Maragondon LGU distributes P472K worth of educational assistance

TRECE MARTIRES CITY, Cavite, Aug. 23 (PIA) –The local government of Maragondon recently distributed a total of P472,000 worth of educational assistance to high school and college students in the municipality.

Mayor Reynaldo A. Rillo personally handed the amount of P1,000 each to the 329 college students and P500 each to the 287 high school students as assistance for their educational needs like books and school supplies.

According to Mayor Rillo, the funding for the educational assistance was sourced out from the five percent Gender and Development (GAD) fund of the municipality.

As one of its priority programs, the local government unit is working and wanting to increase the budget allocation for its educational scholarship assistance program to accommodate the expected increasing number of student-beneficiaries.

The educational assistance aims to help deserving students fulfill their dream of a college education as well as aid parents whose earnings are not sufficient to sustain their children’s education. (Elvie Estrada/Ruel Francisco, PIA Cavite)

1. Tagalog news: Capacity and capability building programs, sinimulan sa Tanauan City

LUNGSOD NG TANAUAN, Batangas, Agosto 23 (PIA) --Sa kabila ng pinangangambahang maaring paggalaw ng 100-kilometrong West Valley Fault o ng 10-kilometrong East Valley Fault na parehong bumagtas sa Kalakhang Maynila, patuloy naman ang Pamahalaang Lungsod ng Tanauan sa pagsasanay at paghahanda sa pagtugon sa panahon ng kalamidad at emergencies.

Kaalinsabay ng pagdiriwang ng “National Disaster Consciousness Month” noong nakaraang buwan ng Hulyo, pinagunahan ng City Disaster Risk Reduction Management Office (CDRMMO) ang serye ng mga “capability and capacity building programs” para sa mga mamamayan ng lungsod alinsunod sa itinatadhana ng Republic Act 10121, o ang Disaster Risk Reduction and Management Act of 2010.

Katuwang ang Office of the Civil Defence (OCD) Region IV-A at ang Bureau of Fire Protection (BFP) Region IV-A, isinagawa ng CDRRMO ang kursong pagsasanay na “Vigilance Against Emergency and Disaster Training” para sa lahat na mga nag-boluntaryo at itinalagang emergency responders mula sa 48 barangay ng lungsod.  Hinati sa apat na batches, kabuuang 212 katao ang sumailalim sa tatlong araw na puspusang pagsasanay sa larangan ng Emergency Medical Services (EMS) and Medical First Responders (MFR); Patient Assessment; Soft Tissue Injuries and Burn; Dressing and Bandaging; Cardio-pulmonary Resuscitation (CPR); Musculo-skeletal System; Splinting; Lifting and Moving; Safety in Rope Rescue; Ropes and Knots; Water Rescue; Patient Packaging; at, Fire Extinguisher. 

Sa kanyang mensahe, pinuri ni Tanauan City mayor Antonio C. Halili ang CDRRMO sa kanilang mga napapanahong programa para iangat ang antas ng kahandaan ng mga mamamayan sa panahon ng kalamidad, lalo’t higit sa mga kanayunan.  “Sa kahit ano pa mang oras o panahon, mahalaga na nakaukilkil sa kamalayan ng bawat isa sa atin ang pagiging handa sa anumang uri ng emergency o sakuna,” dagdag pa niya.

Bukod sa kursong pagsasanay, nakapagsagawa rin ang CDRRMO ng mga “fire and earthquake drills” sa sampung mga pribado at pampumblikong gusali sa lungsod sa buong buwan ng Hulyo.  Karamihan sa mga nakilahok ay mga paaralan, at ang pinakahuli, ay sa mismong city hall.

Nagpasalamat naman si OIC Emeterio Awitan sa pamunuan ng pamahalaang lungsod, gayundin sa mga miyembro ng Sangguniang Panlungsod (SP), sa suportang ibinubuhos ng mga ito sa CDRRMO sa pamamagitan ng mga rescue equipments na naipundar ng opisina.  Sa kasalukuyan, ang pamahalaang lungsod ay mayroong dalawang “fast rescue boat”, isang “boom truck”, isang “backhoe/loader”, isang “mobile clinic”, isang “rescue ambulance”, at isang “4x4 pick-up”.  Gayundin, ang iba pang mga kagamitan  katulad ng “spreaders”, “cutters”, “chain saws” at mga “first aid kits”.(Gerard Laresma-CIO Tanauan/PIA Batangas)

2. Tagalog news: Kontrata para sa Batangas City grand terminal, aprobado na ng SP

LUNGSOD NG BATANGAS, Agosto 23 (PIA) --Inaprubahan  ng mayoriya ng Sangguniang Panglungsod noong ika-3 ng Agosto 2015  sa pamamagitan ng nominal voting (8-2) ang Contract of Lease sa pagitan ng Batangas City Government at ng Batangas Ventures Properties and Management Corporation (BVPMC) para sa  pagpapagawa at pangangasiwa ng Batangas City Grand Terminal sa bahagi ng Alangilan- Bolbok  Diversion Road.

Pumabor ang walong konsehal na sina Dr. Glen Aldover, Claudette Ambida, Aileen Montalbo, Serge Atienza, Armando Lazarte, Alyssa Cruz-Atienza, Gerardo Dela Roca at Julian Villena samantalang  bumoto naman ng “no” sina Konsehal Hamilton Blanco at Konsehala Kristine Balmes.

Ang naturang kontrata ay inindorso ni Mayor Eddie B. Dimacuha at “certified as urgent” sa Sangguniang Panglungsod para irepaso at aprubahan.

Sinabi ni Konsehal Gerry Dela Roca, chairman ng Committee on Environment and Urban Development at Land Use and Zoning,  na ang naturang kontrata ay dumaan sa tamang proseso  at  alinsunod sa Ordinance Number 3, s. 2013 o ang Batangas City Public and Private Partnership (PPP) Code.

Ani De la Roca, ayon sa ordinansa, maaaring pumasok ang Batangas City sa  PPP kung ang kapakanan ng nakararami ang nakasalalay. Naging basehan aniya nila ang  Local Government Code of 1991  upang masiguro ang legalidad ng kontrata.

Kung magagawa anila ang Batangas City Grand Terminal, magiging maganda at maalwan ang pagtigil dito dahil tinataya na magkakaroon ito ng fastfood chains, hotel at iba pang pasilidad na makakaakit  ng  maraming negosyante at  turista.

“Mayor Dimacuha requested the City Council to consider this proposal as urgent. The City Mayor is  expecting  massive development and eventually,  economy will spark in.  Isinisiguro ko sa inyo na we have considered transparency and accountability in its passage and approval,” dagdag pa ni de la Roca.

Nakasaad sa contract of lease na walang gagastusin ang pamahalaang lungsod sa pagpapagawa ng terminal.  Nakahanda aniya ang BVPMC na gastusan ang development ng mga properties na sakop ng grand terminal. Katunayan aniya, may nakalaan na P83M minimum na pondo ang naturang kompanya upang gastusin sa pagsasaayos at pagpapaunlad ng naturang lugar.


“Malaki ang pakinabang sa PPP dahil talagang dapat na maipaayos ang ating   Grand Terminal.  Our terminal  needs development as of this time. Ni isang sentimo  ay walang gagastusin ang City at matitigil na ang kagastusan ng gobyerno sa pagpapalakad ng kasalukuyang public terminal. It will contribute to our  image building para puntahan tayo ng mga turista at investors, ” pahayag pa ni De la Roca.

Ayon pa kay Dela Roca, ang 23, 511 square meters na lupang pag-aari ng gobyerno ay uupahan ng BVPMC sa loob ng 25 taon sa halagang P225, 000 buwan-buwan at may 5 porysentong cumulative increase kada tatlong taon. Kung matapos na aniya ang period of lease, lahat ng itinayong establisimiento sa loob at paligid ng grand terminal sa lupang pag-aari ng gobyerno ay awtomatikong pag-aari na ng lungsod ng Batangas.

Bukod aniya sa buwis at iba’t-ibang fees at real property taxes na nakasaad sa Batangas City Revenue Code na babayaran sa development ng lugar, maraming papasok na negosyo at oportunidad na trabaho  ang maaaring ma-generate dito. Ito aniya ang maraming dahilan kung kaya’t isinulong nila ang pag-apruba ng naturang kontrata.

Ayon pa kay Dela Roca dumaan sa masusing pag-aaral ng komite ang proyektong “Batangas City Grand Terminal” at ang nilalaman ng Contract of Lease. Inilathala rin aniya ang Invitation for Comparative Proposal sa pagpapagawa ng grand terminal sa mga lokal na pahayagan at  website ng Batangas City sa loob ng dalawang linggo; at ipinaskil sa limang pampublikong lugar upang maipakita ang transparency ng proyekto.   Subalit wala umanong nagpakita ng interes maliban sa BVPMC.

Nakatakdang simulan ang pagsasaayos ng Batangas City Grand Terminal sa buwan ng Disyembre. Ito ay kapapalooban ng 2 phases: konstruksyon at operasyon ng terminal; at ang  development ng commercial area matapos makumpleto ang first phase nito.  Upang maisiguro na nasa legal ang proseso at development, ang Department of Interior and Local Government City Director Amor San Gabriel ay nahirang na “observer” sa prosesong ginanap ayon sa Batangas City PPP Code.

Samantala, habang ginagawa ang development ay  mananatili pa rin ang terminal ng mga sasakyan dahil phase by phase ang gagawin na pagsasaayos nito, ayon pa rin kay de la Roca.  Ito ay upang walang maging hadlang sa patuloy na operasyon nito.(Jerson J. Sanchez, PIO Batangas City)

Nakakuha ang Lalawigan ng Batangas ng 15 parangal, tampok ang pagkilala sa Batangas Province bilang pinakamahusay na lalawigan at kay Governor Vilma Santos Recto bilang pinakamahusay na gobernador sa Calabarzon Region. Naibuslo naman ni Vice Governor Mark Leviste ang parangal bilang natatanging indibidwal na nagsusulong ng turismo samantalang ang kanyang ina na si Lipa City Councilor Patsie Leviste ay kinilala sa pagtulong sa sektor ng senior citizens.

Binigyang pagkilala din para sa kanyang pagtulong at suporta sa women empowerment si former 4th District Board Member at ngayon ay Batangas Capitol Chief Executive Assistant Lianda Bolilia. 4.  Tagalog news: Programang pabahay, inilunsad sa bayan ng Balete

BALETE, Batangas, Agosto 23 (PIA) --Upang masiguro ang seguridad ng mga residenteng naninirahan sa isla ng Lawa ng Taal, isang programang pabahay ang inilunsad ng lokal na pamahalaan ng bayang ito sa tulong ng pamahalaang panlalawigan.

Ang proyektong pabahay at relokasyon na matatagpuan sa Jowivil Crater’s View Subdivision sa barangay Makina ay handog ng pinag-samang proyekto sa pagitan ng pamahalaang panlalawigan at lokal na pamahalaan sa tulong ng Local Housing Board para sa mga residente ng barangay Calawit upang matiyak ang kanilang kaligtasan sakaling magkaroon ng pagputok ang Bulkang Taal. 

Ang pamahalaang panlalawigan ay naglaan ng P9.3 million mula sa pondo ng Provincial Disaster Risk Reduction and Management Council (PDRRMC) sa ilalim ng Calamity Fund upang makatulong sa pagbili ng lupa para sa nasabing relocation site.

May 302 bahay ang itatayo sa relocation site at 278 pamilya mula sa isla ang inaasahang makikinabang sa programa.

