QUEZON

1. Gov't agencies convene to develop poverty reduction plans in Quezon
June 05, 2015

LUCENA CITY, Quezon, June 5 (PIA) -- National government agencies convened here recently for the first leg of the inter-agency action planning of the Accelerated and Sustainable Anti-Poverty Program (ASAPP)—an inter-agency efforts that seeks to alleviate poverty through sustainable employment and income generating opportunities for the poor.

During the said action planning, agencies shared and deliberated their respective programs and projects for the three identified hubs of the province, Polilio, Alabat and Lucena City. Each hub will serve as a gateway for the delivery of goods and services to the poor municipalities of the province. 

As a gateway, Alabat will be able to approach the market representing the whole island as well as the municipalities of Quezon and Perez. The same process will also happen in Polillo as the hub of POGI (Polillo Group of Islands) municipalities and Lucena City as the hub of third and fourth districts.

Pablito Budoy of the Department of Trade and Industry here said that the needed interventions to address the poverty incidence in each municipality are now underway.  

Programs and projects proposed by each agency will be integrated into one plan.

DTI-Quezon for its part will continue to provide skills training, product development like labelling and packaging, trade fair participation, and entrepreneurial assistance including financial aid.

Budoy added that results of the poverty reduction in the province is expected to be felt by the end of this year and early part of 2016.

The said inter-agency action planning was attended by heads and representatives of Department of Interior and Local Government, Social Welfare and Development, National Economic and Development Authority, Department of Health and the Department of Agriculture.

The Department of Environment and Natural Resources, Bureau of Fisheries and Aquatic Resources, Department of Agrarian Reform, Philippine Coconut Authority, Department of Trade and Industry, Technical Education and Skills Authority also attended the said intervention. (DTI-Quezon/ RMO-PIA-Quezon)

2. Quezon provincial gov't now accepts nominations for the Quezon Medalya ng Karangalan Award
June 05, 2015

LUCENA CITY, Quezon, June 5 (PIA) -- The provincial government here through the office of Gender and Development is now accepting nominations for this year's Search for Outstanding Quezonians or the Quezon Medalya ng Karangalan award.

The Quezon Medalya ng Karangalan is the highest award given by the provincial government to the outstanding citizens of the province for their exceptional and meritorious achievements which greatly contributed  to the advancement of interest and welfare development of the province and its people.

It is in line with the celebration of Quezon Day--the annual birth anniversary of the late President Manuel L. Quezon.

The Quezon Medalya ng Karangalan is composed of two categories, the Gintong Medalya ng Karangalan or the Life Achievement award and the Medalya ng Karangalan or the Special Achievement award.

Any individual or organization classified as social, civic, religious, government, non-government  or any private or business associations can nominate a candidate for the said awards. 

Qualifications and criteria for such awards are as follows:

Any individual who is a quezonian by birth and resided in the province for at least five years, if  not born in Quezon but is married  to a Quezonian but resided  in the province for at least ten years;
The achievements of the nominee have greatly contributed  to the advancement  of interest and welfare develop service of the people of Quezon; 
His/ her  contributions go beyond the call of  duty;
His/her life reflects the qualities and virtues of the late President Manuel L. Quezon and has contributed  significantly to nation building.

The nominees shall be outstanding in a certain line of endeavor such as but not limited to agriculture, education, engineering and architecture, environment, government service, law, health, philanthropy, community and public service, science and technology, and sports and culture.

They must also have demonstrated civic mindedness and genuine concern for the province—a model citizen  who exemplified the life and valued tradition set by the late President Quezon.

3. Tagalog news: Local poverty reduction team ng Sampaloc, nakahanda nang ipatupad ang P1M halaga ng mga proyekto

SAMPALOC, Quezon, Hunyo 4 (PIA) –Nakahanda na ang local poverty reduction and action team (LPRAT) sa bayang ito na ipatupad ang kanilang napiling proyekto sa ilalim ng “Yamang Pinoy” program.

Sinabi ni Pablito Budoy ng DTI-Quezon na aabot sa halagang P1 milyon ang mga proyekto na karamihan ay food processing at kasama rin ang pagpapa-unlad ng produktong buri.

Ipinaliwanag ni Budoy na sa ilalim ng product development phase, ang mga produktong galing sa buli ay itataas ang uri. Gagawa rin ng mga produktong katulad ng organic vinegar, nata de coco at soy sauce na galing sa niyog.

Ngunit bago isagawa ang produksiyon ng mga produktong ito, magkakaroon muna ng mga pagsasanay sa food safety and management system, product testing, packaging, at labelling.

Nakatakda ring isagawa sa Oktubre 2015 ang entrepreneurial skills development na kasama ang marketing at promotion ng mga produkto.

Samantala, nakahanda na ang calendar of activities for fiscal year 2015 ng LPRAT kung saan nakatakdang simulan ang organizational development ngayong Hunyo hanggang Agosto 2015. 1. Cavite joins Month of the Ocean celebration

TRECE MARTIRES CITY, Cavite, June 5 (PIA) – The Office of the Provincial Agriculturist (OPA) in collaboration with the Bureau of Fisheries and Aquatic Resources Management Council (BFARMC) celebrated recently the 2nd Provincial Month of the Ocean to mark the contribution of agri-fishery workers in the province, to the Philippine agriculture and to the present economic status of the country as well.

More than 200 fisherfolks and fishery stakeholders, including city and municipal Integrated Fisheries and Aquatic Resource Management Councils (IFARMCs) who played major parts in the event held at the Cavite State University – Naic campus in Barangay Bucana in Naic joined the festivity with the theme, “Karagatan Pangalagaan Ating Mahalin at Pagyamanin.”

A fluvial parade of color coded bancas representing the different participating coastal municipalities of Bacoor, Kawit, Noveleta, Cavite City, Rosario, Tanza, Naic, Ternate and Maragondon was one fo the highlights of the activity.

Provincial Agriculturist, Ms. Lolita C. Pereña, said this is the second year that Cavite Province observed the celebration while the first one was during the time of ex-governor Johnny Remulla in the 90’s.

Dr. Beng Umali, Campus Dean of CvSU-Naic delivered the welcome remarks mentioning the importance of the fishery school in producing students that help in protecting the ocean.

On the other hand, Vice-governor Jolo Revilla called on everyone to help protect the sea by not throwing garbage and other toxic materials that could destroy the ocean. 

Provincial Planning and Development Coordinator Mr. Jess Barrera assured the fisherey sector that more trainings and new technologies are included in the priority programs of the government which will enhance productivity among fisherfolks and encouraged them to tap other sources of income like banca and fishnet making that will generate continuous income even during the rainy season.

Ms. Ma.Chloe Taripe, Regional FARMC coordinator oriented the fisher folks on BFAR National Project TARGET – an action to reduce poverty and economic transformation for the fishing community thru livelihood programs to be distributed to registered beneficiaries. Updates on RA 8550 as amended by RA 10654 were also discussed. The code provides for the management and conservation of fisheries and aquaculture in the Philippines and the reconstitution or establishment of fisheries institutions both at the national and local level.

Also in attendance were BM Irene Bencito, chairman, Committee on Agriculture and Naic Councilor Max Dagasdas who encouraged everyone to love and protect the environment especially the sea (Ruel Francisco, PIA-Cavite/PICAD)

1. Tagalog news: Ombudsman Clearance, maaari nang iproseso sa SM City San Pablo

LUNGSOD NG SAN PABLO, Laguna, Hunyo 4 (PIA) -- Bukod sa ilang mga dokumento katulad ng birth certificates at professional licenses, maaari na ring makakuha ng Ombudsman Clearance sa SM City Business Center ng lungsod na ito ayon ka mall manager Gabriel Timothy Exconde.

Ang Ombudsman Clearance ay isang kasulatan na ipinagkakaloob ng Office of the Ombudsman na nagpapatotoo na ang isang pinuno o kawani ng pamahalaan ay hindi nahaharap sa ano mang usapin na may kaugnayan sa  “graft and corruption” na kailangang ilakip sa kahilingan o aplikasyon para sa promosyon gayundin para makapagretio. 

Ang nasabing clearance ay kailangan din upang makakuha ang isang kawani ng permit upang makapagdala ng anumang armas.

Ayon kay Exconde, ang aplikasyon at ang kaukulang kabayaran ay maaaring iproseso sa SM Business Services kahit na mga araw ng Linggo o mga araw na walang pasok. Sa sandaling matanggap aniya ito ng business center ay kaagad nilang ipoproseso ang naturang clearance sa Ombudsman at ipapadala na lamang sa pamamagitan ng Air 21.

Ilan sa mga serbisyong ipinagkakaloob ng SM Business Center ang pagproseso ng mga dokumento mula sa Philippine Statistics Authority at renewal ng mga professional licenses mula sa Professional Regulations Commission.

LUNGSOD NG SAN PABLO, Laguna, Hunyo 4 (PIA) -- Ipinagmalaki ng pamahalaang lungsod ang mga proyekto at programa na isinasagawa nito para sa kapakanan ng edukasyon at nangakong patuloy pa silang magsasagawa ng mga proyekto sa layunin na makapaghatid ng progresibong edukasyon sa lungsod.

Ayon pa sa ulat, naisaayos na rin ang mga school fence sa San Pablo City NHS, San Jose NHS, Felomina ES; H.E. Bldg. sa San Marcos ES; Covered Court ng ES sa Sta. Ma. Magdalena at Sto. Angel Library Hub. 

Nakabili rin umano sila ng iba’t ibang kagamitan para sa mga paaralan tulad ng Sewing at Welding Machines; Samsung Tablets para sa SPCSHS; wooden chairs at electrical materials.

3. Tagalog news: TUPAD Workers Program ng DOLE, nakatakdang ipatupad sa San Pablo City ngayong Hulyo

LUNGSOD NG SAN PABLO, Laguna, Hunyo 4 (PIA) -- Inaasahang sa susunod na buwan ay gugulong na sa lungsod na ito ang isa sa mga economic base na programa ng pamahalaan na "Tulong Panghanapbuhay sa Ating Disadvantaged" o TUPAD Workers Program. 

Ito ay nakatakdang maisakatuparan matapos malagdaan ang isang Memorandum of Agreement sa pagitan ng Department of Labor and Employment (DOLE) IV-A at ng pamahalaang lungsod.

Sinabi ni Mayor Loreto Amante na ito ay tulong ng pamahalaan sa mga nawalan o mawawalan ng trabaho gayundin sa mga walang trabaho sanhi ng pagbabawas o pagsasara ng kumpanya, pagdating ng kalamidad at ng ilang armed conflicts.

Aniya, ito ay isang Emergency Employment Program na magbibigay ng temporary wage employment sa loob ng 10 hanggang 15 araw.

Nakasaad sa MOA na ang DOLE IV-A ay magbibigay ng 100 porsiyentong wage for work, orientation  on safety and health, personal protective equipment at micro-insurance for work contract.

