Northeast monsoon affecting Northern and Central Luzon.

Forecast: 

Cagayan Valley and the Provinces of Apayao and Ilocos Norte will have cloudy skies with light rains. Central Luzon and the rest of Cordillera and Ilocos Region will experience partly cloudy to at times cloudy skies with isolated light rains. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the northeast will prevail over Luzon and the eastern section of Visayas and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the northeast with slight to moderate seas.

CAVITE

1.    DTI launches testing laboratory for Calabarzon food processors

DASMARIÑAS CITY, Cavite, Dec. 1 (PIA) — The Department of Trade and Industry (DTI) through the Philippine Exporters Confederation Cavite Chapter, Inc. (PhilExport) launched recently a food testing laboratory worth P810,500 for Cavite’s processed food industry.

Granted under the DTI’s Shared Service Facility (SSF) project, the laboratory is aimed at providing common access to a world-class testing facility that is capable of analyzing microbiological and chemical parameters for food processor in the Calabarzon Region.

With the acquired verification capability, micro, small and medium enterprises engaged in food processing can now monitor the quality of their products.

The laboratory is capable of detecting physical, chemical and microbiological hazards in food thereby ensuring food safety.

LAGUNA

1.  DTI creates technical working group to facilitate logistics movement

CALAMBA CITY, Laguna, Dec. 1 (PIA) — Prompted by the worsening congestion in the Port of Manila, a Technical Working Group (TWG) was created recently to coordinate programs and activities that will facilitate the logistics movement in the Calabarzon region.

Chaired by DTI Regional Director Marilou Quico-Toledo, the TWG will focus on the maximum utilization of the Batangas International Port (BIP) which is considered as the best alternative to the Port of Manila.

Toledo said that aside from hastening logistics movement, the operation of the port at full capacity is expected to boost business and trade opportunities in the region.

The BIP connects Calabarzon to global markets through carriers that traverse through Singapore, Ho Chi Minh, Kaohsiung, Yantian, Hongkong, Sihanoukville, Tanjung Pelepas, Kota Kinabalu, Bintulu, Kuching, and other significant Asian ports.

Meanwhile, Reginald Rivera, marketing manager of Asian Terminals, Inc. (ATI), said more cargoes are expected to gravitate towards BIP in view of the proximity and ease of transport to the economic zones located in the Calabarzon region.

Calabarzon plays an important role in providing globally competitive and ecologically sustainable business environment to investors where 46 of the 306 economic zones in the country are located in this region.

The TWG is composed of various government agencies and private sectors including Philippine Ports Authority, Bureau of Customs, National Economic Development Authority, Department of Interior and Local Government, Department of Tourism, Land Transportation and Franchising Regulatory Board and Land Transportation Office.

1.  Tagalog news: Batanguenong nahirang na natatanging guro, binigyang pagkilala

LUNGSOD NG BATANGAS, Dis. 1 (PIA) --Binigyang pagkilala ng pamahalaang lungsod ang isang Batanguenong guro sa Arizona, USA  dahilan sa kanyang mga  naging community at professional achievements.

Si Baldwin Gutierrez,  mula sa  barangay Cuta, ay alumni ng Saint Bridget College at University of the Philippines Los Baños. Si Gutierrez ay 11 taon na sa America at pitong taon na bilang middle school teacher sa Junior Highschool sa Mohave Valley sa Arizona kung saan  may dalawang beses na syang tumanggap ng Mc Kellips Award.

Isang libro ang kanyang inakda na may titulong “Ï Survive: A Teacher’s Journey to Teaching in the United States” na tumatalakay sa hirap ng buhay na kanyang naranasan sa pagtatrabaho sa ibang bansa bilang OFW. Nakalagay aniya dito ang mga sakripisyo na kailangang pagdaanan na mapahiwalay sa pamilya.

Binigyang diin din niya ang kahalagahan ng pagtawag sa Diyos at pagpapatunay sa  angking kakayahan ng mga Pinoy  na mag-adjust sa kapaligiran at galing sa paglilingkod  sa ibat-ibang propesyon sa ibang bansa. Pinabulaanan din niya ang masamang konotasyon sa mga mag-aaral at kabataan sa America. 

Sa taong ito, binigyang pansin ang kanyang inisyatibo sa pag-oorganisa ng isang fund- raising project para sa mga biktima ng bagyong Yolanda. Nakalikom ang kanilang paaralan ng halagang P25,000 na ipinagkaloob nila sa Sagip Kapamilya.

Itinuturing niya na ang kanyang talino, talento at sakripisyo ang ilan lamang sa mga dahilan upang makamit nya ang naturang karangalan

Sinabi rin ni Guiterrez na ang  pinakamalaking achievement niya sa pagiging guro ang pagkakapili sa kanya bilang Teacher of the Year sa 2014 Arizona Teachers Association noong November 7 na mga guro sa buong state ng Arizona ang naglaban laban.

Ilan sa kanyang mga nagawa ay ang  pagtatayo ng isang Glee Club para sa mga singing enthusiasts at pagtuturo sa mga ito ng walang bayad at siya din ang nanguna upang makalahok ang kanilang paaralan sa Arizona Science Olympiad.

Lubos ang kanyang kagalakan at kasiyahan sapagkat nabigyang pansin ang kanyang propesyon at kakayahan.

Habang narito sa bansa, ibinahagi niya ang kanyang expertise sa mga guro ng Colegio ng Lungsod ng Batangas.

2.  Tagalog news: Volunteer breastmilk donor, kinilala ng pamahalaang lungsod ng Batangas

LUNGSOD NG BATANGAS, Dis. 1 (PIA) --Isang kawani ng pamahalaang lungsod ang pinarangalan kamakailan ni punong lungsod Eduardo B. Dimacuha bilang pagtugon sa panawagan ng City Social Welfare and Development Office (CSWDO) na maging volunteer breastmilk donor para sa inabandonang sanggol na nasa pangangalaga ng nasabing departamento.

Siya si Beverly Quinio Pagcaliwagan, 22 taong gulang, may-asawa, ina sa 2 anak, ressidente ng Barangay Sampaga at kasalukuyang empleyado ng City Council for Youth Affairs o CCYA.

Sinabi ni Beverly, na Setyembre 15 nang magsimula siyang magbigay ng sariling gatas para kay baby “Josea”, isang 2-month old na sanggol na inabandona ng kaniyang mga magulang at kasalukuyang nasa pangangalaga ng CSWDO.

Ayon pa kay Beverly, ang kaniyang asawa mismo ang humikayat sa kaniya na maging volunteer donor matapos na mabasa nito ang panawagan ng CSWDO sa social media na naghahanap ng sponsor para kay baby “Josea”.

Hindi siya aniya nag-dalawang isip sapagkat 8AM-5PM ang trabaho niya sa opisina at hindi naman siya makakauwi sa kanila para pasusuhin ang kaniyang bunsong anak. Sa halip aniya na masayang ang kaniyang gatas, ibibigay na lamang niya ito sa batang nangangailangan.  

Ani Beverly, dalawang beses sa isang araw siya mag-pump ng gatas sa isang 8-ounce na lalagyan. Sa kaniya aniyang pagkakaaalam, walo silang boluntaryo na nagbibigay ng gatas para sa bata.

“Masarap sa pakiramdam na alam mo na nakatutulong ka kahit man lamang sa simpleng paraan. Kesa naman masayang at maitapon lamang ang aking gatas, mas maige pa na i-share ko ito kay baby Josea hanggang kaya ko”. ani Beverly.

May mensahe rin si Beverly sa mga magulang, lalo na sa isang ina na nagbabalak na abandunahin ang kaniyang anak:

“Kahit po gaano kahirap ang buhay, at kahit gaano kahirap bumuhay ng isang pamilya, huwag po natin isipin na iwanan ang ating mga anak. Una po, kasalanan ito sa Diyos at isipin natin na tayo ang dapat magpalaki, gumabay at kumalinga sa ating sariling mga anak”, pagtatapos ni Beverly.

Kaugnay pa rin nito ipinaliwanag ni Mrs. Mila Espanola, hep eng CSWDO na malaki ang papel ng kanilang tanggapan sa pagpapatupad ng exclusive breastfeeding.

Mandato ng RA 10028 o An Act Expanding on the Promotion of Breastfeeding na dapat na ekslusibong gatas ng ina ang dapat na ipasuso sa bagong panganak hanggang sumapit siya sa edad na anim na buwan.

“Malaking problema sa amin lalo na kapag may inabandonang sanggol, kung walang mga voluntary donors. Kaya lubos kaming natutuwa sa mga ina na tulad ni Beverly na naghandog ng kaniyang gatas”, paliwanag pa ni Espanola.

3.  Tagalog news: Forum on salt iodization, isinagawa sa Batangas

LUNGSOD NG BATANGAS, Dis. 1 (PIA) --Naging matagumpay ang forum on salt iodization na magkatuwang na itinaguyod ng National Department of Health-Nutrition Council (DOH-NNC) Calabarzon at Provincial Health Office (PHO) kamakailan sa provincial auditurium.

Ang naturang pagtitipon ay naglalayong ipaalam sa publiko ang kahalagahan ng paggamit ng iodized salt at maipaunawa ang mga epekto nito sa kalusugan.

Sinabi ni Department of Health Region IV-A director Nestor Santiago, na matagal ng naipasa ang batas ukol sa paggamit ng iodized salt bagama't maganda ang epekto nito sa kalusugan partikular sa mga kabataan, iilan lamang ang gumagamit nito.

"Ang tatlo sa pinakamalalaking gawaan ng asin ay matatagpuan sa lalawigan ng Batangas kung kaya't nararapat lamang na maipalam at maipakalat ang impormasyon sa kahalagahan ng paggamit ng iodized salt," ayon kay Santiago.

Kaungay nito, pinangunahan ni Carina Santiago, regional nutrition program coordinator ng DOH-NNC Calabarzon, ang information dissemination na may titulong “Sapat na Iodine sa Asin” na ipinaliwanag na ang tamang sangkap ng iodine sa asin ay 30-70 parts per million (ppm).

