DTI launches another SSF for Taytay,  Rizal cooperative

November 19, 2014

CALAMBA CITY, Laguna, Nov. 19 (PIA) --The Department of Trade and Industry (DTI) launched yesterday another shared service facility (SSD) for Lupang Arenda Multi-Purpose Cooperative (LAMCO) in Barangay Sta. Ana, Taytay, Rizal.
 The P424,000-worth of tools, equipment and machines consisting of benders, drills, grinders, cutters, and arc and gas welders, will boost output of its metal fabrication center that produces water meter protectors and plumbing fixtures to be supplied to major water utilities in Metro Manila and Laguna.
 In 2012, LAMCO, with close to 400 direct members, hit P1.65-million in revenues.
 With the reinforced production facility, the cooperative aims to participate in government contracts aside from eyeing to supply other water utilities. Given its current market potential, it projects to earn P2.8-million and will employ 75 men and women during the first year.
 DTI Regional Director Marilou Quinco-Toledo said that the SSF Project is a big push for the development of cooperatives and the micro, small and medium enterprises through mechanization or industrialization.

ALAFOP showcases food products, affirms support from DTI and Calamba City

CALAMBA CITY, Laguna, Nov. 17 (PIA) − Various unique food products proudly made by the Association of Laguna Food Processors (ALAFOP) were showcased recently in the food-selling fair organized by the Department of Trade and Industry (DTI) at SM City Calamba.
 Dubbed as “Natatanging Pagkain, Lasang Lagunense,” the fair aims to strengthen the food industry as well as the tourism sector of the province.

DTI-Laguna Provincial Director Susan Palo said that the food-selling fair is timely because the province needs a strong food industry cluster to support the province’s tourism sector.
 Meanwhile, Mayor Justin Marc Chipeco affirmed support in achieving the goal of the said undertaking.
 In his message, Chipeco said the local government is negotiating with SM City to put up a section where the best of the local products can be exhibited for sale.
 “It’s just a matter of letting people know that we have good products,” added Chipeco
 Chipeco further a that the local government will be putting up ‘pasalubong centers’ in every tourist spot of the city such as the Rizal‘s Ancestral House and the Rizal Monument.

(SINGAPORE) Prime Minister Lee Hsien Loong commended President Benigno S. Aquino III on his recent meeting with China’s President Xi Jinping, Presidential Spokesman Edwin Lacierda said Tuesday.

Lacierda said President Aquino’s pull-aside meeting with the Chinese leader, after a tree-planting event at the recently concluded Asia Pacific Economic Cooperation (APEC) summit in Beijing last week, was among the topics raised by Prime Minister Lee with the visiting Philippine head of state.

President Aquino and Prime Minister Lee met during a courtesy call made by the former at the Istana main building shortly after arriving here for a two-day working visit.

The Palace spokesman said President Aquino showed Prime Minister Lee a note bearing President Xi’s statement written in Chinese language, which the Singaporean leader read and took positively.

“The first remark (of Prime Minister Lee) after reading the statement was: ‘This is quite a generous discussion,’” Lacierda told Manila-based reporters during a press briefing.

He added that the Singaporean leader hoped for a “just and amicable outcome” in the relations between China and the Philippines following that discussion between the two leaders.

President Aquino and President Xi touched on the issue of West Philippine Sea (South China Sea) during their pull-aside meeting and both agreed to come up with “constructive” ways in dealing with their maritime disputes.

Prime Minister Lee, who was also present in the APEC summits, welcomed this development, echoing President Aquino’s belief that the Philippines’ overall relationship with China should not revolve entirely around their territorial conflict.

“Our relationship with China is multifaceted. It’s not focused on the dispute in the South China Sea. We have other relations with China. For instance, trade, people-to-people, tourism... So, in that respect, we’re in agreement that (our) relationship with China is not focused on the dispute,” Lacierda said.

President Aquino discussed with Prime Minister Lee about the Philippines’ arbitration case filed before the International Tribunal on the Law of the Sea, Lacierda said, adding that the Singaporean leader was supportive of the general idea behind such move.

“In his (Prime Minister Lee’s) view, China does not want to go to war. China would like to have peace with its southern neighbors... Kaya nga ang sagot ni Pangulong Aquino is ‘wala rin naman tayong balak... My interest here is how to improve the lot of the Filipinos,’” Lacierda said.

“So kung wala tayong agam-agam sa South China Sea, we can concentrate on making our country more prosperous, more economically viable with respect to trade relations with China and other members of ASEAN (Association of Southeast Asian Nations), of APEC, and other regional trade groups,” he added.

Lacierda, moreover, mentioned that Prime Minister Lee welcomed the fact that talks with regards to the Code of Conduct on the South China Sea is now moving and that China is currently reviewing it.

"The ASEAN has already crafted a Code of Conduct... China is now presently reviewing the Code of Conduct, so there is now a discussion. As to how it moves forward, that remains to be seen. But, certainly, we would rather be talking and discussing matters, rather than doing anything to escalate tensions. And Singapore is one with us in making sure that relations with each other is one that maintains harmonious relations with China, at the same time, maintaining what is rightfully ours," Lacierda said. (SINGAPORE) President Benigno S. Aquino III, here for a two-day working visit, met his counterparts, Prime Minister Lee Hsien Loong and President Tony Tan Keng Yam, on separate occasions on Tuesday.
President Aquino met with Prime Minister Lee during his courtesy call at the Istana main building, where they discussed the ongoing rehabilitation efforts in areas destroyed by Typhoon Yolanda in the Eastern Visayas, as well as the Philippine leader’s recent meeting with Chinese President Xi Jinping.
Presidential Spokesman Edwin Lacierda told Manila-based reporters during a press briefing that Prime Minister Lee also inquired about President Aquino’s potential successor, knowing that his term is about to end in two years.
Lacierda said the Singaporean leader conveyed hopes that President Aquino’s successor would continue the policies the latter has initiated in the Association of Southeast Asian Nations (ASEAN). The Philippine head of state said he shared the same hope.
“As you know, President Aquino has started with a number of reforms. Some of them will see fruition beyond 2016. President Aquino has just laid out the foundations for governance reforms, and so these reforms will not end in 2016, (but) would rather move beyond 2016,” Lacierda told reporters when asked to elaborate.
“If the rightful successor who can continue the reforms will be elected, then we will hope that the reforms that President Aquino has laid down will continue beyond 2016,” he added.
Meanwhile, on the President’s luncheon meeting with President Tan, Lacierda described it as “very light” and “very informal," with Singaporean Ambassador VP Hirubalan sharing his experiences as a politician.
During the meeting, Lacierda said the Singaporean ambassador brought up the latest 59 percent public satisfaction ratings of President Aquino's administration, based on a survey conducted by the Social Weather Stations (SWS).
“How I will describe the President in the lunch was he was very, very relaxed. He was like among friends. And we talked also a little bit about the—because the Singaporean ambassador raised it—about the approval ratings of the President,” Lacierda said.
“So we also spoke about the SWS survey on the national administration, on the disaster response. So basic lang, mga ganoong tanong lang. There were small talks in between but it was a very interesting discussion. The President was very, very relaxed,” he added.
In a statement released last Monday, Lacierda said the survey “demonstrates the people’s voice—that this administration is responsive to their needs and has been at work in the continued reconstruction and rehabilitation efforts to build back better those areas devastated by typhoons.” PND (hdc)


