Kasapi man sila ng Katipunan o hindi, wasto man ang alegasyon o hindi, hustisya nga po kayang matatawag ang ginawang pagyurak sa proseso at sa karapatan ng Kinse Martires? Napapanahon naman pong balikan ang mga pangyayaring ito, lalo pa ngayong tinatahak na natin ang landas ng reporma at tunay na hustisya. Alam naman po natin ang isa sa mga pinakamainit na isyu ngayon: May ilang prominenteng personalidad nang sinampahan ng kaso ng Ombudsman ukol sa isyu ng pagkakamkam ng pork barrel. Ang kanilang sinasabi: Pinupulitika lamang raw sila. Ipaalala lang po natin: Panahon ng eleksiyon noong 2013 nang unang lumutang ang balita tungkol sa illegal detention kay Benhur Luy, Marso po, pati na ang tungkol sa mga pekeng NGO at pambubulsa sa pondo ng bayan. Ibinilin po natin sa butihing Kalihim Leila de Lima, huwag kang gagawa ng akusasyon hangga’t walang karampatang patunay.Sinunod natin ang tamang proseso: Nagsagawa ng imbestigasyon, nangalap at nangangalap pa ng mga ebidensiya, at ngayon ay nakasampa ng kaso. Puwede naman itong ginawa noon nang mabilisan at walang matibay na basehan upang masira ang pangalan ng mga kandidatong dawit sa kontrobersiya, pero, at kayo na po ang saksi, idinaan natin sa tamang sistema ang pagpapalabas ng katotohanan. At pagkatapos, tayo pa ngayon ang sinasabihan na namumulitika? Kayo na hong bahalang magpasya kung sino ang papanigan niyo sa usaping ito. Madalas ko nga pong balikan ang sinabi sa akin noon ng aking ama. Ang sabi niya, “Sa tunay na demokrasya, obligasyon ng bawat isa na ipaglaban na hindi lang ang karapatan ng kanilang mga kaibigan, kundi pati na rin ng kanilang mga kalaban. Kung yoyorakan mo ang karapatan ng sinuman, o kung mayoyorakan ang karapatan ng sinoman, darating ang panahon na karapatan mo naman ang babalewalain.” Siya nga po mismo ay nakaranas din ng kawalan ng hustisya. Isang taon po bago ideklara ang Batas Militar, sinabi na ng aking ama kay Ginoong Marcos, bilang Punong Ehekutibo na nagparatang sa kanya, obligasyon niyang iharap ang aking ama sa husgado. Pero nilitis lang ang aking ama nang ipasailalim ni Ginoong Marcos ang bansa sa Martial Law. Iniharap sa court martial ang aking ama, kung saan ang militar ang lilitis sa isang sibilyan. Sa hukumang binubuo ng mga mahistrado, abugado, at mga testigong itinalaga ng mismong nagsampa ng kaso na si Ginoong Marcos, pilit na binaluktot ng diktadurya ang katarungan. Sa madaling salita po, si Ginoong Marcos ang nag-akusa, siya rin ang naglitis, at siya pa rin ang may kapangyarihan magdesisyon sa kanila. Kitang-kita po dito kung paano binaluktot ng diktador ang sistema ng hustisya, upang makuha ang gusto niya. Ang karanasan nga po ng aming pamilya ang nagturo sa akin ng kahalagahan ng pakikipaglaban para sa pagkakapantay-pantay upang mawakasan ang siklo ng kawalang katarungan. Ngayon nga pong nasa posisyon na ako para maisabuhay ang mga aral na ito, gagawin ko, at ginagawa ko ang lahat at ginagawa ko ang aking makakaya upang mabigyan ng hustisya hindi lamang ang iilan, kundi ang buong sambayanan. At ito nga po ang aral ng kasaysayan: Ang mga pangyayari sa isang bahagi ng ating kapuluan ay nakakaapekto sa kapalaran ng buong bansa; ang paglaban sa pang-aapi, sa katiwalian, o sa kahirapan sa isang lalawigan ay may ambag sa kabuuang pagbabagong tinatamasa natin bilang nagkakaisang bayan. Ito rin ang kaisipang isinasabuhay ng mga proyekto at inisyatiba ng inyong pamahalaan. Nariyan po ang ipinapatayo nating Bicol International Airport sa Daraga na magpapasigla sa sektor ng turismo, at magpapaunlad sa ating pakikipag-ugnayan sa loob at labas ng bansa. Ang panukalang one-stop Migrants Resource Center naman po dito sa Naga ay bahagi ng ating agenda upang iangat ang kakayahan ng mga OFW sa iba’t ibang panig ng daigdig; habang ang extension ng PNR charter na ipinasa ng Kongreso ay manganganak ng oportunidad, hindi lamang sa mga lalawigang dadaanan ng riles, kundi sa bawat Pilipino na maaaring makinabang sa mga pagkakataong bubukas dahil sa mas masiglang ekonomiya. Ang pagwawaksi sa korupsyon at pang-aabuso sa sistema saan man sa Pilipinas—sa lokal mano sa mga pambansang antas—ay magbubunga ng mas matibay na mga institusyong makapaglilingkod sa bawat Pilipino. Bawat isa sa atin ay mayroong maiaambag upang hindi masayang ang isinakripisyo ng ating mga ninuno. Dalawang taon mula ngayon ay kakailanganin na naman nating pumili ng bagong mga pinuno sa ating bansa. Ang hamon sa atin: Piliin ang mga kandidatong kayang ipaglaban ang interes ng bawat mamamayan, sa harap ng anumang hamon. Hindi natin kailangan ng magaling bumigkas ng script, mahusay sumayaw, o kaya magaling kumanta. Pananagutan nating mag-iwan ng mas makatarungan at mas maunlad na Pilipinas kaysa atin pong dinatnan. Sa pag-usad ng kasaysayan, ipinagtatanggol at patuloy nating nakakamit ang mga adhikain ng ating mga ninuno: Matapos bumagsak ang Unang Republikang itinaguyod sa Malolos, nilabanan natin ang iba pang