1.  BOI, SEC sign accord further easing process of investment

CALAMBA CITY, Laguna, July 28 (PIA) --The Board of Investments (BOI) and the Securities and Exchange Commission (SEC) signed a memorandum of agreement (MOA) to expedite the applications for registration, amendment, and dissolution of corporations and partnerships.

The agreement is expected to help ease transactions of existing and would-be corporations and partnerships with the government, specifically firms availing of BOI incentives.

Presently, SEC has a Green Lane or express lane for one-day processing and approval of applications from clients, including foreign investors.

Under the Green Lane scheme, one-day reckoning starts when the filing fees have been paid.
Previously, application approval takes three to five days.

SEC established the Green Lane unit pursuant to the Anti-Red Tape Act of 2007 and Administrative Order No. 38, s. 2013 wherein an interagency task force is created to initiate, implement, and monitor the ease of doing business reforms.

In line with this MOA, the BOI and SEC likewise conducted a joint awareness seminar last year that covered topics such as corporate and partnership registration under the Foreign Investments Act, foreign companies license to do business in the country, updates on SEC policies and regulations, and rules on amendments and dissolution. 2.  Philippines, Chile explore free trade agreement ties

CALAMBA CITY, Laguna, July 28 (PIA) --The Philippines and Chile plan to start formal negotiations when the bilateral free trade agreement (FTA) is signed during the Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting to be held in November this year.

This plan was discussed during the informal meeting between Philippine Chamber of Commerce and Industry (PCCI) President Alfredo M. Yao and Chile International Economic Relations Director General Andrés Rebolledo.

Department of Trade and Industry (DTI) Secretary Gregory L. Domingo has already started informal talks with Chile to study the plan after the Chilean business delegation visited the country last March.

“ Chile is the most prolific in terms of bilateral FTAs. It is their idea to have an FTA with us,” Secretary Domingo noted.

Moreover, Yao mentioned that a bilateral trade agreement issues can be quicker and easier to negotiate than the multilateral trade agreement issues.

He said it is possible that the agreement will be signed when Chile President Verónica Michelle Bachelet Jeria visits the Philippines during the APEC Leaders’ Meeting this year.

3.  Stronger economy gives PHL better opportunities for AEC 2015

CALAMBA CITY, Laguna, July 28 (PIA) --The Philippines is a continuously growing economy which makes it ready to face ASEAN Economic Community’s (AEC) challenges, Department of Trade and Industry-Industry Development Group (DTIIDG) Undersecretary Adrian S. Cristobal Jr. said.

Cristobal said the country is currently one of the fastest growing countries in Asia-Pacific. The country’s economic growth, he said, is growing consistently since 2012 and it has reached 6.1% growth with over USD 6B in foreign direct investments, in 2014.

“With the bright (economic) prospects of our country, we cannot miss these opportunities. By working together in identifying interventions and initiatives to upgrade our industries and MSMEs and boosting the competitiveness of our regional economies, we canbring in a more sustainable and inclusive economic growth to the country,” Cristobal said during the Baguio leg of the Industry Road Map and AEC Game Plan: Regional Localization Competitiveness Roadshow.

The DTI, together with its attached agencies, is leading the Industry Road Mapping Project, Manufacturing Resurgence Program, and the formulation of Comprehensive National Industrial Strategy along with the Shared Service Facility (SSF) project to help increase the productivity of micro, small, and medium enterprises (MSMEs). President Aquino trumpets achievements of 4Ps in his 6th State of the Nation Address
 
President Benigno S. Aquino III cited the gains of the government’s Pantawid Pamilyang Pilipino Program (4Ps), also known as the Conditional Cash Transfer (CCT) program, in his 6th State of the Nation Address (SONA) on Monday.One of the major achievements President Aquino highlighted in his last SONA, delivered at the Session Hall of the House of Representatives, is the positive impact of the Pantawid Pamilya on the lives of its beneficiaries.
President Aquino said the government has expanded the program’s coverage to include poor families with high school-aged children.

“Pinalawak natin nang husto ang saklaw nito. Ngayon, nasa mahigit 4.4 million na ang kabahayang nakikinabang sa programa. Malayong-malayo ito sa dinatnan nating 786,523 lamang na kabahayan,” he said.
The President said 333,673 student-beneficiaries of the expanded Pantawid Pamilya completed high school this year. Of the figure, 13,469 graduated with honors and a variety of awards.

“Ang lahat po ng benepisyaryong ito, tataas ang antas ng kaalaman; sa halip na menial jobs ang pasukan ay malamang makakuha sila ng mga trabahong maayos ang mga suweldo,” he said.
“Income tax pa lang nila, bawi na ang puhunan ng estado, at maitutuloy natin ang siklo ng pagbibigay-lakas sa mga nangangailangan. Bonus pa po ang lalong magandang kinabukasang nag-aabang para sa mga honor students na pinagtapos ng programa,” he added.

Pantawid Pamilya is the government’s primary program in assisting the poor. Under the expanded CCT program, children of the beneficiaries get cash grants until they finish high school.
“Sa Pantawid Pamilya, kapalit ng tulong sa mga benepisyaryo, pangunahin nilang dapat tutukan ang pag-aaral ng mga anak,” President Aquino said.
The President said the program has already begun bearing fruit.

“Ayon sa pag-aaral ng Philippine Institute for Development Studies, noong 2008, mayroong 2.9 million na out-of-school children sa ating bansa. Lumaki ang ating populasyon, pero noong 2013, ang natirang out-of-school children, 1.2 million na lang po. Idiin po natin ang diperensiya: 1.7 million,” he said.

“Para po nating pinuno ng estudyante ang humigit-kumulang 42,500 na bakanteng classroom. Siyempre, bukod sa Pantawid Pamilya, may kontribusyon din ang Alternative Learning System para masigurong pati ang mga katutubo at street children ay hindi napapag-iwanan,” he added.

In his SONA, President Aquino also defended the Pantawid Pamilya from critics, saying the program is not a magic pill.
“May mga nagtatanong pa nga rin po: Nasaan ang resulta ng Pantawid Pamilya? Sagot po natin diyan, ‘Naman.’ Ang akala kaya nila, itong Pantawid Pamilya ay parang mahiwagang tabletang kapag ininom ng kinder, pagkatapos ng ilang oras ay college graduate na? Baka po kulang sila ng pagkakataong mag-aral kaya tululungan natin silang magbilang: 13 taon ang K to 12, samantalang 6 na taon lang ang aking termino. Nahahalata tuloy kung sino ang medyo matinding mambobola,” he said.
The Pantawid Pamilya is a human development program of the national government that provides conditional cash grants to underprivileged families to improve the health, nutrition, and education of children aged 0 to 18. PND (co)

President Aquino: Long-term solutions to Metro Rail Transit woes are underway
 
President Benigno S. Aquino III said in his State of the Nation Address (SONA) on Monday that the administration’s numerous achievements in the transportation sector have been eclipsed by the problems of the Metro Rail Transit (MRT).

The President noted that although Transportation Secretary Joseph Abaya’s efforts have led to the International Civil Aviation Organization’s (ICAO) lifting of the significant safety concerns it had imposed on the Philippines in 2009, the European Union’s lifting of the ban on the country’s airlines, the US Federal Aviation Administration’s upgrading the Philippines to Category 1, and the banning of boats from setting out to sea during typhoons, these accomplishments have been cast aside.
“Lahat ng ito, naisasantabi dahil sa masalimuot na hamong hinaharap natin sa pampublikong transportasyon. Pinakamalaking halimbawa na nga po ang MRT,” he said.
He pointed out that the government has partners from the private sector in managing the MRT, who remember their entitlements, but seem to have forgotten their obligations.
“Ang katuwang na ito, sagot ang maintenance. Dapat, noong 2008, nagkaroon ng general overhaul ang MRT, pero nang suriin ng DOTC (Department of Transportation and Communications), halos pagpipintura lang ang pinagawang overhaul. Sa pagwawalang-bahalang ito, parang ginarantiyang masisira ang tren,” he said.
“Di po ba maski sinong kumpanya, dapat sinisigurong masusulit ang kanilang investment? Pero hinayaan lang nilang lumala nang lumala ang sitwasyon hanggang umabot sa puntong ipinasa na sa atin nang ora-orada ang pagsasaayos ng MRT.”
However, when the government moved to undertake improvements, suddenly, they wanted to take back the responsibility of maintenance, the President said, adding that their proposal was more expensive than the government’s, translating to more burden for the people.
“Hindi tayo pumayag, at kumilos na nga para makakuha ng mga bagong bagon. Ang problema, mapilit ang korporasyon, kaya’t pina-TRO (temporary restraining order) nila ang pagbili nito. Kaya umabot sa ganitong sitwasyon ang MRT,” he explained.
“Malinaw nang hindi magtatagpo ang agenda natin at ng MRTC. Ngayon na humahakbang na tayo para i-buy-out ang korporasyon, pag naayos ito, ang estado na lang ang tanging magdedesisyon,” he said.
The President assured that the government is already implementing immediate maintenance work, as bigger and more long-term solutions are set to arrive.

Next month, he said, the prototype for new coaches will be delivered, and once this passes scrutiny, three coaches will be delivered every month beginning January until the order of 48 coaches is completed.

The process to obtain new rails is underway, together with the upgrading of the signaling and automatic fare collecting systems, while the trains’ power supply will be upgraded before the end of 2016, he added.
Twelve escalators will be fixed before the end of the year, while the procurement for the rehabilitation of 34 more escalators and 32 elevators is ongoing, the Chief Executive said.
He however cautioned against shortcuts in these processes.
“Hindi puwedeng laktawan ang proseso sa mga bagay na ito; ayaw na nating maantala ng kaliwa’t kanang demandahan ang ating pong mga hakbang,” he said. PND (ag)

President Aquino reports unemployment rate is lowest in a decade
 
President Benigno S. Aquino III on Monday took pride in his administration’s success in bringing the unemployment rate down to 6.8 percent last year.

"Ito ang pinakamababa sa loob ng isang dekada. Linawin ko rin po: Permanenteng trabaho ang nalikha natin; hindi tayo nag-hire ng magwawalis ng kalsada tuwing survey period lang para kargahan ang resulta," he said in his 6th State of the Nation Address (SONA) delivered before legislators at the Session Hall of Batasang Pambansa in Quezon City.

He noted that the figure was achieved despite the entry of 800,000 people to the labor force each year, and the return of Overseas Filipino Workers.

Together with creating real jobs, he said, the government is also fostering a good relationship between labor and management throughout the country.
“Ikumpara po natin. Noong siyam at kalahating taon ng nakaraang administrasyon, ang natuloy na labor strike: 199, o halos 21 kada taon. Sa limang taon po natin, ang suma-total ng nag-strike: 15 lamang po. Noon nga pong 2013, ang nag-strike sa buong bansa: isa. Ito ang pinakamababa sa kasaysayan ng DOLE (Department of Labor and Employment),” he said, giving credit to Labor Secretary Rosalinda Baldoz and the country’s labor and management sector.
The President further noted that the government has worked to address the so-called job-skills mismatch.
“Dati, maraming nagsasabing wala silang trabaho, kahit napakarami namang bakanteng posisyong nakatala sa PhilJobNet na hindi napupunuan. Ang simpleng dahilan: Hindi tugma ang kakayahan ng ating mga kababayan sa hinahanap ng merkado,” he explained.
The solution, he added, is equally simple -- talk to prospective employers and ask them what skills are demanded by the positions they are opening.
“Dito naman tayo nagsasanay ng trainees, upang masagad nila ang oportunidad,” he said. PND (ag)

 
 

Palace defends administration’s successes ahead of President Aquino's last State of the Nation Address
 
Critics of the administration should consider looking at the larger picture of what the Aquino administration has accomplished in the past five years instead of complaining, a Palace official said on Monday.

Instead of searching for the administration's shortcomings, critics should analyze things to see that the glass is half full, not half empty, Communication Secretary Herminio Coloma, Jr. said in an interview.

"Baka sa halip na mag-complain na hindi pa puno, makita natin na it’s becoming more full. Iyon lang ang masasabi ko sa kanila," Secretary Coloma said.

Asked if the president would tackle his 16-point Social Contract with the Filipino people point by point, he said that from the start, the administration has tried to address everything contained in the agenda.

This 16-point Social Contract with the Filipino people, he said, was translated into a more inclusive Philippine Development Plan, which contains five pillars -- sustained and inclusive economic growth; poverty reduction and social protection and social welfare and development; climate change mitigation and adaptation; security, peace, and law and order; and good governance.

The "matuwid na daan" is not just a slogan and the Aquino government concretized it by aggressively pushing for reforms, Coloma said, adding that the government has pushed for a Citizen’s Charter and transparency seal to achieve an open and accountable government.

"Kaya kung tutuusin, napakarami nang progreso ang natamo doon sa lahat ng labing-anim na punto sa social contract na translated into the Philippine Development Plan," he said.

Although there is a matrix for the updated results of the Philippine Development Plan, Coloma said all of the administration’s achievements cannot be included in the President's State of the Nation Address (SONA) on Monday.

However, the main points of the President's SONA could be viewed by the public in a technical report, he said, encouraging the public to listen to President Aquino's address. PND (as)

President Aquino sends well wishes to Iglesia ni Cristo on its 101st anniversary
 
Continued vigor and enduring devotion among its millions of followers are President Benigno S. Aquino III’s fervent wishes for the Iglesia ni Cristo (INC) on the occasion of its 101st founding anniversary.

In his message published on the Official Gazette on Monday, President Aquino said he is one with the Filipino nation in congratulating all members of the INC as they mark yet another year of faithful gathering in the service of God.

“lsang taon pa lamang ang nakalipas nang ipinagbunyi ninyo ang sandaang taon ng pananampalataya at, ngayon, tinatamasa na ninyo ang panibagong siglo ng pagtitipon sa pananalig at paglilingkod sa Maykapal,” the President said.

“Hangad ko ang patuloy na pagsigla ng inyong samahan at paglalim ng panata ninyong akayin ang ating mga kababayan tungo sa tapat at marangal na pamumuhay,” he added.

President Aquino took note of how the INC looks after the welfare of its members, as it helps in the administration’s continuing efforts to pursue the reforms it has already started.

“Ang ganitong pagkalinga sa isa’t isa ang magtataguyod sa repormang atin nang nasimulan. Habang ginagabayan tayo ng mga aral ng ating pananampalataya, hindi tayo mawawalay sa tuwid na daan o madadaig ng mga pasubok na naglalayong idiskaril ang pagbabago sa ating bansa; bagkus, tayo pa ay kikilos upang tuluyang mapuksa ang katiwalian at pandayin ang patas at maginhawang kinabukasan para sa lahat,” he said.

The President also thanked the INC for its positive contributions to society with hopes that it would remain as the government’s partner in pushing for a just and peaceful Philippines under the current leadership of Brother Eduardo Manalo.

“Maraming salamat sa pakikiambag ninyo sa adhikaing ito. Umaasa akong ang INC, sa ilalim ng pamamatnubay ni Ka Eduardo Manalo, ay patuloy na magiging katuwang natin sa pagsulong ng isang Pilipinas na makatarungan, mapayapa, at nagsisilbing bukal ng malawakang kaunlaran,” he said.

The INC traces its roots to Punta, Santa Ana, Manila, where it established its first local congregation back on July 27, 1914.

Its churches eventually multiplied to 5,545 worldwide, as of March 2014, according to its Wikipedia page.

The INC describes itself as “a Christian religion whose primary purpose is to serve and worship the Almighty God based on His teachings recorded in the Bible.” Its major activities include worship service, missionary work, and edification. PND (hdc)

President Aquino reports successes in infrastructure sector in sixth State of the Nation Address
 
President Benigno S. Aquino III, in his State of the Nation Address (SONA) on Monday, enumerated the major infrastructure projects completed or being implemented under his leadership. These projects include the Lullutan Bridge in Isabela, Jalaur River Multi-Purpose Project in Iloilo, and Balog-Balog Multipurpose Project Phase 2 in Tarlac.
The President also reported that the government is in the process of completing three bridges that would make the Basilan Circumferential Road fully operational. A portion of the project, which began in 2000, is already being used.
Last week, the President opened the Muntinlupa-Cavite Expressway. Also completed were the first two parts of the Tarlac-Pangasinan-La Union Expressway (TPLEX), as well as the Phase 2 of the STAR Toll.
The President said that once the Cavite-Laguna Expressway Project, the C-6 Phase 1, the Metro Manila Skyway Stage 3, and the NLEX-SLEX Connector Road are completed, the public will reap the benefits of better infrastructure.
The government also built such flood control projects as the Pasig-Marikina River Channel Improvement Project Phase 2, which was competed in 2013, and the high-impact flood control projects for the National Capital Region (NCR) that will be competed this November.
The government also eyes to complete the Blumentritt Interceptor Catchment Area next year, the President said, adding that the Laguna Lakeshore Expressway Dike will be awarded in December.
"Malinaw ang ating stratehiya: Sa pagpapagawa ng mga kalsada, tulay at iba pang struktura, iniibsan natin ang dapat ibsan, at pinapabilis ang paghahatid ng benepisyo," he said.
"Ang panawagan ko nga po, makiambag sana tayong lahat, at maging handang magsakripisyo," the President said, addressing those who oppose the construction of major government projects.
The President also mentioned the Public-Private Partnerships that his administration has been pushing, noting that his leadership has surpassed the six solicited PPP projects in the past three administrations.

Currently, the government has 50 projects, 10 of which were already awarded, 13 are undergoing the bidding process, and 27 projects are in the pipeline.
He noted that because of the reforms in the government, many private companies have become interested in vying for government projects and have been paying premiums. So far, the government has received P64.1 billion premiums that go to the state coffer.

"Kada matagumpay na proyekto, magbubunsod din ng higit na kumpiyansa, na siyang magpapabilis sa pagpapatayo natin ng iba pang kinakailangang imprastruktura. Ang pagtitiis ng ating mga Boss, maiibsan, kundi man matatapos na," he said.
The President said that he is not rushing project approvals to make sure that every project benefits intended communities.

President Aquino pushes for Anti-Dynasty Law
 
President Benigno S. Aquino III threw his support for the passage of the anti-political dynasty bill in his last State of the Nation Address (SONA), delivered at the Batasang Pambansa Complex on Monday.

President Aquino personally endorsed the bill before lawmakers, some of whom belong to political clans.

"Naaalala ko rin po: Kumontra akong pagkaitan ang isang tao ng karapatang tumakbo sa puwesto, dahil lang sa kanyang apelyido. Bakit nga naman tayo gagawa ng batas para pigilang maglingkod ang gustong maglingkod?" he said.

"Pero napag-isip din po ako: May mali rin sa pagbibigay ng pagkakataong habambuhay na magpakasasa sa kapangyarihan ang isang tiwaling pamilya o indibiduwal," he added.

The President said his fear of having a greedy leader is the very reason why he thumbed down the proposal to extend the term of Philippine presidents.

"Di tayo makakasiguro kung malinis ang intensyon sa mga susunod, o kung nanaisin lang nilang habambuhay na maghari-harian para sa sariling interes. Panahon na para ipasa ang isang Anti-Dynasty Law," he said.

