lindol ang karagatang bahagi ng Hinoba-an, Negros Occidental, Linggo ng umaga.
7:56 ng umaga nangyari ang lindol, ayon sa earthquake information ng PHIVOLCS.
Naitala ang sentro nito 45km sa timog-kanlurang bahagi ng Hinoba-an. Nasa 37km
ang lalim nito at tectonic ang pinagmulan. Inihayag ng PHIVOLCS na hindi
masyadong naramdaman sa kalupaan ang pagyanig pero nagtala ito ng intensity 1
sa ilang bahagi ng Hinoba-an.

Dahil epektibo niyang natugunan anumang banta doon, nakapagtala ang probinsya ng 83 percent voters turn-out—ang pinakamataas na tala sa Cordillera Administrative Region noong nakaraang eleksyon. Balita ko rin, ang tawag sa kanya sa AFP ay code “Superman.” Lagi daw kasi siyang nangingibabaw sa mga pisikal na pagsasanay. Bilang bagong pinuno, umaasa akong pambihirang lakas, disiplina, at dedikasyon din ang ibubuhos mo upang ipagpatuloy ang transpormasyon ng Hukbong Katihan. you know how much of a revolutionary she was, especially during the EDSA
revolution, but I think that is a story that will be told later on; Friends
of Elsie Gaches Village, led by Mr. Manuel Luis Gonzales; Mayor Jimmy
Fresnedi; Sisters of Charity of Saint Anne of Bombay; benefactors and
supporters of Elsie Gaches Village; residents of Elsie Gaches Village;
fellow workers in government; honored guests; mga minamahal kong pong
kababayan; Magandang hapon po sa inyong lahat. I hope Doña Bea understands half of my speech. My writers, a lot of them are Palanca winners, and very expert at the national language. But I will send you a translation in Spanish and in English after today. Nakakaantig po talaga ng puso ang kuwento ng Elsie Gaches Village . Noong dekada 70, ang 16 na ektaryang lupaing ito ay bakasyunan lamang ng mag-asawang Samuel at Elsie Gaches. Sila’y mga Amerikano, na may-ari noon ng kompanyang nagbebenta ng alahas. At sa paglipas ng mga taon, lumawak ang serbisyong hatid ng Elsie Gaches Village. Labing-apat na cottages at isang halfway house ang nagsisilbing kanlungan ngayon ng mahigit 500 kliyente. Dito, mayroong mahigit 160 trained staff na nangangasiwa, kumakalinga, at nagbibigay-serbisyo tulad ng paramedical, psychiatric, dietary services, at occupational therapy. Dagdag pa rito, mayroon din kayong Special Education, Music and Art Therapy Program, Productivity Skills Training Program, at Sports Program. Sa mga panahong ito, nananatili pong nakatutok sa kapakanan ng ating mga kababayan ang ating magigiting na social workers. Nananatiling bukas ang pinto ng mga pasilidad tulad ng EGV. May makapansin man o wala, maging laman man ng headline o hindi, nariyan po kayo, tuloy-tuloy ang paglilingkod sa ating mga kababayan. Buong bayan po ang nagpupugay sa ipinapamalas ninyong sipag at dedikasyon sa pagtulong sa kapwa. Personal ko pong ipinapaabot ang isang espesyal na pasasalamat sa bawat indibidwal at grupong naging bahagi na ng mayamang kasaysayan ng Elsie Gaches Village. Sa paglipas ng panahon, dalawang henerasyon na ng Pilipino ang inaruga at pinagsilbihan ninyo. Wala kayong pinipiling araw o pagkakataon sa pagseserbisyo. Tunay kayong ehemplo sa kakayahan nating makamit ang permanenteng pagbabago. Isa nga po siguro sa pinakamatingkad na halimbawa sa inspirasyon at pagbabagong hatid ninyo ay ang tagumpay na nakamit ng ilan sa mga kasapi ng EGV nitong Disyembre 2013. Itinanghal pong 1st Runner Up sa Special Olympics Asia Pacific Football Tournament sa Newcastle, Australia ang kinabibilangan nilang koponan. Ulit, congratulations po [Applause]. Talaga namang iniangat ninyo ang bandila ng Pilipinas sa buong mundo, at ipinamalas ang husay, gilas, at dedikasyon ng lahing Pilipino. Kaya naman, sa ngalan nga po ng sambayanan, buong karangalan ko kayong binabati sa inyong mga pambihirang tagumpay. Sa huli, malinaw pa rin po ang kulturang patuloy nating itinataguyod sa bansa: isang komunidad na may pantay-pantay na pagtingin sa bawat isa; isang lipunan kung saan walang naiiwan, walang ineetsa-puwera, walang binabale-wala. Saanmang bahagi ng Pilipinas ka nagmula, lahat tayo ay Pilipino, lahat tayo ay anak ng Diyos—lahat ay may kakayahang makipagkapwa, lahat ay may patas na pagkakataong paunlarin ang sarili at ang buong bansa. Patuloy po tayong magdamayan, at mag-ambagan sa higit na ikabubuti ng ating kapwa at bayan. Bago po ako magtapos, gusto ko lang po ulit-ulitin, noong iniharap po sa atin ang imbitasyon at tinanong ako kung gusto kong dumalo sa Elsie Gaches Village, una po siyempreng tumawag pansin ay 50 taon na po n’yo ginagawa ‘to. The GPH Panel
notes the release by the Regional Trial Court of Danao City in Cebu
of Ramon Patriarca, claimed by NDF to be a consultant of its peace
