TYPHOON “FALCON” HAS MAINTAINED ITS STRENGTH AS IT CONTINUES MOVING IN A WEST NORTHWEST DIRECTION.
• Estimated rainfall amount is from heavy to at times intense within the 300 km radius of the typhoon.
• Fisherfolk are advised not to venture out over the seaboards of Luzon.

Malacañang welcomes survey results on greater public satisfaction with Aquino administration
The Palace on Tuesday welcomed the results of the latest Social Weather Stations (SWS) survey showing greater public satisfaction with President Benigno S. Aquino III’s administration.

In a statement, Presidential Spokesperson Edwin Lacierda said the latest installment of findings from the Second Quarter 2015 SWS Survey showed that public satisfaction with the Aquino administration has improved from 48 percent last March to 55 percent, and that dissatisfaction has fallen from 29 percent to 24 percent.

"This welcome news comes a day after our country received a credit rating upgrade from the Japan Credit Rating Agency (JCRA), which has raised our rating from BBB- to BBB+ stable -- the 22nd such positive rating action under the Aquino administration,” said Secretary Lacierda.

The Palace official said "another report which affirms the administration’s commitment to Daang Matuwid is a TIME magazine infographic based on a Gallup poll citing the Philippines as among the top places in the world where job optimism remains high."

"Despite a relatively pessimistic international outlook on the job market, 65 percent of Filipino respondents believed that now is a good time to find a job. The creation of jobs and the expansion of opportunities have always been among the administration’s top priorities, cognizant that it is through such investments in the people that we will be able to build a truly inclusive nation,” he said.

"With less than one year left before the 2016 elections, the Aquino government is hard at work boosting our economy and maximizing our country’s potential and resources. The end goal is, of course, the advancement of the Filipino people, whose trust and optimism continue to inspire the administration to serve them better. Likewise, beyond 2016, it is the public who will ensure the continuity of Daang Matuwid, and make the right choice for the benefit of generations to come,” he added.

On the credit rating upgrade from the JCRA, Lacierda noted that under the Aquino administration, the country has received two previous credit rating upgrades from the agency -- in April 2011 and May 2013.

He said the JCRA press release cited the Aquino administration’s “commitment to prudent fiscal management policy” as having improved the Philippines’ position.

“The figures speak for themselves: our central government debt-to-GDP (gross domestic product) ratio fell from 49.2 percent in 2013 to 45.4 percent at the end of 2014. Driven by strong domestic demand, the Philippine economy is projected to sustain a positive trajectory in terms of economic growth," Lacierda said.

"The aim of building a truly progressive and inclusive nation has been at the center of the Aquino administration’s vision since 2010. Recent advances in health, education, job creation, and infrastructure -- as well as positive news such as this -- serve to affirm the strength of this commitment.”

"As the President has repeatedly said, all these investments are meant to benefit the Filipino people, our nation’s greatest resource. Along with characteristic optimism and diligence, it is the public’s continuing confidence in the government, which has made our country’s economic resurgence possible. Philippines ready to present case before Arbitral Tribunal in The Hague
The Philippines is set to present its case before the Arbitral Tribunal in The Hague, the Netherlands, to argue that the tribunal has jurisdiction to hear the country’s case against China.Presidential Spokesperson Abigail Valte, in a news bulletin issued on Monday, said the first hearing will be held from 2:30 p.m. to 5:30 p.m. (about 8:30 p.m. to 11:30 p.m., Manila time) at the Permanent Court of Arbitration at the Peace Palace.
Valte said Solicitor General Florin Hilbay, as agent of the Philippines, will open the presentation.
Foreign Affairs Secretary Albert del Rosario will speak on the reason for the filing of the Philippines' case, while lawyers from the Washington-based law firm Foley Hoag, led by Paul Reichler, will present the arguments regarding jurisdiction, she said.
The Palace official also said “the entire Philippine delegation will be present to witness the proceedings.”

The members from the executive, legislature and judiciary who form part of the Philippine delegation are House of Representatives Speaker Feliciano Belmonte, Executive Secretary Paquito Ochoa, Jr., Supreme Court Associate Justices Antonio Carpio and Francis Jardeleza, Defense Secretary Voltaire Gazmin, Justice Secretary Leila de Lima, Chief Presidential Legal Counsel Benjamin Caguioa, Sandiganbayan Justice Sarah Fernandez, Undersecretary Emmanuel Bautista, and Deputy Executive Secretary Menardo Guevara.

The Philippines filed the arbitration case against China in 2013, questioning the latter’s claims to most of the South China Sea (West Philippine Sea). China has refused to participate in the case but in a public position paper in December, it raised concerns about the tribunal’s jurisdiction over the matter.

According to news reports, the tribunal last April acknowledged China’s objections, setting a hearing on jurisdiction on July 7 to 13. PND (jm)

President Aquino approves proposed P3 trillion national budget for 2016
President Benigno S. Aquino III, during a Cabinet meeting on Monday, approved the proposed 2016 national expenditure program, which reached P3.002 trillion.

This represents a 15.2 percent increase from the 2015 national budget and comprises 19.5 percent of the country’s Gross Domestic Product, Communication Secretary Herminio Coloma, Jr. said.

“The proposed budget with the theme, Paggugol na Matuwid: Saligan sa Tuloy-Tuloy na Pag-Unlad, is anchored on the following principles: (1) Spending within our means; (2) Investing in the right priorities; (3) Delivering measurable results; and (4) Empowering citizens through fiscal transparency, accountability and participation,” Secretary Coloma said.