Matapos ang programa, nagkaroon ng ceremonial Patak sa Asin gamit ang iodization testing kit. Nagkaloob din ng testing kits sa provincial Bantay Asin Task Force (PBATF) upang gamitin sa monitoring sa mga pamilihan sa pagtalima sa RA 8172 o Asin Law.

Lumagda din sa covenant of commitment ang mga punongbayan at miyembro ng PBATF upang mapalakas ang pagpapatupad ng naturang programa sa buong lalawigan.

Sa kasalukuyan, may 28 bayan na sa lalawigan ng Batangas ang sumusuporta sa pagpapatibay ng Asin Law sa pamamagitan ng kanilang Sangguniang Pambayan. (MPDC-PIA Batangas)

4.  Tagalog news: COMELEC, nagsagawa ng satellite registration

LUNGSOD NG BATANGAS, Dis. 1 (PIA) --Nagsagawa ng  satellite registration ang Commission on Elections (COMELEC) sa lungsod na ito noong Nobyembre 13-15, 2014 sa SM City Batangas.

Nagparehistro ang mga may edad na 18 taong gulang, mga  bagong lipat mula sa ibang munisipyo o siyudad o barangay, gayundin ang mga  nagpa-validate ng kanilang voter’s  ID at  mga may ipinabago sa kanilang mga entries.

Mula Hulyo ng taong ito, nagsagawa  ng satellite registration ang COMELEC  sa ibat-ibang barangay tuwing MIyerkoles, BIyernes at Sabado para sa mga  senior citizens at mga persons with disabilities at sa mga barangay na may malaking populasyon bilang bahagi ng registration campaign.

Mula Hulyo 1 hanggang Setyembre 30, may naitalang 4,308 bagong aplikante, 1,181  transferees mula sa iba’t ibang lugar,  at 1,281 katao naman ang nagpabago ng kanilang status at may correction of entries. Sa kasalukuyan, may kabuuang 212,104 rehistradong botante sa lungsod.

Samantala, may nakatakdang hearing sa Enero 19, 2015 upang malaman kung ang lahat ng nagparehistro ay kuwalipikado.

5. Tagalog news: Tatlong araw na Diskwento Caravan, isinagawa sa lungsod ng Lipa

LUNGSOD NG LIPA, Dis. 1 (PIA) --Pinangunahan ng Department of Trade and Industry (DTI) Batangas ang pagsasagawa ng tatlong araw na Diskwento caravan sa lungsod noong Nob. 28-30, 2014.

Sinabi ni DTI provincial director Ruel Gonzales, na layon ng caravan na makatulong sa mga mamamayan sa pamamagitan ng pagbibigay ng presyong abot kaya at malaki ang matitipid ng mga mamimili. Ito din ang isa sa mga sagot sa panawagan ng Pangulong Benigno S. Aquino III sa mga konsernadong ahensya at pribadong sektor na magtulungan upang makapagpagaan ng buhay ng mga Filipino.

Bunsod nito, nakipa-ugnayan ang DTI Batangas at pamahalaang lungsod ng Lipa sa pamunuan ng Southern Twin Supermarket upang maisulong ang naturang caravan.

Nakadisenyo bilang isang public private partnership project, ang Diskwento caravan ay nagbebenta ng mga pangunahing bilihin sa mas murang halaga. Ang iba't-ibang caravan ay kinabibilangan ng Regular Edition, Balik Eskwela Edition sa panahon ng pagbubukas ng pasukan at ang Disaster Edition kapag may nagdaang mga bagyo o kalamidad.

Bukod sa murang presyo na karaniwan ay treinta porsiyentong mas mababa sa regular na produkto, iba't-ibang aktibidad din ang nakapaloob dito tulad ng enterntainment numbers, cooking demos, parlor games, hourly raffle at marami pang iba.

Katuwang ang DOLE at TESDA, nagsasagawa rin ng pamimigay ng mga information materials at flyers na maaaring pakinabangan ng mga mamimili. Ang City Health Office naman ay nagbibigay ng libreng blood pressure examination. (Bhbay P. De Castro-PIA Batangas)

LUNGSOD NG LIPA, Batangas, Dis. 1 (PIA) --Inilunsad kamakailan ng Philhealth Region IV-B ang ikalawang Philhealth Run na may titulong Ready…TSEKap…Go!! sa SM City Lipa Annex.

Ang proyekto ay bahagi ng pagdiriwang ng ika-20 taong anibersaryo ng Philhealth na may temang “Ensuring Universal Coverage for All Filipinos”.

Nakatakdang idaos sa 12 iba’t-ibang lugar sa bansa sa Pebrero 15, 2015 eksaktong 100 araw matapos itong ilunsad sa layuning mapalawak ang kaalaman ng publiko sa Kalusugang Pangkalahatan na isinusulong ng administrasyong Aquino.

Sinabi ni Dr. Ismael Pargas ng Philhealth Central Office,na patuloy ang pagsusulong ng kanilang tanggapan na makamtan ang mandato nito na magkaroon ng universal health coverage ang lahat ng mga Pilipino.

Benepisaryo ng naturang proyekto ang PUNLAKA Regional Institute for Special People, Federation of PWDs  of Batangas Province at Akapin Batangan.

Alinsabay ng paglulunsad ang tree planting sa lungsod ng Batangas, Lipa, Tanauan at Lemery. May 180 puno ang itinanim bilang pagsusulong naman ng patuloy na pangangalaga sa kalikasan at pagbaka sa epektong dulot ng climate change.

1.  Tagalog news: Benepisaryo ng SPES sa Antipolo, nadagdagan

LUNSOD NG ANTIPOLO, Rizal, Dis. 1 -- Mas maraming estudyante at magulang ang natulungan ngayon ng Special Program for Employment of Students (SPES) na magkatuwang na itinataguyod ng  pamahalaang lungsod at Department of Labor and Employment (DOLE).

Sa direktiba ni Antipolo Mayor Jun Ynares, dinagdagan ngayong taon ang benipisaryo ng programa na umabot sa 859 estudyante at out-of-school youth kumpara sa 190 kabataan lamang na nakinabang sa nakaraang taon.

Sa pangangasiwa ng Public Employment Service Office (PESO) at City Human Resource and Management Office (CHRMO), natanggap kamakailan ng mga estudyante ang kanilang sahod.

“Ang 60 porsyento ng pasahod sa mga SPES employees ay mula sa pamahalaang lokal habang ang 40 porsyento mula naman sa DOLE. Naibigay na natin yung 60 porsyento noong Hulyo at ngayon ang natitirang 40 poryento na mula sa DOLE ang matatanggap ng ating mga SPES benepiciaries,” paliwanag ni PESO Head Eduardo Alarcon.

Alinsunod sa panuntunan ng Republic Act of 9547 na mas kilala bilang Special Program for Employment of Students, pagkakalooban ng trabaho ang mga mahihirap na estudyante mula sa high school at college upang makatulong sa gastusin nila sa pag-aaral. Ang SPES beneficiary ay sasahod ng P327.50 kada araw sa loob ng 20-30 araw ng trabaho.

2.  DTI, DOLE award P424K worth of SSF to Lupang Arenda Multipurpose Coop

ANTIPOLO CITY, Rizal, November 19 (PIA)—Members of the Lupang Arenda Multipurpose Coop. received on Nov. 18 the shared service facilities from the Department of Trade and Industry (DTI) and the Department of Labor and Employment (DLOE) Rizal provincial offices for the augmentation of their metal crafting business at Lupang Arenda barangay Sta Ana in Taytay.

The SSF awarded by the DTI is worth P424,000 which included: hammer drills, angle grinders, welding machines, tubing benders, ARC welders, plasma cutters, air compressors, voltage regulators, welding outifts and paint thickness gauges.

DOLE-Rizal, on the other hand, provided funds earlier for the acquisition of a band saw, spot welding machine, welding torch and threading.

About 397 members of LAMCO along with 75 direct and indirect workers of the facility are expected to benefit from the project.

LAMCO manager Miguelito Salgada noted the cooperative has been doing well and now above the micro industry status. The coop has an asset worth about P3 million with a total of 397 members from the initial 28 members and incorporators during the group’s earlier days.

LAMCO supplies 20 percent of Manila Water’s metalcraft requirements.

DTI Calabarzon Regional Director Marilou Quinco-Toledo, noted that two distinct industries are being prioritized in Taytay mainly woodworks and garments.

“Out of the P700 million worth of 2013 DTI SSF funds nationwide, P70 million has been allotted to Rizal province with P80 million out of the P700 million 2014 national SSF budget for the region,” Toledo said.

Aside from Toledo, DTI-Rizal Mercedes Parreno, DOLE Rizal officer-in-charge Grace Macarubbo, Technical Education and Skills Development Authority Rizal provincial director Velma Salazar, Rizal Board Member Teddy Del Rosario and Taytay Vice Mayor Carlito Gonzaga were present during the formal turnover of the SSF.  (PIA-Rizal)

3.  San Mateo locals train in chocolate molding

ANTIPOLO CITY, Rizal, Dec. 1 (PIA) --As part of a series of trainings arranged through the Grassroots Participatory Budget (GPB), the Department of Trade and Industry (DTI) – Rizal and the local government of San Mateo recently organized a three-day basic skill training on chocolate molding at the JFD stadium.

About 45 residents attended the activity that aims to enhance the local food processing industry

Another set of GPB-funded programs will take place this December focusing on meat processing, according to DTI-Rizal.

DTI-Rizal is currently focusing on food processing and garments in San Mateo as priority areas for GPB funding.

A total of P230,000 worth of GPB funds (P200,000 from DTI and P30,000 local government counterpart) will be allotted for food processing projects and training while another P265,000 (P220,000 from DTI and P45,000 local government counterpart) will be allotted for the garments industry. (PIA-Rizal)

4.  DTI trains Rizal food sector and businesses on traceability system

ANTIPOLO CITY, Rizal, Dec. 1 (PIA) – The Department of Trade and Industry (DTI) recently organized an awareness seminar and workshop on the Philippine Traceability (PTRACE) System for Rizal food producers and processing businesses at the Morong capus of the University of Rizal–System.
 