The 1987 Constitution prohibits political dynasties but requires an enabling law to enforce it. No anti-dynasty law has ever been passed by Congress.

Among the country’s most notable political clans are the Binays, the Marcoses, and the Cayetanos, all of whom were present during the SONA.

President Aquino had earlier said that the anti-dynasty law is not a priority measure of the administration.

He however expressed willingness to support the bill if it is "doable". PND (jb)

President Benigno S. Aquino III on Monday appealed to Filipinos not to allow the country to slip back to uncertainty by choosing the right leaders in next year's presidential election. In his sixth and last State of the Nation Address (SONA), the President said he sees the upcoming elections as a referendum for the "righteous path" that he has been championing since he ran for president in 2010.
"May sentimyentong umiiral na sa tingin ko, mahuhuli ng isang tanong, ang tanong po: Lahat ba ng ating naipundar, lahat ba ng ating pinaghirapan, maglalaho dahil lang sa isang eleksiyon?" he asked.
"Kayo ang magdedesisyon kung ang pagbabago bang ating tinatamasa ay magiging permanente, o tatanawin lang bilang tsamba at panandaliang pagbangon sa isang mahabang kasaysayan ng pagkakadapa."
The benefits the country is reaping from its economic successes are just the initial fruits of the administration's hard work, the President said.
And once the present transformation is sustained, the country will enjoy the real benefits of the country's economic gains, he added.
Citing a recent Social Weather Stations (SWS) survey showing optimism among Filipinos, the President said 8 out of 10 Filipinos believe that the Philippines will become a developed country in the future.
This view is supported by government data, he said, noting that from 2010 to 2014, the country posted an average gross domestic product (GDP) growth of 6.2 percent, the country's highest in the past 40 years.
"Kung aabot po tayo sa 6.8 percent ngayong 2015, makakamtan natin ang pinakamataas na six-year average growth sa loob ng halos anim na dekada," he said.
"Siyempre po, ang pag-angat ng ekonomiya, may katumbas na pag-angat ng kakayahan ng gobyernong kumalinga at magbigay-lakas sa mamamayan upang masagad ang mga bumubukas na pagkakataon."
He noted that according to economists, if the government’s reform agenda continues, the Philippines would become a First World nation within a generation.
He also said that should the people continue supporting the righteous path agenda, he would continue to support them, even after he steps down from office next year. PND (as)

Palace to forward P3-trillion 2016 national budget to Congress
 
President Benigno S. Aquino III said in his State of the Nation Address (SONA) on Monday that he will submit to Congress the proposed P3-trillion national budget for 2016.
"Bukas na bukas naman po ay makakarating na sa inyo ang panukalang budget para sa susunod na taon," the Chief Executive said.

"Hindi pa po tayo nabibigong ipasa ito sa tamang oras; umaasa nga po ako, na mapapanatili ang tamang kalakarang ito ngayong nasa huling yugto na tayo ng ating administrasyon," he added, as he enumerated the priority legislation of his administration.

President Aquino early this month approved the proposed P3-trillion national budget for next year. He made the approval after a Cabinet budget presentation meeting last July 6.

According to the Department of Budget and Management (DBM), P2.42 trillion of the P3 trillion will fund current expenditures, among them employees’ salaries, overhead costs, and such programs as basic education.

The DBM said the remaining P580.9 billion will support new or expanded programs.
The proposed national budget for next year is 15 percent higher than the P2.6 trillion budget for 2015.
According to the budget department, the 2016 budget will focus on the needs of the 44 poorest and most vulnerable provinces across the country, as well as on President Aquino's five priority areas: good governance, inclusive growth, sustaining the growth momentum, disaster risk management, and peace initiatives. President Aquino urges Congress to pass Bangsamoro Basic Law, other measures
 
President Benigno S. Aquino III, in his final State of the Nation Address (SONA), urged Congress to immediately pass the proposed Bangsamoro Basic Law (BBL) and other measures.

In his sixth and last SONA, delivered at the Session Hall of the House of Representatives on Monday afternoon, President Aquino appealed to lawmakers to pass the BBL, which will pave the way for the establishment of a new Bangsamoro political entity.

“Sa mga tutol sa batas na ito: Palagay ko, obligasyon ninyong magmungkahi ng mas magandang solusyon. Kung wala kayong alternatibo, ginagarantiya lang ninyong hindi maaabot ang pagbabago,” he said.

“Ilang buhay pa ang kailangang ibuwis para magising ang lahat sa obligasyong baguhin ang sirang status quo sa Muslim Mindanao?” the President said.

Aside from the proposed BBL, President Aquino also called on Congress to pass the Rationalization of Fiscal Incentives Bill.

“Kung maipapasa ito, maitatama ang papatsa-patsang sistema ng pagbibigay insentibo at magiging mas makatuwiran ang pagbubuwis sa mga negosyo,” he explained.
The President also pushed for the approval of the Unified Uniformed Personnel Pension Reform Bill.
“Hinihiling rin namin ang agarang pagtutok sa Unified Uniformed Personnel Pension Reform Bill, para tuluyang maisulong ang isang makatarungang sistemang pampensyon para sa kanila,” he said.
“Agaran po sanang maipasa ang batas na ito, dahil ngayon pa lang, trilyong piso na ang kakailanganin para pondohan ang pensyon ng unipormadong hanay. Kailangan ng awtorisasyon ng batas para matugunan ang masalimuot na sitwasyong ito.”
President Aquino also mentioned the proposed budget for 2016, which the government will submit on Tuesday.
“Hindi pa po tayo nabibigong ipasa ito sa tamang oras; umaasa nga po ako, na mapapanatili ang tamang kalakarang ito ngayong nasa huling yugto na tayo ng ating administrasyon,” he said.

In his SONA, President Aquino also lauded Congress for the passage of some of the government measures in the previous years, including the Sin Tax Reform Act and the Responsible Parenthood Act.

“Dahil sa Kongreso, naipasa ang mga batas na kikilalanin bilang haligi ng transpormasyong sinisimulan natin ngayon. Sa Kamara at Senado, lalo na sa mga kasapi ninyong naging kabalikat sa Daang Matuwid nitong mga nagdaang taon: Salamat sa Philippine Competition Law, sa Act Allowing the Full Entry of Foreign Banks, at sa pag-amyenda sa Cabotage Law,” he said.
“Salamat sa Sin Tax Reform Act. Salamat sa Responsible Parenthood Act. Salamat sa lahat ng iba pang makabuluhang batas na inyong ipinasa. Tunay nga pong napakalaki ng naiaambag ng isang Kongresong determinadong maging katuwang sa pagsusulong ng pagbabago,” he added.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said the convergent Community-Based Employment Program (CBEP), which the DOLE is tasked to monitor, had benefited 8,603,993 disadvantaged persons, including disaster victims, across the country in terms of short-term jobs from 2011 to 2014.“When the administration came into office in 2010, it knew the need for quality infrastructure like roads and bridges, housing, and telecommunication facilities to attract investors, move fast the flow of commerce, and create jobs, particularly in the remote communities. So, the President revived the emergency employment program which her mother, former President Corazon C. Aquino started to energize local economies and to provide workers with social protection. We called it the Community-Based Employment Program, or CBEP,” said Baldoz.

The CBEP is a priority convergence programs aimed to contribute to the national goal of inclusive growth, poverty reduction, and job creation, particularly in the countryside, or the local community.

Of the total short-term CBEP jobs, 3,528,577 million jobs were generated by infrastructure projects of the government, while 5,075,416 million jobs were created by 74 non-infrastructure projects and programs of 21 government agencies.

Baldoz said the aggregate total of CBEP short-term jobs is not complete yet, because the government expects more CBEP beneficiaries until the end of President Aquino III’s term in 2016.

The CBEP, through the last five years, has shown significant rise in terms of jobs it generated for disadvantaged workers. For 2011, which is the year it was revived, it generated 1,238,225 short-term jobs; 2012, the CBEP created 2,324,311; in 2013, it created 1,987,337 jobs; and in 2014, it 3,054,120 short-term jobs, mainly for displaced persons, especially in the rural areas.

The DOLE as chairman of the CBEP Steering Committee leads in coordinating and monitoring jobs generated by various agencies with enrolled infrastructure and non-infrastructure projects through the CBEP Online Monitoring and Reporting System.

"The convergent, inter-agency Community-Based Employment Program is an effective avenue by which all major agencies of the Philippine government could respond, and in effect, help disadvantaged people stand back on their own feet," said Baldoz.

The 24 participating agencies are the Departments of Agrarian Reform (DAR), Agriculture (DA), Education (DepEd), Foreign Affairs (DFA), Energy (DOE), Environment and Natural Resources (DENR), Health (DOH), Labor and Employment (DOLE), Public Works and Highways (DPWH), Social Welfare and Development (DSWD), Trade and Industry (DTI), Transportation and Communication (DOTC), Tourism (DOT); Intramuros Administration (IA); Tourism Infrastructure and Enterprise Zone Authority (TIEZA); Light Rail Transit Authority (LRTA); Office Transportation Security; Philippine National Railways (PNR); Philippine Ports Authority (PPA); Commission on Filipinos Overseas (CFO); Landbank of the Philippines (LBP); Metropolitan Manila Development Authority (MMDA); National Housing Authority (NHA), National Youth Commission (NYC).

The CBEP is consistent with the overarching goal enunciated by President Benigno S. Aquino III, in his 22-point labor and employment agenda, to “invest in our country’s top resource, our human resource, to make us more competitive and employable while promoting industrial peace based on social justice,” by working “with relevant government agencies in enhancing social protection programs . . . while strengthening the Emergency Community Employment Program (ECEP) to create jobs immediately so people can still have income to spend for their basic needs.”

The CBEP has three components, namely: (a) Infrastructure projects that generate jobs through the construction of roads, bridges, flood control structures, school buildings, and water systems; (b) non-infrastructure projects covering social infrastructure like reforestation, coastal resource management, livelihood and self-employment undertakings/projects; and (c) emergency employment projects or income support endeavors that create short-term wage employment or self-employment in distressed/remote areas, especially those affected by calamities/contingencies.

The Department of Agriculture (DA) is confident that aside from its regular programs on boosting productivity, the agency’s preemptive and quick disaster response mechanisms have enabled the agriculture sector become resilient from the adverse effects of calamities.

Agriculture Secretary Alcala said that for instance, despite considerable damage caused by typhoons on the industry, the country was able to attain in 2013 the highest rice harvest in history at 18.4 million metric tons.

The Philippine Statistics Authority (PSA) also reported that in 2013, the agriculture sector still managed to grow by 1.15 percent in terms of volume and 3.51 percent in terms of value.

“Likewise, from the PSA data, agricultural growth in terms of value in 2013 has actually tripled from the growth recorded in 2012 at 1.17 percent,” Alcala said.

Seed buffer stocking

The Secretary said that one measure that has helped the sector cope up with the challenges of calamities and still register growth is seed buffer stocking. He recalled that when Typhoon Santi struck Central Luzon in October 2013, affected farmers received seeds from the DA’s buffer stocks not only from their region but also from the stocks of other regions. The availability of seeds ensured that no cropping season was missed.

“With seed buffer stocking, we have pre-positioned 10 percent of rice seed requirements of every region to enable quick replanting by farmers after calamities,” Alcala said.

Alcala stressed that as calamities have become more frequent and severe, the DA has strived to craft innovative measures to ensure that crops are immediately replaced and livelihoods are restored after these calamities.

The Secretary cited its experience with Yolanda, when the super typhoon-hit areas in Eastern Visayas were able to produce 201,722 metric tons of rice from 53,168 hectares land. Their farms yielded 8.6% more as the farmers, who previously did not have access to quality seeds, received certified seeds from the DA’s buffer stocks.

The Department has similarly provided quality seeds and other inputs for disaster-hit farmers planting other crops such as corn, root crops, fruits and vegetables.

“Bangkang Pinoy” for fisherfolk

DA’s response efforts to Yolanda, as well as other calamities, have not only focused on crops as a significant portion of the devastated communities depends on fishing. Secretary Alcala explained that the DA has given special attention to fishers as they are the most disaster-vulnerable sectors, given their poverty incidence level and geographic location.

With the AHON! Rehabilitation Initiative of the DA-Bureau of Fisheries and Aquatic Resources (DA-BFAR), the agency has been able to help at least 31,465 fisherfolk families and 103 fisherfolk associations to rebuild their boats or acquire new ones, enabling them to resume their fishing activities after the typhoon.

At least 5,000 Bangkang Pinoy fiberglass fishing boats have already been distributed to affected fisherfolk communities, enabling them to recover from their losses and contribute to the country’s fisheries production anew.

A component of the AHON! Rehabilitation Initiative, the Bangkang Pinoy project targets the distribution of at least 30,000 fishing boats for Yolanda-hit smallholder fisherfolk in the MIMAROPA, Central and Eastern Visayas regions.

These fiberglass fishing boats are sturdier and more durable, thus are cost-efficient than the traditional wooden boats. The distribution of these boats has helped realize the administration’s “build back better” rehabilitation approach.

Aside from boats, the DA-BFAR has provided motor engines and fishing gears as well for the Bangkang Pinoy beneficiaries.

During the Typhoon Ruby in 2014, the DA-BFAR has also deployed its pre-positioned multi-mission boats for quick response and relief operations in typhoon affected areas.

DA Undersecretary for Fisheries Asis Perez said that since after the onslaught of Yolanda, the DA-BFAR has pre-positioned multi-mission boats in strategic areas along expected typhoon corridors as a proactive measure to quickly respond to emergencies.

Insurance for farmers, fishers

Aside from providing material assistance to disaster-affected communities, the DA has likewise enhanced its existing insurance program for crops, livestock and fisheries.

“We are working within the context of changing climate and worsening disasters; hence, we want our existing programs such as insurance to be more responsive to the situations that confront our farmers and fishers,” Secretary Alcala said.

Through the Philippine Crop Insurance Corporation (PCIC), a government-owned and controlled corporation under the DA, the department has intensified insurance coverage of agricultural producers against losses of crops and non-crop agricultural assets due to natural calamities, pests and diseases, and other risk factors. Insurance has become a necessary component of the DA’s banner commodity programs.

Alcala stressed that in these times of unpredictable and extreme weather events, insurance for agricultural assets is indispensable to help farmers and fisherfolk recover faster from post-disaster losses.

Resiliency is sustainability

Secretary Alcala said that enabling agricultural producers become more resilient means making the agriculture sector as whole more sustainable.

“As our farmers and fishers recover more quickly from disasters, the overall agricultural growth is not compromised. This ensures the sector’s stable contribution to the country’s economy,” Alcala said, adding that livelihoods and food security are likewise protected.

The Secretary however stressed that response is not a stand alone strategy. He noted that a more resilient—and productive—agriculture industry also requires sustainable management and utilization of natural resources through practices such as multi-cropping, ecological agriculture and integrated pest management, among others. The DA has been promoting all these sustainable and climate-adaptive practices to complement disaster response programs.

PHL, Vietnam to collaborate on high value crops, strengthen fisheries cooperation

The Department of Agriculture said today the Philippines and Vietnam have agreed to collaborate on integrated pest management and exchange information on post-harvest technologies and processing in high-value crops, and also strengthen cooperation in the fisheries sector.

Agriculture Secretary Proceso Alcala said both parties agreed that their respective plant protection experts will meet and identify specific fruits and vegetables for export and determine the phytosanitary requirements.

The agreement was made during the recent First Meeting of the Joint Agriculture Working Group between the two countries. The meeting was co-chaired by Assistant Secretary for Policy and Planning Orlan Calayag and Agriculture and Rural Development Vice Minister Vu Van Tam of Vietnam.

According to the Secretary, the Philippines expressed interest in knowing more about the technologies on the control of the black pepper disease.

He added, the Philippines and Vietnam agreed to effectively carry out the Memorandum of Agreement on Fisheries Cooperation signed by both counties in 2009.

We aim to bolster a united effort in aquaculture, fisheries, processing and marketing, including but not limited to advanced technology transfer, training and capacity building, culinary or processing practices, post-harvest technologies and exchange of visits, Alcala said.

A hotline to combat Illegal, Unreported and Unregulated (IUU) fishing and to support humanitarian search and rescue operations at sea is also aimed to be established.

“The Bureau of Fisheries and Aquatic Resources of the Philippines and the Directorate of Fisheries of Vietnam will work on specific details to report to their respective Department and Ministry, respectively, so that the hotline can be permanently established by the end of 2015,” Alcala said.

5M IDG project to put up a PGR lab and training center

The Bureau of Agricultural Research (BAR), through its director, Dr. Nicomedes P. Eleazar, officially sealed its support to the project “Establishment of Plant Genetic Research (PGR) Laboratory and Training Center” at the Central Bicol State University of Agriculture (CBSUA). Signing the Memorandum of Agreement (MoA) for the PhP 5M-project opposite Dir. Eleazar was CBSUA Vice President for Research and Development, Prof. Josephine F. Cruz.

Funded under the bureau’s Institutional Development Grant (IDG) Program, the project is set to be instrumental in promoting sustainable use of PGR and to capacitate the Bicolano researchers, scientists, students, farmers, and other stakeholders on PGR research and development (R&D). CBSUA, known to be the center of excellence in agriculture in the Bicol region, is one of the bureau’s partners in promoting PGR specifically its initiative on biodiversity conservation.

The facility, which will house science laboratories, a museum, and a training center, will serve as CBSUA and the entire Bicol region’s center in the conduct of planning, development, and implementation of regional programs on PGR as well as the region’s germplasm bank of economically-important plants in the locality. It will be open to farmers, researchers, and the general public who wish to be trained and be capacitated on PGR practices and other relevant information.

The MoA covers the construction of a two-storey building composed science laboratories on Phytochemical Screening, Clinical Plant Science, DNA Testing, Tissue Culture, and Seed Testing and Planting Materials, National Science Museum, and Training Center as well as the procurement of facilities and equipment.

With attaining food sufficiency and food security at the forefront of the goals and priorities of DA, PGR R&D has become one of BAR’s major strategies toward strengthening the conservation of plant genetic diversity. With this, the bureau has placed great emphasis on PGR R&D as it focuses on exploring, collecting, regenerating, characterizing, evaluating, and conserving traditional crops, which are crucial in ensuring food sources.

In doing this, the bureau coordinates two international projects on PGR. These are: 1) “Strengthening PGR (Plant Genetic Resources) Management System: Conserving the Diversity of Priority Vegetables (Solanaceous Crops) Germplasm of the Philippines,” in collaboration with the Asian Food and Agriculture Cooperation Initiative (AFACI); and 2) “Integrating the Conservation of Plant Genetic Resources for Food and Agriculture Into Decentralized Landscape Management for Food Security and Biodiversity Conservation in Critical Eco-Geographic Regions of the Philippines (ITPGRFA project)”, funded through the United Nations Development Plan Philippines.

While both projects seek to enhance and capacitate the Philippine farmers’ capacity for conservation and sustainable use of plant genetic resources for food and agriculture, they both have target or priority crops. Implemented in 16 regions and selected state universities and colleges (SUCs) of the country including CBSUA, the AFACI-PGR project gives priority to traditional tomato, eggplant, and pepper germplasm, while ITPGRFA project has rice, yam, taro, and sweet potato as its target crops. University of the Philippine Los Baños (UPLB) implements this project.

