Location of eye/center: At 10:00 AM today, the center of Tropical Depression “CALOY” was estimated based on all available data at 330 km east northeast of Davao City (7.7°N, 128.7°E).
Strength: Maximum winds of 45kph near the center.
Movement: Forecast to move West at 11 kph.
Forecast Positions: Tropical Depression “CALOY” is expected to be at 95 km Northeast of Davao City by tomorrow morning and at 70 km North of Cotabato City by Sunday morning. By Monday morning, it is expected to be at 150 km Northwest of Zamboanga City.

to mount exhibit featuring achievements of outstanding women

–An exhibit highlighting outstanding women in their respective fields is slated
to be mounted by the Department of Environment and Natural Resources –
Provincial Environment and Natural Resources Office (DENR-PENRO) at SM City
Lucena on Mar. 26-28, 2014.
As part of the activities
celebrating Women’s Month, the exhibit will showcase women's resiliency,
strength and contribution for the progress in environmental conservation.
Outstanding women to be featured are Forester Miliarete B. Panaligan, community
environment and natural resources officer of Real; Ms. Filipina Grace America,
Infanta municipal vice-mayor showing the progress and development of the
municipality after the 2004 calamity (typhoon); and Ms. Benilda Fatima Abuy,
from non-government organization (NGO), who engaged in various environmental
works in Quezon Province.
During the exhibit, information
education and communication (IEC) materials like posters, flyers, and pamphlets
will be displayed and distributed. A video presentation on National Greening
Program, Climate Change, and Gender and Development (GAD) programs and projects
will also be shown to provide environmental awareness to students and the general
public.
In addition, lectures on the topics:
Reduction of Iron Deficiency Anemia, Real Dangers on Secondhand Smoke, National
Greening Program and Climate Change, Fit Youth Program: Proper Nutrition and
Weight Management on Primary and Secondary Students, and Magna Carta of Women
(Republic Act No. 9710) will also be undertaken with resource speakers from
DENR-PENRO, the Lucena United Doctors Ambulatory Care Service and the
Provincial Health Office.

sa Pagbangon at Pagsulong” is the year’s theme for Women’s Month Celebration.
This highlights the strong and resilient characters of “Juanas,” who are

Marso 20 (PIA) --Tinatatayang may 5,000 mag-aaral sa
elementarya mula sa iba’t-ibang bayan ng lalawigan ng Quezon ang
makikinabang sa Nutri-Juice Program - Season 4.
Ang programa na magkatuwang na
ipatutupad ng pamahalaang panlalawigan, Coco-Cola Company Philippines at
Department of Education (DepEd) ang nakapalaman sa memorandum of agreement
(MOA) na nilagdaan nina Quezon Governor David “Jay-Jay” C. Suarez at Atty. Adel
Tamano, vice-president for Public Affairs and Communications ng Coca-Cola
Far East Ltd.
Sinabi ni Gob. David Suarez na
ang naturang supplemental feeding program ay hindi katulad ng mga feeding
program na isinasagawa lamang sa loob ng isang araw sapagkat ang programang ito
ay isasagawa ng tuloy-tuloy sa loob ng 120 na araw.
"Matapos makinabang ang mga
piling mga mag-aaral sa elementarya ay makikitang mas tumangkad ang mga ito at
bumaba ang bilang ng mga batang hindi pumapasok sa paaralan at tumaas din ang
kanilang academic performance," wika ni Suarez.
Sinabi naman ni Atty. Tamano,
na patuloy na makikipagtulungan ang Coca-Cola Philippines sa nutrition program
ng lokal na pamahalaan dahil upang maging matagumpay ito, kailangan
ang patuloy na pagtutulungan ng business sector, government at civil society,
at non-government organizations.
Ang Nutri-Juice program
ay pinasimulan sa lalawigan noong 2010 sa layuning masolusyunan ang
problema sa malnutrisyon sa mga pampublikong paaralan sa elementarya.
Ang Nutri-Juice ay orange juice na
nagtataglay ng iron, zinc, vitamins A & C na ibinibigay sa mga batang
mag-aaral sa pampublikong paaralan na may edad anim hanggang labindalawang
taong gulang sa loob ng 120 na araw o apat na buwan upang mabawasan ang kaso ng
Iron Deficiency Anemia sa mga bata.
Sa kasalukuyan, 90 porsyento na
sa 5,000 mga batang mag-aaral sa pampublikong paaralan sa lalawigan ang
sumasailalim sa nutri-juice program at apat na bayan na lamang sa
lalawigan ng Quezon ang hindi pa napagkalooban nito, ito ay ang bayan ng

--May 84 na nursing students ng Southern Luzon State University
(SLSU)-Lucban ang sumailalim sa pagsasanay sa first aid at basic life
support na dinaos sa College of Allied Medicine, SLSU sa bayang ito kamakailan.
Ang pagsasanay ay
naglalayong ihanda ang mga mag-aaral sa anumang sakuna at aksidenteng
maaaring maganap sa kani-kanilang komunidad at makapagbigay ng tulong sa mga
maaapektuhan ng sakuna.
Naging tagapagsanay sina Niel Parco
at Raissa Racoma ng provincial disaster risk reduction and management
office (PDRRMO). Itinuro ng mga ito ang iba’t ibang bandaging
technique, patient/casualty handling, rescue breathing at cardio pulmonary
resuscitation.
Sinabi ni Niel Parco na
malaking bagay o tulong para sa mga mag-aaral ang kaalaman at
kakayahang natutuhan sapagkat maaari nila itong magamit kapag nagtatrabaho
na sa mga ospital. Hiniling ni Parco sa mga mag-aaral na patuloy na
magsanay at dagdagan pa ang kaalaman tungkol sa pagsagip ng buhay.
Lubos naman ang pasasalamat ng
mga mag-aaral sa PDRRMO sa pagbibigay sa kanila ng kaalaman at kakayahan

1. MTRCB brings Matalinong Panonood in
Batangas City

BATANGAS CITY,
March 20 (PIA) --The Movie and Television Review and Classification Board
(MTRCB) held a forum at Lyceum of the Philippines University (LPU) and
University of Batangas (UB) last March 14 as part of their
campaign “Matalinoong Panonood para sa Pamilya ni Juan at Juana.”
The forum, attended by
students, faculty members, and administrators aims to empower every
Filipino community in understanding the application of the classification
rating system for movies and television programs implemented by MTRCB.
Aside from empowering
the audience on the dynamics of media classifications and media literacy, other
topics like rise of independent film in Philippine cinema and protection in
media of vulnerable sectors like women, children, persons with disability and
senior citizens were also discussed.
The MTRCB contingent
led by chairman Eugenio “Toto” Villareal and other board
members also conducted inspections of movie advertisements
in public utility vehicles (PUVs) at the Batangas City Grand Terminal and
Batangas Port to monitor compliance with the General Audience (G) and
Parental Guidance (PG) classification ratings. The group also posted
stickers and hang tarpaulins in public areas for awareness

