Rice prices to stabilize in two months, says Palace
 
Malacanang said on Monday that rice prices are expected to stabilize in the next two months.

Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said that the National Food Authority (NFA) is monitoring the situation.

“Tinututukan ng NFA ang galaw ng presyo ng bigas, at ayon sa kanila, ito ay dulot ng market forces, dahil ito ay low-season ng supply at inaasahan nilang magi-stabilize ito kapag dumating na ‘yung inangkat na bigas mula sa ibang bansa, at inaasahan nilang magi-stabilize ang presyo sa susunod na dalawang buwan,” said Coloma in a press briefing.

Rice prices have reportedly increased by PHP2, bringing the average retail price of well-milled rice to PHP42.19 per kilo, and milled rice to PHP38.93 per kilo.

As for the prices of garlic and ginger, Coloma said the Department of Agriculture and the Department of Trade and Industry are closely watching the movement in their prices.

“Mayroong mga suggested retail prices para sa mga bagay na ito at hindi natin pahihintulutan na maging labis ang pagsingil o walang katuwiran,” he explained.

The price per kilo of garlic has reportedly reached as much as PHP300.

“Dahil nga ang pinag-uusapan dito ay mga prime commodities, masinsing tinututukan ito ng ating pamahalaan para tiyakin na walang magiging pinsala sa kapakanan ng ating mga mamamayan,” said Coloma. PND (ag)

Palace on accounting of foreign aid for Ondoy victims: We are transparent
 
The Palace said all funds received by the government for the victims of Typhoon Ondoy had been channeled to the National Treasury, and people are welcome to check how the donations had been spent.

“Ang mga pondong ito ay maaaring gastusin nang naaayon lamang sa patakarang itinakda ng batas. Alinsunod sa prinsipyo ng mabuting pamamahala, bukas at hayag ang talaan o record ng pamahalaan hinggil sa paggastos ng ganitong mga pondo,” Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said during Monday’s press briefing.

Coloma was commenting on reports that a group of lawmakers is calling on the administration of President Benigno S. Aquino III to account for the PHP16-billion foreign aid for victims of Typhoon Ondoy.

The group said that although the typhoon struck Metro Manila and nearby provinces in 2009, the bulk of the foreign aid was given in 2010 when President Aquino was already in power.

Coloma said that it is the duty of the Commission on Audit to examine how the funds had been spent.

He further said that the government is one with the group “in their advocacy that there should be transparency of information and accountability of public funds.”

The group is led by Leyte 1st District Congressman Ferdinand Martin Romualdez, whose constituents were affected by Typhoon Yolanda. Romualdez is also the nephew of former First Lady Imelda Marcos. PND (ag)

Palace says government is serious in addressing crimes in the country
 
Malacanang has assured that the government is working to solve and prevent crimes from happening in the country.

"What I can say is that the President takes a very serious and hands-on attitude when it comes to crime and police matters," Presidential Communications Operations Office Secretary Herminio Coloma, Jr. told reporters during a press briefing on Monday.

Coloma was answering questions on the administration's response to the spate of crimes occurring in the country, including the recent killing of a mayor in Pangasinan and a police major in Quezon City.

"I have been with the President on several occasions and I have actually witnessed him call up a particular officer to inquire about an incident report or to make sure that a serious crime is being handled properly and with utmost urgency," Coloma said.

This is a matter of serious concern that should prompt our law enforcement authorities to boost their crime prevention efforts, he said.

The Palace official also called for intensified public vigilance, saying that effective crime prevention requires the people to cooperate with law enforcers.

"Kinakailangan din siguro ‘yung mas masinop na police intelligence work para masubaybayan ang mga kilos ng mga criminal elements that have been under surveillance," he added.

The public has called for increased police visibility, following recent killings in the country. PND (as)

Inaasahang magiging matatag na ang halaga ng bigas sa susunod na dalawang buwan, alin-sunod sa Malacanang Lunes.

Binigyang diin ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office na sinusubaybayang mabuti ng National Food Authority (NFA) ang sitwasyong ito.

“Tinututukan ng NFA ang galaw ng presyo ng bigas at ayon sa kanila, ito ay dulot ng market forces dahil matagal-tagal nang tapos ang anihan, nguni’t inaasahan nilang magiging matatag na kapag dumating ang inangkat na bigas mula sa ibang bansa. Sa loob ng susunod na dalawang buwan ay inaaasahan nilang ganito ang mangyayari,” dugtong pa ni Coloma sa pulong balitaan sa Malacanang Lunes.

