Synopsis:

At 4:00 am today, The Low Pressure Area (LPA) was estimated based on all available data at 1040 km east of Mindanao (9.0°N, 136.5°E). Northeast Monsoon affecting Northern Luzon.

Forecast: 

The Regions of Cagayan Valley, Cordillera and Ilocos will experience partly cloudy to at times cloudy skies with isolated light rains. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.


Moderate to strong winds blowing from the northeast will prevail over Luzon and the eastern section of Visayas and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the northeast with slight to moderate seas.

Gov’t allocates P11.2-M for President Aquino’s visit to Busan
 
The government has earmarked P11.2 million for President Benigno S. Aquino III’s visit to Busan for the 25th Association of Southeast Asian Nations-Republic of Korea (ASEAN-ROK) Commemorative Summit from December 11 to 12, Executive Secretary Paquito N. Ochoa Jr. said on Thursday.

President Aquino left this morning via a chartered flight to Busan, accompanied by Finance Secretary Cesar Purisima, Trade and Industry Secretary Gregory Domingo, Cabinet Secretary Jose Rene Almendras, Press Secretary Herminio Coloma, Presidential Management Staff Chief Julia Andrea Abad and Presidential Protocol Chief Celia Anna Feria.

The amount covers expenses for transportation, accommodation, food, equipment and other requirements of the Chief Executive and his 48-member delegation.

“President Aquino’s attendance to the 25th ASEAN-ROK Commemorative Summit is an occasion to fortify our country’s relationship with South Korea in various areas of cooperation such as trade and investment, development, labor and migration, tourism, among others,” Ochoa said.

According to the Department of Foreign Affairs (DFA), President Aquino is scheduled to deliver his country-statement on this year’s summit theme, “Building Trust, Bringing Happiness,” and hold a bilateral meeting with South Korean President Park Geun-hye, who will host a welcome dinner and cultural performance to officially welcome the ASEAN leaders.

Initially, the Republic of Korea was a sectoral dialogue partner of the ASEAN and became a full dialogue partner of the ASEAN in 1991. The dialogue relations between the ASEAN and ROK were upgraded into a strategic partnership in 2010. PND (oes)

President Benigno S. Aquino III left Thursday morning for Busan, South Korea to attend the 25th Association of Southeast Asian Nations - Republic of Korea (ASEAN-ROK) Commemorative Summit on December 11 to 12.

In his pre-departure speech at the Ninoy Aquino International Airport Terminal 2, the President said he decided to push through with the trip to South Korea after assessing that Typhoon 'Ruby' (Hagupit) was not as devastating as Typhoon 'Yolanda' (Haiyan).

He said he has full confidence that his Cabinet Secretaries could handle the relief efforts.

"Ngayon nga pong umaga, tuloy na ang paglipad natin patungong South Korea para dumalo sa naturang Commemorative Summit. Magandang pagkakataon po ito para diligan at patuloy pang palaguin ng inyong pamahalaan ang ugnayang Philippines-South Korea," he said.

President Aquino noted that high on his agenda at the summit are economic growth, intensifying national defense, tourism, strengthening the cooperation among citizens of both countries, and global climate change.

"Nananabik po tayong muling makausap si Presidente Park (Geun-hye). Kukunin natin ang oportunidad na ito upang lalong mapalawak at mapaigting ang kooperasyon ng Pilipinas sa kanila, at maisulong ang estabilidad at kaunlarang kapaki-pakinabang sa ating mga bansa," he said.

He further said that this will be his last foreign trip for this year.

"Tulad ng dati, makakaasa po kayo: Susulitin natin ang bawat sandali upang mapaigting ang pakikipagtulungan sa ibang bansa; kukunin natin ang bawat pagkakataon para makapaghatid ng mas maraming oportunidad sa pag-asenso sa ating mga Boss, ang sambayanang Pilipino," said the President.

Aquino arrives in South Korea for 25th Anniversary of ASEAN-ROK Commemorative Summit
 
(BUSAN, South Korea) President Benigno S. Aquino III arrived here Thursday to join other Association of Southeast Asian Nations (ASEAN) leaders for the 25th Anniversary of the ASEAN-Republic of Korea Commemorative Summit.

On board chartered Philippine Airlines Flight PR001, President Aquino, together with his official delegation, touched down at the Gimhae Air Base here at 1:20 p.m.

Upon his arrival, the President was welcomed by Philippine Ambassador to South Korea Raul Hernandez, South Korean Ambassador to the Philippines Hyuk Lee, Korean Minister of Foreign Affairs Lee Kyung-soo, Busan City Vice Mayor Kim Jong-hae, and Deputy Secretary General of the Professional Conference Organizers Lee Won Woo.

On his first day here, the President had a bilateral meeting with Republic of Korea President Park Geun-Hye at the Westin Chosun Busan Hotel at 3:45 p.m.

