PIA-4A/LAGUNA: The provincial government distributed cacao and kalamansi tree seedlings, including different kinds of vegetables seeds to 146 coconut farmers in Alaminos town for planting in unproductive coconut farms affected by the coconut insect infestation and recent typhoons that hit the region. The dispersal of tree and vegetables seedlings provided by the Department of Agriculture is in line with the provincial government’s “Programang Pang-Agrikultura na Tutugon sa Seguridad sa Pagkain sa Laguna.”

PIA-4A/RIZAL: The city government of Antipolo is now strictly implementing its “No Segregation, No Collection” policy in the collection of garbage in selected areas in the city. The collection of non-biodegradable garbage is scheduled every Monday, Wednesday, and Friday while biodegradable trash is gathered every Tuesday, Thursday, Saturday, and Sunday with garbage trucks going around at 8 pm. The city environment and waste and management office warns residents that failure to comply with the new waste collection system will mean a P500 penalty for 1st offense, P700 for the 2nd, and P1,200 for the 3rd time.
 
 
PIA-4A/BATANGAS: The Lyceum of the Philippines (LPU) has been conferred recently with the prestigious Institutional Accredited Status (IAS) by the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCA). LPU Batangas got 80 percent in the academic scoreboard surpassing the 75 percent requirement for accredited programs in universities. The first to receive such status in Calabarzon and among the first five educational institutions to be awarded by commission in the country. Harmonious relations with China serves Philippines' best interest, says President Aquino
 
(BEIJING, China) Achieving good relationship with its neighbors will serve the best interest of the Philippines, President Benigno S. Aquino III said on Sunday.

"It's also in the Philippines’ interest to achieve harmony with all of its neighbors. There are so many practices that each country can benefit from as we face common challenges," the President said when asked about the Philippine-China relations during the APEC CEO Summit here in Beijing.

For instance, the President said the Philippine government will be welcoming some of its peacekeepers next week from Liberia, a country affected by the Ebola virus outbreak. The spread of the virus is every country's concern at this time, he said.

With regards to the Philippine-China relations, the President said that when he meet then president Hu Jintao in August 2011, they both agreed that the territorial dispute shouldn't be the be-all and end-all of their relationships.

"And we are happy to note that, for instance in trade, there is a very significant growth in trade between our countries. In so many different other aspects, even from food production, there has been a lot of cooperation already," he said.

"In people-to-people exchanges, the provision of numerous teachers of Mandarin for our countrymen has also been coming into the country."

The Philippine companies have so far invested two and a half billion dollars in the Chinese economy, and in turn, China has infused about $600 million investments to the Philippines.

In terms of tourism, the Philippines sent around 800,000 tourists to China and on the other hand around 200,000 Chinese tourists visited the Philippines.

"So all of these numbers have continued to grow. And we seek to have, again, harmonious relationships with everybody so that we can concentrate on solving a lot of domestic problems that have to be addressed now," the President said.

The President also said that he believes that without stability, it's impossible to attain prosperity.

"And I think all governments, regardless of where they are, are set up primarily to improve the people’s lot or their people’s lot in life," he added.

Aquino tells APEC CEOs: "There is no better time to invest in the Philippines than now"
 
(BEIJING, China) President Benigno S. Aquino III encouraged various potential investors on Sunday to do business in the country, underscoring that “there is no better time to invest in the Philippines than now,” given its steady economic growth.

In his speech at the 2014 Asia Pacific Economic Cooperation (APEC) Chief Executive Officers (CEO) Summit, President Aquino relayed how his administration was able to bring about economic reforms in the Philippines over the last few years, thus making it more viable for investments.

President Aquino cited the steady growth of the country's gross domestic product (GDP) over the last four years, averaging at 6.3 percent, as compared to 4.3 percent from 2006 to 2009 during the previous administration.

He said this development is even more impressive, considering that this growth has been attributed to increasing investments and trade, besides the remittances sent by overseas Filipino workers to their families back home.

“This is an indicator of a more balanced and more resilient economy—one that can better withstand shocks and one that is consequently more attractive to investors,” President Aquino said.

President Aquino also mentioned that quality of employment has been improving as well, which means that more Filipinos are earning increasingly stable incomes and are thus able to better plan for the future.

On top of this, the Philippines received 20 positive credit ratings actions from agencies around the world, including investment grade statuses from three of the most renowned firms like Moody’s, Standard & Poor’s, and Fitch. Also, the World Economic Forum named the Philippines as the ‘most improved’ country since 2010 in its recent competitiveness report.

“Indeed, over the course of our administration we have proven ‘good governance is good economics.’ We assure all of you: our efforts will not stop here. We are looking to go from strength to strength. One way we are doing this is by making investments in our greatest resource, the Filipino people, because we know that it is through empowering them that we can sustain our country’s momentum,” President Aquino said.

President Aquino noted the increases in the budgets of the Department of Education and the Technical Education and Skills Development Authority by 75 and 77 percent respectively as proof of his administration’s commitment to investing on the people.

“Moving forward, we are looking to redouble our efforts in these fields. Our country will be hitting a demographic sweet spot by 2015 as majority of our population reaches working age. We want to make certain that they can continue capitalizing on the job openings that are being created,” he said.

President Aquino added that the annual infrastructure allocation more than doubled over the past three years under his watch from P200.3-billion in 2011 to P404.3-billion in 2014. He said the intention is for it to reach at least five percent of the country’s GDP by 2016.

"These are just a few examples of our continued efforts to keep the dynamo of progress engaged in full throttle, and it is clear, there is no better time to invest in the Philippines than now. We encourage all those in attendance today to take a closer look at the Philippines or, if you had previously been intrigued by our country, to transform your interest into something more concrete,” he said.

President Aquino said his government will do everything in its power to ensure that the Philippines will remain competitive for many years to come, expressing his eagerness to work with all the CEOs present, who can eventually invest in the country and become part of what he referred to as the “great Philippine turnaround.”

“Perhaps, just to emphasize, we believe the wherewithal and the base for all the things that we have been trying to do—the reforms in our country—emanates from the mandate given by our people. So our focus is also on ensuring that all of our people get the maximum opportunities for them to be able to participate in the growth of the country. Moody's chief acknowledges President Aquino's good handling of the economy
 
(BEIJING, China) Moody's Corporation President and Chief Executive Officer Raymond McDaniel, Jr. on Sunday praised President Benigno S. Aquino III's economic stewardship that have resulted in several ratings upgrades in a short period of time.

McDaniel paid a courtesy call on President Aquino at the Philippine Embassy here Sunday afternoon.

During the meeting, McDaniel complimented the President for the Philippines’ remarkable performance and for the positive outlook that the country continues to maintain amid a slowing global economy, Presidential Spokesperson Secretary Edwin Lacierda said.

According to Secretary Lacierda, the President responded by stating that he has a good Cabinet, whose members make personal sacrifices to serve the country.

The President also outlined the government’s targets for the 'Yolanda' rehabilitation and its policy of building back better to break the cycle of destruction and rehabilitation in vulnerable communities.

He told McDaniel that the Philippine government is doing everything to ensure that the country remains Ebola-free.

The President also received praises during the Asia-Pacific Economic Cooperation (APEC) Chief Executive Officers’ Summit here.

Secretary General of the Organization for Economic Cooperation and Development (OECD) Angel Gurria told delegates of the APEC Summit that despite the challenging scenario of global economic uncertainty, President Aquino has implemented polices that sustain the country's competitiveness.

"And, therefore, we have a very challenging scenario and the question of investment becomes critical—investment and innovation," Gurria said.

"But what about investment and innovation as a critical variable in terms of the policies necessary for our competitiveness? Now, I have to say here, President Aquino has done a great job in this score. Actually, it is very impressive. In doing business, the ranking went up just like a rocket. Government connects students with labor sector to address job mismatches, President Aquino says
 
(BEIJING, China) The Philippine government continues to hold dialogues with relevant sectors to address job mismatches, President Benigno S. Aquino III told delegates of the Asia-Pacific Economic Cooperation (APEC) Chief Executive Officers’ Summit here Sunday.

The President was asked during the summit how his administration links graduates to the labor market.

"I guess the short answer is: We talk to the relevant sectors and engage them in dialogue to determine specifically their needs and wants are, not just for the current year, but more so in a four-year, five-year, 10-year program, so that we are in a position to be able to guide our students towards those courses that will afford them jobs as soon as they graduate," he said.

Citing an example, he said one of the government's thrust is to give state universities incentives if they could initiate studies or programs that directly benefit the people.

The government, he said, has also embarked on having dialogues with growth industries to ask them to map out specific areas where they would need skilled individuals.

He noted that the business processing management or outsourcing sector has about one million direct employees in the Philippines.

With the country's population of about 100 million, and a workforce of about 50 million, the President estimated that the sector would employ 1.3 million by 2016.

A number of colleges and universities are offering courses tailored for particular industries to support their growth, and at the same time maximize the potential of Filipino students, he said.

He further said that the government is investing in short- and medium-term courses for the technical-vocational sector as a quick way for students to join the workforce.

The Chief Executive also mentioned the government's conditional cash transfer program that gives parents incentives in return for keeping their children in school.

The government has expanded the program to include high school students, he said, citing a study that shows workers who have completed their high school education earn 40 percent more than those who did not. PND (as)

(BEIJING, China) Achieving competitiveness means changes in the country's policies and guidelines, especially as Southeast Asian countries begin to integrate economically, President Benigno S. Aquino III said during the Asia-Pacific Economic Cooperation (APEC) Chief Executive Officers’ Summit here Sunday.

Delegates of the APEC CEO Summit asked the President about the role of the government in attaining competitiveness.

The President said that it is his government's thrust to "level the playing field" for businesses, as well as to correct the interventions between the ways and means to achieve all of the government’s goals.

For instance, he said, the ASEAN will begin integrating next year, and this means the removal of both tariff and non-tariff barriers in a systematical way that does not disrupt economies.

Each member country has varying degrees of advancement and members must try to accommodate each other’s needs and wants to the best degree for collective growth within the ASEAN, including their dialogue partners, he said.

"At the end of the day, it is a review of all the current regulations, ensuring that there is a logical flow from that which we want to achieve and the means towards achieving that," he said.

This means a review of all of the fiscal incentives that might have outlived their usefulness and the introduction of new incentives for all the investors and businesses to become more efficient in doing business, he explained.

At this time, there is a need for the Philippines to review its laws and regulations so that the country could have a new economic direction, he said. PND (as)

(BEIJING, China) President Benigno S. Aquino III met with officials of the pharmaceutical company Sanofi at the Philippine embassy here Sunday.