Bukod sa proyektong pabahay, tutulungan din ng lokal na pamahalaan ang mga residente upang magkaroon ng kabuhayan sa pamamagitan ng Livelihood Projects

DTI, Jalajala LGU spearhead entrepreneurial development for locals

JALAJALA, Rizal, Aug. 27 (PIA)  --The Department of Trade and Industry (DTI) – Rizal and the Jalajala municipal government are focused on turning locals into potential entrepreneurs through the Entrepreneurial Development Seminar held at the Pagkalinawan Retreat Center, Jalajala, Rizal this August 27.

During the forum, DTI-Rizal Senior Trade and Industry Officers  Sharon Fojas-Dioco and Jason San Juan reiterated the need for business development within the locale using the available resources and capabilities of the people.

Dioco emphasized personal entrepreneurial characteristics and other traits needed in order to properly run successful businesses while San Juan discussed during the latter part of the seminar other important concerns for other starting businesses such as business planning and registration.

DTI also indicated manufacturing (ex. food products), services (massage, parlor and salons), processing (semi-processed materials) and subcontracting as possible income-generating means for locals based on the available raw materials, skillsets of people and equipment available in the area.

The entrepreneurial seminar includes locals from different sectors such as senior citizens and existing business groups and is funded through the Bottom-Up Budgeting (BUB) fund of the Municipality of Jalajala with DTI as the trainer. Prior to the seminar, DTI-Rizal also conducted a similar training-based BUB program for women at San Mateo, Rizal last August 20.

President Benigno S. Aquino III has issued a proclamation declaring the regular holidays and special non-working days to be observed for the year 2016.

Increased government spending contributes to higher Gross Domestic Product growth in second quarter: Palace
A Palace official on Thursday attributed the higher Gross Domestic Product (GDP) posted in the second quarter of 2015 to increased government spending.

"Earlier this morning, the National Economic and Development Authority (NEDA) reported that the Philippine economy grew by 5.6 percent in the second quarter of 2015. This is higher than the 5.0 percent expansion posted in the first quarter, and is consistent with increased government spending during the past three months," Presidential Spokesperson Edwin Lacierda said in a statement.

Secretary Lacierda said the NEDA report showed that growth on the demand side was led by household consumption—which accelerated to 6.2 percent—while on the supply side, the major sectors that contributed to growth include services (6.2 percentage points) and industry (6.1 percentage points).

"Relative to other Asian economies that have released their second quarter 2015 GDP growth data, the Philippines is the third fastest growing economy, ahead of Malaysia (4.9 percent), Indonesia (4.7 percent), and Thailand (2.8 percent)," he added.

"International circles have credited political stability as one of the main reasons for our country’s comparatively reliable performance. Along with prudent fiscal management and other factors, this stability has helped the Philippines weather external shocks, proving once again that good governance is good economics. Reform works: we have witnessed this time and again over the past five years, and we, as a people, will continue to reap its fruits so long as we keep to Daang Matuwid," Lacierda further said.

The Palace official said the government remains committed to do its best for the benefit of the coming generation.

Aquino government bent on finding solutions to traffic woes, flooding
The administration of President Benigno S. Aquino III is determined to solve the lingering problems on traffic and flooding in Metro Manila.

President Aquino told students of the Rizal Technological University (RTU) on Thursday that several proposals would be presented to him soon by concerned government agencies and stakeholders on how to address the traffic gridlock in the metropolis.

"Malapit nang ipresenta sa akin ang iba’t ibang plano para maibsan ang siksikan ng mga sasakyan," he said in his speech during the inauguration of a new building at RTU in Mandaluyong City.

The Chief Executive shared that the "most radical" solution to the traffic problem is the implementation of the odd-even scheme.

"Ang akin po: Ang pinakaradikal dito ay hatiin ang bilang ng bumibiyaheng sasakyan—salitan ang pagbabaybay ng odd at even na plaka sa ating mga kalsada kada linggo," he said.

He noted that the plan would definitely ease traffic congestion but it would draw criticisms from the public, considering that, according to the Department of Trade and Industry, 22,400 new vehicles are sold every month and 100,000 motorcycles were sold each month in 2014.

"Pihadong luluwang ang trapik dahil kalahati ng sasakyan ang mawawala, pero sigurado pong marami na namang aalma dahil hindi magagamit ang kotse nila," he said.
"Ang ideyal na sitwasyon: Dagdagan ang mga tulay at palawakin ang mga kalye; pero maski ito po, aabutin nang ilang taon para maipatupad at katakot-takot pa ang diskusyon, lalo na sa usapin ng right of way," he said.
On flooding, President Aquino said the solution is to have a comprehensive, detailed, and systematic Flood Management Master Plan.

During the event, Public Works and Highways Secretary Rogelio Singson presented the master plan, which includes the main drainage project in Mandaluyong City as part of the major flood control projects and drainage improvement works being done in the National Capital Region.

President Aquino, meanwhile, sought the public’s understanding and cooperation as the government finds long-term solutions to the two major problems that continue to beset the country.

"Nagsisikap nga tayong tugunan ang lahat ng kayang tugunan, at ang panawagan ko po: Makiisa at dagdagan ang pang-unawa at pasensiya. Sa inyo namang pakikiambag, masisiguro nating sabay-sabay tayong uunlad," he said.

Meanwhile, Communication Secretary Herminio Coloma, Jr. said in a statement issued on Thursday that at the instruction of President Aquino, Cabinet Secretary Jose Rene Almendras has begun consulting various stakeholders to integrate action proposals from the Metro Manila Development Authority, Department of Public Works and Highways, the Department of Transportation and Communications, and the Philippine National Police. President Aquino inspects relocation site for informal settlers in Pasig City
President Benigno S. Aquino III on Thursday inspected a relocation site for informal settlers in Pasig City.

There to welcome the President was Housing and Urban Development Coordinating Council (HUDCC) Chairman Chito Cruz.

Cruz facilitated President Aquino’s inspection of Unit 103 of the Manggahan Residences Phase 1, located at the Metro Manila Development Authority (MMDA) Depot, Eastbank Road, Barangay Sta. Lucia, Pasig City.

According to the HUDCC chief, the two five-storey buildings constructed under the project’s first phase, form part of 15 buildings that will be completed in June 2016. Phase 2, consisting of six buildings, will be completed in March next year, to be followed by Phase 3, consisting of 7 buildings.

The project, which has a budget allocation of P50 billion, aims to resettle 900 families who have illegally settled at the Manggahan Floodway, and eventually help solve the flooding in Metro Manila.

Each unit is a studio, which could be converted into a one-room unit, complete with a toilet and a small balcony in the upper floors.

In his speech, President Aquino acknowledged the late interior secretary Jesse Robredo’s role in conceptualizing the People’s Plan, where the people help find solutions to their problems.

“Ang kanyang naging pilosopiya sa pamumuno: Ituring na katuwang ang mahihirap, imbes na ituring silang pabigat. Sa kanyang mga pagsisikap, naging popular ang konsepto ng People’s Plan, kung saan nakikiambag ang mismong mga benepisyaryo sa paglikha ng solusyon sa kanilang mga problema,” said the President.

He noted that the new settlement is part of the administration’s principle to Build Back Better.

“Hindi sapat sa atin na mailipat lang kayo ng tirahan. Hindi rin natin ugali ang magpatupad lang ng mga pansamantalang solusyon, na pagkatapos ng mga photo-op ay wala naman talagang nangyaring pagbabago,” he said.

“Sinisiguro din nating ligtas, matibay, at malapit sa mga serbisyo at oportunidad ang inyong tutuluyan. Sa ganitong paraan, tunay at pangmatagalan ang ginhawang naipagkakaloob sa ating mga benepisyaryo,” he added.

The Chief Executive in turn asked the beneficiaries, whom he referred to as “partners”, to serve as good examples to future beneficiaries.

“Pakiusap pong matindi: Kayong mga nauna, ipakita ninyo kung bakit tama ang ginagawa nating estratehiya sa ngayon. Nasa inyo po ang susi para mabigyan rin natin ng pagkakataon ang iba pa nating mga kababayan na pareho rin ang pangangailangan,” he said.

One of the beneficiaries, Madeline Suarez, thanked the President and the MMDA, saying, “Ngayon po, masasabi namin na panatag na kami. Tapos na po ang panahon ng aming pangamba tuwing sasapit po ang tag-ulan at bagyo. Tapos na po ang kabanata ng aming buhay ng paglusong sa baha.”

President Aquino inaugurates Rizal Technological University's Senator Neptali Gonzales Academic Hall
President Benigno S. Aquino III on Thursday inaugurated the Senator Neptali Gonzales Academic Hall at the Rizal Technological University (RTU) in Mandaluyong City.
The 11-storey building, which was constructed at an estimated budget of P600 million, will cater to education and information technology students.

House of Representatives Majority Floor leader Neptali "Boyet" Gonzales II, who pushed for the construction of the new building in 2010, joined the President in the ceremony, which was also attended by House Speaker Sonny Belmonte.

Looking at the new academic building, President Aquino recalled the groundbreaking ceremony he also attended in 2010.

"Mga Boss, sa Daang Matuwid, ang pakay natin: itama ang dapat itama; ayusin ang kayang ayusin at ang dapat ayusin. Kasabay po nito ang pamumuhunan sa mas maganda at mas maunlad na kinabukasan ng bawat Pilipino. Ito naman po ang diwa ng pagpapasinaya natin sa Senator Neptali A. Gonzales Academic Hall ng Rizal Technological University sa araw na ito. Tayo na nga po ang nag-groundbreak nito, at kitang-kita naman ninyo ang resulta ng ating pagtutulungan," he said in his speech.

The President also thanked Rep. Gonzales and the residents of Mandaluyong City for their contribution to the construction of the new building that will benefit the next generation.

"Ito po ang magsisilbing bagong academic building para sa mga nag-aaral ng education, pati na ng Information Technology. Nagpapasalamat nga tayo, unang-una, sa inyong butihing Kinatawan na si Boyet Gonzales, na talaga naman pong tinutukan ang proyektong ito, at saktong-sakto ang inagurasyon natin sa nalalapit niyang kaarawan sa Sabado. Ang pinakaimportante: Ang building na ito, bunga ng pag-aambagan ng mga taga-Mandaluyong. Kaya naman, maraming-maraming salamat po sa inyo," President Aquino further said.
"Kahanga-hanga po na nakapagpatayo tayo ng ganito kalaking gusali, lalo pa’t masikip na sa lungsod. Ang isa pang kahanga-hanga sa proyektong ito: Ang sabi sa atin ay makakasabay na daw sa ibang kilalang pamantasan sa larangan nang I.T. ang facilities ng RizalTech. Pero sa akin po, ang pinakatagumpay ng pasilidad na ito ay ang lahat ng makikinabang rito, dahil sila naman ang magbabahagi ng matutunan nila sa susunod na henerasyon pagdating ng panahon," he added.


President Aquino also noted that the modern facilities of the new academic building will attract specialists, who will impart their skills and knowledge to the students.
"Itong bagong sentro ng edukasyon sa inyong lungsod, pupuntahan ng mga dalubhasa. Dahil mas moderno ang kagamitan para makapagturo, mas episyente naman nilang maipapabatid ang kanilang kaalaman sa mga mag-aaral. Ang mga tinuruan naman po, pagbalik sa kanilang komunidad, maibabahagi ang mga kanilang natutunan. Dahil dito, mapapabilis ang pagsasalin ng kaalaman sa mas marami nating kababayan. Ito po ang tinatawag nating multiplier effect, kung saan naipapasa at naipapamana sa mas marami ang benepisyong natanggap ng ilan," he said.
Concluding his speech, President Aquino challenged the RTU students to use their knowledge to better serve their countrymen.