President Aquino thanks people for their continuing trust in his administration

(SINGAPORE) President Benigno S. Aquino III on Tuesday evening thanked the Filipino people, amid reports that ratings on public satisfaction in his administration have improved in the latest survey conducted by the Social Weather Stations (SWS).
“Thank you sa pagtitiwala, thank you doon sa mandato, thank you… Wala akong magagawa kung hindi nila ako tinulungang maupo muna,” President Aquino told Manila-based reporters covering his two-day engagements here.
President Aquino expressed that he is no longer surprised by this development, as he was firm on his belief that the general public would eventually recognize the reforms implemented by his government.
“Well, ‘di ba ‘nung bumaba raw ‘yung aking ratings, sabi ko hintayin niyo at tataas din ‘yan, dahil naniniwala ako sa sambayanan. Naniniwala ako sa ating mga kababayan, mula sa tatay ko na nagsabing, ‘di ba, (the Filipino) is ‘worth dying for’; sa nanay ko, ‘living for’; pero sa akin, ‘fighting for’,” he said.
The latest SWS survey showed gross satisfaction with the national administration climbing to 59 percent and dissatisfaction falling to 24 percent, which Malacañang has described as “historically high” compared to previous administrations.
In the second quarter, the administration’s ratings fell to record lows in all geographical areas and declined across socioeconomic classes with 56 percent satisfied, 26 percent dissatisfied, and 18 percent ambivalent.
President Aquino noted that the two-and-a-half million Filipinos they have been able to lift out of poverty, as well as the 1.2 million jobs they have managed to create during the course of their administration are probably among the things that contributed to such improvement in the latest ratings.
“Kasi ‘pag tinitingnan mo rin ‘yung numero, parating sinasabi nilang nalilipat doon sa undecided, naguluhan. ‘Nung naliwanagan, buong-buo ulit ‘yung tiwala, kaya thank you,” he said. PND (hdc)


President Aquino looks forward to increased investment from Singaporean companies in the Philippines

(SINGAPORE) President Benigno S. Aquino III said he is looking forward to an expansion of markets by Singapore-based companies in the Philippines.

President Aquino on Wednesday is scheduled to meet with officials of Temasek Holdings, GIC Private Limited, and Keppel Corporation. He said he will encourage them to increase their investment in the country.

Temasek, GIC, and Keppel are all multibillion-dollar Singaporean companies that manage investments, sovereign wealth funds, and shipping industries, respectively.

Fielding questions from Manila-based reporters on Tuesday, President Aquino said Temasek is helping the country in various educational fronts, while Keppel was instrumental in making the Philippines one of the best places to go to in terms of shipbuilding.

“First time nating kausap itong Temasek Holdings as a government. And in the past, probably a year or so—two years—medyo talagang tumaas ‘yung interest levels,” President Aquino stated.

“Una nating nakausap ‘yung Temasek Foundation that was helping us in various educational fronts—tech-voc ‘yung isa, may study programs here—pero ngayon, ito ang business side of Temasek, which is Temasek Holdings, to talk about investments in the country. And we assume, since there are no outstanding problems that have come to my attention, indicative na more investments,” he added.

Singapore was the Philippines’ fourth major trading partner and its fifth largest source of investment promotion agency-approved foreign investments in 2013.

Meanwhile, keynoting Tuesday evening’s “The World in 2015” gala dinner hosted by the international business publication, The Economist, President Aquino reiterated his hopes for a ‘reverse migration effect’ to occur in the country.

He cited an experience in Dubai, while in transit to Davos last year, where he met a lot of overseas Filipino workers (OFWs) at the airport. He said the OFWs were urging him to speed up economic reforms in the country so they could finally return home.

“Instead of trying to convince them to come back home, they are actually trying to egg me on to speed up all of the changes that will enable them to do so,” the President said.

On the end of his term in 2016, President Aquino said he is committed to meet all the targets he had set in terms of economic reforms before stepping down from office.

“We’re targeting five percent of our GDP (gross domestic product) in terms of measures for infrastructure by 2016. We’re almost at four—3.5 to 4 (percent) this year… At the end of the day, we are saying that government has been reinvigorated and is now in a position to empower the citizenry. And you can see that, again, in terms of our very heavy emphasis on education,” he said.

“We believe that our greatest resources are the people and the people now are exercising all of their freedoms and have belief in themselves, and belief in the ability of the country by the time we leave.” PND (hdc)


Philippines keen on joining Trans-Pacific Partnership, other trade agreements, says President Aquino

President Benigno S. Aquino III has expressed his willingness for the Philippines to join the Trans-Pacific Partnership (TPP) spearheaded by the United States.

In the keynote interview during ‘The World in 2015’ Gala Dinner held at the Four Seasons Hotel hosted by The Economist Magazine in Singapore on Tuesday evening, the President said his government is studying the benefits of joining the TPP before it makes a decision.

"We are continuing the studies and we think we would want to join all of the trade agreements and expand our markets," he said, noting that the Philippines is working with several countries, particularly the US, Japan, and Malaysia, to address some of the concerns of joining the trade arrangement.

The Trans-Pacific Partnership is an ambitious, 21st century trade agreement that the US is negotiating with 11 other countries in the Asia-Pacific region -- Australia, Brunei Darussalam, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam.

Asked if he is keen on participating in the Free Trade Area of the Asia Pacific (FTAAP), which was pushed during the Asia-Pacific Economic Cooperation (APEC) meeting in China, he said the FTAAP is still being studied and its assessment will conclude in 2016.

Since he is stepping down by the time the study is concluded, he said he will let his successor decide whether or not to participate in the FTAAP.

The President is in Singapore for a two-day official visit to meet with the city-state’s business community. PND (as)


President Aquino hopes China changes approach to settle sea row

President Benigno S. Aquino III said he hopes China's willingness to communicate with the Philippines regarding their territorial dispute in the West Philippine Sea (South China Sea) would be a good start for the two countries to settle their differences.

In the keynote interview during ‘The World in 2015’ Gala Dinner held at the Four Seasons Hotel in Singapore on Tuesday evening, the President mentioned his brief chat with Chinese President Xi Jinping during the recently concluded Asia-Pacific Economic Cooperation (APEC) Leaders' Meeting in Beijing.

Asked if he detected any change in the Chinese approach in dealing with the West Philippine Sea issue, the President said he hopes that there is change.

"We hope that it does represent a change. The mere fact that we’re talking again is already a substantial change. Previously, there was a lot of rhetoric that stated one position to the exclusion of the other,” he said.

"Now, we are talking, and the mere fact that we’re talking hopefully signifies to really arrive at a compromise and a just solution to the issue," the President noted.

He also told the event participants that the Philippines has been pursuing two tracks: crafting a binding Code of Conduct and elevating the issue to the international tribunal.

Previous Philippine administrations tried to adopt a Code of Conduct (COC) and were only able to come up with the so-called Declaration of Conduct of Parties in the South China Sea, a non-binding agreement reached in 2002.

The President said he hopes preliminary meetings would lead to formal meetings in the ASEAN to draw up all of the parameters for a Code of Conduct.

"All of the parties have reiterated their desire to come up with this Code of Conduct at the soonest possible time. But soonest in their diplomatic sphere is not exactly soonest in a corporate world," he said.

The Philippines has filed a memorial at the international tribunal to boost its claim in the West Philippine Sea. China, which has until December to respond, has rejected the Philippines' move to elevate the issue to the international tribunal.

Aside from China and the Philippines, other countries laying claim to the territory, in whole or in part, include Vietnam, Malaysia, Brunei and Taiwan. PND (as)


President Aquino to focus more on building infrastructure, reforming bureaucracy

President Benigno S. Aquino III said he wants to build more infrastructure projects, reform the bureaucracy, and improve the country's justice system in the remaining days of his administration.

In the keynote interview during "The World in 2015" Gala Dinner held at the Four Seasons Hotel in Singapore on Tuesday evening, President Aquino said he wants to speed up all of the government’s ongoing infrastructure projects.

