Tail-end of a cold front affecting eastern section of  Luzon.

The regions of Cagayan Valley, Cordillera, Bicol region and the province of Aurora and Quezon will experience cloudy skies with light to moderate rains and isolated thunderstorms. -Isang LPA ang mino-monitor ngayon ng PAGASA sa labas ng PAR.
-Malayo pa ang LPA mula sa silangan ng Mindanao. May tsansa pong pumasok ito (ng PAR) by Sunday.
-Sa ngayon, dahil malayo pa ang lokasyon, hindi inaalis ang tsansang maging bagyo ito lalo't magiging mahaba ang buwelo nito.
-Samantala, dahil naman sa tail-end ng cold front, makakaasa ng pag-ulan sa silangang bahagi ng Luzon na tumatagos sa Metro Manila.
-Partikular na makakaasa ngayong Biyernes ng mahina hanggang katamtamang pag-ulan at pulo-pulong pagkidlat-pagkulog ang Cagayan Valley, Cordillera, Bicol at sa lalawigan ng Aurora at Quezon.
-Humina naman ang Amihan o northeast monsoon dahil sa pag-iral ng easterlies, na nagdala naman ng maalinsangang panahon.

-May tail-end of a cold front na nakakaapekto sa Northern at Central Luzon.

LUNGSOD NG BATANGAS, Pebrero 12 (PIA) --Inaprubahan ng Sangguniang Panglungsod ng Batangas ang “Batangas City Zoning Ordinance” noong ika-9 ng Pebrero sa lingguhang sesyon nito kasabay ng apat na nakahaing ordinansa para sa unang buwan sa taong 2015.

Ang naturang ordinansa ay iniakda ni Konsehal Gerry Delaroca, chairman ng Committee on Ways and Means ng sangguniang panglungsod.

Sinabi ni Dela Roca, na naging masusi at matagal ang deliberasyon sa ordinansa sapagkat naging maingat siya sa pag-aaral ng mga suhestyon, mungkahi at pagbabago galing sa kaniyang mga kasamahan sa sanggunian.

Nararapat lamang aniya ito sapagkat ang Batangas City Zoning Ordinance ang magiging basehan sa pagsusulong ng Comprehensive Land Use Plan ng lungsod.                                                                 

Ayon pa kay Dela Roca, ang Comprehensive Land Use Plan ay gagamitin upang madetermina ang klasipikasyon ng isang lugar kung ito ay residential, agricultural o industrial zone. Malaki aniya ang maiaambag nito para sa tamang pagbubuwis sa lungsod.

Samantala, apat na ordinansa ang kasalukuyang pinag-aaralan sa konseho. Ang “Ordinance Creating the Batangas City Epidemiological Surveillance Unit Under the Batangas City Health Office and Directing All Stakeholders to Report All Notifiable Diseases and Other Important Health data Necessary in the Prioritization and Implementation of Health Program and Projects in the City of Batangas” na akda ni Konsehal Glenn Aldover na pumasa sa 2nd reading.

Tatlong ordinansa naman ang iniakda ni Councilor Aileen Montalbo. Ang isa ay tungkol sa regulasyon ng operasyon ng tiangge at baratilyo sa lungsod. Dalawa naman sa ordinansang iniakda ni Montalbo ay may kinalaman sa pagbebenta ng karne sa lungsod at ang pagkatay ng mga livestock sa Batangas City Slaughterhouse.

LUNGSOD NG BATANGAS, Pebrero 12 (PIA) --Bilang tugon sa sunod-sunod na ulat sa nangyari umanong bullying at extortion sa labas ng ilang paaralan sa lungsod ng Batangas, isang pagpupulong ang isinagawa ng City Peace and Order Council noong ika-10 ng Pebrero sa Gusali ng Kalikasan at Kapayapaan na dinaluhan ng mga konsernadong ahensiya ng pamahalaan at ilang pribadong sektor.

Ang naturang pagpupulong ay mula sa inisyatibo ni Council Chairman Mayor Eduardo B. Dimacuha upang pangalagaan ang kapakanan ng mga estudyante sa lungsod.

Sinabi ni Atty. Victor Reginald Dimacuha, lubhang nakakaalarma ang mga nangyayaring ito sa mga paaralan lalo pa at nakatakdang magbukas ang sangay ng Philippine Science Highschool sa buwan ng Hunyo.

Subalit aniya, naniniwala siya na sa pagtutulungan ng mga nasa Peace and Order Council ay magkakaroon ng agarang solusyon ang mga ito.

Ilan sa mga napag-usapan bukod sa bullying at extortion sa mga paaralan ay ang pagpapalakas ng police visibility sa bawat paaralan at establisimiento.

Tiniyak ni Batangas City PNP Chief Manuel Castillo na magdaragdag siya ng mga tauhan upang higit na masubaybayan ang mga nasabing mga lugar.

Nakiusap din siya sa mga pamunuan ng eskwelahan na magkaroon ng close coordination sa kaniyang tanggapan upang agad silang makaaksyon kung mayroong problema sa kanilang paaralan.

Napagkasunduan din na magkakaroon ng hiwalay na na pagpupulong ang PNP, Fiscal’s Office, Defense and Security Services (DSS), Traffic Development and Regulatory Office (TDRO) at mga Barangay officials upang talakayin ng mas malalim ang bullying at makagawa ng plano upang matigil ito.

Ilan sa mga kinatawan ng paaralan na lumahok sa meeting ay mula sa Saint Bridget Colleges, University of Batangas, Batangas National High School, Batangas State University at kinatawan mula sa Department of Education.