"Kaya nga po, sa mga kabataan at mag-aaral na pangunahing benepisyaryo ng bagong pasilidad na ito: May kasangkapan na kayo upang masagad ang pagkatuto. Ang hamon ko sa inyo: Gamitin ang pinag-aralan para makapaghatid ng higit na benepisyo at serbisyo sa inyong kapwa. Sa inyong pagtulong, asahan naman ninyong titindig sa mas mataas na lunsaran ang mga binigyang-lakas ninyo; at sa ganoong paraan, matitiyak ninyong maaabot nila ang mas matatayog na pangarap para sa ating bansa," the President said. President Aquino to meet Thai Prime Minister Prayut on Friday
President Benigno S. Aquino III and Prime Minister Prayut Chan-o-cha of Thailand are scheduled to meet in Malacañang Palace on Friday to discuss matters of interest to their countries.

Prime Minister Prayut arrives in Manila at 6 p.m. on Thursday to begin a two-day official visit with his wife, Madame Naraporn Chan-o-cha, an official media advisory released by the Palace said.

This is Prayut’s first visit to the Philippines since he assumed office in 2014.

Prayut will pay a courtesy call on President Aquino on Friday morning, to be followed by an expanded bilateral meeting. They will hold a joint press statement shortly thereafter.

President Aquino will also host a state luncheon in honor of the visiting head of state and his delegates.

An earlier statement from the Department of Foreign Affairs (DFA) said Prayut’s visit aims to deepen the partnership between the Philippines and Thailand for mutual prosperity.

According to the DFA, Prime Minister Prayut and President Aquino will talk about agriculture, defense, education, law enforcement, security, trade and investments, technical cooperation, tourism, and Association of Southeast Asian Nations (ASEAN) matters, among other issues.

“The two leaders will look into ways to work closely together towards mutual prosperity and contribute to further strengthen the ASEAN’s post-2015 vision,” the DFA said.

Thailand is the Philippines’ eighth largest trading partner in 2014, with total two-way trade amounting to US$5.83-billion, the DFA noted, adding that both countries enjoy excellent and cordial relations at the bilateral, regional, and multilateral levels. PND (hdc)

Noong pinapakinggan ko po ang talumpati ng ating kagalang-galang na Presidente, sabi niya, kasama na yata ng trabaho ‘yung panlalait, pang-aalipusta, paninira, at iba pa. Sabi ko, di pala ako nag-iisa. Tama ho ‘yung sabi niya: Tila mas madali ho yatang mang-alipusta kaysa gumawa. Tingnan po natin kung nakakain ‘yung pag-alipusta.

Alam n’yo, tinitingnan ko lang ho itong 11-storey building na ito, tandang-tanda ko pa po noong groundbreaking, 2010. Noong 2010 ho kasi, ang iniwan sa aking budget ay hindi umabot ng diyes porsiyento sa National Budget. Pumasok ako, June 30 ng tanghali, 2010. Ibig sabihin po no’n, either six or eight percent ng National Budget na iniwan sa amin, panggastos sa kabuuang anim na buwan ng 2010. Pasok si Boyet, kailangan ho namin ng mga P600 million dito. Sabi ko, “Boyet, ‘yung P100 billion, di pa ako sigurado kung bayad na ‘yung suweldo ng mga kawani ng gobyerno nitong anim na buwan na ito. Pag-aralan natin.” Pero sa sobrang sipag nga ho ng kasamang Boyet, iyan po, meron na kayong bagong gusali; [tinitingnan] po lahat ng equipment; sabi sa akin, pati generator niyan na kayang patakbuhin ang buong building, naka-install na; air-conditioned pa raw yata ang classroom –kaya tinitingnan ho ako nang masama ni Speaker [Belmonte]. Speaker, ‘yung pinanggalingan kong eskuwela, ‘yung Ateneo, walang aircon pa rin yata hanggang ngayon.

Sang-ayon ho akong baka dapat pag-isipan natin ‘yung pangalan, “RTU.” Sa militar at pulis po kasi, ‘pag RTU, “return to unit.” [Tawanan] Kadalasan may ginawang kasalanan. Pero baka puwede nga ‘yung “RizalTech,” parang “CalTech.” Mukhang sang-ayon kayo. Siyempre ho, desisyon ninyo iyan.

Bago ho tayo tumungo rito sa Mandaluyong, nanggaling tayo sa inspeksiyon ng in-city housing para sa mga kababayan natin sa Manggahan sa Pasig. Bahagi po ang pabahay na ito ng ating malawakang estratehiya—sa pangunguna ng DILG at ng NHA—na mailayo sa panganib ng baha ang mga nakatira sa danger zones gaya sa Manggahan Floodway, at mai-build back better ang kanilang komunidad.

‘Yung pinuntahan ho namin, ‘pag napuntahan ninyo ‘yung Manggahan Spillway, ‘yung mga tirahan po nitong mga kababayan natin ay hindi nasa taas ng Manggahan Spillway. Itong mga nililikas nasa loob ng Manggahan Spillway. So titirahan ho ‘yung daduluyan ng tubig, ‘pag napakaragasa ng buhos ng tubig, di ho ba? Talaga naman pong kanina, sa inspirasyon ngang ipinagkaloob sa atin ni Jesse Robredo, talagang nagkaroon tayo ng solusyon para dito sa ating mga kababayan na mailagay sa maayos sa kanilang tirahan.

Alam po n’yo, kanina binanggit na nga po ng ating butihing Kalihim Babes Singson—alam n’yo, next year po, sa July 1, 2016, inaasahan ko po ‘pag mayroon akong kausap na babes, hindi na po si Babes Singson. Pero matagal na po akong umaasa, kaya huwag po kayo masyadong mainip.

Anyway, balikan po natin ang problema. Kanina ho pinag-uusapan natin ang baha. Ayon sa DPWH, wala tayong sapat na drainage capacity para sa buong National Capital Region at mga karatig-bayan. Idiin ko lang: ‘Yung mga kanal at estero natin, di naman kakayanin ang malaking volume ng tubig. Kaya naman, kapag malakas ang buhos ng ulan, at bumaba ang tubig mula sa Sierra Madre, umaapaw ang mga ilog; nalulubog ang ilang bahagi ng Metro Manila at nagiging sanhi ito ng karamdaman at matinding trapik. Ang Laguna Lake po, na puwede sanang sumalo na sa tubig, talagang silted, kaya mabilis ding tumaas ang tubig sa lawa at binabaha ang mga kabahayang nasa paligid nito. Ang Manila Bay naman, na isa pang labasan, marami ding low-lying coastal areas sa paligid na madaling mabaha lalo na kung masasabayan pa ng high tide. Ngayon, ang solusyon po natin: Kailangang komprehensibo, buo, at malinaw na Flood Management Master Plan na iprinesenta ni Secretary Babes Singson kanina. Kasama po dito ang ginagawang Main Drainage Project para sa Mandaluyong.

Klaro po: Kailangang may dadaluyan at pupuntahan ang tubig sa tuwing bumabaha. Pero ang realidad—at alam ito ng mga nakalipad na sa ibabaw ng Metro Manila—may bakante pa kayang pagtatayuan ng imprastruktura sa National Capital Region? Puwedeng magtayo ng cisterns gaya doon sa Fort Bonifacio doon po sa Burgos Circle, pero kaakibat po niyan ang pagbubungkal ng lupa, na lalong magpapasikip sa trapiko.

Napag-uusapan na rin lang natin ang trapiko, heto po ang ulat sa atin ng DTI: Siyempre po, tulad ng parati, may good news at may bad news. Sa good news po muna tayo: Higit 22,400 bagong sasakyan o kotse ang nabibili kada buwan. Siyempre, kung may bago kang kotse, gusto mong gamitin ito. Idagdag ko pa po, ang halos 100,000 motorsiklong bago kada buwan nito pong 2014. Ang suma nga pong ‘yan: 1.2 million na bagong motorsiklo noong nakaraang taon. Ang resulta po: Siyempre, lalong siksikan sa kalsada. At natural, dahil sa trapiko, ang sasakyan at motorsiklo na pinag-ipunan mo nang husto, mas mabilis malalaspag dahil nakababad lang sa karbon.

Ang ideyal na sitwasyon: Dagdagan ang mga tulay at palawakin ang mga kalye; pero maski ito po, aabutin nang ilang taon para maipatupad at katakot-takot pa ang diskusyon, lalo na sa usapin ng right of way. Kunin na lang po natin ang kaso ng Guadalupe bridge. Ang dapat kasya diyan kada araw ay 200,000 na sasakyan; pero ang naeembudo po sa maghapon, nasa 250,000 sasakyan. Talagang lagpas po ito sa kapasidad ng ating tulay. ‘Yang tulay pong iyan, kailangan na ring pong i-retrofit dahil maaari itong bumigay kapag lumindol. Kailangan nga nating magtayo ng isa pang tulay na tatawid sa Pasig River, mula Global City papuntang Shaw, pero may kontra naman dito dahil sila raw ang mapeperwisyo. Ibahagi ko na rin lang: Malapit nang ipresenta sa akin ang iba’t ibang plano para maibsan ang siksikan ng mga sasakyan. Ang akin po: Ang pinakaradikal dito ay hatiin ang bilang ng bumibiyaheng sasakyan—salitan ang pagbabaybay ng odd at even na plaka sa ating mga kalsada kada linggo. Pihadong luluwang ang trapik dahil kalahati ng sasakyan ang mawawala, pero sigurado pong marami na namang aalma dahil hindi magagamit ang kotse nila.

Ganyan po ang kinakaharap natin. Sa paglaban sa baha, hanggang paglalatag ng imprastruktura, at maging sa pagsasaayos ng trapiko, ang namamayaning kaisipan ay ganito: “Okay kami sa solusyon, okay kami sa konstruksiyon, huwag lang kami ang maiipit sa implementasyon.”

Paano ho natin gagawin ang lahat kung sasabihin ng lahat na kailangan natin kapanamayan ay hindi dapat sa amin ang paggagawa niyan. Susunod hong lumipad kayong ulit sa National Capital Region, tingnan po n’yo ‘yung bakanteng lugar. Makikita po n’yo siguro ang Rizal Monument. Makikita po rin n’yo siguro ang ilang libingan. At ‘yung libingan na rin po ay masikip na rin.

So ulitin ko lang ho: Sa flooding ho, parang pinakasimple nating maintindihan—galing sa Sierra Madre, bubuhos iba’t ibang mga ilog, ibang tributary, ibang creek. Noong Ondoy po, times three ang volume na dumaloy kaysa sa kaya nung dadaanan. ‘Yung tubig ho kailangang may puntahan. Ngayon po, ang drainage natin dito, ‘pag nakita natin, ang daming drainage, [maayos ‘yan]. Marami pong gusali, at iba-iba pang imprastruktura na may drainage nga, pero ang susi doon: Itapon sa pinakamalapit na body of water, na wala namang nagkukuwenta kung ilan ba ang capacity ng body of water na ‘yan. Sa buong NCR po, Maynila lang at bahagi ng Makati ang mayroong tinatawag na sewerage and septic system. Siyempre po, kailangang magkaroon ng isang buong plano na ginawa na nila, i-implement lang natin. Meron talagang lohika ‘yung paglalagay nitong mga sistemang ito. Mahaba hong proseso dahil buong National Capital Region at ‘yung mga karatig pang probinsiya na kailangan pa nating asikasuhin para ganap ang solusyon. Pero lahat ho ng solusyong iyan, pati ‘yung paghahanap ng pondo para diyan, magawa nating lahat; pagdating naman ng oras, kaliwa’t kanan namang paghahabla para makuha natin ‘yung right of way, dahil ‘yung pakikisama natin, hanggang hindi lang tayo maperwisyo. Mahirap ho yatang walang mapeperwisyo.