dayuhang sumakop sa bansa. Bumangon tayo mula sa pinsalang dulot ng digmaan. Tinibag natin ang diktadurya gamit ang mapayapang rebolusyon noong 1986. Patuloy na lumitaw ang mga bayani na magtataguyod ng iba’t ibang anyo ng kalayaan sa maraming bahagi ng bansa: Ang mga marinong nakaistasyon sa Ayungin; si Jesse Robredo dito sa Naga; ang milyun-milyong Pilipinong nagtipon sa EDSA. Ito ang isinasabuhay ng mga gurong nagpapatulo ng pawis upang magabayan ang ating mga mag-aaral; ito ang isinusulong ng mga sundalo at pulis na nangangalaga sa ating teritoryo at seguridad; ito ang itinataguyod ng ating mga propesyunal at lingkod-bayan sa kanilang araw-araw na pagtupad sa kanilang tungkulin. Bilang mga tagapagmana ng kalayaang ipinaglaban ng mga nauna sa atin, tungkulin po ng bawat isa sa ating hindi na hayaang bumalik ang ating bansa sa dati nitong kalagayan; ang hindi na muling magbunsod ng mga panibagong sakripisyo sa maraming Pilipino. ‘Di po ba’t nasusukat ang tunay na tagumpay sa pagkamit ng pagbabago kung hindi na nangangailangan ng mabibigat na sakripisyo? Ngayong Araw ng Kalayaan, sama-sama po tayong nagbibigay-pugay sa mga bayaning ipinaglaban ang tama. Gamitin natin silang inspirasyon sa patuloy nating paglalakbay sa daang matuwid. Isapuso natin ang iniwan nilang aral: Ang malasakit sa ating kapwa ang maghahatid sa atin sa mga inaasam-asam natin bilang isang lahi. Sa ganitong paraan lamang po natin masasabing tunay tayong karapat-dapat sa kanilang mga sakripisyo; sa ganitong paraan lamang po natin maitataguyod ang isang Pilipinas na ganap na makatarungan at malaya. Magandang umaga po sa inyong lahat. One hundred and sixteen years ago, our forefathers declared the Philippines an independent country: a people united under one flag, their voices rising in the same hymn; a people free to chart the path that our nation would take.So, allow me to thank all of you for joining us in celebrating the independence of the Philippines. This, however, is not only a celebration. Today, we renew our commitment to honor the immense sacrifice made by our ancestors and to work towards realizing the full benefits of independence. This responsibility falls on the shoulders of all Filipinos. Perhaps especially for those of us in government, the depth and the breadth of this responsibility can be challenging. As President, I am tasked with ensuring a balance between taking care of all the concerns within our borders—how to create more jobs and opportunities for our countrymen, how to invest more funds into social services, how to improve our resilience in times of disaster, and how to build peace, among many others. At the same time, we recognize that being an independent country means being part of the larger international community. A solely inward-looking approach to governance is doomed to fail; any responsible country knows that it must also work alongside its brother nations to address the world’s problems. This is what the Philippines is doing, even with our limitations. For example, we have an active contingent in the UN Peacekeeping Force in the Golan Heights—even if the situation has changed dramatically, with no less than three incidents affecting Filipino peacekeepers. One may ask: why do we do this? In turn, I would ask them: is there any problem unique to one country? At present, around ten million Filipinos are living and working in other shores. Thus, when I hear reports of problems anywhere in the world, my first thought is always: were any Filipinos involved? Today, also, the entire world is witness to the adverse effects of climate change. Despite the Philippines being recognized as a country with a very small carbon footprint, like many island countries, we bear a disproportionate burden when it comes to the ravages of climate change. Can my country afford to be silent about the effects of global warming—when it has already affected the lives of so many people from all across the globe? In the same vein, time and again, the international community has reached out to the Philippines. This was clear in the assistance given by so many countries throughout our peace process. This was clear in the global outpouring of sympathy and assistance for the Filipino people in the aftermath of Typhoon Haiyan—assistance that continues to this very day. All these underscore the principle that characterizes our collective actions: solidarity that leads to the benefit of all. Let me emphasize: all my government’s efforts are undertaken for the empowerment of our countrymen. I have a responsibility to the Filipino people, just as other leaders have a responsibility to their own peoples. Each of our countries is beset with its own internal problems. But at the same time, we recognize that no comprehensive solution can be reached, without also taking into consideration the problems that the global community faces. None of us can realize our goals in isolation. As such, a