Ang pamahalaang lungsod naman ang siyang magpaplano ng isasagawang community work projects at kung sino ang mabibigyan ng trabaho sa loob ng 15 araw. Maglalaan din ito ng kaukulang pondo sa mga kagamitan at iba pang kakailanganin sa TUPAD community projects. (CIO-SPC/RET/FSC, PIA-4A)

4. San Pablo City PESO to continue implementing DOLE's skill registry system

SAN PABLO CITY, Laguna, June 4 (PIA) -- Public Employment Service Office Manager Melinda P. Bondad said they will continue implementing the Skills Registry System (SRS) initiated by Mayor Loreto S. Amante when he was still the  City Administrator and designated City PESO Manager four years back to comply with the rules and regulations promoted by the Department of Labor and  Employment (DOLE).

Skills Registry System (SRS) is the the Computerized National Manpower Registry of Skills (CNMRS) that serve as repository of computerized information on available manpower and their corresponding skills. It was developed and being maintained by the Department of Labor and Employment (DOLE)

Bondad said the registry contains the names of all the available skilled workers from all of the 80 barangay in this city, and it was easily accomplished

"To implement  the Skills Registry System, then City PESO Manager Amben Amante tapped all the punong barangay to get involved in the initiative, and they are fully aware on how they will handle the program, like where to report should there are skills available in their communities that need to be registered," Bondad added.

During the past five years, under the leadership of the former City PESO Manager , and Assistant City Planning and Development Coordinator Melinda P. Bondad as PESO Focal Person, the local Public Employment Service Office has been successful in implementing programs like jobs fairs, local recruitment activity, special recruitment activity for overseas deployment, skills enhancement trainings, down to the activation of Barangay PESO Coordinators.

Lirio Malabanan, Senior Labor Employment Officer at DOLE-Region IV-A, observed that the operations of PESO-San Pablo City in the past years has been very smooth because of the support given by Mayor Vicente B. Amante, that aside from the regular functions of the PESO, they are also assisting job seekers in processing their documents and with open linkages to the different agencies that provide employment opportunities for deployment both in the country and overseas.

5. Tagalog news: Mga dayuhan sa lungsod ng San Pablo, hinihikayat na magpatala sa Alien Registration Program

LUNGSOD NG SAN PABLO, Laguna, Hunyo 4 (PIA) -- Hinihikayat ngayon ng pamahalaang lungsod at ng Bureau of Immigration ang mga dayuhang naninirahan sa lungsod na ito at mga karatig bayan na magpatala sa Alien Registration Program na nakatakdang isagawa sa darating na Biyernes (Hunyo 5).

Ang nasabing programa ay isasagawa sa One Stop Processing Center ng naturang lungsod mula ika-9:00 ng umaga hanggang ika-5:00 ng hapon.

Ayon kay Maida Rebong, alien control officer, tatanggapin umano nila ang lahat ng dayuhan, dokumentado man o hindi upang mailayo sila sa anumang suliranin kung sakali man na lalapit sila sa ahensiya upang humingi ng karagdagang mga araw ng pagtigil nila sa bansa.

Ang bawat dayuhang magpapatala ay kukunan ng larawan, at kanilang finger-print sa tulong ng computer o biometric capture, at sila ay pagkakalooban ng special security registration number kung  kaya kinakailangang sila ay aktwal na magtutungo sa One Stop Processing Center sapagkat doon isasagawa ang prosesong ito. Ang application form ay maaaring ma-download mula sa website ng Bureau of Immigration.

1. Tagalog news: Lungsod ng Batangas, muling nakamit ang Best CDRRMC for 2014

LUNGSOD NG BATANGAS, Hunyo 5 (PIA) --Muling ginawaran ng Gawad Kalasag Award ang Batangas City bilang Best City Disaster Risk Reduction Management Council (CDRRMC) for 2014, component city category sa Calabarzon.

Sa isang seremonya na ginanap noong Mayo 28 sa disaster operations center sa Barangay Bolbok, tinanggap ni CDRRMO Rodrigo dela Roca ang plake ng pagkilala at tsekeng nagkakahalaga ng P50,000 mula kay Office of Civil Defense (OCD) Region IV-A assistant for administration Elvis Cruz.

Ang Malampaya Foundation Inc. (MFI) na ginawaran din ng pagkilala para sa NGO category ay tinanggap nina MFI executive director Karen Agabin at program manager Tony Reyes ang plake at tseke.  

Bago ang paggagawad ng parangal, nagdaos ng pagpupulong ang konseho para a mga Barangay Disaster Risk Reduction Management Council na  dinaluhan ng mga pangulo, barangay secretary at mga kagawad ng 105 barangay sa lungsod.  Ito ay bahagi ng pagpapalakas ng kahandaan sa kalamidad ng mga barangay sapagkat sila ang nasa first line of defense o unang  tutugon sa panahon ng kalamidad o sakuna.

Nagpresenta ng kanilang best practices hinggil sa disaster risk reduction management ang kinatawan ng mga barangay Kumintang Ilaya, San Agapito at Calicanto.

Sinabi ni  dela Roca, na layunin ng nasabing pagtitipon na mabigyan ng sapat na impormasyon ang mga barangay bilang paghahanda sa panahon ng tag-ulan.

Tinalakay din sa pulong ang pagkakaroon ng mitigation program, contingency at disaster management action plan gayundin ang mga dokumentong kinakailangang ihanda ng mga barangay upang magamit ang local disaster risk reduction management fund.

Bagamat hindi kasama ang syudad sa West Valley fault line na inaasahang magdudulot ng matinding pinsala, binigyang diin pa din ni dela Roca na nararapat magkaroon din ng kamalayan ang mga mamamayang Batangueno.

Sa paggunita naman ng National Disaster Consciousness Month sa Hulyo, higit pang pagsasanay ang isasagawa ng CDRRMO kagaya ng mga earthquake drill, fire drill, tsunami drill at mga orientation awareness program sa mga komunidad.

2. Tagalog news: BFP, patuloy ang inspeksyon sa mga dormitoryo at boarding houses sa Batangas City

LUNGSOD NG BATANGAS, Hunyo 5 (PIA) --Patuloy ang isinasagawang fire safety inspection ng tanggapan ng Batangas City Bureau of Fire Protection (BFP) sa mga boarding houses at dormitoryo, mga pribado at pampublikong paaralan ng elementarya, sekondarya, at kolehiyo sa Lungsod ng Batangas.

Sinabi ni SF01 Ador M. Guerrero, chief ng  BFP Fire Safety Enforcement Section, na layunin ng inspection na matiyak ang kaligtasan ng mga paaralan at mga boarding houses mula sa sunog na maaaring mangyari.

"Nakikipag-ugnayan kami sa mga may ari ng boarding houses na tinutuluyan ng mga mag-aaral upang matiyak kung may permit at kung wala ay kailangan ma-inspection," ayon pa kay Guerrero.

Kabilang sa mga tinitingnan sa kanilang inspection ang plan structural ng linya ng kuryente, kung ang pasilidad nito ay mayroon water sprinkler, smoke detector at fire exit.

Dagdag pa ni Guerrero, ang mga lalabag ay may kaukulang aksiyon at maaaring isara ang kanilang pinapaupahang bahay kung hindi susunod sa ipinagbabawal ng BFP. 

Ang BFP ay magsasagawa din ng pagbisita sa mga establisyemento batay sa memorandum o Intensified Fire Safety Inspection of Establishment na ipinalabas ng mataas na tanggapan ng Bureau of Fire Protection.

3. Tagalog news: Mga kabataan, nakinabang sa school supplies at groceries distribution

LUNGSOD NG BATANGAS, Hunyo 5 (PIA) --May 14 na kabataan sa lungsod ang nabiyayaan ng school supplies ng mga myembro ng Daughters of Mary Immaculate International (DMI) - Mother Purisima Circle ng Basilica ng Immaculada Conception sa ginanap na pamamahagi noong ika-25 ng Mayo sa tanggapan ng City Social Welfare and Development (CSWDO).

Sinabi ni DMI Regent Lilian Flores,  na layunin ng nabanggit na grupo na kahit sa maliit na paraan ay maipadama ang kanilang pagkalinga sa mga batang anak ng mga nakapiit sa San Jose Sico City Jail.

"Nasa ika-limang taon na ang school supplies distribution na ginagawa namin bilang bahagi ng aming misyon na makatulong sa mga  nangangailangan," wika ni Flores.

Ayon pa kay Flores, nagsasagawa din sila ng feeding program at nagbibigay ng livelihood training tulad ng haircutting sa mga kababaihan at  pagagawa naman ng rosaryo sa mga streetchildren.

Bukod sa kanilang pondo, ang DMI na mayroong humigit kumulang sa 30 miyembro, ay nanganganglap pa din ng pinansyal na tulong mula sa mga pribadong indibidwal upang maipagpatuloy ang kanilang mga gawaing kawanggawa.

Samantala, may 100 daycare children mula sa mga barangay ng Sta. Clara, Cuta, Maitam at kasama rin ang Badjao community ang tumanggap ng  groceries mula  kay G. Gregorio Coliyat na isang pilantropo mula sa barangay Soro-soro Ibaba.

Sinabi ni Coliyat na ang nasabing gawain ay nagsilbing Thanksgiving Party niya bilang pasasalamat sa kanyang matagumpay na kidney transplant operation.

Ang pamamahagi ng grocery items at pagsasalu-salo sa isang masaganang tanghalian ay isinagawa sa Bahay Pag-asa sa pangangasiwa ng mga tauhan ng CSWD.  

Nagpasalamat naman si CSWD Officer Mila Espanola sa tiwalang ipinagkakaloob sa kanila ng mga pribadong indibidwal at  samahan sa pagpili ng mga magiging benepisyaryo ng kanilang mga gift-giving.  (Ronna Endaya Contreras-PIO Batangas City/PIA-Batangas)

4. Tagalog news: Supporters ng blood donation program, ginawaran ng Sandugo Award

LUNGSOD NG BATANGAS, Hunyo 5 (PIA) --Ginawaran kamakailan ng pamahalaang lungsod ng Batangas sa pamamagitan ng City Health Office (CHO) ng Sandugo Award ang mga indibidwal at ibat-ibang institusyon na sumuporta sa voluntary blood donation program ng nabanggit na tanggapan.

Personal na iniabot ni Mayor Eduardo  Dimacuha kasama si City Health Officer Rosanna Barrion ang plaque of appreciation kina Senior Supt. Omega Jireh Fidel at ang  Batangas Police Provincial Office (BPPO) kabilang na ang mga tauhan nito na sina SPO2 Manuela Cueto at Pol. Insp. Garry Abregunda.

Tumanggap din ng plake ang mga  barangay captains na sina Pangulong Mario Casao ng Haligue Silangan, Pangulong Mario Eje ng Talahib Payapa, Pangulong  Jovy Fetalvero ng Barangay 20, Pangulong  Arthur Torres ng Barangay 6, Pangulong Leonides Landicho  ng Dumuclay at Pangulong  Benedicto Baes II ng Pinamucan Proper .