President Park thanked President Aquino for pushing through with his visit, despite the devastation brought about by Typhoon ‘Ruby’ (international name: Hagupit) in the Philippines. She expressed her sympathies to those who lost loved ones during the typhoon. She also vowed to further relations between South Korea and the Philippines.

President Aquino was joined by his official delegation, led by Finance Secretary Cesar Purisima, Presidential Communications Operations Office Secretary Herminio Coloma, Jr., Trade Secretary Gregory Domingo, Presidential Management Staff Chief Julia Abad, Cabinet Secretary Rene Almendras, and Ambassador Hernandez.

He then met with Malaysian Prime Minister Najib Razak at the Paradise Hotel. They were accompanied by their respective delegations during the bilateral meeting.

From the meeting, the President proceeded to BEXCO where he and other ASEAN leaders toured the Korean Traditional Arts and Crafts Exhibition.

As the year draws to a close, the National Competitiveness Council is pleased to report on some of the highlights of the year as well as some upcoming projects.

2013 was a breakthrough year for the Philippines, which registered gains in seven out of eight major global competitiveness reports. In 2014, we expanded our list to cover more reports in an effort to more effectively diagnose areas that need improvement.

We have kept the momentum going in seven out of twelve reports, but have noted some setbacks in five. Among the seven, the Philippines has posted the biggest improvements in ASEAN over three years in the World Economic Forum Global Competitiveness Report (+33) and Global Enabling Trade Report (+28), World Bank-International Finance Corporation Doing Business Report (+53), Transparency International Corruption Perceptions Index (+49), and the Heritage Foundation Economic Freedom Index (+26). The declines, on the other hand point, to the need for improvements in areas like infrastructure, education, research and development, and disaster response.




While our existing working groups continue to address such issues, we have organized new groups on National Quality Infrastructure and Services to bring our exports and services sectors to address issues and accelerate gains in those sectors. A new group on Science and Technology is also being set up to close the innovation gap.

As seen in our Task Force on Doing Business, public-private collaboration can be an effective driver of change and we hope to bring about even more reform through this formula, especially as changes in the methodology of competitiveness reports set off even tougher challenges ahead.

Running in parallel with these sector-wide programs are our local competitiveness initiatives. This year, our Regional Competitiveness Committees released the Cities and Municipalities Competitiveness Index covering 535 LGUs, giving businessmen and citizens an objective and quantitative measure of performance. Next year, we will push the envelope and add even more LGUs, bringing our total coverage to over 1,000.

To encourage cities to plan and design for resilience and liveability, we also launched the Liveable Cities Design Challenge, an urban planning and design competition. Mentored by architects and urban planners, 15 participating cities delivered designs for a government/evacuation center and an APEC meeting venue. This is the first step towards mainstreaming principles of liveable, resilient, sustainable, and competitive growth.

Perhaps the year is best summarized in the findings of the Worldwide Governance Indicators. Though the country has shown vast improvement in aggregate indicators like Control of Corruption and Political Stability and Absence of Violence, we started from such a low base that we must accelerate our growth rates to overtake our competitors. On the other hand, we have begun to show signs of stagnation on indicators measuring Government Effectiveness, illustrating that we need to renew efforts to deliver public services better.

Already we have begun to lay the groundwork on certain projects that will institutionalize good governance practices. First, in line with our hosting of APEC this 2015, we have launched the Islands of Good Governance campaign with the Institute of Solidarity in Asia. What started out as a balanced scorecard system for six agencies has grown to more than 20 national government agencies and local government units subjecting themselves to external audits. We aim to showcase these audited breakthrough results in 2015 as proof of our commitment to good governance.

Second, while we continue to hold our officials accountable for performance, we have realized that certain policies at the national, departmental, and local levels have made it difficult to reduce the cost of compliance and enforcement and consequently hinder efficient public service delivery. We are currently studying an idea called “Project Repeal” to identify outdated laws that are long due for repeal and plan to organize a team to facilitate its implementation in partnership with Congress.

All these projects come into full circle with our stakeholder engagement campaigns like our dialogues and roadshows and our monitoring and evaluation tools, which include the Annual Enterprise Survey on Corruption by the Social Weather Stations and the Business Permits and Licensing System Customer Experience Survey.

By institutionalizing and publishing these performance metrics, we hope to instill a culture of competitiveness and benchmarking among government offices. More importantly, we hope to provide Filipinos with performance standards for government service. With information on what to expect from government, the public will be empowered to assess performance and demand for better. Ultimately, this competitive mindset is what will drive the Philippines to the top third of global rankings.

GSIS pensioners to receive Christmas cash gift starting Dec. 10

State pension fund Government Service Insurance System (GSIS) is set to release the Christmas cash gift to pensioners through their eCard accounts starting December 10, 2014.

GSIS President and General Manager Robert G. Vergara said a total of Php2.42 billion will be disbursed for this benefit, 15 percent higher than last year's allocation of Php2.10 billion.

