Cloudy skies with moderate to occasionally heavy rains will be experienced over CARAGA, Davao Region and Leyte Provinces while Palawan and the rest of Visayas and Mindanao will have light to moderate rains and isolated thunderstorms. LUNGSOD NG LUCENA, Quezon, Setyembre 15 (PIA) --May 30 kasapi ng Home Economics Extension of the Philippines-Quezon chapter  ang sumailalim sa pagsasanay kamakailan tungkol sa vegetable processing, packaging, labeling and marketing.

Ang nasabing mga kasapi ay mula sa iba’t ibang bayan ng lalawigan ng Quezon na binubuo ng mga agricultural techonlogists, mga pangulo ng Rural Development Club, kasapi ng KALIPI at mga piling kawani ng tanggapan ng Panlalawigang Agrikultor.

Ang pagsasanay ay naisagawa sa pagtutulungan ng Agricultural Training Institute (ATI), DA-RFO 4A sa pangunguna ni Gng. Piamonte Cosico, Center Director ng ATI sa pakikipag-ugnayan sa pamahalaang panlalawigan sa pamamagitan ng tanggapan ng Panlalawigang Agrikultor.

 Sinabi ni panlalawigang agrikultor Roberto Gajo na  layunin ng nasabing pagsasanay na makatulong sa mga kababaihan ng lalawigan upang maitaas ang kanilang antas ng pamumuhay at magawan ng paraan na maiimbak ang mga sobrang gulay at prutas mula sa kanilang naaning produkto.

Ang ng mga agricultural technologist na tinaguriang “change agents” at bumababa sa mga barangay ay sila ang maaaring  magturo ng mga paraang ito ayon sa kanilang napag-aralan, sabi pa ni Gajo.

Ayon sa pangulo ng HEEAP ay kapaki-pakinabang ang nasabing pagsasanay sa dahilang makakatulong ito sa pagne-negosyo ng mga nabiyayaan ng Food Cart ni JuANA na programang pagkabuhayan ni Governor Suarez at Unang Ginang Ana Villaraza-Suarez para sa mga kababaihan ng lalawigan.

Dito ay maaari nilang itinda ang mga produktong organiko at masustansya tulad ng sweet potato catsup, sweet potato burger, sweet potato macaroons, kalabasa catsup, kalabasa candy, kalabasa rolls, eggplant burger, eggplant jam, at puto de moringga o malunggay.

DOLE-Quezon, regional top performer in employment facilitation

LUCENA CITY, Quezon, Sept. 15 (PIA) –The Department of Labor and Employment (DOLE) Region 4A presented a certificate of recognition to the Public Employment Service Office (PESO)-Quezon as regional top performer in the conduct of employment facilitation for Calendar Year 2014 in the 1st class-provincial category.

The recognition was given during the PESO midyear performance assessment held recently at La Trinidad Hotel Resort in Gen. Trias Cavite.

Under the guidance of Atty. Melojean M. Puache, PESO-Quezon assisted in job placement to 1,981 walk-in job applicants for CY 2014 through the holding of local recruitment activities in the province.

DSWD grants P30.32M incentives to 2 Quezon LGUs

LUCENA CITY, Quezon, Sept. 15 (PIA) –The Department of Social Welfare and Development (DSWD) has granted a total of P30.32 million incentives to the municipalities of Catanuan and Macalelon for their good performance in the implementation of the Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program.

After assessment of their Kalahi-CIDSS implementation for the past three years, the DSWD has decided provide an incentive grant of P10.57 million to the municipality of Macalelon while P19.75 million to the town of Catanuan as funding for the implementation of different community projects in their respective barangays using the Makamasang Tugon modality.

Under the modality, the LGU will take charge of the overall implementation of the program following the community-driven strategy of the Kalahi-CIDSS program. The DSWD, on the other hand, provides the grant for the construction of various community projects and technical assistance to the LGUs.

“We aim to build the capacities of our partner LGUs so they can effectively build ties to their constituents and know the proper programs and projects that can respond to their needs. If they have fully absorbed these principles, we now give them the lead to implement and we are just here to monitor and guide them,” said Tess Bugarin, monitoring and evaluation specialist of Kalahi-CIDSS in the CALABARZON region.

Some of the parameters used in the assessment of the two municipalities include the presence of ordinances or resolutions supporting participatory social development; enhancement of their municipal development council wherein people sectors are well-represented; regular public announcements of LGU plans, programs, and budget utilization for transparency; and creation of need-responsive projects and programs with consultation to their constituents.

Catanuan Mayor Ramon Orfanel encouraged the LGU staff to further study the Kalahi-CIDSS community-driven implementation so they can continuously make ways in improving the living condition of their constituents.

“Tumalima tayong lahat at suportahan ang isa’t isa sa bagong hamon na ito. Magtulungan tayo para tuloy-tuloy ang kaunlaran sa bayan ng Catanauan,” said Mayor Orfanel in his message to the LGU staff.

For the past 12 years of Kalahi-CIDSS implementation in the CALABARZON region, 10 other municipalities in Quezon Province were provided with this performance-based incentive grant and implemented the Makamasang Tugon modality. Gen. Trias mayor thankful over President Aquino's signing of cityhood bill

TRECE MARTIRES CITY, Cavite, Sept. 15 (PIA) -- Mayor Antonio “Ony” A. Ferrer thanked President Benigno S. Aquino III for signing the General Trias Cityhood Bill converting the first class municipality into a component city.

In a statement released by the Municipal Information Office (MIO), the signing of the cityhood bill by the President last August 19 will signal the preparation of the local government for the referendum

The referendum is the last requirement before a town can become a city and must obtain the “Yes” votes from the electorate.

General Trias satisfied all the requirements needed for its conversion into a city under Republic Act (RA) 7160 or Local Government Code of 1991. It also stated that General Trias surpassed the required income set forth under the RA 7160 of at least Php100 million.

Gen. Trias has an annual income of more than Php 217,000,000 (2011 and 2012), a population of 243,322 (as of 2010 Census) and a total land area of 9,001 hectares according to Land Management Bureau thus, considered to be one of the most significant areas in terms of land area in Cavite.

Mayor Ferrer encouraged his fellow Gentriseños to support and participate in the plebiscite to be administered by the Commission on Elections. Under Article 9, Section 51 of Republic Act No. 10675, the plebiscite shall be carried out within 120 days from the date of the approval of the law.

Six District Representative Luis “Jon-Jon” A. Ferrer is the author of House Bill 4769 converting the town of General Trias into component city. NBI, PSA hold mobile services in Maragondon

TRECE MARTIRES CITY, Sept. 15 (PIA) – Local residents here availed of the services offered by the National Bureau of Investigation (NBI) and the Philippine Statistics Authority (PSA) in a mobile service conducted by the two government agencies recently.

Positioned at the municipal hall, the PSA accommodated applications for birth, marriage, death certificate and certificate of no marriage.  

The NBI on the other hand, located at the computer center of the municipal hall, attended requests for clearance as requirement for job application and passport.

In a statement from the Maragondon Public Information Office, the mobile service aimed to bring government service closer to the people. Through this activity, Maragondon residents in need of documents from these two agencies, will save time and effort and a respite from a grueling travel.

PHO spearheads lung month celebration focusing on TB prevention and control

TRECE MARTIRES CITY, Cavite, Sept 15 (PIA) --The Provincial Health Office (PHO) recently spearheaded the Lung Month celebration with the theme “Stop TB: Hanapin, Gamutin, Pagalingin” at the Cavite Collaboration Center for Mental Health.

The event which aimed to promote healthy lifestyle among Caviteños was attended by city and municipal health workers and League of TB volunteers who are partners of PHO in providing much needed services to TB patients in the province.

During the event, awards were presented to cities and municipalities with High Tuberculosis Case Detection Rate, High TB Treatment Success Rate, High TB Cure Rate with Carmona emerging as the sole winner, garnering EQA Hall of Fame, Plaque of Appreciation to Directly-Observed Treatment Short course (DOTS) Providing Hospital and DOTS Referring Hospital.

Plaques of appreciation were also given to the Department of Education and the different partners in TB Control.

The League of TB Volunteers won first place with a cash prize of P3,000 in the logo-making contest for its impact and effort.

Dr. George R. Repique, Jr., Provincial Health Officer, in a talk said Tuberculosis can be prevented easily by practicing good hygiene, eating the right kind of foods and avoiding vices such as excessive alcohol drinking and smoking. It is a curable disease, but despite the availability of treatment methods, there is still social stigma that hinders patients to come out and deal with it.

Dr. Maria Hilda C. Bucu, Medical NTP Coordinator and Provincial Head of Infectious Diseases thanked the PHO, the Provincial TB Team and health workers in the different cities and municipalities for their continuous effort in fighting and eliminating new infections through counseling, building community awareness and correct information on hygienic practices.

PNP chief instructs uniform police personnel to be on the streets

TRECE MARTIRES CITY, Cavite, Sept. 15 (PIA) -- Philippine National Police (PNP) Chief Director General Ricardo C. Marquez ordered the deployment of more police officers “to ensure the safety of the people and remove the fear of crime in everyone’s hearts.”

Marquez made the remarks during his recent visit at the provincial capitol where he was the guest of honor and speaker.

The PNP chief thanked the leadership of Governor Jonvic Remulla for the warm reception given to him and acknowledged his fellow Caviteños for their support along his journey of service as police officer and to his Cavite roots where he grew up and absorbed the ideals and values that he still possessed until now.

Aside for the deployment of police personnel in the street, Marquez made mentioned that the PNP will strengthen police-community partnership and will help eased the traffic in the streets.

“Ayokong makakakita ng mga pulis sa kanya kanyang opisina na nagtetext lang at kumukuyakuyakoy. Nasa kalsada ang krimen kaya’t nararapat na nasa kalsada rin ang mga pulis. Kailangang makikita ko ang mga opisyales nyo na nagsusupervise sa kalsada, hindi nasa opisina lamang at naghihintay ng mga reports ukol sa krimen,” Marquez said.

Marquez added that the PNP will continue perform their assigned tasks and implement reforms within their organization to render better and relevant services to the community.

On the part of the provincial government, Governor Jonvic Remulla thanked the PNP chief in accepting his invitation and in turn awarded him with Sangguniang Panlalawigan Resolution No. 351 in recognition for his exemplary achievements and congratulating him for being the newly appointed head of the PNP.

More than 1K volunteers for DSWD’s conduct of family development sessions

CALAMBA CITY, Laguna, September 14 (PIA) --About 1,400 volunteers are helping the Department of Social Welfare and Development (DSWD) in strengthening family-beneficiaries of the Pantawid Pamilyang Pilipino Program in the CALABARZON Region.

These volunteers are members of different civil society organizations (CSOs) in the region who underwent training on the facilitation of the Family Development Sessions (FDS) from the DSWD.

The FDS is a monthly gathering of parent-grantees of the Pantawid Pamilya program that serves as venue for teaching various family development topics including responsible parenthood, child’s rights, budget management and disaster preparedness among others.

The volunteers conduct these sessions for the beneficiaries without cash incentives to free the DSWD field staff of some of their work so they can focus on other tasks such as case management or linking the beneficiaries to various programs and services to help the beneficiaries improve their living condition.

To date, there are more than 320,000 family-beneficiaries of the program in the region.

Katulad ng pagtulong sa amin ngayon ng Pantawid Pamilya, gusto naming marami rin kaming matulungan sa paraan na alam namin katulad ng pagseserbisyo at pagtuturo upang mas mapalakas ang mga pamilya,” shared Pastor Victor Gojo Cruz, 41, CSO volunteer FDS facilitator from Majayjay, Laguna whose family is also a beneficiary of the Pantawid Pamilya program.

The Pantawid Pamilyang Pilipino Program is a human development program of the national government that aims to break the intergenerational cycle of poverty through investing on the health, nutrition and education of children age zero to 18.

Family-beneficiaries are provided with monthly cash subsidies in exchange for their compliance to the set conditions of the program including 85 percent monthly school attendance of children, monthly preventive health checkups and monthly attendance to the FDS. (MADiaz, DSWD Calabarzon/PIA-4A)

ATI-Calabarzon orients women rice farmers on gender and development

LOS-BANOS, Laguna, Sept. 14 (PIA) --Realizing the important role of women rice farmer in increasing rice production and rice sufficiency in the country, the Agricultural Training Institute (ATI) Region IV-A held a training on Gender and Development for Women in Rice Farming on Sept 3-4, 2015 at Doña Jovita Garden Resort, Calamba City.

The activity participated in by 19 women rice farmers from Cavite, Laguna, Batangas and Rizal, aimed to empower the women rice farmers by familiarizing them on their rights and privileges as well as raise their awareness on the laws related to protection of women and children.

Laguna Provincial Social Welfare and Development officer Marita Barcia discussed the Magna Carta for Women and Law on the Protection of Women and Children while Joy M. Siaga of Laguna State and Polytechnic University-Siniloan talked on fitness and nutrition. In addition, Johpnel Yaneza of the Provincial Disaster Risk Reduction Management Office-Laguna spoke on managing risk and drills related to disaster risk reduction management.

Based on the studies of the Food and Agriculture Organization (FAO) of the United Nations, 25 percent of the total female population in the Philippines is engaged in rice farming, and every year, the ratio increases up to 1.2 percent. Filipino women have high participation in planting, weeding, input and fertilizer application, paddy cultivation, harvesting, threshing and milling, up to the marketing of rice, according to The Philippine Star article that came in August 2013. LUNGSOD NG BATANGAS, Setyembre15 (PIA) --Maaaring gamitin sa iba't ibang establisimyento ang Pag-Ibig loyalty card, ayon sa pagbabahagi ni Noel Lagustan, supervising marketing specialist ng nasabing ahensya sa isinagawang orientation sa mga kawani ng pamahalaang lungsod ng Batangas na ginanap kamakailan sa Teachers Conference Center.

Ayon kay Lagustan, napag-alaman sa kanilang isinagawang pag-aaral na nagsilbing pilot cities ang Baguio, Cebu, at Davao na ilan sa mga pangunahing expenditures ng kanilang mga myembro ay ang food, groceries, hospitalization, medicines, house,  lot at gasoline.  Dahil dito, nakipag-ugnayan sila sa mga paaralan, resort, gasoline station, hospital, botika, mga restaurant at iba pa upang mabigyan ng diskwento ang kanilang mga myembro.

Sa kasalukuyan, mayroon silang 61 partner merchants. Nakikipag-ugnayan na din aniya sila sa mga bus lines, shipping lines at  supermarkets.

Bukod sa pagiging discount/reward card, ito din ay maaaring  gamitin bilang HELP (Health, Education Loan Program) swipe card upang maipambayad sa hospital bills at tuition fees.     

Bibisita ang mga kinatawan ng PAGIBIG fund sa mga local government units dala ang mga portable kiosk na may biometrics para sa enrolment ng kanilang mga myembro. Maaari ding idownload ang application form sa www.pagibigfund.gov.ph.

Maaring lumahok sa kampanya sa pag-set ng exterior illuminating systems ng mga gusali, institusyon, monument owners, local government offices at iba pang otoridad sa Gold pantone 1245 kahit na anong araw ngayong Setyember.  Kung walang exterior lighting system, puwedeng maglagay ng gold ribbon sa harapan ng mga bahay at mga gusali.

Mula pa noong 1978, ang Gold Ribbon at Gold Light ay simbolong kumakatawan sa mga kabataang may cancer at mga childhood cancer survivors at pagdakila sa kanilang matapang na pakikibaka sa kanilang sakit.

Ang kampanya ay naghahangad na maipabatid sa publiko na ang childhood cancer ay “curable”o nagagamot sa pamamagitan ng early diagnosis, quality treatment and care.

Ayon sa tala, isang bata ang namamatay sa Pilipinas kada tatlong oras dahil sa cancer.

Sa Batangas City, ang CWFI ang siyang nangangalaga at takbuhan ng mga batang may cancer na nabibilang sa mga pamilyang higit na nangangailangan at walang kakayahang makapagpagamot.

Mayroon silang 268 batang may cancer na tinutulungan sa kasalukuyan mula sa bilang na 33 nang ilunsad ang CWFI noong Hunyo 2008. Ang mga ito ay mula sa mga lalawigan ng Batangas, Laguna, Cavite, Quezon, RombloN, Mindoro at Timog Katagalugan.

Tagalog news: P18M halaga ng CSF, ipinamahagi ng DAR-Batangas

TUY, Batangas, Setyembre 15 (PIA) --Nagkakahalaga ng P18,089,826 milyon ang common service facilities (CSF) na ipinagkaloob ng mga opisyal at developmental facilitators ng Department of Agrarian Reform (DAR) sa mga agrarian reform beneficiary organizations (ARBOs) sa bayang ito noong Setyembre 9, 2015.

Ang CSF na ipinagkaloob ay kinabibilangan ng: apat na 120 horse power heavy duty tractors na nagkakahalaga ng P4.1 milyon bawat isa  para sa lupang tubuhan; apat na hand tractors na nagkakahalaga ng P181,22 bawat isa para sa palay;  dalawang rice thresher na P340,096 ang halaga ng bawat isa at tatlong power tillers para sa gulayan o cash crop na nagkakahalaga ng P405,250 ang bawat isa. na may kabuuang halaga na P 18,089,826.

Sa pagtanggap ng CSF,  sinabi ni Rafael Agquiz ng Taludtod, Balayan, na napakalaking bagay ang maitutulong ng traktora sapagkat ito ang kukumpleto sa pangangailangan ng mga magsasaka ng tubo. Mahal ang ibinabayad sa traktor na bumubungkal ng lupa ngunit magiging maginhawa na dahil bawat kasapi ng kooperatiba ang prayoridad. Kulang ang salitang salamat sa DAR dahil sa pagtitiwala sa aming kakayahan at sa biyayang aming nakakamit sa tanggapan at ito nga isang bagong traktora.

"Tuluyan na ring uunlad ang mga sakahan at ang buhay ng mga taga Taludtod dahil sa programang Agrarian Reform Community Connectivity and Economic Support Services (ARCCESS) ng DAR gaya ng block farming na isa ang aming ARBOs sa makikinabang, ” dagdag pa ni Agquiz.

Ayon naman kay G. Saning Sarmiento ng Pinagsibaan Farmers Development Cooperative (PIFADECO) ang rice thresher at hand tractor ay napakalaking bagay sapagkat ito ay pagkakakitaan ng kooperatiba. Ito rin ang siyang magbibigay ng ibayong sipag sa mga kasapi, kaya ganoon na lamang ang kanyang pasasalamat sa DAR, sapagkat hindi sila iniwan sa kabila ng kanilang kalagayan hanggang sa ngayon, sa DAR pa rin sila nakasandig.

"Magaling talaga ang DAR dahil sa mga pagsasanay pa lamang ay hindi sila pumapalya.  Isang halimbawa dito ang aming mga natutunan sa kooperatiba at ngayon nga ay sa operasyon ng aming bagong gamit. Nangangako kami na pag-iingatan ang mga ito at pag-iibayuhin pa ang pagtatrabaho sa bukid upang masulit naman ang pagtitiwalang iginawad sa amin," sabi ni Sarmiento.

Sang-ayon naman si  Baby Lumbres sa tinuran ni Ka Saning, aniya wala pang power tiller sa Batangas at kami sa Dayapan Multi Purpose Cooperative ang unang  nagkaroon. Malaking pagbabago ang idudulot nito sa amin sapagkat mapapadali na ang pagbubungkal ng aming mga gulayan, at bunga nito ay susubukan rin namin ang iba pang klaseng gulay tulad ng pang chopsuey o mga gulay mula sa Baguio, sapagkat ang mga gulay na pampakbet sa amin ay sapat na. Tatlo pa lamang ang napabigay sa amin na power tiller at mayroon pang tatlo at isang 35 HP na traktora din ang mapapabigay sa amin.