Ayon sa mga ulat, tumaas ng dalawang piso isang kilo ang presyo ng well-milled rice kaya ito ay P42.19 na isang kilo at ang karaniwang bigas naman ay P38.93 ang isang kilo.

Tungkol naman sa halaga ng bawang at luya, sinabi ni Coloma na ang mga Kagawaran ng Pagsasaka at Kagawaran ng Kalakal at Industriya ang nagbabantay sa halaga ng mga ito.

“May mga itinakdang halaga sa tingian ng mga bagay na ito at hindi natin pahihintulutan na maging labis ang halaga o walang katuwiran,” dagdag ni Coloma.

Alinsunod sa mga ulat, umabot na sa P300 ang halaga ng isang kilo ng bawang.

“Dahil nga ang pinag-uusapan dito ay ang mga pangunahing bilihin, masinsinan itong tinututukan ng ating pamahalaan para tiyakin na walang magiging pinsala sa kapakanan ng ating mga mamamayan,” sabi pa ni Coloma. PND (ag/zaf)

‘Wala kaming itinatago,’ sabi ng Palasyo sa pagtutuos ng mga ‘foreign aid’ para sa mga biktima ng bagyong Ondoy
 
Lahat ng pondong tinanggap ng pamahalaan para sa mga biktima ng Bagyong Ondoy ay idinaan sa Pambansang Kabang Yaman at maaaring tingnan ng taong bayan kung paano ginugol ang nasabing mga donasyon, alinsunod sa Malacanang.

“Ang mga pondong ito ay maaaring gastusin nang naaayon lamang sa patakarang itinakda ng batas. Alinsunod sa prinsipyo ng mabuting pamamahala, bukas at hayag ang talaan o rekord ng pamahalaan hinggil sa paggastos ng ganitong mga pondo,” paliwanag ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa pulong balitaan Lunes.

Ito ang tugon ni Coloma sa mga ulat na isang pangkat ng mga mambabatas ang nananawagan sa Pangulong Benigno S. Aqujno III na iulat ang P18 bilyong tulong ng dayuhan para sa mga biktima ng Bagyong Ondoy.

Ayon sa grupo, bagaman ang bagyo ay sumalanta sa Metro Manila at mga karatig na lalawigan noong 2009, ang malaking bahagi ng tulong ng mga banyaga ay ibinigay noong 2010 nang ang nakaluklok na sa kapangyarihan ay ang Pangulong Aquino.

Sinabi ni Coloma na katungkulan ng Komisyon sa Awdit na alamin kung paano ginugol ang naturang mga pondo.

Idinugtong pa ni Coloma na ang pamahalaan ay kaisa ng mga grupo sa “isinusulong ng mga ito na ilantad ang mga impormasyon at ang pagtutuos sa salapi ng bayan.”

Pinangungunahan ni Kinatawan Ferdinand Martin Romualdez ng Unang Purok ng Leyte ang grupo ng mga mambabatas. Walang puknat ang pagdigma ng gobyerno sa krimen sa bansa - Palasyo
 
Tiniyak ng pamahalaan na walang puknat ang ginagawa nitong pagsisikap na malutas ang mga krimen, kaalinsabay ng paggawa ng karampatang hakbang upang maiwasang may mangyaring krimen sa bansa, sang-ayon sa Malacanang.

“Ang masasabi ko lamang, puspusan at talagang hinaharap ng Pangulo ang mga bagay na may kaugnayan sa krimen at mga police matters,” ito ang binigyang diin ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office sa pulong balitaan sa Malacanang Lunes.

Ang pahayag ni Coloma ay kaugnay ng kung ano ang ginagawa ng pamahalaan hinggil sa mga krimen sa bansa, kabilang na ang pagpatay kamakailan sa isang alkalde ng Pangasinan at sa isang major naman ng pulisya sa Lungsod ng Quezon.

“Ilang ulit akong nakasama ng Pangulo at nasaksihan kung tinawagan niya ang isang pinuno para usisiain tungkol sa mga balitang may naganap na krimen o tiyaking puspusan at maagap ang ginagawang hakbang upang malutas ang ano mang krimen,” pahayag pa ni Coloma.