Aaminin ko po: Lahat ng problema, gusto nating tugunan—at kung puwede, nagawa na sana natin ito kahapon pa. Pero may mga limitasyon sa kung ano ang maaari nating gawin, at hindi naman puwedeng agad-agad ang pagpapatupad sa isang hakbang. Nagsisikap nga tayong tugunan ang lahat ng kayang tugunan, at ang panawagan ko po: Makiisa at dagdagan ang pang-unawa at pasensiya. Sa inyo namang pakikiambag, masisiguro nating sabay-sabay tayong uunlad.

Mga Boss, sa Daang Matuwid, ang pakay natin: itama ang dapat itama; ayusin ang kayang ayusin at ang dapat ayusin. Nagpapasalamat din tayo kay Speaker Sonny Belmonte at ibinigay ang kanyang suporta, at pinauna ang Mandaluyong bago ang Quezon City [Tawanan at palakpakan]. Ang ibig sabihin siguro ho no’n, doble ang kailangan sa Quezon City.  Ang pinakaimportante: Ang building na ito, bunga ng pag-aambagan ng mga taga-Mandaluyong. Kaya naman, maraming-maraming salamat po sa inyo.

Bilang Pangulo, di pa rin nagbabago ang aking layunin: ang magpamana ng isang Pilipinas na mas maayos kaysa sa ating dinatnan; ang makitang abot-kamay ng karaniwang Pilipino ang kanyang mga hangarin, dahil suportado siya ng Estado at tangan niya ang kakayahan para matupad ang mga ito. Ang pabahay kaninang umaga, ang ating Flood Management Master Plan, ang mismong gusaling ito—at maging ang ibang tagumpay sa larangan ng ekonomiya at imprastruktura, ang umuunlad na Sandatahang Lakas at mas pinalakas na PNP, ang milyon-milyong Pilipinong saklaw na ng CCT at libreng nakakapagpagamot dahil sa PhilHealth—ang lahat ng ito at marami pang iba ay nagsisilbing kongkretong patunay ng kaya nating makamit kung pagtitibayin pa natin ang pagkakapit-bisig sa Daang Matuwid.

Ang punto rito: Kung mapapatid ang pagsasagawa ng mabuting plano dahil tiwali o di-maaasahan ang ilalagay natin sa poder, sino ang makakapagsabing talagang matutugunan ang pangangailangan ng Pilipino pagbaba natin sa puwesto? Pero kung sa tuwid at napatunayan na ang husay tayo papanig, pihadong mas mabilis nating mararating ang ating inaasam-asam.

Sa pinakahuli ko pong SONA, sinabi po natin: Napakalayo na ng ating narating, pero simula pa lang ito. Sa nalalabing panahon ko sa panunungkulan, magtiwala kayong dodoblehin pa natin ang sigasig at higit pang palalakasin ang ating paninindigan para sa bayan, sabay pa sa paghimok sa ating mga kababayang manatili sa Daang Matuwid upang palawakin ang dala nitong benepisyo. Tiwala naman ako: Sa gabay ng Panginoon, at sa ating di-mababaling pagdadamayan para sa mabuting pamamahala, siguradong maaabot natin ang dakilang potensiyal ng ating pong lahi; siguradong mas magandang Pilipinas ang maipapasa natin sa mga susunod sa atin.

Sa pagtatapos po, balikan ko lang ‘yung mga sinabi ng ating butihing pangulo. Noong hiningian raw po ako ni Boyet nitong gusali, 19,000 ang enrollment ng Rizal Technological University. Ngayon po ay 30,000 na. Parang patunay po iyon sa datos na nagsabing pati out-of-school youth ay talagang nabawasan na natin ang kanilang hanay at bilang.

Ngayon po ay napapag-isip rin ako. Mukhang nag-uusap rin ang ating butihing pangulo at si Boyet Gonzales. Siguro next week, sasabihin nila: Dumoble na ang populasyon namin, doblehin na rin ninyo ang building namin.  Unahin ko lang ho ‘yung Quezon City muna. Kayo namang nakapayong kanina pa, pareho lang naman po tayong napapawisan. Ayoko hong magtanong kung walang auditorium dito, baka maidagdag pa doon sa mga gusaling kailangan kong gawin.

Ididiin ko lang ho: Sa atin naman pong palakad, kailangang maipakita lang ang pangangailangan, hahanapan naman natin ng paraan. At mula po noong 2010, noong unang binanggit ito, wala hong iniwan sa akin kundi utang. At mayroong hiningian ako ng panggastos. Inisip ko: Saan kaya natin kukunin lahat ng panggastos nito? Pero kayo na ho ang testigo: Nagawa natin ito dahil pinagtulungan natin ito. Napagawa natin ‘yung unemployment at talagang ang dami na hong nagbago sa ating lipunan. Pero ang pinakamaganda kong gustong isipin po ninyo: Lahat ng nangyaring ito, umpisa pa lang. Pero nasasainyo ‘yan kung ipagpapatuloy natin.

Sa mga pagkakataon pong ganito, hindi ko maiwasang maalala si dating DILG Secretary Jesse Robredo. Noon pa man, nasimulan na niya ang pagtugon sa sitwasyon ng ating informal settlers. Itinutok niya ang atensiyon sa pagpapatupad sa buong Pilipinas ng mga repormang nagawa niya sa Naga. Ang kanyang naging pilosopiya sa pamumuno: Ituring na katuwang ang mahihirap, imbes na ituring silang pabigat. Sa kanyang mga pagsisikap, naging popular ang konsepto ng People’s Plan, kung saan nakikiambag ang mismong mga benepisyaryo sa paglikha ng solusyon sa kanilang mga problema.

Kaya nga po magkahalong lungkot at tuwa ang nararamdaman ko sa pagbisita natin dito ngayon. Sa isang banda, nalulungkot ako dahil hindi natin kasama ngayon si Jesse sa pagsasakongkreto ng kanyang adhikain. Sa kabilang banda naman, alam kong nasaan man siya ngayon, ikatutuwa niyang makitang naabot, at inaabot na natin ang ating pangarap para sa mga maralitang tagalungsod.

Ito pong Manggahan Residences Phase 1 ay isang kongkretong patunay kung paanong napasisigla ang isang komunidad ng pamumunong nakikinig sa kanyang mamamayan. Bibigyan ko lang po ng diin: Phase 1 pa lang po ito. Itong dalawang gusali ninyo ay susundan pa natin ng anim sa Phase 2. [Palakpakan] Commitment po ni Chairman Chito Cruz, sa March po ay mabubuksan na natin, mapapagkaloob ang Phase 2. [Palakpakan] Doon naman po sa Phase 3, July po ‘yan kaya malamang hindi na po ako ang iimbitahin ninyo. [Palakpakan] Dadalawin ko na lang kayo kung iimbitahin n’yo ako. [Tawanan] Gaya ng nakikita po ninyo, ongoing na ang construction ng mga gusaling nabanggit ko po. Suma-total nga po, 900 na pamilya ang makikinabang sa proyektong ito.

Sa mga medyo naiinip na sa kanilang paglipat sa ipinapagawa pa nating pabahay, kaunting pang-unawa po ang hinihiling ko sa inyo. Alam n’yo naman po, ang layunin natin palagi ay maipatupad ang prinsipyo ng Build Back Better. Ibig sabihin po nito, hindi sapat sa atin na mailipat lang kayo ng tirahan. Hindi rin natin ugali ang magpatupad lang ng mga pansamantalang solusyon, na pagkatapos ng mga photo-op ay wala naman talagang nangyaring pagbabago. Sinisiguro din nating ligtas, matibay, at malapit sa mga serbisyo at oportunidad ang inyong tutuluyan. Sa ganitong paraan, tunay at pangmatagalan ang ginhawang naipagkakaloob sa ating mga benepisyaryo. Isipin po ninyo: Sa paglaki ng inyong mga anak, hindi na nila makikitang pinapasok ng tubig ang inyong bahay; hindi na nila kailangang magbuhat ng gamit para ilayo sa tubig-baha; hindi na maiistorbo ang kanilang tulog kapag malakas ang buhos ng ulan.

Bahagi po ito ng ating malawakang estratehiya upang iangat ang antas ng pamumuhay ng ating mga kababayan. Sa pagtutulungan ng DPWH, DSWD, DILG, MMDA, NHA at iba pang ahensiya ng gobyerno, at sa pakikiambag ng mga non-government organizations, civil society groups, at ng bawat disenteng Pilipino, sinisiguro nating mas maganda ang kalagayan ng ating mga Boss kaysa sa ating dinatnan. Ang maganda pa dito, bukod sa nailalayo kayo sa panganib, nagiging malaya na rin ang ating pamahalaan na paunlarin ang Manggahan Floodway. Kaya nga po pati problema sa pagbabaha, natutugunan na rin natin sa hakbang na ito.

Lahat po, nagiging posible dahil pinili ninyong magtaya at makibahagi sa Daang Matuwid. Imbes na kumontra o maghintay lang ng tulong, nakikiambag kayo sa pagbubuo ng isang People’s Plan, na nakakatulong sa atin pong mga ahensiya upang matugunan nang tama at sapat ang inyong pangangailangan. [Palakpakan] Napatunayan ninyong mali ang sinasabi ng ilan na umaasa lang kayo. Nagiging kapartner kayo para matamo natin ang pagbabago. [Palakpakan] Dahil diyan po, nagpapasalamat ako sa bawat isa sa inyo. Gaya ng lagi kong sinasabi: Kayo ang gumawa nito.

Mga Boss, kitang-kita ninyo naman ang resulta ng patuloy nating pagbibigay ng lakas sa isa’t isa. Ang mga bago ninyong tirahan ay bahagi lang ng mas malaking kuwento ng pagbabago sa ating bansa. Pinapanagot na natin ang mga tiwali. Masigla ang ating ekonomiya. Nabawi na natin ang ating pambansang dangal. Sagana ang oportunidad. Mas malakas ang kapasidad ng gobyerno na magbigay-kalinga sa kanyang mamamayan; at ang bawat isa ay may higit nang kakayahang makiambag sa pag-abot sa ating kolektibong mga pangarap.

Ang tanong ko nga po sa inyo ngayon: Malayo na ang ating narating; mayroon kayang nag-iisip na hahakbang pa tayo nang paatras? Di po ba, sa pamamagitan lang ng patuloy na pagtahak sa Daang Matuwid natin mararating ang mas maganda pang bukas?

Mga Boss, napatunayan na natin sa ating mga sarili at sa buong mundo: Kapag pumanig tayo sa tama at makatwiran; kapag ipinaglaban natin ang interes ng mas nakakarami; kapag pinagsama natin ang ating lakas para makamit ang iisang layunin, maaabot natin ang mga bagay na dati ay pinapangarap lang natin. [Palakpakan] Tiwala ako na sa patuloy na paggabay ng ating mahal na Panginoon; at sa inspirasyong iniwan ni Jesse at ng iba pang dakilang taong nagsikap upang bigyan tayo ng mas magandang simula, maipapamana natin sa susunod na henerasyon ang isang Pilipinas kung saan may lakas ang bawat isa na abutin ang mas matatayog na pangarap.