May 13 donors naman ang tinanghal na galloners o yaong may siyam na beses na nakapag-donate ng dugo sa CHO na sina Maritess Furto, Alfritz Yaba, Soriano Casas, Edwin Chavez, Leonelle Quinio, Lovely Duenas, Reynaldo Antenor at Norma Mallari na pawang mga kawani ng CHO. Kabilang din sina Leonardo Ramos, Danny Boy Claveria, Elmer Melarpis at Virgilio Ramirez naman ay mula sa barangay Dumuclay habang si Allan Formasidoro ay taga barangay Talumpok West.

Tagalog news: TESDA, nagdaos ng skills competition sa lalawigan ng Batangas

LUNGSOD NG LIPA, Hunyo 4 (PIA) --Pinangunahan ng Technical Education Skills Development Authority (TESDA) ang pagbubukas ng  provincial skills competition sa lalawigan ng Batangas na ginanap sa CAP Building sa lungsod na ito kamakailan.

Nagsilbing panauhing pandangal si TESDA Director General Joel Villanueva na ipinagmalaki ang malaking kontribusyon ng kasanayang teknikal at bokasyunal sa maraming Pilipino.

Sa kanyang pananalita, sinabi ni Villanueva na hindi hadlang ang kawalan ng pera upang magkaroon ng maayos na pamumuhay at maitaas ang antas ng pamumuhay ng isang tao dahil maraming mga pagsasanay ang TESDA na makapagbibigay ng ibayong pagbabago sa pagpapaunlad ng sarili at pamilya.

Sinabi naman ni TESDA Provincial Director Carlos Flores na ang kanilang tanggapan ay patuloy ang isinasagawang pagpapayaman ng kaalaman ng mga TESDA scholars at graduates upang maging mas madali ang paghahanap nila ng trabaho at pagkakaroon ng disente at maayos na hanapbuhay.

Dumalo sa nasabing skills competition ang mga trainors at kinatawan ng mga tech-voc institutions upang sumali sa tagisan ng husay sa larangan ng automotive technology, electrical installation technology, mechatronics, graphic design, IT software solution for business, IT network system administration, welding, web design at cooking and restaurant service. Philippines, Japan -- defenders of regional peace, President Aquino tells Japanese Diet
(TOKYO, Japan) Strong Philippine-Japanese partnership would be a vital counterbalance against regional instability created by conflicting claims in the South China Sea, President Benigno S. Aquino III said here Wednesday.The current economic and people-to-people engagement between the two countries is a shining example of what can be achieved when peace and stability reign over the Asia-Pacific region, President Aquino said in his speech delivered before members of Japan’s National Diet.
"It is no wonder, then, that our two countries have become the most vocal defenders of that stability, which has recently come under threat," he said.
The prosperity of maritime and coastal East and Southeast Asia, which relies greatly on the free movement of goods and peoples, could be disrupted by “attempts to redraw the geographic limits and entitlements outside those clearly bestowed by the law of nations,” he noted.
The President said the Philippines is following the Japanese Diet’s ongoing deliberations, particularly in view of “Japan taking a more proactive stance in fulfilling its responsibilities to the international community for the maintenance of peace.”
Both Japan and the Philippines, he said, constantly show willingness to dialogue, “bending over backwards to deescalate tensions despite repeatedly getting rebuffed, and still trying to resolve disagreements through peaceful means and internationally recognized norms.”
At the same time, Japan is one of only two countries in which the Philippines has a Strategic Partnership.
“We thus view our relationship as being at the forefront of ensuring freedom in our regional commons. Ours is a partnership that can only grow stronger, because it is based not on mere practicality, but on shared values and mutual respect among equals," he told the members of the Diet.
"For both our nations, we know that harmony is a collective achievement, and not one that can be dictated through coercion. We steadfastly uphold that military might can never be the arbiter for the resolution of disagreements."
The Diet is composed of the House of Councilors and the House of Representatives. Members of both houses are elected directly by the people.

Filipino professionals still in high demand in Japan, says Japanese official
(TOKYO, Japan) Filipino talents and skills remain in high demand in Japan, especially those in the medical field, Bank of Japan Governor Haruhiko Kuroda has said.President Benigno S. Aquino III, in Japan for a four-day state visit, met with Kuroda at the Imperial Hotel here on Wednesday.
According to Kuroda, doctors, nurses and caregivers are still in high demand for Japan's aging population and Filipino professionals in this field could tap this opportunity.
He also lauded the impressive growth of the Philippine economy under the Aquino administration, and encouraged the government to accelerate infrastructure development in the country.
The central bank chief also observed that the Philippines’ infrastructure pipeline is robust and augmented by public-private partnership (PPP) projects.
Meanwhile, President Aquino welcomed Japan’s ongoing revitalization, recognizing that its economic successes are tied to that of the Philippines.
In his speech during the Joint Session of the National Diet of Japan, President Aquino said Japan is the only country that shares a bilateral free trade agreement with the Philippines.
He noted that Japan is the Philippines' largest trading partner in 2014, with total trade amounting to US$19.1 billion.
The Philippines, he added, is currently the fastest growing market for Japanese tourism among the member states of the Association of Southeast Asian Nations (ASEAN), while Japan now ranks as the country’s third largest market for tourists.
"In light of the engagement between our economies, I am also encouraged by this honorable Diet according attention to legislation that would more effectively synergize Japan’s labor needs with my countrymen’s capabilities," he said.
Philippine-Japanese cooperation is mutually beneficial, the President said, citing that some 70 percent of Japanese-owned and -controlled ships are manned by Filipino crewmen.

President Aquino, Emperor Akihito make a toast to deeper friendship between the Philippines and Japan
(TOKYO, Japan) President Benigno S. Aquino III and Emperor Akihito paid tribute to the “deep and abiding friendship” between the Philippines and Japan, during a state banquet hosted by the latter and his wife, Empress Michiko, in honor of the visiting leader at the Imperial Palace here on Wednesday evening.

In his remarks, President Aquino thanked the Imperial Family, the Japanese government and people for once again extending him their gracious hospitality in the course of his state visit here.

Both President Aquino and Emperor Akihito acknowledged that the deepening ties between their countries since the resumption of their diplomatic relations in 1956, has been mutually beneficial.

“Since the postwar resumption of diplomatic relations in 1956 until today, our two countries have worked hand in hand to develop our friendly relations,” Emperor Akihito said.

For his part, President Aquino stated that the Philippines has found a great ally in Japan, as the two countries have been actively supporting each other in various endeavors, especially in the economic front and during times of disasters.

“The pain and tragedy of the past have been healed by Japan’s commitment to a relationship based on mutual respect, dignity, and solidarity. For 59 years, our two nations have demonstrated that we can work together for our advancement and mutual benefit,” he said.

“In Japan and its people, we have found steadfast partners and friends in the truest sense of the word: from our economic interactions, to our shared commitment to peace and development in Mindanao; from our people-to-people exchanges, to the aid we have given each other during calamities, to our shared advocacy of peace and the rule of law,” the President added.

On a more personal note, both President Aquino and Emperor Akihito waxed nostalgic as they reminisced about the beautiful memories they had created while visiting each other’s country for the first time.

President Aquino said he would not forget the kindness of the Imperial Family, especially that of Emperor Akihito’s father, the late Emperor Showa, who reminded him to take care of his parents when they met during his mother, the late president Corazon Aquino’s first visit to Japan in 1986.

“I was struck by the simplicity and sincerity of his tone as he reminded me to take care of my mother—something that my own father had told me when I was 13 years old, in what we thought was the last time we would ever speak. On that occasion, the late Emperor Showa spoke a truism in telling me to care of my parents, but his warmth made me feel as if I were not a stranger,” he said.

Emperor Akihito likewise said he is grateful to President Aquino’s mother, whom he welcomed to Japan as a Crown Prince, as she was there to personally pay her respects during his father’s funeral in 1989 and when he acceded to the throne in 1990.

President Aquino said it is this kind of a ”cross-generational” friendship between their families, one that is not restricted to a single lifetime, which cultivates long-standing relationships between parties that are treasured and preserved.

“The relations between our two countries have blossomed into a deep and abiding friendship, and a strategic partnership that will serve our peoples well. "Tonight, I am here in Tokyo as the leader of the Filipino nation, proud friends and partners of the Japanese people -- the representative of a nation that has rediscovered its optimism and confidence."

Mentioning the significant gains the Philippines has made under his watch, President Aquino said the success that the country has been enjoying is anchored on an unrelenting commitment to good governance and the backing of the Filipino people, who value integrity and honesty, knowing that true public service is the path towards realizing their aspirations.

These gains also became possible, owing to the support of the country's international partners, he said.

Japan, he noted, is a major partner in this endeavor -- from the Philippines' economic interactions, to the two countries’ commitment to peace and development in Mindanao; from people-to-people exchanges to aid during calamities, and the shared advocacy of peace and the rule of law.

President Aquino meets with Japanese political leader
(TOKYO, Japan) President Benigno S. Aquino III discussed several issues with leader of the Democratic Party of Japan, Katsuya Okada, when they met at the Imperial Hotel here on Wednesday.

Communication Secretary Herminio Coloma, Jr., who was with the President during the meeting, said the President thanked the party for Japan's support for the Philippines’ position on the South China Sea issue during the incumbency of former Prime Minister Yoshihiko Noda.

According to Secretary Coloma, Okada recalled that when he was Japan's foreign minister, he and then United States State Secretary Hillary Clinton raised the issue of freedom of navigation in the Asian regional forum.

He said both leaders noted that the European Union and other countries have expressed their support for a peaceful resolution of the conflict and the maintenance of freedom of navigation.

They also recognized the need to expand trade and investment ties between the two countries.

In another meeting, Bank of Japan Governor Haruhiko Kuroda applauded the impressive growth of the Philippine economy under the Aquino administration.

Kuroda, who is former chief of the Asian Development Bank, also encouraged the Philippines to accelerate infrastructure development.

At the same time, Kuroda said Filipino workers are still in high demand in Japan, especially those in the medical field, as they are needed to care for Japan's aging population. PND (as)

President Aquino: Continuity of government reforms is up to Filipino public
(TOKYO, Japan) Sustaining the government’s reform initiatives rests exclusively in the hands of the Filipino people, President Benigno S. Aquino III has said, eschewing the prodding of some sectors for him to seek another public office to continue what he started, after his term ends next year.

President Aquino has already said he would neither consider re-election nor run for a local position come the 2016 national elections and that he is keeping this mindset at this point.

In his speech before members of the Filipino community in Japan during a get-together here last Tuesday, the President said there had been suggestions from some quarters that he extend his term as president to ensure the continuance of his reform program.

“Nang naging malinaw po sa kanilang hindi ako sang-ayon na baguhin ang Saligang Batas para pahabain ang termino ko, ang naging bagong version po ng tanong ay ganito po: Baka raw po gusto kong tumakbo sa ibang puwesto?” he said.

“Kaya ang tama po yatang pananaw at akin pong mungkahi: ‘Di ho ba kayo ang gumawa nito; kayo ang nagdala ng pagbabago, at kayo ang magpapatuloy nito. Marami na po talaga tayong narating, pero marami pa rin tayong kailangang gawin.”

The President conveyed that he leaves it to the Filipino voters to make the right decision in finding the best person who will steer the country forward.

