Tagalog news: NGCP, nagkaloob ng 10 e-tablets sa pampublikong eskuwelahan

LUNGSOD NG TAYABAS, Quezon, Peb. 25 (PIA) --Nagbigay ng 10 e-tablets at isang computer printer ang mga opisyales ng National Grid Corporation of the Philippines (NGCP) sa pamunuan ng Potol Elementary School sa bayang ito noong Pebrero 17.

Sinabi ni Marissa G. Frago, principal specialist ng NGCP na ang pagbibigay ng mga e-tablets at printer ay bahagi ng computerization program: corporate social responsibility project ng NGCP sa mga paaralan na humiling ng tulong sa kanilang tanggapan.

Ipinaliwanag din ni  Frago ang mga misyon ng NGCP gayundin ang kanilang malawakang kampanya laban sa pagpapalipad ng saranggola malapit sa mga tore ng NGCP upang maiwasan ang anumang uri ng  insidente.

Nagpasalamat naman sa NGCP si Edna Faura Agustin, officer-in-charge, schools division superintendent ng DepEd Tayabas City sa pagbibigay ng nasabing mga kagamitan.

"Malaki ang maitutulong nito sa may 485 mag-aaral ng aming eskuwelahan sa pagsasanay sa paggamit ng computer at makakatulong ito sa mga bata sa paghubog at pagtuklas ng mga kaalaman," wika ni Agustin. 

Maliban sa Potol Elementary School, ang NGCP ay nagbigay din 10 e-tablets at isang computer printer sa Matinik Elementary School sa bayan ng Lopez noong Pebrero 18, ayon kay Dale De Vera, regional corporate communications and public affairs officer ng NGCP-South Luzon. 

Ang NGCP  ang siyang nangangasiwa  ng mga malalaking tore at transmission line mula sa mga  malalaking  planta ng kuryente patungo sa mga distribution facility kagaya ng MERALCO. (Ruel Orinday, PIA-Quezon)

High demand boosts electric vehicle production in Cavite

CALAMBA CITY, Laguna, Feb. 26 (PIA) --Starting July this year, BEMAC Electric Transportation Philippines, Inc. will increase production of its e-vehicles (EVs) at its Carmona, Cavite plant, from 500 to 1,000 units a month due to strong demand for EVs.  

BEMAC is a subsidiary of Japanese firm Uzushio Electric Co., Ltd.  established in the Philippines in March 2013. Its business interests include the design, manufacture, sale, export, operation, and provision of services on electric vehicles in the Philippines .

At the plant’s inaugural rites held on February 11, Undersecretary Prudencio M. Reyes Jr. of the Department of Trade and Industry (DTI) said that boosting production of electric vehicles supports APEC’s “Green Growth advocacy toward an energy efficient, sustainable and low-carbon transport future” by building practical and cost-effective Filipino-made E-vehicles.

Reyes expressed optimism that the EVs have strong potentials to replace conventional tricycles whose emissions are detrimental to air quality.

Among the EVs produced is the Model 68VM, acclaimed as the future of Filipino transportation.

Powered by a 5-kW motor, the 3-wheeled 68VM can carry up to 6 passengers, runs at a maximum speed of 50 kilometers per hour, and at full charge, has a range of 60 kilometers. 

BEMAC assistant vice president for sales, marketing and operations Yvonne Castro said the company desires a vehicle that can be used on the road up to 10 years; the bottom line of which is to help in the livelihood of Filipino public transport operators and drivers. 

To ensure that manufacturing processes and specified quality are being complied with, workforce at the Carmona assembly plant are trained and guided by Japanese engineers and technicians from Japan .

New rabies course to be launched at Asian rabies expert meeting

CALAMBA CITY, Laguna, Feb. 25 (PIA) --Rabies experts across South East Asia gather today for a two-day regional workshop in Bangkok, Thailand to discuss plans to move towards the ASEAN goal of rabies elimination by 2020. 

This meeting also marks the launch of a free online course, the Rabies Educator Certificate (REC) Global Alliance for Rabies Control. The REC will help individuals such as community educators and health workers who would like to learn about rabies and teach others to prevent rabies and reduce deaths in their communities.  

One of the basic challenges of preventing human and animal deaths due to rabies, particularly in endemic countries in Asia and Africa is the lack of awareness among individuals about the need to keep their animals vaccinated, and to get themselves vaccinated if they are exposed to the virus.  

“The myths and ignorance that surround rabies are costing lives,” says GARC Executive Director, Professor Louis Nel. “The REC arms educators in at-risk communities with the facts to prevent rabies and provides credibility and strength to their message.  As we increase our efforts to set up regional rabies prevention networks to support national governments, the REC is one of the tools that will be used to help them eliminate rabies deaths in their countries.” 

The REC is universally applicable, with the choice of working online or offline at the participant’s own pace, and provides a certificate to successful participants on completion of a final assessment.  Apart from providing the facts about rabies prevention, it also gives advice and guidance on how to conduct community awareness events, helping to increase the effectiveness of rabies prevention education. It is particularly valuable in areas where there are no government or NGO rabies awareness programs, enabling communities to protect themselves from this deadly disease.  

Dr Wilfred Marissen of Crucell, the global vaccine company that supported the development of REC, added: “Prevention of disease is one of our main priorities. We believe that GARC’s Rabies Educator Certificate Program will raise the level of awareness in communities thereby contributing to the prevention of rabies deaths."

 Batangas container terminal improved

CALAMBA CITY, Laguna, Feb. 26 (PIA) --Asian Terminals Inc. (ATI) has completed its Batangas Container Terminal (BCT) system upgrade, equipping the port gateway with a more wide-ranging operations infrastructure to support its fastgrowing container volumes.

ATI’s continuous investment on technology and equipment enabled the company to cope with its increasing cargo volume, including acquisition of additional quay cranes, gantry cranes, and other mobile gear has increased ATI’s annual throughput capacity to more than 300,000 TEUs, (twenty-foot equivalent units)

Its new IT-based information system offers faster and optimized transactions in terminal operations, making the Batangas Container Terminal an increasingly competitive alternative port that would provide support to the industries in Calabarzon.

DTI Regional Director Marilou Quinco-Toledo, head of the technical working group (TWG) tasked by the Regional Development Council (RDC) to facilitate logistics movement in the region, said the TWG welcomes the development as it is the aim of the RDC to fully utilize the potentials of the Batangas International Port (BIP) to make it the best alternative to the Port of Manila.

Last year, ATI booked a record consolidated throughput of more than 1.0-millon TEUs, 8.6 percent more than in 2013.

President Aquino leads wreath-laying ceremony at EDSA People Power Monument
 
President Benigno S. Aquino III on Wednesday led the wreath-laying ceremony at the People Power Monument in celebration of the 29th anniversary of the 1986 EDSA People Power Revolution.

The President arrived at the monument, located at the corner of Epifanio de los Santos Avenue (EDSA) and White Plains Avenue in Quezon City, at 11:33 a.m.

He was received by Executive Secretary and Chairman of the EDSA People Power Commission (EPPC) Paquito Ochoa, Jr.; EPPC Vice Chairman Jose Pardo; and EPPC Commissioners Cesar Sarino and Ogie Alcasid.