Bago ako magtapos, ididiin ko lang po: Partnership ito. Ngayon po maganda-ganda ang ating tirahan. Mananatiling maganda ‘yan, siyempre, sa pagtutulong ng APOAMF. [Palakpakan] Pero pinakaimportante ho, kayo ang una. Ang importante ho sa akin dito, ‘yung ipapakita n’yong ehemplo ang magsasabi po kung magpapatuloy ang programa o hindi. Kung ‘yung nagsimula ay lalong lumaki ang problema, palagay ko hindi na natin maitutuloy ‘yung programa para sa mga iba pang naghihintay. Pero kung tagumpay naman ho kayo, sabi nga ho sa Ingles: “Success has many fathers. Failure is an orphan.” [Palakpakan]

Marami hong informal settler na sa ngayon, di ho ba? Kailangan nating tugunan ang lahat ng pangangailangan. Mukhang magandang estratehiya ang ginagawa dito, na talagang nagsasanib ang puwersa ng mga may problema at ng pamahalaan. Ngayon ho, ididiin ko lang ho, kailangan hong maging matagumpay kayo, para ‘yung benepisyaryong susunod ay mabigyan din ng pagkakataon. Pagdating po ng araw ay hindi ho nagtagumpay ito, ‘yung mga kasangga natin na nagmumungkahing ipagpatuloy ang programa ay maghihirap na magbigay ng ebidensiya na tama ang solusyong ito. Pakiusap pong matindi: Kayong mga nauna, ipakita n’yo kung bakit tama ang ginagawa nating estratehiya sa ngayon. Nasa inyo po ang susi para mabigyan rin natin ng pagkakataon ‘yung iba pa nating mga kababayan na pareho rin ang pangangailangan.

Ako po ay maggu-good luck sa inyo. Pupuntahan ko po’ yung tarpaulin n’yo para basahin nang husto. [Palakpakan] Titingnan ko lang ho, baka meron pang proviso diyan na pag-aaralan ko lang kung kaya kong gawin. Leonida Navarro-Malicdem (Brigada News): Good afternoon, Sec. Sa kabila po ng kautusan ni Pangulong Aquino na ‘no random inspection’ na sa mga balikbayan box, tuloy pa rin daw ‘yung pagpapakita ng protesta ng ilang mga OFW (overseas Filipino workers) sa pamamagitan po ng ‘remittance holiday’ sa August 28. Ano po ang reaksyon ng Palasyo at mensahe na rin po siguro sa ating mga OFW?

SEC. COLOMA: Iginagalang namin ang karapatang magpahayag ng saloobin ng ating mga overseas Filipino worker. Patuloy naming kinikilala ang mahalagang ambag ng mga OFW sa ating ekonomiya, bagaman kailangan ding isaalang-alang ang pangangailangang sawatain ang mga smuggler na nananamantala sa bayan sa paggamit ng mga balikbayan box, at sirain ang simbolo nito bilang bunga ng pagpupunyagi ng mga OFW na nagsasakripisyong magtrabaho sa ibang bansa para sa kapakanan ng kanilang pamilya.

Weng de la Fuente (Net 25): Good afternoon, sir. Should this be a cause of concern po, ‘yung ‘remittance holiday,’ and na-project po ba natin kung ano ‘yung pwedeng maging effect sa economy kung itutuloy po nila?

SEC. COLOMA: Ang dating naging karanasan diyan ay noon pang 2013, ‘nung kasagsagan ng isyu ng PDAF (Priority Development Assistance Fund) o pork barrel, at noon naman ay walang naiulat na masamang epekto ito. Kaya kung ‘yon ang pagbabatayan ay tila wala naman tayong dapat ikabahala hinggil dito.

Ms. de la Fuente: Pero this time po ay parang sila ‘yung mismong involved doon sa isyung pinag-uusapan.

SEC. COLOMA: ‘Yon namang pagpapadala ng kinita, kung tutuusin natin, ay personal na pagpapasya ng bawat manggagawa at ang kanilang pinagpapadalhan ay ang kanilang mahal sa buhay—pamilya na tinutustusan, sinusuportahan, at binibigyan ng kalinga. Kaya sa kanilang pagpapasya isasaalang-alang nila na, kung ano man pagpapahayag ng kanilang saloobin, kailangan pa rin nilang maiparating ‘yung mga remittance na ‘yon. Maaaring maantala ito ng isang araw pero hindi naman siguro ito nila iniisip na huwag ipadala.

Ms. de la Fuente: Kasi po ang nananawagan ay mga militanteng grupo na alam naman natin kahit paano ay may pulitika po doon sa mga ginagawa nilang hakbang. So sa tingin niyo ho ba makakabuti para sa pamilya ng mga OFW kung susunod sila doon sa ‘Zero Remittance Day’?

SEC. COLOMA: ‘Yung pagsunod nila o hindi nila pagsunod, ibabatay nila ‘yon sa katuwiran, at nananalig kami na sa paggamit nila ng katuwiran ay gagawin nila ‘yung pinakamainam para sa kapakanan ng kanilang mga mahal sa buhay.

Ms. de la Fuente: Sir, speaking of balikbayan box, may proposal po kasi si Senator Ralph Recto to amend the Balikbayan Box Law. Will this be certified by the President as urgent bill following ‘yung position po ng government for reforms?

SEC. COLOMA: Mainam na nakapaghain si Senador Recto dahil pinag-uusapan ang bagay na ‘yan at mahabang panahon na rin simula ‘nung nagtakda ng mga patakaran sa batas hinggil diyan. Napapanahon na rin siguro na pag-aralan ng ating mga mambabatas kung anong mga pagbabago ang kinakailangan. Pag-aaralan namin ang mga panukala at titingnan kung ano ang pinakamakatuwirang posisyon na maaaring mapanindigan ng pamahalaan, kapag nabasa na at naunawaan na namin ang buong panukala ni Senador Recto.

Ms. de la Fuente: But do you see the urgency, sir, na maipasa po itong panukalang ito sa lalong madaling panahon?

SEC. COLOMA: Kailangang pagpasyahan ito pagkatapos mapag-aralan ‘yung panukala dahil ‘yon naman ang nagiging batayan sa pagsertipika ng kahit ano mang panukala sa Kongreso. Pansinin din natin na sa kasalukuyan mayroon nang limang priority bills na naihain sa Kongreso na mismong binanggit ng Pangulo sa kanyang SONA (State of the Nation Address) at ito ay ang mga sumusunod:

v General Appropriations Act for 2016

v Bangsamoro Basic Law

v Anti-Dynasty Law

v Uniformed Personnel Pension Reform

v Fiscal Incentives Rationalization

At bukod pa riyan, ayon sa PLLO (Presidential Legislative Liaison Office), mayroon pang 26 na iba pang priority legislative bills.

INCOME TAX RATES

Ms. de la Fuente: Sir, speaking of legislation—i-diretso ko na po—long pending na raw po ‘yung proposal to lower the income tax rates ng mga ordinaryong empleyado. Kasama po ba siya doon sa 26 priority (bills)?

SEC. COLOMA: Hindi ko alam kung mayroong specific reference doon. I only have the number, 26, pero i-che-check natin sa PLLO. Ipagbibigay-alam ko sa’yo ngayong hapon. I have a statement:

Government is open to consider proposals on changing the income tax rates and continues to work with Congress on this matter. The Department of Finance is advocating a comprehensive review of the existing taxation system so that needed reforms may be instituted.

It is also important to identify new and additional sources of tax revenues that will offset any reduction in collection of income taxes. According to Secretary (Cesar) Purisima, and I quote, “the DOF prefers a holistic review of the tax structure so as not to put our fiscal gains and fiscal health at risk.”

Kimberly Go (CNN Philippines): Sir, regarding lang po (sa) calls to lower income tax bills. Senator Chiz (Escudero) and some congressmen want the President to certify the bill as urgent. Can we just get a reaction regarding that po?

SEC. COLOMA: I believe I answered that earlier in this briefing. Sinagot ko na kanina, 'di ba, ‘yung (tanong)? I already stated that government is open to consider proposals on changing income tax rates and continues to work with Congress on this matter.

Kristine Sabillo (Inquirer.net): Secretary, what can Malacañang say about Senator (Pia) Cayetano’s earlier call for NHCP (National Historical Commission of the Philippines) chair Maria Sereno Diokno to resign if she cannot defend the Rizal Monument?

SEC. COLOMA: Hinggil kay National Historical Commission chairperson Diokno, hindi sapat na batayan upang magbitiw ang pagkakaiba ng kanyang personal na pananaw sa opisyal na posisyon ng pamahalaan na ipinahayag ni Solicitor General (Florin) Hilbay sa pagdinig ng kaso sa Supreme Court tungkol sa Torre de Manila.

Ms. Sabillo: Sir, what can you say about the Solicitor General’s earlier manifestation that the stand of the NHCP is contrary to the interest of the republic?

SEC. COLOMA: The official stand of the republic is being presented by the Solicitor General.

Ms. Sabillo: So you will just, like, pabayaan na lang ‘yung contrary stand ng NHCP?

SEC. COLOMA: Walang pagbabago doon sa official stand ng pamahalaan na ipinapahayag ng Solicitor General kahit na mayroong hindi pag-sang-ayon ‘yung isang bahagi ng pamahalaan. Ang mananaig dito ay ‘yung posisyon ng pamahalaan na inihain ng Solicitor General.

Ms. Sabillo: Just to clarify, sir, so it’s… So you’re just relying on what will happen through the court system on what will prevail na magiging decision on that issue?

SEC. COLOMA: Ito ay proseso ng batas. We are a government of laws kaya kinakailangang sumunod tayo sa tadhana ng batas.

Ms. de la Fuente: Sir, how can we balance po ‘yung interest ng mga negosyante doon sa interes ng—sa kapakanan po ng pamahalaan? Dahil ‘pag dinemolish (demolish) po ‘yung building, ‘yung structure, kahit paano parang negative po ‘yung effect ‘non doon sa mga negosyante.

SEC. COLOMA: Mainam siguro na hintayin natin ang pagpapasya ng Korte Suprema. Yaman din lamang at inihain na doon ang usapin, nakapagpahayag na ang Solicitor General—‘yung nakaraang pagdinig nila kahapon ay ang pang-limang araw na na kanilang dininig ito, mayroon pang pang-anim—kaya makakaasa tayo na binibigyan nila ito ng masusi at komprehensibong pag-aaral at ang kanilang pasya ay magiging gabay para sa bansa.

ILOCOS NORTE

Lei Alviz (GMA-7): Sir, may pahayag po si Ms. Imee Marcos na tila napabayaan daw po ng administrasyong Aquino ang Ilocos. Nabanggit po niya na sa budget po ng DPWH (Department of Public Works and Highways) at NIA (National Irrigation Administration) ay parang hindi raw po masyadong nabigyan ang Ilocos Norte. At sa mga bagyo po na dumating, wala raw pong long-term assistance para sa repair ng dams at irrigation, at tila nagtatampo raw po ‘yung mga taga-Ilocos Norte na hindi nababanggit ang Ilocos Norte sa mga NDRRMC (National Disaster Risk Reduction Management Council) meeting.

SEC. COLOMA: ‘Yung sa pangalawa muna, hinggil sa NDRRMC. Si Gobernador Marcos mismo ang tagapangulo ng Provincial Disaster Risk Reduction and Management Council at tungkulin nilang ipagbigay-alam sa pambansang pamahalaan kung ano ang mga kinakailangang tulong na dapat maihatid sa kanila.

Sa lahat naman ng pagkakataon, sa lahat ng lalawigan at rehiyon ng bansa, sinusunod ng NDRRMC ‘yung mga pangangailangan na ipinahiwatig ng mga local disaster risk reduction and management council. Kung naalala ninyo doon sa ‘Yolanda,’ ‘yung comprehensive rehabilitation plan ay batay doon sa post-disaster needs assessment. Bahagi ito ‘nung ipinapatupad na batas tungkol sa disaster risk reduction.

Ms. Alviz: Doon daw po sa budget ng DPWH at NIA, hindi raw po masyadong nabibigyan ang Ilocos (Norte).

SEC. COLOMA: Aalamin natin mula sa DPWH kung ano ‘yung mga naging allocation. Pero on the overall lang, maipupunto ko lang, sa 21-taong panunungkulan ni Pangulong Marcos, mayroon bang makapagsasabi na nagkulang ang pambansang pamahalaan? At ang dinatnan ba ng mga sumunod doon ay isang probinsyang napabayaan? Ganunpaman, aalamin natin kung ano ‘yung mga proyektong nailaan na sa probinsya ng Ilocos Norte.

