All municipal mayors and local agriculture officers are expected to attend to this forum.

PIA-4A/LAGUNA: In line with the obsevance of the World Day Against Child Labor every June 12, the Calabarzon Child Labor Committee will hold a Help Me Service caravan in Angono, Rizal on June 18, 2014. About 250 child laborers will be the beneficiaries of the assistance like food, educational materials, footwears and others that will be provided by the member-agencies of the Calabarzon Child Labor Committee.

PIA-4A/LAGUNA: Rizal Province has the most number of child laborers with 6,727 distributed as follows: Taytay -3,362; Angono - 2,365; Rodriguez - 957; Antipolo - 34; and San Mateo -9. 1.  17 exhibitors join DTI’s Diskwento caravan in Rosario

TRECE MARTIRES CITY, CAVITE, June 6 (PIA) – After the successful “Balik Eskwela” Diskwento Caravan last May 23 and 24, another similar event was held in the town of Rosario this time with 17 Cavite-based product exhibitors.



The two-day event held June 3 and 4 at the municipal town plaza generated a total sales of P201,372  from the 1,511 comsumers who availed of the different prodcuts at discounted prices. Some exhibitors gave freebies for selected items purchased.



Among the products on sale were school supplies, the well-known tahong chips, coffee, footwear, rice, fruits, processed foods, canned meat, garments, fashion accessories, souvenir items, and Unilever products.



The expansion of ‘Diskwento Caravan’ aimed to bring quality products particularly basic and prime commodities at discounted prices to consumers in the countryside and to help alleviate the living condition of the workers through this non-wage benefit package.



With the successful  holding of the two caravans,  DTI-Cavite and its partners exhibitors are eyeing for another caravan to be announced later on. (DTI-Cavite/PIA-Cavite)

LUNGSOD NG LUCENA, Quezon, Hunyo 5 (PIA)- Ang  panlalawigang tanggapan ng Philippine Statistics Authority (PSA)-Quezon ay nagsagawa ng pagtanggap ng aplikasyon sa pagkuha ng birth, death, marriage at Certificate of No Marriage Record (CENOMAR) sa mga residente ng Gumaca, Lopez, Tagkawayan at Calauag.



Ito ay ginanap sa kani-kanilang bayan sa magkakahiwalay na araw mula Abril hanggang Mayo, 2014 na ang pinakahuli ay noong May 21, 2014 sa Calauag.



Naisakatuparan ang nasabing gawain sa pakikipagtulungan ng lokal na pamahalaan ng Gumaca na pinamumunuan ni Mayor Erwin P. Caralian at MCR Miriam E. Ombria; Lopez sa pamumuno ni Mayor Isaias B. Ubana II at MCR Herminia M. Mondragon; Tagkawayan sa pamumuno ni Mayor Jose Jonas A. Frondoso at MCR Concepcion M. Mestidio; at sa Calauag sa pamumuno ni Mayor Luisito S. Ang proyekto ay naglalayong mailapit ang serbisyo publiko sa mga tao kung saan hindi na nila kailangang pumunta sa NSO-Lucena para kumuha ng dokumentong kailangan nila.

Rizal’s SMEs get boost with trade and tourism fair

ANTIPOLO CITY, Rizal, June 9 (PIA) --Small and medium enterprises in the province will get a big boost as Trade and Tourism Fair takes part as one of the highlights of activities during the celebration of the 113th Founding Anniversary of Rizal.



More than 50 SMEs all over the province will showcase their original products such as foot wears, accessories, bags, handicrafts, dairy products, fruits and vegetables and food produce from June 6-15. The affair is seen to enliven the month-long celebrations of the province and hopes to attract more foreign and local tourists as the merchandizes being sold are all quality and pocket-friendly. Aside from the SMEs, all local government units (LGUs) will also showcase their places, products and services as part of the tourism drive dubbed as “Pasyal sa Rizal, Sining, Kultura at Turismo”.



In a statement, Gov. Nini Ynares underscores the economic value of SMEs in the welfare of the province. She reiterated that the provincial government is doing its best to put forward efforts in helping and strengthening the SMEs.

2. Rizal province’s anniversary focuses on environment protection

ANTIPOLO CITY, Rizal, June 9 (PIA)  --This year’s 113th Araw ng Lalawigan ng Rizal celebrations focuses on the protection and safeguard of the environment within the context of sustainable development.

Appropriately themed, “Para sa Ligtas at Maunlad na Pamayanan: Ikaw at Ako, Mag-YES Lahat Tayo!” the month-long festivities is anchored on the flagship program of Gov. Nini Ynares, the YES (Ynares Eco System) to Green Program.

In a statement, Gov. Ynares said one of the highlights of the activities lined up is the province-wide tree planting and clean-up of rivers and tributaries on June 11, led by all the local chief executives, officials, employees and the environmental armies of each municipalities/city that were trained for that special purpose.

“I’ll be personally taking part in these activities and I’m excited to join our constituents in these noble causes. It is high time that serious people do serious actions to undo the malpractices that led to the destruction and denudation of forests, death of water tributaries and contamination of air. That is why we have instituted and enhanced the YES to Green Program in the province because we believe that through our concerted efforts and the common goal of the public and private sectors, we can reverse or mitigate the effect of climate change,” added Gov. Ynares.

Also included in the activities are the Inter-Town Painting Exhibit from June 9 and Trade and Tourism Fair from June 6-15, at the Ynares Center Complex. Free Medical and Dental Services on June 11 will be provided in provincial government-run hospitals in Morong, Angono, Montalban and Antipolo City.

Recognitions of outstanding athletes who played in the regional and national sports meets, recent Bar Topnotchers and PWD ASEAN and National Paralympics Winners who had given honor and pride to the province highlights the Araw ng Lalawigan celebrations on June 11.

As a pre-commemorative rite in observance of the 116th Independence Day on June 12, Gov. Nini Ynares and other elected officials will lead the wreath-laying in front of the Gat Jose Rizal Monument in the capitol grounds.