Quality Plus Management Consulting Co. president and Philippine Food Safety conference secretary general Henry Palaca as resource speaker for the activity, discussed topics such as the importance of traceability, introduction to Philippine Food Safety Laws and fundamentals of traceability.

DTI is pushing PTRACE as well as other series’ of trainings for local businesses to prepare them in the coming ASEAN integration and to provide local industries a fighting chance against other ASEAN nations in anticipation of the opening of the free market.

The awareness seminar, the 2nd held in Rizal, aims to enhance the competitiveness of local food businesses through the effective application of food safety and awareness of the system and the benefits of the application in the food business chain. (PIA-Rizal)

Secretary Coloma keynotes Papal visit communications workshop in Malacañang
Presidential Communications Operations Office Secretary Herminio Coloma, Jr. on Monday underscored the importance of unity and solidarity in covering the highly anticipated visit of Pope Francis in the country next month.

Keynoting the Papal Visit Communications Workshop at Kalayaan Hall in Malacañang Palace, Secretary Coloma said the pontiff’s visit carries a message of mercy and compassion to all Filipinos, regardless of denomination.

“We will agree that as we cover the papal visit, we must endeavor to reach out to all Filipinos, especially the last, the least and the lost,” he told representatives of various media agencies who attended the workshop.

He said the papal visit must be seen as “inclusive” rather than exclusive, as all religious groups are welcome to participate in programs scheduled for the Pope’s visit from January 15 to 19.

“All Filipinos of all faith stand in solidarity for peace and prosperity for all. Even while acknowledging and honoring our differences, we can work together for a more humane and just society,” he said.

Coloma cited the message of Pope Francis where His Holiness reflected on the parable of the Good Samaritan, which he called “a parable about communication”.

He said Pope Francis underlined the importance of communication in bringing people closer and creating a sense of “neighbourliness."

The Palace official said the visit of Pope Francis should strengthen faith, unity and cooperation among Filipinos.

Aside from Coloma, other guest speakers at the workshop were Father Francis Lucas, president of the Catholic Media Network; Father Lito Jopson, executive secretary of the Catholic Bishops’ Conference of the Philippines (CBCP) Episcopal Commission on Social Communications and Mass Media; and Father Nono Alfonso, executive director of the Jesuit Communications Foundation, Inc.

Father Lucas emphasized that the overall goal of the papal visit coverage is to have a comprehensive, seamless and widest coverage.

He appealed to the press not to focus on negativity and maintain the solemnity and sacredness of the visit.

Father Alfonso meanwhile said all media networks should constantly dialogue and set aside competition to be able to execute their mandate well.

Father Alfonso, a former journalist, reminded the media to observe journalism ethics and standards in their coverage.

He also underscored the importance of doing research, providing context, and having balanced and accurate news reports.

The workshop was attended by representatives of major media networks, among them ABS-CBN, GMA-7, TV-5, 9 News, PTV-4, and the Philippine Information Agency.

Budget Department working with Congress for smooth passage of supplemental budget, says Palace
The Department of Budget and Management (DBM) is coordinating with Congress for the smooth passage of the P23.3-billion supplemental budget, a Palace official said on Monday.

"Ginagawa ng administrasyon sa pamamagitan ng DBM, ang pakikipag-ugnayan sa ating mga mambabatas at sa mga lider ng Kongreso para magkaroon ng pagkakaunawaan kung ano ang pinakamainam na landas na tatahakin hinggil dito sa pagkakaroon ng supplemental budget," Presidential Communications Operations Office Secretary Herminio Coloma, Jr. told reporters during a press briefing in Malacañang.

Secretary Coloma said the DBM is coordinating with the House of Representatives’ Committee on Appropriations and the Senate’s Committee on Finance regarding the passage of the additional budget for 2014.

“Pangkaraniwang proseso ‘yan kapag mayroong mga panukalang batas na patungkol sa pananalapi o budget. Kinukuha ng Kongreso ‘yung datos at impormasyon mula sa DBM at ito ang ginagamit nila sa pagpapasya,” he explained.

On the P2.6-trillion national budget for 2015, he said both houses of Congress have approved it.

“Hinihintay na lang ang pagdaraos ng bicameral conference committee meeting, kung hindi ako nagkakamali, bukas (Tuesday, December 2) ito nakatakda,” he added.

The DBM has proposed a 2014 Supplemental Appropriations to cover projects that were funded by the defunct Disbursement Acceleration Program (DAP) that were already completed but have not been paid for.

The supplemental budget will also finance rehabilitation efforts in areas destroyed by Typhoon Yolanda, as well as preparations for the country’s hosting of the 2015 Asia-Pacific Economic Cooperation (APEC) Summit. PND (ag)

Binigyang diin ni Kalihim Coloma sa pambungad na pananalita sa Papal Visit Communications Workshop na idinaos sa Kalayaan Hall ng Palasyo ng Malacanang na ang pagdalaw na ito ng Papa ay may kalakip na mensahe ng habag at pagmamahal sa lahat ng Pilipino, ano man ang kanilang denominasyon.

“Nagkakaisa tayo na sa coverage natin ng pagdalaw ng Papa, kailangang sikapin nating maabot ang lahat ng Pilipino, lalo na ang pinakahuli, pinakamaliit at nawawalay,” wika ni Kalihim Coloma sa mga kinatawan ng iba-ibang ahensiya ng media na dumalo sa workshop.

Sinabi ng Kalihim na ang pagdalaw ng Papa ay dapat kilalanin bilang “panlahat” sa halip na para sa iilan lamang, yamang lahat ng grupo ng relihiyon ay maaaring lumahok sa mga programang nakatakdang gawin kaugnay ng pagdalaw ng Papa sa Enero 15-19.

“Lahat ng Pilipino na naninindigan sa pananalig ng pagkakaisa ukol sa kapayapaan at kasaganaan nang lahat. Bagaman alam natin at iginagalang ang mga pagkakaiba-iba natin, maaari naman tayong magkaisa tungo sa hangaring makamtan ang isang higit na makatao at makatarungang lipunan,” pagbibigay-diin pa ni Kalihim Coloma.

Binanggit ni Coloma, ang mensahe ni Papa Francis kung saan nagmuni-muni siya tungkol sa parabola ng Mabuting Samaritano na tinagurian niyang “isang parabola tungkol sa komunikasyon.”

Idinugtong pa ng Kalihim na binigyang diin ni Papa Francis ang halaga ng komunikasyon upang mapaglapit ang sambayanan at makalikha ng isang tunay na diwa ng “mainam na pagtitinginan ng magkakapit-bahay.”

Ayon kay Coloma, ang pagdalaw ni Papa Francis ay dapat lamang maging daan ng ibayong pagpalakas ng pananalig, pagkakaisa at pagtutulungan ng mga Pilipino.

Bukod kay Coloma, ang iba pang naging panauhing tagapagsalita sa workshop ay sina Padre Francis Lucas, pangulo ng Catholic Media Network; Padre Lito Jopson, kalihim tagapagpaganap ng Catholic Bishops Conference ng Pilipinas (CBCP) Episcopal Commission on Social Communications and Mass Media; Padre Nono Alfonso, tagapagpaganap na direktor ng Jesuit Communications Foundation, Inc.

Nakikipag-ugnayan ang Kagawaran ng Badyet at Pangasiwaan (DBM) sa Kongreso para sa maayos na pagpapatibay ng P23.3 bilyong karagdagang badyet, sang-ayon sa isang pinuno ng Malacanang.

Sinabi ni Coloma na napagtibay na ng dalawang kapulungan ng Kongreso ang P2.6 trilyong pambansang badyet para sa 2015.

“Hinihintay na lamang ang pagdaraos ng bicameral conference committee kung hindi ako nagkakamali, bukas (Martes, Disyembre 2) ito nakatakda,” sabi pa ni Kalihim Coloma.

Iniharap ng DBM ang panukalang 2014 Karagdagang Gugulin (Supplemental Appropriations) para sa mga proyektong pinondohan sa ilalim ng nalansag nang Disbursement Acceleration Program (DAP) na natapos nang lahat, subali’t hindi pa nababayaran.

Ang karagdagang guguling ito ay gagamitin upang tustusan ang ginagawang rehabilitasyon ng mga pook na iwinasak ng Bagyong Yolanda, gayundin sa paghahanda sa pagiging punung-abala ng Pilipinas sa 2015 Asia-Pacific Economic Cooperation (APEC) Summit. PND(ag/zaf)

One week from now, we will be demonstrating the 1000% effort—the first visitors for APEC 2015 will set foot in our country, and the Philippines will have the distinct privilege of hosting the next chapter in one of the largest joint efforts to improve trade and cooperation amongst major economies. Here, within our communities, leaders from government and the private sector will map out the future of the Asia-Pacific.

This gathering’s significance is magnified when one considers that, in a world where many economies are reeling from uncertainty, Asia-Pacific economies have, for the large part, sustained a relatively good level of growth. In fact, Southeast Asia in particular has been identified as one of the world’s most promising regions. It is for this reason that the Philippines has chosen to orient this year’s APEC towards making certain that this growth has tangible effects on the lives of all our peoples. This explains our theme: “Building inclusive economies, building a better world.” I am confident that, with our country’s remarkable turnaround in recent years, our story and our experiences can certainly enrich the discussions on this topic.

Since our administration took office, the Philippines has undergone a significant transformation. Guided by the belief that an empowered private sector is the best engine for growth, we have worked in constant pursuit of a macroeconomic environment more conducive for investments. Today, the major fiscal foundations are in place, and will help to attract even more businesses to set up shop and expand in the Philippines. The world’s major credit ratings agencies have manifested their confidence in us by unanimously granting us investment grade ratings last year. We have reason to believe that there is more to come: In a conversation I had with the CEO of Moody’s, he told me that it was very rare for a country to receive a credit ratings upgrade together with a positive outlook. This is all happening at a time when these same credit ratings agencies are being more conservative with their assessments. These developments have resulted in lower interest rates for private sector companies, and longer terms that were not available in the past.