President Aquino witnessed the Unity Walk of 300 uniformed personnel from the Philippine National Police and the Armed Forces of the Philippines (AFP) who walked towards the monument with their arms locked.

This is a reenactment of the union of forces of the Philippine Constabulary (PC) and the AFP on February 23, 1986, led by then head of the PC, former president Fidel Ramos, and then defense secretary, Senator Juan Ponce Enrile. Ramos and Enrile were among the proponents of the 1986 EDSA People Power Revolution.

After the Unity Walk, President Aquino proceeded with the offering of the wreath, which was followed by a moment of silence in honor of the unsung heroes who offered their lives for freedom.

Present during the ceremony were Vice President Jejomar Binay, Foreign Affairs Secretary Albert del Rosario, Cabinet Secretary Jose Rene Almendras, Justice Secretary Leila de Lima, Social Welfare Secretary Dinky Soliman, Communications Secretary Herminio Coloma, Jr., Transportation Secretary Joseph Emilio Abaya, and other Cabinet members.

Also present were AFP Chief of Staff General Gregorio Pio Catapang and PNP Deputy Director General Leonardo Espina and other police and military officials, as well as Makati City Mayor Junjun Binay, Pasay City Mayor Antonino Calixto, and other Metro Manila mayors.

They were joined by former Manila mayors Alfredo Lim and Mel Lopez, members of the August Twenty-One Movement, Yellow Ribbon Movement and religious groups and students.

President Aquino urges Filipinos to continue fighting for peace
 
President Benigno S. Aquino III called on Filipinos to continue fighting for peace, as the country celebrated the 29th anniversary of the EDSA People Power Revolution on Wednesday.

In a speech delivered after the Holy Mass at the Our Lady of EDSA Shrine in Mandaluyong City, President Aquino noted the importance of sympathy, love and trust in dealing with the challenges to achieve peace as he recalled what occurred in 1986.

“May imahen po mula sa EDSA People Power Revolution na tumatak sa pambansang kamalayan: Mga madreng nakaluhod, nangangamba man sa mga baril sa kanilang harapan, ay nananalig pa rin at nagmamalasakit. Sa pag-aabot natin ng rosaryo at bulaklak sa mga armadong sundalo, sa pagkakapit-bisig natin upang pigilan ang pag-abante ng tangke, napatunayan natin: Malasakit ang pinakamakapangyarihang tugon sa galit; walang mas lalakas pang sandata sa pag-ibig,” said President Aquino.

President Aquino also reminded the people on how peaceful change could be achieved, such as what happened after the 1986 EDSA Revolution, as he stressed the importance of the ongoing peace talks in Mindanao to continue despite the Mamasapano incident.

“Talagang masakit po ang nangyari sa Mamasapano. Huwag nating kalimutan na pumunta ang ating mga kapulisan doon, hindi para maghasik ng karahasan, kundi upang ipatupad ang batas. Nagsakripisyo sila para makamit ang kapayapaan, di naman po makatwiran na ang kanilang inalay para sa kapayapaan ay maging mitsa pa ng karahasan,” he said.

“Sa ngalan ng mga Pilipinong nakipaglaban sa EDSA at sa lahat ng mga kababayan nating nagsakripisyo at patuloy na nagsasakrispisyo para sa kapwa at bansa, ituloy natin ang laban tungo sa kapayapaan at kaunlarang matagal na nating inaasam,” the President said in parting.

Meanwhile, Manila Archbishop Luis Antonio Cardinal Tagle urged the people to look at each other as brothers, sisters and friends, instead of enemies.

“How do you avoid war? Work towards the eradication of this mentality, this atmosphere that makes people enemies,” Cardinal Tagle said during his homily.

He said that during the first EDSA People Power Revolution, “the Filipino showed the world our deep capacity to see a brother, a sister, a neighbor in anyone”.

“Let us look at each other as brothers and sisters. We are friends. We are all Filipinos and Filipinos have a mission to the whole world,” he concluded.

Meanwhile, Chairman of the EDSA People Power Commission, Executive Secretary Ochoa, said this year's celebration of the People Power Revolution was made simple in view of the mourning period for those who died in Mamasapano last month.

For the first time in five years, the holy mass was the focal point of the celebration, he said.

This is to acknowledge that the Filipinos' faith in God was a major element in the peaceful revolution, Ochoa said, noting that a bigger celebration is planned for the 30th anniversary celebration next year, which will be the last to be held under the Aquino administration. PND (jm)

ay imahen po mula sa EDSA People Power Revolution na tumatak sa pambansang kamalayan: Mga madreng nakaluhod, nangangamba man sa mga baril sa kanilang harapan, ay nananalig pa rin at nagmamalasakit. Sa pag-aabot natin ng rosaryo at bulaklak sa mga armadong sundalo, sa pagkakapit-bisig natin upang pigilan ang pag-abante ng tangke, napatunayan natin: Malasakit ang pinakamakapangyarihang tugon sa galit; walang mas lalakas pang sandata sa pag-ibig.

Ganitong lakas din po ang ipinakita ng sambayanan sa aming pamilya noong 1983, matapos paslangin ang aking ama. Mayroon pong isang litratong nagsisilbing paalala sa kung gaano kalalim ang dinaanan naming pasakit noon. Sa larawang ito, halos hindi ko na siya mamukhaan. Para siyang karneng ibinagsak sa tarmac, at ibinalibag sa AVSECOM van.

Kung ilalagay po ninyo ang sarili sa aking sitwasyon, marahil mauunawaan ninyo ang aking pinanggagalingan. Ama ko po iyon, duguan, matapos barilin. Ako ang nag-iisang anak na lalaki. Aaminin ko: Pumasok sa isip ko ang paghihiganti; sabi ko, ang dugong inutang, dugo rin dapat ang kabayaran. Sabi nga sa Bibliya, “An eye for an eye, a tooth for a tooth.” Umabot ako sa puntong handa akong mamatay, maidamay lang sa hukay ang mga pumaslang sa aking ama.

Ngunit nag-iba po ang aking pananaw nang masilayan ko ang libo-libong taong nanindigan at nakiramay sa labas ng aming tahanan sa Times Street. Tila ba nawala na ang kanilang takot sa Batas Militar, at buong-tapang na nagpahayag ng kanilang malasakit sa aking ama. Tulad ng mangyayari sa EDSA, ipinakita nila sa amin: Hindi kami nag-iisa. At ang sambayanang Pilipino nga po ang nagturo sa akin: Posible pa ang inaasam-asam ng aking ama na mapayapang pagbabago.

Nagbabalik-tanaw po ako sa kuwentong ito, hindi upang kumuha ng simpatya para sa aking sarili, kundi para idiin ang leksiyong dala nito. Bilang inyong Pangulo, maliwanag sa aking magkukulang ako sa aking tungkulin, kung hindi ko ipaaalala sa sambayanan ang kapangyarihan ng malasakit. Magkukulang po ako kung hindi ko ipapaalala sa lahat na, sa mga panahon ng dalamhati, hindi tayo nag-iisa, at may ibang daan. Sa harap ng mga video na nagpapakita ng karahasan, sa harap ng galit na maaaring mamuo sa ating mga puso, kailangan nating ipaalala: Mas makapangyarihan pa rin ang tiwala, ang malasakit, ang pag-ibig, ang kapayapaan.