The Department of Education gets the biggest allocation with P436.5 billion, followed by the Department of Public Works and Highways (DPWH) with P401.14 billion, he said, noting that the two departments’ combined budgets represent more than a quarter of the total 2016 national budget.

The Department of National Defense has the third biggest allocation with P172 billion, followed by the Department of Interior and Local Government with P156 billion, the Department of Health (DOH) with P128.5 billion, and the Department of Social Welfare and Development with P107.6 billion.

“Among all the agencies in the Executive Department, the DPWH and the DOH received the highest increases in their annual budgets at 32 percent and 25.2 percent respectively, as part of efforts to boost public infrastructure development and support economic expansion, as well as to improve health care services, especially to the poor and most vulnerable sectors of society,” Coloma said.

“President Aquino directed all Cabinet members to intensify efforts at completing the delivery of programs, especially those on public infrastructure, including the rehabilitation of ‘Yolanda’-affected and other calamity areas, and on strengthening public institutions,” he added.

The proposed budget will be submitted to Congress a day after the President delivers his final State of the Nation Address on July 27. PND (ag)

Government monitoring Typhoon Falcon, says Palace
Malacañang is monitoring the expected entry of Typhoon Falcon in the Philippine Area of Responsibility (PAR) as Tropical Storm Egay exited on Tuesday morning, an official has said.

President Benigno S. Aquino III is waiting for updates and the comprehensive report of the National Disaster Risk Reduction and Management Council with regards to Typhoon Egay, which struck northern Luzon, Communication Secretary Herminio Coloma, Jr. said during Tuesday’s press briefing at the Palace.

"At hinihintay natin o inaantabayanan naman natin sa ngayon ang papalapit na Tropical Storm Falcon," he told reporters.

The government is also keeping track of the situation on the ground, especially areas affected by flooding, Secretary Coloma said.

"Iyon naman pong mga local Disaster Risk Reduction and Management Council, sa pangunguna ng mga provincial and local government officials, ay ginagawa ang kanilang mga tungkulin," he said.

These councils respond to emergencies in their localities, he said, adding that the national government is ready to extend additional assistance, if necessary.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Tropical Storm Egay moved out of the PAR on Tuesday morning but noted that Typhoon Falcon is expected to enter on Tuesday evening or early Wednesday. PND (as)

Following the approval of the P3.002-trillion proposed National Budget by President Benigno S. Aquino III and the members of the Aquino Cabinet, Department of Budget and Management (DBM) Secretary Florencio “Butch” Abad said that they are gearing up for the government’s 2016 spending plan, which is double the Aquino administration’s P1.541-trillion budget in 2010.

The proposed budget for 2016—which is 15.2 percent higher than the P2.606-trillion 2015 national budget—is the Aquino administration’s blueprint for greater inclusive growth and reform expansion in the country.

“With this proposed budget, we can build on our reform successes over the last five years, as well as take on the challenges in our bid for inclusive development. This is a sizeable budget proposal, however, so our focus now is to help our agencies make optimal use of their allocations. This includes enhancing their capacities for budget planning, procurement, and project implementation, all of which are key to the prompt delivery of public services and the continuing growth of our economy,” Abad said.

“Overall, the proposed 2016 Budget will play an instrumental role in empowering our citizens, be it through antipoverty programs, our good governance campaign, or our broader socio-economic development strategy. In proposing this budget, we continue to hew to the principle ofDaang Matuwid, where leadership is fully expressed as transparent, accountable, and participatory,” Abad added.

Based on the Budget Priorities Framework for 2016, programs and projects that support the Aquino Administration’s goal of rapid, inclusive, and sustainable growth were given high importance in the proposed budget. These include programs and projects that focus on basic education, road and transport infrastructure, territorial defense, peace and order, health and social protection, food security and environmental integrity, and the improvement of the country’s business climate.

Likewise, government expenditures under the proposed budget is expected to increase to 19.5 percent of the gross domestic product (GDP). This is a larger share of the economy than the 2015 and 2010 budgets, which respectively comprised 18.7 percent and 16.4 percent of GDP.

Personnel Services will continue to corner the largest share of this budget with 27.6 percent, followed by Infrastructure and other Capital Outlays with 21.8 percent. Meanwhile, Maintenance and Other Operating Expenditures (MOOE) will have a share of 17.1 percent.

A quarter of the proposed budget—almost 28 percent or P837.9 billion—will be shared between the departments of Education (DepEd) and Public Works and Highways (DPWH). The DepEd will receive a budget of P436.5 billion, while the DPWH will receive P401.4 billion, an increase of 15.6 percent and 32.0 percent, respectively.

The proposed budget also has fiscal space amounting to P580.9 billion, which will be allocated for new programs or projects and the expansion of existing projects for 2016. This is double the fiscal space in the 2015 National Budget of P287.3 billion.

“We’ve shown that in the last five years, good governance—especially in the management of public funds—leads to better government performance and real benefits for our people. As such, the proposed 2016 National Budget will continue to support good governance beyond 2016 to create sustainable prosperity for all,” Abad said.

Ombudsman affirms graft charges against former DPWH exec

 The former director of the legal services of the Department of Public Works and Highways (DPWH), Atty. Oscar Abundo, faces indictment before the Sandiganbayan for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) in connection with Abundo’s participation in causing partial payment of P24,299,458.34 for the expropriation of a piece of land that included right of way for two national highways (Lots 41 and 43, respectively) and despite his knowledge of some defects in the Special Allotment Release Order (SARO).