"We’re targeting five percent of our GDP (gross domestic product) in terms of measures for infrastructure by 2016. We’re almost at four—3.5 to 4 (percent) this year," he told his audience.

“Reforming the bureaucracy is also a major (thrust). The judiciary is also another issue of mine from time to time,” he added.

The President noted that the government has been reinvigorated and is now in a position to empower the citizenry.

He further said that the government is putting heavy emphasis on education and health care, increasing their budget through the years.

"Again, we believe that our greatest resources are the people and the people now are exercising all of their freedoms and have belief in themselves, and belief in the ability of the country by the time we leave," he said.

Asked what he will do after stepping down from office, President Aquino said he would help strengthen his party since he is barred from joining any industry upon leaving office.

“My mother worked in microfinance, post her presidency, which was always the direct means of empowerment. There was always the challenge of the big group that is defused, or a very small focused group that you have very tangible results in. I guess, to a large degree, I was really helping the party to become that party of ideology that has a platform that is constant and we will continue,” he said.

"The World in 2015" forum was the latest in a series of business conferences held annually by the business magazine, The Economist, to share its predictions for the year ahead. The event was hosted by Executive Editor Daniel Franklin. PND (as)


President Aquino visits Jollibee, mingles with Filipinos in Singapore

(SINGAPORE) President Benigno S. Aquino III visited Filipino fast-food chain Jollibee’s branch at the Lucky Plaza Mall here Wednesday where he had a quick lunch and a chance to mingle with some of his compatriots.

Greeting President Aquino upon his arrival at the store was Jollibee Foods Corporation chairman Tony Tan Caktiong, along with some of the company’s executives, staff, and regular customers.

President Aquino came with some of his Cabinet officials, among them Foreign Affairs Secretary Albert del Rosario, Trade and Industry Secretary Gregory Domingo, Secretary to the Cabinet Jose Rene Almendras, Secretary Julia Abad of the Presidential Management Staff, Presidential Spokesperson Edwin Lacierda, Undersecretary Manolo Quezon of the Presidential Communications Development and Strategic Planning Office, and Philippine Amusement and Gaming Corporation Chairman Cristino Naguiat, Jr.

President Aquino ordered a regular serving of cheeseburger, fries, and soda, and gamely posed for a selfie with some of the Filipino customers.

Located at the 6th level of Lucky Plaza Mall along Orchard Road, Jollibee Singapore is the company’s eighth international branch, according to area manager John Nacional.

The store opened in March last year to a queue of an estimated 35,000 customers eager to taste Jollibee’s signature dishes and other products.

Overseas Filipino workers and residents who frequent the store said they loved going to Jollibee because it reminds them of home. They were also happy to find out that President Aquino was going to visit that day.

There is an estimated 180,000 Filipinos in Singapore. The visit at Jollibee was President Aquino’s last engagement during his two-day working visit here. PND (hdc)

Sinabi ni Lacierda na ang pakikipagpulong ng Pangulong Aquino sa lider ng Tsina pagkatapos ng pagtatanim nila ng punong-kahoy kaugnay ng katatapos na Asia-Pacific Economic Cooperation (APEC) Summit sa Beijing noong nakaraang linggo ay kabilang sa paksang binanggit ni Punong Ministro Lee sa panauhing Pangulo ng Pilipinas.

“Ang unang sinabi ni Punong Ministro Lee matapos basahin ang nakasulat sa papel ay: 'Ito ay napakainam na pag-uusap',” ayon sa pahayag ni Lacierda sa mga kinatawan ng media ng bansa sa ginanap na pulong balitaan.

Idinagdag pa ni Lacierda na sinabi ng lider ng Singapore na inaasahan niyang magkakaroon ng “isang makatarungan at magandang bunga” sa pagitan ng Tsina at Pilipinas pagkaraang makapagniig ang dalawang lider.

Tinalakay nina Pangulong Aquino at Pangulong Xi ang isyu ng West Philippine Sea (South China Sea) kaugnay ng pag-uusap nila at nagkasundo silang bumalangkas ng mga “mapag-buong” paraan tungkol sa sigalot nila sa karagatan.

Ang Punong Ministro Lee na dumalo rin sa APEC summits ay naniniwalang mabuti ang nangyaring ito at sumang-ayon siya sa paniniwala ng Pangulong Aquino na ang ugnayan ng Tsina at Pilipinas ay hindi naman dapat lamang uminog sa kanilang sigalot tungkol sa teritoryo.

“Ang ugnayan natin sa Tsina ay sa iba-ibang larangan. Hindi ito nakatuon lamang sa sigalot sa South China Sea. May ugnayan tayo tungkol sa kalakalan, turismo, at people-to-people. Kaya kaisa tayo ng Tsina sa paniniwalang ang relasyon natin ay hindi naman matuon lamang sa sigalot sa teritoryo,” paliwanag ni Lacierda.

Nag-usap ang Pangulong Aquino at si Punong Ministro Lee tungkol sa arbitration case na iniharap ng Pilipinas sa International Tribunal on the Law of the Sea, at dugtong pa ni Lacierda na suportado ng lider ng Singapore ang nag-udyok para gawin ang naturang hakbang.

“Sa palagay ni Punong Ministro Lee, hindi naman pakikipagdigmaan ang pakay ng Tsina. Nais din ng Tsina na mamayani ang kapayapaan sa ugnayan nila sa mga kapit-bansa sa katimugan. Kaya ang naging sagot ng Pangulong Aquino ay “na tayo man ay ganito rin ang balak. Ang pakay lamang niya ay ang mapabuti ang kalagayan ng maraming Pilipino,” wika ni Lacierda..

“Kung wala tayong inaalaala tungkol sa South China Sea, maitutuon natin ang mga pagsisikap tungo sa ibayong kasaganaan, higit na matatag na ekonomya at paggalang sa ugnayang kalakalan sa Tsina at sa iba pang bansang kasapi ng Association of Southeast Asian Nations (ASEAN) at iba pang pampurok na kalakalan,” pagbibigay-diin pa ni Lacierda.

Ayon kay Lacierda, natuwa ang Punong Ministro Lee na umuusad na ang pag-uusap na may kinalaman sa Code of Conduct on the South China Sea at kasalukuyang nirerebisa naman ito ng Tsina.

“Bumalangkas na ang ASEAN ng Code of Conduct. Kasalukuyan nang pinag-aaralan ng Tsina ang Code of Conduct kaya may pag-uusap na ngayon. Kung paano ito maisusulong, iyon ay hihintayin pa natin. Nguni’t tiyak na ang hangad natin ay mag-usap tungkol sa bagay na ito sa halip na gumawa ng ano mang hakbang na lalong magpapaigting sa tensiyon. Kaisa natin ang Singapore sa pagtiyak na ang relasyon sa isa’t isa ay manantiling maganda, kaalinsabay ng paninindigan sa mga bagay na may karapatan tayo,” sabi ni Lacierda. PND (hdc/zaf)


Nakipagpulong ang Pangulong Aquino sa mga lider ng Singapore

(SINGAPORE) Magkahiwalay na nakipagpulong ang Pangulong Benigno S. Aquino III kina Punong Ministro Lee Hsien Loong at Pangulong Tony Tan Keng Yam dito Martes kaugnay ng kanyang dalawang araw na working visit sa bansang ito.

Pinag-usapan ng Pangulong Aquino at ni Punong Ministro Lee sa Istana main building dito ang kasalukuyang ginagawang rehabilitasyon sa mga pook na malubhang sinalanta ng bagyong Yolanda sa Silangang Kabisayaan, gayundin ang pakikipagpulong ng Pangulong Aquino kay Pangulong Xi Jinping ng Tsina.