Old-age (retirement) and disability pensioners who have been receiving regularly their monthly pension and whose 2013 cash gift is above Php10,000 shall be granted an amount equivalent to their one-month pension but not to exceed Php12,600.

Those whose 2013 cash gift is Php10,000 and below are entitled to receive one-month pension but not to exceed Php10,000.

Retirees who availed of five-year lump-sum retirement benefit and had resumed their regular monthly pension after December 31, 2013 will receive their cash gift for the first time this year in an amount equivalent to a month's pension up to a maximum of Php10,000.

Pensioners living abroad and those in the Autonomous Region of Muslim Mindanao who are on suspended status as of December 31, 2014 are also eligible to receive the cash gift provided they activate their status not later than April 30, 2015.

Survivorship and dependent pensioners, however, are not entitled to receive the benefit. Also ineligible are retirees who will be receiving their regular monthly pension after December 31, 2014.

Similarly, new retirees from 2010 to 2014 (they will only be entitled to the cash gift five years after their retirement date), members who were separated from the service from 2006 to 2014 before reaching age 60 (they will be entitled to the cash gift five years after being regular pensioners), pensioners under Republic Act 7699 (Portability Law), and those receiving pro-rata pension are not qualified as well.

GSIS compulsory, optional policyholders to get annual cash benefit starting December 17

State pension fund Government Service Insurance System (GSIS) today announced that its qualified life insurance policyholders will receive their corresponding yearly cash benefits from December 17 to 22.

GSIS members whose compulsory and optional life insurance policies have been in force for at least one year as of 31 December 2013 are entitled to the payout.
“This year, we have included as additional beneficiaries, holders of compulsory life insurance policies that matured in 2013 and whose agencies were suspended as of 31 December 2013,” President and General Manager Robert Vergara said.

The GSIS, in an unprecedented move in July last year, restored the loan and dividend privileges of members working in suspended agencies.

However, GSIS members whose compulsory and optional life insurance policies lapsed in 2013 are ineligible to receive the benefit.

Compulsory life insurance policyholders whose policies were terminated due to death, retirement, or separation, as well as those with unpaid consolidated loans or premiums for at least 12 months as of 31 December 2013, are likewise excluded.

Optional life insurance policyholders whose policies were terminated due to death, maturity, or surrender in 2013 are similarly disqualified.

GSIS will automatically credit the benefits of qualified GSIS members to their GSIS eCard or unified multipurpose identification (UMID) card.

GSIS is allocating Php915 million for the benefit payout to compulsory life insurance policyholders, while Php42 million is allotted for optional life insurance policyholders.

In addition, the GSIS is set to distribute cash gifts to pensioners starting December 10.

Commission on Audit (COA) Chairperson Maria Gracia M. Pulido Tan said working with COAns in spite of the difficulties and bringing about changes in governance was the biggest fulfillment of her career in the Commission.

Speaking before the COA family during the lighting of the Christmas tree to start the COA Christmas season on December 4, 2014, Chairperson Pulido Tan said “The biggest fulfillment of my having been with you in the COA is the thought that at some point in my life and yours, we came together, to work together though all the hardships and constraints and to have been able to see very palpable changes in government, the civil service and politics.”

Chairperson Pulido Tan reminded COAns that more needs to be done to consolidate the gains and institutionalize the reforms she begun and expressed hope that COA will overcome whatever difficulties and hurdles in the long journey towards the destination.

“If the three years and nine months are any gauge, then we can rest assured that, kung sa maganda ang tatahakin nating landas, nothing will derail us if we put our complete trust in God and in ourselves,” the Chairperson said.

Chairperson Pulido Tan added that she is not looking for any legacy since the time she spent with COAns are enough for her and that she will leave with a glad heart knowing that Commissioners Heidi L. Mendoza and Jose A. Fabia will cooperate and work together towards the achievement of COA’s Vision and Mission.

The COA Christmas celebration includes a program for the kids of the COA Day Care Center and children of employees with Salary Grade 1-6 and job-order personnel; a lunch get-together and gift-giving with employees with Salary Grade 1-6 and job-order personnel; and a cultural program.

The Department of Justice (DOJ) and the Bureau of Corrections (BUCOR) will formally launch the Implementing Rules and Regulations (IRR) of Republic Act No. 10575, otherwise known as the “The Bureau of Corrections Act of 2013” tomorrow, Friday, Dec. 12, 9 o'clock in the morning, at the Hyatt Regency Hotel, Pedro Gil corner M.H. Del Pilar, Manila.

The much anticipated IRR, painstakingly crafted through the combined efforts of the DOJ, Bureau of Corrections, Civil Service Commission (CSC), Department of Finance (DOF) and Department of Budget and Management (DBM), seek to operationalize the mandate of the law to provide for the modernization, professionalization and restructuring of the Bureau of Corrections (BuCor) by upgrading its facilities, increasing the number of its personnel, upgrading the level of qualifications of their personnel, and standardizing their base pay, retirement and other benefits.