negotiating panel. Patriarca was arrested on 05 February 2009 by
joint elements of the police and 78th Infantry Battalion in Barangay
Casili, Consolacion town in Northern Cebu and charged with
rebellion. After going through the merits of the case and a full blown trial, the case was eventually dismissed by the RTC. Contrary to criticisms, our justice system is vibrant and strong. And democratic institutions are effective and vigorous, cognizant of the rights of every Filipino. |

19% collection growth during the reform period 90% success rate in spotting adverse findings in alerted shipments Four months after rolling out President Aquino’s reform program for the Bureau of Customs, emerging cash collections by the agency for the months of November 2013 to January 2014 registered a 19.26% growth rate over the comparable period in 2012 to 2013. One can draw a line before and after October, when the reform operations and personnel movements stabilized, and observe that the initial major elements of the President’s Customs Reform Program have been substantive and generated significant growth in revenues for the government. These are encouraging initial results. The numbers tell us the reform program is starting to work,” Sevilla said. The initial major elements of the President’s Customs Reform Program include the appointment of new top level customs officials, the order for customs officials to return to their mother units in late September, the creation of the Office of Revenue Agency Modernization, the strategy execution and change management arm of the DOF, via Executive Order No. 139, s. 2013, and the creation of the Customs Policy Research Office, the policy modernization and formulation arm for customs, via EO No. 140, s. 2013. 90% success rate in finding alerted imports that are undervalued or misclassified The BOC’s Intelligence Group (IG) and Enforcement Group (EG) have been actively fighting smuggling by issuing an unprecedented number of examinations on alerted shipments that were potentially undervalued or misclassified over the past four months. Of the 142 shipments that were examined, 90% had adverse or derogatory findings, leading to higher collections for government. “This tells us two things: first, that importers have been so used to the system of corruption in the Bureau and colluding with customs officials that they think they can get away with the gross undervaluation of their imports; second, despite complaints from some sectors about congestion, with our 90% success rate in finding problems in import entries, the Bureau is actually not alerting and examining enough shipments.” the Customs Chief noted. Customs Reform Team committed to building fundamentals Despite the initial positive signs of the President’s Customs Reform Program, Sevilla reiterated that the work of Customs reform is to go back to the basics and to fix the fundamentals. “The long-term success of Customs reform will not be found in big overarching ideas, but in the work of the mundane and every day. The Customs Reform Team is committed to building the fundamentals by working on the mundane. The devil is in the details: we are committed to closing up all these gaps in the system to make it harder for our people to do the bad thing, and easier for them to do the good thing. Natural Resources Secretary Ramon J. P. Paje today expressed elation
at the birth of a new Philippine eagle (Pithecophaga jefferyi) “Atbalin”,
the 4th eaglet hatched in the forest of Baliguian in Zamboanga del
Norte. “We are very happy on hearing the news that a new Philippine eagle was hatched in the wild. This only shows that the province still has a very good forest cover, and I thank the people of Zamboanga del Norte for having taken good care of their natural resources,” Paje said. In a report to Paje by the Regional Eagle Watch Team (REWT) of DENR-Region 9, the young eagle was hatched on its parents’ nest atop a tree in Barangay Linay on the eve of December 17 last year. The name “Atbalin” (acronym for “attraction for Bry. Linay”) was coined by elected local officials of Brgy. Linay led by its chairman and head of the DENR-organized Community Monitoring Group Regin Geografia. “Atbalin’s arrival,” said Paje, “is certainly a welcome addition to the dwindling Philippine eagle population in the country.” According to Paje, Bry. Linay is a natural habitat for the Philippine eagle couple Dionisio and Milia, which breeds once every two years. He also said previous hatchlings of Dionisio and Milia as monitored by the REWT were Fernando, followed by Binoni Pusaka and Mitigam. Binoni Pusaka and Mitigan are Subanen names which mean “hidden