Sinabi ng Tagapagsalita ng Pangulo Edwin Lacierda sa mga reporter na buhat sa Maynila na inusisa rin ni Punong Ministro Lee ang Pangulong Aquino kung sino ang magiging kapalit nito yamang sa loob ng dalawang taon ay matatapos na ang panunungkulan ng Pangulo.

Ipinahayag ng lider ng Singapore na sana, ang sino mang papalit sa Pangulo ay magpapatuloy ng mga patakarang sinimulan niya sa Association of Southeast Asian Nations (ASEAN). Ang sagot ng Pangulo ay iyon din ang hangarin niya.

“Tulad nang alam ninyo, sinimulan ng Pangulong Aquino ang maraming reporma. Ang ilan sa mga ito ay makikita ang bunga pagkaraan ng 2016. Ang inilatag lamang ng Pangulong Aquino ay ang panulukang bato ng mga reporma sa pamamahala kaya ang mga repormang ito ay hindi magtatapos sa 2016 kundi lampas pa ng 2016,” wika ni Lacierda sa mga reporter.

Samantala, tungkol sa pulong-tanghalian ng Pangulo kay Pangulong Tan, inilarawan ito ni Lacierda bilang “very light” at “very informal" at kaharap si Embahador ng Singapore VP Hirubalan na nagkuwento tungkol sa kanyang mga karanasan bilang pulitiko.

Ayon kay Lacierda, binanggit ng Embahador ng Singapore ang pinakahuling 59 porsiyentong public satisfaction ratings ng administrasyon ng Pangulong Aquino alinsunod sa survey ng Social Weather Stations (SWS).

“Ang masasabi ko, sa tanghaliang nasabi ay very, very relaxed ang Pangulo gaya ng kung kasama niya ay mga kaibigan. Nabanggit din ng Embahador ng Singapore ang tungkol sa approval ratings ng Pangulo,” dugtong ni Lacierda.

“Kaya naging paksa ang tungkol sa SWS survey ng pambansang administrasyon, Ang tungkol sa pagsaklolo sa mga nasalanta ng kalamidad, at dito lamang uminog ang mga tanong. Mainam ang diskusyong naganap at ang Pangulo ay very, very relaxed,” wika pa ni Lacierda.

Sa pahayag na inilabas noong Lunes, sinabi ni Lacierda na ang survey “ay larawan ng tinig ng bayan—na ang administrasyong ito ay tumutugon sa kanilang pangangailangan at walang puknat ang paggawa sa patuloy na rekostruksiyon at rehabilitasyon upang maitayo ang isang higit na matatag at mabuti ang mga pook na sinalanta ng mga bagyo.” PND (hdc/zaf)

Talaga naman pong siniksik natin ang ating schedule upang masigurong bawat minutong inilagi natin sa labas ng bansa ay tunay nakakapag-ambag sa pagsusulong ng interes ng Pilipino. Ang sabi nga po sa atin ni Secretary Greg Domingo, hindi ito ang unang beses na dinumog ang isang pagpupulong na tampok ang Pilipinas; sa ibang investment briefing na isinasagawa ng DTI, tulad sa Europa at Taiwan, talagang ipinapabatid ng mga kumpanya ang malakas na interes sa atin. Nang magsimula nga po tayo, buenas na raw kung nasa 30 negosyante ang sumali sa mga investment briefing ng ating pamahalaan. Ngayon po, kadalasan ay times ten na po ang dumadalo, at di po tayo magugulat kung lalaki pa nang lalaki ang numerong ito.

Kinausap din tayo ng Singapore Airlines Engineering Company na kilala sa aircraft maintenance, repair, at overhaul. Nagsimula sila ng operasyon sa Pilipinas taong 2005, at noong 2009 ay pinalawak pa nila ang kanilang gawain sa pagpasok ng 25 milyong dolyar na dagdag-puhunan. Ngayon nga po, kasalukuyang tinatapos ng SIAEC ang pagpapatayo sa kanilang ikatlong hangar sa atin, na nagkakahalaga ng humigit-kumulang 21 milyong dolyar. Ang sabi pa nga nila, balak nilang magtayo pa ng dalawang hangar sa mga susunod na taon. Ano po ba ang ibig sabihin ng lahat ng ito para sa atin? Bukod sa maghahatid ang mga ito ng dagdag na empleyo, pinapatunayan nito na talagang world class ang manggagawang Pilipino. Ang pagpapatakbo nga sa ganitong mga pasilidad ay nangangailangan ng natatanging technical expertise para sa malalaking eroplano, at sa susunod na taon ay kasama na ang Airbus 330 at Boeing 777 na maseserbisyuhan ng SIAEC sa atin pong bansa.

Ang dagdag pa nilang balita: talagang napabilib sila ng 500 Pilipinong empleyado at senior managers ng SIAEC sa Singapore; ito ang nag-eengganyo sa kanilang lalong mamuhunan sa talento at kakayahan ng Pilipino. Sakto din po ang pagpapalawak ng operasyon ng SIAEC sa Clark, lalo pa’t isinusulong natin ang Clark Green City.

Ayon nga po sa kanila, ang tanging konsiderasyon nila ay ang katiyakan na sapat ang bilang ng ating mga skilled techical workers para sa operasyon ng kumpanya. Ang pangako natin: Makikipag-ugnayan, at nakikipag-ugnayan na ang DOLE, CHED, at TESDA sa kanila upang masigurong ang mga oportunidad na hatid ng SIAEC ay matatamasa ng ating mga kababayan, dahil may sapat silang kakayahan na kailangan ng ganitong mga industriya.

Ito nga po ang nagpapatunay sa matagal na nating sinasabi: Hindi tsamba ang nakikita nating tranpormasyon sa ating ekonomiya at lipunan. Ang ginagawa natin: tinutukoy ang mga pangangailangan ng pribadong sektor, at sinisigurong ang mga nililinang natin ngayon ay may kakayahang panghawakan ang mga pagkakataong hatid ng kaunlaran. Ang mga pagkakataong ito naman ang magsisilbing lunsaran ng mas marami pang oportunidad para sa mga negosyo at para sa ating mga kababayan.

Ngayong araw din po, nakipagpulong sa atin ang mga pinuno ng Temasek at Government Investment Corporation (GIC), ang dalawang pinakamalaking investment fund groups ng Singapore. Ang Temasek, pumapasok na sa iba’t ibang industriya sa ating bansa; at kapwa po nating inaasahang lalaki ang isang bilyong dolyar nilang puhunan na sa lalong madaling panahon. Ang GIC naman, kamakailan lang ay namuhunan muli sa isang kumpanyang Pilipino. Ang pinasok nila sa Emperador Inc., 17.6 billion pesos. Ang sabi po sa atin, dati nga, interesado ang GIC sa imprastruktura, real estate, at telecommunications; ngayon, sa paglalatag nila ng puhunan sa isang consumer-driven na kumpanya, pinapamalas nilang talagang ayos mamuhunan sa merkadong Pilipino. Hindi nga po natin mamasamain kung maisipan pa nilang pumasok sa ibang mga sektor dito sa Pilipinas.

Binisita din po natin ang Jollibee sa Lucky Plaza, na nagpapatunay na kayang makipagsabayan ng Pilipinong kumpanya sa mga dayuhan. Isa nga lang ang narinig nating reklamo kanina: sobrang lakas raw ng Jollibee sa Singapore at maliit ang naging sosyo rito ng isa sa mga kanilang Singaporean partners. Kaya naman, tinutulak nitong partner na ito na dalhin ang Jollibee sa Malaysia, kung saan sisiguruhin niyang mas malaki ang maisososyo niya dahil talagang napakaganda raw pong negosyo nito.

