1.  DTI, namagitan sa dayalogo ng mga furniture makers at regulatory agencies

LUNGSOD NG LUCENA, Quezon, Dec. 23 (PIA) — Pinulong kamakailan ng Department of Trade and Industry (DTI) ang mga ahensiya ng lokal na pamahalaan kasama ang mga kooperatiba ng mga furniture makers upang mabigyan umano ng solusyon ang ilang mga problemang kinakaharap ng mga ito.


Ilan sa mga bagay na binigyang pansin ay ang mga patakaran na nakakaapekto diumano sa pagnenegosyo ng furnitures, gayundin ang tamang proseso ng pagpuputol at pagbibiyahe ng mga kahoy.

Ayon kay Guillermo Formaran III ng Regional Multi-sectoral Forest Protection Committee, nararapat lamang na may kaukulang permiso mula sa Department of Environment and Natural Resources (DENR) ang sinumang magpuputol at magbibiyahe ng kahoy.

Dagdag pa ni Formaran na agad namang sinang-ayunan ni Dr. Pedro Balagas, Jr. ng DENR, na laging dalhin ang mga kinakailangang dokumento upang maiwasan ang abala o anumang aberya sa mga itinalagang inspection areas.

Sa pahayag naman ni Estela Umali-Loverez ng Land Transportation Office, pinayuhan nito ang mga furniture makers na ayusin ang rehistro ng kanilang sasakyan, itama ang timbang para sa tamang pagbabayan gayundin upang hindi mag-overload na maaring magresulta sa aksidente.

Nangako naman ng tulong ang mga nasabing ahensiya upang maisaayos ang takbo ng negosyo ng mga furniture makers kapalit ng pagsunod ng mga ito sa mga regulasyon at batas.

2.  DTI provides facilities to Calauan cooperatives, livelihood groups

December 23, 2014
CALAUAN, Laguna, Dec. 23 (PIA) — The Department of Trade and Industry (DTI) provincial office recently turned over sets of machinery and equipment worth P3.153 million to the local government here intended for the municipality’s woodworking industry.

Two more cooperatives here including Imok Agrarian Reform Community Women and Farmers Multi-Purpose Cooperative in Barangay Imok were also provided with a set of coconut coir processing equipment worth Php1.818-million.

Meanwhile, DTI also turned over a knife-fish processing machinery worth P661, 000  to the Alyansang Kababaihan ng Pila and sewing machines for the Philippine Frontline Ministries, Inc. — church-based organization that assists dumpsite scavengers of Sitio Balooc and San Ignacio in San Pablo City.

3.  DTI conducts product traceability seminars for Laguna processed food stakeholders

LOS BAÑOS, Laguna, Dec. 22 (PIA) — The Provincial Office of the Department of Trade and Industry (DTI) consecutively conducted product traceability seminar at the Department of Science and Technology (DOST) Regional Office IV-A and University of the Philippines Open University for the farmers, entrepreneurs and members of the local government units.

The product traceability system, called the Philippine Traceability System or P-TRACE, documents production inputs, processes and distribution details which makes possible the tracking of food products in the supply chain from farm to fork  and facilitates identification of the causes and corrective actions in case of quality or safety issues.

The system is beneficial to farmers, food producers and exporters as it enables them to comply with international standards on quality, safety and traceability thus increasing the chances of capturing the global market.

4.  Improved consumer protection, competitiveness, focus on Calabarzon assessors and EU experts discussion

CALAMBA CITY, Laguna, Dec. 22 (PIA) — The Department of Trade and Industry (DTI) through the Calabarzon (Cavite, Laguna, Batangas and Rizal) Regional Pool of Quality Assessors spearheaded a consultation forum recently with the Philippine Accreditation Bureau (PAB) and European Union-assisted Trade Related Technical Assistance (EU-TRTA) to improve product conformity, assessment and certification scheme in the country.

The Philippines, through the DTI’s Bureau of Product Standards is implementing the PS Mark product certification scheme.

During the consultation forum, Jon Echanove and Valerii Kraisuk, technical experts of the EU-TRTA Project 3 on conformity assessment, presented facts and recommendations to improve the certification scheme.  

According to a study conducted by the EU-TRTA Project Phase 2 in 2011, the country’s existing components of the national quality infrastructure are inadequate and fragmented.
  
Echanove noted that the PS Mark product certification is a Type 5 (System 5) under ISO/IEC Guide 67 which includes assessment of quality and production systems, inspection and testing; and regular audit testing that are tedious and costly which would considerably impact on Philippine manufacturers particularly on the implementation of the Asean Economic Integration next year.

Echanove added that with the adoption of the recommendations, manufacturers may opt for the simpler Type 1 or Type 3 schemes which are less costly to bear by the smaller manufacturers.
  
Meanwhile, PAB Director Ernani Dionisio said that strengthening the country’s quality infrastructure will ensure efficient consumer protection and will rise up the competitiveness level of the country thus increasing the chances of Philippine exports to access global markets.

5.   Migration Resource Desk launched in Cavite

December 22, 2014
TRECE MARTIRES CITY, Cavite, Dec. 22 (PIA) --The provincial government through the Provincial Social Welfare and Development Office (PSWDO) recently launched the Cavite Migration Desk to provide among others wellness not only for Overseas Filipinos Workers (OFWs) but also ot their families that are left in the country.

The launching, held at the provincial gymnasium, signified the strong commitment of the provincial government in giving care and assistance to the OFWs and their dependents. This was evident by the passage of an ordinance (Ordinance No. 2012-024) for the Creation of the Cavite Migration Resource Center.

The Center aims to provide avenues for organized responses to migration challenges as well as a range of programs and services necessary for empowering and protecting migrants and harnessing the benefits of migration for socioeconomic development.

Alvin S. Mojica, Officer-in-Charge of the PSWDO, said Region IV-A has one of the highest numbers of OFWs next only to National Capital region (NCR) or about 18 percent of the population of Region IV-A are OFWs. Cavite has the highest number of both land-based and sea-based overseas workers in the said region.

Under Republic Act 10022 which contains amendment of R.A. 8042 also known as the Migrant Workers and Overseas Filipino Act of 1995, Section 16 specifies the role of the LGUs in protecting the rights and welfare of OFWs.

