 LUNGSOD NG BATANGAS, Agosto 23 (PIA) --Tagumpay na ipinagdiwang ng Lalawigan ng Batangas ang Lung Month Celebration na nagtataglay ng temang Stop TB! Hanapin , Gamutin, Pagalingin para sa taong 2015.

Tampok sa programa ang paglulunsad  ng TB DOTS Referral  Network  Of Batangas Province  na siyang magiging kabalikat ng lalawigan na labanan ang nakamamatay na sakit na Tuberculosis.

Ang  TB DOTS Referal Network ay isang sistema na binubuo ng pinagsama-samang aksyon ng mga ahensyang nangunguna laban sa sakit na TB.

Hinahanap nito ang mga pamayanan sa lalawigan na may posibilidad na makapagtala ng mataas na porsyento ng sakit sa pamamgitan ng  kanilang Network System na binubuo ng mga health professionals,  at volunteers na  siya ring gaganap sa pagtutok at pagpapagaling  sa mga apektadong indibidwal  ng nakamamatay na sakit.

Ipinakita rin sa okasyon ang success story ng lalawigan ng Batangas  na kinilala bilang mga TB warriors o mga indibidwal na kaisa ng bansa para pagsugpo ng  sakit na TB.

Sa kanyang mensahe sa okasyon ito, Ipinahayag ni Governor Vilma  Santos Recto ang pasasalamat  sa mga  TB warriors sa patuloy na pagsisikap na maging TB free ang lalawigan ng Batangas.

Isang prayoridad ng  programa ng kanyang administrasyon sa Lalawigan ng Batangas ang pag-sugpo ng mga ganitong  uri ng karamdaman na mabilis na kumakalat at walang pinipili bata man o matanda.

Isang patunay dito ay ang pagbuo niya sa Provincial Multi-Sectoral Alliance versus TB, na pinangungunahan ng Provincial Health Office kasama ang mga government and private medical institutions.

Tagalog news: Karagdagang benepisyo, ipagkakaloob sa may 300 senior citizens sa lungsod ng Batangas

LUNGSOD NG BATANGAS, Agosto 23 (PIA) --Inihayag ni Batangas city social welfare and development officer Mila Espanola na makatatanggap ng karagdagang benepisyo ang may 300 senior citizens sa lungsod na ang edad 90 pataas.

Ayon kay Espanola ang mga senior citizens na may edad 90 pataas o higit pa sa 100 taon ay makatatanggap ng bag of groceries na naglalaman ng iba’t ibang pagkain tuwing ikatlong buwan bilang tulong kalinga ng pamahalaang lungsod lalong-lalo na sa mga walang nag-iintindi na kapamilya.

Layunin ni Batangas City Mayor Eddie B. Dimacuha na maisaayos ang pamumuhay ng mahihirap na senior citizens sa pamamagitan ng pagbibigay ng karagdagang pangunahing pangangailangan tulad ng pagkain, gamot at vitamins.

Idinagdag pa ni Espanola na hindi sasapat ang tulong pinansiyal mula sa pamahalaang nasyunal para sa mga mahihirap na matatanda subalit mayroon pang benipisyong mapapakinabangan ang mga ito tulad ng diskuwento sa mga ibat-ibang establisiyemento, libreng pagpapagamot sa pamamagitan ng Philhealth at libreng panonood ng sine.

President Aquino declares 19 nationwide holidays for next year
 
President Benigno S. Aquino III has issued a proclamation declaring the regular holidays and special non-working days to be observed for the year 2016.

Proclamation No. 1105, which was signed by President Aquino on August 20, listed 19 nationwide holidays for next year.

The National Commission on Muslim Filipinos shall inform the Office of the President of the actual dates on which these holidays shall respectively fall.

Palace: President Aquino trusts Customs, Metro Manila Development Authority chiefs
 
Malacañang on Wednesday said President Benigno S. Aquino III trusts Customs Commissioner Alberto Lina and Metropolitan Manila Development Authority (MMDA) Chairman Francis Tolentino.

Communication Secretary Herminio Coloma, Jr. said that despite calls for Lina and Tolentino to resign, these two officials enjoy the President's trust.

