Synopsis:

At 4:00 am today, the Low Pressure Area (LPA) was estimated based on all available data at 600 km East of Infanta, Quezon (14.9˚N, 127.2˚E).


Forecast:

Bicol Region, CALABARZON and the province of Mindoro will experience cloudy skies with light to moderate rains and isolated thunderstorms. Metro Manila and the rest of the country will have partly cloudy to at times cloudy skies with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the northeast will prevail over the eastern section of Luzon and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the northeast to north with slight to moderate seas.

2. Rizal Police provincial office celebrates National Women’s Month

TAYTAY, Rizal, March 19 (PIA) --Rizal Police Provincial Office under the leadership of Provincial Director PSSupt Bernabe Balba, celebrated the National Women’s Month on March 9, 2015 themed: “ Juana, Desisyon mo ay Mahalaga sa Kinabukasan ng Bawat isa, Ikaw na!”.

PNP Crime Laboratory Group Director PCSupt Theresa Ann Bugayong served as the guest of Honor and Speaker at Camp General Licero Geronimo, Rizal Police Provincial Office, Taytay Rizal. The activity which coincided with the traditional Monday Flag Raising Ceremony was highlighted by the awarding of certificates to the three (3) Best Police Women from San Mateo Municipal Police Station for arresting wanted persons.

With her promotion to a one-star general, PCSUPT Cid accepts this as a sign to serve as an inspiration to other aspiring policewomen. During her speech, she constantly reminds every women police officers to never stop dreaming and aspire to be the best. “To be successful, you must learn to balance everything”, she added. She also explained the functions of her office which is the Crime Laboratory Group as well as its current capabilities in forensics in the field of investigation.

This year’s Women’s Month celebration aims to pay tribute to all women leaders who passionately led and continue to advance women’s advocacies. 3. Rizal provincial hospitals provide free medical services for Women’s Month

ANTIPOLO CITY, RIZAL, March 19 (PIA)— All Rizal Provincial Hospitals join the national celebration of Women’s Month through providing free medical services on Saturdays this March.

The Rizal Provincial Hospital Systems in Morong, Angono, Pililla and Rodriguez will provide free check-ups/consultations, laboratory and medical services, treatment and surgery (if needed) on March 7, 14, 21 and 28 from 8AM to 5PM.

Aside from the free medical services, the provincial and local governments together with the hospital systems will also manage a Women’s Desk in order to cater to the other needs of local women.

Nestlé officials call on President Aquino
 
Officials of the Swiss-based firm Nestlé paid a courtesy call on President Benigno S. Aquino III in Malacañang Palace on Thursday.Nestlé’s Executive Vice President of Zone Asia, Oceania, Africa and Middle East, Doreswamy Nandkishore, and two other Nestlé officials were welcomed by President Aquino at 10 a.m. at the Palace’s President's Hall.
Nandkishore was accompanied by Nestlé Philippines, Inc.’s outgoing Chairman and Chief Executive Officer John Martin Miller and incoming Chairman and Chief Executive Officer Suresh Narayanan.
Nestlé Philippines, which has been operating in the country since 1911, manufactures and markets products under such brands as Nescafé, Nido, Milo, Nestea, Maggi, Bear Brand, Nestlé and Purina, among others. Its products include coffee, milk, beverages, non-dairy creamer, food, infant nutrition, ice cream and chilled dairy, breakfast cereals, confectionery and pet care.
According to its website, Nestlé Philippines, which employs 3,700 men and women all over the country, has manufacturing facilities in Cabuyao, Laguna; Cagayan de Oro; Lipa and Tanauan, Batangas; and Pulilan, Bulacan. PND (jm)

President Aquino issues executive order for coco levy fund inventory, privatization
 
President Benigno S. Aquino III on Wednesday issued Executive Order 179 setting the administrative guidelines for the inventory and privatization of coco levy assets.

Through the EO, the President instructed the Presidential Commission on Good Government (PCGG) to coordinate with other government agencies to identify all known coco levy assets within 60 days from the effectivity of the Order.

The President wants the PCGG, with the assistance of the Office of the Solicitor General, to submit a certified report to the Bureau of Treasury, Commission on Audit, and the Office of the President, identifying and accounting all coco levy assets.

