1.Cavite High wins DTI stage play regional tilt

TRECE MARTIRES, Cavite, Nov. 12 (PIA) ― The Munting Ilog National High School (MIHS) of Silang Cavite emerged as this year’s champion in the Dulaang Pangmamimili regional competition held recently at SM Taytay Events Center in Rizal.

Outdoing 10 other delegates from Laguna, Batangas and Rizal, MINHS also bagged individual awards including best male performer, best director, and best theme song. The MINHS received a trophy and P25, 000 cash award.

Meanwhile, Calayan Educational Foundation of Lucena City and Regional Lead School for the Arts of Angono, Rizal obtained second and third place respectively.

Organized by the Department of Trade and Industry (DTI), the Dulaang Pangmamimili is a musical stage play competition that dramatizes issues in consumerism.

DTI Calabarzon Regional Director Marilou Quinco-Toledo said that the Dulaang Pangmamimili has become the region’s vehicle in increasing awareness on consumer issues and has been an effective and entertaining medium in advocating consumerism.

Toledo added that the agency is now working on a proposal towards involving National Capital Region and Central Luzon in the next Dulaang Pangmamimili competition.

1. Antipolo CSWD nagsagawa ng “lingap-kabataan” sa mga bata sa lansangan

November 13, 2014

LUNGSOD NG ANTIPOLO, Rizal, Nob. 13-- Matagumpay na inilunsad ng pamahalaang lungsod ng Antipolo ang “Operation: Lingap ng Kabataan” kung saan mahigit sa 20 street children ang nasagip sa mga Barangay ng San Isidro, Inarawan at Sta. Cruz ng mga operatiba.

Ang “Operation: Lingap ng Kabataan” ay alinsunod sa direktiba ni Antipolo City Mayor Jun Ynares na pinangangasiwaan ng City Social Welfare and Development Office (CSWD) sa pakikipagtulungan ng Philippine National Police - Antipolo. Layunin ng Operation: Lingap Kabataan na paigtingin ang pangangalaga sa kalagayan ng mga kabataan sa lungsod ng Antipolo.

“Nais ng ating butihing mayor na maiiwas ang ating mga street children sa kapahamakan, pang-aabuso at pagsasamantala at sa pamamagitan ng Lingap sa Kabataan, nabibigyan natin ang mga street children ng sapat na kalinga at pag-asa para sa mas magandang kinabukasan,” ang pahayag ni CSWD Officer-in-Charge Monette Martin.

Idinagdag pa ni OIC Martin na kasama sa adhikain ni Mayor Ynares na mai-angat ang antas ng kalagayan at edukasyon ng mga kabataan sa lungsod at maipadama sa kanila na hindi sila nag-iisa na bukod sa kanilang pamilya ay handang tumulong ang lokal na pamahalaan upang maibsan ang kanilang kahirapan.

Isasailalim ang mga magulang o guardian ng mga street childen sa Spiritual Enhancement for Parents habang ang mga kabataan ay bibigyan ng Children Counseling na ibibigay ng kani-kanilang barangay. Kabilang din dito ang pagbibigay ng community services sa mga batang nasagip at tuluy-tuloy na guidance counseling seminar para sa mga magulang.

2.  DTI grants P1.378 million machinery equipment to Rizal’s woodworking industry

TAYTAY CITY, Rizal, Nov. 12 (PIA) ― The Department of Industry (DTI) recently turned over a set of machinery equipment worth P1.378 million to Taytay Sash Contractors Multi-Purpose Cooperative (TASACOOP).

Granted under the DTI's Shared Service Facility (SSF) program, equipment include vertical bandsaw, planer, a pneumatic overarm router, adjustable table saw, joiners and a dust collector.

DTI Calabarzon Regional Director Marilou Quinco-Toledo said that through mechanization, production costs will be reduced thus manufacturing of improved and quality products will increase.

Toledo added that this will further boost bigger contracts and engagement among investors.

TASACOOP currently has 75 members who are mostly engaged in the woodworking industry such as manufacturing of furniture, doors, windows, jambs and furnishing trusses for home construction.

1. DSWD, Quezon Province sign MOA for KALAHI CIDSS-NCDP

November 12, 2014

QUEZON PROVINCE, Nov. 12 (PIA) ― The Department of Social Welfare and Development (DSWD) and the provincial government here signed recently a Memorandum of Agreement for the implementation of the Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services-National Community Driven Development Program (KALAHI CIDSS-NCDP).

Signed by DSWD Field Office IV-A Director Leticia T. Diokno and Gov. David C. Suarez, the MOA details the roles and responsibilities of all stakeholders involved in the implementation of the program.

The KALAHI CIDSS-NCDDP is the expanded and upgraded implementation of the Kalahi-CIDSS program, which had been implemented in the Quezon province for the past 10 years.

The said program utilizes the Community Driven Development approach of empowering communities to participate and spearhead in the identification, planning, implementation and management of the necessary sub-projects, including those that aims to response or mitigate the effects disasters. Among these sub-projects are farm to market roads, school buildings, health stations, and water systems projects.

In her message, Dir. Diokno explained that the KALAHI CIDSS-NCDDP which will further improve basic access to services is one of DSWD’s responses to poverty situation in the province.

On the other hand, Governor Suarez said that the provincial government is grateful for the continuous assistance of the agency.  He affirmed that they will provide the needed counterpart for the upgraded implementation of the program.

During the ten years of implementation of the Kalahi-CIDSS in the province, a total of 637 community sub-projects had been implemented with a total project cost of P626 million, including P203 million local counterpart.

The upgraded program now targets 20 municipalities in the province including Burdeos, Mauban, Candelaria, San Antonio, Agdangan, Buenavista, Catanuan, Gen. Luna, Macaleon, Plaridel, Unisan, San Andres, San Francisco, Alabat, Calauag, Guinayangan, Gumaca, Perez, Quezon and Tagkawayan. (FSC, PIA-4A with reports from DSWD-4A)

President Aquino pushes for legally binding code of conduct for South China Sea
 
(NAY PYI TAW, Myanmar) President Benigno S. Aquino III has called on fellow ASEAN leaders to continue negotiations with China on the forging of a legally binding code of conduct in the South China Sea, amid tensions over territorial claims in the region.In his statement during the plenary session of the 25th Association of Southeast Asian Nations (ASEAN) Summit here, President Aquino underscored the need to create the code in building a “more inclusive” and “more prosperous” region.
“The President called on the ASEAN member countries to ‘continue negotiations with China on the forging of a legally binding Code of Conduct’ of parties involved in the South China Sea (West Philippine Sea),” Communications Secretary Herminio Coloma, Jr. said in an interview with the media after the plenary session, which was held at the Myanmar International Convention Center here on Wednesday.
“Speaking at the plenary session of the 25th ASEAN Summit, he said that this will lead to ‘building a better, more inclusive, and more prosperous Southeast Asia’ for all nations of goodwill,” Coloma added.
He said the President proposed a three-pronged approach “towards building a Southeast Asia that serves as a wellspring of empowerment” and inclusive growth -- strengthen the foundations of regional cooperation and integration; develop and implement the economic strategies vital to the ASEAN’s common vision; and advocate the rule of law as basis for positive engagement and a stable regional environment.
President Aquino also mentioned the “warm conversation” he had with Chinese President Xi Jinping on the sidelines of the 22nd Asia-Pacific Economic Cooperation (APEC) Leaders’ Summit in Beijing on Tuesday.
The two leaders talked about pursuing the peaceful path and continuing the agreements forged in the past between the Philippines and the People’s Republic of China.
Relations between the Philippines and China have turned sour due to a territorial dispute over resource-rich islands in the West Philippine Sea, which are also being claimed, in whole or in part, by Brunei, Malaysia, Taiwan and Vietnam.