President Aquino would rather solve the LRT-MRT issue than pass it on to next administration, says Palace official
The Aquino administration would rather solve the problems on the Light Rail Transit (LRT) and the Metro Rail Transit (MRT) now rather than pass them on to the next administration, a Malacañang official said on Monday.

“Ayaw ng Pangulo na magpamana sa susunod na administrasyon ng mga suliranin na dapat ay tinukoy na… Kinakailangang harapin natin ang isyu ng malaking halaga na ginugugol para sa subsidy ng LRT/MRT fares at makatuwiran lamang na magkaroon ng adjustment ang fare structure nito para mailapit doon sa sinisingil para sa mga air-conditioned buses,” Communication Secretary Herminio Coloma, Jr. told reporters during a press briefing at the Palace.

He was referring to the government’s decision to raise the fare of the LRT Lines 1 and 2 and the MRT Line 3 to reduce its subsidy on the mass transit service. The government subsidy amounts to P25 for every P15 fare for the LRT and P45 for every P15 fare for the MRT.

When asked if the fare increase would mean an upgrade in the services the three lines, Coloma said that even without the fare hike, the government has been constantly improving the services of the light railway transit system.

“Sa lahat ng pagkakataon ay ina-address naman ang safety and convenience issues ng LRT/MRT. Kahit naman hindi naipatupad ang fare increase noong mga nakaraang panahon ay patuloy na tinukoy ng pangasiwaan at ng administrasyon ang mga maintenance and safety concerns na prayoridad sa pagtitiyak na magiging ligtas ang mass transit service natin,” he explained.

The government will impose a uniform distance-based fare scheme for all three train lines, where the minimum fare will be P11 for the initial kilometer, plus P1 for every succeeding kilometer.

The fare hike is expected to take effect on January 4 next year. PND (ag)

President Aquino to sign 2015 national budget on Tuesday
President Benigno S. Aquino III is scheduled to sign on Tuesday the P2.606-trillion General Appropriations Act (GAA) for 2015, Presidential Spokesperson Edwin Lacierda said.

“Tomorrow, the President will sign the General Appropriations Act for 2015, which stands as a testament to the lengthy reviews and planning undertaken by agencies, in order to improve the way they serve the public,” Secretary Lacierda said in a statement issued on Monday.

He noted that this marks the fifth time the budget has been passed on time.

“This stands as a symbol of the Aquino administration’s commitment to reforms. The P2.606-trillion budget for next year remains guided by the philosophies that have characterized our administration, among them inclusive growth, transparency and accountability, and our effort to build back better,” he said.

The bicameral conference committee of Congress approved the proposed budget last December 10. PND (ag)

Government assistance to continue, President Aquino assures Borongan residents
(BORONGAN CITY, Eastern Samar) President Benigno S. Aquino III on Monday assured residents of Eastern Samar that the government would continue providing assistance to communities affected by Typhoon Ruby, even as it shifts from the relief phase to the recovery and rehabilitation phase.

President Aquino visited Borongan, one of the areas hardest hit by the typhoon, to assess the damage in the city, as well as to check the government’s recovery and rehabilitation efforts. He also stopped by Dolores, Eastern Samar.

Citing the importance of preparedness, the Chief Executive took note of the government’s efforts to mitigate the impact of Typhoon Ruby, as well as the coordination between the national government and local governments in responding to the typhoon.

“Sa mabuting pamamahala at maigting na paghahanda, maraming kababayan natin ang nailayo sa peligrong dulot ng bagyong Ruby. Gayundin naiwasan ang mas matinding pinsala na maaari sanang idinulot nito kung nagwalang-bahala tayo," he said.
Prior to Ruby’s landfall, President Aquino said 146,875 families underwent pre-emptive evacuation, while 318,532 family food packs were already prepositioned in the regional offices of the Department of Social Welfare and Development (DSWD). He said disaster response teams were also deployed.

The President also noted the government’s efforts after the onslaught of Typhoon Ruby, saying that immediate relief for the affected communities were rendered.

Assistance to affected communities continues and the government is now shifting from the relief phase to the recovery and rehabilitation phase, he said, adding that in Borongan alone, 18,609 family food packs have already been distributed.

During his visit here, the President turned over to Borongan City Mayor Maria Fe Abunda a cheque worth P68 million for the Cash for Work Program. The assistance will benefit 17,457 family-beneficiaries.

President Aquino, in his speech, assured the residents that the government would continue monitoring its operations to ensure the fast recovery and rehabilitation of the typhoon-stricken communities.

He also thanked the people for their cooperation in the government’s efforts to move them to safer areas before the typhoon struck, and lauded local government units, humanitarian organizations and volunteers for their help.

“Makakaasa po kayo: Patuloy pa nating susubaybayan ang mga operasyon ng gobyerno upang mapabilis ang panunumbalik sa mas mabuti pa sa normal ng mga apektadong komunidad,” he said.

The President also led the distribution of kits for fixing shelters and hygiene kits to typhoon-affected residents. PND (co)

Bilang Mesiyas, binigyan Niya ng pag-asa ang naliligaw ng landas; pinangunahan ang Kanyang mga disipulo sa matibay na pananampalataya; at nagsilbing bukal ng malasakit at paglilingkod sa kapwa.

Ang mga dakilang aral na ito ang ating gabay sa mabuting pamamahala sa bansa. Narito ang inyong gobyerno, hindi para unahin ang sarili, hindi para maghari-harian, kundi upang magsilbi sa kanyang mga Boss, ang sambayanan.

Sa nalalapit naman pong pagbisita ng Santo Papa sa bansa, tiyak na lalong aalab ang pag-asa, at lalalim ang pananalig, hindi lamang ng mga nangangailangan nating kababayan, kung hindi maging ng lahat ng kapatid nating Kristiyano.

Bilang mga tagasunod ni Hesus, tungkulin ng bawat isa sa atin ang tumulad sa Kanyang halimbawa. Sa araw-araw nating pagharap sa sangandaan, nawa’y piliin natin ang mabuti, ang tapat at ang makatarungan. Pumanig tayo sa mga taong tumototoo sa kanilang salita, at inuuna ang makabubuti sa kapakanan ng kapwa.