Tandaan lang natin: Ang kaguluhan sa Mindanao ay nagdudulot ng kaguluhan sa ating lahat. Kaya naman obligasyon ng bawat isa na itaguyod ang kapayapaan sa Mindanao. Ngunit batid nating hindi madali ang landas patungong kapayapaan. Nang magkaroon nga po ng deadlock sa negosasyon ng ating gobyerno at ng MILF, nagpasya tayong personal na makipag-usap kay Chairman Murad Ebrahim sa Japan, kabilang na si Chairman Mohagher Iqbal, sampu ng kanilang mga kasamahan, para ituloy ang usaping pangkapayapaan. Malinaw sa atin ang katangiang kailangang pairalin sa panahong iyon: Iyon po ay tiwala. Mula sa tiwala sa isa’t isa, umusbong ang maayos at tapat na ugnayan ng dalawang panig upang makamit ang kasunduang katanggap-tanggap sa lahat.

Ngayon, may pagkakataon po tayong baguhin ang istorya ng ARMM dahil sa maraming dahilan. Marami nga pong bansa ang nagbubuhos ng suporta sa ating usaping pangkapayapaan. Halimbawa na lang po ang Malaysia: Hindi lamang sa salita, kundi sa gawa, pinadama nila sa atin na katuwang sila sa pagkamit ng kapayapaan. At dahil buo ang tiwala ng sambayanan po sa atin, ni minsan, hindi ako natuksong gamitin ang ARMM para magsagawa ng command votes. Ang mga pinuno ng MILF, pinadama rin sa atin ang kanilang tiwala at kumpiyansa na magiging katuwang din sila, kasama ang buong Bangsamoro, sa paghahanap ng kapayapaan. Ginintuan ngang maituturing ang pagkakataong ito, kung kailan abot-kamay na ang kapayapaan sa Mindanao. Sa mga nagsasabi na ihinto na ang peace process, at ang pagpapasa ng Bangsamoro Basic Law, ang tanong natin: Paano nila masisigurado na magkakaroon ulit ng ganitong oportunidad?

Talagang masakit po ang nangyari sa Mamasapano. Huwag nating kalimutan na pumunta ang ating kapulisan doon, hindi para maghasik ng karahasan, kundi upang ipatupad ang batas. Nagsakripisyo sila para makamit ang kapayapaan, di naman po makatwiran na ang kanilang inalay para sa kapayapaan ay maging mitsa pa ng karahasan. Tulad nga po ng sinabi ni Martin Luther King sa Amerika: “Darkness cannot drive out darkness; only light can do that. Hate cannot drive out hate; only love can do that.” Ngayon po, tinatawag tayong maalala ang mga aral na dala ng mga salitang ito.

Sana, magarantiya ko po sa inyong walang magsasamantala sa insidenteng ito. Sinisikap po nating manatili ang kaayusan. Ngunit, alam din nating habang palapit tayo nang palapit sa katuparan ng ating mithiin, lalong nagiging desperado ang mga kontra dito. Maganda po sana kung bukod sa pambabatikos, ay may nailalatag silang alternatibong solusyon. Di tuloy natin maiwasang isipin: Ayaw nilang magkaroon ng kapayapaan, dahil sila mismo ang nakikinabang sa gulo at karahasan. Ang gusto nila: muling magkanya-kanya ang mga Pilipino, at mawala ang tiwala natin sa isa’t isa upang isulong ang kanilang pansariling agenda.

Kung magpapatalo tayo sa mga kontra-kapayapaan, parang hinayaan na rin nating lumala ang kaguluhan sa Mindanao. Kung isusuko natin ang pagtataguyod ng Bangsamoro, parang hinayaan na rin nating armas ang muli nilang ipamana sa susunod na henerasyon ng mga kapwa natin Pilipino.

Hinding-hindi po tayo papayag na mangyayari ito. Tanging sa pagkamit sa pangmatagalang kapayapaan magiging sulit ang sakripisyo ng mga nakipaglaban sa EDSA, kabilang na ang mga nagbuwis ng buhay para wakasan ang paghahasik ng takot at karahasan sa lipunan.

Para sa ating lahat na naranasan ang EDSA, batid natin ang positibong bunga ng pagiging mahinahon; na sa halip na magpadala sa galit at emosyon, bigyang-daan ang pagiging risonable, ang tiwala, at ang pagmamahal sa isa’t isa. Kung ginabayan ng Panginoon ang ating bayan noon tungo sa mapayapang pagbabago, nananalig akong sa kabila ng panibagong mga hamon, ay mabibigyang-daang muli ang tiwala sa isa’t isa.

Noong nanawagan si Cardinal Sin, at tinugon ng ating Tiyo Butz na magbuklod sa EDSA, milyon-milyong tao ang dumagsa rito kasama na ang mga relihiyoso. Ang totoo: Biglaan po ito. Nariyan ang lahat ng sangkap para mauwi ang lahat sa isang madugong himagsikan: takot, tensiyon, at armas. Pero sa gabay nga po ng mahal na Panginoon, naging matagumpay at mapayapa ang pagbasak ng diktaturya, na siyang hinangaan ng buong mundo. Itong paghahangad ng kapayapaan sa buong bansa, lalong-lalo na sa ARMM, kung tutuusin, mas planado, mas pinagtutulungan ng halos lahat. Siguro naman, kung tinulungan tayo ng Panginoon noon, tutulungan din tayo ngayon. Ang hinihiling na lang siguro sa atin, tayong mga natuto na sa aral ng EDSA, dapat maging masigasig upang buohin ang balangkas nitong pagkakamit ng kapayapaan.

Sa ngalan ng mga Pilipinong nakipaglaban sa EDSA, at sa lahat ng mga kababayan nating nagsakripisyo at patuloy na nagsasakripisyo para sa kapwa at bansa, ituloy natin ang laban tungo sa kapayapaan at kaunlarang matagal na nating inaasam.

SEC. COLOMA: Nagtatrabaho, Rey, sa isang bangko at meron na akong anak na 5-year-old. Ako ay 32-years-old na noon. Medyo malayo doon sa forecast mo kanina. (Laughs)

REY: Mali pala ang aking hinala, Sec. Sonny, noong mga panahong iyon.

SEC. COLOMA: Ang inabutan ko ay iyong First Quarter Storm at iyong—na mas bata—iyong first quarter storm at iyong pagdeklara ng Martial Law. Kasi wala namang EDSA kung hindi doon nanggaling, ‘di ba?

REY: Korek, korek. Iyong mga panahong iyon ay estudyante pa ho kayo noon, I suppose.

SEC. COLOMA: Sa First Quarter Storm at noong sa Martial Law. Noong sa Martial Law, 19-years-old ako nung ako ay na-detain at ako ay college student sa UP.

REY: Ano ho ang naging cause at saka origin po nung pagkakadetine ninyo, Secretary, if you don’t mind?

SEC. COLOMA: Siyempre, aktibista tayo noon ‘no, at paratang sa atin ay violation of the Anti-Subversion Law – RA 1700 ata iyon.

