Tagalog news: 54,656 katao, nailikas bago manalasa ang bagyong "Ruby"

LUNGSOD NG LUCENA, Quezon, Dis. 11 (PIA) --Umabot sa 54,656  katao  mula sa 12,637 pamilya na pawang naninirahan sa mga coastal  barangays  sa iba’t-ibang bayan ng lalawigan ang nailikas ng mga local disaster risk reduction and management councils (DRRMC) patungo sa mga evacuation centers  bago pa man dumating ang bagyong “Ruby” sa lalawigan kung saan sumailalim sa storm  signal no. 2 nong Disyembre 8.

Sinabi ni Dr. Henry Buzar, provincial civil defense coordinator  at Quezon provincial disaster risk reduction management council (PDRRMC) hed na bago pa man manalasa ang bagyong “Ruby” ay nag-utos na ang Quezon PDRRMC, MDRRC at BDRRMC ng forced evacuation sa mga residente na malapit sa dagat  o coastal barangays  at  mga ilog upang maiwasan ang mga sakuna kagaya ng pagkalunod dulot ng pagbaha.

Inihanda din ng pamahalaang panlalawigan sa pamamagitan ng Quezon PDRRMC ang rescue team para sa agarang pagliligtas ng mga biktima ng  bagyo gayundin ang  damage assessment team upang makatuwang ng Quezon PDRRMC sa pag-uulat ng mga naapektuhan ng bagyong “Ruby”  at tuloy matulungan kaagad ng mga kinauukulang ahensiya ng pamahalaan at maging ng local disaster risk reduction and management council.

Iniulat din ng Quezon PDRRMC na isang bata  na nakilalang si Aris Mercadejas, 10 taong gulang  ng barangay Caridad Ibaba, Atimonan ang natagpuang patay  sa  kasagsagan ng bagyo matapos aksidenteng mahulog sa Caridad bridge at tangayin ng malakas na agos ng tubig ulan sa ilog.

62 4Ps beneficiaries finish college under SGPPA

INDANG, Cavite, Dec. 11 — A total of 62 beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) graduated recently from the Cavite State University (CvSU) here with three graduates awarded with distinction.

Under the Students Grants-in-Aid Program for Poverty Alleviation (SGPPA), selected beneficiaries from the province of Quezon and Rizal finished their ladderized courses in Agriculture, Office Administration and Electronics.

Among the graduates awarded with distinction are Rochelle Perlas and Christopher Briones from Quezon province, and Rodessa Aparante from Rizal.

The SGPPA is a project of the Commission on Higher Education (CHED) that aims to increase the number of college graduates from poor households and help them get employment upon graduation.

The SGPPA provides cash grant of P30, 000.00 per semester to members of 4Ps households who are high school graduates and are not more than 30 years old.

Said grant covers tuition, board and lodging and other school-related expenses such as books, uniform and school supplies.

Meanwhile, CHED expanded the SGPPA coverage with 2, 800 college scholars this year from about 70 student-beneficiaries last year. (FSC, PIA-4A with reports from DSWD-4A)

Palace extends condolences to family of Overseas Filipino Worker executed in Saudi Arabia
The Palace on Sunday extended its condolences to the family of the Overseas Filipino Worker recently executed in the Kingdom of Saudi Arabia.

“Nalulungkot po tayo sa pagtanggap ng balita hinggil sa execution ng ating kababayang si Ginoong Carlito Lana sa Kingdom of Saudi Arabia. Nagpahayag na po ang ating Department of Foreign Affairs (DFA) ng pakikiramay sa kanyang pamilya,” said Presidential Communication Operations Office Secretary Herminio Coloma, Jr., in a radio interview over dzRB Radyo ng Bayan.

On Saturday, the DFA confirmed the beheading of Lana.

Lana, 37, was sentenced to death for the killing of Saudi national Nasser Al-Gahtani, his employer, on December 2010.

“Siya (Lana) ay hinatulan pagkatapos na tumanggi ang pamilya ng kanyang biktima na magsagawa ng isang tinatawag na ‘tanazul’ o affidavit of forgiveness bilang kapalit ng blood money. Sa ilalim ng batas na shari’ah, ang pinakamalapit na kamag-anak ay maaaring magdesisyon hinggil sa pagpapatupad ng hatol na kamatayan o death sentence,” Coloma explained.

The Communications Secretary noted that the Philippine government has provided assistance to Lana during his trial through hiring the services of the law firm Al Quwaizani Law Office.

“Ang atin pong pamahalaan ay nagbigay ng lahat ng kinakailangan at kinauukulang pagtulong kay Ginoong Lana at tiniyak po na ang kanyang mga karapatang legal ay iginalang at sinuportahan sa buong prosesong panghukuman o judicial process,” said Coloma.

He added that the DFA is also assisting other Filipinos facing similar predicaments abroad.

“Nananawagan po ang ating pamahalaan sa lahat ng ating mga kababayang nakatira o nagtatrabaho sa ibang bansa na tumalima sa mga lokal na batas kung saan sila naroon at iwasan po ang masangkot sa mga kriminal na aktibidad para hindi na po maulit itong kalungkot-lungkot na pangyayaring ito,” said Coloma. Palace hopeful that the trend in 'emergency preparedness' will continue
The Palace said on Sunday that it is hopeful that the country’s emergency preparedness shown in the recent onslaught of Typhoon Ruby will continue. 
“Marami po ang tumugon doon sa panawagan ng forced evacuation at nakiisa sa panawagan ng pamahalaan. Tila nabubuo na ‘yung kultura ng emergency preparedness at sana ay lalo pang lumawak at lumalim itong paniwalang ito para sa kaligtasan nating lahat,” said Communications Secretary Herminio Coloma, Jr., in a radio interview over dzRB Radyo ng Bayan.
According to the National Disaster Risk Reduction and Management Council (NDRRMC) as of 6 a.m. Saturday, some 62,768 families or 306,192 people were currently being served inside and outside 1,064 evacuation centers.        
NDRRMC recorded 11 confirmed fatalities due to Typhoon Ruby.
“Muli po ay nagpapasalamat tayo at bumabati sa lahat ng mga komunidad, sa mga barangay, bayan, lungsod, lalawigan, at rehiyon na nagbigkis-bigkis at nagkaisa sa paghahanda doon sa nakaraang banta ng Typhoon Ruby at sana po ay manatili itong ganitong pagkakaisa at katatagan natin,” said Coloma. President Aquino brings up 'pyramid scam' issue with Malaysian Prime Minister Najib
(BUSAN, South Korea) President Benigno S. Aquino III said he brought up the issue of the "pyramid scam," particularly concerning Manuel Amalilio, founder of Malaysia-based investment company Aman Futures, with Malaysian Prime Minister Najib Razak last Thursday.

The two leaders had a bilateral meeting on the sidelines of their attendance of the 25th Anniversary of the Association of Southeast Asian Nations - Republic of Korea (ASEAN-ROK) Commemorative Summit here.

“Pwede bang sabihin ko na lang sa inyo, pinag-usapan namin ang tungkol kay (Manuel) Amalilio and there was a very good response from Prime Minister Najib (Razak),” President Aquino told the media during his regular coffee meeting with them on Friday when asked about the issues raised during the bilateral meeting.

President Aquino declined to expound on the details of his discussion on Amalilio, saying only that he does not want to preempt a “nice development” that he expects to happen soon.

The Philippines has been seeking the extradition of Amalilio, a Filipino of Malaysian descent who had reportedly duped thousands of Filipinos in a P12-billion investment pyramiding scam.

Having managed to evade arrest, Amalilio fled to Malaysia where he was apprehended for carrying a fake passport. After facing a two-year jail sentence, he was freed by Malaysian authorities.

The Malaysian Ministry of Home Affairs has since rejected the appeal of the Philippine government to extradite Amalilio, allowing him to elude the syndicated estafa case filed against him in the Philippines.

While there is no extradition treaty between the Philippines and Malaysia, the Department of Justice has vowed to have Amalilio deported and brought to justice.

Aside from Amalilio, President Aquino also discussed with Prime Minister Najib the kidnapping incidents concerning Malaysians. PND (jb)

President Aquino elated over several good news this week
President Benigno S. Aquino III said he is glad about the good developments in the country this week that would benefit the people in the long term.

Upon arriving from South Korea on Friday evening, the President said in his arrival message that he was happy about the recent credit rating upgrade from Moody's, a major credit rating agency.

This shows investors' confidence on the Philippines, he said.

Another good news is the selection of the Philippines for another compact under the Millennium Challenge Corporation, the President said noting it was a vote of confidence for his administration's reforms in the righteous path.

The Philippine government also got another favorable ruling form the court in its case against Fraport, a German company, for the anomalous construction of the NAIA Terminal 3.

"Ito pong kasong ito, round two na nga po ito, at panalo na naman po tayo," he said.

Also, the Supreme Court issued a positive ruling for the Coco Levy Fund, which is a Christmas gift for coconut farmers asking for justice in the controversial case.

Just recently, the President met coconut farmers in Malacanang for a dialogue. He also spelled out his administration's plans for the coconut sector for its further development.

Now, the challenge is to come up with more good news through more aggressive implementation of projects and programs to make the country's transformation permanent, he stressed.

"Sa ating bawat aktibidad, malinaw ang ating tutok: walang sinumang Pilipino ang dapat maiwan. Sa pagtungo nga po natin sa Korea, talagang sinagad natin ang pagkakataong hatid nito para isulong ang kapakanan ng ating mga Boss," he added.

In his meeting with President Park Geun-hye, the South Korean leader mentioned his government's thrust to strengthen the partnership between South Korea and the Philippines.