Wala pong duda: ang dating itinuturing na Sick Man of Asia, aktibo at masiglang kabahagi na ngayon ng paghahanda para sa ASEAN Economic Integration na magaganap sa 2015. Dahil pangmatagalan ang hinabol nating transpormasyon, tiyak na hanggang sa mga susunod na henerasyon ay aanihin ng mga Pilipino ang bunga ng mga ipinunla nating binhi ng pagbabago. Ang hamon po sa atin: ipagpatuloy ang pagpupunyagi at pag-aalaga sa ating mga nasimulan, upang makilala ng mga susunod sa atin ang isang Pilipinas na bukal ng pagkakataon para sa lahat.

Sa ating sama-samang paghakbang sa tuwid na landas, at sa ating matibay na pananampalataya sa Maykapal, patuloy na ipapamalas ng Pilipino kung ano ang kayang abutin ng isang lahing handang daigin ang anumang hamon, sagarin ang mga pagkakataon, at pag-ibayuhin ang kakayahan at husay na kinikilala ng buong daigdig.

Sec, i-discuss nga natin more in detail itong mga binanggit po ng Pangulo, like iyong mga investments? At nabanggit din niya iyong pagkakaroon ng isang branch ng isang local fast food chain doon po sa Singapore, at nakihalubilo rin siya doon sa mga Pilipino na nandoon sa Singapore, Secretary Coloma, sir.

SEC. COLOMA: Ganoon nga, Alan. Sinabi nga niya na doon sa Singapore, doon sa tindahan ng isang fast food—sabihin na natin, Jollibee. Alam naman ng lahat kung ano iyon.

ALAN: Yes, sir.

COLOMA: Meron siyang nakausap na negosyante mula doon sa bansang iyon, at ang sinabi ay nanghihinayang na konti pa lang ang kanyang puhunan na nailagay dahil napakaganda daw ng negosyo na kanilang nararanasan doon. SEC. COLOMA: Ang tampok na kaganapan doon ay iyong gala dinner ng “The Economist”. Ang “The Economist” ay isa sa mga nirerespetong magazine or publication na binabasa ng mga top decision-makers sa larangan ng pamahalaan at ng pagnenegosyo. At sa isang event lamang, Alan, ay nagkaroon ng isang elite audience na binubuo ng humigit-kumulang 300 top executives.

At ang sabi nga ni Pangulo, kapag nagre-report sa kaniya iyong ating Department of Trade and Industry, bihira talagang magkaroon ng ganiyang pagkakataon na sa isang lugar lamang ay meron kang audience na 300 of the top chief executive officers at mga industry leaders, policy-makers. Kaya hitik sa good news ang pasalubong ng ating Pangulo mula sa kaniyang two-day trip to Singapore.

ALAN: Opo, meron din pong nabanggit ang Pangulong Noy, iyong pagsali ng Pilipinas dito sa Trans-Pacific Partnership o TPP na pinangungunahan po ng Estados Unidos. Ano ho ba itong Trans-Pacific Partnership na ito, Sec. Sonny, sir?

SEC. COLOMA: Ito ay isang inisyatiba ng Estados Unidos na palawigin at pasiglahin ang ugnayang pangangalakal o pangnegosyo sa ating rehiyon, bukod pa doon sa mga umiiral na na programa katulad ng ASEAN, APEC; at hinihimok iyong mga bansa na paigtingan pa iyong kanilang pakikipag-ugnayan sa Estados Unidos. Kahawig iyan ng mga konsepto ng free-trade area.

ALAN: Opo.

SEC. COLOMA: At tayo ay hinimok na rin na tingnan iyong posibilidad sumali dito dahil kailangan lang dito ay mas maging handa tayo dahil merong mga standards and requirements para maging full-pledged kalahok diyan sa Trans-Pacific Partnership.

ALAN: Okay. Well, Sec. Sonny, sa isa pa pong usapin ano ho, although ito’y may kaugnayan nang konti doon sa paparating na eleksyon. COLOMA: Ang natunghayan ko hinggil diyan, Alan, ay iyong kaniyang pagsasabi na bukas ang kaniyang isipan hinggil diyan kaya’t tumatanggap siya ng mga inputs o suhestyon; nakikinig siya sa mga paglalahad ng saloobin ng iba’t ibang indibidwal, sektor at organisasyon. At sa loob naman ng kaniyang sariling political party, ang Liberal Party, ang pinaiiral na proseso ay iyong consensus. Ibig sabihin ay hindi lang iisa o iilan, na kailangan ay magkaroon nang malawak na pagkakaunawaan sa paghantong sa mga mahahalagang desisyon, katulad nang pagpili ng isang standard-bearer. Department of Transportation and Communications (DOTC) Secretary Jun Abaya is encouraging taxi operators instead modernize and improve their services in order to be competitive with technology-based land transport services offered through Uber, Grabtaxi, Easytaxi, and the like.

“People prefer to use these tech-based transport services because they are more convenient. It’s that simple. So my advice to taxi operators: modernize, innovate, and improve your systems and services,” Abaya remarked.

“Commuters say they feel safer taking these private vehicles-for-hire, that the fleet are newer, that app services are faster and more efficient. So why put a stop to what is clearly for their benefit? Poorer services should be upgraded to match their competition – not the other way around,” the transport chief added.

The DOTC and the Land Transportation Franchising & Regulatory Board (LTFRB) have begun crafting improvements to regulations which currently classify vehicles offering services through Uber and similar apps as illegal or ‘colorum,’ following Abaya’s call for government to support rather than obstruct the use of technology in solving transport problems.

The LTFRB has identified the existing “vehicles-for-hire” category as the likely classification for such vehicles, once its scope is updated to accommodate new technological solutions.

At a Congressional inquiry earlier this week, the LTFRB also stated that it will conduct a hearing on November 24 in relation to the said updating of land transport rules and regulations, as well as the status of Uber vehicles which are currently deemed illegitimate by law.

As the DOTC is pushing to expedite the process of updating old rules to meet today’s technologies, it is also formulating a taxi reform program in order to mandate improved services to the public.

“The ideal result of these developments is for taxi operations to modernize and improve as well, as this will benefit commuters. I want minimum upgrading requirements such as booking systems through mobile devices, newer and well-maintained fleets, and highly-trained drivers whose identities are disclosed to passengers,” Abaya said.


P23-B Supplemental Budget to scale up Yolanda aid, APEC preps

In its bid to develop a more responsive budget plan for the next fiscal year, the Department of Budget and Management (DBM) is pushing for a P23-billion supplemental budget to ensure sufficient funding support for crucial development initiatives, including various infrastructure projects for post-Yolanda rehabilitation and government preparations for the 2015 Asia-Pacific Economic Cooperation (APEC) Summit.
Budget Secretary Florencio “Butch” Abad explained, “The National Treasury has already certified the availability of funds to support these projects, but these appropriations must likewise be supported by proper legislation. With the proposed 2015 National Budget already subject to Senate deliberations, we need the support of the House of Representatives to pass a supplemental appropriations bill to fund these projects.”
A total of P16.4 billion—comprising the bulk of allocations under the supplemental budget—has been earmarked for new priority initiatives. Of this amount, the Administration’s Yolanda reconstruction and rehabilitation program will get P9.5 billion. Another P1.44 billion will support key projects in preparation for the APEC Summit, which the Philippines will be hosting next year.
The Budget chief also said that the supplemental budget will cover liabilities arising from obligated infrastructure projects worth P1.85 billion under the Department of Public Works and Highways (DPWH). Lastly, a total of P5.08 billion will be coursed to a number of priority projects under various government agencies. The funds will account for the budgetary requirements of priority projects that were partially implemented or previously approved for implementation this year.

