-Ang Tropical Depression Domeng ay kasalukuyang nasa layong 550km silangan ng Davao City, taglay ang pinakamalakas na hangin na 55kph at kumikilos pa-hilagang kanluran sa bilis na 5kph.
-Inaasahan natin ang bagyo ay nasa layong 360km silangan ng Hinatuan, Surigao del Sur bukas ng umaga. Sa Biyernes ng umaga, nasa layong 230km silangan ng Hinatuan, Surigao del Sur ito.
-Inaasahan natin na hanggang Linggo ay nasa loob pa rin ng PAR ang bagyo.

 LUNGSOD NG BATANGAS, Abril 7 (PIA) --Dinagsa ng daan-daang Batangueno ang isinagawang tatlong araw na Diskwento Caravan sa Batangas City Convention Center noong Abril 4-6, 2014.

 Ang naturang gawain ay magkatuwang na itinaguyood ng Department of Trade and Industry (DTI) Batangas at Citimart Supermarket na naglalayong magbigay ng mas mababang presyo ng bilihin sa mga mamimili.

 Sinabi ni Fely Go, may-ari ng Citimart Supermarket na ito ang ikalawang beses na nagsagawa sila ng Diskwento Caravan na una ng isinagawa noong Marso 2014 sa lungsod ng Tanauan. Nakatakda din itong gawin sa bayan ng Lemery at lungsod ng Calapan sa Oriental Mindoro.

 Sinabi naman ni DTI provincial director Ruel Gonzales na patuloy ang kanilang tanggapan sa pakikipag-ugnayan sa mga pribadong kumpanya para sa mga aktibidad na tulad nito sapagkat malaking tulong ito sa mga karaniwang mamimili lalo na at pamahal ng pamahal ang presyo ng bilihin ngayon kumpara noong mga nagdaang taon.
 May 65 iba’t-ibang supplier ang nakibahagi dito at nag-alok ng mga murang bilihin. 

Malaking halaga ang natitipid dito ng mga kunsumidores kumpara kung bibilhin sa mga supermarkers o grocery stores. Karamihan din sa mga ito ay nagbibigay ng freebies kasama ng mga merchandise na binili tulad ng libreng isang kilong asukal sa bawat P200 halaga ng napamili o kaya ay apat na kilong bigas para sa halagang P4,500.

 May isinagawa ding libreng cooking demo kung saan itinuro ang paggawa ng iba't-ibang dessert na maaaring pakinabangan sa bahay o kaya ay gawing munting negosyo.

 Sa panayam kay Aling Mary Ann, isang maybahay at may-ari ng sari sari store, sinabi nito na talagang sinasadya nya ang ganitong caravan sapagkat malaking discount ang napapakinabangan. President Aquino swears in ambassadors, new government officials
President Benigno S. Aquino III administered the oath of office of newly appointed ambassadors and government officials in a ceremony at Malacanang’s Rizal Hall on Monday.The newly appointed ambassadors were former Foreign Affairs spokesperson Raul Hernandez as Philippine Ambassador to the Republic of Korea, Petronila Garcia as Philippine Ambassador to Canada, and Joseph Gerald Angeles as Philippine Ambassador to South Africa.
Under the Department of Foreign Affairs, Undersecretary for Migrant Workers Affairs Jesus Yabes and Special Envoy of the President to the Gulf Cooperative Council Amable Aguiluz were also sworn into office.
Former Armed Forces of the Philippines chief of staff Eduardo Oban and Marciano Paynor Jr. were both sworn in as Undersecretaries under the Office of the Executive Secretary.
Other officials who took their oath of office were Jess Anthony Yu as Undersecretary of the Presidential Communications Operations Office; Jose Emmanuel Reverente as Undersecretary of the Department of Finance; Edwin Carillo as Assistant Government Corporate Counsel under the Department of Justice; Victorio Mario Dimagiba as Undersecretary of the Department of Trade and Industry; Rodolfo Isorena as Vice Admiral of the Philippine Coast Guard under the Department of Transportation and Communications; and Luie Tito Guia as Commissioner of the Commission on Elections. Palace vows to solve slaying of journalist
The Palace on Monday vowed to solve the slaying of journalist Rubylita Garcia in Cavite.

"We extend our condolences to the family of the late Rubylita Garcia and we promise that we will pursue this heinous death," Presidential Spokesman Edwin Lacierda said in a press briefing in Malacanang.

Citing information from the Philippine National Police, Lacierda said investigators have already produced an artist's sketch of the gunman “through the statement of a lone witness” and that a dedicated tracker team has been organized and is hunting down the killer.

Garcia, 52, a correspondent of the daily tabloid Remate, was gunned down by two men in front of her 10-year old daughter and another relative at her home in Bacoor City, Cavite early Sunday. She died in a hospital a few hours later.

Police said Garcia's attackers did not hide their identities when they barged into the victim's home at past 10 a.m. on Sunday.

Garcia was the publisher of the Pilipino Times and a member of the National Press Club. She was also president of a newly formed group of journalists in the Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon) called the Confederation of Active Media Practitioners Organization.

Police said they are looking at politicians and policemen as possible masterminds of Garcia's murder.