Aquino inspects Korean aerospace facility, expects delivery of fighter jets next year
President Aquino said he met top executives of the Korea Aerospace Industries, the manufacturer of FA-50 jets that the country ordered to modernize its Air Force.

The Philippines sealed a contract with Korea Aerospace Industries for 12 FA-50 jets for the refleeting of the Philippine Air Force.

"Sa susunod na taon po, lalapag na sa ating bansa ang unang dalawang unit ng mga makabagong aircraft na ito para sa ating Sandatahang Lakas," the President said in his arrival speech at the Ninoy Aquino International Airport Terminal 2 on Friday.

"Sa harap nga po ng modernong mga pasilidad at kagamitan na ito ng ibang bansa, lalo pa tayong ginaganahang magpursige sa pagtupad ng ating hangarin: ang itaguyod ang maaasahang kasundaluhan, tungo sa mas epektibong serbisyo sa sambayanang Pilipino."

In his every visit to other countries, other nations become more and more confident on the Philippines, according to the president.

Maintaining strong ties with other nations would mean better regional stability and development, he added.

"Patuloy lang nating palakasin ang ating pag-aambagan upang higit pang mapabuti ang estado ng bansa, at ng ating mamamayan," he said.

The President inspected one of the fighter jets to be acquired by the Philippines from South Korea, before returning home on Friday.

He met with Korea Aerospace Industries (KAI) President and Chief Executive Officer Sung Yong-ha and several Korean Air Force officials at the Gimhae Airbase to check one of the 12 FA-50 fighter jets.

In his interview with the Philippine media delegation in Busan Friday, he said two of the fighter jets are scheduled to be delivered in December next year, and the rest will be completed by 2017.

President Aquino underscored the importance of acquiring new fighter jets, noting that the last time the country had acquired such aircraft was in 2005.

He said it would enhance the capability of Filipino pilots to fly such type of airplanes for military operations.

The President joined other leaders in the region for the 25th anniversary of the Association of Southeast Asian Nations-Republic of Korea (ASEAN-ROK) Commemorative Summit. PND (jb/as)

South Korea grants Philippines $500-million concessional loan
The South Korean government is extending $500 million framework agreement loan for the country's development projects, President Benigno S. Aquino III announced upon his arrival from South Korea Friday evening.

The fund is a concessional loan with favorable interest rate for the Philippines, the President said in his arrival speech at the Ninoy Aquino International Airport Terminal 2.

Aquino said the loan was on top of the $5-million and $20-million grants Seoul is extending to the Philippines for the rehabilitation and reconstruction efforts in the areas struck by Typhoon Yolanda last year.

President Aquino did not elaborate about the loan but he said it was called a “concessional loan" that offered a good interest rate. President Aquino said the loan was discussed during his bilateral meeting with South Korean President Park Geun-hye last Thursday.

“Napakaganda po ng interest na ipagkakaloob sa atin, at kung tutuusin ay talagang tinutulungan lang tayo sa ating mga proyektong pampaunlad,” he continued.

South Korea also spelled out development plans for Mindanao and other parts of the country, the President added.

"Balak pa nga nilang ipatupad ang infrastructure development program ng Korea International Cooperation Agency para sa Mindanao, kasabay ng pagpapatuloy ng mga programa nila para sa capacity-building sa Bangsamoro."

During the meeting with President Park Geun-hye, the South Korean leader mentioned the interests of South Korean businessmen to invest or expand in the Philippines.

President Park also shared the expertise of South Korea on port development particularly on building coastal breakwaters, something that could be adopted in the Philippines.

"Hindi nga po natin tatanggihan ang pagbabahagi ng ganitong kasanayan at kaalaman, lalo pa’t galing ang mga ito sa isang bansa na malapit sa atin at talagang hinahangaan sa mga naturang larangan," he stressed.

Aside from sending Araw troops, (South Korean soldiers) immediately after the onslaught of Typhoon Yolanda last year, South Korea also donated $5 million to help the survivors.

This time, South Korea is extending another $20 million in assistance for the rehabilitation of devastated areas in Eastern Visayas, the President said.

"Ganito nga po ang bunga ng matalik at malalim na ugnayan: Pagdadamayan na nakaangkla sa hangaring bigyang-lakas ang kapwa para sa ikabubuti ng nakakarami o ng lahat."

President Aquino says National Police Chief should respect Ombudsman’s suspension order
(BUSAN, South Korea) President Benigno S. Aquino III has agreed that embattled Philippine National Police (PNP) Chief Director General Alan Purisima should accept the preventive suspension order issued against him and 11 other PNP officials by the Ombudsman.During his traditional coffee meeting with the Philippine media delegation here on Friday, the President said that while the PNP Chief has to follow the rule of law, he should also be accorded all the legal rights due him to defend himself.
“Bottom line is, there is an order from the Ombudsman, he will have to undergo the processes and one of them is this preventive suspension, and the other aspect is, like any other citizen, he has the right to defend himself,” President Aquino said.
With General Purisima’s absence, he said Deputy Director General Leonardo Espina, who has been designated as Officer-in-Charge, should lead the 150,000 strong PNP.
“Having a concept of OIC or not, he is the head at this point in time. If somebody does not follow him, that person gets removed,” the Chief Executive said.
He however related that he is already looking for a permanent successor to the embattled PNP Chief as General Espina is also set to retire soon.
“General Espina will not be in the service that much longer. And General Purisima will reach 56 by 2015. So with or without the issue, we are also searching. We will look at the track record of all contenders,” President Aquino said.
Senate President Franklin Drilon earlier urged the President to decide on the fate of Purisima, worrying about the limited powers of an OIC, considering the forthcoming two major events in the Philippines -- the Papal visit and the Asia-Pacific Economic Cooperation (APEC) activities next year.
The President, meanwhile, said Purisima’s suspension should not affect the entire PNP institution and every police officer should follow the instructions of the Officer-in-Charge.
The Ombudsman has ordered the suspension of Purisima for six months over an allegedly anomalous courier service contract for the delivery of gun licenses back in 2011. PND (jb)

Government to grant housing rehabilitation aid to typhoon victims
(BUSAN, South Korea) The government will extend housing rehabilitation assistance to the victims of Typhoon Ruby (international name: Hagupit) to help them get back on their feet, President Benigno S. Aquino III said Friday.During his coffee meeting with the Philippine media delegation here, the President said the government is ready to offer a cash subsidy, amounting to P10,000 to P30,000, depending on the extent of the damage wreaked on houses in areas battered by the strongest typhoon to hit the country this year.
The President noted that the government has adequate funds to attend to the needs of the typhoon victims.
“(Budget) Secretary (Florencio) Abad has not warned me that there is a shortage of funds, so the assumption is, the message to me before the NDRRMC meeting was that we have adequate funds, and that there are new funds going to be made available as soon as the 2015 National Budget is signed into law. So, I think, we don’t have any fears regarding funding for assistance for Ruby,” he said.
President Aquino said there is still some P7.3 billion in funds the government could use, which is the balance of the 2014 National Disaster Risk Reduction Management (NDRRM) Fund and the Quick Response Fund.
In the General Appropriations Act for next year, he said, the government had proposed a contingency fund of P2 billion, NDRRM fund of P13 billion, and Quick Response Fund of P6.4 billion.
President Aquino also confirmed his plan to visit the areas struck by the typhoon upon his return to the Philippines.
He said that while there was no major damage to infrastructure, he would like to ensure that the displaced families are safe and their livelihood restored.
The President meanwhile expressed disappointment over the government’s failure to attain zero casualty but noted the “significant” improvement on the cooperation between the government and the public that enabled them to minimize the loss of lives during the onslaught of Typhoon Ruby.
“Compared to ‘Yolanda’, I think there is significance in the cooperation between the government, the citizenry, and the private sector. But, of course, as you all know, I am never satisfied. I will be asking: “What more can we do to prevent such?” he said. PND (jb)

President Aquino attends mass in Las Pinas celebrating Senator Manny Villar's 65th birthday
President Benigno S. Aquino III attended a mass Saturday celebrated for the 65th birth anniversary of former senator Manuel Villar in Las Pinas City.

The President arrived around 9 a.m. at the Sanctuario de San Exekiel in Las Pinas City for the mass. He was accompanied by Public Works and Highway Secretary Rogelio Singson.

In his message, the President praised the former senator for his humility and sportsmanship after losing the presidential race in 2010. Although fierce adversaries during the campaign, Senator Villar conceded immediately after realizing his defeat, the President said.

The former senator also offered whatever assistance he can give to the Aquino administration after the election, the President noted.

Also during the mass, Sen. Cynthia Villar, the wife of Senator Manny Villar, announced that the former senator was donating his retirement pay for a project in Balanga in Bataan. The former senator's family originated from Orani, Bataan.

Sen. Cynthia Villar run under the banner of the administration during the senatorial election in 2013. She is one of the President's ally in the Senate. PND (as)

President Aquino generally ‘happy’ with response of government agencies to Typhoon Ruby—Palace
President Benigno S. Aquino III was generally ‘happy’ with the results of both the local and national governments' preparations in response to Typhoon Ruby, a Palace official said Saturday.

Deputy Presidential Spokesperson Abigail Valte said President Aquino took the preparations made by the agencies concerned quite positively, but he was still aiming for some improvement, especially in terms of their actions on the ground.

“Maganda naman po ang naging pagtingin ng ating Pangulo doon sa ating mga naging preparasyon at sa ating mga naging kilos. Ngunit ang sinasabi naman nga ng Pangulo is that ‘I’m never satisfied,’” Valte said in an interview over the state-run dzRB, Radyo ng Bayan.

“Ang iniisip po niya, hahanapan pa po natin ng paraan or further ways to improve our actions on the ground. But, so far, mukhang naging masaya naman din po ang Pangulo sa mga naging resulta ng ating preparasyon at pagkilos ng pamahalaan,” she said.