REY: Napasama pala kayo noong mga panahong hina-hunting ang original first batch ng Radyo Patrol ng ABS (ABS-CBN) noong mga panahong iyong, kami nila Pareng Orly Mercado. Kaya si Pareng Orly [ay] umakyat sa Baguio noong mga panahong iyon.

REY: Those were the days. And ano po yung masasabi ninyong very significant na napulot po nating aral dito po sa EDSA Revolution nung mga panahong iyon, People Power, Sec Sonny?

SEC. COLOMA: Ang pinakamatingkad na leksyon, Rey, ay puwede naman palang magkaroon ng pagbabago kung ang buong bansa ay nagkakaisa sa ating layunin. At puwede rin itong maitupad sa pamamagitan ng isang paraan na hindi naman marahas. Kaya lang nga ay mahabang panahon ‘no bago naipon iyong lakas na iyon; mahabang panahon bago nabuo iyong pagkakaisa dahil kinailangang matuto muna tayo sa maraming panahon ng mga karanasan na magtuturo sa atin doon sa daan na tatahakin. At humantong pa nga iyan sa pagkapaslang kay Senator Ninoy Aquino.

Kaya mahabang panahon ng pag-aaral at pagbubuo ng pagkakaisa bago natin nakamit iyong pagbabagong inaasam noong 1986.

REY: Sa bahaging iyan nabanggit na po ninyo, Secretary, ito po ay kinailangang iminog from as early as 70 years, dahil meron pong pinanggalingan – declaration of Martial Law, abuses, election fraud, violence at hanggang doon sa assassination kaya’t bumild-up ng bumild-up (build up). Ito ho ba’y sinasakatuparan ninyo ang mga panawagan ngayon eh, ano po ang sense nito sa panahon ninyo, Secretary?

SEC. COLOMA: Ang tinutukoy mo ba ay iyong mga panawagan na ‘resign’ o iyong mga—

REY: Iyon pong panawagan na inyo po ay ipagsakatuparan ang isang kahalintulad na ‘People Power’ nung mga panahong iyon.

SEC. COLOMA: Wala sa lugar. (Laughs) Dahil natuto na tayo dapat sa karanasan noong nakaraan. Pati nga iyong … kung pagninilayan natin, ‘no, iyong EDSA 2, ang pinanggalingan nun ay iyong failure ng impeachment trial. Pero kung natuloy at natapos iyong impeachment trial, ay nakita naman natin doon sa naging recent experience natin, puwede naman pala itong tapusin at puwede itong magtapos nang maayos. Eh siguro baka iba iyong naging hugis at direksyon ng ating demokrasya pagkatapos nun.

Iyon ang ano ‘no, dapat dahil natamo natin iyong layunin natin nung EDSA 1986 at sinundan ito nang pagbubuo ng bagong Saligang Batas noong 1987 Constitution, dapat siguro ay ang ating naging layunin ay ipakita o dapat nating continuing goal dito, Rey, ay ipakita na iyong Saligang Batas natin ay nagbibigay sigla sa demokrasya. At iyon nga, nakita natin nung nakumpleto iyong impeachment trial sa dating Chief Justice.

Siguro iyon iyong mahalagang leksyon. Puwede naman palang maging balwarte ng pagbabago iyong batas. At kapag sinunod natin iyong batas, lalakas iyong ating demokrasya at ito ang magiging susi rin sa mas mabilis na pag-unlad ng ating bansa.

REY: Secretary, sa ganitong pinag-uusapan po nating “People Power” o lakas ng mamamayan, iyong malaking factor po ang involvement ng hindi lang po ng mga mamamayan, hindi lang ng simabahan, kung hindi ng militar. Itong involvement na ito ay mayroon po bang comparison ito dito sa isinisigaw ng iba na Mamasapano massacre o incident para magsimula sila na isa pang panawagan?

SEC. COLOMA: Wala akong nakikitang batayan, Rey. At kung ang tutukuyin natin ay iyong militar, ang gusto kong ibigay na magandang aral o halimbawa ay iyong transpormasyon ng ating Sandatahang Lakas bilang tagapagtaguyod ng demokrasya. Dahil iyong pinanggalingan natin, sila iyong naging tagapagtaguyod ng batas militar, ‘di ba, Rey. At iyong batas militar, iyon iyong humantong sa pagbubuo ng pagkakaisa ng bayan para naman maisagawa iyong EDSA People Power noong 1986. Iyon pong military natin, sumama din sila noon doon sa pagbabago. Kumalas sila doon sa diktadurya at nakiisa sila sa sambayanan.

Merong kongkretong ehemplo kung paano nagbago ang ating Armed Forces, at ito ay makikita natin doon sa Fort Magsaysay sa Nueva Ecija. Iyong dating pinagkulungan kina Senador Ninoy Aquino at kay Pepe Diokno, na solitary confinement, ang tawag ngayon doon ay “Aquino-Diokno Shrine for Human Rights.” So, ibig sabihin, umikot na iyong kanilang pananaw, iyong pananaw ng militar, na kung dati sila ay iyong tagapagpakulong ng mga nagtataguyod ng demokrasya at ng mga karapatan ng mga mamamayan, sila na rin ngayon ay nakikiisa doon sa prinsipyong iyon. Iyong solitary confinement detention area ay naging shrine for human rights.

So, sa aking palagay, iyon iyong mahalagang pagbabago na ating natamo halos tatlong dekada na mula nung EDSA ’86.

REY: Opo. Ngayong araw na ito, I understand, ay magiging bahagi po ni Pangulong Noynoy dito sa wreath-laying at saka ilang mga programang nakahanda, Secretary?

SEC. COLOMA: Ganoon nga, Rey. Siya ay magtutungo sa EDSA People Power Monument, at mag-aalay ng wreath o bulaklak sa alaala ng ating mga bayani. At sasaksihan din niya iyong “Unity Walk” ng AFP at PNP. Paalala natin, isang tampok na aktibidad sa taunang selebrasyon ng EDSA iyong “Salubungan” between the people and the military.

Medyo may variation ngayon. Ang ipapakita naman ay iyong pagkakaisa ng ating mga tagapagtanggol at tagapagligtas, ang Sandatahang Lakas at iyong Pambansang Kapulisan - at ito ay mahalaga dahil nga sa mga kaganapan ‘no noong nakaraang buwan na kung saan ay parang nagkakaroon na ng agam-agam hinggil doon sa ugnayan ng ating pulis at militar - na iyon ang masasaksihan natin.

Pagkatapos naman nun ay tutungo tayo sa EDSA Shrine, magkakaroon ng isang misa. Dahil hindi naman natin makakaila na isang mahalagang pangyayari sa EDSA ay iyong pagpapakita ng ating pananampalataya. Kasama natin doon iyong mga madre at pari. Doon sa senaryo ng EDSA, hindi mawawala iyong imahe ng Mahal na Birhen at iyong mga rosaryo, mga krus na iniharap sa tangke at ipinakita doon sa ating mga kapatid sa Sandatahang Lakas. Kaya binubuo natin ang larawan at ginawang tampok na bahagi ng selebrasyon ngayon iyong pagdaraos ng misa, dahil kasama iyong pananampalataya, kumbaga Rey, faith and freedom, iyun ang gusto nating ipakita. At ang misa ay pangungunahan ng kaniyang Kabunyian Antonio Cardinal Tagle, ang Arsobispo ng Manila. At bago magtapos ang misa ay magtatalumpati si Pangulong Aquino, ibibigay ang kaniyang mensahe sa bansa sa ika-29 na anibersaryo ng EDSA People Power.