Sunday's slaying is the 20th among Filipino journalists killed since 2010, when President Benigno S. Aquino III came to power. It is the 160th fatal attack on a media practitioner since 1986, when democracy was restored in the country. PND (as)

Palace determined to bring closure to P10-billion pork barrel scam: Spokesman
Malacanang said it has not changed its position in going after those involved in the P10-billion pork barrel scam because it has a strong case against them.

The administration will go where the evidence leads it, Presidential Spokesperson Edwin Lacierda said in a press briefing on Monday.

Lacierda was asked by reporters whether the Palace is underestimating the capability of Senator Juan Ponce Enrile, who is a veteran lawyer. Enrile is one of three senators accused of siphoning off millions from their pork barrel through bogus non-government organizations.

The government is going through a process, he said, adding that the Office of the Ombudsman has already issued a resolution on the case.

There are fears that Enrile will once again escape accountability, as he has done in the past. Enrile, along with Gringo Honasan, was acquitted in 1989 of involvement in a bloody coup d’état against the presidency of Corazon Aquino.

Enrile’s case was declared unconstitutional by the Supreme Court because of problems in the case filed against him, Lacierda said.

What is very clear right now is that the government is going through the process to hold accountable all the people involved in the pork barrel scam, the Palace official said.

“The DOJ went through it, and the Ombudsman went through it also with a fine-toothed comb... The cases that are being filed right now, you can now see in the law statutes—in the law books,” he said.

The government looked at the country’s laws, and assessed the evidence gathered before coming up with the cases, Lacierda said.

“The DOJ decided to file the case before the Ombudsman. The Ombudsman reviewed the case, evaluated the case, and came up with the same assessment,” he noted.

“If it pushes through and proceeds to the Sandiganbayan, that’s where the arena is going to happen so we’ll just wait. We have always stated this time and time again, that we will go where the evidence leads us, and that applies to everyone, friend or foe,” he added. PND (as)

Palace: Gov’t not privatizing public hospitals
The administration is not privatizing government hospitals in the country but will only implement reform in governance, a Palace official said on Monday.

“It is not privatization. This is part of the governance reform with respect to public health,” Presidential Spokesperson Edwin Lacierda said in response to reports that the government is trying to privatize 70 to 100 government hospitals across the country.

For instance, the reform in the Philippine Orthopedic Center (POC) was approved by the National Economic and Development Authority (NEDA), Lacierda said during a press briefing.

It is a public-partnership project under a build, operate, and transfer scheme, he said, explaining that the private entity will design, build, and finance the project and they will operate and maintain the hospital for 25 years.

While there is partial privatization, it is not 100 percent privatized, he said, noting that out of 700 beds, only 30 percent will be for private use.

“Thirty percent of that is only 210 beds, and there would be 490 beds for public use, so 70 percent will still be for public use,” he said.

Regarding fears about rising hospital bills, he said it will not happen at the POC.

“Rates in POC will be competitive. It will be more or less the same as other government-run hospitals, like the Heart Center and the National Kidney Transplant Institute,” he said.

“And for indigents, PhilHealth will cover the bills and the government will continue to subsidize the POC for five years. The government will not relinquish management control and supervision of the Philippine Orthopedic Center.”

Lacierda also said that a governing council will be created to supervise the implementation of the rules and regulations of the POC to control unfair adjustments in rates. PND (as)

Gov't gives access to partner countries, multilateral agencies on content management of FAiTH website
To further enhance transparency mechanisms in government, 64 partner countries and seven multilateral organizations will be given access to the content management system of the Foreign Aid Transparency Hub (FAiTH) website, Malacañang announced on Monday.

Presidential Spokesman Edwin Lacierda, in a statement, called this development “a significant step forward” in the Aquino administration’s commitment to build back better communities devastated by super typhoon “Yolanda”.

Donor countries and multilateral organizations will be given information on how to log in, manage content, and track their pledges on the FAiTH website through the account details to be distributed by the Department of Foreign Affairs (DFA).

It will enable donors to input cash and non-cash pledges electronically, with each successful pledge entry generating a unique transaction ID that can be used to monitor submitted information, he said.

Donors will then be able to export each entry as a PDF (portable document format) file, which can be printed and attached as an annex to a Note Verbale to the DFA.

On the part of the FAiTH Task Force, all information submitted by donors and partners will be accounted for, as electronic alerts will be sent to the DFA, Lacierda said.

The DFA will receive from donors and partners an official diplomatic communication via Note Verbale, and will then be able to authenticate each electronic submission. Upon verification, the DFA will clear submissions for publication on the FAiTH portal.

“FAiTH has always been an embodiment of the Aquino administration's commitment to enhance mechanisms for transparency in government,” Lacierda said.

“This development brings into the process our partners and friends in the international community—a testament to the importance of monitoring and managing aid, and, more importantly, a testimony to the shared responsibility of holding everyone accountable,” he added.

According to the latest figures posted on the FAiTH website, a total of P25,882,360,026.67 in foreign aid was pledged to the Philippines. Of this figure, only P643,203,308.23 was coursed through the government.