One of the major programs of DA-BAR, IDG provides support to the rehabilitation and construction of various R&D infrastructures and facilities that could enable our researchers and scientists to generate, develop, improve, and up-scale technologies that address the department’s goal of attaining food security while ensuring productivity and competitiveness of the agriculture sector.

As part of the visit to CBSUA, the bureau director also looked into the status of some BAR-funded projects in the university and provided recommendations for further collaboration between the two agencies.

While the Philippines has had robust economic growth since 2010, even despite a weak global economy, it has had little progress in reducing income poverty. Recognising that some segments of society are left out in growth processes, the Philippine government has made inclusive growth the cornerstone of its most recent Philippine Development Plan.

The inclusive growth strategy includes more public investments in the social sector. In particular, bigger budgets have been given to both education and health. For 2015 alone, the education budget totals 361.7 billion pesos (US$8 billion), representing an increase of 18.6 per cent from the previous year. The government has also invested heavily in a conditional cash transfer (CCT) program referred to as the Pantawid Pamilyang Pilipino Program.

Primarily a social protection program, Pantawid was originally aimed at providing social assistance for poor households on the condition that these households invest in education and health, particularly of children, and access maternal health services. Grants for education amount to 300 pesos (US$8) per child per month for 10 months of the school year (for a maximum of three children per household). For health and nutrition, cash grants per household were 500 pesos (about US$12) per month per family. Starting in 2014, the government extended assistance to child beneficiaries to enable them to finish their high school education. Monthly cash assistance for high school students were increased to 500 pesos.

This CCT has become the largest social welfare intervention that the government has ever implemented. Since its inception, the CCT budget has continued to increase, as has the number of beneficiaries. During its pilot stage, the CCT had a budget of 50 million pesos to assist 6000 households. A year later, the budget grew to 299 million pesos to assist 300,000 households. The government has continued to scale up the program toward the official estimates of the number of poor households in the country.

The 2014 budget for Pantawid was 62.6 billion pesos with over four million households being assisted. This has coincided with the extension of assistance to child beneficiaries to complete high school. According to World Bank staff, Pantawid has also become the third largest CCT program globally, next only to those of Brazil (with 8.8 million households) and Mexico (6.5 million households).

Recent official poverty data suggests that poverty incidence in the Philippines remains practically unchanged. Research shows that out of those in poverty in 2006, about a third (8 per cent of the population) had managed to exit poverty by 2009. But a tenth of the non-poor (also 8 per cent of the population) fell into poverty by 2009. Although only a 20 per cent of households in 2012 were poor, more than 30 per cent of households are strongly at risk of falling into poverty, with incomes hovering between the poverty line and twice the poverty threshold. Critics suggest that the huge budget could have been better spent in other pro-poor programs for livelihood and employment.

But the lack of poverty reduction is not necessarily the fault of the CCT. All things have not been equal. Climate disasters and other factors put nearly-poor households at strong risk of falling into poverty. World Bank staff also suggest that poverty would have further worsened without Pantawid: the official poverty rate (25 per cent in the first half of 2013) could have been 1.4 percentage points higher without the CCT. With the peso cash grant, the poverty gap index (representing the average amount of income required by the poor to reach the poverty line) has been reduced by 61 centavos.

Some think that giving money to the poor is not the best way to help since the poor may become dependent on that assistance. But studies show many positive outcomes from the CCT. Some suggest that the CCT has actually increased the desire for work of adult members of CCT beneficiaries. The same papers also show that the CCT has significantly reduced the hours worked by primary school-aged children, although it did not significantly affect the incidence of child labour.

An examination of education indicators show that the proportion of five-to-fifteen year old children in school had gone up to about 95 per cent by 2013 from 90 per cent during 2007–10. In 2008, there were an estimated 2.9 million out-of-school children, of which 1.2 million were of primary school age. By 2013, the number of out-of-school children had fallen to 1.2 million, of which 440,000 are of primary school age. So while there are still a considerable number of children who are not in school, there is clear evidence that the government’s investments in Pantawid and in higher education budgets have started to pay off.

The CCT was premised on the poor having opportunity costs in sending their children to school, and that people respond to incentives. Investing in education is not only right in itself, but it is also yielding returns. All else being equal, we can expect less income inequality and lower poverty rates in the years to come, with better income prospects for these households given the improved education attainments of children. Can we ever do wrong when we invest in the education of children?

The Department of Social Welfare and Development (DSWD) reiterated that the Pantawid Pamilyang Pilipino Program is insulated from partisan politics and strongly opposes any act that would use it to advance the political agenda or interest of certain groups or individuals.

This came following reports about incidents that occurred during the pay-out activities of cash grants this month. In some regions, the beneficiaries were made to believe that the cash grants they were receiving were bonuses from a politician who has announced his plan to run for an elective position in the 2016 national elections.

“The DSWD always ensures that the Pantawid Pamilya is protected from undue politicking and must remain free of political influence and manipulation, and that the rights of the program-beneficiaries are safeguarded,” DSWD Secretary Corazon Juliano-Soliman said.

The DSWD also learned that the beneficiaries were allegedly threatened that the implementation of the program will not be continued if they will not vote for the politician.

“This is not true and is just a desperate move of some political personalities who are attempting to use the program for their political advancement,” Sec. Soliman said.

DSWD emphasized that it is steadfast in safeguarding the non-partisan stand of Pantawid Pamilya and its beneficiaries, and that it supports free and honest elections.

“Also, through our Family Development Sessions and previous campaigns, our beneficiaries are aware that the grants they received came from the national government, and even the process of their selection into the program was based solely from the targeting system called Listahanan and therefore is not subject to any political influence or decision,” Sec. Soliman further explained.

DSWD encourages the public to be more vigilant and we also enjoin the general public to report politicians claiming credit from the program or such activities that aims to discredit the integrity of Pantawid Pamilya.

MANILA – With less than a year left in the Aquino administration, Presidential Adviser on the Peace Process Teresita Quintos Deles said the government remains committed and is looking forward to reaching more milestones in the Bangsamoro peace process.

“We are not just counting the days left in the administration, but instead we are looking at what we still have left to do in terms of the peace process, especially the Bangsamoro peace process. We look forward to even more milestones as our term winds down,” Deles said.

“We want to be able to end our term clearly saying that we have achieved as much as we could in terms of our goal of ending all internal armed conflicts,” Deles added.

Government peace panel chair Prof. Miriam Coronel-Ferrer on the other hand said that the last year of the Aquino administration presents an opportune time to look back at the milestones in the Bangsamoro peace process.

“As we buckle down to work in this last year, it would be also helpful to look back and reflect on what we have achieved in terms of bringing peace and development to Mindanao,” Ferrer said.

“Of course the signing of the Framework Agreement and the Comprehensive Agreement are two of our biggest milestones,” Ferrer noted.

The Framework Agreement, signed October 15, 2012, was dubbed as the first historic milestone in the Bangsamoro peace process under the current administration. After nearly two years of continuing negotiations it was followed by the Comprehensive Agreement, signed March 27, 2014, which successfully concludes over 17 years of negotiations and signals the end to the decades-long conflict between the government and the MILF.

For this breakthrough, Ferrer, the first woman in the world who signed as chief negotiator in a major peace deal, received the Hillary Clinton award for Women, Peace and Security given by Georgetown University last April.

The CAB is composed of the FAB, four annexes and one addendum, and previous agreements since 1997 when the peace talks began. The Bangsamoro Basic Law, which is the legal iteration of the CAB, was submitted to both chambers of Congress on September 10, 2014 and is currently awaiting passage and popular ratification.

“We also anticipate the passage of the Bangsamoro Basic Law in Congress by the third quarter of this year, which we will be the next major milestone in our roadmap,” Ferrer added.

Earlier, Ferrer lauded the leadership of the lower House for its continuing support to the passage of the BBL while noting that people are anticipating the submission of the substitute bill of Sen. Ferdinand "Bongbong" Marcos so that the process of plenary deliberations in the Senate can move forward.

Milestones in the normalization track

Aside from the signed peace agreements, Ferrer also noted the milestones in the normalization track of the Bangsamoro peace process.

“Just last month we witnessed the turnover of 75 high-powered and crew-serve weapons and the decommissioning of 145 MILF combatants. We are preparing the next steps in the decommissioning process as we move forward on the legislative track,” Ferrer said.

Decommissioning is part of the total transformation program of MILF from being an armed group into a social movement and a political party. The process is crucial in enabling MILF combatants to return to peaceful and productive civilian lives, and the development of their communities.

"After undergoing training on development planning, the MILF base commanders who sit in the six task forces on MILF Camps Transformation and their government counterparts in these joint bodies, are now identifying the requirements to implement specific priority projects like feeder roads, water supply system and electricity supply lines," said Ferrer.

In addition, trainings for the next batches of the Joint Peace and Security Teams (JPSTs) are being set. The first batch of 30 JPST - 15 men from the MILF's Bangsamoro Islamic Armed Forces (BIAF) and 15 men from the Philippine Army and the police - are now deployed in the Arms Storage Site for the decommissioned weapons in Camp Iranun, Maguindanao. The JPST helps the Norwegian-led team of the Independent Decommissioning Body guard the arms storage site.

Milestones in development, transition preparations

“We have also launched the Bangsamoro Development Plan or BDP last November 2014, a milestone in putting in place the long-term blueprint for development in the Bangsamoro,” Ferrer noted.

The BDP is a six-year plan formulated by the Bangsamoro Development Agency to provide a medium- and long-term vision and strategy for the recovery and development of the areas covered by the proposed Bangsamoro region.

The Sajahatra Bangsamoro continues to be rolled out in Bangsamoro communities since it was launched on February 2013. The program, which has been extended to June 2015, is jointly implemented by both the government and the MILF.

The Sajahatra Bangsamoro program has health, education, and livelihood program components. In June 2015, reported accomplishments in terms of education component include: all 639 target beneficiaries enrolled under the Commission on Higher Education's Study Grant Program for academic year 2014-2015; provision of 1,000 vocational trainings by TESDA; and DepEd provision of DepEd grants to 44 madaris (Islamic schools). On the health component, accomplishments include: provision of PhilHealth health insurance premiums to all 11,000 beneficiaries; supplementary feeding program provided by the DSWD to 11, 032 beneficiaries, construction of daycare centers, and Cash for Work programs for 11,000 beneficiaries; and completion of DOH Barangay Health Stations in various Bangsamoro communities. For the livelihood component, the Department of Agriculture provided six communities with farm tools, equipment and farm animals while the DENR undertook a greening program for 745 hectares of lands to augment the income of 150 households.

“In terms of the transition, the Coordination Team for the Transition (CT4T) will serve as our primary mechanism that would facilitate a smooth transition from the ARMM to the Bangsamoro Transition Authority (BTA), or the period between the plebiscite and the 2016 elections,” Ferrer explained. On November 2014, the Terms of Reference for CT4T was signed by both government and MILF panels.

“All these milestones were made possible because of our people’s support and willingness to work for peace, and because of the strong resolve of this administration and the MILF to permanently end the war and bring peace and development to Mindanao. We are confident all these will translate to even more milestones for the peace process, and better lives for our sisters and brothers in the region” Ferrer said.

Secretary of the Interior and Local Government Mar Roxas will attend the 2015 Special National Assembly of the League of Vice Governors of the Philippines (LVG) today (July 25) at the Sofitel Philippine Plaza Manila, Roxas Blvd., Pasay City.

Members of the Sangguniang Panlalawigan are also invited to the ceremony, where they will discuss with the other government officials present the concept of good governance and come up with mechanisms to ease every Filipino’s access to basic government services.

The assembly is the last LVGP Conference before the upcoming elections, making this an opportunity for all local chief executives (LCEs) to personally raise their concerns to Roxas, who had initiated various reforms in local governance through DILG projects.

As DILG chief, Roxas modernized the Philippine National Police (PNP) through OPLAN Lambat-Sibat, the highly effective anti-crime campaign which was able to successfully reduce Metro Manila’s crime level by as much as 65 percent since its implementation in June 2014.

Following its successful operation in the National Capital Region (NCR), OPLAN Lambat-Sibat was cascaded in Regions III and IV-A earlier this year.

Roxas is also responsible for the Bureau of Fire Protection’s (BFP) stricter implementation of the Fire Code, where all businesses and establishments in NCR are inspected for fire hazards. This is a preventive measure to avoid another tragedy similar to the Kentex Manufacturing factory fire that killed 72 individuals in Valenzuela City in May 2015.

Roxas personally believes that prioritizing the public safety and peace and order situation in all LGUs will keep communities safe for its people, making communities conducive for economic growth, stability, and progress.

Credit Surety Fund Program to be Launched in Nueva Ecija

The Bangko Sentral ng Pilipinas (BSP) will spearhead the launching of the Nueva Ecija Credit Surety Fund (Nueva Ecija CSF) on 29 July 2015 at the Harvest Hotel, Cabanatuan City, Nueva Ecija. BSP’s Monetary Board Member Felipe M. Medalla and Nueva Ecija Governor Aurelio M. Umali will lead partner institutions, participating cooperatives and various stakeholders in the signing of the Memorandum of Agreement for the formal creation of the Nueva Ecija CSF as the 40th CSF established in the country.

Initiated by BSP in 2008, the CSF Program is a credit enhancement scheme created by the pooling of cash contributions of participating cooperatives, local government units and partner institutions. This fund will serve as security for loans extended by banks to micro, small and medium enterprises (MSMEs) participating in the CSF Program. The CSF, through the issuance of a surety agreement, allows cooperatives and capital-short MSMEs to obtain loans from banks despite the absence of hard collaterals. As of 31 May 2015, total accumulated loans approved by lending banks under the CSF Program amounted to P1.74 billion of which P1.47 billion have already been released to around 15,000 MSMEs/cooperatives.

Twenty-five (25) cooperatives have signified their intentions to join the Nueva Ecija CSF by pledging an aggregate amount of P5.0 million while the Provincial Government of Nueva Ecija committed to contribute the same amount. With the establishment of Nueva Ecija CSF, the stakeholders are optimistic that more MSMEs in need of financing could avail of loans from banks even in the absence of hard collaterals.

Four (4) more CSFs are scheduled for launching this year. These are the CSFs in the cities of Malaybalay (10 August), Valencia (11 August), both in the Province of Bukidnon; Santiago, Isabela (17 August) and Cabanatuan, Nueva Ecija (19 August).

Now on its 7th year, the CSF Program has been established in 29 provinces and 10 cities nationwide.

Consumer federation visits successful cooperative project in Tarlac

The Federation of DTI-Accredited Organizations in Region 3 (FEDACOR-3) visited a successful cooperative project in Amucao, Tarlac City. FEDACOR-3 led by its President Casiano Supan observed the food processing project of the Amucao Seed Growers Agro-Industrial Cooperative (ASGAIC), as part of the federation’s benchmarking session and quarterly meeting last 11-12 June 2015.

Members and officers of ASGAIC welcomed the FEDACOR-3 during their visit at the cooperative center in Amucao, Tarlac City. They showed federation members the facilities and equipment of the cooperative that are used for the processing of products like “tea-napa” processed fish, atchara, processed meat, salted eggs and other food products.

The Department of Trade and Industry (DTI) Central Luzon through DTI-Tarlac has consistently supported the ASGAIC by providing it with skills training under its SME Roving Academy (SMERA) and food processing and storage equipment such as smoke houses, freezer and sealer under DTI’s Shared Service Facilities (SSF) program amounting to P 298,245.00.

DTI-3 Director Judith P. Angeles said that the FEDACOR visit shows the good results of two organizations partnering with DTI to achieve good results. FEDACOR is a private entity that has successfully supported DTI’s advocacy on consumer protection and fair trade.

It has also helped in the enforcement of consumer laws in many areas in Central Luzon. On the other hand, ASGAIC is a cooperative that has grown in numbers and has gained success in production of food products. This is because of its partnership with DTI and the efforts of its members and officers.

The federation officers also made a courtesy call to Tarlac City Vice-Mayor Marie Antonette “Anne” I. Belmonte, where they committed to assist in the efforts of the local officials in monitoring prices and fair weighing scales in public markets and stores. Vice-Mayor Belmonte commended the voluntary efforts of the federation in protecting the welfare of consumers. She also praised the effort of DTI for supporting the organization to enhance consumer protection.

PNR Resumes Operations; Tap-and-Go Ticketing Activated at New Station; LRT-1 To Get New CoachesManila, Philippines

The Department of Transportation and Communications' (DOTC) project implementation team is currently in Dalian, China to make a final check on the prototype train car for the Metro Rail Transit 3 (MRT-3) system, and to give the go signal for shipment to take place on July 29.

"This brings us another step closer to upgrading and modernizing the MRT-3, and improving our services to the public. After the prototype's arrival in the middle of next month, it will be assembled by the manufacturer's personnel, and we will start static testing by September," said DOTC Secretary Jun Abaya.

The project implementation team is currently going through a checklist with Dalian Locomotive to ensure that the prototype train is compliant with the technical components and specifications of the train coaches.

During their last visit last June, the team approved Dalian Locomotive's choice of better traction motors which incorporate alternating current (AC) technology for the 48 brand new train cars that will be delivered starting in the first quarter of 2016. This will result in lesser maintenance requirements in the future.

With shipment scheduled to push through on July 29, the prototype is expected and to arrive at the Port of Manila within the week of August 10-14. After assembly and static testing of the unit's components such as the doors, seats, poles, and hand straps, dynamic testing will be conducted in mid-November.

New Trains for LRT-1; PNR Resumes Operations; Additional LRT-2 Station for Beep Cards

Aside from the MRT-3, the Light Rail Transit (LRT) Line 1 will also acquire thirty (30) 4-car trains or one hundred twenty (120) coaches as part of the Cavite Extension Project, which will extend the current line from Baclaran to Niog in Bacoor, Cavite. The government has set aside P 30 Billion for this project, which will be bid out later this year.

Meanwhile, the Philippine National Railways (PNR) resumes operations starting today, after its derailment last April and the rehabilitation works that followed. Rail safety concerns identified by third-party consultant TUV Rheinland have been satisfactorily addressed, leading to the DOTC's approval of the resumption of PNR's operations. However, only the commuter service from Tutuban-Alabang will run in the meantime as further works are still being implemented in other sections of the tracks.

Lastly, with the successful pilot test of the new tap-and-go ticketing system for the metropolis' light rail lines at the Legarda station of the LRT-2 system earlier this week, the DOTC and LRTA are introducing the smart card-based scheme to the Betty Go Belmonte station starting today. The 9 remaining stations will also be activated over the next 2 weeks, before the new ticketing system is implemented at LRT-1 and MRT-3.

The Civil Service Commission (CSC) recently partnered with Bantay.ph to encourage more citizens to join the movement in cutting red tape in government frontline service offices.

CSC signed last May a Memorandum of Agreement with Bantay.ph, a non-government organization that aims to reduce corruption in the Philippines through educational campaigns, volunteer programs and a strong online presence.

The MOA empowers Bantay.ph’s volunteers to visit government agencies/offices, conduct ARTA monitoring, and document these visits through the use of photography and videography.

Bantay.ph volunteers may consist of individuals from different organizations, including university students.