Government receives 32.31 billion pesos worth of dividends from GOCCs
President Benigno S. Aquino III witnessed the turnover of dividends worth P32.31 billion from 50 Government-Owned and Controlled Corporations (GOCCs) at the Rizal Hall of Malacanang Palace on Monday.In his speech during the 2014 GOCC Dividends Day, President Aquino attributed to good governance the increase in GOCC remittances since the enactment of R.A. 10149 or the GOCC Governance Act of 2011.
“Bawat taon, naisasabuhay ninyo (GOCCs) ang inyong tunay na layunin: Ang maging tagapagtaguyod ng makabuluhang serbisyo at malawakang pag-unlad,” President Aquino said.
“Tapos na ang panahon kung kailan ang mga GOCC ay ginamit ng iilan para pakapalin ang sariling bulsa; kung saan ang mga GOCC ay ginawang tambayan at parking space ng mga kabarkada at alipores ng iilang makapangyarihan. Nagpatupad tayo ng reporma, at habang umuusad ang panahon, lalo nating pinagtitibay ito; lalo nating ginagawang masigasig ang pagtatrabaho tungo sa pagbabago; at lalong nagiging imposible na bumalik pa sa dating sistema,” he said.
The Chief Executive recalled that his administration’s detractors were pessimistic that reform could be made, considering the corruption in the GOCCs.
“Sa araw na ito, malinaw na malinaw: Hindi tayo katulad nila. Tingnan na lamang po natin ang kabuuang halaga ng dibidendong nailagak natin sa kaban ng bayan mula nang maisabatas ang ating GOCC Governance Act of 2011,” he said.
The GOCC Dividends Day is an annual ceremony, during which GOCCs declare and remit their earnings to the government, to be used for the betterment of the nation.
This year, 50 GOCCs contributed a total of P32.31 billion worth of dividends and other remittances for 2013, compared to 38 GOCCs remitting a total of P29 billion in 2012.
Land Bank of the Philippines had the highest dividends remitted with P6.298 billion, while the Philippine Amusement and Gaming Corporation (PAGCOR) had the highest total remittances with P9.791 billion.
Seven other GOCCs contributed more than P1 billion in dividends, among them the Development Bank of the Philippines (DBP), Manila International Airport Authority (MIAA), Philippine National Oil Company – Exploration Corporation (PNOC-EC) and the Philippine Deposit Insurance Corporation (PDIC).
The entire amount will be remitted to the National Treasury. PND (ag)

Secretary Pangilinan calls for support in dealing with coconut infestation
Presidential Assistant for Food Security and Agriculture Modernization Secretary Francis Pangilinan said he needs the support of the national and local governments to contain the infestation in the country’s coconut plantations.

“Until May of this year, we have had P65 million spent for this effort, and this is precisely why we felt the need to augment and provide greater support—budgetary and personnel support—for the effort,” Pangilinan said during a press briefing on Monday.

As of this month, 1.2 million trees in the provinces of Batangas, Laguna, Quezon, Cavite, and Basilan have been affected by the pest Aspidiotus Rigidus, he said, noting that Batangas is the hardest hit with more than half a million trees.

“The pest can reach the Bicol region and Zamboanga Peninsula by the end of the year. That is why failure is not an option,” he said, adding that if left without intervention, the coconut farmers’ losses could reach up to 60 percent of their annual yield.

Asked about the origin of the pest, Pangilinan said similar pests could be found in Indonesia but they could not pinpoint the source as yet.

“We do not have the data and the evidence as to how it got into the country, but there is the possibility that this could have been brought in through Batangas ports, and by way of bringing in ornamental plants,” he said.

He said that to address the problem, the Scale Insect Emergency Action Program will be implemented.

“This is a six-month program beginning June, where we will do all these: pruning and burning of drying leaves, then we will do trunk injection. After which, there will be spraying using organic pesticide. After spraying, we will do release of biocontrol agents, which is the friendly kulisap, and then we will do fertilization, and strengthening or providing more sustenance and nutrients to the trees so that they will recover faster,” he said.

Checkpoints will also be set up to prevent the spread of the infestation by way of infested coconuts, trunks and leaves, he said, adding that there will be livelihood interventions to address the damage and the farmers’ loss of income.

He estimated the budget at P765 million and projected the coconut industry’s economic recovery at two years.

According to Pangilinan, 3.5 million hectares, or 27 percent, of the country’s total agricultural land are planted with coconut.

There are 3.5 million coconut farmers and 25 million Filipinos are directly or indirectly dependent on the coconut industry, he said, adding that 60 percent of the world’s coconut exports come from the Philippines, earning the country about $1 billion per annum.

He thus called on the local governments, the community and the farmers to support the efforts to control the infestation.

“We need the cooperation of the communities that are affected so we can defeat this pest,” he said.

On June 5, President Benigno S. Aquino III issued Executive Order 169 on Establishing Emergency Measures to Control and Manage the Spread and Damage of Aspidiotus Rigidus in the Philippines and designating the Philippine Coconut Authority as the lead agency for the purpose. PND (ag)

Tinanggap ng gobyerno ang P32.31 bilyong halaga ng dibidendo mula sa mga ‘GOCC'
Sinaksihan ng Pangulong Benigno S. Aquino III ang pagbibigay ng dibidendong nagkakahalaga ng P32.31 bilyon buhat sa 50 Government Owned and Controlled Corporations (GOCCs) na idinaos sa Rizal Hall ng Palasyo ng Malacanang Lunes.

Sa kanyang talumpati sa 2014 GOCCs Dividends Day, binigyang diin ng Pangulong Aquino na ang mabuting pamamahala ang naging daan para lumaki ang GOCCs remittances sapul nang mapagtibay ang Batas ng Republika 10149 o GOCC Governance Act ng 2011.

“Bawa’t taon, naisasabuhay ninyo (GOCCs) ang inyong tunay na layunin. Ang maging taga-pagtaguyod ng makabuluhang serbisyo at malawakang pag-unlad,” sabi ng Pangulo.

“Tapos na ang panahon kung kailan ang mga GOCC ay ginamit nang iilan para pakapalin ang sariling bulsa kung saan ang mga GOCC ay ginawang tambayan at parking space ng mga kabarkada at alipores ng iilang makapangyarihan. Nagpatupad tayo ng reporma at habang umuusad ang panahon, lalo nating pinagtitibay ito; lalo nating ginagawang masigasig ang pagtatrabaho tungo sa pagbabago at lalong nagiging imposible na bumalik pa sa dating sistema,” pagbibigay-diin pa ng Punong Tagapagpaganap.

Binanggit ng Pangulo na ang mga hindi kapanalig ng administrasyon niya ay agad nagsabing hindi magagawa ang mga reporma sapagka’t ang mga GOCCs ay tigib ng katiwalian.