These include sequestered assets; corporations acquired through the use of levy money; shares of stocks of corporations; money, assets and investments of the Coconut Industry Investment Fund (CIIF) managed by the United Coconut Planters Bank (USPB); and money, assets and investments managed by CIIF companies and CIIF holding companies.

The Order also mandates the PCGG and other agencies to reconvey and transfer the title of all coco levy assets to the government within 60 days from the effectivity of EO 179.

According to the Order, money and funds constituting the coco levy or accruing from the coco levy assets must be deposited to the Special Account in the General Fund for Coco Levies (Coco Levy SAGF) with the Bureau of Treasury, pursuant to Presidential Decree 1234.

The President also wants these government agencies to take all the steps to implement the Supreme Court decision on the coco levy fund as well as the orders that he will issue in the future.

The Commission for Government-Owned or -Controlled Corporations (GOCCs), in consultation with the Department of Finance, the Office of the Presidential Assistant for Food Security and Agricultural Modernization, and the Philippine Coconut Authority, shall determine if privatizing the coco levy assets would serve the best interest of the government.

These agencies are mandated to provide the President recommendation on the possible privatization and the mode of divestment.

Once the privatization pushes through, all the proceeds must go to the Coco Levy SAGF after deducting reasonable expenses incurred during the process of privatizing the assets.

The Order takes effect immediately upon its publication in a newspaper of general circulation.

In its previous ruling, the Supreme Court said the coco levy fund is public in nature and cannot be used to purchase shares of stocks to be given for free to private individuals.

Thus, the so-called Farmers' UCPB Shares covered by 64.98 percent of the UCPB shares of stock are owned by the government, the Supreme Court said.

The CIIF companies and holding companies, as well as the converted San Miguel Corp. Series 1 preferred shares, totaling 753,848,312 shares, together will all the dividends, are also owned by the government.

The coco levy refers to the levies, taxes, enforced contributions, collections imposed by the government in connection with the sale or purchase of copra, copra resecada, or its equivalent in other coconut products collected from coconut farmers, planters and millers.

Coco levy funds are funds created or sourced from the coco levy, including the Coconut Investment Fund; the Coconut Consumers Stabilization Fund, later renamed as the Coconut Industry Development Fund; the Coconut Industry Development Fund; and the Coconut Industry Investment Fund. PND (as)

Many Filipinos still believe in President Aquino’s leadership, says Palace
 
Many Filipinos continue to believe in the leadership of President Benigno S. Aquino III, Communications Secretary Herminio Coloma, Jr. said on Thursday.

This was the Palace’s reaction to the latest Pulse Asia survey that showed that “around 4 out of 10 Filipinos do not think President Aquino should step down from office now”.

“Malinaw na pagpapahayag ng saloobin ng ating mga mamamayan, ng mga boss, na ang nakararami sa kanila ay naniniwala sa kanyang pamumuno at nais na tapusin niya ang kanyang termino at gampanan ang kanyang sinumpaang tungkulin,” Secretary Coloma said.

The survey, conducted from March 1 to 7 using face-to-face interviews with 1,200 respondents, showed that 42 percent disagreed when asked if President Aquino should resign as president now.

While 29 percent of the respondents supported calls for the President to resign, about 28 percent were undecided.

The survey was conducted against a backdrop of challenges being faced by the administration, among them the unresolved questions regarding the Mamasapano operation that resulted in the death of 44 police commandos, and the suspension of congressional discussions on the Bangsamoro Basic Law.

Coloma assured the public that in return, the President will not disappoint his “Bosses”.

“Dahil diyan ay ibayong pagsisikap, determinasyon at kasipagan ang ipapakita ng Pangulo at ng administrasyon para maging karapat-dapat sa kanilang patuloy na pagtitiwala at pagtangkilik,” he said. PND (ag)

President Aquino issues executive order on guidelines for reconveyance, use of coco levy assets
 
President Benigno S. Aquino III on Wednesday issued Executive Order 180, providing the administrative guidelines for the reconveyance and utilization of coco levy assets for the benefit of coconut farmers and the country's coconut industry.

Through EO 180, the President mandated several government agencies to protect and recover the government’s rights and interests in coco levy assets.

The Order specifically instructs the Office of the Solicitor General (OSG), the Presidential Commission on Good Government (PCGG), and other government agencies under the Department of Justice to file pleadings and maintain appropriate legal actions to preserve and recover the government's entitlements in coco levy assets.