FAiTH was launched in November 18, 2013, 10 days after ‘Yolanda’ struck, to provide information on calamity aid and assistance, whether in cash or in kind, received by the Philippines from nations and multilateral organizations, as well as those coursed through our embassies abroad. PND (hdc)

Meron ding component na medical mission. At isa pa, mahalaga iyong pakikipaglaro at pakikipagkuwentuhan sa mga musmos at sa mga kabataan dahil sila ay dumanas nang malalim na psychological trauma. Crackdown on non-filers of SALN begins

The Civil Service Commission (CSC) has filed show cause orders to 43 government employees who failed to submit their 2012 Statement of Assets, Liabilities, and Net Worth (SALN).

Records from the CSC Integrated Records Management Office (IRMO) show that 2,029 employees did not file their SALN. While 99 percent of the 204,055 personnel from 313 agencies required to submit their SALN to the CSC complied.

The show cause order will require the employee to explain in writing the reason of his/her failure to submit the SALN. If there is sufficient evidence of non-filing, the employee will be formally charged with an administrative offense of failure to file SALN.

Other cases of non-filing of SALN have been referred to heads of agencies for appropriate disciplinary action as the latter have concurrent disciplinary jurisdiction with the CSC over their respective personnel.

Republic Act No. 6713 or the Code of Conduct of Public Officials and Employees requires all state workers whether regular or under temporary status to file a SALN on or before April 30 of every year declaring their net worth as of December 31 of the preceding calendar year.

Officials and employees of departments, bureaus, and agencies of the national government, judiciary, constitutional commissions, government-owned and controlled corporations and their subsidiaries; appointive officials and employees of the legislative branch; central officers below the rank of colonel/naval captain and civilian personnel of the Armed Forces of the Philippines; and other uniformed and non-uniformed central officials and employees of the Philippine National Police, Bureau of Jail Management and Penology, and Bureau of Fire Protection are required to submit their SALN to the Civil Service Commission.

GSIS opens 10th annual art tilt

The Government Service Insurance System (GSIS) launched its 2014 annual art competition last March 28 at the GSIS Museum in Pasay City.

On its tenth year, the competition has introduced a new category - mixed media - that replaced the plain representational category. The sculpture and abstract (nonrepresentational) categories were retained.

The art competition, which seeks to assist Filipino artists, especially the aspiring ones, is a yearly activity of the GSIS under its Corporate Social Responsibility Program. More than 150 artists attended the launch.

Cash prizes await the top winners at the GSIS anniversary celebration in May 2014. In the mixed media and nonrepresentational categories, the first, second, and third place winners will receive Php300,000, Php200,000.00, and Php100,000.00, respectively. In the sculpture category, the top three winners will receive Php200,000, Php150,000, and Php 100,000, respectively.

The theme of the contest is open. Filipino artists who are at least 18 years old (by 3 May 2014) may submit one entry per category. No joining fee is required.

In the mixed media (representational) category, the entry should be 4 feet x 5 feet (excluding the frame) and in horizontal or landscape orientation only. It should weigh not more than 30 kilos (including the frame) and not more than 6 inches in thickness. The use of liquid, seeds, or any materials that easily decompose is strictly prohibited.

In the nonrepresentational category, the entry should be 3 feet x 4 feet (excluding the frame) and in horizontal or landscape orientation only. It should weigh not more than 10 kilos (including the frame). Acceptable mediums include oil on canvas, acrylic on canvas, and watercolor only.

In the sculpture category, the maximum size for the entry is 36 inches in length, 24 inches in depth; and 48 inches in height. It should weigh not more than 50 kilos.

Entries must be submitted on May 3, Saturday, from 8 a.m. to 5 p.m., at the GSIS Gymnasium, GSIS Building in Pasay City.

Every child has the right to education and every parent would want that their child educated. But for many of our poor countrymen, education remains an elusive dream, or is it?

Education: A key to a better future

Johanna Lerona 38-year-old resident of Barangay Binoni, Salug, Zamboanga del Norte, wanted nothing more than a simple life and education for her children. A mother to three boys age 20, 17 and 11, she believes that with education, her children will not walk their trail to poverty.

“It’s really difficult if you did not finish your studies. I just hope that my kids will be able to finish theirs,” said Johanna.

Maymay Kusangloob, 37 years old, is a solo parent. She is from the Hanunuo tribe of Mangyan from San Jose, Occidental Mindoro. She raised her kids alone after her husband died four years ago.

With small income coming from various activities such as pagnanami (the process of detoxifying Nami, the root crop that Mangyans substitute for rice, to make it fit for consumption), pagwawalis (sweeping), kaingin and selling crops, Maymay struggled in providing for her kids. Maymay always tells her children that they should not stop going to school even though they are poor.

“Nagsisisi po talaga ako na hindi ako napilit ng aking mga magulang na makatapos ako ng pag-aaral. Hindi siguro ako mahihirapan na buhayin ang aking mga anak at madali akong makahanap ng tabaho kung nakapag-aral lang sana (I regret not being convinced by my parents to finish my studies. It could have been easier for me to look for a job and provide for my children),” expressed Maymay.

Despite raising the children alone, Maymay is grateful to have found another partner in supporting her children’s needs – the Pantawid Pamilyang Pilipino Program.

Johanna and Maymay’s families are among the 3.9 million households who are receiving cash grants from the Pantawid Pamilya.

It is a human development program of the national government that invests in the health and education of poor households, primarily of children age zero to 18. Family-beneficiaries receive cash grants provided that they send their children to school, get preventive check-ups for their children and attend the monthly Family Development Session (FDS).