Valte said the initial challenge that agencies had to endure during the typhoon's onslaught was the issue on communications, as lines went down, but once they overcame that they were able to run the relief operations smoothly.

“Noong as early as the third (or) the second day po yata, nakalapag na po ang mga C-130 natin sa Borongan Airport—naka-tatlong batch na po yata ng baba ng personnel at ng relief goods—para sa mga nasalanta sa Eastern Samar,” she said.

Moving forward, Valte said, the government’s primary concern is to find out what other assistance could be extended to families displaced by the typhoon, especially in terms of food and shelter.

“Ngayon ay nagbibilang po tayo ng mga na-damage (na kabahayaan) at kailangan po, moving forward, ay ma-plano nang maayos kung paano po ang magiging rehabilitasyon ng mga ito," she said.

Valte mentioned that the lessons everyone learned from last year’s Typhoon Yolanda helped greatly in dealing with Typhoon Ruby, enabling the government to save more lives and minimizing the overall impact of the storm.

Typhoon Ruby has 19 casualties, according to latest figures from the National Disaster Risk Reduction and Management Council (NDRRMC), a stark improvement compared to the thousands of lives lost in the aftermath of previous storms.

“Hindi naman po natin sinisino ‘yung pagkawala ng isa hong buhay dahil buhay pa rin po ‘yon. Ngunit, tingin ko, sa extent nang pag-prepare natin at sa dami ng taong talagang—the literal number of people who were placed in harm’s way because of the typhoon... the track of Typhoon Ruby, hindi po naging mataas ang numero ng ating mga naging casualties compared po doon sa mga nakaraang bagyong dumaan,” Valte said.

Additionally, the lessons learned from Typhoon Ruby shall likewise be applied to future incidents to adjust “what other positives we can refine to be able to deliver services to the ground at the quickest possible time,” Valte said.

In his arrival statement Friday evening, President Aquino himself mentioned that the government continues to improve its disaster response measures.

President Aquino came from a trip to Busan, South Korea where he attended the 25th anniversary of the Association of Southeast Asian Nations-Republic of Korea (ASEAN-ROK) Commemorative Summit.

“Habang naroon tayo, nilubos din natin ang pagkakataong makasalamuha ang mga lider ng mga kapatid nating bansa sa ASEAN na nagpaabot ng kanilang mga mensahe sa ating kahandaan sa pagharap sa Bagyong Ruby. Changing people's perception on disasters, a major feat for government, says official
Infusing a culture of preparedness in the people's consciousness is already a major feat for the government, especially in the midst of yearly typhoons that hit the country, a Palace official said on Saturday.

As the country bids farewell to the year 2014, Deputy presidential spokesperson Abigail Valte was asked about the Aquino administration's major achievements for this year.

Valte told dzRB Radyo ng Bayan in an interview that it's hard to come up with a definite list of achievements, because while the country was able to overcome many challenges this year, the Philippines still has to confront many other hurdles.

"Perhaps… And because this is recent—and this is not, by far, the greatest, perhaps, in our view—but coming off from our recent experience with Typhoon Ruby, we’re hoping that we are evolving to what you call a ‘culture of preparedness'," Valte said.

Given that there are 20 typhoons on the average that pass through the country, Valte said they are hoping that with the recent experience with Typhoon Ruby, the government, as well as the local population have started to show an evolving or developing culture of preparedness given the geographic placement of the country.

Last week, officials said people in the typhoon's path voluntarily submitted themselves to evacuations, securing themselves and their families from harm.

This is a new response from the people, they said, because in the past, the government had difficulty encouraging the people to relocate to safer grounds during impending disasters.

In November last year, more than 7,000 people died or went missing following the devastation of Typhoon Yolanda. The typhoon also caused massive property destruction in Eastern Visayas region, driving thousands of people deeper into poverty.

Valte was also asked about the gains from the Philippines' participation in the 25th ASEAN Commemorative Summit in South Korea.

She said that coming off from the country’s experience from Typhoon Ruby, the typhoon makes it very real to the country's neighbors in the ASEAN, as well as South Korea, the need for an increased awareness and action on disaster risks.

"And, as the President said, we also have many lessons to learn from South Korea when it comes to disaster risk mitigation," she noted.

"So it’s an opportunity really to highlight the evolving needs of countries as they face issues brought about by climate change."

DSWD to distribute ‘Noche Buena’ food packs to families displaced by Typhoon Ruby —Palace
The Department of Social Welfare and Development (DSWD) will distribute some ‘Noche Buena’ food packs to families displaced by Typhoon Ruby to somehow help them get into the spirit of Christmas.

Deputy Presidential Spokesperson Abigail Valte relayed this in an interview, Saturday, when asked of the government’s plans for the thousands of families affected by the typhoon in time for the holidays.

“Apart from the assistance na ibinibigay po natin sa kanila, minsan ‘pag natataon sa Pasko at mayroon pa tayong mga kinakalinga sa mga evacuation centers, ang DSWD po ay kahit paano tinataon po nila at nakapaglalabas sila ng mga Noche Buena food packs para doon sa ating mga kababayan sa evacuation centers para kahit paano naman po ay mayroon pa rin po silang kaunting maramdaman sa ating Pasko,” Valte said over state-run dzRB.

Currently, there are 62,768 families or 306,192 persons staying in 1,064 evacuation centers in the aftermath of Typhoon Ruby, according to latest figures from the National Disaster Risk Reduction and Management Council (NDRRMC).

Overall, Typhoon Ruby affected a total of 823,589 families during its four-day stay in the country, according to NDRRMC. Among the regions impacted are in Central Luzon, Calabarzon, Mimaropa, Bicol, Western Visayas, Central Visayas, Eastern, Visayas, Caraga, and the National Capital Region. PND (hdc)

 


President Park extends sympathies to victims of Typhoon ‘Ruby’, vows aid in recovery work
(BUSAN, South Korea) Republic of Korea (ROK) President Park Geun-hye extended her sympathies to the victims of Typhoon Ruby (international name: Hagupit) during her bilateral meeting with President Benigno S. Aquino III at the Westin Chosun Busan Hotel here Thursday.

In her statement, President Park thanked President Aquino for attending the 25th Anniversary of the Association of Southeast Asian Nations (ASEAN) -- ROK Commemorative Summit despite the devastation caused by the typhoon in the Philippines.

“I also take a moment to express my deepest condolences and sympathies to you Mr. President and to the Filipino people for the loss of life and property as a result of Typhoon Hagupit,” Park said.

She assured that the Korean government would help in the recovery and rehabilitation efforts in the areas affected by the calamity.

For his part, President Aquino thanked President Park for the disaster assistance her country has been extending to the Philippines, especially during Typhoon Yolanda (international name: Haiyan), which left thousands of people dead and displaced last year.

He also recognized the support and assistance South Korea has extended during Typhoon Ruby, which battered Eastern Visayas and Southern Luzon last weekend.

“Your joint support group actually is still in Leyte and was part of those who have experienced Hagupit and they have built such a good rapport with the local government units, and there is a request for the extension of their stay there,” he said.

President Aquino earlier decided to cancel his trip to South Korea to monitor the developments of the typhoon.

President Aquino offers condolences to South Korea on sinking of fishing vessel
(BUSAN, South Korea) President Benigno S. Aquino III has offered his condolences to the people of South Korea on the sinking of the fishing vessel, Oryong 501, in which Korean and Filipino crewmen were killed.

President Aquino personally extended his sympathies during a bilateral meeting with Republic of Korea President Park Geun-hye shortly after his arrival here on Thursday.“He (President Aquino) expressed condolences on the recent sinking of the Korean fishing vessel, Oryong 501, in the Bering Sea, which is still the object of ongoing search and recovery efforts,” said Communications Secretary Herminio Coloma, Jr., who was present during the meeting.

Secretary Coloma said that of the 13 Filipinos reportedly working in the vessel that sank off Bering Sea, three have been rescued, three have been confirmed dead, and seven are still missing. Eleven South Koreans and 35 Indonesians also remain missing.
For her part, President Park extended her “deep apology” and sympathies to the families of the Filipinos who perished in the incident.

President Aquino also thanked President Park for South Korea’s extensive humanitarian, rehabilitation and recovery assistance in the aftermath of super-typhoon ‘Yolanda’ (international name: ‘Haiyan’) last year, said Coloma.

“He cited the joint support group or the Araw Troop, which provided assistance in Leyte and worked on the rehabilitation of schools, hospitals, welfare facilities and public offices, and conducted medical operations. South Korea also donated engineering equipment and supplies,” he said.

President Park then underscored South Korea’s continuing official development assistance to the Philippines, including the Jalaur River multi-purpose project in Iloilo, and the further development of the Laguindingan and Puerto Princesa airports.

Coloma said President Aquino recognized the substantial investments that Korean companies have brought into the country, particularly Hanjin and Phoenix Semiconductor Philippines Corp.

He added that the two leaders affirmed their countries’ agreement to ensure the smooth implementation of the employment permit system for Filipino workers in South Korea, as well as the strengthening of people-to-people exchanges, noting that South Koreans now comprise the largest contingent of tourists in the Philippines.

They also discussed a proposed bilateral agreement promoting cooperation in basic education and technical-vocational education, he added.

Meanwhile, President Aquino assured President Park of the Philippine government’s determination to resolve the pending criminal cases on the deaths of South Korean nationals, including the activation of Korean desks in police offices, deployment of tourist police units, and increased dialogue with the Korean community.

President Aquino flew to Busan, South Korea on Thursday to attend the 25th Anniversary of the Association of Southeast Asian Nations-Republic of Korea (ASEAN-ROK) Commemorative Summit.