“Sa araw na ito, malinaw na malinaw: Hindi tayo katulad nila. Tingnan na lamang po natin ang kabuuang halaga ng dibidendong nailagak natin sa kaban ng bayan mula nang maisabatas ang ating GOCC Governance Act of 2011,” dagdag ng Pangulo.

Ang GOCC Dividends Day ay isang taunang seremonya kung saan inihahayag at ibinibigay ng GOCCs sa pamahalaan ang kanilang kinita upang magamit sa kapakanan at kabutihan ng buong bansa.

Sa taong ito, limampung mga GOCC ay nagbigay ng kabuuang P32.31 bilyong halaga ng mga dibidendo at iba pang remittances para sa 2013 kung ihahambing sa ibinigay ng 38 GCCs na kabuuang P29 bilyon noong 2012.

Ang Land Bank of the Philippines ang may pinakamalaking dibidendong ibinigay na umabot sa P6.298 bilyon, samantalang ang Philippine Amusement and Gaming Corporation (PAGCOR) naman ang nagbigay ng pinakamalaking kabuuang remittances na P9.791 bilyon.

Ang pito pang ibang GOCCs na nagbigay nang mahigit na P1 bilyon sa dibidendo ay ang mga sumusunod: Development Bank of the Philippines (DBP). Ibig pong sabihin nito, para mas maliwanag, ang average po nila, 9.06 bilyon sa loob ng siyam na taon ay natabunan na natin ng average na 27.25 bilyon sa ating tatlo at kalahating taon. [Applause] Ang tanong nga po ngayon, kung kaya pala itong gawin ng mga GOCC, bakit hindi nagawa noon? Napag-usapan namin ito ni Vice [President], saan kaya napunta ‘yung diperensyang mga P18 billion per year? At ngayong nagagawa na natin ito, magiging sukatan na sana ito ng inyong pagtatrabaho: Ang patuloy na pagpapataas ng dibidendong matatanggap ng gobyerno at sa huling bahagi ng taong-bayan. Sa tapat na pamamahala, mas marami tayong pondo para sa makabuluhang programa at serbisyo sa mamamayang Pilipino; natitiyak nating bawat pisong kinikita ng pamahalaan ay napupunta sa pagsusulong ng kapakanan ng ating mga kababayan.

Halimbawa nito ang isinasagawang mga hakbang ng Governance Commission for GOCCs, sa pangunguna ng ating masigasig na Chairman Cesar Villanueva, upang lalong maitaguyod ang sektor ng GOCC bilang tunay na kabalikat sa pagpapaunlad ng ating ekonomiya. Sa simula pa lang ng ating pamamahala, tinukoy natin ang mga ugat ng mga suliranin sa inyong sektor upang makapaglatag ng tamang solusyon. Inalam po natin at in-abolish ang mga GOCC na hindi naman kailangan, habang isinasaayos naman ang mga korporasyong may pareho o paulit-ulit na mandato.

Gayundin, naglatag tayo ng mga inisyatiba upang mailayo ang ating mga empleyado sa tukso ng katiwalian; at bigyang insentibo ang kanilang pagpili na manatili sa serbisyo-publiko. Pinag-aaralan na po natin ang mga mekanismong maglalapit sa natatanggap na kompensasyon ng ating mga personnel sa kinikita ng mga nasa pribadong sektor. Nais po nating mabigyan sila ng tamang timpla ng basic pay at allowance, upang masuklian ang kanilang buong-pusong paglilingkod sa bayan. Kaugnay nito, ipinapatupad na rin natin ang makatwirang pagbibigay ng bonus at incentive ng isang empleyado. Winakasan po natin ang kultura ng hokus-pokus at palakasan sa mga GOCC. Ang pondo na dati-rati’y dumidiretso sa bulsa ng iilan, nagagamit na po natin upang bigyan ng karampatang insentibo ang mga tunay at tapat na naglilingkod sa bayan.

Para naman po sa mas bukas at epektibong pamamahala, nariyan ang binubuo nating Integrated Corporate Reporting System. Dito po ilalagak ang mga impormasyon ukol sa gawain ng ating mga GOCC. Sa inisyatibang ito, mas mapapahusay ang ugnayan ng ating mga ahensya at korporasyon ng gobyerno. Kapag nakumpleto na ito, maaaring bisitahin ng ating mga kababayan ang kanilang website ano mang oras. At ito ang magbibigay sa kanila ng higit na kakayahan upang makilahok sa mabuting pamamahala.

Talaga nga pong malayo na ang ating narating sa ating paglalakbay sa tuwid na landas. Kapag sinabing “gobyerno kasi,” negatibo ang ibig-sabihin. Napakaraming pasikut-sikot sa mga proseso, napakabagal ng serbisyo, at hindi ka sigurado kung saan napupunta ang kaban ng bayan. Pero ngayon po, sa tulong ng inyong pakikiambag, nagbabago na ang mukha ng gobyerno. Ang dating pabigat, natabas na. Ang dating nakakasagabal, ngayon ay katuwang na. Gayundin, ang mga pinatulo ninyong pawis at ang patuloy ninyong paninindigan ang pinakamalakas nating kalasag sa mga nagbabato ng duda at intriga habang nagsusulong tayo ng transpormasyon sa lipunan. Binabati ko at pinapasalamatan ang bawat pinuno at empleyado ng mga Government-Owned and Controlled Corporations, pati na ang GCG. Malinaw po: Ang tagumpay ng ating mga pagpupunyagi ay tagumpay ng bawat Pilipino.

Kasabay ng pagbati ko sa inyong naiambag, inaasahan kong hindi kayo magsasawa sa masigasig na pagtupad sa inyong mga tungkulin. Nailatag na natin ang mga pundasyon. Sama-sama nating abutin ngayon ang mas matatayog pang pangarap. Gamitin natin ang pagkakataong ibinigay sa atin upang siguruhin na kapag may Juan o Juanang nagsabing “gobyerno kasi,” ang tinutukoy niya ay isang pamahalaang mabilis sa pagtugon sa pangangailangan ng mamamayan, matapat sa paglilingkod, at walang ibang isinusulong kundi ang interes ng buong sambayanan.

