Palace extends sympathies to countries affected by terrorist attacks Friday
Malacanang extended its sympathies to friendly countries devastated by terrorist attacks on Friday adding that the Department of Foreign Affairs has already instructed its embassies in those locations to determine if there are Filipinos affected.

"Nakikiramay po tayo doon sa mga kaibigan po natin, doon sa ating mga kaibigang bansa na nawalan po ng kanilang mga mamamayan dahil po diyan sa mga pag-atakeng ‘yan," Deputy Presidential spokesperson Abigail Valte said in a radio interview on Saturday.

"Kagabi po ay nag-overtime ang Department of Foreign Affairs. Inutusan na nila ‘yung ating mga embahada na mayroon hong jurisdiction doon sa mga lugar na ‘yon na siguraduhin kung mayroon nga ho bang Pilipinong nasangkot," she told dzRB Radyo Ng Bayan.

But based on the information at this time, Valte said there is still no report of Filipinos being affected by the attack in Tunisia and France.

In Kuwait, Philippine authorities are still checking if there are Filipino casualties in terrorist attacks there.

The ISIS group claimed responsibility for the attack on a seaside resort hotel in Tunisia on Friday that killed at least 38 people and wounded at least 36 others, many of them Western tourists.CNN reported that among the dead were at least five Britons, three Belgians, one German, and one woman from Ireland, citing reports from the foreign ministries of Britain, Ireland and Tunisia.
An unknown number of French nationals were also among the dead, according to the report.
In France, a man caused an explosion at a chemical plant after beheading his boss and leaving the head hanging on a fence.
ISIS also claimed responsibility for an apparent bomb blast at a Shiite-affiliated mosque in Kuwait during Friday's prayers. The attack left at least 25 people dead and more than 200 injured. PND (as)

Palace asks support of Congress, judiciary to address human rights concerns
Malacanang rallied the support of Congress and the judiciary to address the Philippines’ biggest challenge in upholding human rights, as cited in an annual report released by the US State Department Thursday.

In a radio interview on Saturday, Deputy presidential spokesperson Abigail Valte said that on the side of the executive branch, it always analyzes such reports by the US government.

"Sa Executive branch taon-taon tinitingnan naman talaga natin ang mga ganyang observations," Valte said encouraging Congress and the judiciary to also take a look at the report.

Valte said the objective is to be able to work together in addressing the points of concern that have been raised by the US State Department report.

Cooperation is needed because there are observations and suggestions that are solved by either passing the necessary legislation, amending existing legislations, or addressing the judicial process, noted Valte.

For instance, the report suggested that the number of prosecutions must be enhanced, Valte said.

"Meaning, kailangan mas maganda ay tumaas ang mga numero natin dito and we are quite open to our colleagues in the other branches of government, so we can come together and work on these points of concern."

The Palace official also made an assurance that the Philippines is solving the human rights situation in the country, especially in Mindanao.

Valte said the government is working to improve the situation in conflict areas, especially through peace initiatives, to once and for all achieve a lasting peace in the region.

Extrajudicial killings, delays in the justice system, corruption and abuse of power remain to be the country's biggest challenge in upholding human rights, according to the annual report by the US State Department. PND (as)



Palace condemns killing of CNN Philippines cameraman
Malacañang has condemned the killing of a CNN Philippines assistant cameraman on Thursday morning, saying the police has already been ordered to search for his assailants.

"We condemn the killing of CNN Philippines employee, Jonathan Oldan. The Philippine National Police has been directed to pursue those who may have been responsible for his death so that the ends of justice may be served," Communication Secretary Herminio Coloma, Jr. said in a statement released on Friday.

The Department of Justice said the National Bureau of Investigation (NBI) has launched a probe into the killing of the CNN Philippines assistant cameraman, who was shot dead in Imus, Cavite.

The NBI will determine whether the killing of Oldan is work-related.

Oldan, 29, was on his way to report for work in Manila when he was attacked by still unidentified gunmen in Barangay Pinagbuklod, Imus, Cavite at about 5:15 a.m. on Thursday. PND (as)

Palace pleased with lifting of European Union ban on Philippine carriers
Malacañang on Friday welcomed the lifting of an air ban imposed by the European Union on airlines from the Philippines, saying the move will boost the country's aviation and tourism sectors.

"This is a good opportunity to raise yet again tourism as one of the drivers of our economy and hopefully, it will bring in more visitors for more destinations to the Philippines," Deputy Presidential Spokesperson Abigail Valte said when announcing the European Commission's decision to remove the remaining Philippine carriers from its safety blacklist.

"Magandang bagay po ito. Hopefully, we will see that airlines from the Philippines will be opening more flights to more destinations in these cities."

Valte congratulated the airlines as well as the Civil Aviation Authority of the Philippines (CAAP) for their efforts to have the ban lifted.

The European Commission has announced that all Philippine-certified airlines were taken off the European Union Air Safety List due to the CAAP’s “openness to improve its oversight functions, complemented by readiness of Philippine carriers to enhance their own safety and operations standards”.
With the lifting of the ban, all carriers from the Philippines can now enter European airspace and join national flag carrier, Philippine Airlines Inc. (PAL) and budget carrier, Cebu Air Inc. (Cebu Pacific).
It would also encourage Europeans to travel to the Philippines and other foreign destinations via Philippine carriers.
The European Commission has recognized the Philippines as "an important country with a sizable and rapidly growing aviation sector." PND (as)

Philippines cannot be faulted if other countries support its approach on West Philippine Sea issue, says Palace official
Malacañang said on Friday that the Philippines “cannot be faulted” if other countries agree with its approach in resolving the West Philippine Sea issue.

“We cannot be faulted if other countries have lauded the approach that we have decided to take in resolving this dispute that we have with our neighbor,” Deputy Presidential Spokesperson Abigail Valte told reporters during the daily press briefing at the Palace.

Valte was asked to comment on the statement made by Chinese Defense Ministry spokesman, Senior Colonel Yang Yujun, during a regular press conference on Thursday that “some regional nations drag countries outside the region to interfere in the South China Sea issue, demonstrate muscles, and intentionally play up regional tensions.”

“This behavior would only bring harm to the situation in the South China Sea,” he said.

Valte noted that the issue concerns countries outside the region since 60 percent to 80 percent of global trade passes through the disputed waters.

Asked about the environmental harm that China's reclamation works have created, Valte said she wants to leave it to the experts to assess the damage on coral reefs caused by China's island-building activities.

“More weight should be given to the opinion of experts when it comes to the destruction of marine resources and the coral reefs that are affected. We would defer to their judgment on that,” she said.

The Philippine government has filed a case before the international arbitral tribunal to resolve the dispute despite China's refusal to participate.

It is also pushing for the crafting of a binding Code of Conduct in the Association of Southeast Asian Nations to ease the tension in the contested territory. PND (as)

As part of their efforts to ensure that only the rightful beneficiaries are included in the Pantawid Pamilyang Pilipino Program, Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman emphasized that measures and systems continue to be enforced to maintain a clean database for the program.

“We have a Grievance Redress System (GRS) which captures and processes complaints about the program and the beneficiaries. Through this, we have already delisted more than 77,000 beneficiaries,” she said.

She also added that the Department conducts regular spot checks nationwide and consultations with different partner-agencies and organizations to help improve the implementation of the program.

Sec. Soliman made this statement in reaction to recent reports citing a paper by the Asian Development Bank (ADB), which stated “improvements are needed in the program’s targeting system to reduce an estimated leakage rate of 30%”.

ADB however has already issued a clarification saying that the paper they published referred to studies from 2013 and 2011, which in turn used data from 2009.