During the plenary session, President Aquino also expressed support for the strengthening of the ASEAN secretariat and an increase in the members’ contributions to its annual operating budget, as well as the implementation of a master plan for communicating the character, structure and overall vision of the ASEAN community.
The President proposed that ASEAN member countries pursue strategies on greater connectivity, public-private partnerships (PPP), and regulations harmonization in the fields of trade and investment, and energy sector integration.
The Chief Executive invited the other member countries to participate in the ASEAN PPP Networking Forum to be held in Manila next month. The forum will promote sharing of best practices in forging public-private partnerships as an innovative way to implement the master plan on ASEAN connectivity.
President Aquino also called for the further “harnessing of opportunities for harmonized engagement” through existing bilateral, trilateral and sub-regional arrangements, such as the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area and Indonesia-Malaysia-Thailand Growth Triangle.
He stressed that a more robust development of small and medium enterprises must be pushed, as these are the major employers of the manufacturing sector and engines of growth at the grassroots level, said Coloma.
President Aquino further called for the harmonization of technical standards, operating systems and regulations for the establishment of an ASEAN Power Grid and a Trans-ASEAN Gas Pipeline.
Recalling the Philippines’ hosting last September of a national convention on an ASEAN Single Aviation Market (ASAM), the President urged other member countries to support the establishment of a Regional Air Traffic Management Bureau and the creation of a Council of Directors-General of the ASEAN Civil Aviation Authorities.
President Aquino called attention to the challenges to connectivity posed by the emergence of a more mobile migrant labor community, namely the need to enhance the protection of the rights of migrant workers; and the adoption of a regional action plan for adopting and implementing the ASEAN Convention on Trafficking in Persons.
“He reiterated the need for ending the ‘vicious cycle of destruction and reconstruction’ by building more resilient communities and strengthening the ASEAN Committee on Disaster Management,” said Coloma.
President Aquino said the Philippines will participate in the Third World Conference on Disaster Risk Reduction in Sendai, Japan next year and the World Humanitarian Summit in Istanbul, Turkey in 2016. PND (jb)

Palace to Senator Pimentel: President Aquino was merely expressing his views, not meddling
 
President Benigno S. Aquino III was merely expressing his views and was not meddling in the Senate investigation on the alleged irregularities committed by Vice President Jejomar Binay while he was mayor of Makati City, a Palace official said on Thursday.

"President Aquino was simply expressing his views on the appropriate mechanisms for ferreting out the truth and for exacting accountability in a manner consistent with law," Communications Secretary Herminio Coloma, Jr. said in a statement sent to members of the Malacañang Press Corps.

Secretary Coloma also wanted to clarify if Senator Aquilino Pimentel III was implying something when he was interviewed by the press or if he was misquoted.

"Is Senator Pimentel implying that the Office of the Ombudsman and the Department of Justice are unwilling or incapable of investigating irregularities in government? Or is it possible that he may have been misquoted, or that his views were taken out of context?" noted Coloma.

Pimentel, who chairs the Senate Blue Ribbon Subcommittee that is conducting the inquiry on the alleged overpricing of the Makati City Hall Building II, was quoted in reports as telling the President not to meddle with the Senate probe, saying the move could be “misconstrued as interference with a co-equal branch of government.”

"The President has suggested that the Senate consider if its inquiry 'has matured to go into the more formal process' so that its efforts to address alleged anomalies in government may be brought into full fruition," said Coloma. PND (ag)

President Aquino supports Japanese Prime Minister’s principles in promoting peace in the region
 
(NAY PYI TAW, Myanmar) President Benigno S. Aquino III has expressed support for Japanese Prime Minister Shinzo Abe’s principles in fostering a regional environment that is founded on "respect, trust and peace".

In his intervention during the 17th ASEAN-Japan Summit here, President Aquino said Prime Minister Abe’s principles are consistent with the Philippines’ approach in addressing tensions in the South China Sea, which Manila refers to as West Philippine Sea.

“We have filed an arbitration case under UNCLOS (United Nations Convention on the Law of the Sea), which is an avenue through which claimant states can settle disputes and differences in a just, reasonable, and peaceful manner,” the President said during the summit held at the Myanmar International Convention Center1 here Wednesday.

“We also continue to promote the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC), especially paragraph 5, and the early conclusion of a legally binding Code of Conduct in the South China Sea (COC),” he added.

The Chief Executive noted that as the Philippines pursues and promotes the rule of law, the country will host with Japan and the United States the ASEAN Regional Forum Intercessional Meeting on Maritime Security in the next three years.

“This will provide an opportunity for all of us to strengthen maritime security cooperation in the region, and consequently shape the maritime norms that govern our actions, in accordance with international law,” he said.

President Aquino further acknowledged Japan’s contribution in the Philippines’ infrastructure development, which they made by sharing their expertise and knowledge.

Much can still be achieved through public-private partnerships, he said, extending his invitation to Japan and ASEAN partners to attend the ASEAN Public-Private Partnership (PPP) Networking Forum, to be held in Manila next year.

The forum will focus on the outcomes of recent PPP initiatives across the ASEAN and how to further improve infrastructure in the region.

The President also mentioned that Japan is contributing to women empowerment by supporting the ASEAN Institute for Peace and Reconciliation workshop on women and children caught in conflict, which the Philippines will host next year.

“Through these actions, we are showing the world what can be achieved. Indeed, it is this kind of cooperation that enables our partnership to rise to the emerging challenges of our time,” President Aquino said. PND (jb)

President Aquino advocates full implementation of declaration on the conduct of parties in South China Sea
 
(NAY PYI TAW, Myanmar) President Benigno S. Aquino III has called anew for the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC), and the early conclusion of the Code of Conduct in the South China Sea (COC).

President Aquino issued the call during his intervention at the 6th ASEAN-United Nations Summit, held at the Sapphire Hall of the Myanmar International Convention Center here Wednesday.

Emphasizing that global stability is “founded on respect among nations and the observance of the rule of law,” the President said the Philippines will continue to advocate for the full and effective implementation of the DOC, for the “expeditious conclusion of a legally binding” COC, and for arbitration under the UN Convention on the Law of the Sea.

“As a responsible member of the international community, the Philippines will abide by the laws and principles that we have committed ourselves to; these very laws and principles illuminate our path towards achieving our shared objectives for our peoples, our region, and for humanity,” he said.

During his intervention, the President also said that as a founding member of the UN and the ASEAN, the Philippines believes that closely aligning the ASEAN’s post-2015 vision with the UN’s post-2015 development agenda “serves a singular purpose: to empower more of our countrymen to live more dignified lives.”

The President also emphasized the importance of increased cooperation when responding to particular threats and issues, such as the outbreak of the Ebola virus in West Africa.

President Aquino said the Philippines will continue to support the World Health Organization’s efforts to combat the spread of the deadly disease.

“It challenges the global community to action, and I can say that, within the limits of our capacity, the Philippines will continue to lend support to the World Health Organization to arrest the spread of this virus,” he said.

President Aquino further noted the Philippines’ advocacy for the protection of human rights and the empowerment of women.

“As a staunch supporter of the ASEAN Intergovernmental Commission on Human Rights, the Philippines will be hosting in 2015 the AICHR Workshop on Developing Legal Instruments on Human Rights in ASEAN,” he said.

The President also called for a UN-led comprehensive and unified approach to address the threat of climate change. PND (co)

Philippine bilateral relations with Japan ‘tighter, closer’, says President Aquino
 
(NAY PYI TAW, Myanmar) President Benigno S. Aquino III said the bilateral relations between the Philippines and Japan have become “much tighter and closer” following his meeting with Prime Minister Shinzo Abe during the 17th ASEAN-Japan Summit here Wednesday.

During his regular coffee meeting with the Philippine delegation on Wednesday night, President Aquino said he had much to thank Japan for, during his brief bilateral meeting with Prime Minister Abe at the Sapphire Hall of the Myanmar International Convention Center.

“I kept on thanking them for so many things. In the case of Japan, there is a renewed assistance or continuing assistance to Typhoon Haiyan. We have a list of things to thank Japan,” he said.

President Aquino thanked Prime Minister Abe and the Japanese government for their continuing support for various infrastructure development projects in the Philippines, among them the anti-flood program, the Greater Manila interchange program which aims to ease traffic congestion, and the studies on additional mass transport (LRT railway and subway) systems.

On regional issues, the President said the West Philippine Sea was discussed in passing and Japan reiterated its support for the Philippines’ effort to resolve the issue in a peaceful manner and based on the rule of law.

“In our case, we specify the UNCLOS (United Nations Convention on the Law of the Sea) and then the ITLOS (International Tribunal for the Law of the Sea) as mechanisms,” he said.

The Chief Executive also extended the Philippines’ sympathies to Japan for the eruption of Mount Ontake last September and the destruction caused by the back-to-back typhoons Phanfone and Vongfong last month.

“At the end of the day, the assessment is that our ties have really gotten much closer and the desire is to make it even that much tighter and closer,” he said.

Meanwhile, Communications Secretary Herminio Coloma, Jr. said in a statement that Prime Minister Abe reiterated his support for the Aquino administration’s peace-building efforts, especially in Mindanao.

Secretary Coloma, who was with the President during the bilateral meeting, said Japan would like to continue its defense equipment cooperation program, based on the Philippines’ needs, following an agreement on the deployment of patrol vessels for the Philippine Coast Guard.