"In the courtesy call of Sanofi, they mentioned to the President that they have been developing a vaccine for dengue, which will hopefully be out by 2015," said Presidential Spokesperson Secretary Edwin Lacierda, who along with other Cabinet secretaries, accompanied the President during the business meeting.

He said Sanofi complimented the Philippine government’s investment in health care.

The President in turn emphasized the importance of preventive care over curative measures, saying that investing in health is investing in human capital, which provides for sustainable economic development, Lacierda said.

Sanofi is a global health care leader focused on the patients' needs and is engaged in the research, development, manufacturing and marketing of innovative therapeutic solutions.

The company has core strengths in health care, with seven growth platforms: diabetes solutions, human vaccines, innovative drugs, consumer health care, emerging markets, animal health, and the new Genzyme.

Philippine Embassy in Yangon working hard to promote Philippine culture, attract more tourists
 
(NAY PYI TAW, Myanmar) The Philippine Embassy in Yangon is working hard to introduce the Philippines to the people of Myanmar, who had been freed from military rule after five decades.

In a recent interview with Philippine Ambassador to Myanmar Alex Chua, he said his office has been organizing various events and activities to showcase the culture and products of the country, and also attract Myanmar tourists to come to the Philippines.

One activity he mentioned was the upcoming Filipino food festival that will be held in Yangon, Myanmar’s economic capital. The event will feature Filipino dishes and other local products.

“This will be the second time we will be holding this event. Some Philippine products will be introduced at the event and hopefully, we can export them to Myanmar,” Chua said.

The event will be held from November 26 to December 2 at the Sule Shangri-La Hotel in Yangon, in cooperation with the Department of Agriculture, added Chua.

In an interview with Shangri-La Sales and Marketing Director Agnes Pacis, she said the event, dubbed “Linamnam Festival," (meaning a festival of "tasty" Filipino dishes) aims to put the Philippines in the map of Myanmar.

Chua noted his office is also pushing to have direct flights from Manila to Myanmar to attract more tourists.

Having direct flights would significantly cut travel time between the Philippines and Myanmar, he said, adding that at present, there are three connecting flights from Manila to Myanmar -- Kuala Lumpur, Bangkok and Singapore, with a layover of at least 5 hours.

Chua said having direct flights would also make it easier for them to invite foreign tourists in Myanmar to take a side trip to the Philippines, as it would only take them 3 hours.

President Benigno S. Aquino III is set to attend the 25th Association of Southeast Asian Nations (ASEAN) Summit to be held here on November 12 and 13. During the ASEAN Summit Plenary Session, the leaders will discuss and exchange views on the ASEAN Community 2015 and Beyond (Greater ASEAN Connectivity), as well as regional and international issues. President Aquino thanks Canada for its assistance in reconstruction of Eastern Visayas
 
(BEIJING, China) President Benigno S. Aquino III on Monday thanked Canadian Prime Minister Stephen Harper for Canada's assistance for the rehabilitation of areas in Eastern Visayas devastated by Typhoon Yolanda last year.

"The President thanked Canada for the support that it had provided, overwhelming support for the victims of Yolanda," Foreign Affairs Secretary Albert del Rosario said in a press briefing at the Philippine Embassy here.

"He wanted to know what the progress was in terms of the reconstruction and rehabilitation, so the President explained where we are on that," he told the Philippine media delegation.

During their bilateral meeting, President Aquino told his Canadian counterpart about the limitations that have to be taken into account and what are achievable, del Rosario said, adding that Prime Minister Harper was quite pleased with the developments being done by the government in Eastern Visayas.

The two leaders also discussed President Aquino’s visit to Canada in 2015, he said, noting that an invitation has been extended for President Aquino to visit Canada but this has not materialized.

They talked about the inclusion of the Philippines as a country of focus in Canada’s development program, said del Rosario.

"There was also a benefit given to the Philippines in terms of a trade priority under what they call a GMA program, which focuses on providing two-way trade and market access to the Philippines," he said.

President Aquino and Prime Minister Harper touched on international issues, such as the application of international law in resolving regional disputes as well as the threat of the Islamic State of Iraq and Syria (ISIS).

Del Rosario emphasized the need to address the major threat posed by the ISIS, saying the international community cannot ignore the crimes and atrocities that the terrorist group has committed.

"We must take a position against those who perpetrate crimes against humanity," he said.

On the Philippines’ preparations for the 2015 Asia-Pacific Economic Cooperation (APEC) Summit in Manila, del Rosario said the President thanked Canada for its support for the country's chairmanship next year. PND (as)

Philippines, Papua New Guinea to enhance trade and investment cooperation
 
(BEIJING, China) The Philippines and Papua New Guinea (PNG) are moving for the enhancement of their trade and investment cooperation, Foreign Affairs Secretary Albert del Rosario has said.

“The Philippines has committed to send a scoping mission to Papua New Guinea for trade and investment cooperation,” del Rosario said following a bilateral meeting held Monday morning between President Benigno S. Aquino III and Prime Minister Peter O’Neill on the sidelines of the 2014 Asia-Pacific Economic Cooperation (APEC) Chief Executive Officers’ Summit here.

He also said the Philippines wants to advance its cooperation in health services because it appears that the country is emerging as a favored destination for “medical tourism.”

“We are being asked to advance our cooperation in education, specifically technical and vocational programs. It seems that many PNG nationals are now studying in the Philippines,” the Foreign Affairs chief told reporters during a media briefing held at the Philippine Embassy in Beijing.

Del Rosario also mentioned a discussion on the deepening of a cooperation in agriculture between Manila and Port Moresby. He said the Laguna-based International Rice Research Institute is currently exploring suitable rice species for Papua New Guinea.

Both countries also agreed to cooperate with each other during their respective hosting of the APEC Summits in the near future.

President Aquino thanks New Zealand for its support for the Mindanao Peace Process
 
(BEIJING, China) President Benigno S. Aquino III on Monday expressed his gratitude to New Zealand Prime Minister John Key for his country’s support for the Mindanao peace process.

During their bilateral meeting on the sidelines of the 2014 Asia-Pacific Economic Cooperation (APEC) Chief Executive Officers’ Summit in Beijing, President Aquino updated Prime Minister Key on the government's efforts to build back better for the victims of Typhoon Yolanda, Foreign Affairs Secretary Albert del Rosario said.

"We commended the pace of relations with New Zealand, particularly the expansion of air links between the Philippines and that country," del Rosario said during a media briefing at the Philippine embassy here.

"We thanked New Zealand for its support for the peace process and the President briefed the Prime Minister on the various efforts to move forward with the legislation requirement," he added.

He said the Philippines has sought New Zealand's support for the local dairy industry, as well as technical assistance to improve the production of mussels in the Philippines.

In turn, Prime Minister Key thanked the Philippines for its support for New Zealand’s candidacy in the United Nations Security Council, del Rosario said. PND (as)

President Aquino, Thai counterpart exchange views on instituting government reforms
 
(BEIJING, China) President Benigno S. Aquino III and Thai Prime Minister Prayuth Chan-ocha have exchanged views on the best practices to institute government reforms, Foreign Affairs Secretary Albert del Rosario said Monday.

President Aquino was also briefed on the new Thai government’s efforts to return to democracy, Secretary del Rosario said during a press briefing that followed the two leaders’ bilateral meeting on the sidelines of the 2014 APEC Chief Executive Officers’ Summit here.

Thailand is under a military rule following the ouster of then Prime Minister Yingluck Shinawatra through a coup d’etat spearheaded by Prayuth. Prime Minister Prayuth was installed as Thailand’s head of government last August.

During their meeting, both leaders expressed their commitment to work with each other in strengthening their cooperation on a multilateral basis in both APEC and the Association of Southeast Asian Nations (ASEAN).

“We are desirous of promoting greater cooperation in trade and investment, with greater focus on support for our SMEs (small and medium enterprises) and our farmers,” del Rosario said.

He said President Aquino also thanked his Thai counterpart for the assistance Thailand had extended to the victims of Typhoon Yolanda, which destroyed several Philippine provinces exactly a year ago.

Del Rosario mentioned Prime Minister Prayuth’s upcoming visit to the Philippines.

“We welcome the forthcoming visit of the Prime Minister to the Philippines. I understand also that their Foreign Minister will also be visiting separately,” he said. PND (hdc)

Philippines, Vietnam to jumpstart talks on strategic partnership
 
(BEIJING, China) The Philippines and Vietnam next month will start discussions on the roadmap towards a strategic partnership to enhance their economic and cultural ties, Foreign Affairs Secretary Albert del Rosario said Monday.

The roadmap will essentially focus on improving the trade, investment, and people-to-people exchanges of the two countries, del Rosario said during a media briefing following the bilateral meeting between President Benigno S. Aquino III and his Vietnamese counterpart on the sidelines of the 2014 APEC Chief Executive Officers’ Summit here.

Asked why the Philippines decided to make Vietnam a strategic partner, just like the US and Japan, del Rosario said this is because of the special bond between Vietnam and the Philippines.

"I think that it is mostly driven by our close ties with them, and we actually have entered into a strong commitment to be able to bring our relations closer, and the way to do this is through some form of a comprehensive strategic partnership," he said.

However, there are challenges ahead, he said, noting that the two countries still have to craft exactly what the strategic partnership means.

The Philippines and Vietnam need to integrate their thoughts in terms of what they mean by ‘comprehensive strategic partnership,' del Rosario explained.

"But I think there is enough of a history in terms of our relations and the fact that we have very close ties, to get us to where we want to go," he added.

At the same time, he said, the two countries have agreed to strengthen their agriculture and maritime cooperations, including in search-and-rescue operations, marine environment protection, and oil spill preparedness.

The Philippines will chair the 2015 APEC Summit while Vietnam will host the meeting in 2017, he said, adding that both sides have agreed to support each other’s chairmanship. PND (as)

Improving Japan-China relations, good for regional stability, says Foreign Affairs official
 
(BEIJING, China) Reduced tensions between Japan and China would benefit the region in terms of peace and stability, Foreign Affairs Secretary Albert del Rosario said on Monday.

“We understand that China and Japan have agreed to develop mechanisms to gradually resume talks, which have not been present for at least two and a half years, as I understand it. We view that as a positive development if it resolves or contributes to peace, security, and stability in the region,” del Rosario said during a press briefing with the Philippine media delegation here.

Asked how this affects the relations between the Philippines and China, he said the country's position has always been that China is a friend and a neighbor, and the Philippines at all times is working for a constructive relationship that is mutually beneficial.