“It has been six years since the data being referred to was generated. Then, we only had 700,000 household-beneficiaries.
Now, we have expanded to more than 4.4-million. A number of steps have already been taken to address the problems that arose when it was still being started. Different institutions, including ADB, has even recognized the Department’s efforts in line with this,” she added.

Second assessment

Sec. Soliman shared that the Department is currently conducting its second round of National Household Targeting System for Poverty Reduction (NHTS-PR) that will profile whether a household is poor, near-poor or non-poor through the indicators specified by the Department.

“The NHTS-PR, or Listahanan, will help us determine who and where the poor are. After this second round of assessment, we should be able to get a registry of who should be included in our programs, particularly the Pantawid Pamilya,” she explained.

She pointed out recent disasters, which rendered many families poor, homeless and, some, jobless, thus making them much more in need of government support.

The Philippines strongly condemns the terrorist attacks that were carried out in France, Tunisia, and Kuwait, and took the lives of innocent people.

Extremism and terrorism have no place in a civilized society. They also run counter to the desire of people all around the world for peace, harmony and understanding, and to global efforts to promote development and prosperity.

The international community should not be cowed and deterred by such cowardly acts of terrorism, and instead steel its resolve to continue to fight terrorism in all its forms. END

No planned hike in monthly contributions

The Social Security System (SSS) clarified that it has no plan to increase the current contribution rate in the immediate future, contrary to recent reports.

SSS President and Chief Executive Officer Emilio S. De Quiros, Jr. said that currently circulating stories of a planned increase could have stemmed from the results of an SSS study, which looked into the impact of a P2,000 across-the-board pension increase as provided in House Bill 5842.

The SSS study revealed that adding P2,000 to existing pension payments would require corresponding adjustments in the contribution rate or a government subsidy, otherwise it will shorten the SSS’ fund life by 13 years or until 2029. The SSS' fund life today is projected to last for 27 years or until 2042.

“Although a contribution hike is much needed to improve the actuarial soundness of SSS funds, we would like to assure the public, especially our members that we are not seeking for another increase in their contributions at this time,” De Quiros said.

Clarification on performance-based bonus.

Likewise, SSS said that inquiries about the grant of performance-based bonus to its officials and employees must be directed to the Governance Commission for GOCCs (GCG), the oversight body which religiously monitors performance of GOCCs and grants authority to give performance-based bonus.

“Our financial statements and accomplishment reports are open to public scrutiny in our website as confirmed by the Governance Commission for GOCCs. These reports validate our continuous efforts to improve the benefits of our members and pensioners while ensuring financial viability of the pension fund,” De Quiros said.

DPWH to hire 1,396 young civil engineers

The Department of Public Works and Highways (DPWH) will employ 1,396 civil engineers to augment its workforce in the Regional and District Offices nationwide.

DPWH Secretary Rogelio L. Singson said that the Department of Budget and Management (DBM) has authorized the DPWH to hire additional civil engineers to augment technical capabilities to implement much bigger infra budget.

“To meet the Department’s target to increase infrastructure spending, we are hiring more than a thousand of dedicated civil engineers nationwide to be part of our team of field engineers,” said Secretary Singson.

The 1,396 civil engineers will be hired as Engineer II in the DPWH, with a monthly salary of P26,878.

Qualified applicant must be a Bachelor of Science in Civil Engineering graduate; has passed the Civil Engineering licensure examination given by the Professional Regulations Commission (PRC); has a one (1) year of relevant working experience with at least four (4) hours of relevant training. Preference is given to those who are not more than 30 years old, Secretary Singson said.

Those who meet the requirement must submit to DPWH the following requirements: (1) completed Personal Data Sheet (CSC Form No. 212); (2) covering letter; (3) original or authenticated Transcript of Records; (4) authenticated copies PRC license and Certificates of Training.

As an additional requirement, qualified applicants will have to pass the Computer Literacy Exam (CLE) being administered by the DPWH Information Management Service free of charge.

Since 2010, DPWH’s appropriation have substantially increased and adjusted to include regular current year, continuing and extended budget, special purpose funds and automatic appropriations and fund releases from other agencies for implementation of projects like farm-to-market and tourism roads.

Secretary Singson has also been advocating the recruit and training of young and purpose-driven civil engineers, who would eventually set the new standard of civil engineers in the bureaucracy.

In 2013, he has introduced the Cadet Engineering Program in the DPWH, which aims to produce the best civil engineers in the country through an extensive training focusing on the development of technical and professional competencies. The agency hired 40 cadet engineers under this program’s first batch.

For CY 2015, 41 best and brightest young civil engineering graduates were attracted under the 2nd batch, who are undergoing comprehensive training in different engineering functions of the DPWH.

In pursuit of updating the industry partners on the current education reform, Education Secretary Br. Armin Luistro FSC shared the triumphs of K to 12 in a gathering of education partners and stakeholders held recently in Cebu.

Luistro presented the current situation of the K to 12 roll-out, the decrease of out-of-school children and the department’s update on the basic inputs -- learner materials, school seats, teacher hiring, classroom construction, among others. He also explained the Senior High School (SHS) Program and the vital role of the industry partners in the implementation of SHS.

Dominica Chua from Ramon Aboitiz Foundation, Inc. emphasized the support they will provide for DepEd’s ongoing campaign. Chua mentioned that 60% of their budget is dedicated to education. “We are your biggest fan,” she added. Most notable of their education efforts are the more than 600 classrooms for public high school lined-up for next year.

Aside from the educational assistance provided for high school students living near their facilities, Dr. Emiliano Salceda II said that the Energy Development Corporation (EDC) pledges to integrate their programs to that of the K to 12 curriculum. Consultations are currently being made in the division and regional level. EDC also pledges to assist the department on their Technical-Vocational Track in SHS -- being the only center in the locality offering this track.

Guests composed of industry and business leaders, officials from the DepEd Central and Regional Offices attended the said gathering. Present in the event were the companies that supported the early implementation of the SHS Program.

Part of this group was Mr. Marcus Leslie Suntay from the Philippine Transmarine Carriers, Inc. who shared the triumphs and challenges their company faced during the early implementation of the program. He also extended his gratitude for the support of the Local Government and other private companies in addressing their concerns.

To cap-off of the event, the signing of the Commitment Wall was done to promote the industry and business leaders’ pledge to support the new education reform.

Luistro said, “This reform (K to 12 Program) opens the door for partnerships and linkages with the industry -- a strong driving force in achieving positive results in the full implementation of SHS come 2016.”

The Philippines is performing very well in terms of food safety.

This was according to President Benigno Simeon Aquino III who graced the opening of the Livestock Philippines 2015, on June 25, 2015 at the SMX Convention Center in Pasay City.

During his message, the Chief Executive told the members of the diplomatic corps, foreign exhibitors, national and local government officials, and the media, that the country has been free from avian flu since 2005 and the foot-and-mouth disease (FMD) since 2010 making it eligible to export poultry and swine products.

“Just last month, the World Organization for Animal Health (OIE) accorded the Philippines the highest level of recognition as a country free from FMD without vaccination, further increasing the country’s global competitiveness,” Aquino said.

“The government’s goal is not only to maintain the standards but also to ensure that the livestock industry continues to grow and develop,” he added.

Over the course of Aquino’s term, the budget for livestock industry has increased by 180%, giving priority on vaccination initiatives and disease surveillance among other measures which aim to control if not eradicate animal diseases.

Currently, the government’s initiatives under the livestock industry is primarily focused in ensuring food safety.