The EO mandates the PCGG, the Bureau of Treasury, the Governance Commission for Government-Owned or -Controlled Corporations (GOCCs), the OSG, and government representatives to sequestered corporations to reconvey and transfer titles of coco levy assets to the government.

These include shares of stocks in the United Coconut Planters Bank (UCPB), shares in Coconut Industry Investment Fund (CIIF) companies and holding companies, and 5.5 million San Miguel Corp. (SMC) shares paid by the SMC and UCPB in the name of PCGG.

These agencies must also deposit money and funds constituting the coco levy or accruing from the coco levy assets in the Special Account in the General Fund for Coco Levies with the Bureau of Treasury, pursuant to Presidential Decree 1234.

With respect to the converted SMC shares Series 1 preferred shares, these must include all dividends declared, paid or issued after September 17, 2009, the proceeds from the redemption on October 5, 2012, and income, interests or profits derived from those assets.

With regards to the PCGG SMC shares, these include all the dividends declared, paid or issued since March 22, 1990.

Government agencies controlling or administering coco levy assets must be dissolved pursuant to existing laws, with all the money and assets to be transferred or deposited to government coffers, according to the Order.

The Philippine Coconut Authority (PCA), in cooperation with the Office of the Presidential Assistant for Food Security and Agricultural Modernization, is mandated by the Order to develop a coconut industry roadmap and submit it to the President.

Initial funding for the industry roadmap, which will come from the money and funds constituting the coco levy and coco levy assets, will be released once the President approves the roadmap.

The Order specifies that the money must be allocated only for the benefit of the coconut farmers and the development of the coconut industry.

The PCA was also instructed by the President through the Order to issue implementing rules and regulations to ensure the fulfillment of the mandate of EO 180.

The President said in the Order that the use of the coco levy fund must improve coconut farm productivity, develop coconut-based enterprises, and increase the income of coconut farmers.

It must also strengthen coconut farmers' organizations as well as rehabilitate and develop the coconut industry.

The coco levy fund came from levies, taxes and enforced contributions imposed by the government on coconut farmers, planters and millers starting in the early 1970s. PND (as)

The Civil Service Commission (CSC) urges the public to nominate outstanding public employees and officials. This is to inspire all public servants to uphold excellence and integrity in the service and highlight their contributions to the society.

CSC recognizes and awards public service exemplars through the Honor Awards Program (HAP), an annual program which culminates during the anniversary of the Philippine Civil Service in September. The deadline for the submission of nominations for the 2015 Search for Outstanding Public Officials and Employees is on March 31, 2015.

Any person or organization with extensive knowledge of the outstanding work performance and/or exemplary ethical of certain public servants may nominate an individual or group of individuals for a specific category in the Honor Awards Program. The three categories of the awards are Presidential Lingkod Bayan, Dangal ng Bayan, and CSC Pagasa Award.

The Presidential Lingkod Bayan is conferred to an individual or group for exceptional or extraordinary contributions that had nationwide impact. Previous recipients of the award include the late Department of the Interior and Local Government Secretary Jesse M. Robredo, PHIVOLCS’ Renato U. Solidum, Philippine Drug Enforcement Agency (PDEA) Chief Arturo G. Cacdac, Jr., and the Research and Development Team of Industrial Technology Development Institute which developed the Oxicidal Larvicidal Trap System against dengue.

The Outstanding Public Officials and Employees or the Dangal ng Bayan Award is conferred to an individual for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of his/her adherence to the Code of Conduct and Ethical Standards for Public Officials and Employees. Past awardees include medical/health personnel who deliver services in remote areas and teachers assigned in far-flung communities.

The CSC Pagasa Award is given to an individual or group of individuals for outstanding contributions that directly benefit more than one department of the government. Some of the awardees were Mayor Jose M. Ricafrente Jr. of the Municipal Government of Rosario in Cavite cited for his transformational leadership in the municipal, and Marinduque Animal and Wildlife Rescue Team recognized for “Sagip Hayop” operation in Yolanda, among others.

To promote and strengthen teamwork, CSC strongly encourages group/team nominations for the Presidential Lingkod Bayan and CSC Pagasa.