"Katulad ng dalawang naunang nagsalita,  walang hanggang pasasalamat rin ang ipinaabot ng DMPC sa pamunuan ng DAR sapagkat kami ang kinakilalang vegetable basket ng lalawigan sa tulong na rin ng makabagong kagamitang aming natamo ang aming paggugulayan ay aming pagbubutihin," ayon pa kay Lumbres.

Samantala nagpaabot ng pagbati si Batangas PARPO II Elizabeth Z. Villapando sa mga mapapalad na ARBOs, aniya, pag-ingatan sana ang CSF na napabigay sa kanila. Marami sa buong Pilipinas ang nangangailangan ng mga makabagong kagamitang pansakahan, subalit higit silang mapalad sapagkat milyong halaga ang pag-aari na ng kanilang samahan.

"Gamitin ninyo ito bilang tulong na rin sa pamahalaan na maiangat ang antas ng inyong pamumuhay at seguridad sa pagkain upang maipakita ninyo na ang Batanguenyo ay masisipag at may pagpapahalaga sa kasangkapang nakamit. COMELEC, muling nagpa-alala na magparehistro upang makaboto

LUNGSOD NG BATANGAS, Setyembre 14 (PIA) –Muling nagpa-alala ang COMELEC na hanggang Oktubre 31, 2015 na lamang ang pagpaparehistro ng mga botante para sa Mayo 9, 2016 National and Local Election alinsunod sa Republic Act 8189.

Ayon sa COMELEC ang registration na sinimulan noong Mayo 6, 2014 ay walang extension ang deadline na hanggang Oktubre 31, 2015 na lamang.

Bukod sa registration, sa panahon ding ito maaaring magpalipat ng voting precinct o magpatala sa ibang lugar. Maaari ding dumulog ang mga may correction of entries at mga nagnanais magpabago ng status.

Para sa mga hindi nakaboto ng dalawang beses o higit pa, maaaring magpa-reactivate sa naturang tanggapan. Kailangan lamang na magdala ng valid identification card at birth certificate para sa alinmang transaksyon.

Itinatakda naman ng RA 10367 ang pagkakaroon ng biometrics ng lahat ng mga botante upang makaboto sa susunod na eleksyon. Layunin ng biometrics na magkaroon ng positibong identification ang isang tao tulad ng pirma, larawan, fingerprint at iba pang distinctive features.

Base sa tala ng Batangas City Comelec, may 39,751 pang mga botante sa lungsod ang hindi pa nakakapag biometrics mula sa 222,551 registered voters sa lungsod.

Kaugnay nito, isang resolusyon ang ipinasa ng Sangguniang Panglungsod na humihiling sa lahat ng mga employers at business owners na rehistrado sa Batangas City na mabigyan ang kanilang mga empleyado ng isang araw upang makapagrehistro at makatupad sa biometrics requirement sa kani-kanilang Comelec offices.

Patuloy din ang pagsasagawa ng COMELEC ng satellite registration sa mga barangay.  Kabilang sa mga nakatakda ngayong Setyembre ang mga sumusunod: Sept. 16 – Sta Clara; Set. 17 – Sta Rita Karsada; Sept. 18 – Malitam; Sept. 19 – Poblacion 16, 17 at 19; Sept. 21-23 – SM City Batangas; Sept. 24 – Haligue Silangan; Sept. 25 – San Jose Sico BJMP; Sept. 26 – Tabangao Ambulong; at Sept. 27-30 – SM City Batangas.

Samantala, pansamantalang sususpindihin ang registration mula October 12-16 upang bigyang daan ang filing of candidacy ng mga nagnanais tumakbo sa halalan.     

Bukas ang tanggapan ng Comelec mula alas-8 ng umaga hanggang ika-5 ng hapon mula Lunes hanggang Sabado para naman sa validation.

Hinihikayat ng COMELEC ang lahat na magpatala ng maaga upang maiwasan ang siksikan sa last-minute registration.

Tagalog news: P1.5M financial assistance, ipinamahagi sa mga iskolar ng Antipolo

LUNGSOD NG ANTIPOLO, Setyembre 14 (PIA) --Sa ika-pitong pagkakataon ngayong taon,  muling namahagi ang pamahalaang lungsod ng P1.5 milyon financial assistance sa mahigit 200 estudyante na kabilang sa ‘Iskolar Ng Antipolo.’

Bawat estudyante na bahagi ng halos 4,000 iskolar ng Antipolo, kabilang ang mga may kapansanan na tinutustusan ng pamahalaang lungsod sa pag-aaral, ay tumanggap mula P5,000 hanggang P20,000 mula sa kabuuang P49 milyong pondo na inilaan ng pamahalaang lungsod para sa Academic Year 2015-2016.

“Sa ating mga scholars, nandito ang pamahalaang lungsod upang punuan ang pangangailangan ninyo sa pag-aaral, ngunit hindi ito nangangahulugan na kaakibat na ninyo ang tagumpay. Hangad ko na sana bawat isa sa inyo ay magpursigi sa pag-aaral nang sa paglipas ng taon, bawat isa sa inyo ay magiging katulong ng lungsod sa pagkamit ng pagiging Numero Uno ng Antipolo sa lahat ng aspeto,” ang makabuluhang pahayag ni Antipolo Mayor Jun Ynares.

Upang palakasin ang edukasyon sa lungsod, iba’t ibang scholarship programs tulad ng Antipolo City Scholarship Program (ACSP), Students Assistance Program (SAP), Educational Assistance Program (EAP), Special Education (SPED)/Person-With-Disabilities (PWD) Scholarship Program at Overseas Filipino Worker (OFW)/Dependent Scholarship Program ang handog ng pamahalaang lokal. Ang isang iskolar nakakatanggpa mula P80,000 hanggang P320,000 sa apat na taon na pag-aaral.

Bukod dito, tinutulungan din ng lungsod ang mga mga nag-aaral ng masteral at doctoral degree na nakakatanggap ng P40,000 pataas. Para sa ibang sasailalim sa licensure examinations, nagbibigay ang pamahalaang lokal ng P10,000 habang P15,000 naman ang nakalaan para sa Thesis Writing ng mga teaching at non-teaching personnel ng Kagawaran ng Edukasyon.

South Korean Defense Minister calls on President Aquino
A delegation from the Defense Ministry of the Republic of Korea, led by National Defense Minister Han Min-Koo, called on President Benigno S. Aquino III on Monday afternoon, shortly after the latter arrived from his engagement in Iloilo province, at the Kalayaan Hall of Villamor Air Base in Pasay City.

According to Undersecretary Honorio Azcueta of the Philippines’ Department of National Defense, during the courtesy call, Minister Han presented to President Aquino the two countries’ Agreement on the Protection of Classified Military Operations.

Minister Han was accompanied by the South Korean Defense Ministry’s Deputy Minister Yoo Jeh-Seung, Director General Yoon Sun-Gu, and Director Sung Ki-Wook, as well as South Korean Ambassador to the Philippines Kim Jae Shin.

Also present during the courtesy call were National Defense Secretary Voltaire Gazmin, Armed Forces of the Philippines (AFP) Chief of Staff General Hernando Irriberi, and other defense officials, among them Undersecretary Azcueta, Undersecretary for Finance, Munitions, Installations and Materials Fernando Manalo, and Assistant Secretary for Strategic Assessment Raymund Jose Quilop. President Aquino accepts resignation of Food Security Secretary Francis Pangilinan
The Palace on Tuesday confirmed that President Benigno S. Aquino III has accepted the resignation of Secretary Francis Pangilinan as Presidential Assistant for Food Security and Agricultural Modernization.“According to the Office of the Executive Secretary, the resignation of Presidential Assistant for Food Security and Agricultural Modernization (PAFSAM) Secretary Francis Pangilinan has been accepted by the President effective 30 September 2015,” Communication Secretary Herminio Coloma, Jr. said in a statement.
“The President expressed his sincerest appreciation to Secretary Pangilinan for his contribution to the government during his stint as PAFSAM and wished him the best in his future endeavors,” Secretary Coloma added.
According to reports, Pangilinan has disclosed that he is planning to run for the Senate in next year’s elections.
President Aquino appointed former senator Pangilinan as presidential assistant for food security in May 2014 to oversee the National Food Authority, National Irrigation Authority, Philippine Coconut Authority, and Fertilizer and Pesticide Authority.
Last February, Pangilinan said the coconut scale insect infestation, also known as cocolisap, has been brought down to manageable levels. PND (ag)

President Aquino nominates Alicia Bala as new Civil Service Commission Chief
President Benigno S. Aquino III has nominated Alicia dela Rosa-Bala as Chairperson of the Civil Service Commission for a term that expires on February 2, 2022, replacing Francisco Duque III.The nomination has been forwarded to the Commission on Appointments, Communication Secretary Herminio Coloma, Jr. said in a statement issued on Tuesday.
Bala recently completed her duty as Deputy Secretary General of the Association of Southeast Asian Nations (ASEAN) Secretariat in Jakarta, Indonesia.
She served as Undersecretary at the Department of Social Welfare and Development until 2005, and as a Career Executive Service Officer (CESO) since 1999.
Bala holds a Bachelor’s degree in Social Work from the Centro Escolar University, and a Master’s degree in Social Work from the University of the Philippines. PND (ag)

President Aquino willing to talk to retired generals against Bangsamoro Basic Law
President Benigno S. Aquino III has expressed his willingness to sit down with retired generals who signed an open letter published in a newspaper, opposing the passage of the Bangsamoro Basic Law (BBL).

In an interview with reporters in Iloilo City on Monday, President Aquino lamented the move of the retired officers from the military, police, Bureau of Fire Protection, and other uniformed services, saying they should have discussed with him their concerns on the BBL.

"Nagulat ako doon sa nakita kong advertisement kanina. Ngayon... sana magkaroon ng pagkakataon na makausap ko itong mga nakapirma," he said.

"Una, tatanungin ko kung talaga bang pumirma kayo dito? Pangalawa, saan ba kayo tutol dito? Nabasa ba niyo talaga ‘yung panukalang batas? Nakinig lang ba kayo sa mga so-called ‘experts’? Ano kaya (ang) agenda ‘nung ‘experts’ na ‘yon? ‘Yung talagang open na discussion," he added.

The President said he was surprised to see the manifesto signed by people whom he has known since the EDSA revolution, and former members of the Cabinet’s security cluster.

"Bakit hindi nila ako kinausap? Hindi ba ako worthwhile kausapin? Basta sa akin bukas ako sa kanila, sana sila bukas rin sa akin," he said.

The Chief Executive questioned why the retired generals did not dare to participate in various dialogues on the measure to address their concerns or come up with alternatives for the Bangsamoro peace process.

The retired generals believe that the BBL violates the Constitution.

"Lahat tayo dapat nakilahok dito sa dayalogong ito, dapat mature na tayo. Iyong, this is not a good step, there has to be a better step. This is the better step. Baka somebody can even say, ‘This is the best step.’ Kung mas maganda ‘yung mungkahi nila, bakit hindi susuportahan? Pero ‘yung tuligsa ka lang nang tuligsa, maliban sa naglabas ka ng hangin, ano bang napala noon?" he said. PND (jb)

President Benigno S. Aquino III received Conair Corporation Chairman Leandro Rizzuto during a courtesy call in Malacañang Palace on Tuesday.

Rizzuto was accompanied by Conair's international marketing specialist Hanz Gulrajani, and managing director Anthony Leung.

Also present during the courtesy call were Finance Secretary Cesar Purisima, Trade Secretary Gregory Domingo, Science and Technology Secretary Mario Montejo, and Philippine Economic Zone Authority Director General Lilia de Lima.

Rizzuto's parents established Conair in 1959 from the basement of their Brooklyn home.

Leandro sold his Cadillac to raise start-up funds. Then called Continental Hair Products, the company manufactured hair rollers invented by his father and introduced the iconic pistol-shaped blow dryer in 1965. In 1976, the company changed its name to Conair.

President Aquino appoints new Labor Relations Commission officials
The Palace on Tuesday announced the appointment of top officials of the Fourth Division of the National Labor Relations Commission (NLRC) under the Department of Labor and Employment (DOLE).

President Benigno S. Aquino III appointed on September 11 Atty. Grace Venus and Atty. Bernardino Julve as NLRC's Presiding Commissioner and Commissioner, respectively.

Venus replaces Herminio Suelo while Julve replaces Angelo Palaña.

Venus holds a Bachelor of Laws degree from the San Beda College of Law. Prior to her appointment, she served as Labor Arbiter/Officer-in-Charge Director for Administration and Finance of the NLRC.

She was also Adjudicator/Legal Counsel of the Philippine Overseas Employment Administration (POEA) from 2003 to 2010.

Julve earned his Bachelor of Arts and Sciences degree, major in History from the University of San Carlos in Cebu, and his Bachelor of Laws degree from the University of the Philippines.

Before his appointment, he served as Labor Attaché at the DOLE with assignment at the Office of the POEA Administration as well as in Vancouver, Canada from 2008 to 2014.

Julve also worked as Officer-in-Charge, Legal Service and Special Assistant to the Secretary for Overseas Operation of the DOLE from 2007 to 2008. PND (as)

APEC Cebu Action Plan can address Philippines’ infrastructure needs, says Finance Secretary
(LAPU-LAPU CITY, Cebu) The Cebu Action Plan (CAP) can address the Philippines’ growing need for infrastructure development, which could then provide long-term solutions to issues in traffic management, flood control, and even the entry of foreign investments.

At the joint press conference of the Asia-Pacific Economic Cooperation’s (APEC) finance ministers’ meeting last week, Finance Secretary Cesar Purisima highlighted the importance of the action plan’s fourth pillar -- the acceleration of infrastructure development and financing -- in helping the country improve its infrastructure.

One of this pillar’s main agenda is to maximize the role of the Public-Private Partnership (PPP) through the PPP Center, which serves as the central coordinating and monitoring agency for all PPP projects in the Philippines.

Secretary Purisima noted that this has been established with the help of APEC member Australia and the Asian Development Bank (ADB).

“It is this nature of cooperation that I think will make into reality the fourth pillar, which is increasing financing available for infrastructure. The hope is that participation in PPPs can be much easier for companies in the APEC region,” he added.

Notably, some of the projects under the PPP are major road construction and port rehabilitation that can address the country’s traffic management issue.

According to the PPP Center, its pipeline of projects include the Daang Hari-SLEX Link Road, NAIA Expressway Project, Automatic Fare Collection System, Mactan-Cebu International Airport Passenger Terminal Building, Cavite-Laguna Expressway, Metro Manila Skyway Stage 3, and MRT Line 7.

The action plan indicates that “infrastructure development is a key priority of this (Aquino) administration”, and that the Philippines “has also made vital fiscal data public and has implemented reforms in the budget process” to accommodate the need for infrastructure development.

The Cebu Action Plan is a development roadmap for the Asia-Pacific region that was drafted by the Philippines with inputs from other APEC member economies, multilateral organizations, and the private sector through the APEC Business Advisory Council (ABAC). It was launched here last FridaY.

While a non-binding formation, APEC meetings are able to set domestic, regional, and industrial policies to achieve free and open trade and investment in the Asia Pacific.

The APEC's 21 member economies are Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia, Japan, South Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Russia, Singapore, Taiwan, Thailand, US, and Vietnam, and the Philippines. (acg)

Finance Secretary details how Cebu Action Plan facilitates APEC participation in public-private partnerships
(LAPU-LAPU CITY, Cebu) Finance Secretary Cesar Purisima has detailed how the Cebu Action Plan (CAP) makes it easier for companies in member economies of the Asia-Pacific Economic Cooperation (APEC) to participate in the country’s public-private partnership (PPP) projects.

At the joint press conference of the APEC finance ministers last week, Secretary Purisima said the action plan seeks to address the weaknesses of the program, and make the participation of APEC companies in PPPs “much easier”.

Using the CAP’s fourth pillar, the Philippines has made a “sound policy framework” with the inclusion of the Contingent Liability Fund in the annual General Appropriations Act (GAA) and its support for the enactment of the PPP Act or the amendments to the Build-Operate-Transfer Law.

The Contingent Liability Fund was created to handle the unexpected cost for the government that might arise from infrastructure projects under the PPP, while the Build-Operate-Transfer Law is a scheme wherein a private entity will finance, design, construct and operate a facility, and then transfer it to the government at the end of the concession period.

“By creating a framework, it (Cebu Action Plan) facilitates sharing of best practices across economies of APEC…as well as the harmonization of terms and contract provisions can be done so we can cut short the negotiation process for PPP,” Purisima said.

The easing of requirements and the process for PPP projects can also fuel investments in the country, as foreign firms have shown particular interest in investing in the Philippines, so long as it solves problems in its infrastructure.

Even the government admitted that the Philippines is losing billions of pesos every day from lost productivity because of traffic jams, particularly in Metro Manila.

For its part, the Department of Foreign Affairs (DFA) said the APEC has placed particular importance on the quality of infrastructure for the growth of the region.

"The APEC recognizes the importance of quality infrastructure in economic growth of the Asia Pacific, not only in physically connecting the region but also in ensuring the efficient movement of goods, services, and people between and within borders," the DFA said in a statement.

"Quality infrastructure directly supports efficient transportation and telecommunication services, air and sea ports, customs procedures, energy distribution, farm-to-fork logistics, among others," it added.

Producers, such as farmers, are normally referred to as “farm”, while consumers are the “fork” in the supply chain.

The Cebu Action Plan is a development roadmap for the Asia-Pacific region that was drafted by the Philippines with inputs from other APEC member economies, multilateral organizations, and the private sector through the APEC Business Advisory Council (ABAC). It was launched here last Friday.

While a non-binding formation, APEC meetings are able to set domestic, regional, and industrial policies to achieve free and open trade and investment in the Asia Pacific.

The APEC's 21 member economies are Australia, Brunei, Canada, Chile, China, Hong Kong, Indonesia, Japan, South Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Russia, Singapore, Taiwan, Thailand, US, Vietnam, and the Philippines. (acg)

Palace assures continuity of food security program despite resignation of Secretary Pangilinan
Malacañang on Tuesday assured the continuity of the government’s food security program despite the resignation of Presidential Assistant for Food Security and Agricultural Modernization, Secretary Francis Pangilinan.

“Merong Cabinet committee na nagsasagawa ng action planning hinggil diyan. Ito ang Food Security Council, ito ay sa pangunguna ni (Economic Planning) Secretary Arsenio Balisacan,” Communication Secretary Herminio Coloma, Jr. said during a media briefing, when asked how Secretary Pangilinan’s resignation would affect the food security program as the threat of El Niño looms.

“Mayroong pangalawang meeting bukas (Wednesday) sa NEDA (National Economic and Development Authority) para bigyan pa ng sustansiya ang mga nailatag na mga action plans. Kaya tuluy-tuloy lang doon sa action planning at 'yung pagresponde sa sitwasyon ng El Niño,” he added.

Balisacan is NEDA’s director general.

Coloma further said that other government programs will not be affected once other public officials resign to run in next year’s elections.

“Kung meron mang magbibitiw, tinitiyak ang continuity at ‘yung pagtutok sa mga mahahalagang suliranin, lalung-lalo na doon sa napipintong El Niño,” he said.

“Walang epekto ang mga kaganapang ito dahil pinaghahandaan naman at puspusan pa rin ang pagtatrabaho ng buong pamahalaan,” he added.

The country is facing a severe spell of El Niño until the first quarter of next year.