Dreams do come true

The family of Christian Taglucop, 21, of Barangay Nipa, Palanas, Masbate, is also a beneficiary of Pantawid Pamilya. Being the third among the brood of nine, entering college is dream and is something that seems far-fetched. Little did he realize that his dreams will come true.

By the time he finished high school, he asked his parents to send him to college. “Pero, tandang-tanda ko pa noon, umiiyak pang sinabi ni Papa na hindi niya ako kayang papasukin sa kolehiyo dahil hindi sapat ang kinikita niya upang tustusan ang aking pag-aaral (But I could still remember, with tears in his eyes, Papa said he could not afford to send to college because his income is not enough),” he recounted.

Just like many other children, Christian dreamt of finishing his studies. Since his parents could no longer send him to pursue college, he thought that it was the end of it all. But in 2012, he starts to see another spark of hope after being identified as one of the recipients for the Students Grants-in-Aid Program for Poverty Alleviation (SGP-PA).

Apart from support given to children until they finish high school, the Pantawid Pamilya also extended help to selected and qualified students entering college.

The national government, through the Department of Social Welfare and Development (DSWD) and in partnership with the Commission on Higher Education (CHED) and the Department of Labor and Employment (DOLE) instituted the SGP-PA. It provides higher education to poor households that will give them better opportunities of being employed that will eventually help them improved quality of life.

Under SGP-PA, a student grantee like Christian receives a maximum of P60,000 per school year to cover tuition fees, school supplies, food, clothing, lodging and other school related expenses.

Christian is currently in his second year taking up Bachelor of Science in Fisheries in Bicol University (BU) Tabaco Campus.

“Masayang masaya po ako ngayon sa kurso ko. Pinag-iigihan ko pong mag-aral ng mabuti dahil gusto ko pong makatulong sa mga kapatid ko na makatapos sila hanggang kolehiyo (I am so happy now with my course. I study hard because I want to help my siblings finish their studies up until college)”, he concluded.

DSWD Secretary Corazon Juliano-Soliman said that, “The government is making a worthy investment, an investment that do not only promote the rights of the children but an investment that will bring our children to better place.”

Soliman added that the department aims to increase the number of SGP-PA grantee so that more children will be provided with higher education and that more households will have better chances of improving their lives. In June, the SGP-PA is set to cover an additional 36,000 incoming college students.

Beneficiaries of the program are required to take up courses that are among those identified based on the national development plans manpower demands for annual year 2014-2015. These include Information Technology (IT)-related courses, Agriculture, Teacher Education, Science and Math, Engineering and Health Sciences-related courses.

The Big Wave

Pantawid Pamilya was launched in 2008 covering 300,000 households. The program scaled up to 3.9 million households by the end of 2013.

In 2012, the program, together with CHED and DOLE, started the SGP-PA for selected Pantawid Pamilya beneficiaries. This year, the SGP-PA which is now the Expanded Students’ Grants-in-Aid Program for Poverty Alleviation (ESGP-PA) will also be opened to other indigent but deserving households identified as poor under the National Household Targeting System (NHTS-PR)

 Geneva--Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, in Geneva, Switzerland as head of the Philippine delegation to the United Nations Committee tasked to monitor the implementation of the UN Convention on the Protection of the Rights of all Migrant Workers and their Families, yesterday said the Philippines will hold constructive dialogues with the UN Committee and present the Philippines's progress of compliance with the Convention.

"The dialogue, to be held at the UN Office in Geneva starting today, presents us an opportunity to present to the UN Committee for its consideration the five-year Philippine report on measures to give effect to the provisions of the Convention, which highlights the distinct Philippine advantage of having a 40 year-old, globally-recognized migration management system that protects the rights and welfare of OFWs and their families," said Baldoz in a press release she sent to the DOLE's Labor Communications Office in Manila.

The Convention, ratified by the Philippines in 1995, establishes international principles and norms for the protection of migrant workers and their families.

Baldoz said among priority issues in the dialogue are measures covering the entire migration process--from recruitment to employment to reintegration--as well as programs and activities that benefit OFW families.

In its five-year report, the Philippines listed the following among its significant gains since it last reported in 2009:

• Strengthened OFW protection with the enactment of Republic Act No.10022, amending the Migrant Workers and Overseas Filipinos Act;
• Expanded the scope of Anti-Trafficking in Persons Act through the passage of Republic Act No. 10364;
• Asserted the fundamental freedoms of women through the enactment Republic Act No. 9710 or the “Magna Carta of Women”;
• Strengthened domestic worker protection through the ratification of ILO Convention 189 and the enactment of Republic Act No. 10361 or the Batas Kasambahay;
• Engaged host countries in bilateral negotiations and agreements, such as the agreements on domestic worker protection with Saudi Arabia and Jordan;
• Strict regulation and enforcement of charging placement fees, which includes cancellation of 336 licensed recruitment agencies for violations of POEA rules and regulations, and vesting Presidential Awards upon 18 non-fee charging licensed recruitment agencies;
• Assistance to Filipino workers in an irregular situation abroad, including regularization and repatriation assistance to undocumented workers in Saudi Arabia.

Baldoz said the Philippines will also report strengthened implementation of its programs through proper follow-up procedures, capacity building, rationalization of resources, and improved institutional coordination among government agencies.