On its third year, GURO ng PAG-ASA is an annual rewards program of the Department of Education (DepEd)-Bangko Sentral ng Pilipinas (BSP) for the best teachers who teach and integrate lessons in saving, money management, and entrepreneurship in the elementary curriculum through three entry subjects: Edukasyon sa Pagpapakatao, Araling Panlipunan, and Edukasyong Pantahanan at Pangkabuhayan.
The most nominations were received this year which include entries from twelve (12) regions out of seventeen (17) in the country. The nominees were narrowed down by the screening committee composed of representatives from DepEd and the academe.
This year’s winners were chosen not only for their exemplary performance in teaching financial lessons to their pupils but also for their exceptional dedication to extend financial education to their respective communities. Area Finalists include Mr. Jose Michael C. Gaje of Santa Barbara Central Elementary School, Iloilo, and Ms. Maria Lucille V. DOJ publishes 1st Annual Cybercrime Report

The new Office of Cybercrime (OOC) of the Department of Justice issued today the first Annual Report on Cybercrime. It details the work done since its establishment in 2014 and includes compilation of cybercrime statistics and major projects.

"We have taken another step to bring crime prevention and crime fighting in the country to the 21st century," said Secretary of Justice Leila M. De Lima. "The OOC-DOJ continues to build partnerships and increase technical and legal capacities. This Report is a key advocacy and transparency tool," she said.

The OOC regularly trains investigators, prosecutors, state counsels, and other professionals on the emerging cybercrime trend. It is a founding key member of the Inter Agency Council Against Child Pornography (IACACP).

"The priorities of the Office of Cybercrime are online child protection against abuse, online fraud, and network security. Cybercrime prosecutors are in place. We requested the Supreme Court to designate cybercrime courts," said DOJ Assistant Secretary Geronimo Sy, head of the Office of Cybercrime.

Online Jobs to fuel employment growth in Mindanao

QUEZON CITY — Amidst the negative perception surrounding Mindanao due to peace concerns, online jobs are seen by the government as a way to boost employment in its provinces.

To promote online jobs in Mindanao, the Department of Science and Technology-Information and Communications Technology Office (DOST-ICT Office), in partnership with online job platforms Freelancer.com and Online Jobs University, has initiated a workshop on Rural Impact Sourcing (RIS) in Kapatagan, Lanao del Norte.

“Most of our well-known companies in the Information Technology Business Process Management (IT-BPM) industry are hesitant to locate in Mindanao.” said ICT Office Deputy Executive Director Mon Ibrahim. “The government, however, realizes the potential of impact sourcing or online jobs to provide alternative means of employment in these areas.” he added.

Conducted last February, the workshop, which featured ways on how Filipinos can earn competitive income even in the comfort of their homes through online jobs, was attended by at least 200 students and young professionals.

With the support of the local government of Kapatagan, the workshop has been re-echoed
to more than six schools in Lanao del Norte.

“Mindanao is so blessed with resources. And most importantly, we also have a great pool of talent.” Kapatagan Councilor Paul Lagura said. “We will be helping the ICT office conduct re-echo workshops to other local governments about digital employment as an innovative opportunity of for socio-economic growth.”

The number of online job workers in various cities in Mindanao has been increasing over the years. In fact, Davao City, Cagayan de Oro City, and Iligan City are included in Freelancer.com’s Top 20 Philippine cities with the most number of freelancers.

“By encouraging our kababayans to consider doing online work for clients locally and abroad, we hope they will not leave their hometowns and families just to look for jobs that will fit their skills and competencies. Having an online career opens big doors of opportunities and possibilities for them and their hometowns.” said Online Jobs University founder Genesis Reonico.

According to the National Statistics Coordination Board, as of 2014 10 of the 16 poorest provinces of the country are in Mindanao. It has an estimate of 10 million labor force with an unemployment rate of 4.5 percent. In spite of this, Mindanao produces at least 700,000 college graduates a year, which specializes in various fields such as computer science, information technology and engineering.

The recently concluded Rural Impact Sourcing workshop is part of the digitalPH initiative of the ICT Office, which aims to generate at least 1.6 million direct IT-BPM jobs for Filipinos by 2016 with at least 40 percent of this coming from the countryside.

ISO: Gender equality for a better world

What changes when there is more gender equality? That is the question that we are invited to reflect upon during this year’s International Women’s Day, 08 March. Picture it, says United Nations (UN) Women, empowering women means empowering humanity.