fine balance must be struck to avoid interfering in others’ affairs. This can be achieved by rendering genuine and meaningful assistance, rather than by imposing our own views and policies on others—this can be achieved through sincere cooperation. Indeed: the world is united by more than just the interconnectivity afforded by technology; we are united by a commonality of purpose: how to overcome inequality, injustice, and conflict, and thus foster lasting progress, peace, and stability in an environment that truly upholds the rule of law. On this occasion, we are joined by our partners and friends in the Diplomatic Corps. Excellencies, your presence today further solidifies the Philippines’ ties with the countries you represent. The deepening relationships our country enjoys with your countries today—not only in ASEAN but with the rest of the community of nations—have led to increased opportunities for all our peoples—opportunities to understand other cultures and build on goodwill, to improve economic ties, and to work towards maintaining stability, reason, and harmony in the entire world.These are relationships that we want to nurture—these are relationships that any country of goodwill should commit to nurturing. Excellencies, it is my hope that we can continue to maximize cooperation and avenues for dialogue, in realizing our aspirations for our peoples. Together, we have the best chance of eliminating our common problems. Divided, we may have no chance at all. On this note, Your Excellencies, fellow workers in government, ladies and gentlemen, I ask you to rise and join me in a toast: To the friendships and partnerships embodied in this gathering today: may they grow stronger in the coming years, and by so doing, redound to the benefit of all peoples of goodwill; To my fellow workers in government: may we strive, every day, to render true and honest service, remaining mindful that our mandate and authority emanate from the people; And to the resilience and continued success of the Filipino people: may we continue to tread the straight path towards securing a brighter future in which no one is left behind. Less queuing time at NAIA: Terminal fees to be integrated with airline tickets |

In a move to reduce queuing time at the Ninoy Aquino International
Airport (NAIA), the Manila International Airport Authority (MIAA)
has recently concluded talks with international air carrier
representatives to incorporate the international passenger service
charge (IPSC), commonly referred to as terminal fees, in the price
of airline tickets beginning in October 2014. “We congratulate MIAA on this new policy. It improves traveling convenience and efficiency at NAIA by removing a whole process which unnecessarily adds to the passengers’ processing time, requiring them to line up when payment can be done ahead of time,” said Department of Transportation and Communications (DOTC) Secretary Jun Abaya. According to MIAA, the integration of the IPSC into airline tickets will help address the congestion problem for departing passengers at NAIA, and will free up a sizeable area since the existing terminal fee counters will be removed. Moreover, this policy is at par with international standards and practices, since among ASEAN Region countries, it is only the Philippines which collects terminal fees on a face-to-face basis at the airport. According to the Memorandum of Agreement (MOA) which MIAA will sign with the air carriers later this month, the IPSC will be integrated by default in the tickets, whether purchased online or through ticketing offices or travel agents. The integration program will begin in October 2014, with a one-year transition period ending in September 2015. Full implementation of the policy will be in October 2015. The P 550.00 IPSC collected by MIAA is essential to the continued operations of the airport. Out of this amount, P 390.00 is MIAA’s share for maintenance and upkeep, P 100.00 goes to the National Government, and P 60.00 is for aviation security. The DOTC is presently undertaking major upgrading projects for NAIA, particularly Terminals 1 and 3. The Terminal 1 Rehabilitation project, which entails structural retrofitting, architectural works, and improvement of mechanical, electrical, plumbing, and fire protection facilities, is scheduled for completion in January 2015. Meanwhile, completion works for Terminal 3 is set to be finished next month, to pave the way for the transfer of five (5) airlines from Terminal 1 to Terminal 3 by August 2014, namely: Singapore Airlines, Delta, Emirates, Cathay Pacific, and KLM Airlines. This will also help decongest Terminal 1 and allow more flexibility in the on-going rehabilitation efforts. |
Gov't inks deal on DEPED-ARMM GSIS arrears |

The Department of Budget and Management (DBM) today signed a
Supplemental Memorandum of Agreement (MOA) with the Government
Service Insurance System (GSIS) and the Department of Education in