Abad said, “Most of these projects have already been completed, are on-going, or are urgently needed to sustain our socio-economic development. The passage of the proposed supplemental budget will allow us to allocate funds accordingly so we can complete these projects right away.“
If approved by Congress, the 2014 Supplemental Appropriations will fund a number of priority projects, ranging from the rehabilitation of the LRT lines 1 and 2 to the construction of permanent housing for the victims of super typhoon Yolanda.


U/KBs' NPLs rise slightly in August

Universal and commercial banks’ gross non-performing loans (NPL) ratio remained manageable. At end-August this year, the U/KBs’ NPLs accounted for 2.21 percent of the banks’ total loan portfolio (TLP), slightly higher than the 2.11 percent registered a month earlier but lower from year ago’s 2.67 percent.

The 2.21 percent gross NPL ratio of U/KBs in August came about as banks posted Php 101.20 billion in NPLs while TLP stood at Php 4,588.79 billion.

The U/KBs’ NPLs increased by 6.3 percent from the figure recorded in July, the highest month-on-month NPL growth during the first eight months of 2014.

The latest figure, however, is slightly lower than the Php 101.93 billion posted in August last year.

Moreover, the banks’ loan loss reserves continued to surpass their NPLs. In August, U/KBs’ reserves for potential credit losses represented 134 percent of their NPLs. The ratio, however, decreased from the 140 percent posted in July.

Across economic sectors, NPL levels remained low as seen in financial intermediation; real estate, renting and business activities; manufacturing; wholesale and retail trade; and electricity, gas and water supply. These sectors accounted for 71.4 percent of the industry’s TLP during the period.

The BSP keenly monitors the loan quality of U/KBs as part of its efforts to ensure adherence to high credit standards. This is vital to maintaining the stability of individual banks and of the financial system.


Marikina City: Newest Credit Surety Fund Program

The Bangko Sentral ng Pilipinas (BSP) is set to launch the Credit Surety Fund Program of the country’s shoe capital on the 24th of November 2014 at 11: 00 o’ clock A.M., at the BSP Assembly Hall, BSP Complex, A. Mabini corner P. Ocampo Streets, Malate, Manila. BSP Monetary Board Member Alfredo C. Antonio and Marikina City Mayor Del R. De Guzman will lead the signing of the Memorandum of Agreement among stakeholders to officially create the Marikina City CSF, the second CSF to be established in the National Capital Region.

Initiated by BSP in August 2008, the Credit Surety Fund Program is a credit enhancement scheme designed to increase the creditworthiness of cooperatives, capital-short businessmen and micro, small and medium enterprises (MSMEs) that are encountering difficulties in getting access to bank credit due to lack of acceptable collaterals and credit information. The CSF is created by the pooling of cash contributions from participating cooperatives, local government units and partner institutions, which will then serve as security for loans extended by banks to MSMEs in lieu of acceptable collaterals.

As of 10 November 2014, 11 cooperatives confirmed to participate in the Marikina City CSF with pledges aggregating P2.9 million to the Marikina CSF, while the city government has initially pledged P5.00 million. The CSFs’ partner institutions such as the Industrial Guarantee and Loan Fund, Development Bank of the Philippines and Land Bank of the Philippines are also expected to put up their counterpart contributions to the Marikina City CSF. Through this program, the participating cooperatives and their MSME members with viable business plans can obtain loans from banks even without collaterals. This will usher in more economic activities and create more job opportunities that translate to an increase in household income.

Now on its 6th year, the CSF Program has been established in 23 provinces and 8 cities nationwide.


World Bank official cites need for community-driven development in urban poor areas

“CDD is needed in urban areas.” This was the statement by Maria Loreto Padua, the Social Development Specialist of World Bank, referring to the community-driven development (CDD) strategy following the presentation of Mr. Jojo Aguilar, Deputy National Program Manager for Operations of Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services-National Community-Driven Development Program (KALAHI CIDSS-NCDDP), on the lessons learned by the Department of Social Welfare and Development (DSWD) in piloting the strategy in urban areas. The presentation was made as part of the mission kick-off of the 2nd Implementation Support Mission of World Bank and the Asian Development Bank on KALAHI CIDSS-NCDDP, held on November 13 at the DSWD Central Office in Quezon City. The KALAHI CIDSS-NCDDP urban CDD pilot and subsequent rollout had two modalities. One is through a US$3,000,000 grant from the Japan Social Development Fund-Livelihood Opportunities for Vulnerable Urban Communities (JSDF-LVUC). This is focused on providing income-generating activities and opportunities for urban poor communities. This covered 69 communities in Cavite, Laguna, and Metro Manila. The other is implemented as part of the World Bank Additional Financing (KC-AF) loan to cover Kalahi-CIDSS, the predecessor of KALAHI CIDSS-NCDDP. Aside from seeking to address livelihood concerns, this was also intended to address issues that cause or worsen poverty in urban poor communities. This covered eight barangays in Legazpi City, Kabankalan, Cagayan de Oro City, and Butuan City. Both are slated to end in this year. Aguilar’s presentation focused on the lessons generated from these two urban CDD projects. Key findings include differences between implementation in the rural and urban poor communities. Prior to these projects, Kalahi-CIDSS operated exclusively in rural areas, which is why design changes needed to be made in the standard processes of the program in order to fit the needs of urban communities. Padua, however, stated that while there were major differences between CDD implementation in urban and rural settings, the objective of KALAHI CIDSS-NCDDP remains the same. She said, “The problem in rural and urban communities is still basically the same: access to basic services. CDD in KALAHI CIDSS-NCDDP continues to provide basic service delivery,” referring to how the program improves its covered communities’ access to basic social services, usually by way of building small-scale infrastructure facilities such as school buildings, health stations, access paths, and roads using the CDD strategy. CDD puts power back in the hands of the people by giving them the opportunity to make informed decisions on locally identified options for development and manage resources to implement sub-projects that address needs identified by communities themselves. In KALAHI CIDSS-NCDDP, volunteers are provided trainings throughout the process, which include but are not limited to project and funds management, procurement, and project implementation. They are then able to develop these chosen sub-projects through the provision of small community grants. Padua said, “Communities can actually use the small funds from KALAHI CIDSS-NCDDP as leverage for bigger programs. It is not just the block grants that matter, but the process as well.” She also asked DSWD on whether the Agency has plans on furthering urban CDD. DSWD Assistant Secretary Camilo Gudmalin said that KALAHI CIDSS-NCDDP is looking into the next steps for this. KALAHI CIDSS-NCDDP is the expansion into a national scale of operations of CDD approach, which was tried and proven effective by Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS). Manufacturing firms top first batch of JobStart employers--Baldoz

Manufacturing companies are among the first to formalize their participation in the pioneering JobStart Philippines Program and have offered internships to youth beneficiaries of the program.

Labor and Employment Secretary announced this yesterday, saying nine of 21 companies in four pilot areas of the JobStart Philippines Program that have signed memoranda of agreement (MOA) on the program at the end of October are manufacturers of various products ranging from electronics, automotive, and computer products to novelty items and garments.

“The rest were from the recruitment services sector and food industries. A total of 267 internship slots have been committed so far, 75 of which are in the manufacturing industry,” said Baldoz, citing a report of Bureau of Local Employment Director Anna Dominque Rubia-Tutay.

The BLE, a bureau of the DOLE, is the executing agency of the JobStart Philippines Program.

One of the manufacturing companies to first sign a MOA on JobStart was General Trias-based MKP Inc., a subsidiary of Muraki, Ltd. Japan, and a manufacturer of hard disk drives (HDD). The company signed its agreement on 29August and committed 15 internship positions.