treasure” and “clever”, respectively. Dionisio and Milia take care of their offspring for 22 months until the eaglet is ready to leave its parents’ territory to establish a home of its own. Described by American aviator Charles Lindbergh as “the world’s noblest flier”, the Philippine eagle replaced the ‘maya” as the country’s national bird in 1995 by virtue of Proclamation No. 615. It is categorized as a critically endangered species or at high risk of extinction under the National List of Threatened Species and by the International Union for the Conservation of Nature for its diminishing numbers in the wild due to habitat destruction and poaching. Through the Philippine Raptors Conservation Program of the Biodiversity Management Bureau (formerly Protected Areas and Wildlife Bureau), the DENR has partnered with organizations such as Philippine Eagle Foundation (PEF), University of the Philippines (UP) and Haribon Foundation in undertaking research, habitat conservation and in educating the public about the important role of the Philippine eagle in maintaining the ecological balance and as a national symbol. Part of the conservation program, which is being implemented in 11 regions nationwide, survey and monitoring activities are being undertaken to document the location of breeding pairs and nests in the wild. New sightings of the national bird in the Cordillera mountain ranges in Apayao and Abra were recorded by DENR-Cordillera Administrative Region and was re-discovered in Leyte by the University of the Philippines. “These reports of sightings from our partner institutions offer new beacons of hope for the Philippine eagle,” Paje said, as he reiterated his call on the people to continue supporting the rehabilitation of the country’s forests through the National Greening Program to ensure the continued existence of the Philippine eagle, also called “Haring Ibon” or king of birds. The first sighting of the world’s largest eagle was documented in 1896 in Paranas Island off Samar province. Its natural habitats such as Northern Sierra Madre, Mt. Kitanglad, Samar Island Natural Park and Mt. Apo have been declared as protected areas. |

Preliminary
data showed that the country’s gross international reserves (GIR)
reached US$78.9 billion as of end-January 2014, Bangko Sentral ng
Pilipinas (BSP) Governor Amando M. Tetangco, Jr. announced today.1
This level was lower by US$4.3 billion than the end-December 2013
GIR of US$83.2 billion. The level of reserves remains comfortable as
it can amply cover 11.3 months’ worth of imports of goods and
payments of services and income. The GIR is also equivalent to 7.9
times the country’s short-term external debt based on original
maturity and 5.6 times based on residual maturity. 2 The decline in reserves was due mainly to the foreign exchange operations of the BSP and payments by the National Government (NG) for its maturing foreign exchange obligations. These outflows were partially offset by the foreign currency deposits of the Treasurer of the Philippines (TOP), income from investments of the BSP and revaluation adjustments on the BSP’s gold holdings. Net international reserves (NIR), which refer to the difference between the BSP’s GIR and total short-term liabilities, also decreased by US$4.3 billion to reach US$78.9 billion as of end-January 2014, compared to the end-December 2013 NIR of US$83.2 billion. |

Motorists and
commuters are advised by the Department of Public Works and Highways
(DPWH) to expect traffic slowdown in some portions of EDSA including
the section approaching Cubao area due to road works this weekend. Secretary Rogelio L. Singson said that road repair at EDSA will be undertaken beginning at 10 P.M today, February 7, 2014 under the supervision of the DPWH-National Capital Region. Traffic build-up is expected at the EDSA northbound from Main Avenue to P. Tuazon with the C & F Construction and Development Corporation undertaking reblocking works at the 2nd lane involving an area of 301 square meters. Reblocking works of about 1,066 square meters at the 1st lane southbound direction from Magsaysay Street to New York Street under AKH General Contractor is also expected to affect vehicular movement. In Pasay City, about 390 square meters of the southbound direction of EDSA from Loring Street to Park Avenue will undergo reblocking under contract with AUKH Construction. Other parts of EDSA scheduled for pavement improvement includes the northbound direction from United Street to Julia Vargas and southbound direction from Boni Avenue to Guadalupe Bridge in Mandaluyong City; northbound 4th and 5th lane from Mckinley Forces to Guadalupe Bridge and southbound 4th and 5th lane from Guadalupe Bridge to South Drive in Makati City; and northbound 5th lane from Don Ang Street & General Tinio Street in Caloocan City. At its meeting
