1. DOLE, awards P300K worth of livelihood assistance to “Negosyo Kariton” program beneficiaries

LUCENA CITY, Quezon, Feb. 14 (PIA) –The Department of Labor and Employment
(DOLE) Quezon provincial office turned-over recently a check worth
P300,000 livelihood assistance to the “Negokart” program beneficiaries.
Raymond
Ramos of DOLE-Quezon said the fund is intended for the purchase of 25
“negokarts” worth P12,000 each for distribution to the 25 poorest
persons from the different towns in the province identified by the
Tulong Kalinga Foundation, Inc.
“The negokart
distribution is part of the livelihood program of DOLE which aims to
help the poorest individuals in starting a livelihood activity such as
vending fishballs and other foods,” Ramos said.
Aside from
selecting the beneficiaries, the Tulong Kalinga Foundation, Inc. will
also hold livelihood trainings for the recipients of the negokarts.
Edwin Hernandez, chief of DOLE Quezon and Arlene Alvarez, executive director
of Tulong Kalinga Foundation, Inc. both said the negokarts would
greatly help in uplifting the lives of the program beneficiaries. (R.

--Patuloy ang kampanya ng pamahalaang panlalawigan, sa pamamagitan ng
panlalawigang agrikultor, laban sa scale insect o cocolisap na sumisira ng mga
halaman, niyog mangosteen at iba pang uri ng bungang kahoy.
Sinabi ni panlalawigang agrikultor Roberto
Gajo, na ang kampanya ay mabilisang pagtugon sa pagpuksa sa cocolisap,
isang problemang patuloy na kinakaharap sa ngayon ng mga magsasaka sa lalawigan
ng Quezon.
Kabilang sa mga lugar na isinagawa ang
kampanya ay ang bayan ng San Antonio, ilang barangay sa lungsod ng Tayabas,
kabilang ang mga barangay ng Ibabang Bukal, Ibabang Palale, at Lakawan.
Namahagi rin ng 500 piraso ng “coccinelid
beetle” sa mga magsasaka na apektado ng peste sa barangay Ibabang Bukal bilang
tulong ng pamahalaang panlalawigan. Ang “coccinelid beetle” ay makakatulong sa
pagpuksa sa pagkalat ng peste.
Dagdag pa rito, namahagi rin ng power sprayer,
dalawang drum, isang kahong dishwashing liquid, wood vinegar at iba pang fertilizer sa bayan ng San Antonio,
barangay Ibabang Palale at Lakawan sa lungsod ng Tayabas na magagamit sa

3. SOLCOM, to intensify anti-insurgency campaign “Balik
Pamayanan” program

LUCENA CITY, Quezon, Feb. 13 (PIA) – The
Southern Luzon Command (SOLCOM) will intensify its anti-insurgency campaign in
South Luzon area through the “Balik Pamayanan” program.
“Because of the program, more rebels continue
to return to the fold of law,” Lt. Gen. Ronnie Ordoyo made the remark during
the command’s 27th founding anniversary held recently at Camp Guillermo Nakar,
this city.
The government programs that have been delivered
to far-flung barangays successfully win back the minds of the rebels to abandon
armed struggle after realizing the hopelessness of engaging in armed violence
and terrorist acts, Ordoyo said.
With this year’s anniverssary theme, SOLCOM:
“Dalawampu’t Pitong Taon na Kaagapay ng Sambayanan Tungo sa Tagumpay at
Karangalan,” the SOLCOM handed recognitions to people who have significantly
contributed to the command’s accomplishment of its mission over the years.
The awardees are: Quezon Governor David
Duarez; Batangas Governor Rosa Vilma Santos Recto; Albay Governor Jose Ma.
Clemente Salceda; Quezon 4th District Representative Angelina De Luna-Tan;
Occidental Mindoro Lone District Representative Josephine “Nene” R. Sato;

Pebrero 10 (PIA) –Pinakikinabangan na ng mga maralitang benepisaryo sa bayang
ito ang proyektong pabahay ng pamahalaang panlalawigan ng Batangas sa ilalim ng
“Balai” project na may kabuuang halagang P1,320,000.
Ang proyektong pabahay
na nasa pangangasiwa ng Provincial Social Welfare and Development Office
(PDWDO) ay matatagpuan sa barangay Prenza. Ito ay binubuo ng 22 bahay na
nagkakahalaga ng P60,000 bawat isa.
Sa pagbisita ni Batangas
Governor Vilma Santos Recto sa proyekto kamakailan, sinabi nito sa mga
benepisaryo na paka-ingatan ang kanilang naipagawang bahay. Binigyang-diin din
ng gobernadora na ang pondo para sa proyekto ay mula sa buwis ng mga tao na
ibinabalik lamang ng pamahalaang panlalawigan sa pamamagitan ng mga
wastong pagawain.
Sa ipinagmamalaking
proyektong ito ng pamahalaang panlalawigan, ang mga maralitang benepisaryo na
natukoy sa pamamagitan ng Community-Based Monitoring System (CBMS), ay pinagkalooban ng mga materyales
upang maipaayos ang kanilang mga tahanan.
Sa diwa ng bayanihan,
nagtutulong-tulong ang mga benepisyaryo sa pagkukumpuni ng mga bahay kapalit
ang grocery items na ipinagkaloob ng PSWDO bilang food-for-work assistance.