The Department of Budget and Management (DBM) has released P1.67 billion for the construction of 1,704 classrooms in elementary and secondary public schools, in line with the Aquino administration’s bid to provide enough classrooms for the country’s growing number of public school students.
DBM Secretary Florencio “Butch” Abad noted that the release made to the Department of Public Works and Highways (DPWH) includes funding for the reconstruction of classrooms damaged by super typhoon Yolanda.
“After closing the 66,800-classroom gap this year, we are again challenged to address the need for more public school classrooms across the country. Consider as well the fact that calamities from the previous year took a great toll on infrastructure and property, and public school campuses were not spared. This latest release will give the DPWH the funding they need to rebuild damaged classrooms and construct new ones nationwide,” Abad said.
“More important, these funds gives additional attention to repairing classrooms in Yolanda-stricken areas. We need to make sure that our students enjoy sufficient school facilities that make their campus environment more conducive to learning,” he added.
Of the total amount released, Eastern Visayas will get the biggest share of P558.7 million for the construction and reconstruction of 559 classrooms. Regions VI and VII have likewise been allotted P212.9 million and P287.3 million, respectively, for a combined target of 509 classrooms.

The P1.67-billion release will be sourced from the Department of Education’s (DepEd) budget for Basic Educational Facilities. Under the FY 2014 General Appropriations Act (GAA), a total of P39 billion was appropriated for the delivery of this purpose.
“Our budget for the year fully supports the needs of our education sector, as advancing quality education in the country remains a top priority. The same can be said for our post-calamity rehabilitation efforts, where we continue to ‘build back better’ and fast-track recovery in all affected areas,” the budget chief said.
The Budget department recently released P7.35 billion for the construction of 7,136 classrooms nationwide; with physical targets of 5,916 classrooms for elementary schools and 1,220 classrooms for secondary schools.

SSS pensioners get five-percent increase effective June 2014

 In view of its sustained financial growth and as part of its commitment to provide more meaningful benefits, the Social Security System (SSS) has announced the five-percent across-the-board pension increase for 1.9 million SSS pensioners effective June 2014.

In a recent press statement, the SSS disclosed that all active pensioners for retirement, death and disability as of May 31, 2014 can expect higher benefits in their bank account or pension checks.

To provide time for necessary system adjustments, SSS Vice President for Benefits Administration Agnes San Jose said the new across-the-board pension increase can only be paid out starting August 2014, including the additional amounts for June and July.

The state-run agency provides pensions under the regular Social Security (SS) Program and the Employees' Compensation (EC) Program. EC pensions, which are granted on top of regular SS pensions for members with work-related contingencies, are excluded from the five-percent increase.
“The SSS will continue to pursue more reforms to improve its long-term financial health as well as enhance its benefit levels,” San Jose noted.

GOCCs remit P 32.31-B to national treasury

The number of Government-Owned-or Controlled Corporations (GOCCs) that remit earnings, or dividends, to the national coffers continue to increase according to the Governance Commission for GOCCs (GCG).
In simple rites held this morning, chairpersons and chief executive officers of various GOCCs personally handed remittance checks to President Benigno S. Aquino III in a ceremony marking GOCC Day at the Rizal Hall, Malacañan Palace.
GCG, the central advisory body that monitors and oversees the GOCC Sector, said that the number of GOCCs that have declared dividends increased from 38 in 2012 to 50 in 2013.
The GOCC sector remitted a total of P 32.31 billion worth of dividends and other remittances for the past year. Land Bank of the Philippines (LBP) had the highest dividends remitted with P 6.298 billion. Philippine Amusement and Gaming Corporation (PAGCOR), on the other hand, had the highest total remittances at P 9.791 billion. 7 GOCCs are also included in the elite class of contributors, or the so called “Billionaires’ Club,” that have declared P 1 billion or more in dividends.
This year’s Billionaires’ Club include: Development Bank of the Philippines (DBP) with P 3.616 billion; Power Sector Assets & Liabilities Management Corporation (PSALM) with P 2.5 billion; Bases Conversion Development Authority (BCDA) with P 2.107 billion; Manila International Airport Authority (MIAA) with P 1.577 billion; Philippine National Oil Company-Exploration Corporation (PNOC-EC) with P 1.5 billion; Philippine Ports Authority (PPA) with P 1.422 billion; and Philippine Deposit Insurance Corporation (PDIC) with P 1.05 billion.
GOCCs are required to declare and remit at least half of their income as dividends to the National Government under R.A. No. 7656. The Department of Finance (DOF) started the celebration of the GOCC Day in 2011. Since 2012, GCG has continued the tradition of the annual ceremonial turnover over of GOCCs’ dividends and recognition of other GOCCs that made significant contributions to national development.

Geneva--Director General Guy Ryder of the International Labor Organization has sought the Philippines's support for migration and workers' social protection as key issues that should be on top of the UN's Post-2015 Agenda.

In a meeting with Labor and Employment Secretary Rosalinda Dimapilis-Baldoz at the Palais des Nations where the 103rd International Labor Conference is ongoing, Ryder said having the Philippines's support on these key issues will enable the ILO to have a wider international platform as it negotiates with partners and stakeholders on the agenda.

Director General Ryder and Secretary Baldoz were joined at the meeting by Philippine Mission Permanent Representative to the UN in Geneva Ambassador Cecil Rebong and ILO Assistant Director General and Regional Director for Asia and the Pacific Yoshiteru Uramoto.

DOLE Undersecretary Rebecca Chato, DOLE-NCR Regional Director Alex Avila, Labor Attache Ma. Celeste Valderrama, and Director Saul T. de Vries of the International Labor Affairs Bureau were also in the meeting.

Director General Ryder expressed appreciation at Secretary Baldoz's presence at the 103rd ILC and said he is excited to hear the Philippines's labor and employment chief speak at the World of Work Summit on Monday, 10 June.

"The World of Work Summit, a part of the 103rd ILC, is a unique opportunity to participate in a stimulating, open, and interactive panel discussion highlighting the opportunities and challenges for employers, trade unions, governments, international organizations and other stakeholders in achieving more and better jobs as part of the development process," Ryder said.

During their meeting, Baldoz updated Ryder on the reforms on labor governance that the administration of President Benigno S. Aquino III has been pursuing, particularly on the new labor law compliance system which she said involves a mix of regulatory and development approaches.

"We are grateful for the ILO's support to this new system, the first in the world, which will enable us to comply with the ILO's ideal 1:120 labor inspector-establishment ratio of inspection," said Baldoz, adding:

"Our new labor law compliance system has an electronic checklist that covers at least 39 labor laws. With the electronic gadgets provided our labor law compliance officers, we will have real-time reporting of the establishments being assessed."

