The northeast monsoon, or "amihan," continues to affect Luzon and Eastern Visayas and is expected to bring cloudy skies and rains on Wednesday. LUNGSOD NG BATANGAS, Peb. 4 (PIA) — Ipinagbibigay-alam ng Department of Science and Technology (DOST) ang pagbubukas ng DOST-Philippine Science High School (PSHS) sa rehiyon ng Calabarzon ngayong taon.

Ang bagong campus ay pansamantalang itatayo sa Batangas City National High School compound habang isasagawa pa ang  konstruksiyon ng pasilidad nito sa Brgy. Sampaga sa lungsod na ito na inaasahang magsisimula rin ngayong taon.

Sinabi ni DOST-PSHS Executive Director Larry Cabatic na magkakaroon ng tatlong seksiyon ang mga incoming freshmen kung saan may 30 mag-aaral sa bawat klase. 

May panukala din na itaas sa 35 estudyante bawat klase upang mas maraming iskolar ang makuha lalo na ang mga estudyanteng  pumasa sa National Competitive Examination (NCE) noong Oktubre ng nakaraang taon. 

Kapag maaaprubahan ang panukalang ito ay magsisimula ang bagong kampus sa mahigit 105 mag-aaral.

Ang lugar na pagtatayuan ng bagng kampus ay mula sa donasyon ng pamahalaang lungsod ng Batangas at may kabuuang laki ng mahigit limang ektarya. at may layong limang kilometro mula sa tanggapan ng pamahalaang lungsod.

Ang PSHS o mas kilala bilang Pisay ay nakapaloob sa ilalim ng isang sistema ng pamamahala at pamumuno na nagbibigay ng pagkakataon sa mga mag-aaral na mahusay sa science at mathematics.

Ito ay base sa kurikulum na may diin sa siyensya at matematika kung saan inihahanda ang mga estudyante sa anumang propesyong konektado sa siyensya at teknolohiya.

Sa kasalukuyan ay may 14 na kampus na ang Pisay sa buong bansa kabilang ang itatayong kampus sa Calabarzon.

Bukod pa dito,may dalawa pang karagdagang kampus nakatakdang itayo sa ibang lugar bago matapos ang taong 2016.

LUNGSOD NG BATANGAS, Peb. 4 (PIA) — Ibat-ibang  livelihood training ang ipinagkakaloob ng Office of the City Veterinary and Agricultural Services  (OCVAS) taun-taon na naglalayong mabigyan ng sapat na kaalaman ang mga residente ng lungsod upang magkaroon ng pagkakakitaan. 

Ngayong 2015,  may ilang bagong pagsasanay ang ipagkakaloob nila upang higit na mabigyan ng pagkakataon ang mga Batangueno na mapaunlad ang kanilang pamumuhay. 


Kabilang dito ang mga pagsasanay ukol sa buri palm product development,  corn by products, cacao production, herbal and medicinal plant processing, micro and small entrpreneur bag making  at sea ranching.


Sa kauna-unahang pagkakataon ay magkakaloob din sila ng isang seminar ukol sa epektibong pakikipag-ugnayan sa mga mamimili gayundin sa pagpapaunlad ng kanilang personalidad.


Mula buwan ng Pebrero hanggang Setyembre ay maaaring dumalo sa mga pagsasanay ang sinumang residente ng lungsod ng walang kaukulang bayad na kinakailangan.


Ang kailangan lamang nila ay magpatala o pumunta sa mismong araw ng training.


Mga epektibong resource speakers sa ibat-ibang larangan ang iniimbitahan ng OCVAS upang magbahagi ng kanilang kaalaman.

High energy cost affecting country's information technology - business process management competitiveness
(CLARK FREEPORT ZONE, Angeles City) The Philippines is losing to India in some areas in information technology and business process management (IT-BPM) because of the high cost of power and other factors, an industry leader said Tuesday.

However, despite these issues, the country still has an edge over other competitors, executive director for external affairs and membership of the Information Technology and Business Process Association of the Philippines (IBPAP),GennyInocencio-Marcial, said.

Inocencio-Marcial was one of the resource speakers during the First Public-Private Dialogue on Services held here as part of the First Senior Officials’ Meeting of the Asia-Pacific Economic Cooperation (APEC) being hosted by the Philippines.

Clients prefer the Philippines to other countries due to its huge pool of educated workers, she said, noting that the country produces half a million college graduates each year.

The Philippines has a total population of 100 million, with more than 39 million within the working age.

Of the total number of graduates, more than 3,000 are certified public accountantswho create a huge value for accounting work being done in the Philippines.

In terms of cost competition, the labor cost for English-speaking professionals in the Philippines is still among the lowest in the world, Inocencio-Marcial explained.

The country also has a predictable and manageable inflation and very good IT infrastructure, she said, adding that the Philippines has good round-the-clock transportation and a lot of IT economic zones.

According to Inocencio-Marcial, the IBPAP is aggressively partnering with the government, and government investment promotions agencies, such as the Philippine Economic Zone Authority (PEZA)and the Board of Investments (BOI), are very supportive.

She further noted that the industry enjoysnumerous incentives from the government, such as tax exemptions, and that there are ongoing talks in both houses of Congress on bills seeking to rationalize fiscal incentives for the sector.

The Philippines, she said, has a proven track record in voice services, basically in customer care, technical support, financial services, and sales and collections.

The industry recorded a year-on-year compounded annual growth rate of 25 percent in 2013 and closed the year with revenues amounting to $16.1 billion.

Employees of the IT-BPM industry increased from 917,000 in 2013 to more than one million in the last quarter of 2014, Inocencio-Marcial said.

In an IT-BPM event in Pasay City last week, President Benigno S. Aquino III pledged additional support to make the sector more competitive.

This year, the government is set to expand its support for the sector by allotting P443.6 million to education and training, a significant increase from its P304.5-million budget in 2014, the President said.

APEC Senior officials to create framework on cooperation paradigm to promote services sector
(CLARK FREEPORT, Angeles City) Senior officials of member economies of the Asia-Pacific Economic Cooperation (APEC) on Tuesday began holding dialogues that seek to create a framework on a cooperation paradigm that could help promote and advance services in the Asia-Pacific region.

Senior analyst of the APEC Policy Support Unit, Gloria O. Pasadilla, said the ultimate objective of the Public-Private Dialogue on Services is the creation of a framework on a cooperation mechanism that could help promote services and at the same time, lower barriers on trade and investment.

Pasadilla said that although services have already been tackled in various working groups, such as those on health, tourism, transportation, information technology, energy, human resources development, telecommunications, and small and medium enterprises, the APEC has no coordinating mechanism in place.

"So far, the APEC has no coordinating framework on regulations and capacities," she said at the start of the Public-Private Dialogue on Services at the ongoing APEC Senior Officials' Meeting held at the Fontana Leisure Resorts here.

The 2015 Public-Private Dialogue on Services is the first of a series of dialogues envisioned to guide the APEC's public and private stakeholders in fostering collaboration and best practice exchanges for services growth.