today, the Monetary Board decided to keep the BSP's key policy rates
at 3.50 percent for the overnight borrowing or reverse repurchase (RRP)
facility and 5.50 percent for the overnight lending or repurchase
(RP) facility. The interest rates on term RRPs, RPs, and special
deposit accounts (SDAs) were also kept steady. The reserve
requirement ratios were left unchanged as well. The Monetary Board’s decision is based on its assessment of manageable inflation. While inflation has risen slightly due mainly to the recent increase in food prices on account of adverse weather conditions, latest baseline forecasts continue to indicate that the future inflation path is likely to stay within the target ranges of 4±1 percent for 2014 and 3±1 percent for 2015. Meanwhile, market expectations remain anchored to the inflation target over the policy horizon. The Monetary Board noted that the balance of risks to the inflation outlook remains slightly weighted toward the upside given the pending petitions for adjustments in utility rates and the possible uptick in food prices. The Board also noted that while the global economy has become more challenging because of heightened financial market uncertainty following monetary policy adjustments in the US and generalized concerns about the sustainability of growth in emerging economies, domestic economic activity is likely to stay firm. Sound fundamentals such as buoyant demand, strong fiscal and external positions as well as favorable consumer and business sentiment would support the economy. The Monetary Board will continue to closely monitor and assess evolving growth and liquidity conditions and will consider policy adjustments, when needed, to ensure continued price and financial stability. |

The Department
of Social Welfare and Development (DSWD), under its Modified Shelter
Assistance Program (MSAP), has completed a total of 1,921 permanent
houses for families left homeless by ‘Pablo’ that ravaged Davao
Oriental and Compostela Valley on December 4, 2012. Made of concrete and good lumber, MSAP units are disaster-resistant homes built by the government for families victimized by calamities. Each unit covers a lot area of 70 square meters. They are installed with a two-room division and painted inside and out. All have bathroom and septic tank, separate kitchen, and window-level concrete wall. DSWD provided funding for the said project. The provincial governments, for their part, handled the site development, land preparation and engineering operations. Of the 1,921 houses, 973 units were built in Davao Oriental and 948 units in Compostela Valley. The DSWD is targeting to build 3,966 permanent homes in relocation sites determined safe by the Mines and Geosciences Bureau. A total of P301,020,000.00 has been spent in building these homes. With the ongoing construction in the two provinces, more units will be completed soon. |

Labor and
Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said the
DOLE will provide assistance to the drivers, conductors, inspectors,
and other workers of the Don Mariano Transit Corporation who were
displaced from their jobs following the Land Transportation and
Regulatory Board (LTFRB)’s decision to strip the said bus company of
its franchise. “DOLE-NCR Regional Director Alex Avila has reported that he has sought the assistance of the NCR Bus Transport Industry Tripartite Council for possible employment of the affected workers, subject to their hiring policies,” said Baldoz, adding that the BTITC was established to address the labor and employment issues affecting workers and management in the bus transport sector. Director Avila in his report said that DOLE-NCR has also proposed to provide livelihood to the displaced workers during a meeting with the union and management of DMTC on 30 January 2014. “Avila has already requested the DMTC union, through union president Bienvenido Amojar, to submit a feasible livelihood project for possible funding. DMTC Operations manager Elmer Buban and bus inspector Edmund Parungao were also present during the said meeting,” Baldoz said. She added that both union and management representatives have informed DOLE Regional Office- NCR that the bus company has already paid all wages and wage-related benefits, such as 13th month pay and overtime pay, since these were all integrated in their regular payroll pursuant to the implementation of the two-tier wage system. About 321 workers, including 