Pangilinan has tendered his resignation, effective September 30. According to reports, he has disclosed that he is planning to run for the Senate in next year’s elections. PND (ag)



President Aquino inaugurates world-class Iloilo Convention Center
(ILOILO CITY, Iloilo) President Benigno S. Aquino III on Monday inaugurated a state-of-the-art convention center at the Iloilo Business Park in Manduriao District here.Built on a 1.7-hectare land donated by Megaworld Corporation, the P700-million Iloilo Convention Center (ICC) is envisioned to be an iconic landmark in the Western Visayas region, with its design inspired by the province’s Dinagyang and Paraw festivals.
Earlier, President Aquino also led the launch of the Iloilo Business Park and the opening of the 12-storey Richmonde Hotel, located in front of the convention center.
“Ito nga pong mga proyektong ito ang magsisilbing lunsaran sa lalong pag-unlad ng Iloilo bilang sentro ng komersiyo at turismo sa Western Visayas. Ang benepisyong hatid nito: Mas malawak na oportunidad para sa marami nating kababayan. Kitang-kita nga po ang napakalaking transpormasyon ng Iloilo: mula sa matamlay na probinsiya noon, talaga naman pong umaarangkada na ito sa pag-asenso at handa nang makipagsabayan sa iba pang mauunlad na lalawigan gaya ng Cebu,” the President said in a speech he delivered after touring the convention center with Senate President Franklin Drilon, Iloilo City Representative Jerry Trenas, Iloilo Governor Arthur Defensor, Sr., Iloilo City Mayor Jed Patrick Mabilog, and Megaworld Corporation Chairman and Chief Executive Officer Andrew Tan.
“Narito nga po tayo sa estrukturang patunay sa positibong bunga ng matuwid na pamamahala—ang Iloilo Convention Center. Tunay po itong maipagmamalaki ng mga Ilonggo. Bukod sa disenyo nitong hango sa inyong Dinagyang at Paraw Festival, kahanga-hanga din ang world-class nitong kalidad. Kaya naman doble ang ating pagsisikap upang di-magtagal, ay makilala at maipagmalaki din ito sa buong Pilipinas,” he said.
The President credited Senator Drilon for being the driving force behind the convention center and other infrastructure projects in the province.
“Isa lang po ang convention center na ito sa mga makabuluhang proyekto ng ating butihing Manong Frank. Nariyan din ang dinadayo ninyong Iloilo River Esplanade, ang na-groundbreak na nating Stage 2 ng Jalaur River Multi-Purpose Project, pati na ang marami pang kalsada, tulay, imprastrukturang sinikap niyang mapondohan at isakatuparan, kasama na po ‘yung mga tirahan ng ating mga informal settlers. Tunay po: Sa legasiyang iiwan niya sa Iloilo, makikita ang pagkakaiba ng Daang Matuwid sa Daang Baluktot,” he said.

The ICC, which was designed by Architect William Coscuella and Associates, has seven function rooms and can accommodate some 3,700 people. It is managed by the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), a corporate body attached to the Department of Tourism.
The center, which is eyed as a new site for local and international-level MICE (Meetings, Incentive Travel, Conventions and Exhibits/Events), will host some of the side meetings of the Asia-Pacific Economic Conference (APEC) starting on September 21 until October 6.
“Kongkretong halimbawa po itong Iloilo Convention Center na sa Daang Matuwid, ang pera ng bayan, napupunta sa taumbayan lamang. Ang halaga ng proyektong ito: P713.31 million. Layunin nitong maging sentro ng mga kumperensiya at pagtitipon, di lang sa inyong lungsod, lalawigan, at rehiyon, kundi maging sa mga karatig na rehiyon,” said the President.
“Ito nga po ang haligi ng ating estratehiyang pang-imprastruktura sa mga lalawigan gaya ng Iloilo. Sa pamamagitan ng mas maayos na mga daan at world-class na mga estruktura, mas marami ring turista ang mawiwiling bumisita dito. Ito namang pag-unlad ng turismo, direktang nakakalikha ng trabaho. At sa pagkakaroon ng higit na kakayahang paunlarin ang sarili, nakikiambag din ang mga mamamayan sa pag-unlad ng ekonomiya at ng lipunan. Siklo po ito ng pagbibigay-lakas sa bansa, sa komunidad, at sa ating mga Boss—ang taumbayan.”
President Aquino attributed the country’s transformation in the past five years to the people’s unity.
“Noong 2010, pinili natin ang tuwid, ang tapat, at makatwirang pamamahala. Klaro po na itong nakamit nating positibong pagbabago, kayo ang gumawa at ang patuloy na gumagawa,” he said.
“Sa nalalabing panahon ng ating panunungkulan, patuloy po nating isinasagad ang lahat ng ating makakaya upang maibsan ang pagdurusa ng kapwa, at mas mapabilis ang benepisyo para sa sambayanan. Bawat kalsada’t tulay na ating ipinapagawa, bawat negosyong nagbubukas at pinapalawak, bawat gusaling ating ipinapatayo, nais nating magdulot ng pangmatagalang ginhawa, sa mas nakakaraming Pilipino. Itinututok natin ang ating mga programa, hindi sa dikta ng politika o kursonada, kundi kung saan ito talagang kailangan,” the President said.
“Ang hamon at panawagan ko sa bawat isa: Ngayon at sa mga susunod na taon, sama-sama nating ipagpatuloy at payabungin pa ang mga ipinunla nating reporma; at taas-noo nating ipamana ito sa susunod na salinlahi,” he said.
The Iloilo Business Park is a 72-hectare integrated urban township, which is poised to be the biggest business and tourism hub in Western Visayas, with a P35-billion project investment over 10 years. Once completed, it will generate at least 40,000 jobs in the information technology – business process outsourcing (IT-BPO) sector in the region.

President Aquino to meet with Trade Secretary Domingo this week
(ILOILO CITY, Iloilo) President Benigno S. Aquino III on Monday said he is set to meet with Trade Secretary Gregory Domingo this week to discuss the latter’s resignation.

“Actually, matagal na nagsabi si Secretary Domingo na gustong bumalik sa pribadong sektor. Ang latest ay mag-uusap kami sometime this week. Nag-submit na siya ng resignation pero 'yung date ng effectivity ay hindi pa tiyak,” the President told reporters in an interview here.

President Aquino said that Domingo might leave after the Asia-Pacific Economic Cooperation (APEC) Summit.

“Baka tatapusin muna 'yung APEC, baka hanggang katapusan ng taon. Pero, again, mag-uusap kami this week. Nagtanong ako sa kanya (ng) rekomendasyon niya kung sino ang ipahahalili sa kanya,” he said.

The Chief Executive expressed his appreciation for Domingo’s efforts as Department of Trade and Industry (DTI) chief, including the country’s hosting of the APEC Summit in November.

“We would like to thank Secretary Domingo for all of the work that he has done on behalf of the country. Iyong direct investments na 600-fold or 600 percent ang nilaki—sixfold, rather, ang nilaki; itong paho-host natin ng APEC and so many other things that have happened under his watch in DTI,” said the President.

“Ngayon, lahat itong mga ito, alam naman ninyo, matindi ang sakripisyo nang pumasok sa public service at matagal ko na rin na ina-announce sa inyo na mayroong tatakbo, meron namang pagod na rin na gustong bumalik sa pribadong sektor. Ang dulo nito nagpapasalamat ako kay Secretary Domingo na 'yung kanyang pagpapaalam na-extend nang na-extend at lalo na dahil mag-ho-host nga tayo ng APEC,” President Aquino said.

“So, wala pa kaming pinagkasaraduhang kung anong petsa pero 'yung inaasahan ko sa kanya na talagang hindi niya tayo iiwan ... na ‘yung matindi pa ang pangangailangan sa serbisyo niya,” he added. PND (jm)

Asia, Ph continue to be driver of global growth - IMF
LAPU-LAPU CITY, Cebu - Asia, including the Philippines, would continue to be the driver of global growth, consistent with past International Monetary Fund (IMF) projections for a region of largely emerging economies.

“This region has the strength in terms of the interconnectedness,” IMF Deputy Managing Director Mitsuhiro Furusawa said in a press briefing on the sidelines of an Asia-Pacific Economic Cooperation (APEC) event held here.

The IMF recently said it sees downside risk to its most recent global growth projections, made in July. Revisions will be announced next month, Furusawa disclosed.

In the case of the Philippines, one of the world’s fastest-growing economies at a rate the IMF currently expects to be more than 6 percent this year, Furusawa and his colleague IMF director Odd Per Brekk both said growth prospects remain robust.

Meanwhile, Brekk noted that long-term prospects for growth in global economies are worsening, Still, conditions in advanced economies, at least, are favorable for a near-term pickup.

“The longer-term prospects in both advanced economies and emerging markets are more subdued than they were a couple years ago,” said Brekk.

He explained that in advanced economies, that reflects a combination of lower investment, unfavorable demographics and lower productivity growth. On the other hand, emerging markets face some of those factors in addition to the economic slowdown in China, for many a key export market, as well as an “adjustment going on in credit of the investment pools” and lower commodity prices.

Still, in the short term, Brekk said IMF sees a “slow pickup taking hold” in advanced economies due to easy financial conditions, less fiscal drag and lower energy prices.

The IMF officials pointed to healthy “fiscal and monetary space,” with a current account surplus and a reasonable level of foreign exchange reserves.

“In general we think it’s quite well-placed to manage the spillovers from global developments,” he said.

Promoting women’s economic participation in PH and APEC
IN recent decades, there has been an economic transformation in many countries, particularly in the Asia-Pacific region, that has lifted hundreds of millions of people out of poverty. But it has not reached all people and more often than not, it is women who are left behind, all to our great disadvantage.

The International Labor Organization's estimate that the Asia-Pacific region alone loses around $47 billion (roughly P2.19 trillion) a year because of limited female access to jobs and more than $16 billion (around P748.8 billion) a year due to poor female education is a stark reminder of what we all lose when inequities persist.

However, momentum has been building around the world for women’s economic empowerment. People have learned that the blueprint of successful economy, with a thriving private sector, in which women are equal participants, gives countries the best chance of increasing living standards. The link between women’s empowerment and prosperity is now well understood and starkly evaluated.

Still, promoting gender equality and advancing the status of all women and girls around the world, including those living in the Asia-Pacific region, remained the biggest challenge at the present time.

Responding to this challenge is a priority for the Philippine government both in its domestic policies and its international advocacy and development programs.

In fact, the Philippines is Asia’s best performing country in closing the gender gap. It is the only country in Asia-Pacific that has fully closed gender disparity in education and health, according to the Global Gender Gap 2014 report of the World Economy Forum (WEF), released on October 29, 2014. At 9th place out of 142 surveyed countries, the Philippines was placed best in Southeast Asia.

The report measured gender inequality in four areas – Economic Participation and Opportunity, Educational Attainment, Political Empowerment, and Health and Survival. The Philippines was second on the ability of women to rise to positions of leadership and enterprise, and has the highest percentage of firms with female participation in the ownership.

Domestically, the Philippines has made headway through legislative, regulatory and socio-cultural support for women’s economic participation.

However, the pursuit of women’s full participation in economic life requires much more than projects in the Philippine government's broad agenda. As momentum gathers globally for women’s economic empowerment, this is also a critical juncture for the Asia-Pacific Economic Cooperation (APEC) to place women’s economic participation centrally in its agenda.

Increasing women’s economic opportunities in the APEC region is grounded on the fact that women comprise half of the human resources of many economies and evidences show that economies do better when women are harnessed; it is a moral imperative and is a matter of fairness and equity; and women have the right to economic development.

The strong public-private partnership that characterizes its work, places APEC uniquely to promote women’s economic empowerment.

To increase women’s economic opportunities, the constraints and bottlenecks in their participation must be addressed by the national economies and in view of the trade liberalization regime, the common challenges must be addressed at the APEC level.

Women of APEC economies have the possibility of expanding women’s economic opportunities through practical measures. This include empowering women by globalizing their outlook; organizing women entrepreneurs in the formal and informal sectors, technical and vocational education, leadership and political representation, more attention to micro-entrepreneurs in the informal economy in order to scale up their enterprises; enhancing women’s enterprise competitiveness through innovation and capacity development in entrepreneurship; ensuring enterprise resilience and reducing vulnerability.

The previous year, China, as APEC host country, submitted a Tasking Statement which indicates the various work streams, actions required, responsible parties and time lines. In the field of Sustainable Growth with Equity, two specific areas of concern identified were women and SMEs. As indicated in the statement, actions required include 1.) Expanding women’s participation in the economy by creating an enabling environment through the development of gender-related structural reform measures, improving ICT training support, equal access to quality education and employment opportunities, and greater access to the market; and 2.) Prioritizing integration of gender considerations across APEC activities, acknowledging the cross cutting nature of women’s participation in the economy, including greater private sector engagement.

This week, from September 16 to 18, Manila will play host to the APEC Policy Partnership on Women and the Economy (PPWE) Management Council Meeting and the APEC High Level Policy Dialogue on Women and the Economy.

These meetings aim to come out with policy recommendations and strategies that would not only serve APEC 2015 purposes but could be used as inputs to the Philippine government’s future development planning, strategizing, and visioning exercises in a post-2015 scenario.

Through the APEC platforms, governments, private sectors and all stakeholders must work together to enhance the lives of girls and women, to increase their participation in economic and political fields to achieve gender equality and to eliminate any form of discrimination against women and girls,

APEC hopes to ensure that its public-private dialogues translate into tangible activity that makes a profound and enduring difference in the lives of our women and the health of our economies.

But despite the Philippines' and APEC's strong commitment and the commitment of every world government to address women’s issues around the world, it is still the women in every country who have to stand up, to raise their voices and to fight for their basic human rights.



President Aquino visits IloIlo City on Monday
President Aquino embarks on another provincial trip to begin his activities this week with a visit to Iloilo City on Monday to grace the inauguration of new establishments there.

The President will lead the ceremonial launch of Megaworld Corporation’s Iloilo Business Park, as well as the inauguration of Richmonde Hotel and the Iloilo Convention Center (ICC), an official media advisory stated.

The Iloilo Business Park is a 72-hectare township envisioned by Megaworld to be ‘the next central business district’ in Iloilo City with the 12-storey Richmonde Hotel and ICC serving as its initial developments.

The company has invested a total of P35-billion for the development of the entire complex over the next 10 years, according to their official website.

President Aquino will open the highly-anticipated ICC, which is going to be used as one of the venues for some high-level ministerial meetings of the APEC (Asia Pacific Economic Cooperation) Summit.

The ICC is a state-of-the-art convention facility that sits on a 1.7-hectare lot in Iloilo Business Park, Mandurriao, Iloilo City. Its construction began in 2013 with an estimated total project cost of P740-million.

It is two stories high with a floor area of 11,832 square meters that can accommodate over 3,000 guests. Renowned architect William Coscoluella designed the project inspired by Iloilo’s Dinagyang and Paraw festivals. PND (hdc)

Palace reiterates appeal for public cooperation in solving traffic
Malacañang reiterated Sunday its appeal for public cooperation now that we are entering the second week of implementing new mechanisms to resolve traffic congestion in Metro Manila, especially along EDSA.

In an interview over Radyo ng Bayan, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. asked the public to obey traffic rules as enforced by all government agencies concerned.

“Sana po ay makiisa tayo sa mga traffic enforcers ng HPG (Highway Patrol Group), MMDA (Metro Manila Development Authority), LTO (Land Transportation Office), at LTFRB (Land Transportation Franchising and Regulatory Board) sa kanilang pagpapatupad ng batas trapiko,” he said.

During her morning weekend briefing, Saturday, Deputy Presidential Spokesperson Abigail Valte announced new resolutions the MMDA has come up with to further ease traffic in the metropolis.

The MMDA issued a memorandum circular that said provincial buses are no longer allowed to ply underpasses along EDSA and will be confined in the yellow lane effectively immediately.

It has also imposed a ban on trucks beginning September 15 from 6:00 a.m. to 10:00 a.m. and 5:00 p.m. to 10:00 p.m. everyday except Sundays and holidays.

“Mayroon naman itong exemption katulad ng northern truck route where allowable period will still be 24 hours subject to several prohibited dates," Valte added.

The ban covers all trucks and heavy vehicles, regardless of weight, and shall be strictly observed on EDSA and the business districts of Ortigas, Makati, and Bonifacio Global City.

Cargo trucks loaded with perishable goods and agricultural products, however, are exempted from this resolution per MMDA Resolution No. 08-08 series of 2008.

A fine of P2,000 will be dealt against truck drivers who fail to observe the new resolution and those who will be caught violating the same three times shall be recommended by MMDA for a one-year suspension. PND (hdc)

Government supports Bishop' call to prove Lumad killings
Malacañang shares the concern of the Catholic Bishops Conference of the Philippines (CBCP) over the killing of three Lumad leaders by alleged paramilitary forces in Lianga, Surigao del Sur.

Speaking over Radyo ng Bayan, Sunday, Communications Secretary Herminio Coloma, Jr. said the Department of Justice (DOJ) is willing to investigate the incident as urged by the CBCP and other groups.

“We note the statement of the CBCP on the killing of Lumads. According to Justice Secretary (Leila) de Lima, the DOJ (Department of Justice) supports the call for an inter-agency probe of the incident,” he said.

“Government continues to ensure the safety of all citizens and that peace and order is maintained,” the Palace official added.

In calling for a probe on the matter, the CBCP in its statement said it is “profoundly disturbed” by accounts that some authorities are “quick to exonerate” the militia group suspected to be behind the killings.

According to reports, Surigao del Sur Governor Johnny Pimentel earlier called on the Armed Forces of the Philippines to disband the paramilitary group Bagani Forces, which is allegedly responsible for the murders.

During an Inquirer multimedia forum last week, President Benigno S. Aquino III stated that "serving the people does not entail killing any of our citizens."

“There is no campaign to kill anybody in this country. There is a campaign to go after everybody who commits crimes regardless of who they are,” President Aquino said.

“I think we have an adequate track record to show you the successes of people who have long been wanted that have already been apprehended and the process still continues,” he added. PND (hdc)

Palace official bares MMDA measures to ease traffic
The Metro Manila Development Authority has come up with resolutions to solve the traffic woes of commuters and motorists in the metropolis, a Palace official said on Saturday.Deputy Presidential Spokesperson Abigail Valte said some of the measures to be implemented this month by the MMDA concerns restrictions of provincial buses and a truck ban.
"Provincial buses will no longer be allowed doon sa mga underpasses sa EDSA, so i-ko-confine na lang po sila doon sa mga yellow lane. This will take effect immediately," said Valte during an interview with DZRB.
"Tungkol naman po doon sa truck ban that will be effective on September 15, 2015. The truck ban hour shall be from 6:00 a.m. to 10:00 a.m. and at 5:00 p.m. to 10:00 p.m. everyday except Sundays and holidays. Mayroon naman itong exemption katulad ng ang northern truck route where allowable period will still be 24 hours subject to several prohibited dates," Valte added.
"Tinutulungan din po lang natin ang MMDA na ipalabas itong impormasyon para mas madali itong ma-implement naman," she further said.

No Filipino involved in Mecca Grand Mosque tragedy—Palace
No Filipino Muslim has so far been reported injured or killed in a tragic crane accident Friday at the Mecca Grand Mosque in Saudi Arabia ahead of the annual Hajj, Malacañang said Saturday.

The Department of Foreign Affairs’ Philippine Consulate General in Jeddah confirmed this report, Deputy Presidential Spokesperson Abigail Valte told reporters over the state-run Radyo ng Bayan.

“As of today, wala naman pong report so far tungkol sa mga Pilipinong nadamay o nasaktan doon sa naging aksidente sa Mecca,” Valte said, hoping that this situation remains unchanged.

Valte, nevertheless, said our Consulate General would keep an eye out for Filipinos who might be caught up in the mishap eventually to provide them necessary assistance.

Malacañang also extended its condolences to the families of those who perished in the disaster, which already reached 107, according to reports, on top of the 238 who sustained injuries.

“Patuloy ho ang pagbabantay ng ating Consulate General doon para kung sakaling (may nadamay nga), huwag naman po sana, at nakikiramay din po tayo doon sa mga pamilya ng nadamay doon sa naging aksidente roon,” Valte said.