The case stemmed from the sale of five-sixth of Lots 41 and 43 located in Makar, General Santos City, Cotabato by the heirs of Mohamad Bin Abdurasak to the DPWH in 2001-2002. Upon post-audit, the Commission on Audit (COA) opined that the sellers had no right to claim compensation because Lots 41 and 43 were allegedly owned by the Republic of the Philippines. The audit also reported that “the DPWH paid the second installment of the claim despite the discrepancy in the name of the project as stated in Department of Budget and Management’s SARO” because the document mistakenly referred to the right-of-way claim for the Davao City-Bukidnon Road instead of the General Santos City-Koronadal Road.

Investigation revealed that Abundo proposed the payment scheme for the sale of Lots 41 and 43 and that he instructed the Regional Director (RD) of DPWH Region XI to prepare the Deed of Sale. It was also found out that he purposely did not make any effort to correct the defective SARO to ensure that the funds would not be reverted at the end of 2001. Instead, when the RD returned the voucher covered by Sub-Allotment Advice No. 2176, Abundo instructed him to retain the amount. He further instructed the Chief Accountant to issue a Certificate of Availability of Funds to cover the P24.29M partial payment.

Ombudsman Conchita Carpio Morales ruled that Abundo had “the obligation to scrutinize all the documents that were submitted to his office for evaluation.”

The Resolution stated that Abundo did not take any step to correct the mistake in the SARO and “as a result of his action and inaction, he caused payment that otherwise should not have been made yet, thus prematurely giving the heirs unwarranted benefit, advantage or preference.” It underscored the fact that Abundo’s actions “bespeak of bad faith and manifest partiality considering that he had full knowledge of the reasons for the return of the voucher by the DPWH Region XI Director.”

Section 3(e) of R.A. No. 3019 penalizes any public official who by his official functions create undue injury to the government through manifest partiality, evident bad faith and gross inexcusable negligence.

The charges against District Engineer Tito Valdez, Chief Accountant Teresita de Vera and Jovina Abdurasak, the representative of the heirs, were dismissed for lack of sufficient evidence.

 The Office of the Ombudsman filed charges for violation of Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) against former mayor Sebastian Serrano of Catanauan, Quezon and two others on account of the anomalous utilization of the loan granted to the Catanauan Farmers Arrowroot Planters Multi-Purpose Cooperative (Cooperative) for the “One Town, One Product (OTOP), One Million Peso Loan Program.”

The case involves the P1M loan released in 2003 by the Office of the President (OP) to the municipality of Catanauan from which fund Serrano endorsed the Arrowroot Production Project for the benefit of the farmers of two barangays under a Memorandum of Agreement (MOA) between Serrano and Cooperative officers, spouses Gerardo and Zenaida Mendenilla. Serrano failed to account for the funds despite repeated demand letters from the OP.

Investigation disclosed that the listed members of the Cooperative did not have any knowledge of the existence of the Cooperative, and that their signatures on the documents were either spurious or falsified. They also attested that no board meeting transpired, contrary to the representations made by Serrano in the project proposal that he submitted to the OP.

In finding utter disregard of the requirements of the OTOP Program, the Office stated that the Cooperative was not registered with theCooperative Development Authority at the time it was endorsed as the beneficiary of the OTOP Program. It was also established that Serrano recommended the Cooperative as beneficiary despite the fact that it did not have at least one year profitable experience in livelihood and/or SME operation, no good credit standing, insufficient manpower with proven/tested technology to implement the project, and no established internal control, accounting and documentation system.

The Resolution stated that the evidence established that respondents conspired in the scheme to ensure that the Cooperative would end up getting the loan grant, and its failure to repay the loan resulted in damage and injury to the government.

Section 3(e) of R.A. No. 3019 penalizes any public official who, by his official functions, causes undue injury to the government through manifest partiality, evident bad faith and gross inexcusable negligence. It covers private individuals who collude or conspire with public officials.

The charges against Municipal Budget Officer Rebecca Florida and Municipal Treasurer Lourdes Vilma Averia were dismissed due to insufficiency of evidence.

June 2015 inflation plunges to lowest level in two decades

MANILA – Sufficient supply of food and moderate price pressures in energy and oil rates tamed inflation to its new lowest level in two decades, according to the National Economic and Development Authority (NEDA).

The Philippine Statistics Authority reported today that headline inflation rate plunged further to 1.2 percent in June 2015 from 1.6 percent in the previous month and 4.4 percent in June 2014.

“The June 2015 inflation rate is now the lowest, covering the monthly inflation series from 1995 to June 2015 using the current base year 2006. The figure was also below the market expectation of 1.5 percent and very well within the inflation target range of 2.0 to 4.0 percent set by the government for 2015,” said NEDA Officer in Charge (OIC) and Deputy Director-General Emmanuel F. Esguerra.

Headline inflation in the food subgroup eased in June 2015, (2.1% from 3.2%) following slower price adjustments in rice, meat, vegetables, and fruits.

“Aside from the steady and sufficient supply of food, inflation benefitted from reduced electricity prices due to lower fuel costs. The double-digit year-on-year decline in the prices of unleaded gasoline, diesel, kerosene, liquefied petroleum gas or LPG, and the decline in Meralco rates affected key oil and electricity-related commodities and services in the current month,” the NEDA official said.
On the other hand, non-food commodities reflected slight price increments as inflation partially increased to 0.4 percent in June 2015 from 0.3 percent in May 2015.

Meanwhile, core inflation, which excludes selected volatile food and energy prices, declined to 2.0 percent from 2.2 percent in May 2015 and 2.8 percent in June 2014. It averaged at 2.3 percent in the first six months of 2015.