Pasadilla expressed hope that through the series of dialogues, senior officials of the APEC member economies would be able to understand the intricacies of universal services.

"We hope that APEC's public and private stakeholders would be able to examine the developments, challenges, and opportunities for the services sector, identify new strategies for building the full potential of the service sector, generate policy options toward removing barriers to services trade, and develop an innovative approach, pursuing the services agenda of APEC," she said.

She also expressed belief that innovation and greater progress will be achieved by the APEC in pursuing its services agenda as a result of increased interaction and collaboration.

"The Public-Private Dialogue is designed to be a collective brainstorming on how APEC can push the services agenda forward," she added. PNA (zts)

The United States Food and Drugs Administration (USFDA) is recalling Gala and Granny Smith Apples that are produced or exported by the California-based company Bidarth Brothers for being associated with the “Listeriosis Outbreak”. The agency has received information that batches of these apples may have been shipped to the Philippines.

Per its recall notice, the USFDA said there is a reasonable probability that the use of, or exposure to these goods will cause serious adverse health consequences or death.

The agency, however, does not have the capacity to follow-up on recalled product(s) that may have been shipped internationally. For this reason and for the interest of public health, USFDA instead provided information so that the suitable agencies can follow-up, as they deem appropriate, to assure that products are removed from commerce in the area.

DTI works to revive jewelry industry through SSF

The Department of Trade and Industry-Compostela Valley (DTI-Comval) is working towards the revival of the local jewelry industry through its Shared Service Facility (SSF) initiative. Considered as the One Town One Product (OTOP) in the town of Monkayo, the industry is surely a vital component of its economy.

DTI-Comval Officer-in-Charge Lucky Siegfred M. Balleque said that the aim of reviving the jewelry-making business gets a boost as the office has provided machines and equipment through its SSF Project.

“Once a thriving cottage industry in the town known for its gold-rich mountain of Diwalwal, jewelry-making business declined after Typhoon Pablo swept the municipality to ruins last 04 December, 2012. The calamity brought the town into survival mode, prioritizing food and shelter before anything else,” he said.

With jewelry being considered more of a luxury than a necessity, jewelry-makers stopped producing and looked for other trade and livelihood options that they know will give them food to eat right away.

Apart from this scenario, the Jewelry Training Center established by the local government unit (LGU) of Monkayo was also completely destroyed by the typhoon, taking away the jewelry-making tools and equipment and the structure that serves as the training ground for future artisans.

“Even before Typhoon Pablo happened, DTI-Comval has already conceptualized the establishment of an SSF in Monkayo to cater to micro, small and medium Enterprises (MSMEs) involved in jewelry trade,” Balleque said.

The facility is envisioned to become a production center to produce various designs of jewelry in volume.

To ensure that the project will take off, DTI-Comval identified an association of jewelry makers as the project cooperator. However, the identified association was not able to come up with its counterpart, forcing the office to look for another co-operator.

Fortunately, the LGU Monkayo accepted the DTI offer to become the co-operator for the project. Exactly two years after Typhoon Pablo devastation, the long dreamed jewelry-making production center has finally materialized. The SSF project for jewelry-making was formally launched in Monkayo on 04 December 2014. DTI provided almost half a million worth of jewelry-making machines and equipment to make volume production possible for small jewelry makers not only in Monkayo but for neighbouring areas as well. Balleque and Monkayo Mayor Joselito Brillantes signed the Memorandum of Agreement (MOA) during a simple ceremony made as one of the activities to also commemorate Typhoon Pablo anniversary in Monkayo.

Balleque said that despite the disasters and other challenges, the DTI would not let this industry be neglected, being not only the OTOP of Monkayo but of the province as well. Thus, DTI is working hard to revive the jewelry-making industry thru its SSF project.

Government keeps inflation target at 3 + 1 percentage point for 2015 - 2016 and approves inflation target of 3 + 1 percentage point for 2017 - 2018

In line with the inflation targeting approach to the conduct of monetary policy, the Development Budget Coordination Committee (DBCC) through its Resolution No. 2015 – 1 dated 27 January 2015, decided to keep the current inflation target at 3.0 percent ± 1.0 percentage point for 2015 – 2016 and approved the inflation target of 3.0 percent ± 1.0 percentage point for 2017 – 2018. The government’s inflation target is defined in terms of the average year-on-year change in the consumer price index (CPI) over the calendar year. The multi-year target presents a long-term view on inflation and fosters greater predictability which helps economic decision-making by businesses, households, and other economic agents. The announcement of the target is in line with the BSP’s commitment to greater transparency and accountability in its conduct of monetary policy.

The current 3.0 percent ± 1.0 percentage point fixed annual target for 2015 – 2016 set by the Government remains well attuned to the dynamics of the Philippine economy. In particular, this target is consistent with the country’s economic growth objective of 7.0 – 8.0 percent for both years.

The approved medium-term inflation target of 3.0 percent ± 1.0 percentage point for 2017 – 2018 is based on the recent assessment of current and prospective inflation trends which indicates a manageable outlook over the medium term. Structural changes in inflation dynamics and improvements in the economy’s productive capacity support a low inflation environment that is consistent with the economy’s growth trajectory. Inflation has been within target in the last six years and is expected to remain so over the medium term. Moreover, the BSP’s credible commitment to price stability has kept inflation expectations well anchored to the target. Going forward, the BSP will continue to monitor price developments to ensure that the monetary stance remains appropriate in keeping inflation within target, thus safeguarding price stability.

Minabuting bisitahin ni Interior and Local Government Secretary Mar Roxas ang mga pamilya ng mga nasawing miyembro ng Philippine National Police Special Action Force (PNP SAF) sa kanilang mga tahanan upang siguruhin ang kapanatagan ng loob ng mga naiwang kamag-anak.

"Pumunta kami dito upang makiramay," ani Roxas.

Ayon kay Roxas, handang ibigay ng pamahalaan ang mga benepisyong dapat na makuha ng mga naiwang pamilya ng nasawing PNP SAF, nang walang aberya.

"Hindi lang tayo sa mga asawa tutulong. Maging ang ina at ama ng biktima ay tutulungan natin sa abot ng makakaya ng pamahalaan," ani Roxas.

Naunang pinuntahan ni Roxas ngayong araw ang mga pamilya ng mga namatay na miyembro ng PNP SAF na nagmula sa Hilagang Luzon na kinabibilangan nina PO2 Noble Sungay Kiangan at PO1 Angel Chocoweb Kodiamat, pawang magkababayan sa Mankayan, Benguet.

Tinungo din ni Roxas ang Baguio City kung saan naman nakatira ang pamilya nina PO2 Peterson Indongsan Carap at PO2 Walner Faustino Danao.

Binisita rin ni Roxas ang pamilya ni PO2 Omar Agacer Nacionales sa Luna, La Union at ang pamilya ng yumaong si PO2 Ephraim Garcia Mejia sa San Nicolas, Pangasinan.