Authorities in Saudi Arabia blamed tempestuous winds and heavy rains for the crane’s collapse, which tore the mosque’s ceiling, crushing several worshippers in the process.

PHL Embassy in Japan to continue providing assistance to flood-stricken Filipinos
The Philippine Embassy in Tokyo will continue rendering assistance to flood-stricken Filipinos in communities affected by devastating floods that hit eastern Japan earlier this week until they get back on their feet.

Deputy Presidential Spokesperson Abigail Valte also noted that 15 Filipinos who asked to be evacuated were already under the care of the Philippine Embassy, as reported by Ambassador Manuel Lopez.

“Our assistance is continually provided to them until such time na makabalik po sila at mag-normalize ang sitwasyon doon sa kanilang mga komunidad,” Valte told Radyo ng Bayan, Saturday.

Thousands of people fled their homes in the town of Joso, which is about 60 kilometers outside of Tokyo, after torrential rains brought by Typhoon Etau caused the Kinugawa River to overflow inundating the entire community.

Three people were confirmed killed in the disaster, according to reports, while 15 others remained missing.

Trade and Industry Secretary Domingo resigns, Palace confirms
Department of Trade and Industry (DTI) Secretary Gregory Domingo has quit the Cabinet, Malacañang confirmed, but President Benigno S. Aquino III is yet to respond on the matter.

Communications Secretary Herminio Coloma, Jr. relayed the information to Palace reporters Saturday afternoon upon verifying it with Executive Secretary Paquito Ochoa, Jr.

“According to Executive Secretary Paquito N. Ochoa, Jr., Secretary Gregory Domingo has submitted his resignation to President Aquino and that this is under consideration. Secretary Ochoa is awaiting word from the President regarding this matter,” Coloma said in his note.

A news report quoting unnamed sources published by the Philippine Star, Saturday morning, said Domingo has been feeling “burned out” so he decided to tender his resignation as DTI chief effective next month.

When asked about this during her regular weekend morning briefing over Radyo ng Bayan, Deputy Presidential Abigail Valte said she was unaware of this development.

She, however, shared concerns over the possibility of losing Domingo at this point in the administration since he plays an essential role in the country’s hosting of the upcoming APEC Leaders’ Summit.

“Malaki talaga ang papel ng DTI pagdating doon sa mga substantive (development) doon sa meetings,” she said.

At APEC meetings, Philippines shows why open data matters
LAPU-LAPU CITY, Cebu - In recent years, momentum has grown for open government data -- the global movement to facilitate transparency, accountability, and public participation by making government information available to the public.

This, advocates contend, allows citizens to hold their government accountable for the people’s money it spends and the deals it negotiates. Naturally, governments have resisted, refusing to embrace this culture.

This is not the case with the Philippines.

On January 2014, a website that consolidates data from different Philippine government agencies and makes them available in formats meant for easy downloading and use was launched by the Aquino administration.

Dubbed the Open Data Philippines initiative, the site aims to "institutionalize open, transparent, accountable, and participatory governance" by digitizing hard copies of agency data into computer-readable formats. These files are shareable, and certain portions of the site itself have widgets that share the entire site on Facebook, Twitter, and other social media networks.

At its hosting of the Asia Pacific Economic Conference (APEC), he Philippine government, through the Department of Finance (DOF), pushed the practice of open data to new heights. Throughout the year-long meetings under the APEC Finance Ministers’ Process (FMP), the idea of open data among member economies has been continually discussed.

Open Data in APEC
Last Friday, the Open Data Philippines Task Force published the Reference of Open Data and Fiscal Transparency Practices in the Asia Pacific, a compilation of open data programs among APEC member economies.

APEC member economies that have submitted entries to the Reference include Australia, Brunei, Canada, Hong Kong, Indonesia, Japan, Mexico, New Zealand, the Philippines, Russia, Singapore, South Korea, Taiwan, Thailand, and the United States. Entries include online resources, milestones or key accomplishments, key challenges, lessons learned, recommendations, and relevant contact information.

Furthermore, the Reference also contains entries of global platforms whose work revolves around open governance, open data, and fiscal transparency. These include the Open Government Partnership (OGP), Global Initiative on Fiscal Transparency (GIFT), Open Contracting Partnership, and Extractive Industries Transparency Initiative (EITI).

Lastly, the document offers online references that could be of use to aspiring and current open data practitioners, such as links to APEC member economies’ open government data portals, reports and case studies, tools, organizations, and many others.

It is envisioned that this Reference will be updated over time to accommodate updates and new entries and facilitate bilateral or multilateral engagements among members to share and learn from each other’s experiences.

As discussed throughout the numerous APEC FMP meetings, APEC member-economies will benefit in the sharing of domestic open data practices.

Open data cam help build long-term trust
The Philippine government has stressed that at a time when governments face a crisis of confidence in public and private governance, open data can help build long-term trust.

Also, now more than ever, the Asia-Pacific region needs this innovation because of the unprecedented challenges it faces: an increasing population with very different demographics in different regions, environmental security, economic stability, growth, and more.

Open data is seen as a crucial part in responding to these challenges.

Quite simply, it has been stressed, open data is an enabler of freedom -- freedom to trade, learn, be secure, and to the well-being of individuals, organizations, and countries.

It has also been pointed out that open data can strengthen democratic institutions -- from government expenditures, contracts, and salaries of its officials. PND (acg)

IMF to PH: Get more people to pay taxes while lowering income tax rate
CEBU CITY, Cebu - As the Philippine Congress seeks to finalize a comprehensive tax reform law, the International Monetary Fund (IMF) has proposed that the country get more people to pay taxes while it lowers its income tax rate.

Doing so would safeguard the country’s revenue stream, said IMF Resident Representative to the Philippines Shanaka Jayanath Peiris during a press briefing at the sidelines of the Asia-Pacific Economic Cooperation (APEC) meetings.

"A comprehensive approach would seem the best way to go and we would support very much a comprehensive reform…But the question is in the details because we want it to be at least revenue-enhancing," Peiris said.

"There are lots of exemptions and the rates are quite high so we could have much more broadening of the tax base while lowering the rates because otherwise you are taking a big risk with the revenue," he warned.

He said the Philippines must make the tax system more efficient by improving tax collections.

"The tax-to-GDP (tax collections) in the Philippine is relatively low so (the government should look at) how to have a tax reform raising the revenues but also making the system more efficient because rates are quite high but collections are quite low," Peiris said.

PH improves tax collection efforts
According to Department of Finance data, as of June 2015, the Philippines’ tax effort when measured against Gross Domestic Product increased from 13.69 percent during the same period last year to 14.09 percent this year.

The revenue to GDP ratio, on the other hand, also improved from 15.51 percent in June 2014 to 17.13 percent this year.

In tax collection, the Philippine government was able to collect P1.264-trillion in revenues from January to July, 15 percent higher than the P1.1-trillion tax collection during the same period last year.

Nevertheless, collections were two percent short of the government's P1.293-trillion goal for this year.

Peiris said the issue on revenue reform can be linked to the ongoing APEC meetings for the Cebu Action Plan.

This 20-year roadmap focuses on four pillars: financial integrations; fiscal transparency and policy reform; financial resiliency; and infrastructure development and financing.

APEC meet on raising public investment
One of the main topics during the financial meeting, he said, is how to raise public investment.

Peiris said that "very low" tax collections means limited public investment.

Under the Cebu Action Plan to raise infrastructure spending, the financial ministers have seen the importance of revenues and environment tax rates in public investment and infrastructure.

For a country to have financial resiliency, economies should have a good revenue base, they said.

"There are two pillars [linked to revenue reform]. One is advancing fiscal transparency and reform, [the other is] financial resiliency. You want to have a good revenue base so that you are resilient to economic shocks," said the IMF official. (acg)

APEC hopes Cebu Action Plan as inspiring as Bogor Goals
MACTAN, Cebu - Finance Ministers of the Asia-Pacific Economic Cooperation (APEC) have one fervent wish for the Cebu Action Plan (CAP): that it may end up like the Bogor Goals of 1994.

"It is our hope," said Finance Secretary Cesar V. Purisima, "that the Cebu Action Plan is going to be referred to again and again in a similar way to how the trade ministers continually refer to the Bogor Goals of 1994 in order to gauge progress in their discussions."

Adopted by APEC leaders during a meeting in 1994 in Bogor, Indonesia, Bogor Goals aim for free and open trade and investment in the Asia-Pacific by 2010 for industrialized economies and by 2020 for developing economies. APEC members agreed to pursue this goal by further reducing barriers to trade and investment and by promoting the free flow of goods, services and capital. These targets are an ambitious manifestation of APEC's common belief that free and open trade and investment are essential to realize the growth potential of the region and enhance economic and social outcomes for all APEC economies.

The Cebu Action Plan, on the other hand, was launched last Friday here with the goal of building an APEC community that is more financially integrated, transparent, resilient, and connected. It seeks to promote policies, rules and practices across APEC economies to support strong, sustainable, inclusive, and balanced growth throughout the region

The Roadmap consists of four pillars: Promoting Financial Integration; Advancing Fiscal Reforms and Transparency; Enhancing Financial Resiliency; and Accelerating Infrastructure Development and Financing.

"This is a result of intensive involvement of every stakeholder from member economies to the international financial institutions and private sector leaders we engaged from Clark to Cebu," said Secretary Purisima in a joint press conference.

He said APEC Finance Ministers offered flexibility in the framework to make sure it can accommodate changes, additions and give enough room for adjustment to the next hosts of the APEC Summit. Peru will be hosting in 2016 followed by Viet Nam in 2017.

According to Purisima, the idea is to make the Cebu Action Plan "a living document that allows it to grow as the members see fit."

"That is the key to making sure this framework will see its vision of free trade and free flow of investments in the region, good governance and sound fiscal position, deeper financial markets that allow for financial inclusion and resilience to global market volatility and natural disasters, as well as more financing for infrastructure," he pointed out. "I think in a sense making it more flexible allows it to address the needs of the region specially with the flexibility it will give to the next host."

Purisima further noted that one of the reasons why APEC engaged the private sector in the whole process of drafting the Cebu Action Plan is to make sure that member economies will be able to achieve its short term initiatives.

"A lot of reforms or proposals will require cooperation between the public and private sectors," he explained. "We heard a lot of feedback which I think we can bring to our respective countries so we can be more responsive to the needs of businesses and bring to life the various pillars of the Cebu Action Plan."

"This will be a work in progress," the finance secretary added. "This will be a journey. The important thing is we don't lose sight of vision and the benefits to us of achieving that vision."

On Saturday, Purisima said he is scheduled to meet with officials of Peru, the next APEC host, to turn over the framework agenda and "to make sure they will continue to give life to the Cebu Action Plan."

"We will work closely with our colleagues from Peru to ensure there is proper turnoever of the Cebu Action Plan," he disclosed.

So what is next for the Philippines after successfully overseeing the launching of the Cebu Action Plan?

"These four pillars apply to us also," said Purisima. "We would like to implement them on our own as it refers to domestic issues."

"We will also continue to work with our other colleagues so we can share our own best practices and we can learn from them their own best practices," he added. (acg)



APEC members must address inefficiency to ensure better investment climate
(LAPU-LAPU CITY, Cebu) APEC member economies must improve or reduce the efficiency gap in their budgeting process to be able to strengthen investments in their respective economies, an official from the International Monetary Fund said on Thursday.

Sanjeev Gupta, the Acting Director for the Fiscal Affairs Department of the IMF was among the participants in the fiscal reforms and transparency meeting here in Lapu-Lapu City on Thursday.

The discussions focused on two issues: ensuring transparency of budget operations of the governments and pushing for infrastructure developments by improving efficiency in public investments.

These two issues are interrelated, Gupta said adding the background of the discussions focused on the region's experiences with financial crisis in the past.

During those periods, a number of countries experienced unexpected increases in debt to GDP ratio, he said with debt increasing much larger than those countries anticipated.

This happens because governments did not fully report deficits arising from public private partnerships, (PPPs) and the operations of small and medium enterprises (SMEs) as well as building up some expenditure areas and the emergence of some large contingent liabilities.

As a response, Gupta said the IMF revived its code of fiscal transparency at the height of those developments and introduced a new instrument called Fiscal Transparency Evaluation.

"We have done 13 evaluations including three in APEC economies and the reports are published and are available in IMF's external website," he said.

There are five key lessons that came out of those evaluations so far, he noted.

One lesson is that countries often report much less of their fiscal operations of the public sector than they should. More than 20 percent of the spending has not been reported in many of the countries, Gupta said.

Second, there are major gaps in the balance sheets and that they don't fully report all the liabilities as well as the full extent of the research.

Another lesson is that countries make very optimistic fiscal forecast for the medium term, which means that their medium term budgeting is not very credible, Gupta explained.


"They are generally very optimistic about the evolution of spending, understating the spending plans going forward," he said.

There is also a large contingent liabilities such as those arising from PPPs, pensions and the guarantees that the government actually provides that are not reported in the accounts

And finally there is the issue of lack of transparency in some of the project operation systems that appear on public investment, he said.

These issues give rise to the efficiency of public investment processes. Gupta said that after analyzing the data of those countries, they found that roughly one third of the investment potential impact is being lost through inefficiencies.

"So in other words if you are spending a dollar you are losing roughly one third of that money through inefficient investment," he noted.

"If we were to strengthen the investment processes, then one can improve or reduce this efficiency gap that we've talked about," he said.

For this purpose, Gupta said they introduced a new tool called public investment assessment to help countries deal with the weaknesses in investment in infrastructure.

The IMF carried out assessment in about 40 countries on which 11 are APEC economies. In the case of APEC economies they lie between the advanced economies and emerging economies so their deficiencies are not as bad as those of emerging economies as a whole, according to Gupta.

But still there are some weaknesses, which can be dealt with and pertain mainly to one of the particular phases of investment, which is the planning stage.

Gupta added that strengthening some of the institutions that he mentioned can help APEC economies to achieve constructive pillar, which is contained in the Cebu Action Plan.

Financial expert expects APEC member economies to embrace Cebu Action Plan
(LAPU-LAPU CITY, Cebu) A financial expert on Thursday predicted that member economies of the Asia-Pacific Economic Cooperation (APEC) would adopt the Cebu Action Plan (CAP) because it will boost growth and improve efficiency in government spending.

As finance ministers and representatives of the private sector hammered the CAP for signing on Friday, issues on the readiness of APEC members to adopt short-term deliverables were raised.

Although the Cebu Action Plan is not mandatory, APEC members will implement it because it is good for them, said Sanjeev Gupta, Acting Director of the Fiscal Affairs Department of the International Monetary Fund (IMF).

Gupta said that in the current global environment, growth rates in the emerging markets are slowing down and world economy has not picked up after the financial crisis a few years ago.

"Clearly, it is in the interest of all the economies to implement these reforms because they would be good for growth, the reforms are good at generating more revenue, and improving the efficiency in spending," he said.

"And without any pressure, they would implement CAP because in the end, it would generate some positive outcomes."

The IMF official also noted that the action plan is a way of presenting a path for governments to pursue different policies, which would improve the efficiency of spending.

There were a number of ideas that were presented and discussed during Thursday’s meeting on the CAP, which will go a long way in meeting its intended goals, he said.

"For example, if one were to focus on the efficiency of public investment and you were to focus on strengthening some of the key weaknesses, which have been identified for some of the APEC economies, this would lead to an improvement of the efficiency of spending," he added.

The CAP, a development roadmap drafted by the Philippines, will be formally launched on Friday, following a series of meetings and workshops involving senior officials of finance ministries across the Asia-Pacific region.

Financial resilience needed to counter ill effects of climate change, says World Bank official
(LAPU-LAPU CITY, Cebu) Volatile weather patterns that have a devastating impact on Asia-Pacific economies will be the new norm and members of the Asia-Pacific Economic Cooperation (APEC) must build financial resilience as a countermeasure, a World Bank official said on Thursday.

World Bank Vice President and special envoy for climate change, Rachel Kyte, said APEC economies must build resilience the way they invest in infrastructure development and other projects to support growth and prosperity in the region.

Even with aggressive agreements to counter climate change, such as the recent initiative in France, economies need to invest in resilience in the years to come, Kyte said during a press conference here on Thursday.

To improve financial resilience, she said, APEC members should climate-proof their development spending using international development assistance.

"This means understanding risks from disasters, making sure that their development projects and infrastructure that can be built, can withstand a new normal of volatile weather," Kyte said.

She further pointed out that APEC economies must understand that in some cases, the cost of resilience is going to increase the cost of development.

Despite the cost however, there are benefits for APEC economies if they adopt such work plans, she said.

Kyte noted that scientific evidence shows that investinig in resilience is going to produce a good return of investment because simply building infrastructure based on old standards will prove to be ineffective in terms of jobs, economic growth and prosperity.

Investments from both the public and private sectors must pursue development spending, taking into account resilience, whether it be in agriculture, to ansport infrastructure.

"They need to better understand the risks from changing weather patterns and from climate change and disaster risks," she said.

Putting numbers in these issues, Kyte cited that in the past four decades, climate and weather-related disasters have increased nearly fivefold and economic losses have spiralled from about $150 billion in the 1970s to $850 billion in the last decade.

As the world advances, with more infrastructure being built and cities becoming more populous, communities become more vulnerable to increased climate-induced weather disasters, she said.

East Asia and the Pacific were hardest hit between 2000 and 2011. More than 1.6 billion people were affected by disasters and the region sustained $300 billion in losses, accounting for more than 61 percent of the world's total losses.

Kyte said they expect those numbers to continue to increase.

"It is important for us in the World Bank that we are here and the Philippines, as you know, has been at the forefront of experimentation in finding ways to build its own financial resilience, contingent credit facilities, and industry risk assessments," she said.

The World Bank has pioneered these initiatives in the country with the help of the Philippine government.

"We are now trying to look at building a much more robust, comprehensive financial resilience system that would offer insurance and risk transfer at the national government, local government unit and individual household level," she said.

Kyte said she is glad that in the Cebu Action Plan, the Philippine government has put the issue of resilience at the heart of the challenge that APEC economies face.

After three days of intense deliberations here, APEC finance ministers are slated to approve on Friday the Cebu Action Plan, which will become the region's future roadmap. PND (as)

President Aquino graces Pacific Economic Cooperation Council general meeting
President Benigno S. Aquino III on Friday welcomed the delegates attending the 23rd Pacific Economic Cooperation Council (PECC) general meeting, which the Philippines is hosting for the second time since 1999.Speaking before business, government and civil society leaders from the Asia-Pacific region, President Aquino underscored the role of the Filipino people in the country’s growing economy.
“They are our Bosses, and we see them as our most vital partners in growing the economy,” the President said in his speech during the opening ceremony of the three-day forum, which carries the theme “Growth Engines for the 21st Century: Balanced, Inclusive and Sustainable Growth”, at the Sofitel Philippine Plaza Hotel in Pasay City.

Sharing the Philippine experience in pursuing inclusive growth, the President noted that many tend to think of the economy as the only “growth engine”, the focus being on economic growth, hoping that its benefits would trickle down to the people.

“My administration views it differently. The Filipino people are front and center in our governance agenda. Over the years, they have proven to be our country’s greatest resource -- from the time they rose up against a dictator to reclaim democracy, to the time they voted for meaningful change in 2010, and even to the present day, as they fuel our resurgent economy,” he added.

Inclusive growth fosters stability, which is necessary for continued growth, he said, explaining that capacitating the people means empowering them to take advantage of opportunities that arise, and they in turn gain the ability to make greater contributions to both government and society-at-large, helping foster an even more inclusive economy.

“That is why we have made, and continue to make, massive investments into our countrymen,” said the President, citing the Conditional Cash Transfer (CCT) Program, the implementation of the K to 12 educational system, and the programs of the Technical Education and Skills Development Authority as among the country’s investments in its people.