Sama-sama nating ipanalangin na bigyan tayo ng lakas upang ipagpatuloy ang ating mga nasimulan. Maging bukal tayo ng lakas, malasakit at pagmamahal sa kapwa, habang ginagawa nating permanente ang tinatamasang makabuluhang pagbabago. Ito ang magiging handog natin sa susunod na henerasyon: Isang Pilipinas na malaya sa katiwalian, pangmatagalan ang kapayapaan at bawat Pilipino ay may kakayahang itaguyod ang buhay na tunay na marangal at masagana.

Nais ng administrasyong Aquino na wakasan na ang mga suliranin tungkol sa Light Rail Transit (LRT) at Metro Rail Transit (MRT) sa halip na iwan pa ito sa susunod na administrasyon, sabi ng isang pinuno ng Malakanyang Lunes.

“Ayaw ng Pangulo na magpamana sa susunod na administrasyon ng mga suliranin na dapat ay tinukoy na. Kinakailangang harapin natin ang isyu ng malaking halaga na ginugugol para sa subsidy ng LRT-MRT fares at makatuwiran lamang na magkaroon ng adjustment ang fare structure nito para mailapit doon sa sinisingil para sa mga air-conbditioned buses,” paliwanag ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa pulong balitaan sa Malacanang Lunes.

Ang tinukoy ng Kalihim ay ang pasiya ng pamahalaan na itaas ang pamasahe saLRT Lines at sa MRT Line nang mabawsasan naman ang subsidy sa naturang mass transit service. Ang halaga ng subsidy ng pamahalaan ay umaabot sa P25 sa bawa’t P15 na pamasahe sa LRT at P45 naman sa bawa’t P15 sa MRT.
Nang tanungin kung ang pagtaas ng pamasahe ay mangangahulugan ng higit na mainam na serbisyo sa tatlong linyang ito, sinabi ni Coloma na kahit hindi itinataas ang pamasahe, walang sinisikap ang pamahalaan kundi pagbutihin ang sergisyo ng Light Rail Transit System.

“Sa lahat ng pagkakataon ay tinutugunan ang kaligtasan at ginhawa sa biyahe ng LRT/MRT. Kahit naman hindi naipatupad ang pagtaas ng pamasahe noong nakaraang mga panahon, patuloy na tinukoy at inuna ng pangasiwaan at ng administrasyon ang pag-aayos at pagtiyak na magiging ligtas ang ating mass transit system,” dugtong ni Coloma
Susundin ng pamahalaan ang isang uniform distance-based fare scheme para sa tatlong linya ng tren kung saan ang magiging pinakamababang pamasahe ay P11 sa unang kilometro, at magdaragdag ng piso sa bawa’t susunod na kilometro.

CSC reports 19,344 new civil service eligibles

A total of 19,344 examinees passed the Career Service Examination-Paper and Pencil Test (CSE-PPT) administered on October 26, 2014 in various testing centers nationwide, the Civil Service Commission (CSC) reported. This figure represents 11.85% of the 163,240 examinees who took the test.

Of the said number, 16,807 out of 140,906 examinees or 11.93% passed the Professional level, while 2,537 out of 22,334 examinees or 11.36% hurdled the Sub-Professional level of the examination. See list of passers here.

The passers shall be conferred Career Service Eligibility, which is one of the basic requirements for permanent appointment to government positions.

CSC Chairperson Francisco T. Duque III welcomed the new eligibles as the future public servants of the country. “When you do decide to enter government service, I hope that you carry with you utmost commitment to public interest, the highest standards of excellence and integrity, and the passion for creating positive change.”

Successful examinees are advised to coordinate with the CSC Regional Office concerned on the requirements and procedure in claiming their Certificate of Eligibility. The complete list of passers can be accessed through the CSC website at www.csc.gov.ph.

The CSE is a general ability test designed to measure an individual's preparedness to enter government service. Passing rate for both levels of examination is 80.00.

Meanwhile, the CSC reminds the public that the next nationwide CSE-PPT for both Professional and Sub-Professional levels is scheduled on May 3, 2015. Application period is ongoing. Applications may be filed at any CSC Regional or Field Office until March 12, 2015. However, the application period may be closed any time before the said deadline once the CSC Regional/Field Office has reached the target number of applicants.

The second schedule of CSE-PPT for next year will be on October 18, 2015 for which the application period will run from May 25 to September 3, 2015.

Fisheries industry gets additional P76-M support for fish ports; Abad: Ports to create opportunities

The Department of Budget and Management (DBM) has released P76 million to the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) for the creation of four fish ports across the country in order to boost the livelihood and food security of fishing communities.
This latest release forms part of the P480-million fund—of which a total of P289 million has already been released as of November 24 of this year—allocated to DA-BFAR and sourced from the 2014 National Budget. While BFAR received the funds, the Philippine Fisheries Development Authority (PFDA) has been tasked with the projects’ implementation. These fish ports will be set up in the following locations: Hinobaan in Negros Occidental; Bacolod City in Negros Occidental; Borongan in Eastern Samar; and Laoang in Northern Samar.
Budget Secretary Florencio “Butch” Abad said, “While we emphasize the Administration’s commitment towards crucial social services like basic education and healthcare, we aren’t forgetting economic services. Infrastructure projects such as these ports provide fisherfolk and their families the chance to experience the country’s sustained, inclusive growth.”

Abad added, “These fish ports help sustain the livelihood of our countrymen in the fisheries sector even as they create new economic opportunities for their provinces. Similar to the farm-to-market roads that benefit our farmers, these ports help facilitate the movement of goods to commercial centers, cut down transport costs, and develop local infrastructure.”
At the beginning of the year, the DA-BFAR identified 21 priority locations for fish ports in different regions of the country. Criteria for selecting these locations include the number of fisherfolk families in the area that stand to benefit from the infrastructure development and the importance of the particular nature of fisheries products produced in the area.