Nakibahagi sa
pagdiriwang ang pamahalaang panlalawigan sa pangunguna ni Governor Vilma
Santos Recto na nagkaloob ng oral hygiene kits para sa mga mag-aaral sa
day care sa bayang ito.
Nagkaroon din ng
poster making contest na nagpapakita kung paano ang dapat gawin upang
mapangalagaan ang ngipin.
Ayon sa provincial
health office, taun-taon ay namamagahi sila ng oral hygiene kits bilang bahagi
ng kanilang kampanya upang maisulong ang wastong pangangalaga ng ngipin at
pagtuturo sa mga kabataan ng mga simpleng bagay tulad ng tamang paraan ng
pagsesepilyo.
Malaki naman ang
pasasalamat ni Mayor Isagani Bolompo dahil sa maraming mga kabataan ang
nabigyan ng dental kits. Naniniwala ito na ang pagtuturo sa mga kabataan ng
paglilinis ng ngipin ay isang simple ngunit epektibong paraan upang matutunan

Bukod dito, nagsasagawa rin sila ng pagbisita sa mga barangay upang dalhin
ang mga iba't-ibang serbisyo ng pamahalaang lokal.

aktibidad ang lahat ng mga barangay gayundin ang mga kapulisan, militar,
samahan ng mga doktor at dentista mula sa iba't-ibang lalawigan sa

Red Cross-Batangas at maging ang mga civil society organizations.

pandangal si Governor Vilma Santos Recto kung saan muling ipinaalala nito
ang kahalagahan ng pagtutok sa kalusugan na isa sa nangungunang programang
binibigyang prayoridad ng pamahalaang panlalawigan sa ilalim ng HEARTS
(health, education, agriculture, roads/infra, tourism and
security) program.
Malaki naman ang

Pebrero 10 (PIA) -Pinangunahan ni Department of Health (DoH) Secretary Enrique T. Ona ang
inagurasyon ng surgery building ng Batangas Medical Center (BatMC) noong
Pebrero 7,2014.
Sinabi ni Sec. Ona sa
kanyang pananalita na malaking bagay ang pagkakatayo ng mga gusali sa BatMC
sapagkat nagpapakita ito na seryoso ang pamahalaang nasyunal sa pagsusulong ng
kalusugang pangkalahatan na bahagi ng Millenium Development Goals (MDG).
“Bilang tugon sa
layunin ng kalusugang pangkalahatan, inaasahan na sa mga susunod na panahon ay
magiging miyembro na ng Philhealth ang lahat ng mga Pilipino upang mabiyayaan
ng mga benepisyo sa ilalim ng mga programang pangkalusugan,” ayon pa kay Ona.
Sinabi naman ni Dr.
Ramoncito Magnaye,BatMC chief of hospital, na nais nilang maitaas ang antas ng
serbisyo ng pangrehiyong ospital kung kaya’t patuloy ang kanilang pagsusulong
na makapagtayo ng mga bagong gusali na pakikinabangan hindi lamang ng mga
Batangueno kundi maging ng mga pasyente mula sa bayan sa Rehiyon 4A at 4B
“Sa matagal na
panahon, mga luma at walang pagbabago sa mga gusali at kagamitan ng BatMC.
Noong 2012 lamang nagkaroon ng bagong gusali para sa OB ward at sinundan ng
surgery building na ipinatayo noong isang taon, kung kaya’t maraming mga
pasyente ang natuwa,” wika ng doktor.
Ayon pa kay Magnaye,
inaasahan nilang sisimulan din ngayong 2014 ang paggawa sa medicine building na
isinabay na ang groundbreaking sa pasinaya ng surgery building.
Ang Batangas Medical
Center ay dating Batangas Regional Hospital (BRH) na nagbukas noong Enero 1,
1928 na may 30-bed capacity. Naging training hospital sa bisa ng Department
Order 205-A noong Hulyo 10,1962 at naging teaching and training hospital noong Pebrero 5,1973.
Sa kasalukuyan, ito ay
may 200-bed capacity at nasa proseso na ng pagsusulong na maging 300-bed
capacity ngayong 2014. Inaasahan ding maiisulong na maging 500-bed capacity ito

Disaster and Climate Change Summit gathers local mayors, DRRM officers

ANTIPOLO CITY, RIZAL, February 13
(PIA)—Local chief executives and disaster risk reduction and management
officers (DRRMOs) attended the Provincial Summit on Disaster Risk Reduction and
Management – Climate Change Adaptation at the Ynares Hall, Rizal Provincial
Capitol last February 6-7 in line with the provincial government’s
prioritization of environmental awareness and dealing with climate change.
Aside from Rizal mayors and DRRMOs,
employees from their respective planning, budget, treasury and municipal social
welfare and development offices took part in the series of sessions in order to
improve operations in line with disasters.
Regional directors of national government
agencies
directly involved in DRRM such as Office of Civil Defense – Regional Disaster
Risk Reduction and Management Council 4A Regional Director Vicente Tomazar,
Department of the Interior and Local Government 4A Regional Director Josefina
Castilla-Go, Department of Science and Technology 4A Regional Director
Alexander Madrigal, National Economic Development Authority 4A Regional
Director Agnes Espinas and Department of Social Welfare and Development 4A
Assistant Regional Director Floreceli Gunio also took part in the summit.
DILG 4A Director Castilla-Go commended
Rizal local chief executives for being proactive in DRRM concerns leading to
the province being one of the top performers in the aspect.
Rizal DRRMO Loel “Dong” Malonzo also
updated attendees on the provincial disaster council’s actions and best
practices during times of calamity such as the cascading of real
time information
via SMS to various sectors ranging from the public, national government
agencies, local DRRMOs and media during the first day. Rizal Governor Rebecca
“Nini” Ynares also emphasized the need for the summit in line with the