With this development, the passage of the said rules and regulations is believed to bridge some of the gaps that hamper the development of the prison system, specifically the spate of alleged irregularities that hound the national penitentiary.

“It is no secret that the running of the various prisons and penal farms all over the country is, by itself, not an easy task. However, the difficulties of properly managing and operating such facilities have been made exponentially more challenging given the outdated organizational structure, facilities and staffing pattern that the BuCor has been working with thus far,” said Secretary Leila M. De Lima.

“With the passage of the law and the promulgation of the IRR, the BuCor now has the flexibility to adjust its facilities, manpower and other resources to meet the changing and growing needs of our corrections system, and to adequately and fairly compensate its personnel who meet the professionalization standards set forth in the law. Thus, we have little doubt that these changes will go a long way towards solving some of the endemic problems in our penal facilities, as well as in improving our track record for successfully rehabilitating and preparing our inmates for future reintegration to society as productive citizens. After all, the law and these IRR are for the common benefit of those serving in the BuCor and the inmates serving their time in its facilities.”

Expected to attend the occasion are officials of the DOJ, BuCor, CSC, DOF and DBM and colleagues from the government involved in the pillars of the justice system, as well as members of the Legislature which made the enactment of the law possible.

Borongan City, Eastern Samar - Barangay Ando Island, an island-village in this city received on Tuesday some 205 family food packs from the Department of Social Welfare and Development (DSWD) for families affected by Typhoon Ruby.

Each family food pack contains six kilos of rice, six sachets coffee/cereal drink, six packs of noodles, four cans of sardines, and four tins of corned beef.

“Masaya kami kasi nabigyan kami ng relief goods. Malaking tulong ito sa aming mga nandito sa isla (We are happy because we received relief goods. This is a great help to us here in the island),” Wilfredo Castillo, the 53- year old Barangay Councilor of Ando Island said.

Ando Island is one of the island barangays in Eastern Samar that was hit by Typhoon Yolanda last year. Recovering from ‘Yolanda’s’ devastation was not easy for the Islanders of Ando. With another disaster, residents are left with immense uncertainties.

“Talagang kailangan namin ng tulong. Kaya nagpapasalamat kami sa pagdalaw sa amin ni Sec. Dinky Soliman at Sec. Mar Roxas. (We really need help. That is why we are thankful that Sec. Dinky Soliman and Sec. Mar Roxas have visited us),” added Wilfredo.

As of yesterday, a total of 12,891 rice and food packs have already been distributed to all the 61 barangays in the city

After staying for almost 7 days in Eastern Samar, Interior and Local Government Sec. Mar Roxas has reported that the situation in Eastern Samar has already stabilized after Typhoon Ruby ravaged the area last weekend.

“Kumbaga sa pasyente, tapos na ang emergency room at ICU (Intensive Care Unit) period, at nandun na tayo sa regular room (If compared to a patient, the emergency room and ICU period have passed, and we are now in the regular room),” said Roxas in a National Disaster Risk Reduction and Management Council (NDRRMC) press briefing held this morning.

As head of the National Government Frontline Team, Roxas was tasked by President Aquino to assist local government units (LGUs) in their rescue and relief operations.

In his report, Roxas confirmed nine (9) Ruby-related deaths in the province: one from the municipality of Jipapad, two from Dolores, two from Sulat, and four from Borongan City; and four persons were reported missing: one from Oras and three from Borongan.

He added that Eastern Samar is no longer isolated as the main supply routes have been opened, including the airport and seaports in Borongan airport. With no reports of looting, the supply and prices of fuel and other goods are stable.

Cellular communication is also now operational and relief goods are being distributed to all evacuation centers systematically.

"The situation in Masbate has also stabilized," Roxas added.

Because of this progress, the government has begun transitioning from emergency response to relief operations, and is set to undertake early recovery efforts.

Sec. Roxas submitted his report to NDRRMC Executive Director Usec. Alexander Pama for appropriate action.

“Nalagpasan natin ang Ruby, lahat ng hamon, malalampasan natin, basta united tayo (We have prevailed over Ruby, we’ll be able to overcome all challenges for so long as we are united),” Roxas remarked.

10 December 2014 - A high-level contingent of Philippine government officials from various agencies attended a preparatory consultation meeting held in the island resort of Bali, Indonesia on November 25.

Ranking officials from the Department of Justice led by Chief State Prosecutor Ricardo V. Paras III, Associate Commissioner Abdullah S. Mangotara of the Bureau of Immigration, Charge d’Affairs Roberto G. Manalo of Philippine Embassy in Jakarata, and Philippine Consul General in Manado Jose Burgos joined the Head of Delegation, Department of Foreign Affairs Assistant Secretary Wilfredo C. Santos, in exploratory dialogue with counterpart officials from the Republic of Indonesia.