LUNGSOD NG BATANGAS, Marso 19 (PIA) --Isang forum na
tinaguriang “Inspiring Change” ang isinagawa ng Soroptimist International
Batangas sa Batangas City Convention Center noong ika-10 ng Marso.
Ang naturang forum ay nilahukan ng iba’t-ibang miyembro ng
Soroptimist Batangas,mga mag-aaral at mga kababaihan mula sa iba’t-ibang
barangay sa lungsod.
Sinabi ni Fely Go, presidente ng Soroptimist Batangas, na malaki
ang papel na ginagampanan ng mga kababaihan sa makabagong panahon.Kung noon ay
nasa likuran lamang ito ng mga kalalakihan ngayon ay nakikipagsabayan na ito
upang ipakita ang kanilang kontribusyon sa lipunan.
Nagbigay inspirasyon naman si Baby Joy Decina, isa sa naging
kinatawan sa Soroptimist 2014 womens opportunity award at naging regional
runner up kung saan inihayag nito ang lahat ng pinagdaanan sa kanyang buhay na
lalong nagpatatag ditto bilang tao, ina, kapatid at anak.
“Ang mga babae ay may kanyang angking katangian na dapat ay
lalong payabungin at pangalagaan upang pagdating ng panahon ay mapakinabangan
at maging kapuri puri sa lahat," ani Decina.
Nagsilbi naming panauhing pandangal si Pag-ibig CEO and
president, Atty. Darlene Marie Berberabe na nagpaalala sa mga kababaihan na
alamin ang kanilang kahinaan at kalakasan at gamitin ito upang lalo pang
mapayabong ang pagkatao at maipakita ang mahalagang papel na ginagampanan sa
lipunan.
Nag-ulat din ito ng kanyang mga accomplishments sa pagpasok sa
Pag-ibig Fund kung saan nakita na sa panahon ng kanyang panunungkulan ay naging
mas mataas kumpara sa parehong panahon na pinamamahalaan ng iba.
“Bilang babae naniniwala po ako na tayo kasabay ng makabagong
panahon ay hindi maaaring maiwan na lamang sa isang sulok at pumayag sa mga
nangyayari kung nakikita naman natin na marami tayong pwedeng gawin o
mai-contribute para sa ikauunlad ng bawat isa. Dapat nating gamitin ang anumang

stakeholders to beef up bamboo industry through strategy conference

ANTIPOLO
CITY, Rizal, March 20 (PIA)-- Local
entrepreneurs and cooperatives of Rizal Province strive to strengthen the
province's bamboo industry through the Rizal Bamboo Industry Value Chain
Strategy Conference spearheaded by the Department of Trade and Industry-Rizal.
The conference held from March 19-20
at the University of Rizal System Morong Campus was led by DTI consultant and
development service and education expert Dr. Lorenzo Templonuevo, PhD in
determining the steps needed to strengthen the bamboo industry's value chain.
Dr. Templonuevo emphasized that the
bamboo industry has a high potential in Rizal province and may contribute to make
more green jobs related to bamboo plantations and other derived products. A
workshop divided participants to formulate plans and share their insights on
input provision, primary production, primary processing, secondary processing
and furniture making.
DTI-Rizal Provincial Director Mercy
Parreno noted that the local bamboo noted that the Rizal bamboo industry is
prominent in the municipality of Cardona where the agency has established a
processing center together with smaller nodes some of which are located in
Talim Island, Cardona.
Director Parreno also stated that
the agency is planning to distribute another batch of shared service facilities
for the province's bamboo industry. Aside from Cardona, DTI-Rizal is also
looking to involve other municipalities with the potential to produce both raw
and processed bamboo products in order to contribute to the value chain not
only in the province but also nationwide. Director Parreno also mentioned the
possibility of involving the National Housing Authority and Department of
Education if they are in need of wood-based supplies such as school chairs or
building materials.
Present during the two-day
conference are representatives of Rizal LGUs, municipal agriculturists,
cooperatives and representatives of the Department of Science and Technology

4A earthquake drill in Bagong Nayon II ES, Antipolo City successful

ANTIPOLO CITY, Rizal, March 20 (PIA)-- The Office of Civil Defense- Regional Disaster Risk
Reduction and Management Council 4A together with other line government
agencies successfully conducted and assessed the Calabarzon region's exercise
in line with the Nationwide Simultaneous Earthquake Drill held on March 19.
Bagong
Nayon Elementary II School was designated as the Calabarzon region's designated
area for the earthquake drill in preparation for earthquakes which are not able
to be accurately pinpointed or predicted.
In
cases of earthquakes, citizens are advised to do the proper duck-cover-hold
procedure under tables or chairs during the earlier stages of the quake and
flee to designated areas later on.
Present
to observe and assess the drill are representatives from the Antipolo City and
Rizal Provincial Governments, Department of Education, Bureau of Fire
Protection, Philippine National Police, Department of Public Works and Highways,
Department of the Interior and Local Government, Department of Social Welfare
and Development and other line government agencies.
All
the agencies described the drill successful save for several minor flaws.
Director Tomazar noted that some students immediately ran towards the
evacuation during the initial stages of the drill instead of following the
duck-cover and hold position as instructed. The Bureau of Fire Protection also
noted that the school gate was narrow and cause the firetruck difficulties in
entering the campus. Antipolo City Administrator Robert Nacianceno who was
present during the drill's assessment however assured the government agencies
that the local government will immediately remodel the gate as per the

Rizalenyos qualify for DOST-SEI scholarships

ANTIPOLO CITY, Rizal, March 20 (PIA)
-- About 83 high school students of Rizal Province qualified for the Department
of Science and Technology Science Education Institute (DOST-SEI) scholarship
grants according to DOST-Rizal with 64 RA 7687 scholars and 19 merit scholars
from the Rizal's thirteen municipalities and lone city were announced eligible
for selected science college courses.
Scholars of RA 7687 or otherwise known as the S&T Scholarship Act of 1994 are those whose families' socio-economic statuses meet the indicators set by the Advisory Committee on the S&T Scholarships.