Bukod sa mga school officials, dumalo rin sa pagpupulong ang Department of Interior and Local Government (DILG), PNP, TDRO, DSS, Prosecutor’s Office, Armed Forces of the Philippines, Sangguniang Panglungsod, mga myembro ng media at ilang estudyante sa lungsod. 3.  2,309 Batanguenos benefit from free medical and dental services

BATANGAS CITY, Feb. 12 (PIA) --A total of 2,309 residents benefited from the two separate medical and dental missions organized by SM Foundation dubbed "Gamot para sa Kapwa" last January 30 at Barangay Nangkaan in Mataas na Kahoy, and on February 15 at SM Batangas.

In Barangay Nangkaan in the town of Mataas na Kahoy, about 799 residents availed of the free medical services that was fully supported by project partners like the Philippine Air Force, Mataas na Kahoy Municipal Health Office, Rotary Club of Mataas na Kahoy, Lipa Medical Society, Philippine Association of Family Physicians-Batangas Chapter and the Lipa Dental Society. 

Meanwhile a total of 1,510 persons from the different parts of the city benefited from the free medical service held at the Events Center of SM Batangas last February 15. The free medical and dental mission include free medical check-up, X-rays, dental services, ECG, urinalisys, and medicines.

The activity was made possible in coordination with the Batangas Medical Society, Provincial Health Office, Batangas City Health Office, Philippine Red Cross-Batangas Chapter, DOH-RIV Office and Batangas City Social Welfare and Development Office.

STO.TOMAS, Batangas, Pebrero 10 (PIA) --Upang mapalakas ang kampanya kontra rabies, nagsagawa kamakailan ng rabies orientation seminar ang pamahalaang lokal sa bayang ito sa Sto. Tomas North Central School sa pangunguna ng provincial health office (PHO) rabies coordinator.

Dinayo ng PHO sa pangunguna nina Daisy Dalisay at Jocelyn Capuno ang bayan ng Sto. Tomas upang magbigay ng impormasyon tungkol sa rabies virus na nakukuha mula sa kagat ng aso, pusa at unggoy na sinuportahan ng Office of the Mayor sa pamamagitan ni Dr. Pedrito Mayuga ng Municipal Health Office at Municipal Agriculturist Ofelia Malabanan.

Maluwag na tinanggap ng punung-guro ng paaralan na si Principal Glenda Mendoza ang mga magulang at opisyal ng pamahalaan na dumalo.

Nagpalabas ng audio visual presentation ang mga taga Provincial Health Office tungkol sa mga sintomas ng rabies sa tao. Ipinakita ang mga aktuwal na video ng mga namatay na pasyente sa San Lazaro Hospital maging ang malaking pagbabago sa pag-uugali ng mga nakagat ng mga hayop na may rabies.

Base sa estadistika ng Provincial Health Office nangunguna ang Laguna sa bilang ng mga kaso ng mga nakagat ng aso. Pumapangalawa naman ang Cavite at pangatlo ang Batangas. Sa bayan ng Sto. Tomas, malaki naman ang porsyento ng mga tinuturukang aso.

Hinikayat ni Daisy Dalisay ng PHO ang mga magulang na buksan ang komunikasyon sa mga anak upang sa gayon ay malayang makapagsabi ang mga ito kung sakaling makagat ng aso. Ito ang pangunahing sanhi ng kapabayaan ng mga magulang na huli nang naisusumbong sa kanila ang kagat ng aso. Dahil dito huli na kadalasan at hindi naaagapan ang mga ganitong pangyayari.

STO.TOMAS, BATANGAS, Pebrero 10 (PIA) --Nagkaloob ng limang unit ng Honda wave motorcycle ang Honda Philippines Inc. sa pamahalaang bayan ng Sto. Tomas noong Pebrero 9, 2015.

Ang tatlo sa mga motorsiklo ay ipagkakaloob sa PNP habang dalawa naman sa mga ito ay ibibigay sa Traffic Management Section. Ang proyektong ito ay inisyatibo ng Office of the Mayor sa pangunguna ni Hon Edna P. Sanchez bunga ng mga pakikipagpulong kasama ang Honda Phils. Inc.

Sa pananalita ni Mayor Sanchez ipinahayag niya ang kanyang pasasalamat sa Honda. Malaking tulong ang mga motorsiklo na dagdag sa kapabilidad ng pulis at traffic enforcers na ipatupad ang mga batas sa bayan. Mula sa panig ng PNP at Traffic Management Section, kanilang siniguro na iingatan ang mga kagamitang ito ng pamahalaan.

STO.TOMAS, Batangas, Pebrero 10 (PIA) --"Iwasan ang sakit na kanser," ang mensahe ng Cancer Awareness Seminar na idinaos ng pamahalaang bayan sa pakikipagtulungan ng Andres Soriano Foundation, Inc at University of the Philippines-Philippine General Hospital na ginanap kamakailan sa San Pedro National High School sa bayang ito.

Nagbigay ng mga pananalita sina Dr. Jorge Ignacio ng UP-PGH Cancer Institute, Dr. Doris Velasco isang Laryngeal Oncologist at Dr. Florentino Afable ng St. Frances Cabrini Medical Center.

Ayon sa mga doktor na nagsalita sa seminar, marapat na iwasan na ang mga bagay na garantisadong nagiging sanhi ng sakit na kanser gaya ng paninigarilyo at labis na pagkain ng mga inihaw. Dapat na rin gawin ang mga bagay na makaiiwas sa kanser gaya ng paglalagay ng sunblock at sunscreen.

