Synopsis:
At 4:00 AM, the Low Pressure Area (LPA) was estimated based on all available data at 350 km east northeast of Hinatuan, Surigao del Sur (9.2°N 129.7°E).

Forecast:  
The regions of Davao and Caraga, the province of Misamis Oriental and Eastern Visayas will have cloudy skies with scattered light to moderte rainshowers and thunderstorms. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening.

Moderate to strong winds blowing from the northeast to northwest will prevail over the eastern section of the country and its coastal waters will be moderate to rough. Elsewhere, winds will be light to moderate coming from the northeast to northwest with slight to moderate seas

At 10:00 am today, the Low Pressure Area (LPA) was estimated at 470 km East Southeast of Hinatuan, Surigao del Sur (7.7˚N, 130.9˚E). This weather system will bring cloudy skies and scattered light to moderate rainshowers and thunderstorms over eastern Visayas, CARAGA and Davao Region. Moreover, seaboards of the aforementioned regions will be moderate to rough.

Residents and DRRMCs concerned are advised to continue monitoring for updates regarding this weather disturbance while small seacrafts and fishing vessels are advised not to venture out into the aforementioned seaboards.

The next update will be incorporated in the public weather forecast to be issued at 5:00 pm today while the next advisory will be issued at 11:00 am tomorrow.

-Nananatiling mabagal at lalo pang humina ang bagyong Domeng.
-Sabado pa ito inaasahang magla-landfall sa Eastern Visayas.
-Posibleng humina pa ang bagyo bago ito mag-landfall.
-Habang papalapit ang bagyo, magdadala ito ng hanggang katamtamang ulan sa Mindanao bukas lalo na sa northern at eastern sections.
-Walang epekto ang bagyo sa Luzon pero asahan pa rin ang kalat-kalat na ulan at thunderstorm.
-Mababa ang tsansa ng ulan sa Metro Manila bukas lalo na sa umaga.

PIA-4A/CAVITE: The Cavite Office of Public Safety-Provincial Disaster Risk Reduction Management Division will assist the Cavite police and other volunteer groups for the upcoming Holy Week. Dubbed as Safe Travel and Holy Week Operational Plan, COPS is always targetting zero-casualty and this can be done with efforts of the authorities as well as the awareness and care of residents and travellers.

Re: Kidnapped OFW in Sabah, Malaysia
-The case is considered as a law enforcement matter, I think our AFP is on top of the situation.
-Our embassy in Kuala Lumpur quickly contacted with Malaysian authorities to find solution to this problem.

Re: Incidents where OFW was abused by DFA personnel
-The officer involved is suspended.
-These cases are isolated.
-All our people have been very professional and very helpful towards OFWs.
-We need to give due process to those officials who are involved in these scandals.
-We have undertaken the review of the process in helping our OFW.
-We are implementing measures that will be more responsive and helpful to our kababayan overseas.
-We take this matter seriously specially that it involves our Filipina OFW so we are not taking these cases lightly.

3. PIA OFW Watch
GMA News: DFA confirmed the death of a Filipino cruise ship member who was shot and killed by a robber during a port call on Honduras' Caribbean resort Island of Roatan. DFA spokesperson Charles Jose said the victim's remains are currently in a morgue in La Ceiba City in Honduras and the manning agency is already arranging its repatriation. He noted that the kin of the victim has been informed of his death.

1. Tagalog news: Mobile tax payment system,inilunsad sa lungsod ng Batangas

 LUNGSOD NG BATANGAS, Abril 8 (PIA) --Inilunsad ng pamahalaang lungsod ng Batangas at United States Agency for International Development (USAID) ang mobile payment for business tax collection sa isang simpleng seremonya sa Bahay Kaalaman ng Batangas National High School (BANAHIS) kamakailan.

 Ang naturang proyekto ay bahagi ng Scaling Innovations in Mobile Money (SIMM) ng USAID at layong mapabuti at maipatupad ng maayos ang mga transaksyon ng pamahalaan sa pamamagitan ng digitized payment at collection systems.

 Layon din nitong mapabilis ang pagbabayad ng business taxes na hindi na kailangang pumunta pa at pumila sa city hall bagkus ay gagamit na lamang ng mobile phone para dito.

 Nauna na rito, inilunsad noong nakaraang taon ang USAID Project Invest kung saan mas pinabilis ang proseso ng pagrerehistro ng negosyo at pagbabayad ng buwis na isa sa nakikitang dahilan upang mas makaakit ng mas maraming investments ang pamahalaang lungsod.

 Sa pamamagitan ng mobile payment system na ito kinakailangang magregister sa GCash gamit ang isang Globe o TM sim at sundin ang mga instructions ukol dito. Mas mabilis at iwas aberya ang ganitong sistema bukod pa sa nakatitipid sa oras ng pagpila at pagpunta sa city hall.

 Kaugnay nito, nagsagawa ng memorandum of agreement signing sa pagitan ng pamahalaang lungsod na kinatawan ni Mayor Eddie Dimacuha at Globe exchange Inc. na kinatawan ni Ricardo Alair, corporate planning and business operations group head.

2.  Tagalog news: Diskwento Caravan, tagumpay na isinagawa sa Batangas City

LUNGSOD NG BATANGAS, Abril 7 (PIA) --Dinagsa ng daan-daang Batangueno ang isinagawang tatlong araw na Diskwento Caravan sa Batangas City Convention Center noong Abril 4-6, 2014.

 Ang naturang gawain ay magkatuwang na itinaguyood ng Department of Trade and Industry (DTI) Batangas at Citimart Supermarket na naglalayong magbigay ng mas mababang presyo ng bilihin sa mga mamimili.

 Sinabi ni Fely Go, may-ari ng Citimart Supermarket na ito ang ikalawang beses na nagsagawa sila ng Diskwento Caravan na una ng isinagawa noong Marso 2014 sa lungsod ng Tanauan. Nakatakda din itong gawin sa bayan ng Lemery at lungsod ng Calapan sa Oriental Mindoro.

 Sinabi naman ni DTI provincial director Ruel Gonzales na patuloy ang kanilang tanggapan sa pakikipag-ugnayan sa mga pribadong kumpanya para sa mga aktibidad na tulad nito sapagkat malaking tulong ito sa mga karaniwang mamimili lalo na at pamahal ng pamahal ang presyo ng bilihin ngayon kumpara noong mga nagdaang taon.

 May 65 iba’t-ibang supplier ang nakibahagi dito at nag-alok ng mga murang bilihin. Malaking halaga ang natitipid dito ng mga kunsumidores kumpara kung bibilhin sa mga supermarkers o grocery stores. Karamihan din sa mga ito ay nagbibigay ng freebies kasama ng mga merchandise na binili tulad ng libreng isang kilong asukal sa bawat P200 halaga ng napamili o kaya ay apat na kilong bigas para sa halagang P4,500.

 May isinagawa ding libreng cooking demo kung saan itinuro ang paggawa ng iba't-ibang dessert na maaaring pakinabangan sa bahay o kaya ay gawing munting negosyo.

 Sa panayam kay Aling Mary Ann, isang maybahay at may-ari ng sari sari store, sinabi nito na talagang sinasadya nya ang ganitong caravan sapagkat malaking discount ang napapakinabangan. Pinaglalaanan din nila ito ng budget upang makapimili ng maraming stocks para sa kanilang tindahan. (MPDC-PIA Batangas)