Tacloban City,
Leyte – As part of the continued services for women who are still
staying in evacuation camps in Typhoon Yolanda-hit Eastern Visayas,
the Department of Social Welfare and Development (DSWD), in
partnership with the United Nations Population Fund (UNFPA),
recently conducted a training on managing women’s concerns during
emergencies or disasters dubbed as “Women-Friendly Space (WFS)
Management”. The training aims to enhance the capacity of WFS
facilitators in the evacuation camps and staff of the Local Social
Welfare and Development Offices in the region on managing WFS and
facilitating information sharing with displaced women.
WFS addresses
the specific needs of women affected by disasters as it provides
more systematic, organized and gender-responsive way of delivering
services. This is a special place for women in evacuation centers
where they can have access to a myriad of services such as
psychosocial support, reproductive health, cash-for-work, awareness
sessions, and life skills training, among others. The participating WFS facilitators came from the evacuation centers located at the Astrodome and at the Leyte National High School in this city, the Oval Tent in Tanauan, and in Brgy. San Roque, Tolosa. DSWD-Social Marketing Service Director Joel Espejo gave the closing remarks where he emphasized that women and children are “the most vulnerable sectors” and they usually bear the brunt of disasters, thus, “being sensitive to their needs is important to help them cope with their situation.” Currently, there a total of nine WFS in the province. |