"As the President has always said, that we do have this dispute—this maritime dispute—in the South China Sea; that this dispute is not the sum total of our relations," he said.

During President Aquino’s visit to China in August 2011, he and then president Hu Jintao agreed to work on moving forward the major bilateral relations, and at the same time abstract the contentious issues, such as the maritime dispute, and work on them separately, del Rosario noted.

"We have been working to have this agreement honored because we are, of course, very interested in being able to again have a close relationship with China, whom we consider as a valuable friend," he said.

On the arbitration that the Philippines has filed at the international tribunal, he explained that it was not meant to offend China but it was to clarify entitlements for all nations involved in the dispute.

He said that the case could be used as a way to move forward in settling the disputes between the Philippines and China.

"We precisely selected arbitration because, as was defined by the United Nations, it is not an unfriendly act. It is, as a matter of fact, one that we are utilizing to be able to preserve a valuable friendship," he said.

Del Rosario, together with other Cabinet secretaries, accompanied President Aquino as he attended the 2014 Asia-Pacific Economic Cooperation Chief Executive Officers’ Summit here.

(BEIJING, China) Hinimok ng Pangulong Benigno S. Aquino III ang mga potensiyal na imbestor Linggo na magnegosyo sa bansa at binigyang diin na “ito na ang pinakamainam na panahon para maglagak ng puhunan sa Pilipinas,” dahil sa patuloy ang matatag na pag-unlad ng ekonomya ng bansa.

Sa talumpati sa 2014 Asia Pacific Economic Cooperation (APEC) Chief Executive Officers (CEO) Summit, isinalaysay ng Pangulong Aquino kung paano nagawa ng administrasyon niya ang mga reporma sa ekonomya sa Pilipinas sa nakalipas na ilang taon kaya ito higit na mainam paglagakan ng puhunan.

Binanggit ng Pangulong Aquino ang patuloy na pag-unlad ng gross domestic product (GDP) sa nakalipas na apat na taon na umaabot sa 6.3 porsiyento kung ihahambing sa 4.3 porsiyento buhat noong 2006 hanggang 2009 sa nakalipas na administrasyon.

Sinabi ng Pangulo na ang pangyayaring ito ay higit na kahanga-hanga kung isasaalang-alang na ang pag-unlad ay bunga ng palaking mga pamumuhunan at kalakalan, bukod pa sa mga perang pauwi ng mga overseas Filipino workers sa kanilang mga kaanak sa bansa.

“Ito ang palatandaan ng isang higit na balanse at matatag na ekonomyang higit na may kakayahang harapin ang nga pagsubok at magiging higit na kaakit-akit sa mga imbestor,” dugtong pa ng Pangulong Aquino.

Ayon sa Pangulo, naging ibayo rin ang kalidad ng hanapbuhay na ang ibig sabihin, higit na maraming Pilipino ang lumalaki at matatag ang kita kaya ibayo nilang napaghahandaan ang isang higit na magandang kinabukasan.

Bukod pa rito ang natamo ng Pilipinas na 20 positive credit ratings buhat sa mga ahensiya sa daigdig, kabilang na ang investment grade statuses buhat sa mga tanyag na kompanyang tulad ng Moody’s, Standard & Poor’s at Fitch, gayundin ang World Economic Forum na nagsabing ang Pilipinas ang bansang “most improved” sapul noong 2010 sa inilabas nitong competitiveness report kamakailan.

“Tunay na sa aming administrasyon, pinatunayan naming ang mabuting pamamahala ay kasing kahulugan ng mabuting ekonomya. Tinitiyak naming sa inyong lahat na hindi rito magtatapos ang aming mga pagsisikap. Ang gagawin namin ay humakbang nang lakas sa lakas. Ginagawa namin ang pamumuhunan na pangunahing lakas. Batid ng sambayanang Pilipino na sa pamamagitan ng pagbibigay namin sa kanila ng kapangyarihan kaya magpapatuloy ang bansa namin sa pagsulong,” pagbibigay-diin ng Pangulong Aquino.

Inihayag din ng Pangulong Aquino ang pagdaragdag sa mga badyet ng Kagawaran ng Pagtuturo at ng Technical Education and Skiills Development Authority ng 75 at 77 porsiyento bilang katibayan ng pangako ng administrasyon na pamumuhunan sa tao.

“Patuloy sa pagsulong, lalo naming pag-iibayuhin ang pagsisikap sa mga larangang ito. Sasapitin ng bansa ang demographic sweet spot pagdating ng 2015 sapagka’t mayorya ng populasyon ay tutuntong na sa edad para magtrabaho. Nais naming matiyak na patuloy naming magagamit ang mga job openings na nililikha,” sabi ng Pangulo.

Idinugong ng Pangulo na dinoble ang guguling inilaan sa taunang imprastraktura sa nakalipas na tatlong taon ng pamamahala niya. Ito ay P200.3 bilyon noong 2011 at P404.3 bilyon ngayong 2014 at ang balak niya ay paabutin ito sa halos limang porsiyento man lamang ng GDP ng bansa pagsapit ng 2016.

“Ilan lamang ito sa mga halimbawa ng walang puknat na pagsisikap namin upang magpatuloy ang kasaganaan kaya malinaw na ito ang pinakamainam na panahon para mamuhunan sa Pilipinas. Hinihiling namin sa lahat ng narito ngayon na masusing ukulan ng pansin ang Pilipinas o kung minsan nang natawag ng Pilipinas ang inyong pansin, sana, ang inyong interes na ito ay maging daan ng kongkretong hakbang ninyo sa aming bayan,” pahayag pa ng Pangulong Aquino.

Binigyang diin ng Pangulo na gagawin ng kanyang pamahalaan ang lahat upang tiyaking ang Pilipinas ay mananatiling nakikipagsabayan sa marami pang mga darating na taon. Sinabi rin ng Pangulo ang masidhi niyang hangaring makatrabaho ang lahat ng dumalong mga CEO na hindi maglalaon at mamumuhunan sa bansa at magiging bahagi ng tinagurian niyang “great Philippine turnaround” o ang walang katulad na pagbalikwas ng Pilipinas.

“Upang bigyang diin, naniniwala kami na ang lahat nang ito ay nakasalig sa matagal na naming sinisikap gawin—ang mga reporma sa aming bayan—ay nagmumula sa mandatong kaloob ng aming mga kababayan. Kaya nakatuon ang mga pagsisikap namin sa pagtiyak na matatamo ng aming mga kababayan ang lahat ng pagkakataon upang sila ay makapag-ambag sa pagsulong ng aming bansa. Kinilala ng puno ng 'Moody’s' ang husay ng Pangulong Aquino sa pangangasiwa sa ekonomya ng Pilipinas
 
(BEIJING. Tsina) Pinapurihan ni Raymond McDaniel, Jr., pangulo at Chief Executive Officer ng Moody’s Corporation ang Pangulong Benigno S. Aquino III Linggo sa husay ng pamamahala nito sa ekonomya na naging dahilan ng ilang ulit na rating upgrades sa loob ng maikling panahon.

Nagbigay-galang si McDaniel sa Pangulong Aquino sa embahadang Pilipino rito Linggo ng hapon dito.

Sa naturang pulong, pinuri ni McDaniel ang Pangulo sa kahanga-hangang nagawa at positibong pananaw na patuloy na natatamo ng Pilipinas sa kabila ng pabagal na takbo ng ekonomya ng daigdig, alinsunod sa Tagapagsalita ng Pangulo Edwin Lacierda.

Sinabi ni Lacierda na ang itinugon ng Pangulo ay mayroon siyang mahusay na Gabinete na ang mga kagawad ay personal na nagpapakasakit alang-alang sa paglilingkod sa bayan.

Ginagawa ng gobyerno ang kailangan upang ayusi ang ‘job mismatches’ sa sektor ng paggawa —Pangulong Aquino
 
(BEIJING, Tsina) Patuloy ang pakikipausap ng pamahalaang Pilipino sa kinauukulang mga sector upang matugunan ang job mismatches, sabi ng Pangulong Benigno S. Aquino III sa mga delegado ng Asia-Pacific Economic Cooperation (APEC) Chief Executive Officers’ Summit dito Linggo.

Sagot ito ng Pangulong Aquino sa katanungan kung paanong naiiugnay ng administrasyon niya ang mga nagtapos sa mga paaralan sa mga pangangailangan ng paggawa.

“Palagay ko, ang angkop na sagot diyan ay maikli lamang. Kinakausap namin ang mga kina-uukulang sector upang malaman ang mga tiyakan nilang kailangan at mga nais, hindi lamang para sa kasalukuyang taon, kundi pati sa darating na apat na taon, limang taon, o 10 taong programa, kaya nasa kalagayan kami para gabayan ang aming mga mag-aaral tungkol sa mga kursong dapat nilang kunin at nang matiyak na may trabaho sila pagkatapos mag-aral, “ paliwanag ng Pangulong Aquino.

Ibinigay na halimbawa ng Pangulo na isa sa mga pakay ng pamahalaan ay bigyan ng insentibo ang mga pamantasan upang magpasimula sila ng mga kaalaman o programang tuwirang pakikinabangan ng taong bayan.

Sinabi ng Pangulo na nakikipag-usap na ang pamahalaan sa growth industries para hilingin sa mga ito na bumalangkas ng karampatang programang titiyak kung anong uri ng kaalaman ang kakailanganin nila.

Idinugtong ng Pangulo na may isang milyon ngayon ang tuwirang naglilingkod sa mga business processing management o outsourcing sector sa Pilipinas.

Tinataya ng Pangulo na sa 100 milyong populasyon ng bansa, ang lakas-bisig ay aabot sa 50 milyon ang kabuuan at pagdating ng 2016, may 1.3 milyon ang magkakaroon ng trabaho sa sektor na ito.

Ayon sa Pangulo, ilang kolehiyo at pamantasan na ang may kursong angkop sa partikular na industriya para suportahan ang pag-unlad nila kaalinsabay naman ng paggamit ng kakayahan at talino ng mga mag-aaral na Pilipino.

Kaalinsabay naman nito ang inilunsad ng pamahalaan na pamumuhunan sa short- and medium-term courses sa sector ng technical-vocational para tiyakin na magkatrabaho agad ang mga mag-aaral na tapos ng kaalamang nasabi.

Binanggit din ng Pangulo ang conditional cash transfer program ng pamahalaan na nagbibigay ng insentibo sa mga magulang para patuloy na pag-aralin ang mga anak nila.