“The slackening of the core inflation provides less pressure for interest rates to increase, and this bodes well for household consumption and further supports economic expansion moving forward,” said Esguerra.

The slowdown of inflation appears to be geographically broad-based as the price index in the National Capital Region dipped to 0.6 percent in June 2015 from 0.7 percent in May 2015 and 3.6 percent in the same period a year ago. Likewise, all regions except the Cordillera Administrative Region registered slower year-on-year price increases, thus, resulting in a tempered overall inflation of 1.4 percent in June 2015 from 1.8 percent in May 2015 and 4.7 percent same period a year ago.

“It is also worth noting that except for the Philippines, inflation in the ASEAN-5, which includes Indonesia, Malaysia, Singapore, and Thailand, generally posted upward adjustments in May and June 2015,” said Esguerra.

But he added that the government will remain cautious against any upside inflation risk, such as that arising from the occurrence of typhoons in the second half, which could be intensified by the prolonged El Niño.

“Efforts to monitor drought incidence in agricultural areas should be sustained to ensure that suitable policy actions are realized without delay. Timely importation of rice to augment domestic supply should serve as a ready measure to prevent the repeat of the high rice prices witnessed in the third quarter of 2013 until 2014 as these occurrences adversely affect the well-being of the citizenry,” Esguerra explained.

Esguerra is OIC of NEDA while Economic Planning Secretary Arsenio M. Balisacan is on official business abroad from July 3-12, 2015.

This came from the combined resources of the Department of Social Welfare and Development (DSWD) which provided ₱812,512.50 worth of disaster relief while local government units (LGUs) extended ₱681,137.

As of press time, a total of 11,751 families or 48,307 persons coming from 243 barangays in 30 cities and municipalities were affected. Of this number, some 139 families or 414 persons are still staying in three evacuation centers.

In Region I which was the hardest hit, a total of 11,509 families or 47,359 persons were affected by the tropical storm. A total of 109 families or 354 persons are still staying in the lone evacuation center in the region.

Based on initial reports gathered by DSWD disaster teams at the regional level, a total of 94 houses were totally damaged and 90 were partially damaged in Region I and in the Cordillera Administrative Region (CAR).

DSWD disaster teams continue to assist LGUs in relief operations and management of evacuation centers. They will also start their rapid assessment to determine the extent of the disaster and to identify other social services that may be needed by the affected families.

Department of Social Welfare and Development (DSWD) Secretary Corazon Juliano-Soliman assured the survivors and the families of the victims of the Ormoc City sea mishap of continuing assistance as they go through this difficult situation.

On July 3, DSWD-Field Office (FO) VIII Assistant Regional Director for Operations Resty Macuto visited the survivors and the bereaved families of those who perished when MV Nirvana Motorboat capsized on July 2 on its way to Camotes Island in Cebu Province.

Around 20 DSWD staff joined Asst. Dir. Macuto during the visit where they assisted in the conduct of psychosocial counseling to the survivors and to the bereaved families. They, together with the local government of Ormoc City, also distributed 500 family food packs, 100 sacks of clothing, and 25 boxes of cereal drinks.

Likewise, DSWD-FO VIII will pay the hospital bills of the eleven survivors and the two others who are now in critical condition.

To date, the DSWD has already paid P18,670 for hospital fees.

DSWD-FO VIII is now coordinating with DSWD-FO VII for the continuing assistance to the survivors and to the bereaved families who are mostly from Camotes Island.

BSP brings "Money Matters for Kids" exhibit to Davao City

The Bangko Sentral ng Pilipinas (BSP) opens its 6th Money Matters for Kids (MMK) Exhibit at the BSP Davao Regional Office on 7 July 2015. This is the first time that the Exhibit is brought to Mindanao after it was launched in 2011.

The MMK is an interactive exhibit on financial literacy designed to provide young children aged 12 and below with a fun way of learning the concepts of money, saving, wise spending and sharing. Children are also taught the importance of saving for the future. BSP’s financial literacy focus on children is grounded on studies that show those who began savings habits as children display better attitudes towards saving than those who did not save in their childhood.

This exhibit is a component program of the BSP’s integrated Economic and Financial Learning Program (EFLP) that aims to empower financial consumers to make informed financial decisions and improve their financial well-being. After five (5) runs, the MMK Exhibit reached a total of 23,496 children and adult exhibit viewers.

Atty. Prudence Angelita A. Kasala, Director of the BSP’s Financial Consumer Protection Department (FCPD) and Atty. Thelma C. Pantig, Acting Director of the BSP Davao Regional Office, lead the ribbon-cutting ceremony to formally open the Exhibit.

During the opening ceremony, Elementary school pupils from Palma Gil Elementary School are the special guests to view the interactive exhibit which features hands-on tools that encourage kids to play and study while exploring money-related themes. The Exhibit will give them a chance to play the roles of bank managers and tellers and to know the concept of deposits and withdrawals through a make-believe bank and a mock-up Automated Teller Machine (ATM). It also educates them on how to budget and to differentiate between needs and wants in addition to distinguishing between genuine and fake banknotes.

The MMK Exhibit, initiated by the BSP’s FCPD, is open to the public from 7 to 17 July 2015 including Saturdays and Sundays from 8:30 a.m. to 5:00 p.m. at the BSP Davao Regional Office, Quirino Avenue, Davao City.

BSP identifies domestic systemically important Banks

The Bangko Sentral ng Pilipinas (BSP) has completed its determination of domestic systemically important banks (D-SIBs). Following the framework released in October 2014, banks were classified depending on the extent of their systemic importance using pre-defined indicators for (a) size, (b) interconnectedness, (c) substitutability and market reliance as a financial market infrastructure as well as (d) complexity.