79 drivers and 107 conductors, were affected by the revocation of franchise of the Don Mariano Transit Corp. following an investigation of the Land Transportation and Regulatory Board (LTFRB). On December 16 one of the 78 buses owned and operated by the Don Mariano Transit bus company figured in a major accident while traversing the Skyway. The driver of the said bus lost control and the vehicle plummeted from the Metro Manila Skyway and landed on a van, killing a total of 20 people. The LTFRB, chaired by Winston Ginez, had imposed a 30 day suspension of the entire fleet of Don Mariano Transit, and revoked of its franchise on 14 January 2014. The DMTC management informed the DOLE Regional Office-NCR that the management has allowed its drivers and conductors to do extra work at their sister companies, such as Nova Transit and Commuters Transit. Meanwhile, Baldoz announced that 532 public utility bus (PUB) companies with 8,946 bus units in 14 regions have been certified to be labor standards compliant pursuant to Department Order No. 118-12, or the Rules and Regulations Governing the Employment and Working Conditions of Drivers and Conductors in the Public Utility Bus Transport Industry. “As of 30 November 2014, the DOLE’s Regional Offices have issued labor standards compliance certificates (LSSCs) to 532 bus companies as proof of their compliance with Department Order No. 118-12. This means that workers of these bus companies are now receiving fixed pay and other mandatory benefits in addition to performance based pay,” said Baldoz. The 523 bus companies employ 10,604 drivers and 10,010 conductors. The labor chief added that the ultimate goal of D.O. 118-12 is the safety of not only the drivers and conductors, but also of passengers and pedestrians. “Compliance with D.O. 188-12 will help these bus companies improve their productivity resulting to lesser incidence of traffic violations and other vehicular accidents,” said Baldoz. D.O. 118-12 mandates a fixed and performance-based pay and provision of social security and welfare benefits to the drivers and conductors. The LSCC is a requirement of the DOLE during labor inspections and of the LTFRB in application and renewal of franchise. |

| Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday cited a report of the Office of the Middle East and African Affairs (OMEAA) of the Department of Foreign Affairs on the prospects of jobs expected to be created in the United Arab Emirates as a result of the successful bid of Dubai, one of the UAE’s seven Emirates to host the 2020 World Expo. The OMEAA, which furnished Secretary Baldoz of its report, said over 200,000 jobs are expected to be created in the UAE’s hospitality sector ahead of the 2020 World Expo. “The report said jobs will be created in the construction, real estate, hospitality, aviation, retail, and services sector in the UAE,” said Baldoz. “Both low-level and professional jobs will also be in demand,” she added. The report said that in tourism alone, tourist arrivals in the UAE “are likely to grow at a compound annual growth rate of 5.3 percent between 2012 and 2011; hotel supply is expected to increase at 5.3 percent from 96,922 hotels in Dubai and Abu Dhabi to 125,383 hotels in 2016.” The report said however, that with the large increase in the expatriate population who will also be recruited in the professional category, a sharp increase in rents and real estate prices is expected, followed by significant increases in housing supply later as market adjusts to rising demand. Relative to this, Baldoz, warned OFWs wanting to work in UAE to be circumspect and careful in making any decision to make the UAE a work destination. Immigration (BI) Commissioner Siegfred B. Mison encouraged foreign
nationals currently held at the BI Warden Facility (BIWF) to
identify immigration personnel who are allegedly involved in
irregular or illegal behavior. Mison urged members of the “Foreigners for Justice” to come out and identify the jail guards and personnel allegedly involved in extortion, cruelty, and brutality, assigned at the BIWF in Camp Bagong Diwa in Taguig City. “Please give us the details so that the alleged erring bureau personnel will be dealt with accordingly,” Mison asked the members of the group. As of last December, there are about 168 foreign nationals temporarily held at the BI Warden Facility (BIWF). Topping the list of jailed foreigners are the Taiwanese with 44 detainees, the Chinese with 33; Koreans, 18; 16 Americans; and 10 Indians. The members of the “Foreigners for Justice” allege the reasons why they are afcing deportation is that BI officials denied