Pinalawak pa ng pamahalaan ang programang ito upang mapasama, sabi ng Pangulong Aquino ang mga mag-aaral sa mataas na paaralan dahil lumitaw sa pag-aaral na ginawa na ang mga manggagawang nakatapos sa mataas na paaralan ay kumikita nang 40 porsiyento ang laki kaysa sa mga hindi nakatapos. (BEIJING, Tsina) Upang magkaroon ng kakayahang makipagsabayan sa mga kapuwa bansa sa Timog Silangang Asya, kailangang baguhin ang mga patakaran at tuntuning sinusunod lalo na ngayong magsisimula nang magsanib sa kabuhayan ang mga bansa sa Timog Silangang Asya, wika ng Pangulong Benigno S. Aquino III sa Asia-Pacidic Economic Cooperation (APEC) Chief Executive Officers’ Summit dito Linggo.

Tugon ito ng Pangulong Aquino sa tanong ng mga delegado sa APEC CEO Summit sa papel ng pamahalaan upang makaagapay sa kompetisyon ng mga bansa.

Sinabi ng Pangulo na ang pinagtutuunan ng pamahalaan niya ay ang patas na larangan para sa mga negosyo, gayundin ang pagtutuwid sa pagpasok sa mga paraang ginagamit upang matamo ng pamahalaan ang mga layunin nito.

Ibinigay na halimbawa ng Pangulo na ang pagsasanib ng ASEAN sa darating na taon ay nangangahulugan ng pag-aalis ng tariff and non-tariff barrierts sa maayos na paraang hindi magiging sagwil sa mga ekonomya.

Bawa’t bansang kasapi ay may iba-ibang paraan ng pagsulong at kailangang sikapin ng mga kasapi na kilalanin at tugunan ang mga pangangailangan at nais sa kabutihan ng sama-samang pagsulong ng ASEAN, kabilang na pati ng kanilang dialogue partners.

“Sa kabuuan, ang pagrebisa sa mga kasalukuyang mga tuntunin, pagtiyak na magkakaroon ng makatuwirang palakad na nais nating matamo ang kailangang gawin at tiyaking maisasakatuparan nang lahat,” sabi pa ng Pangulo.

“Ito ay nangangahulugang rebesahin ang lahat ng insentibong pananalapi na maaaring hindi na kailangan at ang pagpapasok ng mga bagong insentibo para sa lahat ng mga imhestor at mga negosyo para maging higit na mahusay ang pagnenegosyo,” paliwanag ng Pangulo.

Thank you for the opportunity, and we hope to emulate China’s success at hosting APEC.

These past few years, the Philippines has become one of the prominent success stories in the global economic scene. Perhaps some of you have read the story of how, in 2010, the Filipino people voted for the idea that ultimately turned our country around, the idea that drove my campaign for the Presidency: Where there is no corruption, there will be no poverty.

Since our first day in office, we have stayed true to our promise to the people, and we have undertaken reform after reform. We overhauled our budgeting process to make certain that our people’s money would be spent in a manner that maximizes the benefits to our people; we pursued all those who committed wrongdoing, regardless of their position or influence, so that they may be brought to justice; and we fostered a business environment that rewarded hard work and innovation, as opposed to a mere willingness to bend the rules. Over the years, these reforms, among others, have allowed our country to shed the title of “Sick Man of Asia.” Some have even begun calling us “Asia’s Rising Tiger,” having seen our improved economic performance.

Perhaps I can share with you some of the more prominent economic developments in our country. Our GDP, from 2010 to 2013, registered an average growth of 6.3 percent, which is a stark improvement from 2006 to 2009, when the average was at 4.3 percent. This development is even more impressive considering that, over the span of the last four years and four months, growth in our country has become increasingly driven by investments and trade, to go along with large consumption fueled by remittances from abroad. This is an indicator of a more balanced, and more resilient economy, one that can better withstand shocks, and one that is consequently more attractive to investors. Quality of employment has also been improving, meaning more Filipinos are earning increasingly stable incomes, and are thus able to better plan for the future.

The World Economic Forum’s Competitiveness Report has likewise cited us as the most improved country since 2010. On top of this, we received 20 positive credit ratings actions from agencies around the world over the course of our administration. This includes investment grade ratings from the three most renowned credit ratings agencies, namely: Moody’s, Standard & Poor’s, and Fitch.

Indeed, over the course of our administration, we have proven: Good governance is good economics. I assure all of you: Our efforts will not stop here. We are looking to go from strength to strength. One way we are doing this is by making massive investments in our greatest resource, the Filipino people, because we know that it is through empowering them that we can sustain our country’s momentum. From 2010 to 2013, we have increased the budgets of our Department of Education and our Technical Education and Skills Development Authority by 75 percent and 77 percent, respectively, and moving forward, we are looking to redouble our efforts in these fields. Our country will be hitting a “demographic sweet spot” by 2015. As majority of our population reaches working age, we want to make certain that they can continue capitalizing on the job openings that are being created.

Over the past three years, we have also more than doubled our annual infrastructure allocation. From around 2.3 percent of GDP, or 200.3 billion pesos, in 2011, it has risen to 404.3 billion in 2014. Ultimately, by 2016, we intend for it to reach 5 percent of our Gross Domestic Product, which is likewise experiencing continued growth. These are just a few examples of our continued efforts to keep the dynamo of progress engaged in full throttle, and it is clear: There is no better time to invest in the Philippines than now.

We encourage all those in attendance today to take a closer look at the Philippines, or, if you had been previously intrigued by our country, to transform your interest into something more concrete. Rest assured, my government will do everything in its power to ensure that the Philippines will remain competitive for many years to come. We are extremely eager to work with all of you, and are hopeful that you can eventually invest in our country and become part of the great Philippine turnaround.

Perhaps just to emphasize: We believe the wherewithal and the base for all the things that we’ve been trying to do, the reforms in our country, emanates from the mandate given by our people. So, our focus is also on ensuring that all of our people get the maximum opportunities for them to participate in the growth of our country. The growth has to be inclusive for all.

Makikipagpulong din ang Pangulo sa mga kumpanya at negosyante ng mga bansang kalahok sa APEC, at personal niyang ipapaabot at ilalatag sa kanila ang mga sumusunod: una, mga bumubukas pang pagkakataon sa Pilipinas; at ikalawa, mga paraan upang palaguin ang kanilang puhunan sa pagtatayo o pagpapaunlad ng kanilang negosyo sa Pilipinas. Ayon sa Pangulo, sa ganitong paraan mapapanatili at lalo pa nating mapapasigla ang tinatamasang kaunlaran ng ating mga ekonomiya na siya namang nagbubunsod nang mas maraming pagkakataon sa ating mga kababayan.

Pagkatapos sa APEC meeting, tutungo naman ang Pangulong Aquino sa Nay Pyi Taw, Myanmar upang dumalo sa ASEAN Summit. Makikipagpulong siya sa mga bansang Hapon, India, Tsina, Korea, Australia, Estados Unidos, Russia, New Zealand at maging ang United Nations. Ayon sa Pangulo, ang mga paksang tatalakayin ay ang mga sumusunod: una, pagpapalakas ng ugnayan ng ating mga bansa; ikalawa, paglatag sa kanila ng ating saloobin ukol sa mga hamon at isyung kinakaharap natin ngayon pati na ang mga kaukulang hakbang upang mapanatili ang kaayusan sa ating rehiyon; ikatlo, pagpapalakas ng ating kalakalan, ang pangangalaga sa ating mga migrant workers at pagsugpo sa trafficking in persons; ikaapat, ang pakikiangkop sa epekto ng pagbabago sa klima; at ikalima, ang maigting na paghahanda upang maagapan natin ang pagkalat ng sakit tulad ng Ebola Virus Disease.

Sabi rin ng Pangulo, taos-puso rin po tayong magpapasalamat sa kanilang pagtulong nang humarap ang ating bayan sa patung-patong na sakuna noong nakaraang taon. Ipapaabot din natin sa kanila ang kahandaan nating magbukas-palad at makipagtulungan sa oras na sila naman ang mangailangan.

Panghuli, binanggit din ng Pangulo na doble-kayod tayong makikipag-ugnayan sa ibang mga bansa upang mas mapabuti at mas mapabilis ang paghahatid natin ng benepisyo sa ating mamamayan. Makakaasa kayong habang hinaharap natin ang mga kasalukuyan nating problema, walang pagod din nating pinaghahandaan ang ating kinabukasan. Malinaw ang mensahe natin sa mundo: Napakalayo na ang narating ng Pilipinas buhat nang tahakin natin ang tuwid na landas, at tunay pong malayo pa ang kaya nating marating sa patuloy nating pagbubuklod at pagkakaisa. Iyan po ang bahagi sa talumpati ng Pangulo bago siya sumakay sa sasakyang panghimpapawid patungong Beijing.

Pangalawa pong pahayag, ayon naman kay Executive Secretary Paquito Ochoa, Jr. Gugugol ang pamahalaan ng dalawampu’t apat na milyong piso sa pagdalo ng Pangulo sa dalawang mahalagang pulong pangrehiyon ng APEC sa China at ASEAN sa Myanmar mula ika-10 hanggang ika-13 ng Nobyembre. Kabilang sa delegasyon ng Pangulo – sa dalawang pagpupulong – sina Foreign Affairs Secretary Albert Del Rosario, Trade and Industry Secretary Gregory Domingo, Finance Secretary Cesar Purisima, Social Economic Planning Secretary Arsenio Balisacan, Presidential Management Staff Chief Julia Andrea Abad, at Presidential Protocol Chief Celia Anna Feria. Kabilang din si Presidential Spokeperson Edwin Lacierda at Assistant Secretary Susan Arnaiz sa China. Samantalang sasama naman si Cabinet Secretary Jose Rene Almendras at ang inyong lingkod sa pangkat ng Pangulo papuntang Myanmar.

Ang susunod na pahayag po ay hinggil sa resulta ng SWS survey ukol sa Yolanda. Sa paggunita ng isang taong anibersaryo ng pananalanta ng bagyong Yolanda, nakikiisa ang pamahalaan sa pangkalahatang damdamin ng ating mamamayan na lubos na makakabangon ang mga bayan at kumunidad na pininsala ng kalamidad. Sa panibagong pag-aaral na isinagawa ng Social Weather Stations or SWS, lumalabas na siyamnapu’t tatlong porsiyento ang nagsabing sila ay may pag-asa o umaasa (hopeful) na lubos na makakabangon at mapapanumbalik sa normal ang buhay ng mga naapektuhan ng bagyo. Sa bilang na ito, animnapu’t dalawang porsiyento na mula mismo sa mga hanay ng mga sinalanta ang nagpahayag na sila ay talagang umaasa o very hopeful. Samantalang dalawampu’t walong porisyento naman ang nagsabing medyo umaasa (somewhat hopeful); anim na porisyento ang medyo hindi umaasa (somewhat not hopeful); at apat na porisyento naman ang talagang hindi umaasa (not hopeful at all).