REY: Aabangan po namin iyan, Secretary. One last na lamang po, Secretary. Iyong calls, lahat ng communication po namin dito sa intelligence group ng AFP at saka PNP, sila naman ang nagsabing walang dapat ipangamba sa mga minu-monitor na mga kudeta. Alam naman ho natin, sila iyong may mga experience kapag maingay, wala namang nangyayari kudeta; based on history, kung alin ang tahimik doon ba dapat pangambahan. Pero ano po ang significance, Secretary, nung panawagan na ginagawa po, no less than, ng uncle po ng ating Pangulong Noynoy na si Congressman Peping Cojuangco?

SEC. COLOMA: Ang pagpapahayag ng pananaw ay bahagi naman ng demokrasya, ‘no. Siguro nagkataon lang na sila ay malapit na kamag-anak ng ating Pangulo. Hindi naman natin maitatatwa na sila ay mga Pilipino rin, mga indibidwal na mayroong karapatan sa ilalim ng ating Saligang Batas na magpahayag ng kanilang mga saloobin, Rey. Kaya ganoon lamang ang ating pagtanaw diyan – senyales ng isang masiglang demokrasya.

Pero, ayon nga sa pagpapaalala ni Justice Secretary Leila De Lima, meron din namang pamantayan, ‘no, may mga limits din naman iyan. Doon sa pagpapahayag ng saloobin ay hindi dapat na kasama doon iyong pagpapalit ng pamahalaan na hindi naaayon sa Saligang Batas. Kaya sabi nga niya sa kaniyang mensahe noong nakaraaang linggo, iyong obserbasyon niya sa ibang mga elementong kumikilos sa kasalukuyan, tila pinagsasamantalahan iyong isyu ng Mamasapano. Pinagsasamantalahan iyong pagdadalamhati at pagluluksa ng mga naulilang pamilya, ginagamit itong oportunidad para isigaw iyong kanilang mga adbokasiya na labag sa batas. Kasi iyong pagbubuo ng isang grupo o iyong junta na hindi naman sang-ayon sa Saligang Batas ay ‘di puwedeng mapahintulutan ng ating pamahalaan.

SEC. COLOMA: Sana mas marami pang makabasa, lalung-lalo na iyong interview ninyo kay Congressman Pong Biazon. Siya ang congressman natin dito sa Muntinlupa City. At marami tayong mapupulot na insight dahil malawak iyong kaniyang karanasan bilang isang retired AFP Chief at Marine general, na nasaksihan itong mahabang panahon ng pagtutunggalian sa Mindanao at isa rin siya sa mga nagtanggol sa demokrasya natin doon sa sunud-sunod na pagtatangkang pagpapabagsak ng gobyerno after EDSA. Nakikita niya iyong maraming nuances and aspects nitong prosesong pangkapayapaan; nauunawaan niya iyong complexity.

At ayon sa kaniyang isinaad, doon sa iyong interview, iyong mahalagang pagtulungan natin maganap pa rin itong prosesong pangkapayapaan. Dahil hindi katanggap-tanggap iyong alternatibo dito na patuloy na karahasan at patuloy na tunggalian na kung saan ay dadanak ang dugo ‘no at masasayang ang buhay ng maraming Pilipino.

REY: At gayundin po, Secretary, iyong ginawa nating interview doon sa maybahay ni PO2 Efren Mejia na isa po sa Fallen44.

SEC. COLOMA: Ganoon nga, Rey, ‘no. Kasi nga nakakalungkot na marami talagang nagsasamantala na pati iyong salaysay ng mga naulilang pamilya ay nilalaro ‘no – hindi lang nilalaro, sinasabi pa na galit na galit daw sa Pangulo, nagbitiw daw nang hindi magandang salita ang Pangulo. Ang akin lang namang pananaw diyan ay simple ‘no, dahil ako ay nakaranas ng pagkamatay ng aking ina, kailan lang. Kasi nung nakipag-meeting siya sa mga congressmen noong Lunes, tinanong siya muli iyong sa hindi niya pagpunta doon sa arrival ng remains ng SAF44 sa Villamor. At ang sabi niya, nauunawaan ko iyong saloobin ng mga namatayan. At sa kaniyang scale of values, sabi niya, dapat pahalagahan muna iyong privacy of peace ‘no. Kasi private dapat iyong pagkakaroon ng ganoong okasyon, ‘no, na sa kauna-unahang pagkakataon ay doon mo lang matutunghayan iyong labi ng mahal sa buhay na nasawi. Sabi niya, iyon ang kaniyang pananaw doon. Kaya sabi niya ay hinintay na lamang niya iyong Biyernes dahil iyon naman talaga iyong nakatakdang ‘National Day of Mourning’.  Ombudsman Conchita Carpio Morales ordered the filing of a criminal charge of violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) against Technical Education and Skills Development Authority (TESDA) Cotabato City Provincial Director Florante Herrera, Focal Persons Alex Labanon and Frank Beltran, and representatives of Kidapawan Assessment and Training Center (KATC) namely: Salli Vee Salvanera, Rolando Ortiz, Michael Angelo Orsonal, Eldura Cabacungan, Aurora Nesperos, Rizalito Nesperos and Ervin Biongan in connection with the accreditation of KATC as a training institution. In addition, Herrera, Labanon and Beltran face an additional charge of violation of Section 3(j) of R.A. No. 3019.

Records disclosed that in 2009, Herrera, Labanon and Beltran falsified documents to make it appear that KATC complied with the requirements for accreditation as a Technical Vocational Education and Training (TVET) institution. Herrera also approved and processed the release of payments to KATC totaling P3,472,200.00 despite its lack of qualifications such as absence of track record, insufficient capitalization, lack of experience of its instructors, and absence of facilities, tools and equipment to undertake software development courses and heavy equipment operation training. Several pictures were also presented showing that the course on software development was held in an internet café.

The Resolution stated that “this Office notes that there appears to have been unusual haste in the approval of KATC’s application, which was done barely a few weeks after incorporation, and in the release of payments.”

The Office of the Ombudsman noted that KATC was incorporated on 05 March 2009 and filed on 24 March 2009, its TVET application which was approved on 03 April 2009. On 04 May 2009, TESDA released its first payment of P102,900.00 and by the end of July 2009, KATC was paid a total of P3,472,200.00. KATC closed its operation in 2010.

Meanwhile, the charges against TESDA Regional Director Zeus Ampuyas, Focal Persons Evelyn Catipay and Carmelo Luzon, Administrative Officer V Jocelyn Amparado and Administrative Officer II Joylen Labanon were dismissed for lack of probable cause.