government; honored guests; ladies and gentlemen: Again, a pleasant morning to each and everyone. Some of you might know that I am a gun enthusiast. As one might naturally assume, in shooting, accuracy is key, and this necessarily entails improving your firearm to increase its utility and optimize its performance. Back then, I had a shotgun, the performance of which I wanted to improve, having tested the shotguns of my friends, I asked them who helped them fine tune their firearms, and they directed me to an individual, who also happened to be a friend of mine. When I finally brought it to him, he proceeded to bring out various-sized socket wrenches, and seemed to be measuring something—looking for the perfect size. I began to wonder: How exactly do you use a socket wrench with a shotgun? At a certain point, he found the right one, and when I thought he was merely aligning this wrench, he suddenly took out a hammer and pounded on my shotgun’s magazine tube. The purpose, he said, was to loosen the magazine tube to make it easier to load shells. And, somehow, in his opinion, the best way to do things, or to do that, was by hitting it with a hammer. Suffice it to say: I was shocked. We had agreed on what the endpoint would be, but the methodology was far from what I had imagined. Moreover, given that I had to save up for quite a while to purchase that particular shotgun, when he hammered on that fine piece of equipment, I felt a massive depreciation of its value. This brings me to another memory from my earlier years. When I was younger, I had a very good relationship with my mechanic, who I always went to when I had concerns about the vehicle that I was driving. Whenever I would accompany him to source spare parts in Banaue, he was very particular about ensuring that the parts we acquired were not fake. It would turn out that his concerns were extremely valid. I hope this is not factual, but anecdotally, and years ago, I was told a story about a country that is very rich now that used to be heavy into manufacturing. Back when they were starting their rapid growth and development, their first and only question to all their manufacturing clients was: What is your budget? Then they would proceed to alter their designs and make compromise after compromise just to meet the client’s budget, without regards to quality. I hear that this country has since stopped this practice, but at that point, price was the only determinant of their actions. That is why I was thankful for having a mechanic who was very adamant about fake parts, because the price should have been already a warning that it might be too good to be true—that the product would probably fail when you need it the most, and compromise your safety. I always wondered why anyone would choose to do this. After all, why would any consumer continue to patronize such products or services? If you are in it for the long term, quality is necessary. It ensures success in the marketplace. A drop in quality, on the other hand, normally carries with it a drop in your effectiveness in the marketplace. This brings to mind the saying, “Hindi pwede ang pwede na.” Or, in English: Merely good enough is not enough. With the advent of new, scientific discoveries in almost every possible field of expertise, there are very few excuses left for substandard work, and it is up to all of us—whether in the public or private sector—to usher in an era of precision, of heightened standards for every possible product and service. This is why we are gathered here today: to recognize companies and government agencies that have proven their excellence in this regard. We have representatives of exceptional companies and agencies from the sectors of health, education, and public service, namely: Ciudad Medical Zamboanga, the Lyceum of the Philippines University Manila, the Philippine Association of Colleges and Universities Commission on Accreditation, the Region XI office of the Department of Science and Technology, and the Philippine Information Agency. For your achievements, I congratulate and thank all of you. Your commitment to improving your performance comes at a crucial time, especially for the sectors you operate in. In health, for instance: In the past three years and eight months, the percentage of our population enrolled in PhilHealth has significantly increased. On top of that, through our efforts, the poorest among our countrymen can simply walk into a government hospital and receive treatment, free of charge. Greater coverage in PhilHealth necessarily means a greater demand for the services of every hospital, be they government-run institutions, or private ones such as Ciudad Medical Zamboanga. The question now is: Given an increasing number of patients, will you be able to maintain, and even improve your level of performance? The award you are being given today gives me a fair amount of confidence that indeed you will. The educational institutions represented today will be facing a similar challenge. As of this year, DepEd, under the excellent leadership of Secretary Armin Luistro, has ended the backlogs in classrooms, books, and desks we inherited from the previous administrations. Now, students can acquire knowledge in real classrooms, with all the materials they need. Such an achievement fits well with the strategy behind our Pantawid Pamilyang Pilipino Program, which has once again expanded its scope this year, and will be giving cash grants to 4.4 million families, with one of the conditions being that they send school-age children to school. Both these efforts have converged to guarantee an increasing number of high school graduates. This means that, in the years to come, more of the Filipino youth will be looking for quality college education—one that will endow them with the wherewithal they need to find quality jobs. In such an environment, I am hopeful that the Lyceum can continue providing excellent education to an increasing number of students, and that the Philippine Association of Colleges and Universities Commission on Accreditation can remain efficient in accrediting programs that give our graduates the best chance at building successful careers. The responsibilities of the government institutions being awarded today will also be increasing. At a time when natural disasters are becoming more frequent and destructive, it is much more vital for the DOST and the PIA to optimize the way they gather and disseminate information to our countrymen. The pressure on you to continue your good performance is intense, since your efficiency will be measured not just by your traditional metrics, but by the number of lives you do save. As much as these awards are a recognition of your achievements these past few years, they must also provide impetus to do even better—they must challenge you to go above and beyond your proven standards. In the coming weeks, months, and years, you will be tested in different ways—and the way you respond to those challenges will have a drastic effect on the quality of life of our fellow Filipinos. I am hopeful that you will keep this in mind as you go about your everyday tasks. If you do, I am certain that your organizations will be able to play an even greater role in the continuing empowerment, progress, and prosperity of the Filipino people, and stand as shining examples of quality to all other companies and government organizations in the Philippines. Today, I invite you all: Let us reinforce the culture of quality and competence that has taken root in the Philippines. If we continue working together—whichever sector we may be in—we can ingrain a culture that shuns mediocrity, and consistently pursues excellence. The Department of Budget and
Management (DBM) reported the release of P600 million to cover the
funding requirements for the Government Integrated Financial
Management Information System (GIFMIS), the Administration’s
information technology (IT) system for integrating all public
financial management processes, in line with the Aquino
administration’s transparency and accountability agenda. GIFMIS is a government-wide, browser-based web application that will link government financial processes together and facilitate their automated management. These processes—include accounting, cash management, reporting, and auditing—are regularly executed by the government’s three major oversight agencies: the DBM, Commission on Audit (COA), and the Department of Finance-Bureau of Treasury (DOF-BTr). The DBM has been assigned as lead and fund administrator of GIFMIS. The IT system is one of the priority projects under the FYs 2011-2015 Philippine Development Plan (PDP), which mandated the automation of fully integrated financial management systems under the DBM, COA, and DOF-BTr. “GIFMIS is one of the keystones in the Administration’s larger structure of fiscal transparency and accountability in government. Because it’s web-based and updated in real time, all data in the system are easily tracked to ensure the integrity of our public financial management processes. Even better is the fact that GIFMIS will vastly improve the efficiency of our fiscal operations. When budgeting, accounting, and auditing are accomplished faster, we’re also in a position to serve the citizens better,” DBM Secretary Florencio “Butch” Abad said. The P600-million release will help cover various requirements for its implementation this year, which are as follows:

financial management initiatives.
“We’re getting GIFMIS off the ground, exactly as the President instructed. The whole system, once in place, will embed financial transparency in the day-to-day operation of government. Our drive to ensure transparency and accountability in financial processes will depend largely on our ability to come up with a seamlessly integrated IT system. Corazon Juliano-Soliman was one of the speakers during the
recently-held 2014 General Assembly of the League of Municipalities
of the Philippines (LMP), an organization of local chief executives
nationwide. In her message, Sec. Soliman enjoined the local chief executives to continue being partners of the national government in responding to the needs of every Filipino. She emphasized that “job generation, human capital development, and upgraded social services are needed to improve the lives of poor, vulnerable and disadvantaged sectors.” The Secretary also shared the Department’s core programs such as the Pantawid Pamilyang Pilipino Program, Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), Disaster Relief and Rehabilitation efforts, Social Pension, and Supplementary Feeding, among others. Sec. Soliman also mentioned that DSWD employs internal and external convergence strategies towards an efficient and comprehensive implementation of programs and projects. She stressed that partnering with the local government units, non-government organizations and civil society organizations is part of the Department’s strengthened external convergence strategy. The Overseas
Workers Welfare Administration – Regional Welfare Office XI (OWWA-RWO
XI), in cooperation with the Public Employment Service Office
(PESO), conducted a one-day Micro Business Seminar entitled
“Starting Your Own Business – The Entrepreneurship Alternative” on
February 8, 2014 at the ABC Hall, Kapalong, Davao del Norte. The
activity was attended by fifty (50) OFW Family Circle Officers in
nine (9) Barangays of the municipality namely; Brgy. Mabantao, Brgy.
Semong, Brgy. Florida, Brgy. Maniki , Brgy. Luna, Brgy. Capungagan,
Brgy. Gabuyan, Brgy. Pag-asa, and Brgy. Katipunan. They are
federated in one (1) organization known as the Kapalong OFC
Federation. Ms. Melody Ember P. Tomas, Family Welfare Officer (FWO),
was the Resource Person and Facilitator assisted by the PESO staff
of Kapalong. The activity aims to provide the tools and knowledge needed to start a small business, strengthen the capabilities of OFCs in handling group activities, and create a venue for sharing good practices in starting a micro business. The seminar was graced by Mr. Edwin E. Ganiera, PESO Manager of Kapalong, Davao del Norte, who gave the welcome remarks. “It is good to know that you can have opportunity to manage and plan well the resources given by your families abroad especially when you engage in business”, Mr. Ganiera said. Meanwhile, Ms. Tomas discussed the Rewards and Risks in doing a business wherein participants were taught to be creative to maintain customers’ loyalty and to focus in one business for easy monitoring. Likewise, they were taught to be strong and not to be discouraged once they encountered failures. Methods on how to start a business were also discussed. “As an organization who will start to build a new business venture, one must possess the positive attitudes in handling a business, know how to face challenges and find fulfillment on what you have achieved. Your success is our success so we need to work hand in hand. You must share to your group what you have learned in this seminar”, Ms. Tomas said. During the workshop, participants were instructed to list down the business they would like to engage in, their hobbies and skills. The workshop aims to know the ability and characteristics of each member of the organization. Ms. Tomas stressed that, “It is important to know the characteristics of each member because you will build a business for the whole organization and not just for yourself.” Ms. Jean Tongo and Ms. Violeta Delfin, both OFC Officers of Brgy. Maniki, shared their experiences in managing their business. Ms. Tongo was engaged in a sari-sari store but since she has no interest in business, it failed. Then, she engaged in lumber delivery to Butuan, the same failed because her business partner duped them. After two successive failures she decided to go back to Kapalong to reopen her sari-sari store. After nine (9) years her business continues to enjoy brisk sales. She attributed the growth to proper planning, monitoring, and products handling. “The moral lesson that I’ve learned in business, is you have to be specific and focus on the business you are engaged in”, Ms. Tongo said. Meanwhile, Ms. Violeta Delfin, former OFW, was engaged in banana cue business. Failure did not stop her from pursuing her business. Today, she intends to her own sari-sari store. “Failures should not deter us from pursuing our goal, we should remained resilient despite the odds”, Ms. Delfin concluded. At the end of the seminar, participants were able to know the steps and methods on how to start a business, learned the characteristics of a good entrepreneur, and through the sharing of ideas and experiences in business, they were able to build strong relationship with their co-participants and business partners as well. Icao, 52 years old, and Carol M. Papong, 30, have many things in common, one of which was both are informal sector workers. Noemi is from Brgy.Menzi, Isabela City. She is married and has four children. She earns P200 per day from preparing and selling native snack food. Carol, from Barangay Busay, also in Isabela City, is also married. She has a child and, like Noemi, earns P400 daily also from preparing and selling native snacks. Yesterday, Noemi and Carol exuded hope for a better future after they received modest support from the government through no less than Labor and Employment Secretary Rosalinda Dimapilis-Baldoz. Secretary Baldoz went all the way to Zamboanga City to hand-over P4.099 million in livelihood assistance to various group beneficiaries, including the P453,230.50 check to Isabela City Sangguniang Bayan member Ma. Jenness A. Santos, who represented Mayor Cherryln Akbar, for the livelihood starter kits of Noemi and Carol and 58 other informal sector workers, workers who were victims of a fire, and displaced workers all from Isabela City. City Administrator Ramon P. Nunal and Isabela City PESO Manager Otilla Ricablanca were also present at the turn-over of the livelihood assistance. "I have only one thing to say to all of the beneficiaries of this DOLE assistance: Please ensure that the modest government help will benefit you and your families through increased incomes from your small business," said Baldoz. The livelihood assistance is part of the DOLE's strategy to enhance access to emergency employment and livelihood which seeks to strengthen social protection for vulnerable workers, a key planned outcome of the Department. "Through convergence, the DOLE facilitates and provides access to emergency employment and livelihood opportunities to shield vulnerable workers and their families from risks due to natural and man-made disasters and enable them to rebuild their lives with better access to social protection and sustainable income sources," Baldoz said. The awarding of the check took place at the launching of the DOLE's various programs and services in Region, which Regional Director Sisinio Cano hosted and organized. During the event, Baldoz also awarded the livelihood assistance to the following beneficiaries in the region: · P350,000 to the Siayan Women's Tailors' Association (SIAWOTA) in Siayan, Zamboanga del Norte, for its sewing and embroidery livelihood project. The Association has 50 women members; · P124,000 to the Depore Women Rural Improvement Club, in Bayog, Zamboanga del Sur, for its banana chips production business. The Club, which has 38 women members, is being assisted by the Bayog local government led by Mayor Leonardo L. Babasa, Jr. and PESO Manager Engr. Cerilo B. Carcueva; · P274,800 to the Zamboanga Sibugay Muslim Women Association, in Ipil, Zamboanga Sibugay, for its agar-agar (carrageenan) food processing business. The Association has 60 members and is being assisted by the Department of Education-Sibugay District, led by Superintendent Amelia P. Torralba. The Association's president is Pilar Jane Salahuddin; · P1,636,840 to the Local Government Unit of Siay, Zamboanga Sibugay, for eight livelihood projects under the Grassroots Participatory Budgeting. The eight projects will benefit 164 informal sector workers grouped under the umbrella of the Federation of Women Association of Siay led by President Arlita L. Acuesta. · P133,341 to the Olingan Sewers Association of Dipolog City for its garments making business. The Association has 21 women members who are assisted by PESO Dipolog Manager Flora Atemosa. · P431,905 to the ARBEMCO Agrarian Reform Beneficiaries of Marcelo Cooperative of Marcelo Kalawit, Zamboanga del Norter, for its commissary and refreshment center. The cooperative has 331 farmer-members who will benefit from the project. · P255,040 to the Lagag Brotherhood Association of Sindangan, Zamboanga del Norte for its swine breeding and fattening business. The Association has 42 members, and is supported by Mayor Nilo Florentino Z. Sy. Public schools
in Batanes province recorded the highest cohort survival rate as
well as the best classroom-to-pupil and teacher-to-pupil ratios,
according to the latest edition of the Philippine Countryside in
Figures. In school year 2009 to 2010, the island province located in the northernmost part of the country had a 96 percent cohort survival rate or the percentage of enrollees at the beginning grade or year in a given school year who reached final grade or year of the elementary or secondary level. The national average was 72.9 percent for the same school year. In school year 2010 to 2011, Batanes recorded the best teacher-to-pupil ratio in government elementary schools with one teacher per 11 pupils, as well as in government secondary schools with one teacher per 12 students. The national average was one teacher for every 36 elementary pupils and one teacher for every 38 high school students. For the same school year, Batanes had one classroom, for every 13 elementary pupils as well as for every 19 high school students. This is significantly better than the situation in the National Capital Region where there is one classroom for every 76 elementary pupils and for every 79 high school students. The national average for classroom-to-student ratio in the same school year was one classroom, for every 39 pupils and for every 53 high school students. Meanwhile, Leyte posted the most number of government elementary schools while Cebu province recorded the highest number of secondary schools at 1,287 and 370, in school year 2010 to 2011, respectively. These statistics and other information on various economic and social indicators of the country’s 80 provinces can be found in the 2011 Philippine Countryside in Figures (PCIF) publication released today as prepared in 2013, by the National Statistical Coordination Board (NSCB) Technical Staff. The PCIF is an annual publication that contains general information and statistical indicators for the country’s 80 provinces and top 10 key cities outside the National Capital Region. The 2011 edition contains 62 tables and 15 chapters on the following indicators: 1) general information on provinces, 2) governance, 3) income and expenditures, 4) labor and employment, 5) prices, 6) finance, 7) agriculture, 8) health, 9) education, 10) communication, 11) tourism, 12) infrastructure, 13) transportation, 14) energy and 15) public order, safety and justice. The compilation and publication of the PCIF is NSCB’s response to the demand for relevant local-level statistics by its stakeholders and data users. Since its first publication in 1998, the PCIF has been useful in discerning challenges and opportunities at the local level as well as in comparing the performance of provinces and key cities in different areas of interest. The PCIF particularly provides statistical information in support of bottom up development programs and policies whereby local communities can take charge of its future and define its development course. At the national level, the PCIF provides statistical information for effective implementation of national policies and programs at the provincial level through resource prioritization as well as in the differentiation of approach. The PCIF is also available online on the NSCB website (http://www.nscb.gov.ph /countryside) to facilitate retrieval and browsing of local-level cross sectional and time series data. Corresponding metadata are also provided to users for better understanding of information about the data series. A distinctive and important feature of the PCIF is its ranking of the provinces for each indicator. For indicators where higher levels are desirable, such as employment rate and local government financial resources, provinces were ranked in descending manner from highest to lowest. On the other hand, indicators where lower levels are desired such as inflation rate and population density, provinces were ranked in ascending manner from lowest to highest. The motivation for ranking provinces is to arouse interest and evoke action by spurring policy change or, at the very least, sparking conversation about the meaning behind these rankings. PRAISE (Program on Awards and Incentives for Service Excellence)
awardees as nominees to the 2014 Search for Outstanding Public
Officials and Employees. Deadline of nominations to the 2014 Search is on March 31. The local rewards mechanism of government departments or agencies dubbed as PRAISE recognizes an employee’s outstanding work performance in his/her agency or his/her idea or invention that improved government operations. Over the years, agencies have been CSC’s partners in searching for public service exemplars as they are responsible for nurturing the culture of ethics and excellence among their employees. The Commission sees the agencies’ pool of PRAISE awardees as a potential source of nominees to the Search. The Search for Outstanding Public Officials and Employees forms part of CSC’s Honor Awards Program (HAP). There are three award categories. says Civil Service Commission (CSC) Chairman Francisco T. Duque III
of the results of the 2013 Anti-Red Tape Act (ARTA) Report Card
Survey (RCS) which was released last month. Majority of the service offices surveyed passed, with 18 percent of the total 929 offices surveyed getting an Excellent rating and only 67 service offices or 7 percent failed. Five hundred fifty seven or 60 percent rated Good; and the remaining 101 offices or 11 percent, Acceptable. “We have seen a significant improvement in the passers,” said Chairman Duque. Duque also believes that the significant improvement could mean that agencies now see that the provisions of the ARTA are for the improvement of their frontline services. In addition to this, with the random spot checks, dubbed ARTA Watch, which the CSC conducts from time to time, as well as the annual Report Card Survey, agencies are on high alert as the CSC strictly implements the Anti-Red Tape Act. The evaluation of frontline services of government offices is done through the RCS, a component of Republic Act No. 9485, also known as the Anti-Red Tape Act of 2007, to obtain evidence-based feedback on existence and effectiveness, as well as compliance with the agency Citizen’s Charter. The Charter contains the types of frontline services a government agency offers with the step-by-step procedure, the person responsible for each step, time needed to transact, documents required, and fees. It is posted in conspicuous areas to make government transaction easier and transparent to the public. “The ARTA RCS is not a perceptions survey. The survey is conducted face to face with clients who have just availed of any frontline service of the office being inspected,” explains Chairman Duque. A service office fails the RCS when it incurs a final score that is below 70, or if it fails in one of the two core areas of ARTA. Core 1 or compliance with ARTA provisions checks if the frontline office has a Citizen’s Charter visible to transacting clients and an anti-fixing campaign, if frontline staff wear identification cards, if there are no hidden transaction costs, if there is a manned Public Assistance and Complaints Desk, and if the frontline unit observes the No Noon Break policy. Core 2 or overall client satisfaction checks the frontline service provider, service quality, physical setup, basic facilities, and respondent-client satisfaction. Offices which obtained a score of 90 to 100 are rated Excellent; 80 to 89.99 Good; 70-79.99 Acceptable. Service offices that failed the RCS will undergo the Service Delivery Excellence Program (SDEP), to be conducted by the Civil Service Commission, to determine and address problem areas in frontline service delivery. “As the bureaucracy’s human resource institution, the CSC takes a developmental stance in implementing the ARTA. More than informing the public which offices passed or failed the annual ARTA Report Card Survey, the Commission provides various HR and organization development training programs that will aid government agencies to improve their service delivery,” said Chairman Duque |