Philippine government eyes comprehensive strategic partnership with South Korea

Aquino III has tabled his plan to form a “comprehensive strategic partnership” with the Republic of Korea (ROK) that aims to bring significant opportunities for the two countries. President Aquino presented the plan during his bilateral meeting with ROK President Park Geun-hye shortly after his arrival here on Thursday to attend the 25th Anniversary of the Association of Southeast Asia Nations (ASEAN) - ROK Commemorative Summit.
“President Aquino conveyed the Philippines’ intention to pursue a comprehensive strategic partnership with the Republic of Korea,” said Communications Secretary Herminio Coloma, Jr., who joined the President during the bilateral meeting at the Westin Chosun Busan Hotel.
“He noted that the two countries are ‘sister democracies’ that ‘face the same threats and challenges of an evolving region’, while sharing the ‘values of freedom, respect for human rights, and adherence to the rule of law’,” Coloma added.
The Palace official said President Park reaffirmed South Korea’s defense cooperation agreement with the Philippines, citing Manila’s acquisition of 12 FA-50 fighter jets from the state-owned Korean aerospace firm and Seoul’s donation of other combat equipment.
“She recalled that after President Aquino’s state visit last year, the Philippines initiated the acquisition of 12 FA-50 fighter aircraft, transport equipment and raw materials for the government arsenal, and is receiving a donation of a patrol combat corvette, a landing craft utility and 16 rubber boats,” said Coloma.
Before heading home, President Aquino is slated to meet with Korea Aerospace Industries (KAI) President and Chief Executive Officer Sung Yong-ha and ROK Air Force officials at the Gimhae Airbase for the inspection of the fighter jets, worth P18.9 billion.
This deal aims to bolster the Philippine military’s defense capability amid increasing tensions in disputed islands in the West Philippine Sea (South China Sea).
Coloma said regional security concerns were discussed during the bilateral meeting as the two leaders reviewed the situation in the Korean Peninsula and in the West Philippine Sea.

“President Aquino reiterated the Philippines’ support for efforts on the peaceful denuclearization of the Korean peninsula and the early resumption of the six-party talks,” he continued.
He noted the two countries’ ‘shared stake in maintaining unimpeded commerce and freedom of navigation in the region and sought South Korea’s continued support for the pursuit of a peaceful, rules-based resolution of disputes in the South China Sea,” he added. PND (jb)

President Aquino graces gala dinner hosted by South Korean President Park
(BUSAN, South Korea) President Benigno S. Aquino III, along with other leaders of the Association of Southeast Asian Nations (ASEAN), graced the gala welcoming dinner hosted by Republic of Korea (ROK) President Park Geun-hye on Thursday.

The ASEAN heads of state were joined by their respective spouses during the dinner, held at the Convention Hall of the Busan Exhibition and Convention Center (BEXCO) here.

Prepared by the Ministry of Culture, Sports and Tourism of the Republic of Korea, the gala dinner featured Korean cuisine and was accompanied by a program of traditional and modern dance, K-pop and digital displays.

South Korea is celebrating its 25th year of partnership with ASEAN member states.

A statement issued to reporters said the dinner created an atmosphere of harmony and goodwill among the leaders, and at the same time promoted closer friendship and a deeper understanding of Korean culture.

The VIP lounge was also decorated with Korean hanji, dyed fabric, paper windows and crafts. The event hall lobby featured lighting through hanji and traditional hanji windows.

The guests were entertained with cultural performances by the ASEAN-Korea Traditional Orchestra, National Dance Company of Korea, and a shadow performance entitled "Harmony."

The event was highlighted by a special performance by K-pop stars, which South Korea is widely known for.

Before the dinner, the President toured an exhibition of Korean traditional crafts at the convention center’s third-floor lobby, displaying the knots, white porcelain, jogakbo (patchwork wrapping-cloth), traditional and modern soban (portable small dining tables) and Tteoksal Dasik (Korean rice cakes).

Palace hopes Congress would immediately pass law allowing President Aquino to address power shortage
The Palace said Friday it hopes Congress would soon come up with a legislation aimed at addressing the looming power shortage in Luzon in the summer months of next year.

Commenting on reports that a senator does not see the urgency of passing the legislation, Presidential Spokesperson Edwin Lacierda said the Palace is hopeful that Congress could provide a solution to the impending power crisis by reconciling resolutions from both the House or Representatives and the Senate.

Malacañang has certified the legislation as urgent, asking for special powers for the President to effectively come up with a remedy to the possible power shortage.

"Again, the most expensive power is no power. If there is no power, it affects the economy; it affects the convenience of the consumers," Lacierda said during the daily press briefing.

"What we are trying to do is come up with the solution with the safeguards in mind. I am certain that safeguards will be provided to make sure that we are able to address the power situation in 2015."

The statement of some lawmakers are all speculations at this time, he said, adding however that the government is mindful of how to address the situation and how to best safeguard the people’s interests.

"At the end of the day, ang mahalaga rito is how do we address the power situation, the potential power outage in 2015," he said.

Senator Sergio Osmeña III, chair of the Senate energy committee, said on Thursday that there is no need to pass this year a Senate resolution granting President Aquino emergency powers to avert next year’s projected power shortage.

Osmeña said he has yet to study House Joint Resolution No. 21, granting the President powers to facilitate the “expeditious acquisition” of additional power-generating capacities.

Experts put the power shortage in the Luzon grid from March to July next year at 1,004 megawatts.

Under the House resolution, the Interruptible Load Program, fast-tracking committed projects, and plants for interconnection and rehabilitation could provide the additional generating capacity for Luzon. PND (as)

Government addressing underemployment, says Palace official
To address underemployment, the government is trying to improve education so that Filipino workers would land jobs that match their skills, a Palace official said on Friday.

"We are improving the kind of education necessary to ensure that we lower underemployment. Underemployment means you’re employed but hindi based on your skills," Presidential Spokesperson Edwin Lacierda said during a press briefing.

He was commenting on a Philippine Statistics Authority report that said that while unemployment in the country has gone down by about 120,000, underemployment has gone up by 490,000.

Lacierda said that the government is focusing on giving the people better education and skills to prepare them before entering the labor market.

One of the government’s thrusts, he said, is to enable the Technical Education and Skills Development Authority (TESDA) to give the people the education and skills they need to get better jobs.

“That’s why TESDA has expanded its field of training to so many fields now,” Lacierda said, adding that the government also has to improve the quality of education in the country.

He said the government is discouraging students from taking courses that are considered the “fad."

“The President early on said we should have an education that will match the jobs. Hindi ‘yung kung ano lang ang uso ngayon, and then five years after you graduate, hindi na uso,” he said, citing nursing as an example, in which nursing graduates could not find jobs in their field and have been forced to take on jobs not related to their nursing course. Ang pakikiramay ay pinarating ng Pangulong Aquino kay Pangulong Park Geun-hye ng Republika ng Korea nang dumating siya rito Huwebes.

“Pinaabot ng Pangulong Aquino ang pakikidalamhati niya sa paglubog kamakailan ng bapor-pangisda ng Korea, ang Oryong 501, sa Bering Sea na hanggang ngayon ay pinagtutuunan pa ng pagsisikap na matagpuan ang mga tauhan nito,” sabi ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office na kasama sa pulong ng dalawang Pangulo.

Sinabi ni Coloma na sa 13 Pilipino na sinasabing nagtatrabaho sa nasabing lumubog na bapor sa may Bering Sea, tatlo na ang nailigtas, tatlo ang napatunayang namatay na, at pito pa ang pinaghahanap. Labing-isang Koreano naman at 35 Indones ang hindi pa rin natatagpuan.

Samantala, ang Pangulong Park naman ay nagpaabot din ng pakikiramay sa mga pamilya ng mga Pilipino na nasawi sa pangyayaring ito.

Nagpasalamat naman ang Pangulong Aquino kay Pangulong Park sa puspusang pagtulong ng Timog Korea, lalo na sa rehabilitasyon at pagbabagong tatag pagkatapos manalanta ang Bagyong Yolanda (Haiyan) noong isang taon, sabi pa ni Coloma.

“Binanggit ng Pangulo ang magkasanib na pangkat o Araw Troop na tumulong sa Leyte at nagkumpuni ng mga paaralan, pagamutan, pasilidad na pantulong at maging tanggapang pambayan, bukod pa sa ginawang panggagamot at pagbibigay ng kagamitan sa inhinyerya at iba pang pangangailangan,” dugtong ni Coloma.

Binigyang diin naman ng Pangulong Park ang patuloy na opisyal na pangkaunlarang tulong nila sa Pilipinas, kasama na ang Jalaur multi-purpose project sa Iloilo, gayundin ang pag-aayos sa mga paliparan ng Lagindingan at Puerto Prinsesa.

“Sinabi niya ang state visit ng Pangulong Aquino noong isang taon kung saan sinikap ng Pilipinas na makabili ng 12 FA-50 fighter aircraft, transport equipment at mga kagamitan para sa arsenal ng pamahalaan, bukod pa sa pagtanggap ng donasyong patrol combat corvette, isang landing craft utility at 16 na tuber boats,” dugtong ni Coloma.

Bago umuwi ang Pangulo Biyernes ng gabi, nakatakda siyang makipagpulong kay Sung Yong-ha, pangulo at Chief Executive Officer ng Korea Aerospace Industries at sa mga pinuno ng Lakas na Panghimpapawid ng Timog Korea sa Gimhae Airbase upang maispeksiyon ang mga fighter4 jets na nagkakahalaga ng P18.9 bilyon.

Ang pakay nito ay mapalakas ang kakayahang pantanggulan ng Hukbo ng Pilipinas sa gitna ng umiigting na tensiyon sa pinag-aagawang mga pulo sa West Philippine Sea (South China Sea.)