General Trias is one of the four pilot areas for JobStart.

Other manufacturing firms, also from General Trias, were Telford Svc. Phils., Inc., which offers back-end semiconductor manufacturing services; CS Garments Inc., a textile manufacturer; and P. IMES Corporation, an original equipment manufacturer (OEM) and assembly company.

From the services sector, recruitment firms IMES Global, Inc. and Proserve Manpower Inc., both from Gen. Trias, Cavite, also signed up with the program.

In San Fernando, Pampanga, 30 internship slots have been offered by five manufacturing firms, namely, Carats Manufacturing, a producer and exporter of hand-made novelty items; Sankou Seiki Co. Ltd. Inc., a manufacturer of electronics and other products; CGS Solid Aircon & Refrigeration, Inc., manufacturer of car and room air conditioning units; GB Exprez, a manufacturer and exporter of cigarette tubes and cigarettes; and Aquino Basket, a manufacturer and exporter of baskets made of rattan and other raw materials.

Also signing up with the program are the following San Fernando City-based companies: iGO2 Group Inc., a market research company; Tele Sight, an installer of surveillance cameras and computers; Site Skills, a training institution; LA Bakeshop, a producer of bakery products; LA Bakeshop and Grocery, producer of bakery products and grocery retailer; and Romac Group of Companies, a recruitment agency.

In Taguig City, which is another JobStart pilot area, the following companies have signed up for the program: JobCrest, an HRM service provider; and Happy Haus Food Corporation, a donuts producer.

The fourth pilot area, Quezon City, has Image Doctor’s Clinic and Interlink, a manpower services provider, committing to also offer internship slots.

Director Tutay said the active partnership of the manufacturing industry with an employment facilitation program, such as JobStart, indicates that our youth interns are in good hands as manufacturing remains one of the key employment generators (KEGs) of the country.

“Youth beneficiaries of JobStart can expect sustainable career growth with our partner employers and I hope they make the most of their internship with them,” she said.

Secretary Baldoz said the enthusiasm of manufacturing companies to offer internship slots to JobStart beneficiaries shows that the industry is growing and continues to contribute in providing employment opportunities in the country.

“Our young people who are the beneficiaries of this pioneering employment facilitation program should take advantage of these opportunities. The DOLE, in partnership with the Department of Trade and Industry, will develop a human resource development (HRD) plan based on the 24 sectoral roadmaps that will help in achieving the goals the country’s resurgent manufacturing sector,” she said.

Under the JobStart Philippines Program, youth beneficiaries who will be job-matched with internship positions offered by the companies will undergo technical training with daily allowance as contained in the training plans developed by the employers. The beneficiaries will do up to six months of internship of on-the-job training with stipends in the companies’ workplaces.

The DOLE’s JobStart Philippines Program is in partnership with the Government of Canada and the Asian Development Bank.

It seeks to enhance the employability of young people by offering them full-scale employment facilitation service including assistance in making informed career decisions, and a chance to improve their technical skills and develop life skills necessary to succeed in today’s competitive workplace.

The pilot project will test the success of these strategies through the employment of the youth beneficiaries in four pilot areas, namely San Fernando City, Pampanga; Gen. Trias, Cavite; Quezon City; and Taguig City.

Baldoz has committed to implement JobStart Philippines in all DOLE regions next year with funding support from the Technical Education and Skills Development Authority’s Training for Work Scholarship Program.


2nd National Convention of Accredited CPES Evaluators of the Philippines

The Philippine Domestic Construction Board (PDCB), one of the implementing boards of the Construction Industry Authority of the Philippines (CIAP), will hold the 2nd National Convention of Accredited Constructors Performance Evaluation System (CPES) Evaluators of the Philippines on 25 November 2014 at the Philippine International Convention Center, CCP Complex, Roxas Boulevard, Metro Manila.

Participants composed of accredited CPES evaluators from various government-implementing agencies, National Government Agencies (NGAs), Government-Owned and Controlled Corporations (GOCCs), Government Financing Institutions (GFIs), State Universities and Colleges (SUCs), and Local Government Units (LGUs) are expected to attend this event. Dr. Florencio F. Padernal, administrator of the National Irrigation Administration (NIA), shall grace the event as the Guest Speaker.


Roxas: PNP, BJMP Personnel under quarantine to receive full support

Interior and Local Government Secretary Mar Roxas announced that United Nations (UN) peacekeepers from the Philippine National Police (PNP) and the Bureau of Jail Management and Penology (BJMP) will be given full medical assistance, as they spend their 3-week quarantine in Caballo Island.

"We recognize them for their service overseas and it is only fitting that their home country honored them for their deeds," said Sec. Roxas.

The secretary said that the PNP and BJMP personnel will be accorded with arrival honors, an additional subsistence allowance (ASA) subject to accounting and auditing procedures, a 30-day vacation leave with pay, and medals of honor such as the Medalya ng Papuri and the prestigious UN Medal.

The secretary regarded these as "acts of solidarity" with the 25 personnel from the interior sector currently under medical supervision by the Department of Health (DOH) for possible Ebola.

"Tuloy-tuloy lang ang suporta natin sa mga tunay na bayani natin (We’ll just continue extending our support to our real heroes.)," the secretary added.


PH beefs up ASEAN ties through students exchange program

The Philippines, through the Department of Education (DepEd), solidified its ties with member states of the Association of South East Asian Nations (ASEAN) through the ASEAN Student Exchange Program (ASEP), a program aiming to promote awareness of the region among the youth.

This year’s ASEP focused on the role of education in the pursuit of a strong and progressive ASEAN community. The program provided a venue for students from ASEAN countries to experience different learning environments that will broaden their perspectives.

Education Secretary Br. Armin Luistro FSC said that the youth have a huge role in shaping the region’s future. He added, “It's always heartening to meet the youth of the region who are keen on discovering their neighbors and sharing a bit of themselves to others as a way of fostering friendship and camaraderie within ASEAN.”

This year’s theme “One ASEAN: Sharing Dreams, Building our Future” fostered camaraderie among the ASEP delegates. The delegates visited Makati Science High School and Angono Regional Lead School for the Arts. During their stay, the exchange students interacted with other Filipino students and shared learning experiences from their respective countries. Every country sent three (3) students with one (1) accompanying teacher. The program ran from November 9 to 14, 2014. ASEP started in 2000 to provide a venue for the youth to interact and learn about Southeast Asia.

Philippine delegate Julieane Fernandez said, “This is a good opportunity for all the countries in ASEAN to voice out our opinions on social issues and our plans for the 2015 goals. It is a great experience for each one of the delegates for they influence other youth in their countries as we work hand in hand towards the 2015 integration.”

Min Thant, a delegate from Myanmar, said that the 14th ASEP was exciting. “I gained so many friends from other ASEAN countries.”

“This student exchange program is full of benefits and I've gained a lot of experiences here. Thanks to the Department of Education for hosting this event,” said Nur Adilla, Malaysian delegate.

“As you chart futures for yourselves, it is my hope that you continue on this path of discovery and promote a greater sense of unity in diversity especially after having seen what is possible after only five days of living together. I also hope that you enjoyed your stay in the Philippines and that you remember your visit as a time when you made lasting friendships,” Luistro said.

The Philippines will also host the 6th ASEAN Schools Games (ASG), an annual sports competition among students of ASEAN. ASG will kick-off on November 30 at Marikina Sports Complex.