“Music expresses that which cannot be put into words and that which cannot remain silent,” says Victor Hugo. This cannot be truer for Flordeliz Olesco, a 67-year-old retired teacher from Barangay Ananong in Viga, Catanduanes, who found herself writing a song as a way to show her gratitude when her community finally got a water system through Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), one of the programs of the Department of Social Welfare and Development (DSWD). She wrote a song and made her neighbors sing. DSWD, MCC, Kalahi-CIDSS Pampamahalaang ahensya Tumutulong sa sambayanan Sa paglutas ng kahirapan Kalahi-CIDSS was a DSWD program aimed at helping alleviate poverty through community-driven development (CDD), a strategy that puts power back in the hands of the people by giving them the opportunity to make informed decisions on locally identified options for development and manage resources to implement sub-projects that address needs identified by communities themselves. Kalahi-CIDSS has since been scaled up into the National Community-Driven Development Program (KALAHI CIDSS-NCDDP), which targets 847 of the poorest municipalities in the country. One of its development partners is the Millennium Challenge Corporation (MCC), an independent U.S. foreign aid agency created in 2004 to help achieve the Millennium Development Goals by assisting countries promote economic growth. Residents yield little income because their area is frequently visited by typhoons, as their crops are frequently damaged by strong winds. This is already bad enough for the residents, but their most pressing problem directly affects their survival: they had limited access to potable water. Jesus Cervantes, the barangay captain of Ananong, said that while they had an existing 55-year-old water system, its water was no longer fit for drinking. With its reservoir being located near the riverbank, it was common for dirty water to get into the rusty pipes, which already had several holes. This problem had health consequences to the residents, as the family of Teresita Santos, one of the residents of Barangay Ananong, testified. She said that two of her relatives had a four-day hospital confinement, during which they incurred bills beyond P5,000, a large sum for a family struggling with finances. The problem was, although they knew they had a serious problem in their hands, the local officials could not just construct the water system. “Hindi kaya ng barangay council na magpagawa ng water system kung nakadepende lang kami sa Internal Revenue Allotment (IRA) (The barangay council would not be able to construct our water system if we only depended on our IRA),” Jesus said. As such, when Kalahi-CIDSS reached their village, it came as no surprise that the villagers chose and implemented the water systems for their village. The sub-project cost P1,063,806.72 and was built through the joint efforts of Kalahi-CIDSS, the local government unit (LGU), and the community, with funding support from MCC, serves 88 households in Barangay Ananong. “Malaki ang pasasalamat namin sa KalahI-CIDSS (We are very thankful of Kalahi-CIDSS),” he added. As a CDD program, Kalahi-CIDSS ensures that the people are involved in the development process. From the identification of the sub-project to its actual implementation and operations and maintenance, it relies on citizen participation to ensure that the sub-project will be carried out and is responsive to their needs. At the same time, they will have more ownership of their sub-project as they are the ones who gave their time, talent, and resources for this. For example, Jesus donated 3×4 meters of his property for the new water system’s intake tank. Flordeliz, meanwhile, served as the Barangay Sub-Project Management Chairperson (BSPMC), the leader of the Kalahi-CIDSS volunteers in the area. Despite her age, she was able to perform her tasks effectively. According to Bryan Tatad, the Kalahi-CIDSS’ community facilitator assigned to Ananong, Flordeliz always explains the importance of their community project to her fellow residents and encourages them to participate in all community activities. “She is very dedicated to her responsibilities. Despite her age, she can manage to engage in physical activities. She is a living example of a good leader and a good follower,” said Bryan of her. Through Flordeliz’s leadership, dedication, and diligence, their community was finally able to realize the new water system. Masaya ang mga taga-Ananong Sa tubig na pinagawa DSWD, MCC, Kalahi-CIDSS Sa tulong niyo’y “Maraming Salamat!” Flordeliz’s delight in finally having her community get its long-waited water system was expressed in the way she knew best: through song. Known as the resident composer in her village, she penned the song, which is sang to the tune of Catandungan Inang Bayan, within five minutes, right after she was able to see their water system sub-project completed. Flordeliz said that the song was a unique way of affirming the success of the Kalahi-CIDSS in Ananong during the inauguration of their water system. “Dapat kasi may kakaiba sa inauguration kaya gumawa ako ng kanta (Our inauguration must have something different so I decided to write a song),” she said. She had shared the song to her fellow volunteers in the community and rallied them to sing it aloud during the simple ceremony of the water supply system’s inauguration and turnover, held last August 5, 2014 at the barangay plaza. The song was met with delighted surprise by Bryan, who said he did not know about Flordeliz’s composition and who thought that the melody was run-of-the-mill until he realized what the lyrics were about. “I felt happy and proud hearing the song because they were very appreciative of the project despite the difficult processes they’ve been through,” Bryan said. “Masaya ang mga taga-Ananong sa tubig na ipinagawa. DSWD, MCC, Kalahi-CIDSS. Sa tulong niyo’y maraming salamat (The people in Ananong is happy with the construction of our water system. DSWD, MCC, Kalahi-CIDSS, thank you for your assistance),” Flordeliz together with her colleagues sang the last few lines. Through Kalahi-CIDSS, Flordeliz and her fellow residents in Ananong now have a new song in their hearts, a song of hope for a better, healthier future.

DPWH chief orders close coordination with NCCA to avoid projects affecting historical sites

All projects of the Department of Public Works and Highways (DPWH) that may affect historical sites or structures shall only be approved when studies are done in coordination with the National Commission of Culture and Arts (NCCA).

This was the latest instruction of DPWH Secretary Rogelio L. Singson in Department Order (DO) No. 138, Series of 2014, following NCCA’s reiteration of the public’s compliance to Republic Act 10066 or the National Cultural Heritage Act of 2009.

RA 10066 states that the DPWH shall collaborate with the NCCA in the implementation of programs or projects, specifically major infrastructure projects that would have an impact on heritage structures.

Singson said the Department’s policy is also in response to several calls from groups and individuals opposing public works projects that may affect historical sites.

“To ensure proper protection of historical sites and prevent delays and revision of vital projects during construction, all DPWH offices are directed to closely coordinate with NCCA during the conduct of feasibility studies for the design and improvement of projects,” said Singson.