"Lagi ninyong tatandaan na si Marwan ay isang high value target at nasa likod ng mga linggo linggong pambobomba sa Mindanao. Namatay ang inyong anak o asawa para mapatay siya. Namatay siyang isang bayani," ani Roxas.

03 February 2015 – The Asia-Pacific Economic Cooperation (APEC) Business Mobility Group (BMG) cluster meeting continued in Subic on February 01 with the host economy Philippines starting the day’s bilateral dialogues, meeting the new BMG Convenor Mr. Peter Speldewinde and Australia in the sidelines of the 1st Senior Officials’ Meetings (SOM1).

BMG Chairperson and Department of Foreign Affairs Office of Consular Affairs (OCA) Assistant Secretary Wilfredo C. Santos and Philippine Bureau of Immigration Associate Commissioner Atty. Gilberto U. Repizo expressed the Philippines’ support to the current BMG initiatives to further enhance the APEC Business Travel Card scheme as they thanked Australia for its generous assistance and support to border management programs being undertaken by the Philippine government.

The Convenor thanked the Philippines for its efforts and arrangements in the hosting of the BMG at Subic, and welcomed the Philippines’ active participation in the BMG. Australia lauded the Philippines’ efforts to improve existing mechanisms related to border security and migration.

02 February 2015 – Responding to recent events, several countries have reiterated their support for the Philippine Government’s efforts to achieve a just and lasting peace in Mindanao as they condole with the families and loved ones of the 44 Philippine National Police-Special Action Force (PNP-SAF) personnel who perished on January 25 in Mamasapano, Maguindanao.

Canadian Ambassador to the Philippines Neil Reeder, in his January 27 letter to Secretary Manuel “Mar” Roxas II of the Department of the Interior and Local Government (DILG), said that “Canada continues to encourage efforts to achieve peace and we remain committed to supporting the Bangsamoro peace process. We support the diligent efforts of all sides to bring about an era of opportunities for the people of Mindanao.”

In a statement issued last January 30, the US Embassy hailed the SAF units as they “fought with bravery and demonstrated their commitment to ensuring peace and order in their country.” The statement also reiterated the United States’ “support for the Philippine Government’s efforts to combat international terrorism while promoting a just and lasting peaceful solution to the conflict in Mindanao.”

Australian Ambassador to the Philippines Bill Tweddell expressed the hope that “the peace process is not discarded as a result of this tragedy,” while the Spanish Government said that it “hopes for a quick investigation…as well as for a consequent accountability of the persons responsible for the attack in order to resume as soon as possible the search for a solid and a long-lasting peace in Mindanao, with a wide consensus among the concerned parties.”

In a press release dated January 30, the Swiss Embassy in Manila said, “It is Switzerland’s hope that this tragic event will not destabilize the ongoing peace process. More than ever, peace is needed now and under no circumstances should it be the ultimate victim of Sunday’s event.”

DOST-supported harvester cleans up river, gives livelihood to folks

As the water hyacinth population burgeoned in Buhi, Camarines Sur, Engr. Joel P. Sadol of the Central Bicol State University of Agriculture pondered on how he could turn this threat into an opportunity. Water hyacinths often clog waterways and degrade water quality. These pretty-looking pests actually block sunlight and prevent photosynthesis, thereby lowering the level of oxygen in the water.

First in his agenda was to get rid of the hyacinths, and then perhaps turn them into something useful. So he made a machine that can collect the hyacinths, and then recently improved its features to make the machine more efficient using less fuel.

The improved water hyacinth harvester is set to benefit farmers, fisherfolks, and handicraft makers in his hometown, through the assistance of Department of Science and Technology-Technology Application and Promotion Institute (DOST-TAPI).

Under DOST-TAPI’s Technology Based Enterprise Development (TBED) Program, Engr. Sadol received a grant amounting to P247,000.

Aside from managing water hyacinths which are a perennial threat in Lake Buhi, the harvester provides opportunities for livelihood as well. Harvested water hyacinth can be made into baskets, matting, fertilizers, handicraft, and other products, said Engr. Sadol whose earlier model was funded by DOST through the Philippine Council for Industry Energy and Emerging Technology Research and Development.

DOST-TAPI’s TBED program encourages the development of new or improved technologies that may have potential for commercialization. Research and development institutes, state universities and colleges, and government offices are qualified to avail of this assistance.

Science to play a big role in PRDP's implementation - DA

Agriculture Undersecretary Emerson Palad said “we will use science-based tools to strategically put in place interventions and assistance that will benefit a substantial number of farmers, especially in the countryside.”

PRDP’s precursor, the Mindanao Rural Development Program (MRDP) previously bested five other citations in the Science of Delivery Awardees in the global Procurement for Complex Situation Challenge through the use of geotagging.

Geotagging is a tool that aids in project supervision by applying global positioning system (GPS) technology to map out subprojects implemented by the Program enabling the local government, from the barangay to provincial units, to monitor the progress and implementation.

Palad added that the DA is very focused in its goals of helping the farmers and fishers and the Department has started an initiative that does not only aim to improve the lives of our farmers and fishers through enterprise and investments, but also to capacitate and help them improve their craft.

According to Palad, the DA aims for a modern, inclusive and climate-smart agriculture sector through the PRDP.

“I urge for the cooperation of every one. I also encourage for the participation of everyone in the PRDP activities to be able to upgrade our farmers’ and fishers’ competence in production, value adding and marketing through the assistance of the project,” Palad said.

He added, the DA will further address production, logistics and post-harvest problems through the establishment of strategic infrastructure like farm-to-market roads, communal irrigation systems and post-harvest facilities, among others.

Earlier, Agriculture Secretary Proceso Alcala said implementing the PRDP) is an exercise in traversing President Aquino’s “Daang Matuwid” and the project should be the epitome of good governance and service.

“PRDP should be the embodiment of matino at mahusay na serbisyo,” Alcala said.

The PRDP is a six-year national government platform for an inclusive, value-chain oriented and climate resilient agriculture and fisheries sector.

It is the upscale version of the MRDP where new innovations were introduced to the address the present demand to make rural development more achievable, especially in the face of climate change.

The PRDP has exceeded its targeted areas for engagement for the project’s first year.

For the project’s official first year, July 2014 to June 2015, the planning component targeted to engage 20 of the total 80 provinces in the country. But as of end of December 2014, the project has already engaged 66 provinces, 29 of these have a provincial commodity investment plan approved by their provincial development council, according to Alcala. “RPC I, which aims to increase farmers’ income, will not only benefit the members of the BNDC, but will also serve non-members from nearby municipalities and provinces within the Western Visayas region,” Alcala said.

“The government is sincere in its mission of helping you (rice farmers) increase income, and so we wanted to help you reduce your post-harvest losses,” he added.

“Our experts tell us that we may be able to increase milling recovery from the existing 58% to 65% with the help of this facility,” the Agri chief said.