The D-SIBs framework is in line with the initiatives pursued under the Basel 3 reform agenda. D-SIBs are characterized as banks whose distress or disorderly failure would cause significant disruptions to the wider financial system and economy.

The BSP noted that it will update the list of D-SIBs every year and each bank will be individually notified of their classification. Those identified as D-SIBs will be required to maintain additional Common Equity Tier 1 (CET1) of between 150 and 250 basis points of the bank’s Risk-Weighted Assets. The higher capital requirements, however, will be staggered beginning January 2017 until the same are fully in place by January 2019.

D-SIBs must also meet higher supervisory expectations. For example, in the annual submission of their ICAAP document (Internal Capital Adequacy Assessment Process), D-SIBS must have in place acceptable recovery plans which will be carried out in the event of breaches in capital requirements.

BSP Governor Amando M. Tetangco, Jr. noted that “the higher bar for D-SIBs in terms of capital requirement and supervisory expectations serves to strengthen the system by lowering the probability of systemic bank failures”.

The Governor reiterated that the banking system remains in a strong position and that the D-SIBs guidelines are “pro-active measures to sustain such strength”. He added that the higher minimum CET1 threshold would not be disruptive since “our internal simulations affirm that a reasonable earnings retention program would be sufficient to bring the capital level of D-SIBs within the required threshold”.

Philippines hosts launch of WHO Report on the Global Tobacco Epidemic

The World Health Organization (WHO) launched the “WHO Report on the Global Tobacco Epidemic, 2015: Raising Taxes on Tobacco” today, 7 July 2015. The 2015 edition is the fifth global report on the tobacco epidemic, produced by the World Health Organization with support from the World Bank and Bloomberg Philanthropies.

The report published yearly highlights the progress in tobacco control worldwide. Each report guides countries in managing the effects of tobacco use as well as a global analysis of its use and control. Tobacco-related illness is one of the biggest health threats the world faces today and strong measures are taken to prevent deaths, including strict tobacco control policies.

In 2008, the MPOWER package of measures, a strategy to assist Parties in controlling tobacco use, was established by the WHO Framework Convention on Tobacco Control (WHO FCTC). MPOWER identifies six key policies to stamp out the tobacco epidemic namely to Monitor tobacco use and prevention policies, Protect people from tobacco smoke, Offer help to quit tobacco use, Warn people about the dangers of tobacco, Enforce bans on tobacco advertising, promotion, and sponsorship, and Raise taxes on tobacco- the theme of this year’s report.

The Philippines has been chosen to host the launch of the 2015 WHO report on tobacco taxation in recognition of the PH’s efforts to reduce tobacco consumption with the passage of the Republic Act No. 10351, also known as the Sin Tax Reform Act of 2012. The law significantly increased the specific excise tax on tobacco and simplified the tax structure to make it more efficient in raising the tobacco tax. The Sin Tax Law simplified the tax system, introduced higher excise rates, and indexed the tax rate to an inflation proxy of 4% annually after 2017.

The incremental revenues of Sin Tax Revenues in 2014 was P50.2 billion, higher than the P49.2 billion target collection for sin taxes this year, while the incremental revenues earmarked for Health (Philhealth premiums, Health Facilities Enhancement Program) was P44.7 billion in 2013, and P42.6 billion in 2014. The share of total tobacco and alcohol excise collections amounted to 0.9% of GDP for 2013 and 2014, the highest since 2000.

Tobacco taxes is a key source of funding universal health care especially for the poor, with the national government allocation for health insurance premiums increasing from P12.6 Billion to P35.3 Billion from 2013 to 2014.

Since the law has been in effect, it has significantly reduced tobacco use and related harms. The law is recognized globally as a public health breakthrough.

The Philippines was recognized by the Bloomberg Philanthropies Awards for Global Tobacco Control at the 16th World Conference on Tobacco or Health in Abu Dhabi last March, as one of the six honorees in the fight against the global tobacco epidemic under its MPOWER method under the “R” category, “Raising taxes on tobacco”.

Speaking on behalf of Finance Secretary Cesar V. Purisima, Finance Undersecretary Jeremias N. Paul, Jr. of the Domestic Finance Group said, “It is an honor for the Philippines to not only host today’s event but also to be recognized as an achiever in raising tobacco taxes to help reduce its use. The Sin Tax Reform Law has proved that tobacco taxation is good for both the country’s fiscal and public health, as it reduces consumption and generates revenue simultaneously.

The Philippine government is committed to this reform and we continue to develop reforms and programs to secure our people’s health and our nation’s wealth for a better life for all.”

The launch held at the WHO Regional Office for the Western Pacific, celebrated the global gains made in tobacco control, recognized partners and their contributions, and showcased the highlights of this year’s report in the battle against the tobacco use epidemic.

The event was formally opened by Dr. Shin Young-see, Regional Director for the WHO Western Pacific, followed by remarks from WHO experts and government representatives including Undersecretary Jeremias N. Paul, Jr.

DOF, DTI, DBM, and NEDA register concerns over TIMTA amendments

Four Cabinet Secretaries, the heads of the Department of Finance (DOF), Department of Trade and Industry (DTI), Department of Budget and Management (DBM), and the National Economic and Development Authority (NEDA), sent a joint position to the House of Representatives and the Senate of the Philippines on the recent congressional amendments to the proposed Tax Incentives Management and Transparency Act (TIMTA).