Lina's decision on the random inspection of balikbayan boxes drew the ire of the public, especially overseas Filipino workers, while the MMDA head is being criticized for the horrendous traffic in the metropolis.
"Sa aking pagkabatid, patuloy na nagtitiwala ang Pangulo sa kakayahan nilang dalawa," Secretary Coloma said in a statement issued on Wednesday.
"Sina Commissioner Lina at Chairman Tolentino ay mayroong mabibigat na responsibilidad na sinisikap nilang gampanan sa pinakamahusay na paraan," he further said.
“Sa pagganap ng tungkulin, hindi lahat ng kanilang pinapahayag ay sinasangayunan ng mga naaapektuhan o maaaring maapektuhan ng kanilang mga desisyon o aksyon. Hindi naman makatuwiran na tuwing may hindi pagsangayon, hihilingin kaagad ang pagbibitiw ng mga opisyal na tulad nila."
Tolentino is believed to be running for a senatorial post under the administration ticket in next year's elections. PND (jm)

President Aquino confers Order of Sikatuna on outgoing European Union Head of Delegation
 
President Benigno S. Aquino III conferred the Order of Sikatuna on outgoing Head of Delegation of the European Union (EU) to the Philippines Ambassador Guy Ledoux at the Music Room of Malacañang Palace on Wednesday.The President presented the Order of Sikatuna with the rank of Datu, Katangiang Ginto (Grand Cross, Gold Distinction) to Ambassador Ledoux for his “creative efforts in promoting a robust partnership and cooperation between the Philippines and the EU, and his support for the Philippines’ development goals and shared multilateral objectives, such as addressing climate change, sustainable development, and disaster risk reduction and management.”
Present during the ceremony were Foreign Affairs Secretary Albert del Rosario and Transportation Secretary Joseph Emilio Abaya.
Ambassador Ledoux meanwhile was accompanied by EU Head of Administration Jose Maria Romero Pruche, and EU Programme Managers Edoardo Manfredini, Robert Frank, and Brenda Candries.
The Order of Sikatuna is an order of diplomatic merit conferred upon individuals who have rendered exceptional and meritorious services to the Republic of the Philippines. Together with the Philippine Legion of Honor and the Order of Lakandula, the Order of Sikatuna is one of the three senior honors of the Republic. PND (ag)

New United States Pacific Command Chief calls on President Aquino
 
The new commander of the United States Pacific Command (USPACOM), Admiral Harry Harris, Jr., paid a courtesy call on President Benigno S. Aquino III at the Music Room of Malacañang Palace on Wednesday.

Admiral Harris was accompanied by US Ambassador to the Philippines Philip Goldberg, USPACOM Foreign Affairs Policy Advisor Christopher Marut, Senior Defense Official Colonel Earnest Lee, and Political Military Affairs Chief Marc Jackson.

He was received by Department of Foreign Affairs Secretary Albert del Rosario, Undersecretary Evan Garcia, and Assistant Secretary on American Affairs Maria Andrelita Austria, as well as Defense Secretary Voltaire Gazmin, Transportation Secretary Joseph Emilio Abaya, and Armed Forces of the Philippines Chief of Staff General Hernando Iriberri.

The 59-year-old admiral assumed leadership of the USPACOM last May 27.

He was born in Japan to a Navy enlisted man and a Japanese mother and grew up in Tennessee. He is a graduate of the US Naval Academy, and attended Harvard’s Kennedy School of Government, Georgetown’s School of Foreign Service, and Oxford University for his postgraduate studies.

He is the highest-ranking Asian American in the US Navy. PND (ag)

Malacañang respects overseas Filipino workers’ right to join ‘No Remittance Day’ protest
 
A Palace official said the government respects the decision of overseas Filipino workers (OFWs) to join the “No Remittance Day” on August 28 in protest of the Bureau of Customs’ (BOC) plan to conduct random inspection of balikbayan boxes.

Speaking during a media briefing in Malacañang on Wednesday, Communication Secretary Herminio Coloma, Jr. said OFWs have the right to express their sentiments.

"Iginagalang namin ang karapatang magpahayag ng saloobin ang ating mga Overseas Filipino worker. Patuloy naming kinikilala ang mahalagang ambag ng mga OFW sa ating ekonomiya, bagaman kailangan ding isaalang-alang ang pangangailangang sawatain ang mga smuggler na nananamantala sa bayan sa paggamit ng mga balikbayan box, at sirain ang simbolo nito bilang bunga ng pagpupunyagi ng mga OFW na nagsasakripisyong magtrabaho sa ibang bansa para sa kapakanan ng kanilang mga pamilya," he said.

"Iyon namang pagpapadala ng kinita, kung tutuusin natin, ay personal na pagpapasya ng bawat manggagawa at ang kanilang pinagpapadalhan ay ang kanilang mahal sa buhay—pamilya na tinutustusan, sinusuportahan, at binibigyan ng kalinga," he further said.

Secretary Coloma noted that OFWs may delay their remittances but they would still send money to their families.

"Kaya sa kanilang pagpapasya isasaalang-alang nila na, kung ano mang pagpapahayag ng kanilang saloobin, kailangan pa rin nilang maiparating ang mga remittance na ‘yon. Maaaring maantala ito ng isang araw pero hindi naman siguro ito nila iniisip na huwag nang ipadala," he said.