Non-volunteers may report ARTA-related complaints or commendations directly to CSC’s Contact Center ng Bayan via hotline (1-6565), SMS (0908-8816565), or email portal (www.contactcenterngbayan.gov.ph).

As the country’s lead implementer of the Anti-Red Tape Act (ARTA), the CSC spearheads various programs and initiatives to stop red tape in government frontline transactions. One of these is the ARTA Watch where CSC officials and staff spot-check government frontline services, keeping an eye on fixers and ensuring observance of the No Noon Break Policy. Another tool is the ARTA Report Card Survey (ARTA RCS). Conducted annually, the ARTA RCS is a more comprehensive measurement tool of ARTA compliance which checks observance of the Citizen’s Charter, no additional fees, basic public facilities, and special lane for the elderly, pregnant women, and persons with disability, among others.

CSC has tapped Bantay.ph in its continuing effort to curb red tape in government. Bantay.ph works closely with Contact Center ng Bayan through knowledge sharing, generating reports from volunteers, and conduct of data management seminars, including open data visualization. These activities help CSC generate more comprehensive data for public domain.

The Department of Science and Technology (DOST) is looking to give Internet access to 99 % of the Philippine archipelago by 2016.

The Department believes that maximizing the tons of opportunities on the web could play a vital role in speeding up economic progress, specifically in the underserved and unserved areas.

This was shared by DOST Secretary Mario G. Montejo during the official launch of the Free Wi-Fi Internet Access in Public Places project of the Department on the opening day of the 2015 National Science and Technology Week (NSTW) last July 24, 2015 at SMX Convention Center in Pasay City.

The project targets to provide Internet connectivity services in 967 Class 3, 4, 5,and 6 municipalities and key cities nationwide. This will be made available in public places such as parks, plazas, schools, rural health units and government hospitals.

“Free Wi-Fi Internet Access in Public Places strives to enable Filipinos to harness the vast potential and benefits of having consistent Internet connectivity to improve their lives and assist in bringing the country toward progress,” Montejo said.

First of all, Internet connection is capable of opening new markets for micro, small, and medium enterprises. It can also help the Mang Juans and Aling Marias who live in far-flung areas to reach basic government services. In addition, Internet connectivity also helps improve education, emphasized Montejo.

Alpha Launch System
Last July 22, areas in Quezon City and Manila started to get free Internet access as part of an alpha launch test of Free Wi-Fi Internet Access in Public Places to help DOST’s Information and Communications Technology Office (ICT Office), organizer of the project launch, to assess the system and make the necessary adjustments before rolling out the project on a larger scale.

These places are the Quezon City Memorial Circle, Quezon City Hall, PHILCOA, Social Security System, and LTO in Quezon City and Rizal Park in Manila.

ICT Office expected a maximum number of 4,550 concurrent Internet users for the recent pilot test, but is prepared to provide for and maintain the speed and connection quality for up to 117,000 users by the second quarter of 2016.

The network will implement a blacklist system to block potentially harmful and destructive websites to keep information secure. (S&T Media Service)

Five years of SPES implementation: Under P-Noy, SPES beneficiaries increased 95 percent; budget rose 361.58 percent since 2010

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, reporting on the five-year accomplishment of the Department in the implementation of the Special Program for Employment of Students, or SPES, yesterday said that at the close of December 2014, a total of 691,333 poor, but deserving, student-beneficiaries across the country benefited from provided short-term employment.

“Not only were these young people given the opportunity to earn money to support their education. What’s more important was that they earned or gained the necessary basic skills to prepare them for the world of work,” Baldoz said.

Under the administration of President Benigno S. Aquino III, Baldoz said the DOLE strengthened and intensified the implementation of SPES, resulting to the real transformation of thousands of lives of Filipino students.

In the previous administration, only 353,746 students were able to avail of the program. This shows a 95 percent increase in the number of SPES beneficiaries under the present dispensation, she said.

Baldoz said that President Aquino III has been true to his promise of “investing on human resource”, especially the youth, by consistently increasing the SPES’s budget.

“In 2015, the budget for SPES rose to P697 million by 41.96 percent than the 2014 budget of P491.48 million—which in turn was higher by 5.21 percent than the 2013 budget of P467.13 million. In 2012, the SPES budget reached P340.31 million, which is 107.50 percent higher than the 2011 budget of P164 million—which in turn was higher by 8.6 percent than the 2010 budget of P151 million. This is a cumulative increase of 361.58 percent increase since the start of the administration,” she said.

Citing the consolidated report of the Bureau of Local Employment, Baldoz number of SPES beneficiaries shot up, too, with the increased financial aid. The records revealed an increase from 84,786 student-beneficiaries in 2010; to 120,312 beneficiaries in 2011; to 138,635 students in 2012; to 167,569 students in 2013; and to 182,573 in 2014.

As of June 2015, the DOLE was able to accommodate and provide short-term jobs to 169,246 students, representing at least 87.10 percent of the 194,300 students targeted this year.

SPES is a bridging mechanism that enables student-beneficiaries to gain skills and workplace experience. It responds to the President’s 22-Point Labor and Employment Agenda which calls for the DOLE to work with relevant government agencies in enhancing social protection programs as well as the Emergency Community Employment Program (ECEP) to create jobs immediately so people can still have income to spend for their basic needs.

Under the SPES, students get paid a minimum wage 40 percent of which is in the form of a voucher applicable for the payment of tuition fees and books in any secondary, tertiary, vocational or technical educational institution. The 60 percent is paid in cash by the employers. They are also entitled to other benefits and privileges under the Labor Code.

“The SPES is an opportunity to enhance the employability of the youth, who will eventually be the next generation of the country’s workforce. More than giving the students gainful experience while earning some cash they can use when they go back to school, we want a long-term result of the SPES program by means of increased employment opportunities to the beneficiaries,” Baldoz said.

Private sectors employs SPES beneficiaries mainly as food service crews, customer touch points, office clerks, gasoline attendants, cashiers, sales ladies, “promodizers”, and many other positions. LGUs participating in the SPES assign the students to clerical, encoding, and messengerial duties, as well as other computer and programming jobs.

“The DOLE highly considers the private sector as partners to reinforce the long-term impact of the program to our student-beneficiaries. Such partnership is borne out of their corporate social responsibility as they take part in helping more students,” Baldoz she finally said.

Labor and Employment Secretary, reporting on the major accomplishments of the DOLE under the administration of President Benigno S. Aquino III, yesterday cited the Single-entry Approach, popularly known as SEnA, as a “great equalizer”.“We came in 2010 and found the snail-paced resolution of labor disputes, whether in small money-claims not over P5,000 or in labor standards violations that DOLE regional directors decide and are appealable at the Office of the DOLE Secretary that commonly took a year or more to be decided. In the National Labor Relations Commission, where cases are commonly on illegal dismissal, it took labor arbiters and the Commission to resolve them in at least two years,” said Baldoz.

She added that it took longer if such cases reach the Supreme Court and decisions involved money awards for workers. “The execution of the awards alone posed difficulties, resulting to so-called paper victories. Thus, this gives the perception of corruption in the labor justice system,” she observed.

Baldoz said that when she became DOLE Secretary, one of the things she focused to was the directive of the President, under the 22-point Labor and Employment Agenda, “to ensure 98 percent disposition rate of all pending labor disputes with quality decision”.

One of the major reforms that led to this was the Single-entry Approach, a 30-day conciliation-mediation alternative dispute resolution system that is inexpensive, fair, and fast in resolving labor issues. Baldoz implemented the SEnA in seven agencies of the DOLE, including the NLRC and the Philippine Overseas Labor Offices ((Lebanon, Kuwait, Israel, at Alkhobar), starting in 2010 under D.O. No. 107-10, Series of 2010.

Tripartite-endorsed, the SeNA became a law when Pres. Aquino III signed R.A. 10396 on 14 March 2013.

“Since we implemented the SEnA in October 2010 until June this year, we have handled 123,324 Requests for Assistance (RFAs) 93,740 of which ended up in settlement agreements, or a 76 percent settlement rate. The SEnA disposition rate is 91.9 percent,” said Baldoz.

“These settlement agreements benefited 132,331 workers with P4.025-B in benefits. Overall, it took an average of 17 days to resolve the RFAs. As a result, cases that before were decided by DOLE regional directors decreased by 99 percent. Workers, employers, investors, and the government saved a lot on appeal because the SEnA is fast, fair, and inexpensive,” she explained.

So beneficial and efficient were the impact of the SEnA, Baldoz emphasized, that in 2013, the Civil Service Commission bestowed the Presidential Lingkod Bayan Award to the DOLE’s more than 500 designated Single Entry Assistance Desk Officers (SEADOs), saying the SEnA was a “Citizen-Centered System pivotal in the immediate resolution of grievances and de-clogging of labor cases.”

One happy beneficiary of this inclusive labor justice is Mang Silvestre of Region 12. Mang Silvestre, a former employee at a pineapple multinational firm in South Cotabato, has been writing letters to Philippine presidents and government agencies since Ferdinand E. Marcos. He kept copies of his letters and sent copies to President Aquino III through the Secretary of Labor on 12 May 2011.

At that time, the DOLE was already implementing the SEnA. The DOLE addressed his concern and, through the SEnA, he received P5,406.30 from his former employer. It took only the DOLE regional office 26 days to resolve his request for assistance, which has not been addressed for the last 27 years.

“I am happy with what the DOLE has done. My patient waiting was not in vain. The money, small as it was, did not matter anymore. What was important was that I was heard,” Mang Silvestre said.

His former employer was also pleased. Through its human resource manager, it said: “We are happy, too, that we were able to help Mang Silvestre. Our cooperation with the the DOLE, particulalry with the National Conciliation and Mediation Board, is now much stronger.”

More Filipinos availed of technical-vocational courses under P-Noy administration—Baldoz

More Filipinos have chosen practical, in-demand, and well-paying technical-vocational courses from 2010 to 2015 as can be gleaned from the number of student-beneficiaries who have availed of the TESDA's flagship Training for Work Scholarship Program, or TWSP, according to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday.

“Records of the Technical Education and Skills Development Authority (TESDA) reveal that 936,326 student-beneficiaries enrolled in the TWSP from 2010-2015. Of this number, 843,127 student-beneficiaries graduated from the TWSP,” said Baldoz on the eve of President Benigno S. Aquino III’s sixth State of the Nation Address.

She said the employment rate of TWSP graduates for the years 2010 to 2013 averaged 67.7 percent. The survey to obtain the placement rate for TWSP graduates for 2014 is still ongoing.

Baldoz said all training programs provided by TESDA-accredited technical-vocational training institutions under the TWSP are registered to ensure that quality TVET provision is given to beneficiaries.

“The TWSP complements the DOLE's employment facilitation mandate by raising the bar of skills of Filipino workers to make them globally and nationally competitive and productive," said Baldoz, who chairs the TESDA board of trustees.

Under the present administration, the TWSP filled up the skills gaps and job requirements of priority industries and sectors with high employment demand, improving the reach of quality technical-vocation education and training to the grassroots, and encouraging technical-vocational institutions to offer programs in higher qualifications catering to in-demand industry requirements.

In the first semester of 2015, about 80,810 student-beneficiaries enrolled in the TWSP, 34,346 of whom have already graduated, while 46,464 beneficiaries are still in training.

In 2014, about 203,060 student-beneficiaries were enrolled in the program. Of the number, 167,622 student-beneficiaries have graduated.

Of the 107,990 beneficiaries who were enrolled in the TWSP in 2013, approximately 107,596 student-beneficiaries, or 99.63 percent, have graduated from the training. Of the said number, 77,361 student-beneficiaries, or 71.9 percent, were employed in various industries.

In 2012, about 178,680 student-beneficiaries were enrolled in the TWSP. Of the said number, 177,217 student-beneficiaries have graduated and 121, 393 student-beneficiaries, or 68.5 percent, were employed.

Of the 258,472 student-beneficiaries enrolled in 2011, approximately 257,594 student-beneficiaries, or 92 percent, have graduated, 157,708 of whom, or 63 percent, landed jobs in various industries.

In 2010, there were 107,314 TWSP enrolees, of whom 98,752 student-beneficiaries, or 92 percent, have graduated from the program. Of the said number, 67,546, or 68.4 percent, were employed.

Baldoz said the TESDA pursues the TWSP in partnership with the country’s industries. Last year, the agency has embarked on a new phase bringing its training opportunities in diverse skills to the grassroots to make tech-voc more accessible.

On skills assessment and certification, the TESDA, from 2010 to 2015, have assessed the skills of 4,942,858 workers. Of the said number, 4,330,091 workers, or 87.6 percent, were certified in such skill-areas as agri-fisheries, automotive, construction, electronics, furniture and fixtures, garments, health, social and other community development services, heating, ventilation and air-conditioning, information technology, maritime, metals and engineering, processed foods, tourism, utilities, and technical-vocational education and training.

Baldoz said the number of workers who were assessed during the present administration is 53 percent higher than the 2,620,406 workers assessed during the period 2006 to 2009, while the number of workers who were certified from 2010-2015 is also higher by 45 percent than the 1,967,577 certified workers during the period 2005 to 2009.

“The TESDA's technical-vocational training services contribute significantly to DOLE-led efforts to ensure decent and productive work for all Filipino workers, consistent with the overarching goal stated by President Aquino III, in his 22-point labor and employment agenda, to “invest in our country’s top resource, our human resource, to make us more competitive and employable while promoting industrial peace based on social justice” by ensuring the skills training and upgrading of workers,” said Baldoz.

Attached to the DOLE, the TESDA is in charge of ensuring relevant, accessible, high quality technical-vocational education and skills development to attain international competitiveness for the country’s human resource, as mandated under R. A. 7796, or the TESDA Act.

The Department of Agriculture (DA) is positive that the efforts of the government to modernize the Philippine fisheries have enabled the sector to gain momentum for sustainable and inclusive growth.

Secretary Proceso Alcala said the DA, through the Bureau of Fisheries and Aquatic Resources (BFAR), has been instituting measures to ensure that fishing in the country’s waters becomes sustainable, and that all forms of fishery resource use provide equitable benefits to stakeholders.

“This administration inherited overfished waters and overbuilt fish cage areas that contributed to fish kills and dwindling fishery yields,” Alcala said.

The DA then has engaged fisheries stakeholders to craft and implement policies and programs for the sustainable utilization and management of aquatic resources, so that these could continue provide stable supply of food, livelihood and ecological services.

Closed seasons

To facilitate the natural progression of fish breeding cycle, BFAR has successfully enforced four closed fishing seasons from 2011 to 2015. These have led to the resurgence of tamban and galunggong, attracting more tuna that feed on them. For the first quarter of 2015, the Philippine Statistics Authority (PSA) has reported that the total production of yellow fin tuna increased significantly by 11.76 percent.

The success of the closed season has also led to the Philippines being allowed by the Western and Central Pacific Fisheries Commission to fish in tuna-rich High Seas Pocket 1 of the Pacific Ocean.

More fishery law enforcers

Poor implementation of fishery laws—particularly to address illegal, unreported and unregulated (IUU) fishing—has likewise prompted the BFAR to propose for the training and deployment of additional fishery law enforcers. In 2010, the BFAR had only four fishery law enforcers for the entire Philippines.

With this, the bureau implemented an intensive three-month training course for fishery law enforcers-regulators. The 188 graduates of the course have now been deployed as professional fishery law enforcers.

BFAR has reported that three of the graduates were in fact among the enforcers that captured Taiwanese and Indonesian poachers in Batanes last May.

BFAR has similarly encouraged coastal communities to protect their municipal waters up to 15 kilometers from the shore for the exclusive use of artisanal fisherfolk.

Securing fisherfolk welfare

Recognizing the indispensable role of artisanal fisherfolk in the fisheries sector, the government has implemented programs to ensure improved access of small fishers to social services and to reduce poverty incidence among them.

The National Program for Municipal Fisherfolk Registration (FishR) has been able to register over 1.6 million fishers. This national registry is instrumental in facilitating the free insurance coverage for the fisherfolk by the Philippine Crops Insurance Corporation. The FishR database has been crossmatched with the National Household Targeting System for Poverty Reduction by DSWD. Fisherfolk listed on both registries will be automatically given a PHilHealth number to serve as ticket to a free health care insurance.

“This registration of fisherfolk was mandated by the Fisheries Act of 1998, but it is only during this administration that it has been funded and enforced,” Alcala said.

For infrastructure, the BFAR also expects to complete the establishment of 252 community fish landing centers in strategic areas nationwide to be finished by the end of 2015. These facilities are seen to reduce fisheries post-harvest losses from 25% to 18% or even lower.

Undersecretary for Fisheries and concurrent BFAR national director Asis G. Perez said that the bureau carefully identified the sites where the facilities would be established using the FishR database, among other data sources. The National Anti-Poverty Commission (NAPC) likewise assisted in identifying target areas based on poverty incidence and volume of production, among other criteria.

Yellow card no more

With the reforms and modernization measures the government has implemented especially on IUU fishing, the European Union (EU) has lifted the “yellow card” warning from the Philippines.

This would mean a greater market potential for Philippine fish exports to the EU and the rest of the international market. The Philippine fish exports to the EU amounted to ₱9.4 billion in 2013.

Overall, the country’s fishery exports value rose from US$634 million in 2010 to US$1.156 billion in 2013, with the biggest increase of 42.6% happening from 2012 to 2013.

Amended fisheries code

According to the DA, the implementation of the amended Philippine Fisheries Code of 1998 will help catalyze the government’s drive of modernizing the fisheries sector.

Under the revised law, the penalties imposed for violation of the Fisheries Code were raised from the old law’s ₱10,000−₱500,000 range to ₱500,000−₱10 million range.

Perez said that with the revised fisheries law, the government re-emphasizes its call to eradicate all forms of unsustainable use of marine resources that are detrimental to the ecosystem and to the welfare of fisherfolk who depend on these resources. “

The revised law would help us protect our waters from degradation, and ensure that the access of small fishers to their municipal waters is guarded from encroachment by large-scale commercial fishers,” Perez said.

Secretary Alcala believes that the government has indeed put up all the essential measures to secure sustainable and inclusive growth in the fisheries industry, where the poorest among the basic sectors—the artisanal fisherfolk—belong.

“These comprehensive mechanisms for modernized fisheries will all together become a strong, reliable backbone of a more productive and resilient sector for years to come,” Alcala said.

Roxas to address 144 City Mayors at League of Cities General Assembly

Secretary of the Interior and Local Government Mar Roxas will be the guest speaker at the 62nd General Assembly of the League of Cities of the Philippines (LCP) to be held today (July 24) at the Crowne Plaza Hotel, Ortigas Center, Pasig City.

All 144 of the Philippines’ city mayors were invited to attend the annual assembly, where they are expected to discuss national policy interventions, as well as recommendations that will affect how basic services are delivered on the grassroots level.

This meeting is also an opportunity for local government units (LGUs) in urban areas to personally raise their concerns to Roxas, who has been instrumental in materializing and strengthening various reforms in local governance such as the Seal of Good Local Governance (SGLG), Ugnayan ng Barangay at Simbahan (UBAS), and Bottom-up Budgeting (BuB).