Discussed during the meeting were various items of interest relevant to the bilateral relations between the Philippines and Indonesia which included consular access to detained nationals, notification of death of a foreign citizen and a prospective agreement on visa waiver for holders of diplomatic and official/service passports. The Department of Justice also briefed Indonesia about the progress of the project funded by the United Nations High Commissioner for Refugees (UNHCR) to register Persons of Indonesian Descent residing in Southern Philippines.

In addressing the forum at its close, Assistant Secretary Santos emphasized the importance of maintaining the close partnership between Indonesia and the Philippines when he said that “the accomplishment of the discussions is a testament to the continuous strengthening of ties between our two countries as we make bold efforts to move forward even as we acknowledge the limitations and challenges that we have yet to overcome as friendly neighbours in the region.”

10 December 2014 – Filipina Zshelyz Jaynelle Lee graduated with a Masters in Business Administration degree from the International Institute of Management Development (IMD Business School) in Lausanne, Switzerland on December 05.

The IMD in the canton of Vaud ranks ninth among the top ten of European business schools in the 2014 Financial Times rankings, and cited by said publication for having the best executive education open programs in the world.

Ms. Lee is the only Filipina among the 90 persons, representing 40 countries worldwide, who graduated from the IMD MBA class of 2014.

An Embassy representative attended the graduation ceremonies in Lausanne and congratulated Ms. Lee, saying her achievement was an inspiration to all Filipino youths and spoke very highly of her Filipino upbringing and background.

Prior to her graduate studies, Ms. Lee obtained her B.S. Business Management and B.A. Communication degrees, respectively, from the Ateneo de Manila University.

Before going to Switzerland to take up her MBA in IMD-Lausanne, 30-year-old Ms. Lee previously worked in the Philippines as Brand Manager in Monde Nissin, Assistant Product Manager in Universal Robina and Account Manager in Adformatix. END

SSS encourages OFWs to commit to regular saving

The Social Security System (SSS) urged Overseas Filipino Workers (OFWs) registered with the SSS to take charge of their personal finances through regular savings, reiterating invitation to join the exclusive Flexi-Fund program for OFWs.

Citing the Philippine Statistics Authority (PSA) 2013 Survey on Overseas Filipinos, SSS Senior Vice President and International Operations Division Head Judy Frances A. See noted that only two in every five OFWs are able to save from their cash remittances.

The PSA survey showed that only 40.7 percent of 1.9 million OFWs who sent remittances had savings from cash remittances, which was 2.2-percent lower than data in 2012.

"Saving should be a priority because once they come back home and their income stops, they would likely have to live off whatever amount they have set aside. It is, therefore, important that they accumulate funds for a reserve, such as their SSS savings to mitigate loss of income." See said.

Under the regular SSS program, an OFW member can contribute at least P550 based on the P5,000 minimum monthly salary credit (MSC) for OFWs to a maximum of P1,760 per month based on the maximum MSC of P16,000. SSS savings will redound to their benefits in the form of payments for contingencies such as sickness, maternity, disability, retirement and death, according to See.

"Saving even a small amount on a regular basis is a good start. It can soon add up to big gains over the long run especially if put into a safe investment vehicle," she added.

To help them prepare for the future, the official underlined the exclusive SSS Flexi-fund program for OFW members, a provident fund type of retirement plan that encourages saving while they are employed overseas.

"For only a minimum of P200 paid in excess of the maximum contribution, it already enables an OFW member to save and build up funds that can be used upon retirement to supplement the benefits available under the regular SSS program. Early withdrawal of funds is also allowed in case of urgent cash needs," she said.

As of September 2014, existing OFW members of the Flexi-fund program reached 39,274 with total equity amounting to P431 million. A paying OFW member has an average Flexi-fund investment of P10,974.

See explained the money put in the Flexi-fund are invested in fixed-income government securities that are risk-free. Interest earnings are guaranteed, as computed based on the average rate of SSS' short-term peso placements or 91-day Treasury bills, whichever is higher.

The SSS estimates Flexi-fund investments to grow at an average guaranteed interest rate of 1.3 percent this year, while Flexi-fund accounts with annual incentive benefits (AIB) will have a total yield of 3.9 percent.

"With Flexi-fund, OFW members can maximize the return on their savings despite the prevailing low-interest environment. Those who will retain their savings intact within the year will be automatically entitled to annual incentive benefits in the form of additional earnings credited to their Flexi-fund accounts," See said.

SSS previously reported that Flexi-Fund accounts in 2013 earned a total of P16.4 million at a guaranteed interest rate averaging 2.7 percent. Total earnings comprised of P7.24 million in annual incentive benefits (AIB) and P9.16 million in guaranteed earnings. Flexi Fund accounts with AIB had a total yield of 4.2 percent in 2013.

The highest AIB credited to a member's Flexi-fund account was P57,098.

"We hope that we can inculcate the saving habit among our members through our regular program and alternative saving options such as the SSS Flexi Fund," See said.