According to a report by Action Aid, economic inequality for women costs a staggering USD 9T per year in the developing world. If women and men had more equality at work, it would increase gross domestic product (GDP) in various countries by between 5% and 34%, says the International Monetary Fund.

“Countries with higher levels of gender equality have higher economic growth. Companies with more women on their boards have higher returns to shareholders. Parliaments with more women consider a broader range of issues and adopt more legislation on health, education, anti-discrimination and child support,” UN women Executive Director Phumzile Mlambo-Ngcuka explained.

So why are we not there yet? Cultural, economic, and societal barriers to progress are still in place in many parts of the world. In the technical world of standards, women are getting increasingly involved, and many of them are leaders of the International Organization for Standardization (ISO) technical committees where standards are developed, covering everything from IT to finance. Yet there is still a long way to go, as a disproportionate majority of participating experts are men.

Which is why this year, we invited some of the CEOs who are leading their country’s national standard body and ISO member, to speak up and inspire the next generation of women leaders. In the video, these outstanding women tell us why they love their jobs, as an invitation to all, but especially women, to join the standards community.

“The world of standards is an exciting place to be in today. We are creating solutions to many of the world’s toughest challenges like climate change, sustainability and economic growth. Gender equality is not about putting women on high positions to ‘meet numbers’, but to benefit from the best talent that humanity has to offer, whatever their gender,” ISO Secretary-General Rob Steele said.

One of the women CEOs of a national standards body that we invited to speak up and inspire in a video to celebrate the International Women’s Day is the Director-in-Charge (DIC) of the DTI’s Bureau of Philippine Standards (BPS), Atty. Ann Claire C. Cabochan.

Sharing her insights as a woman executive of the Philippines’ National Standards body, DTI-BPS, Atty. Ann Claire C. Cabochan cited why she loves her job. “I am able to inspire and empower my workplace through values. Most of all, I help capacitate our small and medium enterprises (SMEs) to integrate into global value chains," she said.

She also cited what changes as a woman leader: “The need to multi-task is multiplied a hundredfold because the expectations are higher. Yet, the knowledge that one is able to contribute positively is priceless."

The Philippines is a member to the ISO through the Department of Trade and Industry’s Bureau of Philippine Standards as the country’s National Standards Body.

There is no basis for the filing of a contempt case against Secretary Mar Roxas, DILG-NCR Director Renato Brion, NCRPO Director Carmelo Valmoria, SPD Director Henry Ranola, PSSupt. Elmer Jamias, and acting City Mayor Romulo Pena. The DILG merely acted as an agent of the Ombudsman in implementing the suspension order of the Ombudsman. If the DILG did not comply with the Ombudsman’s order, then there would have been basis to cite the DILG in contempt.

The DILG’s earlier position that, when the TRO was issued, there was nothing more to restrain, was validated by the Ombudsman in its Manifestation. The Department of Justice, in its legal opinion, likewise declared that the TRO was already “moot and academic” given that there was nothing more to restrain at the time that the TRO was issued, since the acts sought to be restrained has already been performed.

Therefore, any case for contempt filed against the DILG should not prosper given that the DILG was merely carrying out its deputized ministerial task of implementing the Ombudsman’s Order and consistently acting in consideration thereof.

'Conserve clean water' - Roxas to LGUs

Interior and Local Government Secretary Mar Roxas enjoined all local chief executives (LCEs) to raise public awareness about water conservation and sustainable water management in time for the celebration of World Water Day on March 22.

In a memorandum circular, Roxas emphasized that while water resources development contributes to economic productivity, rapid water scarcity can limit development.

“Pangalagaan po natin ang malinis na tubig na maaaring inumin para hindi magkasakit ang mga tao," Roxas said.

Recognizing the importance of a potable water supply, Roxas has made the Salintubig one of the priority programs of the DILG. The Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) program aims to provide waterless communities with a clean and potable supply of water.

For this year, the National Anti-Poverty Commission (NAPC) has identified 89 local government units (LGUs) as target beneficiaries of the program.

Roxas also encouraged all local chief executives to conduct simple but meaningful activities as part of their information campaign on the 2015 World Water Day celebration.

These activities can focus on the significance of safe and potable water, water source protection, water conservation measures, water quality monitoring, improved sanitation, proper waste disposal and hand-washing hygiene promotion and toilet maintenance.