In this regard, she explained that the Philippines has improved institutional coordination through the One-Country Team Approach (OCTA), saying:

"We have also strengthened coordinative structures involving government agencies, such as the OPRT (Overseas Preparedness and Response Team), the Overseas Filipinos and Information System (OFIS), the Shared Government Information System for Migration (SGISM), and the Inter-Agency Council Against Trafficking (IACAT).

The Philippine report, she added, highlights the presence of 82 Philippine embassies and consulates across the globe, and 58 DOLE Labor Attaches in 36 locations with a high concentration of OFWs, as well as the deployment of five DSWD Social Welfare Attaches.

"Also, the DOLE has implemented a gender-sensitive policy to deploy female case officers in Posts with a higher number of female migrant workers welfare cases," Baldoz stated.

Other highlights of the report are as follows:

• Provision of emergency repatriation assistance to migrant workers in crisis situations.
• Increased convictions under the Anti-Human Trafficking Act, through coordination of agencies under the IACAT.
• Prevention of irregular migration through the conduct of anti-illegal recruitment and -human trafficking seminars and implementation of guidelines on offloading of irregular workers, as well as the establishment of partnerships between the government, civil society, religious and civic groups, and the academe.
• Sharing of electronic database toward streamlined procedures and stronger enforcement, such as the POEA-BI database sharing system.
• Development of programs and services related to reintegration of returning OFWs, with livelihood loans worth P443.7 million and projects that generated 2,995 jobs.
• Implementation of a Comprehensive Reintegration Program for Deportees and Returning Undocumented OFWs.
• Strengthened stakeholder involvement through social dialogue and tripartism, through R. A. 10395 which institutionalized regional and local tripartite councils.

"During this important meeting of the UN Committee, I will cite the Philippines's leading role in international advocacy for protection of migrant workers, such as its chairmanship of the Abu Dhabi Dialogue; as Chair and Advocate of the Rights-Based Approach in the Global Forum on Migration and Development; and as Chair of the Domestic Workers Committee that steered the ILO Domestic Workers Convention into adoption," said Baldoz.

Baldoz urges OFWs in West Africa to be careful against Ebola virus

 “Prevent and avoid handshakes; do not eat, or stop eating, bush meat; avoid traveling to areas where there is a reported outbreak; and do not get close to any person suspected of having the Ebola virus." These were some of the stringent measures Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said overseas Filipino workers in West Africa should take, particularly those in Guinea, where there is a breakout of the Ebola virus. Data of the Philippine Overseas Employment Administration show that Guinea, as of 2012, hosts 358 OFWs, 323 of them rehires, and 35 new hires. A total of 4,620 OFWs, including those in Guinea, have been deployed to 14 Western African countries as of 2012, listed as follows: Benin (14 OFWs); Burkina Faso (43); Cape Verde (2); Gambia (9); Ghana (657); Guinea-Bissau (3); Liberia (232); Mali (82); Mauritania (155); Niger (62); Nigeria (1,997); Senegal (78); Sierra Leone (919); and Togo (9). "We strongly advise these precautionary and safety measures in the wake of international media reports that the government of Guinea in Western Africa has urged people to remain calm following the outbreak of Ebola which had killed 70 people in that country since February 9," said Baldoz. She further cited a media report that “more than 125 people across three countries in the area are now believed to have been affected by the Ebola virus.” Baldoz, who is in Geneva heading a Philippine delegation to the UN Committee tasked to monitor the implementation of the UN Convention on the Protection of the Rights of all Migrant Workers and their Families, said there is no reported case/s of any Filipino affected by the Ebola outbreak in western Africa, citing an update report of the Philippine Embassy in Abuja, Nigeria sent to the DOLE by the Department of Foreign Affairs. "But this doesn't mean there is not a need for proper medically-prescribed precautionary and safety measures to prevent being infected by Ebola considering that there is no vaccine yet against the virus. The Ebola virus, according to medical authorities, is spread through close contact with bodily fluids, such as the sweat, blood, and saliva of an infected person or animal. Doctors say the only way to contain the outbreak is to stop further infections. Health and social ministries of countries with cases of persons affected by the Ebola virus prescribe such measures as preventing handshakes, refraining from eating bush meat, and avoiding travel to areas where is a reported outbreak. They also advice against getting close to a person suspected of having the virus until getting medical advice. Baldoz said the DOLE will closely coordinate with the DFA in monitoring the situation in West Africa constantly to ensure the protection and welfare of OFWs against the health threat. She hailed the Filipino United Nations (UN) Peacekeepers based in Monrovia, Liberia for their initiative to assist the DOLE and the DFA by keeping a close tab on developments pertaining to the viral threat. “I therefore urge our OFWs to remain calm while pursuing efforts to protect themselves against the threat”, said Baldoz. Philippine Embassy in Athens concludes its First Consular Mobile Services in Nicosia, Cyprus

07 April 2014 – The Philippine Embassy in Athens sent a five-member Embassy team to Nicosia, Cyprus from March 28 to 30 in order to meet the Filipino community and render consular mobile services. The team was able to process 656 passport application forms, 18 civil registrations, 31 affidavits and 680 Pag-IBIG transactions.