Baldoz informed DG Ryder that the DOLE's planning tool from 2014-2016 hues closely to the achievement of the country's decent work indicators.

Updating the ILO official on the progress of the Philippines's rehabilitation and reconstruction after the devastating Typhoon Yolanda, Baldoz expressed gratitude to the ILO's support to the DOLE's cash-for-work emergency employment program.

"Our cash-for-work emergency employment program was successful and its implementation complies with the requirements of decent work, with workers provided with occupational health and safety tools, such as personal protective equipment and also social security coverage," Baldoz.

Ryder replied that it is not difficult for the ILO and its international partners to raise resources to assist the Philippines because the country has demonstrated wise use of resources.

Dione yesterday reported to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz that the DOLE regional office in Central Luzon has already tallied over 7,500 job vacancies that job seekers can apply for at the Kalayaan 2014 job fairs. "After the successful Labor Day 2014 Job Fair in May, DOLE Regional Office No. 3 is gearing up for a series of job fairs on the occasion of our celebration of Philippine independence on 12 June," said Dione in her report. "In partnership with the different local government units in the region through their respective Public Employment Service Offices (PESOs), we have already listed 7,788 job vacancies for the Kalayaan 2014 Job Fairs in all parts of the region," she added. The venues of the Kalayaan 2014 Job Fairs are at the Provincial Capitol Gym, Malolos City, Bulacan; Rizal Triangle Multipurpose Court, Olongapo City; and Castillejos Covered Court in Castillejos, Zambales. There will also be one job fair to be held on 13 June at the Municiapl Gym in Zaragoza, Nueva Ecija; one job fair on 20 June at the Events Hall of Waltermart Mall, City of San Fernando, Pampanga; another job fair on 27 June at the Paniqui Municipal Covered Court in Paniqui, Tarlac. Cotabato City – The chief peace negotiators of the Government of the ‎Philippines (GPH) and the Moro Islamic Liberation Front (MILF) brought over a hundred foreign and local participants of an international peace conference here Saturday down the memory lane of significant experiences in their peace negotiations that concluded with the signing of the Comprehensive Agreement on the Bangsamoro (CAB).
The CAB envisions the creation of the Bangsamoro government to replace the Autonomous Region in Muslim Mindanao by 2016. The Bangsamoro Basic Law, once approved by Congress and ratified by the constituents in the proposed territory, will legalize the creation of the Bangsamoro region that will bring shared prosperity and shared security not just in the Bangsamoro, but to Mindanao, the Philippines and its neighbors.
GPH peace panel chair Miriam Coronel-Ferrer noted that the peace process between the GPH and MILF under the Aquino administration gained significant ground during the last three Ramadans, the fasting month of Islamic believers.
The breakthrough in the GPH-MILF peace talks came after the meeting between President Benigno Aquino III and MILF chair Al Haj Murad Ebrahim in Narita, Japan, with the help of the Japanese
government, she recalled.
“That [historic] event [between the President and Murad] is now in the annals of the history of the peace negotiations on the Bangsamoro question,” Coronel-Ferrer said.
The meeting in Japan between the two leaders was strongly criticized as “ill-advised," according to Coronel-Ferrer. But the truth is, it was the President himself who proposed it. He told the government peace panel "nahirapan na yata kayo to further the talks considering the 'heaven and earth' gap, to borrow the words of MILF [peace panel chair Mohager] Iqbal in describing the difference between the government and MILF positions.”
In all, the peace negotiations between the GPH and MILF spanned 17 years, culminating with the signing of the CAB, their final peace agreement, on March 27, 2014.
“Seventeen long years of hard and protracted peace process between the government and the MILF is by no means not a short engagement,” Iqbal said, noting that the MILF was fully aware that the process would also be hard.
Iqbal said the CAB is inclusive to all, referring to the Moros, Christians, and Lumads, and “is not a prescription for the MILF, it is not for the MILF alone.”
“The Bangsamoro is a model in itself…[Although we know] that there are still many challenges ahead,” Iqbal said.
Coronel-Ferrer and Iqbal both spoke on the topic “Peace Process on the Bangsamoro: Significant Experiences” on the second and last day of the International Conference of Cotabato themed “Peace is Living Together: Religions and Cultures in Dialogue for Peace and Reconciliation in Mindanao.” It was organized by the Archdiocese of Cotabato, the Community of Sant’ Egidio, and Muhammadiyah, with the support of the European Union, the Italian government, and Notre Dame University.
Reverend Absalom Cerveza, spokesperson of the Moro National Liberation (MNLF), who was one of the reactors, said that founding chair Nur Misuari is finally extending his congratulations to the GPH and the MILF for successfully concluding their negotiations through the CAB.
Misuari earlier reportedly opposed the CAB because of claims that it will abrogate the 1996 Final Peace Agreement between the MNLF and the government, which has been consistently debunked by the GPH.
“We congratulate the MILF for reaching this stage of the negotiations,” said Cerveza, stressing that he talked with Misuari before attending the conference and that he met with leaders of the MILF prior to his engagement in said event.

Iqbal said the CAB is inclusive to all, referring to the Moros, Christians, and Lumads, and “is not a prescription for the MILF, it is not for the MILF alone.”

“The Bangsamoro is a model in itself…[Although we know] that there are still many challenges ahead,” Iqbal said.

Coronel-Ferrer and Iqbal both spoke on the topic “Peace Process on the Bangsamoro: Significant Experiences” on the second and last day of the International Conference of Cotabato themed “Peace is Living Together: Religions and Cultures in Dialogue for Peace and Reconciliation in Mindanao.” It was organized by the Archdiocese of Cotabato, the Community of Sant’ Egidio, and Muhammadiyah, with the support of the European Union, the Italian government, and Notre Dame University.

Reverend Absalom Cerveza, spokesperson of the Moro National Liberation (MNLF), who was one of the reactors, said that founding chair Nur Misuari is finally extending his congratulations to the GPH and the MILF for successfully concluding their negotiations through the CAB.

Misuari earlier reportedly opposed the CAB because of claims that it will abrogate the 1996 Final Peace Agreement between the MNLF and the government, which has been consistently debunked by the GPH.

“We congratulate the MILF for reaching this stage of the negotiations,” said Cerveza, stressing that he talked with Misuari before attending the conference and that he met with leaders of the MILF prior to his engagement in said event.