Malaking bagay ang isinagawang seminar upang maikintal sa isip ng mga kabataang Tomasino ang kahalagahan ng pag-iwas sa sakit na ito. Ang kanser ay isa sa mga pangunahing dahilan ng pagkamatay hindi lamang sa Pilipinas kung hindi maging sa ibang panig ng mundo.

LUNGSOD NG ANTIPOLO, Rizal, Pebrero 13 (PIA) --Ibubukas na sa publiko ang pinaganda at inayos na Hinulugang Taktak National Park sa Antipolo City sa Biyernes, ika-13 ng Pebrero, kung saan ay magkakaroon ng programa at kasiyahan na inaasahang dadaluhan mismo ni Antipolo City Mayor Jun Ynares, Rizal provincial Governor Rebecca A. Ynares , at iba pang mga opisyales mula sa Department of Environmental and Natural Resources (DENR) iba pang mga ahensya ng gobyerno.

Isa sa mga pangunahing adhikain ni ng lokal na pamahalaan na pinamumunuan ni Mayor Jun Ynares ay maibalik sa orihinal na ganda ang Hinulugang Taktak na ipinagmamalaking hiyas ng lungsod. Ang talon na ito ay tinaguriang natural at cultural heritage ng lungsod.

“Maipagmamalaki nating mga Antipolenyo na maibalik sa dating ganda ang tinaguriang pinaka-popular na tourist spots sa lungsod at inaasahan natin ang pagdagsa ng mga turista para makita ang Hinulugang Taktak”, ani pa ni Mayor Ynares.
Magkakaroon ng pre-valentine concert na pinamagatang “I love Hinulugang Taktak” na magsisimula ng alas 3 ng hapon sa Hinulugang Taktak Park na nasa Taktak Road, Barangay de la Paz.

2. 102 Tanayan couples to be united through PAG-IBIG & LGU mass wedding

ANTIPOLO CITY, Rizal, February 10 (PIA)— Around 102 Couples of Tanay, Rizal who have yet to be united in matrimony are in line to benefit from the Home Development Mutual Fund (PAG-IBIG) Tanay Municipal Government’s upcoming “I Do, I Do” Mass Wedding at the Tanay Gymnasium on February 12.

The activity is a yearly initiative of the PAG-IBIG Fund held in collaboration with local governments to wed couples who have been living together and those who have no means to spend for weddings of their own but have the desire to get married.

According to Tanay Municipal Information Officer Jules Gapido, the Local Government will cover expenses for the CENOMAR application fee, wedding cake and some raffle prizes while PAG-IBIG will shoulder the wedding rings, tokens, food and flowers as well as a house and lot as a raffle prize.

Gapido added that the oldest couple who have enlisted for the event are an 88 year-old man and a 71 year-old woman.

ANTIPOLO CITY, Rizal, February 10 (PIA) --Brigadier General Romeo G. Gan has assumed position as the 36th Commander of the Philippine Army 2nd Infantry Division replacing Major General Rodelio V. Santos last February 3 at Camp General Mateo Capinpin, Tanay, Rizal.

PA Commanding General Lt. Gen. Hernando Iriberri served as the presiding officer of the ceremony attended by Rizal Governor Rebecca “Nini” Ynares, Philippine National Police Rizal Provincial Director PSupt. Bernabe Balba, Tanay Mayor Rafael Tanjuatco, Baras Mayor KC Robles, Pililia Mayor Leandro Masikip Sr., Jalajala Mayor Narciso Villaran, Teresa Mayor Raul Palino, Taytay Mayor Janet De Leon-Mercado, Cardona Mayor Bernardo P. San Juan, Morong Mayor Armando San Juan, local government representatives from Antipolo City and the Municipalities of Binangonan, San Mateo, Rodriguez and Cainta, and representatives from the AFP and other line government agencies.

Incoming Commanding Officer BGen Gan was the Commander of the AFP Civil Relations Service prior to his assignment to lead the 2nd ID. BGen Gan also happens to be batchmates or “mistah” with both Lt. Gen Iriberri and MGen Santos.

Outgoing Commanding Officer MGen. Santos also received the award of the Distinguished Service Star and Command Plaque for taking command of the country’s primary infantry unit specializing in jungle warfare from November 25, 2013 until February 3, 2015, his 56th birthday and mandatory retirement age. Military always ready to address any destabilization plot, says Palace
The Palace said the Armed Forces of the Philippines is ready to quell any destabilization or coup plot amid reports that there are groups planning to destabilize the government.

Senator Miriam Defensor Santiago said on Thursday that she had received information about an ongoing coup plot against the Aquino administration.

She said the alleged coup attempt is backed by a high-profile businessman.

Communication Secretary Herminio Coloma, Jr., during the daily press briefing on Thursday, said they have not received any information on the coup plot.

He however noted that the AFP is ready to fend off any coup attempt.

Palace hopes emergency power to deal with possible power shortage still on track
The Palace remains hopeful that the emergency power it has requested from Congress to deal with a possible energy crisis during the summer months is still on track, an official has said.

Communications Secretary Herminio Coloma, Jr. said during a press briefing in Malacañang on Thursday that Senator Sergio Osmeña III has filed a counterpart measure to the House of Representatives resolution pertaining to the passing of the emergency power.