Kapansin-pansin din na sa mga respondents ng “talagang umaasa o very hopeful”, nagkaroon ng pagtaas sa rehiyon ng Visayas na kung saan pinakamalaki ang naapektuhang lugar – mula limampu’t siyam na porsiyento tungo sa animnapu’t apat na porsiyento bunsod nang pinaigting na pagpapatupad ng mga programa at proyekto sa rehabilitasyon at pagbabagong-tatag. Ayon din sa naturang survey, limampu’t walong porsiyento ang nagpahayag na lubusang makakabangon ang mga nasalanta sa loob ng apat na taon na umaayon sa itinakdang haba ng panahon ng pagpapatupad ng P167.9 billion Yolanda Comprehensive Rehabilitation and Recovery Plan o CRRP.

Sa ilalim ng CRRP na binalangkas at nilagom ng Office of the Presidential Assistant on Recovery and Rehabilitation o OPAR, nahahati sa tatlo ang uri ng Programa, Proyekto at Gawain (PPA): short-term, medium-term at long-term. Ang mga short-term o panandaliang mga (PPA) Programs, Projects, Activities ay nakatakdang makumpleto bago matapos ang taon. Samantalang ang mga medium-term na PPAs para sa taong 2015 at 2016 ay magkakahalaga ng humigit-kumulang na P119.2 billion, at ilalaan para paghusayin ang katatagan at kahandaan ng kumunidad gamit ang mga konsepto sa disaster prevention and mitigation. Ang mga long-term o pangmatagalang PPAs naman ay ipapatupad matapos ang taong 2016.

Ang resulta ng survey ay lalong nagbibigay ng inspirasyon sa pamahalaan upang paigtingin pa ang mabilisan at epektibong pagpapatupad ng CRRP para sa kabutihan at kapakanan ng lahat ng nasalanta sa Yolanda corridor.

At ang huli pong pahayag ay hinggil naman sa resulta ng SWS survey ukol sa Ebola. Patuloy ang isinasagawang paghahanda ng pamahalaan laban sa posibleng pagpasok sa bansa ng Ebola Virus Disease upang maibsan ang pangamba ng ating mga mamamayan. Ang paghahanda ay alinsunod sa itinakdang preparedness plan na binalangkas ng Kagawaran ng Kalusugan na naglalaman ng mga panuntunan hinggil sa case detection and reporting, outbreak manangement and response, surveillance at points of entry, case management, inter-agency coordination, planning, and resource allocation.
Kabilang sa paghahanda ang walang humpay na pagtuturo at pagpapalawak ng kaalaman hinggil sa Ebola Virus Disease na siyang susi upang lubos na maunawaan ang pinagmulan at uri ng sakit na ito, at paano ito maiiwasan at gamutin. Pinalalakas ng DOH ang pakikipag-ugnayan at pakikipagtulungan sa lahat ng sektor upang mapahusay at mapalawak pa ang isinasagawang educational and information dissemination campaign para sa ating mga mamamayan lalo na sa Visayas at Mindanao.

Sa isinagawang pambansang survey ng SWS hinggil sa kaalaman ng mga mamamayan sa Ebola Virus Disease, pitumpu’t tatlong porisyento ang may kaalaman hinggil sa sakit. Sa bilang na ito, walumpu’t dalawang porsiyento ang nagsabing sila ay nababahala na makuha o mahawa ng sakit. Samantalang ang nalalabing labingwalong porsiyento ay hindi nababahala sa sakit. Kahit mataas ang bilang ng nagsabing may kaalaman sila hinggil sa Ebola, ang kanilang kaalaman ay bahagya o hindi kumpleto. Mahalaga ang pagkakaroon ng tama at sapat na impormasyon upang magawa ang nararapat na pag-iingat at upang hindi matakot o mangamba.

Iyan po ang aking mga pahayag. Handa na akong tumugon sa mga katanungan.

ALBERT: Sir, question po. May lumabas na ulat na iyong paglipat daw po ng … iyong relocation ng Tacloban Airport?

SEC. COLOMA: Ano ang tanong hinggil diyan?

ALBERT: Coming from Tacloban Mayor Alfred Romualdez is binabatikos daw po niya iyong panukalang paglipat ng Tacloban Airport.

EFREN: Oo, pati si House Independent Minority Leader Representative Ferdinand Romualdez. Paano po natin sasagutin ito dahil sinususpetsa nila na may kulay pulitika iyong biglaang desisyon na i-move iyong airport out of Tacloban?

SEC. COLOMA: Malinaw po ang paliwanag ng Pangulong Aquino hinggil diyan. Batay sa nakaraan at kasalukuyang pag-aaral ng pagbabaha at kilos ng storm surge diyan sa lugar na tinamaan ng Supertyphoon Yolanda o Haiyan, tiyak pong nasa lugar pa rin ng panganib ang paliparan sa Tacloban. Ito po ang sinabi ng Pangulo noong makalawa sa kaniyang briefing na ginanap sa Villamor Airbase.
Ito po ‘no, na ayon po doon sa pag-aaral, iyong Tacloban Airport kasi ay nasa isang peninsula na nakapalibot po ay tubig dahil body of water nga po ‘no ang nakapaligid dito. At napakahalaga ng airport dahil iyan ang pinagdadalhan ng initial relief resources katulad ng mga doctor, nurse, paramedic, communication; at sa sitwasyon ng Eastern Visayas, iyan talaga ang gateway o entry point. Kaya ‘pag nagkaroon ng kalamidad, importante – ayon sa Pangulo – ang mabilis na pagresponde. Pero iyong airport na kung saan siya naroon ngayon, garantisado isa sa unang babahain; at kapag binaha, lilinisin pa iyon. So habang baha at nililinis, hindi puwedeng mag-landing, at dahil doon ay maaantala ang pagbigay ng kagyat na tulong o kalinga sa mga naapektuhan.

Kaya iyon po ang isa sa mga konsiderasyon kung bakit matibay ang paniniwala na hindi na dapat manatili doon iyong airport. Kaya ang ginagawa ng pamahalaan ay sinisimulan na iyong pag-aaral kung saan ang pinakamainam na paglilipatan nito dahil matalagal po ang panahon na kailangan para mabuo ang bagong plano. Kaya malinaw naman po na ang pag-aaral ay batay sa karanasan, batay sa siyensiya, at wala pong bahid pulitika iyan.

EFREN: Kasi may study nga iyong transfer ng Daniel Romualdez Airport. At ang sabi nga ng Pangulo, ito ay ililipat sa either Palo or Sta. Fe, Leyte dahil iyong current location ng airport ay prone to strom surge kahit na may breakwater na itatayo. Ito iyong ayon sa Pangulo po.

SEC. COLOMA: Tama ang mga binanggit mo, Efren.

ALBERT: Sir, question po galing kay Bernard Taguinod. Sabi niya: Patunay ba ang survey sa Yolanda na mali ang pahayag ng mga kritiko ni PNoy na magpapabaya ang administrasyon?

SEC. COLOMA: Sinasabi lang po natin na iyan ay isang mahalagang feedback mula sa mga mamamayan na kinalap ng isang credible at mapagkakatiwalaang professional survey agency. Maipunto rin po natin, noong nakaraang taon, ang kabuuang nagpahayag na sila ay hopeful o may pag-asa at nasisiyahan sila sa mga kaganapan sa rehabilitasyon ay 95%. Ibig sabihin ay halos hindi nagbago dahil 93% ngayon.

Eh kung mayroon pong ibang tao na mayroong ibang kuro-kuro, posible naman po iyan; hindi po natin iyan ikinakaila. At handa rin naman tayong pakinggan ang kanilang naiibang pananaw. Kung mayroon din po silang mga suhestiyon kung paano pa mapapahusay, handa rin tayong tanggapin ang kanilang suhestiyon. Ang mahalaga ay pag-igtingin ang pagkilos ng pamahalaan para mapabilis iyong paghatid ng ganap na kalinga at pagtulong sa ating mga mamamayan.

EFREN: Patuloy po kasing nananaig iyong, sabihin na natin, iyong galit ng mga taga-Tacloban. Paano po natin ia-appease iyong kanilang mga sentimyento mula sa Palasyo ng Malacañang?

SEC. COLOMA: Kaya nga, Efren, kapag tinunghayan natin iyong survey na iyan, iyan ay nagbibigay nang mas balanseng perspektibo. Hindi naman po natin maikakaila na mayroong mga taong hindi sang-ayon diyan; mayroong mga taong malalim pa rin ang kanilang mga emosyon hinggil sa naganap. Hindi naman po natin maikakaila iyon dahil kung ikaw nga ay namatayan ng kamag-anak, nawalan ng tahanan, nasira ang iyong pinagkukunan ng hanapbuhay, mauunawaan naman na magiging mabigat ang pagtanggap sa malupit na dagok ng kalamidad. Kaya hindi po natin ikinakaila iyan.

Ang sinasabi lang natin, kung titignan iyong pangkalahatan ay hindi naman ganiyan ang umiiral na pananaw. At sa kabila naman po na mayroong mga taong hindi sumasang-ayon sa ginagawa ng gobyerno, patuloy pa rin iyong pagsisikap ng pamahalaan na makapaghatid ng mahusay na paglilingkod sa mga mamamayan.

EFREN: Okay, well said po, well said.

VANZ: Sir, regarding po sa pag-skip po ng ating Pangulo diyan sa pagbisita sa Tacloban, diumano’y sinabi po ni Mayor Alfred Romualdez na having a political color. Pero in return, sir, during an interview sa isang radio, sinabi po niya na nagpapasalamat siya at binisita niya ang ibang lugar dito sa Leyte. Pero kung may political color po at nandudoon po iyan, siya’y tila humingi po ng paumanhin sa Pangulo. This is a good news for the President, isn’t it, sir?