As DILG chief, Roxas also spearheaded Oplan Lambat-Sibat, the highly effective intensified anti-crime campaign of the Philippine National Police (PNP) which had successfully brought down Metro Manila’s crime level by as much as 65 percent since its implementation in June 2014.

Oplan Lambat-Sibat was likewise able to reduce criminality in Regions III and IV-A, where it was cascaded earlier this year.

Fire safety has also been a priority for the Bureau of Fire Protection (BFP) especially after Roxas ordered authorities to ensure compliance of all registered businesses, including high-risk industrial establishments in the National Capital Region (NCR).

This is in accordance with President Aquino's directive that was issued shortly after the tragic Kentex Manufacturing factory fire that killed 72 individuals in Valenzuela City.

By keeping a close watch on the public safety and peace and order situation in cities across the country, Roxas hopes that the maintenance of safe environments for the people would result in urban areas that are conducive for economic growth, stability, and progress, beginning from the local towards the national level.

Nito lang pong Biyernes, pinasinayaan natin ang Muntinlupa-Cavite Expressway. Una po ito sa nakapilang Public-Private Partnerships na tayo ang nag-apruba, at sa ilalim ng administrasyon natin binuksan sa publiko. Sa ating mga sinundan: Halos magmakaawa ang pamahalaan sa pribadong sektor na lumahok sa mga proyekto. Ngayon sila na ang sumusuyo—dito nga po sa MCX, binayaran pa tayo ng premium na 925 million pesos para sa pribilehiyong itayo ang imprastrukturang kailangan natin. Sa taas din ng kumpiyansa nilang kikita ang proyekto, sabi ng private proponent, libre na ang unang buwan ng toll sa MCX.
Talaga nga pong napakalayo na ng ating narating. Para isakonteksto ito, magbalik-tanaw tayo.

Dinatnan natin ang taumbayang na manhid na sa walang-humpay na alegasyon ng kasinungalingan, pandaraya, at pagnanakaw.

Ipinagmalaki sa ating sapat na raw ang mga classroom. Iyon pala, umaabot sa apat na shift ang mga klase. May pumapasok nang madilim pa, at may umuuwing madilim na—pero lahat sila, naiiwan sa dilim dahil hindi sapat ang oras ng pag-aaral.

 “Uninterrupted growth”[1] ang ibinida ng ating sinundan sa kanyang huling SONA. Pero nang suriin po, malaking bahagi pala nito ay galing sa remittances ng mga taong nawalan ng pag-asa sa Pilipinas. Nang papalapit ang eleksyon ng 2004, lampas 700 milyong piso ang diumano’y pinambili ng fertilizer na di-angkop sa pananim, sobrang taas ng presyo, at sa maraming pagkakataon ay hindi man lang nasilayan ng mga magsasaka. Sino kaya ang napataba ng patabang ito? Klarong hindi pananim o magsasaka. Naaalala rin po siguro ninyo ang NBN-ZTE scandal. Inimbestigahan namin ito sa Senado; may nagsabing siya raw ay tinangkang suhulan. Nang usisain, ayaw namang magsalita dahil may executive privilege daw siya. Hindi rin naman maipatawag ang dating Pangulo—kaya ang natirang matatanong ay ang alipores niyang akusado ng panunuhol. Natural, itinanggi niya ang paratang.

Noong mga panahong iyon, maski bata, natutuhan na ang salitang “scam.” Naaalala siguro ninyo: Ang Hello Garci, na sinagot lang ng “I am sorry.” Ang mga tunay na bank account ng bogus na si Jose Pidal. Ang tinangkang Constitutional Assembly para habambuhay na manatili sa puwesto. Ang EO 464 na nagtangkang supilin ang katotohanan. Ang pagdeklara ng State of Emergency, para umilag sa checks and balances ng 1987 Constitution ukol sa Martial Law. Ang midnight appointments. Ang Calibrated Preemptive Response na ginamit laban sa mga nagpoprotesta. Sa wika pa lang po, mali na ito. Paano nauuna ang response? Para mo na ring sinabing nag-reply ka sa taong hindi ka naman tinext.

Ito po ang mga headline na araw-araw nating inalmusal bago tayo manungkulan. Pag-upo naman natin sa puwesto, sunod-sunod nating nadiskubre ang kalokohan ng ating pinalitan. Nabanggit ko na po sa mga nakaraang SONA: Sa NFA, pinalobo ang utang mula 12.3 billion pesos noong 2001, patungong 176.8 billion pesos noong Hunyo 2010. Pero ang matindi po: Naniwala silang malulusutan ito, dahil nasa poder sila—kaya nila itinuloy. Ilang halimbawa pa lang po ito na batid ninyo, napakarami pang iba.

Sa ganitong situwasyon, masisisi ba natin ang mga kababayang lumikas na dahil walang makitang pag-asa?

Gaya ninyo, sumagi rin sa isip kong sumuko. Nang pumanaw ang aking ina, lalo pang nabawasan ang ating kumpiyansa; nawala ang aming pinuno at inspirasyon sa pagtutulak ng pagbabago. Sa burol niya, may lumapit sa akin at nagmungkahing tumakbo raw po ako sa pagka-Pangulo. Ang sagot ko: hindi naman ako masokista. Kasama ako sa nagpapahinto ng mga ginawang mali; batid ko ang lubha ng sitwasyon. Tiyak ko ring may mga detalye pang inilihim sa atin, at sadya ngang mas malaki pa sa ating nalalaman ang problema.  Isa sa mga nakakumbinsi sa akin si G. Alex Lacson. Ang sabi niya: “Simulan mo lang ang pagtigil sa pang-aabuso, sapat na. To stop the hemorrhaging would be enough.”

Noon pa man, alam na nating katiwalian ang ugat ng pagdurusa. Kaya nga, ang sigaw po natin: Kung walang corrupt, walang mahirap.

Matinding pagsisikap, tapang, political will, at tiwala sa Diyos at kapwa ang kinailangan upang isabuhay ang kaisipang ito. Siyempre po, ang mga dalubhasa ng lumang kalakaran, hindi maamong tupang papayag na lang matigil ang pagkakataon nilang magsamantala. Ginamit at patuloy nilang ginagamit ang impluwensiya at salapi upang labanan ang agenda ng pagbabago. Ginamit din nila ang poder para maghanda ng mga salbabida sa panahon ng paghuhusga.

Ang Ombudsman na itinalaga para bantayan ang katiwalian, diumano’y nagbulag-bulagan sa mga eskandalo ng nakaraang administrasyon. Na-impeach siya sa Kamara, at nagbitiw sa puwesto bago malitis ng Senado. Ang Punong Mahistradong tila ba may pagkiling sa nag-appoint sa kanya, ay napatunayang naglihim ng yaman at ari-arian sa SALN, na-impeach ng Kongreso at na-convict ng Senado.

Kapalit nila, nagtalaga tayo ng mga taong may integridad at sariling pasya. Ang bagong Ombudsman: si Conchita Carpio-Morales. Ang bagong Chief Justice: si Ma. Lourdes Sereno. Ngayon, may sapat na panahon na siyang magpatupad ng reporma sa Hudikatura.

Pati po sa ibang ahensya, nagtalaga tayo ng tapat at matatapang na pinuno. Sa COA, agad nating inilagay si Chairperson Grace Pulido-Tan. Sa Ehekutibo naman, nag-appoint din tayo ng mga palaban: Si Commissioner Kim Henares sa BIR, at si Secretary Leila de Lima naman sa Department of Justice. Wala silang inatrasan sa pagtupad ng kanilang tungkulin. Sa inyong lahat, isang taos-pusong pasasalamat.
Sa itaas, gitna, o ibaba ng burukrasya, napakarami nang sinuspinde, tinanggal sa puwesto, sinampahan ng kaso, o di kaya’y nasa piitan. Kung may nagdududa pang tunay nang nakapiring ang katarungan, maganda po sigurong ituon nila ang pansin sa tatlong senador na kasalukuyang naka-detain, at sa dating pangulong naka-hospital arrest.

May mga magsasabi: mag-move on na raw tayo. Ako naman po ay naniniwala sa sinabi ni George Santayana: Ang makalimot sa mali ng nakaraan, garantisadong uulitin ito.

Tingnan po ninyo ang ginagawa ng mga nagkasala sa atin. Una, ipinapalimot ang kanilang mga nagawa. Pagkatapos, sasabihin nila, “Kawawa naman kami.” Sinamantala na nga tayo, sinasamantala pa ang likas nating pagkamaawain, para tuluyang makatakas sa pananagutan. Ang kasunod, gagawa sila ng paraan para makabalik sa poder. Di ba’t iyan naman talaga ang kanilang master plan, upang patuloy pa tayong pagsamantalahan?

Natutuhan ko nga po sa aking mga magulang, sa simbahan, at sa mga proseso ng batas: Anumang paghihilom ay nagsisimula sa pag-amin at pagsisisi ng nagkasala. May naalala ba kayong nagsabing, “Sorry sa pagnanakaw at pang-aabuso, handa na akong magbago”? Ang sa akin lang po: Makakamove-on lang tayo kapag nakamtan ang katarungan.

Nagpatuloy nga po ang pagsasaayos ng mga institusyon, upang muli silang maituon sa tunay nilang mandato. Halimbawa: Sa Government Owned and Controlled Corporations. Ang mga itinalaga dito, nanumpang pangalagaan ang yaman ng bayan. Ang masakit, maski nalulugi na nga ang mga GOCC, kaliwa’t kanang benepisyo’t insentibo pa ang ipinamudmod nila sa kanilang sarili. Kumbaga sa baka, habang ginagatasan ang institusyon, gusto pang karnehin. Kaya ang dibidendo ng nakaraang administrasyon, 84.18 billion pesos lang sa loob ng siyam at kalahating taon.

Ngayon, 380 kaso na ang naisampa laban sa mga nagtangkang umiwas sa buwis. Nang nagsisimula pa lang tayo, hindi ko inasahang manunumbalik agad ang tiwala ng mundo sa Pilipinas. Ang inisip ko lang po noon: Itigil ang kalokohang umiiral sa sistema, para mahinto ang paglubog nang sitwasyon ng ating kababayang naghihikahos sa kahirapan. Sumagi man lang ba sa isip ninyo na magtutuloy-tuloy ang pag-angat natin sa global competitiveness rankings, at magiging tanyag tayo dahil sa bilis ng paglago ng ating ekonomiya? Ngayon, ang Pilipinas, nabansagan nang “Asia’s Rising Tiger,” “Asia’s Rising Star,” at “Asia’s Bright Spot.”

Ngayon nga po: Sa kauna-unahang pagkakataon, investment grade na tayo ayon sa mga pinakatanyag na credit rating agencies. Malinaw ang sinasabi nito sa mga negosyante: Sulit mamuhunan sa Pilipinas; nabawasan na ang peligro sa pagnenegosyo dito. Ngayon, mas mababa ang interes at mas mahaba ang panahon ng pagbabayad ng utang, na nakakaengganyo sa mga negosyanteng tumaya sa Pilipinas. Sa pagtatayo at pagpapalawak ng negosyo, sisigla ang kalakalan, lalakas ang kompetisyon, at dadami ang oportunidad. Lahat ito, direktang resulta ng pagsulong ng reporma sa Daang Matuwid.

Tingnan po natin: Noong 2010, nasa 1.07 billion dollars lang ang net foreign direct investments na pumasok sa ating bansa. Noong 2014, pumalo na ng 6.2 billion dollars ang net foreign direct investments. Ito po ang pinakamataas na naitala sa ating kasaysayan.

Pati sa domestic investments, napakasigla ng mga numero; ngayon, ang Pilipino, tumataya sa kapwa Pilipino. Ikumpara natin: Mula nang una itong itala noong taong 2003 hanggang sa pag-upo natin noong 2010, 1.24 trillion pesos lang ang approved na domestic investments. Mula naman third quarter ng 2010 hanggang 2014, ang ipinasok na puhunan ng ating mga kababayan sa merkado: 2.09 trillion pesos.

Sa manufacturing naman po: Aaminin ko, noong unang nanungkulan tayo, isa sa mga pinakamalaking palaisipan ang pagbabalik ng sigla sa sektor na ito. Humarap sa maraming hamon ang mga industriya: Kuryente pa lang, napakamahal na nga, di pa tiyak. Di rin po biro ang pagtatayo ng pasilidad, dahil malaking puhunan ang kailangan para sa mga makina at pagsasanay ng mga tao. Kaya po ultimo low-tech na electric fan noon, kinailangan pa nating angkatin.

Dahil sa repormang nagpanumbalik ng kumpiyansa sa ating bansa, lumago ang manufacturing sector. Ang 3 percent annual average growth ng sektor mula 2001 hanggang 2009, naiangat natin sa 8 percent mula 2010 hanggang 2014.

Malinaw po: Kaya nang makipagsabayan ng Pilipino. Dati, ang tanging bentahe natin ay ang mababang pasahod sa ating mga manggagawa. Ngayon, dinadala na rin dito ang mga pabrika ng hi-tech na kagamitan: mula sa mga bahagi ng eroplano, electric tricycle, mga printer, at iba pang digital media products, hanggang sa high-quality medical devices gaya ng aortic catheter, at gamit para sa in vitro diagnostics at hemodialysis treatment.

Alam po natin: Ang pangunahing sukatan kung tunay na tumatalab sa karaniwang Pilipino ang pag-unlad ay ang nalilikhang trabaho. Suriin natin ang pagbabago sa aspektong ito.

Taon-taon, mahigit 800,000 ang mga bagong pasok sa ating labor force. Idagdag na rin po natin diyan ang naiulat na pagkaunti ng Overseas Filipinos. Noong 2011, nasa 9.51 million ang naitalang Overseas Filipinos ng Department of Foreign Affairs. Sa huling datos naman ng Disyembre ng 2014, nasa 9.07 million na lang ito. Hindi kalabisang isiping marami sa tinatayang 440,000 nabawas sa kanila ay bumalik sa Pilipinas, at nakahanap ng trabaho.

Bagamat may bagong salta sa merkado, mga balikbayan, at dati nang walang trabaho, ang unemployment rate, bumaba sa 6.8 percent noong nakaraang taon. Ito ang pinakamababa sa loob ng isang dekada. Linawin ko rin po: Permanenteng trabaho ang nalikha natin; hindi tayo nag-hire ng magwawalis ng kalsada tuwing survey period lang para kargahan ang resulta.

Kaakibat ng paglikha natin ng trabaho ang maaliwalas na ugnayan ng manggagawa at negosyante. Ikumpara po natin. Noong siyam at kalahating taon ng nakaraang administrasyon, ang natuloy na labor strike: 199, o halos 21 kada taon. Sa limang taon po natin, ang suma-total ng natuloy na nag-strike: 15 lamang po. Kaya talaga naman pong bilib na bilib tayo kay Secretary Linda Baldoz, at sa sektor ng manggagawa at mga nangangasiwa. Kay Sec Linda: Hindi ka lang magaling; napakadali mo pang katrabaho dahil lagi siyang positibo. Ikaw na nga ang tinagurian kong Pastora ng Gabinete. Maraming salamat sa iyo, Linda.

Talagang napakalaki na nga po ng pagbabago. Noon, ang mga signage na lagi nating nakikita, “No Vacancy”. Ngayon, nagkalat ang mga anunsyong “For Immediate Hiring”; magbukas ka lang ng dyaryo, makikita sa classified ads ang maraming kompanyang naghahanap ng mae-empleyo. Ang iba nga, pagandahan pa ng insentibo. Merong magpa-interview ka lang, ililibre ka na ng almusal. Iyong isa naman, kapag na-hire naman, sagot na rin nila ang blow-out para ipagdiwang ang bago mong trabaho.

Nabanggit nga po sa akin ng ilang negosyante na pahirapan na ngayong makahanap ng accountant. Maalala ko po kasi noong bata ako, marami ang BS Commerce Major in Accountancy. Ito pong pagpapaganda, nagawa po ito dahil sa pagtugon sa tinatawag na job-skills mismatch. Dati, maraming nagsasabing wala silang trabaho, kahit napakarami namang bakanteng posisyong nakatala sa PhilJob-Net na hindi napupunuan. Ang simpleng dahilan: Hindi tugma ang kakayahan ng ating mga kababayan sa hinahanap ng merkado. Simple lang din po ang solusyon dito: Kausapin ang mga prospective employer, para malaman kung anong klaseng kaalaman ang hinihingi ng mga posisyong binubuksan nila. Dito naman tayo nagsasanay sa trainees, upang masagad nila ang oportunidad.

Ang prinsipyo ng ating pamumuno: Sa halip na bigyan ang kapwa ng isda, turuan siyang mangisda. Ang pag-unlad at pagkakataon, sinisiguro nating masasagad ng ating mga kababayan. Hindi puwedeng daanin sa trickle down, “bahala na” o "sana" ang pag-abot nito sa mga pinakamahirap. Ang paninindigan natin: inclusive growth.

Ang agenda: ayuda, kaalaman, kasanayan, at kalusugan, para walang maiiwan. Ang isa sa mga mekanismo: Pantawid Pamilyang Pilipino Program.

Pinalawak natin nang husto ang saklaw nito. Ngayon, nasa mahigit 4.4 million na ang kabahayang nakikinabang sa programa. Malayong-malayo ito sa dinatnan nating 786,523 lamang na kabahayan. Nitong taon, 333,673 ang nagtapos sa high school; kabilang sila sa unang batch ng ating mga benepisyaryo sa pinalawak na Pantawid Pamilya. 13,469 sa kanila ang tumanggap ng honors at iba’t ibang gantimpala. Iyon nga pong dalawang benepisyaryong nakilala ko, nakapasok sa quota course na Civil Engineering sa University of the Philippines.

Ang lahat po ng benepisyaryong ito, tataas ang antas ng kaalaman; sa halip na menial jobs ang pasukan ay malamang makakuha sila ng mga trabahong maayos ang mga suweldo. Income tax pa lang nila, bawi na ang puhunan ng estado, at maitutuloy natin ang siklo ng pagbibigay-lakas sa mga nangangailangan. Bonus pa po ang lalong magandang kinabukasang nag-aabang para sa mga honor students na pinagtapos ng programa.

Sa Pantawid Pamilya, kapalit ng tulong sa mga benepisyaryo, pangunahin nilang dapat tutukan ang pag-aaral ng mga anak. May paunang bunga na po ito: Ayon sa pag-aaral ng Philippine Institute for Development Studies, noong 2008, mayroong 2.9 million na out of school children sa ating bansa. Lumaki ang ating populasyon, pero noong 2013, ang natirang out of school children, 1.2 million na lang po. Idiin po natin ang diperensya: 1.7 million. Para po nating pinuno ng estudyante ang humigit-kumulang 42,500 na bakanteng classroom. Siyempre, bukod sa Pantawid Pamilya, may kontribusyon din ang Alternative Learning System para masigurong pati ang mga katutubo at street children ay hindi napapag-iwanan.

May mga nagtatanong pa nga rin po: Nasaan ang resulta ng Pantawid Pamilya? Sagot po natin diyan: Naman. Unang dalawang taon pa lang natin sa puwesto, naisara na ang dinatnang backlog na 61.7 million textbooks at 2.5 million na upuan. Pagdating ng 2013, ang backlog na 66,800 classrooms, at ang kulang na 145,827 na guro, natugunan na rin sa tulong ng ating local government partners.