DFA repatriates 43 Filipino fishermen from Jakarta

25 February 2015 – The Department of Foreign Affairs (DFA), in coordination with the Philippine Consulate General in Manado, repatriated 43 Filipino fishermen of Fishing Vessel KM Love Merben 2 on February 23, from Jakarta, Indonesia. They were received by DFA Undersecretary for Migrant Workers Affairs Jesus I. Yabes at the Department of Foreign Affairs.

The 43 Filipino fishermen were apprehended on September 16, 2014 in Ternate, North Maluku for illegaly fishing in Indonesian waters. They were not in possession of passports nor travel documents when they entered Indonesia. According to the fishermen, they were abandoned by their employer, Citra Mina, whom they accused of maltreatment. They alleged that they were not enrolled by Citra Mina with SSS and PhilHealth. They further claimed that the master of their fishing vessel, Mr. Alan Abi, was able to evade the arresting Indonesian authorities.

The Filipino fishermen informed Undersecretary Yabes of their intention to file the necessary complaint against Citra Mina before the appropriate authorities in the Philippines arising from the maltreatment and abandonment they suffered.

DFA rolls out authentication IT systems

24 February 2015 - The Department of Foreign Affairs (DFA) rolled out on February 20 two authentication information technology systems which will help improve the delivery of consular services to the public.

The roll out ceremony for the Authentication Document Management and e-Registry Systems was headed by DFA Undersecretary for Civilian Security and Consular Concerns Rafael E. Seguis and APO Production Unit Chairperson Milagros S. Alora.

In October 2014, the two organizations signed the Memorandum of Agreement for the Procurement of Authentication Certificates with e-Registry and Document Management Systems which led to the development and commissioning of the two systems.

The development of the two IT systems as well as the acquisition of 21 computers, 11 scanners, two servers and one storage device required for operating the two systems were done at zero cost to the DFA and are value added in the printing of highly secure and tamper-deterrent Authentication Certificates.

“Consular service is not limited to the issuance of passports and visas but also includes authentication service. With the rollout of the two Authentication IT systems today, authentication service, more commonly known as “red ribbon,” takes a big leap forward from the medieval age and joins the information age. Therefore, by extension, the consular service we provide also gets a big boost from this endeavor,” Undersecretary Seguis said in his brief remarks.

The Document Management System co-developed by the DFA and APO Production Unit is designed to streamline existing repetitive and cumbersome backend operations processes to cut down the turn-around time and optimize manpower resources. The Document Management System will also serve as the platform for the standardization of authentication services in Philippine Embassies and Consulates General abroad.

On the other hand, the e-Registry System will make available a database of specimen signatures which can be accessed by DFA Satellite and Regional Consular Offices as well as Philippine Foreign Service Posts overseas.

“This will also make possible further decentralization of Authentication Services to our Regional Consular Offices, which is in line with our mantra to make consular services more convenient, closer and accessible to the public,” Undersecretary Seguis commented about the e-Registry System.

The e-Registry System likewise makes online verification of Authentication Certificates issuance by interested parties possible, further fostering security and integrity of public documents. Starting 09 March 2015, all Authentication Certificates issued in the Philippines can be verified online through the DFA website.

“This undertaking is beneficial in light of the growing number of overseas Filipinos. Currently, one out of ten Filipinos are overseas as migrant workers and immigrants. At some point, they will need their documents to be used abroad to be legalized through our Department,” Undersecretary Seguis said.

The e-Registry System will also pave the way for the Philippines to join and implement the Apostille Convention, which streamlines into a single formality the legalization procedure of public documents to be used abroad.

“Children, next to older persons, bear the brunt of armed conflict. They are the most affected, the most vulnerable, and the most compromised. They are affected not only physically, but also psychologically, mentally, and emotionally.”

This is the reminder of Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman as she reiterated her call for peace and harmony in Mindanao for the sake of the children.

She mentioned the death of an eight year-old girl who was caught in the crossfire at the height of the clash between the commandos of the Special Action Force (SAF) and the members of the Moro Islamic Liberation Front (MILF) in Mamasapano on January 25.

“Long lasting peace in Mindanao should be pursued. If armed conflict continues, more children will become casualties,” Sec. Soliman said.

She added that the trauma of war lingers longer on children, and they usually retain this as adults.

“This is what the people who are calling for war should realize. The biggest losers in any event of infighting are innocent children who get caught in the crossfire,” she added.

Aside from the shocks children undergo because of conflict, their chances of experiencing developments in their communities are significantly reduced. Sec. Soliman pointed out that continued armed conflict shatters the gains of peace and reverses developments.

According to her, peace is already working in the Autonomous Region in Muslim Mindanao (ARMM), particularly for the 416,637 family-beneficiaries of the Pantawid Pamilyang Pilipino Program. In fact, because of the program, 1,158,021 children are able to go to school.

Aside from Pantawid Pamilya, DSWD has also undertaken various programs and projects in ARMM. These include the construction of day care centers, Modified Shelter Assistance Project, Emergency Shelter Assistance, Supplementary Feeding, Sustainable Livelihood, and Cash-For-Work.

In Mamasapano alone, DSWD has implemented the following projects since 2009: Pantawid Pamilya for 3,494 families (2009), Sustainable Livelihood Program for 1,500 families (2012-2014), modified shelter under the PAyapa at MAsaganang PamayaNAn (PAMANA) for 53 families (2012), training center under the Bottom Up Budgeting (2013), P2 million worth of livelihood assistance (2015), supplementary feeding for 1,616 children (2012-2015), and social pension for 826 indigent older persons (2012 -2015).

By safeguarding peace and harmony in Mindanao, Sec. Soliman believes that the children will be protected and thus, will be able to grow into active citizens.

Even the children of Mamasapano are one in demanding for peace.

“Sekami a mga wata siya sa Mamasapano dikami galilini sa kapedtimbaka nya nami galinyan na kapamagayon edo kalilintad,” the children said. “Nasisita nami su tabang na gobyerno endu makatalus su kabangagi nami endu maaden su gapangingarap nami a mapya a kabaguyag.”

(We, the children of Mamasapano, denounce war. We want unity and peace. We need the continuing help of the government to ensure that we will finish school and realize our dreams.)

DPWH considers one-way traffic at Kennon Road

The Department of Public Works and Highways considers implementing one-way traffic flow at Kennon Road, a scenic highway from Rosario, La Union to mountain city of Baguio this Holy Week.

Secretary Rogelio L. Singson instructed DPWH Cordillera Administrative Region (DPWH-CAR) Director Edilberto Carrabacan to conduct traffic study that will only allow light vehicles to use Kennon Road in going up to Baguio City this coming summer season particularly during the Holy Week.

Singson said “implementing one-way traffic at Kennon Road will prevent the re-occurrence of severe vehicular congestion starting from the junction of Kennon Road and Manila North Road in Rosario, La Union experienced last December 2014 as travelers are expected to trek Baguio City for the summer break on Holy Week”.

Aside from possibly solving crawling traffic problem due to some road repairs and maintenance works including the blocked lane by counter flowing vehicles, a one-way traffic flow at the 41-kilometer Kennon Road will lessen the occurrence of vehicular accidents as motorists negotiate the steep and winding climb up to Baguio.

Marcos Highway which is the other access road leading to Baguio City from Manila will remain open to two-way traffic especially as it is also the route travelled by public utility buses and trucks.