DAR-Cagayan Regional Director Atty. Marjorie P. Ayson said the facilities were implemented under the Agrarian Reform Infrastructure Support Project (ARISP) III and funded by the Japan Banking International Cooperation (JICA) in partnership with the Local Government Unit (LGU) of San Agustin under the cost sharing scheme.

Ayson said that the project consists of 72 sq.m warehouse which can accommodate 5000 cavans of rice and a 450 sq.m solar dryer to serve 187 members of the said cooperative.

San Agustin Mayor Virgilio A. Padilla thanked DAR for the facilities as it would greatly help farmers reduce losses arising from the lack of storage and drying facilities.

Mr. Virgilio Juan, MBSS chairman, said facilities serve as a pre-requisite in farming to attain good quality of grains and corn.

“We do not need to dry anymore our grains on the road for it results to damaging our produce. Things will be different now that we have these facilities”, he added.

Mr. Arthur Juguilol, a member of the cooperative, said: “Our dreams have been realized. Let’s seize this chance for us to become productive so that we could also help our fellows as soon as our income increases.”

PRC requires Schools, Colleges and Universities to submit a Certified and Notarized List of Graduates

Manila, December 11, 2014 --- The Professional Regulation Commission (PRC) reiterates the implementation of Commission Resolution No. 2008-475, requiring registrar of schools, colleges and universities to submit a certified and notarized list of graduates of courses or holders of degrees who are possible examinees of licensure examinations. The list, noted by the President/Chairman of the Board of the academic institution, should indicate whether the necessary transcript of records had been issued to the graduates/degree holders and must be submitted within fifteen (15) days from the date of conferment.

The need to revive and enforce the policy is to ensure that all examinees taking the licensure examinations have been conferred with the required academic degrees by their academic institutions.

“Applicants for licensure examinations whose names do not appear in the list of graduates of courses or holders of degrees provided by the academic institution from which they represent to have finished their course or obtained their degree shall not be allowed to take the licensure examination”, the PRC said.

BI launches manhunt against escaped ward

Manila, Philippines--- Bureau of Immigration Commissioner Siegfred Mison today ordered all intelligence operatives of the bureau to locate and arrest an American national who escaped the bureau’s detention facility in Davao city Sunday morning.

Mison likewise ordered a thorough probe into the reasons how Douglas Brent Jackson, an American national, managed to escape the BI holding facility at Davao City. Initial investigation showed that Jackson used a tool to saw off part of the window grill in the confinement area which allowed him to escape thru the building’s second floor.

"Commissioner Mison has issued a directive to conduct an intensive investigation on the incident", said BI spokesperson Elaine Tan. "We will make sure all personnel who may have a hand on the escape are meted the appropriate sanctions".

Tan said that the Commissioner likewise ordered a lockdown and a stricter enforcement of detention rules following the escape. The initial findings suggest that Jackson planned his escape and may have someone inside the bureau who helped him.

Initial investigations show that Jackson cut off part of the window grill through the use of steel blades which may have been discreetly mixed with food items handed over to him by his visitors. Tan says that all visitors of detainees inside the facility will have to undergo stricter security protocols.

"It appears that Jackson carefully planned out the escape with the help of some friends from outside BI", continued Tan.

Jackson was issued a summary deportation order on August 29, 2014 for being a fugitive in the USA for theft.

The deportation order was not implemented because he still has a pending criminal case in Davao for estafa. He was transferred to the holding facility in Davao in order to facilitate the processes of the criminal case and to expedite actual deportation.

"We will beef-up security in our holding centers to make sure no similar incident will happen in the future", Tan said. “The BI will be relentless in the manhunt operation to regain custody of the subject at the soonest possible time.”

MB places Rural Bank of Burauen (Leyte), Inc. under PDIC receivership, all valid insured deposit claims will be paid

The Monetary Board (MB) placed the Rural Bank of Burauen (Leyte), Inc. under the receivership of the Philippine Deposit Insurance Corporation (PDIC) by virtue of MB Resolution No. 1922 dated December 4, 2014. As Receiver, PDIC took over the bank on December 10, 2014.

Rural Bank of Burauen is a single-unit rural bank with Head Office located at San Ramon St., Burauen, Leyte. Latest available records show that as of September 30, 2014, Rural Bank of Burauen had 2,026 accounts with total deposit liabilities of P33.13 million. A total of 2,020 deposit accounts or 99.70% of the accounts have balances of P500,000 or less and are fully covered by deposit insurance. Estimated total insured deposits amount to P32.42 million or 97.86% of the total deposits.

PDIC said that upon takeover, all bank records shall be gathered, verified and validated. The state deposit insurer assured depositors that all valid deposits shall be paid up to the maximum deposit insurance coverage of P500,000.00.

The PDIC also announced that it will conduct the Depositors-Borrowers Forum on December 19, 2014 to inform depositors of the requirements and procedures for filing deposit insurance claims. Claim forms will be distributed during the Forum. The schedule and venue of the Forum will be posted at the bank premises and in the PDIC website, www.pdic.gov.ph. The claim forms and the requirements and procedures for filing are likewise available for downloading from the PDIC website.