“Ang huli nating nabalitaan hinggil diyan ay nag-file na ang komite ni Senator Osmeña ng kanilang counterpart measure na itatapat doon sa House resolution,” Coloma said.

According to reports, Senator Osmeña and Senate President Franklin Drilon have introduced a joint resolution that seeks the implementation of the Interruptible Load Program in Luzon.

The House resolution authorizes the President to generate additional energy through the Interruptible Load Program, the fast-tracking of committed projects, and plants for interconnection and rehabilitation.

Asked if the Palace thinks that the emergency power still has a chance to be approved, Coloma said, “Hinihintay pa rin natin ito.”

He said there is still time, considering that the summer season has yet to start.

“Ang alam natin ang summer season sa ating bansa ay March, April, hanggang May pa nga. Ang regular na kapanahunan sa ating bansa, nag-uumpisa lang naman ang tag-ulan pagkatapos na ng Mayo,” he added.

Power consumption is at its peak during the summer months.

Coloma assured the public that the Department of Energy is working to avert the power shortage.

“Habang hinihintay ang pagkilos ng lehislatura ay ginawa ng ating Department of Energy ang kanilang bahagi sa pakikipag-ugnayan sa pribadong sektor; inihanda ang kanilang partisipasyon sa Interruptible Load Program. Tinututukan din ang status ng mga power plant para maging alerto tayo sa mga possible shutdowns at supply deficiency para matugunan agad ito,” he noted.

Palace asks for public vigilance after report of country’s first MERS-CoV infection
Malacañang has urged the public to remain vigilant and follow the health advisories of the Department of Health (DOH) on the Middle East Respiratory Syndrome Coronavirus (MERS-CoV) after a Filipina nurse from Saudi Arabia tested positive for the disease.

In a statement issued on Thursday, Communications Secretary Herminio Coloma, Jr. said 10 individuals have been admitted to the Research Institute for Tropical Medicine (RITM), six of whom had contact with the nurse during her confinement at a private hospital.

"The laboratory results of the 10 individuals are expected to be released by 10 p.m. today," he said.

Coloma said that according to the DOH, the nurse afflicted with the MERS-CoV remains in stable condition and doctors at the RITM are continuously monitoring her condition.

The government is intensifying its efforts to prevent the spread of MERS-CoV, he said, adding that 63 of the 224 passengers of Saudi Airlines Flight SV860, which carried the MERS-CoV patient, have been contacted by the DOH.

"Contact tracing is still ongoing to locate the remaining passengers," he said. PND (as)

President Aquino signs into law bill raising ceiling on tax exemptions on bonuses
President Benigno S. Aquino III has signed into law the bill raising the ceiling on tax exemptions on bonuses, a Palace official announced on Thursday.

"According to the Office of the Executive Secretary, the President has signed into law the bill raising the ceiling on tax exemptions on bonuses to P82,000. The signed law will be transmitted to Congress shortly," Communications Secretary Herminio Coloma, Jr. said.

The new law increases the tax exemption cap from P30,000 to P82,000. This covers all bonuses, including the 13th-month pay and Christmas bonus. PND (ag)

The Office of the Ombudsman found probable cause to charge former Provincial Board Member Musimar Alih of the province of Sulu with Failure to Render Accounts under Article 217 of the Revised Penal Code.

The Resolution narrates that Alih was granted cash advance amounting to P100,000.00 representing his share in the Development Fund for projects of the local government for the period July 2007 to March 2008. Despite the lapse of the two-month reglementary period within which to liquidate, Alih submitted the liquidation documents only one year after or on March 10, 2009.

The charge for Malversation was dismissed due to insufficiency of evidence.

Civil society organizations (CSOs) can now implement government programs, provided they are qualified under newly released guidelines.

Given the important role of CSOs in national development, the Department of Social Welfare and Development (DSWD), Department of Budget and Management (DBM), and Commission on Audit (COA) issued Joint Resolution 2014-001.

This resolution was based on Section 66 of the 2014 General Appropriations Act (GAA) and Section 68 of the 2015 GAA, which direct the DSWD, DBM, and COA, in consultation with other concerned agencies, to jointly issue guidelines for the accreditation of CSOs to be recipients, beneficiaries, or implementing entities of government or public funds.

A CSO, as defined in the resolution, is “a domestic non-stock, non-profit corporation, organization or association, labor organization, workers’ association, or cooperative, expressing the interests and values of their members or others, based on socio-economic, ethical, cultural and scientific considerations, duly registered with the Securities and Exchange Commission (SEC) or Cooperative Development Authority (CDA), as the case may be.”

The resolution enumerated the principles, criteria, and application for accreditation of CSOs; coverage and validity; and reporting mechanism.

According to DSWD Secretary Corazon Juliano-Soliman, DSWD shall only accredit legitimate CSOs, that is, those that are reputable, qualified, and capable to implement programs or projects using government funds.

“The government recognizes that CSOs, which work closely with communities, have a better knowledge of the local situation and are often in a better position to implement projects. They also play a critical role in preparing the communities not only to receive government funds, but eventually manage and implement government projects by themselves,” Sec. Soliman said.

To be accredited, a CSO must meet the following criteria:
1) must have operated for at least three years
2) no derogatory record with any government agencies
3) must not be in default or delay in liquidating any funds received from any GAs, and
4) must not be related within the fourth civil degree of affinity to any DSWD official involved in the processing of its application or any official of the funding government agency.

The accreditation of CSOs shall be valid only for a period of one year from the date of issuance, unless revoked sooner.