"As we have invested in the Filipino people these past few years, so too have we been hard at work to ensure that these investments pay off -- that the Philippines becomes a true regime of opportunities,” he said.

From holding the corrupt accountable, to plugging leaks and holes in the system, to exercising fiscal prudence, systematic reform has been implemented to level the playing field and create an attractive climate for business, he said.

“Transparency and accountability are no longer just ideals; they are realities in the Philippines. The sea change that has swept our country has gained the administration the confidence of the world,” the Chief Executive said.


He reported that the Philippines’ competitiveness indices have climbed “at a tremendous pace”, and that the country has achieved investment grade – and is continuing to receive upgrades – from the three major credit ratings agencies.

The Information Technology-Business Process Management (IT-BPM) sector currently employs more then a million individuals and earns nearly $19 billion in revenues, while manufacturing has rebounded completely, growing by 8 percent from 2010 to 2014, he said.

In 2014, foreign direct investments were at “an all-time high” at $6.2 billion, while domestic investments totaled P2.09 trillion from the third quarter of 2010 to the last quarter of 2014, compared to only P1.24 trillion from the first quarter of 2003 to the second quarter of 2010.

“It goes without saying: Everyone, across the entire spectrum of society, is fully and completely engaged in growth—and we want to accelerate this momentum. Government is exerting the maximum effort to further engender an atmosphere conducive to business, down to our communities,” President Aquino said, referring to government efforts to ensure that micro, small, and medium enterprises (MSMEs) reach their full potential.

The SME Roving Academy, he said, has helped more than 85,000 potential and established Filipino entrepreneurs by training them in business planning, financial management, and product pricing and costing.

He announced that by the end of the year, 100 Go Negosyo, or business centers will be put up across the country.

"What our government has done over the last few years has been to stimulate a virtuous cycle of empowerment, where the growth of business, industry, and the wider economy is spurred by the participation of the dynamic, innovative, and hardworking Filipino people. At every step of the way, our government is there to provide support. At every step of the way—whether we are studying the plans for a new bridge, or evaluating fiscal policy—we have always asked ourselves, ‘How does this redound to the benefit of our countrymen?’,” he said, adding that the success of this strategy is proof that economic progress is inseparable from the progress of the people.
“Good governance works. Reform works. Even more encouraging is the fact that transformation has not just taken place in our institutions and our economy; it has taken place in the mindset of Filipinos. We see today a people who have felt the effects of good governance—and who will refuse to accept anything less. My countrymen will continue to demand integrity, accountability, and sustainable, inclusive growth even after I have stepped down from office. They will demand the continuity of the successes we have reaped,” the President said.
Also present during the opening were PECC Chairperson Ambassador Antonio Basilio, PECC co-chairpersons Jusuf Wanandi and Donald Campbell, Trade and Industry Secretary Gregory Domingo, and National Economic and Development Authority Secretary Arsenio Balisacan.

The PECC meeting will tackle the future and impact on inclusive regional economic integration of mega-regional trade pacts, including the ASEAN Economic Community and the Trans-Pacific Partnership, sustainable investments in metals and mining sector, integrating small and medium enterprises and peripheral cities to global commerce and value chains, the internet economy, the role of micro and social enterprises in promoting inclusive growth, and the need to build resilient societies in response to increasing risks and vulnerabilities from severe natural disasters.

World Bank official says quality education, social protection needed to stem inequality in Asia Pacific
(LAPU-LAPU CITY, Cebu) Asia Pacific countries should invest in education and social protection to address inequality within their economies and this includes the Philippines, a World Bank official said on Friday.

In his message during the APEC Finance Ministers' Meeting here, World Bank Vice President for East Asia and the Pacific, Axel van Trotsenburg, said most poor households rely on labor as their only source of income.

Making labor productive through quality education and skills trainings is crucial to achieving inclusive growth in the region, he said.

"Primary and secondary education systems should increasingly focus on quality teaching and better learning outcomes by strengthening the autonomy and accountability of education institutions," van Trotsenburg stated during the session on "Global Economic and Financial Outlook, Growing Inequality and Regional Connectivity."

"In addition, there remains significant scope to promote wider and more equal access to higher education among the poor."

At the same time, van Trotsenburg advocated the expansion of social protection among APEC economies, noting the limited coverage of such schemes as health insurance, unemployment insurance, and pension system across much of middle-income East Asia.

Members of the APEC must consider introducing or expanding well-targeted conditional cash transfer (CCT) programs to provide direct support to those who are at the margins of society, he said.

Citing the experiences of the Philippines, Mexico, Peru, and Chile, he said that CCT programs help boost school attendance, preventive health care, and nutrition among the poor and vulnerable, significantly improving their lives.

He cited the rigorous selection of recipients based on geographical and socioeconomic factors, constant monitoring and evaluation, and paying recipients directly as the key features of the social safety net program.

Despite the rapid growth that lifted millions in East Asia out of poverty, van Trotsenburg said there are still challenges ahead.

He pointed out that 40 percent of the region's population -- or almost 800 million – continue to live on less than $3 a day, in terms of purchasing power parity.

"These people might fall right back into poverty if the global economy takes a turn for the worse, or if they face health, food price and other shocks," he said.

He urged the APEC economies to continue or accelerate reforms to sustain growth, which is critical to improving living standards, especially of those at the lower end of income distribution.

There is a need for APEC members to boost investment in physical infrastructure that would help reduce production and transport costs, he added.

Developing East Asia's infrastructure investment is a big challenge, he said, noting that 142 million households still have no access to electricity while 600 million lack access to adequate sanitation. PND (as)

World Bank urges APEC economies to invest more in infrastructure
(MACTAN, Cebu) The World Bank (WB) is urging the 21 member economies of the Asia-Pacific Economic Cooperation (APEC) to invest more in infrastructure to sustain growth, in an effort to improve the living standards, especially of the region’s poor.

In a press briefing here Friday, WB Vice President for East Asia and the Pacific, Axel van Trotsenburg, underscored that governments in the region need to continue or accelerate economic reforms by boosting investments in physical infrastructure.

“In this region, 142 million households still have no access to electricity while 600 million people lack access to adequate sanitation. It will be very important for greater investment to be accompanied by increases in efficiency of such expenditure,” he said.

The infrastructure investment gap in the region remains huge at $1 trillion a year, van Trotsenburg said, noting that developing countries together are investing only half of this amount.

Private sector participation in infrastructure in all these developing countries is less than $200 million, or less than 10 percent of the needed investment, he said.

He thus emphasized the important role of public-private partnership (PPP) schemes and increased private sector involvement in infrastructure development.

For one, he said, the International Finance Corp. and the Multilateral Investment Guarantee Agency of the WB Group intend to help build a stronger pipeline of bankable projects, and assist in the financing and execution of these projects.

The World Bank created the Global Infrastructure Facility (GIF), a global open platform that facilitates the preparation and structuring of complex infrastructure PPPs to mobilize private sector and institutional investor capital.

“We think we can play a lead role. Today in Asia, the WB is already investing only in the infrastructure area over $10 billion a year. We have an active portfolio of $60 billion in Asia only in infrastructure… We are set to step up our engagements in these areas,” van Trotsenburg further said.

Accelerating infrastructure development and financing is among the four pillars of the Cebu Action Plan (CAP), a 20-year development roadmap for the Asia-Pacific region, which APEC’s financial ministers are set to unveil on Friday.

5 reasons why top World Bank official gave PH ‘good job’ praise at APEC meet
(LAPU-LAPU CITY, Cebu)‎ A top World Bank official on Friday gave the Philippines a pat on the back saying it has done a “good job” in five areas.

At a press briefing on the Asia-Pacific Economic Cooperation (APEC) Finance Ministers' Meeting held here, Axel van Trotsenburg, World Bank Vice President for East Asia and the Pacific Region, on Friday said these areas are:

1. Management of people’s money

"In the APEC context, best practices include fiscal transparency. The Philippines has been a leader in this," van Trotsenburg said.

2. Getting more private companies in public infrastructure development

"In many economies, public sector dominates infrastructure. And they struggle to get the private sector to participate," said van Trotsenburg.

But, for him, the Philippines is a model economy for successfully implementing private business ventures.

"They can look at the Philippines' public-private partnerships," he noted. "In East Asia, the Philippines has more private sector participation."

3. Disaster-risk reduction and management

Due to experiences such as the super typhoon Yolanda (international name Haiyan) in 2013, the Philippines was able to find new ways to "build back better."

4. Support for the poor

In terms of providing support for the poor, van Trotsenburg said the Philippines benefited from the experience of Mexico, Peru, and Colombia on the conditional cash transfer (CCT) program.

"Programs (such as the CCT) have shown...how to ease the situation of inequality," he stressed. "To fight exclusion, you have to ensure that kids in disadvantaged situations have a fighting chance to succeed."

In the Philippines and other Latin American economies, said van Trotsenburg, CCT has been scaled up quickly.

"There is a lot of transparency on this and active empowerment at the local level," he said. "Conditional cash transfer programs have proven more successful in this."

5. Overall economic management

On the Philippines' overall economic management, van Trotsenburg said, "authorities have done a good job."

"The Philippines allowed for prudent macroeconomic policies that have lowered the inflation rate," he pointed out. "World economy has varying factors that influence economies positively or negatively. The Philippines has done relatively well."

But the Philippines is not the only economy doing a good job addressing the "growth agenda." East Asia has been a world leader of economic growth.

However, van Trotsenburg said, although an important precondition, simple growth is still not enough because it also has to be inclusive and sustainable.

"While poverty reduction in the region has been unprecedented, a lot of challenges remain," he said.

With 100 million people in East Asia still living in extreme poverty, he said the real challenge is to make sure that these people also benefit from the growth.

"The World Bank has emphasized that growth benefits all, and in that context has emphasized that policy matters," van Trotsenburg said.

According to him, it is very important for World Bank to join the APEC meetings hosted by the Philippines this year.

"The APEC setting is unique because it unites East Asia with key countries in the West," he said. "As it unites Asia and the West, APEC allows for powerful exchange of knowledge and experiences across hemispheres." (acg)

Successful implementation of Cebu Action Plan needs private sector participation, says Finance official
(LAPU-LAPU CITY, Cebu) Finance ministers of the Asia-Pacific Economic Cooperation (APEC) view the active participation of the private sector as key to the immediate adoption of the Cebu Action Plan, which was launched here on Friday.

Issues about how APEC members would implement the Cebu Action Plan in the short term were raised, considering the disparity of each member's capabilities and readiness.

“That is one of the reasons why we engaged the private sector in this whole process. As you know, a lot of reforms here, the proposals will require cooperation between the public and the private sectors," Finance Secretary Cesar Purisima said.

Secretary Purisima told reporters during a recent press conference that there were parallel sessions among APEC seniors officials, the deputies, and the ministers, while the private sector held its own session through the APEC Business Advisory Council (ABAC).

He said that during their meetings, they had the opportunity to exchange ideas on different issues.

"In fact, we already heard a lot of feedback that we can bring to our respective countries, (so) that we can be more responsive to the needs of business and bring to life the various pillars of the Cebu Action Plan," he said.

The ministers and private stakeholders have discussed how they can have more inclusive financing across the region, Purisima said, adding that he had heard several suggestions that are very relevant to the Philippines.

Citing an example, he said it was mentioned that the risk for lending to small and medium enterprises (SME) is higher than commercial lending.

He said they will sit down with the regulators to see if there is room for adjustment for that kind of lending.

There was also a suggestion for the government to facilitate the registration process or the gathering of documents for micro borrowers so they could borrow from micro finance institutions, he noted.

"Again, that is something that we will discuss and we will implement. This will be a work in progress. This will be a journey. But the important thing is that we do not lose sight of the vision and the benefit to us of achieving that vision," he said.

The APEC ministers launched here on Friday the Cebu Action Plan aimed at achieving financial resiliency and making the region more progressive despite current challenges.

MMDA inaugurates additional Ferry Boat tomorrow

The Metropolitan Manila Development Authority (MMDA) will inaugurate a new commuter boat for its Pasig River Ferry System tomorrow, September 16, to further promote the ferry service as an alternate mode of transportation.

According to MMDA Chairman Francis Tolentino, the brand new ferry will be inaugurated at 8:00 a.m. at the MMDA lobby.
“All in all, we now have a total of 11 operational ferries in our fleet. These will service passengers along Pasig River, which stretches from Pinagbuhatan in Pasig City up to Plaza Mexico in Manila. I am optimistic that this will further boost commuter patronage,” Tolentino said.

The new fiberglass ferry has a maximum capacity of 45 passengers, crew included, can travel up to 12 knots.

At present, the ferry service has 11 stations which include Pinagbuhatan, and San Joaquin in Pasig City; Guadalupe and Valenzuela in Makati City; Hulo in Mandaluyong City; PUP Sta. Mesa, Sta. Ana, Lambingan, Lawton, Escolta, and Plaza Mexico all in Manila. It is open from 6am to 6pm daily from Mondays to Sundays.

The Pasig River Ferry System was revived April last year by MMDA, the Department of Transportation and Communication, and the Pasig River Rehabilitation Commission, in the midst of traffic congestion problems resulting from numerous road infrastructure projects.

According to data, total ridership of the ferry system has reached 121, 839 as of August 26.

No irregularities in COA audit observations – DSWD

The Department of Social Welfare and Development (DSWD) reiterated today that the audit observations cited by the Commission on Audit (COA) in its 2014 Consolidated Annual Audit Report have already been responded to during the exit conference between the Department and the COA in July this year.

“The COA audit observations do not mean that there were actual irregularities but that they were part of the government routine to provide a check-and-balance mechanism and to enhance operations,” DSWD Sec. Corazon Juliano-Soliman pointed out.

She also clarified that she was not blaming the COA for doing its job.

However, she expressed disappointment that some media groups are sensationalizing the issues in their media reports, and are attributing to COA statements which they did not say in the report.

Also, DSWD’s responses were already embedded in the same audit report and the Department intends to provide more information regarding these answers.

On undistributed, expired, and about-to-expire goods

Sec. Soliman said that, “there were no rotten goods in DSWD warehouses as these were all distributed to families needing assistance. The goods were not wasted and did not expire at all because these were distributed before the expiration date.”

In its management response, DSWD said that the goods being referred to were those prepositioned at the National Resource Operations Center (NROC), the Department’s main warehouse located in Pasay City, intended to replenish family food packs for families affected by the eruption of Mayon Volcano in 2014. The early decampment of the Legazpi evacuation center before the original 90-day projection led to the early termination of family food packs for the evacuees. The extra family food packs were then distributed to various DSWD centers and institutions.

“Responding to the needs of disaster victims is of primary importance to us and that since we take this responsibility seriously, we ensure that goods are not wasted and that they benefit the people,” Sec. Soliman continued.

In compliance to the recommendation of the COA to look into the inclusion of goods that have short shelf-life, DSWD declared that it will no longer procure noodles for the family food packs.

Improvement of warehouses

The Department is currently working with the World Food Programme (WFP) and the Office of Civil Defense (OCD) for the construction of island cluster warehouses to serve as storage warehouses as well as training centers for logistics and warehouse management. The target locations for said warehouses cum training centers are Clark Air Base (for Luzon), Cebu (for Visayas), and Davao (for Mindanao).

This includes the plan to construct and/or rent other warehouses for use during large-scale disaster operations.

“We have also partnered with WFP for the setting up of a mechanized repacking system which will be inaugurated this month,” Sec. Soliman said.

DSWD is also in the process of training personnel to help them gain skills in disaster response including proper warehouse operations and recording of all relief goods.

NPL Ratio of Rural and Coop Banks rises slightly

The gross non-performing loans (NPLs) of rural (RBs) and cooperative banks (CBs) represented 12.04 percent of the banks’ total loan portfolio (TLP) at end-March 2015.

The latest NPL ratio increased marginally from the 11.85 percent posted at end-2014, the lowest quarterly NPL ratio recorded by RBs and CBs since end-September 2012. The rise in the NPL ratio was because gross NPLs grew by 2.17 percent while TLP increased by only 0.51 percent.

Among economic sectors, the largest recipients of loans from RBs and CBs at end-March 2015 were agriculture, forestry and fishing; wholesale and retail trade; loans to individuals for consumption purposes; and real estate activities.

To mitigate credit risks, the banks also set aside loan loss reserves amounting to 57.56 percent of their gross NPLs at end-March. The figure is marginally lower than the 58.30 percent posted a quarter earlier.
In line with its Financial Stability agenda, the Bangko Sentral ng Pilipinas monitors the loan quality of banks as part its broader efforts to promote sound credit risk management among these lenders.

Ice cream vendor Adrian Apolonio is now a budding entrepreneur, thanks to the Department of Labor and Employment’s Negosyo sa Kariton (Negokart) Project.

Apolonio, known as “Mang Ian” to his fellow residents in Maria Aurora town in Aurora, had his own share of struggles as an ambulant vendor.

From doing odd jobs with meager pay, he ventured into ice cream-making and tirelessly roamed around town every day to sell his produce in an ice cream cart.

“Noong una, sobrang hirap, dahil kailangang magtiis maglakad at magtulak ng kariton sa ilalim ng init ng araw o kaya naman lusubin ang malakas na ulan at hangin para lang makapagbenta at may mai-uwing pagkain at tulong sa gastusin sa bahay,”
Mang Ian shared.

Back then, Mang Ian only made less than P200.00 a day which was not enough to feed his family and send his four kids to school.

“Ang kinikita ko po dati sa pagiging sorbetero ay di sapat para suportahan ang pangangailangan ng aking pamilya lalo na po ang pagpapa-aral sa aking mga anak sapagkat ako po’y nakiki-boundary lamang po sa isang ice cream cart na nire-rentahan ko lang po,”
Mang Ian said.

Despite the hardship, Mang Ian was always motivated to work for his family especially when he sees the delight of his customers who continuously patronize his ice cream.

“Kahit mahirap po ang ganitong klaseng hanapbuhay, ayos lang din po dahil ang pagbili ng ice cream sa daan ay nakagawian na nating mga Pilipino. Ako naman po ay natutuwa at nagagalak kapag nakikita ko po ang saya sa aking mga customer, bata man o matanda, tuwing sila ay bumibili ng aking ice cream,”
Mang Ian shared.

For his hard work and efforts, Mang Ian was fortunate to be qualified and selected as one of the beneficiaries of the DOLE’s Negokart Project in Aurora.

The Public Employment Service Offices (PESOs) in the province, in coordination with the DOLE-Aurora Field Office, conducted a screening process in the selection of beneficiaries.

Earlier this year, Mang Ian was one of 30 lucky ambulant vendors who received Negokarts which were awarded by the DOLE-Aurora Field Office and Provincial Government of Aurora.

The Negokarts, according to DOLE-Aurora Field Office head Engr. Pedro Fernando Jr., amounted to P450,000.00 and sourced from the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP).

“We wanted to help our fellow Aurorans, particularly those from the marginalized sector who work day and night just to make both ends meet. Our beneficiaries are ambulant vendors from the towns of from Casiguran, San Luis, Maria Aurora, and Baler,” Fernando explained.

Fernando also added that the Negokarts are cart-food businesses like fish-ball vending, ice cream, buko pie, fish and vegetables, and other Filipino merienda.

“Our Negokarts are either in the form of tri-bikes or push carts, depending on the nature of small business that our beneficiaries ventured into. Our partners from the local government units, for their part, provided their counterpart assistance in form of entrepreneurship development trainings (EDTs),” Fernando said.

During the Negokarts awarding, Fernando challenged Mang Ian and the rest of the beneficiaries to make their Negokarts into formidable small businesses.