09 June 2014 - The Philippines renewed its call for the peaceful, rules-based resolution of disputes in the West Philippine Sea and South China Sea during high-level meetings of the ASEAN, ASEAN Plus Three (APT), East Asia Summit (EAS) and ASEAN Regional Forum (ARF) in Yangon, Myanmar.

Foreign Affairs Undersecretary Evan P. Garcia, Philippine Senior Official and Head of Delegation to the meetings, emphasized that recent provocative and unilateral actions by China constitute an infringement on the rights of the Philippines and other countries under the United Nations Convention on the Law of the Sea (UNCLOS) and a violation of the 2002 ASEAN China Declaration on the Conduct of Parties in the South China Sea (DOC).

He called on all parties to exercise self-restraint as provided by paragraph 5 of the DOC, citing that these unilateral actions "raise the level of tensions to a new high and undermine the spirit of good neighborly ties and mutual confidence necessary for the region to move forward and decisively to implement the DOC fully and effectively."

He underlined the urgency for ASEAN and China to expeditiously conclude a substantive and legally-binding Code of Conduct.

Noting that the Arbitral Tribunal has fixed 15 December 2014 as the date by which China can submit its response to the Philippine Memorial, Undersecretary Garcia stated that Philippines has invited China from the very beginning to take part in the peaceful, rules-based process to clarify the extent of its maritime claims before the international community.

The Philippines called for regional maritime norms which are compliant with international law to promote good order at sea, to serve as confidence-building measures and to reduce risks of miscalculation.

The series of meetings hosted by Myanmar, Chair of ASEAN in 2014, which began last Saturday, June 7, to prepare for the Ministerial Meetings in August, reviewed the progress of regional cooperation in comprehensive areas and discussed strategic and security issues affecting the Asia-Pacific region.

9 June 2014 - The Philippine Consulate General in Xiamen joined in the celebration of International Children’s Day held at the Xiamen Culture and Arts Center on May 24 under the auspices of the Xiamen Foreign Affairs Office (FAO).

Consulate General personnel and their families, along with other participants from various sectors of Xiamen were provided a tour of the Culture and Arts Center. The participants were treated to science shows and demonstrations.

Access to the Center’s in-house playground was provided which afforded the children opportunities for fun and interaction activities, including clay-pot making.

The event culminated with the distribution of Xiamen FAO’s gift items to the children consisting of school supplies and toys.

DOTC to Argue Case for LRT-MRT Riders Before Pasay RTC Tomorrow

With the Regional Trial Court (RTC) of Pasay City set to hear SM Prime Holdings Inc.’s (SMPHI) petition to stop the Department of Transportation and Communications (DOTC) from proceeding with its Common Station project, the transport agency will argue the case of ordinary commuters at 9:00am tomorrow.

Apart from savings of around P 800 Million to 1 Billion in constructing the Common Station at the EDSA-North Avenue end of the MRT-3 system, it will also work to the benefit of more riders since the Quezon City government is developing the North Triangle area as a new central business district.

“A crucial feature in transportation development is intermodality. Commuters should not have to walk long distances to transfer from one mode of transport to another. Our policy is to promote traveling convenience and efficiency for commuters, which is why we have chosen the end of the MRT-3 line as Common Station’s location,” said DOTC Spokesperson Michael Arthur Sagcal.

The Common Station will connect three (3) urban transit lines: the Light Rail Transit Line 1 (LRT 1), the Metro Rail Transit III (MRT-3), and the future MRT-7, which will run from the Common Station to Bulacan via Commonwealth Avenue.

SMPHI sued the DOTC and the Light Rail Transit Authority (LRTA) last week, and is asking the court to stop the government agencies from proceeding with this project. SMPHI cites its 2009 Memorandum of Agreement (MOA) with the LRTA, which it claims binds government to build the Common Station in front of the SM City North EDSA mall.

SMPHI also argues that the National Economic Development Authority (NEDA) approved such a location during the previous administration, or on 7 July 2009. In exchange, SMPHI paid LRTA P 200 Million as naming rights.

“First of all, the NEDA approval that SMPHI is referring to expired in 2011. The 2013 NEDA approval, which is in effect, allows the Common Station to be built in the more advantageous location at MRT-3. Secondly, SMPHI was publicly quoted through its president in 2013 as saying that it does not mind where the Common Station is built, as long as it can exercise its alleged naming rights,” Sagcal remarked.

“At the end of the day, it is the interest of commuters and the general public that matter to us at the DOTC. What is important is that the riders of our LRT and MRT systems enjoy convenient, intermodal transfers. This is also why it is only the Supreme Court can stop infrastructure projects of the government – to protect the public from attempts of those who have different interests from succeeding, unless justified at the highest level of the judiciary,” he added.

GSIS grants longer grace period for HELP borrowers in Yolanda areas

Government Service Insurance System (GSIS) President and General Manager Robert G. Vergara announced that the pension fund is extending the grace period for the payment of amortization of Home Emergency Loan Program (HELP) borrowers in Yolanda-hit areas until November this year.

"We hope that the deferment of the collection due date under HELP will enable our members in Yolanda-hit areas to focus their resources in rebuilding their homes and going back to their normal lives", Vergara said.

HELP borrowers were originally scheduled to start paying their first monthly amortization in July this year. However, a lot of borrowers have not yet recovered from the devastation of the typhoon. This prompted the pension fund to lengthen the grace period to several more months.

Earlier, GSIS similarly extended a moratorium on all loans of members and pensioners in hard-hit Yolanda-hit areas until October 2014.

The GSIS opened the HELP window in January this year to assist Yolanda victims to rebuild their homes destroyed by the calamity. Under HELP, members working or residing in areas hard-hit by Yolanda may apply for a loan based on their total length of service in the government. Members who have been in the government for 10 years or more may borrow a maximum amount of Php200,000 while those who have been in the service for five years or more but less than 10 years, may take out up to Php100,000. In addition, those who have been in the service for less than five years may obtain a maximum loan of Php30,000.

To date, GSIS already released P9.7 billion under HELP to around 67,495 members. The amount represents 67% of the P14.5-billion financial assistance extended to Yolanda-hit members and pensioners.

The other programs implemented by the GSIS to help Yolanda victims included the grant of loan moratorium for members and pensioners living or working in worst-hit areas; an enhanced emergency loan with a higher credit limit of Php40,000 for members with outstanding emergency loan balance; and for the first time, a pensioners' emergency loan of Php20,000.