Perhaps the revitalization of our business environment can best be seen in the progress of our Public-Private Partnership Program. So far, during our term, we have been able to award and sign off on eight solicited PPP Projects, for a total value of P62.6 billion or $1.3 billion. This is more than the six PPP projects completed by the past three administrations combined. On top of this, as opposed to the past, when the Philippines had to offer tremendous incentives onerous to the people just to entice companies to participate in the process, now we are being offered large premiums by companies just so that they can build the infrastructure we need, because of their confidence in the potential for profit.

This renewed confidence in the Philippines has been very apparent in the global community. Since 2010, we have improved 33 places in the World Economic Forum’s Global Competitiveness Report, 49 places in the World Bank’s Ease of Doing Business Report, and 40 places in Transparency International’s Corruption Perceptions Index, among many others.

The economic numbers justify their confidence. For instance, from 2010 to 2013, GDP growth has been recorded at an average of 6.3 percent. Compare this to 2006 to 2009, when the average was only at 4.3 percent. On top of this, despite the many challenges we have had to face, GDP growth over the first three quarters of 2014 has remained strong at 5.8 percent, with manufacturing continuing to be one of the main contributors. On average, growth since 2010 has been more industry- and investment-driven, as opposed to the past, when growth was disproportionately reliant on remittance-driven consumption. Today, we see a stark change as investments continue to flow in, widening the horizon of opportunities, empowering our domestic consumer base, and helping us grow more resistant to shocks in the global economy.

Of course, true success cannot be measured by these numbers and distinctions alone. Rather, it can be seen in how these gains have become meaningful to our people. After all, the only real growth is inclusive growth, which has been the north star of all our government’s initiatives. It is this principle, for example, that has guided our massive investment in our Conditional Cash Transfer Program. Over the course of our administration, we have more than quintupled the scope of this program, going from just around 800,000 household beneficiaries to more than four million today. The deal is simple: the government will provide poor families with a monthly cash grant, in exchange for pregnant mothers undergoing regular health check-ups, and children being sent to school, among others. This 2014, we actually expanded this program to include even families with children of high school age, as studies have shown that high school graduates earn significantly more than those who only finish at a grade school level.

This dovetails seamlessly with our efforts to improve education. As more and more children are attending school, we are making sure that the quality of education they receive is improved. Since our administration began, the budgets of our Department of Education and the Technical Education and Skills Development Authority have been substantially increased.

Last year, we ended the inherited resource gaps that have long stunted the development of our education sector. A look at the magnitude of the backlogs only emphasizes the achievement of Education Secretary Armin Luistro: 66,800 classrooms, 61.7 million textbooks, and 2.5 million school seats. TESDA has likewise put in a marvelous performance under the leadership of Secretary Joel Villanueva. Through the Training for Work Scholarship program, we are equipping our people with the necessary skillsets to capitalize on the opportunities that are becoming increasingly available. The efficacy of this program has been greatly improved during our administration, with the general employment rate of graduates going from 28.5 percent between 2006 and 2008, to almost 70 percent in 2012. Might I add that in some industries where private sector participation in training is high, this number has reached almost 96 percent.

Interventions such as this have equipped our labor force with the skills to be more competitive, whether in the country, or in the global community. This is especially significant given that our country will be entering a demographic sweet spot next year, which means that majority of our population will be of productive working age.

This is inclusive growth: where economic progress enables the betterment of our peoples; and where those empowered peoples can open the doors wider to even greater progress, spurring a virtuous cycle of empowerment and continuous development.

More than two decades ago, when we last hosted APEC, the Philippines was considered one of the world’s most promising economies. In the span between then and now, however, there were moments when many of us wondered if our country’s potential had been completely squandered by self-serving leadership. Thankfully, the Filipino persevered. Today, I am proud to say that, in the past four years and five months, with the help of our people, we have turned the corner. We have won back the recognition, the respect, and the confidence of the global community.

This 2015, visitors from APEC economies will witness for themselves the vibrancy of an inclusive and growing nation. In Manila and beyond, they will have the opportunity to experience locations around our country that largely contribute to the dynamism and the rich culture of the Philippines. They will encounter our greatest resource: Our people, who are kind, compassionate, and talented beyond measure. And they will see for themselves an archipelago connected through a web of inclusiveness.

As the clamor for progress that leaves no one behind resounds the world over, the Philippines has the opportunity to set a global example of inclusivity this year. We are rising, and will continue to rise to that challenge. Thus, I call on everyone here: Let us show the best of our country has to offer. Let us all strive to continue being a prominent example of how economic growth should be. Let us work together to show how we are building inclusive economies, and thus building a better world.

As the country observes the 18-Day Campaign to End Violence Against Women and Children (VAWC) from November 25 to December 12, the Civil Service Commission (CSC) called for the strengthening of the Committee on Decorum and Investigation (CODI) in every government agency to protect civil servants against work-related sexual harassment.

CSC Chairperson Francisco T. Duque III said that an active CODI will bring swift justice to victims as well as deter offenders. “We must assure government workers who are or may have been victims of sexual harassment that they can turn to the law for recourse.”

Duque stressed that sexual harassment and other forms of violence in the public sector affect the morale and productivity of victim-employees and, thus, are a deterrent to the effective and timely delivery of government services.

From 1994 to 2014, there have been 159 sexual harassment cases filed with CSC, where 69% or 110 have been resolved. Of the resolved cases, 66% or 73 were decided in favor of the complainant—55 resulted to the guilty party’s dismissal while 16 led to suspension.

Republic Act No. 7877, otherwise known as the Anti-Sexual Harassment Act of 1995, mandates the creation of a CODI in all work, educational, or training institutions. The committee shall be tasked to increase understanding and prevent incidents of sexual harassment, as well as conduct investigation of alleged cases.

Dismissal
Duque said that state workers found guilty of sexual harassment may face dismissal from government service, which includes accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, perpetual disqualification from holding public office, and bar from taking civil service examinations, without prejudice to criminal and civil liability.

In 2001, the CSC issued the Administrative Disciplinary Rules on Sexual Harassment or Resolution No. 01-0940 that directed all national and local agencies, state universities and colleges, and government-owned or controlled corporations with original charter to create a CODI that will receive and investigate complaints of sexual harassment, make recommendations to the disciplining authority, and lead efforts to protect employees from sexual harassment.

In a work-related environment, the Committee shall be composed of at least one representative each from the management, the accredited union (if any), the second level employees, and the first level employees, duly selected by the unit concerned.

In an educational or training institution, at least one representative each from the administration, the faculty, and the student body, duly selected by the level concerned, should make up the CODI.

The said Resolution defines sexual harassment as “an act, or a series of acts, involving any unwelcome sexual advance, request or demand for a sexual favor, or other verbal or physical behavior of a sexual nature, committed by a government employee or official in a work-related, training or education related environment of the person complained of.”

The act may come in the form of malicious touching, overt sexual advances and gestures with lewd insinuation (physical); requests or demands for sexual favors and lurid remarks (verbal); and use of objects, pictures or graphics, letters or writing notes with sexual underpinnings.

The CSC enjoins all government agencies to observe the 18-Day Campaign to End VAWC from November 25 to December 12, 2014. With the theme “End VAW Now! It’s Our Duty”, the CSC remains committed to its responsibilities as duty-bearer in molding a gender responsive government. “As we change the landscape of Philippine HR by moving from transactional to strategic HR, we also continue to make the workplace gender sensitive and gender responsive” Duque says. “Let’s end VAW not only in the workplace but everywhere. We must turn our words into action.”

Pasisinayaan ngayong araw na ito ang paglulunsad ng isang mahalagang programa na naglalayong maisulong ang kapakanan ng mga maliliit na negosyante na tinatawag na micro, small and medium enterprises o MSMEs sa Lungsod ng San Jose, Nueva Ecija. Ito ay ang Credit Surety Fund Program ng Bangko Sentral ng Pilipinas (BSP). Ang Credit Surety Fund (CSF) Program ay isang makabagong mekanismo sa pagpapautang na direktang tutugon sa hinaing ng mga maliliit na negosyante na hindi makautang sa bangko dahil sa kawalan ng kolateral o pangsangla. Ang pondong ito na binubuo ng mga kontribusyon mula sa mga kasaping kooperatiba, lokal na pamahalaan ng Lungsod ng San Jose, ang Development Bank of the Philippines (DBP), Land Bank of the Philippines (LBP), at ang Industrial Guarantee and Loan Fund (IGLF), ang siyang magsisilbing kolateral kapalit ng lupa o iba pang ari-arian na siya lamang kalimitang tinatanggap ng bangko bilang kapanatagan sa inutang.

Ang Memorandum of Agreement na magtatatag sa San Jose City Credit Surety Fund (SJCCSF) ay lalagdaan sa Hotel Francesko, San Jose City, Nueva Ecija.

Ito ay pangungunahan ni Monetary Board Member Juan D. De Zuñiga, Jr. ng BSP at ni Mayor Marivic V. Belena ng Lungsod ng San Jose, kasama ang mga kasaping institusyon at mga kooperatiba. Ang SJCCSF ang ika-35 CSF na naitatag sa buong Pilipinas.

Ang Lungsod ng San Jose, sa pamamagitan ni Mayor Belena at ng Sangguniang Panlungsod ay nangakong mag-aambag ng halagang P=3.0 milyon sa SJCCSF, habang P=1.6 milyon ang kabuuang nalikom mula sa mga kontribusyon ng walong kooperatibang sasali. Ang IGLF, DBP at LBP ay nangako ring magbibigay suporta sa SJCCSF sa pamamagitan ng kani-kanilang dagdag na kontribusyon sa SJCCSF upang mas lumago pa ang pondong ito.

Bank lending continues to expand

Outstanding loans of commercial banks, net of reverse repurchase (RRP) placements with the BSP, grew by 21.1 percent in October. In the previous month, loans grew by 20.5 percent. Bank lending inclusive of RRPs expanded by 20.0 percent in October compared to the 19.5 percent growth posted in the previous month. On a month-on-month seasonally-adjusted basis, commercial bank lending increased by 1.4 percent for loans net of RRPs and by 1.2 percent for loans inclusive of RRPs.