Minor repairs and rehabilitation of existing barangay, municipal, provincial or inter-local waterworks and irrigation systems can also be conducted along with water sampling, testing and analysis, as examples of meaningful activities that also render services for citizens.

The United Nations General Assembly had designated March 22 of every year as World Water Day. This year’s theme is "Water and Sustainable Development”.

Robbery, theft in Metro Manila drops by 25% in a week

Incidents of crime against property dipped significantly during the previous week in the entire Metro Manila.

The Philippine National Police National Headquarters noted an average 25% decline in theft and robbery cases in all the Five Police Districts of NCRPO during the past seven-day period.

According to a report from the PNP Directorate for Investigation and Detective Management (DIDM), 310 incidents in Metro Manila were recorded from March 9 to 15, 2015 as compared with the 405 incidents during the previous week (March 2 – 8).

Manila Police District recorded the highest decrease in serious crimes from 100 incidents on the previous week down to 64 incidents on the past week where MPD recorded vast decrease in Ermita with only 13 incidents on the past week (March 9 to 15), compared to 23 incidents on the previous week.

MPD is followed by Quezon City Police District with a total of 108 incidents on the past week contrary to the 138 incidents last March 2 to 8 2015, where Lagro/Fairview noted favorable assessment from 20 incidents on the previous week down to 12 incidents on the past week.

PNP Officer-In-Charge, PDDG Leonardo Espina, said that the decreasing crime trend is a pay-off from the PNP OPLAN “Lambat-Sibat” Campaign led by Department of Interior and Local Government Secretary Mar Roxas II, and OIC, PNP PDDG Espina.

“This is the result of the effective and efficient implementation of increased checkpoints, mobile and beat patrols, and intensified serving of arrest warrants, to include the deployment of police officers in densely populated areas including malls, train stations and terminals” Espina added.

SSS to issue certifications for Taiwan-bound OFWs

Starting March 16, 2015, the Social Security System (SSS) will receive request for certifications of UMID card applications of members applying for working visa in Taiwan. The certifications will be issued pending the release of the Unified Multipurpose Identification (UMID) cards for Filipino job seekers to comply with the requirements for a Taiwanese working visa.

SSS Manager for ID Card Production Jose Antonio Salazar said the Taipei Economic and Cultural Office (TECO) in Manila has agreed to accept SSS certifications in consideration of the status of SSS UMID card production.

The SSS is currently experiencing delay in UMID card production as card printing is temporarily suspended due to the ongoing acquisition of UMID card printing services.

“To address the urgency of their applications for an ID, we will issue the certification after two working days from receipt of request, (exclusive of the day the request was made)” Salazar said.

He clarified that only Taiwan-bound members who applied from December 10, 2014 or those with earlier application that had passed fingerprint investigation due to similar fingerprints with another member will be issued the certifications.

“As additional consideration, we also allow the authorized representative or liaison officer of their recruitment agency to request the certifications on their behalf so they can spend the time they have to proceed with other several errands,” Salazar said.

Taiwan-bound members with pending UMID card applications can file their request at any SSS branch until May 15, 2015. SSS certifications will be released at the SSS branch located in the Philippine Overseas and Employment Agency.

“We are also reminding our members that the lack of SSS ID does not affect their entitlement to loans and benefits,” Salazar said.

SSS regulations allow members to present any two valid government-issued ID cards to support their applications for SSS loans and benefits.

19 March 2015 - The Philippine Embassy in Jakarta and the Indonesian Council on World Affairs (ICWA) co-organized a lecture delivered by Philippine Senior Associate Justice Antonio Carpio on March 12 at the Indonesian Ministry of Foreign Affairs’ Caraka Loka building.

Justice Carpio discussed the scope and nature, as well as legal questions, raised by the Philippines in its arbitration case filed under the United Nations Convention of the Law of the Sea (UNCLOS), with the aim of providing the Indonesian audience with a deeper understanding of the Philippines’ case.

Officials from the Indonesian government, including representatives from the Ministry of Foreign Affairs, Ministry of Marine Affairs and Fisheries, Ministry of Defense, the Indonesian Armed Forces, the House of Representatives, and the Supreme Court attended the lecture, along with members of the diplomatic corps, the academe, think tanks, and the media. The ICWA registered more than 380 attendees of the event.

After the lecture, Justice Carpio gave in-depth media interviews with Berita Satu TV, The Jakarta Globe and The Jakarta Post.