“Ito ay isang bagay na dapat na totohanan at maagap ang ating mga alagad ng batas sa pagsisikap na pagbutihin at pag-ibayuhin ang kanilang mga tungkulin na maiwasan ang krimen,” sabi pa ni Coloma.

Nanawagan pa si Coloma sa taong bayan na maging mapagmatyag at binigyang diin na ang pag-iwas na may maganap na krimen ay nangangailangan nang puspusang pakikipagtulungan ng taong bayan sa mga alagad ng batas.

“Kinakailangan din siguro ang mas masinop na police intelligence work para masubaybayang mabuti ang mga kilos ng mga kriminal na tinutugaygayan nila,” dugtong ni Coloma.

Nanawagan ang taong bayan na dagdagan ang pagpapatrulya ng mga pulis matapos ang mga sunud-sunod na pagpatay na naganap sa iba-ibang panig ng bansa. PND (as/zaf)

 

 
Personal remittances rise by 5.2 percent in April 2014; Reach US$8.2 billion in January-April

Personal remittances from overseas Filipinos (OFs) increased by 5.2 percent year-on-year to US$2.1 billion in April 2014. On a cumulative basis, personal remittances rose by 6.2 percent reach US$8.2 billion in January – April 2014 relative to the same period last year, the Bangko Sentral ng Pilipinas announced today.1 The sustained growth in personal remittances during the first four months of 2014 was due mainly to the steady increase in remittance flows from both land-based workers with long-term contracts (5 percent) and sea-based and land-based workers with short-term contracts (8.3 percent).

Meanwhile, cash remittances from OFs coursed through banks grew by 5.2 percent year-on-year to US$1.9 billion in April 2014. This brought cash remittances for the first four months of the year to US$7.4 billion, higher by 5.8 percent than the level recorded in the comparable period in 2013. Cash remittances from both land-based (US$5.6 billion) and sea-based (US$1.8 billion) workers rose by 5 percent and 8.3 percent year-on-year, respectively, during the January-April 2014 period. The major sources of cash remittances were the United States, Saudi Arabia, the United Arab Emirates, the United Kingdom, Singapore, Japan, and Hong Kong.2

Remittance flows remained robust on the back of sustained demand for skilled Filipino workers. Preliminary data from the Philippine Overseas Employment Administration (POEA) showed that in January-April 2014, approved job orders totaled 319,888, of which 24.9 percent were processed job orders intended for service, production, and professional, technical and related workers in Saudi Arabia, the United Arab Emirates, Taiwan, Kuwait, and Qatar.

The continued expansion of the network of banks and non-bank service providers and innovations in financial products in the remittance market have likewise provided for the wider capture of fund transfers through formal channels, facilitating the increased inflows of cash remittances.

OWWA Administrator hosts lunch for SY-2014 OWWA scholars- graduates in CAR

OWWA Administrator Carmelita Dimzon hosted a lunch to the twelve (12) EDSP and ODSP graduates of OWWA-CAR, who had a summa cum laude, a magna cum laude and three cum laude in their batch, on April 25, 2014 at Fortune Restaurant in Baguio City.

Tears of joy were shed as she said she is particularly happy that an ODSP scholar Ritchelle Lamayo tops the roster of honour graduates of OWWA-CAR. ODSP is a scholarship program wherein the scholar does not take any qualifying exams, the only qualification is that the OFW’s income should not be more than $400. Dimzon said that although ODSP scholars like Lamayo received less than what EDSP scholars do, she still managed to get the highest honours and disproved the common notion that ODSP scholars are secondary only with EDSP in terms of academic achievements because they did not take and pass the qualifying exams. “It proved that you are really driven to excel, you want to study and make use of the scholarship granted to you by OWWA.”

Ritchelle Lamayo graduated summa cum laude with the degree of Bachelor in Secondary Education major in Physical Sciences (Chemistry and Physics) from Saint Louis University (SLU). Being a consistent Dean’s Lister and summa cum laude, SLU recommended Lamayo to undergo a 3-year Career Advancement training with the Assumption College of Rayong, Thailand which will start immediately as she is set to fly to Thailand on May 7.