Loans for production activities—which comprised about four-fifths of banks’ aggregate loan portfolio—expanded further by 19.7 percent in October from 18.7 percent in September. The rise in production loans was driven primarily by increased lending to the following sectors: manufacturing (20.9 percent); real estate, renting, and business services (15.9 percent); wholesale and retail trade (19.4 percent); electricity, gas and water (22.9 percent); and, financial intermediation (22.1 percent). Bank lending to other sectors also rose during the month except for public administration and defense, which declined by 1.2 percent.

Loans for household consumption grew at a broadly steady pace of 17.3 percent in October, primarily due to the continued expansion in auto loans and other types of loans (i.e., salary loans and personal loans) which offset the slowdown in the growth of credit card loans.

The continued broad-based growth in bank lending supports the view that underlying demand prospects remains favorable amid buoyant business expectations on the economy. Going forward, the BSP will continue to pay attention to evolving credit and liquidity conditions to ensure that bank lending growth continues to reflect the pace of domestic demand consistent with its price stability objective.

OWWA Region 1 gives orientation to Barangay OFW migrant desk in Dagupan City

Driven by the desire to deliver government programs and services at the grassroots level, the Overseas Workers Welfare Administration- Regional Welfare Office 1 (OWWA-RWO1) and the City of Dagupan in Pangasinan joined hands and established the Barangay OFW Migrant Desk, the first in Region 1.

Relative to this, Dagupan City’s Barangay Captains and their respective OFW Migrant Desk Officers attended the Barangay Migrant Desk Officers Training and Seminar held last November 20, 2014 at the City Museum, City Plaza, Dagupan City.

The seminar was attended by a total of 58 participants coming from 27 barangays in the city.

Ms. Rhoda Nilda Placida R. Lee, the Officer-In-Charge for the Programs and Services Divison and Mr. Khristian Paul M. Maglaya, the Family Welfare Officer of Pangasinan served as Resource Speakers during the seminar and gave an orientation on the Programs and Services of OWWA to the OFWs and their families. They likewise provided a lecture- discussion on the OWWA Community Organizing Framework and the OWWA OFW Help Desk.

Mr. Engracio C. Bailon, the head of Central Pangasinan Field Office of the Department of Labor and Employment (DOLE) likewise discussed their programs for the OFW sector. He also conducted a seminar on Anti-Illegal Recruitment and Trafficking in Persons (AIR-TIP).

This endeavor aims to forge partnership between government agencies and the Local Government of Dagupan in responding to the issues and concerns of OFWs and their families at the barangay level. The creation of Barangay Migrant Desk would ensure the timely intervention to the needs of the OFW clientele and would help in addressing their plight.

OWWA is in full support to of the Barangay OFW Migrant Desk as it facilitates the protection of the interests and promotion of the welfare of OFWs and their families through immediate and appropriate response to their requests for assistance.

Felix Cesar C. Arobel, a scholar under the OFW Dependent Scholarship Program (OFWDSP) of the Overseas Workers Welfare Administration Regional Welfare Office 1 (OWWA- RWO1) has successfully landed 3rd place in the Essay Writing Contest of the recently concluded Kusina Ilocandia held last September 23, 2014 at the Coconut Grove Beach Resort, Paringao, Bauang, La Union.

Felix was the sole representative of his school during the on-the-spot essay writing contest with the event’s theme “ Northern Culinary Adventure- A Continuing Journey Towards Ilocandia’s Culinary Expertise”. Felix received a cash prize and a certificate as third placer in the contest during the event’s closing ceremony last November 14, 2014.

Kusina Ilocandia is an annual event initiated by the La Union Hotels Resorts and Restaurant Association (LUHRRA) and the La Union Conventions and Visitors Bureau (LUCVB) together with the San Juan Beach Resorts Association (SJBRASS) and the Bauang Tourism Council (BTC). It is also being held in coordination with the Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), Department of Trade and Industry (DTI) and the Provincial Government of La Union. This project aims to promote the culinary tourism of Region I by showcasing Ilocandia’s special cuisine.

Felix, is a 2nd year student at Don Mariano Marcos Memorial State University- Mid La Union Campus (DMMMSU- MLUC) and is currently taking up Bachelor of Science in Hotel and Restaurant Management. He is the second of the two (2) children of OFW Renaldo G. Arobel and Mrs. Luisa Marilou C. Arobel who both hails from Barangay San Blas, Bangar, La Union. OFW Renaldo is presently in Jeddah, Saudi Arabia where he is working as a family driver since 2007.

As a qualified OFW Dependent, Felix applied for the OFWDSP and was chosen as one of the 48 scholars of OWWA for the school year 2013- 2014. Felix is very grateful to OWWA for the timely financial assistance given to him to augment his school expenses. “Thank you for the unconditional support and guidance given to us and for recognizing our simple achievements which motivates us to strive more for our goals in life”, Felix said.

Felix is also a part of the Official Student Publication of DMMMSU- MLUC, the MLUC Voice.

“I am pleased to note that the National Government has recorded a budget deficit of P2.5 billion in October 2014, 77% narrower than the year-ago deficit, as revenue collections maintain its quick-paced growth. The year-to-date budget deficit was at P33.6 billion, well-within the program.

“The primary balance for the month was at a surplus of P14.2 billion, wider than the year-ago level of P9.2 billion. As of end October 2014, the primary balance was recorded at a surplus of P240.6 billion and also wider than comparable figures last year.

“Over the past three years, we have seen total and tax revenues growing at a quicker pace than GDP. The first three quarters of 2014 were no exception to this trend – total revenues have grown 12.5% while tax revenues have gone up 12.3%, both faster than the 9.1% nominal growth in GDP over the same period.

“We have also made tremendous gains in our tax and revenue efforts – in the period of January to September 2014, we posted a tax effort of 14.1% anda revenue effort of 15.8%, both higher than last year’s comparable figures of 13.7% and 15.3%, respectively. The full-year program revenue effort is 15.7%, which means we have already exceeded the target within the first nine months of the year.

“This notable improvement in collections has been the fruit of automation of tax processes, a heightened campaign against smugglers and tax evaders, and sustained reforms, especially in the Bureau of Customs. With the Philippines taking on a more active role in the global fight against tax evasion, through joining the OECD Committee on Fiscal Affairs and the appointment of the Internal Revenue Commissioner Kim Henares as a UN international tax expert, we are expecting a further boost in our revenue-generating capacity in the future.

“These latest tax and revenue effort figures, along withmanageable national and general government debt levels, clearly manifest that the Philippines continues to stand on firm fiscal footing, which remains to be at the core of our country’s growth story.”

BOC records tenth straight month of double-digit growth

“Revenues totaled P152.3 billion in October, up from last year’s comparable figures by 13.4%. Year-to-date, total revenues reached P1.577 trillion, an increase of 12.6% year-on-year.

“For the tenth straight month, the Bureau of Customs (BOC) posted above-ten percent gains in its collections, raking in P34.2 billion or a growth of 22.6%. Year-to-date, the BOC’s collections amounted to P299.9 billion, a year-on-year improvement of 18.8%.

“The Bureau of Internal Revenue (BIR) raked in P101.8 billion for the month, posting an increase of 6.5%. For the first ten months of the year, the BIR collected P1.098 trillion, also posting a double-digit increase of 10.5%.

“The Bureau of Treasury (BTr) exceeded its target for the month by 93.7%, collecting P5.8 billion or a year-on-year increase of 61.9%. As of end-October, BTr collections stood at P87.1 billion, up 21.5% from comparable figures a year ago.

Interest payments down to 10.8% of expenditures

“National Government disbursements for the month came in at P154.8 billion, growing 6.4% from year-ago figures. For the period of January to October, expenditures reached P1.61 trillion, up 6.4% year-on-year.

“Interest payments for October declined by 18.1% to P16.8 billion; this leaves the percentage of interest payments to disbursements to 10.8%, a vast improvement from 14.1% in October 2013. Year-to-date, the percentage declined to 17.0% from 18.4% a year ago, generating savings of P23.5 billion.

In his recent visit to the Philippines, Swiss-Asian Chamber of Commerce (SACC) President Dr. Urs Lustenberger agrees with Department of Trade and Industry (DTI) Undersecretary Ponciano C. Manalo Jr. that the country is benefiting from a snowballing momentum given its robust and growing economy.

“The Philippines is set in the perfect slot with the perfect momentum for the oncoming moment of the AEC (ASEAN Economic Community) in 2015, and we are here to see how you can benefit from that,” Lustenberger said during the trade and investment forum arranged by the Board of Investments (BOI) and Foreign Trade Service Corps (FTSC) for the Swiss business mission to the Philippines.

Lustenberger, who is also the Chairman of the Executive Board and Legal Affairs of the SACC, led the delegation to the Philippines. The delegation’s visit in Manila and Cebu were arranged through the Philippine Embassy in Berne and DTI’s Philippine Trade and Investment Center (PTIC) in Geneva.

“Whenever something is snowballing, there is an easy way to jump into that snowball. Companies in Switzerland have to look at the region that they want to possibly expand to and benefit from the growth taking place (in the Philippines),” Lustenberger said in an interview at the sidelines of the forum.

In the next few years, Lustenberger does not see an onset of more business delegations but the onset of actual entrepreneurs that will set up businesses in the Philippines.

“Our purpose for being here is to get a firsthand impression as an organization. Now, we want to talk to our members that did not participate in this delegation and point out from our first-hand experience,” Lustenberger added.

Lustenberger noted that the service sector is now having big interest in the success story of what has happened in the Philippines. He added that not everyone has noticed that the country is the number one voice and number two non-voice outsourcing destination in the world.

“Once you noticed that and you think about outsourcing, the Philippines is high up in the list of considerations. This is what we see happening,” Lustenberger said.