the Autonomous Region in Muslim Mindanao (DepEd-ARMM), in a landmark
move to settle the education department’s unpaid GSIS
premiums—amounting to P991.4 million—for its ARMM personnel. The supplemental MOA is in line with a previous tripartite agreement inked between the three agencies in March 2004, where the DepEd-ARMM agreed to pay its obligations to GSIS within fifteen years of the signing date. “For a good while, DepEd personnel in the ARMM were unable to enjoy the full range of GSIS benefits that they were entitled to, including their salary loans and Retirement Gratuity. This was an unacceptable situation, and we have since worked with the GSIS and DepEd-ARMM to settle the GSIS premium arrears of all affected employees,” DBM Secretary Florencio “Butch” Abad said. “Public school teachers actually comprise a remarkable 80 percent of the civil service pool in the ARMM, and many of them have faithfully served their communities for most of their professional lives. Restoring their benefits is only just and fitting,” he added. To cover all unpaid GSIS premiums for DepEd-ARMM personnel, the DBM has agreed to pay P891.4 million to GSIS within 30 days of the signing of the agreement. The Budget department will also release P100 million to the GSIS—without interest—within one year of the MOA signing. The payments will cover all arrears for 29,019 DepEd-ARMM personnel, and will be sourced from savings under 2014 General Appropriations Act (GAA). “The Bangsamoro peace pact signed earlier this year signals a period of greater socio-economic development in the ARMM. The Aquino administration is keen on bringing more education, healthcare, and infrastructure services to this region, besides providing basic public services that Bangsamoro communities previously had little to no access to. The fact that we can now take better care of our DepEd personnel in the ARMM fits very nicely with that,” Abad said. |

Registered foreign portfolio investments for May 2014 reached
US$2.0 billion, approximating last year’s level; compared to April
2014, there was a 5.0 percent improvement in inflows. Outflows for
the month declined year-on-year from US$2.6 billion to US$1.4
billion (or by 46.3 percent); a decline of 8.1 percent was also
noted compared to the April 2014 figure of US$1.5 billion. On the
overall, net inflows of US$545 million were realized, which is an
improvement from last month’s net inflows (US$325 million) and the
net outflows last year (US$641 million). About 75.2 percent of the investments were in PSE-listed securities (property companies; banks; holding firms; food, beverage and tobacco firms; and telecommunication companies); 20.7 percent in Peso government securities; and the rest (or 4.1 percent) in Peso Time Deposits. The United Kingdom, Singapore, the United States, Hong Kong, and Luxembourg were the top five (5) investor countries for the month with combined share to total of 78.1 percent. The United States continued to be the main destination of outflows, receiving 91.6 percent of total. Registration of inward foreign investments with the Bangko Sentral ng Pilipinas (BSP) is voluntary under the liberalized rules on foreign exchange transactions. The issuance of a BSP registration document entitles the investor or his representative to buy foreign exchange from authorized agent banks and/or their subsidiary/affiliate foreign exchange corporations for repatriation of capital and remittance of earnings that accrue on the registered investment. Without such registration, the foreign investor can still repatriate capital and remit earnings on his investment but the foreign exchange will have to be sourced outside the banking system. |

Tacloban City, Leyte – The Department of Social Welfare and
Development (DSWD) today said that it will continue to engage in
peaceful dialogues with People Surge, an alliance of Typhoon Yolanda
victims in Eastern Visayas, to address their different demands. This following a rally staged by the group on Monday in front of the DSWD- Field Office VIII here. The group demanded for the transparency of relief goods distribution and their share of food packs with 25 kilos of rice. The rallyists, composed of less than a hundred farmers, came from the towns of Pinabacdao and Calbiga, Samar. They voiced out their fear of getting hungry until the next harvest season. They said that their farmlands, their only source of livelihood, were affected. During the rally, DSWD-FO VIII Director Nestor Ramos met with eight leaders of the group to discuss their issues and concerns. The dialogue lasted for almost three hours. Dir. Ramos explained that DSWD did not receive any report on damages and affected families from the LGUs which is the basis for the provision of assistance. He added that the two towns are not within the 50-kilometer radius of ‘Yolanda’s’ path. He emphasized that DSWD is willing to provide them with food assistance once the local government unit has submitted the validated list of families affected by the typhoon. Dir. Ramos further clarified that the remaining 31,000 sacks of rice from Thailand and 29,125 sacks of rice from Algeria are expected to be delivered within this week . These will be used for the fifth round of 25-kilo rice distribution to affected families. |