Signed on 16 June 2015, the joint position expresses objections to major amendments to the bill that were introduced by the House and the Senate, and that contained major policy and administrative deviations from the original intent agreement by the DOF and the DTI:

1. The deletion of the House and Senate of the reporting requirement for NEDA to conduct a cost-benefit analysis on the economic impact of tax incentives; and

2. The insertion of the “deemed approved” provision, where tax incentives to registered enterprises are considered granted if the BIR fails to inform the Board of Investments (BOI) or the concerned Investment Promotion Agency (IPA) and the registered business entity of its findings within six months from the receipt of the endorsement or IPA’s recommendation.

DOF, DTI, DBM, and NEDA jointly propose the reinstatement of the reporting requirement for NEDA to conduct the analysis on investment incentives based on the data submitted by the IPAs and the DOF.

The publishing of the impact of tax incentives by NEDA to relevant government offices and authorities allows for a higher level of understanding of how tax incentives work for the benefit of the economy. The reporting requirement ensures fiscal transparency in line with the goal to institute a transparent and accountable public financial management system.

DOF, DTI, DBM, and NEDA jointly propose the deletion of the “deemed approved” provision because it shortens the time that the BIR is given to audit books, from the original three year period to only 180 days. This is contrary to what is provided in the Tax Code for the amount of time that the BIR is allowed to examine a taxpayer’s books.

The BIR also notably opined that three years is not enough time to audit a taxpayer’s books. Further, the original DOF-DTI endorsement stated that the 18-month period covering the acceptance and review of the application by the BOI and other relevant Investment Promotion Agencies shall toll the prescriptive period of the BIR to make any assessment.

The four cabinet secretaries thank the leadership of both houses for shepherding the TIMTA bill in Congress and urge the leadership to strongly consider the comments in the spirit of instituting policy reforms in transparency and good governance.

The TIMTA aims to promote transparency and accountability in granting tax incentives to business entities, and private individuals and corporations. Under the bill, data and information on tax incentives claims of registered entities and individuals, and the amount of tax and duty incentives granted them shall be evaluated and monitored under a comprehensive database.

Roxas to discuss benefits of 4Ps with Bulacan PTA

Secretary of the Interior and Local Government Mar Roxas will facilitate an open forum on Pantawid Pamilyang Pilipino Program (4Ps) with the Parents-Teachers Association (PTA) in Baliwag, Bulacan, on Tuesday (July 7).

The secretary chose to brief hundreds of Baliwag parents and teachers because of their ability to nurture a child properly both at home and in school.

Roxas believes that education is a vital ingredient of the country's economic success, thus it must be accessible for everyone especially to families living below the poverty line.

Under Daaang Matuwid, the National Government has established Conditional Cash Transfer programs like 4Ps to help families with the expenses needed in their children’s education.

As a result, the administration was able to help more than 333,000 students under the program finish high school across the country.

The Pantawid Pamilyang Pilipino Program is a poverty alleviation breakthrough of the Department of Social Welfare and Development (DSWD) that currently supports 4.4-million Filipino families nationwide.

The Aquino administration's anti-poverty programs have always been implemented in partnership with communities to ensure direct help to many people in less developed areas.

Secretary of the Interior and Local Government Mar Roxas announced several ongoing efforts of the national government to modernize the local police in the provinces as he officially turned over 23 multi-purpose patrol jeeps to the each of the Municipalities of Misamis Oriental.

"Kabahagi po ito ng malawakang programa sa loob ng Philippine National Police [PNP], kung saan ipagkakaloob natin sa ating mga pulis ang mga kagamitan na maaari nilang gamitin upang mas lalo silang makapagsilbi sa ating bayan," Roxas said during the turn over and acceptance ceremonies of the vehicles held in Camp Vicente Alagar on Friday (July 3).

Under Roxas' watch, the PNP successfully bought 1490 patrol jeeps, which is being distributed to every municipality across the country.

The Secretary also announced the ongoing procurement of weapons and firearms for the police officers stationed in the rural areas.

A total of 74,879 units of modern side arms and 30,253 basic rifles will be issued to the rural frontline units nationwide, increasing the operational preparedness of the local policemen by 93%.

Communication between officers and field units will also be enhanced by a hundred percent through the upcoming distribution of 29,914 radio units.

"Obligasyon namin sa estado, lalo na sa pamahalaang nasyunal, na ipagkaloob sa inyo ang lahat ng maaari para magampanan ninyo ang inyong tungkulin," Roxas told the police and government employees present in the program.

The modernization of the PNP and provision of these modern equipment are part of OPLAN Lambat-Sibat, the intensified anti-criminality campaign which employs in a deliberate, programmatic, and sustained approach.

It can be remembered that President Aquino tasked Roxas to lead the campaign to lessen the occurrence of crime, in order for every Filipino family to live in a safer community.

“Lahat po ito ay katas at bunga ng Daang Matuwid—walang anomalya, walang overpriced, lahat dumating at 100% accounted for," Roxas said, presenting the patrol jeeps as prime example.

"Sa Daang Matuwid, nilulutas natin ng kumpleto ang mga problema. Tinutugunan natin ang tiwala na binigay sa atin ng ating mga kababayan,” Roxas added.

Kentex DVI team concludes with 73 of 74 fire victims identified

The Philippine National Police through its Crime Laboratory led by PSSupt Emmanuel L. Aranas identified 73 of 74 victims who perished in a fire incident at Kentex Manufacturing Corporation at Tatalon Street, Ugong Valenzuela City last May 13, 2015.