The DPWH Secretary said that while the government aims to provide infrastructure development across the country, the “preservation of historical sites and structures is a national concern as they serve to preserve our country’s rich culture.”

“The relics of the past are national treasures which must be preserved, restored and enhanced for the benefit of future generations,” he further stated.

Customs wraps-up 2014 with sale of more smuggled rice

The Bureau of Customs (BOC) is set to auction over 4,600 Metric Tons of smuggled rice, the bulk of which were seized shipments of trading firms linked to David Tan. Two separate auctions were set at the Port of Cebu and the Manila International Container Port (MICP), with both expected to generate over P149-Million for the Bureau.

The Port of Cebu is slated to auction off 67,340 sacks of smuggled rice, equivalent to 3.367-million kilograms on December 29, 2014 (Monday). The shipments were imported by Starcraft International Trading and Silent Royalty Marketing and arrived in Cebu in October 2013. These were seized by the Bureau due to the failure of the importer to obtain the required import permits from the National Food Authority (NFA).

The sale is divided into 11 lots and consists of 83 container vans of white rice, 45 container vans of glutinous rice, and 2 container vans of what was classified as ‘poor quality’ rice from Vietnam. The white rice is priced at P25.87 per kilogram, while glutinous rice was pegged at P48.67 per kilo. It is expected to generate a minimum of P112.75-Million in revenues. The public auction through sealed bidding will be conducted at the Auction and Cargo Disposal Division (ACDD) at the Cebu Customshouse, Port of Cebu. The seized goods shall be available for viewing and pre-bid conference on Tuesday, December 23, 2014.

On the other hand, the BOC-Manila International Container Port is set to auction 1.3-million kilograms of white and glutinous rice on December 23, 2014 (Tuesday). Total minimum floor price is set at P36.88-Million, or P25.84 per kilo of white rice and P34.61 per kilo of glutinous rice. The auction is divided into ten lots—nine of which are seized rice shipments of Intercontinental Grains International Trading, consisting of 8,780 sacks of white rice and 6,240 sacks of glutinous rice. One lot, consisting of 11,441 bags of white rice, was seized from Evergreen Cereal.

The Bureau filed separate smuggling-related cases against Intercontinental Grains International Trading, Starcraft International Trading and Silent Royalty Marketing for the unlawful importation of over 65-Million kilograms of rice with an estimated market value of over P2.7-Billion.

Meanwhile, the BOC-Port of Manila raised P61.9-Million from its public auction of 47,840 sacks of smuggled rice seized from Bold Bidder Marketing and San Carlos Multi-Purpose Cooperative, marginally higher than the minimum floor price of P61.87-Million on Friday (December 19). A total of 12 bidders participated in the auction, with Sta. Rosa Farm Products Corp and Victor del Rosario placing the winning bids. There were no takers for two other lots, one consisting of 5,200 bags of glutinous rice and the other seven LCD television sets.

The Department of Trade and Industry (DTI) Region 02 treated its small entrepreneurs in a categorized awarding ceremony as a highlight during “The Great Cagayan Valley Region 7th OTOP Congress” held at the Mart One Mall, Santiago City on 26 November 2014.

Regional Director Atty. Esperanza C. Bañares, said the annual gathering was organized to give tribute to the region’s local government units (LGUs), micro, small and medium enterprises (MSEs) continuing the One Town One Product tradition and partners that contributed in the sustenance of OTOP in the region. The activity was conceived as incentive for small entrepreneurs to aspire for continued productivity and excellence.

Exemplary OTOP entrepreneurs were recognized and awarded during the event with the following categories: Womentrepreneur, OFW Entrepreneur, Senior Citizen Entrepreneur, Couple Entrepreneur, PWD Entrepreneur, OFW Entrepreneur and Cooperative Association.

The six Womentrepreneur awardees were producers of processed food and coffee barako from Batanes, paper beads and wearables from Isabela, chili sauce from Santiago City, buko pie from Lublub, Alfonso Castañeda and fossilized flowers from Quirino.

The Mentrepreneur category awardees took pride in the souvenir items of Batanes, food ventures like chicharon of Tuguegarao, leather crafts of Santiago City, tupig of Nueva Vizcaya and furniture and fixtures of Quirino.

The Senior Citizen Entrepreneur awardees were recognized for veggie noodles from Batanes, meat products from Cagayan, herbal soap from Isabela, food products/handicrafts from Nueva Vizcaya and handicrafts from Quirino.

Couple Entrepreneurs took the center stage and received awards for food delectable of Batanes, handicrafts of Isabela, bags of Santiago, softbroom and GDH of Nueva Vizcaya and bakeshop products of Quirino.

Some three Persons with Disabilities (PWDs) were also recognized for their efforts in productive endeavours in their communities.

The four Overseas Filipino Workers (OFW) Entrepreneurs were all owners of successful food establishments in Batanes, Cagayan and Nueva Vizcaya.

PNP presses for gun-free Yuletide season

The Philippine National Police issued a stern warning on indiscriminate and illegal discharge of firearms by government and civilian gunholders as part of their support to a “gun-free” celebration of Christmas and New Year.

PNP Officer-In-Charge, PDDG Leonardo A Espina had already issued a Memorandum to all PNP personnel for an intensified campaign against illegal discharge of firearms and indiscriminate firing.

The said campaign includes the simultaneous gun muzzle taping, from the National Headqarters down to Police Regional Offices, Provicial Offices, City and Municipal Police Stations nationwide, which will conducted on Monday (Dec 22) to assure the public that PNP personnel will not discharge their firearms this yuletide season.

“This traditional gun muzzle is a strong message to all gun owners, especially our policemen and soldiers who are the primary enforcers of the law, to refrain from firing their guns and help prevent casualties and injuries during the revelry of the yuletide,” Espina said.

Furthermore, Espina said that intensified intelligence efforts in coordination with AFP, other law enforcement agencies, and local government units will be conducted to identify probable violators.

Joint PNP and AFP teams will also be organized to conduct preventive patrols to arrest or apprehend uniformed personnel, members of law enforcement agencies and civilians involved in indiscriminate firing.