Sec. Soliman clarified that the guidelines cover only the accreditation of CSOs. The selection of CSOs by GAs, the actual transfer of funds from GAs to CSOs, or the liquidation or audit of transferred funds shall be the subject of separate guidelines to be issued by COA.

“With the help of the CSOs, we in government are able to reach and engage more people, and to connect to communities and involve them in national development plans. The CSOs, government, and citizens are all agents of change. By working together, we can reap positive results,” Sec. Soliman stated.

The new guidelines shall take effect 15 days after publication in a newspaper of general circulation.

DTI backs PHL fashion retail brands’ entry in ASEAN market

In keeping with this year’s full integration of the ASEAN Economic Community (AEC), the Department of Trade and Industry (DTI), through its commercial offices abroad, has been supporting Philippine companies such as fashion retail brands to get a foothold of the ASEAN and Asian market.

“We intend to assist local companies with established brands, expand in the international market by partnering with foreign companies particularly in ASEAN countries, and promote the Philippines as a reliable and competitive source of global fashion retail brands,” DTI-Industry Promotion Group (IPG) Undersecretary Ponciano C. Manalo Jr. said.

Manalo added that the DTI provides support through business counselling, business matching, and brand promotion by making strategic alliances.

In a recent report from DTI’s commercial office in Jakarta, a high-end Philippine children’s retail brand with more than 30 years of manufacturing and styling experience, Periwinkle, made its entry into the Indonesian retail market by opening its first counter at the newly opened Central Department Store at the Grand Indonesia East Mall. This mall is one of the leading shopping destinations in Indonesia.

Soon after, Periwinkle will open another counter at British department store chain Debenhams at the Senayan City Mall.

Construction activities for the 880 lineal meters Senator Gil Puyat Avenue/Makati Avenue – Paseo de Roxas Vehicle Underpass Project is set to start this April.

Public Works and Highways (DPWH) Secretary Rogelio L. Singson said that civil works will immediately start after the completion of pre-construction activities by March.

“As early as now, I appeal for the understanding of the motorists and commuters on any inconvenience the project may cause as I have directed the contractor to maximize project time schedule. The Department is also coordinating with the MMDA and the Makati officials for the traffic management within the vicinity,” said Singson.

The project, approved by President Benigno Aquino III and NEDA Board, aims to address traffic congestion within Makati Central Business District and its surrounding areas.

Costing P1.27 Billion, the underpass with 22 months construction duration is expected to provide uninterrupted traffic flow along Sen. Gil Puyat Avenue passing through Makati Ave. and Paseo de Roxas Ave. by January 2017.

The project involves the construction of a four (4) – lane, (2-3.5 meters each direction) divided vehicle underpass along inner most lanes of Sen. Gil Puyat Avenue passing through Makati Avenue and Paseo de Roxas intersections including a covered tunnel portion of about 570 meters.

PHL Embassy in Dili promotes Filipino Culture through Film

12 February 2015 - The Philippine Embassy in Dili organized special invitational screenings of select Filipino films in Timor-Leste on January 29 and 31, and on February 01 at the auditorium of Fundação Oriente.

The screenings were part of the vigorous efforts of the Embassy to forge stronger cultural and people-to-people ties between the Philippines and Timor-Leste through the potent power of cinema.

For this cultural diplomacy initiative, the Embassy invited Timorese government officials, Timorese nationals who graduated from Philippine colleges and universities, as well as members of the Filipino community in Timor-Leste.

Viewers were treated to an array of finely crafted Filipino films which included Peque Gallaga and Lore Reyes’ ”Sonata”, Alvin Yapan’s “Ang Sayaw ng Dalawang Kaliwang Paa”, Jeffrey Jeturian’s “Ekstra”, and Jose Javier Reyes’ “Ano ang Kulay ng mga Nakalimutang Pangarap”.

Both Filipino and Timorese audience reacted positively to the movies presented, laughing at comedic moments, and shedding tears during the dramatic sequences. The Timorese viewers were particularly appreciative of the films and even commented that the Timorese and Filipino people share common values and aspirations. They also noted the remarkable cinematography and other technical details of Philippine cinema.

Such was the mass appeal of the movies that the Embassy had to schedule a special screening on February 08.

The screenings were made possible through the invaluable assistance of the Film Development Council of the Philippines (FDCP) which provided the copies of the movies after obtaining permission from the filmmakers. Created pursuant to Republic Act No. 9167, the FDCP is a “government-backed lead agency for film in the Philippines” with the mission of making “Philippine cinema the pre-eminent instrument for the enrichment of Filipino culture and the articulation of the Filipino identity.”

In her opening remarks during the first screening, Philippine Ambassador to Timor-Leste Maria Aileen H. Bugarin highlighted the immense support and assistance extended by the FDCP.

“I wish to convey my deep appreciation to FDCP, under the leadership of Chairman Briccio G. Santos and Executive Director Teodoro C. Granados, for supporting this cultural diplomacy initiative of the Embassy. We hope that the film would open doors of opportunities for the Timorese to better understand and appreciate Filipino culture and society, as well as feel the rhythm of the heartbeat of the Filipino soul. We also hope that the films will help the Filipino audience reignite their emotional bond with their motherland,” Ambassador Bugarín said.

The Department of Foreign Affairs, through its Cultural Diplomacy Unit, also provided logistical support for this cultural project of the Embassy.

12 February 2015 - In partnership with the United Nations (UN) WOMEN Country Office for Timor-Leste, the Embassy organized a gender and development (GAD) training for its officers and staff on February 06.