She said when she comes back from the 3-year stint in Thailand, she plans to teach in public school, “I am a product of public schools from elementary to high school, thus, whatever skills and learnings I will gain from this, I want to share it with public school students as a way of paying it forward.” Ms. Lamayo’s academic achievements started in elementary when she graduated valedictorian from Pinsao Elementary School in Baguio City and continued up to high school when she got the same honours from Pines City National High School Pinsao Annex, also in Baguio City. Thus, graduating summa cum laude in college is not really surprising for this 20-year old achiever. Her teachers in high school saw her potential when she wrote in her report card that Ritchelle has all the makings of good leader and studious achiever. If all plans pans out, she said she wants to take her master’s and doctorate degrees in Physics someday.

Ritchelle said she was in Grade III when her father, Ricky Lamayo, went to work in Saudi Arabia as mason, “he comes home every two years for vacation but for the past five years, he was not able to come home, we communicate through Skype and we sent videos of important events in our lives, such as my graduation, as a way of catching up.” Her mother is the constant source of guidance, although, she credits her father for all her achievements, “I studied hard because I know my father sacrifices a lot for us and I do not want all those sacrifices go for naught.” She said she wanted to prove that children of OFWs can succeed even if one of the parents works abroad.

It is probably serendipitous that Saint Louis University, where Ritchelle graduated, has a program for sons and daughters of migrants, thus, she was nominated by SLU to the BPI Search for Outstanding Expatriates Pinoy Students of the Philippines in 2012. Among the ten nationwide winners of the search, she is the lone winner from the many nominees from the Cordilleras, truly a fine testament of her journey as a daughter of an OFW.

Other honour graduates and graduates from the different provinces in the Cordillera were likewise given certificates of recognition signed by the Administrator. Gerome Ace Dado, holds a double- he finished his Bachelor in Science on Management Accounting in 2013 and Bachelor in Science in Accountancy in 2014- on both instance, he graduated cum laude. Shyla Dumapi graduated cum laude with the degree on Bachelor in Science on Management Accounting.

Magna cum laude Donna Selina Bravo was not able to make it as she is currently reviewing for the board exams for Pharmacy while Marc Klevin Pajela, also a cum laude and Mechatronics graduate was in Manila for a job interview.

DSWD leads signing of revised rules strengthening juvenile justice welfare system

The Department of Social Welfare and Development (DSWD) and the Juvenile Justice and Welfare Council (JJWC) will sign today, Monday, June 16, the revised Implementing Rules and Regulations (IRR) of Republic Act 9344 as amended by Republic Act 10630 also known as an “Act Strengthening the Juvenile Justice System in the Philippines, amending for the purpose Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006″.

DSWD Secretary Corazon Juliano-Soliman said that the signing of the implementing rules “is another milestone in our goal to establish a better restorative juvenile justice system in the country for the promotion and protection of the welfare of children at risk and children in conflict with the law (CICL).”

Representatives from the JJWC member-agencies and partner-agencies, non-government organizations (NGOs), local government units (LGUs), and other stakeholders who contributed in crafting the revised IRR will also witness the signing.

One important amendment of the law is the provision of a comprehensive and effective juvenile intervention program that aims to reduce, if not address the involvement of children in crimes.

“The establishment of an Intensive Juvenile Intervention and Support Center (IJISC) for children under the minimum age of criminal responsibility in Bahay Pag-Asa is one of the key enhancements in the law,” Sec. Soliman explained.

Bahay Pag-Asa is a 24-hour residential facility that provides temporary care and serves as a rehabilitation center for CICL instead of jails, and with the goal of eventually reintegrating them with their families.

To date, there are eight operational and 10 constructed Bahay Pag-Asa in various regions.

The amended law also provides for the allocation of P400 million that will be coursed through the Department of Public Works and Highways (DPWH) to fund the construction of Bahay Pag-Asa in identified priority local government units by the JJWC.

Sec. Soliman also emphasized the importance of retaining the minimum age of criminal responsibility to 15 years old as stipulated in RA 9344.

The Secretary, however, stressed that under the revised law, the specific treatment, process and intervention program to be administered to children who committed a crime but cannot be criminally charged is made clear. This is to ensure that the children are made aware of their accountability and to dispel any misconception that erring children are not held liable for their actions.

The ceremonial signing will also mark the transfer of JJWC supervision from the Department of Justice (DOJ) to the DSWD as an attached agency.

“We at DSWD welcome the JJWC with open arms. For the last eight years, we have been working closely with the council and we deeply support its endeavors in ensuring the full implementation of the law. DSWD is hopeful that this will bring about an enhanced and strengthened JJWC and more importantly, make communities safer for children,” the Secretary concluded.