Ayon kay Coloma, ang kalagayan ng pampurok na kapanatagan ay tinalakay sa pulong ng dalawang lider sa kanilang pag-uusap tungkol sa kalagayan ng Korean Peninsula at ng West Philippine Sea.

"Inulit ng Pangulong Aquino ang suporta ng Pilipinas sa mapayapang denuclearization ng Korean Peninsula at ang maagang pagpapatuloy ng six-party talks," sabi pa ni Coloma.

Ayon sa Kalihim, ang dalawang bansa ay “nagkaisang panatilihin ang walang sagabal na kalakalan sa pagitan nila at sa kalayaan ng nabigasyon sa rehiyon at hiniling ang patuloy na suporta ng Timog Korea sa pagtataguyod ng mapayapa, nakasalig sa mga tuntunin na pag-lutas ng mga sigalot sa South China Sea.” PND (jb/zaf)


Panauhin ang Pangulong Aquino sa 'gala dinner' na handog ng Pangulong Park ng Timog Korea
(BUSAN, Timog Korea) Ang Pangulong Benigno S. Aquino III at ang mga lider ng Association of Southeast Asian Nations (ASEAN) ay naging panauhin sa gala welcoming dinner na inihandog ng Pangulong Park Geun-hye ng Republika ng Timog Korea Huwebes ng gabi.

Kasama ng mga puno ng ASEAN ang kanilang kabiyak ng puso sa hapunang idinaos sa Convention Hall ng Busan Exhibition and Convention Center dito.

Inihanda ng Ministry of Culture, Sports and Tourism ng Republika ng Korea ang gala dinner na binubuo ng mga pagkaing Koreano at tinampukan ng programang nagtanghal ng tradesyunal at makabagong mga sayaw, gayundin ng K-pop at digital displays.

Ipinagdiriwang ng Timog Korea ang ika-25 taon ng pakikibalikat nila sa mga bansang kasapi ng ASEAN.

Sa pahayag na ibinigay sa mga reporter ay sinabing ang naturang hapunan ay naging daan para mag-ibayo ang pagkakasundo at magandang samahan ng mga lider. Gayundin ng pagsusulong nang higit pang pagkakaibigan at pag-unawa sa kulturang Koreano.

The Typhoon Ruby Response Pillar of the National Disaster Risk Reduction Management Council (NDRRMC) has created Rapid Damage Assessment and Needs Analysis (RDANA) teams to assess damages caused by the typhoon in Regions IV-B, VI, and VIII.

Aside from damage assessment, their tasks also include gathering of information on the hard-to-reach affected areas, to ensure that everybody is assisted.

Each team is composed of representatives of the Department of Social Welfare and Development (DSWD), Office of Civil Defense (OCD), Department of Health (DOH), Department of the Interior and Local Government (DILG), Philippine National Police (PNP), and Armed Forces of the Philippines (AFP), among others.

Earlier, the CARAGA-based Regional Disaster Response Team successfully conducted its RDANA in the provinces of Surigao Del Norte and Dinagat.

Regional teams are also currently undertaking RDANA in the provinces of Samar, Marinduque, Romblon, and other areas in Regions IV-B and VII.

Meanwhile, the Response Pillar announced that provision of relief support will continue until end of December 2014, especially food assistance for Eastern Samar which is the hardest hit area.

Early recovery initiatives such as repairs of damaged houses and construction of bunkhouses or temporary shelters will start before the year ends.

The Disaster Response Cluster had also prepared the timeline for a comprehensive relief and early recovery plan for all affected regions.f

Partial reports gathered by the Department of Education (DepEd) show that out of 9,193 schools that reported, only 101 schools incurred partial or total damage on account of TY Ruby. DepEd said that repair and rehabilitation of schools can be covered by the existing budget and will not require supplemental allocations.

As early as Tuesday, December 2, DepEd’s Disaster Risk Reduction and Management Office (DRRMO) began to issue SMS advisories to all regional and division offices directing them to take necessary precautions in anticipation of TY Ruby. Local division offices then coordinated with their respective local government officials to conduct preemptive suspension of classes. This gave school heads time to secure school structures and keep important documents. General preparedness measures were also circulated to ensure the safety of individuals within school communities.

Over the past week, DepEd has been compiling reports coming from different schools and divisions affected by TY Ruby. These have been collected using different channels such as SMS, email, or direct submissions to divisions. Crowdsourcing through the online #SchoolPatrolPH campaign was also reactivated as a tool to strengthen data gathering.

While minor damages have been reported, DepEd assures that measures are in place to guarantee continued delivery of basic education in affected areas. Notably, there has been close coordination between DepEd, both in the Central Office and the local offices, and the Education Cluster comprised of representatives from United Nations Children’s Fund, Save the Children, Plan International, World Vision, Smart Communications. Local offices have also convened meetings with partners to discuss assessment and identify needs. School heads have also been instrumental in providing quick and reliable information. This united front between DepEd and its partners in government and non-government institutions guarantees that education needs, such as tents and tarpaulins for temporary learning spaces, are met especially in places that need them the most.

Citing a report of the DOLE’s Bureau of Workers with Special Concerns, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said the results of the first Inter-Agency Meeting on the Implementation of the Batas Kasambahay show that kasambahay estimated to have been enrolled with the Social Security System (SSS) has reached 105,000 as of October, up by 100,000 from the 95,000 registered kasambahay before the law took effect.

Also, the result of the meeting show that from June 2013 to June 2014, the SSS has organized task forces in each of the country’s 16 regions to disseminate information on the Kasambahay Law.

“The Unified Registration System for kasambahay has been operational since 4 December 2013, and the SSS has reported some glitches, but it is coordinating with the PhilHealth and PagIBIG to address them. Also, the PhilHealth reported during the meeting that it has registered an average of 2,500 kasambahay during the last three quarters,” said Director Ahma Charisma Lobrin-Satumba of the BWSC in her report to Secretary Baldoz.

Satumba further said in her report that government agencies concerned with the implementation of the Kasambahay Law, namely the DOLE’s BWSC, Departments of Social Welfare and Development, Interior and Local Government, Philippine National Police, National Bureau of Investigation, non-government organizations and service providers, had held nine consultative meetings and had finalized the draft Protocol on the Rescue and Rehabilitation of Abused Kasambahay.

“I have been informed that the draft Joint Memorandum Circular on the Protocol will be signed soon at the meeting of the Human Development and Poverty Reduction Cluster of the Cabinet,” said Baldoz.

The Joint Memorandum Circular outlines the system and procedures in the rescue and provision of assistance to abused kasambahay and lays down the duties and responsibilities of concerned government agencies involved.

During the first inter-agency meeting, Satumba said the BWSC has stressed the need to develop monitoring indicators and a data base on implementation of the law.

On compliance with labor standards, the National Conciliation and Mediation Board reported during the meeting that requests for assistance (RFAs) involving kasambahay account for less than one percent of total cases handled by the NCMB and the DOLE, excluding cases li=odged at the National Labor Relations Commission.

“This year, the NCMB and the DOLE settled RFAs with monetary benefits amounting to P890,660 benefiting 121 kasambahay,” the NCMB told the inter-agency meeting participants.

The top three issues involved in RFAs filed, according to the NCMB, were non-payment of salary (26 percent); non-payment of SSS, PhilHealth, and PagIBIG contributions (19 percent) ; and underpayment of wages (14 percent).

On the adjustment of monthly minimum wage rates for kasambahay, the National Wages and Productivity Commission informed the meeting that the Rules and Procedures on Kasambahay Wage Setting was already published on 1 September 2014. It also said it is working with the Technical Eduation and Skills Development Authority on the competency-based wage setting for kasambahay.

Baldoz commended the BWSC for initiating the inter-agency meeting, saying the DOLE and partner-agencies need to discuss regularly emerging and recurrent issues arising from the Kasambahay Law’s implementation.

“We need to address these issues together, and meeting regularly will strengthen institutionalized response and coordination for the smooth implementation of the Kasambahay Law,” Baldoz said.

MMDA airport Christmas free shuttle service to start on Monday

The Metropolitan Manila Development Authority (MMDA) will dispatch shuttle services going to the Ninoy Aquino International Airport (NAIA) Terminals 2, 3, and 4 (formerly Domestic Airport) starting Monday (December 15) as part of its 12 Christmas traffic mitigating measures.

MMDA Chairman Francis Tolentino said that aside from providing convenience to passengers, this measure is aimed at reducing the number of vehicles going to the airports which is expected to increase as Christmas approaches.

"Instead of these passengers utilizing their own private cars or cabs to bring them to the airport, they can go as a group by availing of the free airport shuttle service we are providing."

Six public utility buses, including electric buses, identifiable by stickers bearing the words "MMDA’s Airport Christmas Shuttle", will be dispatched to Baclaran and SM Mall of Asia as pick-up points.

"The airport shuttle service will be free of charge for passengers only. They just need to show their airline tickets to avail of the service," Tolentino said. "We are targeting the travelers expected to go to the provinces to spend the holidays."

Last week, the MMDA, with the cooperation of public utility bus operators, dispatched similar shuttle services to six major malls along EDSA to provide hassle-free and safe transportation to mall employees and late-night shoppers.
The airport shuttle service will last until December 23.

A police officer whose exceptional intelligence work has led to the capture of notorious criminals and terrorists and the recovery of kidnap victims. A teacher who gives hope to out-of-school youth, indigenous communities and rebel returnees through literacy, with some of her students now employed here and abroad.

These are some of the people who make up the roster of this year’s Outstanding Public Officials and Employees, who will be awarded in Malacañan Palace on December 15 as part of the government’s Honor Awards Program (HAP). The awards rites will be led by Executive Secretary Paquito N. Ochoa Jr. on behalf of President Benigno S. Aquino III.