According to Information Technology and Business Process Association of the Philippines (IBPAP), in terms of employment, the information technology and business process management (IT-BPM) the industry’s workforce count rose to 917,529 last year from 776,794 in 2012. Out of its total workforce in 2013, it recorded a 586,000 workforce for the voice BPM.

He also noted that the Philippines is a good place to manufacture. “Typically, in manufacturing, you would look at things that the market itself could use. The Philippines with 100M inhabitants is a big market by itself,” he added.

He said that he would advise companies to look at the Philippines as a market for their product. Then, once they learn to service the Philippine market, they may think about exporting.

In his welcome message, Manalo invited the delegation to make the Philippines as their gateway to the ASEAN. He also mentioned that the country has 100M people which is a market, and there are 500M more people in the West, referring to the population of other ASEAN countries.

In the same forum, Nestlé Philippines Chairman and Chief Executive Officer (CEO) John Martin Miller likewise mentioned the following points on choosing the Philippines: top quality talent, young population, expected to hit the demographic ‘sweet spot’ in the next 5 years, harmonious industrial relations, strong consumer base, presence of various businesses, 16th largest economy by 2050 (according to HSBC), and strong government support.

Nestlé Philippines, a Swiss multinational food and beverage company headquartered in Vevey, Switzerland, has been in the Philippines for 103 years.

According to BOI, there are about 60 Swiss companies operating in the Philippines that employ around 15,000 Filipinos. By nature of activity, 75% of these companies belong to the service sector, and 25% to the industrial sector.

DTI boosts SMEs integration to global market

With Philippine exports growing by 10% for the first nine months of the year, the Department of Trade and Industry (DTI) is encouraging small and medium enterprises (SMEs) to expand their foothold in the global market.

“While current programs and projects in promoting the country’s exports and assisting our existing exporters have contributed to this year’s remarkable export performance, we will explore even better ways to promote exports,” DTI-Industry Promotions Group (IPG) Undersecretary Ponciano C. Manalo Jr. said.

This year’s export promotion efforts mainly included outbound and inbound business matching activities; participation in trade fairs in the country or abroad; a nationwide campaign to inform exporters of the opportunities in foreign markets covered by free-trade agreements (FTAs) entered into by the Philippines; and information sessions to keep exporters and potential exporters abreast on foreign market access requirements.

“In preparation for next year’s export promotion strategies, the DTI will converge its trade service officers who are assigned in various commercial posts abroad for them to share strategic market information and specific opportunities to the country’s SMEs,” Manalo said.

He added that SMEs can consult with trade service officers for them to develop and broaden their presence in foreign markets. Consultations with the officers will be held in this year’s National Export Congress on 05 December at the Philippine International Convention Center (PICC) in Pasay City.

With the theme “Integrating SMEs to the global value chains”, the congress aims to encourage SMEs to take part in the country’s improving export performance.

“This year’s congress also intends to provide recognition to the top exporters of the country. This way, we encourage leading exporters to contribute further, and inspire budding exporters to add in the country’s growing export performance,” Manalo said.

For the first nine months of this year, total Philippine merchandise exports grew 9.9% to USD 46.6B from USD 42.39B in the same period last year. Exports also grew by 15.7% year-on-year (YOY) in September 2014.

Manalo noted that Japan regained its position as the top destination of Philippine merchandise exports during the first nine months of the year and bought almost 23% of the country’s total exports or USD 10.66B.

“Even with this positive development, the Philippines will further improve our economic relations with Japan as we welcome a high-level business delegation from Japan early next year. This is alongside our long-term market and product strategies to increase exports to Japan as we benefit from our bilateral economic partnership agreement,” Manalo said.

Manalo said that aside from Japan, DTI will also continue to focus on high impact markets such as Korea and Taiwan. At the same time, it will consider traditional markets such as the United States, United Kingdom, Germany and France as well as emerging markets like Latin America, Russia and Eastern Europe.

The second top country destination of Philippine exports was the US, which bought USD 6.58B worth of Philippine merchandise from January to September 2014. The US was closely followed by combined markets of the People’s Republic of China (PROC) and Hong Kong SAR with USD 6.20B worth of Philippine merchandise. The top 10 country buyers of Philippine exports bought USD 39.58B worth of products or 84.9% of total exports for the same period.

“Although a large chunk of our total merchandise export is still composed of electronic products, it is important to note that the current growth was buoyed by non-electronic products, which are produced by our SMEs,” Manalo said.

From January to September 2014, non-electronic products totalled USD 27.87B or 59.8% of total exports, up by 12.56% from the USD 24.76B in the same period last year. Likewise, the export of electronic products, amounting to USD 18.73B or 40.2% of total exports, increased by 6.2%from USD 17.63B in the same period last year.

Roxas, PNP unveil Data-Driven Fight against crime

In full force with the directors of the Philippine National Police (PNP), Interior and Local Government Secretary Mar Roxas introduced OPLAN LAMBAT-SIBAT, a set of police operation plans that seek to address rampant criminality in the National Capital Region (NCR) - and eventually in the whole country - through data-driven strategies.

"If you can't measure it, you can't manage it," said Roxas as he stressed the need for a programmatic, deliberate and sustainable approach in fighting crime.

Since June, the secretary has been acting on President Aquino's orders in addressing the growing number of petty crime incidents in the metro. In the early weeks of the secretary's active involvement, Roxas identified root causes of the ineffective and inefficient PNP operations, including ad hoc decision making, working in silos and sporadic anti-criminality efforts.

"Hindi na pwede ang patsamba-tsamba, kanya-kanya at ningas-cogon (We can no longer tolerate arbitrary, uncoordinated and inconsistent efforts.)," the secretary remarked.

From an average of 900-1000 incidents of robbery, theft, motorcycle and car napping per week in June, the crime level in Metro Manila was reduced to 520, as of the third week of November.

"We can now establish causality between the number of our police interventions and the rate of decrease in the number of reported crimes," Roxas remarked.

The national police has since conducted major operations to capture criminals in Metro Manila. OPLAN LAMBAT, from its name, was designed to function as a net for petty criminals. Each strand represents a smaller police operation such as increased checkpoints, mobile and beat patrols, and intensified serving of arrest warrants. Pasadya was envisioned to customize police deployment and operations in densely populated areas, including malls, MRT and LRT stations, and terminals. OPLAN SIBAT was designed as a unified intel target operations of the PNP, using combined intelligence resources of various operating units.

"Kung kriminal ka, hindi lang ang anti-kidnapping group (AKG) o ang highway patrol group (HPG) ang maghahanap sa'yo. Buong PNP ang hahabol sa'yo (If you're a criminal, it's not just the AKG or HPG after you. You've got the whole of PNP on your tail.)," said the secretary, referring to the new "whole of PNP" approach in fighting crime.

The secretary also emphasized the value of a data-driven strategy in ensuring integrity and accountability among police officers.

"Iyan ang kagandahan ng datos. Walang palakasan sa mayor o kahit kanino. (That's the beauty of data. It's not about connections.) Officers are evaluated based on performance," said the secretary.

According to the secretary, data and analytics-driven policing comprises only one aspect that can make for a smarter, more efficient and more effective enforcement of law and order in the streets.

PH kicks off first ASEAN schools games in the country

Marikina City—The Philippines, through the Department of Education (DepEd) and the local government of Marikina City, officially opened the 6th ASEAN Schools Games (ASG) at the Marikina Sports Complex, November 30.

Education Secretary Br. Armin Luistro FSC said that ASG plays an important role in solidifying ASEAN ties. He said, “This display of solidarity among nations proves that neither borders nor cultural barriers are hindrances to the development and further camaraderie among ASEAN countries.”

He added, “This ASG is not a mere sporting event but a parade of culture among participating countries. We dare learn from each other. We learn that differences allow us to enjoy and appreciate the various treasures in each of our cultures.”

Luistro said that ASG seeks to promote ASEAN solidarity among the youth through school sports and provide opportunities for school athletes to engage in cultural exchange.

Marikina City Mayor Del De Guzman said, “The ASG promises an opportunity among ASEAN youth through sports, and for school athletes to interact and engage in cultural exchange within ASEAN. Hosting this particular sporting event is a first for Marikina City and the Philippines.”

The education chief lauded all the student athletes present at the opening ceremonies, saying, “We continue to applaud all of our athletes. We ask you to compete in the spirit of sportsmanship.”

Luistro added, “The future of ASEAN is all gathered here in Marikina City. I have no doubt that the best student athletes from the ASEAN countries are here tonight.”

Some 1,500 student athletes from Brunei, Indonesia, Malaysia, Singapore, Thailand, Vietnam, and the Philippines will compete with each other in the 11 sports included in the ASG. The sporting event is until December 7.

The venues for each sporting event are Marikina Sports Center for Athletics, Volleyball, Tennis, and Swimming; Trevvi Subdivision for Badminton; Our Lady of Perpetual Succor College for Sepak Takraw; St. Scholastica’s Academy for Wushu; Marikina Convention Center for Table Tennis; Marist School for Basketball; Rizal Stadium for Gymnastics; and Valley Golf and Country Club for Golf.