The objective of the training was to help build the capacity of Embassy personnel in carrying out their GAD mandate as outlined in Republic Act No. 9710 or the Magna Carta of Filipino Women. The prevailing GAD context, which includes legislation, institutions, and mechanisms of Timor-Leste, was also discussed during the training.

Two experts from UN WOMEN, namely, Gender Mainstreaming Specialist Camille Waters and Research Officer Lauren Gecuk served as resource persons.

The interactive training featured practical exercises that forced Embassy personnel to rethink their preconceived notions and beliefs on gender, gender equality and gender-based violence. Inputs were also given by the trainers to help the Embassy develop a referral system for Filipino female clients who are victims of gender-based violence.

Speaking on behalf of the Embassy, Chargé d’ Affaires Maurice A. Tiempo conveyed his appreciation to Ms. Waters and Ms. Gecuk for sharing their time and expertise. He also expressed his fervent wish that the training would pave the way for more collaborative undertakings between the Embassy and UN WOMEN.

The training is in line with the Embassy’s continuing efforts to build linkages and partnerships with other non-state actors, such as UN WOMEN, to enable it to effectively fulfill both its GAD and consular mandate.

DOST's starbooks boosts Las Pinas HS studes' science research

Students of University of Perpetual Help System Dalta (UPHSD) in Las Piñas City now have a modern, up-to-date, and comprehensive reference tool for their science and technology (S&T) projects and reports with the unveiling of the Department of Science and Technology’s (DOST) STARBOOKS unit last February 3, 2015 at the UPSHD high school library.

A flagship project of DOST’s Science and Technology Information Institute (STII), STARBOOKS stands for Science and Technology Academic and Research-Based Openly Operated Kiosk, a user-friendly digital library of science and technology (S&T) information which does not require Internet connection. It is the first science digital library in the Philippines.

STARBOOKS contains S&T information in various formats – text, video, and audio – from local and international sources.

Among its contents is Britannica Ultimate Encyclopaedia which features Encyclopaedia Britannica, Britannica World Atlas, Merriam-Webster Dictionary and Thesaurus, e-magazines, fiction and non-fiction books, and royalty-free photos, drawings, and videos.

Also available in STARBOOKS are videos on livelihood for individuals seeking business opportunities, journals, and investigatory materials.

“STARBOOKS is STII’s way of bringing (DOST-STII library’s) science collection closer to the students,” said STARBOOKS focal person Louise Ian de los Reyes of DOST-STII in her presentation during the launch.

The DOST-STII library collection has around 80,000 titles in print and non-print formats covering a vast range of S&T fields – from chemistry, physics, and math to computer science and information technology.

University Librarian Aniline A. Vidal decided to have STARBOOKS installed after seeing one such unit at a university in Davao. “I found it interesting. I told myself I will avail STARBOOKS to have additional resources for the students and the faculty. The more collection you have, the more it will cater to the needs of the students,” she said.

“It is also customizable,” de los Reyes added. This means that the contents of UPHSD’s own library may be digitized and added to the collection in their STARBOOKS unit.

STARBOOKS is also useful for scientists, technopreneurs, S&T professionals, and science buffs. Aside from academic institutions, also identified as STARBOOKS sites are government offices, NGOs, and LGUs. At present, STARBOOKS kiosks are already available in various sites across the country’s 17 regions.

SSS offers members option to sell shares for delinquent stock investment and privatization fund loans

The Social Security System (SSS) is calling on members with outstanding loans under the Stock Investment Loan Program (SILP) and the Privatization Fund Loan Program (PFLP) to avail themselves of the option to sell their shares of stocks under the two programs.

“Despite loan condonation programs that we have offered in the past, there are still quite a number of SSS members who have let their unpaid SILP and PFLP loans balloon into staggering amounts due to penalties and interest,” said SSS Senior Vice President and concurrent Officer-In-Charge for Lending and Asset Management May Catherine Ciriaco.

As of 31 December 2014, there are 3,037 delinquent SILP loan accounts, amounting to P304.44 million, inclusive of penalties and interest. There are also 5,755 delinquent PFLP loan accounts, totaling P304.19 million, with penalties and interest. The Social Security Commission in September 2014 approved the Option to Sell Shares of Stocks, as a way to lessen these delinquent accounts that total over P608.63 million.

In the late 1980s, SSS offered the SILP to give its members an opportunity to invest in the stock market. Similarly, it offered PFLP in 1994 to enable its members to participate in the initial public offering of Petron shares which at that time was owned entirely by the government. The PFLP was also open to SSS members who were interested in buying shares of stock of Meralco that it was disposing at that time.

Under the option to sell shares, the member-borrower will execute a Special Power of Attorney authorizing the SSS to sell his shares of stocks at the prevailing market price, based on the quotation of an accredited broker and subject to the usual broker’s commission, taxes and other fees. The net proceeds from the sale of the shares of stocks will then be applied to the member’s outstanding SILP or PFLP loan balance.

“Any excess amount after application to the outstanding SILP/PFLP loan balance will be applied to his delinquent salary or housing loan, if any,” Ciriaco explained. “If none, or if there is still excess amount, then this will be refunded to the member-borrower.”

However, if the net proceeds from the sale of the member-borrower’s shares of stock are not sufficient to cover the outstanding SILP or PFLP loan balance, then the member shall be required to pay the remaining amount either in cash, from a salary loan renewal, or from the final benefits (total disability, retirement, and death). However, the remaining balance will continue to be charged with interest and penalties until fully paid.