More than half
a million people will be employed in various infrastructure projects
for the year 2014. The Department of Public Works and Highways estimated that 536,523 local labor will be created under the Community-Based Employment Program (CBEP), a priority program of President Benigno Aquino III’s administration, providing short-term employment to skilled, semi-skilled, and low-skilled workers in the community. To further intensify the local job creation, DPWH reiterated call to private contractors on strict enforcement of the Republic Act (RA) No. 6685, an act requiring private contractors to hire at least fifty percent (50%) of the unskilled and thirty percent (30%) of the skilled labor requirements from the available bona fide residents in which the projects are to be taken. DPWH Secretary Rogelio S. Singson warned noncompliant contractors of penalties, stressing a possible permanent disqualification from public bidding, with the DPWH, tasked to monitor the implementation of RA 6685. stressed that under RA 6685 private contractors, including subcontractors, must hire according to the required percentage of local labor, based on the maximum number of locally available labor resources, certified by the municipal, city, provincial or district engineer. Contractors are also required for the posting of job notices in visible areas to be specified and designated by proper district, provincial, city or municipal authorities. They are likewise responsible to submit to the district, provincial or city engineer, a certificate of compliance with the number of laborers employed among the local residents where the project is located. Under Section 6 of RA 6685, contractors, defying the Act shall be penalized with either: twenty thousand pesos (P20,000) fine for the first offense; one (1) year suspension from participating in public works bidding for the second offense; and perpetual disqualification from participating in public works bidding for the third offense. The Act applies to private contractors, including subcontractors, to whom awards are made for the undertaking of national and local public works like roads and bridges projects that are funded by either the National Government or any local government unit, including foreign-assisted projects. Exempted under this law are scientific project of a highly technical nature, all defense and military installations which fall under security requirements, as well as any public works project that may be assigned to and which can be undertaken by the engineering battalions of the Armed Forces of the Philippines. |

The Japanese
Government through Japanese Ambassador to the Philippines Toshinao
Urabe, turned over two (2) units of amphibious excavator- dredgers
to the Philippine Government through the Department of Public Works
and Highways (DPWH). Secretary Rogelio L. Singson said that the donation is a welcome and timely gesture as the agency is currently preparing for the rainy season when flashfloods and landslides come unexpectedly. The heavy equipment acquired through the Non-Project Grant Aid of the Government of Japan is significantly needed in promoting Philippine Government’s development projects especially in parts of the Northern Mindanao. During the last three years, Cagayan de Oro City had experienced devastating flashfloods that killed hundreds of people and destroyed millions of properties caused by Typhoon Sendong in 2011, Typhoon Pablo in 2012, and Typhoon Yolanda in 2013. Extending the government’s sympathy about this matter, Mindanao received the largest allocation of infrastructure budget this year amounting to P37.58 B or the 24.9% of the whole budget. At the turn-over ceremony, City Mayor Oscar Moreno and Representatives Rolando Uy (1st District) and Rufus Rodriguez (2nd District) warmheartedly welcomed Ambassador Urabe and his party while DPWH Region X Assistant Director Efren A. Efforts to
boost the manufacturing sector will go full steam this year, with a
number of key activities lined up under the Industry Development
Plan (IDP) of the Department of Trade and Industry (DTI), through
the Board of Investments (BOI). DTI Undersecretary Adrian Cristobal said that for 2014, DTI will pursue six main activities under the IDP: (1) continued implementation and monitoring of the completed roadmaps; (2) completion of remaining industry roadmaps; (3) information dissemination on the industry roadmaps’ contents; (4) revival of the Industry Development Council; (5) preparation of feasibility studies and capacity-building sessions for key stakeholders; and (6) advocacy programs to undertake policy and industry-level reforms. “The revival of the manufacturing sector is key to inclusive economic growth because it will generate much-needed employment and help the country tap regional production networks. This will require industrial transformation under a comprehensive national industry strategy,” he said. A total of 26 industry roadmaps—the crafting of which were led by the private sector—have been produced since the IDP launch in January 2012. “The roadmaps envision a growth trajectory for the next 15 years, as well as plot policy and industry-level support measures to help achieve industry goals,” Cristobal added. According to the DTI, the goal of the IDP is to make the Gross Domestic Product (GDP) and employment contribution of manufacturing at par with neighboring countries. Manufacturing accounts for just about 23% of the Philippines’ gross domestic product and only 10% of employment. In support of the IDP, the Department of Budget and Management (DBM) has allocated P60M under the national budget approved by Congress for the year, to jumpstart the implementation of the interagency Manufacturing Resurgence Program tasked to implement projects aimed at enhancing the manufacturing sector’s competitiveness. Cristobal said short-run action plans as stated in the roadmaps had been achieved by industry-specific technical working groups (TWGs), composed of government and private sector stakeholders and chaired by BOI sectoral and the industry champions. The TWGs meet regularly to monitor the implementation of industry roadmaps, undertake industry-level reforms, and advocate industry-supporting policies to concerned government agencies. The TWGs will serve as the building blocks of the Industry Development Council (IDC), the revival of which is a priority of DTI-BOI. “The IDC will be an effective institutional mechanism to implement IDP’s major activities, such as the resolution of vertical and horizontal constraints, policy advocacy initiatives, and capacity-building programs,” Cristobal said. In the Chemicals TWG, a research and innovation partnership program with the University of the Philippines (UP) Engineering Research and Development for Technology has been established. This aims to strengthen the synergy between the chemicals industry and the academe. Another initiative is the pre-feasibility study on establishing a copper wire facility in the Leyte Industrial Development Estate by the copper and copper products TWG. The project is expected to effectively plug important supply chain gaps in the copper products sector. The BOI has also been holding small-group consultations as well as a series of fora dubbed “Trade and Industry Development (TID) Updates”, where roadmaps for the manufacturing, chemicals, copper products, rubber products, paper, mass housing, cement, iron and steel, electronics, IT-BPM, motorcycle, and tool and die were presented. The 7th TID Updates on March 27, 2014 at the Audio Visual Room of the BOI Penthouse will feature the furniture and natural health products industry roadmaps. Cristobal said roadmaps for aerospace, bamboo, coco coir, and creative industries are expected to be finalized within the year, while roadmaps for medical travel, mineral processing, processed foods (i.e. fruits), processed meat and marine products, shipbuilding, garments, printing, and home appliance will be completed by end of this year. The following roadmaps have been submitted to the BOI: manufacturing, automotive, automotive parts, biodiesel, cement, ceramic tiles, chemicals, copper and copper products, electric vehicles, electronics, furniture, iron and steel, IT-BPM, mass housing, metalcasting, motorcycle, petrochemicals, plastics, pulp and paper, rubber products, tool and die and natural health products. The DTI-BOI’s industry development initiatives have garnered the support of international partners, through technical assistance projects such as the European Union – Trade-Related Technical Assistance and the United States Agency for International Development – Advancing Competitiveness Project. The Japan International Cooperation Agency is also working with DTI-BOI on several projects related to industry development. |

