs AKP Mochtan conveyed his congratulations to Ambassador Buensuceso and friends from the Philippines. He said, “We saw a glimpse of the magnificent richness of the Philippines’ heritage and talents during the Independence Day’s reception at the Shangri-La. We are fortunate that we could experience and enjoy more about beautiful Philippines at this festival, as well as other ASEAN member states and our dialogue partners and friends.”

To symbolically open the Food Festival, Ambassador Buensuceso, along with Deputy Secretary-General Mochtan and AWC President Ubi Pramono cut the ceremonial Javanese Nasi Tumpeng, a cone-shaped rice dish with vegetable meat to celebrate important occasions.

The ASEAN Street Food Festival (ASFF) is one of the biggest annual events organized by the AWC. Permanent Missions to ASEAN of all member countries and Dialogue Partners donated dishes typical of their respective countries to support AWC’s fund-raising endeavor through the food festival. More than one thousand guests trooped the queues for delectable dishes which included the Philippines 'adobo, achara, and turon, side by side other dishes such as pad thai, Hainanese chicken, curry, all kinds of noodles, nasi lemak, etc. Not to be outdone, Missions of ASEAN's Dialogue Partners also served kimchi, bibimbap, meringues, chocolate chips, pies and chicken wraps.

Two Philippine companies – Cebu Pacific Air and Oishi – were likewise lauded by Madame Pramono for their generous donations as major sponsors of the ASFF. All proceeds from this year’s ASFF will be donated to foundations supporting the out-of-school youth and marginalized children of Jakarta and its surrounding areas.

Trafficking victims discovered posing as missionaries

MACTAN, Cebu - Two trafficking victims were rescued by the Bureau of Immigration after being persuaded by recruiters to pose as missionaries last June 9.

The victims, whose names are withheld for their safety, attempted to depart for Kuala Lumpur, Malaysia via Air Asia. They were being escorted by a certain Jefferson Cal, who claimed to be a pastor of the Genesis Church of Christ.

However, upon investigation, Immigration Officer Jedda Reuyan and Jerica Laurito noticed inconsistencies in their statements.

The two victims later admitted that they were recruited by a certain Brother Panisilyam Santiago, a Malaysian national, to work as caregivers in Malaysia. They were promised that their documents will be legalized once they reach Malaysia.

Immigration Commissioner Siegfred Mison warned Filipinos not to fall such modus by illegal recruiters. "We are strengthening our fight against human trafficking and illegal recruitment," he said. "These illegal recruiters promise greener pastures, but in many cases, workers end up underpaid and working in inhumane conditions," he added.

Both victims were turned over to the Inter-Agency Council Against Trafficking for further investigation. Their escort was likewise invited for questioning.

In 2011, the bureau prevented the departure of six female victims who posed as nuns in an attempt to work illegally as housemaids in Lebanon.

Chinese poachers deported

Manila, Philippines---The Bureau of Immigration (BI) on Thursdaydeported nine Chinese poachers after serving sentence for violation of Sections 87 and 97 of Republic Act No. 8550, otherwise known as the Philippine Fisheries Code.

Chen Yi Quan, Chen Ze Hao, Shi Xian Xiong, Shi Liang Duong, He Chun, Huang Ji Xuan, He Sheng Bao, He Yuan Cheng, and Lu Chuan Fang were deported to China pursuant to a summary deportation order dated 13 May 2014 for illegally entering the Philippines without inspection and admission and for poaching in Philippine waters.

“The Chinese fishermen were released by the Puerto Princesa Regional Trial Court after serving subsidiary imprisonment for failure to pay the imposed fines of USD 100,000.00 and Php 100,000.00 each,” said BI spokesperson Elaine Tan.

“The BI implemented the deportation order upon confirmation that they have no pending liabilities in the country,” added Tan.

PDIC hosts int’l workshop on deposit insurance funding

The Philippine Deposit Insurance Corporation (PDIC) is hosting the International Workshop on "Deposit Insurance Fund Target Size" on June 15-18, 2015 at the Makati Shangri-La Hotel. The workshop aims to provide a venue to discuss issues and exchange views on country experiences in setting up and administering deposit insurance fund (DIF) targets. Participating in the workshop are representatives from deposit insurance agencies, financial regulators and local and international financial institutions.