"Ang pagsunod nila o hindi nila pagsunod, ibabatay nila ito sa katuwiran, at nananalig kami na sa paggamit nila ng katuwiran ay gagawin nila ang pinakamainam para sa kapakanan ng kanilang mga mahal sa buhay," he added.

The Palace official saw no cause for concern if the "No Remittance Day" pushes through, citing a similar incident in 2013.

“Ang dating naging karanasan diyan ay noon pang 2013, noong kasagsagan ng isyu ng PDAF (Priority Development Assistance Fund) o pork barrel, at noon naman ay walang naiulat na masamang epekto ito. Kaya kung ito ang pagbabatayan ay tila wala naman tayong dapat ikabahala hinggil dito,” Coloma said.

Migrante International, an OFW group, has urged migrant workers to join the remittance holiday on August 28 to protest the BOC policy to manually inspect random balikbayan boxes in an effort to curb smuggling.

President Aquino however ordered the BOC to have the balikbayan boxes pass through X-ray machines, instructing that only packages with suspicious contents will have to be manually inspected. PND (jm)

President Aquino does not play favorites in public service, says Palace
 
President Benigno S. Aquino III is providing equal attention to the needs of the provinces, in accordance with the government’s programs under the Philippine Development Plan.

Communication Secretary Herminio Coloma, Jr. issued this statement Wednesday in response to Ilocos Norte Governor Imee Marcos’ remarks that her province is apparently being neglected by the administration.

According to reports, Governor Marcos rued the lack of long-term assistance for the repair of dams and irrigation facilities in Ilocos Norte, as funding for such is not present in the budgets of the Department of Public Works and Highways (DPWH) and the National Irrigation Administration.

Secretary Coloma said he would ask the DPWH to shed light on this matter but emphasized that it is not a policy of the administration to favor one over the other when approving budget allocations for government programs.

“Ang pinagbabatayan ng ating programa de gobierno ay ang Philippine Development Plan, at ito ay naglalayon na makapagtamo para sa ating bansa ng sustainable, inclusive, long-term economic growth. Kaya po ‘yung allocation of resources ay batay doon sa pagtamo ng layuning ito,” he told reporters during a press briefing in Malacañang.

“Kung ‘yan ay idinaan sa hulaan lamang o sa favoritism, tiyak na hindi natin matatamo ang fastest rate of economic growth in each of the last five years, na ang five-year average ay pinakamataas sa nakaraang apat na dekada,” he said.

Coloma gave the same line of reasoning to Vice President Jejomar Binay, who claimed that only those provinces allied with the administration, such as Iloilo and Batanes, receive fund allocations from the national government.

"Sa pag-allocate ng mga pondo ng bayan, ito ay dumadaan sa House of Representatives na binubuo ng mga kinatawan ng lahat ng congressional districts from all over the country, at mayroon naman silang sapat na pagkakataon para suriin kung paano hinahati ang paglalagay ng mga resources," he explained.

Even Governors Elias Bulut, Jr. (Apayao), Alfredo Marañon, Jr. (Negros Occidental), and Lilia Pineda (Pampanga) have attested to this during President Aquino's last State of the Nation Address, Coloma said, as their provinces received ample support from the national government despite their political differences with the President.

"Hindi naman siguro masasabi na ang pagpapasya sa kasalukuyang administrasyon ay batay sa pulitika," he said.

The Palace official further pointed out that no one would honestly consider Ilocos Norte a ‘neglected province’, especially since the father of Gov. Marcos ruled as president of the country for 21 years.

“On the overall, maipupunto ko na, sa 21 taong panunungkulan ni Pangulong (Ferdinand) Marcos, mayroon bang makapagsasabi na nagkulang ang pambansang pamahalaan? At ang dinatnan ba ng mga sumunod doon ay isang probinsyang napabayaan? Ganunpaman, aalamin natin kung ano ang mga proyektong nailaan na sa probinsya ng Ilocos Norte,” Coloma said.

Governor Marcos also reportedly said her constituents are upset over thoughts that Ilocos Norte is being left out during National Disaster Risk Reduction and Management Council (NDRRMC) meetings.

In this regard, Coloma said that as governor, it is the responsibility of Gov. Marcos to inform the national government about the kind of assistance her people require.
“Sa lahat naman ng pagkakataon, sa lahat ng lalawigan at rehiyon ng bansa, sinusunod ng NDRRMC ang mga pangangailangan na ipinahiwatig ng mga local disaster risk reduction and management council,” he said.
“Kung naalala ninyo doon sa (supertyphoon) ‘Yolanda’, ang comprehensive rehabilitation plan ay batay doon sa post-disaster needs assessment. Bahagi ito nang ipinapatupad na batas tungkol sa disaster risk reduction,” he added. PND (hdc)

Government open to proposed reduction in income tax rate
 
Malacañang on Wednesday said it is open to proposals to reduce the country’s personal income tax rate, said to be the highest in Southeast Asia.