The Department
of Energy (DOE) and the Export-Import (Ex-Im) Bank of the United
States signed a Memorandum of Understanding (MOU) on 19 March 2014
for $1-billion worth of financing guarantees to further facilitate
renewable energy (RE) and liquefied natural gas (LNG) industries in
the Philippines. "The signing of the MOU is an important venue to cultivate partnerships and cooperation between the Philippine Government and the American private sector," said Energy Undersecretary Raul B. Aguilos, adding that it can support the realization of energy projects in the country. Under the said MOU, DOE and Ex-Im Bank will exchange information on trade and business opportunities and explore options for utilizing up to $1 Billion in Ex-Im Bank medium and long term loan guarantees and/or direct dollar loans to finance U.S. exports in support of selected energy projects in the Philippines. In particular, the DOE and Ex-Im will work together in promoting business development opportunities on renewable energy and LNG facilities including port, receiving terminals, regasification facilities, pipelines and other transportation infrastructures. DOE Undersecretary Raul B. Aguilos and Ex-Im Bank Board of Director Patricia M. Loui signed the MOU in the presence of newly-designated Philippine Senior Official on Energy Leader DOE Undersecretary Loreta G. Ayson, DOE Undersecretary Ramon Allan V. Oca, DOE- Energy Policy and Planning Bureau Director Jesus T. Tamang, and US Department of Commerce Deputy Assistant Secretary Holly Vineyard at the Audio Visual Room of the DOE in Taguig City. Likewise, members of the DOE Management Committee, delegates from Ex-Im Bank, heads of Philippine National Oil Company and its subsidiaries, and heads of key industry player associations such as Philippine Independent Power Producers Association, Petroleum Association of the Philippines, Biomass Alliance of the Philippines and officials from the Department of Foreign Affairs-Office of American Affairs attended the event. Currently, the DOE is formulating a fuel mix policy that would encourage energy diversification that is cleaner and sustainable including RE and LNG. By 2030, the DOE also targets 9,930 megawatts increase in the country’s RE capacity. For LNG, the DOE pushes for the development of a Natural Gas Master Plan with the technical assistance from the World Bank through its transaction advisors the Lantau Group and Arup. Conducted in three phases, the phase 1 and 2 of the plan will be on the establishment of an investment and transactional framework, of which Phase 1 was already completed and Lantau is now working on the Phase 2 of the study. The Phase 3 will involve the creation of a Master Plan for the longer term. The Ex-Im Bank offers long-term financing at competitive terms that is available to public and private sector companies in the Philippines, and has a history of providing long term finance for energy projects in the Philippines. Since 1993, Ex-Im Bank has provided US1.3 billion in energy sector finance, virtually all of which has been repaid according to agreed loan schedules. In 1994, the Ex-Im Bank has financed geothermal power projects in the country including the Mahanagdong Geothermal power project in Leyte. |

his delegation will undertake an official visit to the Philippines
from March 24 to 25 at the invitation of Philippine Foreign Affairs
Secretary Albert F. del Rosario. Minister Margallo is traveling with his spouse, Mrs. Maria Isabel Barreiro Fernandez, officials from the Spanish Ministry of Foreign Affairs and Cooperation (MAEC), the Spanish International Cooperation and Development Agency (AECID), and Spanish Economic Ministry (MINECO).The Minister will bring with him CEOs and representatives of 15 major Spanish business conglomerates. While in Manila, Minister Margallo is scheduled to call on President Benigno S. Aquino III and Finance Secretary Cesar Purisima. Minister Margallo will discuss bilateral relations with Secretary del Rosario within the framework of high-level political consultations. The Minister will also speak before members of the Makati Business Club (MBC) and Philippine captains of industries during a luncheon in his honor where he is expected to introduce the Marca España initiative of the Spanish Government. A highlight of Minister Margallo’s visit is his trip to Tacloban City on March 25. Spain is one of the biggest donors to the rescue and rehabilitation efforts in areas hard hit by super typhoon Yolanda. He will also visit Bangkal High School in Makati to check on the progress of the implementation of the Department of Education’s Special Education Program in Foreign Language in partnership with the Embassy of Spain and Instituto Cervantes in Manila. The Minister will likewise inaugurate the Spanish-assisted Humanitarian Assistance Emergency Warehouse project at Clark International Airport. Relations between the Philippines and Spain have enjoyed an active exchange of trade and investments. Total trade between the two countries from January to October 2013 is valued at US$385,130,000 while the total investments from Spain from January to September 2013 amounted to US$200,000. Philippines’ total exports to Spain are valued at US$ 122.26 million, while the total imports from Spain amount to US$262.87 million. The top Philippine products exported to Spain are coconut (copra) oil, yellowfin tunas, seaweeds, carrageenan and other algae, and pineapples. The Philippines’ top commodity imports from Spain are mixtures of odoriferous substances and mixtures used in the food or drink industries, women’s or girls’ outerwear, tubes, pipes and hoses, spirits obtained by distilling grape wine or grape marc, and other preparations of a kind used in animal feeding. There were 17,126 Spanish tourists who visited the Philippines last year, and there is great potential in increasing tourism exchanges between the two countries. Development Bank of the Philippines (DBP) has approved P1.1-billion
in loans for relending of its three participating financial
institutions under its wholesale lending program as part of efforts
to boost economic growth by supporting micro, small and medium
enterprises (MSMEs). DBP granted a P500-million clean revolving credit line to Radiowealth Finance Company, Inc. (RFC) to support the livelihood programs of its members including production, agricultural and micro-agricultural activities. RFC has 91 branches and 58 business centers which cover 86% of the total 1,469 cities and municipalities nationwide. It offers livelihood and business loans, consumer loans, salary loans, and franchising loans to more than 40,000 borrowers. DBP also extended a P300-million clean revolving credit line to Philippine Resources Savings Banking Corporation (PR Savings Bank) for relending to and investment in eligible MSME projects, including public school teacher loans with livelihood projects. PR Savings Back has 47 branches and 46 extension and field offices nationwide. It grants salary loans to public school teachers, motorcycle loans, and agricultural machinery loans to improve the productivity and incomes of farmers. DBP likewise approved a P300-million credit line for the Bank of Makati (BMI) for relending to MSMEs. The largest rural bank in the country, BMI has 19 branches and 27 loan centers located in key cities nationwide. |