The event's highlight is the presentation of the initial results of the international survey on DIF target ratio recently conducted by the International Association of Deposit Insurers (IADI) among its members. The results of the survey and the workshop will be used in preparing a research paper that will describe and examine current approaches and practices in determining the optimal deposit insurance fund size.

PDIC President Cristina Que Orbeta said that PDIC is the chair of the Sub-committee that is spearheading the research on deposit insurance fund targeting. The hosting of the workshop is PDIC's contribution in enhancing the policy framework of deposit insurance agencies in determining what should be the target DIF that will be adequate to carry out its mandate. The adequacy of the DIF reflects the strength of the deposit insurance system.

The international workshop coincides with the commemoration of the 13th Depositor Protection and Awareness Week (DPAW) on June 16-22 with the theme, "Promoting Depositor Confidence through Public Awareness and Financial Literacy".

NEDA-ICC approves BatMan 1, C-5 Bus Transit PPP Projects

Two more public-private partnership (PPP) projects were given a go signal today by the cabinet-level National Economic Development Authority (NEDA)-Investment Coordinating Committee (ICC).

The NEDA-ICC approved the PhP10.528 billion Batangas-Manila Natural Gas Pipeline (BatMan 1) Project of the Philippine National Oil Company (PNOC) and PhP6.403 billion C-5 Modern Bus Transit System (C-5 MBTS) Project of the Department of Transportation and Communications (DOTC).

Both projects will be elevated to President Benigno Aquino’s confirmation and final approval in the next NEDA Board meeting.

BatMan 1 will transport and supply natural gas to targeted markets located in the high-growth areas of Batangas, Laguna, Cavite and Metro Manila. The private partner will construct the proposed 121-kilometer transmission pipelines from Batangas to Metro Manila, install compressor stations, metering stations, valves as well as control stations and SCADA systems.

The C-5 MBTS involves the implementation of a new bus scheme that will offer modern bus with high quality service. It will improve the connectivity among the cities of Paranaque, Taguig, Makati, Quezon City and Valenzuela, through the proposed modern bus-based public transport system.

The private partner will finance, construct and develop a Bus Rapid Transit (BRT) system along the C-5 corridor, while running an interim bus service that will later transition into a BRT.

To date the government has awarded 10 PPP projects: Cavite-Laguna Expressway (CALAX), Southwest Terminal of the Integrated Transport System, LRT Line 1 Cavite Extension, Mactan-Cebu International Airport (MCIA) Passenger Terminal Building, Automatic Fare Collection System, Modernization of the Philippine Orthopedic Center (MPOC), PPP for School Infrastructure Project (PSIP) Phase I and II, NAIA Expressway Phase II Project, and Daang Hari-SLEX Link Road.

Bilang pambungad, hayaan ninyo pong ibahagi ko ang ilang bagay na naging palaisipan sa akin sa mga lumipas na taon.

Noong bata pa po ako, noong umuusbong ang karahasan dito, hindi po ba masasabi nating: Ang pinagmulan ng hidwaan ay ang pananamantala ng iilang tao, kadalasan Kristiyano, sa mga kababayan natin dito sa Mindanao. Nang makita ng mga mapanlamang na walang pinag-aralan ang mga nagbubungkal ng lupa, ipinatitulo nila sa kanilang mga sarili ang mga lupain. Ito ang nagtulak sa mga kapatid nating Moro na ipaglaban ang nararapat lang sa kanila. Ang tanong po natin: Kung pang-aabuso sa batas ang ugat ng problema, hindi ba nararapat lang na batas na kumikilala sa karapatan at kultura ng mga kapatid nating Muslim ang maging solusyon? Mas mainam sana kung katulad ng Indigenous Peoples Rights Act, na meron tayo ngayon, ang naging tugon ng pamahalaan sa panawagan ng ating mga kababayan.

Alam po natin na hindi ganoon ang nangyari. Ipinadala ng gobyerno ang ilang bahagi ng ating Philippine Constabulary. Nang tumindi ang hidwaan at di na kayang makontrol ang kaguluhan, ipinadala naman ang Sandatahang Lakas. Ang nangyari: Imbis na makamit ang kapayapaan ay lalo pang naging masalimuot ang sitwasyon.