patriotic duty." Labor and Employment Secretary Rosalinda Dimapilis-Baldoz issued this statement yesterday from Geneva, Switzerland, where she is attending the 103rd International Labor Conference. At the same time, Baldoz reiterated the applicable pay rules for the nationwide regular holiday on 12 June in observance of the country’s 116th Independence Day Anniversary. "Proper observance of all holiday pay rules strengthens decent work and builds productivity. Voluntary labor standards compliance redounds to social protection and the competitiveness of business and industry," she added. The regular holiday is by virtue of President Benigno S. Aquino III’s Proclamation No. 655, Series of 2013, dated 25 September 2013, Declaring the Regular Holidays, Special (Non-Working) Days, and Special Holiday (For All Schools) for the Year 2014. The 116th Independence Day Anniversary is being commemorated on the theme, Pagsunod sa Yapak ng mga Dakilang Pilipino, Tungo sa Malawakan at Permanenteng Pagbabago. Manila – “We are ready to share our experiences in the hopes of
inspiring similar stories of success for our sisters—our
peers—involved in peace tables around the world.” Presidential Adviser on the Peace Process Teresita Quintos Deles expressed this sentiment in her brief address during a recent cocktail reception co-organized by the embassies in the Philippines of the United Kingdom of Great Britain and Australia. The event was held in honor of the Philippine contingent who will participate in the Global Summit to End Sexual Violence in Conflict happening in London starting today until June 13. Over recent decades, the Philippines has been taking progressive steps in acknowledging women’s rights and roles in nation-building. In 2010, the country became the first in Asia to adopt a National Action Plan (NAP) on Women, Peace, and Security to operationalize its commitment to the United Nations Security Council Resolutions (UNSCRs) 1325, 1820, 1888, 1889, 1960, 2106, 2122 including CEDAW General Recommendation 30. The Philippine government has also pioneered enabling women as prominent drivers of the peace process. A landmark model is the Comprehensive Agreement on the Bangsamoro (CAB) between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF), which is the first in the world to bear the signature of three women—representing one-fourth the total number of signatories—and also the first such agreement to bear the signature of a woman in the role of chief negotiator. “The signing of the Comprehensive Agreement on the Bangsamoro is a major victory for women,” said Deles. “We expect its effects and benefits—both symbolic and real—to be far-reaching and, we hope, will benefit not just the Philippine peace process but peace processes worldwide.” The involvement of women in the peace negotiations ensured that the CAB guarantees the protection and meaningful participation of women in the envisioned Bangsamoro region. longstanding experience in managing principled humanitarian response
during disasters, including the recent experience of the country on
Typhoon Haiyan/Yolanda, at a high-level dialogue between States and
humanitarian actors on the topic “Humanitarian principles in a
changing world: Still fit for purpose?” “The Philippines supports the humanitarian principles,” Ambassador Rebong stated, adding, “When the country opened its doors toGeneva Hi Level Dialogue On Humanitarian Principle2 the humanitarian actors, who went to the Philippines to assist the victims of the super typhoon, the humanitarian principles were fully observed.” She stressed that “Trust is very important for the humanitarian principles to live.” The humanitarian principles of humanity, neutrality, impartiality and independence provide the foundations for humanitarian action and are central to establishing and maintaining access to affected people whether in a natural disaster or a complex emergency. The principles of humanity, neutrality, and impartiality are endorsed in General Assembly resolution 46/182, which was adopted in 1991, while the principle of independence was added in the General Assembly resolution 58/114 (2004). The event was organized in order to have a better understanding on the perceptions of States, and gaining their support for facilitating principled humanitarian action and ensuring effective humanitarian intervention. It examined some of the current-day dilemmas in applying principles of humanitarian action to afford better assistance and protection to populations affected by crisis. Hosted