Sa estima ng DepEd, mula 2010 hanggang 2017, ang kabuuang bilang ng madaragdag na estudyante: 4.7 million. Bunsod po ito ng pagdami ng enrollees at pagpapatupad natin ng K to 12. Para matugunan ito, kailangan nating magdagdag ng tinatayang 118,000 classrooms. 33,608 dito, naipatayo na. Ngayong taon, nakasalang na ang pagpapagawa ng mahigit 41,000. Ang natitirang 43,000, nakapaloob na sa  inaasahang ipapasang 2016 ninyong budget bukas.

Naipamahagi na natin ang karagdagang 73.9 million textbooks, na susundan pa ng 88.7 million ngayong taon. Ngayong 2015 din, naihatid na sa mga paaralan ang 1.6 million na upuan, na daragdagan pa uli ng 1.6 million bago matapos ang taon. Sa budget na isusumite natin para sa 2016; nakalagay na ang pondo para sa dagdag pang 103.2 million textbooks, at 4.4 million na upuan. Malinaw po: Hindi na tayo mag-iiwan ng sakit ng ulo sa susunod sa atin.

Linawin ko lang po: Nagpatupad tayo ng K to 12 dahil hindi praktikal ang pagsisiksik ng kaalaman sa 10-year basic education cycle. Natandaan po ninyo, noong tayo ay nag-umpisa, tatatlo na lang tayong bansa na may 10-year basic education sa buong mundo. Kinukuwestyon na ang credentials ng ating mga kababayan sa ibang bansa; mayroon na ring nademote, dahil hindi raw sapat na patunay ng kakayahan ang diploma natin. Kung ang lumang kalakaran sa edukasyon ay maihahalintulad sa manggang kinalburo, ngayon, sinisiguro nating hinog ang kakayahan ng mga estudyante na magpanday ng sariling kinabukasan.

Kung sa tech-voc naman pumasok, nakahanda na rin ang ating pinalakas na mga programa para sa kanila. 7.8 million na ang mga nagtapos sa iba’t ibang kurso ng Technical Vocational Education and Training na pinangangasiwaan ng TESDA. Sa Training for Work Scholarship Program lang po, umabot na sa 821,962 ang napagtapos. Ano na kaya ang sitwasyon nila ngayon? Ayon sa pag-aaral, 71.9 percent na ang agad nakahanap ng trabaho, kumpara sa 28.5 percent dati. Ang ilang industriya pa nga, talagang pumapalo na dahil 91.26 percent po ang employment rate ng mga nasa semiconductors and electronics industry—konti na lang po, 100 percent na.

Naikuwento nga po sa atin ni Sec. Joel Villanueva: May OFW na napilitang umuwi. Akala niya, wala nang pag-asang umasenso. Nag-aral siya ng "hilot wellness massage" sa TESDA; ngayon po, 4 na ang branch niya ng spa. Naikuwento ko na rin noong nakaraang SONA ang isang PWD na dating barker; ngayon, escalation supervisor na siya sa isang BPO.

Sa Sari-sari Store Training and Access to Resources Program o STAR naman, may isang sari-sari store owner na kumikita dati ng 800 pesos kada araw; ngayon, 4,000 pesos na ang kita niya. Kung susumahin nga po, pareho na ho kami ng suweldo ko ang kita ng benepisyaryong ito, kahit hindi parehong stress ang dinadaanan namin.

Paano nagawa po ito? Sinanay siya sa bookkeeping, inventory management, accounting, at iba pa. Talagang bilib na tayo, dahil pati kung paano siguruhing mapupunta sa tama ang dagdag na kita, itinuturo din sa STAR program.

Dumako naman tayo sa sektor ng kalusugan. Sa maraming Pilipino, sagabal sa pagtupad ng mga pangarap ang pagkakasakit. Ang mga pamilyang umaasenso, back to zero kapag tinamaan ng karamdaman. Nauubos na nga ang ipon, nababaon pa sa utang.

Sa PhilHealth po: Dumating tayong 47 milyong Pilipino lang ang benepisyaryo. Halos dinoble na po natin ito: Nitong Hunyo, pumalo na ang saklaw ng ating PhilHealth sa 89.4 million Filipinos. Ang pagbabago pa nga po: Tuwing eleksyon, parang kabuteng nagsulputan ang mga bagong benepisyaryo ng PhilHealth. Imbis kasi na pangangailangan ng taumbayan, interes ng kandidato ang naging basehan. Tinama na natin ang ganyang kalakaran.

Heto pa po. Noong 2012, inanunsyo natin: Kung kabilang ang pamilya mo sa lowest quintile o ang pinakamahirap na 20 porsyento ng ating populasyon, at nagpagamot ka sa pampublikong ospital, sigurado, wala kang kailangang bayaran. Simula po noong 2014: Lumawak na iyan para saklawin ang susunod na quintile sa ating lipunan. Ibig sabihin, para sa pinakamahirap na 40 porsyento, libre na ring magpagamot sa mga pampublikong ospital. Ito po ‘yung pagkalingang tinatawag ng iba na palpak at manhid. Boss, ito mismo ang diwa ng “Kung walang corrupt, walang mahirap.”

At hindi lang natin nakamtan ang pagbabago; ang transpormasyong ating tinatamasa ngayon, lagpas-lagpas pa sa inasahan noong simula.

Ang Cadastral Survey, na sinimulan pa noong taong 1913, tapos na natin. Inabot ng halos isang siglo ang mga nauna sa atin para matapos ang 46 percent nito. Ang mahigit kalahati pong natitira, nabuno natin sa 5 taon sa puwesto. Ito pong Cadastral Survey ang tumutukoy sa hangganan ng mga lupaing saklaw ng bawat lungsod, bayan, at lalawigan sa Pilipinas. Ang maganda pa: Nitong Hunyo, inalis na rin ng EU Air Safety Committee ang travel ban sa lahat ng ating air carrier. Ito po ang unang pagkakataong tinanggal nila ang ban sa buong civil aviation sector ng isang bansa. Ngayon, lahat ng airlines natin, direkta nang makakalipad papuntang United Kingdom, Italy, at iba pang bansang kasapi ng EU.

Sa seafaring: 2006 pa lang po, kinuwestyon na ng European Maritime Safety Agency o EMSA ang ating pagsunod sa Standards of Training, Certification and Watchkeeping for Seafarers. Dahil dito, nagkaroon ng bantang hindi kilalanin ng EU ang ating maritime education certificates. Kung hindi tayo umaksyon, may potensyal na mawalan ng trabaho ang tinatayang 80,000 marinong Pilipinong naglalayag sa mga barkong Europeo.

 Agad na kumilos ang MARINA at DOTC para iayon ito sa mga pandaigdigang pamantayan. Hanggang ngayon, kinikilala pa rin ng EU ang ating mga sertipikasyon. Sa susunod na audit ng EMSA na magsisimula ngayong Oktubre, ang garantiya ng MARINA: Tiyak, papasa na po tayo.

Jun Abaya: Huwag ka sanang panghihinaan ng loob kung tila nalilimot ng iba ang nagawa mo para sa ating mga marino, ang pagtanggal ng ICAO sa significant safety concerns sa ating aviation sector, ang pag-alis ng European ban sa ating mga eroplano, at ang pag-akyat natin sa Category 1 ng US Federal Aviation Authority. Ipinagbawal mo rin ang pagpapalaot ng barko kapag may bagyo, na nakatulong upang mailayo sa panganib ang pasahero. Bihira na po tayo makakakita ng balita na may lumubog na barko. Kung pagtatanod sa ating teritoryo naman ang pag-uusapan, ang F5 fighter jet na niretiro noong 2005, mapapalitan na ng 12 na bagong FA-50 fighter. Sa Disyembre lalapag ang unang 2 unit niyan, at makukumpleto naman ang delivery pagdating ng 2017. Nariyan na rin ang mga barkong pandigma na BRP Gregorio del Pilar at Ramon Alcaraz, 7 sa 13 na na-order nating AW-109 helicopters, 6 sa 8 Bell-412 helicopters, 617 na troop carrier trucks, at 50,629 assault rifles. Target din nating makuha ang 2 pang frigates, 6 na Close Air Support Aircraft, 142 armored personnel carriers, at iba pang makabagong kagamitan gaya ng 49,135 units ng force protection equipment, 2,884 na grenade launchers, at karagdagang 23,622 na assault rifles. Sa kabuuan po, may 56 na tayong proyektong natapos para sa modernisasyon, at may 30 pa tayong inaprubahan; ikumpara niyo ito sa 45 na proyektong natapos ng 3 administrasyong nauna sa atin.

Sa kapulisan naman, sa unang pagkakataon sa ating kasaysayan, ang bawat pulis, may sarili nang baril. Para naman lalong malinang ang kakayahang mag-"shoot, scoot, and communicate" ng ating kapulisan, naipamahagi na ang unang 302 patrol jeeps, na bahagi ng kabuuang 2,523 na pino-procure natin. Ipinamahagi na rin ang 179 sa 577 na bagong utility vehicles. Naipagkaloob na rin natin ang 12,399 na handheld radios. Nagpo-procure na rin po tayo ng 30,136 na long firearms, 3,328 investigative kits, at dagdag pa ring 16,867 na radyo. Kakambal po ng kagamitan ang stratehiya nating “work smarter.” Isinasabuhay ito ng Oplan Lambat-Sibat na sinimulang ipatupad sa Metro Manila. Pinag-aralan natin ang modus ng mga kriminal, at stratehikong dineploy ang ating kapulisan. Kaya nga po nahuhuli ang mga “big fish” na nagmamando sa mga gang, nabubuwag ang mga sindikato, at bumaba ang krimen sa bansa.

Sa loob ng ating termino, halos 163,000 na wanted ang nahuli ng PNP; higit 1,000 na gang naman po ang na-neutralize, at 29,294 na baril na walang lisensya ang nakumpiska sa buong bansa. Sa NCR po: Mula Enero hanggang Hunyo ng 2014, nasa 37 ang kaso ng murder at homicide kada linggo. Dahil sa Oplan Lambat-Sibat, bumaba na ito sa 23 kaso kada linggo nitong Hunyo. Sa robbery, theft, at carnapping naman para sa parehong panahon: nasa 444 na lang ang lingguhang average sa NCR, mula sa dating 919.

Nitong nakaraang linggo lang, nahuli na si Dexter Balane, na lider ng robbery and holdup group na kasabwat ng Martilyo Gang. Nariyan din ang kilabot na mag-asawang Tiamzon, si Kumander Parago, at ilan pang kadre ng CPP-NPA-NDF gaya nina Ruben Saluta at Emmanuel Bacarra; ang napakailap na si Jovito Palparan, pati na ang mga lider ng BIFF na sina Basit Usman, Mohammad Ali Tambako, Abdulgani Esmael Pagao, at ang international terrorist na si Marwan.

Kita po ninyo: Kinakalinga ng Estado ang unipormadong hanay, at sinusuklian nila ito. Sabay ng bagong gamit, itinaas natin ang combat pay ng mga sundalo at subsistence allowance ng buong unipormadong hanay. Dumako naman po tayo sa imprastruktura. Naaalala ko pa noong Congressman ako sa Distrito ng Tarlac: Pag tag-araw, mala-disyerto ang Tarlac River. Pag umuulan naman, rumaragasa ang ilog, at kasama sa napipinsala ang MacArthur Highway. Tinanong natin, sino ba ang in-charge sa flood control sa aming distrito? Lumapit kami sa Pampanga River Delta Project noon; Ang sabi po nila, ‘yung Lower Agno Project daw ang may saklaw nito. Pagpunta naman namin doon, pinabalik kami papuntang Pampanga. Kaysa tulungan kami, nagturuan lang sila.

Tapos na ang panahon ng pag-iwas sa responsibilidad. Sa Daang Matuwid, isa-isang naipapatayo ang imprastrukturang matagal nang hinintay ng Pilipino. Nabanggit ko na ang ilan dito: Nariyan ang Lullutan Bridge sa Isabela, na dalawang dekadang hinintay ng mga kababayan natin doon tulad ni Governor Bulut; ngayon, nabuksan na. Ang Jalaur River Multi-Purpose Project sa Iloilo, naisip ipatayo noong taong isinilang ako; nag-ground breaking na po tayo para sa stage 2 nito.[2] Ang Balog-Balog Multipurpose Project Phase 2 sa Tarlac, 1980’s pa plinano; ngayon, aprubado na ito, at nagsimula na ang proseso ng bidding.

Ngayon, 3 tulay na lang ang tinatapos sa kahabaan nito, pero ang malaking bahagi, dinadaanan na.

Nabanggit ko na po ang Muntinlupa-Cavite Expressway na binuksan noong Biyernes. Bukas na rin ang unang dalawang bahagi ng Tarlac-Pangasinan-La Union Expressway o TPLEX. Ang Phase 2 naman ng STAR Toll, tapos na rin. Kapag nabuo pa ang Cavite-Laguna Expressway Project, ang C-6 Phase 1, ang Metro Manila Skyway Stage 3, at ang NLEX-SLEX Connector Road, lalong magiging malawakan ang benepisyo ng ating stratehiyang pang-imprastruktura.

Para po tugunan ang pagbaha, mayroon din tayong pagsasaayos at maintenance ng flood control projects. Ilan sa mga ito ang Pasig-Marikina River Channel Improvement Project Phase 2, na natapos noong 2013; ang high impact flood control projects para sa NCR at mga karatig bayan, matatapos na sa Nobyembre, at target naman nating makumpleto ang Blumentritt Interceptor Catchment Area sa susunod na taon. Ang Laguna Lakeshore Expressway Dike naman, ia-award na rin sa Disyembre.

Kay Governor Bulut, ikadalawampu ako sa puso ninyo noong Senatorial election noong 2007, at ikaapat noong Presidential elections. Sa mga ipinapatayong struktura, di naman siguro ninyo masasabing malayo kayo sa puso ng Pilipino. Kayo na rin ang testigo: Sa pagkakaroon ng proyekto, hindi boto ang basehan, kundi pangangailangan.

Kay Congresswoman Alvarez naman, na ilang beses na nga pong nag-posing nang nakahiga sa mga kalsadang nakumpleto natin: Pasensya na, Chedeng, pero sa susunod na humiga ka sa kalsada, ipapahuli na kita: Obstruction of traffic ang violation ninyo.

Malinaw ang ating stratehiya: Sa pagpapagawa ng mga kalsada, tulay at iba pang struktura, iniibsan natin ang dapat ibsan, at pinapabilis ang paghahatid ng benepisyo. Ang panawagan ko nga po, makiambag sana tayong lahat, at maging handang magsakripisyo.

Kung magawa ito, ito pong tulay na alternatibo at parallel sa Guadalupe, kung magagawa ito, mapapagawa na ang Guadalupe nang buong-buo. Kaya lang po, sa rutang pinili o dapat na daanan, may mga grupong diumano'y tumututol. Isang horror story lang po iyan. Ang sa atin po: Kami, nandito para tumulong. Ipipilit namin ang ayuda hangga’t kaya at naaayon sa batas. Kung ayaw nilang makipagtulungan, ang masasabi ko po: Eleksyon na sa susunod na taon, at ang mga Boss natin ang huhusga kung sino ang nakabawas o nagpalala ng pagdurusa.

Tumungo naman po tayo sa Public Private Partnerships. Kapag pinagsama natin ang solicited PPP projects ng nakaraang tatlong administrasyon, ang suma-total: 6 na proyekto. Napakalaki na po talaga ng pagbabago. Noon ang Pilipino, naglaho ang pag-asa. Ngayon naman po: Sa pinakahuling SWS survey, lumabas na 8 sa bawat 10 Pilipino ang tiwalang magiging kahanay, kundi man kahanay na ang Pilipinas sa “developed countries”. Mayroon din pong survey ng Gallup, Inc., isa sa pinakamatanda at iginagalang na polling agency sa buong mundo. Tinanong nila ang mamamayan sa 145 na bansa, "Would you say that now is a good time or a bad time to find a job?" to quote. Lumabas po na ang Pilipinas ang may pinakamataas na job optimism sa buong Asya-Pasipiko, at pangalawa sa buong mundo.

Kumpiyansa nga po ang ating mga kababayan sa stabilidad ng kanilang kinabukasan. Ngayon, miski bagong pasok pa lang sa trabaho ay nakakapaghulog na para sa sariling sasakyan o condo unit. Pareho po silang personal nagpahayag ng interes na magtayo ng research and development facility. Dito po sa ating bansa, nakita nila ang potensyal at talento ng Pilipinong makatulong upang mapanatili ang kanilang magandang posisyon sa merkado. Ang tanong nila: Kaya ba nating mag-supply ng daan-daang empleyadong may masteral at doctoral degrees sa engineering? Ang tugon natin: Aba, kayang-kaya. Sabi ko pa po, kung may magbubukas na trabaho sa high-tech na industriya, baka makapagpauwi pa tayo ng mga OFW, na papayag naman sigurong tumanggap ng mas mababang sahod kung mapapalapit sila sa kanilang pamilya. Ang sabi ng kausap natin: Hindi kailangang babaan, dahil handa silang tapatan ang suweldo.

Sa sektor din po ng pangingisda, nadarama ang pagbabago sa pagtingin sa Pilipino. Nitong Abril, tinanggal na ng European Commission ang ipinataw nilang yellow card sa Pilipinas. Dahil hindi raw maayos noon ang dokumentasyon at tracking, di sila makasigurong nahuli ang mga isda sa legal na paraan. Agad pong kumilos upang hindi mapasama sa blacklist ng EU, at hindi mapagbawalang magluwas ng produkto sa kanila. Siyempre po, kahit kaliwa't kanan na ang ebidensiya ng pagbabago, mayroon pa ring kontra sa Daang Matuwid. Ang hirit nila: Mabagal daw tayo. Kapag sila raw ang naging Pangulo, sigurado, gaganda ang buhay. Sa mga medyo may-edad po, ang isasagot dito, "Ah, ganun?" sabay taas ng kilay. Para naman sa kabataan, ang sagot natin sa ganoong pahayag: E di wow.

Ang tanong natin: Paano nila gagawin ang mga pangakong iyan? Ang sagot nila: Basta. Nasaan ang detalye at kongkretong mga plano? Basta. Paano ninyo ipatutupad ang inyong mga pangako? Basta. Pakiramdam yata nila nadadaan sa basta-basta ang solusyon sa ating mga problema.

Wala pa rin talagang gamot na naiimbento para sa mga nagbubulag-bulagan at nagbibingi-bingihan. Ang payo ko nga po: Maganda siguro, kapag ganitong harapan nang iniinsulto ang talino ng Pilipino, ilipat muna natin ang channel, at baka mas may mapala pa tayo sa panonood ng mga sitcom.

Ngayon naman po, may ilang mga batas na nais kong ilapit upang sana’y maipasa sa loob ng kasalukuyang Kongreso:

Pangunahin siyempre po dito: Ang Bangsamoro Basic Law. Sa mga tutol sa batas na ito: Palagay ko, obligasyon ninyong magmungkahi ng mas magandang solusyon. Kung wala kayong alternatibo, ginagarantiya lang ninyong hindi maaabot ang pagbabago. Ilang buhay pa ang kailangang ibuwis para magising ang lahat sa obligasyong baguhin ang sirang status quo sa Muslim Mindanao?