“Ang DOLE, kasama ang mga katuwang natin sa Panlalawigang Pamahalaan ng Aurora at iba pang mga lokal na pamahalaan, ay handang tumulong sa ating mga kababayan dito sa Aurora na nais tulungan ang kanilang mga sarili. Kaya ito po ay isang hamon sa inyong lahat upang pagyamanin po ninyo ang handog pangkabuhyan na ito. Sa bawat padyak sa inyong mga Negokarts, ay padyak dapat tungo sa marangal, mahusay, at disenteng trabaho,”
Fernando said.

Aside from having a new ice cream Negokart, Mang Ian was overwhelmed because he was also provided with additional tools, materials, and ingredients for his ice cream-making.

“Sobrang tuwa ko po na ipinagkaloob po ng DOLE at ng Panlalawigang Pamahalaan ng Aurora sa akin itong Negokart. Asahan po ninyo na hindi po kayo mabibigo sa akin at mas lalo ko pa pong pagyayamanin ito,”
Mang Ian said.

In just a few months of operation, Mang Ian is now making a little more or even higher than the region’s prevailing minimum wage on a daily basis.

“Dahil hindi ko na po kailangang mag renta ng ice cream cart at meron na po akong isang magarang Negokart, mas lumaki na po ang aking kinikita at mas nakakatulong na po ako sa pang araw-araw na pangangailangan ng aking pamilya at sa pag-aaral ng aking mga anak. Sana po, tuloy tuloy lang ang pagtulong ng DOLE sa mga taong nais magkaroon ng maliit na negosyo,”
Mang Ian said.

DOLE med-arbiters’ national consultation tackles labor code amendments, guidelines on K-12 labor-management guidelines

Labor and Employment Secretary Rosalinda Dimapilis-Baldozhas expressed optimism that the outcome of the 15th Annual Mediator-Arbiters’ National Consultation taking place this week will lead to a more vigorous labor relations environment as it tackles two important updates in the Labor Code, includingthe inter-agency guidelines on the implementation of the labor and management component of the K to12.

Twenty-five mediator-arbiters from different regions, including 10 regional directors, assistant regional directors, and regional conciliation and mediation branch directors from Mindanao, as well as labor groups from the island,will gather from14-18September 2015 in Surigao City for the 15th Annual National Mediator-Arbiters’ National Consultation and the Mindanao-wide Labor Dialogue.

Baldoz said the consultation dialogue is expected to bring forth uniform implementation of the Department Orders providing amendments to Book VI, Rule I-A of the ‘Application of Just and Authorized Causes of Termination’; Book V (Labor Relations), and the DOLE-DepEd-TESDA-CHED Joint Guidelines on the Implementation of the Labor and Management Component of Republic Act No. 10533 (Enhanced Basic Education Act of 2013) or the K-12.

The guidelines on the labor and management component of K-12 was jointly signed by Secretary Rosalinda Dimapilis-Baldoz of the Department of Labor and Employment, Secretary Armin A. Luistro of the Department of Education, Secretary Emmanuel Joel J. Villanueva of the Technical Education and Skills Development Authority; and Chairperson Patricia B. Licuanan of the Commission on Higher Education. It aims to ensure the sustainability of private and public educational institutions; protect the rights, interests, and welfare of teaching and non-teaching personnel; and optimize employment retention or to prevent possible displacement of faculty and non-academic personnel in private and public HEIs during the transition from the existing 10 years basis education cycle to the enhanced basic education program or the K to 12.

The constitution/operationalization of the Regional Tripartite Monitoring Body (RTMB) and Regional Inter-Agency Coordinating and Monitoring Committee (RICMC) is also set for discussion.

The national consultation will be spearheaded by Undersecretary Rebeca C. Chato, assisted by National Conciliation and Mediation Board OIC-Deputy Executive Director Jay Jasper B. Javines, and Bureau of Labor Relations Director Benjo Santos M. Benavidez.

One of the highlights of the national consultation is the Mindanao-wide Labor Dialogue with KMU, ALU, PIILU, AWATU, SENTRO, FFW, and other labor groups operating in Mindanao Region.

The draft implementing rules and regulations on Single Entry Approach (SeNA) law will be also discussed on the third day. Now widely utilized in improving industrial peace, the Single Entry Approach is an administrative approach to provide a speedy, impartial, inexpensive and accessible settlement procedure for all issues/complaints arising from employer-employee relations to prevent them from ripening into full blown disputes. Under this approach, all labor and employment disputes shall undergo a 30-day mandatory conciliation-mediation process to effect settlement among the contending parties.

A representative of the Civil Service Commission will also discuss on the fourth day of the national consultation Civil Service Rules in Administrative Cases, with emphasis on the functions of Mediator-Arbiters as Special Prosecutors and Hearing Officers in Administrative Cases; and Legal Ethics for Lawyers in Government Service.

Daza presented her credentials as Non-resident Ambassador Extraordinary and Plenipotentiary to the Federal Democratic Republic of Nepal to His Excellency Ram Baran Yadav, President of the Federal Democratic Republic of Nepal on September 02.

The Philippine Ambassador was one of the six ambassadors-designate who presented their credentials on the same date. The five other ambassadors were from Finland, Lao PDR, Bahrain, Canada and Italy.

After the formal ceremony, Ambassador Daza had a separate audience with the President, where President Yadav spoke of long-standing Philippines-Nepal relations. He expressed appreciation for the assistance extended by the Philippines in the aftermath of the April/May 2015 earthquake in Nepal and welcomed increased cooperation in trade, investment, tourism, training, agriculture (rice production) and education.

14 September 2015 – The Philippine Embassy in Cairo added 20 newly-arrived Filipino nurses in Egypt to its list of overseas voters (OV) during a mobile registration drive at the Dar Al Fouad Hospital in Giza.

The outreach team, led by Vice Consul Jahzeel Abihail G. Cruz, also entertained questions from the registrants about living and working in Egypt.

The Dar Al Fouad Hospital is a top private general hospital in Egypt affiliated with the Cleveland Clinic in the US. Already employing more than 100 Filipino nurses, the hospital plans to increase the number to 200 by year’s end to staff its expanding facilities.

The Embassy intends to return to the hospital to register more new arrivals before the October 31 deadline.

DENR to public: 'Shun products with ozone-depleting substances'

The Department of Environment and Natural Resources (DENR) is urging the public to continue taking preventive steps to help protect the ozone layer despite indications that it is slowly recovering from depletion.

DENR Secretary Ramon J. P. Paje said one simple yet effective measure people can take to save the thin layer that shields the earth from cancer-causing ultraviolet rays from the sun is to shun products containing or manufactured with ozone-depleting substances (ODS).

“Scientific measures show that the ozone layer is healing itself and is expected to recover by the middle of this century, probably during the period 2050-2075. This could be realized if all of us cooperate to stop patronizing ODS and ODS-containing products,” Paje said.

He also urged the public to patronize repair shops that hire qualified and well-equipped technicians to repair and service appliances such as refrigerators and air conditioners that still contain ODS.

The DENR chief made the call as the Philippines joins the rest of the world in celebrating the International Day for the Preservation of the Ozone Layer on September 16, with the theme: “30 Years of Healing the Ozone Together.”

2015 marks the 30th anniversary of the Vienna Convention for the Protection of the Ozone Layer. The convention, put into force in 1985, is a framework agreement in which the parties agree to cooperate in relevant research and scientific assessments of the ozone problem, exchange information, and adopt appropriate measures to prevent activities that harm the ozone layer.

The Vienna Convention laid the foundation for the Montreal Protocol on Substances that Deplete the Ozone Layer designed to regulate the production and consumption of ODS.

Examples of ODS are chlorofluorocarbons (CFCs), halons, carbon tetrachloride, methyl chloroform, methyl bromide, and hydrochlorofluorocarbons (HCFCs). These chemicals are commonly found in aerosol products, foams and fire extinguishers, and are used as refrigerants and in air-conditioning and cooling equipment.

Assistant Secretary Juan Miguel Cuna, and concurrent head of DENR’s Environmental Management Bureau, explained that under the Montreal Protocol, parties commit to phase out ODS according to specific time schedules.

As a result, the parties – including the Philippines – have so far collectively phased out 98 percent of the ODS except HCFCs, which are the remaining ODS group that is being eliminated, Cuna added.

According to a 2014 study commissioned by the United Nations, the ozone layer is showing early signs of thickening after years of depletion and that the ozone hole appearing annually over Antartica had also stopped growing bigger every year.

UN scientists claimed the recovery was entirely due to political determination to phase out the man-made greenhouse gases destroying the ozone.

Cuna said that the recovering ozone layer still needs protection especially amid concerns about the potential alternatives to HCFCs.

He said the most common alternatives to HCFCs are hydroflourocarbons or HFCs that have been determined to be potent greenhouse gases.

“The parties to the Montreal Protocol are presently cooperating with experts, industry and other sectors to evaluate these alternatives and identify those that would have the most climate benefits and the least toxicity and flammability characteristics for adoption by industry and other end-users,” Cuna explained.

Sixty-three (63) CESOs and third-level eligibles participated in the 6th CES Creative Innovations and Reforms for Committed Leadership and Effectiveness (CiRCLE) Forum held last August 27, 2015 at The Farm's Convention Hall on Carpenter Hill in Koronadal City, capital of South Cotabato, hailed as the "land of the dream weavers".

The said CiRCLE Forum, which continues to trumpet change management and transformational leadership and has been making rounds in different regions with the theme, “Transform Tomorrow Today: R U Game 4 Change?”, was held in partnership with the National Union of Career Executive Service Officers (NUCESO) Inc. and its regional chapter, the Association of Regional Development Executives in Region XII (ARDE XII).

During the morning's opening ceremony, CESB Executive Director Atty. Maria Anthonette C. Velasco-Allones, CESO I, the forum's main facilitator, welcomed everyone to the occasion and acknowledged the support of ARDE XII. To set expectations, she provided an overview of how the forum was designed: theoretical sessions, specifically focusing on change management and information and communications technology (ICT); sharing on best practices in organizational transformation, with the DPWH-ARMM taking center stage; and the personal transformation story of a CESO for lessons and inspiration.

She also gave emphasis on the importance of the adage, “When we know each other, half of the work is done”, as she encouraged the learners to get to know the other participants.

Likewise, in his welcome remarks, Director Maximo C. Aljibe of CHED Region XII (also ARDE XII president and NUCESO vice-president for Mindanao) reiterated among CESOs and third-level eligibles the call of personal transformation to meaningfully transform the lives of others.

The first plenary learning session that day was conducted by Mr. Ernie O. Cecilia, columnist of the Philippine Daily Inquirer and Chair of the American Chamber of Commerce of the Philippine's human capital committee, with his topic, "The Leader as Maestro in Orchestrating Change".

"Your career success depends not on doing well what you've been doing in the past, but on changing quickly so that you can do effectively what you need to do in the future", said people management expert Cecilia.

He added: “You can’t know which changes will occur. So your most valuable skill is how to master change that comes your way. Better yet, orchestrate it”.

Moreover, he mentioned some keys to success in orchestrating change, among which are as follows: set and get used to a fast pace; always have a positive mental attitude; practice integrity and honesty; be decisive; be flexible; learn to "multi-task"; use technology and other tools; listen to and heed your stakeholders; produce results that create value; redefine success and reinvent yourself.

He concluded, "Success, like happiness, is a choice... Acting as 'change agent' or 'change maestro' is the best...you'll ever have".

This was followed by another plenary learning session with the topic, "The Heart of the Public Servant-Leader: Personal Transformation on the Path of Leadership", which imparted life lessons from the personal transformation story of Department of Health's Bureau of Local Health Systems Development Director Dr. Enrique A. Tayag, CESO III.

Dr. Tayag said that his road to transformation is a work in progress, transformation is never perfect, and perfection requires transformation.

"Intentions shall be backed by real experience and real experience by knowledge and quest for continuous learning", he further said.

In the afternoon, DPWH Assistant Secretary Emil K. Sadain, CESO II, discussed "Organizational Transformation: The Metamorphosis of DPWH-ARMM" as its third plenary learning session.

Asec Sadain elucidated the developments that DPWH-ARMM has undertaken and of which participants had no prior knowledge until the presentation.

Mr. Alexander M. Arevalo, an ICT consultant who has an extensive experience in government through his nine-year work as executive assistant for three Philippine presidents, conducted the final plenary learning session, entitled, " Sustaining Organizational Reforms Through ICT".

The day wrapped up with a synthesis of the learning sessions and concluded with the CES March.

The CES CiRCLE Forum provides the platform for learning innovative management ideas from experts as well as obtaining first-hand information on best organizational personal practices from public service exemplars.

July spending for infra & capital outlay surges by 93% Y-O-Y

Government spending for infrastructure and capital outlay (CO) in July skyrocketed by 92.9 percent or almost P19 billion over levels posted in July 2014, ramping up disbursements for the month and bringing July expenditures to P210.7 billion this year.

According to the Department of Budget and Management (DBM), government disbursements for July rose by P42.2 billion or 25 percent year-on-year, bringing total disbursements for the month to P210.7 billion and marking the fastest that public spending has grown since the year began.

“Earlier this year, the Aquino administration through the DBM established catch-up measures so our departments could accelerate their disbursements. We’re pleased to see that our major spending agencies are responding very well. In July, for example, spending for infrastructure and capital outlay have gunned ahead to expand by almost 100 percent year-on-year.

“What this really means is that our leading agencies for infrastructure programs are making better use of their budgets. As a result, more goods and services are being rolled out to the public, and in better time,” Budget and Management Secretary Florencio “Butch” Abad said.

The DBM reported that spending for infrastructure and CO amounted to P38.3 billion for July, compared to the P19.9 billion disbursed in the same month last year. The upsurge in infrastructure and CO disbursements was due mostly to the ongoing implementation of road work projects under the Department of Public Works and Highways (DPWH).

The increase was also on account of the acquisition of aircraft units under the Armed Forces of the Philippines (AFP) Modernization Program of the Department of National Defense (DND), as well as the implementation of local infrastructure projects in the Autonomous Region in Muslim Mindanao (ARMM).

Abad also noted the 70-percent year-on-year spike in Maintenance Expenditures in July, which leapt by P15.1 billion to register at P36.6 billion. Spending for this sector was made mostly under the Administration’s social protection, education, and health care programs.

“The social welfare component of the National Budget has always been a keystone in our growth agenda. If our social development agencies continue to spend as vigorously, not only can we confidently support the continuing expansion of our economy. We can also make sure that the poorest Filipinos get the education, aid, and healthcare services that are urgently due them,” Abad said.

The largest disbursements under Maintenance Expenditures were made by the Department of Social Welfare and Development (DSWD) to widen the implementation of the Conditional Cash Transfer (CCT) program, as well as to support Emergency Shelter Assistance (ESA) for calamity victims.

Spending by the Department of Interior and Local Government (DILG) likewise bolstered Maintenance Expenditures via locally funded projects, including those for poverty reduction—specifically through the Bottom-Up Budgeting (BUB) program—as well as for peace-building, reconstruction, and development projects in war-torn areas.

“We are optimistic that public spending will continue its upward trajectory in the succeeding months. As budget reforms gain further traction—and as our agencies find appropriate means to optimize their budgets—we can likewise bring the real and lasting benefits of good governance to our citizenry. No Filipino should be left behind,” Abad said.

Personnel Services climbed to P371.3 billion as of July, posting a year-on-year increase of 10.6 percent. Among other factors, this was mostly due to the release of the mid-year and Productivity Enhancement Incentives (PEI) to government employees, as well as hiring activities for teachers, police, engineers, and other positions in public health.

LGU allotments peaked at P238.5 billion—16.7 percent higher than comparable levels last year—after the National Government increased its revenue collections and broadened the country’s tax base. Growth in this spending class was also supported by larger local government shares in proceeds from national taxes, including Tobacco Excise Taxes.

96% of agency budgets already rolled out; Abad: Swift budget execution key to growth rebound

The Department of Budget and Management (DBM) announced that 95.5 percent of allotments have already been made available to departments and agencies as of August 31, in line with the Aquino administration’s goal to speed up government spending this year.

This figure brings fund releases to date to a total of P2.321 trillion, which represents 89.1 percent of the original P2.606 trillion 2015 General Appropriations Act (GAA).

“By the end of August, we’ve been able to release nearly all agency allotments and the majority of the 2015 budget. Most of the work was done at the very beginning of the year, thanks to the GAA-as-Release-Document regime. Allotments that were tagged for later release were also made available to agencies that had complied with their fund release requirements,” Budget Secretary Florencio “Butch” Abad said.

While releases made by August 2014 represented a slightly higher percentage of that year’s GAA, the significant increase in this year’s National Budget means that P300.6 billion more in allotment releases have been made in the last eight months, compared to the same period in 2014.

“A large portion of the remaining balance in this year’s budget includes the P180 billion in Special Purpose Funds, which have yet to be released. These funds, such as the National Disaster Risk Reduction and Management Fund, are not released until contingencies arise and the appropriate release requirements are met,” the Secretary clarified.

“What’s important to consider is the recent news that disbursements have accelerated significantly, and that public spending was instrumental to our GDP growth in the second quarter. This gives us a good measure of confidence in our spending performance for the rest of the year. We now look to our agencies to sustain the improvements they’ve so far made, and to continue optimizing their budgets to help support the country’s growth,” he added.

NEDA Board approves five new infra projects

MANILA –The National Economic and Development Authority (NEDA) Board, chaired by President Benigno S. Aquino III, approved five new infrastructure projects in its meeting on September 4, 2015.

These projects are the construction of a new Passenger Terminal Building for the Clark International Airport (CIA), the development of the Naga Airport, the construction and design of Light Rail Transit (LRT) Lines 6 and 4, and the Access to Sustainable Energy Program.

The Department of Transportation and Communications’ (DOTC) CIA New Passenger Terminal Building Project is among the recommended medium and long-term projects under the Mega Manila Transport Roadmap. It will involve the construction of a new Passenger Terminal Building, which will accommodate approximately 3 million passengers annually, as well as the installation of supplementary equipment, machinery, and facilities that will support the operations of the building. The project has an estimated cost of PhP15.35 billion and will be locally-financed.

Meanwhile, the DOTC’s Naga Airport Development Project involves the reorientation of the runway and construction of new landside and airside facilities. It also involves the construction of a new airport in the same location as the existing Naga Airport, and will provide engineering solutions to its present limitations. The project will be locally-financed and has an estimated cost of PhP3.53 billion.

Furthermore, the NEDA Board approved DOTC’s two new LRT lines.

The LRT Line 6 is a 19.0-kilometer rail project that will connect Niyog, Bacoor and Dasmarinas City in Cavite, and has an estimated cost ofPhP64.71 billion. The LRT line will traverse seven stations: Niyog, Imus, Tirona, Daang Hari, Salitran, Congressional Avenue and Governor’s Drive.

The LRT Line 4 will also involve the financing, design, construction, operations and maintenance of an 11-kilometer rail that will run west from SM City Taytay to the intersection of Ortigas Avenue and EDSA. It has an estimated project cost of PhP42.9 billion.

LRT Lines 6 and 4cover the provision of railway infrastructure, stations, depots, rolling stock, signaling, electrification and communication, automated fare collection system, and other necessary equipment. Both are Public-Private Partnership (PPP) projects.

Another approved project is the Access to Sustainable Energy Program of the Department of Energy, which will provide at least 100,000 Filipino households with access to electricity and energy services through a grant assistance for solar home systems and rural power generation facilities. It has an estimated project cost of PhP4.89 billion and will be financed through Official Development Assistance.

NEDA to discuss impact of climate change on Philippine agriculture, economic growth

MANILA – The National Economic and Development Authority (NEDA) will be holding a policy discussion on the effects of climate change on the country’s agriculture sector and its relative impact on economic growth.

Organized by NEDA, together with the International Food Policy Research Institute (IFPRI) and Research Program on Climate Change, Agriculture and Food Security (CCAFS), the high-level policy form and research symposium will be held on September 18-19, 2015 at the EDSA Shangri-La Hotel, Mandaluyong City.