by the International Committee of the Red Cross (ICRC) and the Norwegian Refugee Council (NRC) at the Director General’s Hall of the ICRC Headquarters in Geneva, the Ambassador was joined at the dialogue by ICRC Director General Yves Daccord, Secretary General of Norwegian Refugee Council Jan Egeland and Ambassador Jorge Lomónaco, Permanent Representative of Mexico to the United Nations. Present at the event were members of the diplomatic corps in Geneva and heads/representatives of non-governmental organizations (NGOs) and international humanitarian organizations. The Philippine Mission in Geneva continues to actively engage the international community in roundtable discussions, debates and fora on States’ and humanitarian actors’ roles in the prevention and response to disasters and in sharing best practices on disaster risk reduction and management and humanitarian assistance. In Manila last week, the Philippines played host to more than 200 senior government officials, scientists, academics, policymakers, industry and business leaders, NGOs, and representatives of regional and international organizations from Asia and Europefor the ASEM Manila Conference on Disaster Risk Reduction and Management (DRRM). Through the Conference, held from June 4 to 6, participants contributed to the new global architecture on DRRM with the issuance of a document called “The Post-Haiyan Tacloban Declaration” which embodies new policies and principles for DRRM. Special Concerns Bernadette Romulo-Puyat met with Ms. Marie-Hélène
Le Hénaff, Head of the International Promotion and Cooperation
Division of the French Ministry of Agriculture (MAAF), on June 10 at
the MAAF office in Paris, France. The Philippine delegation included Philippine Ambassador to France Ma. Theresa Lazaro, Third Secretary and Vice Consul Rapunzel Acop and Agricultural Attaché Nolet Fulgencio. Both sides exchanged views on agricultural policies in the Philippines and France, particularly on organic farming and risk management. They discovered many common points, such as the predominance of small family farms, the importance of the agricultural sector in job creation, and the shift towards sustainable agriculture. Ms. Le Hénaff thanked the DA officials for their visit and invited them to return to France to observe innovative production techniques being used in organic farming. For her part, Undersecretary Romulo-Puyat welcomed the beginning of more frequent exchanges between Philippine and French agriculture officials. “This is the start of a good working relationship between the Philippines and France,” she said. Undersecretary Romulo-Puyat heads the National Organic Agriculture Board, which was created by the Organic Agriculture Act of 2010. She was in Paris to head the Philippine delegation to the 2014 Global Summit on Women which took place from June 5 to 7. |

Agrarian Reform Beneficiaries Organizations (ARBOs) from different
municipalities of Surigao del Norte were recently oriented on
Agrarian Production Credit Program (APCP) to provide financial
assistance to the farmer-beneficiaries to improve their farming
activities. APCP, forged by the Department of Agrarian Reform (DAR), the Department of Agriculture (DA) and the Landbank of the Philippines (LBP), provide assistance to agrarian reform beneficiaries through their respective organizations to support their individual or communal crop production projects and other projects. The credit program also intends to provide necessary interventions to prepare the farmers to become bankable and eventually graduate to the regular lending window of the bank. The identified ARBOs are Ima Women’s Initiated Community Association (IWICA) of Barangay Ima, Sison; San Pedo Rural Workers Association (SAPRUWA) of Barangay San Pedro, Alegria; Himamaug Agrarian Reform Beneficiaries Cooperative (HARBCO) of Barangay Himamaug, Taganaan; Cantapoy Farmers and Fisherfolks Credit Cooperative (CAFFCRECO) of Barangay Cantapoy, Malimono; Esperanza Farmers Credit Cooperative (ESFARCRECO) of Barangay Experanza, Del Carmen; Rural Improvement Club Producers Cooperative (RICPROCO) of Barangay Capalayan, Surigao City; and Union Agro-Aqua Credit Cooperative (UNAACO) of Barangay Union, Dapa. A total of 289 farmer-members of the said ARBOs were introduced to the agrarian credit program: 32 from IWICA, 31 from SAPRUWA, 82 from HARBCO, 26 from CAFFCRECO, 35 from ESFARCRECO, 48 from RICPROCO and 35 members of UNAACO. The orientation was conducted by a team from the DAR’s Program Beneficiaries and Development Division of Surigao del Norte headed by Senior Agrarian Reform Program Officer Lina S. Alvarez. |
NTA targets to plant 1M trees in synchronized tree planting |

To mark its 27th founding
anniversary, the National Tobacco Administration will lead
synchronized tree planting activities in various areas in Regions I,
II, and Cordillera Administrative Region (CAR) on July 25.