“While this is not the condonation program that members are waiting for, the Option to Sell program is the next best way for members to finally pay off their outstanding loans under the SILP and PFLP to ensure that they fully enjoy their SSS benefits without deductions,” Ciriaco said.

Speaking with emphasis, Usec Villanueva of the Finance, Planning, Management and Administration Office (FMAO), challenged both Regional and Provincial executives to "fill the unforgiving minute with sixty seconds of distance run," considering now that DAR is in its most important 500 days before June 2016.

DAR was named as among the national agencies with underutilized funds in CY-2014. However, Villanueva cited the disruptive rationalization program under Executive Order 366, the putative Administrative Order 34 creating the inter-agency committee to review the institutional arrangements for land management and rural development, other bureaucracy challenges and management dilemma among the various factors affecting the DAR's "poor" organizational absorptive capacity.

MANILA – Expressing the apprehensions of people from Mindanao that the passage of the Bangsamoro Basic Law will be delayed or scrapped off in the wake of the unfortunate incident in Mamasapano, Maguindanao House of Representatives' Deputy Speaker and Lanao del Sur second district Representative Pangalian Balindong asked top police and military officials if they support the passage of the BBL as a way forward in achieving peace. ‎

To this, both Philippine National Police officer-in-charge Deputy Director Leonardo Espina and Armed Forces of the Philippines (AFP) Chief of Staff General Gregorio Catapang responded "yes" and affirmed their support to the passage of the BBL during the HOR's first public hearing on the Mamasapano incident that claimed lives of policemen, armed rebels and civilians.

Balindong, a Muslim, appealed that the “peace process should continue so our (referring to the people of Mindanao) hearts may be at ease.”

He urged the conduct of an “uninterrupted review of the BBL” parallel to the Congressional probe on the Mamasapano incident.
For her part, Presidential Adviser on the Peace Process Teresita Quintos Deles said that the passage of the BBL is‎ really in the hands of Congress and expressed her respect to the power of the body to legislate a law that will address the aspirations of the Bangsamoro people.

The passage and ratification of the BBL shall establish a Bangsamoro government that will exercise genuine autonomy, and replace the Autonomous Region in Muslim Mindanao. The BBL is the enabling law of the Comprehensive Agreement on the Bangsamoro (CAB) signed by the Government of the Philippines (GPH) and the Moro Islamic Liebration Front (MILF) on March 27, 2014. The CAB also provides a normalization process that includes decommissioning of the MILF weapons and forces, simultaneous to the establishment of the Bangsamoro.

Earlier, Espina emphasized in a very emotional manner that, "we (the PNP) are for peace, we are first and foremost your peacemakers. Whatever it takes to attain the peace, let us do it po‎." ‎

Implication of non-passage of BBL

In response to a question from Caloocan City second district Rep. Edgar Erice on what will be the effect on the ground if the BBL will not be passed into law, Catapang pointed out the security repercussions.

According to the AFP chief, government forces and MILF had a zero skirimish record for three years since 2012 until this year when the tragic incident in Mamasapano happened due to the ceasefire accord.

However, Catapang noted that in the past, encounters between the government and MILF forces from 2001 to 2012 resulted to: 491 deaths among AFP and PNP; 841 deaths among civilians; and 1,267 deaths among MILF members. The record for the wounded were 1,089 among AFP and PNP; 1,673 for civilians; 237 for the MILF.

Catapang expressed “Pahihintulutan po ba natin na mangyari at maulit ito kung hindi natin itutuloy ang national endeavour na magkaroon ng kapayapaan? (Do we allow this to happen again if we do not continue the national endeavour of achieving peace?)”‎

Deles on her part said, “Your honor we already know what the situation is when there is no ceasefire. I thank Gen. Catapang for already having stated that. I think your honor it also has some implications on what we tell our people about our capacity to be able to make peace. What it tells our people about our capacity to fulfill a constitutional mandate on autonomy.”

She cited the wisdom of the framers of the 1987 Philippine Constitution. Fourteen surviving members of 1986 Constitutional Commission signed last February 9 a statement supporting the creation of the Bangsamoro, as consistent with the constitutional mandate to create an autonomous region in the south. More than 400 seaweed growers, from the towns of Sibunag, Nueva Valencia, San Lorenzo and Jordan, in Guimaras will directly benefit from a production and marketing project to be undertaken under the Philippine Rural Development Project of the Department of Agriculture.

The P18.5-million initiative dubbed as the Guimaras Seaweed Production and Marketing Project, aims to improve the quality of life of 1,259 fisherfolks from the island province.

The PRDP-assistance, according to May Ann Grajo, I-REAP component head of PRDP-RPCO-VI will come in production, postharvest and marketing packages, with World Bank shouldering the bulk of the cost.

With WB providing P8,886,232.80, in funds the national government and the provincial government of Guimaras will each shell out P2,962,077.60, while a proponent equity amounting to P3,702,597.00 will come from the Sabang Seaweed Growers Association (SSGA), the project’s lead proponent.

Grajo added that the project will generate additional employment for the women and out of school youth and ensure sustainability of volume and quality of production.

Guimaras is the second seaweed producer of Western Visayas next to Antique and has many potential areas for expansion considering that it is situated between the islands of Panay and Negros.

“This will definitely boost the local industry especially because seaweeds is easy to culture, has a big market potential and the SSGA has shown active participation,” said Ronnie Morante, Provincial Agriculturist of Guimaras.