| At Regional PESO Yearend Performance Assessment PESO managers hear BPO executives say sector needs applicants The information technology and business process outsourcing sector (IT-BPO) is in need of more workers and Filipino job seekers should take advantage of this need. This is the message delivered by Ma. Lourdes Sison of SITEL, Inc. and Judelyn Cruz of Sutherland when they appeared recently before 70 managers of Public Employment Service Offices (PESOs) in Region 1. "The IT-BPO sector is growing by leaps and bounds, said Misses Sison and Cruz, echoing projections that the IT-BPO sector is poised to achieve its growth target of topping the 960,000 IT-BPO jobs in 2013 and revenues of US$16 billion. The IT and Business Process Association in the Philippines (IBPAP) had projected that the IT-BPO sector is likely to exceed its target of raking in US$25 billion in revenues by 2016 due to the faster year-on-year growth of 19 percent that it has been experiencing. Baldoz, who had recently met with officials of the IBPAP, confirmed that the IT-BPO sector needs a lot of workers. "Officials of the IBPAP sought out the DOLE's help on how to fill-up hard-to-fill jobs in the IT-BPO sector because apparently it is not attracting that many jobseekers," said Baldoz, who lauded the DOLE Regional Office No. 1 led by Regional Director Grace Ursua for bringing in IT-BPO sector representatives to orient the region's PESO managers about the sector. "Bringing in IT-BPO representatives in the communities to attract rural job applicants is a good strategy," Baldoz said, citing the observation of the Information and Communications Technology Office of the Department of Science and Technology (DOST) that the biggest challenge of the IT-BPO industry is to allow those in the provinces to benefit from the industry. "The IBPAP and the DOST are working with the with the Commission on Higher Education (CHED) to augment skills supply in the 10 identified new wave cities for the IT-BPO sector to bring to 60-40 the ratio of IT-BPO operations in the country. Currently, 75 percent of IT-BPO companies are located in Metro Manila. Ursua reported to the Secretary that the regional PESO Year-end Performance Assessment served to further enhance the capacities of PESO managers and to recognize last year’s best performers. "We assessed the PESOs' performance in DOLE key employment programs, such as referral and placement, job fairs, Labor Market Information, Skills Registry System, Special Program for the Employment of Students, and livelihood. The assessment helped in identifying best practices, strengths, weaknesses, problems and opportunities for the PESOs and in determining which of them contributed the most to the DOLE's employment facilitation programs," Ursua reported. She also said the DOLE regional office oriented the PESO managers on their role in the Kasambahay Law implementation; new Labor Law Compliance System; Government Internship Program; Tulong Pangkabuhayan para sa mga Disadvantaged Workers; DOLE-DOST Convergence Program; and the 2014 budget for SPES and DOLE Integrated Livelihood Program. At the PESO recognition ceremony, Pangasinan PESOs clinched the most number of awards with 10, while La Union and Ilocos Norte tied with seven citations each. Alex Ferrer, manager of PESO Pangasinan, bagged the Best PESO for the provincial level; Mylene Isabel Pascual of Laoag City won the Best PESO for city category; while Roel Sabado of Rosales, Pangasinan, Gloria Fernandez of Balungao, Pangasinan and Benita Sabado of Dumalneg, Ilocos Norte led other PESOs in the 1st-2nd class municipalities, 3rd-4th class municipalities and 5th-6th class municipalities, respectively. The winners received certificates of recognition and cash incentives. A special award was also conferred to Ferrer for having the highest accomplishment in the job fair program; Eric Pascua of PESO Ilocos Norte for the Special Program for the Employment of Students; and Marvin Subala of Bauang, La Union for the livelihood program. At the end of the year-end assessment, the PESO managers submitted their action plans to RD Ursua, who said: “We have gained from our long-time partnership. I look forward to even more fruitful years with you in facilitating employment and in ensuring decent work and life for our people." Last year, PESOs in the region helped facilitate the placement of 61,750 jobseekers. Created by virtue of Republic Act 8759, or the PESO Act of 1999, PESOs are non-fee charging facilities based in provinces, cities, municipalities, non-government organizations, and schools and are tasked to provide prompt, timely, and effective employment facilitation services, and to promote DOLE programs at the grassroots levels. Transfer of post entry audit function to DOF critical to Customs
Reform In line with President Aquino’s Customs Reform Agenda to curb smuggling and to improve compliance to customs law among importers and brokers, the Department of Finance (DOF) issued Department Order (DO) No. 11-2014, which provides guidelines to be followed by the DOF Fiscal Intelligence Unit (FIU) in its conduct of post entry audit of import transactions, pursuant to Executive Order No. 155, s. 2013. Under EO 155, s. 2013, the BOC’s Post Entry Audit Group (PEAG) was wound down and its functions transferred to the Fiscal Intelligence Unit (FIU) of the DOF. Finance Secretary Cesar V. Purisima considers the transfer of the PEAG to the DOF-FIU a key measure in the President’s Customs Reform Agenda aimed at improving revenues and compliance to the rule of law. “The post entry audit work the FIU will perform is critical to our campaign to run after smugglers, and will institutionally provide a good check and balance mechanism for Customs. The PEAG, when it was still in the BOC, was only able to collect around P700 million from importers last year, around a third of which was from a voluntary disclosure of a multinational company. This is a miniscule amount, compared to the P200 billion in foregone duties and taxes lost to smuggling every year. This year, we plan to increase collections from our audits substantially,” Purisima said. “When our team reviewed the documents transitioned to the DOF by the BOC-PEAG, many big-time smugglers identified by the FIU through our preliminary risk analysis and profiling system were not even in the BOC’s list,” the Finance Chief added. The Order spells out guidelines and processes for the conduct of audit examination. Under the new rules, the DOF-FIU, upon determination of potential weighted risk of import transactions, will inform the Commissioner of Customs in writing that an audit of certain importers shall be undertaken. Within fifteen (15) days from receipt of notice, the Commissioner of Customs will issue an Audit Notification Letter (ANL) to the concerned importer and/or broker/s authorizing the conduct of audit of import transactions made, for the period of three (3) years from the date of final payment of duties. The ANL from the Commissioner of Customs will state the names of the members of the FIU audit team, the date and time of the pre-audit conference, and the date of commencement of the audit proper. The documents to be submitted by the importer and broker should be certified by the importer and/or broker to be true copies of the same. Penal Provisions Refusal to grant full and free access to an authorized DOF-FIU officer shall be subject to the following penalties: (a) punishment for contempt from the proper court of criminal jurisdiction, (b) reassessment of importation based on the available data with the presumption of inaccurate valuation, (c) imposition of fines equivalent to 20% of value of articles for which no records are kept, and (d) institution of criminal prosecution with a fine of P100,000 to P200,000 and/or imprisonment of two (2) years and one (1) day to six (6) years. Any person who refuses to pay the proper duties after having being subjected to post entry audit and examination, will be penalized according to three degrees, depending on the mitigating, aggravating, or extraordinary circumstances: negligence, gross negligence or fraud. The decision of the Commissioner of Customs may be appealed subject to Section 2402 of the Tariff and Customs Code of the Philippines (TCCP). Except in cases of fraud or unless otherwise specified by the law, the Commissioner of Customs may, subject to the approval of the Secretary of Finance as recommended by the DOF-FIU, exercise power to compromise the imposition of fines when the importer makes a voluntary and full disclosure of the deficiency prior to the commencement of the audit stated in the ANL, provided that the compromise shall only be to the extent of the voluntary disclosure made. The Order provides the obligation for importers and customs brokers to keep records for ten (10) years from the date of filing of the import entry, and specifies the required records to be kept. The Order also provides a clause on complete transfer and transition of records of finished audit cases, and cases pending with the BOC-PEAG. The genuineness and completeness of records turned over to the DOF-FIU shall be certified by the head of the BOC-PEAG. The Order shall take effect fifteen (15) days after the date of publication. Another order issued by the Secretary of Finance, DO No. 10-2014, placed the DOF-FIU under the Revenue Operations and Legal Affairs Group (ROLAG) of the DOF. |