Dagdag pa: Kung ikaw nga ang nasa posisyon ng mga kapatid nating inagawan ng lupa noong panahong iyon, hindi ka ba mawawalan ng pag-asa kung lahat ng iyong lapitan ay tila iisa ang tono at ang tugon ay “Walang magagawa diyan”? Isipin din po ninyo: Dahil sa alitan dito sa usaping agraryo, na walang makuhang katarungan, inilagay nila sa kanilang mga kamay ang batas at nag-usbungan ang mga grupong armado.

Ang akin po: Kung inaapi ka na at napilitan kang umalis sa sistema, o labanan pa ito, dahil wala ka nang tiwala, dahil kulang ang kalinga ng Estado, naging iba kaya ang tugon mo? Matapos nga po ang ilang dekada ng barilan, matapos magamit ang mga armas, mismong ang ating Sandatahang Lakas na ang nagsasabi: Ang solusyon dito sa Muslim Mindanao ay di lang magmumula sa AFP; ang kailangan ay whole of government approach. Kailangan ng lehitimong tugon sa mga lehitimong hinaing; kailangan tulungan ang mga naisantabi nating mga kapatid para magkaroon ng tunay na katarungan.

Nang maging malinaw po ito sa akin, dumating naman ang panibagong mga katanungan. Kung masyado nang malalim ang mga sugat na ginawa ng putukan at gantihan, paano pa maipupunla ang tiwala? Pasintabi kay Usec. Manny Bautista, gagamitin kong halimbawa ang nangyari sa kanyang pamilya. Inimbitahan noon ang kanyang amang si General Teodulfo Bautista, na makipagdiyalago sa Sulu para sa kapayapaan. Subalit hindi pala kapayapaan ang hangad ng kausap niya kundi karahasan. Ang mga ganitong insidente nga ng karahasan ang nagpalala sa hinagpis na dala ng digmaan para sa maraming Pilipino, kaya hindi mo maaasahang sisibol ang tiwala sa pagitan ng magkabilang panig.

Sa ganitong sitwasyon, paano tayo aabot sa isang kasunduang katanggap-tanggap sa lahat kung ang mga negosyador mismo ay walang tiwala sa isa’t isa? Naisip ko nga po na ilang henerasyon ang bibilangin bago magkaroon ng tunay na diyalogo. Isa nga po sa mga naging mungkahi ang magkaroon ng palitan ng mga estudyante sa ating bansa. May mga kabataang taga-Mindanao na mag-aaral sa Luzon at Visayas; at may mga taga-Luzon at Visayas na mag-aaral naman sa Mindanao. Sa ganitong paraan, makakabuo ng mas matibay na relasyon ang mga bagong henerasyon, at kapag sila na ang may tangan ng renda ng kapangyarihan, makakapag-usap sila bilang magkakaibigan, imbis na bilang magkakaaway na may kanya-kanyang mahabang listahan ng hinanakit. Matagal na proseso ito, at malamang ay hindi ko na makikitang nagbubunga ng mga tulad kong hindi na ganoon kabata.

Ito po ang dahilan kung bakit talagang makasaysayan ang araw na ito. Kung babalik tayo ng ilang taon, isang napakalayong pangarap lang ang makitang naglalatag ng armas ang isang armadong grupong matagal nang nakipaglaban sa pamahalaan. Hindi lang isa, dalawa, o isang dosenang piraso ang armas na pinag-uusapan natin dito. Ito po ay ilan sa pinakamataas na uri ng armas. Moderno po ang mga ito at hindi pinaglumaan; ang mga armas na ito, kayang magdulot—at talagang nakapagdulot nga—ng matinding pagdurusa.

Mga Boss, kailangan ko pong bigyang-diin: Ang mga kapatid nating Moro ay nangako, at heto ang pruweba ng kanilang katapatan sa ating harapan. Kusang-loob pong inilatag ng ating mga kapatid ang kanilang armas. Alam nilang nariyan pa rin ang banta ng karahasan mula sa mga private armed groups, pero sa ginawa nilang ito, tila sinasabi nila sa atin: “Kapatid, itong pantanggol namin sa sarili namin, di na namin kailangan. Buong pagtitiwala naming ipinapaubaya sa inyo ang aming kaligtasan. Kapatid, itong armas, puwede na naming ibaba dahil naniniwala kaming kasama namin kayo sa kagustuhan naming baguhin ang lipunan at buhay namin.” Ginagawa nga nila ito kahit nakabitin pa ang Bangsamoro Basic Law, at mangyayari pa lang ang Bangsamoro Transition Authority.