He said the Japanese leader called for continuing consultations to further improve the investment climate in the Philippines.

Prime Minister Abe also cited Japan’s 20-billion-yen assistance in developing Philippines transportation and traffic infrastructure and in improving flood risk management, Coloma said.

As part of ongoing efforts to improve people-to-people interaction between the two countries and to promote tourism, Prime Minister Abe also said that Japan is further relaxing its visa requirements for Filipinos.

President Aquino said the Philippine government has cancelled local government taxes previously levied upon official development assistance (ODA) projects initiated by Japan.

“The two leaders reaffirmed their countries’ shared values and strategic partnership, as well as solidarity in ensuring freedom of navigation and rules-based dispute resolution on maritime entitlement issues,” said Coloma. PND (jb)

President Aquino lauds Australia for being a reliable and constant partner
 
(NAY PYI TAW, Myanmar) President Benigno S. Aquino III on Wednesday lauded Australia for being “a reliable and constant partner” for the past four decades.

During his intervention at the 40th ASEAN-Australia Commemorative Summit here, President Aquino acknowledged Australia’s support for the Philippines in various areas of cooperation.

He said Australia backs the Philippines’ advocacy for a peaceful resolution of territorial disputes in the South China Sea.

“Australia, as a responsible member of the community of nations, has advocated for the rule of law and the peaceful of resolution of disputes in the South China Sea,” the Chief Executive said.

“Their support for our approach in resolving this concern encourages us even more to pursue the right, reasonable, and just path towards stability,” he added.

President Aquino emphasized that "it is imperative that our region effectively manages the issues in the South China Sea."

He said the Philippines is pushing for the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC), and the early conclusion of a legally binding Code of Conduct in the South China Sea (COC).

The President also said the Philippines is pursuing the completion of the arbitration case it has filed against China, as a mechanism embedded in the United Nations Convention on the Law of the Sea (UNCLOS).

On gender equality and women’s empowerment, he said the Philippines is hosting the ASEAN Institute for Peace and Reconciliation Workshop on the Role of Women and Children in Conflict Situations early next year.

While on the disaster response front, the President said the Philippines looks forward to the issuance of the East Asia Summit Statement on Rapid Disaster Response, a joint initiative by the Philippines and Australia.

President Aquino thanked Prime Minister Tony Abbott for Australia’s assistance to the Philippines in the wake of Typhoon Haiyan.

“The support they demonstrated will always be remembered by a grateful Filipino people,” he said.

“Indeed, these past four decades, Australia has stood by us as a reliable and constant partner, working with our community towards building a truly inclusive, resilient, and stable region, one that serves as a lynchpin of growth in our part of the world,” the President said.

President Aquino and Prime Minister Modi of India hold bilateral meeting
 
(NAY PYI TAW, Myanmar) President Benigno Aquino III on Thursday thanked India for its assistance to the Philippines in the aftermath of the 7.2 magnitude earthquake in the province of Bohol and Typhoon Yolanda last year.

President Aquino held a bilateral meeting with Prime Minister Narendra Modi of India at the sidelines of the 25th Association of Southeast Asian Nations (ASEAN) Summit held at the Myanmar International Convention Center here.

During the two leaders’ meeting, President Aquino conveyed the Philippine government’s gratitude for India’s support to the country in the aftermath of the Bohol earthquake and super typhoon Yolanda (Haiyan).

Presidential Communications Operations Office Secretary Herminio Coloma Jr. said President Aquino also briefed Prime Minister Modi “on the Philippines’ position regarding its maritime entitlements in the South China Sea (West Philippine Sea).”

“The Prime Minister concurred with the Philippines’ and ASEAN’s position on the importance of freedom of navigation and overflight on this vital body of water, which is also used as a major avenue in India’s global trade,” Coloma said.

“He said that India supports the peaceful resolution of disputes,” the secretary said in a statement.

Moreover, Secretary Coloma said President Aquino also informed the Prime Minister that the Philippines is now finalizing its agreement to be a signatory to the ASEAN-India Investment Agreement.

Also, the President cited the significant participation of GMR, an Indian infrastructure company, in the construction of the new Mactan International Airport terminal building in Cebu under a public-private partnership arrangement.

Coloma said President Aquino told the Prime Minister that there are a good number of Indian companies participating in the information technology-business process management sector.

Secretary Coloma said President Aquino and the Prime Minister of India had a fruitful exchange of views, adding that the meeting between the two leaders lasted for about half an hour. The meeting was held after the 2nd ASEAN-US Summit.

“President Aquino told Prime Minister Modi that while he is the 15th Philippine President, Mr. Modi is also the 15th Prime Minister of India and wished that ‘the stars will favor both of us during our incumbency,’” he said.

Furthermore, Coloma said Prime Minister Modi also expressed hope that President Aquino may be able to visit India “and that they will have a continuing exchange of views on matters of mutual interest to the two countries.” PND (co)

Aquino tells East Asia leaders: Resolving sea row will improve regional peace and stability
 
(NAY PYI TAW, Myanmar) President Benigno S. Aquino III underscored the need to resolve territorial dispute in the South China Sea in order to improve peace and stability in the region.

President Aquino issued the statement during the 9th East Asia Summit Plenary Session held at the Ruby Hall of the Myanmar International Convention Centre here on Thursday.

“The Philippines continues to seek a peaceful and lawful solution. We are pursuing arbitration, promoting the full and effective implementation of the DOC (Declaration of Conduct) and pushing for the conclusion of the COC (Code of Conduct) at the soonest possible time,” he said.

The summit was attended by ASEAN leaders and other world leaders including the United States, Australia, China, India, Japan, Korea, New Zealand and Russia.

The President stressed that the Philippines is “promoting everybody’s interest” in resorting to arbitration and should not be viewed as being against any country.

“Once everybody’s entitlements and obligations are clearly defined, then there is no reason for instability. This will benefit not only our region, but also the global community,” he said.

He noted that a substantial percentage of the world trade traverses the South China Sea thus having a rule of law respected by all nations will contribute to an “international landscape of order, fairness, and harmony” that will ensure regional stability.

Aside from maritime issues, the President also discussed other pressing matters in the region and in the world such as the threat of Ebola, disaster response, and extremist group ISIS (Islamic State of Iraq and Syria).

On Ebola, the President reaffirmed his commitment to increase efforts to respond to the deadly virus that is now crippling many countries in West Africa and threatens to infect other nations.

On disaster response, he said the Philippines is co-sponsoring the East Asia Summit guidelines on rapid disaster response with Australia, which will enable East Asia Summit member states to build regional capacity to respond to disasters.

The President also renewed his commitment to work with the international community to fight against extremism and terrorism, particularly the threat of ISIS jihadist.

Aquino also called on other East Asia Summit leaders to welcome external partners, such as Canada, who have expressed desire to contribute valuable experiences and resources to ensure stability in the region.

Sa pambungad na pulong ng 25th Association of Southeast Asian Nations (ASEAN) Summit dito, binigyang diin ng Pangulong Aquino na kailangang likhain ang code upang higit na magkaisa at ibayong sumagana ang rehiyon.

“Hiniling ng Pangulo sa mga bansang kasapi ng ASEAN na patuloy na makipag-usap sa Tsina upang magkaroon ng legal na susunding Code of Conduct ng mga naghahabol sa South China Sea (West Philippine Sea),” sang-ayon kay Kalihim ng Komunikasyon Herminio Coloma, Jr. sa panayam ng media pagkatapos ng plenary session na idinaos Miyerkoles sa Myanmar International Convention Center dito.

“Sa pagsasalita sa plenary session sa 25th ASEAN Summit, binanggit ng Pangulo na ang bagay na ito ay magiging daan tungo sa “pagtatatag ng isang higit na mainam, higit na nagdadamayan at ibayong masaganang Timog Silangang Asya para sa lahat ng bansang may mabubuting kalooban,” wika pa ni Cioloma.

Ayon sa Kalihim, iminungkahi ng Pangulo ang tatsulok na hakbang “tungo sa pagtatatag ng Timog Silangang Asya na magsisilbing “balon ng lakas” at malawakang pag-unlad na magpapatatag ng mga panulukang bato ng pampurok na pagtutulungan at pagsasanib, pagsulong at pagpapatupad ng mga istratehiyang mahalaga tungo sa iisang pananaw ng ASEAN at pagsusulong ng pamamayani ng batas bilang saligang positibong kaisahan at matatag na kapaligirang pampurok.