The HAP, administered by the Civil Service Commission (CSC), aims to recognize and reward state workers for outstanding work performance and consistent ethical behavior. Its goal is to motivate and inspire state workers to improve the quality of their performance and instill deeper involvement in public service.

CSC Chairman Francisco T. Duque III said while the rotten eggs in government are the ones getting the most attention from the public, there are many silent workers who go beyond the call of duty without expecting recognition or higher pay. “These people do not make it to the headlines but their deeds are nothing less than heroic. At the CSC, we call them lingkod bayani – mga lingkod bayang bayani.”

“Through the stories of HAP awardees, we want to inculcate the values of excellence and integrity, not only among state workers but also to our fellow Filipinos,” Duque added.

Three types of awards will be given. The Presidential Lingkod Bayan Award is conferred on an individual or group for exceptional contributions resulting from an idea or performance that had nationwide impact on public interest.

Having returned from her previous overseas employment in Dubai, Maricel Ladiao looks forward in her new venture as she expands her grocery store with rice retailing in their home in Puerto Princesa City, Palawan. The rice retail is part of the livelihood package OFW Ladiao received from OWWA through the Balik Pinas, Balik-Hanapbuhay Program.

Maricel Ladiao tried her luck overseas to help her husband, a mason and welder in their province, to finance the education of their four children, the eldest among them is currently a grade-9 student from Palawan National High School. “Gusto kong maghanda para sa kolehiyo ng aking anak”, she further added. However, she has not been able to finish her contract due to misunderstandings with her co-worker which resulted in souring relationship with her employer. The situation got out of hand which prompted her to seek the help of Philippine Overseas Labor Office in Dubai to assist her in going back to the Philippines.

Upon arrival, the Department of Labor and Employment – Overseas Workers Welfare Administration (DOLE-OWWA) gave OFW psycho-social services such as stress debriefing sessions. Furthermore, she received livelihood assistance as part of the reintegration program of DOLE-OWWA through the Balik Pinas, Balik-Hanapbuhay program. Under the program, a distressed OFW is qualified to be a recipient of livelihood starter kits to aid in starting again in the country and strengthen entrepreneurial skills of the OFW. With the mini grocery she had been able to invest during her stint as OFW, she plans to augment her existing business through rice retailing. “Mahirap magnegosyo ng puro utang at walang kapital”, OFW Ladiao said.

True to its mission, “Umulan ma’t umaraw, ang OWWA ay maasahan”. She is very happy and relieved that OWWA, through thick and thin, is ready to help OFWs, especially distressed ones like her to stand again through livelihood assistance programs.

Monetary Board keeps policy settings unchanged

At its meeting today, the Monetary Board decided to maintain the BSP's key policy rates at 4.00 percent for the overnight borrowing or reverse repurchase (RRP) facility and 6.00 percent for the overnight lending or repurchase (RP) facility. The interest rates on term RRPs, RPs and special deposit accounts (SDA) were also kept steady. The reserve requirement ratios were left unchanged as well.

The Monetary Board’s decision is based on its assessment that the inflation environment continues to be more manageable, with the risks to the inflation outlook remaining broadly balanced over the policy horizon. Latest baseline forecasts show a lower inflation path for 2014-2016 relative to the previous policy meeting, reflecting in large part the subdued outlook for global commodity prices. Inflation expectations are also generally lower and remain aligned to the inflation target. Meanwhile, output growth moderated in Q3 2014 as agricultural production contracted amid unfavorable weather conditions and as public spending slowed down. The Monetary Board also noted that while global economic conditions remain challenging, prospects for domestic activity continue to be firm, supported by strong domestic demand, robust bank lending growth, and buoyant business sentiment.

On balance, the Monetary Board is of the view that prevailing monetary policy settings remain appropriate given the manageable inflation outlook and favorable domestic growth prospects. Going forward, the BSP will continue to monitor evolving price and output developments and remains prepared to take appropriate measures as necessary to ensure that the monetary policy stance continues to support an environment characterized by price and financial stability.

The Philippine Statistics Authority (PSA) announces the release of the 2006 Input-Output (2006 I-O) Accounts of the Philippines publication. The publication is the tenth (10th) of a series for the Philippines since the construction of the first benchmark I-O Accounts in 1961. The 2006 I-O Accounts is a compilation of matrices showing the interrelationships of the different processes of production and the uses of goods and services as well as the income generated by production. It provides detailed measures of the economic structure of the country which are not shown in the regular releases of the national accounts.

Employment in October reaches 38.839 million; Baldoz says economy poised to sustain job growth

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday expressed confidence over the economy’s ability to create jobs as the Labor Force Survey registered 1.046 new employed persons in October 2014, bringing the total employment to 38.839 million, or a 2.8 percent increase, from the 37.793 million employed in October 2013.

“I am elated that we are closing the year 2014 with a generally positive employment picture, with total employment at its new high and unemployment at its lowest since April 2005,” she said after the Philippine Statistics Authority (PSA) released on Wednesday the results of the October round of the Labor Force Survey, the official measure of employment in the country.

Baldoz observed that the growth of 1.046 million, or 2.8 percent, in new employed persons in the 2014 October round of the LFS completes the successive growth in employment for the whole year of 2014.

“In the 2014 January LFS, employment grew by 606,000; then it grew by 1.654 million in the 2014 April LFS; and 1.061 million new employed persons were posted in the 2014 July LFS,” she said.

Baldoz noted that the source of employment growth continued to be the services sector, which absorbed 675,000 new employed persons, followed by industry, which pooled in 294,000 new employed persons, particularly construction (+285,000) and manufacturing (+24,000).

Almost all of the industry subsectors also grew, led by accommodation and food services (+165,000), wholesale and retail trade (+140,000), and public administration and defense (+91,000). Agriculture also posted growth of 77,000, a modest 0.6 percent increase from last year’s, with the fishing sub-sector leading the growth (+56,000).

She also observed that the quality of employment continues to improve, with wage and salary workers increasing by 770,000, or 3.5 percent, over the October 2013 data.

The same improvement, she said, is seen in the number of workers in private establishments, up by 3.6 percent, or 605,000, over the 16.855 million recorded in the previous year; in workers for government or government corporations, which increased by 126,000, or 4.3 percent; and in workers with pay in own family-operated farm or business, which grew by 11,000, or 10.1 percent.

“One good aspect of the robust employment growth is the growing private sector and wage employment. This is a good employment indicator because wage and salary workers, or the so-called formal sector workers, are more protected," she explained.

The labor and employment chief also observed that all key employment indicators were positive in the October 2014 LFS, with the labor force increasing by 925,000; labor force participation rate up 64.3 percent from the 63.9 percent in October 2013; unemployment higher at 94 percent from the 93.6 percent in the previous year; and the mean hours of work up 41.2 from the October 2013 mean hours of 41.

“Unemployment is down from 6.4 percent to 6 percent, and this is a very good sign,” she said.
However, she said that underemployment—which was up by 0.7 percent—continues to be a visible challenge that needs to be addressed.

“Also the proportion of self-employed and unpaid family workers to total employment which, though remains unchanged, is still at 39 percent. These are the vulnerable workers and we need to protect them,” she admitted.
Baldoz expressed optimism that the uptrend in employment will continue, saying her confidence is anchored on the overall effort and commitment of the government, including the DOLE, to implement programs, projects, and services that facilitate employment and make the business climate conducive for job creation and job generation.

“With the continued overall improvement in the employment situation, the DOLE under my watch will intensify some more our efforts to facilitate employment and enhance the employability of more Filipino workers and the productivity and competitiveness of business establishments, particularly the micro, small, and medium enterprises which account for 99 percent of all businesses and 61 percent of total employment in the country,” she said.

“In convergence with other government agencies, for example, we will be relentless in 2015 in delivering up-to-date and relevant labor market information to our workers, in enhancing their skills to increase their employability, and in providing free technical assistance, programs, and services to MSMEs to improve their productivity and, thus, their ability to hire more workers," she explained.

"With our new labor laws compliance system already in place and proving to be helpful and effective, we shall also continue to raise awareness on general labor standards and occupational safety and health to foster a culture of voluntary compliance with all labor laws. We shall also continue the winning ways of the already institutionalized mechanism of conciliation and mediation in settling all kinds of labor issues and disputes to sustain our new-found reputation as a regional hub of industrial peace that will attract more job-generating investments," she added.