Kaya nga po hindi ko masasabing sumusugal tayo sa pakikipag-usap sa MILF. Tsambahan po ang sugal, at wala kang hawak na pruweba sa kapalaran mo. Ito pong ginagawa naman natin ngayon ay napakatibay na patunay ng buo at busilak na pakikiisa ng MILF sa ating usaping pangkapayapaan, at sa kanilang kahandaang talikuran ang landas ng hidwaan. Iniaabot nila ngayon ang kanilang palad bilang imbitasyon patungo sa higit na pagtitiwala at pagtutulungan. Nakakalungkot nga po na ang gustong isagot ng ilan sa ating mambabatas sa imbitasyong ito ay itigil ang BBL. Imbis na itanong: “Paano ko ba mapapabuti pa ang BBL para matugunan ang hinaing ng mga kababayan natin?” tila pinag-iisipan pa ng iba ay “Paano ko ba ito pipigilan o haharangin?”

Sa mga sandaling ito, naiisip kong para tayong nasa isang kasalan o parang nasa Heart Break Hill doon po sa Boston Marathon. Sa kasalan, ang sabi po sa atin, naroon ka na nga sa harap ng altar, alam mong siya na ang pakakasalan mo, pero biglang napapaisip ka: Pipisilin ba niya sa gitna o sa dulo ang toothpaste? Ibababa ba niya ang takip ng inidoro? Klaro: Mahal na mahal mo ang pakakasalan mo, at di-hamak na maliliit lang ang mga agam-agam na ito, pero napapag-isip ka pa rin. Gaya naman sa Heart Break Hill, papunta na tayo sa katuparan ng ating samahan tungo sa kapayapaan; ngayon pa ba tayo magkakaroon ng pagdududa kung kaya nating tapusin ang marathon? Bigla ba tayong panghihinaan ng paniniwala, lalo pa’t abot-tanaw na ang finish line?

Ito po ang katotohanan: Hindi kalabisan ang hinihiling ng ating mga kapatid sa Bangsamoro; ang hangad nila, disente at mapayapang pamumuhay, gaya ng sinumang Pilipino. Kailangan din nating amining nagkulang tayo sa isa’t isa: Wala namang nakasulat sa ating relihiyon at batas na kailangan nating ipagpatuloy ang mga pagkakamali ng nakaraan. Narito na nga po tayo, binibigyan tayo ng pagkakataong iwasto ang mali, tatalikuran pa ba natin ito?

Ang masasabi ko po sa inyo: Personal kong tinututukan ang BBL. May isang pagpupulong nga, kasama ang mga kasapi ng Kongreso, kung saan, sa hangarin nating magkaroon ng tunay na “meeting of the minds” at masagot ang anumang agam-agam ay inabot kami ng madaling-araw sa paghimay at pagbubusisi sa draft BBL. Ang gusto nga po natin: pagandahin nang pagandahin ang batas na ito.

Nakalagay na nga sa kasaysayan natin ang ipinakitang halimbawa ng mga kapatid natin sa araw na ito. Ilalagay rin sa kasaysayan kung ano ang tugon ng nakakaraming Pilipino sa magandang ginawa nila. Ang tanong nga natin: Kung may sampung hakbang para lubusang magkalapit, at ginawa na nila ang siyam at kalahating hakbang, ipagkakait mo pa ba ‘yung natitirang kalahating hakbang? Pagharap mo ba sa salamin, hindi ka ba uusigin ng iyong konsensiya? Kung sa pagharang mo sa napakagandang solusyon ay umabot ka sa puntong napahamak ang pamilya mo mismo, mahaharap mo ba sila para sabihing “Sorry, pinigilan ko kasi ang kapayapaan”?