Binanggit din ng Pangulong Aquino ang “masiglang pag-uusap” nila ng Pangulong Xi Jinping sa idinaraos na 22nd Asia-Pacific Economic Cooperation (APEC) Leaders’ Summit sa Beijing noong nakalipas na Martes.

Pinag-usapan ng dalawang lider ang pagtataguyod ng mapayapang usapan at pagpapatuloy ng kasunduang matagal nang nilagdaan sa pagitan ng Pilipinas at ng People’s Republic of China.

Nagkalamat ang samahan ng Pilipinas at Tsina dahil sa sigalot sa teritoryo ng mayamang mga pulo sa West Philippine Sea na inaangkin din ng Brunei, Malaysia, Taiwan at Vietnam.

Sa plenary session, inihayag ng Pangulong Aquino ang suporta niya para palakasin ang ASEAN Secretariat at dagdagan ang kontribusyon ng mga kasapi sa taunang gugulin, gayundin sa pagpapatupad ng “master plan” sa pagpapalaganap ng uri, istraktura at pangkalahatang pananaw ng komunidad ng ASEAN.

Iminungkahi rin ng Pangulong Aquino na itaguyod ng mga bansang ASEAN ang istratehiya sa ibayong ugnayan, public-private partnerships na bagong paraan sa pagpapatupad ng “master plan“ ukol sa ugnayang ASEAN.

Hiniling din ng Pangulong Aquino na ibayong “gamitin ang pagkakataon ukol sa maayos na ugnayan” sa pamamagitan ng umiiral na bilateral, trilateral at sub-regonal arrangements, na tulad ng Brunei Darussalam-Indonesia-Malaysia-Pilipinas East ASEAN Growth Area at ang Indonesia-Malaysia-Thailand Growth Triangle.

“Binigyang diin ng Pangulo na dapat pag-ibayuhin ang pagsisikap sa higit na mabilis na pag-unlad ng maliliit at katamtamang enterprises, sapagka’t ang mga may-ari ng mga sektor ng pabrika at makina ng pag-unlad ay nasa hanay ng maralita,” dagdag pa ni Coloma.

Hiningi ng Pangulong Aquino na pag-ugnayin ang technical standards, operating systems at mga regulasyon sa pagtatayo ng ASEAN Power Grid at ng Trans-ASEAN Gas Pipeline.

Binigyang diin ng Pangulong Aquino na kailangan ang puspusang suporta ng mga kasaping bansa sa pagtatayo ng isang Regiomal Air Trafic Management Bureau at ng isang Council of Directors-General ng ASEAN Convention on Trafficking of Persons.

Tinawag din ng Pangulong Aquino ang pansin nang lahat sa mga hamon sa kaisahang bunga ng pagsulpot ng isang higit na mobile migrant labor community, na gaya ng pangangailangan sa ibayong pangangalaga sa kapakanan ng mga migranteng manggagawa at pagpapatibay ng regional action plan upang lubusang maipatupad ang ASEAN Convention on Trafficking in Persons.

Ayon kay Coloma, inulit ng Pangulo na dapat nang wakasan ang kalakarang paulit-ulit na paggawa ng mga nawawasak na mga ari-arian dahil sa hampas ng Kalikasan at sa halip, higit na matibay ang mga itayong tahanan at palakasin pang lalo ang ASEAN Committee on Disaster Management.

Suportado ng Pangulong Aquino ang simulain ng Punong Ministro ng Hapon sa pagtataguyod ng kapayapaan sa rehiyon

Sinabi ng Pangulong Aquino sa idinaraos na 17th ASEAN-Japan Summit dito na ang simulain ng Punong Ministro Abe ay naaalinsunod sa mga hakbang ng Pilipinas sa pagharap sa mga tensiyon sa South China Sea na West Philippine Sea ang tawag ng bansa.

“Nagharap kami ng kasong arbitration sa UNCLOS (United Nations Convention on the Law of the Sea) para malutas ang sigalot ng naghahabol na bansa sa isang makatarungan, makatuwiran at mapayapang paraan,” sabi ng Pangulong Aquino sa ASEAN Summit na idinaraos sa Myanmar International Convention Center dito Miyerkoles.

“Ipagpapatuloy rin namin ang pagsusulong nang lubos at mabisang pagpapatupad ng Declaration on the Conduct of Parties in the South China Sea,” dugtong pa ng Pangulo.

Ayon sa Punong Tagapagpaganap, itinataguyod at isinusulong ng Pilipinas ang pamamayani ng batas ng bansa, kabalikat ang Hapon at Estados Unidos ang magiging punung-abala sa ASEAN Regional Forum Intercessional Meeting on Maritime Security sa susunod na 3 taon.

“Magbibigay ito ng pagkakataon para sa ating lahat na palakasin ang pagtutulungan sa katatagan ng maritima sa rehiyon, at nang sa gayon ay mabuo ang mga tuntunin sa maritima na magiging saligan ng ating mga aksiyon alinsunod sa batas na pandaigdig,” sabi ng Pangulo.

Kinilala rin ng Pangulong Aquino ang mga kontribusyon ng Hapon sa kaunlarang pang-imprastraktura ng Pilipinas na ginawa nila sa tulong ng kanilang kasanayan at kaalaman.

Idinugtong ng Pangulo na marami ang magagawa pa sa pamamagitan ng public-private partnerships kaya inanyayahan niya ang Hapon at mga kabalikat sa ASEAN para dumalo sa ASEAN Public Private Partnership (PPP) Networking Forum na gaganapin sa Maynila sa darating na taon.

Itutuon ng “forum” na ito ang pansin sa kalalabasan ng katatapos na mga inisyatibo ng PPP sa buong ASEAN at kung paano pa mapahuhusay ang imprastraktura sa rehiyon.

Binanggit din ng Pangulo ang ambag na ginagawa ng Hapon sa women empowerment sa pagsuporta nito sa ASEAN Institute for Peace and Reconciliation workshop tungkol sa kababaihan at mga batang nasasangkot sa gulo na ang Pilipinas ang magiging punung-abala sa susunod na taon.

Ginawa ng Pangulong Aquino ang panawagan sa 6th ASEAN-United Nations Summit na idinaos sa Sapphire Hall ng Myanmar International Convention Center dito Miyerkoles.

Binigyang diin ng Pangulo na ang kapanatagan ng daigdig ay “nakasalig sa pitagan sa isa’t isa ng mga bansa at pagsunod sa batas na umiiral at idinugtong na ipagpapatuloy ng Pilipinas ang pagsusulong ng mabisang pagpapatupad ng DOC tungo sa “mabilis na pagtapos sa legal” na COC at sa pag-uusap sa ilalim ng UN Convention on the Law of the Sea.

“Bilang may pananagutang kasapi ng pandaigdig na pamayanan, aalinsunod ang Pilipinas sa mga batas at simulaing ipinangako nating susundin. Ang mga batas at prinsipyong ito ang tatanglaw sa ating landas upang matamo ang ating mga mithiin alang-alang sa ating mga kababayan, ang rehiyon at para sa sangkatauhan,” dagdag pa ng Pangulo.

Sa pagsasalita niya, binigyang diin ng Pangulo na bilang isa sa mga kasaping nagtatag ng Bansang Magkakaanib at ng ASEAN, naniniwala ang Pilipinas na ang lubusang pakikiisa sa post-2015 vision ng ASEAN at sa post-2015 development agenda ng UN ay “umaalinsunod sa iisang mithiin: Ang bigyan ng dagdag na kapangyarihan ang ating mga kababayan upang makapamuhay nang marangal.”

Binanggit din ng Pangulo ang halaga ng dagdag na pagtutulungan sa pagtugon sa mga tiyakang banta at mga isyung tulad ng paglaganap ng Ebola virus sa Kanlurang Aprika.

Ayon sa Pangulo, ang Pilipinas ay patuloy na susuporta sa pagsisikap ng World Health Organization na sugpuin ang paglaganap ng nakamamatay na mga sakit.

“Hamon ito sa pandaigdig na komunidad upang kumilos at ang masasabi ko,sa abot ng aming kakayahan, ang Pilipinas ay patuloy na tutulong sa World Health Organization upang masawata ang pagkalat ng nasabing virus,” dugtong pa ng Pangulo.

Sinabi rin ng Pangulo na patuloy ang Pilipinas sa pangangalaga sa karapatang pantao at pagpapahalaga sa kababaihan.

“Bilang masigasig na tagapagtaguyod ng ASEAN Intergovernmental Commission on Human Rights, magiging punung-abala ang Pilipinas sa 2015 para sa AICHR Workshop on Developing Legal Instruments on Human Rights sa ASEAN,”pagbibigay-diin ng Pangulong Aquino.