“Kayo ang gumawa ng pagbabago, at kayo ang magpapatuloy nito. Nasa inyo ang pagpili ng tapat at matuwid na pinuno, na talaga namang gagamitin itong tinatamasa nating mas mataas na estado, upang lalo pang paangatin ang Pilipinas tungo sa katuparan ng ating mga pangarap,” he said.

“Kung may darating na papalit sa atin para apihin lang tayo, parang nag-U-turn nga lang po tayo sa dati, at palagay ko po, sino ho kaya sa atin ang papayag na magkaroon ng ganoong sitwasyon. Ididiin ko lang po: ‘Yung kinabukasang dadatnan natin, kayo pa rin—tayo pa rin—at tayo pa rin ang gagawa, at tayo ang magpapanatili, gaya ng paggawa ninyo sa pagbabagong tinatamasa natin ngayon,” President Aquino said.

He reiterated the same during a forum at the special session of Nikkei’s 21st International Conference on the Future of Asia when he was asked to give an assurance that his policies would continue, even under the next administration.

“Our campaign next year will center on continuity; and our people will be asked: Do you want to go back to where it was or do you want to stay where we are now and perhaps, even accelerate? And I don’t think anybody, except for a very few who benefited from the old system, will want to return to the old system,” he explained.

“So, at the end of the day, the people made it possible for me and our Cabinet and our government to effect these changes in their lives. They will also continue the changes that we have been starting,” he added. PND (hdc)

Japanese companies express intention to expand businesses in the Philippines
(TOKYO, Japan) President Benigno S. Aquino III here Thursday witnessed the signing of letters of intent between the Philippine Economic Zone Authority (PEZA) and several Japanese companies that plan to invest or expand their businesses in the Philippines.

These Japanese companies are engaged in manufacturing office equipments, electronics, ships, and medical devices.

One of these companies is Bemac Uzushio Electric Co. Ltd, the first company to set up production of electric tricycles in the country. Its P300-million facility produces 1,000 units each year.

Bemac Uzushio is planning to develop, manufacture and sell four-wheeled electric vehicles by middle of next year for an investment of P100 million. The company wants the Philippines to be its electric vehicle manufacturing hub.

Brothers Industries Ltd also signed a letter of intent with PEZA for the manufacture of printer-related products and components. It plans to invest P5.8 billion over five years and eyes the employment of 5,500 Filipino workers.

Canon Inc. meanwhile plans to manufacture a new product with an average export sales volume of 1.3 million pieces, valued at US$133 million per year. Canon has 3,000 workers in the Philippines.

Another Japanese company that has shown interest in expanding its Philippine operations is Funai Electric Co. Ltd., which manufactures printers and digital media products. It plans to expand its operations in Lipa City, Batangas with an investment of US$30 million.

Seiko Epson Corp. is also planning to increase its operations in the Philippines by building a new facility worth US$160.6 million in Batangas in 2017. Seiko Epson eyes the production of inkjet printers, and projector smart glasses with its new investment, and grow its total labor pool in the country to as much as 20,000.

Arkray Inc. also signified its intention to invest P300 million in the Philippines by 2016 and P100 million by 2018. Arkray is engaged in in-vitro diagnostics, and in the research, development, manufacture, service and distribution of in-vitro diagnostic products.

Biotech Japan Corp. meanwhile has decided to invest P150 million in a food production facility next year. The government said it hopes the new investment would benefit Filipino farmers, dietitians and nutritionists through the transfer of technology.

Japan's JMS intends to invest US$38.5 million in a factory that will manufacture and sell medical devices for infusions and transfusion therapy and hemodialysis treatment in 2016. The project will augment JMS' export of US$26 million and the company expects to hire 500 workers over a five-year period starting this year.

Terumo, a Japanese company engaged in manufacturing medical devices, is planning to enhance its production facility in the country, focusing more on producing high-performance product lines.

Tokai Medical Products has already started the construction of its 400-million-yen facility in the Philippines in the first quarter of this year. The new facility is seen to become a global platform for manufacturing aortic catheters and intra-aortic occlusion catheters for heart patients, intended for the Japan and US markets. The company is also interested in promoting research and development programs that will help pediatric cardiac medicine.

Tsuneishi Shipbuilding Co. Ltd. meanwhile has expressed its intention to expand its facility in the Philippines to make it the company’s ASEAN mother shipyard and shipbuilding hub in Asia.

Tsuneishi has invested more than US$600 million and has employed 13,000 people since it began operations in 1994.

President Aquino invites Japanese businessmen to invest in the Philippines
(TOKYO, Japan) President Benigno S. Aquino III on Thursday encouraged members of various Japanese trade organizations to look at the Philippines as an investment destination, given its improved business climate.

Speaking at the Philippine Investment Forum held at the New Otani Hotel here, the President said there is no better time for businessmen to set up shop in the country than today, considering the significant strides his administration has taken in the economic front.

President Aquino said many opportunities await Japanese investors in the Philippines, especially in the area of infrastructure where 28 projects are currently in the pipeline for development under public-private partnerships (PPP).

This is on top of the nine solicited projects that have already been awarded, with another one expected to be awarded very soon, and 15 other projects that by now are in various stages of procurement and roll-out, he said.

“The Philippines as an investment destination is more attractive today than at any other point in our history. We can further deepen, or forge partnerships in which all parties benefit. Our government’s track record speaks for itself, as well as our sustained commitment to moving this forward,” he said.

President Aquino further said that aside from the PPP, his administration is also working toward enhancing the infrastructure budget, with the goal of making it at least five percent of the country’s gross domestic product by next year.

“We have also focused on enhancing critical transport infrastructure like ports and airports. We have completed the construction of a major airport (i.e., Laguindingan), and are undertaking the construction of two more,” he said.

This is on top of 43 other infrastructure projects across the country that are undergoing significant rehabilitation and improvement, he said, adding that seven out of 18 tourism ports have been developed.

In terms of developments in the energy sector, President Aquino mentioned that his administration is hard at work to ensure a consistent, diversified, and reasonably priced power supply across the country.

Apart from the 30 new power projects that have already gone online under his watch, he said 48 more projects are set to go online between now and 2020, which will augment the country’s total dependable capacity to about 15,665 megawatts.

“The improvement of sectors like power and infrastructure has indeed redounded to the Philippines’ increased competitiveness. At the same time, we continue to believe that the most important sector—the most important resource—we can invest in is the Filipino people,” the President said.

Noting that while the Philippines is known as a force to be reckoned with in the information technology/business process management sector, which yields at least US$18 billion in revenues, he expressed hope that investors would also tap into the other skills of his countrymen.

President Aquino said Filipinos are quickly demonstrating their ability to excel in more specialized areas, particularly in legal transcription, accounting, engineering services, and animation, an industry that Japan helped popularize around the world.

“Game development is another area we are looking to develop—and I am certain that Japanese creativity, innovation, and technological prowess can help us to maximize this sector,” he added.

President Aquino also vowed to further empower his hardworking countrymen through Micro, Small, and Medium Enterprises (MSMEs), in which significant strides have also been made in terms of improving their access to credit, learning programs, and facilities that can assist them in improving the quality of their products.

“Our Department of Trade and Industry has also been conducting seminars on Doing Business in Free Trade Areas (DBFTA), which will help MSMEs maximize the opportunities that come with greater economic integration,” he said.

The President cited the country’s first Fabrication Laboratory Shared Services Facility (FabLab SSF), which was made possible through the generous assistance of the Japan International Cooperation Agency.

He said this facility will directly benefit 135 MSMEs in Bohol by providing them access to technology, such as laser cutters and 3D printers, which could help the enterprises improve their efficiency and productivity, and enhance the quality of their products.

“Even better: the FabLab will benefit from the continued guidance and mentorship of the prestigious Keio University in Japan,” the President added.

Inspired and driven by the Japanese people’s ‘kaizen’ philosophy, which literally means “continuous improvement” or “change for the better,” President Aquino said his administration is determined to reach its goal of turning the Philippines into a strong and competitive player in the global economy.

The President thanked Japan for being one of the Philippines’ consistent trade partners, regardless of the global economic situation.

Japan has consistently been among the top sources of approved investments in the Philippines and is also its largest trading partner in 2014, with total trade amounting to US$19.1 billion.

“Those of you who have already established a corporate presence in the Philippines can attest to the caliber of the Filipino worker—to the fact that kaizen seems to be inherent to my countrymen, and that they will do everything in their power to ensure that you succeed,” the President told investors.

“They are the reason that we are all gathered here today; the millions of Filipinos back home are the silent partners I represent in inviting you to consider the Philippines.

“Together, let us explore new ways to spur each other’s success and to improve our collective fortunes—contributing to the growth of your businesses, the development of our country, and the realization of a brighter future for the Filipino people,” he said. PND (hdc)

Government to Japanese investors: There are enough local funds to finance infrastructure development
The Philippine government has assured Japanese companies planning to invest in the country's infrastructure projects that there are enough funds to support such developments.

During an investment forum here Thursday, President Benigno S. Aquino III was asked about financing, once Japanese companies consider building infrastructure projects in the Philippines.

In response, Finance Secretary Cesar Purisima said the Philippines has achieved macroeconomic stability as a result of the President's good governance initiative.

The country's central bank has also contributed to this stability, owing to its efficient management, Secretary Purisima said.

"We have also been able to increase the capacity of the local banking system. As a result, the single borrower's limit of banks was temporarily extended and at the same time with their increasing sizes, we were able to accommodate more infrastructure projects," he told Japanese businessmen at the forum, held at the Hotel New Otani here.

"Nevertheless the president has also decided to open up more bridges to investment from abroad," he added.

The government has also liberalized the banking system, he said, noting that it has so far approved the entry of four foreign banks -- the first being the Sumitomo Bank of Japan and three others from South Korea and Taiwan.

The entry of these foreign banks should offer additional financing access for infrastructure projects, Purisima said, adding that the Government Service Insurance System (GSIS) has linked up with a foreign fund to engage in infrastructure financing.

"So far, we have not seen any issues in terms of funds," he said.

As the government launches more public-private partnership (PPP) projects, Purisima said it is also looking into the possibility of issuing infrastructure and insurance bonds for the purpose of infrastructure development.