DOJ Acting Secretary Agnes VST Devanadera recently launched a new slogan aimed at challenging all department personnel to initiate change for the organization.

In a regular Monday flag-raising activity at the central office, she unveiled a marker with the phrase "Ako sa Pagbabago" anchored on the idea that change comes from within. PH votes 'Yes' to ILO protocol and recommendation on forced labour

Geneva--Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday expressed strong support to the ILO's adoption of a Protocol and Recommendation on Forced Labour.
In a statement shortly after a plenary vote was taken on the Protocol and Recommendation--and where the Philippines cast an affirmative vote--Baldoz said:
"The Philippine Government is deeply concerned with forced or compulsory labour, so that we have ratified relevant UN and ILO Conventions and adopted domestic measures aimed at effectively addressing the problem. We do not merely enact laws, but we have institutions and mechanisms to effectively implement them."
Baldoz, who is in Geneva attending the 103rd International Labor Conference, said that in the last four years, the Philippines have registered a decline in the number of illegal recruitment cases and victims involved in these cases.
"To date, we have obtained conviction for 129 cases, and have put behind bars 147 traffickers. Seventy-eight per cent, or a hundred, of these convictions was obtained under the administration of President Benigno S. Aquino, III," she said.
Baldoz said the Philippines's strong legal framework and action to combat forced or compulsory labour are, in her view, sufficient to comply with the requirements of both the proposed Protocol to the Forced Labour Convention and Recommendation.
However, she said the government is also mindful of the large population of Filipino migrant workers in various parts of the world, especially those at higher risk of becoming victims, who need assurance of stronger protection against abuse and exploitation, such as forced or compulsory labour.
In her statement, Baldoz also called on the tripartite representatives of the ILO's member-States, especially of the countries hosting migrant workers, to take a similar position of support and to create a work environment that provides premium to labor rights and one that is free from forced or compulsory labour.
Forced Labour (Supplementing the Forced Labour Convention, 1930 (No. 29), was the fourth item in the agenda of the 103rd ILC.
It was taken up for a single-sitting discussion by the Committee on Forced Labour, which met on first sitting on 28 May, to address implementation gaps to advance prevention, protection, and compensation measures and, thereby, to affectively achieve the elimination of forced labour.

Baldoz orders OWWA to assist family of OFW who dies of cardiac arrest at temporary shelter in Libya

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday instructed OWWA officer-in-charge Josefino Torres to provide all necessary assistance to the family of Jason M. Balute, the OFW who had voluntarily asked to be repatriated from Libya, but who died of cardiac arrest at the shelter where he was temporarily staying in Tripoli. Baldoz issued the instruction after Melchor B. Dizon, Philippine labor attache to Libya, yesterday reported that Jason M. Balute, 25, from Bacacay, Albay, succumbed to heart failure and was declared dead on arrival at the Tripoli Medical Center on the morning of 14 June 2014. If verified to be an active OWWA member, Balute, who is still single, is entitled to a life insurance benefit of P100,000 and burial assistance of P20,000. Informed that the deceased OFW is supporting the studies of a younger brother, Jestoney, Baldoz directed Torres to see to it that the brother continue his schooling, particularly because the deceased before he died had requested the OWWA for scholarship assistance for Jestoney who is a first-year criminology student. Baldoz, likewise, instructed Labor Attache Dizon to conduct a medical check-up of all OFWs who had been admitted to the shelter in Tripoli. "Welfare Officer Lynol Fulgencio, Necy Macavinta, a Filipino nurse and the President of the Filipino Community Organization in Libya, Edwin S. Balute, a cousin of the deceased, and myself brought Jason Balute to the Tripoli Medical Center, but unfortunately, he was declared dead by the attending physician," Dizon said in his report to Secretary Baldoz. Dizon said they responded to the call about Balute who was then housed at the Philippine Cooperative Academy of Libya (PCAL), a temporary shelter for OFWs who had volunteered to be repatriated to the Philippines. According to Dizon, the deceased worked as a millwright at the Alkalid Power Plant operated by Korean conglomerate Hyundai Construction, in Sirte, Libya, about 1,000 kilometers from Tripoli. "He volunteered to be repatriated and went to the POLO on 11 June. Thereafter, we transferred him to the PCAL where other Filipino workers were waiting for their trip home to the Philippines," Dizon said.