The event will serve as a venue to present the key findings and recommendations of the collaborative research project on “Addressing the Impacts of Climate Change in the Philippine Agriculture Sector”. The results of the component studies will be compiled in a book titled The Future of Philippine Agriculture: Scenarios, Policies, Investments under Climate Change.

“Through these avenues, we would like to address the country’s need for careful empirical assessment on the effects of climate change on the agriculture sector. In this way, we can recommend the appropriate and evidence-based policies and reforms and seek support for their proper implementation,” said Economic Planning Secretary Arsenio M. Balisacan.

The two-day event will start with a high-level policy forum in the morning of September 18, 2015. Senior officials from the Office of Presidential Adviser on Food Security and Agricultural Modernization, Department of Agriculture, Climate Change Commission, Department of Science and Technology, and the Department of Environment and Natural Resources, will participate in the event.

The forum will be followed by a research symposium that will take place last September 19. The symposium will showcase the results of the component studies. Officials of other government agencies and development partners working on agriculture and climate change are invited to participate.

Ngayon naman, inilunsad natin ang inyong napakagandang Iloilo Convention Center. Ito nga pong mga proyektong ito ang magsisilbing lunsaran sa lalong pag-unlad ng Iloilo bilang sentro ng komersiyo at turismo sa Western Visayas. Ang benepisyong hatid nito: Mas malawak na oportunidad para sa marami nating kababayan. Kitang-kita nga po ang napakalaking transpormasyon ng Iloilo: mula sa matamlay na probinsiya noon, talaga naman pong umaarangkada na ito sa pag-asenso at handa nang makipagsabayan sa iba pang mauunlad na lalawigan gaya ng Cebu. Tunay po: Sa legasiyang iiwan niya sa Iloilo, makikita ang pagkakaiba ng Daang Matuwid sa Daang Baluktot.

Kongkretong halimbawa po itong Iloilo Convention Center na sa Daang Matuwid, ang pera ng bayan, napupunta sa taumbayan lamang. Ang halaga ng proyektong ito: P713.31 million. Layunin nitong maging sentro ng mga kumperensiya at pagtitipon, di lang sa inyong lungsod, lalawigan, at rehiyon, kundi maging sa mga karatig na rehiyon. Ang good news nga po: Nakatakda na itong gamitin para sa malalaking pagtitipon tulad sa Asia-Pacific Economic Cooperation hanggang Oktubre. Balita ko po, may mga confirmed bookings at inquiries na rin dito sa mga susunod na buwan hanggang sa susunod na taon.

Ang sabi po sa akin ni Mon Jimenez, ang natitira ho kasing mga linggo sa ating panunungkulan ay 38, ngayon po ang mga nag-reserve ay 30 na. Baka naman konting sipag pa, kada buwan—baka naman susunod niyan kada linggo—ay pupunuin natin itong Convention Center. Hindi pa ho nag-uumpisa, malapit nang fully booked. At sa pagkakaroon ng higit na kakayahang paunlarin ang sarili, nakikiambag din ang mga mamamayan sa pag-unlad ng ekonomiya at ng lipunan. Siklo po ito ng pagbibigay-lakas sa bansa, sa komunidad, at sa ating mga Boss—ang taumbayan.

Sa nakalipas pong mahigit limang taon, nakita natin ang positibong transpormasyon ng ating bansa. Nakamtan po natin ito dahil nagkaisa tayo. Noong 2010, pinili natin ang tuwid, ang tapat, at makatwirang pamamahala. Klaro po: Itong nakamit nating positibong pagbabago, kayo ang gumawa at ang patuloy na gumagawa.

Sa susunod na taon, haharap na naman tayo sa isang sangandaan. Nakikita ko po ito bilang isang referendum sa lahat ng tagumpay na atin nang tinatamasa sa ngayon. Ano po ba ang referendum? Bawat kalsada’t tulay na ating ipinapagawa, bawat negosyong nagbubukas at pinapalawak, bawat gusaling ating ipinapatayo, nais nating magdulot ng pangmatagalang ginhawa, sa mas nakakaraming Pilipino. Itinututok natin ang ating mga programa, hindi sa dikta ng politika o kursonada, kundi kung saan ito talagang kailangan.

Ang hamon at panawagan ko sa bawat isa: Ngayon at sa mga susunod na taon, sama-sama nating ipagpatuloy at payabungin pa ang mga ipinunla nating reporma; at taas-noo nating ipamana ito sa susunod na salinlahi.

Mga kababayan, uulitin ko lang po para ‘pag titignan natin ang Convention Center, tandaan na natin ang isang bagay: Nangyari ito, maraming nagtulong-tulong; kayo na tumulong sa akin noong 2007 at saka 2010, si Manong Frank na naging pasimuno, si Andrew Tan na nag-donate ng lupa, si Architect Coscolluela na nag-design nitong building na ito. Lahat ho tayo nagtulong-tulong, may pinatunguhan tayo. Ngayon mayroon na kayong kakayahan na talagang makipagsabayan sa larangan ng pagkakaroon po ng tinatawag na MCE—meetings, conventions, exhibits—na mga activities. ‘Yung vision po, tulad ni Dr. Tan, nakita noong araw ‘yung parte ng Metro Manila na ang tawag ay Libis. Ako po’y aaminin ko, may edad na ako na nakita ko noong panahon na talahiban po itong lugar na ito. Kumbaga talagang may pagka-remote. Konsepto niya: township. Nandoon na lahat: ‘yung eskuwelahan ng bata, pagtatrabahuhan ng mga magulang, tirahan ng lahat, pati entertainment. ‘Yun po ine-envision sa dating airport natin dito. Hindi na umubra sa pangangailangan at siguro ho pagdating ng panahon, baka even 5 years from now, irereklamo n’yo sa aming opisyal, “Bakit matrapik na dito? Bakit napakaraming tao dito?” Ang punto lang ho nito: ‘Yung patutunguhan natin, nasa mga kamay natin. May kalayaan tayong magdesisyon kung saan natin gusto tumungo. Gamitin natin po sana ang tamang desisyon na ‘yan, lalo na sa susunod na taon.

EMERGENCY SHELTER ASSISTANCE

Joel Franco (RMN-DYRI): Magandang tanghali po, sir. The controversy over ESA (Emergency Shelter Assistance) medyo malaki po ‘yung problema dito sa amin because there are unending charges regarding the “shaving” of the original amount of P30,000 allegedly on the part of local officials and even by people implementing the project. The attention of the DSWD (Department of Social Welfare and Development) has been called about it, with their promise to investigate and that unqualified beneficiaries will be made to return the money given to them. Can the national government intervene so that medyo mapabilis po ‘yung pagbibigay ng hustisya sa mga nagco-complain sir?
PRESIDENT AQUINO: Well, kausap ko rin si Secretary (Corazon) Soliman ng DSWD, so the DSWD and the DILG (Department of Interior and Local Government) will conduct an investigation. Iyong umabot sa kanilang reports, meron raw fee na chinarge (charge) of about P500 na hindi authorized allegedly to pay for ‘yung meal allowances ‘nung tanod, ‘nung social worker, et cetera, et cetera, e hindi kasama doon sa mekanismo ‘yon at hindi authorized. So meron raw mga taong handang mag-execute ng mga affidavit, which will be the basis for the investigation, at kung merong nagkasala dito ay pananagutin.

EL NIÑO
Runji Jamolo (Radyo ng Bayan): Maayong udto, Pangulong Noy. The National Irrigation Administration estimates that about 8,000 hectares would be affected by the extended El Niño. NIA Regional Office 6 said (of the) 35,000 hectares of agricultural lands served by the National Irrigation System, only 27,000 are actually irrigated due to the extended El Niño and the repair of the Sta. Barbara Irrigation Dam in Iloilo starting October. Even Elisea Gozun, the Climate Resiliency Team Leader of the USAID BeSecure Project, said Iloilo City will experience below normal rainfall from October 2015 to January 2016. What is the government’s contingency plan for El Niño as it is seen to affect the production, especially the rice production of Western Visayas?
PRESIDENT AQUINO: Ang report po ng PAGASA kasi, lalo na ‘yung Enero at saka Pebrero buong bansa halos iilan lang ang matitira… Kapag tiningnan niyo ‘yung mapa meron silang color coding, tapos halos buong Pilipinas nandoon sa red na color code. Ang ibig sabihin ‘nung red na color code, less than 40 percent of the annual precipitation ang expected sa mga lugar na ito. Simula ‘nung ni-report—nasa El Niño na tayo ngayon e, pero lalala lalo na ng Disyembre, Enero, Pebrero. Isa sa mga ginagawa nating programa ngayon ‘yung continuous ‘yung tinatawag na cloud seeding. Habang tag-ulan pinararami natin ‘yung ulan na bumabagsak sa atin, sana pumunta doon sa ating mga dams, mga dikes, sana makapasok rin doon sa tinatawag na aquifer na para may pagkukunan tayo pagdating ‘nung kasagsagan ng El Niño.
Isa sa mga binabanggit sa akin ‘yung sa Luzon, for instance, ay ‘yung Angat nasa 186 na level ngayon. Normally raw sa ganitong panahon nasa 180. So sabi ko parang maganda yata ‘yung balitang ‘yan. Ang problema pagdating ng Disyembre kailangan nasa 210 ‘yung Angat at hindi na inaasahan na aabot ng 210 dahil nga talagang matindi itong El Niño na parating. 
Ngayon, andito si Secretary (Proceso) Alcala, aware siya doon sa ibang mga ginagawa tulad ng paghahanap ‘nung mga itatanim na mas drought resistant at ano 'yung mga interventions na gagawin natin para matulungan ‘yung magsasaka, matulungan ‘yung ating rice supply, ‘yung ating food supply. Nakikipag-negotiations na rin ang NFA para mag-angkat tayo ng dagdag na bigas para nga masiguradong maski tamaan ‘yung ating sariling ani, meron tayong bigas pagdating ng kasagsagan nitong El Niño. Iyong talagang maaapektuhan nang husto ‘yung taniman ng Disyembre dahil ‘yan nga ‘yung talagang patindi nang patindi na ‘yung El Niño na inaasahan ayon sa PAGASA.
Iyong sinasabi ng PAGASA sinasang-ayunan na rin ng maraming mga iba-ibang meteorologist sa buong mundo na talagang medyo severe itong parating na El Niño. So ipapasa ko kay Secretary Alcala para masabi ‘yung iba pang intervention.
SEC.  ALCALA: Sa kasalukuyan po ay nakapag-distribute na po kami ng mga drought tolerant varieties, kagaya po ng Green Super Rice. Kauna-unahan po itong sinusubukan sa buong mundo ngayon sa ating bansa at tulad nga po ng sinasabi ng Pangulo, ‘yon pong cloud seeding ay tuloy-tuloy. Doon sa mga dulo po na hindi po aabutin ng patubig ay meron po kaming idini-distribute na mga shallow tube wells para sa ganoon—usually, ito po ay mas mababaw ang water level para po tuloy-tuloy… 
Kasama rin po ‘yung pagbibigay po natin ng mga libreng seeds na ibang klase naman pong pananim. Huwag po nating pilitin talagang magpalay doon sa hindi aabutin ng irigasyon. At doon naman po sa abot ng irigasyon ay ini-encourage po nating mag-hybrid sila so that ‘yon pong increase ng yield ay magtatakip po doon sa hindi makakapagtanim. Salamat po.
FLOOD CONTROL PROJECT
Mario Gilongo (Aksyon Radyo): Maayong hapon, Mr. President. While not directly hitting Iloilo, the last typhoon to hit the country (Ineng) brought a lot of rains, which caused flooding in many parts of the city and the province of Iloilo. What acted as a buffer in many areas was the Flood Control Project in Jaro and Pavia. However, very little maintenance has been done on it, with passage of water becoming smaller due to plants, grasses, weeds choking the waterway. Since it will take quite sometime for the Jalaur River Multi-Purpose Project to be realized, many residents are saying that with lack of maintenance, the experience during Typhoon Frank might recur. In the meantime that tha Jalaur River Multi-Purpose Project is not yet finished, what steps is the national government taking to control flooding in the city and the province of Iloilo, Mr. President?
PRESIDENT AQUINO: Noong 2014 nag-allocate ng P50 million precisely to desilt the Jaro floodway. At the moment the project is deemed to be 95 percent complete and it will be 100 percent complete by the end of this month. There is an additional P45 million for its maintenance—additional desilting, vegetation control, repair of damaged portions of the slope protection and maintenance of the service road, amongst others. Another 200 million has been proposed in the 2016 budget for the same purpose to complete—parang to continue the maintenance necessary for it.
Iyong Jalaur River Multi-Purpose Project will start February next year so hindi pa completed, mag-uumpisa pa lang talaga ‘yung project na ito by next year, 2016.
TAXES
Khaye Tubadeza (Business World): Good afternoon, sir. Sir, there are proposals to lower income tax rates, are you in favor or will you support these proposals?
PRESIDENT AQUINO: Noong tumakbo tayo noong 2010 nangako tayo (na) lalong magiging masinop tayo sa pagkokolekta ng taxes, at inabiso natin—pinangako natin at that time, hindi tayo magtataas ng buwis kung hindi tayo—‘yung parang unahin munang kolektahin ‘yung nasa batas na. Ngayon, na-manage natin ‘yon deficit, pababa nang pababa itong deficit as a proportion or as a ratio to the gross domestic product that, in turn, was one of the factors na binigyan tayo ng investment grade status ng lahat nitong mga ratings agencies at patuloy na binibigyan tayo ng mga upgrades.
Ang tanong, kapag binawasan natin ‘yung income tax, mababawasan ‘yung revenue, lalaki ‘yung deficit. Iyong paglaki ba ng deficit magiging negative factor kapag ni-rate sa atin o ni-rate tayo nitong mga credit ratings agencies? Ngayon, may mungkahi na kapalit ‘nung pagbababa ‘nung income taxes, tataasan natin ‘yung VAT (value-added tax), tataasan ‘yung mga sinisingil sa larangan ng langis. So kapag tinaasan natin ‘yung langis, for instance, o ‘yung taxes diyan, taasan lahat ng presyo dahil sa transportasyon, tataas ‘yung kuryente, et cetera, et cetera. So ang tanong, makakabuti ba ‘yung pagbababa 'nung income tax level sa mga kababayan natin? At ako’y hindi kumbinsido sa ngayon. 
Iyong VAT at saka itong taxes nga diyan sa oil products, ’yung duties, et cetera, ‘yung tariffs, parang sa tingin ko ‘yung tinatawag na regressive taxation ‘yan. Parang ang hinihingi ng Saligang Batas ay progressive taxation, ‘yung mas may kayang magbayad, ‘yung mas mayaman, mas kayang magbayad ng buwis dapat mas malaking bahagi ang binabayad niya. Iyong mga tax tulad sa VAT damay lahat kung ano man ang sitwasyon mo sa buhay, kung ano man ang level ng society. So parang ‘yung VAT at saka ‘yung sa oil, tama lahat—tatamaan lahat, hindi yata ‘yon ‘yung hinahabol ng Saligang Batas na dapat progressive taxation.
So ulitin ko lang, hindi bale sana kung nagsu-surplus na tayo at ilang taon na tayong nagsu-surplus, puwede ng pag-usapan. So nangako kami huwag kaming magtataas ng tax. Ang tinaasan lang naming tax ‘yung sin tax, at ‘yung sin tax ang pakay ‘non ‘yung kalusugan. So babawasan pa natin ‘yung nandiyan na, na nakalagay na, tapos papalitan natin ng iba, klaro—parang ang gandang pakinggan, ano, “Uy, nadagdagan ‘yung disposable income ko,” para sa isang bahagi. Pero sa kabilang bahagi naman, tataasan naman ‘yung kokolektahin sa VAT, ‘yung taxes on oil at iba pa, e baka naman neto walang nangyari sa iyo, at ang tatamaan nga mas marami doon sa mas konti ang kakayahan.
SENATOR GRACE POE
Ms. Tubadeza: Sir, Senator Grace Poe is expected to announce her presidential bid this Wednesday. What is the… How is the Liberal Party taking this? Are you worried, sir?
PRESIDENT AQUINO: Are we what?
Ms. Tubadeza: Are you worried, sir?
PRESIDENT AQUINO: Worried? Why should we be worried of her announcing her plans. We really would like to hear what she says. Are we worried? No, we are not worried. I think the party stands on a particular platform. We are moving away from personality politics to platform-based politics. So whatever her announcement is, we still insist that ‘yung—or we still will be advocating governance based on a particular or specific platform rather than just who's, 'di ba, rather just any personality.
ROXAS' RUNNING MATE 
Ms. Tubadeza: Sir, one more. Has the Liberal Party narrowed down its vice president to Senator Alan (Cayetano), Mayor (Rodrigo) Duterte, and Representative (Leni) Robredo?
PRESIDENT AQUINO: Palagay ko I cannot speak at this point in time if we’ve narrowed down but we do have criteria as to whom. And at the end of the day, siyempre, ang aming standard-bearer will have the biggest say as to who he wants as a running mate.
MAMASAPANO INVESTIGATION
Sandra Aguinaldo (GMA-7): Good afternoon, Mr. President. Ano po ‘yung… Gusto lang po naming ma-clarify sa inyo kung ano po ‘yung ibig sabihin ng “alternative truth” that you mentioned in your previous interview?
PRESIDENT AQUINO: Hindi ko puwedeng pasukan lahat ng detalye ongoing investigation at saka may ongoing operations. Ang dulo ng lahat nito, gusto nating malaman ‘yung the whole truth and nothing but the truth. Merong mga nagmumungkahi na puwedeng iba ang nangyari diyan. Ngayon, 'yung imbestigasyon, gusto nating malaman nga ang katotohanan para mapabulaanan—hindi ba puwedeng… ‘Yung official ba na kinuwento ng SAF ang talagang lahat na nangyari, kumpleto? Itong “alternative” ba ang mas kumpleto or may idadagdag doon sa tinatawag na “narrative”? Puwede bang parehong mali at merong pangatlong version? Hindi rin kami nagsasara ng kaisipan na baka itong "alternative" ay pampagulo lang sa usapan. So ang dulo niyan, paano natin malalaman ang katotohanan, kailangan natin ng testimonya at saka ebidensiya, at ‘yon ang nililikom.
Ngayon, kapag magsasabi naman ako kung saan kami nakatutok pagkuha ‘nung ebidensiya, pagkuha ‘nung testimonya, ay para bang nilagyan ko na rin ng bull's eye itong mga hinahanap nating testigo. So ang importante malaman ‘yung totoo. Mangyari na maski sino pang sumuri ganito lalabas, para malaman nga nating ganap ‘yung mga leksyon doon sa nangyari sa Mamasapano.
Ms. Aguinaldo: Sir, ibig sabihin po ba niyan magpapatuloy ang imbestigasyon or will there be a re-opening of the investigation, sir?
PRESIDENT AQUINO: Well, you know, I can’t talk for the other bodies but as far as the Executive is concerned, merong allegation na hindi tama ‘yung narrative, na ‘yon na nga… So ang trabaho namin malaman ano ba ang tama? First version, itong alternative version, combination of both versions? Kasi, ulit, gusto kong idiin, ‘yung… Hindi kami nagsasabi nitong "alternative version" ay sigurado na kami itong totoo. Hindi rin namin sinasabi na... ‘Yung… We are not discounting the possibility na baka totally false ‘yung alternative version or baka ‘pag… Hindi ba, kapag magsisinungaling raw ang isang tao, kailangan adhere to the truth as much as possible.
So ang dulo niyan, may tragedy na nangyari, namatayan tayo ng ganoong karami, at bakit nangyari ito? Iyon ang mga fundamental question. Paano natin maiiwasan ito sa darating na panahon? So para malaman nga ‘yung—[para] maging tama ang solusyon, kailangan tama ‘yung pagsabi ng problema, at sa aming pananaw ‘yung plausibility dito sa alternative version na kailangan talaga siyasatin kung totoo ito o hindi totoo.  
Ms. Aguinaldo: Sir, maihabol lang po. Nababanggit din po na—sinabi po ng MILF (Moro Islamic Liberation Front) na maaaring ang "alternative truth" na ‘yan ay ‘yung information daw that Marwan was killed by his aides.
PRESIDENT AQUINO: Hindi mo puwedeng… Again, Sandra, kapag magsasalita pa ako tungkol ng anumang detalye diyan, para bang may pinapanigan na ako na version; at ang dulo nga nito, maraming inatasan ang ahensiya para magtulong-tulong para mahanap natin‘yung ebidensiya at saka ‘yung testimonya, at hindi—wala pa sa tangan—hindi pa natin tangan ngayon, for instance, ‘yung mga testigong diretsuhang may kaalaman sa nangyari or allegedly may direct knowledge of what transpired.
DOMINGO’S RESIGNATION
Reymund Tinaza (Bombo Radyo): Magandang hapon, Mr. President. Sir,have you received the resignation of Trade Secretary Gregory Domingo, at kung tinanggap niyo na po, meron na ba kayong naisipan na maaaring ipalit sa kanya considering na nalalapit na 'yung APEC (Asia-Pacific Economic Cooperation) Summit, which I understand he has a very big role to play?
President Aquino: Well… Actually matagal na nagsabi si Secretary Domingo na gustong bumalik sa pribadong sector. Ang latest, at mag-uusap kami sometime this week. Nag-submit na siya ng resignation pero 'yung date ng effectivity ay hindi pa tiyak. Baka tatapusin muna 'yung APEC, baka hanggang katapusan ng taon. Pero, again, mag-uusap kami this week. Nagtanong ako sa kanya (ng) rekomendasyon niya kung sino ang ipahalili sa kanya.
We would like to thank Secretary Domingo for all of the work that he has done on behalf of the country. Iyong direct investments na 600 fold or 600 percent ang nilaki—six-fold, rather, ang nilaki; itong paho-host natin ng APEC and so many other things that have happened under his watch in DTI (Department of Trade and Industry).
Ngayon, lahat itong mga ito, alam naman niyo, matindi ang sakripisyo nang pumasok sa public service at matagal ko na rin na ina-announce sa inyo na mayroong tatakbo, meron namang pagod na rin na gustong bumalik sa pribadong sektor. Ang dulo nito nagpapasalamat ako kay Secretary Domingo na 'yung kanyang pagpapalam na-extend nang na-extend at lalo na dahil mag-ho-host nga tayo ng APEC.
So, wala pa kaming pinagkasaraduhang kung anong petsa pero 'yung inaasahan ko sa kanya na talagang hindi niya tayo iiwan na ‘yung matindi pa ang pangangailangan sa serbisyo niya.
BBL 
Mr. Tinaza: Sir, meron pong lumabas ngayon sa mga pahayagan, isang paid advertisement na open letter from the group of retired generals ng AFP, PNP, and Bureau of Fire Protection, and other uniformed services. Ang kanilang sinasabi ay itong Bangsamoro Basic Law, in its original form, saka ‘yung Comprehensive Agreement on the Bangsamoro ay dapat hindi matuloy dahil daw labag sa Saligang Batas at dahil daw sa karanasan nila ay nakita nila na hindi ito ang solusyon sa kapayapaan na isinusulong sa Mindanao. Ano po ang inyng thoughts dito, Mr. President?
PRESIDENT AQUINO: Well, nabasa ko kanina ‘yung ad sa isang pahayagan at siguro marami akong thoughts pero doon tayo sa dulong parte. Meron ba silang minumungkahi sa MILF? Iyong pagbababa ng armas, pagtatanggal ng uniporme, pagtatanggal ‘nung command structure… Apat ‘yung hinihingi nila e. Ang maliwanag sa akin doon, wala naman kapalit. Meron bang negosasyon na puro hingi at walang bigay? Di ba? Iyan ang tinatawag na “give and take.
Iyong pagkaintindi ko nakapanayam sila ng OPAPP (Office of the Presidential Adviser on the Peace Process) pinapaliwanag ‘yung mga provision bago pa raw ‘yung Mamasapano. Iyong mga ibang taong, diumano, nandoon ‘yung kanilang lagda hindi naman iba sa akin, puwede naman nila akong kinausap. Ang tanong ko lang, ‘yung sana pumasok naman sa isip nila, dating miyembro siya ng ating tinatawag na—‘yung karamihan, ‘yung miyembro ng Security Cluster—ano ba ‘yung mensaheng… Ito ba’y nakakatulong sa dayalogong nangyayari o nagdadala ng pangangamba sa ilan nating mga kababayan?
Sana tanggapin nila ‘yung payo ng nakakabata sa kanila, hindi pa naman ako retired, next year pa ako magre-retire. Sana inisip nila: ano ba epekto sa lipunan na maglalabas ng ganito? Ngayon, doon sa… Ako ay bukas na makipanayam sa kanila. At ulitin ko nga, ‘yung ibang nakapirma doon hindi naman iba sa akin. Iyong iba nakita ko kamakailan lang at walang binabanggit sa akin. So medyo nagulat ako na biglang ganoon katindi or ganoon na may tutol sila, na lumabas pa dito sa ad na nito. Iyong dayalogo sana kung pinakinggan nila ‘yung mga tutol, sana napakinggan nila ‘yung mga panig tulad ko. At kung ganoon, ‘di ba, ‘yon ang demokrasya.
Mr. Tinaza: Sir, but, lastly, do you believe that this will give an undue influence to the legislators who are still deliberating—debating on the BBL?
PRESIDENT AQUINO: Will it influence? Well, ang hirap namang magsalita for the legislators. Pero balikan ko lang, ‘yung… Baka maganda rito magkaroon kaming dayalogo, tapos ‘yung dayalogo open to the public para makita natin kung may base ‘yung kanilang posisyon. Alam mo, ulitin ko lang, siguro more than anything, at hindi ko naman nilalahat, sana maganda “ayaw ko itong BBL” ilagay nila, “ang gusto namin ay…” Hindi ba? Iyong—paano ba ehemplo nito? 
Kunyari ang magulang mo sinabi sa’yo “Iyong damit mo mukhang hindi angkop sa pupuntahan mo. Ito dapat ang isuot mo.” So tulad niyan, “‘yung BBL defective—whatever—may reklamo sila, “dapat ilagay natin itong provision na ito, dapat ilagay ‘yan.” Pero ‘yung sasabihin mo na “ayaw ko ‘yan” at wala kang nilalapit na kapalit or minumungkahing ipalit, tama ba naman ‘yon? Kung magiging totoo ka doon sa sinasabi mong gusto namin kapayapaan. “Iyang ruta niyo mali, itong ruta na ito mas maganda.” Iyon siguro ang dapat nating makita. Pero alam niyo naman ang linya ko, ang daming kritiko na sampung bagay, siyam punto siyam ang tama. Hindi naman pag-uusapan ‘yung 9.9, pag-uusapan ‘yung natirang .1, at ‘yung .1 wala naman silang sasabihin kung paano iwawasto ‘yung .1.
So lahat tayo dapat nakilahok dito sa dayalogong ito, dapat mature na tayo. Iyong this is not a good step, there has to be a better step. This is the better step. Baka somebody can even say “this is the best step.” Kung mas maganda ‘yung mungkahi nila, bakit hindi susuportahan? Pero ‘yung tuligsa ka lang nang tuligsa, maliban sa naglabas ka ng hangin, ano bang napala ‘non?
Marami pa akong puwedeng sabihin. Nagulat ako doon sa nakita kong advertisement kanina. Ngayon sana magkaroon ng pagkakataon na makausap ko itong mga nakapirma doon. Una, tatanungin ko kung talaga bang pumirma kayo dito? Pangalawa, saan ba kayo tutol dito? Nabasa ba niyo talaga ‘yung panukalang batas? Nakinig lang ba kayo sa mga so-called “experts”? Ano kaya agenda ‘nung “experts” na ‘yon? ‘Yung talagang open na discussion. Naalala ko lang, dahil open letter, at ulitin ko, ‘yung mga ibang tao diyan medyo matagal-tagal ko ng kakilala, panahon pa ng EDSA. Bakit hindi nila ako kinausap? Hindi ba ako worthwhile kausapin? Basta sa akin bukas ako sa kanila, sana sila bukas rin sa akin.