SEC. COLOMA: Vanz, maraming beses na iyan tinalakay at maraming beses na rin tinugunan na, unang-una, hindi lang naman Tacloban City ang tinutukoy ng rehabilitation dahil mismong sa lalawigan ng Leyte ay mayroon ding iba pang mga lugar, iyong mga kalapit na lugar katulad ng Palo, Tanauan, at iba pang mga bayan na dumanas ng malaking pinsala din; pangalawa, bahagi lang nga iyan ng kabuuan na isandaan at pitumpu’t isang mga lugar na apektado ng kalamidad; pangatlo, ayon na rin sa pahayag ng Pangulo, makailang beses na naman siyang nagtungo sa Tacloban simula noong isang taon at marami na ring mga matataas ng opisyal ng pamahalaan ang patuloy na sumusubaybay sa mga isinasagawang pagbangon at pagbabago diyan sa Lungsod ng Tacloban. Kailangan din namang pagtuunan ng pansin iyong ibang mga lugar.

Kaya sa aking palagay ay sapat na ang naging paliwanagan hinggil sa bagay na iyan, at mas mainam na ang focus po natin ay ituon na lamang doon sa pagbibigay nang tuwirang pagtulong at pagkalinga sa ating mga mamamayan para maibsan naman iyong kanilang dinanas dahil sa kalamidad.

ALBERT: Sir, question galing kay Bernard Taguinod. Sabi niya: Tuloy pa rin po ba ang pag-quarantine sa mga Pinoy peacekeepers kahit negatibo ang Ebola test sa kanila sa Liberia?

SEC. COLOMA: Nilinaw din po iyan noong nakaraang briefing sa Villamor. Kasi kahit naman doon sa point of exit sa Liberia ay hindi sila nagpakita ng sintomas, may transit time pa ‘no mula Liberia hanggang Nigeria na kung saan ay sasakay sila sa eroplano.

At itong pagpapatupad ng quarantine ay pinagpasyahan ng Pangulo at ng pamahalaan para mabura iyong kahit katiting na posibilidad na hindi maaagapan iyong pagtugon kung saka-sakaling isa man sa kanila ay magpakita ng sintomas. At ang katanggap–tanggap na pamantayan sa international health community ay iyong 21-day quarantine procedure. Kaya naman ginagawa din ng pamahalaan at ng Sandatahang Lakas iyong nararapat para doon sa panahon ng kanilang pagsasagawa ng quarantine ay magkaroon naman sila ng kaaya-ayang mga pasilidad. At kinikilala din naman iyong kanilang sapat na paglilingkod sa ating Republika bilang mga peacekeepers, at kinikilala din iyong kanilang kahandaan na magpasailalim pa sa ganitong procedure bilang bahagi ng kanilang paglilingkod sa bayan.

VANZ: Sir, regarding po dito, sinabi po ng isang Dean of San Beda College’s Graduate School of Law deplores the Aquino administration for the “less than nice way” with which it allegedly runs after its political enemies. Father Ranhilio Aquino-Callangan pointed out that the present government has “ruthlessly cut down its enemies.” Ano pong reaksiyon dito ng Malakanyang?

SEC. COLOMA: Hindi po kami sang-ayon dahil sa simula’t sapul, ang naging tugon naman po ng ating pamahalaan ay iyong hayaan iyong malayang pagpapahayag ng mga pananaw kahit ito ay taliwas o naiiba sa pananaw ng pamahalaan. At tumutugon naman po kami na ang ginagamit ay katuwiran, gumagamit po tayo ng mga konkretong datos para ipakita iyong posisyon ng pamahalaan. At sa lahat ng pagkakataon ay naging handa namang makipagpalitan ng kuro-kuro sa isang maayos na paraan na naaayon sa diwa ng isang demokrasya. Kaya hindi po kami sang-ayon sa ganyang pananaw.

VANZ: But he also pointed further the Aquino administration for its alleged softness towards its allies.

SEC. COLOMA: Uulitin ko na lamang, Vanz, hindi tayo sumasang-ayon dahil sa ating pagturing ay ginagawa naman ang lahat para kilalanin ang karapatan ng mga hindi sumasang-ayon o nagkakaroon ng ibang pananaw, at pinapaiiral naman natin ang isang masiglang demokrasya.

SEC. COLOMA: Matatapos po ang kaniyang pagdalo sa APEC sa Martes ng gabi, at mula sa Beijing ay tuwiran siyang pupunta sa Nay Pyi Taw, Myanmar. Iyon namang sa Nay Pyi Taw, Myanmar na pagpupulong ng ASEAN, matatapos po ang lahat ng mga aktibidad ng Pangulo doon sa gabi ng Huwebes, November 13. Kaya po pag-alis niya mula sa Nay Pyi Taw, Myanmar, ang pagdating niya sa ating bansa ay sa kinaumagahan na, sa madaling araw ng Biyernes, ika-14 ng Nobyembre.

EFREN: So, iyong sa napabalitang Singapore, hindi confirmed po iyon?

SEC. COLOMA: Hintayin po natin ang opisyal na pahayag hinggil diyan. Pangalawang beses ko nang sasagutin iyan, Efren, ang katanungan mula sa ating mga kaibigang mamamahayag. Ang pinag-uusapan lang po natin sa kasalukuyan ay iyong back-to-back na APEC sa Beijing at ASEAN sa Myanmar, at wala na pong iba pang opisyal na pagbiyahe ng Pangulo. ALBERT: All right. Sir, on another topic. Payag po ba ang Malacañang na ipagpatuloy pa iyong ginagawang inquiry ng Senado kay Vice-President Binay despite calls, particularly galing kay Senadora Miriam Santiago, na itigil na lamang iyong ginagawang inquiry?

SEC. COLOMA: Nasa pagpapasya po iyan ng Senado dahil tungkulin po nila iyong kanilang isinasagawa, at iginagalang po namin ang kanilang pagiging pantay at hiwalay na sangay ng pamahalaan.

EFREN: Iyong tungkol naman po sa caretaker, Mr. Secretary. Ibig sabihin, iyon pa ring dati na si Executive Secretary ang siyang on top?

SEC. COLOMA: Wala naman pong pagbabago sa mga dati nang nakatakdang mga kaayusan hinggil sa bagay na iyan.

EFREN: Ah, okay. At, again, wala pong pulitika dito sa naturang sistema na pinapairal ng ating pamahalaan?

SEC. COLOMA: Wala po.

VANZ: Sir, according po to Senator Cayetano na sinasabi po daw niya na diumano’y si Vice-President Binay ay magiging isang bad President. Kasi, sir, he will be worse than former President Gloria Macapagal Arroyo because he doesn’t want to answer some other issues. Any reaction on this, sir?

SEC. COLOMA: Sa kasalukuyan, Vanz, ang prayoridad ng administrasyon ay ang mga mahahalagang usapin katulad ng pagharap sa Ebola Virus Disease, iyong pagtupad sa mga layunin ng Philippine Development Plan na makamit natin iyong inclusive growth, mabawasan po ang kahirapan, iyong pagpapahusay sa mga frontline services ng pamahalaan; at wala na pong ibang pinagkakaabalahan ang ating pamahalaan kung hindi ang mga isyu na iyan. Iyon pong pulitika ay malayo po sa ating mga isipan at hindi po kasali sa isinasagawa ng ating administrasyon.

ALBERT: Sir, iyong AFP at PNP are set to launch an all-out war daw po against the Abu Sayyaf. May nagbigay po kasi ng timetable within three months. So, are we confident, sir, na talagang mai-eliminate na at matatalo na natin itong Abu Sayyaf?

SEC. COLOMA: Pakiulit lang iyong ikalawang bahagi, iyong pagkatapos ng salitang “all-out”. May nagbigay ng? Hindi ko masyadong narinig iyong kasunod noon. Nagbigay ng—?

ALBERT: May all-out campaign daw po ong AFP at PNP laban sa Abu Sayyaf. At nagbigay sila ng timetable po na tatlong buwan, three months after this campaign para po totally ma-eliminate na ang Abu Sayyaf. So, are we confident nga po na talagang mawawaksi na natin itong bandidong grupong ito?

SEC. COLOMA: Uulitin ko po ang aking tugon sa parehung-parehong tanong na itinanong din kahapon, ganitong oras din doon sa last Saturday press briefing naman. Unang-una ay sa mga pahayag ng ating Department of National Defense at AFP, hindi ko po naririnig sa kanila o hindi ko nakikita iyong katagang all-out war. Ang ginagamit pong pagturing ng DND-AFP ay intensified law enforcement operation. At ito po ay naglalayon na pigilin ang mga kriminal na aktibidad ng mga bandidong elemento.

Kaya po simula pa noong nakaraang buwan ay nagbuhos na ng resources ang ating AFP at pati rin ang PNP hinggil sa pagtugis sa mga bandidong elemento. At ang ginagawa nilang pagkilos ay sa pakikipag-ugnayan din sa mga lokal na pamahalaan, partikular po sa lalawigan ng Sulu ay mayroong Special Action Committee sa pagitan ng Sandatahang Lakas o kapulisan at ng mga pamahalaaang lokal. Pati po ang mga lider na mga local government unit ay nakikipag-ugnayan sa ating pamahalaan para sa epektibong pagtugon sa problema ng kriminalidad.

At bukod pa po dito ay nagsasagawa tayo ng mga socio-economic program. Tinutulungan ng pamahalaan ang ating mga kababayan diyan sa mga lugar na apektado ng paggalaw ng mga bandidong elemento na ipagpatuloy ang kanilang kabuhayan. Isa pong halimbawa diyan, sa kautusan ng Pangulo, ay iyong pagkakaroon ng buying stations para sa mga mangosteen at iba pang prutas na hina-harvest diyan sa Sulu para tiyakin po na patuloy ang daloy ng kanilang ekonomiya at kabuhayan. Samakatuwid po, isang ganap na istratehiya ang ating pinapatupad – mayroon pong law enforcement aspect, mayroon ding socio-economic aspect.

VANZ: Sir, can you give us an update diyan sa port congestion at saka itong sa darating na Pasko, alam po natin na magtataasan na ang bilihin?

Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad clarified that he is not related to Ronald Aguto, head of the National Bureau of Investigation’s (NBI) Cybercrime Division, contrary to recent claims made by Atty. Joel Bodegon, counsel to Sen. Ramon “Bong” Revilla, Jr.

Bodegon had earlier stated that Aguto—whose division conducts the examination of digital and hard-drive files in the Priority Development Assistance Fund (PDAF) scam—is the Budget Secretary’s nephew. Revilla’s counsel made the claim in the course of a bail hearing for the detained senator.

“Mr. Aguto is not related to me. We are distantly connected by marriage, but he’s not a relative. Neither have I used this affinity in any way to influence the direction of the PDAF scam investigation, as Atty. Bodagon appears to suggest,” Abad said.