22 December 2014 – Music, dancing and Christmas cheer prevailed as the ASEAN Ladies Circle (ALC) Philippines and the lady officers and staff of the Philippine Embassy in Kuala Lumpur hosted the monthly ALC Coffee Morning at The Royale Chulan hotel on December 15.

Madame Rena Cristina Koa-Malaya, M.D., ALC-Philippines Patron and wife of Philippine Ambassador to Malaysia J. Eduardo Malaya, led the lady Embassy officers and staff and ALC-Philippines members in welcoming guests to the event, which also took on a Christmas feel.

“In as much as it is the holiday season back home, allow us to make everyone experience a piece of that celebration today. Our ALC-Philippines ladies prepared an excellent program, and the chefs of The Royale Chulan laid out a delectable spread. As they say back home, a Filipino party is nothing without two things—fine food and great music,” she said.

“The ALC has done a lot this year 2014, and it would be timely to look back and celebrate our successes during the year. It would also be timely for us to look into how we can assist our ALC Malaysia colleagues as Malaysia holds the ASEAN Chairmanship next year,” Dr. Malaya added.

During the program, Madame Malaya and ALC Interim President and ALC-Malaysia Patron Datin Rohayazam Kamaruzaman also gave capiz boat trays as tokens to the other ALC Patrons.

This was followed by a musical program featuring songs from Malaysia-based performers Anne Mercader, Lipraxedes Jumawan, Embassy staff member Jennifer Alferez and the widely-known Soliano Family. The Philippine Ladies of Kuala Lumpur also performed a Singkil dance. Those present were also in for a surprise when Ambassador Malaya himself appeared to play the piano.

The Coffee Morning likewise featured a Philippine Bazaar, where capiz items, jewelry and accessories, and food and lifestyle voucher provider Entertainer were showcased.

The ALC is an organization composed of wives of ASEAN Missions’ male officers and staff, its female officers and staff and women who belong to ASEAN countries. It also works with the Malaysian Foreign Ministry and other related organizations on socio-cultural projects and raises funds to support charitable causes.

22 December 2014 – Philippine Ambassador to Mexico Catalino R. Dilem, Jr. represented the country at the 24th Ibero-American Summit, held from December 07 to 09, in the port city of Veracruz, Mexico. The theme for this year’s Summit was “Education, Culture, and Innovation in a World of Transformation.”

All of the 22 Ibero-American member-countries were represented at the Summit by their respective Head of State or deputy. Presiding over the event alongside Mexican President Enrique Peña Nieto and Colombian President Juan Manuel Santos was the new Ibero-American Secretary-General, Rebeca Grynspan Mayufis, a former Second Vice-President of Costa Rica and former UN Under-Secretary-General. Spain was represented by its new King, Felipe VI, in his first appearance at the Ibero-American Summit.

The major outcomes of the 24th Ibero-American Summit included initiatives and commitments regarding institutional renewal; education, literacy, life-long learning, and academic mobility; the creation of a Latin American cultural agenda and democratization of access to culture; facilitation of knowledge exchange and research networks to promote innovation; creation of venues to strengthen youth citizenship in Latin America; and the continued support for the Ibero-American Indigenous Support Fund.

Ambassador Dilem represented Foreign Affairs Secretary Albert F. del Rosario in attending the Ministerial Meeting for Associate Observer States on December 07. He was accompanied by Third Secretary and Vice Consul Mikhal de Dios. This was the fifth time for the Philippines to participate as an Associate Observer.

The Meeting was presided over by the Ministers of the Troika (past, present, and future chairs): Mexican Foreign Secretary Juan Antonio Meade Kuribreña; Panamanian Deputy Foreign Minister Luis Miguel Hincapié; and Colombian Foreign Minister María Ángela Holguín Cuéllar.

Ambassador Dilem conveyed the greetings of President Benigno S. Aquino III and Secretary Del Rosario, and delivered an intervention that highlighted the specific Ibero-American programs in which the Philippines has shown interest and emphasized the common cultural link that the Philippines shares with the Ibero-American states. This was welcomed by Secretary Meade and Secretary-General Grynspan.

For the first time since 2006, a lady police official placed first in the Police Executive Service Eligibility (PESE) examination process administered by the National Police Commission (NAPOLCOM) for the third level ranks in the Philippine National Police (PNP).

P/Supt. Jeanurada J. Macario, presently assigned at the PNP General Hospital, Health Service, PNP National Headquarters, is this year’s topnotcher among the 88 senior police officials who passed both the written and validation interview phases of the PES Eligibility process.

This was disclosed by NAPOLCOM Vice-Chairman and Executive Officer Eduardo U. Escueta as he announced the 8th PESE Conferment Rites on December 19 which will be held at the Jesse M. Robredo Hall, DILG-NAPOLCOM Center in Quezon City, with DILG Secretary and NAPOLCOM Chairman Mar Roxas as the Guest of Honor and Speaker.

P/Supt. Macario has impressive academic credentials. She has a Doctor of Philosophy (Ph.D) degree and two (2) master’s degrees, Master of Arts in Nursing (MAN) and Master in Public Administration (MPA). She is also a recipient of numerous awards and commendations in her 15 years of dedicated police service.

Prior to her present assignment as Nurse PCO (Police Commissioned Officer) at the PNP General Hospital, P/Supt. Macario served as Deputy Chief then Chief Nurse at the Regional Health Service, Police Regional Office (PRO) 9 and as Chief of Police of the General Service Division, PNP Health Service.

P/Supt. Macario and husband P/Chief Insp. Reuben Macario, who ranked fourth in this year’s batch of PESE conferees, have three (3) daughters.

Other PNP officials who made it to the top five of the PESE exam are as follows: P/Chief Insp. Ryan Manongdo, Acting Chief, Logistic/Finance, Pangasinan Provincial Police Office, PRO 1 (Top 2); P/Chief Insp. Mary Grace Nasdoman, Chief, Plans Section, Office of the Regional Logistics Division, National Capital Region Police Office (Top 3); P/Chief Insp. Reuben Macario, Administrative Officer, Regional Health Service, PRO 9 (Top 4); and P/Chief Insp. Vener Santos, Women and Children’s Complaint Division, Criminal Investigation and Detection Group, PNP National Headquarters (Top 5).