For example, the amended Meat Inspection Code imposes stricter fines for food safety violations. The Food Safety Act of 2013, on the other hand, strengthens the food regulatory system in order to protect consumer health.

The Agriculture Department has also monitored the price movement of various livestock and poultry products.

According to Agriculture Secretary Proceso J. Alcala, the price of meat and poultry has remained relatively stable for the last five years.

He added that even the change in price for meat and poultry between 2011 and 2014 was comparatively lower at 2.6% per year versus the 3.8% overall inflation rate.

“Not even during the past Christmas season did the country experience surges in the price of ham and chicken,” Alcala said.

“The stable price of meat and poultry was due partly to the effective coordination among industry stakeholders including producers and processors,” he added.

Alcala said that the Livestock Expo 2015 celebrates the milestones and other achievements of the Filipino livestock and poultry industry.

“This exposition showcases the progress that we have made together and reminds us of the huge potential of the industry towards the continuous transformation and growth of Philippine agriculture,” he said.

From 2010 to 2014, livestock and poultry production volume increased by 2.3% annually while the value of the output grew at a rate of 4.8% per year.

In 2014, the value of livestock production grew by 5.6% from previous year’s output to PhP 247.1 billion. Meanwhile, value of poultry output expanded by 7.84% to PhP 189.7 billion at current prices.

Livestock and poultry contribute between 30.6% of total agricultural output. ###

DOST issues policies on web hosting, email, info standards

Government offices will be more efficient as policies on operational standards, web hosting and email have been laid out for adoption by agencies.

This was announced recently by the Information and Communications Technology Office (ICT Office) of the Department of Science and Technology (DOST).

Louis Napoleon C. Casambre, ICT Office executive director, signed the Memorandum Circulars governing Government Web Hosting Service (GWHS),Government-wide Email (GovMail), and Philippine eGovernment Interoperability Framework or PeGIF Part 2, otherwise known as the Information Interoperability Framework (IIF).

“The GWHS is the government’s answer to the need for greater security and robustness in the Internet technologies it uses,” said Casambre.

Meanwhile, ICT Office Deputy Executive Director for e-Government Denis F. Villorente said, “The adoption of GovMail Services will rationalize government communications as well as improve the delivery of goods and services to the general public.”

The Memorandum Circular on GovMail is in line with the provision of Republic Act 9485 or the Anti-Red Tape Act of 2007, which requires the government to redesign its transaction systems and procedures to reduce bureaucratic red tape and processing time. It also provides the basis for appropriate disciplinary actions on violations of the use of the GovMail service.

On the other hand, the Circular on interoperability lays out the policies on information standards to be adopted by government agencies.

Clark Freeport may adopt DOST road train

Clark Freeport has expressed the possibility of adopting the Hybrid Road Train system of the Department of Science and Technology (DOST) to ferry employees from various locators of the Freeport zone, during the recently held media tour and demo ride at the Clark Freeport Parade Grounds.

Eyed as one of the possible solutions to ease Metro Manila’s traffic congestion and public transport woes, the Hybrid Road Train is a 40-meter long system of interlinked and airconditioned coaches. It is estimated to serve 650,000 passengers a day when it is rolled out, or 60 passengers per coach for a total of 240 passengers. The train can run at a top speed of 50kph.
Arthur P. Tugade, president of the Clark Development Corporation, opened the idea of ferrying passengers from Clark Airport to the Freeport facilities. “I’ve discussed this with Secretary Montejo and what we want is to have an efficient mass transport system that is RFID (Radio Frequency Identification) compliant and WIFI ready,” he explained.

However, Tugade prefers to have a smaller type of train to fit the needs of the Freeport which has more than 1,000 business locators on its 4,400-hectare land.

Also, he is encouraging DOST to roll out the road train inside the Clark Freeport so that similar economic zones may adopt the same public transport system in the future.

Weighing about 10 metric tons in full capacity, the train uses ordinary rubber tires so there is no need for rails and is equipped with dual braking system for efficient braking.

It is environment friendly, with the last of the five coaches dedicated to its electric power batteries which are used alternately with its diesel fuel. It is also cost-effective since most of its parts are locally sourced like the coaches which are fabricated locally.

The road train project is part of the three-component projects of DOST’s Advanced Transport Program under the Makina Para Sa Bayan Program or MakiBayan.

According to Dr. Rio S. Pagtalunan, chief of the analysis and testing division of DOST’s Metals Industry Research and Development Center (DOST-MIRDC), the train system is still the most efficient public mass transportation system that is why the Science Department is looking at developing an innovative transportation system out of the train system model.

Dr. Pagtalunan assured the public that it is regularly performing trial runs to ensure the Hybrid Road Train’s road worthiness prior to its rollout.

DOST scholarship turns poor farmer’s son into skilled engineer

“Tonight, I would like to look back to where I came from and look forward to where I am going. I am a son of a farmer and my parents are very hard-working,” so stated the son of a sugarcane farmer in a forum attended by Department of Science and Technology (DOST) officials and staff, mediamen, and students.

All ears were on the young man as he confidently stood on the podium to tell them his story.

He is Joseph D. Gimang from Lapu Lapu City, Cebu. His parents never reached high school; his father finished only up to grade 2 while his mother finished up to grade 6. He is the youngest in a family of nine and times were hard.

Yet, despite these, young Joseph had his hopes and dreams alive. As a boy, he wanted to follow in his dad’s footsteps and be a farmer too. Later on, he harbored dreams of becoming a lawyer. All that changed in high school when he realized he wanted to be a doctor. But then the teenaged Joseph loved building things and so he finally decided to be an engineer.

“The only treasure we can leave you is education,” his parents’ words rang in his heart every day. And indeed, he pinned his hopes on education. And education it was that spurred him on to what he has become today.

Now, Joseph spoke to the crowd inside the Elena O. Diola Memorial Hall of the DOST Region VII office in Lahug, Cebu City as a former DOST scholar turned successful electronic hardware design and printed circuit board development engineer.

The event at hand was the DOST Scholars Forum, held last June 19, 2015 where scholars from Region VII gathered to obtain life and career tips from past scholars who are now successful and productive professionals.
One of them was Joseph. Only, he still does not consider himself successful…yet, despite his ch
allenging and already fruitful journey.

“Career-wise I'm still beginning my journey,” he stated. “Let's say, I will consider myself successful in this field when I’ve already invented something that helps a lot of people.”
His story

Joseph proceeded with his narration, and as he spoke, he elicited oohs and aahs, and a lot of laughs and applause from his listeners.

As a high school student, he claimed, he was serious about taking the DOST scholarship.

“I submitted the requirements at the very last minute. I took the exam and there were hundreds of us in our school who took the exam. By God’s grace, I passed,” he recounted. “I believe that was an answered prayer because He knows that I cannot go to school without the scholarship.”

He enrolled in communication engineering at the Technological University of the Philippines-Visayas where the tuition fee was only P600 pesos per term, with three terms in a year. With his scholarship, Joseph even got to support his older brother’s schooling.

After graduation, Joseph had a string of jobs – one of which was at a multinational company in Lapu-Lapu City where he worked as a hardware design engineer. It was here that he fell in love with R&D work and its many challenges.

Now, the farmer’s son is working at Power Measurements, Inc. (PMI) – a high technology R&D and product assembly startup also in Lapu-Lapu City which he helped establish with some former colleagues.

PMI delivers total solutions in field instrumentations and electricity power metering systems. Its product development team boasts of core competencies in electronic/electrical hardware design and validation engineering, software development and validation engineering, mechanical design engineering, systems level test and validation and product support.

“Working there for just a few months has lifted my skills in electronic design and circuit design,” he claimed.