During the mission, the Philippine Overseas Labor Office (POLO) and Overseas Workers’ Welfare Administration (OWWA) also took the opportunity to provide information to Filipinos on the Philippine Government's programs designed to empower overseas Filipino workers and their families in the Philippines, through skills enhancement trainings, seminars, other programs and benefits available to OWWA members and their loved ones.

A Pag-IBIG representative also provided pertinent information regarding its programs. The Filipinos who were served by the mission expressed gratitude for the Embassy's effort to touch base with them.

Abaya: Mactan-Cebu decision good for future investments

Department of Transportation and Communications (DOTC) Secretary Joseph “Jun” Abaya says that his agency’s decision to award the Mactan-Cebu International Airport (MCIA) project to the GMR-Megawide Consortium enhances the international community’s perception of the Philippines as an investment destination.

“By sticking to bidding rules and refusing to be influenced by external factors, we are showing the world that the country now has an excellent investment climate. Gone are the days when big-ticket contracts would be awarded despite being tainted with irregularities. As promised, bidding at the DOTC is conducted on a level playing field, because we follow Daang Matuwid,” said Abaya.

With a history of multi-billion-peso infrastructure contracts being burdened with legal and political issues, the Philippines has long been viewed as a risky investment option by businessmen around the world. Several of these contracts, in fact, were entered into by the transport agency during previous administrations.

Abaya believes that part of the process in attracting foreign direct investments (FDIs), which will boost the Philippine economy, is enhancing confidence in the country’s institutions. This entails a perception that, if investors pour their money into the country, everything will be aboveboard, their investments will be protected by our laws, and the government will treat them fairly.

“There is only one way to create that perception: to prove it with our actions. If we promise honest and competent governance, we must show it. If we promise a level playing field, we must do it. We made those promises to investors when we began with this project, and now we have proven it. This will be good for our country, and of course, the people of Cebu who have long been waiting for a world-class airport,” Abaya remarked.

As to the case filed in the Supreme Court seeking to stop the project from proceeding, the DOTC is confident that it has all necessary legal bases to justify its actions. Nevertheless, should the Supreme Court issue a Temporary Restraining Order (TRO) or any similar order in that case, the DOTC has expressed that it will abide with such ruling.

“We will have to honor any court issuance that will prevent the project from moving forward, even if we believe that there is no more time to waste in improving the country’s second busiest airport. What we can assure Cebuanos who are awaiting this project is that we have the law on our side and we will defend this project to the end,” said Abaya.

DOTC awards MCIA project to GMR-Megawide

Following several months of reviewing various legal questions raised by a bidder in connection with the Mactan-Cebu International Airport project, the Department of Transportation and Communications (DOTC) and the Mactan-Cebu International Airport Authority (MCIAA) finally awarded the 25-year concession to the GMR-Megawide Consortium yesterday, 4 April 2014.

“Amidst all the noise drummed up in different forums the past few months, the DOTC has allowed nothing but the law and the country’s interests to matter in awarding the project. Finally, Cebuanos will soon get the world-class airport they deserve – one that will not only boost the province’s economy and tourism industry, but the whole country’s as well,” said DOTC Spokesperson Michael Arthur Sagcal.

“This project should have been done at least a decade ago, so there is no more time to waste. We have resolved all issues, we are ready to defend our decision, and it is now time to push forward on Daang Matuwid by delivering our services to the people,” Sagcal added.

In the bidding conducted in November last year, the GMR-Megawide Consortium proposed to undertake the project, which entails renovating the existing passenger terminal building (PTB), building a new one to service international flights, and operating the airport, at a premium of P 14.4 Billion. This offer bested those of six (6) other groups.

GMR-Megawide will now have twenty (20) days to complete the post-award requirements, such as the submission of an irrevocable letter of credit in the amount of P 180 Million, and the payment of the premium amount to government through the MCIAA. Once the requirements are satisfied, the concession agreement will be signed by the parties, paving the way for the implementation of the project over the next three (3) to four (4) years.

VP Binay urges voters: Register for biometrics

Vice President Jejomar C. Binay on Monday urged voters to have their biometric information registered with the Commission on Elections (COMELEC) to ensure they won’t be disenfranchised in the 2016 elections.

“Our right to suffrage is one of the hallmarks of the democracy we fought so hard to attain. It is our responsibility to ensure that we get to exercise this right,” Binay said.

Republic Act (RA) 10367 mandates all registered voters whose biometrics have not been captured to submit themselves for validation with the COMELEC.

According to RA 10367, biometrics refers to the "quantitative analysis that provides a positive identification of an individual such as voice, photograph, fingerprint, signature, iris and/or such other identifiable features."

Biometrics registration, which aims to curb double-registration and multiple voting, will start on May 6 and end on October 31, 2015.

The Vice President thanked the COMELEC for opening its offices on Sundays to accommodate voters who are unavailable to register during weekdays.

“I am thankful that COMELEC took into consideration our kababayans who work from Monday to Friday and made it convenient for them to register.” he said.

“With COMELEC offices open on Sundays, there should be no more excuses to miss biometrics registration,” the Vice President added.

Binay also requested the COMELEC to make sure their offices are accessible to persons with disabilities (PWDs) and senior citizens.

“If the offices are on higher floors, maybe they can provide registration desks on the ground floor to accommodate PWDs and senior citizens who may have difficulty in walking,” he said.