“Government is open to consider proposals on changing the income tax rates and continues to work with Congress on this matter. The Department of Finance (DOF) is advocating a comprehensive review of the existing taxation system, so that needed reforms may be instituted,” Communication Secretary Herminio Coloma, Jr. told reporters during the daily press briefing.

“It is also important to identify new and additional sources of tax revenues that will offset any reduction in collection of income taxes,” Secretary Coloma added.

He noted that the finance department will make an extensive review of the existing tax policy.

“According to (Finance) Secretary (Cesar) Purisima, and I quote, ‘The DOF prefers a holistic review of the tax structure so as not to put our fiscal gains and fiscal health at risk,’” said Coloma.

Senator Francis Escudero earlier made an appeal to the President to certify as urgent a bill lowering individual income tax, saying this is his opportunity to bring down one of the highest income tax in the region.

According to reports, the Philippines’ personal income tax rate stands at 32 percent, compared to Thailand’s 10 percent, Singapore’s 2 percent, Vietnam’s 20 percent, Malaysia’s 11 percent, Cambodia’s 20 percent, and Laos’ 12 percent. PND (ag)

GSIS offers emergency loan to members, pensioners in S. Cotabato

Active members and old-age pensioners of the Government Service Insurance System (GSIS) in the entire province of South Cotabato may now apply for emergency loan until September 8.

More than P437 million was earmarked for South Cotabato, where 12,743 active members and 1,793 old-age pensioners were affected by flash floods and landslides due to continuous heavy rainfall.

First-time borrowers may apply for a P20,000 loan, while those who have emergency loan balance may borrow up to P40,000.

The loan is payable in 36 monthly instalments and carries a 6 percent interest rate per annum.

Active members living or residing in the affected areas can apply for the loan if they are not on leave of absence without pay, have no arrears in paying premium contributions, and have no loans in default.

Members may apply through the GSIS Wireless Automated Processing System (GWAPS) kiosks located in GSIS offices, provincial capitols, city halls, selected municipal offices, large government agencies such as the Department of Education, and selected Robinsons Malls.

Active members who are also old-age pensioners may borrow only once.

Old-age pensioners are required to apply in person for the P20,000 emergency loan.

The pension emergency loan is covered by a loan redemption insurance, which deems the loan fully paid in case of the borrower’s demise.

Loan proceeds are electronically credited to the borrower’s GSIS eCard or unified multipurpose identification (UMID) card.

Gov't-KALIBRR job matchup hauls in 27,360 applicants; Abad: Partnership to bring more young pepole into government

Since it was formed in April, the National Government’s partnership with Kalibrr—a job-matching startup company—has already managed to generate 27,360 applications in response to 3,558 government job openings. The partnership is in support of the Administration’s drive to encourage more young people to join government and expand the range of skill and talent within the bureaucracy.

Kalibrr, with the help of the Bagumbayani Initiative, had previously posted a number of available positions at the departments of Finance (DOF), Budget and Management (DBM), Transportation and Communications (DOTC), and Tourism (DOT), and the Bureau of Internal Revenue (BIR).

Bagumbayani Initiative was started by a group called the Young Public Servants (YPS), with the goal of promoting positive change and integrity in government by sustainably recruiting young people into the civil service.

“The success of this joint venture between the private and public sector proves that we can kick-start positive change in small ways, especially when young, passionate Filipinos are involved. With this partnership, we’ve opened up new spaces in public service for young professionals who can help us sustain the momentum for reform,” said Budget Secretary Florencio “Butch” Abad.

Other agencies have also taken part in the undertaking, including the departments of Education (DepEd), Environment and Natural Resources (DENR), Labor and Employment (DOLE), and Public Works and Highways (DPWH), as well as the Civil Service Commission (CSC) and the National Economic Development Authority (NEDA).

For the DBM, Kalibrr has already generated a total of 2,512 applications two months after the budget agency gave notice for 32 job openings. Prior to its partnership with Kalibrr, the DBM averaged only 200 applications a month for its job vacancies.

Because of the positive turnout, the Bagumbayani Initiative is set to formalize the partnership between the National Government and Kalibrr with a Memorandum of Agreement (MOA) on August 27.

“Before this partnership, many of the country’s youth were already active leaders in the advancement of government reform. But this enterprise with Kalibrr and Bagumbayani is a refreshing innovation that allows young Filipinos a clearer role in improving the Philippine bureaucracy,” Abad said.