Future Bangsamoro can enact laws for protection of Lake Lanao

Marawi City, Lanao del Sur – The future Bangsamoro government has the authority to enact laws for the management and protection of Lake Lanao which is classified as an inland water, Government of the Philippines legal team head Anna Tarhata Basman said during a public consultation of the House of Representatives' Ad Hoc Committee on the Bangsamoro Basic Law in this city. Basman addressed the issue on Lake Lanao which is among the top concerns of local executives, members of academe, religious sector, federation of sultanates, and youth who generally cited support to the passage of the Bangsamoro bill which is also known as House Bill 4994. Basman cited a provision in the Bangsamoro bill that pertains to Lake Lanao as inland waters. Article XIII, Section 22 of the bill says: ”The Bangsamoro Government shall have exclusive powers over inland waters, including, but not limited to lakes, marshes, rivers and tributaries. The Bangsamoro Parliament shall enact laws on the regulation, management and protection of these resources. It may create a Bangsamoro office and authorities for specific inland bodies of water that shall exercise management powers over these bodies of water.” It further says that “the Bangsamoro Government shall ensure that the utilization of these waters shall primarily be for the benefit of the people in the Bangsamoro and shall ensure that communities in the Bangsamoro in whose territory these waters are found are given an equitable share from the revenues generated from such utilization.” However, Basman clarified the distinction between Lanao Lake as an inland water and as an energy source. She noted that as an energy source, existing hydropower plants in Lake Lanao which are connected to the national grid will remain under the concerned national government agencies. According to Section 3 of Article V of the bill, “when power generation, transmission, and distribution facilities are connected to the national transmission grid, the Central Government and the Bangsamoro Government shall cooperate and coordinate through the intergovernmental relations mechanism.” Lake Lanao falls within the provincial boundaries of Lanao del Sur, one of the five provinces in the current Autonomous Region in Muslim Mindanao (ARMM) and is part of the envisioned core territory of the proposed Bangsamoro political entity. Genuine autonomy Local executives and sectoral representatives in Marawi expressed support to the passage of the BBL and the establishment of the Bangsamoro as Basman conveyed assurance that it shall “embody real autonomy” to address the Bangsamoro’s right to self-determination. “Bulk of devolved powers will be provided to the future Bangsamoro government, because we Bangsamoro people know how we will govern our areas,” she said. She cited genuine political and fiscal autonomy for the Bangsamoro government as the essence of the proposed BBL.‎ Cagayan de Oro City second district Representative Rufus Rodriguez, Chair of the Ad Hoc Committee on the BBL, expressed his appreciation of the “overwhelming support in this province to the BBL," as well as to the nineteen lawmakers who attended the public consultation. Eight members of the Bangsamoro Transition Commission, the body who drafted the BBL, were also present as resource persons. Rodriguez emphasized that establishing genuine autonomy for the future Bangsamoro is “not a grant, but an affirmative action to address historical injustices” and end the decades-old conflict in the south.

A business process outsourcing firm, Expert Global Solutions (EGS), has set up shop in Laoag City and has hired 126 applicants from the Ilocos provinces. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, who has been on official travel in the Middle East, received this good news yesterday from DOLE Regional Office No. 1 Director Grace Ursua. Ursua reported to the Secretary that EGS has expanded operation in Laoag City and is in need of more BPO workers. “Crystal Kate Jondonero, EGS recruitment assistant, informed us of her company’s expansion during a joint monitoring conducted by the Department of Labor and Employment-Ilocos Norte Field Office (DOLE-INFO) and the Ilocos Norte Public Employment Service Office (PESO),” Ursua said in his report. According to Ursua, Jondonero herself is also a new EGS recruit. “A total of 115 are now working full-time as call center workers, while 11 have been hired as administrative or back support staff. The recruits, Ursua said, are from the provinces of Ilocos Norte, Ilocos Sur, Abra, Cagayan and Benguet, and were either hired through the series of Special Recruitment Activities (SRAs) held by the company, or referred by the provincial PESO. “Our recruitment activities are continuing, given the need of the company for many workers,” Jondonero said, adding that only call center agent positions are processed during job fairs or SRAs, while the rest of vacancies are handled by an executive search/recruitment agency. Jondonero, a fresh BSBA Marketing graduate from the Mariano Marcos Memorial State University in Batac City, was advised by her sister to visit the provincial PESO which informed her about the EGS’ need for a Job Fair Assistant. “I assumed the position of a Recruitment Assistant on November 3, and I am enjoying my job here because it is very much related with my finished degree,” she said. Baldoz lauded the efforts of the regional office to facilitate employment and its convergence with the employment thrust of Ilocos Norte Governor Imee Marcos. “This convergence of the DOLE regional office with the local government makes the province conducive to local investments that create jobs for applicants,” she said. “The EGS decision to expand its operation in Ilocos Norter will hopefully inspire other big BPO companies to follow. This is good news to local jobseekers,” Baldoz added. Director Ursua cited the Gov. Marcos’s Task Force Trabaho, the umbrella program of the province on employment. The program, she said, has placed Ilocos Norte on top among the four provinces of the region in terms of employment with an employment rate of 95.26 percent in the third quarter. “The developments being experienced in Ilocos Norte are clear proofs of strong local support to the employment agenda of the national government. I urge the provincial government, PESO, DOLE-INFO, private sector and other organizations to continue our partnership for the benefit of our workers,” she said. The EGS has at least 600 jobs for call center agents and management personnel for interested residents of Ilocos Norte and nearby provinces.

01 December 2014 – Philippine Consul General Gina Jamoralin visited the Molokai Island, the 5th largest island in the Hawaiian archipelago from November 19 to 21 and met with the Filipino community who warmly welcomed the Philippine Consulate General officials. Moloka’i has a population of about 7,345 as of 2010 where about a quarter of the population are Filipinos, mostly descendants of the first generation Filipino “sakadas” who arrived in Hawaii in the postwar period. Molokai is located in Maui County, the latter encompassing Maui, Lana’i, Kaho’olawe and Moloka’i. The last visit of a Philippine Consul General in Moloka’I was in 2010.

Consul General Jamoralin also visited the isolated Kalaupapa Peninsula, the site of the former Kalaupapa leper colony where a Belgian priest, Father Damien de Veuster of the Congregation of the Sacred Hearts of Jesus, cared for the leper patients for sixteen years until the priest himself contracted the disease and died in Kalaupapa in 1889. Fr. Damien was canonized as a saint by the Roman Catholic Church in 2009 for his selfless care of the lepers of Kalaupapa. The remote peninsula can be reached by air, donkey, or by foot. The trip on foot to Kalaupapa took almost six hours through a mountain trail which showed how isolated the former leper settlement was and how long the missionaries took, including Fr. Damien, to trek between Molokai town proper and Kalaupapa during their time. The Consul General also visited the famous St. Filomena church where Fr. Damien used to hold mass for the lepers and the Saint’s gravesite, and that of Mother Marianne Cope of the Sisters of Saint Francis, missionary nun who worked in Kalaupapa settlement, and who was also canonized as a saint by the Roman Catholic Church. For his selfless care of the lepers of Kalaupapa, St. Damien is also known as “the leper priest” or the “Saint for the Lepers”.

Benjamin Jerome "Ben" Cayetano served as the fifth Governor of the State of Hawaii from 1994 to 2002. He is the first Filipino American to serve as a state governor in the United States.

Consul General Jamoralin said that Governor Cayetano’s experience would make him an excellent mentor to young Filipino- American politicians.

SSS opens weekends for Kasambahay registration

The Social Security System (SSS) is inviting all household employers and domestic workers to take advantage of the special schedule for SSS, PhilHealth and Pag-IBIG registration on all weekends from November 29 to December 14, 2014 in selected SM malls as shown in the schedule below.

The weekend schedule will help facilitate the SSS, PhilHealth and Pag-IBIG registration of household employers and their kasambahay in compliance with Republic Act No. 10361 or better known as the “Kasambahay Law”.
The SSS is leading the implementation of the Kasambahay Law, which mandates social security protection of domestic workers. With SSS membership, they will have access to benefits for sickness, maternity, disability, retirement and death and various SSS loan privileges.

PNR launches Tutuban-Calamba route tomorrow

Another milestone towards the revival of the Philippine National Railway (PNR) takes place tomorrow, 2 December 2014, as Southeast Asia’s oldest railway system inaugurates a new station in Calamba, Laguna to serve more commuters in their daily trips to and from the metropolis.

“This is another step towards serving the increasing number of people from Laguna coming into Manila on a daily basis, reviving the railway’s iconic Bicol Express, and restoring the PNR to its former glory as a vehicle for economic prosperity and progress,” remarked Department of Transportation and Communications (DOTC) Secretary Jun Abaya.

“This expansion of PNR’s commuter rail service provides affordable and convenient access to jobs and schools to more stakeholders south of Metro Manila. It will shorten travelling time for those who currently take the bus, and allow those who bring their own cars to bypass traffic,” he added.

Joining Abaya and top PNR officials at the inauguration of the Calamba station are guest-of-honor Representative Leni Robredo of the 3rd District of Camarines Sur, Mayor Justin Marc Chipeco of the City of Calamba, and Representative Joaquin Chipeco, Jr. of the 2nd District of Laguna.

A special train carrying PNR management will leave the Tutuban station at 7:30 am, and will arrive at the new station for the ribbon-cutting and blessing ceremonies, which begin at 9:30 am.

The state-owned railway’s operations will now be expanded to a 56 kilometer-stretch, up from the current 53 kilometers. It will serve an estimated 3,000 to 5,000 passengers everyday in addition to the current 70,000 daily passengers.

Two trains are assigned to ply the regular Manila-to-Calamba route, whose first trip will depart from Tutuban at 7:00 in the evening of December 2. The end-to-end fare is pegged at P 45.00.

In order to assure Calamba-based passengers that there will be enough capacity to meet their needs and to avoid jam-packed trains, the Calamba route will begin with two daily trips, with a planned addition of two more trips by early 2015.

“This is the seventh station that the PNR has opened in the past 12 months. Clearly, we are on the right track in rehabilitating the railway system and soon reviving the service to Naga and Legazpi,” Abaya said.

In December last year, the PNR opened four (4) new stations: Muntinlupa, San Pedro, Biñan, and Sta. Rosa. This was followed by two (2) more station openings in March this year, namely Cabuyao and Mamatid.

The Department of Agrarian Reform (DAR) recently turned over the first Provincial Agrarian Reform Information & Marketing Center (AIM-C) amounting to 40.6 million in Region I in Barangay Don Dimas Querubin in Caoayan, Ilocos Sur to serve as marketing arm of farmers’ cooperatives in the province.

Provincial Agrarian Reform Program Officer (PARPO) Christianne C. Suguitan said the AIM-C is funded by DAR thru the Japan International Coordinating Agency (JICA) under the Agrarian Reform Infrastructure Support Project (ARISP) Phase III, the Nueva Segovia Consortium of Cooperatives (NSCC) and local government of Caoayan.

Suguitan said the facility is the answer to our farmers’ problem of having only marginal income from the sales of their produce to traders. She added the AIM-C building would also cater the agri-extension services and training needs of ARBs in the area.