Meanwhile, the COMELEC is set to launch on May 6 “walkahwalkah,” an awareness program to promote voter registration, validation, and biometrics registration.

COMELEC spokesman James Jimenez earlier said at least 9.6 million of the 53 million registered voters in the country stand to be disenfranchised if they fail to undergo biometrics registration before November 1, 2015.

Philippine citizens who are at least 18 years old on or before May 9, 2016 are eligible to register.

National Skills Competition kicks off April 7

Well -trained and primed to get the gold, technical-vocational (tech-voc) graduates and trainees began competing as the Philippine National Skills Competition (PNSC) gets underway.

On April 7, simultaneous opening ceremonies were held in three venues in Pasig City, Batangas and Pampanga.

The Technical Education and Skills Development Authority (TESDA) organizes the annual competition as a platform for showcasing the skills of tech-voc graduates and trainees in various trade areas.

This year, a total of 128 competitors joined the skills contest, which will run for one week.

The gold winners in the competition will participate in this year's ASEAN Skills Competition to be held in Vietnam in October.

"Skills competitions are a way of showcasing the best among our skilled workforce and at the same time promoting tech-voc among our youth," said Secretary Joel Villanueva, TESDA director general, who attended the opening ceremony in Pampanga.

The competitors surpassed the rigors at the regional level before earning a slot to participate at the national contest. Before the event, they went through rigid training to ensure proficiency and speed in doing their assigned tasks.

At the regional skills competition, each participant was given a test package that contained instructions on the required output to be completed within a given time. A jury panel rated the competitors based on a given criteria.

Winners were awarded gold, silver or bronze depending on the number of points earned. A winner must meet the 500-point criteria as prescribed in the standard.

Villanueva urged the competitors to give their best and set their sights for the Association of Southeast Asian Nations (ASEAN) Skills Competition.

"Remember that the whole nation is watching, and when they get to the ASEAN Skills Competition, the international community would be their audience, including potential employers," he said.

"The competition paves the way for the career path of our trainees and graduates," he added.

The trade areas open for the competition are the following: Automobile Technology; Beauty Therapy; Cooking; Electrical Installation; Electronics; Fashion Technology; Graphic Design Technology; Hairdressing; IT Network Systems Administration; IT Software Solution for Business; Mechanical Engineering Design-CAD; Mechatronics; Refrigeration and Air conditioning; Restaurant Servicing; Web Design; Welding.

The simultaneous opening ceremonies were held at the MFI-Foundation, Ortigas Avenue, Pasig City sponsored by TESDA-NCR; Special Action Center of Pampanga, Government Center, Barangay Maimpis, San Fernando, Pampanga sponsored by TESDA-Region III; and at the TESDA Regional Training Center, P. Herrera St., Batangas City sponsored by TESDA-Region IV -A.

The awarding ceremony is scheduled on Friday, April 11, 2014 from 2 to 5 p.m. at the TESDA Central Office in Taguig City.http://www.tesda.gov.ph

PDIC: EIB depositors have until April 28 to file their deposit insurance claims

The Philippine Deposit Insurance Corporation (PDIC) advised depositors of the closed Export and Industry Bank (EIB) to file claims for their insured deposits. Insured depositors of EIB have only until April 28, 2014 to file their deposit insurance claims. According to Republic Act 3591, as amended (or the PDIC Charter), depositors have two years from date of bank closure to file their deposit insurance claims. The Monetary Board placed EIB under the receivership of the PDIC on April 26, 2012.

According to PDIC, claims for a total of 10,673 accounts representing P196.86 million have yet to be filed by depositors as of March 31, 2014.

As of March 31, 2014, the state deposit insurer has paid a total of 37,508 accounts amounting to P2.18 billion representing deposit insurance claims of EIB depositors. Insured depositors are entitled to a maximum deposit insurance coverage of up to P500,000.

The PDIC explained that the filing of deposit insurance claims does not in any way prejudice the claim of depositors for the uninsured portion of their deposits, or the part of their account in excess of the maximum coverage of P500,000. Payment for the insured portion of the deposits is sourced from the PDIC’s Deposit Insurance Fund (DIF), the Corporation’s main fund source for payout of deposit insurance claims.

Deposit insurance claims may be filed either personally or through mail at the PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City.

When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original evidence of deposit, and two (2) original valid photo-bearing IDs with signature of the depositor. Depositors may also file their claims through mail and enclose the same set of document requirements.

Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney (SPA). In the case of a minor depositor, the SPA must be executed by the parent.

The procedures and requirements for filing deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website.

This was how Linda A. Membrano of Nangka, Marikina City summed up her experience when she learned just before her discharge from Amang Rodriguez Medical Center (ARMC) that PhilHealth is paying her hospital bill of more than P10,000 in full.

That was in early February in 2013. That was after she ignored the advice of her attending doctor earlier during a medical mission that she needs to seek medical attention immediately.

Linda was experiencing shortness of breath and palpitation then, and complained of what appeared to be prolonged menstruation. Her blood pressure was also abnormally low. "Lagi nga akong ninenerbyos at kinakabahan iyun pala ay mababa na raw ang presyon ko," Linda explained.