Leaders of civil society organizations (CSO) and representatives of
Mindanao’s tri-people (Moros, Christians and Lumads) convened on
Monday in a three-day peace summit aimed at consolidating how they
can help in the transition to the Bangsamoro, the entity that will
be created by the peace process between the Government of the
Philippines and the Moro Islamic Liberation Front (MILF). Presidential Peace Adviser Teresita Quintos Deles, the keynote speaker during the opening day, lauded the CSOs for their continuing initiatives to support the GPH-MILF peace talks. The Feb. 10-12 summit carries the theme “Mindanao CSO Leaders Peace Summit: Developing Synergies and Enhanced Cooperation in Accompanying the Transition Towards Bangsamoro.” CSO and tri-people leaders from Maguindanao, Lanao del Sur, Sulu, Basilan and Tawi-Tawi provinces comprising the Autonomous Region in Muslim Mindanao, and Lanao del Norte and North Cotabato graced the event which was also attended by representatives from the international community such as donor agencies. Deles informed the peace summit participants that the Comprehensive Agreement on the Bangsamoro (CAB) will be signed soon, and that both houses of Congress – the Senate and the House of Representatives, will treat the proposed Bangsamoro Basic Law (BBL) as a priority legislative agenda. President Benigno Aquino III has repeatedly said that Malacañang will certify the BBL as a priority measure. The GPH and the MILF peace panels have completed their negotiations with the signing of the Framework Agreement on the Bangsamoro (FAB) and its Annexes on Transitional Arrangements and Modalities, Revenue Generation and Wealth Sharing, Power Sharing, and Normalization, plus the Addendum on Bangsamoro Waters and Zones of Joint Cooperation. These agreements shall compose the CAB, the final peace agreement between the GPH and the MILF after years of negotiations that started in 1997. “The world is watching us. Certainly it is a cause to celebrate although we know that there is still a lot of work to do ahead,” Deles said. She urged the CSOs to further work hard and help in inspiring the public to embrace a culture of peace. “We have to persist and persevere as many challenges will still come our way. Don’t give up but speak up. Don’t let the naysayers dominate the airwaves,” she told the participants. Deles stressed the Mindanao peace process is widely accepted, and it has gone this far because of the hard work and sincerity the two sides have shown despite the difficulties along the way. “The peace process is important not just for Mindanao but for the entire country. It is recognized not just in Mindanao but also across the country. It is commended by countries across the world, including the United Nations and the European Union,” she said. Deles asked the support of the CSOs to ensure the ratification of the BBL in the plebiscite after Congress will give its approval, and to campaign for good governance during the elections in 2016. “It is important for all residents and voters in the Bangsamoro to campaign hard to ensure that in the first Bangsamoro government, the reform candidates will have a good place,” she said. In the run down to the first Bangsamoro elections, the GPH and MILF peace panels have agreed to put in place a transition body, the Bangsamoro Transition Authority, which Deles said will have a critical role to play. “It is a transition that needs to redound to Mindanao, to the Philippines, and to the world,” the secretary said. |

With the
Administration’s Philippine Development Plan already in full swing,
President Benigno S. Aquino III—through the Department of Budget and
Management (DBM)—allocated P593.1 billion or 26.2 percent of the
P2.265 trillion 2014 National Budget to economic services designed
to advance rapid, inclusive, and sustained economic growth in the
country. This is a 16.5 percent budget jump for the economic sector
compared to last year’s P509.19 billion appropriation. The Philippine Development Plan 2011-2016—as crafted by the National Economic and Development Authority (NEDA) and adopted by the Aquino administration—is the government’s framework for ensuring rapid, inclusive, and sustainable development in the Philippines. “We’re working towards sustained and inclusive development in the country through bigger investments in key economic activities under the 2014 General Appropriations Act (GAA). For one, we plan to spend P404.3 billion or 3.1 percent of the country’s GDP for infrastructure development this year, a 37.2-percent increase from last year’s spending level. We will likewise broaden these investments over the next two years, so that infrastructure spending will corner 5.1 percent of the country’s GDP by 2016,” Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad said. Abad reported that the Department of Public Works and Highways (DPWH) received P219.9 billion this year under the 2014 General Appropriations Act—the second biggest budget among all government agencies—for the design, construction, and maintenance of national roads, bridges, flood control systems, and various calamity-related reconstruction projects, among others. This budget includes the Public-Private Partnership (PPP) Strategic Support fund of around P4.98 billion that will support the Tarlac–Pangasinan–La Union Toll Expressway (TPLEX), Daang Hari–SLEX Link Project, NLEX-SLEX Link Connector, Cavite-Laguna (CALA) Expressway, C-6 Extension (Flood Control Dike Expressway), C-6 Expressway and Global Link (south section), and the Manila North Expressway (segment 10). In addition, the P219.9-billion appropriation includes special purpose funds for DepEd’s Basic Educational Facilities and the DOH’s Health Facilities Enhancement programs. The former is for the construction of school buildings in areas experiencing acute classroom shortage, while the latter will be for the design preparation, construction, repair, and upgrading of Regional Health Units (RHUs), district and provincial hospitals, and health care facilities nationwide. Likewise, the Department of Transportation and Communication (DOTC)—with a total budget of P48.89 billion this year—is expected to update the country’s international airports, including the Bicol, Puerto Princesa, Bohol (Panglao), and Laguindingan international airports. Mass transport systems will also be upgraded through the LRT Line 1 South and North Extension projects, as well as the LRT Line 2 East Extension project. “While we are on track with respect to our infrastructure investments, there’s certainly more room for growth in the country’s agrarian and manufacturing sectors. We’re also looking at boosting our initiatives for tourism, rural electrification and small and medium enterprise (SME) development. “By providing ample budgetary support to these sectors, we can foster a more vibrant and engaging economic environment, one that is conducive to increased competitiveness and capability building. And as the country further improves its risk and investment profile, we can introduce more jobs for the country’s growing workforce and reduce poverty in a concrete, sustainable way,” Abad added. The Budget Chief further elaborated that a total of P76.9 billion has been allocated to support the Agriculture and Fisheries Modernization Act (AFMA)—which seeks to modernize the country’s agriculture sector—for which the Department of Agriculture (DA) will act as the lead implementing agency. The components of AFMA include irrigation projects, farm-to-market roads (FMRs), fishports, post-harvest facilities, agro-industry modernization credit and financing programs, farmer-fisher folk marketing assistance interventions, and various capability building activities nationwide, among others. The Department of Tourism (DOT), on the other hand, will further spur domestic and international tourism promotion with a budget of P1.71 billion for the year. More important, the P750-million Tourism Promotions Fund will be used by the Tourism Promotions Board specifically for various tourism marketing and promotion services, as the Aquino Administration plans to attract 6.8 million international tourist arrivals within the year. Furthermore, the Department of Energy (DOE) will be supported by P139 million in its continued implementation of the Household Electrification Program (HEP) in Off-Grid Areas Using Renewable Energy Systems, which will effectively energize 5,400 households nationwide. Besides the implementation of the One-Town One-Product (OTOP) program, the Department of Trade and Industry (DTI) will also be rolling out the Shared Service Facility and Industry Clustering Development Program. With a program budget of P770 million, the DTI is targeting the establishment of 827 shared service facilities that will benefit 13,381 micro-, small and medium enterprises (MSMEs), and in the process, generate an approximate 24,337 additional jobs. |