According to DA-Region VI Director Larry Nacionales, the RPC I will provide drying and milling facilities, which will result to an increased milling recovery by 7%.

“It has the capability to mill eight tons of paddy rice at an 8hours/day operation, benefitting more than 200 farmers, and servicing around 263 hectares rice areas,” he said.

During the ceremonies, Alcala challenged the officers of the co-op to invest in a combine harvester and stand as a service provider for member and non-member farmers.

“By being service providers, you not only lead the mechanization and modernization of your rice lands but assist other farmers to attain success,” he said.

Alcala announced that the combine harvester may be procured by the BNDC on an 85%:15% sharing scheme with DA shouldering 85% of the cost and the co-op sharing a 15% equity.

Alcala expressed his gratitude to local farmers who have maintained a strong partnership with the Department of Agriculture in ensuring increased and quality rice produce for three consecutive years.

Based on records, Iloilo—the rice granary of the Western Visayas region, attained 126% rice sufficiency level in 2012. It also contributed 36% to the total rice production in Western Visayas on 2014 with a total yield of 855,000 metric tons. In 2013, despite of the calamities that hit the province, it was able to maintain a 3rd place rank among rice-producing provinces in the region.

While in Iloilo, Alcala also inaugurated a P10-M slaughterhouse located in Brgy. Tabuc Suba. The project supports the Food Safety Act and aims to improve the local animal industry of the province.

Alcala, in his message, urged all stakeholders to use and maximize the facility in order to improve skills on slaughtering and meat handling.

He added that while the Philippines is slowly gaining ground in the international markets, livestock raisers must take advantage of the opportunity.

National Meat Inspection Service Director Minda Manantan announced that last year alone, the local meat industry was able to penetrate six foreign markets including South Korea, Japan, Brunei, the United Arab Emirates, Slovak and Russia.

BI arrests illegal foreign nationals

Manila, Philippines--- Bureau of Immigration (BI) operatives arrested 74 foreign nationals on Tuesday after verification of information received through the BI’s “Sa Immigration Magsumbong” (SIM) program.

The BI’s SIM program allows concerned residents to report illegal foreign nationals through designated text/SMS lines.

Subjects, mainly composed of Chinese, Koreans, Taiwanese, Thai, and Indonesian nationals, were caught in the act of rendering services in a business process outsourcing company in Makati.

“The foreign nationals were immediately arrested after the Mission Orders were served by our intelligence operatives”, said BI spokesperson Elaine Tan.

During inquest proceedings conducted through the BI’s legal division, it was discovered that of the 74 foreign nationals arrested, 58 possessed merely tourist visas. 16 subjects were released from custody upon presentation of valid visas under the Cagayan Special Economic Zone Act (CEZA).

“Deportation charges were issued against the 58 holders of tourist visas because they are not allowed to work under the status”, explained Tan.

Under the rules on deportation proceedings, the foreign nationals may contest the charges by presenting proof to controvert the allegations in the (deportation) charge sheet.

Sec. Soliman takes stand at Senate probe on camp for street dwellers, maintains event integral in DSWD’s anti-poverty program

Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman took the Senate investigation last week, January 27, as chance to exhaustively explain the Family Camp for street dwellers held in Nasugbu, Batangas during the Papal Visit. During the Senate inquiry chaired by Senator Nancy Binay, Sec. Soliman explained that the family camping is a key activity in the implementation of the Modified Conditional Cash Transfer for Homeless Street Families (MCCT-HSF), which provides a complete package of assistance to street families, including responsive shelter programs, with access to social services, and economic opportunities for the improvement of their living conditions. It is considered as a social preparation for the street families before their enrollment to the MCCT-HSF. “Based on experience, the conduct of family camping is an effective means of showing the street families that there is a better life off the streets,” Sec. Soliman said. She related that there were participants of previous family camps who shared to her their experiences. Happy in the camp Quoting one participant, she said, “Masaya ako sa family camp kasi nagkaroon ng time ang tatay ko sa akin kasi sama-sama kami (I am happy to have gone to the family camp because my father had more time for me since we were together in the resort).” The Senate also invited families who participated in the camp. They attested that they were not forced or coerced to join the camp and that they in fact enjoyed. One even admitted that her family were provided a place to stay in which DSWD rented for six months. These families however commented on the shortage of supplies such as infant milk and disposable diapers during the camp. For this, Sec. Soliman apologized and assured that the Department will take these comments as areas to improve on for the next camps that it will hold. Proper bidding The Secretary also answered questions of Sen. Binay on alleged anomalies in the procurement of Chateau Royale, saying that government procurement bidding process were properly adhered to. The owner of Chateau Royale affirmed this and shared that they submitted their bid on January 9, 2015. The DSWD’s Procurement Service and Bids and Awards Committee (BAC) posted the requirements to secure quotations from interested bidders and ensure transparency and competition in the bidding process. Upon evaluation, Chateau Royale was determined as the Lowest Calculated & Responsive Bidder (LCRB). Hence, the contract was awarded to the resort with the amount of P4,296,600 for 6 days and 5 nights, for 600 persons. Sec. Soliman said, “Ang pag reach-out sa mga street dwellers sa pagbisita ng Pope ay bahagi ng pagbibigay proteksiyon sa kanila (The reach- out done on the street dwellers during the Pope’s visit was part of the initiative to keep them safe).” She reiterated that this is to protect the families from possible discrimination and from being used by syndicates in committing crimes. Regular activity The orienting and registering the street dwellers on the MCCT-HSF program was the main objective of the activity. The conduct of the family camp is not a spur of the moment activity, as these had been previously done six times already for Metro Manila street dwellers . As a result of the six previous family camps, some 2,479 family- beneficiaries are already enrolled in the MCCT-HSF since 2012. They are provided with house rental assistance for six months to one year, sustainable livelihood program and/or cash for work, as well as cash grants for the education and health of the children. Sec. Soliman maintained that the MCCT-HSF program aims to respond to the needs of the homeless, as they are most vulnerable. The Department endeavors to enhance the program, together with the Local Government Units (LGUs). “Ultimately, programs for street families will be most effective in partnership with the LGUs. Isa sa mga epektibong LGU ay Mandaluyong City dahil meron silang comprehensive program for street dwellers (Mandaluyong is one of the most reponsive LGUs as it has a comprehensive program for street dwellers),” Sec. Roxas salutes a 'stronger SAF'

This is how Interior and Local Government Secretary Mar Roxas assured troopers of the Philippine National Police - Special Action Force (PNP-SAF) that the government is exhausting available means to support families of their comrades who died in the misencounter in Mamasapano, Maguindanao last January 25.

A day after the remains of 42 of the so-called "Fallen 44" were brought to their hometowns, Roxas expressed his profound gratitude for the men who have made their "ultimate sacrifice" in the line of duty.

"Nagtipon tayo sa ngalan ng isang lubos na nagpapasalamat na bansa, bilang pagkilala sa kanilang kabayanihan (We are gathered in behalf of a grateful nation, in recognition of their (fallen SAF) bravery.)," said Roxas.