She reported to ARMC’s Outpatient Department and there she was told to undergo tests that included an X-ray, urinalysis and ECG. Linda resolved to just submit the results to the hospital for reading, hoping that everything will turn out to be fine and perhaps remedied by just following some prescriptions.

Getting admitted for possible treatment was the last thing on her mind.

"Natatakot kasi ako dahil walang-wala kami. May apat akong anak na nag-aaral pa," Linda said in an interview while waiting for the launching of Alaga Ka (para sa Maayos na Buhay) Program at the Quezon Memorial Circle in Quezon City.

"Kaya lang ay pinilit ako ng mga kapit-bahay ko na magpatingin, baka delikado daw ang kondisyon ko," she added.

Linda is among the delegates sent by the City of Marikina to the launching of Alaga Ka, a multi-agency advocacy campaign that aims to deepen their knowledge about their PhilHealth benefits and to encourage them to maximize these in times of medical situations in the family.

Then came what she has been dreading to hear. After seeing her laboratory results, Linda was no longer allowed to go home. "Sabi ng mga taga ospital ay emergency na ang lagay ko, kaunti na lang ay tigok na ako (I will be dead soon)". She was immediately admitted and prepped for an operation.

"May dipirensiya daw ang laylayan ng matris ko at kailangang linisin iyung namumuong dugo. Limang bag ng dugo ang kinailangan ko dahil sabi ng duktor mauubusan na raw ako ng dugo at mahina raw ang puso ko."

She was allegedly told that her condition could even lead to leukemia if not detected earlier.

Linda underwent dilatation and curettage and stayed for one week in the hospital with one lingering thought in mind: "Paano ko babayaran ang bill ko eh walang-wala nga kami!"

She recalled that she only had P200 when she went to the hospital as she was just expecting her laboratory results interpreted and get some advice on how to improve her condition.

Then came the unexpected.

It was very remote in her mind that she will receive some kind of help until she saw a copy of that familiar yellow Member Data Record (MDR) among her discharge papers. It was her husband Aurilio’s, who turned out to be listed in the National Household Targeting System for Poverty Reduction or simply the Listahanan of the Department of Social Welfare and Development.

Those in the Listahanan are automatically provided with PhilHealth coverage as indigent members.

"May nag-interbyu kasi sa akin na taga-center nuon. Hindi ko akalain sa PhilHealth pala iyon. Nung inasikaso ng pinsan ko na si Guillerma iyung paglabas ko, sabi niya 'may PhilHealth ka pala eh.'"

Linda then showed this writer a copy of the MDR handed earlier by a PhilHealth staff member that cloudy morning of March 24 at the Quezon Memorial Circle. Coverage has been extended up to December 2014 by virtue of the National Government’s continuing financial support to the Indigent Program.

This year, some 14.7 million indigent and even near-poor families, including Linda’s family, stand to benefit from the P35.3 B fresh infusion from the Government through the sin taxes.

"Ibabalik ko pa ito mamaya sa booth kasi may mga maling spelling sa pangalan ng mga anak ko," she explained. Also listed in the MDR are their five children: Antonio, 18; Aurio Jr, 16; Anthony, 13; Lislie, 11; and Vincent, 9.

"Iyung panganay ko ay nagpupulis (studying Criminology)," noted the proud mother who hails from San Isidro, Bohol.

When asked what she would have done to bail her way out of the hospital, Linda paused for a while, "mangungutang kami sigurado para makalabas." It was a definite answer.

Knowing that her entire family is insured with PhilHealth gives a certain level of peace and deep feeling of thankfulness.

"Ang PhilHealth po ay para sa kalinga ng buong pamilya, kaya sana bawat pamilya meron nito. Wala akong ibang masabi kundi salamat sa lahat ng bumubuo sa PhilHealth," Linda ended with a cheerful face, her eyes gleaming.

DOTC awards MCIA project to GMR-Megawide

Following several months of reviewing various legal questions raised by a bidder in connection with the Mactan-Cebu International Airport project, the Department of Transportation and Communications (DOTC) and the Mactan-Cebu International Airport Authority (MCIAA) finally awarded the 25-year concession to the GMR-Megawide Consortium yesterday, 4 April 2014.

“Amidst all the noise drummed up in different forums the past few months, the DOTC has allowed nothing but the law and the country’s interests to matter in awarding the project. Finally, Cebuanos will soon get the world-class airport they deserve – one that will not only boost the province’s economy and tourism industry, but the whole country’s as well,” said DOTC Spokesperson Michael Arthur Sagcal.

“This project should have been done at least a decade ago, so there is no more time to waste. We have resolved all issues, we are ready to defend our decision, and it is now time to push forward on Daang Matuwid by delivering our services to the people,” Sagcal added.

In the bidding conducted in November last year, the GMR-Megawide Consortium proposed to undertake the project, which entails renovating the existing passenger terminal building (PTB), building a new one to service international flights, and operating the airport, at a premium of P 14.4 Billion. This offer bested those of six (6) other groups.

GMR-Megawide will now have twenty (20) days to complete the post-award requirements, such as the submission of an irrevocable letter of credit in the amount of P 180 Million, and the payment of the premium amount to government through the MCIAA. Once the requirements are satisfied, the concession agreement will be signed by the parties, paving the way for the implementation of the project over the next three (3) to four (4) years.