Commission Meeting (JCM) from February 11 to 12 to discuss a broad
range of prospective bilateral cooperation in the fields of trade
and investment, agriculture, health and medical sciences, culture,
and Halaal certification, among others, as well as respective
domestic and regional developments in the two countries. The improving political and security situation in Egypt prompted both governments to hold the 8th Philippines-Egypt JCM this month, which was originally scheduled for last year. In a statement at the beginning of the meeting, Foreign Affairs Undersecretary for Migrant Workers’ Affairs and Head of the Philippine delegation Jesus I. Yabes said that he was pleased that “the process towards stability [in Egypt] has been moving forward with the referendum on the draft constitution last month,” and expressed his optimism that the presidential and parliamentary elections in the coming months will restore full democracy in Egypt as well as political and economic stability. The Egyptian delegation was led by Assistant Foreign Minister Ahmed Ismail Abdel Moeti. The Philippines recognizes the importance of convening the bilateral consultations to promote closer cooperation and revitalize bilateral relations with Egypt in various fields. |

Ambassador Sanchez conveyed again the Philippine Government’s appreciation to the Turkish Government for their immediate assistance for the super typhoon Yolanda (Haiyan) victims particularly in Tacloban, and neighboring provinces. Turkey’s Deputy Prime Minister Atalay and Dr. Oktay of AFAD were among the first to arrive in the Philippines after the onslaught of the typhoon, bringing a planeload of supplies consisting of 65 tons of tents, blankets and cooking aids and other humanitarian assistance for the victims of super typhoon Yolanda. Ambassador Sanchez also informed them that the Philippine Government shifted its focus to the reconstruction and rebuilding of Tacloban and surrounding provinces. She thanked Deputy Prime Minister Atalay for Turkey’s statement of support for the succeeding steps of the Southern Philippines Peace Process. Philippines -- The Department of Agrarian Reform welcomed the
Supreme Court resolution to appoint a panel to conduct the special
audit of the proceeds in the amount of Php1.3 Billion arising from
the sale of a 580 hectare portion of Hacienda Luisita. In a statement, DAR Undersecretary for Legal Affairs Anthony Paruñgao said that the High Tribunal's action was in response to an urgent motion filed by the Department in May 2013 following an impasse among the parties to the case on the process of selecting the auditing firm to audit the proceeds of the said sales. He said that although both the DAR and the Solicitor General have yet to receive a copy of the SC's resolution, its issuance is most certainly a welcome development as it finally allows the process to move forward. Paruñgao further said that the DAR was originally directed by the Supreme Court to facilitate the process of selection among the parties, but as there was disagreement among the parties in the selection process mechanics and on the identity, eligibility, and qualification of the firm to handle the special audit, it was constrained to seek clarification on a number of issues that resulted in the deadlock. Among these points were the meaning of the phrase ‘approved by the parties’, and the exact role of the DAR itself in the process, among others. It also sought the guidance of the High Court in determining the nature and extent of the ‘auditing period’ that will serve as the scope of the special audit, and even sought the review of the prescribed arrangement for it, suggesting that the task of choosing the audit firm may be best handled by another agency or third party. The selection process involved Hacienda Luisita, Inc. on the one hand, and the farmers, represented by several groups such as AMBALA, United Luisita Workers Union (ULWU), Farmers for Agrarian Reform Movement, Inc. (FARM), Supervisory Union of Hacienda Luisita, Inc., and Mr. Noel Mallari, on the other. The process broke down following the AMBALA's motion to disqualify Manabat San Agustin & Co., which it had perceived as partial to HLI for having done some auditing wok for the company previously. This motion was made shortly after an initial agreement was actually reached by all the parties on the details and timeline of the selection process in the meeting held on April 12 of last year. “We welcome the Supreme Court's action on this matter, and we look forward to receiving a copy of its Resolution. The DAR submits, as always, to the jurisdiction of the High Court,” Paruñgao added. The Supreme Court ordered the special audit in its final and executory decision in 2012 to determine if the proceeds of the sale of the land for commercial use and for the Subic-Clark-Tarlac Expressway were spent for legitimate corporate purposes, among others. |