them due process of law. However, in an interview they admitted that they were victimized by their business partners or are simply overstaying. All foreign nationals in the BIWF are temporarily held on the basis of a deportation order or at the very least, a charge sheet. Despite a final deportation order, some foreigners still remain at the BIWF by reason of pending criminal cases. “We cannot simply implement a final deportation order against a foreigner with a pending case before our local courts, so as not to frustrate our criminal justice system,” Mison said. The Public Attorney’s Office and the National Bureau of Investigation has recently conducted an outreach program and rendered legal counseling to the foreigners in the BIWP. On the part of the bureau, Mison said that the Bureau has drafted an Operations Order pending approval of Justice Secretary Leila de Lima to address foreigners subject to a final deportation order but with pending criminal cases. He said the Bureau also sought assistance from the legal aid offices/clinics of the Ateneo law school and UP Diliman College of Law. The Bureau is continuously evaluating foreigners subject of a deportation order who are married to a Filipino spouse, those with simple overstaying cases, those caught in possession of fraudulent papers, and those who are allegedly victimized by BI personnel or unscrupulous third persons. |

maintain the country’s bird flu free status as poultry remain to be

agriculture. During the opening of the 5th International Animal Health, Genetics & Nutrition (INAHGEN) Congress at the SMX Convention Center on 5 February 2014, Alcala also expressed hope that the Philippines will soon be able to export chicken to the United Arab Emirates. In 2013, poultry growers produced 4.2% more, due to the increase in production to meet the demand for roasted chicken. Other livestock animals fared well and posted significant increase with dairy at 5.47%, hog at 1.95%, and cattle at 1.76%. As such, Alcala encouraged the participants to partner with the government in ushering inclusive growth. DA is looking at a stronger partnership with feed millers to expand sources that will provide the necessary raw materials. The Sugar
Regulatory Administration (SRA) in coordination with the Department
of Agrarian Reform recently conducted mapping and soil-sampling on
the proposed site for Sugarcane Block Farming Project of DAR and SRA
in Polangui, Albay. “To map out the 30 hectares of sugarcane farms in Polangui, a Global Positioning System (GPS) was used for accuracy. Soil sampling was also conducted to determine if the Ming variety of sugarcane, which SRA suggested the farmers to plant, will be best on these soils. And we found out that the type of soil here is indeed good for the Ming variety,” said DAR Regional Director Luis Bueno, Jr. According to Bueno, a 1.5-hectare demo farm will be established where the SRA’s experts will demonstrate to farmers the advantages and potentials in planting the Ming variety. “Trainings and study missions to other sugar block farms will also be provided to farmers to enable them to appreciate the technologies adopted by other sugarcane farmers in the country,” added Bueno. |

Construction of
the Green Innovation Technology Center, a new learning venue that
will meld green technology programs into technical vocational
education and training, officially began on February 7. The Technical Education and Skills Development Authority (TESDA) and the Federation of Filipino Chinese Chamber of Commerce and Industry Inc. (FFCCCII) collaborated to build the two-story building with an approximate floor area of 1,000 square meters. At the groundbreaking ceremony held at the TESDA Complex, Secretary Joel Villanueva highlighted the significance of the project as a showcase of the agency's robust partnership with the private sector in pushing for new training programs geared toward the best practices on environmental protection and preservation. Joining Villanueva during the ceremony were Labor Secretary Rosalinda Baldoz, FFCCCII president Dr. Alfonso Siy, and Filipino-Chinese businessman Lucio Tan. "It is on the grounds of TESDA where the pillars of learning will be built, and where the future of many youth will be shaped," said Villanueva, TESDA director general. "This is a true bipartisan effort between TESDA and FFCCCII, echoing the desire to educate the young generation about environmental innovation and stewardship, and transforming them into productive members of society," he said. The construction of the center was sealed in a Memorandum of Agreement between TESDA and FFCCCII last January 21. Under