PHL Consulate General, DOT launch new tourism campaign in San Francisco, invite tourists to experience Filipino hospitality and warmth

19 November 2014 - The Philippine Department of Tourism (DOT) in San Francisco recently launched its first major marketing campaign for Asian American travelers in a product presentation held on November 05 at the Hong Kong Flower Lounge Restaurant in Millbrae, California. The event was conducted in cooperation with GTT International/Majestic Vacations, and was attended by tour operators and travel agencies throughout the Bay Area. Airline representatives from two of the largest global airline alliances, Star Alliance and SkyTeam, were also in attendance.

In line with the DOT’s new tourism promotion theme, “Visit Philippines Year 2015”, this campaign is a first in the United States as it specifically targets Asian Americans and American tourists. Through this effort, the DOT aims to generate inbound tourist arrivals from North America by encouraging travel agencies and tour operators to package the Philippines as a Twin Destination or Extended Vacation Destination of their existing tour packages to other Asian cities.

The product presentation featured the Philippines’ world-renowned destinations such as Manila, Palawan, Boracay, Cebu and Bohol. It also showcased popular tourist activities in the country’s premier tourist spots such as beach holidays, scuba diving, shopping and health and wellness activities, to name a few.

The campaign is spearheaded by Ms. Maria Corazon Jorda-Apo, Director for Market Development of DOT in Manila. During the launch, she stated that “This presentation is just one of many promotional activities… to brand the Philippines as a unique and supplemental travel destination among the Asian Americans and the mainstream Americans who visit our neighboring countries for vacation purposes.”

Philippine Consul General Henry S. Bensurto, Jr. also encouraged and invited attendees to visit the Philippines and be actual witnesses to the country’s number one asset: its people. In his remarks, the Consul General stated that “It is an open secret that the Philippines’ best asset is truly the warmth and hospitality of the Filipinos.” He further stated that “Is is your interaction with the locals that will make your trip a truly memorable one.”


WHO Expert briefs Filipino community in Vientiane on Ebola virus disease

19 November 2014 - Dr. Luo Dapeng, Team Leader of the Emerging disease Surveillance and Response Unit of the World Health Organization (WHO) in Laos, briefed members of the Filipino community in Laos on the Ebola Virus Disease (EVD) during the Filipino community meeting organized by the Philippine Embassy in Vientiane on October 23 at the Embassy premises.

Dr. Dapeng informed the attendees that the Ebola Virus is not a new disease; that in fact, there were cases of Ebola in the 1970s in Central African countries. He said that the recent outbreak of the disease has caused more than 4,555 deaths as of October 14.

Dr. Dapeng also talked about the characteristics of the Ebola virus: how it is transmitted and the symptoms that a person affected with the virus exhibits. He also discussed the measures which the WHO and the Lao government are undertaking in order to prevent the entry or spread of Ebola in the country. Dr. Dapeng said that Lao hospital staff and officials are being trained to upgrade their knowledge and capacity on the disease. He also mentioned that an isolation ward and laboratory testing rooms have been set up in Mittaphab hospital, which has been designated as the receiving hospital for EVD victims.

The briefing was followed by an open forum. Questions on how to avoid the EVD, how to treat someone with EVD, as well as the mortality rate of the disease, were raised by Filipino community members. One member also asked regarding the extent of the preparedness of Lao hospitals to accommodate EVD victims. Dr. Dapeng assured the attendees that the Lao Ministry of Public Health is closely coordinating with WHO to ensure the Ebola-preparedness of the country.

Philippine Ambassador Isleta thanked Dr. Luo Dapeng for sharing his knowledge and expertise on Ebola. She also thanked the Filipino community in Laos for attending the meeting and encouraged them to submit any additional questions they might have on Ebola and to take the necessary precautions.


Nueva Vizcaya farmers now land owners

A total of 1,054 farmers in Nueva Vizcaya are happy to finally own the land they are tilling for so long after receiving their certificates of landownership awards (CLOAs) from the Department of Agrarian Reform (DAR).

DAR Undersecretary Jose Grageda, together with Governor Ruth Padilla and DAR Regional Director Atty. Marjorie Ayson recently led the distribution of 2,274 hectares to farmer beneficiaries in Barangay Bagabag in Solano, Nueva Vizcaya.

Grageda said that the new CLOA holders are very lucky because the land given to them is for free owing to its being a government land, unlike in private lands where the beneficiaries will have to pay for its taxes.

“Now that you own the land, be responsible and make it productive and progressive. We at the DAR will provide you with support services to help you achieve this,” Grageda exhorted the new small landowners.

In her speech, Governor Padilla advised the farmers that they must take care of their land and do whatever they can to improve it.

“You are very lucky because not all farmers in the Philippines are given Certificates of Ownership. If you have improved that land when it was not yours, how much more should you develop it now that it belongs to you,” Padilla said.

Pineapple farmer Jun Guntaran expressed his gratefulness after receiving his CLOA. “This is a dream come true. Now I have something to leave my children with when I die.”

Another beneficiary, dragon fruit farmer Neil Asuelo, said that the land title gives him peace of mind. “Now that I own this, I no longer need to worry about my rent for the use of the land.”


Davao IPs get livelihood assistance from DA, other gov’t agencies

Members of the Matigsalog and Obu Manuvu tribes in Marilog, Davao City can now look forward to a more progressive future as the Department of Agriculture and other government agencies recently sealed a partnership with their leaders to bring sustainable livelihood and income opportunities to their communities, notably in agro-forestry and livestock growing.
Agriculture Secretary Proceso Alcala, together with the officials of the National Commission on Indigenous Peoples (NCIP) and Department of the Environment and Natural Resources-Davao Region, recently signed a memorandum of agreement with the leaders of the six recognized tribal clans for the joint development of the Marilog Stock Farm and Research Development Center in the city’s Marilog district.
The stock farm sits on a 514-hectare property, which was donated to the government by the elders of Matigsalog and Obu Manuvu tribes. Through Presidential Proclamation No. 589 by then-President Ramos, the land was declared a civil reservation for stockfarm and research center site of DA Regional Field Unit 11.
“Ang ikagaganda ng takbo [ng ating samahan] ay nasa pag-gagalangan at [pagbibigay ng tiwala] sa isa’t isa,” Alcala told the tribal members in his remarks before the signing ceremony as he thanked them for their faith and cooperation with the government.
Under the agreement, the indigenous peoples (IPs) will be trained and supported as farmer-cooperators, ensuring they get quality production inputs such as animal stocks for fattening, sufficient technical help and other forms of assistance from the DA.
Currently, the stock farm has 37 heads of cattle, 10 heads of horses and 20 heads of organic farming pigs.
For its part, NCIP will assist the Matigsalog and Obu Manuvu tribes to determine at validation stage whether or not a livelihood project synchs with their own development plans, in keeping with the Indigenous Peoples Right Act.
DENR-11, which has completed the re-survey of the area, will come up with maps, geotag photos and other pertinent documents to serve as guides in crafting the development masterplan development of the area. DENR-CENRO will also deliver technical assistance on forest management.
Alcala assured IP members that the government will carry out the agreement with the assurance that every family and every clan will benefit from the projects and activities that DA will undertake in the stock farm.
As part of DA’s initial interventions, Alcala committed to facilitate the training at the Technical Education and Skills Development Authority or TESDA of the 12 members of tribes so they acquire capacities needed to successfully run agribusiness enterprises.
The DA chief also granted six scholarship slots via the ACEF Scholarship Program for qualified graduating high school students who will be taking agriculture-related courses in college. ACEF gives full subsidy on tuition fees, books and other allowances for four years, including monthly stipends.
For IP members working in the stock farm on job order basis, Alcala asked Recoter to study the possibility of providing them with social security benefits as additional incentives.
“Sa ating pag-sasama sama, wala pong dahilan na tayo’y [hindi magtagumpay sa ating mga adhikain],” he said.