Another first for the DOLE TESDA brings skills assessment and certification to Dubai; Baldoz awards certificates to 102 OFWs Dubai, UAE—Announcing that it was another first for the DOLE and its attached agency, the Technical Education and Skills Development Authority, or TESDA, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday presided over the ‘graduation’ of 102 overseas Filipino workers in this city from merely being OFWs to ‘skill-certified’ OFWs after they have passed the onsite skills assessment conducted by the TESDA. “This is the very first time that we are bringing the government’s skills assessment and certification to an OFW destination. Dubai is the first and the rest will follow,” said Baldoz who was elated to know that three of the 102 OFWs assessed and certified were presently wards at the Dubai POLO’s Filipino Migrant Workers’ Resource Center. “It is different when you are certified. That means your skills are at par with global standards and that makes you more employable,” said Baldoz during the awarding of the certificates to the workers. Baldoz, who is flying back to Manila after an official visit of six Gulf Cooperation Council (GCC) countries, with the UAE as her last stop, reiterated her directive to all POLOs to already standardize all their training programs and align them with training regulations of the Technical Education and Skills Development Authority, or TESDA, saying this will enable OFWs to compete globally. “This is the way forward and I expect no less from our POLOs than ensuring their trainees, be they skilled or semi-skilled OFWs, are assessed and certified,” she said. She explained that one of the purposes of my official visit to all POLOs in GCC member-countries is to bring the good news that in preparing for the ASEAN economic integration in 2015, the Philippine government has been also preparing all Filipino workers to enable them to compete in an era of freer labor mobility. She reported that one of the projects adopted at the 3rd Ministerial Meeting of the Abu Dhabi Dialogue last week, which she attended and where she turned over the ADD’s two-year chairmanship to Kuwait, was the Pilot Project on Skill Development, Certification, Upgrading and Recognition. “This proposed project seeks to pilot a skills development, documentation, and recognition scheme using international standards that will improve the recruitment and job matching practices for select occupations. We are aligning our education and training systems to provide our workers with skills sets needed by the industry and using international standards. This is why our POLOs need not only train and train, but should align these training to global standards,” she explained. The pilot skills assessment and certification program in Dubai, according to the labor and employment chief, was a rousing success as indicated by the number of excited OFWs who attended the ‘graduation’ceremony. She rejoiced over the overwhelming support of TESDA Director General Joel Villanueva and the OFW community in Dubai to the pilot program. “Our goal of readying our workers for the ASEAN 2015 integration and making them globally competitive is on track and this skills assessment and certification, which is part of that preparation, answers the need of our OFWs to be certified as to their skills,” Baldoz explained, adding that the TESDA will be replicating the program in other OFW destination. “No more need for workers who would like their skills assessed and certified to spend time and money and do that in the Philippines. They can use the time when they are on vacation to be with their families,” she said. The pilot assessment and certification in Dubai covered seven skills qualifications and competencies, namely, (1) Beauty Care, which involved Nail Care and requires a National Certificate II, and Facial Care, Make-up, and Body Scrub, which only required Certificate of Competency; Hairdressing (NC II); Food and Beverage Services (NC II); Massage Therapy (NC II); Pinoy Wellness or Hilot (NC II); Technical Drafting (NC II); and Visual Graphics (NC II). In Beauty Care (Nail Care), 14 OFWs who were assessed passed and were certified, while 11 OFWs assessed on Beauty Care (Facial Care) passed and were awarded CoCs. Five of five OFWs assessed in Hairdressing passed and were certified. In Food and Beverage Services, six of 11 OFWs assessed passed and were certified; in Technical Drafting, 31 of 44 OFWs assessed passed and were certified; and 13 out of 14 OFWs assessed for their skills in Visual Graphics passed, with two of them getting a full NC II and 11 awarded CoCs. In Massage Therapy, 21 out of 23 OFWs who were assessed passed. Only one OFW was assessed in Pinoy Hilot and he passed and was certificated. Executive Director Patti dela Rama, who led the team of TESDA assessment and certification officials, including the accredited assessors who conducted the assessment, said the passing certification rate in Dubai was 82.92 percent, nearly equal to the national passing certification rate in the Philippines. “The 102 OFWs who passed the assessment and were certified could themselves become trainers but will undergo another level of assessment and certification,” she said, adding: “Our next assessment and certification schedule will be in Hong Kong where an estimated 170,000 OFWs work. In fact, we are preparing for it now, in compliance with the directive of Secretary Baldoz.” Dela Rama further stated that the TESDA has already started profiling the skills of OFWs in Hong Kong and disseminating proper and accurate information about the program.

Abad: Moody's upgrade a nod to country's strong economic base

Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad said Thursday that the Philippines’ credit rating upgrade by Moody’s Investor Service is a reaffirmation of the country’s strong economic fundamentals and its positive growth prospects, even in the face of the past year’s challenges.

Abad also said, “The Moody’s upgrade can definitely be viewed as an endorsement of the fiscal management and reform policies initiated by the Administration. Despite the soft GDP growth last quarter due to government underspending and the recent calamities, Moody’s has deemed these difficulties as temporary problems that the country can overcome.”

The Moody’s report—which had upgraded the Philippines’ credit rating one notch higher, to Baa2 from Baa3—cited the country’s improvements in fiscal management as one of the drivers for the ratings upgrade. The report said, “Administrative reforms in the key revenue-collecting agencies, most recently in the Bureau of Customs, have led to revenue growth in excess of nominal GDP growth for a fourth consecutive year.”

It also cited the National Government’s push for budget transparency through a mix of court-mandated reforms and procedural changes, even though these developments had temporarily weighed down public spending.

Abad said, “The Moody’s report draws a sure connection between the country’s robust economic base and the Administration’s efforts in promoting good governance. This is especially in light of the Philippines’ continued improvement in cross-country surveys on institutional quality.”

“We will take this ratings upgrade as a sign to push the Administration’s budgetary reforms further, like the GAA-as-release-document regime, the disaggregation of lump sums in the National Budget, and the Transparency Seal. We’re also addressing bottlenecks in the procurement process, like the creation of new positions under the Bids and Awards Committees (BACs) in key departments to boost government spending.”

The budget chief noted that these parallel efforts are due to the Administration’s on-going commitment to ramp up the country’s economic growth through efficient public spending, improved governance, and key policy reforms.

DepEd, TESDA launch “Gulayan Cook-Off Challenge”

TAGUIG CITY – To promote nutrition among Filipino children, the Department of Education (DepEd) in collaboration with the Technical Education and Skills Development Association (TESDA), initiated the “Get Your Gulay On: Grand Gulay Cook-Off Challenge”, a contest that aims to encourage innovation in making healthy snacks made of vegetables from the Gulayan sa Paaralan Program in public schools.

“Ang gusto po naming gawin ngayong umaga ay ipakalat ang pagkain ng gulay sa mga kabataan at siguraduhin na kakain sila ng mga masusustansyang pagkain. Gusto rin nating gamitin ang mga gulay na tinanim natin sa mga paaralan bilang sangkap sa mga lulutuing pagkain,” said Education Secretary Br. Armin Luistro FSC. He emphasized the importance of proper nutrition in improving the performance of students in school.

Participants from TESDA training institutes prepared nutritious vegetable dishes for some 100 elementary students from Taguig and Pasay Cities invited as judges. Part of the criteria requires that the ingredients must not contain monosodium glutamate (MSG) – ready-made breading, soup stocks, liquid seasoning.

TESDA Director-General Secretary Joel J. Villanueva explained that the program promotes the talents of TESDA cookery graduates, while helping develop nutritious recipes for students. “It is important that we not only provide nutritious meals to help our students Go, Grow, and Glow but also to give them the opportunity to be transformed—to transform their community, and even transform our beloved country,” he said.

Gulayan Cook-off winner Helen L. De Guzman of STI Computer College of Parañaque, Inc., coached by Rosela P. Ongkeko, garnered the most votes from the students for her “Kalalunggay Tart” recipe, with kalabasa and malunggay as the main ingredients. Their recipe will be verified by TESDA for nutritional benefits and may be included in the menu of public school canteens as snacks.

The two secretaries, pleased with the outcome of the launch, eyed a nationwide event for the coming months. “Because of the success of this pilot program, we plan to go around the country, one region per month come 2015,” said Luistro. He also shared that both DepEd and TESDA will “collect the recipes of the food made and post them on the website so that parents and teachers may be encouraged to eat more nutritious meals.”

Luistro then urged the participants to continue supporting the Gulayan sa Paaralan Program by DepEd. “Sana po maging inspirasyon itong programang ito para sa mga magulang, sa mga guro, at sa ating mga school canteen na gamitin ang mga gulay na itinatanim sa ating Gulayan,” he said.

As part of the directive by the President through Executive Order No. 26 entitled the Implementation of the National Greening Program, the Gulayan sa Paaralan Program was formed as a task force for all public schools to “establish vegetable gardens to serve as food basket and a main source of commodities to sustain supplementary feeding.”

GSIS Chairman, PGM receive Exemplar Award

GSIS Board Chairman Daniel L. Lacson Jr. and PGM Robert G. Vergara were conferred the Bulong Pulungan Exemplar Award in Government Service last December 5 at Sofitel Philippine Plaza in Pasay City. President Benigno S. Aquino III handed over their plaques during the awarding ceremonies.

Chairman Lacson was given the exemplar award for leading the GSIS Board of Trustees in devising "auspicious policy reforms" through consultations and dialogues with members and pensioners. The citation mentioned that the dialogues that he institutionalized did not only obtain valuable inputs and feedbacks from members and pensioners but educated them as well. He was also honored for policies that brought about "significant improvements" in benefits and loans for members and pensioners.

PGM Vergara, on the other hand, was bestowed the same award for "transforming the GSIS into a pro-member and pro-pensioner institution" and for formulating investment programs that further strengthened the financial standing of the GSIS. The GSIS's high rating in the Anti-Red Tape Act program of the government that recognized the efforts of the GSIS in providing excellent service was also cited in the award.

The other Bulong Pulungan awardees during the event were Cabinet Secretary Jose Rene Almendras, Trade Secretary Gregory Domingo, MMDA Chairman Francis Tolentino, SSS President and CEO Emilio de Quiros Jr, ARMM Governor Mujiv Hataman, PAGCOR Chairman and CEO Cristino Naguiat Jr., PCSO Chairman and General Manager Ferdinand Rojas II, and Philippine Bamboo Foundation head Ed Manda.

APEC 2015 Informal Senior Officials’ Meeting (ISOM) highlights inclusive growth through investing in Human Capital Development

12 December 2014 – Asia Pacific Economic Cooperation (APEC) Senior Officials set “Investing in Human Capital Development” as one of the key APEC 2015 priorities at the recently concluded APEC Informal Senior Officials’ Meeting (ISOM) which was held from December 08 to 09 in Manila.