In case of currency mismatch between company financing and revenue flow for local infrastructure, he said there are locally available facilities, including those from the government, which can be utilized to address the concern. PND (as)

Palace says draft Bangsamoro Law is not as bad as described by Senator Marcos
The Palace on Thursday came to the defense of the Bangsamoro Basic Law (BBL), saying it is not as bad as how Senator Ferdinand Marcos, Jr. has described it.“The BBL is not bad as how Senator Bongbong Marcos described it – that ‘it will lead to a road to perdition.’ We strongly disagree with that. In fact, it is a bill that will lead to a genuine and peaceful solution to the situation in Mindanao,” Presidential Spokesperson Edwin Lacierda said during a press briefing in Malacañang.
Lacierda said he believes that the BBL would be able to stand scrutiny, as it was drafted in consultation with the stakeholders and has been reviewed thoroughly.
“We have gone through a protracted negotiation with the MILF (Moro Islamic Liberation Front); and the negotiations on the Bangsamoro Framework, the FAB, the Comprehensive Agreement on the Bangsamoro, which was the basis for the draft BBL, were also made with the foundations of the agreements previously made with the MNLF (Moro National Liberation Front). This is a series of frank exchanges between all the stakeholders concerned in Mindanao,” he explained.
“To just substitute it in a mere several discussions before the Senate, without looking into the entire process that we went through, may perhaps be not as productive as what we would have done so because it was really a product of honest exchange between all the parties concerned,” he said.
Lacierda was commenting on reports that Senator Marcos will write and file a substitute bill that is different from the original version.
The senator has said in a privilege speech delivered on Wednesday that the BBL “in its present form and substance will not bring us any closer to peace. Instead, it will lead us to perdition.”
“We certainly hope na matuloy pa rin ang pagpasa ng BBL bago ang State of the Nation Address ng Pangulong Aquino dahil ito ay isang mahalagang elemento doon sa pag-transition sa bagong Bangsamoro juridical entity,” said Lacierda.
“So, whatever reservations Senator Bongbong Marcos may have, we hope that it will be resolved as soon as possible.” PND (ag)

Let me first say how pleased I am to seemany of you again, here in Japan. More often than not, our meetings have been in the Philippines, where I have attended your inaugurations, expansions, and groundbreaking ceremonies—all of which were already welcome signs of your confidence in our country. Your presence today shows me that you are pleased with the success of our partnership, and that you want to deepen this further. Indeed, it goes without saying that we have been able to work together towards ensuring our mutual advantage. Thus, whether your facilities are yet to be constructed, undergoing construction, or already in full operation, we thank you for your decision to bet on the Philippines.

Those of you present during my address earlier would have taken note of the promising growth that Philippine manufacturing has posted from 2011 to first quarter of 2015: 7.1 percent, to be exact. You also know of our drive to enhance the state of infrastructure in the country by increasing our infrastructure budget to at least 5 percent of our GDP by next year, and by undertaking public-private partnerships. The potential for further growth is high, and we intend to do everything we can to make sure that our business environment continues to help our economy and your enterprisesthrive.

That is why, for example, we have pursued training programs in partnership with the private sector, specifically to ensure that Filipinos find employment in manufacturing. In 2014 alone, 26,233 graduates benefited from trainingsin machine operations and consumer electronics, among many others. We have also worked on setting up various research and development facilities. The Advanced Device and Materials Testing Laboratory (ADMATEL) has been operational since 2013, to provide testing services in failure analysis and materials characterization. That same year, the Philippine Institute for Integrated Circuits started its training program for our engineers. We have other things to look forward to this month, for example, is the launch of the Electronics Product Development Center.

Those who wish to partake in Public-Private Partnerships, will be pleased to know that we have implemented mechanisms to ensure that your businesses are protected from risk. The Contingent Liability Fund is one example: from this, funds will be drawn in case government breaches its obligations under PPP contracts. With 28 more projects in the pipeline for development, we want to do everything we can to attract the right investors.

I spoke about these initiatives in order to give you an example ofwhat you can look forward to, in the next few years. The bottom line is that we in government are doing everything in our power to show you that your decision to choose the Philippines was the best you could have made. As for my countrymen—I believe you have already seen that, given their loyalty, creativity, and dedication, Filipino workers are some of the best around. Why else would you have entrusted them with the success of your businesses? The signings we are witnessing today are indeed a concrete vote of confidence in my countrymen. As their representative, I can tell you: they will not let you down.

Your Majesties, Your Excellency Prime Minister Abe and Madam Abe, honored guests, ladies and gentlemen:

On behalf of my delegation, allow me to convey my profound appreciation and gratitude to Their Majesties for the welcome you have given us. Your gracious hospitality honors not only our delegation, but more importantly, the entire Filipino nation and the friendship between our two countries.

When Your Majesties traveled to Philippine shores in 1962, you met with our post-war generation of leaders. In those days, the Philippines was thought to be only second to Japan, whether in terms of economic growth or in sports. That journey gave you the opportunity to visit places of great significance to Philippine history: Malacañan Palace, where Your Majesty the Emperor was conferred the Order of Sikatuna, and General Emilio Aguinaldo’s residence in Cavite, where the Filipino people first proclaimed their independence and where you were thus able to meet with our first president and his wife.

Many years afterward, in 1986, I had the privilege of accompanying my mother President Corazon C. Aquino on her first visit to Japan. Your father, the late Emperor Showa—a person of unquestioned historical importance—evendeigned to converse withan obscure citizen like myself. I was struck by the simplicity and sincerity of his tone as he reminded me to take care of my mother—something that my own father had told me when I was about thirteen years old, in what we thought was the last time we would ever speak. On that occasion, the late Emperor Showa spoke a truism in telling me to care for my parents, but his warmth made me feel as if I were not a stranger.

This was the first and only meeting we would ever have, and yet the memories of our trip to Japan have stayed with me all these years, not only for the kindness Your Majesty’s family showed us, but also for the ardent support that Japan showed for the Philippines and my mother’s government. After all, at the time, my country was a newly-reclaimed democracy, eager to rebuild our institutions and our economy. The support of Japan was a vote of confidence in this endeavor. Then, as today, we Filipinos have always treasured our democracy, and valued the friendship of those who have stood by it.

In the decades that have passed since those visits, both the Philippines and Japan have not remained idle; indeed, we have been given the chance to know each other closely. The pain and tragedy of the past have been healed by Japan’s commitment to a relationship based on mutual respect, dignity, and solidarity. For 59 years, our two nations have demonstrated that we can work together for our advancement and mutual benefit.

Tonight, I am here in Tokyo as the leader of the Filipino nation, proud friends and partners of the Japanese people—the representative of a nation that has rediscovered its optimism and confidence. As we embark on deepening our decades-long relations to take our friendship and partnership to new heights, I appreciate this opportunity to share with you the significant gains my country has made.

From the beginning, our administration has worked to makethe fruits of economic growth felt by all. The success we have enjoyed so far has been anchored on an unrelentingcommitment to good governanceand the backing of the Filipino people, who recognize that the path of integrity, honesty, and true public service is the path that can help us to realize our aspirations.

At the same time, we are aware that our gains became possible, in part, due to the support of our international partners.In Japan and its people, we have found steadfast partners and friends in the truest sense of the word: from our economic interactions, to our shared commitmentto peace and development in Mindanao; from ourpeople-to-people exchanges, to the aid we have given each other during calamities, to our shared advocacy of peace and the rule of law.

Your Majesties, in the Philippines, friendships are not restricted to a single lifetime: they are cross-generational, in which long-standing relationships between parties are treasured and preserved. The relations between our two countries have blossomed into a deep and abiding friendship, and a strategic partnership that will serve our peoples well. I say this with full confidence, because ours is a relationship founded on shared values: the importance we give to democracy, the unflagging strength of Filipinos and the Japanese, and our dedication to uplifting the lives of all our peoples, under the auspices of “achieving peace everywhere.”

DOH employee convicted over GSIS loan scam

 The Office of the Ombudsman obtained the conviction of Ayesa Quirao, a former accounting machine operator of the Department of Health (DOH), by the Manila Regional Trial Court (Branch 7).

In a 30-page Decision, Acting Judge Acerey Pacheco found Quirao guilty beyond reasonable doubt of three counts of Estafa Through Falsification of Public Document and three counts of violation of Section 3(a) of the Anti-Graft and Corrupt Practices Act, and sentenced her to suffer imprisonment of 10 years and one day to 12 years, and six years and one day to 8 years imprisonment, respectively.

The trial court concluded that Quirao forged the Certificates of Loan Remittances (CLR) of complainants Consuelo Delas Alas, Alvin Decena and Ramon De Guzman in order to renew their salary loans from the Government Service and Insurance System (GSIS), and obtained half of the proceeds as commission after facilitating the loan renewals.

OMB prosecutors established that Quirao induced Delas Alas, et al. to apply for salary loan despite their unpaid balances by misrepresenting that she knew someone from the GSIS who can help expedite and approve their salary loan renewals. Documents were presented to establish that Quirao falsified the signature of authorized signatory of CLRs, in order to make it appear that Delas Alas, et al. fully paid their previous loans and thus qualified for loan renewal.

Aside from imprisonment, Quirao was meted out the accessory penalty of perpetual disqualification to hold public office and was ordered to pay a fine of P5,000.00 with subsidiary imprisonment in case of insolvency.

Under GSIS Resolution No. 324, renewal of a loan shall be allowed only after maturity and full payment thereof.

Banks' consumer credit continues to grow

Consumer loans (CLs) by universal, commercial (U/KBs) and thrift banks (TBs) stood at Php 902.6 billion at end-2014, a 25.1 percent increase from the Php 721.5 billion recorded a year earlier.
The end-2014 figure is also a 6.2 percent increase from the Php 849.6 billion posted a quarter earlier. This sustains the quarter-on-quarter growth in CLs that began in 2008.
The CLs at end-2014 is comprised of residential real estate loans, auto loans, credit card receivables, salary loans, and other CLs.
While consumer lending expanded, the ratio of the banks’ non-performing CLs to total CLs decreased to 4.8 percent at end-2014 from the 5.3 percent registered a year earlier. U/KBs and TBs also provisioned for 60.6 percent of their non-performing CLs as a cushion for potential credit losses.
As a percentage of total lending, the 15.9 percent CL exposure of domestic U/KBs and TBs would rank the lowest among the original five ASEAN economies. At end-2014, the CL exposure in Malaysia was at 57.8 percent followed by Indonesia at 28.3 percent; Thailand, 27.8 percent; and Singapore, 25.7 percent.
The Bangko Sentral ng Pilipinas (BSP) monitors consumer and other types of bank lending to ensure the banks’ adherence to high credit standards. This is essential to fostering financial stability, which is a key policy objective of the BSP.

DSWD pushes for establishment of more ‘Bahay Pag-asa’ for children in conflict with the law

One year after the signing of the implementing rules and regulations (IRR) of Republic Act (RA) 10630 or an “Act Strengthening the Juvenile Justice System in the Philippines,” the Department of Social Welfare and Development (DSWD) urges local government units to establish a ‘Bahay Pag-asa’ for children in conflict with the law (CICL) in their respective jurisdictions.

As provided in the amended Section 49, “Each province and highly-urbanized city…shall be responsible for building, funding, and operating a ‘Bahay Pag-asa’ within their jurisdiction following the standards that will be set by DSWD and adopted by the Juvenile Justice and Welfare Council (JJWC).”

In June last year, DSWD Secretary Corazon Juliano-Soliman and members of the JJWC signed the IRR of RA 10630, and this was witnessed by representatives from non-government organizations (NGOs) and members of local government units (LGUs).

A ‘Bahay Pag-asa’ is a 24-hour child-caring institution that offers short term residential care for CICL who are 1) above 15, but less than 18 years of age, and awaiting court disposition; 2) above 12 to 15 years of age who committed serious crime with commitment order issued by the court; 3) above 12 to 15 years of age who are repeat offenders; and 4) above 12 to below 18 years of age who are considered to be neglected, abandoned, or abused.