BI bans alien sex offenders in the Philippines

Foreign nationals who are registered sex offenders in other countries are not welcome to visit the Philippines.

Bureau of Immigration (BI) Commissioner Siegfred B. Mison yesterday said any alien whose name is found in the registry of sex offenders as may be provided by a foreign embassy will be issued an order to leave.

In an operations order to the bureau personnel, Mison stated that foreign nationals who are registered sex offenders clearly pose a threat to public safety.

Just recently, the bureau deported American national Robert Snyder, 67, who was arrested in Dumaguete City last May 17 by a joint team of BI agents and US law enforcers. Snyder had been a fugitive for ten years in connection with a sex assault case.

Back in February, five fugitives who were accused of rape and child molestation in their homeland were deported simultaneously by BI after their passports were revoked by authorities.

The BI chief listed the guidelines to ensure speedy proceedings against foreign sex offender.

Within 24 hours from receipt of the letter or records from authorized personnel of a foreign embassy stating that a certain foreign national is a registered sex offender, the office of the commissioner or other BI offices shall endorse the sex offender file to the BI’s legal division.

Within 48 hours from receipt of the sex offender file, the legal division shall draft the order directing the inclusion of the foreign national’s name in the BI blacklist in case the registered sex offender has not arrived in the Philippines.

Mison further added that in case the registered sex offender has already reached the country, the foreign national shall be ordered to leave within 15 days and his name shall be included in the BI blacklist.

If the foreign registered sex offender holds a visa other than a temporary visitor visa (TVV), the legal division shall commence the forfeiture proceedings against the subject foreign national, he said.

The visa forfeiture order shall include the order to leave with blacklisting.

In case the alien registered sex offender failed to comply with the order to leave, the legal division shall commence deportation proceedings against him, according to Mison.

The BI shall ensure that the relevant immigration information of the registered sex offender shall be attached to the travel records, alien registration records and derogatory records, and the same will be part of the sex offender file.

Around 56,500 rice farmers in Eastern Visayas were able to harvest their first crop seven months after typhoon Yolanda hit the region, even as the Department of Agriculture‘s “UmaAhon” Initiative reported that its clearing operations between March and May 27 made some 3,500 hectares of damaged farms ready for planting again.

Agriculture Secretary Proceso Alcala said that based on the initial data provided by DA Regional Field Unit 8, at least 96 per cent of the 55,280 hectares of rice lands planted to certified seeds under the Yolanda rehabilitation program were already harvested as of last month.

According to Alcala, there were farmers “that are seeing much higher yields than the usual, largely because of the timely provision production inputs, coupled with their hard work and can-do attitude.” Farmers under the rehabilitation program received certified rice seeds and urea fertilizer in time for the December-January planting season.

UmaAhon, DA’s ongoing rehabilitation efforts in Eastern Visayas and other affected regions, is a play of words on “uma” that means “farms” in local dialect, and “ahon,” a Filipino term which could loosely mean, “to ascend.”

“The task is daunting,” Alcala said of the agricultural rehabilitation works, which form part of the government’s “build-back better” strategy for all Yolanda-hit areas.

“But stories of hope are created every day in Tacloban and elsewhere in Yolanda-ravaged areas, and we at the DA family are buoyed by it to press forth with stronger determination, notably for the next 90 days,” said Alcala.

The report noted that in the DA’s clearing operations it was able to cut and turn some 391,696 felled coconut trees into timbers between March and May.

Director Asis Perez of the DA Bureau of Fisheries and Aquatic Resources (BFAR) said three-fourths of their accomplishment, which covered 284,682 processed coconut trees, were mostly located in Tacloban and 13 other municipalities in Leyte. The rest were in Guian, Salcedo and Mercedes in Eastern Samar and Marabut in Samar.

Perez, who oversees the “UmaAhon” Initiative, said the super typhoon totally destroyed some 13 million coconut trees across the region, which rely heavily on coconut production and processing for livelihood and incomes.

Meanwhile, the DA reported the completion of the planting of at least 70 per cent of the 1.16 million coconut seedlings that were distributed to 3,500 farmers by the Philippine Coconut Authority (PCA) between March and May when a massive replanting program was launched. Of these 803,356 seedlings that were planted, almost half (394,265 seedlings) can be found in Eastern Samar, followed by Leyte (221,428 seedlings), and Samar (187,663 seedlings).

DA was also able to provide some 26,000 residents with packs of fertilizers and seeds of assorted cash crops such as corn, sweet potato and other vegetables.

It was also reported that the DA provided replacement stocks of draft animals such as water buffaloes, goats, hogs and poultry.

The goal was to improve household food security and provide families with an immediate source of income while waiting for the coconut trees and other long-terms crops to grow and become profitable.

The DA, through the Bureau of Fisheries and Aquatic Resources, had also repaired and constructed 11,356 boats as of third week of May.

About 30,000 boats were estimated to have been damaged, with some 10,000 completely lost or destroyed, according to the UN Food and Agriculture Organization.

Ombudsman Conchita Carpio Morales has formally requested the Supreme Court (SC) to create “at least two Special Divisions [of the Sandiganbayan] to exclusively try and conduct continuous trial” of the PDAF cases.

In a letter dated and transmitted today to Chief Justice Maria Lourdes Sereno, Ombudsman Morales cited as compelling reasons the “national magnitude of these cases, the complexities of the issues involved, the number of accused and the far-reaching consequences of these cases.”

Invoking the Constitution and the Revised Internal Rules of the Sandiganbayan, the letter cited as precedent the SC’s January 21, 2002 Resolution in A.M. No. 02-1-07-SC where the SC created a Special Division of the Sandiganbayan to hear, try and decide, with dispatch, the plunder case and all related cases filed against former President Joseph Ejercito Estrada and his co-accused.

Section 5, par. 5, Article VIII of the Constitution states that the Supreme Court has the power to “[p]romulgate rules concerning x x x pleading, practice, and procedure in all courts, x x x.”

Section 3, Rule III, Part I of the Revised Internal Rules of the Sandiganbayan provides for the creation of a special division “where compelling reasons and the interest of justice so require.”

The Office of the Ombudsman filed with the Sandiganbayan this afternoon the three Informations for Plunder against Sen. Juan Ponce Enrile, Sen. Ramon “Bong” Revilla Jr., Sen. Jose “Jinggoy” Estrada and their respective co-accused. The other sets of Informations for violations of Section 3(e) of the Anti-Graft and Corrupt Practices Act are set to be filed next week.