26 August 2015 – To advance APEC 2015’s fourth priority of “Building Sustainable and Resilient Communities”, the Third APEC Senior Officials’ Meeting series in Cebu will include the High Level Meeting on Health and the Economy; the Public-Private Dialogue on Water; and the Symposium on Urbanization.

High-Level Meeting on Health and the Economy

APEC Health Ministers will continue to examine the health-economy nexus in the Asia-Pacific and discuss key health issues identified as priorities for the region in the upcoming 5th APEC High-Level Meeting on Health and the Economy (HLM5).

Under the Philippine APEC 2015 Chairmanship, APEC economies are tasked to develop a roadmap to help achieve APEC’s goal of a healthy Asia-Pacific by 2020. Endorsed at last year’s HLM4 in China, the Healthy Asia-Pacific 2020 initiative aims to promote people’s health and well-being through a whole-of-government, whole-of-society, and whole-of-region approach.

As health is a result of, and an effective indicator of sustainable development, APEC economies are working together to ensure healthy populations that will substantially contribute to economic growth and development. Encouraging multi-sectoral, multi-stakeholder engagement and collaboration will be a key focus of the HLM5.

HLM 5 will be held on 30 – 31 August 2015 at the Waterfront Hotel, Cebu, after the meetings of the APEC Health Working Group (HWG) and the APEC Life Sciences Innovation Forum (LSIF).

Public-Private Dialogue on Water

Sustainable development is one of the key pillars of economic growth. In the APEC region, as emerging economies continue to achieve their high-speed economic growth, urbanization is advancing rapidly. This phenomenon causes serious water pollution and shortage in urban areas.

In the Statement of 2015 Meeting of APEC Ministers Responsible for Trade, the Ministers stated that they “welcome the endorsement of the proposal on APEC Water Initiative for inclusive resilience and sustainability – which thrive the upcoming “Public-Private Dialogue on Water – Good Practices for Securing Drinking Water and Conservation of Water Environment.” APEC Economies are expected to share each economy’s solution or best practice for securing water resource, sanitation, and conservation of water environment, focusing on economic, social and technological aspects.

Organized by the government of Japan, the Dialogue will be held on 01 September 2015 at the Marriott Hotel, Cebu City.

Symposium on Urbanization

The Symposium on Urbanization (formerly “Building Better Cities – A Forum on Liveable, Sustainable, and Competitive Cities”) is in line with APEC’s efforts to give priority to the challenges and concerns of urbanization. The Symposium will bring together local city executives from APEC economies, government officials, and the private sector to discuss challenges commonly faced by urban centers across economies, and collective solutions offered in partnership between cities or public private institutions and urban centers.

The Symposium, jointly organized by the Philippines and the APEC Business Advisory Council (ABAC), will be held on 03 - 04 September 2015 at the Radisson Hotel, Cebu City

Health, water, and urbanization are interrelated issues that affect sustainable economic growth and development. The recommendations and outcomes of HLM5, PPD on Water, and Symposium on Urbanization shall be endorsed to APEC Senior Officials, as potential opportunities for regional cooperation and solutions.

Philippines and Japan sign 33.7 billion Yen Loan Projects

25 August 2015 – Philippine Foreign Affairs Secretary Albert F. del Rosario and Japanese Ambassador to the Philippines Kazuhide Ishikawa signed and exchanged notes on the two yen loan projects, namely, the Metro Manila Priority Bridges Seismic Improvement Project and the Davao City Bypass Construction Project (South and Center Sections) worth JPY 33.689 billion (approximately PHP 13 billion).

Philippine Finance Secretary Cesar Purisima and Japan International Cooperation Agency President Akihiko Tanaka also signed the loan agreement for the two projects.

The Metro Manila Priority Bridges Seismic Improvement Project of the Department of Public Works and Highways (DPWH) aims to strengthen resilience of the transport network in Metro Manila during the occurrence of large-scale earthquakes by replacing, retrofitting, and reinforcing the Guadalupe Bridge and Lambingan Bridge.

On the other hand, the Davao Bypass Construction Project, Package 1 - South and Center Sections also by the DPWH aims to improve the transport logistics and mitigate congestion in Davao City by constructing a two-lane, 28.8 km bypass that consists of road, tunnel, and bridge sections.

These projects reaffirm Japan’s steadfast commitment in assisting the Philippines in achieving its goal of quality infrastructure development, while strengthening the Strategic Partnership between our two countries.

Japan continues to be the Philippines’ top source of bilateral official development assistance. Japan’s assistance, through loans, grants and technical cooperation, covers a wide range of areas, including public works, socio-economic infrastructure, transportation and communications, agriculture, and capability-building, among other areas.

25 August 2015 – Upon the invitation of President Benigno S. Aquino III, His Excellency General Prayut Chan-o-cha, Prime Minister of the Kingdom of Thailand, will undertake an Official Visit to the Philippines from 27-28 August 2015.