Sa inyo na bumabalangkas ng batas, at sa mga boboto kinalaunan sa plebisito kaugnay ng BBL: Alalahanin n’yo ang araw na ito. Tayong nagpabaya sa kanila, tayong nagmungkahi ng mga maling solusyon, tayo na hindi naging masigasig sa pagprotesta at pagpigil sa pang-aabuso sa kanila, aagawin ba natin sa kanila ang pagkakataong mabuhay nang may dignidad at matiwasay? Panghahawakan ba natin ang mga takot na wala namang basehan? Gusto ba talaga nating magbalik sa mga nasubukan nang solusyon pero di naman gumana at nanganak lang ng mas maraming hidwaan, at nagpalalim lang sa sugat ng kawalang-tiwala?

Dito ko nga po naalala ang sinabi ng isang pastor na Aleman na si Dietrich Bonhoeffer. Isa po siyang pastor na pinatay nang panahon ng mga Nazi sa Germany: “First they came for the communists, but I was not a communist so I did not speak out. Then they came for the socialists and the trade-unionists, but I was neither so I did not speak out. Then they came for the Jews, but I was not a Jew, so I did not speak out. And when they came for me, there was no one left to speak out for me.” Totoo po: ‘Pag hinayaan mong lapastanganin ang karapatan ng iba, hindi ba’t pumayag ka na ring maulit ang ganitong siklo, at balang-araw ikaw mismo ang puwedeng maging biktima nito?

Mga Boss, bibigyang-diin ko po: Itong dating di natin maisip-isip na mangyayari, nangyayari na. Nagawa nga po ng mga kapatid natin sa MILF ang napakalaking hakbang na ito, at maiisip mo: Mahihirapan pa kaya sila doon sa iba pang mga hakbang? Palagay ko, magiging padali nang padali ang proseso. Ang panawagan ko po: Suklian naman natin ang pagtitiwalang ipinakita nila sa atin. Sikapin nating umabot sa puntong masasabi nating: Talagang binigay natin ang lahat ng pagkakataon upang mabago nila ang kanilang buhay at maabot ang kanilang mga pangarap. Pero ito nga po: Kung ang pananaw mo ay pahirapan ang pagpasa ng batas, para mo na ring sinabing ipinagdamot natin ang dapat sana’y sa kanila; sinigurado nating wala silang pagkakataong umangat; ginarantiya nating di na sila bababa sa bundok. ‘Yan ang katumbas ng pagtutol po sa BBL.

Hindi nga puwedeng sasabihin mong para ka sa kapayapaan, pero pinahirapan mo ang pagbabalangkas ng BBL. ‘Yun bang di ka na nga nakontento sa siyam na butas ng karayom, nagdagdag ka pa ng pansampu at panlabing-isa; parang wala ka nang ibang hangarin kundi siguruhing walang puwang para sa kapayapaan. Tulungan nga po ninyo ako: Ano po ba ang itutugon ko ‘pag may nagtanong sa akin, “Saan ba ‘yung konsensiya ng mga taong nagpapatagal ng proseso para magkaroon tayo ng kapayapaan?”

Daang libo na ang napinsala at namatay, at di na mabilang ang nawalan ng tirahan at nasira ang komunidad, dahil sa apat na dekadang hidwaan. Kung di ka pa papanig sa kapayapaan, ilan pa ang mamamatayan ng mahal nila sa buhay? Ilang pamayanan pa ang maiipit sa putukan at kawalang seguridad? Ilan ang naghihirap na lalo pang maghihirap? Gaano pa katagal bago kumatok sa sarili mong pintuan ang kaguluhan at madamay ang sarili mong mag-anak?

Di po natin maitatanggi: May utang tayo sa mga kapatid natin sa Bangsamoro. May pagkakataon tayo ngayon upang itama ang naratibo ng pagdurusang sama-sama nating kinaharap. Panahon na po natin ito. Ito ang ipinaglaban ng mga nasawi nating kababayan. Ipakita natin sa mga nag-alay ng kanilang buhay, sa ating mga kababayan, at sa buong mundo: Magkakaiba man ang ating pinanggalingan at paniniwala, dahil pinagbubuklod tayo ng tiwala at pagmamalasakit sa isa’t isa, walang hamong hindi natin kayang lampasan bilang isang bansa.

Magandang araw po sa inyong lahat. Maraming salamat po.