The Kentex Disaster Victim Identification (DVI) Team, composed of PNP Crime Laboratory experts, has already made initial identification last May 14, 2015, where three (3) were physically identified (through personal belongings), 68 were identified through DNA test, and one (1) was unidentified because no DNA samples cannot be extracted from the victim since it was burned completely leaving no specimen capable for DNA identification.

Based on a report to PNP Officer-In-Charge Deputy Director Leonardo A. Espina, PSSupt. Aranas said that the two (2) latest identified victims are Jony A. Descallar and Marvy A. Marcelino who were added from the previous count of 72 victims last June 14, 2015.

Final search conducted on June 11, 19, 20 and 22, 2015 further yielded some other small pieces of bone remnants from different sites of the second floor area of the building including a fragmented tibia bone recovered from the second floor far opposite where most of the burnt bodies were recovered, a strong indication that this could belong to another individual.

The bodies were identified through the comparison of the DNA profile generated from a partially burned bone fragment that has been recovered at the scene sometime on June 19 -20, 2015 and the DNA from the buccal swab samples of their relatives.

“We insisted na kahit dangerous yung area ay nagsearch ulit kami right after maalis yung mga nakaharang na debris para ma-identify lahat ng victim. Samples from all the collected fragments during our search have undergone DNA examination where the latest 2 victims were identified other than those 72 recovered.” PSSupt Aranas explained.

“Overall, there were 28 male and 45 female victims, with 1 unknown gender” PSSupt Aranas said.

“The PNP Crime Laboratory has already coordinated with the LGU-CSWD through the Chief of Police of Valenzuela Police Station regarding the 2 newly identified victims in order for them to facilitate the issuance of death certificates to the claimants.” PSSupt Aranas added. (PNP-PIO)

AMA Foundation, DFA Ladies Foundation sign Memorandum of Agreement on scholarship program

The AMA-DFALF Scholarship Program will provide 30 College Degree (four-year) and 10 Technical-Vocational (two-year) courses in any AMA Education System (AMAES) affiliated campuses to qualified DFALF members and their dependents. The Filipino children in Milan and Northern Italy will have the opportunity to learn the Filipino language and culture as part of their course curricula. DOST bares agri exhibits in 2015 National Science and Technology Week

The Department of Science and Technology- Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) announced details of its exhibit in the upcoming National Science and Technology Week (NSTW) from July 24-28, 2015 at SMX Convention Center in Pasay City.

Bearing the theme “Strategic Industry Program for Agricultural Growth (SIPAG) ni Juan,” the PCAARRD exhibit will basically highlight how science and technology (S&T) is infused in agri-aqua-natural resource commodities to improve productivity, product quality, and profitability and thus raise the living standards of farmers, fishermen, and others.

The exhibit will feature the following commodities: banana, mud crabs, abaca, goat, and the plant growth promoter.

According to DOST-Philippine Nuclear Research Institute Director Dr. Alumanda dela Rosa, the plant growth promoter involves the use of radiation-modified oligo-kappa-carrageenan from algae/seaweed and oligo-chitosan from crab and shrimp shell for crop’s yield and nutrient intake, resistance to disease and bacteria and increase in production.

Meanwhile, Sultan Kudarat State University Professor Dr. Ruby Hechanova explained the Halal goat industry, its relevance to the Muslims and how science was infused to Halal goat production to ensure authenticity of Halal products.

Science and technology was also tapped by UPLB, PCAARRD and its partners to address major setbacks faced by the Philippine abaca industry. According to Dr. Antonio Lalusin, project leader of UPLB-Institute of Plant Breeding, Crop Science Cluster, this resulted to development, rehabilitation and promotion of improved abaca varieties to strengthen commercial production and help the farmers.

Also to be featured is a video of Benham Rise, declared as part of the Philippine Extended Continental Shelf and now under the PCAARRD-funded program Exploration, Mapping and Assessment of Deep Water Areas. Backed by researchers, scientists and seasoned dive specialists from different universities, the program seeks further exploration of resources available in the territory.

The other panelists were UPLB - Institute of Plant Breeding researcher Dr. Lavernee Gueco, Southeast Asian Fisheries Department scientist Dr. Fe Dolores Estepa, and Dr. Cesar Villanoy of UP Diliman- Marine Science Institute.

BI suspends Bantilan law office for filing bogus case

 MANILA, Philippines–Immigration Commissioner Siegfred Mison has ordered the suspension of the Bureau of Immigration (BI) accreditation of B.G. Bantilan Law Office, the law office of Atty. Bryan Bantilan, after the latter appeared to have fabricated an estafa case against his own client, Chinese fugitive Wang Bo.

Mison ordered the suspension following the June 8, 2015 resolution of Justice Secretary Leila de Lima that found Bantilan to have conjured a case against Wang to prevent his deportation, while representing the latter in his deportation case at the same time.

Mison’s memorandum states that the suspension of the said Law Office and the liaison officers who are connected to the issue is a preventive measure pending the results of the investigation on the allegations of bribery and the circumstances surrounding the delay in the implementation and eventual reversal of the summary deportation order versus Wang.

BI’s accreditation system screens out the legitimate liaison officers from “fixers” to insure that all who transact with and represent foreign nationals are not engaged in illegal transactions.

The Philippine Deposit Insurance Corporation (PDIC) filed with the Department of Justice a criminal complaint against 20 former stockholders and officers of the closed Banco Filipino Savings and Mortgage Bank (Banco Filipino) and its related entities for conducting business in an unsafe and unsound manner that resulted in estimated losses of P1.4 billion to the bank. Banco Filipino is a 62-unit bank ordered closed by the Monetary Board and placed under receivership of the PDIC on March 17, 2011.