He also joined officers and personnel from the PNP and SAF in a simple "salo-salo" at the SAF headquarters in Camp Bagong Diwa.

According to Roxas, this small gathering can be likened to how families share meals and cherish the memories of their loved ones who have already passed on.

"Tulad ng ibang pamilya, nagtipon tayo ngayon nang walang pakay, walang agenda, kundi para lang magkasama-sama (Like other families, we are gathered here without motives or agenda, but just to be together.)," Roxas said.

In his brief message, Roxas emphasized that the sacrifices of their comrades will never be and has never been for nothing.

"Walang duda, ginampanan ng SAF lalo na yung 44 at 16 (sugatan) ang kanilang tungkulin with utmost courage to the unit, to the flag," Roxas explained.

"The SAF got their man," he added.

Roxas also explained how important the role of the Board of Inquiry is in satisfying questions at hand.

"Ang Board of Inquiry na ito, tapat, hayag at masasagot ang katanungan bilang respeto sa alaala ng mga pumanaw (The Board of Inquiry will be truthful, transparent and will answer questions as form of respect for the memories of our fallen comrades.)," he explained.

Gov't infrastructure programs to jumpstart 2015 public spending

The early enactment of the 2015 General Appropriations Act is set to power this year’s public spending courtesy of the National Government’s massive infrastructure programs scheduled for 2015.

Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad said, “Last year’s underspending issue will be addressed by the increase in our infrastructure investments, which is equivalent to four percent of our projected GDP for this year. Ultimately, we’re targeting an infrastructure spending level of five percent by 2016.”

In the 2015 National Budget, the Department of Public Works and Highways (DPWH) received the second largest allocation and the highest year-on-year increase—P303.2 billion or an increase of 37.9 percent from P219.9 billion last year. Of this total, P185.8 billion will be allotted for the completion of all national roads by 2016 and all bridges along national roads by 2015.

There are also the major Public-Private Partnership (PPP) projects supported by the National Government in the offing, like the Tarlac-Pangasinan-La Union Toll Expressway, the Daang Hari-SLEX Link Project, the NLEX-SLEX Link Connector, the Cavite-Laguna Expressway (CALAX), the Laguna Lakeshore Expressway Dike (LLED), and the NAIA Expressway.

Meanwhile, the Department of Transportation and Communication (DOTC) has a budget of P59.5 billion—higher by 21.9 percent in 2015 as compared to last year’s budget of P48.8 billion—from which to fund their own infrastructure programs. These include P10.6 billion for the improvement of the country’s railway systems (including the rehabilitation and extension of the LRT Lines 1 and 2, and the subsidy for MRT 3) and P15.4 billion for the various airport and seaport projects.

Lastly, the Department of Agriculture (DA) has a budget of P89.1 billion for 2015—higher by 11.5 percent compared to their 2014 budget of P80 billion—to address a number of agricultural infrastructure programs. With this funding, the DA will be able to construct a number of irrigation projects, farm-to-market roads, and fishery infrastructure projects like fish landings and fish ports.

Abad said, “Drafting a national budget that will support our country’s inclusive development means we must not only sustain the rapid growth of our economy but also improve the quality of life for our people. We can do this by creating employment and livelihood opportunities, and by revitalizing employment-generating industries and connecting towns to growth centers.”

Bank lending growth decelerates in December

Growth of outstanding loans of commercial banks, net of reverse repurchase (RRP) placements with the BSP, slowed down to 16.8 percent in December from 20.1 percent in November. Similarly, the growth of bank lending inclusive of RRPs decelerated to 15.3 percent in December from 19.0 percent in the previous month. On a month-on-month seasonally-adjusted basis, commercial bank lending was stable for loans net of RRPs while loans inclusive of RRPs grew by 0.1 percent.

Loans for production activities—which comprised about four-fifths of banks’ aggregate loan portfolio—expanded by 15.4 percent in December from 18.7 percent in November. The continued rise in production loans was driven primarily by increased lending to the following sectors: real estate, renting, and business services (11.8 percent); electricity, gas and water (21.7 percent); wholesale and retail trade (14.2 percent); financial intermediation (19.1 percent); manufacturing (8.2 percent); and, transportation, storage and communication (20.7 percent). Bank lending to other sectors also rose during the month except for public administration and defense, which declined by 3.4 percent.

Loans for household consumption continued to expand by 19.9 percent in December from 21.5 percent in November due to the sustained growth in auto loans and other types of loans (i.e., salary loans and personal loans) which offset the slowdown in credit card loans.

The sustained and broad-based expansion in bank lending has continued to underpin the positive growth momentum of the domestic economy. Going forward, the BSP will ensure that credit and liquidity conditions remain supportive of overall economic growth in a manner consistent with the BSP's price and financial stability objectives.

SEC. COLOMA: Kinikilala po natin iyong tungkulin ng ating mga mambabatas na humanap ng mainam na tugon sa ating mga pambansang suliranin. At siguro po antabayanan na lang natin kung ano talaga iyong magiging porma nung kanilang itatatag. Dahil ito naman po, kung panukalang batas, kailangan pa na magkasundo ang dalawang panig, iyong Kamara at iyong Senado. Samantala po ang pananaw namin ay kailangang bigyan natin ng pagkakataon na mabuo iyong salaysay, to complete the narrative, para mabatid iyong ganap na katotohanan hinggil sa lahat ng nangyari noong Enero 25 sa Mamasapano, Maguindanao. Hindi naman po nababalam iyong mahalagang trabaho pa rin sa iba’t-ibang larangan ng ating pamahalaan. Isinusulong po natin iyong mga programa para sa pangkabuhayan, lalo na at bumubuwela na naman ng maigi iyong ating ekonomiya, second fastest economy tayo sa ating rehiyon ngayon. At marami pa naman po tayong pagkakataon na lalo pang pag-ibayuhin iyong pagpapaunlad ng ating bansa. At dahil po batid natin na labing-pitong buwan na lamang, isang taon limang buwan na lamang ang nalalabi sa termin0 ng pamahalaan. Talaga pong puspusan iyong pagsisikap na matamo iyong mga mahahalagang layunin ng ating Philippine Development Plan.

ATTY. STA. MARIA: Ito pong Korte Suprema ay kamakailan o kahapon lamang ay ibinaba ang kanilang desisyon sa DAP, ano po. Ano po ang sa tingin ninyong kapakinabangan para sa gobyernong nito. Kasi mukhang pinanindigan po ng Korte Suprema ang dati nilang desisyon?