The Philippine
Deposit Insurance Corporation (PDIC) announced that it will continue
to receive and process deposit insurance claims from depositors of
the closed Silangan Savings and Loan Bank, Inc. at the PDIC Claims
Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino
Street, Makati City. Claims may also be filed through mail. PDIC has already concluded the on-site claims settlement operations for the closed Silangan Savings and Loan Bank last January 24, 2014. PDIC sent notices of payment amounting to P7.91 million involving 825 accounts with balances of P50,000 and below where the filing of claim is waived by PDIC. Meanwhile, PDIC paid 425 claims during the on-site claims settlement operations involving 314 accounts for a total amount of P52.72 million deposits. As of January 24, 2014, PDIC has yet to receive deposit insurance claims for 90 accounts, or 7% out of 1,238 accounts that require the filing of claims. The total amount of deposits covered by these claims is P8.13 million. When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original evidence of deposit, and two (2) original valid photo-bearing IDs with signature of the depositor. Depositors may also file their claims through mail and enclose the same set of document requirements. Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney (SPA). In the case of a minor depositor, the SPA must be executed by the parent. The procedures and requirements for filing deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website. In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Silangan Savings and Loan Bank is on January 11, 2016. After the said date, PDIC, as Deposit Insurer, shall no longer accept any deposit insurance claim. “Five months
ago, we reached out to the DOJ with a request to investigate what we
suspected was a systematic fake SARO operation within the
bureaucracy. The possibility that the scam involved—and perhaps
originated among—some DBM employees was deeply unsettling, but it
was a likelihood that we needed to confront in the course of the
NBI’s investigation. “We’re very pleased that the NBI has now completed this round of the fake SARO probe. And while the submission of the NBI’s report marks the conclusion of this investigation, we in the DBM continue to support the DOJ’s efforts in uncovering the extent of the fake SARO scam, especially as the NBI report indicates that a deeper inquiry into the matter may be necessary. “We’ve also taken note of the recommendations that the NBI has made in its report, particularly with respect to the DBM’s internal processes and the improvements required of them. Independent of the fake SARO probe, we’ve already fine-tuned our Document Management System so that valuable files and official documents are tracked more efficiently and meticulously. We’re also looking forward to refining other processes that may be vulnerable to abuse and irregularities, as well as plugging operational loopholes that may compromise the integrity of our work in DBM. “Given the NBI’s findings, we plan to take immediate and appropriate action against DBM employees—be they regular staff or employees associated with us through an outsourced agency—so they are held accountable for their role in the scam. We will also be working closely with the DOJ in determining the best course of action for us, including the filing of charges against DBM staff whose involvement in the scam has been properly established. “We wish to thank Sec. De Lima and her colleagues in the DOJ and NBI for their speedy and thorough work in this investigation. We believe that the success of this effort represents a crucial step in the DBM’s pursuit of lasting public expenditure reform, and is likewise a triumph for the Aquino administration’s continuing campaign for improved transparency, accountability, and openness in government.” |