At least 1 million tree seedlings
are expected to be planted during simultaneous inter-agency and
inter-sectoral tree planting activity spanning an equivalent area of
500 hectares of public land in selected tobacco-growing areas.
Heads of different national agencies
and local government units, including volunteers from different
schools, and government and private groups, are invited to join NTA
officials and employees from its eight provincial branches in the
one-day activity.
NTA branch offices in the three
regions have just completed survey and registration of participants,
including the greening area or sites to be planted by each
participating group. The command center and ceremonial planting site
will be at the NTA AgriPinoy Tobacco Farmers Food Processing Plant
and Trading Center in Brgy. Nanguneg, Narvacan, Ilocos Sur.
The agency’s regreening project is
part of the agency’s effort to contribute its resources towards
ecological restoration, and to supply the energy-fuelwood
requirement of flue-curing Virginia leaf tobacco. It is in line with
the government’s National Greening Program (NGP).
According to NTA Administrator
Edgardo D. Zaragoza, the tobacco industry is one of the biggest
users of fuelwood.
“To restore and manage the
environment, the NTA initiated this effort last year to unify all
partner agencies and industry stakeholders,” he said.
The NTA started its regreening
project in tobacco areas in 2013, where a total of 551,600 seedlings
of acacia, neem, narra, mahogany, gmelina and giant ipil-ipil were
planted to tobacco-growing communities. Over 85,000 farmers,
students, and employees of different government agencies and the
private sector participated in the activity.
Zaragoza expects a bigger turnout of
volunteers and wider greening sites this year. The tree-planting
activity is supplementary to the NTA’s livelihood assistance under
its Kahuyang Pangkabuhayan at Pangkalikasan (KPP) module, a
component of its Renewable Fuelwood Energy Farm Development Project
and Restoration of Ecological Integrity program.
The seedlings are sourced from the
seedling nursery and fuelwood and bamboo farms managed by KPP
farmer-availees, clusters, and farmer cooperatives/organizations,
under the supervision of the NTA branch office in the area.
“This is our way of returning the
favor to our farmer cooperators by providing them sources of income
through seedling production and planting of trees for fuel wood
purposes,” Zaragoza said.
For its KPP module this year, the
agency pegged its target at 6 million tree seedlings to be planted
to a total area of 2,500 hectares in tobacco-growing areas. This is
about double of last year’s 3.2 million seedlings planted to an area

BI officiates mass oath of allegiance for re-acquiring PHL citizenship |

The Bureau of Immigration (BI) will
administer mass of oath of allegiance for natural born Filipino
citizens who have also become citizens of another country in order
to retain or re-acquire Philippine citizenship.
BI Commissioner Siegfred B. Mison ordered the
conduct of mass oath-taking to streamline the flow of filing of
petitions by dual citizens.
Pursuant to Republic Act No. 9225, known as the “Citizenship
Retention and Re-acquisition Act of 2003,” natural born citizens of
the Philippines, who become citizens of another country shall retain
or re-acquire Philippine citizenship upon taking an Oath of
Allegiance to the Republic of the Philippines.According to BI regulations, petitioners shall take their oath of allegiance before the commissioner or the legal officers of the BI legal division.
The administration of oath of allegiance before
legal officers is scheduled for 9am, 11am, 2pm and 4pm daily,
according to Mison.