Conducting business in an unsafe and unsound manner is in violation of Republic Act 3591, as amended or the PDIC Charter, and of RA 8791 or the General Banking Law of 2000.

Charged were Banco Filipino officers namely: Albert C. Aguirre, Director and Vice Chairman (also stockholder of BF Citi and sole receiver of BF Homes, Inc. (BF Homes) at the time the alleged violation was committed) ; Teodoro O. Arcenas, Jr., Director and Chairman; Orlando O. Samson, Director and Executive Vice President (also Director of BF Homes); Lualhati L. D. Nicolas, Executive VP; Jovito N. Hernandez, Executive VP; Serafin P. Tongco, Senior VP; Romeo M. Avila, Senior VP; Delfin M. Dimagiba, Director and Treasurer (also a BF Citi stockholder); Elena L. Pallasigue, Assistant VP; Dionisio M. Domingo, VP; Directors Conrado P. Banzon and Cesar S. Paguio; Grace L. Daguna, Assistant Manager; Maxy S. Abad, Executive VP (also Chairman and President of Filipino Vastland Company (Vastland), Director and Vice Chairman of BF Citi, BF General Insurance Co., Inc. (BF General) and BF Life Insurance Corporation (BF Life), and Treasurer of BF Homes); and officers of related entities namely: Virginia V. Serrano, Director and President of BF Citi (also Assistant Treasurer of Glamor World, Inc. (Glamor), and stockholder of Pro Managers, Inc.); BF Homes VPs Rosalina E. Tacolod and Mary Lou A. Vasquez; Antonio S. Calleja, Executive VP (BF Citi); Jerome H. Velhagen, Treasurer (Glamor); and Joseph C. Velhagen, Sr., Director (Glamor and Vastland).

BF Homes, BF Citi, BF General, BF Life, Glamor and Vastland are entities related to the Bank.

The complaint alleged that in 2001, the respondents took advantage of their positions and connived with officers and stockholders of Banco Filipino and its related entities to sell the bank's Head Office property to BF Homes for P685 million and use the Bank's funds to pay for the purchase. The alleged sale took place when BF Homes did not have the financial capacity to pay for the sale, having been under rehabilitation. Records of the bank revealed that Banco Filipino granted questionable loans in favor of Vastland and Glamor. Both entities allegedly have negative credit standings with at least 20 other banks. The loans were allegedly secured by overvalued properties of BF Homes, BF General and BF Life. These loan proceeds were supposedly to be used by Vastland and Glamor to acquire and develop real estate properties in Cavite. However, the loan proceeds were allegedly diverted to fund the checks of BF Homes which were used to pay for the purchase of the Head Office premises. These transactions showed that the bank used its own funds to buy its own property.

The complaint also alleged that respondents planned to transfer its service offices to a cheaper property located in Las Piñas, to help generate income or savings for the bank to justify the sale of its Head Office property. However, the bank did not relocate and instead rented said Head Office from BF Homes until the bank was ordered closed in 2011.

The complaint further alleged that respondents also made Banco Filipino pay BF Homes rental fees higher than prevailing rates with the bank paying an estimated total amount of P844.7 million from 2001 to 2011. Moreover, they orchestrated other fraudulent activities and irregular transactions over the same 10-year period.

The filing of charges against officers of the closed Banco Filipino is consistent with PDIC's efforts to protect the depositing public and to bring to justice parties that engage in acts that will put depositors and the Deposit Insurance Fund (DIF) at risk. The PDIC continues to pursue legal actions against bank officials and personnel who engage in unsafe and unsound banking practices that pose grave threats to the stability of the country's banking system. The PDIC is mandated to generate, preserve, maintain faith and confidence in the country's banking system, and protect it from illegal schemes and machinations.

PhilHealth to employers: Pay PhilHealth premiums to accredited collecting facilities

Starting this month, employers in the government and private sectors shall pay their premium contributions, including that of their employees, to any of the accredited collecting agents (ACAs) or e-payment facilities of the Philippine Health Insurance Corporation (PhilHealth).

The new policy, which was articulated in PhilHealth Circular 009-2015, mandatorily requires employers with 11 or more employees to remit their premium payments directly to ACAs of their choice and not to PhilHealth offices.

According to PhilHealth President and CEO Alexander A. Padilla, the new policy will make premium remittances more convenient to employers and will free them from long queues in PhilHealth Local Health Insurance offices especially during deadlines.

“We are continuously making enhancements not only in our benefits but in our services as well, to further provide hassle-free transactions to our 86 million beneficiaries and ensure more efficient posting of premium payments,” Padilla said.

PhilHealth also clarified that mandatory payment in ACAs shall not apply to micro-firms or those businesses with less than 11 employees, including employers of kasambahays; or employers with 11 or more employees but are located in geographically isolated and disadvantaged areas where there are no available ACAs or internet service providers.

Earlier, Padilla announced that employers in both government and private sectors shall also adopt the Electronic Premium Reporting System or EPRS for the online submission of their remittance reports. For employers in areas where there are ACAs but no internet connectivity, they can still submit their soft copy remittance reports to the nearest PhilHealth office.

Padilla also reminded the employers to pay in accordance to PhilHealth Circular 001-2014 which provides that employers with PhilHealth Employer Numbers (PENs) ending in 0-4 should remit their premiums within the 11th – 15th day of the month following the applicable period, while those with PENs ending in 5-9 should remit their premiums on the 16th-20th of the month following the applicable period.

The new payment policy applies to premium payments for the applicable month of June 2015. The complete list of PhilHealth ACAs can be viewed at www.philhealth.gov.ph.