The Good Governance Dialogues is set to hold its last round of discussions in Baguio City, as the Aquino administration continues its campaign for improved governance beyond 2016 through budget reforms that will improve the execution of justice and preserve the rule of law in the country.

Taking the lead in the Dialogues will be Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad, who said: “The recent developments in Bangsamoro are proof positive that our people want to live in peace under the rule of law. However, you cannot get justice and the rule of law without transparency and accountability in government. The people must be able to trust their public institutions if we are to empower them as active partners in effective and responsible governance.”

The upcoming Dialogues will focus on notable good governance practices of local governments as well as a discussion on how government reforms promote the access to justice and the rule of law.

Commenting on the last round of the Dialogues, Abad said, “We’ve tried to create a space for our stakeholders to discuss aspects of good governance and budget reforms that we hope will last beyond these events. But more than just a campaign of reforms, we want everyone united in a vision of an ideal government that would last beyond a single presidential term in office.”

United States Agency for International Development (USAID) Mission Director Gloria Steele also recognized the Aquino administration’s efforts to reach out to local governments, civil society groups, and other stakeholders in governance reform.

The USAID-Facilitating Public Investment (USAID-FPI) is a major supporter of the Good Governance Dialogues series, and has been working closely with the Aquino administration to strengthen open governance initiatives in the country.

“The national government has been successful in creating an environment for participation. However, local government units and CSOs play a more important role. You need to take advantage of this participatory environment because sustainability cannot happen without everyone’s participation. Sustainability cannot be possible if you don’t demand it. As supporters of good governance champions, we urge you–as representatives of the rest of the Philippines–to continue playing this important role,” Steele said.

The two-day Good Governance Dialogues—representing the North Luzon leg and covering the Cordillera Autonomous Region (CAR) as well as Regions I and II—will be held on November 13 and 14 at the Citylight Hotel in Baguio City.

Spearheaded by the Cabinet Cluster on Good Governance and Anti-Corruption which the DBM serves as Secretariat, the Dialogues will bring together around 150 participants from national and local governments, civil society, business groups, academe, international development partners, and media to discuss reforms on open governance and fiscal transparency.

GSIS welcomes new GSP scholars

 The Government Service Insurance System (GSIS) welcomed the newly selected grantees of the GSIS Scholarship Program (GSP) for Academic Year (AY) 2014-2015 in a recent orientation session held in GSIS Central Office, Pasay City.

Scholars from the National Capital Region and nearby provinces attended the briefing with their parents and guardians. They were briefed on the procedures, guidelines, and benefits under the GSP.

A total of 200 out of over 4,000 nominees were selected this year to benefit from the program. Given priority in the selection were children of GSIS members who have the lowest annual basic salary.

Under the program, the scholars are given an opportunity to pursue a four- or five-year college course, with GSIS shouldering up to P20,000 of the actual cost of their tuition and miscellaneous fees per semester. The GSIS will also provide each scholar a monthly stipend of P2,000.

"Every year, we look forward to forging a partnership with our members in making their children's dreams a reality as part of our corporate social responsibility," said GSIS President and General Manager Robert G. Vergara.

The grantees were notified of their selection via registered mail and text message. The complete list of grantees is posted in the GSIS website at www.gsis.gov.ph. (List of grantees)

The GSP was launched in 1998. In previous years, scholars were chosen through an electronic raffle. To make the selection more equitable and responsive to the needs of low-income members, the GSIS based the selection on members' annual basic salary in 2012.

The 200 new scholars for AY 2014-2015 is GSP's 17th batch. To date, the GSIS has granted scholarship to a total of 2,087 recipients.

The Singapore’s government agency, International Enterprise (IE), that spearheads the overseas growth of Singapore-based companies and promote international trade hailed the Philippines as Asia’s next bright spot. International Enterprise (IE) stressed that the strong 7% GDP growth of the Philippines over the past two years has increased the world’s confidence in the country.

It has also acknowledged the positive contribution of Public-Private Partnerships in the Philippine economy.

“With an annual US$20 billion overseas remittances spurring consumer demand and US$17 billion worth of Public-Private Partnership (PPP) projects in the pipeline, the Philippines is Asia’s best growth story today”, IE added.

To encourage Singaporean companies to invest in the Philippines, International Enterprise produced “The Philippines: Asia’s Bright Spot iAdvisory Seminar” last November 12. In the seminar, Philippine government officials presented the infrastructure and consumer opportunities in the country.

Public-Private Partnership Center Executive Director Cosette V. Canilao discussed the PPP program and implementation updates during the “Opportunities in the Philippines’ PPP Sector’ session.

Canilao also presented the different PPP investment opportunities in the pipeline which include the newly approved projects by the National Economic and Development Authority Board last October 17. These are the Operations, Maintenance and Development Project of the Iloilo, Bacolod, Davao, and Puerto Princesa airports; Regional Prison Facilities through Public-Private Partnership Project and Davao Sasa Port Modernization Project.

Other projects for roll-out that were approved previously are Operations, Maintenance and Development of New Bohol (Panglao) and Laguindingan airport projects. The mentioned eight (8) projects have an indicative cost of Php 183.17 billion pesos or US $4.07 billion dollars.

After the iAdvisory Seminar in Singapore, the PPP Center will conduct a PPP Investment Forum in Melbourne and Sydney, Australia. Australian-based investors, operators, contractors, developers, lenders and fund managers are expected to attend the Australia investment roadshow.

Smuggling raps filed against illegal rice trader

The Bureau of Customs (BOC) filed smuggling-related complaints against the owner of Medaglia De Oro Trading and nine Licensed Customs Brokers for importing rice without the required import permit from the National Food Authority (NFA). The move is part of the agency’s drive to thwart the illegal entry of imported rice into the country.
Four separate complaints were filed by BOC Acting District Collectors Mario Mendoza of the Port of Manila; Roberto Almadin of the Port of Cebu; Ricardo Butalid, Jr. of the Port of Davao; and Datu Samson Pacasum of the Mindanao Container Terminal in Misamis Oriental against Emmanuel Santos, owner and proprietor of Medaglia De Oro, along with the firm’s customs brokers: Denise Kathryn Rosaroso, Raquel Sildora Cabasag, Emilio Chio, Myrene Noynay Sollano, Gemma Garcia, Melvin Isagan, John Kevin Cisneros, Eduardo Borje III, and Kenneth Quial. A fifth case against Medaglia De Oro will be filed by BOC Acting District Collector Elmir Dela Cruz of the Manila International Container Port On Friday(November 14) against Santos and customs brokers Rosemarie Sangalang Arciaga And Baltazar Ramirez.  The charges stem from rice importations of Medaglia De Oro totaling over 16.039 Metric Tons (more than 16.039-Million kilograms) from Thailand and Singapore in July and August 2013 through Manila, Cebu, Davao and Misamis Oriental. The firm’s rice imports have a total dutiable value of more than P205-Million and an estimated market value of over P641-Million.
The 12 face multiple counts of violating Section 3601 of the Tariff and Customs Code of the Philippines (TCCP) and Section 29 of Presidential Decree (PD) Number 4, as amended by P.D. No. 1485. Each count of violating Section 3601 of the TCCP carries a maximum punishment of ten years imprisonment and a fine of P50,000; while violation of P.D. No. 4 is levied a maximum penalty of four years imprisonment and a fine of P8,000.00 per count.
Medaglia De Oro earlier told the NFA that private importers can import rice without securing a permit, citing the expiration of quantitative restrictions on rice imports to the Philippines under the World Trade Organization in 2012. However, Philippine laws state that only the NFA can import rice, mandating public companies who wish to do the same to secure from the NFA the import permit. The NFA regulates rice imports through quotas, preventing excessive and unquantifiable amounts of rice, to ensure fair competition and viability of the local rice industry.
Based on records of the NFA, Medaglia De Oro neither applied nor was granted any import permit or allocated import quota.
“Rice is a regulated commodity not only because it is our staple food but also a source of livelihood for 2.4-Million farming households. Any sudden surges in imported rice would have catastrophic consequences on millions of farmers and our agriculture industry. It is for these reasons why the Philippine government has been requesting for special treatment of rice imports under the WTO for the past several years,” said Customs Commissioner John P. Sevilla.
In 2013, the Department of Agriculture reported 96% rice sufficiency of the country, equivalent to 18.44-Million metric tons.

Operation of a mechanism for good governance and anti-corruption program of the Department of Public Works and Highways (DPWH) in the Central Office has expanded to include 16 Regional Offices.