PMI’s founder, CEO and president, Dr. William H. Hardy, serves as chair of several American National Standards Institute committees in the field.

“He loves to work here because he saw a lot of potential in Filipino engineers,” Joseph disclosed about his boss.
Pleased with DOST scholars

The very first person hired by PMI when it was established in 2014 was a DOST scholar. “He’s one of my very best people,” Hardy beamed as he revealed this fact with a tone that spoke of pride.

He continued, “Before that, I went over to San Carlos University, told the technical engineering department head that we would like to get a student or graduate student to work part time. I needed someone to help with one particular piece of software-related technology. He said, ‘Oh, I have a very bright master’s degree student who I think would be perfect for that.’ Well, he is very bright and he’s also a DOST graduate fellow.”

When summer arrived, PMI hosted seven summer interns, two of whom were DOST scholars arranged by the DOST Regional Office to work for PMI. “I’ve been very impressed by the quality of the students,” Hardy said. “I think it’s a great program.”

At present, PMI has three former DOST scholars onboard, including Joseph. The other two are Junior Software Engineers Mark Anthony Cabilo and Jedidiah Tamayo who both work part time. Joseph, on the other hand, works full time.

“They’re bright, they’re inquisitive, they want to learn, and they aren’t afraid to tackle hard problems and figure out how to solve them. That’s what you need when you’re doing the kind of work we do. You probably always start out not knowing how to solve the problem, but you have to have a bright, inquisitive mind and really dig in, you know, go to the Internet, go to the books, figure out how to do it and get it done. They learn things very fast. That’s what you need,” said Hardy about the three.

His advice to scholars

Joseph himself agrees with his boss.

“We Filipinos have deep, great potential. We are just not overconfident but shy,” Joseph lamented. “We are shy to show it, that we have the potential.”

The young speaker who captured the attention of his audience with his sense of humor encouraged the youngsters to give back to the country after they step out of the academe and carve their own careers. He emphasized that one way of giving back is to develop a technology – a product that is not just beneficial, but originally Filipino-made.

“We have the tendency to be proud,” he reminded the scholars. “But no matter what you achieve, no matter what you become someday, always consider yourself a student. Because we will keep learning, so much learning.”

Learning is at the center of Joseph’s plans, as he wants to learn as much as he can in order to invent something that will help a lot of people.

“Remember, intelligence without diligence, is nothing,” he stressed to the young members of the audience.

When Joseph D. Gimang was done with his talk, the applause came easy. No doubt, his audience was impressed. But for sure, not only were the students impressed; they were inspired as well, by his all too familiar story of a kid who was poor, yet dreamt big, studied hard, kept on learning, and never quit, until great opportunities came along.
One of these opportunities was a college education, which came in the form of a scholarship by DOST.

RWO-NCR EDSP scholar tops graduating class of 2015

The Regional Welfare Office-National Capital Region (RWO-NCR) recognized Education for Development Scholarship Program (EDSP) Batch 8 scholar Dianne Mae F. Agra who graduated Cum Laude in the University of Sto. Tomas with a degree in BS Medical Technology.

The 20 year old EDSP scholar is the youngest in the family of three from Quiapo, Manila. Her father Constantino Manuel Agra works as a seaman for almost 20 years.

According to Dianne being an OWWA scholar have made her become a better person. “During my time as an OWWA Scholar I learned the importance of active participation. I also met my co-scholars and realized that I am capable of leading through the Leadership Seminars which we attended during our Learning Support Activities.

Dianne, who graduated last May 2015 at the University of Sto.Tomas, is now currently enrolled in Pamantasan ng Lungsod ng Maynila to pursue her dreams of becoming a successful doctor in the near future.

“I want to express my deepest gratitude for the scholarship given to me. It is such a privilege to be able to enter the Education for Development Scholarship Program. Because I believe that an excellent education is important for an individual. I am also thankful that OWWA helps students not only financially, but as well as their emotional maturity.”

Dianne Mae Agra is just one of the OWWA scholars who finished college with flying colors.

The Education for Development Scholarship Program (EDSP) is a scholarship grant available to qualified dependents of active OWWA member OFWs who shall enroll in any 4 or 5 year baccalaureate course in any CHED accredited school anywhere in the country.

Philippine IT-BPO services industry remains on growth trajectory in 2013; exports of services reach US$14.2 billion

 Results of the Survey of Information Technology-Business Process Outsourcing (IT-BPO) Services conducted by the Bangko Sentral ng Pilipinas (BSP) showed that the total revenues of the industry expanded at a robust rate of 13.8 percent in 2013 to reach US$15.3 billion, from the previous year’s level of US$13.5 billion.

All the industry’s sub-sectors (namely, contact centers, transcription, animation, software development and other BPOs) posted positive growth rates in revenues in 2013. The country’s Contact Centers, which remained the global leader in voice-driven IT-BPM services, was the top revenue earner (at US$8.4 billion), accounting for more than half of the industry’s total receipts. The sub-sector was also the main driver of growth, contributing 6 percentage points to the total 13.8 percent expansion in industry revenues during the year.

Total earnings from exports of services of the IT-BPO industry rose by 13.4 percent in 2013 to US$14.2 billion from US$12.5 billion a year ago. Export receipts constituted 92.6 percent of the total revenues of the industry, slightly lower than the 93 percent share posted in 2012. Contact Centers continued to generate the highest export receipts, accounting for a hefty 53.5 percent share (or US$7.6 billion) of the industry’s total exports in 2013. The U.S. remained the biggest market of IT-BPO services exports at 73.9 percent share.

Equity capital investments in the industry grew at a double-digit rate (14.2 percent) in end-2013 to reach US$8.4 billion, albeit slower than the 27.5 percent growth recorded in 2012. Foreign equity capital infusion amounting to US$7.8 billion represented 93.4 percent of total equity capital investments in the industry, slightly lower than the 95 percent share in the previous year. All sub-sectors posted moderate declines in foreign-to-total equity ratios compared to those registered a year ago.

The local IT-BPO industry’s total employment reached 851,782 in 2013, maintaining a double-digit growth rate of 10.6 percent. Contact Centers remained the top industry employer, with 62.3 percent share. Contact Centers were also the key driver of employment growth, contributing 5.6 percentage points to the 10.6 percent rise in total industry employment. A total of US$7.9 billion compensation was paid by the local IT-BPO industry in 2013, 16.2 percent higher than the US$6.8 billion registered during the previous year. The industry’s annual average compensation per employee in 2013 also rose by 5.1 percent to US$9,297 (or P394,623) from US$8,849 (or P373,662) in 2012. Software Development remained the top paying sub-sector in the industry, with an annual average compensation paid of US$18,453 (or P783,261), 6.2 percent higher than the US$17,383 (or P734,045) annual average compensation posted a year ago.

A total of 1,098 IT-BPO companies were covered in the 2013 survey, an increase of 14.6 percent from 958 companies in 2012. The data were gathered from a total of 699 companies. Source companies included those engaged in the operations of call centers, medical and legal transcription, animation, software development and other BPOs. These companies are members of the various IT-BPO associations and companies registered with attached agencies of the Department of Trade and Industry, namely, the Philippine Economic Zone Authority and the Board of Investments.

The Philippine Deposit Insurance Corporation (PDIC), through its Real & Other Properties Acquired (ROPA) Disposal Committee, is set to sell on an "as-is, where-is" basis various assets of closed banks and of PDIC by way of sealed bidding on June 30, 2015 from 9:00 am to 2:00 pm at the 9th floor PDIC Training Room, SSS Building, 6782 Ayala Avenue, cor. V.A. Rufino St., Makati City. Sealed bids will be accepted from direct buyers only and will be opened at 2:00 pm.