Depositors may update their addresses with the PDIC representatives at the bank premises using the Mailing Address Update Forms to be furnished by PDIC representatives. Duly accomplished Mailing Address Update Forms should be submitted to PDIC representatives accompanied by a photo-bearing ID with signature of the depositor. Depositors may update their addresses until December 17, 2014.

Depositors with valid deposit accounts with balances of P50,000.00 and below need not file deposit insurance claims. But depositors who have outstanding obligations with Rural Bank of Burauen including co-makers of the obligations, or have incomplete and/or have not updated their addresses with the bank, regardless of amount, should file deposit insurance claims.

The schedule of the claims settlement operations will be announced during the Depositors'-Borrowers' Forum and through notices to be posted in the bank premises and other public places as well as through the PDIC website, www.pdic.gov.ph.

Ex-Marinduque solon charged with graft, malversation in Fertilizer Fund Scam

Ombudsman Conchita Carpio Morales approved the filing of Informations for Malversation and violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) against former Marinduque Representative Edmundo Reyes, Department of Agriculture (DA) officials, namely: Regional Executive Director Dennis Araullo, Regional Accountant Raymundo Braganza, Regional Technical Directors Balagtas Torres and Rodolfo Guieb, Legislative Coordinator Lucille Odejar, Cashier II Dory Iranzo, and Margie Tajon Luz, President and Chairman of the Board of Trustees of the non-government organization (NGO) Gabaymasa Foundation, Inc.

In 2004, the Department of Budget and Management released P728 million for the implementation of the Farm Inputs and Farm Implements Program, otherwise known as the “Fertilizer Fund,” with the province of Marinduque as one of the identified beneficiaries of the program.

In the Resolution, the Special Panel on Task Force Abono Cases found that in 10 March 2004, a Memorandum of Agreement (MOA) was entered into between the DA Regional Field Unit IV (DA-RFU IV) represented by Araullo, Reyes (representing the lone district of Marinduque) and Luz of Gabaymasa as project implementor for the procurement of fertilizers worth P5 million with B.T. Mangrubang as supplier.

In finding probable cause against Reyes, et al., Ombudsman Morales stated that the selection of Gabaymasa as project implementor violated Commission on Audit (COA) Circular No. 96-003 which specifically provides for the process of accreditation, verification and validation of NGOs.

The Resolution stated that Gabaymasa is not based in the community where the project was implemented as its place of business is in Quezon City; only the 2003 Financial Statements (FS) were submitted in violation of the COA Circular which requires the submission of FS for the last three years to ensure that the NGO is in stable financial condition; and Gabaymasa has no proven track record in the field of the agriculture.

Ombudsman Morales concluded that “public officers Reyes, Araullo, Braganza, Torres, Guieb, Odejar, and Iranzo, in conspiracy with Luz consented or, through abandonment or negligence, permitted Gabaymasa to take the P5M fund in the guise of lawful disbursement” exhibiting “a deliberate lack of care or diligence in the performance of their respective duties…to achieve a common design of defrauding the government.”

Meanwhile, the criminal charges against Gabaymasa representatives Concha Idica, Ma. Cristina Vizcarra, Caridad Tajon, Melencio Punzalan, Rodolfo Luz, and Bernard Mangrubang of B.T. Mangrubang Enterprises were dismissed for lack of probable cause.

Insofar as the related administrative case is concerned, Araullo, Braganza, Torres, Guieb, Odejar and Iranzo were found guilty of Serious Dishonesty, Grave Misconduct and Conduct Prejudicial to the Best Interest of the Service and were dismissed from the service with accessory penalties of forfeiture of retirement benefits and perpetual disqualification from holding public office.

DSWD delivers relief to island-villages in E. Samar

To hasten the distribution of relief goods to families affected by Typhoon Ruby in Eastern Visayas, the Department of Social Welfare and Development (DSWD) established a new hub at the National Food Authority (NFA) warehouse in Borongan, Eastern Samar.

The hub will serve the hard- to-reach areas or isolated island-barangays in the province. Military trucks and choppers will bring goods to these areas. Initially, food packs good for three days were given to the families in the island villages.

Additional relief goods coming from DSWD-Field Offices XI and CARAGA are expected to arrive in the Tacloban City relief hub anytime today to augment the food packs being repacked there.

In a press conference in Borongan this morning, DSWD Secretary Corazon Juliano-Soliman said that DSWD is now assessing the need for the implementation of Cash-for-Work in the province to speed up the recovery of the survivors.

Likewise, in other regions which were hit by ‘Ruby’, DSWD social workers are now conducting rapid damage and needs assessment to determine other appropriate services that survivors would need to return to normalcy.