With the proposed one-way traffic at Kennon Road not yet implemented, Director Carrabacan warned motorists and the travelling public of the strict implementation of 10- ton limit at Kennon Road to safeguard the weak bridge at Camp 5.

Trucks loaded with vegetables, sand and gravel from La Union to Baguio and vice versa and from Camp 4 going up to Baguio and vice versa are restricted at Kennon Road and instead advised to take the Marcos Highway route.

DPWH will however allow sand and gravel concessionaires from Baguio City that derive their aggregates from Camp 6 to take the route because they are not passing the Camp 5 Bridge.

Roxas orders Espina to probe alleged Revilla hospital visit

DILG Secretary Mar Roxas II has ordered a full-dress investigation into the reported meeting by detained Senators Bong Revilla and Juan Ponce Enrile on February 14, 2015.

On instructions of the DILG Secretary, PNP, Officer-in-Charge, Deputy Director General Leonardo A Espina has took to task Police Director Francisco Don C Montenegro, the Director for Investigation and Detective Management (DIDM), to lead the probe.

Espina said the investigation seeks to validate the circumstances behind some published photos purportedly showing both detained Senators Revilla and Enrile together when they were supposed to be confined in separate detention facilities.

Under investigation are some custodial officials of the PNP Headquarters Support Service (HSS) under Police Chief Superintendent Alberto C Supapo.

Initial report from PCSUPT Supapo showed that Senator Revilla was brought to the PNP General Hospital on 4:28 PM of the February 14, 2015 to undergo urgent check-up. He was escorted by the Officer of the Day and one security escort.

Same report mentioned that at 4:52PM, Senators Revilla and Enrile had a chance meeting along the hallway of the PNP General Hospital where both detainees reportedly exchanged pleasantries.

NEDA stresses value of integrating environmental accounting in development planning

MANILA— The integration of Natural Capital Accounting (NCA) or Environmental Accounting in national and regional development plans ensures not only the conservation and protection of ecosystems, but also enables the country to make progress along the path of sustainable development, according to the National Economic and Development Authority (NEDA).

“The NCA, through the World Bank-funded Global Wealth Accounting and Valuation of Ecosystem Services (WAVES) program, helps us understand and acknowledge the economic value of biodiversity and ecosystems so that these considerations can be integrated into both economic and political decision-making,” said Economic Planning Secretary Arsenio M. Balisacan, during his opening speech at the First WAVES Knowledge Exchange on Ecosystem Accounting, which started in on February 23, 2014 in Laguna.

He underscored that the increasing environmental trade-offs present in the process of development may overwhelm the country’s natural resources in the coming decades, and this could have major debilitating effects on the national development agenda and economic growth.

“Through NCA, the worth of a service that we get from the natural environment will become known to us and if this is taken into account directly in the estimation of national incomes, policymakers may now make better decisions about development priorities and investments, while promoting a more sustainable use of natural resources,” said Balisacan, who is also NEDA Director-General.

“The results of the environmental accounting being done by the Philippines WAVES could help inform the next Philippine Development Plan, which we will start formulating by the third quarter of this year. In the new Plan, we intend to retain the valuation of ecosystem services as a key strategy in the sustainable management of the environment and natural resources,” he said.

The Phil-WAVES Knowledge Exchange Workshop, aimed at enhancing knowledge and skills on the environmental accounting tools, was attended by other WAVES core partner countries: Botswana, Rwanda, Colombia, Costa Rica, Madagascar, Guatemala, Indonesia, and India. Participants are directly involved in the development of their country’s ecosystem accounts. Speakers in the ongoing five-day event include professors and researchers from the Australian National University, University of Wageningen, and the Australian Bureau of Statistics, among others.

Paje: 'Treevolution' a big step towards restoring Mindanao forests

Environment Secretary Ramon J.P. Paje has lauded the record-breaking “TreeVolution: Greening MindaNow” as a big step forward in restoring Mindanao’s rapidly dwindling forest cover and fighting climate change.

“More than setting the now-confirmed world record, we will always consider TreeVolution as a big step taken by Mindanao residents themselves in re-greening their landscape to help mitigate climate change and protect themselves against its adverse impacts,” the environment chief said.

Records tally-keeper Guinness World Records has recently confirmed Mindanao, through the TreeVolution – a massive tree-planting activity held in various locations in the region in September last year – as the new title holder for the most number of trees planted within an hour.

Paje congratulated the DENR’s partner organizers, the Mindanao Development Authority (MinDA) led by its chairman Lualhati Antonino , the Department of Agriculture, the Department of the Interior and Local Government, and those who actively participated for the success of the activity.

“We are hoping that this move will inspire others, as collaboration and unity among stakeholders is the key to address the adverse impacts of climate change,” he said.

He noted how in recent years Mindanao had been battered by strong typhoons and huge floods in what could only be attributed to climate change impacts, and said that the sheer number of trees planted under the TreeVolution program, if properly cared for to maturity, would benefit the people of Mindanao and the environment.

Paje cited the sequestration of carbon, which greatly contributes to global warming and climate change; recharging of aquifers; stabilization of the soil; food security; and livelihood creation as only some of the benefits that the project would bring to surrounding communities and the environment.

During the TreeVolution, more than 122,000 participants simultaneously planted 2.29 million seedlings, across 29 locations in Mindanao on September 26 last year, surpassing the previous record of 1.9 million trees planted by India in 2011.

Paje lauded the commitment of Mindanao’s local government units who contributed five hectares each for the planting sites, through a resolution passed by the Confederation of Provincial Governors, City Mayors and Municipal League Presidents of Mindanao or Confed-Mindanao.

He reiterated that the TreeVolution was in support of the government’s National Greening Program, which aims to cover 1.5 million hectares with trees by 2016.

DA water pump and engine intervention helps BUTACFA veggie farmers

Members of the Bucao-Tarog Cluster Farmers Association (BUTACFA) in barangay Alaguisoc, Jordan, Guimaras now have time to grow other crops other than rice.

“The provision and release of a water pump unit with engine is very timely for us to water our vegetable gardens this dry season,” according to BUTACFA president Monaliza Galon.

Galon narrated that majority of the members of BUTACFA used to plant rice only during rainy season. Thanks to the intervention provided by the Department of Agriculture in Region VI, farmers can now grow PAKBET veggies including string beans, orka, ampalaya, squash, eggplant, alogbati, saluyot, patola and bell pepper.

Rodolfo Salcedo, who used to manually water his 1,500 square-meter vegetable orchard, now has time to do other activities such as concocting fermented solutions for his organically grown vegetables.

“All because, I spend less time now watering my plants,” he said.

Salcedo produces ampalaya, alugbati, tomatoes and patola.

Aside from the water pump and engine, the association also acquired one unit hand tractor with trailer and one unit seed cleaner from DA under an 85:15 scheme.

“BUTACFA only paid 15% counterpart of the total cost of all the farm equipment,” Galon said.

The association has been in existence for almost a decade now and is strongly gaining its momentum in providing valuable services to its members. They crafted policies in the utilization of these farm interventions by both members and non-members.

Galon further explained that because of these policies “all members of the association were able to utilize the machineries from the DA and we gain additional income.”