“Nonetheless, we in the DBM continue to support the prompt resolution of the PDAF probe, so that those responsible for these fund abuses will finally be held accountable,” he continued.

2014 Regional MOFYA winners announced

The OWWA Regional Welfare Office III announced its winners for the land-based and sea-based categories of the Search for the 2014 Regional Model OFW Family of the Year Awards (MOFYA) on 20 October 2014 at the Bliss Hotel, City of San Fernando, Pampanga. A total of five nominees, 3 from the land-based sector and 2 from the sea-based sector, participated in the annual event.

The 2014 MOFYA for the land-based category was awarded to OFW Reynaldo C. Cachuela and family from Talugtog, Nueva Ecija, while Capt. Glicerio Cunanan and family of Arayat, Pampanga won the 2014 MOFYA for the sea-based category.

OFW Reynaldo worked for Riyadh Central Hospital, Kingdom of Saudi Arabia (KSA) as Spinal Cord Injury Nurse until 1988. From 1989 until 1996, he worked as one of King Fahad’s six personal nurses at the Royal Palace Clinic. His wife, Aida worked at Riyadh Maternity and Children‘s Hospital, also in KSA, as staff nurse for 2 years and got promoted as Head Nurse before returning for good in the Philippines in June 1996 after working abroad for 12 years. Their children are now successful in their chosen careers as nurse, accountant and engineer, while the couple continues in helping their kababayans with Reynaldo joining the Free and Accepted Mason of the Philippines in 2011.

At a young age of 23, Captain Glicerio Cunanan has already fulfilled his responsibilities and dreams to his parents. He provided them a house and lot. While working abroad, he was able to provide financial support to his parents and his relatives. Coming from humble beginnings, he rose from the ranks, starting as Apprentice Mate and retired as Captain in 2011. In the 31 years of working abroad, Captain Glicerio and Nelia were able to save put up their own water-refilling station in July 2012.

In her welcome remarks, OWWA RWO3 Director Ma. Lourdes V. Reyes congratulated all the nominees of the 2014 Regional MOFYA. She commended that the families deserve to be called model OFW families for overcoming the challenges and obstacles of migration. “Kailangan naming gawin ito because we want to tell you that we are not only happy and glad that you have made it, that you are successful but because we are proud of you and we want you to become examples to our communities.”

“Please serve as examples. Our model families will serve as exemplars to all OFW families especially in region 3. Kasi sa panahon ngayon, medyo iba ang motibasyon ng ating mga OFW. Marami tayo ngayong problema na kinakaharap. Hindi lang problema na gawa natin kundi pati yung mga problema na hind natin gawa tulad ng mga giyera o political crisis. Ngayon gusto po naming kayo na maging spokesperson din naming na despite everything you won over the challenges,“ she added.

The 2014 Regional Selection Committee was led by DOLE Chief Labor and Employment Officer Alejandro Inza Cruz, and OWWA RWO3 Director Ma. Lourdes V. Reyes. Moreover, the Committee was composed of representatives from the different sectors of the society: Fr. Arnulfo Magdaleno F. Serrano, Director of Pampanga Archdiocesan Migrant Desk; Ms. Mylene S. Soberano, FaMA-SSAP President; and Ms. Antonet A. Evangelista, Globe Telecoms Store Manager.

MOFYA, now on its tenth year, is a national search for model OFW families in all 17 regions of the country. The OWWA aims to give recognition to the outstanding achievements of OFWs and their families. It focuses on families who have fostered strong family relations in the absence of a family member, have been able to properly manage the financial benefits of overseas employment and have gained recognition in the community through community service.

The EDYRF rates are based on the respective 90-day London Inter-Bank Offered Rate (LIBOR) as of 31 October 2014 plus 200 basis points plus term premia for longer maturities pursuant to Circular No. 807 dated 15 August 2013. Under the Peso Rediscount Facility, the total availments of thrift and rural banks amounted to P1,117million for the period 01 January to 31 October 2014, which is 93.6 percent lower than the P17,476 million total in the same period last year. Out of the aggregate availments for the period, 77.9 percent went to commercial credits; 6.1 percent to agricultural and industrial credits; and 16.0 percent to other credits consisting of permanent working capital (5.4 percent), CAPEX (5.1 percent), other services (4.3 percent), and housing (1.2 percent).
Under the EDYRF, aggregate dollar availments of a universal bank and a thrift bank for the period 01 January to 31 October 2014 amounted to US$8.8 million and benefitted three exporters. This represents a 91.8 percent decrease in availments compared to the US$106.7 million grants for the same period last year.
On the other hand, there was no Yen-denominated availment under the EDYRF for the period 01 January to 31 October 2014.

The Philippine government is currently facing several challenges in relation to poverty reduction, hunger mitigation, and food security in the urban and rural communities.

This is a huge task which requires multi-sectoral efforts involving the national government agencies (NGAs), local government units (LGUs), non-government, and civil society organizations (NGOs/CSOs).

Addressing these challenges require a holistic approach to bring together the programs of government that are focused on the provision of essential services, directly benefiting the poorer sector in the rural areas.

The national government’s strategy demands a concerted effort to build social capital among the poorer sector of the society and provide the enabling mechanism for informed participation.

Towards this end, the Department of Social Welfare and Development (DSWD), Department of Agrarian Reform (DAR), and the Department of Agriculture (DA) collaborated to undertake the Partnership Against Hunger and Poverty (PAHP) Project, intended to create essential social infrastructure aimed at improving access to basic services and facilitating investment into the rural economy.

To assess the initial gains of the PAHP in the pilot and roll-out areas, the officials and representatives from the three NGAs, together with the Food Agricultural Organization (FAO), World Food Program (WFP), and the LGUs of Camarines Sur, Camarines Norte, Dipolog City, Zamboanga del Norte, and Municipality of Castilla, Sorsogon, will meet on November 11-12 in Cebu City.

The Ambassador of Brazil, George Ney de Souza Fernandez, will likewise attend the two-day National Workshop since the PAHP framework builds on the success of the Brazilian Government on its Zero-Hunger Plan and the Food Purchase Program.

In Brazil, the provision of agricultural extension services is linked to the nutrition needs of the feeding program and logistics management related to production, delivery and storage of required food items.

According to DSWD Secretary Corazon Juliano-Soliman, the implementation of the PAHP has been pilot-tested in Region V where the Supplemental Feeding Program (SFP) of DSWD’s day care centers is linked to DAR’s support services programs for agrarian reform beneficiary organizations (ARBOs) and DA’s crop production programs for farmers organizations (FOs).

Under the PAHP, ARBOs, and FOs will provide the essential food items required for the supplemental feeding program of the day care centers, while improving their productivity and farm income through assistance from DAR and DA .

Drawing lessons from experience gained in the pilot area, the PAHP has been rolled out in Regions VIII and IX, where the PAHP Convergence Team has been organized to replicate the program initiatives in Region V.

With technical assistance from UN’s FAO and WFP in community-driven approaches in agri-enterprise development and food security programs, the prospects for poverty reduction and hunger elimination in the rural areas would be enhanced.

“The project will also boost the SFP by ensuring the supply of food requirements for the day care pupil-beneficiaries,” Sec. Soliman stated.

 Reporting on its contribution to the rehabilitation of devastated communities exactly one year after super howler Yolanda wrought death and destruction in four regions of the country, Labor and Employment Secretary Rosalinda-Dimapilis-Baldoz yesterday said the DOLE had spent P556.69 million of its budget from November 2013 to date, which had directly benefited 98,590 individuals/persons in Region 4-B, 6, 7, and 8.

“Transparency is a major pillar of our labor governance agenda, hence, I report to the Filipino people that over the past year since Typhoon Yolanda struck, the DOLE has, I believe, contributed meaningfully to President Benigno S. Aquino III’s task to build back better the communities affected by the typhoon,” Baldoz said.

“The DOLE spent ₱556,696,095 of its budget and in the process assisted 98,590 individuals through two main activities – emergency employment and livelihood assistance,” she added.

For emergency employment, the labor and employment Chief said the DOLE, between 9 November and 31 December 2013, spent ₱113.500 million for minimum wage salaries, social insurance, and personal protective equipment of 31,969 individuals who were engaged in short-term employment in Region 4-B –3,507 persons; Region 6—2,747 persons; Region 7—1,651 persons; and Region 8—24,064 persons.

“The 31,969 individuals were employed to clear canals and railways, restore health centers and other public buildings, and repair roads and bridges. Many of them cleared public spaces of debris,” Baldoz said.

Baldoz said that immediately at the onset of 2014, the DOLE continued its emergency employment program spending ₱171.253 million to employ 33,283 individuals who continued the restoration/rehabilitation of damaged communities.

“In Region 4-B, our emergency employment program benefited 766 individuals in 2014; in Region 6—11,558 individuals; in Region 7—12,041; and in Region 8—8,918 individuals.”

Baldoz also said that in January 2014, the DOLE began implementing its livelihood assistance program and had spent to date ₱271.94 million benefiting 33,338 persons.

“On a region basis, we had spent ₱49.920 million in livelihood assistance that benefited, 4,393 individuals in Region 8; ₱15.360 million that benefited 1,959 in Region 7; ₱175.501 million that benefited 23,544 in Region 6; and ₱31.159 million that benefited 3,442 in Region 4-B,” Baldoz explained.
Baldoz also said that the DOLE’s utilization of its livelihood assistance budget had reached 62.3 percent, while for emergency employment, it was 95.20 percent, bringing the DOLE’s overall utilization rate to 71.92 percent.

She further said the DOLE’s livelihood assistance covered thousands of income-generating activities, including auto repair, handicraft, sawali-making, dried fish, fruits and vegetable production and processing, livestock raising, shielded metal and welding, organic fertilizer production, fishing, etc.

“We have a compilation of the list of our beneficiaries for transparency. We also continue to monitor their livelihood projects,” she said, adding.

“The DOLE continues to actively involve itself in the rehabilitation of the areas destroyed by Typhoon Yolanda. Our contribution to the nation effort in the four regions is focused in the area of employment facilitation and capacity building.”