Development Mutual Fund (HDMF or Pag-IBIG Fund) has put in place
safeguards to prevent the housing agency from being defrauded in
another Globe Asiatique-like scam, Vice President Jejomar C. Binay
said Wednesday. “Alam mo kasi ’yong kay Delfin Lee, basically double sale ’yon at saka ghost buyers. So ’yon ang pinag-aaralang maigi para maiwasang mangyari pa ulit,” the Vice President said at the sidelines of the groundbreaking of the Ernestville Housing Project in Novaliches, Quezon City. Binay chairs the Pag-IBIG Fund board of trustees in his capacity as chairman of the Housing and Urban Development Coordinating Council (HUDCC). Pag-IBIG Fund chief executive officer Darlene Marie Berberabe has also said they have put in place an internal ombudsman, as well as an internal control audit that regularly checks all of the Fund’s transactions. Berberabe further said that after the discovery of the Globe Asiatique scam, Binay ordered Pag-IBIG Fund to abolish the Window 1 scheme, which was used by Lee to siphon some P6.6 billion in loans from the agency using ghost borrowers. Window 1 was the express lane for real estate developers with good track records to fast track loan applications. In the scheme, developers were essentially deputized by Pag-IBIG Fund to evaluate the financial capability of potential borrowers and submit application documents on their behalf. As a replacement of the scrapped scheme, Berberabe said Pag-IBIG Fund implemented the Employer’s Accreditation Program, which offers the country’s top employers with accreditation to process housing loans for its employees. The accreditation provides employers with faster access to Pag-IBIG’s housing services such as housing loan prequalification, home or housing needs matching, and faster housing loan processing time. Pag-IBIG also introduced a special lane in several branches for loans amounting to P1 million and above to facilitate faster processing. Moreover, upon the instruction of the Vice President, Pag-IBIG Fund has implemented the Affordable Housing Program, which offers subsidized rates for the first 10 years for members with gross monthly income not higher than P17,500. Loans up to P400,000 have an interest rate of 4.5 percent, while loans from P400,001 up to P750,000 have a 6.5 percent interest. At the end of the 10-year period of subsidized rates, the borrower will have the option to pick the re-pricing period of his choice. The Philippine
Deposit Insurance Corporation (PDIC) is set to sell via public
auction on an “as-is, where-is” basis 109 vehicles and 10 generator
sets owned by various closed banks with an aggregate minimum
disposal value of about P36.98 million on March 25, 2014. The
bidding, the first for the year, will be held at the Skylounge,
Exportbank Plaza, Chino Roces cor. Sen. Gil Puyat Ave., Makati City
from 8:00 a.m. to 5:00 p.m. Before submitting their bids, prospective buyers are advised to physically inspect the properties they are interested to buy. The list of property descriptions is also available through the PDIC website. Bidders and observers are enjoined to present a valid identification (ID) card with photo to be allowed entry to the bidding area. All bidders are required to pay a refundable registration fee of P5,000 which may be in the form of cash, Manager’s or Cashier’s Check, or personal and/or corporate checks issued by a universal or reputable commercial bank payable to the Philippine Deposit Insurance Corporation for the Account of (Name of Closed Bank). A 10% bid deposit will be required for each property won in the auction. Bidders may opt to pay a higher bid deposit or the full amount of the bid. The payment of the bid deposit shall be made within the day of the auction. The P5,000 registration fee shall be applied to the bid deposit. After cleaning
up several public markets in Metro Manila, the Metropolitan Manila
Development Authority (MMDA) will wrap up its “Linis Palengkeâ€
program next week at the Mega Public Market in Pasig City. In a span of only five months, MMDA Chairman Francis Tolentino said the cleanup activity has covered a total of 100,879 square meters of public market land areas since it was launched on October 8, 2013. MMDA workers, backed up by barangay personnel and volunteers from the local government units, also cleaned up 2,935 wet stalls and 4,163 dry stalls, aside from conducting lectures for market personnel and vendors about cleanliness and environmental conservation. The last market cleanup activity will be held at the Mega Public Market in Pasig City on March 21. “We’re done with the Linis Palengke as of now because we will resume our ‘Estero Blitz’ program before the onset of the summer season,†Tolentino said, referring to MMDA’s extensive cleanup of esteros and waterways in Metro Manila. Aimed at increasing the awareness of market vendors on environmental protection, the Linis Palengke program was conducted in selected public markets in Manila, Quezon City, Parañaque, Muntinlupa, Pasay, Mandaluyong, Valenzuela, Las Piñas, Marikina, and Pasig. MMDA also donated garbage bins, utility carts, aprons, and compressor washers to the public markets. Dismissal from the service of Pascual couple a historic win for DOF-RIPS The Revenue Integrity Protection Service (DOF-RIPS), the anti-corruption arm of the Department of Finance (DOF), scored another first in its anti-graft campaign by dismissing a couple working with the Bureau of Internal Revenue (BIR) from the service. “The dismissal of spouses Pascual is a first for DOF-RIPS. In its 10-year existence, DOF-RIPS has filed cases against 2 spouses from BIR; 2 spouses from the Bureau of Customs and 1 spouse from the Bureau of Local Government Finance but this is the first that both spouses were dismissed from the service,” Undersecretary Carlo A. Carag, head of the DOF Revenue Operations and Legal Affairs Group, said. The dismissal, which takes effect immediately, includes forfeiture of all retirement benefits, cancellation of civil service eligibility and with prejudice to re-employment in any branch or instrumentality of the government, including any government-owned or controlled corporation. In a 13-page decision, spouses Marlon and Emma Pascual, Revenue Officers I and II respectively, were found guilty by the Office of the Ombudsman for Grave Misconduct, Serious Dishonesty and violation of the Code of Conduct and Ethical Standards (RA 6713) for their failure to declare numerous expensive vehicles and business interests in their Statement of Assets, Liabilities and Net Worth (SALN). “With respondents-spouses Pascual deliberate attempt to evade the mandatory disclosure of all assets acquired during their incumbency in order to conceal their accumulation of wealth which is manifestly out of proportion to their salaries, they are guilty of dishonesty”, the decision states. Couple’s P278,000 annual salary disproportionate to vehicle purchases The case stemmed from information received by DOF-RIPS in 2005. An exhaustive investigation and lifestyle check was conducted by DOF-RIPS which led to the discovery of expensive SUV vehicles, including a Ford Explorer, Honda CRV, Hyundai Starex, and a Mitsubishi car registered to their daughter, Denise Anne, who was a minor and unemployed at that time. In justifying their accumulation of wealth, the spouses Pascual stated that they were engaged in several businesses, which support the purchases of the expensive properties. But DOF-RIPS discovered that the spouses Pascual did not disclose any business and financial interests in their SALNs. “Such non disclosure essentially embraced concealment of unexplained wealth”, the Ombudsman said. The Ombudsman likewise did not give consideration to spouses Pascual’s defense that they did not declare the vehicles because they were not fully paid yet. “Foremost, the said vehicles were registered in respondent Marlon’s name and registration of a motor vehicle connotes ownership. Moreover, if this Office were to accept the said explanation, such would set a precedent wherein public officials may acquire as many assets and never declare it by mere invocation that the property is not yet fully paid. Such act erodes the function of requiring accuracy of entries in the SALN which must be a true and detailed statement. It would undermine the requirement of filing a SALN as the means to achieve the policy of accountability of all public officers and employees in the government”, the decision states. The couple tried to hide their unexplained wealth by declaring various loans but the Ombudsman said that “the loans raised more questions instead of settling the controversy. How were respondents-spouses Pascual able to keep up with the monthly amortizations and their remarkable monthly living cost of expenses considering their meager income?”. In 2001, the couple had a combined gross annual salary of P278,424.00 when they purchased a vehicle worth P1,800,000.00 Pascual decision adds to DOF-RIPS list of victories Just last week, RIPS scored a major victory when a trial judge convicted Ana Marie Concepcion Maglasang, a Customs Examiner, with imprisonment of 4 months to 1 year for every count of 5 counts of perjury. Since last year, the DOF has enhanced the capacity of RIPS by hiring former prosecutors with extensive investigative and prosecutorial experiences to strengthen the case build up capacity of DOF-RIPS, which can ensure the successful resolutions of its cases. It has tapped the assistance of other agencies such as the Office of the Ombudsman, the Civil Service Commission, the Land Registration Authority, the Land Transportation Office, the Securities and Exchange Commission to create green lanes that will give priority to DOF-RIPS cases and requests for information and documents in order to expedite their investigations and the resolution of its cases. The Office of
the Ombudsman ordered the filing of criminal charges against local
government officials of Lawaan, Eastern Samar for illegally using
public funds to reimburse repair and maintenance expenses for the
Mitsubishi Montero of the Municipal Mayor. Ombudsman Conchita Carpio Morales ordered the filing with the Sandiganbayan of Information for two (2) counts of malversation through falsification of public documents and two (2) counts of violation of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019) against Municipal Mayor Candida Gabornes, Municipal Accountant Pedro Gabornes and Municipal Treasurer Ruben Baet. Investigation showed that public funds amounting to P41,801.14 was used in 2012 to pay for the emergency purchase of spare parts and tires of the private vehicle owned by Gabornes. Ombudsman Morales noted that “as high-ranking responsible officers they ought to know and as a matter of fact are presumed to know the applicable law, rules and regulations pertinent to the discharge of their respective official duties and responsibilities.” In the related administrative case, substantial evidence was established against Mayor Gabornes, Accountant Gabornes and Treasurer Baet for Grave Misconduct and were dismissed from the service. “Pieces of evidence on record glaringly show how [they] acted in concert to facilitate the illegal release of public funds,” the Joint Resolution stated. The principal penalty of dismissal from service carries with it the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, perpetual disqualification from holding public office, and bar from taking civil service examinations. |