As of June this year, a total of 2,075 retention of Philippine
citizenship was approved by the bureau.In 2012, about 5,564 petitions for re-acquisition of Filipino citizenship was processed while 4,348 were approved in 2013, BI records showed. For petitioners who fail to take the oath after 4pm but are already in the BI premises, the assigned legal officer shall not deny them the opportunity to take the oath taking into consideration their effort to personally appear at the bureau for the purpose. In observance of the solemnity of the conduct of the oath-taking, the official setting will have the Philippine flag on display. The petitioner taking the oath shall stand (if possible), raise his/her right hand (if possible) and take the oath of allegiance. |

The Technical Education and Skills Development Authority (TESDA) is
expanding its technical vocational training to scholars of ABS-CBN's
Bayan Academy in a bid to hone their skill levels for the jobs of
tomorrow. At least P8 million worth of scholarship vouchers will be made available by TESDA for the free training under the Memorandum of Agreement it signed with Bayan Academy for Social and Human Resource Development on June 10. "What this partnership intends to churn out are graduates who can fill up the jobs needed by the market or be their own bosses by starting a journey as entrepreneurs," Secretary Joel Villanueva, TESDA director general, said. Villanueva signed the agreement for TESDA, while Bayan Academy was represented by its chairman and president, Eduardo Morato Jr., and its vice chairperson, Regina Paz Lopez. The agreement sought the extension of TESDA's Training for Work Scholarship Program (TWSP) to poor but deserving Filipino youth "to expand access to and provide more equity through the provision of technical vocational training." It also called for the implementation of technology-based training programs in ABS-CBN and Bayan Academy communities like Bayan ni Juan Calauan, Laguna and Palawan. A special feature of the partnership would be the provision of language skills training program for the beneficiaries who wish to work abroad. TESDA will also assist in the registration of courses and programs that Bayan Academy may seek to offer its scholars. For its part, Bayan Academy vowed to closely coordinate with TESDA's regional and provincial offices in the program implementation. It said it would also ensure that its graduates undergo the mandatory assessment and that employment facilitation services would be provided. The academy has reported 94 percent employment rate of its graduates. Two water projects of the Metropolitan Waterworks and Sewerage
System (MWSS) collectively worth some 43.1 Billion pesos attracted a
lot of interest from would be investors during today’s Water
Infrastructure Forum. Hailed as Invest Water PH, the Forum brought
together more than 200 participants from the private sector,
representing leading firms who expressed keen interest in the PPP
water projects lined up for bidding by June of 2014. PPP Center Cosette V. Canilao explained that water security remains one of the government’s priorities. However, practitioners recognize that water infrastructure projects including piped water networks are capital extensive and require sector expertise to provide excellent services to the clients. “It is in this light that PPP is considered as a viable option in undertaking water projects. Through PPPs, private sector efficiency and technology are maximized to realize high-impact projects directly benefitting the public,” Canilao said. She called upon would be investors to, “share your thoughts and suggestions to make these projects successful.” “We hope to bid these out in the coming weeks,” the PPP Center Chief said. The PPP water projects are part of the MWSS’ Water Security Legacy Program which Gerardo Esquivel, Administrator of the MWSS presented during the Forum. “Infrastructure is key to water security. I ask you to look at the opportunities here and view it as a chance to serve, to give life for generations to come, for water is life,” Esquivel said. PPP projects lined-up The Php 24.4 Billion peso Bulacan Bulk Water System project will provide universal access to potable water specifically for the Bulacan Province, increasing the volume of potable water supplied, the service coverage and the number of households served. The project will be undertaken using the BOT law under a 30-year contract. It will cover the financing, construction, operation and maintenance of the needed facilities for treated bulk water supply. Bidding for the Bulacan Bulk Water project will be conducted using a performance or output-based specification approach and bulk water charge as its bidding parameter. The MWSS hopes to publish its Invitation to Pre-Qualify and Bid with in June 2014. The other PPP water project up for bidding this month is the Php 18.7 Billion–peso New Centennial Water Source- Kaliwa Dam Project. The new dam will help gain water security for Metro Manila and its adjoining areas by increasing the supply of raw water and reducing Metro Manila’s dependence on the Angat Reservoir. The private proponents will construct the 600 million litters a day (MLD) dam as well as the 2,400 MLD water conveyance tunnel, access roads, bridges and drainage to be used in building the dam. However, the project does not include the construction of the water treatment plant and its operation and maintenance. The New Centennial Water project will be undertaken through the BOT law’s Build-Transfer variant. The private sector partner will recover its investments from the amortization payments during the 25 years contractual agreement. MWSS plans to publish the Invitation to Pre-qualify and bid within June 2014, while bid submissions is expected on December 2014. The indicative timelines for the issuance of the notice to proceed and the signing of the contract is set for Q1 of 2015. Both water projects are a recipient of the Project Development and Monitoring Facility (PDMF) of the PPP Center. Under the PDMF, UK-based IMC Worldwide Ltd., an international development consultancy with roots in the planning, design and management of global infrastructure projects and its consortium partner Romulo Mabanta Buenaventura Sayoc & de los Angeles, are providing the technical support for the Bulacan Bulk Water Supply project. On the other hand, the consortium of the Rebel Group International BV made up of Puyat Jacinto & Santos (PJS Law) Allen and Overy, Crisil Risk and Infrastructure Solutions Ltd. (India) and Royal Haskoning, are providing technical assistance for the New Centennial Water Supply project. The Project Development and Monitoring Facility is a revolving pool of funds from the Philippine Government and the Government of Australia under a Capacity Building Technical Assistance project from the Asian Development Bank (ADB) and the Canadian Government to enhance the investment environment for Public-Private Partnership (PPP) and to develop a robust pipeline of viable and well-prepared PPP infrastructure projects. |