the deal, the chamber will provide the funds for the state-of-the-art building. Once completed, the building will be donated to TESDA. The center will offer green technology programs such as solar-powered lighting, bio-mass technology, and engineered bamboo (e-bamboo). It will also have programs on advanced agricultural crop production technologies such as hydroponics and organic vegetable production using drip irrigation, and use of rain water and waste water or water recycling aimed at enhancing production. Villanueva said the center will help advance the agency's push for green skills development among its trainees. During the second National Tech-Voc Congress in 2012, there was a consensus among the participants that the sector has a prominent role to play in developing green skills. "One of the most pressing challenges we face is to be able to help avert climate change and at the same time, deal with its impact. We at TESDA know the imperative to use energy and resources more efficiently, and to use renewable resources whenever possible," Villanueva said. "As we continue to hone the skills of our trainees to help them find decent jobs and livelihood, we will also ensure that economic growth and environmental protection and preservation go hand in hand," he said. |

affordable housing as well as livelihood opportunities in relocation
sites. Binay added that the National Housing Authority (NHA) had already relocated 196 out of the 285 families who availed of the government’s relocation program. “It has always been our priority to give homes to the homeless and we make sure that we have livelihood programs in our relocation sites. Those who are being relocated from Agham road should expect the same,” he added. Binay also said the informal settlers and the Quezon City government already had several dialogues over the past two years that were witnessed by representatives from the Commission of Human Rights (CHR). During the dialogues, Binay said that the QC government and the NHA will share the P31,000 financial assistance given to informal settlers who agreed to be relocated. He added that each informal settler family is eligible to receive a 40 square meter house and lot package that will be paid for by the ISFs at P200.00 a month for 30 years with an additional 6 percent interest added every 5 years. |

Providing
quality service to the poor is a continuing tradition of the
Philippine Orthopedic Center (POC). Even with the deteriorating
state of this 50-year old facility, the heroic doctors, nurses, and
staff of the POC continue to provide the best orthopedic and
rehabilitation care to its patients. Built in 1963, the POC has not
received any major upgrade or renovation. Meanwhile, POC’s number of
patients continues to grow. Better facilities and services needed Over time, the 700-bed capacity of the POC dwindled to only 534 serviceable beds, while the number of trauma and orthopedic patients continue to swell. The result — the Center’s beds overflow into the corridors and passageways. In 2010, POC statistics showed that the hospital treated 7,613 patients. Obviously, the current state of the POC cannot accommodate this increasing number of patients. Aging medical equipment continue to plague the efficiency of the Center, thereby prompting its personnel to be creative such as the use makeshift tractions to support various fracture cases, a practice used rarely with the advent of orthopedic implant technology and operative techniques for fracture dislocation and management. X-rays essential in diagnosing fractures for musculoskeletal injuries are either not working or are housed haphazardly in whatever available space there is at the Center. The lack of working equipment ultimately redounds to patients having to wait on longer queues for their turn on these machines. Despite its dismal state, the POC serves as home to a huge number of patients, some confined there for years. POC’s doctors and nurses work amidst hazardous working conditions, pulling in long hours to compensate for the lack of work force. State-of-the-Art services under MPOC The Modernized Philippine Orthopedic Center (MPOC) is set to address all of these challenges to the provision of excellent orthopedic and rehabilitation care services through improved conditions, state-of the-art equipment and facilities, modern and technology driven operational systems. With the awarding of the modernization contract to the competitively procured private partners, Megawide Construction Corp. and World Citi Inc. the Center will be a truly modernized 700-bed capacitytertiary hospital run by medical experts in the field