Morante added that members of SSGA have undergone training and capability-building on management, marketing and production technology, stressing that each one was required to develop a 1,000sq.m. production area.

The involvement of the Bureau of Fisheries and Aquatic Resources (BFAR) was also encouraged in order to access new variety of planting materials that is resistant of pest and diseases, can adapt to the shallow method of propagation and environment.

The proponent group was challenged to increase the number of fish stocks by 10% after six years based on their 16-hectare marked production area.

PRDP is a six-year rural development project that aims to increase incomes of rural farmers while improving the country’s economy through agri-based initiatives. It is implemented by the DA, with funding from the World Bank, National Government, and LGUs

That’s why government programs that strengthen peace-building, reconstruction, and development activities are a top priority in the 2015 General Appropriations Act (GAA), receiving a budget of P9.94 billion.

It’s true that the process of peace-building is a delicate and complex one, requiring much work and cooperation from both sides. Foreign direct investments (FDI) net inflows increased by 34.2 percent to US$399 million in November 2014 from US$297 million a year ago.1,2 This developed as net equity capital surged by more than 28 times to US$201 million from US$7 million recorded during the same period in 2013. Specifically, the increase in net equity capital was buoyed by the 129.6 percent rise in equity capital placements coupled by the 83.6 percent decline in equity capital withdrawals. The bulk of equity capital investments was channeled to the financial and insurance sector; manufacturing; real estate; transportation and storage; and wholesale and retail trade activities. 

Meanwhile, reinvestment of earnings and investments in debt instruments posted positive balances albeit lower than what were recorded during the same period a year ago. Specifically, investments in debt instruments contracted by 37.1 percent while reinvestment of earnings declined by 9.4 percent.

On a year-to-date basis (January to November 2014), net inflows of foreign direct investments amounted to US$5.7 billion, increasing by 61.6 percent from its year-ago level of US$3.5 billion. This reflected investors’ confidence in the Philippine economy on the back of sound macroeconomic fundamentals and strong growth prospects. 

All FDI components posted increases during the 11-month period. In particular, the sustained lending by parent companies abroad to their local subsidiaries/affiliates to support existing operations and to fund the expansion of their businesses in the country resulted in the increase in investments in debt instruments by 46 percent to US$3.4 billion from US$2.3 billion. Moreover, net equity capital investments surged by 114.8 percent to US$1.6 billion from US$723 million, mainly on account of the contraction in equity capital withdrawals (by 71 percent) which more than offset the 15.6 percent decline in equity capital placements. Equity capital investments—which came mostly from the United States, Hong Kong, Singapore, Japan and Australia—were channeled mainly to the financial and insurance sector; manufacturing; real estate; wholesale and retail trade; and transportation and storage activities.

Finance Secretary Cesar V. Purisima has been awarded for the fifth time as Finance Minister of the Year, with FinanceAsia recognizing his leadership in driving the turnaround story of the Philippines as head of President Benigno S. Aquino III’s team of economic managers. FinanceAsia ranked Purisima first among the best of his counterparts, ahead of finance ministers of Singapore, China, and Japan, rounding Purisima’s 4-year tenure in the Cabinet’s highest ranks to a perfect 4, with recognitions earned for each year of service.

Purisima was lauded for steering the economy away from stagnation and towards broad-based growth, resulting in the Philippines reaching investment grade status from major credit rating agencies. Last quarter’s 6.9% GDP growth exceeded expectations and marked twelve straight quarters of above 5% GDP growth, comfortably putting the average quarterly growth rate under the Aquino administration at 6.02%.

At the awards ceremony, Purisima said, “The award truly belongs to President Aquino and my colleagues in the Philippine cabinet because the economic growth and fiscal reforms are truly a team effort, proving that ‘Good Governance is Good Economics.’ We have proven yet again that the Philippine miracle is not a one-hit wonder. We’re here to stay, and we are ready to play big in the world stage.”

Purisima added, “In 4 years, the Philippines has achieved what we set out to do: we grew at a 6% average and cut the deficit to an all-time low. Stocks are up 125% since we took office and foreign direct investments rose 64% from January to October 2014 alone.

“We’ve checked every box, a feat deemed impossible by many. Less than 2 years before the end of this term, we are pushing for even more game-changing reforms. There is no shortage of impossible dreams for a Philippines filled with hope. We are raring and ready for more.”

This award comes at an opportune time, as the Philippines hosts the 2015 APEC meetings calling for greater financial integration and transparency, as well as financing for resiliency and infrastructure around the region.

FinanceAsia also cited Purisima’s role in pushing for Sin Tax Reform, credited for boosting the health budget by a staggering 57% from 2013 levels, with share of excise taxes collected the highest in 13 years.

“Reforms beget rewards. This award strengthens our resolve to double down on reforms: rationalize fiscal incentives, modernize our revenue generating agencies, and engineer a competitive and equitable tax structure for all Filipinos,” Purisima said.

This fifth citation marks the fourth consecutive year where Purisima has been acknowledged Finance Minister of the Year by various institutions. In 2011, he was recognized as the Finance Minister of the Year for Asia by Emerging Markets, while Euromoney gave him the distinction of Finance Minister of the Year for 2012.

In 2013, Purisima became a repeat awardee of the Finance Minister of the Year for Asia distinction from Emerging Markets. Most recently, he was cited by The Banker as Finance Minister of the Year for Asia Pacific in 2013. Purisima is also the first and so far only repeat awardee of the said distinction from Emerging Markets since the publication started recognizing Finance Ministers of the Year for Asia in 2007.