The DPWH 24/7 Call Center Hotline 165-02 is now connected with DPWH’s 16 Regional Offices nationwide. Calls or complaints are directly routed to these regional offices for prompt action.

DPWH Secretary Rogelio L. Singson said that this will promptly address every public issue concerning the Department by having it directed to appropriate field units of the agency.

“We want to hear peoples’ point-of-view on DPWH programs and projects, and policies and activities as we are prepared to listen and learn from one another.

Operationally managed by DPWH Stakeholders Relations Service, the Call Center under outsourced contract with Pilipinas Teleserve facilitates DPWH feedback communication with its stakeholders and directly provides support to Secretary Singson’s right quality reform program.

DPWH public engagement thru Hotline Number 165-02, monitored and analyzed public opinion and issues serve as basis in the formulation of guidelines and policy improvements and/or issuances.

Other than the 24/7 Call Center Hotline 165-02, the policy of transparency in the Department via citizens feedback platform includes feedback e-mail in the DPWH website www.dpwh.gov.ph, TXT 2920 short messaging system, walk-in, letter referrals, social media (facebook and twitter), and media (print and broadcast) monitoring system.

District and Assistant District Engineers of the Department of Public Works and Highways (DPWH) welcomed the challenge to adopt globally accepted standards.

The gearing up towards Quality Management System has been the theme of the annual national convention of District Engineers League of the Philippines (DELP), the unifying organization for DPWH district and assistant district engineers.

In a keynote mesage of Secretary Rogelio L. Singson delivered by Undersecretary for Regional Operations Romeo S. Momo, he lauded the initiative and commitment of field heads to improve service delivery as the DPWH is working the attainment of international standards of quality systems and procedures through ISO 9001:2008 Certification.

The 10th staging of annual gathering of leaders of the 180 DPWH District Engineering Offices, the frontliners and primemovers of infrastructure development, is an opportune time as DPWH is working hard to meet the requirements for ISO Certification.

Working on for ISO Certification is major transformation strategy of DPWH in delivering improved infrastructure services to the people.

The enthusiastic desire for process improvement reflects DPWH commitment to be a model of good governance.

Foster care strengthens tie of family

Looking at two-year-old Daniella, it would be hard to tell that she is a foster child of couple Joel and Noelle Marcaida of Lagro, Quezon City.

Daniella is being nurtured and loved by the couple as if she was their own flesh and blood. After three years as a couple, Joel and Noelle are still childless.

Even the parents of Joel and Noelle are proud and fond of Daniella as if they were the real grandparents of the child.

“Daniella’s joyful aura is a complete opposite from the 4-month-old cry baby when we took her from CRIBS Foundation,” shared Joel in his testimony during the flag ceremony of officials and employees of the Department of Social Welfare and Development (DSWD), Central Office in Batasan, Quezon City.

It was in 2012 when the couple came to know about foster care from Operation Compassion, a non-government organization which is a partner of DSWD in developing prospective foster parents for orphaned, abandoned, neglected, and dependent children sheltered in residential care facilities and needing one on one care.

The couple immediately became interested so they applied for a Foster Care License.

Initially, the couple opted to apply for foster care instead of adoption because they are still hoping to have their own child in the long run.

He admitted that at first, people close to them questioned their decision to foster a child including Noelle’s mother, Evelyn.

“Ayoko noong una. Sabi ko kay Noelle, gusto ko na ang totoo kong apo ang siyang tatawag sa akin ng ‘Lola’. Nag-iisang anak ko lang si Noelle at gusto ko magka-anak talaga sila (At first, I really objected to their plan. I told Noelle that I only want to be called ‘Grandmother’ by my real grandchild. Noelle is our one and only child and I hope that the couple will have their own child),” said Evelyn.

“It was hard convincing our parents about our plan. So we really prayed,” Joel shared.

Despite all the objections from their parents, the couple pursued their plan to foster a child.

“We tuned into God’s plan rather than listening to all the doubts and objections from people close to us,” said Joel.

On November 7, 2012, they were issued a Foster Care License.

Subsequently, they were matched to a 4 month-old baby girl named Daniella Marie from Create Responsive Infants by Sharing (CRIBS) Foundation. They were given two years to care for the child.

CRIBS Foundation is a non-government institution accredited by DSWD that provides temporary shelter to abandoned babies up to 4yrs old. These are short-term placements with foster parents until the children are permanently adopted.

Two weeks after the matching, Daniella was placed into their custody.

“Noong dumating na nga si Daniella sa buhay namin, kahit tutol ako, unti-unting napalapit at napamahal sa amin ang bata hanggang ako mismo ay nagulat sa sarili ko kasi ako na mismo ang nagturo sa bata na tawagin niya akong ‘Lola’ (When Daniella came into our lives, even though I objected, gradually I became close to her and I began to love her. I was surprised because I found myself teaching her to call me ‘Grandma’),” expressed Evelyn with a smile.

The family got more than they expected from fostering Daniella.

“People think that by fostering, you are helping the children. But it goes both ways. Having Daniella has made us better persons. Daniella unified our family together. I feel that I am closer to my in-laws as well as Noelle is closer now to my parents,” expressed Joel.

Foster Care

Foster care is the provision of planned temporary substitute parental care to a child by a foster parent duly licensed by the DSWD.

In foster care cases, the child’s biological or adoptive parents, or other legal guardians, temporarily give up legal custody of the child.

A child may be placed in foster care with the parents’consent.

In a clear case of abuse or neglect, a court can order a child into foster care without the parents’ or guardians’ consent.

Under the law, those who wish to become a foster parent must be of legal age, at least sixteen (16) years older than the child unless the foster parent is a relative; must have a genuine interest, capacity and commitment in parenting and is able to provide a familial atmosphere for the child; must have a healthy and harmonious relationship with each family member living with him or her; of good moral character; physically and mentally capable and emotionally mature; must have sufficient resources to be able to provide for the family’s needs; willing to further hone or be trained on knowledge, attitudes and skills in caring for a child; and must not already have the maximum number of children under his foster care at the time of application or award.

To adopt

Joel said that members of the family have already developed a strong emotional attachment to Daniella and they have decided to adopt her.

As of now, the foundation is still processing papers and other documents for Daniella to be declared available for adoption.

DSWD is currently assisting the couple and CRIBS Foundation to hasten the process.

The law provides that a foster parent may adopt his or her foster child if they possess all the qualifications as provided for by Republic Act No. 8552, otherwise known as the Domestic Adoption Act of 1998.

DSWD, Rappler to hold forum on hunger

The Department of Social Welfare and Development (DSWD) and media partner Rappler are jointly organizing a forum entitled, “Aiming for #ZeroHunger” on Friday, November 14, at the Asian Institute of Management in Makati City.

The forum aims to raise public awareness about the existence of hunger in the country and what can be done to help alleviate it.

It will gather government officials, non-governmental organizations, international organizations, academe, media partners and other stakeholders to share best practices in their efforts to fight hunger and poverty.

The event will be opened to social media to allow for a wider participation from netizens who will be able to convey questions and concerns related to hunger and poverty.

Through this forum, the ideas and solutions of participants to these long-standing problems can reach a wider audience and facilitate the mitigation, if not complete eradication, of hunger, especially in post-disaster situations similar to the aftermath of Typhoon Yolanda.

DSWD Secretary Corazon Juliano-Soliman has stressed that solving hunger and poverty is not a task for government alone.

“The eradication of hunger and poverty is a collaborative effort. While the government is finding and making solutions to these problems, the public should also do its part,” said Sec. Soliman.

Sec. Soliman will be one of the main speakers, together with Senator Grace Poe-Llamanzares and World Food Program (WFP) Country Representative Praveen Agrawal.

Roxas lauds quick rehabilitation of Palawenos

CORON, Palawan—Interior and Local Government Secretary Mar Roxas likened the Yolanda rehabilitation efforts of the government to a boat with two katigs (outriggers).

For Roxas, a boat has two outriggers - the national government and the local government units (LGUs) - and the latter's participation is key to the quick recovery of Yolanda affected areas such as Coron.

“Nakaalalay po ang buong pamahalaan ninyo, ang pamahalaang nasyonal at ang pamahalaang lokal, na nakatututok sa pangangailangan ninyo (Your government is ready to help, both national and local authorities are focused on your needs.),” Roxas stressed.

“Pero nasa liderato ng pamahalaang lokal ang bilis para makatayo kaagad ang isang lugar, para makabangon kaagad dahil hindi magiging epektibo ang national government kung wala ang pamahalaang lokal (But it depends on the leadership of the local government whether a locality is able to recover quickly or not because without it, the national government will not be effective.),"he added.