The establishment of an Intensive Juvenile Intervention and Support Center (IJISC) for CICL who are under the minimum age of criminal responsibility in ‘Bahay Pag-asa’ is one of the key enhancements in the law.

Under the law, the ‘Bahay Pag-asa’ is managed by a multi-disciplinary team composed of a social worker, a psychologist/mental health professional, a medical doctor, an educational guidance counsellor, and a member of the Barangay Council for the Protection of Children (BCPC). They will work on the individualized intervention plan with the child and the child’s family.

To date, there are 19 ‘Bahay Pag-asa’ located in 18 LGUs in nine regions of the country. Of these, 13 are operational, four have been completed but not yet operational, while two have ceased operations.

Pioneering LGU

Sec. Soliman cited Marikina City for being one of those LGUs that have established their ‘Bahay Pag-asa,’ which is called Marikina Youth Home, in compliance to then RA 9344 or the “Juvenile Justice Welfare Act”.

The Marikina Youth Home was inaugurated on July 29, 2013.

Berlyn Tampuhan, one of the social workers at the Marikina City Social Welfare and Development Office (CSWDO), said that the youth home currently provides temporary shelter to 54 residents – seven girls and 47 boys. The girls stay at the second floor while the boys stay at the first floor of the building.

Resembling more of a home than a detention center, the Marikina Youth Home has amenities to respond to the children’s basic needs such as clean bedrooms, comfort rooms, a kitchen, a library and study room, and recreational facilities.

“The children consider us their household members,” Berlyn said.

The Marikina City LGU was able to build the facility out of the P25 million given to the city government by the Department of Interior and Local Government (DILG) when they were awarded with the Seal of Good Housekeeping in 2012.

Marikina City Mayor Del De Guzman is happy that the city already has a facility that caters to the welfare of CICL.

True to its name, the center inspires youngsters to start their journey to a reformed life. Through various services provided, they are being equipped with the necessary skills in preparation for their eventual reintegration to their families and communities.

The LGU of Marikina has partnered with TESDA to conduct skills training. To date, the children are undergoing trainings on computer technology and bartending. The social workers also teach the girls home management, cooking, and baking.

The children also engage in sports, such as basketball, and spiritual enhancement activities, which include group sharing and bible studies as part of their rehabilitation.

With these provisions at the center, the kids have a chance to live normal lives.

Hopes and dreams

Berlyn narrated that like many adolescents, the youngsters at the center also aspire for a fuller life. They talked about their hopes and dreams of finishing their studies, getting good jobs, and helping their families.

They also realized that transformation has to come from within, and that they can achieve positive change through determination and perseverance.

Nica, 18, admitted that she has a two year-old baby boy.

“Pag-alis ko dito, gusto kong makatapos ng pag-aaral upang mapalaki ko nang maayos ang aking anak (When I leave the center, I want to finish my studies so I can raise my child well),” she said.

“Maraming naitulong ang mga social workers dito sa amin (The social workers here have helped us a lot),” she added.

Elma, 18, an Ambassadress of the Pag-asa Youth Association of the Philippines (PYAP) last year, affirmed Nica’s statement.

“Marami akong natutunan dito sa ‘Bahay Pag-asa,’ katulad ng pagluluto at iba pang gawaing bahay, sa matiyagang pagtuturo ng mga social workers (I have learned a lot here in ‘Bahay Pag-asa,’ such as cooking and other household chores, thanks to the social workers who patiently taught us),” she related.

Gina, 18, narrated that she ran away from home.

“Lagi kasing nag-aaway ang mga magulang ko. Gusto ko ring makapasok sa college at magtrabaho sa call center para makatulong sa pamilya ko (My parents constantly quarrel. I also want to go to college and to work in a call center so I can help my family),” Gina added.

Helen, 17, who was accused of taking drugs, claimed she learned how to do chores at ‘Bahay Pag-asa.’ She plans to go to college and help her family.

On the other hand, Mina, 15, who is the youngest of the girls, wants to be a social worker “para matulungan ko ang mga kabataang napapariwara at napapagbintangan (So I can help young people who went astray and those who were unjustly accused),” she passionately stated.

Mina and her cousin, Miriam, claimed they were wrongly accused of taking drugs.

Residents of Mindanao, the cousins came to Manila believing that they could land a job. The police raided the house they were staying in at that time and found drugs.

Being minors, the cousins were turned over to the Local Social Welfare and Development Office (LSWDO), and brought to stay at the ‘Bahay Pag-asa.’

On the other hand, most of the boys were accused of using illegal drugs, and one of them was accused of rape.

Jerry, 16, said, “Nasira ang buhay ko dahil sa tropa (My life was ruined because of my gang).”

Determined to succeed in life, the boy enrolled in the Alternative Learning System (ALS) so that he may continue his studies. Implemented by the Department of Education (DepEd), ALS is a parallel learning system that provides a practical option aside from the existing formal instruction. When one does not have or cannot access formal education in schools, ALS is an alternate or substitute. It includes both the non-formal and informal sources of knowledge and skills.

Jerry’s desire to pursue his education was shared by Jomari, 17, who was accused of raping his girlfriend.

Berlyn proudly shared that Jomari took and passed the assessment skills administered by the Technical Education and Skills Development Authority (TESDA).

Make life right for children

Intensifying the programs and services implemented at the ‘Bahay Pag-asa’ is one step forward to respond better to the evolving needs of CICL, thereby ensuring their holistic development towards a brighter future.

Sec. Soliman appealed to all sectors of society to give CICL a second chance at life since they are also victims and must be given all the help they need so they may be productive, contributing members of the country.

Secretary De Lima airs warning anew versus human trafficking syndicates

Justice Secretary Leila De Lima today renewed warnings to human trafficking syndicates that the government "is determined more than ever to eliminate these elements who are preying on our children, women and overseas bound workers".

Secretary De Lima aired the renewed warning at the First International Dialogue on Human Trafficking attended by more than a hundred delegates from the diplomatic community and national prosecution and law enforcement agencies, nongovernmental organizations and private sector partners.

The event was organized by the Philippine Interagency Council Against Trafficking (IACAT) in partnership with the Embassy of the Kingdom of the Netherlands.

According to Secretary De Lima, "the government has doubled both its resources and manpower" as she vowed that the Philippines "is set to surpass its achievements in the war against human trafficking".

Secretary De Lima lauded the conference delegates "for refusing to look away and instead identifying more decisive steps to combat this global menace".

She warned that "when those who can do something to stop human trafficking look away, the dreams of the victims of this crime die". She noted that Filipinos who fall prey to human trafficking syndicates are vulnerable because they are willing to pursue their dreams at whatever cost.

She also thanked the conference delegates for adopting the Manila Declaration which recognized "the urgent need for a comprehensive international approach to prevent and combat human trafficking".

Secretary De Lima also lauded the IACAT for "sustaining the gains which the Philippines has already won in the war against human trafficking".

She recalled that the Philippines has been rated as Number One in Asia in the Global Slavery Index among countries "making comparatively strong efforts with limited resources" based on their national economic capacity.

The same index ranked the Philippine government's efforts at Number 3 among Asia-Pacific countries and Number 29 globally out of 167 countries rated.

The Index specifically cited the response of the Philippines' criminal justice system among the programs it has launched to combat the menace.

The Global Slavery Index was released by Walk Free Foundation, an Australia-based human rights organization.

Baldoz voices strong support to K-12, says DOLE ready to assist K-12 affected private sector workers

Labor and Employment Secretary Rosalinda Dimapilis Baldoz yesterday strongly expressed her and the Department of Labor and Employment’s support to the Enhanced Basic Education Act of 2013, or K-12 Program, saying it is the way to go to make the country’s human resource development at par with Asian and global standards.

“We at the DOLE are unequivocal in our support to the K to 12 program because this serves as the foundational platform in creating a job-ready workforce. We support its goal to equip Filipinos to become globally-competitive. It is also aligned with our efforts to make Philippine basic education at par with international curriculum and standards so that our graduates will be highly-employable and ready as we join an integrated ASEAN economic community,” Baldoz said.

Citing specifics, Baldoz said the DOLE-DepEd-TESDA-CHED Joint Guidelines on the Implementation of the Labor and Management Component of R.A. 10533 (K to 12 Program), which took effect on 15 July 2015, contains the inter-agency mitigation measures.

She said that on the part of the DepEd, it has established a “green lane” for hiring of displaced higher education institution (HEI) personnel.

“Would-be displaced teaching personnel can fill up the demand for some 30,000 new teaching positions in 2016 when the senior high school component of the K-12 starts to be implemented. There is also a demand for 6,000 new non-teaching personnel in 2016 and another 30,000 teaching positions in 2017. The “green lane” will prioritize and fast-track employment of the would-be displaced private education workers in terms of finding them comparable salaries and matching them in locality,” Baldoz said.

For non-teaching personnel, Baldoz said they could fill up the demand for Registered Career Guidance Counselors (RGCs), as the DepEd had said it would need 8,677 RGCs based on the ideal ratio of one RGC per 500 students, or 5,020 RGCs based on one RGC per secondary school. Records of the Professional Regulation Commission indicate that there are only 2,728 RGCs as of the 3rd quarter of 2014.

On the part of the CHED, it will offer scholarships for graduate studies for personnel who want to pursue masters or doctoral degrees and will make available development grants to enhance personnel skills through training on updating of teaching strategies; industry immersion; community service and extension; and research and development. It will also offer a special package for senior high school teachers transferring from HEIs, and innovation grants to include assistance for international linkages, academe-industry linkages, and R&D of niche and priority programs.

Baldoz emphatically said that the DOLE has cast its lot with K-12 from the very beginning, noting that it is one of the programs enrolled in the government’s Career Guidance Advocacy Program to address the so-called job mismatch.

“As the DepEd and other convergence partners carry out the K-12, we stand ready with our support, especially in implementing mitigation and safety net measures to protect those who will be displaced during the transition which may only occur during the program’s first three years,” she explained, adding:

“Adjustment measures and mechanisms are in place that may be availed of by would-be affected K-12 higher education institution workers. These measures are anchored on their need for social protection and linked to their active reintegration in the labor market.”

She said the DOLE will provide income support/income augmentation to teaching and non-teaching personnel—both permanent and casual—who will not be absorbed by the DepEd, for three months for probationary employees and a maximum period of six months for permanent employees.

“This income support will be linked to job search, training, and livelihood,” she said.

For employment facilitation, the DOLE, according to Baldoz, will assist in monitoring and profiling would-be displaced teaching and non-teaching personnel through the Regional Inter-Agency Coordinating and Monitoring Committee and the DOLE’s Quick Response Team.

She further elaborated that the DOLE will extensively deliver labor market information using the Phil-JobNet—where there is posted over 400 available teaching-related vacancies, such as language teachers, Filipino teachers, private tutors, professional tutors, and special education teachers—as well as the Public Employment Service Offices, Private Recruitment and Placement Agencies, and registered contractors and subcontractors for job referral and placement, as well as the country’s network of career guidance counsellors and career advocates for career guidance and employment coaching.