At the Symposium on APEC 2015 Priorities on 08 December, APEC Senior Officials and experts from the academe and multilateral institutions emphasized the importance of an educated, skilled and competent workforce in sustaining competitiveness and attaining inclusive growth. For growth to be truly inclusive i.e. that no one is left behind, people must be prepared and equipped to adequately absorb and manage the changing economic environment in order to feel its benefits.

The challenges brought by new technologies that increase the “volume, velocity, and variety” of knowledge and information flows emphasize the need for science and technology-based education and skills development, said Dr. William G. Padolina, President of the National Academy of Science and Technology of the Philippines. We need “talent employment, talent incubation, and talent creating employment”.

In his presentation, Mr. Ramon Del Rosario, CEO of the Philippine Business for Education (PBED) emphasized the “education constant” or the power of education in achieving inclusive growth.There are new basic skills to be learned, with innovation and upgrading of the educational system as key. Basic education is the starting point, and it must be done right. A lack of quality basic education disadvantages a person for life. Both the public and private sectors must contribute to this vision.

“Growth coupled with equality of opportunity” is necessary in closing the human capital gap, echoed Mr. Juzhong Zhuang, Deputy Chief Economist of the Asian Development Bank. “Cross-country studies show one additional year of schooling predicts a significant increase in average annual growth in the long run”.

Guided by experts’ views and analyses and in line with the theme of “Building Inclusive Economies, Building a Better World”, APEC 2015 will put premium in investing in human capital development across the APEC platform, including the Human Resource Development Working Group (HRDWG) Meeting in January and the High-Level Policy Dialogue on Human Capacity Building in May.

APEC Senior Officials will meet again at the First APEC Senior Officials’ Meeting and Related Meetings in Clark, Pampanga from January 26 to February 07, 2015.

Hindi nga po biro ang dinaanan natin sa pagpasok at paglabas ng Bagyong Ruby sa ating bansa. May kaunti pa nga po tayong karamdaman habang tinututukan natin si Ruby. Kung nagkataon nga pong talagang masama ang tama ng bagyo sa Pilipinas, malamang ay hindi na natin nagawang personal na lumahok sa 25th ASEAN-Republic of Korea Commemorative Summit. Salamat na lang po sa Diyos at hindi ganoon kalaki ang naging pinsala ng bagyo sa atin. Pero pagsakay naman natin sa eroplano kahapon, patong-patong na good news na po ang ibinahagi sa atin nina Secretary Cesar Purisima at Secretary Greg Domingo. Pagdating naman natin sa Korea, ang patong-patong na good news na nabaon natin patungo doon ay nadagdagan pa. Sulit na sulit talaga ang lahat ng pagod para sa ating mga kababayan.

Una pong good news, palagay ko po’y narinig ninyo: lumapag po ang panibagong credit-rating upgrade mula sa Moody’s, na nagpapatunay na talagang tamang tumaya sa Pilipino. Pangalawa, muling pinili ng Millennium Challenge Corporation ang Pilipinas para sumailalim sa isa pang compact; vote of confidence nga po ito para sa ating mga reporma sa tuwid na daan, at magiging lunsaran pa ito ng mas marami pang inisyatiba laban sa kahirapan. Pangatlo po, lumabas din ang pabor na hatol kaugnay ng kaso natin laban sa Fraport para sa NAIA Terminal 3. Ito pong kasong ito, round two na nga po ito, at panalo na naman po tayo sa kasong iyan. Siyempre po, hindi po natin pwedeng di mabanggit ang positibong pasya ng Supreme Court tungkol sa Coco Levy Fund. Magandang balita nga po ito ngayong Kapaskuhan para sa mga kabalikat natin sa sektor na nagni-niyog.

Ngayon nga po, ang hamon sa atin ay tapatan pa ang mga good news na ito ng mas masigasig na implementasyon ng mga programa at proyekto na layong gawing permanente ang transpormasyon sa kalakhang lipunan. Sa ating bawat aktibidad, malinaw ang ating tutok: walang sinumang Pilipino ang dapat maiwan. Sa pagtungo nga po natin sa Korea, talagang sinagad natin ang pagkakataong hatid nito para isulong ang kapakanan ng ating mga Boss.

Sa pakikipagpulong natin sa Kagalang-galang na Presidenteng Park Geun-hye, nilatag niya ang mga interes at hakbang ng kanyang bansa para lalong palakasin ang ating magandang ugnayan. Ipinabatid nga ni President Park na may mga kumpanyang Koreano na interesadong lumahok pa sa mga naglalakihang proyekto sa ating bansa, dagdag doon sa mga nauna nang tumaya sa ating ekonomiya. Ibinahagi din po niya ang kahusayan ng South Korea sa port development, sa pagtatayo ng mga coastal breakwaters, at iba pang kakayahan ukol sa pagpapatayo ng imprastruktura. Hindi nga po natin tatanggihan ang pagbabahagi ng ganitong kasanayan at kaalaman, lalo pa’t galing ang mga ito sa isang bansa na malapit sa atin at talagang hinahangaan sa mga naturang larangan. Dagdagan pa po natin ang good news: Ayon po kay President Park, may paparating na $500 million na framework agreement loan mula sa kanila para sa development projects sa ating bansa. Ito naman po ay iyong tinatawag na concessional loans; napakaganda po ng interest na ipagkakaloob sa atin, at kung tutuusin ay talagang tinutulungan lang tayo sa ating mga proyektong pampaunlad.

Naglatag din ng suporta ang South Korea para sa pagpapaunlad sa Mindanao at sa iba pang parte ng ating bansa. Balak pa nga nilang ipatupad ang infrastructure development program ng Korea International Cooperation Agency para sa Mindanao, kasabay ng pagpapatuloy ng mga programa nila para sa capacity-building para sa Bangsamoro.

Kaugnay naman po ng Yolanda, ayon kay President Park muli, bukod sa pagpapadala ng kanilang mga Araw troops, naglaan din sila ng limang milyong dolyar na tulong na ibinahagi nila matapos tumama ang bagyong Yolanda, at may 20 milion dollars pa na ayuda para naman sa rehabilitasyon ng mga nabiktima ng bagyong Yolanda. Malaki po ang maiaambag ng lahat ng ito sa pag-build back better natin sa mga komunidad na bumabangon na mula sa nagdaang mga sakuna.

Ganito nga po ang bunga ng matalik at malalim na ugnayan: Pagdadamayan na nakaangkla sa hangaring bigyang-lakas ang kapwa para sa ikabubuti ng nakakarami o ng lahat.

Habang naroon tayo, nilubos din natin ang pagkakataong makasalamuha ang mga lider ng mga kapatid nating bansa sa ASEAN, na nagpaabot ng kanilang mga mensahe sa ating kahandaan sa pagharap sa Bagyong Ruby. Ibinahagi nga natin sa kanila ang ating mga karanasan sa panahon ng sakuna, pati na rin ang patuloy nating pinauunlad na kakayahan sa pagresponde tuwing may kalamidad.

Alam po ninyo, talagang nakakagaan ng kalooban na sabay-sabay ang lahat ng miyembro ng ASEAN na nagpahiwatig ng kanilang tinatawag na solidarity at suporta sa ating dinaanan sa kamay ni Ruby.

Tinalakay natin doon ang mabisang paraan upang matugunan at makiangkop sa mga epekto ng climate change. Muli nating idiniin: Obligasyon ng bawat bansa, maliit man o malaki, moderno na o papaunlad pa lamang, na makiambag upang maiwasan ang matinding pinsala ng climate change.

Natunghayan din po natin ang Exhibition on Public Governance na inorganisa ng pamahalaan ng South Korea. Kuhang-kuha nga po ng tema nila ang punto ng pamamahala: “Better Governance, Happier Citizens.” Talagang napabilib tayo sa mga inobasyong kanilang isinusulong para sa kanilang mamamayan. Nariyan nga po ang itinatawag nilang e-passport system or instant passport system, na bahagi ng kanilang e-governance agenda na gawing mas episyente ang gawain ng gobyerno. Magandang modelo nga po ito, sa tingin ko. At tampok din po ang inisyatiba ng kanilang National Disaster Management Institute. Ang mga pag-aaral na isinasagawa rito, binabahagi nila sa mga iba-ibang proyekto, katulad sa kanilang Northern Mindanao Project. Layon nitong tulungan ang ating bansa sa flash-flood forecasting at magtayo ng isang warning system.

Huling item nga po sa schedule natin ang pakikipagpulong sa pinuno ng Korea Aerospace Industries; pinakita po sa atin ang isa sa mga FA-50, katulad noong ating biniling labing-dalawang FA-50. Sa susunod na taon po, lalapag na sa ating bansa ang unang dalawang unit ng mga makabagong aircraft na ito para sa ating Sandatahang Lakas. Sa harap nga po ng modernong mga pasilidad at kagamitan na ito ng ibang bansa, lalo pa tayong ginaganahang magpursige sa pagtupad ng ating hangarin: ang itaguyod ang maaasahang kasundaluhan, tungo sa mas epektibong serbisyo sa sambayanang Pilipino.

Totoo po: Sa bawat pagbisita natin sa ibang bansa, lalong nagiging malinaw: talaga pong mataas na ang kompiyansa ng buong mundo sa Pilipinas; na kaya na nating makipagsabayan at makipagtulungan upang makamit ang sama-samang pag-unlad sa ating rehiyon. Patuloy lang nating palakasin ang ating pag-aambagan upang higit pang mapabuti ang estado ng bansa, at ng ating mamamayan. Sa nalalabing panahon ng ating panunungkulan, sa gabay ng Panginoon, at sa patuloy na pagsuporta ng ating mamamayan, gagawin natin ang lahat ng ating makakaya upang ihatid ang mas makabuluhang paglilingkod sa ating mga minamahal na mga Boss.

Magandang gabi sa inyong lahat. Maraming salamat po.