He admired the residents of Palawan under the leadership of Governor Jose Alvarez, who instead of blaming the national government, showed full cooperation and helped in the overall rehabilitation efforts through concrete actions.

“Kung sama-sama, tulong-tulong ang lahat, lahat nagbubugsay sa isang direksiyon, lahat nagkakaisa sa iisang layunin ay mabilis na makababangon ang isang lugar, ang isang komunidad kung nagtutulungan ang lahat (If we help each other sail towards one direction with one goal, any community can easily get back on its feet.),” Roxas said.

“Umuusbong, bumabangon na ang Palawan dahil sa inyo. Kayo ang mga boss ng buong pamahalaan ninyo---pamahalaang nasyonal at pamahalaang lokal. Nariyan kami noon at narito ngayon kaya asahan ninyong lagi kaming handa na tumulong sa inyo (Palawan is blooming and rising because of you. You are the bosses of your government - both national and local. We were there before and now we are back so you can expect that we are fully prepared to help you out.),”he added.

The secretary also clarified that in times of disasters like storms, earthquakes and other calamities, the national government is always ready to assist all citizens.

“Hindi namin kayo pababayaan, walang iwanan, sama-sama, tulong-tulong tayo para sa pagbangon uli hindi lamang ng Coron kundi ng buong Palawan at lahat ng lugar na sinalanta ng bagyong Yolanda. Narito kami kasama ninyo, kabalikat ninyo tulong-tulong tayo sa pagbangon (We will not abandon you. No one gets left behind. Together, we will help each other out so not only Coron but the whole of Palawan and all the other Yolanda-affected areas can recover. We are here with you until you are able to rise again.),” Roxas added.

Solons resume public hearings in Mindanao?; first stop Tawi-Tawi and Zamboanga City

TAWI-TAWI – Lawmakers are currently in the island-province of Tawi-Tawi today to continue their public hearings and consultations on the draft Bangsamoro Basic Law in Western Mindanao.

"We join the efforts of Congress to hear the people's sentiments and ensure that their concerns are addressed in the BBL," said Undersecretary Jose Lorena of the Office of the Presidential Adviser on the Peace Process, referring to the scheduled local public hearings of the House of Representatives' Ad Hoc Committee on the BBL. Today's hearing in Tawi-Tawi will be followed by another consultation in Zamboanga City tomorrow, Nov. 14. They will likewise be holding public hearings in Jolo, Sulu on November 19; Isabela City, Basilan on November 20; and Ipil, Zamboanga Sibugay on November 21.

"We encourage our people in these areas to attend and make their sentiments heard," Lorena said‎. "Our lawmakers want to ensure that the BBL that will be crafted will be as inclusive as possible and responsive to the needs of the people."

Cagayan de Oro second district Rep. Rufus Rodriguez, chairman of the Ad Hoc Committee on the BBL, will preside the said local public hearings. Meanwhile, Lorena, together with Atty. Al-Amin Julkipli, are invited by the Ad Hoc Committee as resource persons from OPAPP.

Local concerns in Tawi-Tawi

In Tawi-Tawi, ‎more than 100 resource persons have been invited to the public hearing. Gov. Nurbert Sahali, Vice Governor Michael Ahaja, lone district Rep. Rubi Sahali, local board members, mayors, other local executives, government officials, local and religious leaders, civil society members and MNLF leaders are expected to attend.

“I believe Congress will really appreciate the presence of as many Tawi-Tawians as possible in the hearing so they can hear their questions, concerns, and the things that they like in the proposed Bangsamoro Law,” said Lorena.

Lorena noted that the island province of Tawi-Tawi has MNLF members in the communities. He said that among the issues he anticipates to be raised in the consultations include concerns of the MNLF on the 1996 Final Peace Agreement (FPA); possible redistricting of Tawi-Tawi when it becomes part of the Bangsamoro; tenure of employees in ARMM when it is replaced by Bangsamoro; and the possible effects of establishing the Bangsamoro waters.

"We want to assure the MNLF communities in Tawi-Tawi that the future Bangsamoro will be for them also as well as other stakeholders in the proposed area of Bangsamoro," he said.

In previous interviews and fora, members of ‎the government and Moro Islamic Liberation Front (MILF) peace panels have assured that MNLF concerns, especially the 42 consensus points that are the result of the Tripartite Review Process of the implementation of the 1996 FPA have been integrated in the draft BBL.

At the same time, through the facilitation of the Organization of Islamic Cooperation (OIC), the MILF and MNLF have formally activated the Bangsamoro Coordination Forum (BCF). According to their meeting report, the BCF shall serve to "coordinate their movements toward achieving the aspiration of the Bangsamoro people towards just and lasting peace, and peaceful resolution of their problems."

Local concerns in Zamboanga City

In Zamboanga City, ‎nearly 300 resource persons are expected to attend the hearing which includes local government officials led by Mayor Maria Isabelle "Beng" Climaco Salazar, Zamboanga City 1st district Representative Celso Lobregat and Zamboanga City 2nd district Representative Lilia Nuno, barangay officials, other government executives, sectoral leaders and representatives, business groups, civil society members and other groups.

Lorena said he expects a big-turn out of stakeholders attending the hearing on Friday “in the city where the people have strong opinions and concerns with regard to the proposed BBL.”

“I think that this will make for interesting public consultations. We expect to hear about issues such as the non-inclusion of Zamboanga peninsula to Bangsamoro area, the definition of contiguity, and effects of Bangsamoro waters and Bangsamoro police, among others.”

Lorena said public hearings on the BBL “is an avenue for clarification, so the more issues and comments that will be voiced out, the better for Congress to enable them to pass the best law for the Bangsamoro that will be constitutional and acceptable to all concerned.”

Asked to comment on rumors of possible demonstrations and walk-outs that may be staged at the hearing, Lorena said that he hasn’t heard anything about such rumors. “You know, this is a free country, and everyone is entitled the freedom to express ourselves. But of course, in deference also to the freedom of others, any demonstrations should be done peacefully and with due respect to all other participants in the consultation."

Responses to top local concerns

According to the Comprehensive Agreement on the Bangsamoro and the BBL, also known as House Bill 4994 in the HOR, Zamboanga City is not part of the envisioned core territory of the Bangsamoro.

In a previous hearing, Government of the Philippines peace panel chair Miriam Coronel-Ferrer affirmed that, "as we have learned through our experience with the MOA-AD (Memorandum of Agreement on Ancestral Domain), the intentions and interests of some provinces and cities that voted against inclusion -- such as Zamboanga City -- were duly respected, so they were not included in the proposed core territory of the Bangsamoro." Coronel-Ferrer likewise noted that the principle of consent of the governed is likewise given importance in the proposed BBL.

On the Bangsamoro Waters, Lorena has clarified that commercial fishing operators will be allowed to operate within the Bangsamoro Waters, that shall extend up to 22.224 kilometers (12 nautical miles) from the low-water mark of the coasts that are part of the proposed Bangsamoro region. According to Lorena, the Bangsamoro Waters, being part of the country's territorial waters, shall remain to be a resource for all Filipinos, with preferential rights given to the Bangsamoro people, other indigenous peoples in adjoining provinces and resident fishers in the Bangsamoro area over fishery, aquamarine, and other living resources in the Zones of Joint Cooperation as provided for in the Constitution.

The BBL is the legal iteration of the CAB signed by the GPH and MILF as the final political settlement of the armed conflict in the south. The BBL will entrench the Bangsamoro political entity that will replace the Autonomous Region in Muslim Mindanao by 2016.‎

The current hearings being conducted by the HOR are prior to the plenary deliberations on the proposed law. The Senate is likewise conducting its own separate consultations led by the Committees on Local Government and Peace, Unification, and Reconciliation‎ chaired by Senator Ferdinand "Bongbong" Marcos, Jr. and Senator Teofisto "TG" Guingona III. The Senate has conducted its first public consultation in Western Mindanao, in the province of Tawi-Tawi on Nov. 11.

Filipino appointed to the UN Working Group of Experts on People of African Descent

13 November 2014 – Filipino law professor, Ricardo Sunga III, was appointed  by the United Nations Human Rights Council to the UN Working Group of Experts on People of African Descent.
Professor Sunga’s appointment to the position was discussed and confirmed by UN Human Rights Council at its meeting on November 06, at the Palais des Nations in Geneva. He will represent the Asia Pacific states at the said working group of experts.
The UN Human Rights Council to the UN Working Group of Experts on People of African Descent was established by the UN Commission on Human Rights resolution number 2002/68 of April 25, 2002. This UN working group of experts was established primarily to study the problems of discrimination faced by people of African descent in diaspora and to propose measures to end such discrimination.
Professor Sunga is expected to serve the working group of experts for a full term of three years.
The Philippines is one of the 47 member states of the UN Human Rights Council.