This is the Thai Prime Minister’s first visit to the Philippines since assuming office in August 2014. This visit hopes to deepen the Philippines’ partnership with Thailand, a fellow founding member of ASEAN and a long-time friend.

During the visit, the two leaders will look into ways to work closely together towards mutual prosperity and contribute to further strengthen ASEAN’s post-2015 vision. They will discuss matters of mutual concern such as defense, law enforcement, education, trade and investments, agriculture, tourism, security, technical cooperation, and ASEAN matters, among others.

Thailand is the Philippines’ 8th largest trading partner in 2014, with total two-way trade amounting to US$ 5.83 billion. The Philippines and Thailand enjoy excellent and cordial relations at the bilateral, regional, and multilateral levels.

PHL to advocate SME growth through inclusive business in the APEC Investments Experts’ Forum

The Philippines will spearhead a Public-Private Dialogue (PPD) entitled “Fostering SME Growth through Inclusive Business” on 27 August at Marco Polo Plaza in Cebu City. The dialogue will happen at the margins of the third APEC Senior Officials’ Meeting (SOM3) and Related Meetings. The PPD is aligned with the 2015 APEC theme of “Building Inclusive Economies for Building a Better World” and also with APEC Leaders’ Declaration made in Yokohama in November 2010.

This PPD aims to raise awareness through exchange of information and best practices on Inclusive Business (IB) models in agribusiness, manufacturing and services. It would stress the importance of developing SMEs through inclusive business to create jobs, increase income and improve quality of life.

IB as defined refers to profitable business activities that deliberately target the low income segment as part of their value proposition in doing business. Local and international speakers from APEC member economies are invited to share own experiences on IB and IB-related activities and programs. Experts from Asian Development Bank, United Nations Development Programme, World Economic Forum, Kennemer Foods International, Dow Chemicals, Cemex Philippines and Indonesia Business Council will also share their insights about IB and IB-related activities and investments in the APEC region

The Department of Trade and Industry (DTI) Secretary, Gregory L. Domingo has been invited to deliver the Opening Remarks for the PPD, while the Cabinet Secretary, Mr. Jose Rene D. Almendras will deliver the keynote address focused on “Building Inclusive Businesses – The Role of the Private and Public Sector.” Experts from Asian Development Bank (ADB), United Nations Development Programme (UNDP), World Economic Forum (WEF), Kennemer Foods International, Dow Chemicals, Cemex Philippines, and Indonesia Business Council will also share their insights about IB and IB-related activities and investments in the APEC region. The results of the PPD will be reported by the Philippine Delegation and discussed by the APEC Investment Experts’ Group (IEG) meetings on 28-29 August.

PHL to push for an APEC capacity building for chemical regulators

The Philippines will push for the implementation of a twp-year capacity-building training program for APEC regulators in the forthcoming 15th APEC Chemical Dialogue (CD) to be held on August 27 at the Radisson Hotel, Sta Maria Ballroom 3, Cebu City.

The proposed project aims to deepen the technical and practical knowledge of regulators on chemicals regulation through seminars, workshops, and study visits. It also aims to improve the procedures by which chemicals are regulated in the Asia Pacific region.

The project entitled Sharing Best Practices in Chemicals Regulation” is proposed to have the following components : (1) a seminar on Best Practice Principles for Chemical Regulation; (2) a seminar on actual case studies implementing best practice chemical regulation principles for SMEs; (3) a study visit to actual case study projects; (4) a series of practical workshops and/or mentoring clinics to demonstrate how to transform existing regulations to more streamlined procedures, including a business or financial cost-benefit analysis; and (5) regular information sharing. It was designed to be a sequential type of capacity-building program with each step building on the others, which will have to be completed in phases by the participants to ensure continuity in learning.

The CD serves as a forum for regulatory officials and industry representatives to find solutions to challenges facing the chemical industry and users of chemicals in the Asia-Pacific region. It reflects APEC members' recognition of the importance of engaging with the private sector and building public-private sector dialogue and cooperation for mutual benefit.

The CD Meeting Proper will be chaired by Dr. Ryan MacFarlane, Principal APEC Coordinator for the U.S. Department of State, as the Government Co-Chair and Dr. Fumiaki Shono, Executive Director of the Japan Chemical Industry Association, as the Industry Co-Chair.

The last CD was held on 30 January 2015 at Clark, Pampanga, Philippines.

Roxas to visit Benguet and Ilocos Sur

Secretary of the Interior and Local Government Mar Roxas is scheduled to visit Benguet and Ilocos Sur on Wednesday (August 26) to inspect the damage that Typhoon Ineng (international name: Goni) wreaked in Northern Luzon.