The PhilFSIS website (http://philfsis.psa.gov.ph), is an online, web-based dissemination tool containing data and information related to food security, availability, accessibility and utilization.
The PhilFSIS is a product of a two-year project funded by the Technical Cooperation Programme (TCP) of the Food and Agriculture Organization (FAO) of the United Nationas. It aims to enhance food security planning, implementation and evaluation through improved organization, analysis and dissemination of relevant information.

Likewise, for the National Consultant of the project, Mr. Generoso G. de Guzman, PhilFSIS is the first of its kind. Having a composite index for each food security dimension sets PhilFSIS apart from other food security websites.

The PSA is truly proud of the website and is grateful for the inputs of its partner-agencies. Among its partners are the Department of Agriculture; National Nutrition Council; Food and Nutrition Research Institute; Bureau of Soils and Water Management; National Food Authority; Philippine Atmospheric, Geophysical and Astronomical Services Administration; and Department of Social Welfare and Development.

With the PhilFSIS website fully operational, the PSA hopes to provide up-to-date information on the food security concerns in the Philippines.

DAR insurance pays for farmer’s leg amputation

The DAR-Quirino recently awarded P300,000 to a farmer in Maddela, Qurino, as compensation for the loss of his leg in a motorcycle accident.

Eduardo Rivera, an agrarian reform beneficiary (ARB), enrolled himself in the Agrarian Reform Beneficiary-Agrarian Insurance Program (ARB-AIP) last December 2013. Under the terms and conditions of the ARB-AIP, his motorcycle accident qualifies him for a 50% indemnification from the principal sum of his insurance.

“The ARP-AIP insurance program [of DAR] does not only help protect our farmers from crop losses caused by calamities but also from accidents like this,” said Regional Director Marjorie Ayson.

The DAR-AIP subsidized 100% of the ARB’s premium for rice, corn, high value crops and livestock insurance, which has a built-in insurance for accident and death for ARBs and members of their houseld.

The DAR-AIP was launched in 2013 by the DAR and the Philippine Crop Insurance Corporation (PCIC) to provide crop insurance protection against crop losses caused by natural disasters, pest infestation and plant diseases for the ARBs.

Land distribution to continue even after June 30, 2014

DAR’s management reiterated that it will be business as usual for the agrarian reform agency come July 1, 2014. The agency’s officials clarified that DAR can still distribute land even after June 30, 2014 because of Section 30 of RA 9700 or CARPER.

“Section 30 permits DAR to complete the acquisition and distribution of landholdings for which there are pending cases or proceedings. And since a Notice of Coverage initiates land distribution proceedings for lands subject to compulsory acquisition, then all landholdings with NOCs can still be distributed after June 2014”, said DAR Undersecretary for Legal Affairs Anthony Parungao.

Parungao added that the Department of Justice, through DOJ Opinions No. 59 and 60, Series of 2013 concurs with this position. Furthermore, Special Provision No. 2 of the 2014 General Appropriations Act (GAA) explicitly states that “all lands which have been issued notices of coverage and with pending cases and/or proceedings as of June 30, 2014 shall continue to be processed until issuance of the duly registered certificate of land ownership award to the individual agrarian reform beneficiaries in accordance with Section 30 of R.A. No. 9700 and Item IV (A.1) of DAR A.O. No. 2, Series of 2009, as amended.”

Parungao also clarified that the proposed bills pending at the House of Representatives and at the Senate are for the extension of the power of DAR to issue Notices of Coverage and to accept Voluntary Offers to Sell, not for the extension to distribute land since DAR can still distribute land after June 2014 which does not need any amendatory law.

“The DAR wishes to reassure the farmers that there is no need to panic. Even if the NOC [Notice of Coverage] Extension Bill was not passed last Wednesday, DAR can still distribute land. What DAR cannot do after June 2014 is to issue Notices of Coverage and accept Voluntary Offers to Sell unless its power to do so is extended”, Parungao said.

In a related matter, DAR Undersecretary for Field Operations, Jose Z. Grageda, denied that as many as 200,000 hectares will not be issued NOCs and thus will be left undistributed after June 2014 as claimed by Representative Teddy Baguilat in a news reports.

“As of May 20, 2014, only 14,085 landholdings covering 88,962 hectares are left for NOC issuance and service or publication. And DAR has continually been issuing NOCs since then. The balance of Notices of Coverage to be served today is definitely a lot lower than that as of May 20. We are consolidating these figures as we speak”, Grageda said.