Meanwhile, Ombudsman Morales today created a special prosecution panel composed of three teams to handle the first set of criminal cases filed in connection with the PDAF controversy.The Prosecution Panel is co-chaired by Deputy Special Prosecutor John Turalba and Acting Deputy Special Prosecutor Manuel Soriano Jr.

The Panel’s first team is composed of Acting Director Janina Hidalgo as team leader with Assistant Special Prosecutors Edwin Gomez, Jennifer Agustin-Se and Annielyn Medes-Cabellis as members.

The Panel’s second team is composed of Acting Director Danilo Lopez as team leader with Assistant Special Prosecutors Christina Marallag-Batacan, Anna Isabel Aurellano and Peter Jedd Boco as members.

The Panel’s third team is composed of Acting Director Joefferson Toribio as team leader with Assistant Special Prosecutors Jacinto Dela Cruz, Lyn Dimayuga and Emerita Francia as members.

Apparently the political enemies of Vice President Jejomar C. Binay at the national and local levels have come to some sort of an arrangement to mount a full-scale demolition job on the Vice President and his family.

We have received credible information that a group of serial losers in Makati elections have organized themselves into a group upon the prodding of a presumed presidential candidate in 2016.

This group will be filing charges against the Vice President and his son, Makati Mayor Jun-Jun Binay and city officials over a Makati project that had previously passed review and audit by the Commission on Audit (COA).

The said group also intends to file charges against Rep. Abby Binay over the contents of a white paper that has been exposed as a compilation of half-truths and outright falsehoods. The office of Rep. Binay had reportedly traced the authorship of the said white paper to an office in Bonifacio Global City (BGC).

We view the plan to file charges against the Vice President and members of his family as part of an orchestrated demolition job that rolled out in May with the revival of charges against the Vice President’s wife. These charges have been dismissed with finality several years ago but the Office of the Special Prosecutor (OSP) of the Ombudsman again filed the cases despite the absence of new evidence or witnesses.

This was quickly followed by the circulation of a white paper among members of the media in a clumsy and amateurish attempt to link the Binay family to the PDAF controversy.

The fact that the group engaged to serve as demolition mouthpieces is composed of serial losers in Makati elections is immaterial. With the 2016 election several months away, their re-animation has been expected.

What amuses us is that these losers are still resurrecting old, baseless and discredited allegations against the Vice President. These allegations surface like clockwork every election season in Makati, courtesy of this group. And every election, the members of this group are always rejected by Makati voters.

We are certain that this complaint will not be the only complaint to be filed before the Ombudsman. This has always been their strategy every election season. If and when they do file, we will answer it. And we are hopeful that the Ombudsman will act with more discretion, fairness, and impartiality than what it showed in handling the case against the Vice President’s wife.

We are, however, confident that the public will see the complaints for what they truly are – part of a political hatchet job against Vice President Binay bereft of legal or factual basis.

Former scholars of the Priority Development Assistance Fund (PDAF) of lawmakers may turn to technical vocational education and training (tech-voc) being offered by the Technical Education and Skills Development Authority (TESDA) to continue their studies.

"If not college, then there is tech-voc education," Secretary Joel Villanueva, TESDA Director General, said.

Villanueva acknowledged the hardship that the scholars have to go through in finding means to pursue their studies after the financial assistance from the PDAF was cut.

"It should not spell the end of their dreams because there is a window of fresh opportunity in tech-voc education," he added.

When the Supreme Court declared the PDAF unconstitutional last year, the fate of thousands of scholars benefiting from the fund was put in peril. Several lawmakers said that the PDAF beneficiaries, including the scholars, have become the collateral damage to the abolition of the pork barrel.

This school year, the lawmakers said they were not certain how many of their scholars would be absorbed by the Commission on Higher Education, which receives a portion of the budget originally allocated to PDAF.

TESDA has two main scholarship programs open to all applicants, namely, the Training for Work Scholarship Program and the Private Education Student Fund Assistance. 

One of its new programs, Special Training for Employment Program (STEP), also offers skills training that will address the specific skills needs of the communities and promote employment, particularly through entrepreneurship, self-employment, and service-oriented activities.

Villanueva said that students, especially those affected by the PDAF cut, should be prepared to take a diversification of routes from college to tech-voc.

He said that TESDA and all its offices all over the country and accredited technical vocational institutions offer a variety of courses, many of which have high demands for employment locally and abroad.

"Tech-voc is a pathway, too, to rewarding careers or employment opportunities," he said. “It involves more hands-on and practical exercises and the route to a good job is shorter."

Scholars who finish their course also get financial assistance to undergo competency assessment, which is a requirement before they graduate. Passers are awarded the TESDA National Certificate that guarantees their possession of the required skills.

Aside from its two scholarship programs, TESDA has been successfully drawing students for its other endeavors such as the Online Program, Mobile Training Bus Plus and other programs in partnership with the private sector.

TESDA also holds regular job fairs nationwide to link its graduates with potential employers.

PDIC to continue processing claims of Gulf Bank (Rural Bank of Lingayen) depositors

The Philippine Deposit Insurance Corporation (PDIC) announced that it will continue to receive and process deposit insurance claims from depositors of the closed Gulf Bank (Rural Bank of Lingayen, Inc.) at the PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City. Claims may also be filed through mail.
PDIC conducted the onsite claims settlement operations (CSO) for the closed Gulf Bank at the bank's premises and completed the CSO on April 29, 2014.
PDIC sent notices of payment to depositors amounting to P15.6 million involving 7,755 accounts. Filing of claim for these accounts with balances of P50,000 and below is waived by PDIC. Meanwhile, PDIC paid 999 claims during the onsite CSO involving 857 accounts for a total amount of P266.8 million deposits.
As of April 29, 2014, PDIC has yet to receive deposit insurance claims for 1,348 accounts that require the filing of claims. The total amount of deposits covered by these outstanding accounts is P63.9 million.
When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original evidence of deposit, and two (2) valid photo-bearing IDs with signature of the depositor. Depositors may also file their claims through mail and enclose the same set of document requirements.
Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement, with the Claim Form signed by the parent. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney (SPA). In the case of a minor depositor, the SPA must be executed by the parent.
The procedures and requirements for filing deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website.
In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Gulf Bank is on April 4, 2016. After said date, PDIC, as Deposit Insurer, shall no longer accept any deposit insurance claim.