Roxas will first head to La Trinidad, Benguet, for a Provincial Disaster Risk Reduction Management Council (PDRRMC) meeting with local officials before going further north to Santa, Ilocos Sur, which suffered the brunt of Ineng.

There, he will inspect the Santa Bridge, which was destroyed during the typhoon. He will also check the status of the Santa sea wall, as well as the national highway.

According to the National Disaster Risk Reduction Management Council (NDRRMC), Ineng affected a total of 23,965 families during its onslaught, which left 21 people dead and 15 missing.

City of San Fernando (La Union) – To further strengthen the goal of the K to 12 Program in producing graduates equipped with skills that will prepare them for higher education, employment, and entrepreneurship, the Department of Education (DepEd) Region I and Grade 10 students of Pangasinan participated in the 2015 Regional Career Guidance Info Blitz held recently.

DepEd Region I Education Program Supervisor (EPS) of the Curriculum and Learning Management Division (CLMD) Dr. Arlene A. Niro highlighted the benefits of the K to 12 program in the pursuit of career advancement and opportunities, saying that the K to12 Basic Education Curriculum “will be sufficient to prepare students for work and slowly erase the common thinking that college is the best route for success and gainful employment.”

Niro added that through the program, students are given the opportunity to acquire Certificates of Competency (COC’s) and National Certificates (NC’s) in accordance with Technical Education and Skills Development Authority (TESDA) training regulations, allowing graduates to have middle-level skills which will offer them better opportunities to be gainfully employed.

Niro also mentioned that there will be school-industry partnership for the technical-vocational (tech-voc) track to allow students to gain work experience while studying, and offer opportunity to be absorbed by the companies.

The Career Guidance Advocacy Program (CGAP) aims to provide students with relevant labor market information and career guidance to assist them in choosing their career path. The CGAP is composed of technical working groups - the Department of Labor and Employment (DOLE) Secretary as the Chair, with DepEd, the Department of Science and Technology (DOST), CHED, Technical Education Skills Development Authority (TESDA), and Professional Regulation Commission (PRC) as members.

Among the high schools that participated in the Career Guidance Info Blitz were Buenlag National High School (NHS), Doyong-Malabago NHS, and Lasip NHS in Calasiao; Banaoang NHS and Matic-Matic NHS in Sta. DAR distributes land titles for 108 Tagbina farmers

The Department of Agrarian Reform (DAR) has recently distributed land titles covering 214 hectares, to 108 farmers in Brgy. Quezon in Tagbina, Surigao del Sur.

Regional Director Julita Ragandang expressed hope the DAR can give more.

“Your unity will help bring more support projects”, she added.

The distribution ceremony, which coincided with the 1st Araw ng Brgy. Quezon celebration, was attended by Surigao del Sur Governor Johnny Pimentel, Tagbina Mayor Generoso Naraiso, Regional Director Julita Ragandang and Provincial Agrarian Reform Officer II Benjamin Mataksil.

Governor Johhny Pimentel said that the distribution of land titles is a proof that the government under the Aquino administration is doing its job.

Tagbina Mayor Generoso Naraiso said that the 1st celebration of the Araw ng Brgy. Quezon in Tagbina is a celebration of joy.

Margarita Caindoy, 67, one of the recipients, expressed joy upon receiving her land title, along with eight other members of her family. “I have been a farmer all my life. Thanks to DAR, now I have a land I can call my own”, she added. (Joie L. Ceballos)

The Professional Regulation Commission (PRC) announces that 705 out of 1,089 passed the Nutritionist-Dietitian Licensure Examination given by the Board of Nutrition and Dietetics in Manila and Zamboanga this August 2015.

The members of the Board of Nutrition and Dietetics who gave the licensure examination are Virgith B. Buena, Chairman and Azucena B. Limbo, Member.

The results were released in two (2) working days from the last day of examination.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on September 1 and 2, 2015. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete nametag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession; and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2015-2018. Successful examinees should personally register and sign in the Roster of Registered Professionals.

The date and venue for the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER.

The Monetary Board (MB) placed Xavier-Punla Rural Bank, Inc. under the receivership of the Philippine Deposit Insurance Corporation (PDIC) by virtue of MB Resolution No. 1306 dated August 20, 2015. As Receiver, PDIC took over the bank on August 24, 2015.

Xavier-Punla Rural Bank is a single-unit rural bank located in Poblacion, Pangantucan, Bukidnon. Based on the Bank Information Sheet filed with the PDIC as of December 31, 2014, the bank is owned by Aakay Ang Milamdec Mf, Inc. (34.0%), Teresita L. Barcelon (18.7%), Brixton Investment Corp. (16.7%), Neil D. Cazzola (9.0%), Punla Sa Tao Foundation (9.0%), Emeterio Lim S. Barcelon (3.2%), Glorecita L. Tan (3.1%), Robert J. Tan (3.1%) and Elpedio Paras (2.5%). The Bank's President and Chairman is Emeterio Lim S. Barcelon.