Vice-Chairman Escueta said that the 88 passers represent 52.69% of the 167 police officials who underwent the panel interview, which is the second and final phase of the PES eligibility process. The 88 conferees consist of two (2) Police Senior Superintendents, 57 Police Superintendents and 29 Police Chief Inspectors.

The PESE which has two (2) phases, the written exam and the panel interview, is an eligibility requirement for the ranks of Police Senior Superintendent, Police Chief Superintendent, Police Director, Police Deputy Director General and Police Director General.

“The PESE tests contain analytical questions on police leadership and police values designed to select the best future leaders in the police service,” Escueta said.

S&T center in Laguna opens design lab for entreps, students

An Ideation, Design, and Development Laboratory (IDD) is set to boost Laguna’s micro, small and medium enterprises (MSMEs) as it opens its doors with the inauguration of the Department of Science and Technology’s (DOST) Provincial Science and Technology Center (PSTC) Laguna last month.

The laboratory is PSTC Laguna’s main facility which is situated within the sprawling campus of the Laguna State Polytechnic University (LSPU) in San Pablo City, Laguna.

Offering services in product development, design, and prototyping, the IDD aims to become a creative hub for entrepreneurs, independent designers, and students alike where ideas and innovations are grown and given a chance to concretize with the aid of top-flight technologies for business enhancement. Promising projects by students, in particular, will be evaluated and tested in the center for commercialization potentials.

The IDD shores up its services by offering workshops in 3D printing and 3D CAD Design Software (Solid Edge Design Software) to DOST personnel, students and faculty members within and outside LSPU.

According to PSTC Laguna Provincial Director Engr. Samuel L. Caperiña, availing these services translates to several benefits for MSMEs such as increased sales, increased earnings, reduced cost and wastes, greater efficiency, and less energy.

“Design and innovation is a challenge not just in the private sector but also in the academic community,” said DOST IV-A Regional Director Alexander R. Madrigal during the inauguration held on the occasion of DOST IV-A’s 51st anniversary. “It’s about time we catch up [with other countries] and start providing these ideation services to industries,” he stated, citing the example of Singapore where innovation is vibrant thus allowing its industries to be globally competitive.

Madrigal added that In other countries, research and development activities are mostly lodged in academic institutions, hence they decided to build the center inside LSPU.

PSTC Laguna ramps up preparations for Laguna-based businesses to be at par with their counterparts in neighboring Southeast Asian countries once the ASEAN economic integration kicks in by December 2015.

Hon. Angelica Jones B. Alarva, board member of Laguna’s third district and chair of the provinces livelihood committee, expressed her support for PSTC Laguna as well as DOST’s other projects for livelihood and industry in Laguna. “If livelihood is strong, there will be more jobs available,” she said during the press conference held at the Shanghai Palace Restaurant in San Pablo City.

Transport Agencies Vow Service Improvements in 2015

Manila, Philippines – The Department of Transportation and Communications (DOTC) has finally set the date for implementing the P 11.00 (base fare) + P 1.00 (per kilometer) formula for fares at the Light Rail Transit Lines 1 and 2 (LRT-1 and LRT-2) and the Metro Rail Transit Line 3 (MRT-3) after several years of deferring its implementation.

“It’s a tough decision, but it had to be made. It’s been several years since an increase was proposed. We delayed its implementation one last time until after the Christmas season. While 2015 will see increased fares, it will also see marked improvements in our LRT and MRT services,” said DOTC Secretary Jun Abaya.

Despite inflation and rising operational costs over the years, the last fare increase for LRT-1 was in 2003. LRT-2’s fares, on the other hand, have never been increased. For MRT-3, not only have its fares never been increased, they were in fact lowered: from the original range of P 17.00 to P 34.00 in 1999, fares were decreased to P 12.00 to P 20.00 in 2000. Currently, it is even lower at a range of P 10.00 to P15.00.

This failure to match fare adjustments with increasing operating costs have resulted in practically break-even finances for all three lines. In turn, this crippled their ability to invest in large-scale improvements for their facilities, since revenues have only been enough for day-to-day operational requirements.


Adoption of the User-Pays Principle in Philippine Development Plan

The increase, which will take effect on January 4, 2015, is in line with the 2011-2016 Medium-Term Philippine Development Plan (PDP). The PDP directs the adoption of the “user-pays” principle in the pricing of transportation services. Currently, LRT and MRT operations are subsidized by government in the amount of approximately P 12 Billion per year.

Under the “user-pays” principle, riders will shoulder more of the cost for their own trips. In the case of LRT and MRT, this will entail a shift from the current zonal fare scheme to a distance-based system. As such, riders will be charged based on the distance they travel.

Since government subsidizes around 60% of the cost for each LRT-1 and LRT-2 passenger and around 75% of each MRT-3 passenger, an estimated P 2 Billion will be freed up for development projects and relief operations in other parts of the country.




Equitable Distribution of Funds to non-LRT and MRT Riders


“We must emphasize that around P 10 Billion will still go to subsidizing LRT and MRT passengers. But the premise of the user-pays principle is this: if what each rider pays is closer to the actual cost of his or her own trip, the P 2 Billion savings can be used for development projects and relief operations to benefit those who never even get to use the LRT or MRT,” Abaya explained.

“I’m referring to the vast majority of Filipinos outside of Metro Manila – those in other parts of Luzon, in the Visayas, and in Mindanao, most especially those whose lives have been severely affected by typhoons and calamities. They will be the real beneficiaries of a more equitable distribution of these savings,” he added.

The projected P 2 Billion savings is equivalent to 8,240 classrooms, 82 kilometers worth of farm-to-market roads, or 11,440 hectares’ worth of irrigated farmlands.


Improvement Projects in 2015 and Beyond

Meanwhile, the DOTC, LRTA, and MRT-3 continue to push hard for improvement projects at the train facilities, with several rehabilitation and upgrading works set in 2015.

The primary solution to long lines at the MRT-3, for instance, is in progress as new light rail vehicles (LRVs) are already being manufactured. The prototype unit will be delivered in August 2015, and after one month of testing, 3 to 4 additional LRVs or train cars will be delivered until all 48 units are operational.