SEC. COLOMA: Mainam po siguro ay mabasa talaga iyong buong desisyon. Ang amin pong impresyon ay batay lamang doon sa paunang press briefing na isinagawa ni Atty. Theodore Te kahapon. At ang napulot po namin ay ang mga sumusunod:
Una, ay tinanggal iyong mga restrictions doon sa mga appropriations na ipinapatupad na ‘no habang nakasalang itong kasong ito. Kung maalala natin meron iyong distinction between allotment class and expense class. At sinabi ay sapat na na merong item sa budget, puwede nang ma-authorize iyong appropriation para doon.
At pangalawa, iyong paglilinaw doon sa pag-iral noong operative fact doctrine o iyong naggagawad ng tinatawag nating “good faith” na mga proponents at implementors nung mga proyekto na kabilang doon sa Disbursement Acceleration Program. Ito ay mahalaga, Dean Mel, sapagkat kung maalala natin nuong fourth quarter of 2014 para bagang nagkaroon ito ng matinding chilling effect doon sa ating—sa iba’t-ibang ahensiya ng pamahalaan dahil nga hindi pa malinaw kung ano talaga ang magiging final ruling dito sa kaso ng DAP. At nagkaroon ng considerable underspending po tayo na nagpabagal sa GDP growth natin. Noong third quarter ay pumalo lamang sa 5.3%. Buti na lang ay nakabawi tayo at naging 6.9% muli noong fourth quarter. Mahalaga po kasi ito dahil iyong gobyerno ang isa sa pinakamalaking nag-aambag doon sa ating Gross Domestic Product o Gross National Product.
Kaya doon po sa aspeto na nagkaroon ng linaw hinggil sa pagpapatupad ng mga proyekto makakatulong po iyong pagpapasyang iyon ng ating Korte Suprema.

ATTY. STA. MARIA: Ito pong DAP talaga ang laki ng epekto sa ekonomiya natin, ho. Ika n’yo nga iyong spending pero bagama’t ‘cut notwithstanding’ eh iyong mga nasa pahayagan po natin eh medyo tumaas pa ho iyong ating ekonomiya ngayon. Ano po ang paliwanag ninyo dito?

SEC. COLOMA: Eh kasi nga po ay napakatibay nung ating tinatawag na macro-economic fundamentals. At ang atin pong imahe nasa international community ay napakamaaliwalas at maganda. Mas matatag po iyong katayuan natin ngayon dahil sa ipinakita nating kapasidad na ayusin ang ating ekonomiya at ipaiiral iyong tinatawag nating good governance o mabuting pamamahala sa lahat ng aspeto ng buhay pambansa. Kaya malaking bagay ito, Dean Mel, at nagbigay po ng malaking kumpiyansa sa mga mamumuhunan, sa mga mangangalakal at pati na rin sa mga Pilipino na malaki rin ang ambag nila sa pagpapaunlad ng ating ekonomiya.

SEC. COLOMA: Magandang hapon sa inyong lahat. Handa na akong sagutin ang inyong mga tanong.

Bernard Taguinod (Abante): Sir, ano ang posisyon niyo doon sa Truth Commission?

SEC. COLOMA: Okay. We acknowledge the bills filed regarding the creation of a fact-finding commission or the Mamasapano Truth Commission. Whatever independent body that may be formed by Congress would find the relevant information that are now being gathered by the following bodies, namely, the PNP (Philippine National Police) Board of Inquiry, the International Monitoring Team, and the Coordinating Committee on the Cessation of Hostilities, as useful reference for their work.

Sa kasalukuyan patuloy na ginagawa ng pamahalaan ang lahat ng nararapat upang mabatid ang kumpletong salaysay at buong katotohanan hinggil sa naganap sa Mamasapano, Maguindanao noong Enero 25.

Bigyan natin ng pagkakataon ang nasimulan ng proseso ng Board of Inquiry ng PNP upang alamin ang bawat aspeto ng isinagawang operasyon mula planning hanggang sa retrieval ng mga labi ng mga nasawing kasapi ng PNP-SAF.

Ayon kay PNP officer-in-charge Deputy Director General Leonardo Espina, ang komprehensibong operational audit na isasagawa ay naglalayong mabatid ang mga may pananagutan sa operasyon at tingnan kung may nilabag sa umiiral na operational procedure ng PNP upang maiwasan ang anumang pagkakamali sa hinaharap.

Kasalukuyan ding nangangalap ng impormasyon ang International Monitoring Team at Coordinating Committee on the Cessation of Hostilities dahil sila ay tuwirang kumilos upang paghiwalayin ang mga armadong puwersa at pairalin ang tigil putukan noong araw na iyon.

Lahat ng mga mahahalagang impormasyong ito ay inaasahan ding maipaalam sa Senado at Kamara na sumang-ayon sa pagpapaliban ng nakatakdang pagdinig hinggil sa insidente.

Mr. Taguinod: Sir, natanong ko ‘yon kasi habang hindi pa kasi nabubuo ‘yung Truth Commission, parang tutol kaagad si Vice President (Jejomar) Binay na si PNoy ang pipili ng bubuo ng Truth Commission. So, since na kailangan bigyan muna talaga na iyong Board of Inquiry ng pagkakataon?

SEC. COLOMA: Iyong pagpapasya naman hinggil diyan ay nasa Senado o sa Kamara dahil isinusulong nila ito sa pamamagitan ng mga panukalang batas at may proseso para diyan.

Ang ine-emphasize lang natin sa kasalukuyan ay ‘yung bigyan natin ng pagkakataon ‘yung mga nasimulan nang pagsisiyasat at makakakuha naman ng relevant information na maaari din namang gamiting reference kung meron pang ibang gustong mag-aral 'nung kung anong nangyari.

Teresa Andrada (GMA-7): Sir, but will there be a need pa for another body to investigate kasi parang ang dami-dami na. Mamaya kung hindi naman magkakatugma ‘yung resulta mas lalong iisipin ng tao na merong pinagtatakpan or merong pagkukulang?

SEC. COLOMA: Nasa pagpapasya na po nila ‘yon, ano. Basta para sa amin ay ginagawa ang lahat para mabuo nga, magkaroon tayo ng kumpletong salaysay at mabatid ‘yung ganap na katotohanan dahil mahalaga ito sa paggawad ng katarungan sa mga nasawi.

Nikko Dizon (The Philippine Daily Inquirer): Sir, nabanggit po din doon na the President might be asked to face the body. What are the possibilities that he would give his version of the events?

SEC. COLOMA: Hindi ko pa po siya natatanong ng tuwiran hinggil sa ideyang iyan o sa panukalang iyan. Sa simula’t sapul naman po ay nagpahayag ang Pangulo ng paliwanag at salaysay hinggil sa kanyang nalalaman sa naganap.

At noong kinausap niya ang mga kasapi ng PNP-SAF, iyong mga wounded sa Camp Bagong Diwa noong nakaraang Biyernes, hiniling din niya sa kanila na isulat ‘yung kanilang naaalala dahil sila ay tuwirang lumahok doon sa operasyon na ‘yon at mahalaga ‘yung kanilang ibibigay na impormasyon.