SEC. COLOMA: Ganoon nga, Alan. Una ay sinabi niyang siya naman ay palaging bukas sa pakikipag-usap o pakikipag-diyalogo sa mga merong konkretong panukala kung paano higit pang mapapabuti itong Bangsamoro Basic Law. At muli niyang ipinahayag na mahalaga iyong pagpapasa nito para maitaguyod ang prosesong pangkapayapaan. At isa pang dapat i-konsidera ay iyong anu na ba ang resulta ng mga talakayan sa Kongreso, dahil simula nung una itong maipanukala ay marami na ring nagpanukala ng mga pagbabago kung paano makatitiyak na ang mabubuong batas ay alinsunod sa ating Saligang Batas at ito ay magiging kapaki-pakinabang para sa nakararaming mga mamamayan ng ating bansa.

ALAN: Opo at kaugnay pa rin nito, Sec, nabanggit ninyo iyong mga updates din from both Houses of Congress. In fact, nitong pong earlier ang naalala ko even itong si Congressman Rufus Rodriguez ay meron siyang sinabi na confident siya na ngayong Setyembre ay maaprubahan nila doon sa komite o sa Kamara itong BBL, Secretary Coloma, sir?

SEC. COLOMA: Sa daloy ng panahon, Alan, ay marami na rin kasing nailahad na mga opinion at pananaw hinggil sa iba’t-ibang aspeto nitong Bangsamoro Basic Law at kung paano maisasaad ito sa lenguwahe ng batas sa isang paraan na mas katanggap-tanggap at mas magiging maayos ang paglalahad ng iba’t-ibang mga probisyon.

Kaya maaring iyong mga pananaw na laban dito ay hindi pa sila updated doon sa mga natalakay na at doon naman sa—meron pa kasing nagaganap na proseso ngayon sa Kongreso na kung saan ay nagkakaroon ng mga plenary deliberations, nagkakaroon ng mga paliwanagan. Susunod diyan ay magkakaroon na ng formal presentation ng mga amendments sa floor, pagbobotohan ito at iyan iyong proseso na kung papaano mabubuo iyong batas.

Maaring ang pinagbabatayan ng mga tumutuligsa at kumakalaban o kumokontra hanggang sa kasalukuyan ay iyon pang sinaunang version at maaring hindi sila fully updated doon sa mga naganap nang mga talakayan. Iyon lang naman ang Mahalaga -- na maging bukas ang pananaw, dahil nga sa napakahalaga ng pagpapasa ng isang makabuluhang Bangsamoro Basic Law para maisulong iyong prosesong pangkapayapaan.

ALAN: Opo. At kanina, Sec., nabanggit mo na the President himself has expressed na naka-ready naman siyang makipag-usap dito sa grupo ng mga retired generals na naglabas ng manipesto ng kanilang sintemyento kontra dito sa BBL. And given this statement of the President, meron na rin po ba kayang tugon sa panig naman po nitong mga retired generals na ito, Secretary Coloma, sir?

SEC. COLOMA: Bukas naman iyong mga channels for communication and dialogue. At palagay ko naman ay magkakaroon ng pagkakaunawan hinggil dito.

ALAN: Sec., sa ibang usapin naman po, dito sa usapin traffic management. Kasunod po ng pagpapalabas...and we understand, magte-take effect ngayong araw na ito itong total truck ban sa Metro Manila subject to certain provisions naman. We understand, na iyong grupo ng mga truckers are also seeking to meet with Secretary Almendras tungkol po dito sa implementation ng truck, parang hihingi ng kaunting konsiderasyon. Ano po ang maise-share ninyong mga updates tungkol dito Secretary Coloma, sir?

SEC. COLOMA: Ang batid po natin ay lahat naman ng mga ipinapatupad na regulasyon ay produkto ng patuloy ng proseso ng konsultasyon. Hindi naman po iyan basta lamang pinag-iisipan at pagkatapos ay ina-anunsyo na kaagad. Dahil simula pa nung nakaraan ay meron nang ongoing process of consultation among the stakeholders -- iyon pong mga port users natin, dahil gumawa po tayo ng maraming hakbang para maibsan at malutas iyong datihang problema ng port congestion.

Kaya iyong pagdaloy ng mga kalakal at mga cargo -- mga produktong inihahatid ng iba’t-ibang mga proseso ng transportasyon, lalo ng mga truckers sa ating mga kalsada at highway – ‘yan ay patuloy na tinutukoy ng ating pamahalaan at iyong huling mga hakbang ay produkto na ng konsultasyon. Kaya’t talaga namang bukas ang ating pamahalaan na makipag-usap sa lahat ng mga sangkot sa pinag-usapan nating isyu, Alan.

ALAN: Sec., on a lighter note pagdating po sa traffic management. Mukhang patuloy na nagiging positibo ang feedback dito ho sa pagte-take ng Highway Patrol Group ng lead role dito sa traffic management sa choke points sa EDSA na maging mga pribadong kumpanya ay nagkakaloob ng ilang mga produkto para daw doon sa ating Highway Patrol Group members. On a lighter note, merong nagbibigay ng, halimbawa eh, mga UV protection lotions dahil nakabilad daw maghapon itong mga HPG natin. Mukhang positibo po ang hakbang na ito maging ang pribadong sektor eh nagpapakita na ng suporta, Sec Sonny, sir?

SEC. COLOMA: Ikinagagalak natin iyan, Alan. At mainam na nauunawaan ng ating mga mamamayan iyong malaking effort, iyong tindi ng sakripisyo na isinasagawa ng mga lingkod-bayan na talaga namang literally nakabilad sila sa araw. Dahil tinitindigan nila iyong kanilang mga puwesto sa highway. At bukod pa riyan dahil nga rainy season ngayon ay inihahanda na rin iyong mga kapote, meron ding mga nag-o-offer ng kapote para sa mga HPG personnel natin.

Pero ayon kay PNP Chief Ricardo Marquez ay handang-handa din naman iyong mga kagamitan na iyan at tinitiyak na protektado mula sa mga elemento ang ating mga kagawad ng HPG.

QUESTIONS AND ANSWERS

Mr. Allanigue: Ang atin pong unang tanong ay kaugnay nitong (usapin). Mayroon po kasing naging pahayag si Albay Governor Joey Salceda. Sabi po niya tila dini-delay daw ng Department of Transportation and Communications (DOTC) ito pong pagpapalabas o ‘yung pag-a-award ng kontrata para po dito sa Bicol International Airport diyan po sa Daraga, Albay. Ano po ba ang latest tungkol dito, Secretary Coloma, sir?

SEC. COLOMA: Ayon po kay Secretary (Joseph Emilio) Abaya, ang patakaran ng DOTC ay panatilihin o tiyakin na mayroong level playing field at pagtalima sa ating Procurement Law sa lahat ng kanilang isinasagawa hinggil sa mga proyektong tulad niyan. Nauunawaan natin ang kagustuhan ni Gobernador Salceda na mapabilis ang pagpapatayo ng bagong paliparan sa kanyang lalawigan.

Mr. Allanigue: Sec, sa usapin naman po ng BBL (Bangsamoro Basic Law), mayroon na pong tatlong senador na nagpahayag. Ito po’y sina Senador Sonny Angara, Ralph Recto, at maging si Senador Bongbong Marcos. Nagpalabas na po sila actually ng pahayag o ng warning (babala) sa MILF (Moro Islamic Liberation Front) [na] huwag namang i-threaten ang Kongreso kaugnay doon sa pagpasa ng iba pang bersyon ng Bangsamoro Basic Law. Mayroon po bang kaukulang pahayag din ang Palasyo tungkol sa isyung ito, Sec. Sonny, sir?

SEC. COLOMA: Patuloy na nakikipag-ugnayan ang pamahalaan sa mga lider ng Kongreso hinggil sa pagbubuo ng makabuluhang Bangsamoro Basic Law na magtataguyod at magsusulong sa prosesong pangkapayapaan. Naniniwala si Pangulong Aquino na mahalagang bahagi ng mabubuong batas ang mga prinsipyo hinggil sa pagkamit ng matatag na katahimikan at pangmatagalang pag-unlad ng Bangsamoro.

Mr. Allanigue: Lumabas din ho itong statement naman ni Congressman Rufus Rodriguez. Mayroon din siyang pahayag na maaaring maaprubahan nila itong BBL before September 28 naman, sabi po ni Congressman Rufus Rodriguez ng Cagayan de Oro City, sir.

SEC. COLOMA: Batid natin ang pagsisikap ng mga lider ng Kongreso kabilang na si Congressman Rufus Rodriguez na isagawa na ang deliberasyon sa plenaryo para maihatid na sa botohan at mabuo na itong Bangsamoro Basic Law. At buo ang ating pag-asa na ginagawa nila ang nararapat para sa napapanahong pagpasa ng Bangsamoro Basic Law.

Mr. Allanigue: Secretary Coloma, ito po’y tanong naman na mula [kay] kasamang Jerry Esplanada mula sa Philippine Daily Inquirer diyan po sa Malacañang Press Corps. Ang sabi po niya, maaari po bang mahingi ang Palace reaction sa mga sumusunod? Ang una po niyang nabanggit ay itong panawagan ng Catholic Bishops Conference of the Philippines (CBCP) sa isang probe dito sa pagkakapatay sa tatlong Lumad leaders diyan po sa Lianga, Surigao del Sur, allegedly by paramilitary forces. Sec. Sonny, sir?

SEC. COLOMA: Ito po ang ating katugunan hinggil diyan.

“We note the statement of the CBCP on the killing of Lumads. According to Justice Secretary (Leila) de Lima, the DOJ (Department of Justice) supports the call for an inter-agency probe of the incident. Government continues to ensure the safety of all citizens and that peace and order is maintained.”

Mr. Allanigue: Okay. Ito po’y galing pa rin kay Jerry, Sec. Sonny. Ang sabi naman po niya, ito pong panawagan naman sa isang probe diyan po sa Mamasapano incident, mayroon po bang ganitong nakahanay at mayroon din daw po ba kayang pangangailangan para sa isang parallel inquiry sa bahagi naman ng Senado? Sec. Sonny, sir.

SEC. COLOMA: Ang Pangulo po mismo ang nagsabi nang klaro sa pakikipagpanayam sa kanya ng Philippine Daily Inquirer noong nakaraang linggo ng sumusunod:

“There is a need to get to the truth of the matter, the complete truth.” ‘Yan po ang pahayag ng Pangulo. Siya na po mismo ang nagpautos ng patuloy na pagsisisiyasat hinggil dito. Mas mainam po siguro na hintayin na lang natin ang magiging resulta ng pagsisisiyasat na ‘yan.

Mr. Allanigue: Opo, okay. Secretary Coloma, sir, maraming salamat po ulit for your time and for the updates from the Palace.

SEC. COLOMA: Bago tayo maghiwalay, Allan, dadagdagan ko lang ng maikling panawagan sa ating mga mamamayan hinggil sa pangangailangan ng ibayong kooperasyon sa pagpapanatili ng kaayusan ng daloy ng trapiko sa ating Kalakhang Maynila, lalong-lalo na sa EDSA. Papasok na tayo sa ikalawang linggo ng pagpapatupad ng iba’t ibang hakbang para maibsan ang traffic congestion diyan at mapabilis ang daloy ng trapiko.

Sana po ay makiisa tayo sa mga traffic enforcer ng HPG (Highway Patrol Group), MMDA (Metro Manila Development Authority), LTO (Land Transportation Office), at LTFRB (Land Transportation Franchising and Regulatory Board) sa kanilang pagpapatupad ng batas trapiko.