Ms. Alviz: Tapos, sir, ‘yung kay Vice President (Jejomar) Binay. Sinabi niya po na ‘lupang pangako’ raw ang Ilocos Norte pero puro ‘pangakong napapako’ sa ilalim po ng administrasyon. Puro daw po sa mga kapartido, tulad ng Iloilo at Batanes, milyon-milyon daw po ang ibinubuhos na pondo ng administrasyon.

SEC. COLOMA: ‘Yung sa pag-allocate ng mga pondo ng bayan, ito ay dumadaan sa House of Representatives na binubuo ng mga kinatawan ng lahat ng congressional districts from all over the country, at mayroon naman silang sapat na pagkakataon para suriin kung paano hinahati ‘yung paglalagay ng mga resources.

Kung maaalala natin doon sa SONA ni Pangulong Aquino, nariyan ‘yung Apayao province, na kung saan ay number four lang sa eleksyon si Pangulong Noynoy Aquino. Pero ayon kay Gobernador (Elias) Bulut, sa kanyang panunungkulan, nakapagpatag o nakapag-pave ng 113 kilometers of roads.

Doon din sa probinsya ng Negros Occidental, hindi naman kapartido si Governor Alfredo Marañon, at sa marami pang ibang lugar. Si Governor Lilia Pineda nagbigay din ng testimonya doon sa SONA ni Pangulo. Hindi naman siguro masasabi na ang pagpapasya sa kasalukuyang administrasyon ay batay sa pulitika.

Ms. Alviz: So masasabi po bang pantay-pantay ‘yung pagtingin po ng Pangulo sa mga iba’t ibang lalawigan at probinsya regardless of the political affiliations po ng mga local leader?

SEC. So I was in contact with the mayor at may mga ongoing talks, pero ‘yon nga ang problema pa rin, hindi ma-reach dahil hindi kaya ng mga Coast Guard vessels and even 'yung hindi all-weather. Sir, do we have a plan to at least purchase 'yung mga all-weather chopper na i-deploy sa mga flood prone na mga island barangay na malapit sa kanila?

GDP grew year-on-year by 5.6 percent in the second quarter of 2015. This is lower than the 6.7 percent in the same period last year but higher than the growth rate of 5.0 percent in the first quarter of 2015.

The second quarter growth was driven by the Services sector with the positive growth exhibited by Trade, Other Services Real Estate, Renting & Business Activities, and supported by the growth of Manufacturing and Construction.

Gross National Income (GNI), on the other hand, grew by 5.0 percent from 6.9 percent the same period last year. The slowdown in OFW deployment pulled down the growth of Net Primary Income from the Rest of the World to 2.2 percent from 7.9 percent last year.

For the first semester of 2015, GDP grew by 5.3 percent from 6.2 percent while GNI grew by 4.6 percent from a growth of 6.7 percent in the first semester of 2014.

With the country’s projected population reaching 101.4 million in the second quarter of 2015, per capita GDP grew by 3.8 percent from 4.9 percent of the same quarter of 2014, per capita GNI grew by 3.3 percent and per capita Household Final Consumption Expenditure (HFCE) grew by 4.4 percent from last year’s growth of 5.1 percent and 3.9 percent, respectively.

Following the announcement on the Philippines’ 5.6-percent gross domestic product (GDP) growth in the second quarter, Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad today noted that strong government spending helped bolster economic expansion in the same period, adding that the Aquino administration will continue to ramp up efforts to ensure faster disbursements.

“Robust government spending was a driving force in our GDP growth in the second quarter. As departments and agencies catch up on their spending programs, we find ourselves well-placed to support deeper and broader development in the country. Our challenge now is to exceed ourselves in the coming quarters. More than ever, it will be crucial for us to ramp up disbursements and clear more spending bottlenecks, so we can stimulate the economy towards further growth,” Budget and Management Secretary Florencio “Butch” Abad said.

“Given the uncertainty and volatility of the global market, the country’s strong economic performance is itself an achievement,” he added.

The Budget chief made particular note of the 20-percent growth in public infrastructure in the second quarter—as reported by the National Economic Development Authority (NEDA)—versus the 24-percent contraction in public construction in the previous quarter.

“These are clear and compelling signs that government spending is back on track. Furthermore, the progress we’ve been making in public construction will help cement the success of our development strategy. When we build more roads, sturdier highways, and better public infrastructure for our citizens, we also prepare ourselves for the expansion of key sectors that will boost our economic prospects and create more jobs for Filipinos. That includes the manufacturing, agri-fishery, and tourism industries, among others,” Abad said.

NEDA also noted that government final consumption expenditure grew 3.9 percent this quarter, registering a 2.2-percent improvement over the last quarter’s 1.7-percent growth.

“Since the beginning of 2015, DBM has implemented reforms and policies to strengthen the link between planning, budgeting, procurement, project implementation, and project monitoring and evaluation. We can’t approach public spending as a self-contained issue. If we want to improve disbursements, we must look at enhancing the entire range of the process. That’s why our budget reforms are so comprehensive in scope,” Abad emphasized.

Since 2014, the General Appropriations Act-as-Release-Document regime has made the majority of agency allotments available for spending at the very start of the year, allowing agencies to focus on execution instead of on securing Special Allotment Release Orders (SAROs). Likewise, Administrative Order No. 46, issued in March, directed agencies to implement various measures to improve spending capacity and project reporting.

In June, the DBM also released guidelines for the creation of Full-time Delivery Units in each agency, which are tasked to review project performance and act as problem solvers in the face of sluggish program implementation.

“Ultimately, more remains to be done. Transparent, accountable, and participatory governance will yield real and sustainable benefits for the people, but only if the government and its citizens will work as equal partners in the cause for reform. Our growth this quarter shows that we’re already on the right path. We must persist in this course,” Abad said.

Gov't, KALIBRR to forge Landmark job matchup deal; Abad: Partnership to map gov't-private sector 'Uncharted territory'

In a groundbreaking agreement to be signed today, the National Government, together with job-matching startup company Kalibrr, will work together to open up more work opportunities for Filipinos in public service and ensure faster recruitment and hiring for government positions.

In April this year, Kalibrr posted a number of available positions in government agencies and departments, attracting a total of 27,360 applications. In contrast, the government normally receives an average of only 200 applications a month. The DBM alone received 2,512 applications for just 32 job openings.

Noting the positive impact of the partnership on the government’s human resource initiatives, the National Government subsequently forged a Memorandum of Agreement with Kalibrr to formalize the arrangement. Under the MOA, Kalibrr will host government postings and requirements free of charge for one year.

“The work of governance reform requires skill, talent, and integrity, and our Filipino youth have much of that to offer. By partnering with Kalibrr, we not only expose more young professionals to prime opportunities in public service. We also strengthen the necessary bridge between government and the private sector, so that we can further modernize the bureaucracy and streamline its functions and services,” said Budget Secretary Florencio “Butch” Abad.

Kalibrr’s job matchup service has already resulted in the successful recruitment of young Filipinos, many of whom have expressed keen interest in a career in government.

“Kalibrr did not just give me a job. Working with DBM allowed me to pursue one of my dreams: to be part of the government and to serve our country in the best possible way I can. I am indeed grateful for their help,” said Joseph Tabor, a newly hired HR administrative officer.

“It was a relatively fast process compared to my other applications. I’m glad that government agencies are now posting vacancies at online job search sites. It makes the application process easier and more accessible to those who want to join the civil service,” said Michelle Gaurino, another HR administrative officer hired through Kalibrr.

Kalibrr also noted the extraordinary public response to their government job postings, besides emphasizing the key role of young Filipinos in the country’s development.

“The number of overall applicants received for our partner government agencies has been overwhelming. We at Kalibrr are glad to have been able to help them achieve their goals in finding young passionate Filipinos interested in making positive changes in our community. We look forward to continue being part of the nation-building process in any way we possibly can,” said Kalibrr CEO and co-founder Paul Rivera.

Meanwhile, DBM Secretary Abad stressed the need for greater competitiveness in the bureaucracy, beginning with its human resource component.

“For a long time, government work did not always seem an attractive career option for our young men and women. Over the last five years, we’ve been able to show that with the right leadership, public service can be a meaningful and competitive profession. There is already a great deal of talent across so many of our agencies. We would like to see more of that in the coming years,” Abad said.

The new agreement was created with the help of the Bagumbayani Initiative, a program started by a group called the Young Public Servants (YPS) to promote positive change and integrity in government, specifically through the sustainable recruitment of young people into the civil service.

DSWD, LGUs work together to reach affected families in ‘Ineng’- hit areas

The government, through the Department of Social Welfare and Development (DSWD) and local government units (LGUs), is exhausting all means to reach all those affected by Typhoon ‘Ineng’ which devastated Regions I, II, and the Cordillera Administrative Region (CAR).

As of 26 August 2015, 2PM, a total of ₱12,743,583.05 worth relief of assistance has been provided where ₱11,499,195.80 came from DSWD and ₱1,244,193.25 came from the LGUs.

In Santa, Ilocos Sur, where it was reported to have been isolated, the DSWD provided 1,460 family food packs as augmentation assistance to the 730 packs extended by the provincial government to the affected families.

Likewise, in Caoayan, Ilocos Sur, DSWD provided 390 food packs as augmentation assistance to Barangay Pantay Tamurong. Another 340 packs from DSWD were distributed to affected families in Barangay Puro.

As of press time, a total of 65,403 families or 290,922 persons have been affected by ‘Ineng’, where five families or 20 persons are still inside two evacuation centers in Benguet.

The DSWD-Field Offices in the affected regions continue to coordinate with the LGUs for further assistance

In celebration of its 22nd anniversary, the Bangko Sentral ng Pilipinas (BSP) will hold the 2015 Awards Ceremony and Appreciation Lunch for BSP Stakeholders in Region VI and the Negros Island Region (NIR) that have continuously supported the BSP’s statistical initiatives, information requirements, and advocacy programs. The event will be held on Friday, 28 August 2015, from 10:00 a.m. to 1:00 p.m. at the Amigo Terrace Hotel, Iznart cor. Delgado Sts., Iloilo City, with the theme “12 Years and Beyond: Celebrating Strong Partnerships and Successful Collaborations.” Monetary Board Member Valentin A. Araneta will lead in honoring this year’s awardees and stakeholders.

The BSP will give six awards to outstanding partners—two for the Business Expectations Survey (BES), one for Source of Information for the Report on Regional Economic Developments, and three for the Currency Programs of the BSP.

The award for Outstanding Respondent among Large and Medium Firms and the Outstanding Respondent among Small Firms will be conferred to the BES respondents selected from among the country’s top corporations in Region Vl and NIR that have participated regularly in the survey by providing timely, complete, accurate and consistent responses. The Outstanding Partner for Source of Information for the Report on Regional Economic Developments will be awarded to the agency or institution that provided the BSP with information support for an effective environment scan of Region Vl and NIR. Meanwhile, the Outstanding Regional Partner for Currency Programs will be given to the agency or institution that supported the BSP’s currency programs and advocacies in Region Vl and NIR such as the clean note policy and coin recirculation.

This occasion is the sixth leg of the BSP’s regional stakeholders’ events which will be held from July to September 2015 in 12 areas outside the National Capital Region (AONCR) to honor stakeholders in various award categories. Stakeholders of the BSP in the National Capital Region were earlier recognized during the awards ceremony held last 14 July 2015 at the BSP Main Office.

PHL to advocate SME growth through inclusive business in the APEC Investments Experts’ Forum

The Philippines will spearhead a Public-Private Dialogue (PPD) entitled “Fostering SME Growth through Inclusive Business” on 27 August at Marco Polo Plaza in Cebu City. The dialogue will happen at the margins of the third APEC Senior Officials’ Meeting (SOM3) and Related Meetings. The PPD is aligned with the 2015 APEC theme of “Building Inclusive Economies for Building a Better World” and also with APEC Leaders’ Declaration made in Yokohama in November 2010.