PHL Consul General in Hawaii meets Filipino graduates of Comprehensive Security Course

19 March 2015 - Philippine Consul General Gina Jamoralin congratulated the five Filipino graduates of the Comprehensive Security Responses to Terrorism Course taken from February 11 to March 13, organized by the Daniel K. Inouye Asia-Pacific Center for Security Studies (APCSS) in Honolulu. The 107 graduates of the one-month course came from countries in the Asia-Pacific, Africa, Latin America, Eastern Europe and the United States.

The five Filipino graduates were Atty. Cherrie Belmonte-Lim, Director IV, Department of National Defense; Commander Enrico Efren Evangelista, Coast Guard District Central Visayas; Atty. Joel Santos, Legal Officer, Anti-Money Laundering Council; and Agents Victor John Paul Ronquillo and Edgar Digman, National Bureau of Investigation, Department of Justice. The course provided them with an opportunity to hear the perspectives of different countries and agencies engaged in security issues and practices.

APCSS Director General Dan Leaf (Ret.) invited Consul General Jamoralin together with the other members of Hawaii’s Consular Corps as guests during the Commencement Program for the graduates held at the APCSS auditorium on March 13.

APCSS is a US Department of Defense academic institute based in Honolulu focused on leader development. It invites military and civilian representatives from the US and Asia-Pacific countries to its comprehensive programs tackling regional and global security issues.

Controlling foot-and-mouth disease (FMD) and other transboundary animal diseases at source should be a shared obligation among countries—both infected and uninfected—as governments target an FMD-free world by 2020.

This was stressed by Department of Agriculture (DA) Secretary Proceso Alcala in a statement as the DA, through its Bureau of Animal Industry (BAI) hosts with the Office of International des Epizooties (OIE) or World Organization for Animal Health the 21st OIE Sub-Commission Meeting for FMD in South-East Asia and China from March 10 to 13, 2015 in Manila.

The meeting brings together around 100 representatives from all Southeast Asian countries plus China, the OIE and its technical partners, the private sector, the academia and donor countries. The gathering of officials and technical experts will provide an update of the current FMD situation in the region and efforts to control and eradicate the disease.

“With China and Southeast Asia emerging as new global growth hubs, there is a growing recognition of the huge potentials of the region’s livestock and poultry sector and the significant role it will play in the region’s progress,” Alcala said. He noted, however, that despite its huge potential, the region’s livestock sector is hampered by a number of constraints, including the persistence of some transboundary and highly contagious animal diseases such as the FMD.

Alcala also highlighted that while the Philippines has maintained an FMD-free status—without vaccination—through progressive zoning approach, it has not become complacent and instead continued to work with other countries, through the OIE, for FMD control. He said that the DA has always been on strict watch against the disease’s possible return as FMD has yet to be totally eradicated in neighboring China and the majority of Southeast Asian countries.

“There is no other way then but for countries to cooperate more in strengthening the global anti-FMD network, as no country on its own could totally eradicate the disease,” Alcala said.

The Secretary added that the annual meeting is a venue for continuous collaboration, networking and strengthening of animal health programs of member countries to achieve the common goal of preventing, controlling and eliminating FMD.

“Through this activity and with OIE’s guidance, we would be ensured that FMD control activities among countries become more coordinated as coherent regional strategies are crafted. These are equally important on top of technical advice, and political and resource support to achieve FMD freedom,” Alcala said.

FMD is a highly contagious transboundary animal disease, which poses serious threats to the livestock production, food security, and livelihoods of farmers globally. The presence of FMD in endemic countries reduces productivity and restricts market access as a country’s FMD-free status is an international trade requirement.

DA supports biotech R&D for developing superior agricultural commodities

The Department of Agriculture said today it supports biotechnology-related research and development activities implemented by various agencies and state colleges and universities for developing superior agricultural commodities.

DA-Biotechnology Program Office Director Antonio Alfonso said these projects include genetic improvement and molecular characterization of rice, abaca, coconut, tomato, eggplant, papaya, cotton, water buffaloes,sea cucumber, pili, and selected high-value aquatic species.

“We welcome the use of any available techniques that allow our researchers to achieve their target of producing superior varieties of agricultural crops and other commodities for as long as safety and sustainability are taken into consideration”, said Alfonso. He expounded that these techniques may include conventional hybridization, induced mutation, tissue culture, use of DNA markers and even genetic modification.