PEZA undertakes 5th European roadshow in Hamburg and Stuttgart, Germany

13 November 2014 – As part of its 5th European Roadshow, Philippine Economic Zone Authority (PEZA) Director General Lilia de Lima participated in business roundtables in Hamburg and Stuttgart from November 03 to 04.

While in Hamburg, Dr. de Lima delivered the keynote presentation at a seminar organized by Price Waterhouse Coopers (PWC) and the German Asia-Pacific Business Association (OAV). Director General de Lima explained PEZA’s mandate and investment incentives, the Philippine Embassy provided a macroeconomic situationer on the Philippine economy, while PWC provided a briefing on investment and taxation law in the Philippines.

Director General de Lima explained that PEZA was in a “kinetic mode” and emphasized that her organization provides 24 by 7 (24 x 7) service to all PEZA locators. She highlighted to the business representatives that the Philippines has a young, dynamic, and highly trainable population, with the economy benefiting from a demographic dividend that is translating into a million people entering the work force every year. The Philippines enjoys industrial peace, a high comparative retention rate for employees, and requires shorter training periods for knowledge transfer. As a result of the high level of PEZA service and factor endowments, she noted that 50% of new PEZA investments came from existing locators.

Director General de Lima also had a meeting with the Hamburg Business Development Corporation (HWF), including resource persons from its Maritime and Aviation clusters. Dr. Franz Josef Kirschfink, Managing Director of Hamburg Aviation Services, explained that Hamburg is the 3rd largest aviation hub in the world after Seattle and Toulouse and the Hamburg metropolitan area currently employs 40,000 people in this sector. The largest employers are Airbus, Lufthansa Technik and Hamburg Airport, which are supported by more than 300 aerospace suppliers, service providers and educational and research institutions. While the initial focus of the Hamburg aviation industry was on the production of the A320 and A380 models, the industry has matured to now cover the whole aviation life cycle chain. The Nord Deutschland (Northern Germany) Maritime Cluster was launched in 2011 and is funded by the regional governments of Lower Saxony, Hamburg and Schleswig Holstein, local Chambers of Commerce and member companies. The Maritime Cluster now includes 200 companies covering key segments in each region, including: shipping and port management (Hamburg), shipbuilding, shipping and offshore wind (Lower Saxony), and shipbuilding and deep sea technology (Schleswig Holstein).

For her part, Director General de Lima noted that the Philippines has growing and globally competitive maritime and aviation industries. She noted that the Philippines is now the 4th largest shipbuilder in the world in gross tonnage while Lufthansa Technik is expanding operations and B/E Aerospace is producing kitchen galleys for Airbus. Both sides agreed to the further exchange of information with HWF’s maritime and aviation clusters and Director General de Lima invited invited HWF and its member companies to visit the Philippines in 2015.

In the evening, Director General de Lima briefed the Filipino community at the Hamburg office of i-Remit on the strengths of the Philippine economy and the efforts of PEZA to promote and attract foreign and domestic investors to the Philippines.

The Landesbank Baden-Württemberg (LBBW) organized an information session on the Philippines at the sidelines of the Global Connect Trade Fair in Stuttgart on November 04. The LBBW Group consists of three commercial banks: Baden-Württembergische Bank (BW-Bank), Rheinland-Pfalz Bank and Sachsen Bank and acts as the central bank for the community savings banks in Baden-Württemberg, Rheinland-Palatinate and Saxony.

Director General de Lima’s core messages resonated well with representatives from German small and medium enterprises (SMEs), including those in the automotive and renewable energy sectors, while Mr. Dan Braun of the European Chamber of Commerce of the Philippines (ECCP) delivered a presentation on the European-Philippines Business Network (EPBN) project. The session closed with Ms. Fernandez-Valentin, LBBW’s Manager for Banks in Asia Pacific, who provided a detailed presentation on trade financing opportunities for German and Filipino (SMEs) while highlighting that LBBW has existing partnership arrangements with the major Filipino commercial banks.

The German legs of the 5th PEZA Roadshow were organized by the Philippine Trade Investment Center (PTIC) in Berlin. Director General de Lima was assisted during her visit by Philippine Embassy Chargé d’affaires, a.i. Mardomel Melicor, Second Secretary Gabriel Bautista, and Ms. Maria Lourdes Tana, Trade Assistant of the PTIC Berlin.

Project NOAH mobile app wins international award

The Department of Science and Technology’s (DOST) flagship program for disaster risk reduction and mitigation called Nationwide Operational Assessment of Hazards or Project NOAH once again showed its multi-faceted benefits when its mobile app ARKO recently grabbed an award conferred only to a select few by the World Summit Awards Mobile Content 2014 (WSA Mobile).

The ARKO mobile app was chosen as one of five winners under the e-Inclusion and Empowerment category, besting hundreds of participants from all over the world. This prestigious international award recognizes the best mobile content solutions in the world where it shows innovativeness, creativity and impact.

“ARKO serves as a vehicle to deliver important information regarding floods to ensure the safety of our communities-at-risk and this app proves one thing; it shows that Filipino talent is world class,” said DOST Secretary Mario G. Montejo.

Overall, ARKO was one of 40 winners of WSA Mobile from a total of 456 projects submitted by 98 countries.

“The creation of the ARKO mobile app for Project NOAH is one clear example of the innovativeness and ingenuity of our Filipino scientists and software engineers who developed a very important tool in disaster preparedness by providing information about floods that will enable our communities to prepare ahead of time,” reiterated Montejo.

Other winners alongside the Philippines’ ARKO are the following: ColorADD from Portugal, Braille Board from Palestine, SnooCode of Ghana, and LIVOX of Brazil.

The winners of WSA Mobile, which works in cooperation with the United Nations’ World Summit on the Information Society and in collaboration with UNESCO, UNIDO and UN GAID, will be invited to receive their awards in Abu Dhabi on February 1-3, 2015 to coincide with the WSA Mobile Global Congress. PDIC to continue processing claims of Fil-Agro Rural Bank depositors

The Philippine Deposit Insurance Corporation (PDIC) announced that it will continue to receive and process deposit insurance claims from depositors of the closed Fil-Agro Rural Bank at the PDIC Claims Counter, 4th Floor, SSS Bldg., 6782 Ayala Avenue corner V.A. Rufino Street, Makati City. Claims may also be filed through mail.

PDIC has conducted the onsite claims settlement operations (CSO) for the closed Fil-Agro Rural Bank at the bank's premises and completed the CSO on October 15, 2014.

PDIC sent notices of payment to depositors with aggregate deposits amounting to P5.9 million involving 1,575 accounts. Filing of claims for these accounts with balances of P50,000 and below is waived by PDIC. Meanwhile, PDIC paid 270 claims during the onsite CSO involving 231 accounts for a total amount of P38.4 million deposits.

As of October 15, 2014, PDIC has yet to receive deposit insurance claims for 821 accounts that require the filing of claims. The total amount of deposits covered by these outstanding accounts is P4.9 million.

When filing deposit insurance claims, depositors are advised to personally present their duly accomplished Claim Form, original evidence of deposit, and two (2) valid photo-bearing IDs with signature of the depositor. Depositors may also file their claims through mail and enclose the same set of document requirements.

Depositors who are below 18 years old should submit either a photocopy of their Birth Certificate issued by the National Statistics Office (NSO) or a duly certified copy issued by the Local Civil Registrar as an additional requirement, with the Claim Form signed by the parent. Claimants who are not the signatories in the bank records are required to submit an original copy of a notarized Special Power of Attorney. In the case of a minor depositor, the SPA must be executed by the parent.

The procedures and requirements for filing deposit insurance claims are posted in the PDIC website, www.pdic.gov.ph. The Claim Form and format of the Special Power of Attorney may also be downloaded from the PDIC website.

In accordance with the provisions of the PDIC Charter, the last day for filing deposit insurance claims in the closed Fil-Agro Rural Bank is on September 26, 2016. After said date, PDIC, as Deposit Insurer, shall no longer accept any deposit insurance claim.

ASEAN-India dialogue relations have grown rapidly from a sectoral dialogue partnership in 1992 to a full dialogue partnership in December 1995. The relationship was further elevated with the convening of the ASEAN-India Summit in 2002 in Phnom Penh, Cambodia. Since then the ASEAN-India Summit has been held annually.