Commission on Elections (Comelec) Commissioner Virgilio O.
Garcillano with Perjury under Article 183 of the Revised Penal Code
(RPC) and violation of Section 19(c) of Republic Act (RA) No. 8239
(Philippine Passport Act No. 1996). The case stemmed from the complaint-affidavit filed in January 2012 by Bayan Muna Party List Representatives Neri Colmenares and Teddy Casiño against Garcillano, who resurfaced after the 2004 “Hello Garci” controversy, for falsely testifying under oath and presenting a spurious passport during the Congressional Joint Committee Hearing in December 2005. The “Hello Garci” controversy arose when audio recordings of a telephone conversation between then Comelec Commissioner Garcillano and then President Gloria Macapagal-Arroyo at the height of the 2004 National and Local Elections were released to the public. In a 13-page Resolution approved on March 18, 2014, Ombudsman Morales found that Garcillano made a deliberate and willful assertion of a falsehood during the congressional hearing when he testified that he never left the Philippines after the “Hello Garci” controversy broke out. The Resolution pointed out that the Note Verbale dated August 31, 2005 issued by the Ministry of Foreign Affairs of the Republic of Singapore confirmed that Garcillano “transited in Singapore on 14 July 2005 on board a Learjet 35 with the registration number RP-C-1426” and “departed Singapore on 15 July 2005 on board Singapore Airlines Flight SQ 320.” It added that Garcillano took his oath before Rep. Emmylou Talino-Santos, a competent officer authorized to administer oaths, at the start of the congressional proceedings, as evidenced by the tran of stenographic notes. Further, the Resolution found that Garcillano also violated RA 8239[1] when he presented a forged passport before the congressional hearing. It cited the Bangko Sentral ng Pilipinas (BSP) Laboratory Examination Report dated March 20, 2006 that concluded that Garcillano’s passport does not conform to standard after discovering badges of forgery such as: (i) smaller size of booklet; (ii) variance in the paper and print used in the inside front and back covers; (iii) additional stitching along the seam; (iv) presence of cuts and joints along the seam; and (v) presence of the text “Bisa-Visa” on the upper portion of, and variance in the print quality of certain text on page 32 of the passport. “While the DFA issued a certification that its Regional Consular Office in Cagayan de Oro issued a passport bearing no. JJ243816 to respondent, respondent did not show proof that the questioned passport was the same passport issued by the Cagayan de Oro Regional Consular Office,” the Resolution stated. Citing jurisprudence, the Resolution added that “[r]espondent, being in possession of the forged passport and the one to benefit from its presentation before the Congressional Joint Committee, is presumed to be forger.” The Resolution dismissed, however, the charge of Falsification by a Public Officer under Article 171(2) of the RPC because the element of “taking advantage of official position” was found lacking. “[R]espondent, although a public officer, acted not by reason of his office, his position as a Comelec Commissioner not having anything to do with the issuance of a passport,” it explained.## [1] Sec. 19. Offenses and Penalties. — x x x x x x x c) Offenses Relating to Forgery: Penalties. — Any person who: 1. Falsely makes, forges, counterfeits, mutilates or alters any passport or travel documents or any supporting document for a passport application, with the intent of using the same shall be punished by a fine of not less than Sixty thousand pesos (P60,000) nor more than One hundred fifty thousand pesos (150,000) and imprisonment of not less than six (6) years nor more than fifteen (15) years; or 2. Willfully or knowingly uses or attempts to use or furnishes to another for use any such false, forged, counterfeited, mutilated or altered passport or travel document or any passport validly issued which has become void by the occurrence of any condition therein prescribed shall be punished by a fine of not less than Sixty thousand pesos (60,000) nor more than One hundred and fifty thousand pesos (P150,000) and imprisonment of not less than six (6) years nor more than fifteen (15) years[.] |

The Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated
Delivery of Social Services (Kalahi-CIDSS) of the Department of
Social Welfare and Development (DSWD) won in the 4th Best Public
Sector Project Awards in Region VI. The Awards has four objectives: to identify and recognize good practices in the public sector, enhance the public image of government, identify good practices for possible replication in other areas, and develop social accountability, transparency and good governance. It was conceptualized by the Regional Development Council (RDC)which is composed of governors of the six provinces in Western Visayas, 16 mayors, 18 representatives of the private sector, and 22 regional directors of national government agencies. DSWD-Field Office VI was chosen by the Board of Judges as the winner in the National Government Agencies category for its entry entitled “Ang Banas Padulong sa Kauswagan”. “Ang Banas Padulong sa Kauswagan” (The Path to Progress) is a documentary on the barangay trail with foot bridge project in the island-barangay of Macatunao, Northern Iloilo. It highlighted the collaborative effort of the community and the LGU of Concepcion, with the supervision of the Regional Project Management Office, in the construction of the PhP1.1 million-worth project. The project now directly serves 200 households within Macatunao. Some 149 households from other sitios and neighboring barangays also benefit from the community project. Its implementation was led by Barangay Sub-Project Management Committee Chairperson Vivian Dolor whose story of pawning her wedding ring to buy their needed materials for the presentation of their project concept was featured in the Philippine Daily Inquirer and Rated K. Dolor’s sacrifices, as well as that of her fellow volunteers, to implement the barangay trail with foot bridge subsequently inspired development workers and various groups in getting involved in community-driven development (CDD), the development strategy utilized by Kalahi-CIDSS. The DSWD will receive a trophy and a cash prize of P50,000 for winning the award. The awarding ceremony is set on April 1, with Department of Budget and Management Secretary Florencio Abad as guest of honor. Kalahi-CIDSS uses the community-driven development (CDD) strategy to empower citizens through various trainings and activities to capacitate them to identify and solve community concerns that affect their local poverty situation. |