Kaya’t ginagawa ng pamahalaan ang lahat upang alamin ‘yung buong salaysay hinggil dito at iyan na ang ginagawa sa kasalukuyan ng Board of Inquiry. At inaasahan natin na bago matapos ang linggong ito ay maaaring magbigay sila ng progress update para malaman natin kung ano na ang relevant information na nakalap nila.

Ms. Dizon: Sir, follow up lang. Sir, masusulusyonan na po kaya ‘yung confusion or at least ‘yung medyo gray area of having General (Alan) Purisima as your suspended PNP Chief and General (Leonardo) Espina as your OIC? Kasi, sir, apparently with this incident, medyo lumutang iyon e, ‘yung ganoong issue. So magkakaroon ba ng desisyon si Presidente if he would appoint General Espina in an official capacity na?

SEC. COLOMA: Ang tinutukoy dito sa pagsisiyasat ng Board of Inquiry ay ‘yon ngang operational audit na tinatawag ni General (Leonardo) Espina. At aalamin kung ano ang naganap, kung meron nga ba ‘yang inaakalang lack of clarity na sinasabi ng ilang observers. Kaya’t hayaan nating mabatid ito sa pamamagitan nitong operational audit.

Genalyn Kabiling (The Manila Bulletin): Sir, Senator Miriam Santiago said that the President could be held liable for the Mamasapano incident. Do you agree with this, sir?

SEC. COLOMA: Regarding that comment, we agree with Senate President (Franklin) Drilon’s statement and we quote: “Under the Rome Statute, command responsibility will apply if the superior, knowing his subordinates will commit a crime, fails to stop the commission of the crime, or knowing that his subordinates committed a crime, fails to punish them.”

Malinaw naman po na ang pakay at isinagawang operasyon ng PNP-SAF ay hindi krimen kung hindi pagpapatupad ng batas.

Weng dela Fuente (NET25): Sir, other issue lang po. May mga allegations kasi na si COMELEC (Commission on Elections) Chairman Sixto Brillantes has committed or engaged in a midnight deal approving daw po ‘yung contract with Smartmatic-TM for the refurbishment of PCOS (Precinct Count Optical Scan) machines e patapos na po ‘yung kanyang term. Would you consider it also as a midnight deal?

SEC. COLOMA: Mahalagang pangalagaan at siguruhin ang integridad ng halalan at inaasahang gagampanan ito ng COMELEC alinsunod sa mandato ng Saligang Batas.

Sila po ay independent constitutional body. Seryosong alegasyon ‘yang sinasabing ‘yan at dapat ay panindigan sa pamamagitan ng kongkretong katibayan. Iyan lang ang masasabi namin.

Ms. Dela Fuente: Pero sir kailan po natin ine-expect na ia-appoint ng Presidente ‘yung kapalit po nitong mga nagretirong opisyal na ito?

SEC. COLOMA: Susundin ang itinatakda ng batas tungkol doon sa period of appointment.

Reymund Tinaza (Bombo Radyo): Sir, just relatedly reaction sa pagkaka-dismiss na ng kasong electoral sabotage laban kay former COMELEC Chairman...

SEC. COLOMA: (Benjamin) Abalos.

Mr. Tinaza: Abalos... Hindi ba parang precedent ito or parang sign na maaaring same case filed against (former President) Gloria Arroyo will also be dismissed?

SEC. COLOMA: Katulad ng pangkaraniwang ginagawa ay kailangang mabasa ‘yung desisyon para maunawaan at makita kung ano ang implikasyon nito sa ibang kahawig na usapin.

Gerard del Peña (TV-5): Sir, nabanggit lang po ‘yung mga appointments kanina. Meron na po bang napupusuan ang Palasyo na ipapalit po kay COA (Commission on Audit) Chair Grace Pulido-Tan and kay Franciso Duque ng CSC (Civil Service Commission)?

SEC. COLOMA: Wala pa pong updates hinggil sa bagay na ‘yan. Ang paghihirang ay gagawin ng Pangulo sa loob 'nung takdang panahon.

Mr. Taguinod: Kasi sa Huwebes kasi aalis na si Chairman Pulido-Tan. So sinong mamumuno habang wala pang appointee?

SEC. COLOMA: May nabasa na ako sa isang pahayagan tungkol sa pagkakaroon ng acting chair at ito ay, ayon doon sa ulat, si Commissioner Heidi Mendoza.

Ganoon din naman ang nalathalang pagpapasya ng COMELEC hinggil sa pagkakaroon nila ng acting chairman.

May mga mekanismong umiiral para tiyakin ‘yung pagpapatuloy nang pagganap nila ng kanilang mahalagang tungkulin.

Ms. Andrada: Sir, ‘yung kay General Purisima lang. Siya na lang po ‘yung hinihintay ng publiko na magsalita to say his side. Gaano kaimportante na marinig o maipaliwanag kung ano ‘yung naging partisipasyon niya doon sa Mamasapano encounter?

SEC. COLOMA: Uulitin ko po ang aking pahayag: Lahat ng mga naumpisahan ng mga pagsisiyasat ay makakatulong sa pagkukumpleto ng salaysay at sa pagbatid sa buong katotohanan.

Kung ano po ‘yung bigat o gaan ng partisipasyon ng sinuman, hindi po para sa akin para maghusga hinggil diyan dahil ‘yon nga ang layunin ng pagsisiyasat, ‘yung alamin ‘yung mga kung sino ang may pananagutan at kung paano sila dapat na managot.

Ms. Dizon: Sir, ‘di ba po kahapon may panawagan na for General Purisima to come out and explain his side. Sir, dahil po nabanggit na ni Presidente last week na siya din po mismo kinakausap niya si General Purisima, hindi ba si Presidente na mismo ang dapat na magsabi kay General Purisima ‘non?

SEC. COLOMA: Meron namang umiiral na na proseso para doon sa pag-alam ng katotohanan. Iyong mga gumagawa ng ganyang panawagan, magkakaroon sila ng pagkakataon na marinig ‘yung gusto nilang marinig.

Sa aking nabasang ulat sa pahayagan, nagpahiwatig naman ang abogado ni General Purisima hinggil sa kanyang kahandaang magsalita.

Ms. Dizon: Sir, grabe po ‘yung… Up to now, grabe ‘yung backlash kay President Aquino on what happened. How is he confronting all of these harsh criticisms following ‘yung mga statements po niya ‘nung press conference last week?

SEC. COLOMA: Well, with equanimity and with objectivity dahil sinabi nga niya doon sa kanyang talumpati noong Biyernes, bilang Ama ng Bayan ay hindi dapat pairalin ‘yung galit o ‘yung emosyon dahil kailangang malaman ang buong katotohanan dahil ito ang magiging daan sa paggawad ng katarungan.

Kaya sa kasalukuyan ay ginagawa ng Pangulo ‘yung mga nararapat. Patuloy din naman siya sa pagganap ng kanyang tungkulin at binibigyan po ng pagkakataon nga lahat ng mga may maiaambag na mahalagang impormasyon katulad ‘nung mga troopers ng PNP-SAF na kanyang pinulong noong nakaraang linggo na ilahad ‘yung kanilang salaysay.