Alfonso further explained that a combination of these tools not only help fast-track varietal improvement but also help elucidate genetic and molecular control of the traits of interest. Such information will be useful in guiding the researchers in their work.

He cited the work being done at UPLB-Institute of Plant Breeding where abaca mutants with multiple virus resistance were generated and now being characterized to identify the mutated genes and their role in resistance.

DNA marker technology is being used not only in abaca but also in other crops to facilitate the work of plant breeders in evaluating large populations and selecting individualplants that possess the traits of interest. Unique DNA sequences physically linked to the genes serve as markers and allow selection for the trait even without looking at the trait itself.

DNA marker-assisted selection saves time and resources, and increases selection efficiency, Alfonso added.

DNA markers also help generate unique DNA fingerprints that allow validation of the identity planting materials, like the way researchers in the University of Southern Mindanao for preferred and popular varieties of durian.

Further, DNA patterns allow generation of “DNA barcodes” that are useful not only for varietal identification but also for elucidating genetic relationships and diversity, which are useful for the breeders and conservationists.

Among the organisms being barcoded are various kinds of commercially important fishes, conducted at the Central Luzon State University. Similarly, the National Fisheries Research and Development Institute (NFRDI) under BFAR also uses DNA barcoding for the country’s endangered and regulated fishes.

Other DNA barcoding activities focus on traditional and wild varieties of rice being implemented by PhilRice, and registered plant and fruit varieties being conducted by UPLB.

PDIC advises borrowers of Rural Bank of Magsingal (Ilocos Sur), Inc. to pay their obligations

The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Magsingal (Ilocos Sur), Inc., reminded borrowers of the bank to continue to pay their loans and transact only with authorized PDIC representatives. Rural Bank of Magsingal was placed under the receivership of the PDIC by virtue of Monetary Board Resolution No. 331.B dated March 5, 2015.

In a statement, PDIC advised borrowers of Rural Bank of Magsingal to pay their loans and other obligations directly at any Philippine National Bank (PNB) Branch under account name, PDIC FAO BURL - RB MAGSINGAL (ILOCOS SUR). PDIC would like to emphasize that it has not engaged any person, agent or agency to collect the loan payments for and in behalf of the bank.

To ensure proper recording of their payments, PDIC further advised borrowers to keep copies of the PNB Deposit/Payment Slips. The PDIC emphasized that for payments to be valid, it must be supported by a machine-validated PNB Deposit/Payment Slip. Official receipts will be issued by PDIC upon validation of payments and will be sent through mail to the borrowers. For proper accounting of their payments, borrowers who do not receive their official receipts are advised to send a copy of their deposit slips by mail to the Deputy Receiver for loans Ms. Mary Ann C. Crisostomo at the PDIC Office, 5th Floor, SSS Bldg., Ayala Avenue corner V.A. Rufino St., Makati City or send via e-mail to Ms. Janet L. Velasco at jlvelasco@pdic.gov.phor to Ms. Thelma A. Gov’t invites investors to join upcoming PPP events

The goverment is set to hold a pre-bid conference and investors’ forum for public-private partnership (PPP) projects this week.
The Department of Justice (DOJ), Bureau of Corrections (BuCor), and PPP Center are inviting business groups to join the investors’ forum on Friday, March 20, for the Regional Prison Facilities through PPP Project. The forum will be held at the Philippine International Convention Center in Pasay City. The Php 50.18 billion prison facilities project is the first of its kind in the country. The project will entail the construction and maintenance of a modern prison facility in Fort Magsaysay, Nueva Ecija. (For more information, click here to visit the event page)
Meanwhile, the Department of Public Works and Highways (DPWH) is holding a pre-bid conference for the Php 55.51 billion Cavite Laguna (CaLa) Expressway Project, also this coming Friday, March 20, 2:00 PM. It will be conducted at the DPWH Central Office.
The expressway PPP project will provide a critical link for the provinces of Cavite and Laguna connecting two major toll roads – the Cavite Expressway (CAVITEX) and the South Luzon Expressway.
Both projects were rolled out last February 27, this year. As of March 10, there are 60 PPP projects in the pipeline with a total indicative cost of Php 1,226.57 Billion (USD 27.25711 Billion).