Leyte - To update the public on its ongoing relief, early recovery,
and rehabilitation efforts for survivors of Typhoon Yolanda in
Eastern Visayas, the Department of Social Welfare and Development (DSWD)
launched recently a radio program over local station DYVL. The program which will air every Saturday from 8:30 to 9:30 a.m. will discuss updates on the continued disaster relief operations, share testimonials of survivors on how they are being assisted by the government, respond to queries and complaints sent through text hotlines, and interview government officials and other stakeholders providing assistance to the survivors. The program is anchored by veteran DYVL reporter Ionnes Omang with DSWD-Field Office VIII Director Nestor Ramos as lead resource person. DSWD Secretary Corazon Juliano-Soliman is pleased with this partnership saying that it will facilitate a more open communication between the survivors and the different service providers. Dir. | Two DOLE regional offices yesterday reported to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz their successful celebration of the first anniversary of the passage of the Republic Act No. 10361, the law instituting the policies for the protection and welfare of the domestic workers, popularly known as Batas Kasambay or Domestic Workers Act. In separate reports, DOLE Regional Office No. 11 Regional Director Joffrey M. Suyao and DOLE Regional Office No. 7 Regional Director Chona Mantilla said their respective regional offices mounted activities celebrating the first anniversary of the landmark law that protect the rights of domestic workers. In Region 11, Suyao said the Kasambahay Law's first 'birthday bash' was called 1st Araw ng mga Kasambahay. "The DOLE spearheaded the staging of the anniversary celebration with the active participation of other implementing agencies, namely the Department of Interior and Local government, SSS, Pag-IBIG, and PhilHealth," Suyao said. The celebration, attended by domestic workers and their employers, was held in Brgy. Pampanga in Davao City where DOLE and its partner agencies conducted an orientation on their respective programs. There was also a registration of domestic workers with the SSS, Pag-IBIG, and PhilHealth. At the Quezon Park in Dumaguete City, the DOLE Negros Oriental Field Office organized the 2014 Kasambahay Day sa Dumaguete in partnership with the city government, Tripartite Industrial Peace Council of Negros Oriental, and the non-government organization Visayan Forum Foundation, Inc. The SSS, Philhealth, and Pag-ibig set-up information booths and, together with the DOLE, TESDA, Dumaguete City PESO, and St. Paul University rendered consultation services and answered queries. A total of 127 kasambahay, 12 employers of kasambahay, government agencies, non-government organizations, members of the academe, and private institutions converged at the park for the celebration. The one-day activity started with the registration and profiling of kasambahay by the Samahan at Ugnayan ng Manggagawang Pantahanan sa Pilipinias (SUMAPI) and the Dumaguete City Public Employment Service Office. Smart Communications handed out SIM cards through a raffle draw, while the Tripartite Industrial Peace Council of Dumaguete City offered Libreng Tawag. The 302nd Brigade of the Philippine Army provided free haircut and massage. Sir Donz Photography also offered free photography to kasambahay who posed with the life-size picture of either Sir Chief (Richard Yap) or Maya (Jodie Sta. Maria) of the hit teleserye “Be Careful with My Heart”, lauded by Secretary Baldoz during the DOLE 80th Anniversary for its portrayal of the kasambahay. The celebration ended with the proclamation and awarding of winners in the “Day Off” photo contest among local photographers capturing moments of a kasambahay’s day off as subject. Moreover, as part of the advocacy campaign, the DOLE Negros Oriental Field Office had obtained the nod of the Diocese of Dumaguete through Bishop Julito Cortez who mandated the parishes within his jurisdiction to include in their homilies on the last Sunday of January the humane treatment of kasambahay. Aquino III signed on 18 January 2013 Republic Act 10361 instituting the policies for the protection and welfare of the domestic workers, popularly known as Batas Kasambahay, or Domestic Workers Act. |

2014 – The Philippines and Oman held the 2nd Philippines-Oman
Informal Bilateral Consultations (IBC) at the Department of Foreign
Affairs in Manila on February 04. Discussed were issues of mutual concern, such as the status of pending bilateral agreements and prospective areas of future cooperation. The Philippine delegation, led by Foreign Affairs Undersecretary for Migrant Workers Affairs Jesus I. Yabes, opened the meeting by welcoming the Omani delegates led by Foreign Affairs Undersecretary Ahmed bin Yousef Al-Harthy. Undersecretary Yabes express the hope that the discussions would pave the way for greater Philippines-Oman economic activities. Although the Sultanate is host to around 33,000 Filipinos, its trade relations with the Philippines have been in need of a boost. During the Consultations, both sides agreed that economic cooperation is a cornerstone of bilateral relations and should be promoted. To address this, the Omani side recommended the exchange of visits between the private sectors of both countries to take advantage of opportunities present in the two countries. They also recommended that Philippine universities participate in an educational exhibition in Muscat to encourage thousands of Omani government scholars to pursue higher education in the Philippines. The IBC concluded with the signing of the Philippines-Oman Memorandum of Understanding on Bilateral Consultations, which creates a formal mechanism that will convene regularly to expand bilateral cooperation in political, economic, cultural, technological, scientific and educational matters. |

2014- Six students from the Philippines garnered awards at the
recently concluded 2013 Peace and Cooperation School Award
competition, with the theme “Art as a universal language- Creativity
for Peace,” in Mexico. Students and teachers from different countries sent almost 7,000 art works as entries to the competition’s various artistic categories. The Peace and Cooperation School Award is an international school competition organized annually by the Spanish Foundation for Peace and Cooperation, a Madrid-based non-governmental organization that works to promote a movement of non-violence and creativity and to build a world of solidarity. It was founded in 1982 by Sr. Joaquin Astuña, a Spanish barrister, educator, publicist, polyglot and social activist who has worked in various capacities with many United Nations (UN) bodies. The Philippine Embassy in Mexico received the awards on behalf of the six students from the Philippines during the awarding ceremony attended by First Secretary and Consul Angelo Amonoy and Cultural Officer Amelyn E.- Julio-Obong at the Mexican Ministry of Foreign Affairs on February 07. Durana - Certificate of Recognition Aurora National High School Free Art Baler, Aurora According to Mr. Astuña, there will be a symbolic ceremony to be held on February 28 in Manila under the auspices of the Philippine Department of Education for the Filipino students whose submitted art works merited awards at the competition. He also announced that this year’s edition of the Peace and Cooperation School Awards will focus on children and the family, and will be organized by the Foundation with the close cooperation of Algeria as the main country collaborator. |