To be auctioned are 126 real properties located in Aklan, Albay, Baguio City, Batangas, Bulacan, Camarines Norte, Camarines Sur, Cavite, Laguna, La Union, Marinduque, Masbate, Misamis Occidental, Negros Occidental, Negros Oriental, Nueva Ecija, Palawan, Pangasinan, Zamboanga Peninsula and Metro Manila.

3 bidders submit PQ docs for first prison PPP project

The government’s first regional prison facilities project under public-private partnership has attracted three interested bidders.

During pre-qualification (PQ) documents submission for the Department of Justice’s Regional Prison Facilities through PPP project today, June 26, the following companies submitted their PQ documents:

Mega Structure Consortium (Megawide Construction Corporation, Citicore Megawide Consortium Inc. and GMR Infrastructure Singapore Private Ltd.)

DM Consunji, Inc.; and

San Miguel Corporation.

The pre-qualified bidders will be announced after thorough evaluation of the submitted PQ documents.

This Php 50.2 billion PPP project will accommodate 26,880 inmates, including staff housing and administrative buildings, areas for rehabilitation (sports, work and religious activity), and will be installed with high security equipment.

The winning bidder will design, finance, construct, and maintain the modern prison facilities that will be constructed at Fort Magsaysay, Nueva Ecija.

MMDA announces closure of Congressional bridge and rerouting plan

The Metropolitan Manila Development Authority (MMDA) today announced the closure of Congressional Avenue Extension Temporary Bridge starting 9:00 a.m. on Monday (June 29) to pave the way for the replacement of the old bridge in the area and construction of a sturdier and permanent bridge in its stead.

According to Chairman Francis Tolentino, construction of the new bridge will take five months to complete and that only the eastbound lane will be closed initially so as not to inconvenience motorists too much.

“To reduce traffic congestion that may result from this project, the construction of the westbound lane will start once the eastbound side is completed and passable,” Tolentino said.

The Department of Public Works and Highways will undertake the construction of Congressional Avenue Extension Bridge.

Appropriate directional signs have already been put up by MMDA in affected areas to guide motorists.

Motorists are advised to avoid the area and use the following alternate routes:

GSIS services soon in SM Supermalls

Members and pensioners of the Government Service Insurance System (GSIS) may soon apply for loans, check their records, or even update their accounts while shopping or strolling in SM Supermalls, the country's leader in the retail industry.
This was made possible after GSIS President and General Manager Robert Vergara signed an agreement with SM Supermalls President Annie Garcia on June 19 at the SM Mall of Asia in Pasay City.

Under the agreement, the GSIS Wireless Automated Processing System (GWAPS) kiosks will be deployed at SM Supermalls' Government Services Center at SM Manila, SM Cebu, SM Pampanga, SM North EDSA, and SM Aura.

SM's Government Services Center also houses the satellite operations of other public offices, such as PhilHealth, Social Security System, Home Development Mutual Fund (Pag-IBIG Fund), Philippine Postal Corporation, Philippine Statistics Authority (formerly National Statistics Office), and Professional Regulation Commission.

"By bringing the most popular GSIS service facility to the nation's favorite hangout - the malls - we are providing our nearly 1.9 million members and pensioners the easiest and most convenient way to access GSIS services," Vergara said.

Through the GWAPS kiosks, members and pensioners may apply online for various GSIS loan windows, such as the consolidated loan, policy loan, emergency loan, and pension loan. They may also view their GSIS records as well as activate their e-cards.

The GWAPS kiosk resembles an automated teller machine (ATM) that has a touch screen monitor. It makes use of a combination of such technologies as radio frequency identification, biometrics, and virtual private network to come up with a secure system that can process transactions remotely in a paperless manner. At present, nearly a thousand kiosks are deployed nationwide. For specific locations of GWAPS kiosks, members and pensioners may call the GSIS Contact Center at 847-4747 or visit the GSIS website www.gsis.gov.ph.

Monetary Board keeps Policy Rates unchanged

At its meeting today, the Monetary Board decided to maintain the BSP's key policy rates at 4.00 percent for the overnight borrowing or reverse repurchase (RRP) facility and 6.00 percent for the overnight lending or repurchase (RP) facility. The interest rates on term RRPs, RPs and special deposit accounts (SDA) were also kept steady. The reserve requirement ratios were likewise left unchanged.

The Monetary Board’s decision is based on its assessment that, on balance, current monetary policy settings remain appropriate given the within-target inflation forecasts and the underlying strength of domestic demand conditions. Latest baseline forecasts continue to indicate that inflation is likely to settle within the lower half of the target range of 3.0 percent ± 1 percentage point for 2015-2016, while inflation expectations remain firmly anchored following recent inflation outturns. The Monetary Board likewise observed that the risks to the inflation outlook continue to be broadly balanced, with upside risks coming from pending petitions for power rate adjustments and the impact of stronger-than-expected El Niño dry weather conditions on food prices and utility rates. On the other hand, slower global economic activity could pose downside risks to inflation.

The Monetary Board noted that domestic demand conditions remain firm despite the lower-than-expected first-quarter output growth, supported by solid private household and capital spending as well as buoyant business confidence. At the same time, ample domestic liquidity and planned higher public spending are expected to further support domestic economic activity and sustain the economy’s momentum in the months ahead.

Given these considerations, the Monetary Board believes that prevailing monetary policy settings remain appropriately calibrated to the outlook for inflation and domestic economic activity. Going forward, the BSP will continue to monitor domestic and external developments to ensure that the monetary policy stance remains in line with maintaining price and financial stability.

Special Advocate visiting Philippines for launch of Strategy for Financial Inclusion

In her capacity as the United Nations Secretary-General's Special Advocate for Inclusive Finance for Development, Queen Máxima will visit the Philippines from 29 June to 1 July 2015. She will meet with a wide range of leaders from public and private sectors and with clients, and will participate in the launch of the country's National Strategy for Financial Inclusion.

The Philippines is a leader in the financial inclusion movement, and the Special Advocate is visiting at the invitation of the government and the Bangko Sentral ng Pilipinas (BSP). On 30 June 2015 she will be in Manila to discuss financial inclusion with representatives of international organizations and business. Later she will visit the farming province of Cavite, where she will meet with clients and discuss the impact of financial services on their families and businesses.

On 1 July 2015, Queen Máxima will deliver a speech in Manila at the launch of the National Strategy for Financial Inclusion. This government action plan, coordinated by the BSP, aims to enhance cooperation between ministries, government agencies, and the private sector to improve the population's access to financial services. She will also discuss the national strategy with implementing parties, including the BSP and government agencies, and will meet with the Secretary of Finance and other high level officials.

Government officials led by Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman brought some P14 million worth of goods and services for the 3,000 Ata-Manobos, an Indigenous Peoples (IP) group of Talaingod, Davao del Norte during an inter-agency service caravan last week.

Sec. Soliman was joined by Undersecretary Manny Bautista, executive director of Cabinet Cluster on Security, Justice and Peace; Usec. Gettie Sandoval and Assistant Secretary Apple Oreta of the Office of the Presidential Adviser on the Peace Process (OPAPP); and, Asec. Jean Ubial of the Department of Health.

In her message, Sec. Soliman assured the Ata-Manobos of continued assistance to their group and to their town.

Among the services provided during the Serbisyo Caravan were Supplementary Feeding; onsite pay-out for social pension beneficiaries; onsite pay-out for Pantawid Pamilyang Pilipino Program cash grantees; and, distribution of family food packs, wheel chairs/assistive devices, and educational supplies.