Latest available records show that as of June 30, 2015, Xavier-Punla Rural Bank had 1,357 accounts with total deposit liabilities of P40.0 million. Total insured deposits amounted to P31.2 million or 77.8% of total deposits.

PDIC said that during the takeover, all bank records shall be gathered, verified and validated. The state deposit insurer assured depositors that all valid deposits shall be paid up to the maximum deposit insurance coverage of P500,000.00.

Depositors with valid deposit accounts with balances of P100,000.00 and below shall be eligible for early payment and need not file deposit insurance claims, except when they have outstanding obligations with Xavier-Punla Rural Bank or acted as co-makers of these obligations. Depositors have to ensure that they have complete and updated addresses with the bank. PDIC targets to start mailing payments to these depositors at their addresses recorded in the bank by the second week of September 2015.

Depositors may update their addresses until September 1, 2015 using the Mailing Address Update Forms to be distributed by PDIC representatives at the bank premises.

For depositors that are required to file deposit insurance claims, the PDIC targets to start claims settlement operations for these accounts by the second week of September 2015.

The PDIC also announced that it will conduct a Depositors-Borrowers Forum on Thursday, September 3, 2015, 9:00 a.m. at the Municipal Gymnasium, Pangantucan, Bukidnon. It enjoins all depositors to attend the Forum to verify with PDIC representatives if they are eligible for early payment. Those not eligible will be informed of the requirements and procedures for filing deposit insurance claims. The time and venue of the Forum will be posted in the bank premises and announced in the PDIC website, www.pdic.gov.ph. Likewise, the schedule of the claims settlement operations, as well as the requirements and procedures for filing claims will be announced through notices to be posted in the bank premises, other public places and the PDIC website.

DBP supports tourism project in Vigan

The Development Bank of the Philippines (DBP) has granted a P25-million term loan to the Nueva Segovia Consortium of Cooperatives (NSCC) to finance the construction of a three-storey hotel building to be located at the heart of Vigan, also known as the Heritage City. This is the second hotel building of NSCC, the first being located at Caoayan, Ilocos Sur where the company’s main office is based.

The new hotel building, with a total floor area of 901 square meters, will have 17 hotel rooms, a restaurant, parking areas, and commercial spaces for rent. Said project will help address the shortage of accommodation facilities following the declaration of Vigan City as one of the Seven Wonder Cities of the World.

HR Managers gather anew in 3rd HR Fellowship Session

The Career Executive Service Board gathered sixty-three (63) HR Managers and officers from thirty-nine (39) government agencies for the 3rd HR Fellowship Session last 07 August 2015 at the Department of Energy (DOE) Audio-Visual Room, Energy Center, Bonifacio Global City, Taguig.

The HR Fellowship Session is held quarterly and serves as a venue for disseminating information on the CESB’s recent programs and policies, discussing CES issues and concerns, exchanging ideas and networking. The 3rd HR Fellowship Session for 2015 was sponsored by the DOE.

DOE Undersecretary Raul B. Aguilos warmly welcomed the participants and thanked the CESB for the opportunity to host a significant event. He emphasized the importance of the Fellowship Session in building a strong network of human resource practitioners.

CESB Executive Director Maria Anthonette Velasco-Allones led the group in a lively and interactive activity to facilitate learning and networking among participants. She presented the upcoming activities of the CESB and encouraged the participants to support and participate in the said activities. She also facilitated an open forum to discuss various related issues and concerns, particularly on the online CESPES which was rolled our this year.

In a celebratory note, Executive Director Allones led the awarding of certificates of recognition to agencies that performed well in the implementation of the Online Career Executive Service Performance Evaluation System (CESPES). The awardees were the Bureau of Internal Revenue (BIR), the Commission on Higher Education (CHED), the Department of National Defense (DND), the Department of Tourism (DOT), the National Telecommunications Commission (NTC) and the Philippine Overseas Employment Administration (POEA).

Mr. Nick Soriano, Head of the Student Recruitment Admissions and Academic Partnerships of the Lee Kuan Yew School of Public Policy of the National University of Singapore (NUS), presented the institution’s graduate school programs and generous scholarship packages. He highlighted several high-ranking officials in the Philippine government, including Executive Director Allones, who earned their graduate degrees from the renowned institution. He highly encouraged the HR Managers and officers to employ a pre-selection process and to nominate candidates from their respective agencies for the Lee Kuan Yew School’s scholarship programs.

The whole session was made colorful by the song and dance presentations of the DOE Chorale and the DOE Dance Troupe.