Grageda also said that from 2012 to 2013, the DAR was able to issue 67,577 NOCs for 628,745 hectares of land subject to compulsory acquisition adding that from January to May 20, 2014, NOCs for 11,178 landholdings covering 108,216 hectares were issued and served/published.

DA tightens accreditation system for NGOs

Agriculture Secretary Proceso Alcala today said the exposé on the corruption of the congressional Priority Development Assistance Funds (PDAF) has provided an opportunity for the Department of Agriculture to strengthen its checks and balances system in the approval and implementation of its projects.
The agriculture secretary announced that they were finally able to implement strict spending controls and to purge the list of non-government organizations’ (NGOs) transacting business with the Department.
According to Alcala, he did not allow the PDAF to be coursed through the DA because he found the need to firm up the guidelines from July 10 to august 2012.
But the Department later resumed the practice after he was advised that government ”cannot simply refuse to be a project conduit since agriculture, livelihood and infrastructure projects are part of the Department of Budget and Management’s menu.”
“Even witness [Benhur Luy], in one of his congressional appearances, mentioned that they had a hard time getting projects from DA because of our stringent measures,” Secretary Alcala said.
While the controversy affected the reputation of real NGOs, Alcala said that it will not stop the DA from supporting rural-based organizations, in line with the prescribed process following President Aquino’s abolition of the PDAF.
“We cannot leave behind authentic NGOs such as cooperatives and farmers’ and fisherfolk’ groups,” he said. “Ano pa ang saysay ng ating mga programa sa Kagawaran (ng Pagsasaka) kung hindi natin sila matutulungan (What is the use of our Programs in the Department of Agriculture if we cannot help them?)”  
Alcala said that the DA tried to ensure that they work out mechanisms to make the system – from accreditation, up to project implementation and completion – “scam-proof.”
Last January, Alcala signed Administrative Order 01, which spelled out the revised guidelines for the accreditation of NGOs and the implementation and monitoring of its DA-supported projects.
Accreditation was the first step to take for NGOs or rural-based groups before they could pre-qualify to carry out any DA project. At this stage, the updated AO now requires six additional documentary requirements from project proponents, on top of the original seven, including the submission by NGO officers of current clearances from the National Bureau of Investigation and their respective barangays.
NGOs were also required to submit a certificate of registration with the Philippine Government Electronic Procurement System o PhilGEPS. PhilGEPS refers to the central portal that hosts information on the procurement of goods and general support services, civil works or infrastructure projects and consulting services undertaken by procuring entities of the government.
During the pre-implementation stage, public bidding is now required in the procurement of materials or services to be used in the project, in keeping with Republic Act 9184 or the government procurement law. The old guidelines did not require for such provision.
Old safeguards remain, including the release funds in tranches, of up to four installments, based on liquidation and progress implementation of projects.
In support of the new AO, DA will also publish in national dailies and its website the full list of its accredited NGOs, highlighting the newly-accredited ones, Alcala said.
At the time the pork barrel scandal surfaced, DA had 26 accredited NGOs, including the Kaupdanan Para sa Mangunguma Foundation Inc. (KPMFI). KPMFI would later be identified as a bogus NGOs with links to alleged pork barrel scam mastermind Janet Lim Napoles.
Alcala’s housecleaning efforts led him to formally ask the Office of the Solicitor General (letter to SolGen. Francis Jardaleza dated 6 September 2013) and the Department of Justice (letter to Secretary Leila De Lima dated 17 October 2013, through Prosecutor Claro Arellano of the National Prosecution Service) to file appropriate cases against KPMFI.
Alcala reiterated that his office only acted in good faith when it accredited KPMFI to pre-qualify and eventually qualify for several livelihood projects. After all, he said, KPMFI submitted complete and orderly documentary requirements, including a certificate of good standing from the Securities and Exchange Commission.
Alcala said DA will exert all means to hold KMFI officers accountable, as well as DA officials and employees that will be proven to have connived with the NGO.
He said DA will continue to foster greater transparency and accountability in all its actions and plans, in tandem with agro-fishery stakeholders and development partners.
“We welcome suggestions from all concerned sectors on how guarantee that our processes and transactions at DA are conducted in the most transparent and efficient manner,” he said. (Mac Garcia, DA OSEC)