The DSWD also distributed checks for the beneficiaries of livelihood assistance.

The Secretary added that DSWD will be constructing dormitories near public schools where IP children can stay, since their homes are too far from school.

The inter-agency service caravan is among the initiatives of the government to make programs and services accessible to the public. Priority areas are far-flung and hard to reach places like Talaingod, which is home to the Ata-Manobos, who comprise 72 percent of the total town population.

20th Migrant Workers Day brings merriment to OFW families

Butuan City (June 10, 2015) – Anchored on the theme, “Kasanayan at Husay sa Paggawa, Proteksyon ng Migranteng Manggagawa,” the Overseas Workers Welfare Administration brought merriment and a meaningful commemoration of the 20th Migrant Workers Day to the participating OFWs and their families on Sunday, June 7 at Surigao del Norte Provincial Gymnasium, Surigao City.

Around 650 overseas workers and their families coming from various municipalities of Surigao del Norte, Surigao del Sur and Dinagat Island Province joined in the celebration intended to pay tribute and recognize the valuable contributions of OFWs to the country’s economy.

The event started with a motorcade around the streets of Surigao City which was participated in by OFW Family Circles (OFC) from various municipalities, Local Government Unit delegates, members of Caraga Association of Recruitment Agencies (CARA) and other social partners.

As an opening salvo of the program, Marieta Lumawag, OWWO V, rendered a song of prayer followed by the singing of the National Anthem.

Moreover, OWWA regional director Samuel Madrid read the message of OWWA Administrator Rebecca Calzado recognizing the skills and expertise of OFWs in line with their endeavor overseas which has not only contributed to the development and growth of the country they are serving but has also greatly helped in the economic growth of their own country through the remittances they send to their families.

According to Madrid, the administrator also expressed that even with the short span of an OFW’s overseas employability, OWWA is there to provide various programs and services in response to their needs as well as of their families.

Nancy Jacinto, regional coordinator of National Reintegration Center for OFWs (NRCO) also conveyed the message of Secretary Rosalinda Dimapilis-Baldoz citing the DOLE’s interventions and efforts during the last 5 years in order to protect and promote the rights, benefits and welfare of OFWs, who are treated not only as modern day heroes, but as authentic partners in nation-building.

Honored guests during said event, Hon. Ernesto Matugas, Surigao City mayor and Hon. Carlos Egay Jr., Surigao del Norte Provincial Vice-Governor also expressed their heartwarming greetings to the OFWs and their families who joined in commemorating the migrant workers day.

“It is very heartwarming to be with our modern day heroes and their families, the very people who have sacrificed to be able to help and support their families and in the process also help our country,” articulated Mayor Matugas.

Likewise Egay asserted, “I salute our modern day heroes, the Overseas Filipino Workers for rendering service beyond the usual despite the long distance.”

Among the highlights of the event was the release of financial assistance to OWWA scholars under OFW Dependent Scholarship Program (ODSP) and fun-filled activities such as parlor games, raffle draws with exciting prizes for giveaways including grocery items, household appliances and school supplies.

An entertaining dance competition in which five (5) active OFCs participated, of which the OFC from Dinagat municipality was hailed as the champion, showcased not only talents of each group but also their cooperation and creativity.

Likewise, OWWA Caraga’s social partners were recognized for their noteworthy involvement in the event and for facilitating an orientation on livelihood undertakings and encouraging saving for future investments among OFWs and their families.

LGU IRA shares not withheld in 2013; DBM: Prompt, comprehensive release of IRA since 2012

The Department of Budget and Management (DBM) said today that Internal Revenue Allotment (IRA) shares of Local Government Units (LGUs) are immediately and 100 percent released to respective LGUs at the start of every year, without any conditions or actions required on their part. Moreover, in 2013, P302.8 billion was released to LGUs on January 10, contrary to the claim of Vice President Jejomar Binay that IRA releases to local governments were withheld or delayed that time.

Since 2012, the DBM has been automatically and comprehensively releasing the IRA of LGUs, which is better than the one mandated by the 1991 Local Government Code requiring releases to be made only “on a quarterly basis” (as referenced in Title III, Section 286).

“We do not withhold these appropriations and they have always been released without condition or delay. All agency transactions between the DBM and LGUs in 2013 have been properly documented,” said Budget Secretary Florencio “Butch” Abad.

Under the current process, the DBM helps in facilitating the release of the appropriation by computing the IRA share of LGUs based on the formula provided by the Local Government Code of 1991 and data on collections submitted by the Bureau of Internal Revenue (BIR).

Likewise, the DBM’s responsibility to administer the funds is based on Section 10 (2), Chapter 4, Title XVII of Executive Order (EO) No. 292 series 1987, which states that the Local Government Budget Bureau “shall recommend and effect the release of the National Assistance for Local Government Units.”

It's about leaving a place in a better state than what it was before.

This was how Secretary of the Interior and Local Government Mar Roxas defined life in public service before an audience of more than a hundred Liga ng mga Barangay (LnB) members from Quezon City.

"Hindi po madali ang pinasok ninyong gawain... kahit anong gawin ninyo, may mambabatikos," Roxas told the attendees frankly during a general assembly held in Mabalacat, Pampanga, on Thursday (June 25).

"At kung ganito na rin pala, sala sa init, sala sa lamig, doon na lang tayo sa tama... dahil kung maki-criticize ka, [at least] ginagawa mo ang sa tingin mo ay tama," he added.

For Roxas, doing the right thing is the most practical option for all government officials, especially for local executives, who deliver important public goods and services to the people.

And this was precisely what Quezon City has done in the past years, with Roxas describing it as one of the "fastest-rising cities not only in the Philippines but also in Asia."

As DILG chief, Roxas ensures that all local government units (LGUs) in the country—big or small—are part of the Aquino administration's agenda for inclusive growth and development.

He has also implemented measures that uphold transparency and accountability at the local level through programs such as the Ugnayang Barangay at Simbahan (UBAS) and the Seal of Good Local Governance (SGLG), which raised the standards of good leadership based on a set of criteria.

In line with this, Roxas also engaged the LnB participants in a brief discussion on the possible amendments to the Local Government Code of 1991.

Over the past few years, many national and local leaders across the archipelago have already been mulling over possible changes so the 25-year-old code can fit present concerns and local government units (LGUs) can be more responsive to their constituents. According to LnB National President, Atty. Edmund Abesamis, these changes include fiscal, structural, and electoral reforms that can enhance the barangays' effectiveness and responsiveness to present needs.

Abesamis added that Roxas’ support will be crucial to the success of passing a consolidated Barangay Reform Bill.

"Good governance kasi ito at naniniwala kami na kapag ang pinag-uusapan ay good governance, isa siya sa mga haligi niyan," Abesamis explained, referring to Roxas.

The DILG chief has been active in pursuing programs that cater to the needs of local communities through the efforts and initiatives under President Aquino's Daang Matuwid, and he envisions a future of sustained reforms for the Filipino people.

On June 25, Thursday, Secretary of the Interior and Local Government Mar Roxas will be the resource speaker at the Quezon City Liga ng mga Barangay (LnB) General Assembly in Mabalacat, Pampanga, where participants will discuss and deliberate on possible amendments to the Local Government Code of 1991.

During the assembly, Roxas will listen to the insights and inputs of barangay leaders to arrive at sound and feasible amendments to the 25-year-old law.

Roxas will then submit their proposals to the national assembly of the LnB for further deliberations.

Over the past few years, many national and local leaders across the archipelago have already been mulling over possible changes to the code to fit present concerns and to make local government units (LGUs) more responsive to their constituents.