Meanwhile, Lorna Morante, the provincial high value crops coordinator challenged the BUTACFA members to strive to become an outstanding farmer organization not only in the province but on a national level.

She said that the provincial government is ready to support any association who have good track records, innovative in adopting new technologies and open to receive responsibility in the interventions given to them.

Morante is optimistic that BUTACFA vegetable farmers will adopt organic vegetable production technology because of the bountiful harvest of PAKBET vegetables planted in the techno-demo farm of Mr. Salcedo.

Produce from the techno-demo farm were sold in the nearby San Miguel public market every Sunday and are sought after by middlemen during weekdays.

The DA has allocated the province of Guimaras a total of ten water pump and engine sets, 30 units of small farm reservoir (SFR) last 2014.

PRC reschedules exam for Social Workers and Nutritionist-Dietitians

Manila, February 25, 2014 --- The Professional Regulation Commission (PRC) announces the rescheduling of the Board Licensure Examination for SOCIAL WORKERS (BLESW) from June 28 and 29, 2015 to JULY 29 and 30, 2015 and the Board Licensure Examination for NUTRITIONIST DIETITIANS (BLEND) from July 29 and 30, 2015 to AUGUST 20 and 21, 2015 responding to appeals from the academe to accommodate universities/colleges who have shifted to the new academic calendar and whose students will graduate in the month of June this year.

The Professional Regulatory Boards for Social Workers and Nutritionist Dietitians recommended the rescheduling of the licensure examinations after consultations with the academe and the other stakeholders.

The PRC, in its issuance of Commission Resolution No.883 series of 2015 mentioned that, “there is a need to reschedule the BLESW and the BLEND to allow students whose graduation will fall on June 2015 and to facilitate the issuance of their Transcript of Records (TOR)”.

PRC reinforces legal requirement on the Mandatory Registration of Detailmen, Medical Representatives, Professional Sales Representatives

Manila, February 23, 2015 --- The Professional Regulation Commission (PRC) and the Professional Regulatory Board of Pharmacy reinforced the legal requirement of Republic Act No. 5921 (Section 12), through the issuance of Memorandum Circular No. 2015-01 and Board Resolution No. 2015-03, requiring all persons who are employed as detailmen, also known as medical representatives or professional sales representatives by any pharmaceutical or drug laboratory or other manufacturers of medical, dental, pharmaceutical, biological and veterinary products and by distributors, dealers, wholesalers doing business directly or indirectly in the Philippines, at the beginning of each year, to register with the PRC and the Board of Pharmacy.

The issuance mandates all pharmaceutical, drug and similar establishments to require their medical representatives or professional sales representatives who have not undergone the training programs prescribed in the revised guidelines to register with the Commission and the Board of Pharmacy until June 30, 2015. After this period, all medical representatives and professional sales representatives employed by the establishments are strictly directed to comply with the requirements set forth in the revised guidelines in order to be allowed registration by the PRC and the Board (of Pharmacy).

Qualified detailmen should preferably be pharmacy graduates of any school, college or university duly recognized and/or accredited by the Commission on Higher Education (CHED); bonafide employees of the legitimate pharmaceutical firms represented; and have undergone a comprehensive training program for medical representatives or professional sales representatives by a training provider duly accredited by the Board.

Applicants may submit their documentary requirements (filled-up application form, original/photocopy of NSO birth certificate, marriage certificate for married female, certificate of employment, certificate of training, and PRC-obtained Permanent Examination and Registration Record Card) at the Office of the Secretary to the Professional Regulatory Boards, 3/F PRC Main Building in Manila.

All medical representatives or professional sales representatives registered with the PRC and the Board of Pharmacy shall be issued an Accreditation Card (AC) valid for one (1) year from the date of its issuance or renewal.

50,000 plus runners join PhilHealth’s 2nd simultaneous nationwide run

More than 50,000 runners participated in the 2nd simultaneous run organized by the Philippine Health Insurance Corporation on February 15, 2015 all over the country.

Dubbed "PhilHealth: Ready, TSeKaP, Go," the event endeavors to drum beat PhilHealth’s contribution to the Kalusugan Pangkalahatan agenda of the Aquino administration, and increase public awareness on the health care benefits and services that it provides to its members.

The run-for-a-cause event is one of the highlights of PhilHealth’s 20th anniversary celebration with the theme “Ensuring Universal Coverage for all Filipinos.” This took place simultaneously in 13 sites in the country that include Quezon City, Baguio, Dagupan, Tuguegarao, Olongapo, Lucena, Lipa, Naga, Iloilo, Cebu, Tacloban, Davao and Koronadal.

The drizzle that suddenly poured on Sunday, February 15, 2015 may have prevented Criselyn Pareñas Jaro from improving her time, but it did not stop her from winning the 20K female category of the 2nd PhilHealth simultaneous run that started and ended at Quezon City Memorial Circle in Quezon City.

“Medyo basa ang aming tinatakbuhan dahil sa biglang pagbuhos ng ulan, pero hindi naman po ako nahirapan dahil determinado po ako noong time na yun kasi hinahabol ko yung Kenyan,” said Jaro. Malayo po agwat namin simula nung start pa, mga 200m po! Then I was determined to win because of my coach,” she added.

Jaro finished with a time of 1 hour, 22 minutes and 30 seconds to bag the P15,000 top prize. Runner-up Susan Jemutai, a Kenyan national was a close second at 1:122:31 to earn P 10,000.00. Behind Jemutai was Janette Lumida who finished at 1:26:48.

The 22-year-old lass from Davao and the fourth of eight children of the Jaro couple is indeed determined to win the race for the sake of her family. “Butcher po papa ko. Then si mama wala pong trabaho. Walo po kaming magkakapatid, kaya nga po kami, sampu ng aking dalawang kapatid ay nagsusumikap at nakipagsapalaran dito sa Manila para po matulungan namin sina mama at mga kapatid ko doon sa Davao.”

Fortunately, Cellie Rose Jaro, Criselyn’s sister, won the 1st prize in the 10K female category.

Banks to comply with computerized deposit record-keeping rules

The Rules and Regulations Governing Computerized Records of Bank Deposits (Regulatory Issuance 2015-01) issued by the Philippine Deposit Insurance Corporation (PDIC) is effective starting on February 27, 2015.

Under the new regulation, member-banks are required to have (i) a computerized database system where updated and accurate depositor/ deposit information and deposit transactions for each and every deposit account are maintained and safely stored for five (5) years from the date of transaction, (ii) a facility that can readily generate the Deposit Account View (DAV), a report that provides consolidated depositor/deposit information for every deposit account in a form specified by PDIC, and (iii) a backup and recovery arrangement for the depositor/deposit information and deposit transactions in line with the disaster recovery and business continuity plan guidelines and requirements of the Bangko Sentral ng Pilipinas (BSP).

Under the regulation, member-banks are required to submit a plan of implementation for the aforestated PDIC requirements and a report on the features of systems used for computerized database on or before March 30, 2015. Member-banks and/or any of its responsible employees or agents who do not comply with the Regulatory Issuance will be liable to administrative fines and other sanctions in accordance with Section 21 (g) of the PDIC Charter.