“There will be needed in the academe the following positive list occupations with post-graduate degrees and specializations: architect, landscape architect, naval architect, marine engineer, chemical and electronics engineer, fish technologist, geologist, librarian, nutritionist/dietician, psychologist, and guidance counsellor,” she said.

“They can also explore in-demand decent work opportunities in industries deemed as Key Employment Generators, namely, agribusiness; banking and finance; construction; education; health and wellness; hotel, restaurant and tourism; ICT/BPM; mining; manufacturing; ownership, dwellings, and real estate; power and utilities; and wholesale and retail trade,” she added further.

On training and livelihood, Baldoz said would-be displaced education workers could avail of skills and livelihood training from the TESDA which has bundled an offer of professional services together with start-up capital for new business ventures.

Relative to this, the labor and employment chief said the DOLE supports the legislative measure establishing the Tertiary Education Transition Fund which seeks to provide financial assistance to academic personnel, as well as tertiary education institutions who would be adversely affected during the transition.

Together with CHED, the DOLE will also implement a five-year Adjustment Measures Program for K-12, with a budget of P1.1 billion. “This amount will be in place in our 2016 budget, the start of implementation of the senior high school component of the K-12,” Baldoz said.

The DOLE Adjustment Measures Program (DOLE-AMP) is embodied in Department Order 85 Series of 2007, which was issued for the Prevention of Job Losses and Assistance to Displaced Workers.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday announced that the Governing Board of the Philippine Overseas Employment Administration, of which she is the Chairman, has affirmed the lifting of the crisis alert level for Thailand. "The POEA Governing Board has issued a resolution affirming the Department of Foreign Affairs’ move to lift the crisis alert level for Thailand in view of the continued improvement of the political and security situation as indicated by the lifting of Martial Law in the said country,” said Baldoz. Governing Board Resolution No. 04, Series of 2015 was signed by Secretary Baldoz; POEA Administrator and Governing Board Vice Chairman Hans Leo J. Cacdac; and members Felix M. Oca, Estrelita S. Hizon, Alexander E. Asuncion, and Milagros Isabel A. Cristobal. It can be recalled that on 16 June 2014 the DFA lowered the crisis alert level for Thailand from Crisis Alert Level 1(precautionary phase) to Crisis Alert Level 2 (restriction phase) which allowed for the partial deployment and resumption of the processing and deployment of newly-hired workers to Thailand. Crisis Alert Level 2 was declared by the DFA on 20 May 2014 in view of the declaration of the Martial Law due to escalating civil unrest and security in that country. Subsequently, the POEA Governing Board issued a temporary suspension on the processing and deployment of newly-hired OFWs bound for Thailand on 21 May 2014. The POEA Governing Board, under R.A. 10022, is authorized to impose a ban on the deployment of Filipino migrant workers, after consultation with the Department of Foreign Affairs, in pursuit of national interest or when public welfare so requires.

Roxas to distribute patrol jeeps to Albay, Sorsogon Police

Secretary of the Interior and Local Government Mar Roxas will turn over a total of 29 brand new patrol jeeps to municipalities and police offices in the provinces of Albay and Sorsogon starting this Thursday.

Fifteen patrol jeeps will be turned over to Albay mayors during simple rites at the provincial capitol, where Gov. Joey Salceda is expected to share with the secretary his insights on peace and order, as well as disaster risk reduction and management (DRRM) in the advent of the rainy season.

Roxas is also expected to meet with business leaders, members of civil society, and incoming freshmen students of the Bicol University, one of the biggest universities in the region.

On Friday, Roxas will distribute 14 patrol jeeps for local government units (LGUs) in Sorsogon Province to be held at the provincial capitol in Sorsogon City, where leaders of the Koalisyon ng Mamayan para sa Reporma (KOMPRe) will join him for a brief discussion of local concerns.

The DILG chief will also visit a Sagana at Ligtas na Tubig Para sa Lahat (Salintubig) Project, which will bring potable water to 10,000 individuals in Prieto Diaz town, also in Sorsogon.

The ongoing distribution of patrol jeeps started last month in Bataan, Zambales, and Pampanga in Region 3 (Central Luzon), followed by the distribution in Sarangani and South Cotabato in Region 12 (SOCSKSARGEN). Last week, Roxas distributed the patrol jeeps to towns in Samar Province.

A total of 1,490 municipalities across the country will get one patrol jeep each after procurement by the Philippine National Police (PNP).

“Lahat ng bayan, malayo man o malapit, saang sulok man ng bansa, magkakaroon ng isang patrol jeep. Wala tayong pinipili dahil lahat ay magkakaroon ng isa at ang distribusyon sa iba’t ibang probinsya ay sunod sunod na magagagnap,” Roxas previously said.

The distribution of patrol jeeps is expected to boost government's effort to fight crime in a deliberate, programmatic, and sustained manner.

P581-B freed up for new programs in 2016; Abad: Two-Tier Budgeting Approach to strengthen budget practices

There will be more room in the 2016 budget for new socio-economic programs, thanks to a new budgeting approach by the Department of Budget and Management (DBM).

In line with the Aquino Administration’s efforts to craft a national budget that would be responsive to the needs of all Filipinos, the DBM has adopted the Two-Tier Budgeting Approach (2TBA) for FY 2016, which resulted in the creation of budgetary space amounting to around P581 billion for expanded and new programs and projects.

“The DBM was able to come up with this estimated fiscal space thanks to the Two-Tier approach, which gives agencies a better focus on program planning. Under this approach, government departments are able to prioritize which of their programs they can concentrate on to accommodate more productive expenditures,” said Budget Secretary Florencio “Butch” Abad.

This fiscal space for new programs and projects comprises 20 percent of the proposed P3-trillion budget for FY 2016 and is more than double than last year’s fiscal space of P287 billion. Around 80 percent of the proposed budget—or P2.42 trillion—would be allotted to the implementation of existing or ongoing programs and projects of the government.

The National Government came up with the P581-billion fiscal space estimate in the wake of their Tier 1 assessment of the budgetary process, which looked at the projected budgetary requirements of ongoing programs and projects.

Currently, the DBM is conducting Tier 2 consultations as part of the Technical Budget Hearings (TBH), where budget proposals for new or expanded programs and projects can be submitted for consideration. However, departments and agencies shall ensure their proposals are supportive of the strategies and objectives identified in the Budget Priorities Framework (BPF) and they will need to justify these during the consultation process, which started last May 18.

The Two-Tier Budgeting Approach had been instituted by DBM under the National Budget Memorandum (NBM) No. 123, which separates deliberations of ongoing programs and projects from the expansion and new spending proposals.

“Using the Two-Tier approach, we’re able to fine-tune our budget process by establishing a clearer framework to determine the allocations for ongoing programs and projects. We’ve also set up a process to evaluate new and expanded proposals so as to encourage agencies to think of more innovative programs and projects that will benefit Filipinos. This allows us at the DBM to focus on the evaluation of these new spending proposals in terms of their quality and significance,” Abad said.

The proposed FY 2016 National Budget of P3.0 trillion is higher by 15.1 percent more than the FY 2015 Budget of P2.606 billion, or an increase of P394.0 billion.

President Benigno S. Aquino III has approved an Executive Order (EO) to implement the Comprehensive Automotive Resurgence Strategy (CARS) Program.

As a result of the Automotive Industry Roadmap by the private sector and the Department of Trade and Industry (DTI)- Board of Investments (BOI), the CARS Program calls for fiscal and non-fiscal incentives to jumpstart the revitalization of the country’s automotive industry, improve its competitiveness and elevate the country into an auto manufacturing hub in the region.

The program is designed to build and grow the parts making capability of the auto industry, “for without a robust parts making industry, our car making industry will remain uncompetitive. The CARS program is about building capabilities and jobs to make our automotive manufacturing industry competitive in ASEAN,” said DTI Secretary Gregory L. Domingo.

Expected to create about 200,000 direct and indirect jobs in the industry throughout the six-year life of the program, CARS calls for new investments in manufacturing parts not currently available in the country, like large car body panels, bumpers, instrument panels, head lamps, shock absorbers, plastic fuel tanks, automotive fabric, and others. The technology “spill over” will help develop basic support industries for manufacturing, such as casting, forging, machining and tool & die.

DTI Undersecretary and BOI Managing Head Adrian S. Cristobal Jr. said, “After thorough study, extensive stakeholder consultations and inter-agency coordination, the government’s CARS Program will be implemented with the signing of the E.O.”

CARS offers a package of time-bound and performance-based fiscal incentives to support new investments in fixed capital expenditures in new parts making capability and to encourage large scale production in vehicle assembly. The government intends to provide annually an average of P4.5B worth of incentives for six years to support three models. This is expected to attract more than P27B in new parts manufacturing investments, produce at least 600,000 vehicles and generate a total economic activity estimated to be worth Php300B over the life of the program. The resulting contribution to Gross Domestic Product (GDP) is estimated at about 1.7%.

“As parts making capability develops and production reaches economic scale, we expect consumers to benefit from lower prices of cars and spare parts,“ added Undersecretary Cristobal.

The E.O. on CARS is expected to be published in newspapers of general circulation within the next few days.

Teachers laud first Tboli SHS: TSHS seen to promote global competence and cultural preservation

“Ang diwa ng kultura namin ay naisasalin at ang kaalaman ay made-develop pa kung kaya’t ilang henerasyon man ang magdaan, ang kultura namin ay buhay pa rin. Ang kaalaman at ang kasanayan ay nagmula mismo sa kanila [mag-aaral na Tboli] upang matuto na silang makihalubilo sa mundo,” said Benji Manuel, a Tboli teacher at Tboli Senior High School (TSHS).

Teachers of the recently-launched TSHS at Lake Sebu, South Cotabato said that this program will surely promote global competitiveness without compromising the cultural preservation of the indigenous peoples in the long run.

The teachers perceived the program as a beneficial tool to boost the livelihood status of the Tboli community since the TSHS offers technical-vocational tracks that are in line with the culture of the Tboli people.

This project of the Department of Education (DepEd), in collaboration with Ateneo de Davao, aims to produce graduates who are equipped with entrepreneurial and management skills and are capable of managing and improving their own resources and coming up with sustainable livelihood and opportunities for the Tboli community.

Manuel said that through the program, he now sees the teachers of TSHS as carriers of the plan of the Tboli elders.

“Sa tulong nito, nakikita namin ang aming sarili bilang tagapagdala ng plano ng elders ng pamayanan ng Tboli na dalhin ang indigenous knowledge, cultural and intellectual heritage sa loob ng classroom,” Manuel added.

Ateneo de Davao President Father Joel S. Tabora, SJ said that the Tboli SHS is “the most sophisticated, anthropological, pedagogical project in the country relative to Senior High School”.

"Ateneo de Davao entered into this program--to be able to help the K to 12 create a program that will not make the students foreigners to their own culture, but will make them imbibe the values and the cultural traditions of the tribe even in a global age, even in an age when the Tboli also want to be able to be world-class, to be able to enjoy the advantages of globalization and modernization. The Tboli, it has to be clear, also want first and foremost to preserve their own cultural traditions and their cultural identities. This is the reason why Ateneo de Davao has been really privileged to be part of this program," Tabora said.