of trauma, orthopedic and rehabilitation. The Department of Health (DOH) expects that by 2016, the MPOC’s patients will climb to 237,500. By the end of the partnership agreement in 2038, the MPOC would have treated some 268,000 patients. The projected higher number of treated patients is a result of the anticipated improvements in technology, equipment and facilities as well as the operational efficiency brought in by the private sector partner. No one loses a job With the modernization of the POC comes the promise of better working conditions for the POC staff. Job security takes on a paramount importance. Allegations that jobs will be lost are not true. With the POC under the management of the private sector partner, an employee is given a choice — stay on at the MPOC as an employee of the private partner or be retained as a government employee and be transferred to another public hospital. The bottom line is that no one loses a job. Protecting women Even as the MPOC embraces all of its publics, an initiative introduced by the DOH is to facilitate and improve the delivery of a dedicated medical service, specifically affecting women, a distinct gap identified under the Philippine Plan for Gender and Development (PPGD). Under its monitoring scheme, injuries suffered by women treated at the MPOC will be compiled into a specific database, a rich resource of information for policies and other related interventions on gender and women in health care. Not Privatization and Pro-poor There is only one underlying reason for modernizing the POC –better and more efficient services to the people, particularly the poor. The 700 bed capacity, the new equipment, sufficient and well-trained staff are the essentials to the provision of said premium service. The participation of the private sector does not mean the privatization of the POC. As a public-private-partnership arrangement, the MPOC is afforded by its private partner adequate resources, technology and expertise that will support all of these requirements needed for a modernized and efficient tertiary level hospital accessible to all particularly the poor. Out of the 700 beds, 490 will be dedicated purely for PHILHEALTH sponsored patients. If one is not a PHILHEALTH cardholder, then that patient will automatically be registered into the system. Access to universal health care is thus expanded. Indigent patients, the poorest of the poor will be given the right to better health care, funded from the government’s sin tax law that Congress enacted in 2012. This is because the MPOC’s public health mandate remains with government, this time aided and enabled by its private partner. |

To augment the
funds for anti-corruption programs, the Office of the Ombudsman has
started collecting processing fees for the issuance of Ombudsman
clearance effective February 1, 2014. Office Circular No. 07 (series of 2014) set the schedule of processing fees which range from P100.00 (for retirement purposes, rationalization, resignation and death claims), P150.00 (for employment, promotion, transfer, appointment, confirmation, discharge, foreign assignment and grant of benefits unrelated to the preceding purpose), P200.00 (for foreign travel, foreign assignment, study grant/scholarship, recognition/awards, leave application, loan application, change of name, and as part of documentary requirements of the JBC, CESB, CSC, PRC and other agencies), P500.00 (for permit to carry firearms, fidelity bond and bidding requirement) to P1,000.00 (for firearm licenses). Payment may be made in cash or postal money order payable to the “Office of the Ombudsman.” Memorandum Circular No. 05 (series of 2012) entitled “Guidelines on the Issuance of Ombudsman Clearance” which took effect on December 1, 2012 imposed the requirement of payment of processing fee but such requirement was suspended until such time that the assessment and schedule of processing fees have been determined upon study and recommendation by the assistant ombudsman for finance. Office Circular No. 07 provides that applications filed before February 1, 2014 are still exempt from paying the processing fee. An Ombudsman Clearance is an official document certifying that a person has no criminal, administrative or forfeiture case pending with the Office of the Ombudsman. If there appears to be such pending case against the applicant, the Office shall instead issue a Certification of pending case/s filed with the Office. Aside from paper applications in the Ombudsman offices in Quezon City, Cebu, Iloilo, Tacloban, Cagayan de Oro and Davao, online applications may also be lodged at www.ombudsman.gov.ph. |