As DILG chief, Roxas has ensured that both the national and local governments are present and active in addressing concerns raised on the grassroots level, stressing that people from the communities are this administration’s true “bosses.”

He has also implemented measures that uphold transparency and accountability at the local level, including barangays, through programs such as the Ugnayang Barangay at Simbahan (UBAS), and the Seal of Good Local Governance (SGLG), which raised the standards of good governance based on a number of criteria.

Youth group garners 500,000 signatures for BBL passage

Marawi City – Within three months and only 100 youth volunteers, a youth organization collected 500,000 signatures from the different parts of Mindanao in support of the passage of the Bangsamoro Basic Law (BBL).

Coalition of Moro Youth Movement chair Marjanie Macasalong said in an interview with online news portalrappler.com that they gathered the signatures to combat notions that the BBL was not being supported by Mindanaoans, especially in the proposed core territories of the Bangsamoro.

"The idea came about when those people in Manila kept on saying that the BBL has no support from the masses. So the youth volunteers decided that we should show to the people in Manila that this (BBL) is really supported by the masses," Macasalong said.

The youth leader added that the petition was to put pressure on Congress to pass a BBL that was consistent to the draft submitted by the Bangsamoro Transition Commission (BTC) which was based on the Comprehensive Agreement on the Bangsamoro (CAB), the peace accord signed by the government and the Moro Islamic Liberation Front (MILF) in 2014.

"The new generations are the ones who will be leading the society so we have to be concerned with this peace effort so the young generation, they can feel that they are part of the process. Therefore, they can contribute, their voices are heard," Macasalong added.

According to the youth group, some of the signatures gathered were from Lanao del Norte, Zamboanga City, Cotabato City, and Sultan Kudarat -- areas outside the proposed core territories of the Bangsamoro. He remarked that their group was also planning to gather signatures in Metro Manila soon.

A survey conducted by the polling organization Social Weather Stations from February 22-March 1, 2015 in the proposed core territory of the Bangsamoro region showed overwhelming support for the passage of the Bangsamoro Basic Law and the replacement of the Autonomous Region for Muslim Mindanao (ARMM) with the Bangsamoro.

Grassroots support for the BBL

National Commission on Muslim Filipinos (NCMF) Secretary and Government of the Philippines (GPH) peace panel member Yasmin Busran-Lao praised the youth group’s initiative to show support for the peace process.

“Pinapatunayan lamang po ng mga kabataan na mali ang sabi-sabi na walang suporta mula sa mismong Bangsamoro ang pagpasa ng BBL sa pamamagitan ng pagkalap ng 500,000 signatures mula sa iba’t ibang parte ng Mindanao (The youth proved wrong the notion that there was no support for the passage of BBL in the Bangsamoro itself through collecting 500,000 signatures from the different parts of Mindanao),” Lao commented.

The NCMF secretary expressed that this kind of social movements sprung from the belief that the BBL would both end the decades-long armed conflict in Mindanao and provide its residents with peaceful and progressive lives. “Ang kapayapaang hinahangad natin ay para sa inyo, para sa magandang kinabukasan ng mga kabataan (The peace we are hoping is for you, the future of the youth),” she remarked.

Lao’s comments reflected the Feb. 22-March 1 survey conducted by the SWS which showd that “attitudes toward the proposed Basic Law were positive throughout the Core Territory.”

In a different poll a month after, the SWS also stated that while segments of the Philippine population were unsupportive of the BBL, the negative attitude could be attributed to the lack of knowledge on the Bangsamoro. “Filipino adults who say they know the proposed Bangsamoro Basic Law (BBL) extensively have favorable views about it.”

Pro-BBL signatures to be shared with authorities

Macasalong also divulged that they were planning to submit the signatures to the House of Representatives and to the Senate before the last State of the Nation Address (SONA) of President Benigno S. Aquino III.

“Nilagyan namin ng bawat pahina ng tatak na certified true copy ang mga photocopy na ibibigay sa Senado, mababang kapulungan, opisina ng pangulo at iba pang ahensiya para hindi ito mahaluan ng mga fake o mga papel na hindi kasama sa petition (We marked as ‘certified true copy’ every page of the photocopies that will be given to the Senate, the House of Representatives, the Office of the President, and the other agencies to ensure the authenticity of the documents),” he said.

Both Houses adjourned sine die without beating the self-imposed deadline on the passage of the BBL. However, the SWS survey revealed that majority of those in the proposed territory remained hopeful. “Despite the storm of controversy that followed the January 25 Mamasapano encounter, and the delays in Congressional deliberations on the draft Bangsamoro Basic Law that ensued, residents of the Core Territory of the Bangsamoro are still hopeful that Congress could pass the law.”

Both the House and Senate leadership vowed to continue working on the BBL once session resumes in July.

Roxas commends PNP for Lambat-sibat success

The Department of Interior and Local Government Secretary Mar Roxas congratulates the PNP for a job well done during the regular Lambat-Sibat meeting on Wednesday.

Secretary Roxas mentioned that in just a year of Lambat-Sibat campaign, the DILG and PNP accomplished a lot by keeping a decreasing trend in NCR crime rate and going before the Most Wanted Persons in Metro Manila.

“Thousands of people were spared being victims because of your work, and that’s something you should be proud of. Something I am proud of” Roxas said.

Since Lambat campaign began in June 2014, crimes in Metro Manila was reduced by more than 60 percent as of mid-June 2015. From an average of 919 incidents last year, criminality went down to 315 incidents this year.These incidents include street crime like Robbery, Theft, Carnapping and Motorcyclenapping.

OPLAN LAMBAT, from its name, was designed to net petty criminals. Each strand represents a smaller police operation such as increased checkpoints, mobile and beat patrols, and intensified serving of arrest warrants.

Furthermore, the proverbial long arm of the law has eventually caught up 438 Most Wanted Persons in Metro Manila over the past ten (10) months of relentless Sibat operations in the National Capital Region.

Those arrested represent 73% of the total 603 Most Wanted Persons recorded in the NCRPO watch list of suspects wanted by the law for alleged involvement in criminal activity.

The PNP Directorate for Intelligence (DI) also noted that out of 75 Criminal Gangs being watched by the PNP operatives, 43% were neutralized and 32% were degraded. However, elements of different PNP units are still on guard and looking for the remaining 25% of active criminal gangs in NCR.

OPLAN SIBAT was designed as a unified intel target operations of the PNP using combined intelligence resources of various operating units.

PDIC launches enhanced website

The Philippine Deposit Insurance Corporation (PDIC) rolled out its enhanced website to actively engage the public and to address the information needs of depositors to promote depositor protection and financial stability.

PDIC President Cristina Que Orbeta, Civil Service Commission (CSC) Commissioner and Acting Chairman Robert S. Martinez, PDIC Directors Rogelio Manalo and Protacio Tacandong, and Bangko Sentral ng Pilipinas (BSP) Managing Director Chuchi Fonacier led the uploading of the enhanced website for public viewing on June 22, 2015.

The launch coincided with the 52nd founding anniversary of the PDIC and culminated the commemoration of the Depositor Protection and Awareness Week held on June 16-22 every year. The public may visit PDIC’s enhanced website at www.pdic.gov.ph.
Enhancements to PDIC’s website were made to make it more user-friendly and easier to navigate. It aims to better respond to the needs of the depositing public and other stakeholders as content and information on PDIC, its mandates, initiatives, and advocacies were reorganized.

The launch of the enhanced website is aligned with the PDIC’s strategic direction on public engagement under its Roadmap to 2016 that aims to promote financial literacy and public awareness to protect depositors and assist them in making responsible financial decisions as well as help promote financial stability.