Caoayan Mayor Germelina Goulart expressed her appreciation in behalf of her constituents for all the projects that DAR has implemented in her area. She reiterated that the farmers are the government’s “kakinnibin” ( partner) in the development and progress of the municipality, thus enabling the AIM-C to achieve its purpose.

PARPO Suguitan is confident that with the support of LGU Caoayan and the capability of NSCC to manage the AIM-C, the facility will be utilized efficiently.

The Assistant National Project Manager of ARISP III, Mr. Henry Zapata, lauded DAR, LGU-Caoayan and NSCC for supporting AIM-C and expressed hope for its successful operation.

Mrs. Divina Quemi, CEO of NSCC, in her acceptance speech, thanked DAR for the project, particularly Engr. Yuhiro Sekiguchi, the ARISP III Japanese Consultant, for his unwavering belief in NSCC and to PARPO Suguitan for her full support to the implementation and completion of the project. She also thanked Mayor Goulart who is equally supportive to all the proj ects of the NSCC.

In the said event, Vice Governor DV Savellano said “a beautiful building and facility must be properly utilized to serve its purpose. He then distributed the “Ryan” corn to the farmers in Caoayan, Ilocos Sur as another kind of assistance.

CS Commission confers posthumous citation to former BSWM staff

The Civil Service Commission (CSC) conferred the posthumous Parangal sa Lingkod Bayani citation to Leilani Naga, former Agriculturist II of the Bureau of Soils and Water Management (BSWM) under the Department of Agriculture on December 1, 2014 during the flag-raising ceremony of CSC at its central office in Batasan Hills, Quezon City.

CSC conferred the award in recognition of Naga’s selfless dedication to prioritize the agriculture sector and the people relying on rainfall over her life. Naga expired along with other colleagues when the six-seater Beechcraft Baron jet plane they used for cloud seeding operations exploded in mid-air and crashed on a cornfield in Bagabag, Nueva Vizcaya on April 27, 2014.

Rev. Father Frederick Naga, nephew of the awardee, received the plaque of citation from CSC Chairman Francisco T. Duque III on behalf of the Naga family. Chairman Duque also awarded a check worth P100,000.00 as financial assistance.

IYFF celebration, a springboard to further develop family farming

Series of activities conducted in celebration of the International Year of Family Farming (IYFF) prove to be fruitful as various stakeholders, especially farmers’ organizations and NGOs, have expressed commitment to continuously contribute to the development of family farming even after 2014 as articulated in the joint policy declaration called “The Quezon City Declaration.”

During the IYFF Knowledge and Learning Market and Policy Engagement (KLM-PE) conducted at the Bureau of Soils and Water Management in Quezon City on November 24–25, 2014, participants representing government agencies, non-government organizations and farmers’ organizations also agreed that a multi-stakeholder technical working group (TWG) be formed as a mechanism to bring the aspirations of sustaining the development of family farming towards the next steps.

“We need a working group that will focus on the issues we have discussed in the KLM-PE—an entity that will sustain our cooperation and facilitate the identification of next concrete steps to sustain what we have started,” Department of Agrarian Reform (DAR) Undersecretary Rosalina Bistoyong said.

She added that issues and recommendations raised in the KLM-PE will also be brought for discussion in the National Convergence Initiative for Sustainable Rural Development (NCI-SRD), which is composed of the Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG) and DAR.

DAR Secretary Virgilio de los Reyes said that the participatory nature of the activities under the IYFF celebration has nurtured further collaboration among stakeholders from the government and the grassroots, thereby, developing common goals for family farming.

“The common goals we now share have enabled us to work together better—with focus—towards a single direction,” de los Reyes said.

With focus and concerted efforts, de los Reyes explained that the goals on developing family farming can be more efficiently met as resources are shared among individuals and institutions.

“I am happy that we were able to celebrate IYFF in a way that it has fostered cooperation that would serve as our springboard to further advance our advocacy on the development of policies and programs conducive to sustainable family farming,” de los Reyes said.

A tool to stimulate favorable policy environment, sustainability

DA Secretary Proceso J. Alcala said that the Department considers the IYFF celebration as a tool to stimulate active policies for sustainable development of agricultural systems based on farmer families, communal units, indigenous groups, cooperatives and fishing families.

“The policy briefs and The Quezon City Declaration from the KLM-PE will be seriously considered and carefully studied as our reference and guide in revisiting our existing policies and proposing for new ones,” Alcala said.

The Secretary added that the proposals from the agricultural NGOs and farmers’ organizations are the best references for policy reform and program development as these essentially represent the ideals and aspirations of the sector.

“Since we aspire for an enabling policy environment for family farming, and we want to institutionalize the lessons from the IYFF celebration, the best minds to base our decisions on are our farmers—young and old, men and women,” Alcala said.

In observance of the IYFF, DA and DAR, in partnership and coordination with other government agencies and international organizations, have created synergies for sustainability as the agencies promote government-civil society dialogue in policy and decision making.

DA and DAR have specifically supported the call of CSO partners in providing small farmers’ and fishers’ support for meaningful participation and speed up and complete the implementation of laws that promote, uphold and protect their rights. And as the government promotes participation, the IYFF celebration lead agencies have advocated that women farmers be given equal opportunities in terms of income and access to productive resources and assets. DA and DAR have also actively encouraged the youth to embrace agriculture as an equally profitable and fulfilling career track.

Alcala said that as the IYFF celebrations culminate, farmer organizations, NGOs and government agencies need to re-affirm their commitments and sustain the course of actions in continuing the process of supporting family farmers.

He added that as a co-lead agency, DA will continue to spearhead the advocacy in garnering the support of policy makers for the development of policies for sustainable family farming; showcase viable and profitable models of family farms through agro-tourism; and facilitate private sector investments.

“We will also expedite and streamline the implementation of our programs on asset reform, enterprise development, financing and governance to create a conducive setting for farming families to maximize their opportunities in contributing to equal and inclusive growth,” he added.

Alcala emphasized as well the need for reflection and further cooperation among stakeholders since DA cannot sustain the gains of the IYFF alone. He also noted that the Philippines aims to serve as a model among nations on the establishment of multi-stakeholder platforms for policy dialogue.

“Together, let us celebrate our achievements, and looking forward, collectively identify ways to sustain what we have started in the IYFF. We recognize the IYFF not only as a year-long celebration but as an opportunity to reinforce and continue the process in raising the profile of family farming, repositioning them at the center of agricultural, environmental and social policies in our pursuit of inclusive development,” Alcala said.

TESDA, Coke scale effort to reach Mandaluyong women

An enriching training can go a long way for aspiring women entrepreneurs, and the sari-sari store and carinderia owners of Mandaluyong City are just about to get this.

On December 1, the Technical Education and Skills Development Authority (TESDA), Coca-Cola Philippines, Inc. and the local government of Mandaluyong City inked a Memorandum of Agreement to help the city's women entrepreneurs push forward their businesses.

The skills training will be under the Sari-Sari Store Training and Access to Resources or STAR Program, which targets to provide economic empowerment to 200,000 women traditional retailer store owners, operators and carinderia owners by 2020.

This gender-sensitive entrepreneurship program in the country is part of the Coca-Cola Company’s global initiative to economically empower five (5) million women by the year 2020, dubbed globally at the 5by20 program.

"Part of scaling nationally is embedding the STAR Program to the local government units," TESDA Director General Joel Villanueva said.

"Mandaluyong is among TESDA's active partners in promoting technical vocational education, and we are glad that along with Coca-Cola, another endeavor is in the works that will improve the condition of our women," Villanueva added.

With Coca-Cola Philippines and TESDA as the national level partners, the local partnerships were forged with local government agencies, civil society groups, non-government organization and micro-finance institutions.

“At Coca-Cola, we recognize the significant role of women as potential engines of economic and social development of a community. Together with equally-passionate program partners, we are providing that enabling environment to women micro-entrepreneurs through the STAR Program,” said Adel Tamano, Coca-Cola Philippines Vice President for Public Affairs and Communications.

Economic empowerment of women sari-sari store and carinderia owners is the main goal the program by giving women business and life skills training; access to financing and assets; and access to peer mentoring support.

Apart from gender-sensitive entrepreneurship training, another important component of the STAR Program is the provision of access to business resources. For the whole of Metro Manila, the STAR Program is in partnership with ASA Philippines Foundation, which is providing the opportunity for women to apply for the much needed additional business capital so they can grow their sari-sari stores and carinderia.

“It is when the woman decides to achieve a better life that makes all the difference, organizations like ours can only open opportunities that can be life changing," Kamrul H. Tefarder, President and CEO of ASA Philippines.

"We are thankful that Coca-Cola Philippines, TESDA and Mandaluyong City chose us to be their partner on this program. We hope that we can inspire more women to make that important decision to dream and achieve economic empowerment,” Tefarder added.

Since the implementation of the STAR Program in 2012 until October 2014, a total of 26,576 have been trained under the program. Aside from Metro Manila, other regions of the country are covered by the program.

The STAR Program with Mandaluyong City will be managed through the Local Convergence Teams (LCT) of the TESDA Women's Center STAR Program Center for Excellence, which will have designated representatives from TESDA, Coca-Cola and the City Government of Mandaluyong through the leadership of Mayor Benjamin Abalos. TESDA Women’s Center will act as the lead convener of the LCT and will oversee and ensure the implementation of the program at the community level.

PDIC advises borrowers of Synergy Rural Bank, Inc. to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Synergy Rural Bank, Inc., reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives.

In a statement, PDIC advised borrowers of Synergy Rural Bank to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL - SYNERGY RURAL BANK. The Receiver cautioned borrowers that it has discontinued the engagement of the bank's collectors. Moreover, PDIC has not engaged any person to collect the loans of the bank. To ensure proper recording of payments made by borrowers, PDIC further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The Receiver emphasized that only payments with validated PNB Deposit/Payment Slips shall be considered valid payments. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers. For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a copy of their deposit slips by mail to the Deputy Receiver for loans Mr. Democrito L.