As Christmas approaches, workers and management in three establishments-- one a bank, another a hotel, and still another a bed manufacturer--can rest assured of a harmonious holiday season in their respective workplaces after the National Conciliation and Mediation Board of the Department of Labor and Employment had amicably settled notices of strike involving the companies. “I am tremendously gratified of this development. This means the workers and management in these companies will have a peaceful Christmas in their workplace because their disputes have been amicably settled,” Labor and Employment Secretary Baldoz said after Reynaldo Ubaldo, Executive Director of the NCMB, reported the settlement of the disputes. Ubaldo, in his report, said NCMB-NCR Conciliator-Mediator George Ridad had facilitated the settlement of the notice of strike filed by the Manila Pavilion Supervisors’ Association against the management of the Manila Pavilion Hotel after a deadlock in collective bargaining negotiations. Con-Med Ridad, after a series of conferences has brought the parties to settle and conclude a two-year CBA containing an estimated package of ₱1.69 million benefiting 34 covered workers. “Our earnest effort in facilitating an early settlement of this strike notice has saved the company and the workers 216 mandays or 1,728 man hours,” Ubaldo reported. Manila Pavilion which is engaged in hotel services, has more than 253 employees. The Manila Pavilion Supervisors’ Association, which is affiliated with NUWHRAIN-APL-WP represents for collective bargaining purposes 27 supervisory employees. Ronie Michael Farin is the union president. At the Security Bank Savings, another 240 mandays, or 1,920 manhours, have been saved as a result of the settlement by the NCMB of a notice of strike filed by the Security Bank Savings Employees Association against the management, also after a deadlock in collective bargaining negotiations. “Our conciliation-mediator, Hacelfeo Cuares, mediated and conciliated the dispute. He had successfully brought the parties together for an amicable settlement, resulting to the conclusion of a three-year CBA with an estimated economic package of ₱4.55 million benefiting 130 covered workers. The CBA will last until October 2017,” Ubaldo said. Security Bank Savings, which is engaged in banking, has over 200 employees and its management was represented by Gina Go in the negotiations. On the other hand, Security Bank Savings Employees Association is the collective bargaining agent of 184 employees, 130 of whom are union members. It is an affiliate of the Philippine Transport General Workers Organization, and is headed by Ramonito Samson, union president. Executive Director Ubaldo further reported that 184 mandays, or 1,472 manhours have been saved after Conciliator-Mediator Yolanda P. Minoria of the NCMB-NCR had successfully facilitated the settlement of a notice of strike involving the union and management of Philippine Australian Brass Bed, Inc., a manufacturer of brass frames and bed mattresses in Taguig. The dispute arose when the Samahang Manggagawa ng Phil. Australian Brass Bed, Inc., which is affiliated with the National Federation of Labor Unions, filed an NOS against management on the ground of alleged unfair labor practice, specifically run-away shop, interference in the union, and illegal shutdown. “We have also amicably settled this dispute after a series of conciliation-mediation conference, with the union manifesting to withdraw its NOS and pursuing the matter through mediation-arbitration,” Ubaldo reported. Baldoz commended the workers and management of the three companies for their maturity in opting to settle their disputes through conciliation-mediation. “Openness in dialogue and thinking of the greater interest of the workers and the continued stability, productivity, and profitability of their businesses bring about harmonious labor-management relations,” said Baldoz, finally.

Given the impending ASEAN Economic Community (AEC) in 2015, two dynamic sub-regional groupings have once again converged to strengthen cross-border trade and promote links for tourism, trade, and investments.

Department of Trade and Industry (DTI) Undersecretary Prudencio Reyes Jr., and also the Philippine Senior Official to BIMP-EAGA said, “The Brunei Darussalam Indonesia Malaysia Philippines – East ASEAN Growth Area (BIMP-EAGA) and the Indonesia Malaysia Thailand – Growth Triangle (IMT-GT) have strengthened efforts to align their respective interests, programs and initiatives to increase their contribution to ASEAN integration. And conducting this year’s trade fair and conference is just part of these efforts.”

The two sub-regions bring together another feat in sub-regional cooperation by staging the second Brunei Darussalam Indonesia Malaysia Philippines – East ASEAN Growth Area (BIMP-EAGA & IMT-GT) Trade Fair and Business Leaders’ Conference this 2014.

Adopting the theme “Realizing the Opportunities of ASEAN Integration,” this trade fair and conference was hosted by the Philippines on 23-26 October at the SMX Convention Center, SM Lanang Premier, Davao City.

This convergence initiative provided the strategic venue for exhibitors, business leaders, as well as key public and private sector representatives from the two sub-regions and its development partners to forge greater partnerships, and realize the opportunities of ASEAN integration.

The one-day conference on 23 October gathered leaders of key government, business, and partner organizations within and outside the ASEAN region to share experiences, best practices,and lessons learned in growing businesses/ industries through innovation and integration. This will provide a venue for discussing the gains, challenges and way forward for BIMP-EAGA and IMT-GT particularly in taking advantage of the opportunities presented by ASEAN integration by 2015 through integration of trade, investment and tourism initiatives.

While the trade fair ran for three days from 24-26 October that will showcase the unique food, agro-based, fisheries, wood-based and tourism products and services from the pavilions of Brunei, Indonesia, Malaysia, and the Philippines.

Some 250 exhibitors in the trade fair, 700 participants in the conference, and a substantial number of stakeholders and the general public are expected to attend the event activities.

First slated in Melaka, Malaysia in 2012, this year’s sub-regional convergence seeks to broaden the platform for showcase of unique products and services while seizing the possibilities of exploring and tapping new market links within and outside ASEAN.

European Council endorsed PHL application for EU GSP+; DTI intensifies information awareness

The Council of the European Union (EU) announced last week on their website that it has no objections to the inclusion of the Philippines to the list of beneficiary countries of the EU’s Generalized System of Preferences Plus (GSP+). The EU Statement said that "The Council decided not to object to a Commission regulation adding the Philippines to the list of beneficiary countries of the EU's GSP+ system of tariff preferences… It can now enter into force, unless the European Parliament objects."

“With this development, our application is now headed to the European Parliament for deliberation. We are optimistic that we will get approval from the EU Parliament before the year ends,” Department of Trade and Industry-Industry Development Group (DTI-IDG) Undersecretary Adrian S. Cristobal Jr. said.

Cristobal urged stakeholders to support the Philippines’ strategy in ensuring preparedness of the country to maximize benefits of the EU's GSP+.

“We have been conducting a series of briefings with stakeholders to provide them information on our application to the GSP+ scheme as well as assistance on non-tariff measures and rules of origin (ROO) issues to capitalize on the full benefits of GSP+. We need to expand our country’s market access and increase investments to further strengthen the emerging sectors of our industry and generate more job opportunities to benefit especially the rural communities,” he said.

The Philippines officially completed its application process to the GSP+ arrangement last 27 February 2014. The DTI has been working closely with relevant agencies and stakeholders to update them on the status of the Philippines’ application to the GSP+.

The Philippines is currently a beneficiary of the EU GSP where 2,442 products from the Philippines are exported at zero duty while 3,767 are subject to reduced tariffs. With the inclusion of the Philippines in the EU GSP+ scheme, the Philippines will get to enjoy zero duty for all 6,274 covered products, translating to increase in the country’s exports to the EU, resulting to more employment opportunities. The product sectors most likely to benefit from GSP+ are animal or vegetable fats and oils, prepared foodstuffs, textiles and garments, footwear, hearwear, umbrellas, and chemical products.

10,000 Typhoon-stricken cops get financial aid

The Philippine National Police has extended over P26-million in financial assistance to 10,132 police personnel who were affected by supertyphoon Yolanda last year.
In a report to PNP Chief, Director General Alan L Purisima, Police Director Jaime Morente, PNP Director for Personnel and Records Management (DPRM) said P26,934,170.24 financial assistance was provided to 10,132 PNP members who were directly affected when supertyphoon Yolanda struck Visayas last year.
Morente said, the financial assistance was sourced from donations from the Armed Forces and Police Savings and Loan Association Inc (AFPSLAI), Public Safety Mutual Benefit Fund Inc (PSMBFI), Public Safety Savings and Loan Association Inc (PSSLAI) and the PNP Provident Fund (PNPPF).
According to Morente, 235 police personnel received financial assistance from the PNPPF and AFPSLAI totalling P976,000.00.
A total of 5,521 beneficiaries, received financial assistance totalling P21,056,000.00 donated by the PSMBFI while 4,376 other PNP beneficiaries each received P1,120.24 from a P4.9-million grant by PSSLAI.   
The PNP, thru the Morale and Welfare Division of DPRM, has issued guidelines for PNP Yolanda victims who wish to avail of financial assistance.
Morente said, PNP personnel whose residential property suffered total or heavy damage are entitled to P5,000.00 financial assistance, while those whose houses were partially damaged are entitled to P3,000.00.
The orphaned family of police personnel who died in the typhoon are entitled to receive P10,000.00 financial assistance on top of the death benefits due, Morente explained.
Police Regional Offices in Bicol, MIMAROPA, Western Visayas, Eastern Visayas and Caraga regions reported damages to PNP infrastructure and personal property of some policemen.

BORONGAN, EASTERN SAMAR - Learning from the aftermath of super typhoon “Yolanda," Interior and Local Government Sec. Mar Roxas vowed to capacitate local chief executives who serve as the “first responders” in times of disasters.

"Mayors cannot forget their responsibility to address the immediate needs of their people after disasters because being it is written in the law," the secretary reminded local executives.

"As first responders, local chief executives have around 15 hours from the time a low pressure area enters the Philippine Area of Responsibility. Mahaba-habang oras na rin ito kaya dapat na maging alerto at handa tayo (This should give us enough time to prepare our immediate response.)," he added.

This is part and parcel of the DILG’s Oplan LISTO, which includes the distribution of a Disaster Preparedness Checklist for all local government units (LGUs), to streamline coordination and facilitate effective disaster preparedness and response.

Roxas, who also sits as the Vice Chairperson for Disaster Preparedness of the National Disaster Risk Reduction Management Council (NDRRMC), said that more programs and trainings are underway to further capacitate the first responders, to ensure that mayors fulfill their duties in times of calamities.

"Kami naman sa DILG, narito kami lagi at tumutulong upang magampanan natin ang tungkulin natin sa taumbayan (We in DILG have always been here, ready to help and coordinate so we can do what the people expect from us.),” the secretary ended.

TESDA, Toyota join ranks in upskilling of automotive servicing trainers

The Philippines may not yet be the center of automotive manufacturing in Asia, but what it lacks in production lines, it is making up for by churning out quality workforce.

At the forefront of this effort are the Technical Education and Skills Development Authority (TESDA) and Toyota Motor Philippines, which have renewed partnership for a new chapter of a joint program to train select trainers in the industry.

TESDA's Automotive Trainers for Industry Immersion for 2014 recently gave a batch of trainers capability-building training to keep them updated with the current trends and practices as well as with emerging technologies in the automotive industry. This will keep the trainers ahead in the industry.