This PPD aims to raise awareness through exchange of information and best practices on Inclusive Business (IB) models in agribusiness, manufacturing and services. It would stress the importance of developing SMEs through inclusive business to create jobs, increase income and improve quality of life.

DILG'S SALINTUBIG Program adds life to Tupi Barangay

For 30 years the local residents of barangay Polonuling in the municipality of Tupi, South Cotabato had to rely on deep well as their primary source of water supply in their community, raising the risk of water-borne diseases in their community especially during the rainy season.

But with the SalinTubig (Sagana at Ligtas na Tubig sa Lahat) program of the Department of the Interior and Local Government (DILG), about 150 households or about 800 to 1,000 local residents in barangay Polonuling can now open their faucets conveniently and get clean and potable water from right inside their homes.

Secretary of the Interior and Local Government Mar Roxas said the DILG's SalinTubig is just one of the many programs of the government under Daang Matuwid, which aims to deliver basic services to many underprivileged Filipinos.

Roxas personally visited the completed SalinTubig project in Polonuling where houses are now connected to a water reservoir providing safe and potable water to local residents previously left behind by development.

"Kamo ang boss namon, kamo ang naghimo sine, imo nga tagumpay sine. [Kayo ang boss namin, kayo ang gumawa nito, tagumpay ninyong lahat ito]," Roxas said as he addressed the local residents who attended the ceremonial inauguration of the water project in their barangay.

SalinTubig is a DILG program with a goal to provide potable and safe water to waterless barangays in the entire country.

Tupi Mayor Reynaldo Tamayo Jr. said the national government is serious in helping communities like them.

"Talagang tumutulong ang gobyerno sa ating pag-angat lalo na dito sa Tupi. Natutuwa ako sa Daang Matuwid ng ating gobyerno dahil totoo sila sa kanilang pangako. Nakapagtataka lamang na meron pa ring bumabatikos para sa sarili political agenda pero para sa aming residente ng South Cotabato, makikita at mararamdaman ang programang Daang Matuwid," Tamayo said.

The municipal mayor added that the government's developmental programs had been consistent in their province since the Aquino administration started in 2010.

"Dito lamang sa Tupi makikita kung gaano kalaki ang proyekto na ginawa ng ating gobyerno ng walang halong kalokohan o katiwalian—diretso talaga sa tao at sa aming kapaligiran. I will not be surprised if investors will start to put up malls, hotels, and subdivisions in our communities because we have more paved roads, new and improved drainage system, and peace and order situation is at its best," Tamayo said.

DILG chief assesses Ineng damage in Ilocos Sur

Secretary of the Interior and Local Government Mar Roxas visited the town of Santa, Ilocos Sur, on Wednesday (August 26) to personally inspect the damage that Typhoon Ineng caused in the province.

A total of 36,052 families throughout Ilocos Sur was affected by Ineng. Santa, in particular, suffered massive damages to its infrastructure.

Roxas, who was accompanied by Presidential Spokesperson Edwin Lacierda, first attended Provincial Disaster Risk Reduction and Management Council (PDRRMC) meeting with local government officials at the Santa Municipal Hall to assess the province’s losses.

According to Santa Mayor JJ Bueno, the typhoon’s heavy rains induced landslides that destroyed and blocked roads. Ineng also caused the Abra River to swell, resulting in widespread flooding that left barangays Dammay and Oribi inaccessible.

The river’s strong currents also destroyed the Calungbayan bailey bridge, resulting in the isolation of Barangays Calungbuyan, Casiber, and Rancho.

All in all, 730 families in the five barangays were rendered unreachable by Ineng.

Despite the massive damage the town sustained, the DILG chief still lauded the local officials for their adept preparation, which rendered zero casualties.

“Kung hindi man natin mabago ang takbo ng panahon, mabababago naman natin ang ating paghahanda,” he told the officials present.

Roxas then proceeded to relay the National Disaster Risk Reduction and Management Council’s (MDRRMC) suggestions to improve the province’s readiness for calamities, such as joint monitoring of the Abra River by the Department of Environmental and Natural Resources (DENR) and the Department of Science and Technology (DOST); the allotment of elevated evacuation areas to ensure the public’s safety; and a training session so residents will know what to do in case of disasters.

“We must be prepared because we don’t know how many rains, how many Habagat will come,” he emphasized.

He also promised to act as the Ilocanos’ “kartero” so their concerns and suggestions for the province’s improvement will reach President Aquino, Secretary of Public Works and Highways Rogelio Singson, and Secretary of Social Welare and Development Corazon Soliman.

After the meeting, the Secretary proceeded to inspect the Calungbayan bridge, where he revealed that a barge will be ferrying essential supplies such as rice, milk, and gasoline to the isolated residents on the other side while repairs are ongoing.

Ineng, which left the Philippine area of responsibility (PAR) on the morning of August 23, left a total of 21 people dead and 15 missing in the Northern Luzon provinces.

MANILA – Senator Teofisto “TG” D. Guingona III reminded Tuesday, August 25 his colleagues in the Senate that the Basic Law for the Bangsamoro Autonomous Region (BLBAR) is more than just a legislative document, highlighting the bill’s cultural and historical importance to the Bangsamoro region’s quest for self-determination and genuine autonomy.

“I would like to remind everyone that this document is not just a legal document. It is a political document. And to a certain extent it is also a historical document that we are crafting here. We should not just consider the legal aspect but also the cultural context of this document,” said Guingona.

The Senate Committee on Local Government headed by Senator Ferdinand “Bongbong” Marcos, Jr. drafted the BLBAR. It is a revised version of the Bangsamoro Basic Law (BBL) which in turn was drafted by the Bangsamoro Transition Commission and reviewed and finalized by the Office of the President.

Senator Marcos’ committee introduced significant changes to the BLBAR prompting questions from peace proponents on whether the prospective Bangsamoro will be better off than the current Autonomous Region in Muslim Mindanao (ARMM).

Senator Paolo Benigno “Bam” Aquino IV questioned the deletion of the envisioned Bangsamoro regional government’s power over inland waters despite this power being explicitly given already in the ARMM law, as Senator Marcos has repeatedly insisted that the Bangsamoro region envisioned by his committee’s BLBAR will not have fewer powers than the ARMM, saying that “diminishing privileges already granted to ARMM will be a step back.”

Guingona made the statement within the context of control over resources, specifically pertaining to inland waters, saying that “it’s already been granted under the ARMM law but it has been taken away from the Bangsamoro by the committee report.”

Marcos explained that the changes with regard to the control of inland waters were guided by the Republic’s existing Local Government Code. However, Guingona countered that it would be better “to give powers over resources to Bangsamoro instead of just relying on different municipalities,” especially as these waters have immense cultural and historical importance, citing as example Lake Lanao.

“By way of background, I would just like to state that for example the inland of waters of the Bangsamoro have a very distinct historical and cultural dimension. It is not just legal, there is a historical and cultural dimension to it,” Guingona said.

“It will be inconceivable to tell a Maranao that you are a Maranao but you have no control over Lake Lanao. Maranao means ‘people of the lake.’ Their identity as a people is so entwined with Lake Lanao,” Guingona said, adding this would be akin to “telling a Filipino that he can't wear a barong tagalog. It's inconceivable.”

ARMM Governor Mujiv S. Hataman recently appealed to legislators to study the BBL carefully and thoroughly. “We are concerned over raised apprehensions that the substitute version no longer stands for the aspirations of the Moro people for a genuine independence and self-rule,” said in a statement release by Hataman’s office a few days ago.

“We appeal to [legislators] to reflect on the lives of the Moro people in Mindanao who will directly suffer from the gaps in the delivery of services once a weak and diluted law is passed,” the statement continued.

PNP, Landbank forge agreement for hassle free gun license and registration payments

The Philippine National Police through its Firearms and Explosives Office (FEO) and Land Bank of the Philippines (LANDBANK) signed a Memorandum of Agreement (MOA) to make collecting fees easier for all gun licenses and permits nationwide through the use of online and electronic payment.

The MOA was signed by PNP Chief, PDG Ricardo C Marquez and Senior Vice President Jennifer A. Tantan, Head of LANDBANK North NCR Branches Group and witnessed by PCSUPT Elmer R Soria, Acting Director of Civil Security Group and Atty. Rosemarie DJ Romillo, DM/Head, Camp Crame Branch.

In the said agreement, applicants for License to Own and Possess Firearm (LTOPF) and Firearms Registration would now be able to course their payments over the counter at all LANDBANK branches nationwide. In addition, the PNP does not need to manually issue an Order of Payment (OP) printed on a piece of paper, instead, the OP will be electronically sent by FEO’s new information system to the applicant’s cellphone numbers.

Likewise, with the new system, the LANDBANK need not anymore issue a Special Bank Receipt (SBR) to the applicants, reducing the cost for printing of forms.

Moreover, applicants can also use the LANDBANK’s Electronic Payment Portal or ePP to avoid the hassle of lining-up and waiting for hours to pay for their transactions. The ePP may be accessed anywhere in the world when performing online payment transactions.

The ePP is an alternative payment channel that allows clients to pay for products and services offered by government and private institutions via internet. Any computer or mobile device with an internet connection can be used to utilize this service.

27 August 2015 - On his maiden voyage to the Philippines as the new United States Pacific Command (US PACOM) Commander, Admiral Harry Harris met with Philippine Foreign Affairs Secretary Albert F. del Rosario at the Malacañang Palace on August 26.

Secretary del Rosario and Admiral Harris exchanged views on how to further strengthen the long-standing alliance between the Philippines and the US. They also discussed the current regional security environment, and agreed on the need to jointly protect freedom of the seas and oppose unilateral actions that aim to change the status quo.

Secretary del Rosario welcomed the assurances of Admiral Harris of the Pacific Command’s continued support for the Philippines, particularly in the attainment of its national security goals.

Admiral Harry Harris assumed the leadership of the US Pacific Command on May 27.

He is the highest Asian-American in the US military, and was the Commander of the U.S. Pacific Fleet from 2013 to May 2015.

27 August 2015 - Philippine Ambassador to China Erlinda F. Basilio recently welcomed to the Philippine Embassy in Beijing a delegation of young Chinese who participated in the Junior Journalists Program of the Home and Abroad News Press, a Chinese bimonthly magazine circulated all over China.

Home and Abroad News Press organized junior journalists from provinces across China to visit Beijing to conduct a series of exclusive interviews with eight Ambassadors.

During the 50-minute interview, Ambassador Basilio underscored the importance of people-to-people exchanges and contacts in fostering goodwill and cooperation among the young people of the Philippines and China. The Ambassador informed the junior journalists of the various programs, projects and activities of the Embassy and the six Philippine Consulates General in China aimed at promoting friendship as well as mutual trust and understanding among Filipino and Chinese youths.

Ambassador Basilio talked about the long-standing friendship between the Filipino and Chinese people, strengthened by the same shared values such as filial devotion and the importance of family ties.

Ambassador Basilio spoke about the significance of 2015 in Philippines-China relations, as the two countries mark the 40th anniversary of the establishment of diplomatic relations this year. The Ambassador also informed the delegation that 2015 has been declared by President Benigno S. Aquino III as “Visit the Philippines Year” and invited them to visit the Philippines with their parents.

At the end of the interview, each junior journalist lined up and presented their personal handmade gifts to the Ambassador. In turn, Ambassador Basilio presented each of them with Philippine dried mangoes and tourism brochures featuring selected destinations in the Philippines. The young delegates were also treated to a typical Filipino merienda.