It also supports the Core Principles for Effective Deposit Insurance Systems formulated by the International Association of Deposit Insurers’ (IADI), specifically Core Principle on Public Awareness which recognizes the importance of informing the public on an ongoing basis about the deposit insurance system and its benefits and limitations using various communication tools such as a website.

Katulad po ng dati ay inaalam ng Department of Foreign Affairs kung mayroon pong nasangkot na Pilipino sa mga lugar na ‘yan. SAME-SEX MARRIAGE

SEC. COLOMA: Ang umiiral na batas po natin ay malinaw. Doon po sa Family Code of the Philippines, ang kinikilala lamang na kasal ay sa pagitan ng “a man and a woman.” Nakalagay po doon “marriage is a special contract of permanent union between a man and a woman entered into in accordance with law for the establishment of conjugal and family life.” Kaya po lahat ng mga same-sex marriage ng mga Pilipino na contracted po sa foreign country, hindi po ‘yan kinikilala sa ating bansa. At ayon din po sa nationality principle ng Civil Code of the Philippines, lahat ng mga batas patungkol sa family rights, status, condition at legal capacity ng mga Filipino citizens pati po ‘yung nakatira sa ibang bansa ay sinasakop ang Article XV ng Civil Code of the Philippines na nagsasaad—and I quote—“laws relating to family rights and duties or to the status, condition, and legal capacity of persons are binding upon citizens of the Philippines even though living abroad.” Wala pong pagbabago sa pambansang patakaran hinggil diyan. Kung mayroon pong nagpapanukala dapat po idaan nila ‘yan sa Kongreso.

OBAMACARE

Mr. Montano: ‘Yung Palace remarks naman po tungkol dito sa tinatawag na ‘Obamacare’ na programa diyan sa Estados Unidos na sinasabing mabebenipisyuhan ‘yung ating mga medical personnel na nais na magtrabaho diyan sa Estados Unidos?

SEC. COLOMA: Pag-aaralan po ng ating pamahalaan kung paano matutulungan po ang ating mga kababayang kuwalipikado na nagnanais maglingkod sa ibang bansa. Aalamin po natin kung ano ang full implications. Kailangan pong maunawaan ang isinasaad ng batas na sinang-ayunan ng US Supreme Court at hihintayin po natin ang mga rekomendasyon ng Department of Labor and Employment (DOLE). Palagian naman po silang nakatutok sa sitwasyon para po makita kung saan pa pwedeng mabigyan ng pagkakataon na magkaroon ng mahusay at kapaki-pakinabang na hanapbuhay ang ating mga mamamayan, hindi lamang sa ating bansa kundi saan mang lugar sa buong mundo, kung saan magagamit ang kanilang talino at galing.

KAHIRAPAN

Mr. Montano: Okay, thank you po. Paano naman po daw ina-address ng Palasyo itong kahirapan o ‘yung poverty dahil ito raw ‘yung tinitingnan na root cause ng vote buying in connection sa darating na halalan sa susunod na taon?

SEC. COLOMA: Kaya nga po ang pinakamalaking bahagi ng ating pambansang budget—37 percent—ay naiukol sa poverty reduction at social protection. Dito lang po sa administrasyon ni Pangulong Aquino nagkaroon ng malaking pagbabago sa patakaran. Kung dati po ang prinsipyo ay ‘yung ‘trickle down effect,’ hihintayin na lang daw po na maambunan o marating o dumating sa mga pinakamahihirap o pinakamaralitang pamilya ang benepisyo ng pag-unlad ng ating kabuhayan, dito po sa Aquino administration tuwiran pong ibinibigay ‘yung financial assistance at benepisyo sa mga maralitang pamilya.

Simula po sa 800,000 ay mahigit na sa 4.4 na milyong pamilya ang direktang benepisyaryo ng Pantawid Pamilyang Pilipino Program (4Ps) na mayroon pong conditional cash transfer para po matulungan ang mga pamilya na mapaaral ang kanilang mga anak, mapanatili ang kalusugan at tamang nutrisyon ng mga ito para hindi po sila mag-drop out dahil po ‘yung edukasyon ang susi sa mas magandang kinabukasan. Mayroon pa rin pong Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services National Community-Driven Development Program—ito po ‘yung KALAHI-CIDSS-NCDDP program—at ‘yung sustainable livelihood program.

At katulad po ng nabanggit ko, more than 4.4 million na pamilya na po ang benepisyaryo ng 4Ps; 1.5 million families ang benepisyaryo ng KALAHI program; at as of November [2014] mahigit sa 450,000 na pamilya ang pinaglingkuran sa sustainable livelihood program. Bukod pa po rito, mayroon ding poverty reduction programs ang DOLE at ang TESDA (Technical Education Skills Development Authority) at binibigyan din po sila ng expanded primary healthcare sa ilalim ng PhilHealth. Kaya makikita po natin ng komprehensibo, malawak, at malalim na programa ng administrasyong Aquino hinggil sa poverty reduction.

EL NIÑO

Mr. Montano: Okay, thank you po. At ‘yung tungkol naman po dito sa El Niño o ‘yung tagtuyot, sabi ng PAGASA (Philippine Atmospheric Geophysical Astronomical Services Administration) ito ay tatagal hanggang Disyembre kahit hanggang sa susunod na taon. Ano po ba ‘yung mga pwedeng mabanggit nating muli, ‘yung measures ng pamahalaan para ma-address ‘yung tagtuyot o ‘yung El Niño na sinasabi ng PAGASA?

SEC. COLOMA: Efren, kung babalik-tanawan natin ang record nitong ating regular Sunday briefing, siguro ay buwan pa ng Mayo ay nagpahayag na po tayo hinggil sa mga paghahanda para sa El Niño. Hindi po tayo nagkukulang sa pagpapaalala sa ating mga mamamayan. ‘Yon naman pong mga sangkot sa mga ahensya ng pamahalaan ay puspusan nang kumilos. Sa panig po ng Department of Agriculture ay tinutukan na po nila ‘yung mga lugar na malamang ay datnan ng tagtuyot at nagsagawa na po sila ng iba’t ibang mitigation projects para po matulungan ang ating mga kababayan at tiyakin na hindi po maaapektuhan ang kanilang kabuhayan dahil sa tagtuyot.

Doon po naman sa ibang mga lugar ay nagdaos na ng mga cloud-seeding operation at marami pa pong mga kahalintulad na programa. Doon naman sa mga maaapektuhan ng low water supply ay ni-re-regulate po natin ‘yung paggamit ng mga tubig mula sa ating mga dam at ito po ay nagpa-prioritize sa importanteng pangangailagan ng potable water o tubig sa pang-araw-araw na quality of life po ng mga mamamayan. Kaya patuloy pong tinitiyak ng ating pamahalaan na hindi magkakaroon ng negatibong epekto ang nabanggit po ninyong mga problema ng El Niño sa ating bansa.

PANGHULING SALITA

Mr. Montano: Okay, maraming salamat po. At kung mayroon pa po kayong parting message, mabanggit natin sa mga nakikinig sa atin, para sa publiko at sa Sunday group ng Malacañang Press Corps dito sa Sunday habit sa Radyo ng Bayan.

SEC. COLOMA: Maraming salamat, Efren, sa pagkakataon. Kung mayroon pa pong gustong itanong ang mga kagawad ng Malacañang Press Corps ay maaari po naman nilang iparating sa atin ‘yan sa pangkaraniwang paraan at tinitiyak po natin na sasagutin ang kanilang mga katanungan.