Dahil kung sa ngayon ay magsasalita ang Pangulo, baka may magsasabi naman diyan na nagkakaroon ng undue influence doon sa sasabihin ng mga hinihilingan ng testimonya. Kaya hihintayin muna ‘yung paglalahad ng kumpletong salaysay at sa takdang panahon, as appropriate, he will express his position on these matters.

Ms. Dizon: Sir, may possibility kaya na it would be an accepting responsibility as the Commander-in-Chief?

SEC. COLOMA: Lahat po ay isinasaalang-alang sa kasalukuyan at mas mainam po siguro na hintayin natin ‘yung pagsasagawa ng kumpletong pagsasalaysay.

Sa lahat naman po ng pagkakataon ay kinikilala ng Pangulo na siya ay Ama ng Bayan, kasama na po diyan ‘yung pagiging Commander-in-Chief, at hindi naman po siya tumatanggi sa kanyang responsibilidad bilang Chief Executive ng ating bansa.

Mr. Dela Peña: Sir, kunin ko lang po ‘yung panig ng Palasyo kasi po may kumakalat po na mga destabilization efforts and even Archbishop (Oscar) Cruz was invited to be part of this. Ano po ‘yung take po ng Palasyo on that?

SEC. COLOMA: Well, sa kasalukuyang panahon ang pinakamainam ay huwag po tayong padadala sa mga naglalako ng mga kuwentong hitik sa intriga at wala namang kongkretong batayan dahil hindi po ‘yan nakakatulong sa ating bansa.

Mr. Taguinod: So, wala hong katotohanan ‘yung mga kumakalat na nagsasagawa ng loyalty check ang Malacañang doon sa hanay ng mga pulis just to assure their loyalty to the country?

SEC. COLOMA: Ang hinahangad po natin ngayon malaman ‘yung katotohanan kaya’t hindi nga tayo naglalako ‘nung mga haka-haka at espekulasyon.

Wala po tayong kongkretong batayan… Kung wala din lang kongkretong batayan, mas mainam na huwag nang patulan ‘yung mga ipinapalutang na mga kuwento.

Mr. Dela Peña: Sir, si Archbishop Cruz kasi po siya mismo ‘yung nagsabi na may invitation po sa kanya.

SEC. COLOMA: Siguro ay personal na desisyon niya ‘yon. Hindi naman siya public official na may pananagutan sa atin. Nasa kanya na pong pagpapasya ‘yon.

Anjo Almario (9 News): Sir, may info na po from SC (Supreme Court) na dininey (deny) na po ‘yung Palace MR (Motion for Reconsideration) on DAP (Disbursement Acceleration Program). Any reaction on this, sir?

SEC. COLOMA: Kailangan pong ma-verify po natin ‘yan at maunawaan ‘yung kanilang desisyon. Mahirap namang magkomento sa narinig lang na hindi pa nakikita mismo ‘yung pasya dahil mahalagang usapin ito.

Hihintayin na lang naming mabatid kung ano ‘yung ganap na desisyon at mabasa ‘yung desisyon para maunawaan.

Ms. Dela Fuente: Sir, ang sabi ng SWS doon sa latest survey po, 27 percent daw po ‘yung inangat doon—umangat sa 27 percent ang unemployment rate for the last quarter of 2014. Ano po ‘yung mga programang gagawin ng gobyerno para mabigyan pa ng higit na trabaho ‘yung mga tao?

SEC. COLOMA: Ibayong determinasyon sa bahagi ng pamahalaan ang paiiralin upang matugunan ‘yung pangangailangan ng hanapbuhay dahil mahalaga ito sa kabuhayan ng ating mga mamamayan. Pansinin lang natin, katulad ng dati, na naiiba ‘yung paraan ng SWS (Social Weather Stations) sa pagsukat sa dami ng walang trabaho.

Naiiba ito doon sa Labor Force Survey na isinasagawa ng ating pamahalaan na ayon sa mga pamantayan ng United Nations International Labor Organization.

Ayon doon sa isinasagawa ng DOLE (Department of Labor and employment), noong Oktubre ay bumaba sa 6 percent ‘yung ating unemployment rate at ito na ‘yung pinakamababa in recent memory.

Ngayon dito sa SWS survey, sinasabing mataas ‘yung bilang. Kaya’t ang pagharap natin dito ay ‘yung mga kongkretong programa ng pamahalaan hinggil sa economic development at employment generation.

Ang ating pakay ay makapaglikha ng mga tinatawag na highly remunerative jobs, ‘yung quality jobs para may estabilidad ang empleyo ng ating mga mamamayan at magagamit ‘yung kanilang likas na talino at galing.

Kaya ‘yan ang inaasikaso ng ating pamahalaan. Kasama din diyan ‘yung mga patuloy na pagpapatupad ng mga programa ng TESDA (Technical Education and Skills Development Authority) para magkaroon ng employable skills ang ating mga mamamayan.

Kaya’t puspusan pa rin ang pagsisikap na maibaba ang bilang ng mga walang trabaho. At kahanay din diyan ‘yung mga programa on poverty reduction and social protection.

Ms. Dela Fuente: Sir, a number of ‘yon pong mga walang trabaho ay dahil natapos na ‘yung kanilang kontrata, and contractualization is one of the problems na nire-raise ng mga labor groups kahit po doon sa mga dialogue sa Presidente. May concrete actions na ho ba para wakasan ‘yung contractualization?

SEC. COLOMA: Bahagi ng reyalidad ng pandaigdigang ekonomiya ‘yung nabanggit mo dahil nga nagbago na ang employment landscape dahil sa konsepto ng global economy.

Ang mahalaga ay ‘yung mayroon bang kapakipakinabang na empleyo ang ating mga kababayan.

Halimbawa, ‘yung isa sa mga pinakamalaking sektor in terms of employment generation ay ‘yung IT-BPO sector.Strictly speaking, contractualization ‘yon dahil mayroong specified contract pero sino naman ang makatatanggi na ito ang isa sa pinaka-significant na employment generator natin na nagbibigay ng mataas na pasahod at kinikilala ‘yung lakas at husay ng ating mga manggagawang Pilipino.

Kaya dapat siguro unawain ang konteksto nito at unawain din na matagal ng nagbago ang ekonomiya ng buong daigdig at kinakailangang maging alerto tayo at responsive tayo doon sa mga developments na ‘yan para mabigyan natin ng makabuluhang hanapbuhay ang ating mga mamamayan.


Ms. Andrada: Kamusta daw po ang relationship ni Pangulong Aquino at saka ni DILG Secretary (Mar) Roxas kasi po si Secretary Mar noong weekend parang ang dating ang sinasabi niya “Wala akong magawa, hindi naman ako makabigay ng tulong dahil wala nga akong alam.”

SEC. COLOMA: Mainam at matibay ang kanilang pagsasama at pagkakaibigan. Iyon po ang batid natin.