  Pakinggan po natin ang ilan sa mga maaaring makinabang sa batas na ito: [VIDEO 12: MORO CCT BENEFICIARY and VIDEO 13: SAJAHATRA BANGSAMORO BENEFICIARY]

Inilalapit din po natin sa Kongreso ang Rationalization of Fiscal Incentives. Kung maipapasa ito, maitatama ang papatsa-patsang sistema ng pagbibigay insentibo at magiging mas makatwiran ang pagbubuwis sa mga negosyo. Hinihiling rin namin ang agarang pagtutok sa Unified Uniformed Personnel Pension Reform Bill, para tuluyang maisulong ang isang makatarungang sistemang pampensyon para sa kanila. Agaran po sanang maipasa ang batas na ito, dahil ngayon pa lang, trilyong piso na ang kakailanganin para pondohan ang pensyon ng unipormadong hanay. Kailangan ng awtorisasyon ng batas para matugunan ang masalimuot na sitwasyong ito.

Bukas na bukas naman po ay makakarating na sa inyo ang panukalang budget para sa susunod na taon. Hindi pa po tayo nabibigong ipasa ito sa tamang oras; umaasa nga po ako, na mapapanatili ang tamang kalakarang ito ngayong nasa huling yugto na tayo ng ating administrasyon.

Naaalala ko rin po: Kumontra akong pagkaitan ang isang tao ng karapatang tumakbo sa puwesto, dahil lang sa kanyang apelyido. Bakit nga naman tayo gagawa ng batas para pigilang maglingkod ang gustong maglingkod?

  Pero napapaisip po ako: May mali rin sa pagbibigay ng pagkakataong habambuhay na magpakasasa sa kapangyarihan ang isang tiwaling pamilya o indibiduwal. Ganyang kaisipan din ang dahilan kung bakit, noong may nagmungkahing manatili pa ako sa puwesto—kahit raw dagdag na tatlong taon lang—ako mismo ang tumutol dito. Di tayo makakasiguro kung malinis ang intensyon sa mga susunod, o kung nanaisin lang nilang habambuhay na maghari-harian para sa sariling interes. Panahon na para ipasa ang isang Anti-Dynasty Law.

Dahil sa Kongreso, naipasa ang mga batas na kikilalanin bilang haligi ng transpormasyong sinisimulan natin ngayon. Sa Kamara at Senado, lalo na sa mga kasapi ninyong naging kabalikat sa Daang Matuwid nitong mga nagdaang taon: Salamat sa Philippine Competition Law, sa Act Allowing the Full Entry of Foreign Banks, at sa pag-amyenda sa Cabotage Law. Salamat sa Sin Tax Reform Act. Salamat sa Responsible Parenthood Act. Salamat sa lahat ng iba pang makabuluhang batas na inyong ipinasa. Tunay nga pong napakalaki ng naiaambag ng isang Kongresong determinadong maging katuwang sa pagsusulong ng pagbabago.

Kanina po, minabuti kong pag-usapan kung saan tayo nagmula upang bigyang-konteksto ang mga hamong hinarap, hinaharap, at haharapin pa natin. Lahat po ng batikos, panlalait, at pang-aalipusta, tinanggap ko bilang kakabit ng pagkakataon at karangalang pagsilbihan kayo. Pero ang totoo, hindi ko ito pinasan nang mag-isa. Hihingi nga po ako ng oras sa inyo para pasalamatan ang mga naging inspirasyon at katuwang; maunawaan po sana ng iba kung hindi ko sila mababanggit.

Unang-una po, siyempre, ang Panginoong Maykapal na sa bawat sandali ay ginabayan ang ating bansa. Sa aking ama at ina, na sa paglaban sa pang-aabuso, at sa pagsasakripisyo, ay naging bukal ng inspirasyon, hindi lang sa aming pamilya, kundi maging sa sambayanan;

Sa ating Gabinete, na nabanggit ko na ang ilan sa kanila kanina; hayaan po ninyo akong magpatuloy:

Unang-una, kay Executive Secretary Jojo Ochoa, na tinaguriang Little President: Sa mga magulang pa natin nag-umpisa ang matibay nating pag-uugnayan. Nagdamayan tayo sa maraming hamon sa buhay. Ang private practice mo, nasakripisyo sa mahabang panahong naglingkod ka una sa Quezon City, at pagkatapos sa aking administrasyon. Lahat ng nalalaman mo sa batas, ibinahagi mo sa akin. Hindi mo ako iniwan, kahit sa mga panahong may banta sa ating buhay. Pare, mapalad akong nagkakilala tayo, naging magkaibigan, at magkasangga sa paglilingkod sa ating mga Boss;

Kay Secretary Rene Almendras, ang kabalikat ni ES Ochoa at naturingang bastonero ng Gabinete. Sabi nga ng iba: Dati, ang kinis pa ng noo mo, ngayon nagmistula nang humps sa barangay dahil sa pakikisalo mo sa mga kailangan nating harapin;

Kay Secretary Albert del Rosario na nanumpa ng Biyernes; pagdating ng Linggo, nasa Libya na para pamunuan ang evacuation ng mga OFW na nalagay sa peligro noong panahon ng Arab Spring. Di ko kailanman pinroblema ang pag-motivate sa iyo; at kung may debate man tayo, nangyayari lang dahil inaawat kita sa pagbiyahe sa pinakamapanganib na lugar;

Kina Secretary Cesar Purisima at Arsi Balisacan: Pinalad ang bansa sa tandem ninyo. Mula sa big picture, hanggang sa pinakamaliit na detalye, kayo ang nagsisigurong nadadama ng bawat Pilipino ang pag-unlad ng ating ekonomiya. Siyempre, ang ilan sa malalaking patunay nito, nagawa sa tulong ni Usec. Cosette Canilao at ng lahat ng bumubuo ng ating PPP center;

Kay Secretary Volts Gazmin, na nagtitimon sa ating Sandatahang Lakas at sinisigurong lagi tayong handa sa sakuna: Kailanman ay hindi mo kami binigyan ng dahilang mangamba;

Kay Secretary Cesar Garcia, ang ating National Security Adviser, kahit kakaopera pa lang po ng tuhod ay napakabilis sumagot sa aking mga text;

Kay Secretary Janette Garin, na sumalubong sa MERS, Ebola, food poisoning, encephalitis, at sa sunud-sunod na mga banta sa ating kalusugan. Janette, ang katatagan mo ang nagpapatatag sa ating lahat;
Kay Secretary Dinky Soliman, na on-call 25 hours a day, 8 days a week, idamay ko na din pati na ang lahat ng iyong naging executive assistants, na pagka-graduate sa DSWD ay puwede nang isabak sa anumang krisis sa mundo. Dinky, tuwing tatawagin kita ay laging hawak mo na ang tala ng problemang dapat tugunan, ang mga ginagawang hakbang, at ang mga natitira pang dapat gawin. Isang usapan lang, malinaw nang inaasikaso mo ang lahat ng dapat asikasuhin;

Sa mga nagtitiyak na may sapat na kaalaman at kakayahan ang susunod na henerasyon, sina Secretaries Armin Luistro, Tatti Licuanan, at Joel Villanueva;

Kay Secretary Mario Montejo, na tumulong magbalik ng pag-asa sa PAGASA, at talagang nagsikap upang iparamdam ang papel ng agham sa pagpapaunlad ng bansa;

Special mention din po: Kina General Chito Dizon na dating pinuno ng Presidential Security Group, at sa kasalukuyang timon nito na si Commodore Raul Ubando, na dadalawang linggo pa lang sa puwesto ay nag-baptism of fire na sa krisis sa Zamboanga; kay Lt. Col. Francis Chi Coronel na head ng aking close-in security, at sina SPO4 Lito Africano at PO3 Bong Fuyonan, na napakatagal ko nang kasama; at sa buong PSG, na ipinakita ang propesyonalismo sa pagprotekta hindi lang sa akin, kundi pati kina Pangulong Obama at Pope Francis: Huwag kayong mag-alala, may 21 world leaders pang darating para sa APEC. At gusto ko rin pong ipakilala sa inyo si Yolly Yebes, na namamahala sa aking tahanan. Sinisiguro mong nakakakain ako sa tamang oras, inaayos ang aking gamit tuwing may biyahe sa Pilipinas man o sa ibang bansa, at kung minsan pa nga ay pinagkakatiwalaan pa kitang humawak ng dokumento at nabibilinan para sa aking trabaho. Tunay mong ipinaparamdam ang iyong kalinga hindi lang sa akin, kundi pati sa mga katrabaho ko sa gobyerno. Kapag sinabi kong, “may meeting tayo, pakihanda mo naman ang makakain,” hindi mo na ako tinatanong ng “kailan” o “ilan”; hindi mo na ako pinag-aalala, tinitiyak mo na lamang na lahat ng kailangan ay maasikaso. Yolly, minabuti kong personal mong mapanood ang SONAng ito, para masabi ko sa iyo: Maraming salamat sa pakikiambag mo.

Sa mga hindi nagdalawang-isip na tumulong sa repacking ng relief goods sa panahon ng sakuna; sa bawat Pilipinong naghandog ng anumang halaga at nagpaikot ng alkansya para magdala ng pagbabago; sa lahat ng nagparamdam ng suporta, sa text man, liham, o personal; sa bawat batang yumakap sa aking binti at tiningala ako para ngitian; sa bawat estudyanteng nakipag-selfie; sa lahat ng nakisiksik para makipagkamay:
Mga Boss, baka nga po bahagi ng planong wala pa akong katuwang sa buhay o anak, kaya ang naging tutok ko lang ay ang taumbayan. Sa trabahong ito, para akong punching bag na tinapalan ng katakot-takot na duct tape. Pero hindi ako natinag dahil nasa likod ko kayo. Tunay ngang hindi ako nag-iisa. Ang kongklusyon ko nga po sa lahat ng ito: Talagang ginagabayan pa rin ako ng aking mga magulang; totoong mahal ako ng Diyos. Sa inyong lahat: maraming, maraming salamat. Napakalaking karangalan ang pamunuan ko kayo.

Ang pasasalamat pong ito, may kasamang panawagan. Ang mga naipunla sa Daang Matuwid, nagdadala na ngayon ng ani, at magdadala ng mas mayabong pang ani sa mga susunod na panahon. Pero mangyayari lang ito kung didiligan at babantayan pa natin ang pananim.

Ilang halimbawa po: Hindi puwedeng putulin na lang ang pagtutok sa modernisasyon ng AFP. Sa Pantawid Pamilya, kapag naitawid na ang bottom 20 percent tungo sa susunod na antas, kailangang siguruhing hindi sila basta-basta babalik sa kahirapan kung tamaan ng sakit o sakuna.

Sa disaster management: Dahil sa malasakit sa isa’t isa, at sa aktibong ugnayan sa mga Local Government Units, naibangon agad natin ang Bohol at Cebu matapos ang lindol. Sa Zamboanga at Tacloban naman, agad nating tinugunan ang pangunahing pangangailangan. Mula sa agarang paghahatid ng pagkain at pagsigurong walang outbreak ng sakit; sa mabilisang pagbabalik ng kuryente, at pagbubukas ng mga kalsada; hanggang sa pabahay at programang pangkabuhayan, ibinuhos at ibinubuhos ng pambansang gobyerno ang lahat ng makakaya. Pero may mga natitira pa pong gawain: May mga komunidad pa rin tayong namumuhay sa peligrosong lugar na kinakailangang ilayo sa panganib. Para naman sa rebuilding, kailangang paigtingin ang ugnayan ng lokal at pambansang antas, para mapabilis ang mga tinatapos natin.

Sa ugnayang panlabas: Ginawa at ginagawa rin po natin ang lahat para maging responsableng miyembro ng pandaigdigang komunidad; sa bawat hakbang, ang hinihiling lang natin ay ang makatuwiran at naaayon sa batas. Ang problema ng lahat, isinulong nating solusyonan ng lahat, at hindi ng iilang panig lamang. Alam din po ninyo, may hinaharap tayong hamon sa West Philippine Sea. Ang ating kabangga, di hamak na mas lamang, sa impluwensya man, ekonomiya, o puwersang militar. Pero sa batayan ng katuwiran at pagmamahal sa bayan, hindi po tayo nahuhuli. Gaya sa lahat ng iba pang suliranin, pagkakaisa po ang tanging susi para mapangalagaan ang ating karapatan.

Mga Boss, sa totoo lang, sa mga hinarap nating hamon, puwede namang nagbigay na lang tayo ng band-aid solution. Puwedeng nag-abot na lang tayo ng isang supot ng relief goods, o nakipagsiksikan sa mga photo-op. Pero alam naman natin sa Pilipinas, galit ang tao sa epal. Aanhin nga naman ang pogi points kung magpapamana lang din naman ako ng problema sa susunod na salinlahi? Sa bawat pagkakataon, hinahanap natin ang tunay na sanhi ng mga problema, at naglalatag ng malinaw at pangmatagalang stratehiya upang malutas ito. Ang mga hamon ng bansa, kung hindi man nalutas na, ay nasimulan na ang mga hakbang upang marating ang permanenteng solusyon.

Iyan nga ang napakalaking pagkakaiba. Dati, walang pag-asa. Ngayon, inaasahan, inaabangan, at madalas nga po ay minamadali pa natin ang gobyernong solusyonan ang mga problemang ating hinaharap.

Magbalik-tanaw po tayo: Sa dami ng mga maling kinailangan nating iwasto, hindi lang tayo nanggaling sa zero, sa negative pa tayo nagmula. Negative sa kasangkapang gumawa ng pagbabago. Negative sa pagkakataon. Negative sa pag-asa. Binuno natin ang lahat ng kakulangan; nagdala tayo ng positibong pagbabago, at lampas-lampas pa talaga sa ating inasahan ang ating narating.

Mga Boss, kung hindi mapapatid ang transpormasyon, makatuwiran nga pong sabihin: Tikim pa lamang itong nakamtan natin; parating pa lang ang tunay na ihahain. Ang sabi nga po natin: You ain’t seen nothing yet.
Nabanggit ko po kanina ang SWS survey na hindi masyadong naibalita: 8 sa 10 Pilipino, naniniwalang developed o magiging developed country tayo sa hinaharap. Ito po, pananaw ng ating mga kababayan. Pero ang mga ekonomista po mismo ng NEDA, pinag-aralan ito sa siyentipikong paraan, at pareho ang kanilang kongklusyon.

Tingnan natin: Mula 2010 hanggang 2014, nagtala tayo ng average GDP growth na 6.2 percent; ito ang pinakamasiglang yugto ng ating ekonomiya sa loob ng 40 taon. Kung aabot po tayo sa 6.8 percent ngayong 2015, makakamtan natin ang pinakamataas na 6 year average growth sa loob ng halos 6 na dekada. Siyempre po, ang pag-angat ng ekonomiya, may katumbas na pag-angat ng kakayahan ng gobyernong kumalinga at magbigay-lakas sa mamamayan upang masagad ang mga bumubukas na pagkakataon.

Nakikita po ninyo, kung hindi tayo maaantala, kung magtutuloy ang Daang Matuwid, sa loob lang ng isang henerasyon, first world na tayo. Kung magpapatuloy ang mga repormang bukal ng paglago ng ekonomiya, paglaon, ang tinitingala nating mga bansa, makakapantay na natin, kundi man malalampasan. Ito po ba, inambisyon ng kahit sino sa atin noong tayo’y nagsisimula?

Sa kabilang banda naman, kung tayo’y babalik sa baluktot, habambuhay tayong mag-aabang sa wala. Muli tayong mapapag-iwanan, at mababali ang pagtaas na trajectory ng ating ekonomiya.

Napakaganda na talaga ng ating naipunla, at nagbuhos na tayo ng matinding pagod at sakripisyo upang diligan ito. Sino ba namang nasa tamang isip ang bigla na lamang puputulin ang puno, kung kailan nagsisimula pa lang nating pitasin ang mga unang bunga nito?

May sentimyentong umiiral na sa tingin ko, mahuhuli ng isang tanong, ang tanong po: "Lahat ba ng ating naipundar, lahat ba ng ating pinaghirapan, maglalaho dahil lang sa isang eleksiyon?" Sa ganitong pananaw, ang susunod na halalan ay referendum po para sa Daang Matuwid. Kayo ang magdedesisyon kung ang pagbabago bang ating tinatamasa ay magiging permanente, o tatanawin lang bilang tsamba at panandaliang pagbangon sa isang mahabang kasaysayan ng pagkakadapa.

Ang tanong: Tama ba itong landas na tinatahak natin? Kung sasabihin ninyong hindi, para na rin ninyong sinabing “Mas gusto ko sa dati; bumalik na lang tayo sa baluktot.” ‘Pag iyon po ang inyong itinugon, ako’y mananahimik na lang.

Pero kung ang tugon naman ninyo ay “Oo,” tulad ng lagi, ako naman po’y handang maging inyong dakilang alalay. Miski sa pagbaba ko sa puwesto, hanggang sa aking huling hininga, makakaasa kayo, gaya ng walang patid ninyong pananatili bilang aking lakas, hindi rin kayo mag-iisa; sasamahan ko kayo, tatabihan ko kayo, magkakapit-bisig nating isasabuhay ang Daang Matuwid.

Mga Boss, aaminin ko: Ni minsan po, hindi ko iniisip na ako ay perpekto. Minsan, binigo tayo ng ilang inasahan nating alam dapat ang kanilang trabaho. Sa mga panahong tila gumana ang pagpapaduda, baka hindi rin namin nahanap agad at naibahagi ang impormasyon sa oras at paraang nais ninyo. Hinihingi ko po ang inyong pang-unawa sa mga bagay na ito.

Gaya nga po noong burol ng aking ina, bibigkasin ko ang Ikalawang aklat ni Timoteo, Kabanata 4, Bersikulo 7: “I have fought the good fight, I have finished the race, I have kept the faith.”

Mga Boss, nanggaling tayo sa sitwasyon kung saan tila nababalot ng kadiliman ang ating bansa; ni hindi natin masigurong may liwanag pang paparating. Binabati na tayo ng bukang liwayway ng katarungan at pagkakataon.

Nakita naman ninyo ang mga naabot natin. Narinig ninyo ang kuwento ng kapwa natin Pilipinong pinatunayan ang kayang maabot gamit ang sariling lakas, ang pagbabayanihan, ang hindi pag-uunahan, ang pag-aambagan tungo sa katuparan ng kolektibo nating mga adhikain. Ngayon, taas-noo na tayong humaharap sa buong mundo at nasasabing, "Kaya ko. Kaya ng Pilipino. Simula pa lang ito."

Opo: Simula pa lang ito. Simula pa lang ng isang bansang hindi mapapayuko, bagkus ay nagiging huwaran ng paninindigan sa buong mundo. Simula pa lang ng ginhawang bunga ng kalayaan mula sa katiwalian. Simula pa lang ng lipunan kung saan ang bawat Pilipino, kung magbabanat ng buto, kung gagawin ang tama, ay tiyak na aasenso. Simula pa lang ito, at hinahamon tayo ng kasaysayang diligan ang transpormasyon, upang magbunga ito ng mas marami pang pagkakataon para sa mga susunod na salinlahi.