The Home and Abroad News Press’ Magazine and website will publish the interviews and report on the activities conducted by the Junior Journalists Delegation in Beijing. It will also feature various aspects on Philippine culture and the salient aspects of Philippines-China relations.

The Professional Regulation Commission (PRC) announces that 2,491 out of 2,921 passed the Physician Licensure Examination given by the Board of Medicine in the cities of Manila, Cebu and Davao this August 2015.

The members of the Board of Medicine who gave the licensure examination are Dr. Miguel L. Noche Jr., Chairman; Dr. Edgardo T. Fernando, Dr. Eleanor B. Almoro, Dr. Eleanor J. Galvez, Dr. Ma. Graciela Garayblas-Gonzaga and Dr. Clarita C. Maaño, Members.

The results were released in three (3) working days from the last day of examination.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on September 3, 4 and 7, 2015. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete name tag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2015-2018. LGU set to invite companies to participate in water PPP project

Baggao, a first class municipality in Cagayan province (Region II), is now preparing to rollout one of its priority projects that will be implemented under Public-Private Partnership (PPP) scheme. The PPP Center is currently providing the local government of Baggao technical assistance, together with the Water and Sanitation Program of the World Bank, in the preparation and tendering of the local Water Supply PPP project.

At present, the municipality does not have a Level III water service. This means that there is no available system with distribution pipelines wherein individual metered service connections are tapped to supply water to the customers directly through their faucets. Many of its residents only have water access through shallow wells. The PPP project will address this situation.

The Baggao Water Supply project involves the provision of potable piped water supply service to the households in the municipality; and is inclusive of bulk water source development, transmission and distribution to individual household level connections. It is expected to serve initially 24 barangays. The water supply system will initially serve some 21,160 population out of the total municipal population of 78,200 or service coverage of 27.6%.

The Municipality plans to publish the Invitation to Prequalify and Bid (ITPB) on September 2015. Interested parties have more than one month to submit the Letter of Intent and Pre- Qualification Requirements which is tentatively scheduled on October 2015. This will be the second LGU project under the current PPP program.

The COA Alliance for Reform and Empowerment (CARE) party won almost all the National Executive Council positions and eight seats in the Board of Directors (BOD).

GSIS offers emergency loan to members, pensioners in S. Cotabato

Active members and old-age pensioners of the Government Service Insurance System (GSIS) in the entire province of South Cotabato may now apply for emergency loan until September 8.

More than P437 million was earmarked for South Cotabato, where 12,743 active members and 1,793 old-age pensioners were affected by flash floods and landslides due to continuous heavy rainfall.

First-time borrowers may apply for a P20,000 loan, while those who have emergency loan balance may borrow up to P40,000.

The loan is payable in 36 monthly instalments and carries a 6 percent interest rate per annum.

Active members living or residing in the affected areas can apply for the loan if they are not on leave of absence without pay, have no arrears in paying premium contributions, and have no loans in default.

Members may apply through the GSIS Wireless Automated Processing System (GWAPS) kiosks located in GSIS offices, provincial capitols, city halls, selected municipal offices, large government agencies such as the Department of Education, and selected Robinsons Malls.

Active members who are also old-age pensioners may borrow only once.

Old-age pensioners are required to apply in person for the P20,000 emergency loan.

The pension emergency loan is covered by a loan redemption insurance, which deems the loan fully paid in case of the borrower’s demise.

Loan proceeds are electronically credited to the borrower’s GSIS eCard or unified multipurpose identification (UMID) card.

Gov't-KALIBRR job matchup hauls in 27,360 applicants; Abad: Partnership to bring more young pepole into government

Since it was formed in April, the National Government’s partnership with Kalibrr—a job-matching startup company—has already managed to generate 27,360 applications in response to 3,558 government job openings. The partnership is in support of the Administration’s drive to encourage more young people to join government and expand the range of skill and talent within the bureaucracy.

Kalibrr, with the help of the Bagumbayani Initiative, had previously posted a number of available positions at the departments of Finance (DOF), Budget and Management (DBM), Transportation and Communications (DOTC), and Tourism (DOT), and the Bureau of Internal Revenue (BIR).

Bagumbayani Initiative was started by a group called the Young Public Servants (YPS), with the goal of promoting positive change and integrity in government by sustainably recruiting young people into the civil service.

“The success of this joint venture between the private and public sector proves that we can kick-start positive change in small ways, especially when young, passionate Filipinos are involved. With this partnership, we’ve opened up new spaces in public service for young professionals who can help us sustain the momentum for reform,” said Budget Secretary Florencio “Butch” Abad.

Other agencies have also taken part in the undertaking, including the departments of Education (DepEd), Environment and Natural Resources (DENR), Labor and Employment (DOLE), and Public Works and Highways (DPWH), as well as the Civil Service Commission (CSC) and the National Economic Development Authority (NEDA).

For the DBM, Kalibrr has already generated a total of 2,512 applications two months after the budget agency gave notice for 32 job openings. Prior to its partnership with Kalibrr, the DBM averaged only 200 applications a month for its job vacancies.

Because of the positive turnout, the Bagumbayani Initiative is set to formalize the partnership between the National Government and Kalibrr with a Memorandum of Agreement (MOA) on August 27.

“Before this partnership, many of the country’s youth were already active leaders in the advancement of government reform. But this enterprise with Kalibrr and Bagumbayani is a refreshing innovation that allows young Filipinos a clearer role in improving the Philippine bureaucracy,” Abad said.

26 August 2015 – To advance APEC 2015’s fourth priority of “Building Sustainable and Resilient Communities”, the Third APEC Senior Officials’ Meeting series in Cebu will include the High Level Meeting on Health and the Economy; the Public-Private Dialogue on Water; and the Symposium on Urbanization.

High-Level Meeting on Health and the Economy

APEC Health Ministers will continue to examine the health-economy nexus in the Asia-Pacific and discuss key health issues identified as priorities for the region in the upcoming 5th APEC High-Level Meeting on Health and the Economy (HLM5).

Under the Philippine APEC 2015 Chairmanship, APEC economies are tasked to develop a roadmap to help achieve APEC’s goal of a healthy Asia-Pacific by 2020. Endorsed at last year’s HLM4 in China, the Healthy Asia-Pacific 2020 initiative aims to promote people’s health and well-being through a whole-of-government, whole-of-society, and whole-of-region approach.

As health is a result of, and an effective indicator of sustainable development, APEC economies are working together to ensure healthy populations that will substantially contribute to economic growth and development. Encouraging multi-sectoral, multi-stakeholder engagement and collaboration will be a key focus of the HLM5.

HLM 5 will be held on 30 – 31 August 2015 at the Waterfront Hotel, Cebu, after the meetings of the APEC Health Working Group (HWG) and the APEC Life Sciences Innovation Forum (LSIF).

Public-Private Dialogue on Water

Sustainable development is one of the key pillars of economic growth. In the APEC region, as emerging economies continue to achieve their high-speed economic growth, urbanization is advancing rapidly. This phenomenon causes serious water pollution and shortage in urban areas.

In the Statement of 2015 Meeting of APEC Ministers Responsible for Trade, the Ministers stated that they “welcome the endorsement of the proposal on APEC Water Initiative for inclusive resilience and sustainability – which thrive the upcoming “Public-Private Dialogue on Water – Good Practices for Securing Drinking Water and Conservation of Water Environment.” APEC Economies are expected to share each economy’s solution or best practice for securing water resource, sanitation, and conservation of water environment, focusing on economic, social and technological aspects.

Organized by the government of Japan, the Dialogue will be held on 01 September 2015 at the Marriott Hotel, Cebu City.

Symposium on Urbanization

The Symposium on Urbanization (formerly “Building Better Cities – A Forum on Liveable, Sustainable, and Competitive Cities”) is in line with APEC’s efforts to give priority to the challenges and concerns of urbanization. The Symposium will bring together local city executives from APEC economies, government officials, and the private sector to discuss challenges commonly faced by urban centers across economies, and collective solutions offered in partnership between cities or public private institutions and urban centers.

The Symposium, jointly organized by the Philippines and the APEC Business Advisory Council (ABAC), will be held on 03 - 04 September 2015 at the Radisson Hotel, Cebu City

Health, water, and urbanization are interrelated issues that affect sustainable economic growth and development. The recommendations and outcomes of HLM5, PPD on Water, and Symposium on Urbanization shall be endorsed to APEC Senior Officials, as potential opportunities for regional cooperation and solutions.

Philippines and Japan sign 33.7 billion Yen Loan Projects

25 August 2015 – Philippine Foreign Affairs Secretary Albert F. del Rosario and Japanese Ambassador to the Philippines Kazuhide Ishikawa signed and exchanged notes on the two yen loan projects, namely, the Metro Manila Priority Bridges Seismic Improvement Project and the Davao City Bypass Construction Project (South and Center Sections) worth JPY 33.689 billion (approximately PHP 13 billion).

Philippine Finance Secretary Cesar Purisima and Japan International Cooperation Agency President Akihiko Tanaka also signed the loan agreement for the two projects.

The Metro Manila Priority Bridges Seismic Improvement Project of the Department of Public Works and Highways (DPWH) aims to strengthen resilience of the transport network in Metro Manila during the occurrence of large-scale earthquakes by replacing, retrofitting, and reinforcing the Guadalupe Bridge and Lambingan Bridge.

On the other hand, the Davao Bypass Construction Project, Package 1 - South and Center Sections also by the DPWH aims to improve the transport logistics and mitigate congestion in Davao City by constructing a two-lane, 28.8 km bypass that consists of road, tunnel, and bridge sections.

These projects reaffirm Japan’s steadfast commitment in assisting the Philippines in achieving its goal of quality infrastructure development, while strengthening the Strategic Partnership between our two countries.

Japan continues to be the Philippines’ top source of bilateral official development assistance. Japan’s assistance, through loans, grants and technical cooperation, covers a wide range of areas, including public works, socio-economic infrastructure, transportation and communications, agriculture, and capability-building, among other areas.

Thai Prime Minister General Prayut Chan-o-cha to undertake Official Visit to the Philippines to deepen partnership for mutual prosperity

25 August 2015 – Upon the invitation of President Benigno S. Aquino III, His Excellency General Prayut Chan-o-cha, Prime Minister of the Kingdom of Thailand, will undertake an Official Visit to the Philippines from 27-28 August 2015.

This is the Thai Prime Minister’s first visit to the Philippines since assuming office in August 2014. This visit hopes to deepen the Philippines’ partnership with Thailand, a fellow founding member of ASEAN and a long-time friend.

During the visit, the two leaders will look into ways to work closely together towards mutual prosperity and contribute to further strengthen ASEAN’s post-2015 vision. They will discuss matters of mutual concern such as defense, law enforcement, education, trade and investments, agriculture, tourism, security, technical cooperation, and ASEAN matters, among others.

Thailand is the Philippines’ 8th largest trading partner in 2014, with total two-way trade amounting to US$ 5.83 billion. The Philippines and Thailand enjoy excellent and cordial relations at the bilateral, regional, and multilateral levels.

>At 10:00 am today, the Low Pressure Area (LPA) was estimated based on all available data at 250 km east of Guiuan, eastern Samar (10.8degN, 128.0degE).
>This weather system will bring light to moderate rains and isolated thunderstorms over eastern Visayas and Bicol region.
>The general public and Disaster Risk Reduction and Management Councils concerned are advised to monitor for the next update to be incorporated in the Public Weather Forecast at 5:00 PM today and for the next advisory to be issued at 11:00 AM tomorrow.

Today, the nation is celebrating the 2015 World Day Against Child Labor (WDACL) to raise awareness and urge the publics' responses against the said gender and socio-economic issue. The WDACL also aims to create relevant dicussions on the interventions being done by the families, schools, private organizations, and the national government to fight and end child labor exploitation.