Through the help of Ateneo de Davao, the program commenced through a research wherein they consulted the Tboli community if they would want a program that is appropriate not only to their culture but also to the standards of DepEd. After the research, the Tboli community gave positive feedback, which means that they are willing to have the program being proposed to them.

TSHS will be initially lodged at Lake Sebu National High School and will be catering to approximately 45 students upon the first implementation of Grade 11 this coming school year 2015-2016.

"We are developing ourselves and we are achieving our goals and aspirations but we should not forget our culture. That is our intention," Manuel said.

Deles welcomes former rebels as peace, dev’t partners

LORETO, Agusan del Sur—The President’s peace adviser welcomed last week the return of some 150 former communist rebels to normal, civilian life, and hailed them as peace and development partners in their respective communities in a ceremony at Loreto in Agusan del Sur.

“Nais naming ipaabot ang respeto at pagkilala sa inyong malalim na pagsusuri at malayang pagpapasya na magbalik sa buhay na mapayapa at sibilyan at talikuran ang armadong pakikibaka—hindi dahil naresolba na ang lahat ng problema ng lipunan, ngunit kinikilala na sa dami ng ating problemang kailangan harapin, mas mabuti nga na mag-partner tayo, magtulungan, pag-usapan ang mga problema, at sama-samang maghanap ng solusyon,” said Presidential Adviser on the Peace Process Secretary Teresita Quintos Deles.

The former rebels also surrendered automatic rifles, shotguns and handguns, and stock ammunitions during the program.

Beyond the immediate assistance given, Deles noted that there will be consultations between the former rebels and representatives from the government in the coming days to settle the best means to help them in their return to civilian life.

The said program also coincided with the two-day peace caravan in the barangays of Kauswagan and Manawe meant to address the peace and development issues in Eastern Mindanao, and affirm the administration’s commitment that no conflict-affected communities would be left behind.

Pooling in efforts from the national and local governments, as well as the private sector, the caravan served around 3,000 residents providing medical and dental care, technical and livelihood training, legal consultations, health insurance registration, provision of educational kits, and distribution of certificates of land ownership awards among others.

01June 2015 – The nationwide information, education and communication (IEC) campaign on the West Philippine Sea continues as the Department of Foreign Affairs (DFA), in partnership with the Philippine Information Agency (PIA), held a Multi-Sectoral Forum in Subic, Olongapo in Region 3 on May 29.

DFA Spokesperson and Assistant Secretary Charles C. Jose spoke about the West Philippine Sea Issue to an audience of 180, who came from different sectors of society across the region. In attendance were representatives of the regional offices of various national government agencies including the DFA, Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Department of Environment and Natural Resources (DENR), Department of Science and Technology (DOST), and from the Bureau of Fisheries and Aquatic Resources (BFAR) and the Office of Civil Defense (OCD), among others. Officials from the Subic Bay Metropolitan Authority (SBMA), representatives of the local government units of Olongapo City and Subic, Zambales, uniformed personnel from the Philippine National Police (PNP) and the National Police Commission (NAPOLCOM), as well as various other local organizations were also present. The event also enjoyed a broad and varied participation from private sector groups, including representatives of several business locators in the Subic Bay Freeport Zone (SBFZ), members of the local press, academe, and university students.

Most importantly, leaders of the fisherfolk community in the Zambales area, whose traditional fishing grounds include Bajo

de Masinloc and surrounding waters within the Philippines’ Exclusive Economic Zone (EEZ), attended the event. They had the opportunity to engage Assistant Secretary Jose and BFAR Region 3 Director Wilfredo Cruz in a dialogue to share their personal experiences in fishing in the area of Bajo de Masinloc and also to express their concerns about their livelihood and general welfare.

The DFA Spokesperson also did a live interview at DWHL APO Radio on Egay Hinisa’s morning show, where he was joined by Professor Armin Santos, a guest from the local academe. It was after the interview that Assistant Secretary Jose was able to briefly meet with Olongapo City Mayor Rolen C. Paulino. Later in the afternoon, he was interviewed by radio anchors Rhonalyn Balingit and Andy Magcale at 89.5 Subic Bay-FM Radio Station.

The Multi-Sectoral Forum is an expanded version of the Special Kapihan ng Mamamayan on the West Philippine Sea. The first two rounds were held in Cebu City and Cagayan de Oro City earlier this year. The next round will be held in Laoag City in Region 1 this June.

Filipino mothers honored in Ansan, South Korea

04 June 2015 - Philippine Ambassador to South Korea Raul S. Hernandez and his family joined the Filipino community in celebrating Mother’s Day in a special mass officiated by Reverend Fr. Felixberto Perez, Jr. in Ansan City, home to one of the biggest concentrations of Filipino nationals in South Korea, last May 10.

In his remarks to 200 people hearing mass at Ansan’s Wongok-dong Catholic Church, Ambassador Hernandez congratulated Fr. Perez and the Ansan Filipino Community (AFC) for organizing the “Santacruzan sa Ansan” street procession, as the Filipino way of giving honor to the Virgin Mary. The event also showed to Korea glimpses of Filipino culture and tradition, he said.

He also paid tribute to all the Filipino mothers living in Korea for all the sacrifices they make and the difficult situation they face in being away from their families to ensure a better life for their children.

Ambassador Hernandez also enjoined Filipinos to give more for the transformation and development of our motherland, the Philippines, by helping one another, espousing and practicing the values of peace, justice, solidarity and love.

After the Mass, Fr. Perez asked all mothers, including the ambassador’s spouse, Madame Ana A. Hernandez, to receive special blessings for the occasion and bouquets of flowers from the male members of AFC.

In keeping with the Filipino festival of Flores de Mayo, the AFC organized the Santacruzan, which was participated in by AFC women members, their escorts and their children, who all wore colorful Philippine traditional costumes. Ms. Ella Karina R. Mitra, the Embassy’s Third Secretary and Vice Consul, joined the parade as Reyna Emperatriz, the second most important role in the pageant.

The Santacruzan is the pageant held on the last day of Flores de Mayo, a month-long celebration dedicated to the Blessed Virgin Mary and held in honor of Helena of Constantinople (known as Reyna Elena), mother of the Roman emperor Constantine the Great.

Founded in 1991, the Filipino Community in Ansan is guided by the Galilea Migrant Workers’ Pastoral Center in its activities, with the objective to safeguard the welfare of spouses of any religious denomination regardless of their visa status. Fr. Jun runs the Center and serves as adviser of the AFC.

Long term solution to water woes needed, says Paje

Environment Secretary Ramon J.P. Paje has called for a long term solution to water woes in the Philippines, especially in Metro Manila.

Paje, who also serves as chairperson of the Cabinet Cluster on Climate Change, said that alternative water sources for Metro Manila and other urban centers must be developed.

“Small water impounding dams or SWIDs must be established in strategic locations in order to benefit from gravity flow to cater to agriculture and small communities nationwide,” Paje said.

He also said that local government units (LGUs) must be assisted using existing technologies, including the geohazard and elevation maps developed using state of the Inteferometric Synthetic Aperture Radar (IfSAR), a state of the art technology recently acquired by the National Mapping and Research Information Authority (NAMRIA).

The inexpensive small water impounding dams have been long used by the DENR in assisting local agricultural communities in Munoz, Nueva Ecija and other upland areas in Mindanao. “The SWIDS can be the permanent solution as the availability of water during the dry season can significantly increase the production of agricultural crops for major urban centers such as Metro Manila,” he said.

The environment chief likewise raised the need to tap into state-of-the-art wastewater treatment facilities that can convert wastewater into drinking water as a solution to address urban centers’ over dependence on traditional sources of water, citing Metro Manila, which is dependent on Angat Dam for its domestic water supply.

“Availing of the state of the art waste water treatment facilities would allow us to tap accessible water sources such a Laguna Lake, Pasig River, and the like. Such facility will remove Metro Manila's dependence on its sole water source, particularly Angat Dam which has now reached a critical level,” Paje said.

As of 6 a.m. today (June 1), the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) reported Angat Dam’s water level at 178.45 meters, which is below the critical level of 180 meters.

BI creates task force to handle VISA and special permits

Manila, Philippines---Bureau of Immigration (BI) Commissioner Siegfred Mison issued a directive that all applications for visa and special permits shall now be processed by the Visa and Special Permits Task Force (task force) beginning June 1, 2015, Monday.

Under Immigration Administrative Order No. SBM 2015-006, all visa applications pending with the BI’s legal division and other concerned offices shall be turned-over to the task force.

The task force shall act as the central processing body of all visa and special permit applications, to evaluate and recommend the required action in each application.

The office shall be headed by Atty. Arnulfo Maminta as the chairperson, with visa reviewing and hearing officers as members, and supported by an administrative and technical staff, all under the direct operational control of the commissioner.

Currently, the BI receives a monthly average of 2,100 applications for visas and special permits.

Manila, Philippines---The Philippine Postal Corportation (PHLPost) and the Bureau of Immigration (BI) signed an agreement on the issuance of Commemorative Stamps highlighting the BI’s 75th Anniversary.

Postmaster General Josie Dela Cruz and BI Commissioner Siegfred B. Mison signed the Memorandum of Agreement held at the BI head office in Intramuros, Manila.

PHLPost will print limited copies of the commemorative stamp, souvenir folder and official first day cover to be released on September 4, 2015, in time for the BI’s 75th anniversary celebration.

A commemorative stamp is often issued for a significant occasion such as an anniversary, to honor or commemorate a place, event, person, or object. It is printed in limited quantities and sold for a much shorter period of time, usually until supplies run out.

Based on the agreement, the BI diamond anniversary commemorative stamps will feature a black of four with different designs composed of the BI anniversary logo, stamped canceller, immigration badge, the BI’s main building with Lapu-Lapu at the middle, the first Filipino to resist Spanish colonization.

According to PHLPost, in philately, a block is a group of four or more unseparated stamps which are rarer than individual stamps, when it comes to stamp collecting.

A stakeholder in Dagupan raises her thumb as a sign of approval for the various service innovations implemented by GSIS in the last five years during the stakeholders dialogue held in the city last May 2015. This was the second time that GSIS President and General Manager Robert Vergara engaged with some 600 Dagupan-based members and pensioners. During the dialogue, PGM Vergara provided an update on the actions taken by GSIS relative to the issues and concerns raised during the first consultation in Dagupan held in March 2011. These included the reduction in inaccurate statement of accounts from Php30 billion in 2010 to Php2.4 billion in 2014, the non-suspension of loan privileges of employees who are working in suspended agencies, the partnership with the National Museum for the management of GSIS's art collection, the responsible management of investments based on liquidity, safety/security and yield, and the improved efficiency in the processing of members' claims and benefits due to closer coordination with agency heads and AAOs, sustained cleansing of the database, implementation of the Statement of Loan Accounts (SOLA) and signing of agreements with suspended agencies.