Once completed, this will improve the current 3-car configuration to a 4-car configuration, allowing more passengers to board for each arrival. Headway or the gap between train arrivals will also be faster, from the current 3 minutes down to 2.5 minutes.

Other MRT-3 improvement projects in 2015 include 6 kilometers’ worth of rail replacement for better safety and faster trips, upgrading of its signaling system and a new radio communications system also for safety, upgrading of elevators and escalators for convenience, and traction motors replacement for service reliability. Train overhauling is scheduled for completion in 2016.

A new 3-year maintenance contract is also being procured for award in the 1st quarter of 2015, in order to improve MRT-3’s reliability, and the new tap-and-go ticketing system for all 3 lines will be operational by September 2015 at the latest.

This new common ticketing scheme or Automatic Fare Collection System (AFCS) will lessen queuing time and will allow for seamless transfer between each line.

For LRT-1, operations are set to be turned over to the Light Rail Manila Consortium on or before October 2015, at which time civil works for the 11.7-kilometer Cavite Extension may begin. The LRT-2 line will also be extended by 4.2 kilometers to Masinag by 2017, and its operations and maintenance requirements are currently being bid out.

The new fares are set out in Department Order No. 2014-014 which was published in the Philippine Daily Inquirer and the Philippine Star today, December 20. This is based on the approval and recommendation of the Light Rail Transit Authority (LRTA), with due concurrence of the Land Transportation Franchising & Regulatory Board (LTFRB). The MRT-3 Office likewise proposed a similar increase.

DAR raises the value of Albay fresh milk

The Department of Agrarian Reform (DAR) is pushing the dairy farmers in Albay to raise the quality of fresh milk to international standard, saying that producing better products means generating greater income.

Senior Agrarian Reform Program Officer (SARPO) Celso L. Olitin said the DAR picked the dairy farmers of the Albay Dairy Cooperative (ADC) to develop its fresh milk products under the Up-Valuing of agrarian reform beneficiaries (ARB) Product Project of the department.

Oletin said the project is in coordination with the National Dairy Authority (NDA), the Department of Trade and Industry (DTI), and the Provincial Government of Albay (PGA).

“These three agencies offered to provide the necessary trainings and knowledge transfer to address ADC’s needs on the production, processing, and marketing of their fresh milk products,” Olitin said. He added that the project would undergo product development through product label design and branding.

“Most members of ADC are engaged in dairy farming. With the increasing demand of milk products here, this project will help our farmers improve their products and increase their income,” sail Olitin.

At the project orientation held recently, Emmeline De la Cruz of NDA stressed that the keys to the success of value-adding are careful business planning, adherence to legal and technical regulations to be able to market high quality reasonably priced products.

“Availability of the product in convenient locations that are accessible to consumers and delivery of products to consumers to meet the demand will help ADC sustain its business enterprise,” De la Cruz said.

Salvador C. Garchitorena, NDA Regional Coordinator for Bicol, stressed the importance of good hygienic practices in the production of clean and quality fresh milk.

“Clean milk should be low in bacterial count, has a pleasant creamy smell and color, has no obnoxious odor, no dirt extraneous matter, and no residues of antibiotics and pesticides,” Garchitorena explained to the coop members during the project orientation.

PDIC urges depositors to file deposit insurance claims in closed banks before expiry date, insured depositors have 2 years from date of closure to file their claims

The Philippine Deposit Insurance Corporation (PDIC) urged depositors of the closed Rural Bank of Pres. M.A. Roxas (Zamboanga del Norte), Gulf Bank (Rural Bank of Lingayen), and Cavite Rural Banking Corporation to file their deposit insurance claims either through mail or at the PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City, Monday to Friday, from 8:00 a.m. to 5:00 p.m.

The law provides that depositors have two years from bank closure to file their deposit insurance claims with the PDIC.

In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Rural Bank of Pres. M.A. Roxas is on March 21, 2016; April 4, 2016 for Gulf Bank; and May 9, 2016 for Cavite Rural Banking Corporation. The PDIC made the call after it concluded the on-site claims settlement operations for the three closed banks more than six months ago. After the said dates, PDIC, as Deposit Insurer, shall no longer accept any deposit insurance claim. Instead, the depositors shall file their claims with the PDIC as Receiver and Liquidator of the closed banks. Payment of said claims shall be based on the realizable value of the assets of the closed banks, if any. Depositors shall be paid following the priority and preference of credits upon approval of the Liquidation Court.

Rural Bank of Pres. M.A. Roxas was ordered closed by the Monetary Board (MB) and was placed under PDIC receivership by virtue of MB Resolution No. 464 dated March 20, 2014; Gulf Bank by virtue of MB Resolution No. 543 dated April 3, 2014; and Cavite Rural Banking Corporation by virtue of MB Resolution No. 706.A dated May 9, 2014.

Depositors of said closed banks are advised to present the general requirements for filing deposit insurance claims, such as their accomplished Claim Forms, original evidence of deposit and two (2) valid photo-bearing IDs with signature of the depositor, to the PDIC representatives. The PDIC will not accept claims which are incomplete or lacking in requirements. Depositors may also file their claims through mail and enclose the same set of required documents.

The PDIC also reminded depositors who have been notified of deficiencies in the documents submitted to support their deposit insurance claims to comply with the requirements to facilitate release of their claims.

In addition to the general requirements, depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney of the depositor or parent of a minor depositor.

The procedures and requirements for the filing of deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website.

The PDIC reported that as of October 31, 2014, it had paid P27.6 million for Rural Bank of Pres. M.A. Roxas, P333.7 million for Gulf Bank, and P66.6 million for Cavite Rural Banking Corporation, or an aggregate of P427.8 million in deposit insurance claims to depositors of the three closed banks involving a total of 14,547 accounts. The PDIC reiterated that all valid accounts and claims will be paid. The PDIC also reported that estimated deposit insurance claims collectively amounting to P21.2 million for 4,622 accounts have not been filed by depositors of Rural Bank of Pres. M.A. Roxas (3,023 accounts), Gulf Bank (1,544 accounts), and Cavite Rural Banking Corporation (55 accounts).