Simula pa lang ito. Nasa unang yugto pa lang tayo ng dakilang kuwento ng sambayanang Pilipino. Sa gabay ng Panginoong Maykapal, at sa patuloy nating pagtahak sa Daang Matuwid, lalo pang tatayog ang mga pangarap na maaabot natin. Lalo pang lalawak ang kaunlarang tinatamasa natin. Nasa inyong mga kamay ang direksyon natin.

TULFO: Nasa linya na po ng aming telepono—kami po ay nagpapasalamat, for the past six years, ito lamang ho ang opisyal na talaga namang bukod tangi ha, kahit na kaliwa’t kanang banat sa administrasyon ang natatanggap, hindi po ito nagsasawang sumagot lalung-lalo na po dito sa amin. Ito ho’y siguro dahil sa kaniyang dating trabaho bilang mamahayag din, naiintindihan niya iyan. Secretary Sonny Coloma, Presidential Communications Operations Chief, maraming salamat, sir. Magandang umaga po sa inyo, sir.

ANDANAR: Good morning, sir.

SEC. COLOMA: Salamat din sa pagkakataon, Martin at Erwin, at magandang umaga din sa inyo.

Kaya po medyo mahaba eh dahil sinikap niyang maging komprehensibo para lahat po ng mahahalagang aspeto ng kaniyang isinagawa ay mailahad niya. At higit sa lahat, gusto nga po niyang magpasalamat sa ating mga Boss, dahil iyong kanilang suporta at pagtataguyod ang malaking dahilan kung bakit naisagawa ang mga reporma at pagbabago.

TULFO: Well, kami rin, sir—siguro napapansin ninyo rin ho, kami ni Pareng Martin ay medyo kritikal din ho kami sa administrasyon. Pero may mga nakita ho kami dito, dito sa kaniyang mga pinunto na nagawa naman ho. Tulad na lamang po nito, sir, iyong paninisi na … noong umpisa po ng SONA, nasisi niya na po iyong administrasyon, hanggang itong huli ay sinisisi niya pa rin, Secretary Coloma. Medyo nakataas po ang kilay ng mga kababayan ho natin na sinasabi eh hanggang sa huling sandal ay sinisisi pa rin ng Pangulo ang nakaraang administrasyon, Sec.

SEC. COLOMA: Baka po puwede nating pihitin lang nang konti iyong angle na ating tinitingnan—

SEC. COLOMA: —dahil sa aking palagay po, iyong ginawa ng Pangulo ay pagbibigay lamang ng konteksto o background. Kasi po, sa totoo lang, iyon naman po talaga iyong dinatnan. Para lang po maaalala iyong aktuwal at konkretong kaganapan na inabutan dahil iyon po ang nagde-define kung gaano po kahirap iyong dapat gagawin, kung ano pong hugis ng mga hamon na dapat na laktawan. Ganoon lang po iyon. Wala naman pong personalan doon. Hindi naman dahil sa sama ng loob iyon o galit. Kaya baka po hindi masyadong angkop na gamitin iyong katagang ‘paninisi’ dahil pagpu-provide lang po iyon ng konteksto.

TULFO: Meron din naman siyang nabanggit, sir, which we agree 100%. Itong sinasabing lifting of aviation limits – nagawa naman ho iyon. Mahirap naman ho nating itanggi iyan, at talagang kitang-kita naman ho na napakaraming biyahe na po – papasok, palabas ng ating bansa – lalo na po sa, ika nga, mga eroplano. Ito rin hong modernization program, hindi naman natin puwedeng itatwa ho ito. Talagang nangyayari, nakikita naman ho natin, nakikita ko naman po diyan sa rampa ng Philippine Air Force nakaparada itong mga samu’t-saring eroplano na eroplano; at mga barko ho natin. Hindi naman ho nating itatwa ho iyan.

Maging iyong certification ng mga seaman, talagang pag-graduate ho sa atin, talagang sure shot may trabaho po sa ibang bansa, lalo na iyong mga graduate ng mga maritime, etc., etc. Eh talagang dumami naman ho. Eh ang sinasabi po kasi ng mga maintenance provider sa mga nauna pong mga kuwento’t mga istorya - mga news reports - na sinasabi naman ng maintenance provider, “How can we fix this problem kung wala namang ibinibigay na piyesa para sa amin.” At sinasabi nila na mukhang galing po yata dapat ang pondo sa Department of Transportation and Communications. What can you say about this, sir?

SEC. COLOMA: Muli, Erwin at Martin, nilatag din niya iyong premise dahil nga po may pinanggalingan iyan eh. Malaking bagay din po kasi na iyong scheduled na general overhaul noong 2008 ay hindi nagampanan. At noong inabutan na po iyong sitwasyon, medyo masalimuot na po iyong sitwasyon ng private company na siya po ang may hawak nung operasyon ng MRT. At doon po sa pagbuwelta o iyong pag-correct ng mga inabutan na - na hindi ganoon kaayos - ay may panahon po kasing gugugulin, katulad po nang pag-oorder ng mga bagong tren, iyon pong rehabilitation ng rail, eh dadaan naman po iyan doon sa procurement process natin, na hindi rin ganoon kadali.

Ibig sabihin siguro, Martin at Erwin, kung ang inabutan ay hindi ganoon kasalimuot, baka hindi ganito kahabang panahon ang gugugulin para maghintay nang mas mabuti pang serbisyo. Iyon lang po ang paglilinaw hinggil diyan.
ANDANAR: Okay, Sec., doon po sa SONA, sa speech po ay may pahaging siya kay Vice President Jejomar Binay. Ito ba’y talagang isinama ng Pangulo o ito’y isinulat ng speechwriter? Kasi mukhang masama talaga ang loob ni Presidente kay VP doon sa mga sinabi niya.

SEC. COLOMA: Ang nakikita ko po diyan ‘no ay nagiging makatotohanan lang ating Pangulo, at nagbibigay din ng paliwanag. Kasi po maaalala natin, tinawag pong manhid at palpak ang administrasyon, at pagkatapos po noon, ang karagdagang batikos ay paliit daw nang paliit ang paggastos sa kalusugan ng ating mga mamamayan. Kaya itinuwid po ng Pangulo iyon. Nagbigay ng ehemplo na doon sa pamamagitan ng PhilHealth ay nabibigyan ng kalinga iyong mga pinakamahihirap na mga mamamayan. At klarung-klaro naman po iyong example na pinakita doon sa video kahapon. Kaya’t sa kahuli-hulihan, tinanong niya: “Ito ba ang pagpapakita ng pagiging manhid o palpak?” Eh palagay ko po, kapag mayroon kasing batikos na ganiyang ay kinakailangan pong sagutin at ilagay sa tama.

Ang Pangulo po mismo ang author ng lahat ng nakapaloob sa kaniyang SONA. Wala pong inilagay lang ng kahit sino. Siya po mismo ang nagpapasya kung ano ang gusto niyang banggitin sa kaniyang talumpati.

ANDANAR: Mukhang ano si Presidente, Secretary, connected siya sa ano eh, mukhang alam niya kung ano ang nangyayari sa social media dahil sabi niya, “E di wow.”

SEC. COLOMA: Pansinin natin na siya ang kauna-unahang Pangulo na mayroon talagang website na kumpletos rekados iyong social media accounts po niya ‘no. Meron siyang Facebook Fan Page na kung saan siya ay isa sa pinaka-popular. Sa top 10 po ng Facebook sa Pilipinas, siya lang po iyong hindi showbiz personality. Ganoon din po sa Twitter at ganoon din po sa iba pang medium ‘no, iyong sa Instagram. Siya po ay nakakonekta sa karamihan sa ating mamamayan na gumagamit na ng mga social media network na ito.

ANDANAR: Iyon, iyong gaganda ang buhay tapos, “E di wow.” Talagang diretsang patama iyon kay VP, Secretary.

SEC. COLOMA: Eh nasa mga nakikinig na po iyon ‘no. Ang kaniya lang naman ay paglalahad ng katotohanan. Kung sa sasabihin ng mga tao, ‘naniniwala kami sa inyo’, ibig sabihin po ay naging epektibo ang komunikasyon ng Presidente.

TULFO: Panghuli na lamang, Sec. Sonny, sir. Napapansin din po, I mean, itong administrasyon na ito ay parang ang problema po ay underspending. Kung kaya’t hindi po talaga ganoon talaga kalakas sumipa iyong ekonomiya natin, iyong mga imprastruktura because napapansin po ng mga ekonomista natin is underspending din po ang administrasyon na ito. Ano ho ang masasabi ninyo roon, Secretary Sonny?

SEC. COLOMA: Kasama din po iyan sa overall na riyalidad ng ating burukrasya. Kaya nga po nag-isyu ng Administrative Order si Pangulo, para ma-institutionalize po ‘no sa bawat departamento iyong istruktura for budget execution. Ito naman po ay puwedeng remedyuhan, kasi ang pinag-uusapan lang sa umpisa ng taon may kabagalan iyong paggastos. Makailang pinulong na po ni Pangulo ang Gabinete, at nakapag-submit na ng catch up plan ang lahat ng mga departamento para pagsapit ng katapusan ng taong ito ay halos 100% na iyong obligation at disbursement ng kanilang budget. Hindi po ito permanenteng problema, at tinugunan na po ito sa pamamagitan ng aksyon ng Pangulo.

ALAN: Kahapon po ay inihayag nang Pangulong Noy ang kanyang ika-anim at huling State of the Nation Address, at may kasama po itong panawagan sa ating mga mambabatas, sir, na ipasa iyong ilang mga measures na mahalaga para sa kapakanan ng ating bansa - BBL and the other measures, Secretary Coloma, sir?

SEC. COLOMA: Kabilang din diyan iyong panukala niya hinggil sa pagpasa ng isang Anti-Dynasty Law, na marami pong sumusuporta batay sa natunghayan po nating mga pahayag. Meron din pong iyong tungkol naman sa fiscal incentive po yata iyon.

ALAN: Yes, sir. And of course, nabanggit ng Pangulo, Secretary Coloma, sir, iyong maliwanag na economic outlook para sa ating bansa at sinasabi nga pong sa malapit na hinaharap eh naroon iyong mga projections na patuloy na gaganda ang ekonomiya ng Pilipinas, Secretary Coloma, sir?

SEC. COLOMA: Dalawang mahalagang punto, Alan. Una, iyong pagiging optimistiko ng ating mga kababayan. Ayon doon sa binanggit ng Pangulo na SWS survey 8 out of 10 Filipino ang naniniwala po na darating tayo doon sa estado ng pagiging isang developed country. Eh napakagandang senyales po ito na malakas ang loob at matibay ang paniniwala ng ating mga kababayan sa ganda ng ating kinabukasan. At sila ay nagkakaroon nitong aspirasyong ito na matamo natin iyong pagiging developed country.
At pangalawa, Alan, doon sa panghuling bahagi ng talumpati ng Pangulo, ipinakita niya yung resulta ng Daang Matuwid sa pamamagitan ng isang graph kung saan iyong linya ay pataas, iyong growth rate po natin. Binanggit nga niya na sa nakaraang limang taon, 2010 hanggang 2014, natamo natin iyong pinakamataas na five-year average growth rate na 6.2%. Pinakamataas po ito sa loob ng nakaraang apat na dekada at kung magpapatuloy ito sa loob ng isang henerasyon ay matatamo natin iyong tinatawag natin na first world status, ga-graduate na po tayo sa pagiging third world, magiging second world at first world pa rin, katulad ng minimithi at inaasam ng ating mga mamamayan.
Sa makatuwid, Alan, nagtatagpo iyong aspirasyon at iyong reyalidad dahil nga sa mga naipatupad nang mga reporma at ang pinakamahalaga dito iyong patuloy na pagtahak sa Daang Matuwid.

ALAN: Opo. Nabanggit din ng Pangulong Noy, Secretary Coloma, sir, iyong kanyang panawagan para sa approval nitong tinatawag na Unified Uniformed Personnel Pension Reform Bill. So ito ho’y para sa lahat ng mga unipormadong tauhan: Armed Forces, PNP and others, Secretary Coloma, sir?

SEC. COLOMA: Tama iyan, Alan. Dahil nga may problema tayong malaki doon sa pagbabayad ng pension dahil doon sa probisyon sa umiiral na batas na binabago iyong batayan sa pension benefit index doon sa latest po na standard of living. Paano po iyong mga matagal nang nagretiro, napakarami po nito. Iba naman iyong naging batayan ng kanilang benepisyo, iyong kanilang sahod dati no. Eh dumating na po kasi sa punto na hindi na kayang bayaran ng ating pamahalaan, iyong kagyat na pagpapatupad dito ay nasa antas na ng trillion. Kaya pinag-aralan po ito ng isang inter-agency committee at nakapagbuo na po ng mahalagang probisyon ng isang draft bill na tinatawag na Unified Pension Reform for Uniformed Personnel, sakop po ang Armed Forces, kapulisan at iba pa pong uniformed personnel ng ating pamahalaan; at may urgency po ito dahil nga po kailangang maisa-ayos iyong sistema ng pagbabayad ng mga pension.
At mahalaga din ito, Alan. dahil iyong minimithi din na pagtaas ng suweldo ng mga kawani ng gobyerno, mga lingkod-bayan, naantala din ito dahil nga kung magpapatupad ng ganoon lalong hindi makaka-adjust o hindi tayo makakatugon doon sa probisyon ng kasalukuyang pension system natin. Kaya magkakabit ang dalawang mahalagang bagay na iyan: iyong pagpapasa ng Unified Uniformed Personnel Pension Reformed Bill at iyong minimithi pong pagpapataas ng suweldo ng mga kawani sa gobyerno.

ALAN: Ayon. Okay, Sec, ito hong isa rin sa mga hinaylight ng Pangulo ay ang tagumpay nitong 4Ps o Pantawid Pamilya Pilipino Program. Meron nga pong mga anak ng mga beneficiary na naka-graduate na with flying colors at papasok na rin sa kolehiyo. So, ibig sabihin po talagang successful at papaano - mas lalawak pa po ang coverage nitong 4Ps natin in the near future, Sec. Sonny, sir?

SEC. COLOMA: Ganoon nga ang direksyon, Alan. Ang mahalaga diyan ay nakikita po natin ano na pumasok na sa tinatawag na virtuous cycle, nabago na po iyong istorya ng buhay ng ating mga kapatid at kababayang maralita. Dati po ay vicious cycle, kung ikaw ay mahirap nakasadlak ka sa kahirapan. Wala kang tatanawing magandang kinabukasan. Dahil iyong kahirapan mo sagabal iyan sa pagkumpleto ng pag-aaral. Kung mababa o wala kang pinag-aralan, hindi ka makakahanap ng trabaho, Kung walang kang trabaho ay lalo kang magiging mahirap, hindi ka makakatugon sa mga pangangailangan ng iyong kabuhayan, di mo mapapaganda ang iyong kinabukasan.
Pero na-reverse na iyon, Alan. Dahil nga doon sa new paradigm na ating tinatahak ngayon, hindi na iyong baka sakali o tsamba o trickle-down effect. Tinutukoy po natin mismo, nasaan ba ang ating mga kapatid na mahirap. Inihahatid po sa sarili nilang ATM account iyong tulong ng gobyerno. Hindi na inaasa doon sa baka sakaling maambunan kayo, iyong ganoong klaseng approach na dati na hindi naman epektibo. Kaya iyan ang tugon natin doon sa mga nagsasabi hindi naman daw nararamdaman. Dahil napaka-konkreto naman iyong manipestasyon na napapabuti na ang kabuhayan ng mga tumatanggap ng benepisyo sa 4Ps. Nabago na po iyong istorya ng kanilang buhay, na-reverse po natin iyong vicious cycle at ito ay nasa virtuous cycle at puwede na po silang mangarap. Dahil abot-kamay na iyong mas magandang kinabukasan.

ALAN: At kaalinsabay naman po nitong tulong na ipinagkakaloob na ito ng pamahalaan doon sa mga pamilya na napili base sa pangangailangan. Eh meron din naman pong karampatang obligasyon o kondisyon na kinakailangang i-fulfill iyong mga beneficiaries. Kasi iyong iba nga po ang sinasabi nila parang ito ay isang dole-out at parang hindi nila pinapansin iyong aspeto na bago mag-qualify ang isang pamilya, eh meron din siyang mga kondisyon na dapat matugunan, bago maging beneficiary, Sec. hindi po ba?

SEC. COLOMA: Kaya nga tinawag na Conditional Cash Transfer, Alan, iyong mga kondisyon doon sa patuloy na pag-transfer o pagbigay ng sa iyo ng pondo. Kaya kung tutuusin, ito ay pamumuhunan, para din pong pagpapahiram ng pera sa bangko. Di ba nangungutang tayo, ginagamit iyon na puhunan, dahil meron namang magandang kahihinatnan iyong pagpapautang. Parang ganundin iyon, namumuhunan ang pamahalaan, binibigyan ng ayuda at kalinga ang ating mga kababayang maralita, dahil nananalig na sa pagbabago ng kanilang buhay makikinabang din iyong buong bansa at iyong buong ekonomiya natin.
Nakita nga natin iyon doon sa halimbawa, si Alyannah Terite, iyong valedictorian ng Pasay City Science High School, na isa sa mga itinampok sa SONA kagabi doon sa isang video clip. Siya ay nagdikhay at nagsumikap, nagpunyagi, nagtagumpay bilang valedictorian at dahil po diyan ay nagkaroon siya ng susi sa isang magandang edukasyon, nag-qualify po siya doon sa civil engineering program ng Unibersidad ng Pilipinas, at kapag natapos po niya ito talagang mai-aangat niya ang kabuhayan niya at kabuhayan ng kanyang pamilya. Hindi po ba pamumuhunan ito. Taliwas doon sa sinasabi ng mga kritiko na ito ay dole-out. Papaano na lang po kung hindi tayo nag-reach out. Siguro po mas tama iyong salitang reach out, kaysa dole-out.

ALAN: Well, pagkatapos po nang SONA ng Pangulo at itong pagbubukas ng session ng dalawang Kapulungan ng Kongreso, ang national budget po na aabot sa P3 trillion para sa 2016, we understand is, isusumite na rin officially ng Malacañang itong panukala diyan po sa ating House of Representatives, sir?

SEC. COLOMA: Nakatakdang isumite ni Budget Secretary Butch Abad sa Kamara de Representantes ang panukalang General Appropriations Act para sa papasok na taon 2016, Alan. At gaya ng mga nakaraang pagkakataon, umaasa ang Pangulo na aaksyunan ito kaagad dahil ito ang number one priority sa legislative agenda. At mabubuo po ito, maipapasa at maipapatupad sa unang araw ng Enero 2016. Katulad noong nakaraang 2011, 2012, 2013, 2014, 2015. Dahil ito pong napapanahong pagbuo ng General Appropriations Act ay mahalagang bagay sa maayos na pagdaloy ng pondo ng bayan para sa mahalagang programa. Mahalaga din po itong reporma tungo sa isang open, transparent and accountable government.