As of press time, some 7,818 houses were totally damaged while 34,854 were partially destroyed. Evacuation centers To date, 5,890 evacuation centers are still operational in all regions affected by ‘Ruby’ serving 325,463 families or 1.3 million individuals.

DSWD social workers continue to assist local government units (LGU) in managing these centers by distributing relief goods, providing hot meals, profiling of evacuees, and conducting play therapy for children.

The DSWD-Central Office also deployed staff to complement the Quick Response Teams (QRTs) in Regions IV-A and B, VII and VIII. A total of 23 staff will be deployed in these regions to render 24/7 duty on a shifting basis.

Bago pa man dumating ang Bagyong Ruby, nakausap ko na po ang Korean Ambassador to the Philippines, ang kagalang-galang na Lee Hyuk. Maaga pa lang, inabisuhan na po natin siya na ang pagtulak natin patungong South Korea para sa ika-25 Commemorative Summit ng ASEAN ng Korea ay nakasalalay sa tindi ng pagtama ng bagyo sa atin. Ayon po kasi sa forecast, tatahak ito sa mga lugar na tinamaan noon ng Bagyong Yolanda. Batay sa mga huling ulat na ating natanggap, lumalabas na hindi po ganoon kalawak at kalubha ang idinulot na suliranin nito sa atin. Ang totoo, may mga nag-alanganin pang magmungkahi na magdeklara tayo ng national state of calamity. Kaya lalo tayong binigyang-kumpiyansa nito sa ating adhikain: Kasabay ng pagtugon sa mga problema sa loob ng bansa, itinutuon din natin ang ating atensiyon sa ugnayang panlabas ng Pilipinas.

Ang sinisiguro ko naman po sa inyo, patuloy akong susubaybay sa pagpasok ng mga ulat; buong-buo ang ating tiwala sa mga miyembro ng ating Gabineteng namamahala sa mga hakbang na isinasagawa ng inyong pamahalaan upang masigurong maibabalik sa normal ang takbo ng buhay ng mga kababayan nating apektado ng Bagyong Ruby.

Ngayon nga pong umaga, tuloy na ang paglipad natin patungong South Korea para dumalo sa naturang Commemorative Summit. Magandang pagkakataon po ito para diligan at patuloy pang palaguin ng inyong pamahalaan ang ugnayang Philippines-South Korea.

Alam naman po natin, matagal nang matalik na kaibigan ng Pilipinas ang South Korea. Isa itong relasyong pinanday ng mayamang kasaysayan ng pagkakapit-bisig para sa demokrasya, kalayaan, at kaunlaran. Mula sa pagpapalago ng ekonomiya, sa pagpapaigting ng pambansang seguridad, pagpapasigla sa turismo, hanggang sa masusing ugnayan sa pagitan ng ating mga mamamayan, katuwang talaga natin ang South Korea. Halimbawa po: May mahigit isang milyong turista po silang lumalapag sa ating bansa noong nakaraang taon; ang kompanyang Hanjin naman na mula sa kanilang bansa, tumulong na gawin tayong 4th largest shipbuilding nation sa buong mundo, ayon iyan sa mga datos para sa unang bahagi ng taong 2014. Noong sinalanta naman tayo ni Yolanda, nariyan din ang South Korea na nagpaabot ng tulong, tulad na lang ng pagpapadala ng kanilang Araw Troops sa mga apektado nating komunidad.

Nananabik po tayong muling makausap si Presidente Park. Kukunin natin ang oportunidad na ito upang lalong mapalawak at mapaigting ang kooperasyon ng Pilipinas sa kanila, at maisulong ang estabilidad at kaunlarang kapaki-pakinabang sa ating mga bansa.

Gayundin, sa mga pagpupulong sa biyaheng ito, isusulong po natin ang ating adbokasiya kaugnay ng global climate change. Kung tatanungin nga po tayo tungkol sa ating best practices sa paghahanda at pagtugon dito, hindi tayo mag-aatubiling ibahagi ang ating karanasan at kaalaman ukol sa usapin.

Ito na nga po ang huli nating biyahe sa labas ng Pilipinas ngayong taon. Tulad ng dati, makakaasa po kayo: Susulitin natin ang bawat sandali upang mapaigting ang pakikipagtulungan sa ibang bansa; kukunin natin ang bawat pagkakataon para makapaghatid ng mas maraming oportunidad sa pag-asenso sa ating mga Boss, ang sambayanang Pilipino.

Tunay po: Hakbang bawat hakbang, nakikita na natin at ng buong mundo ang kakayahan ng Pilipinas na makamit ang makabuluhang pagbabago. Kaya naman, tuloy-tuloy lang tayo sa pagtahak sa tuwid na daan; patuloy tayong mag-ambagan at magmalasakit sa isa’t isa, at tiyak ko po, tuloy-tuloy lang din ang kolektibo nating pagsulong tungo sa isang mas maunlad at mas masaganang kinabukasan.

Magandang araw po. Maraming salamat po sa inyong lahat.
